[Music] thank you [Music] thank you [Music] thank you [Music] thank you [Music] foreign [Music] [Applause] [Music] foreign [Music] foreign [Music] thank you [Music] I have to make sure pressure there you go hang on I'm going to call this come on I'm going to call this meeting to order for the workshop Thursday June 15th June 2023 at 5 30 pm roll call I'm here Melinda sabraski Charlene Diaz here Fred rushed in here Barbara zarzicki here Sheila Burnett here are you gonna play that nonsense again can you do that no not yet oh this is the workshop see without my little guilt pink things um we're looking forward to this it sure does smell good up here would you come up here and tell us about this please I'm Elena with Chartwells and I brought Stella and
Sheila with me tonight we're just going to kind of sum up the year and talk about our new recipes for next fall oh thank you um agenda um like I said we're going to talk about the new recipes and the new programs that are coming in Fall um some of our success stories and some of the results of where we landed this year in terms of meal counts um that's from Bullhead middle I believe um so I thought it was a really cute picture though to include the kids showing appreciation during national school lunch week Anna Elena can you hold on just a second Ethan can you turn her mic up a little bit not not from back there from here with me I should have that's not as bad as we were signing all
the contracts you're right yeah it's pretty rough yeah is that louder I could hear you okay but I just wanted to be sure it was on the recording of people in the room could you okay okay the people on in the audience could hear you okay sounds good um can you go there you go um just trying to sum up what's important to you what's important to the students what's important to the community obviously student satisfaction student interaction meeting their needs student voice and then student focused menus these are pictures from the community or from here we have a Desert Valley why don't we have blueberry crisp we made homemade that is the strawberry spinach salad that we also featured blueberry crisp down below you can see it actually plated at Sunrise and then lunch
lady Kudos from our team and that I believe is estella's grandson at Desert Valley enjoying mood boost so okay next slide okay so Global eats we have mood boost we have student choice we have Discovery kitchen so now we have Global eats Global eats is kind of the international version of Discovery kitchen so today we're featuring some recipes this was the first time we made any of these so I apologize ahead of time it really trying to play with some of the flavors and we tried to pick recipes that we knew that we could do in the schools and either through samplings or actually featured on the menus so in in your little gift bag we have recipe cards for you so the potatoes are from Italy the Italian seasoned red potatoes the Brussels sprouts
which are Kung Pao brussels sprouts there's a lot of Kung Pao sauce so they got a little they're a little dark but we're playing with the you know the brown sugar and the sriracha sauce kind of mix um also we had to scale them down a little bit so um the Cucumber Riata is in the little square strange one that's from India um we're not sure we think that it should be served with like a naan bread or like a warm Pita so that moving forward that's kind of what we'll do um but it it's different it kind of tastes like tzatziki sauce to me but we'll try it and play with it it has cucumbers for cilantro um what else was in there I made it I should remember um yogurt a little green
onion some cumin and coriander so it did sit for a couple hours and the big bowl is the Carnitas Bowl it has a shredded pork brown rice um a little side of black beans and then a pineapple salsa so it is kind of a multi-faceted recipe the chips go really good with it actually the chips go really good with the Cucumber Riata so just something different um definitely different flavor profiles so we're hoping that the kiddos will kind of like it some of the recipes are more geared towards the middle and Junior but I think we could kind of play with some of obviously not the Kung Pao brussels sprouts but um something that we can maybe play with flavor profiles for the little kiddos so that's kind of global eats um yep they're they're
different um but it's a really cool neat program there's a lot of marketing um stuff that we can get we couldn't get the cute little backpacks so um Sheila as brilliant as she is bootlegged uh the logo on um the tote bags just so that you had something as a takeaway they're really cute actually I really like the tote bags and then she also made the cute little recipe cards so we are very lucky to have you have talented people I do do I am surrounded with it's cute isn't it it really is and if you you are welcome the uh recipes are actually from there's renowned chefs that have owned these different um countries um and so they're the ones that are working with Chartwells and Compass to develop more recipes and the program
there's passports for the kids with stickers little luggage tags all kinds of fun stuff and we've ordered everything so we will be well equipped come August um any questions on global eats before I move on okay um this is uh mood boosted Desert Valley we are going to do it at Sunrise Diamondback next year and then Circle back at Desert Valley um these are just some really cute pictures of the kids they really enjoyed it a lot um and they really were very well behaved okay next slide next slide um these are just some more pictures from literally from Desert Valley and them enjoying the swag and here's some more just um a kind of a synopsis of the swag that we got I keep going backwards um okay Discovery kitchen was something that we
have been doing and we did start to really ramp up um in really featuring we started in December with the spice classes that we did at Desert Valley and Diamondback and then um in January January was Road road trip we featured a couple of Chicago style hot dog didn't really make a big splash but then in February we started doing um Regular promotions with Discovery kitchen if you want to flip to the next slide February we did a smart snacking with actually carrot sticks and we roasted them and they actually taste like sweet potatoes once they were done so we kind of tricked the kids um so that was fun and then we had contests with the teams as well those that did the the recipes and the Integrity took pictures promoted it used the
display like you saw it at Sunrise used with the blueberry crisp and then we had the strawberry spinach salad there were prizes repeatedly we had Sunrise Diamondback Desert Valley Bullhead and Fox Creek all win so it was a slam dunk it really was coyote kind of is a different setup but for the most part they all embraced it and did a fabulous job really enjoyed it I mean we have tons of pictures of them slaving away with measuring all the because they were very complicated recipes and so it was it was really appreciated and the kids really enjoyed it March was a half baked potato very simple the not so spicy rice and beans not such a good hit but we tried it it was good uh the Tangy broccoli and cranberry slaw was a
big hit and the roasted Roma potato wedges and the uh with the dipping sauce they did a buffalo ranch which was really tasty the potatoes actually is a very similar profile to the potatoes that we feature tonight very similar we used um so a lot of these recipes were to utilize DOD and brown box so we had a lot of potato wedges so the potato wedges look worked really well may was a spinach strawberry salad with with Citrus dressing that was very complicated yes it was good it was but the blueberry crisp I think out of all of them were the biggest hit hot or cold it was delicious but it was a very complicated recipe so okay for our newer board members actually for any of our board members would you explain what DOD
and brown box are sure so the district gets annual entitlement from the USDA in terms of it's based on the number of meals served a couple years prior so it's a large amount it was close to 200 000 I believe this year and so you get the opportunity to order through brown box which is ingredients off of I and actually Brown boxes but they're ingredients that you can get or DOD which is the fresh fruits and vegetables so we pretty much I was living off of what was ordered prior which was a great mix so we kind of split between the two we actually overspent which was good because then it's it's we're over utilizing the dollars that are available or the benefits so it's all good um so the brown box will come in
and like potato wedges we had unbreaded chicken fillets really good ingredients which allows us then to use into the recipes into the lunch program and it used to be called commodity come on yeah not called that anymore no um and it's it's a great way to utilize federal funds and offset the cost of the program so instead of the district or us purchasing it from Cisco or outside vendor typically and historically the prices through brown box and DOD are less so it is a savings all around um in a variety in DOD is pretty spectacular and it's all all made in the USA and everything from brown box is also made in the USA which is a requirement of us to purchase American so it helps um you could go to that here's some of
the pictures they were posing having fun um enchiladas was a new recipe that we featured that was on the top one at Desert Valley huge hit they did a spectacular job it was a big portion but the kids really liked it so um there's Bullhead with the potatoes in that case she used the real potatoes not the potato wedges and so forth it was it was pretty good um the next slide these are just some Kudos that the schools had had provided the team and then some of the prizes so national school lunch week was in May so Bullhead is wearing their aprons and posing with their cake desert Valley won one of the they all won but she won that they're just posing with their prize from one of the the discovery kitchen and
then same with Sunrise so it's kind of cool They all loved it and they loved they love their popcorn and their root floats they had a great time um okay next one so Chartwells has a program called cheers where every month we recognize one of our staff members for going above and beyond and typically we have used all of our you know us Colorado and Mojave but again Bullhead kind of takes the prize so this is just the second semester they uh we had a winner at um Desert Valley in January we had a winner at Fox for February we recognized both drivers Don and Jay in March which are true team members and in April Sam at Diamondbacks so it was a it was a nice second semester for Bullhead and they get a
certificate if they get up the the bullhorn and then they get a nice pin for their for their uniform they enjoyed it very much next slide so meals in relation to same number of service days were down as prior year but there was a little less kids in the building so that would equate to it overall participation is up 16 but the actual meal counts were down um so uh you know we're still working at it Fox Creek was the big one because they went from breakfast in the classroom last year to just in the cafeteria so that was a dramatic decrease Junior High kids Juniors think they do not have to eat yep until they get home and then they hit the refrigerator yeah it is really amazing to see how many kids even
though it's free just choose not to eat at the junior high level I don't understand um they'll get fat that's what they do yes I'll get that oh that's just that's awful awful um so what's next obviously we wanted to finish a strong uh strong school year and transition into summer which ended today which was was really well participation was was really strong at all the schools we have Kinder Camp starting up July 10th Sunrise Desert Valley and Diamondback and we're ready to go for that we are in the process of really buckling down and planning for next year planning our training planning the catering that is coming up and really we have ads placed for any any positions that we have we have a couple and some floaters so we're really really working hard
