[Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] [Laughter] [Music] foreign [Music] Workshop of Bullhead City Schools board on Thursday May 11 2023 at 5 30 pm roll call present Melinda sabrowski Charlene Diaz here Fred Rushton here our first topic tonight is daycare feasibility information I was are you going to give us something I am I'm going to give you some information uh Madam president and board members uh in front of you should be a copy of a memo that I made that I'm going to talk about uh for the for the purposes of the public but I'd rather than put you in a position of having to try to make notes or whatever I gave you the written document and I'm going to show some things as well

so um the committee that's been discussing a possible child care facility for our district include Tammy Alvarez who's here tonight she's our preschool coordinator Kate Hall who's the special education director and she's headed off for uh some training in Phoenix and Jamie Cottrell who is the health attendant secretary at Coyote Canyon Mark Scott our construction project manager and me and then kind of an ad hoc member that we've been asking for some advice as we've gone along as Michelle liondecker from Tiny T-Birds at the high school okay um Cass if you would put up the picture of the school please yeah please and maybe make it as big as you can there we go that looks good okay so this is an aerial view of Coyote Canyon which is next door uh it's not the

whole campus it's the south end of campus and just off the bottom of this photo is the post office so that should give you some uh orientation of what we're looking at um up up on this picture is north so the preschool takes up most of the building on the left the the front building on the left and um so the rooms that we're talking about as possible daycare in this feasibility thing are the ones that have the numbers on the top of the middle building we're talking about based on the feedback that we got from the survey that we sent out one room for birth to one year a room for one and two-year-olds the toddlers who are potty training and doing those kinds of things and then the three and four-year-olds in another

room in your notes down under operations you'll see first of all the uh the the numbers that are required by adhs for um maximum numbers of students children in the rooms with adults so for instance the infants we can have five children and one adult or we can have up to 11 with two adults our survey indicates that we have seven infants uh whose whose parents are interested in in participating and then for the one to two-year-olds you can have six to one or thirteen to two and we only have three uh right now in that group and then with three to four year olds you're gonna have eight to one or sixteen to two and we have 11 possible so um uh you can see we have 21 possible students right now uh for

the for this program if we were to proceed the reason that we've selected the rooms uh in this on the campus that we have um are are kind of as follows so the room on the end that has the one to two-year-olds or would have the one to two-year-olds is a room that has an adjacent uh restroom and so those are children who are potty training and we want them to be able to use the restroom and and there's some other uh things that we have to have we have to have at least two sinks in that room one that's related to changing any diapers and things for kids who are still in diapers and the other one for hand washing and those kinds of things so of course there are two sinks there is

the sink in the classroom and there is the sink in the restroom the room that is designated for birth to one those two rooms the main reason that we put them configured them this way is that the four-year-olds we would hope that our four-year-olds who belong to our employees would during the major part of the day be going right across the sidewalk and be part of our preschool program so we put the 3-4 room there to make that transition so that left the other room for the birth to one the other reason that room works is you have to uh in a birth to one-year-old room you have to have two exits and so this room has the exit directly outdoors and it has the exit to the other classroom and the doors have to

be wide enough for cribs to go through so the cribs that are designed for daycare are designed in such a way that they would go through a typical classroom door so that's kind of the logic for this um we've learned we did a walk through last week and the uh these rooms are in good shape the only the only real things that need to happen in the room with birth to one-year-olds the sink in that classroom must be high enough that the caregiver does not have to bend over to use it in case he or she is holding a child and of course this campus was designed for K-2 students so the countertop and the sink are a little low our maintenance crew can fix that can can make that so it happens so it's

not a not a very big expense to make that change the other thing is some things like um in the infant room we would take down the white boards we would make sure the walls are clear and that you know that it's a safe environment for for infants um so just some cosmetic things for those rooms which is was very nice for us to learn that it would just be cosmetic um one of the things that we have to have playgrounds of course for these children and at the bottom of this picture on the far right you see where it says one to two-year-old playground this would it could also be for the three to four year olds but that playground is smaller and it has some smaller equipment in it and it would it

would be fine it's toward the back of canvas Charlene I know you're trying to orient yourself for this um and then the one that has the Box around it that says zero to one currently that is has a wheelchair swing on it it's been there for many years but because it's a wheelchair swing the surface in that area is that soft surface that we're putting in the playground over at Desert Valley and so we would remove the wheelchair swing and that area is I'm going to make a guess that it's about 15 by 15. it has concrete around it and it has the soft surface in it if we're only talking about six or seven infants that's a big enough area for a for a playground so all that would require is a fence and

uh you know around the outside of it so fairly minor expense for that as well don't hesitate to stop me if you want if you want to in any of this place in any of this conversation um so uh so then the only real facilities expense uh is because we had to think about access in the mornings and in the afternoons for the parents of these children and we wanted it to be slightly different than the access for the preschool even though the timing will be such that these children would be coming before the preschoolers and leaving after the preschoolers but we wanted something that would be very functional so on the left hand side of the photo right at the driveway you see some yellow lines right now there's a huge sidewalk section there

and I'm proposing that we remove that big chunk of concrete and the two yellow lines would be how we would reroute That Sidewalk slightly and then that that little area would be you know people could pull up park there temporarily take their kids to the pre to the child care and then come back and leave there is a double a big double drive through gate there so we would want to install a walk through gate next to the drive-through gate and uh and we would want to since these are employees we would put a lock on it that would could be open with one of those key fobs that you walk up and you know kind of like we do here wave it and it would let them get in but we would also put