to get get ready for opening which is just around the corner when you think about it and then also third we'd like to kind of do a little refresh whether it's just some new signage something just to kind of freshen up some of the areas um you know we've done a lot with daily menu signs something simple we've you know we're changing up the colors that the staff is going to wear for next year we've offered purple blue and black so just just little subtle changes just to kind of freshen it up some colored aprons and so forth and that's really it and you're getting a bunch of new a bunch of new equipment it's so Spectacular from our Esser funds because that was one of the things identified when we did the strategic planning
for the grants for the uh recovery money and so those things have been ordered Jen's been busy ordering those for for the kitchen so replacement of some equipment and some additional equipment some additional yep and then we're getting ready for the daycare so that's very exciting very exciting Child Care yep yep so so that's really it if there's any questions or comments happy to to answer this isn't the kind of school lunch I had I know it's really it's changed a lot over the years and the you know what the students are more sophisticated their their taste palettes are a lot more than when I was in kid when I was a kid and they're willing to try things too they're you know they're very willing to try things especially anything fruit yes they only
eat fruit until the cows come home so they'll try anything fruit and let me take the Brussels sprouts any day yeah and actually the students are really good good I'm glad Diamondback um on the salad bar she was doing watermelon radishes fresh brussels sprouts cut up all these different items and the kids were going crazy over them so um that's a subtle way of kind of sneaking in some new stuff but salad bar at Desert Valley did increase lunch participation and I think it's because the the fruits and vegetables they could take what they want and what they want I'll take the cucumber sandwich too cool it's a little different we are we have been so pleased with the program um uh we've been pleased with it all along but it's been particularly fun uh
since Elena came because she's trying all these things and gets the kids uh you know kind of wound up in a good way and um and I know that the crew is really happy working with Elena because I see him smiling lots more than they did for a while and um and then uh if you all recall when we did our strategic planning they did the lunch and it was amazing it was wonderful and I will tell you I've not heard complaints and believe me I would have heard some I've not heard a single complaint this entire year from a kid a kid's parent good good teachers anybody about school lunches and that doesn't mean that they liked everything necessarily but it just means that nothing was such that they felt like they needed to
bring complaints to you know to this level so they thank you thank you thank you I we are really blessed to be part of such an amazing team so everybody at all the schools but thank you thank you very much thank you thank you good thank you very nice I wish I hadn't eaten earlier away for just a minute here yeah I'm glad that I didn't eat okay so yeah Lance Lance is going to try to get up for us the there we go and get up those policies okay so uh every year when there are some changes from the legislature asba gets busy making changes in the policies so that we're sure that we're in compliance with the law so uh this is and I will tell you this is a fairly small set
but we also know the legislature's not done for the year um so uh so Lance if you'll pull the first one up and this is a chance just for you all to discuss them and whatever the policies are actually on the agenda for first reading tonight so no action uh any regulations or exhibits are not on tonight's agenda there's no point in approving a regulation or an exhibit until the policy is approved so all of those will be on for the July meeting with the second reading um so uh this one has to do with curriculum development and you can see underlined the the the section that they've added and that looks like it's a new law it is it is a new section in that law and really all this is doing is formalizing
um this is saying that the curriculum committee which we've had for a long long time that it is just making it formal that the curriculum committee is a governing board required committee and therefore is subject to open meeting law okay I can set up as a superintendent I can have an advisory committee or that kind of thing and it's not subject to open meeting law necessarily but the things that are required in policy so for instance meet and confer those committee meetings are subject to open meeting lawn so we record them seldom to any Outsiders come but you know they're they're open to the same or they're under the same regulations and that's all this is doing is formalizing this process okay got it okay and then this is following up committees you know review
uh and art schools pilot programs then they will make a recommendation to the board for a curriculum adoption or textbook adoption and once again uh any of any of those committee meetings are now subject to open meeting law and I think that's the only change I you will know yeah stay right there please you will note that there's some very distinctive things here and these are not new in this law but very distinctive things that some folks have been a little nervous about that you know we couldn't teach let's face it history is is messy human history is messy and um and so there are times when you know when it's appropriate for us to talk about the mess so maybe we don't make the same mess again um and so you know social studies
and social studies and history teachers have been a little nervous about the conversations to say well okay you know are you going to restrict us talking about some of those messy times and you can see from this it's very clear that that's not the case okay next one uh each year we submit to you Jen Jen prepares and submits to you our supplemental materials approve approved list and so you can see the changes here and once again the considerations of those are will become with with uh I don't know the specific dates on on these laws but we'll um don't know the specific dates but I know that it's not they become effective 90 days after they are passed by the legislature so I suspect we're getting close to the 90 days at this point
and so from now on that particular process will be subject to open meeting law and I will tell you we haven't particularly done it that way we've involved our our principals and our coaches and those things but we haven't we haven't announced it as a public meeting in the past so this will this will result in a change in how in our procedures oh Carolyn are we still using any type of hardbound textbooks or is everything yes oh yes we are yeah and and those have to be on display you know if they're if they're recommended uh if it's an on if it's a a digital kind of um uh supplement or those kinds of things and we're considering those uh then we have to make them we have to have the links to them
uh available on our website um for the same length of time we would have them sitting out here in the lobby for instance okay in this one you can see quite a number of changes that have to do with administering medications to students Carolyn I think I don't know if it's can you scroll that let's go down a little bit if it's this one or it's the oh keep going right there on the B see where it says inhaler device an annual written documentation from the pupil from the student's parent and we've crossed out or Guardian yeah and um Fred asked me about that before the meeting and I'll follow up on that we don't do these came straight yeah yeah these came straight from asba but we can certainly ask them because it is
yeah because we have lots of Guardians yes we do um yeah and that would make it a little tricky if it's if it just has to be the parent you know and there's a couple spots I think on this particular form that have that have crossed out Guardians so and the other thing Lance would you scroll back up does this one have the little yeah see the little note here about its information purposes only and that we can check with our attorney I'll check first with asba and then I'll touch base with our attorney to see if he's got any other insights into into this um um you all can change policies or you know modify them or whatever as long as you're staying within the law but since most of us are not since
none of us here as a lawyer um uh you know it's probably in our best interest to take the word of the attorneys who've been working through these from asba but occasionally we occasionally asba will send us something that as a district as a community has become a standard for us and it's not outside the law it's within the law and so we choose to say I choose to say to you okay consider this this is how this was worked out with board members and community and whatever and it doesn't match what asba is recommending it has been reviewed by our attorney so sometimes you will see that there are minor changes and in some cases bigger changes between what we have in our policy book and in our policies and what might be in
other districts policies and vice versa you know the way you can tell if it's been modified by the local governing board is if that c is gone at the top um so or here where you can see where it says uh copyright 2023. by Arizona school boards Association so when we make any changes that do not match what is sent out by asba we take the C off because we've broken you know we've changed it from their copyrighted version yes sure okay we have to carry the emergency meds on us at school but that's not addressed here seizure emergency medication is it not I think it's in the next policy or maybe it's here yeah I remember reading something in it I think it's in the other policy there's a policy oh there we go
but it says we can create the superintendent shall create procedures to administer seizure management management plans for students diagnosed so it means this is this is telling us what we have to do so it's telling us we have to develop a plan and then that will become a regulation or an exhibit and um uh so we would want input from especially those of you who are who have to be trained and we by law have to have uh at least two people on each site trained the question has come up from a couple of the parents in regards to transportation they want their child to oh yeah as possible um and you know their bus ride if they have the seizure can the bus driver carry their emergency medication on that and I did ask
Willie um about it and he said that he asked his couple powers that be at the state level and they said it would be District policy that we would go by and I couldn't find it anywhere because we don't have it yet okay perfect so um and it wouldn't be in that case it would be a regulation because we would be setting up our plan so we would build that into the plan okay yeah great questions okay let's do the next one you're gonna be running out of time here you need paper under that one okay so here's the regulation that they've sent um and um and so if we want to do an additional right um so if we you know if we need to have our own procedure our own plan so at
that point then we would come back to you and this would be jlcd-r one and we would have or ra sorry and then we'd have a jlcdrb that would be our plan so that it's you know specifically for us yeah if you would please yes it says an administrator May designate a School employee to administer medication so yeah you can carry all you want to in your pocket and as I said we have to have at least two yeah per site two precise employees subject to final approval right and um and Kate is talking about uh some students who several students we have several and um and because of the way our programs are designed they tend to be at one school so we will have multiple people at that site trained um you know
because the kids will be on the playground or in hallways or in the cafeteria or whatever so we will have multiple people trained for dealing with seizures at that site particularly most of this one I think was diabetes yeah the diabetes part did not change one more okay so this is see this okay so they've listed it as an exhibit so this is where we will develop ours and they're suggesting some things here so okay so I'm glad that they've produced the form for us given us a form but we still need to have the steps and the procedures okay some doctors have better forms that they use or whatnot and there's one that's put out by um big seizure group or whatnot that is floating around out there as well so when we go
to when we go to do it I can bring those with me and then we can consider what forms we want to approve as the you know as the district forms so okay all right do I have a motion to adjourn the workshop I make emotions when you join the workshop I'll second that motion Arlene Diaz all those in favor I'm Melinda sabroski hi Charlene Diaz hi Fred Rushton I Barbara zarziki aye Sheila Burnett okay I'm going to call to order the regular meeting of the school board on June or July excuse me July Thursday June 15th 2023 I'm sorry I saw it Thursday instead of July at 6 p no X 602 or thereabouts roll call Melinda sabreski here Charlene Diaz here Fred Rushton here Barbara zarzicki here Sheila Burnett here I invite you
to say the Pledge with me please stand if you're able I pledge of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all citizens present we'd like you to sign in in the back of the room it's a way for us to keep track of who's here and who's not so please do that we're doing the call to the public uh this is the time that the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and Mana restrictions as the governing board May establish see policy b e d h comments will be limited to three minutes per individual unless specifically waived by the governing board at the conclusion
of the call to the public individual members of the governing board May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda do we have any calls to the public gave you anything no okay nothing moving on I need a motion to adopt the agenda I'll make a motion that we adopt the agendas presented Charlene Diaz I'll second the motion Fred Rustin all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barb zarzicki aye Sheila Burnett I want you to look at this list when I opened this last night I
said oh my goodness I know this is incredible this is truly truly incredible um I I just can't say enough you're going to read the list I am not going to read this for that it's way too much for me to read just giving you a hard time yeah I mean it's it's incredible it was fantastic um I can't thank people enough they're just it's fantastic it's other incredible okay okay I assume that a lot of the gift cards were the ones that we gave away at the end of the school year no these are ones that were specifically for that school oh really or uh teacher appreciation holy cow yeah the ones we gave away at the end um uh we purchased so no and and I suspect we should have more lists like
this because there were lots of things donated to the other schools as well and so we can only put on here what they have submitted to us so um this is actually for one school holy cow teachers are appreciated yay very nice huh thank you everybody Dr Stewart have reports for it superintendent's report okay so um you have all the various documents there um Lance would you pull up the one that is the cumulative report please thank you so uh May was not awful it was not wonderful but it was not awful and I thought it was interesting that we ended up with 222 for a total that'll be interesting but one of the things that I truly appreciate about this that you all recommended and ask that we do it this way is this
gives us a really good Baseline set of data to work from from for next year so that we can really make some comparisons as we Implement some of the behavioral changes and behavioral uh management plans and changes that we intend to make next year so that we can see if those if those changes are making a difference and uh well I will tell you that we all know that there's you know usually a year a group you know second grade group or a third good group that are a little more challenging than others sometimes but when you look at that you could actually see it where um I think it's third grade that was a little bit more of a challenging grade level this year and so it was kind of fun to see it
in in numbers because you know you as an administrator or a teacher you always see that or you know that but you know you never write it down but no somebody says well what's your evidence and you're kind of going oh I don't know I've just seen a lot of third graders this year yeah yeah we kind of see those key years you know we've got third and sixth and eighth grade but um yeah and I think that I think you're right Charlene this will be a that will be interesting to track next year too so um okay uh if you have questions about any of the other things on there I'll be happy to address them before I give you some some miscellaneous update kinds of things actually I do want to show you
Lance would you show the project tracker yeah that's the one I was going to ask so you see a number of things that are solid bars so you can see some things that are done so some were done earlier in the year like the uh the um Wellhead city sewer the early one when we did the whole restroom thing here um uh the Diamondbacks student entrance you see that it's gone Way Beyond the time that we had anticipated and um and uh in fact we could have marked it completed last week except the last bit of work was totally unacceptable and so Mark met with the superintendent for the job actually the superintendent came to the school to check on it uh the same about the same time Mark arrived and as soon as he
got out of his pickup so he was like 60 or 70 feet away from the work as soon as he got out of his pickup he verbalized his discontent with the quality of work of his subcontractors so they are busily redoing some things up there but you see that our this is really exciting to me way ahead of schedule the 61 the initial 61 HVAC units and then the follow-up 30 units so 91 HVAC units installation in the district is complete they are all in and then we have over the course of this year probably have had a dozen that have been others that have been replaced by sfob so we have replaced over a hundred of our over a third of our HVAC units this year alone so I'm pleased that that project is
done we're working on the carpet replacement uh they're Sunrise has been going really well Middle School next door has been going well um the crew showed up last week to start at Coyote and it was it was amazing what they got done in the first three days in all of the rooms that they were taking out carpet and whatever they had all of those rooms done in the first three days and started the actual work on the concrete on the fourth day so they're they're going gangbusters over there um and then fire pianos those with that whole replacement of all of our fire alarm systems would be complete except for the supply chain and uh and so for a couple of the sites we're still waiting for the actual panels to show up they're all
the actual the actual panel that goes in the wall in the office so what are they doing they've done all the rewiring they've done all what is the the school doing if the panel's not well when we had school going on we had to have what was called 24 7. um now it wasn't really but it meant that during the day when people were there working they're supposed to be an individual identified as the fire watch who's supposed to be going around and checking everything all day we did the best we could with that you know I'm not going to lie and tell you that we had a designated person who spent eight hours a day walking around doing that but we had a couple of people at each site that it was you know
it was a regular kind of thing and we were abiding by the spirit of that regulation but all of our buildings are our fire uh have fire um uh sprinkler systems and so that that makes them a bit more safe the issue is triggering those systems so that's one reason you want people walking around is um you know so that if they needed to they could trigger those systems but it's just the panels really right now that we're waiting for to finish all of that up so any idea when they'll get here the last word is for the last one to come at the end of July so maybe before we realize how many are we waiting for two yeah so um yeah I mean I could worry about it but that would be wasted
energy because there's not much I can do about you know where things are and how they're getting here and and that kind of thing so okay um let's see security cameras are done uh fencing is done we've got a couple of areas that we've added on that we've added to the fencing list but otherwise that's all done um the one that has to do with Desert Valley special ed playground you notice that that's all kind of on hold but you also see on tonight's agenda that that I'm asking you to approve the contract for that um and uh so it's it's fun to see some of these become solid lines as opposed to you know the kind of shaded lines and and that kind of thing um we have one shaded line that is humongous
I'm going to give you some update in just a minute about the den project okay I will do that um Lance would you also go back and show the um the work ticket report um this one I wanted you to see because you can see at the chart at the bottom the huge number of uh Open tickets are you know created tickets during uh during May and um and then what a good job they've done of of uh trying to address those so our facilities people are hopping all the time it's also one of the reasons that in may they took care of fewer of the old outstanding ABM ones is because we had so many of our new ones that needed to be addressed right away but they still took care of 25 of
the old ones so I'm hopeful that before too long we get that whole leftover ones and I think some of that 414 leftover ones probably are things that we continue to get new new work orders about and just haven't gone back and you know and matched them up so they're coming right along with stuff and they're boogieing so okay so in terms of miscellaneous things I do want to talk about the den project um today I received a document from the city uh because we the the g-con folks put in paperwork to the city to start the process of rezoning our piece of property and uh and so there's a timeline so by the middle of July the rezoning will be done and about that time is when we should have the engineering report done
and um uh and um the plan for how how it's going to how the property what the property is going to look like so I had that document they sent it to me they didn't tell me it was about that property they just said we need you to sign this document and um so I emailed back and I said is this for all of our district properties what is this for and she emailed back and she said no this is for the property at 24.99 Mercado and that's the first anybody has given us an address and when we'd ask in the past they'd say we have no idea what that address is so we now know what our address is for that property so of course each of the housing units will be you know
like it'll be like 2 24.99-1 or Dash two or whatever kind of thing but I was kind of excited today to get an address I thought well that's making some progress two weeks ago the architect was here uh he was on his way through town wanted to see the property in person um Brownie's drone did a bunch of God he's grown up it was a typical Bullhead windy day his drone didn't like it very much but he got some pictures uh next Thursday the engineer and the g-con the project manager will be here to walk the pro walk the property they've seen that you know they've seen all the elevations and the topos and the you know and the photos and those kinds of things but it's not the same and Fred can tell you
that it's not the same as walking the property and you might want to join us that day if you're available I'm not sure what time they're going to be here but it's next Thursday so I'm excited about that so I am hopeful that we will be able to do a groundbreaking something or other about the time that school starts about the time the school starts and I talked to the project manager we're now meeting weekly virtually and I said I said in my head a clock is ticking um I said what does this look like to you for September of 2024 and he said this is still doable this is fine we're we're on track that made me feel a bit better the other thing that happened in the last month is some clarification that
as long as we have this under contract uh and and you know and it's moving it does not have to be complete on on September 30th of 2024. that was what the Clock Was ticking in my head was that it all had to be done and I said that to Mike Mike Keller is the project manager and he said oh I know he said but my target is to have it ready in August of 2024. so he's even set his own his own date up a month so that was really refreshing to hear so okay um any other questions about the den project right now the the preliminary plans for the houses are that they are three bedroom two bath um about 1200 square feet so not real big but nice two-car carports um uh
wood siding shingle roof I'm trying to think what I'll say how many units were you looking at that's the part we're waiting on is once the engineer tells us what how much dirt has to be moved and those kinds of things um um because the more dirt that has to be moved and the more stuff that has to go into the infrastructure so into the you know the the grading and the sewer and the water and all of that the less money there is for housing uh so they haven't given us a number yet but um uh but when Mike talks with me you know I say five six somewhere in that you know because originally we thought we would get 15 of our 20. well that was before all of the inflation and stuff
um he won't give me a number but I'm I told him I said I'm you know at this point with with all of the things going on I'm going to be real happy if we have six or seven or eight houses but I'm also thinking we have such good Community Support that excuse me that once we break ground and people see we're really doing it that we're going to have some some other folks Step Up and donate either some in-kind things and so everything that's done is donated in kind frees up dollars that can build another house and so uh you know so we're really we're really looking forward to that whole groundbreaking thing because then that will show us who are the excuse me who are the Community Resources who will step up sorry
it's all right so we'll see anything else on the den project what does it chokes me stand for I'm sorry and that's a great question District employee neighborhood huh thank you we want it to be a neighborhood you know are there going to be single story or two single story also mm-hmm and they're and the plan that they're laying out you know that they're developing for us is for 20 houses and an eventual Clubhouse and so part of that groundwork that gets done is because they're not individual Lots and you're not acting you know so you can't say that you're doing preparing each lot but what they're doing is setting it up so that what I call it is a pad so there will be the sewer and the water and everything right to each
of those lots if you will everything ready other than a foundation to build a house for all 20. okay so great questions okay I did want to report to you a bit on personnel we still have lots of vacancies um and we do not have many applicants at this point um I think I don't even think Jen's getting her usual 10 to 20 to 30 Filipino applicants at this point because of the time you know that would take them to come and um and then even more significantly to us right now is we haven't we've posted the position for Diamondback principle we have no applicants so it's even tough these days to get administrators not just not just teachers but we keep working at it so it's got the ads out got the stuff out
just wanted to kind of be up to up to speed on that okay that's all I have for miscellaneous is there a place where we as a board can go and find out how many vacancies there are at each School when we lit so I'm sorry when we list them on the website and on talented and when we list them anywhere we list them by as the district as opposed to by sight um because we hire them as a district employee and we want to be able to move people if we need to and that and and if we select somebody to interview we do group interviews so that they don't get called to be you know this principal doesn't call and ask and have an interview and then two days later another principal calls
and has an interview and and that kind of thing but I do have org chart I do have an org chart that I keep um you know that I keep try to keep up to date right now it's a kind of a mess because we've had so many changes but um you can always ask me and I'll let you know what we've got by sight box Creek was full until yesterday day before yesterday and then we had somebody change his mind so so we're just one short though at Fox Creek just one that's pretty amazing yeah it's one of the PE teachers one of the one of the PE teachers can you call up the mno budget for me for a minute I need you to refresh for me okay what the percentage over here
on the Co in the on the far right inside me uh okay so if we look for instance at 6100 40 60 100 salaries and we look over on the right side that shows that what we have left the 15.2 percent yeah what we have left yeah but keep in mind this I ran this I think I ran this Monday and we have run a bunch of payroll since Monday so yeah so if I ran it right now it would not look like that but that's what that number is yes that's what's left yeah that's the remaining and it gives you an idea it gives you it gives all of us an idea as the year goes along um you know uh 12 months so you know you're looking at eight percent or so per
month in each of these dropping um and um uh so you know that kind of gives you an idea of where we are in the budget year and if we're if we have budgeted appropriately or not so when we come up to the top oh please don't ask me about the top because I don't understand the top I would be totally honest with you that the part that is the top which is the funding yeah um uh having things serious is why all those are in red and why yeah why they're bad if I don't understand it so the key thing for me million dollars worth of property tax is outstanding uh which line are you looking at property tax no I think that that means that we we have that much I think we
it says we received that in uh in May okay at the top I think the things in parentheses are a positive as opposed to a negative but am I going to swear that to you no because when I took my one and only accounting class that usually indicated a deficit of course it does of course it does but I will tell you we haven't we're we're not in we're we don't have deficits we're okay we're fine now um when you see the June report it might actually look like we have a deficit because we will not actually receive our June allocation from the state until July so obviously by the end of June we've run our you know we've run our money down quite a ways and um uh and uh you know we don't
get that final we don't get that final bump from the state until sometime in July and that's one of the reasons that we don't finish our annual financial report until August this is because we're still paying invoices we're still doing some things like that to wrap things up so in July we may see the parentheses disappeared then we would know what they mean okay and Lance if you'll scroll down to the bottom of that the part I pay attention to right now is we have 16.2 percent of this year's budget at least as of Monday okay 16.2 percent that we you know that um uh that we had not spent so um you know we and that gives you a little bit of an idea of what our carryover may be um the calculations I've
done to give you a proposed budget tonight uh shows that we're carrying over just a here over 3 million and and that's because that was the money I held out for AEL but then you also know that I said to you we held it out we don't have to worry about it and now I'm actually really happy that the legislature already said they're you know they've already overridden the the AEL from for fiscal year 24. so I could actually plan a real budget but because you know I said that's how I'm why I'm committing to salaries and benefits and those things for employees with a whole lot of that with most of that three million that's rolling over so um do I have a limit on how much we could roll over there used to
be but there is not anymore no no at one point it was like four percent yeah so it's you know and I and I think they finally figured out that people were you know they were just spending the money to spend the money so that you know well that's not good planning that's not good fiscal planning it's not good fiscal management and you end up with a whole lot of things maybe that you don't need uh as opposed to you know being able to use things uh uh appropriately and effectively and and um you know manage manage your Finance as well I got a couple questions when we start talking about budget but I just really wanted to know about that percent code right but that's what I thought it meant yeah and then I
was having trouble with the parentheses at the top I have trouble with that obviously that's okay because I have trouble with that but it for me it is when I look in when I look in visions and when it shows me that the information that you see here at the top is in alignment with our budget and our and our spending I you know it's like okay I'm not going to worry about that part okay okay then I won't worry about it okay anyway thank you absolutely any additional questions for our superintendent hmm nobody wants to ask her where she's going on vacation where he did oh okay all right sure you told us not till April anyways yeah board member updates um I personally want to thank the district for allowing me to go
to Flagstaff to not only enjoy the weather but to get a lot of good information I appreciate that um Sheila and Barb went with me and or I went with them however you want to say it we're there together we did not hold hands but we were there um ladies do you have anything to say it it was a very good conference uh good speakers the keynote speaker was great on Thursday and but he was he was very good and stuff and Friday and the information they gave us it was the breakout sessions the strategic planning sessions and different things like that they had it was uh and they had stuff break up for Rural Arizona's districts to talk just about problems in rural Arizona yeah rural Arizona schools and stuff the whole thing was
a very good learning experience and really appreciate it thank you very much yeah I agree and it brought to light a lot of similarities uh throughout the state of what just not what we're dealing with it's not just us and um kind of made me look that we need to have a bigger vision of how we're going to fix things not just on a local level but what I did figure out was that we are on track for a lot of that stuff that they were bringing up that other districts aren't doing we can check mark those so you know like I think that we are actually a little bit ahead of the game and thanks to Carolyn thank you the strategic planning that they brought up I was sitting there oh yeah that's yeah
we did we did that we did that we did that and it was you know Grace like oh you know we are going along the right lines of stuff for our street plan that we're working on instead so yeah it was very good that way sometimes that's the best part of conferences you know sometimes it's not the new things you learn it's the affirmation of what you're already doing that you don't get from any place else because you have no other person or nobody else to have the communication with necessarily to know if you're kind of in the same place or a little bit ahead or or that kind of thing so I appreciate the feedback that you're giving us that helps helps us stay on track um and and know that we're on the
right track as opposed to going off somewhere else so Fred was there a virtual training I believe that there there was um well you didn't I believe that I attended that one yeah before we did yeah and um what was it March yeah maybe yeah I believe it was in March but yeah there was a virtual thing did you get to hear the the or did you get anything on the keynote speakers you know I remember back to your nose yeah go back and look at my notes I've got a good memory but it's really short [Laughter] so what was interesting about him is he equated later leadership to the to blueberries to Blue the blueberries we learned that today too yes um and it was very very interesting and I do have a book
and I will share it with you okay I did get his book yeah the keynote Spearfish name was Fred Fred kitchen kitchen Fred cornelia's kitchen and he said imagine growing up using those initials and his mother bought shirts for him one year that had all his initials oh no yes he didn't make it through Junior High very well did he but he was he was very entertaining and very enlightening and stuff it was very good all right do I have a motion to accept the consent agenda I make a motion because except the consent agenda as presented I'll second that motion Charlene Diaz all those in favor I'm Melinda sabroski hi Charlene Diaz hi Fred Rushton hi Barbara zerzicki hi Sheila Barnett sting stuff tell us about the child care center because this is one
of the things we were talking about at the conference that nobody else seemed to have at the elementary level anyway we're the envious oh yeah yes a couple couple of the districts we were sitting with and talking about and they said hmm maybe that's something we need to start thinking about we went so okay well if you don't know her Michelle liondecker is here tonight she is the coordinator uh Tammy's been working closely with her Kate's been working they've been a really good team at Coyote trying to make this all fit together um and I did I did give you the exhibit of the calendar of of when we anticipate this being open I will tell you that July 5th is a dream it probably won't happen but I suspect that we will have employees
starting on that date because even if the center itself is not open I'm sure there's going to be some training and some things that need to happen at the center but we really are looking for as early in July as possible and so I have some other good news for you so um as out of mno and capital we have spent and are spending almost zero really the uh the three rooms that we've designated at Coyote uh are we're all in good shape the one thing that needed to be done and our plumber could do it was raise the sink in the room that will have the infants because they don't want now keep in mind coyote was designed and built for pre-k through second grade so things are a little lower yeah yeah so
the sinks the sink needed to be erased so that if somebody's holding an infant they don't have to bend over and do whatever at the sink so uh and other than you know patching some holes in the walls and painting the walls and doing some things like that that's it um and part of the reason for that uh the main reason for that actually the total reason for that is that the preschool has um currently a couple of really Hefty grants one is called the child stabilization Grant and one is called hqwell and I don't remember what hqel stands for high quality Early Learning there you go and that one is a humongous Grant Tammy wrote for it last year it completely set up one whole classroom bought everything for that classroom they the company
came in and set the classroom did ever did everything but but that doesn't didn't even make a dent in the amount of money um and uh so Tammy was on the phone particularly before Michelle was hired talking with the managers the state managers of those two grants and said we're looking at putting a Child Care on the same campus with our preschool and is there any way that we can use any of this grant funding for the preschool and they said it's another preschool so uh the grants have paid for the particularly a stabilization Grant is paying for the reworking of the front drive for the gates and the entry system to get into the child care center for a nice new wall around the what we're calling the baby playground for anything related to
that and at this point Jen how much in furniture and supplies and are we talking 150 000 already [Music] struck off to you I think would just hit like 120 000. yeah oh because we have to have what do we have eight cribs eight Crips uh well we would like to get licensed for capacity so I've been purchasing for capacity because we don't know when we'll have another windfall of money like this so we're purchasing expecting that we'll grow and expand as the need you know arises from the staff in the district so we purchased 11 cribs so that we could get licensed core 11 in the infant room and then we plan to go Max Capacity depending if they they Factor the square footage and take out the furniture so right now without the
furniture it's hard for me to predict what the remaining square footage will be to maximize our space but we'll at least make ratios for one full age group in each with I suspect enough that if we grow that we needed two full-time teachers in each of those spaces we would have the um facility space to be able to do that so you know you think Furniture I mean tables and little chairs and that kind of stuff but it's like all of the instructional age so we're not talking about textbooks and those kinds of things we're talking about doll babies and and toys and toys toy kitchen I mean we're talking about stuff yeah right stuff and uh and so she's been having fun ordering and Jen's been spending the money you know authorizing the money
and whatever but the nice thing is that it's coming out of those grants and so we don't have to find it in any of our other budgets now when it's up and running the Child Care Child Care Center has its own budget it's over here and it's an independent so it's independent from mno and capital um but right now we have no Revenue in that budget so that's why we've been that's why we've been trying to find money elsewhere uh to do things and so when we talk about our m o budget in in a few minutes um one of the things that I needed to do was make sure we could pay these people and so I built those I built those positions into the m o budget right now when we get start
getting revenue and we have that other budget then we will move as much of that you know as much as those of those expenses as we can over to that budget but we need right now to be able to pay people and um so it has a temporary effect on on our m o budget and and that and that kind of thing now I will tell you up front that I doubt that this I doubt that this will break even you know and if it does we will celebrate that it breaks even but that's not our purpose our purpose here is to recruit and maintain faculty so and employees you know staff and and that kind of thing now do I want us to go in the red now at some point we may have
to consider raising our rates but right now we're starting out with 150 a week that's five days thirty dollars a day and then a 10 discount if a family has a second child or you know 10 for the third child whatever um to give us you know to give us a Baseline and figure out where to start that is less than any child care in town and uh except maybe T-Birds but I think we're running right with T-Birds okay so that may we may adjust that that's where we're recommending to start and um so I'm excited about that um let's see does this calendar sort of coincide with the school calendar it very much does and the reason that it starts on the fifth is because we bring bring back administrators and and off and
secretaries on the fifth in the current calendar and then you notice that excuse me after Memorial Day it's light green um because we're not we don't know what that's going to look like at the end of the year those are the three weeks of summer school and so as we get closer to that then we're going to have to determine whether those days become part of you know part of what whether we stay open or not but you will notice that we'll be open every every Friday except red Fridays and we determined that with this rate we wanted to make this as easy as possible for office Personnel to manage this budget because we're not adding anybody to our business office to manage this this budget I mean we're you know we're absorbing that extra
thing and it will be payroll deductions so that then falls on our payroll person so we wanted to keep that payroll pay structure as simple as possible so even if an employee doesn't work say on August 18th um the 150 a week that one day that they might not work and they keep their kids home is not going to kill them and we could have we could have set it up for four days a week and then people would have to sign up and pay extra for the Friday well the problem is then we wouldn't know how to staff so I just figured this out that's thirty dollars a day that's right I can't board my dogs for that exactly wait a minute accepting dogs kids might like that yeah that is it might run
off the coyote we have a coyote that lives on coyote campus well that's appropriate yeah it is it is appropriate yeah that's all good news thank you yeah so um and then the the other news that we got um because we were not going to go for a des fund Dia Des license because we were afraid that that would then open it to that they would tell us that it would have to be open to anybody who's Des so Michelle contacted them and said this is for employees only can we still apply for Des support on this because we have some employees who qualify for Des we just know that right and so she got word today that um that we can in fact apply excuse me for Des funding and restrict it only to
our employees and I will tell you that will help our that will really help our revenues so uh everything that we've been everything that's been coming along about the child care center lately has been good news very good news so um we're pretty excited about that have we made progress on Staffing as far as well we couldn't post the other positions because you had an approved job descriptions yet and they're on the agenda that's right and the other thing is that Michelle had to work kind of on a schedule because if you look at this this is many many days the other thing is we open at 5 30 6 30. and close at five so that's a lot longer than an eight hour day so trying to figure out how the schedules are and
not have anybody work more than a forty hour week and whatever determines how many people we're going to need so um so we're getting ready once you approve the job descriptions to post and then we will figure and it's also one reason that I have not put in this uh in this old business the number of positions I'm asking you to approve so if you noticed in the agenda I said discussion and possible action what I would like for you to do is to authorize us to post at least six positions and then determine as we need to add to that because we know we need two people in each of these three rooms okay so I know that's a little vague but saying six right now is very definite and we can look to
fill those six positions and then come back to you with what we think we need if we need additional because of those hours and Fridays are not as long Fridays are only 6 30 2 4. oh seven to four Friday is a shorter day but still for any employee it would be more than a 40 hour week if we had them working those full days so okay oh yeah that's right so yeah um let's see so yep that's my whole list any other questions about child care well it sounds great I'm excited in Chartwell said that they were preparing yes very so they're going to the formula I don't know what it what do they have to prepare yeah you want to talk about that Michelle because I don't know yes um I have contacted
CeCe they are so write down the preschool from my understanding and you know I've only been on board just I think this is my second week and I don't think it's been full weekend um so I hope we don't misspeak without Tammy's guidance but the preschool is already on um the food program but not the child care food program so I've already been in contact with them and also um and I don't want to misspeak her name from the cafeteria no Elena Elena thank you yes there's a lot of new people to meet and a lot of names to know but um Elena has been providing me some guidance there so we were she actually just caught me in the doorway and I said I know we've got to touch base again so our hope
is that we would be able to become part of the ccafp program and then they would provide a basic infant formula if there were any special dietary needs the parent would provide that but it may be able to meet most of the demands and then of course they would do um the solid foods once we introduce like jar foods and things like that Rice and and then of course like the Toddlers and preschoolers would be a smaller proportion of what the traditional preschool lunch is right now but they have been very easy to work with they seem excited about the possibility um so I'm not exactly sure what those details will involve yet or what that application or training process will be we were not part of that at the high school so that's a
little bit of a learning curve for me as far as how ccafp works it's very nice it really is it's all good news to be coming together it does and and amazingly fast I mean we just started talking about this eight weeks ago I know so I mean this is pretty amazing but I do need you if you would to uh to authorize six positions um you know make a motion and authorize us to post six positions you want to do that now if you would please no that's just job descriptions oh this one is if you notice in the in the uh up here it says update the plans discussion and possible action so I I not the calendar not the calendar under 4.1 under 4.1 over here in the description and at the
time that I put this out I wasn't quite sure of our numbers so um but I knew there might be some action here that we would need to do relative to posting positions so I'm I'm asking if you would please authorize six additional positions for the child care center okay so I'll make a motion that we authorize six additional positions for the child care center um that's it that's it is there a second I'll second that motion Sheila Burnett all in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barb zarzicki aye Sheila Burnett thank you looks like you got your six positions now you just gotta find the people now you show them to find them yet I think that Michelle's got she's got people in mind I figured she has she
has a few years she has a few people out there that might be interested all right item 5.1 proposed budget uh Madam president and board members uh this is the proposed budget and I'm going to tell you it's a rough draft for the budget that I will present that we will post 10 days before the July board meeting that will be the budget that you will adopt to start the year um uh as I said oh and I see some numbers in there some places in there when there are no numbers so under that ADM up there the numbers did not translate in from the other pages so um another reason for it to be a proposed budget those numbers the ADM numbers just give you an idea of the basis on which these other
numbers are calculated and so you've got the critical numbers here um I will tell you that the uh first of all the primary tax rate is going down yeah I saw that okay um and uh and then I will tell you that the for sure number for maintenance operation uh budget you see it matches the budget limit uh classroom site fund that one I'm a little iffy about for a couple of reasons one is we just paid uh in in the um in the vouchers you just approved included payment of of classroom site fund amounts out to teachers and uh and then that left us a balance and then I calculated the because they've told us that the amount per student is going up fifty dollars for next year and I calculated that and and
so adding the two together gets this two million 202 000 and I will tell you that significantly larger than what we've had in the four years I've been here so I'm I'm not as I mean the calculations are right but I will tell you I'm not as confident in that number as uh you know as I might be and as I will be when we actually when I actually give you the budget uh to to adopt um the unrestricted Capital outlay you can see that it says the budget limit is 2 million two hundred five thousand and that I have one million six hundred ninety one thousand there um uh I don't see a way if you remember when we talked about uh that these are the only two budgets where we can move money
back and forth and um so so when you're calculating the when you're using their formulas the state's formulas the auditor General's formulas for calculating how to put your money in those two pots you would think that that formula would say okay here's a total and you can move you know you can this way as long as it doesn't exceed this this number but what I found was that if I increased the the unrestricted Capital number then the budget limit for Capital went up and I'm going I don't quite understand how that works so I don't know if there's an error in their formula or what but it doesn't it doesn't what is cognitively to me here's this total and you can divide it these various ways but it's still this total well that's not what
it does and it keeps increasing the other one so anyway that's a little more than you probably all want to know but the Six Million I mean the one million 419 is twenty one hundred dollars less than what the calculation page says for me and I spent about three hours yesterday trying to find that twenty one hundred dollars finally decided forget it for the purposes of this proposed budget I would give you the lower number and find uh find it it's like when we all used to balance our checkbooks and you couldn't find seven cents that's what this is like trying to find twenty one hundred dollars so I will find it but but rest assured it's going to be in the neighborhood of one million six hundred thousand and so those numbers are solid
what I'm saying to you might change a bit before we uh before you get the adopted the budget for adoption will be how those dollars get split in these some of these categories they're not going to change very much but they might a little bit and then on page two where you see the numbers at the top on um for the grants and and the federal funds I've got to work on that a bit and then you'll notice what I have highlighted in yellow the staff pupil ratio that's a formula in this because this is a spreadsheet and it's not it was not pulling the data the student count data to calculate the ratio of teachers to students so of course I need to you know figure out what's wrong with that with the formula
or where it's not pulling or whatever and I can't I can't put those in I can't just enter a number there I have to let it calculate so um so that's something to do with the ADM number being missing too it could be well no because it happened in the on the actual page the summary is pulls information from two other from some other pages but yeah I could have done that it could have done that as well it could be because that's missing very good point Melinda um so anyway that you know I just wanted you to know that's why it's highlighted is because I know I have to go back and make sure that that gets gets fixed so um I guess I got a question on special ed can you guys move
up to sure if you go back you were saying that we have an increased number special ad type student s yes we do that budget at all uh actually uh so you're looking at 200 and 300 for us it's just 200. um and you notice that the total for that the is two million one hundred thirty three thousand and we're just short of what we were last year this is one of the places where I have to go back and tweak a bit because we cannot spend less next year on special ed then we spent this year that's kind of a because we have more kids or is that just no that's just uh that's just uh you can't spend less okay and um uh and this was an area that I triple checked yesterday
because we have had added some special ed teachers teaching positions and some things like that so that will be that will be a section that I will go back and rework it's not off a lot but it is off the the other thing is that yes as of October 1st we didn't have the rush it was November on through the end of the year where we've got we got the majority of the students that moved into our area um or move from other schools within our area so if they're not here on October 1st then the state says at five o'clock at night this is it this is what you're going to get funded for we don't get funding for them it does because it has to do with those counts okay that when I
go back you know yeah and the waiting because the special ed kids get weight um so uh yeah um I will tell you there's nothing simple or easy about this process the the thing that that makes it easier is that there are calculation pages that you only see when I run you the full the full budget for you all to look at the 12-page document um where you can actually see how those calculations uh you know how some of those calculations work um because I know it's it's not a big deep dark secret but for most people looking at those pages is like you know looking at some foreign language because because of all the steps um and it just requires lots of going back and double checking and triple checking and making sure um
so yeah we have a lot more spend kids and thanks for remembering that Kate because I've had forgotten that piece uh Carolyn that that primary tax rate is that something the county has set for us yes so they have decreased it yes they said it based on once again there's a formula it's based on the um uh the total property valuation for the county and um uh and then somehow or other they calculate somehow or other they calculate that okay and ours ours has stayed fairly low and fairly simple and but the thing is Barb that that that accounts for the part that's paid for that our budget is paid out with County taxes yeah the rest of our budget is paid with Equalization funds from the state budget and um uh and that happens
in every District So You Know A District that has higher taxation rate is going to get less money from the state than than we do the idea being that it gets equalized well we all know that it doesn't really but it remember because remember our discussion last month about the difference in those overrides and bonds that the wealthier districts get so those little bands that were in the middle are these things those little bands in those in those charts that we looked at last month are the things that are the County taxes and the state Equalization and then there was all of that other stuff for some districts where uh where the money is based on you know where they get all this additional money based on um uh overrides and bonds because they are
tax Rich school districts okay tax through it and then I will tell you that one of the things I'm going to rework also is the average salary for all teachers because we gave decent raises and um and I know that it was more than 788 dollars and I know it was more than one percent and yet I used the same calculation method that's written right there it's the same one that I've used all four times that I have done the budget so that it's real consistent it's not necessarily the way the AG's office does it I frankly can't figure out how they do it but I've tried to be really consistent with how I calculate it so that you have have a real sense that you're looking at Jonathan apples each time as opposed to
a Jonathan and a Gala you know and a Fuji so I'm I'm a little skeptical about that 53 473 is an average um so I will rework that essentially I'm going to rework the whole thing just to make sure that we've got things where they need to be this is pretty dang close pretty dang close and it's enough for you to tell me if you're looking at any of these lines so um uh Lance if you'll scroll down a little bit it's it's enough for you to tell me that um I'll I'll just pick a line the line that's stopped the line that's uh instructional staff where the where on the right where the percentage says 16.3 so it says that we've up up to that 16.3 percent um and for you to say well
okay so this is support staff you know maybe we don't need to increase that one as much and we should increase another area as much and tell me to shift some funds um or the line that has a minus 28 percent um whatever now if you look at the line that says 630 700 800 900 okay you see a 97 increase there that is the that is the line that is preschool and right now that's where I have put all of the child care okay so you can see it is literally doubled our budget for that line temporarily okay temporarily and then once we get the funding stream going in the other budget those things will move to that other budget okay I do want to point out to you the line that is 2600
operations and operation and maintenance and you know all of the work our people have been doing I mean they have been doing incredible amounts of work our facilities people um and so even with salaries and benefits and all of the things that we have done so far this year that budget is only going up two percent and and we said all along we knew that this was not going to save us money was not going to save us money but I'm pretty pleased with the fact that in terms of this budget that it's only a two percent increase of us taking it back and the satisfaction that we are getting quality work um and uh and getting work done in our districts over the long run it really does save us money because you don't
have to go back and repair the same thing four times a year yes so you know that way yes it you know yeah it cost us more but it is saving yes it is and thanks for recognizing that barb um and and we're having crazy things I mean it we have things that have not been addressed in 20 years and and we're addressing them so um you know it costs money to do that um next year will be our real Baseline year to figure out uh really if we've got this budgeted the way it needs to be because the current year we've really only had 10 months and we've been fixing absolutely everything that we can fix so it hasn't been a good Baseline for data for uh for that stuff but we've been fixing
stuff that's broken I mean not that it's not things that would be nice to fix we've been fixing things that have to be fixed and and finding surprises all the time and I will tell you electrical things we've not spent a whole lot of money on electrical repairs or replacement or anything I mean very very little Plumbing has been our nightmare Plumbing has been the Nightmare and I will give you uh the most recent example of uh the plumber in in Mark and the mark and Mark and the team dug down to a plug drain over at Desert Valley this week and when they got into the drain it was full of teeny tiny little tree roots that look like hair okay well they figured out why it happened and we're fixing it but literally
a four inch pipe was full of it literally looked like hair salt Cedar it isn't it's one of our trees that's not a salt cedar tree but they find the openings and and if there's an opening at all but it's probably been years and years and years to get to that to fill 10 feet 10 feet of a four inch pipe is the picture is just I mean it's kind of my mind-boggling um and so you know that's expensive to fix but it has to be fixed and it's going to be fixed in a way that the problem will not repeat you know we won't have to do this again with that particular section of Plumbing in the anywhere in the foreseeable future but that doesn't mean we won't find similar problems elsewhere so um
uh yeah so Plumbing has been our Nemesis and and uh but we're working on it we're working on it so if you have other questions I'll try to answer them I do have a question can you scroll up please Lance I'm right there is good under special education and support services uh 2100 students I noticed that that's going down 40.6 percent is there yeah I'm not understanding how that works and I get that that's one that I really was looking at for whatever reason in the last budget I had two people in that line and so they're uh nope sorry it was the next line um no it was outlined so I had I had I had more people more ftes which is full-time equivalent people in that line than we actually had and um
and so when I corrected that for for whatever reason the money the money then of course corrected as well so what I think is that those that those positions or that position transferred into I I maybe counted that person twice in the old budget so there would have been more money in there because I had them in there twice um and so so you know that changes that budget but it's also an example Fred of why I'm not confident that some of these numbers are are where they should be and and it pains me to say that to you all because I've been working on this budget for you know uh for a month now but um I kind of got to the place yesterday when I was trying to you know get it as
clean as I could that I felt like I wasn't seeing the forest for the trees and so you know stepping back from it and not looking at this I'm not looking at all that stuff again until next week some things I'll go oh well there it is you know oh there's the problem that I just couldn't see yesterday when I was trying to fix it and I'm trying I'm not trying to make that as an excuse but you kind of get to the place where you get a little bug-eyed with oh yes so that could be that area as well going through the year we didn't either so that that line that says 2100 students isn't necessarily reflective of the number of students no 2100 is the name of that line it's not the number
of students so 2100 2200 2300 that's the that's the identifier for that line in the budget it doesn't mean the number of students so that's not talking about 2100 students it's talking about that line in the budget right but that has your as you were explaining it to me I think that line has to do with the staff that's required yes for your students but not teachers in this case teachers are in the 1000 line up above um but this is support people so this is uh uh this is like uh an aide or somebody no they're actually in the 1000. it could be speech and we did have to we did budget this year to supplement the speech uh the speech even though speech was being paid out of a grant we did supplement
a piece of it um uh it's it's also like OT occupational therapy or uh over under where you see like 188 000 where we contract for uh AF or PT we contract for uh for um uh for physical therapy and now I just remembered why one of those positions went away we have not been able to find a school psychologist and we've had a school psychologist in the budget we contract for school but a school psychologist services so that shows up over there in the line where you see 188 000 it does not show up over in the line with 209 000 because it's not salary it's a contracted service and so uh and and that's probably where I had the extra f te is because we've still had that position on our on our
org chart but we've not actually had it in the budget see you just solved one of my problems right there thank you okay out of your board salary okay that would so great questions thank you okay so we're going to see the amended you will you will but you do need to approve this proposed budget we need to approve you're approving it you're not adopting it you're approving the proposed budget in other words what you're saying to me is and to the to the public and to the state we're not telling our superintendent she needs to move a bunch of stuff around that whatever she brings us for the adopted agenda adopted budget is going to look very similar to this that that's what you're expecting to see got it well I make emotions I'll
make a motion in that regard then that we adopt this proposed budget truth approve I'm sorry approve the proposed budget and when we're looking forward to seeing the final version next month thank you right I'll second that motion Charlene yes all those in favor I'm Melinda sugraski hi Charlene Diaz hi Fred Rushton hi Barb zarzicki Sheila Burnett thank you 5.2 Child Care Center employee descriptions some descriptions uh Madam president and board members I asked as one of her first jobs asked Michelle to provide these job descriptions the title for the positions are straight out of Arizona staff qualifications we use the same language because sometimes the term teacher especially in a school district where you're expecting to see certified teachers and these are actually support staff teachers so we wanted to be consistent with what
matched licensing for child care and then she used the that information from adhs as part of the job description so um I'm recommending approval of these job descriptions initial approval of them at some point we may do some revisions but this is certainly a good place for us to start I'm sorry please so you notice we say we have a teacher and we have an assistant in in our parlance that's a teacher in a Para so however both of these positions will be on the classified salary schedule um and and be in the same uh the assistant will be in the same Lane as our other paraprofessionals and the teacher position will be in the same Lane with our paraprofessionals who have an AAA degree or higher these are the job descriptions that we're wanting
to post to try and solicit for those six people six people you just agreed to yes yes all right three of each one do we have a motion you do I'll make a motion that we approve the um job descriptions for the child care Center Child Care Center Child Care Center thank you I was trying to think of the name but we haven't figured temporary name temporary name yes is there a second I second it all those in favor I'm Melinda sabrowski aye Charlene Diaz aye Fred Rushton hi Barb zarziki aye Sheila Burnett I am 5.3 gcd professional and sports staff vacations and holidays Madam president and board members we presented this to you last month as a first reading and then we found some errors and so it's a second first reading but I
would also like to propose to you and we can do this right in this meeting and still have it be a first first reading that in the first sentence where it says all 12-month employees that we make that say all full-time 12-month employees shall be entitled to that number of days and hours Lance here is our one part-time full part-time 12-month employee and while he would be very grateful to get 80 hours of you know leave and whatever he recognizes that that's probably not a wise decision on our part and so I concur with him that we maybe add the word full time in that first sentence okay Lance is not full-time he is increasing his hours for this coming year but not to full time not to full time not to full-time so it
is a first reading but with your approval you know if you'll just say to us put that word in there then we will do it and then we can still have a second reading at the next meeting there and put the word okay get that word in there okay you know what for we don't want Lance to get any extra money for extra time extra time off nah we don't want that but and and if you scroll on down Lance you can you all can see what changed from the last time you read it was the red that's in the line that says holiday where it's the 10 10 and a half and 10 month and the 230 and that's the piece that's changed since last month when we brought it to you last month
it's because we were adding Juneteenth at the bottom so um uh so that's that was the other change which we recognized that we didn't have anything in here for our 10 and a half month people okay okay thank you see that next week or next month next month uh 5.4 5.4 these are the the policies we looked at earlier in its first reading so you don't you don't take any action we don't really have much to do with these except we would like you to look for that yes Guardian thing yeah okay um item 5.5 consideration of requests for resignation for renetta Renata Renata De Lima Madam president and board members this is uh one of our Middle School teachers who's from the Philippines he did sign his contract when we offered them in March
and then was offered a position in Alaska and um uh chose to chose to take that position I put it on on the agenda he's already gone out of the country so there was probably no need for an uh an executive session which we could do but without him here I didn't see any particular reason that you would want an executive session and so I recommend that you accept the resignation and uh we really cannot impose the penalty yes outside the contract it's outside the contract time so okay do I have a motion I make a motion that we accept the resolution of Renata dilemia I'll second that motion Charlene Diaz all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Barbara zarzuki aye Sheila Burnett 5.6 it requests for quotes
and future purchase of Power Protection equipment for district server rooms Suite 100 equipment room and each School main office or main Network rack Madam president and board members this is for the uninterruptible power supply so it's that battery backup that's how most of us think of it as a battery backup so if the power goes off there's a battery um these uh this is a this is an e-rate thing so the price of course is a lot less for us and part of what happened here is we had ordered these the exact product if I'm remembering this correctly am I remembering this correctly Ethan this is the one that that the correct the product we originally ordered is not available is that right do you know about that you're talking about our Network oh that's
right you're okay those are the switches sorry I'll take that back so anyway here is the uh estimated price of the equipment uh if we did not protected if if that equipment needed to be replaced yeah and what it will cost us to have the backups um so I I recommend that we approve the backup systems for forty thousand six hundred dollars okay so the First Column is what it would cost of the equipment yes if we don't have if we don't have backup and then the second one is yeah if the if the equipment got damaged which it could do if you don't have that backup right in between so yeah yeah do I have a motion to to spend forty thousand six hundred bucks I make a motion for us to purchase the
power of protection for the servers and Main Networks I'll suck at that motion all those in favor aye Melinda sabroski hi Charlene Diaz aye Fred Rushton hi Barb zarzicki hi Sheila Burnett item 5.7 fuel bid from Rebel oil company Madam president and board members we put out requests for bids for fuel every year to numerous vendors and uh typical of the last three or four years we got only one one bid from Rebel oil amazingly the bid is lower than last year and for the same amount of fuel and so you can see the amounts there I will tell you that these amounts are in tune with what we use in our IGA so it means what is used by both districts for the year the other items just so you understand why I am
not bringing you the bids for tires for engine parts for anything else that over the course of the Year runs over a hundred thousand dollars for the two districts is because those bids are put out by the high school district so we benefit from we benefit from the um purchasing power of our IGA that you approved a month or so ago are combined our Consortium policy procurement and for those items and the high school benefits from this one so these are good bids these are much less than than I expected them to be for the coming year um as far as the field goes are the fuel pumps on mojave's campus no they're out here they're the fuel pumps are here they're here yeah the tanks are here that's one reason that we do the
bid is because it's on our property okay but the tires are up at them because that's where the shop is all the other parts and everything go to the because that's where the repair shop is for the buses we no longer have one here so okay do I have a motion to approve the the bid from Rebel oil Madam president I move that we approve this bid from Rebel oil for the fuel that is shown here and represented on this uh agenda item description is there a second I second it all those in favor I'm Melinda sabrowski aye Charlene Diaz aye Fred Rushton hi Barb zarziki hi Sheila Burnett okay item 5.8 Desert Valley playground installation Madam president and board members this is for the installation of the playground for the life skills students we
purchased equipment for that playground with Grant funds and the equipment is all sitting over there we've just been waiting to to get this done we did put this out for bid we actually only had one bidder and um and so you can see the price there 180 000 that includes uh installation of the equipment new fencing around the playground it includes the soft surface so that our you know so that our high needs kids can get to the equipment and the wheelchair kids can get to the equipment the concrete for sidewalk all the way around and um and the surfacing itself so um we were very surprised and pleased with this bid so I certainly recommend that you approve it and this will come out of the this will come out of uh capital outlay
do I have a motion to approve the playground at Desert Valley I'll make a motion that we approve the Desert Valley playground installation costs okay is there a second and I second that motion Sheila Barnett all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Barb zarziki aye Sheila Burnett okay 5.9 convenient to Executive session for discussion or consideration of employment assignment appointment promotion demotion dismissal salaries disciplining and rep or resignation of a public officer appointee or employee of any public body except that with the exception of salary discussions the officer appointee or employee May demand that the discussion or consideration occur in public meeting did the person what the public meeting no I'd prefer we were in executive session since I'm the person and I need a motion to to
adjourn to um executive session I'll make a motion that we adjourn to Executive session I second it all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Barbara zarziki aye Sheila Burnett I'm going to I'm working on it foreign [Music] thank you [Music] foreign [Music] thank you [Music] foreign [Music] foreign [Music] all right [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] [Applause] [Music] foreign [Music] foreign [Music] [Applause] [Music] thank you [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] thank you [Music] foreign [Music] thank you [Music] thank you [Music] foreign [Music] foreign [Music] foreign [Music] thank you [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] [Applause] [Music] foreign [Applause] [Music] thank you [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] [Applause] [Music] foreign [Music] foreign [Music]
foreign [Music] foreign [Music] thank you [Music] thank you foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] thank you [Music] thank you [Music] thank you foreign [Music] thank you [Music] foreign [Music] foreign [Music] foreign [Applause] [Music] foreign [Music] foreign [Music] I make a motion we convene reconvene back into regular session that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barb zarzicki aye Sheila Burnett no okay Charlene made it okay it doesn't matter oh I made it yeah I was gonna say apartment whatever um do we have a motion coming out of executive session I'll make a motion that we approve the superintendent's fiscal year 23 performance pay is that correct okay that emotion and motion you might you might want to say the percentage oh um either
the full 10 or some other percent yeah the 10 performance pay fiscal year 23 10 performance pay second I'm sure that wasn't Robert Rules of Order no I'm sure because we already had one as first and second at all but that's okay I'll I'll call for the vote all those in favor I'm Melinda sabroski hi Charlene Diaz aye Fred Rushton hi Barbara zarzicki aye Shayla Burnett item 8.1 future topics well we learned today and this kind of depends on you Charlene a little bit we need to have a special board meeting in June which gives us a couple more weeks for five minutes to put in a new um maybe 10 because we've got two others okay 10 10 minutes because we need to put in the new policy for us superintendent evaluation okay so
if we can find that time it would be really really nice what were you thinking of that was kind of you because we don't know what your schedule is I don't know oh you're no I'm just teasing you you're worse um okay well I will tell you next week could you meet for five ten minutes on next week next Thursday the 22nd at what time can we do it would have to be after six o'clock because I have patience till six and that works for me okay the evening time's easier for me so would 6 30 be too late for you or two 6 15 is fine well I don't work on 15s very well I'm just letting you know anything after sex don't give her a 15 you'll never okay yes 6 30 and
it basically it's three three items right now yeah and they're they're quickies look real quick um the superintendents thing is the this is the primary that's what we and the first reading it's it's the first reading of a revision of the policy so that you can do the second reading at the July meeting and then proceed with a new timeline and then we'll probably have two meetings in July one two one is our regular meeting and the other one would be to set goals or we could probably do that in executive session but it takes a lot of time we learned that today to set a goal so it would probably mean a second meeting in July also okay so just keep that in mind okay so I'd rather not do that in executive session
because it would just you could construct that meeting now you can set both you know set your regular meeting for July which is would ordinarily be the 13th and then you can uh because I'm going to be gone the 26th through the 30th well then we better set it and I will tell you that I'm leaving early on the 20th I have a speaking engagement at noon with the rotary and then I'm headed out to Texas for the weekend so I'm also on the 19th through the 22nd I just realized it could be early that week and maybe do another one on Tuesday maybe the 18th like that that would work Tuesday the 18th would work would that work for you Fred uh in the evening yes evening is fine the evening is fine with
me too okay okay let's do it then and that would be setting setting goals and doing our so July 18th he's doing the preliminary stuff yeah so basically a board Workshop right right goals at what time do you want to make that for when do your patients leave I can I can do six o'clock then as long as I have a month notice I can okay six o'clock six o'clock okay and then the 13th would be our typical 5 30 and 6 is that what you want okay yeah July 13th is our regular meeting and that will be that will be a budget hearing and the budget and then some other things obviously but that will be the adoption of the budget yeah okay and basically the 18th it's going to be a lot of
executive sessions because we're setting goals with you okay so on the 18th 2018. yeah okay and then we're meeting next Thursday here yeah yeah at 6 30. okay for Cassie's notes special meeting on the 13th of this month regular meeting no no no no I'm sorry um special meeting on 6 22. 6 22 I'm sorry I'm sorry and the regular meeting on 7 13. yes and there's another special meeting yes on and then we wouldn't meet on goals again until December is what we're going to be reviewing twice a year for you gotcha yeah did anybody get a folder for for Charlene today did anybody get an extra one oh no I can photocopy it no I can give her mine I've got the electronic oh we have the electronic version now we did get
it would you uh did you make a copy for Charlene then sometime quickly we're going to well yeah you might have to yeah you might meet you one do you want them emailed or printed yeah just email it to me okay yeah so that you'll have an idea what we talked about yeah okay any other future topics that we need to discuss okay I'm going to say to you since I'm looking at this calendar that Lance put up here on the 18th of July might be when I will have to be at city council to tout our zoning change oh uh aren't you going to go before gmz first yeah but we can what we need to do can be in there no I mean it's going to be an opening and then go into
executive session and then come out and that's it you don't care about that we don't care they won't they won't come in if they do they can come in there I mean that's well they can't for the executive part but they could come in for the other part yeah yeah We're Not Gonna We're Not Gonna disrupt your 19th but chances are you're going to have to come but I before p and Z before you're going to go to City Council and that's on a Thursday well the PNC will be yes and that will be the um that one would be the sixth so that's fine I don't have an issue with that it's just that I probably am going to need to put in an appearance on the 18th at city council so maybe maybe
if we made that one 6 30 that gives me that gives me you know an hour as and as long as they're not doing crazy call to the public but the other thing is you all could start without yeah we could you can start without me yeah okay yeah yes and I can ask to be moved up on the agenda so um yeah so okay thanks Lance for having that whole list there um I guess there's any other future topics that we want to talk about at all anything else you would like to have on the agenda hmm we're going to have that um now we're going to talk about revising that policy for superintendent's review at one of these meetings right both of them both of them the July meeting the regular meeting it
historically is long we've got handbooks we've got we have a lot of budget we've got a lot of things on that meeting so it's not a good place to put that that's why it's a good idea to not do it that night because it's that'll be a long agenda on its own the uh on the 13th the 13th is a long meeting probably do I need to bring a blankie and a pillow but it but it that's historically it I mean that's starting that's starting the year so you know all of the start of the Year stuff is on that agenda so Jen according to this calendar the new teacher inductions on starts July 19th yeah the next day oh you got it set up yeah and that's why she's worried that we'll mess her
stuff oh yeah you can set up we will yeah it would be fun to mess our stuff up yeah that's the Junior High in me that says yes yeah switch those names around we do need to talk about coyote Camp I was putting that on the July agenda okay so um so heads up that we we have to have a conversation about grade level designations and uh and coyote being a school so just so you know that that's coming down the pike I will send you some information BCC so that it's not a you know we're not violating violating open meeting but I will give you some background so you understand why it's why it's a something that we've got to address okay can do that hard to wait do I have a motion to
adjourn I'll make a motion that we adjourn this meeting I'll second that he's checking his watch 8 20 8 20. that's what I got you gotta vote on it we still have to vote I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Barbara zarzicki hi Sheila Burnett you are adjourned okay