a call box there so that if during the daytime somebody else needed to come pick up a child they could push a button and and you know ask to be admitted that way we don't have to have somebody standing there the whole time for you know for beginning and end because that would take them away from the uh from the facility to do that so this is really the only expensive piece in terms of facilities and and I don't have I don't have a good price for you right now we've put that out just to get some quotes to see what it might cost us and then and then we would need to finish that area like the rest of the parking lot that kind of ties in with some of the things we're talking

about with the city relative to our conversations about Mountain View and and some some bartering of services as opposed to cash um and then the other thing of course is always security and so you can see three yellow arrows there we have uh we've completed the installation of the cameras around the district that we purchased last year they are amazing um uh they are truly amazing and um uh there were some we ordered some extras so we would install one you can see the arrow close to where this gate would be the walk through gate so we can can see what's happening there we would install one across from the three four-year-old room which would be really helpful because it would let us see that the entrance to that room and also there are two

restrooms there that are used by the preschool uh and whatever and right now we don't have good camera coverage of that so it would be a nice nice thing to have that and then we would put one um in the Portico for the one and two or the birth to one-year-olds pointed kind of toward the playground so we could see people approaching and uh for that for that area so the area right behind the two buildings is the our online school and that's good no actually Our Life Academy the building at the top that has the solar panels on it the the right Life Academy is there in four in three classrooms on the end of that building so the pre what is this the building uh the building in the back at one time

the Life Academy was in that building but it's not yeah it it was uh in the past right now we we lease on the north end of that building we lease a classroom two classrooms The Corner Room which is a kind of an oversized classroom and then the room next to it we lease those to Legacy foundation for backpack Buddies and uh so um you know so then they come in through transportation and and and have access to that area back there um this whole area is fenced right the whole area is fenced everything is fenced everything in our district is now fenced okay yeah we've been we've been working on that and we've been repairing some I will tell you there were some there was some damage to these fences in the back and

Mark found them and we've been having them uh repaired as we go along um the other thing is at the upper left hand corner you'll see where it says a new PS gate and then you see an arrow there for a camera currently the preschool children are being checked in through the cafeteria and brought all the way across campus to the preschool and we started that kind of post covid post covered Tammy yeah and and I'm not comfortable with that long walk for them in that situation and I let them do you know I let them continue this year but I said we need to change that and so um not as part of the of the child care plan we will do this other part anyway but you'll see where it says a new

PS gate so we'll install a gate there and then parent uh preschool parent pick up and drop off will be there and then come right down to this building for the students who come on the bus for preschool they will come in the back clear on the right side for through transportation and there is a gate just at the southeast corner of that 700 building that back building the distance that they would walk from there to preschool is not anymore than they've been been you know even the uh the special needs kids who are on the buses are going right now so it's it's a trade-off the other reason that I'm I'm looking at all of these things in the big picture is that the city has approved 400 housing units in the property across

the street across Marina from Desert Valley School yeah and so we know that there will be children initially those children especially if they use units are on the south end of that property but regardless the first hundred of those students could go to Diamondback because Diamondbacks enrollment is down significantly and so we would make plans for that but if there are 400 units its entire and Desert Valley is full there's it's entirely possible that we would need this campus for a small k-4 and so in the process of talking about all of these things I wanted to think far enough ahead that we would not have to think about moving the preschool again and if we have the daycare or the child care we don't have to move the child care and so I'm trying

to look four or five down years down the road in terms of what we might have to consider so that leaves the whole building that you cannot see on this map that's north of the the um the main building and this back building uh clear on the right that gives us 18 classrooms in those two buildings if we need them for for a k-4 what a good idea to are you talking about the quality of the parking or the quality of the parking all this stuff is pretty pretty bad um no I'm talking about the number of parking spots for right now I don't think so and that's one reason I wanted to make this adjustment down here and make a drop-off Zone because you can see the cars that are in that lot right

now are our employees but the parking that's that you can't see that's just north of this main bill or the you know the office building is not full usually so it's shifting those folks down a little bit or maybe one or two cars but I didn't want to have to do that so if if this loading zone if we create this loading zone and unloading Zone we're talking about that being fairly quick and not taking up these parking spaces I also think that at the point where we can improve the quality of our parking lots it's not such a big deal and this entry because this is it's dangerous walking across this drive it's dangerous and so of course that's part of our conversations with the city and um uh so you know I anticipate

that it's going to be much improved um can't give you a timeline on that at this point but you know much improved for the preschool then what we would do is because Behind these cars that you see parked here across on that other curb is no parking but during the time that we're doing loading and unloading for the preschool we could have some temporary we could set it up so those are temporary parking spots for people to you know to Stage to come in and or to sign in their kids so we've been trying to think about all of that and count the numbers and and we think that that will work could we use more parking yeah it's a possibility I'm not quite sure where we would put it other than below where you

see the X's here if we were to we could come in to the end of the kindergarten playground or what used to be called the kindergarten playground we have some space down there if we needed to why couldn't you take the if you're taking out the concrete down here in the in the left hand corner why can't you take that part of this concrete we could I hadn't even thought about that but we could because that would add at least 10 maybe 12 parking spots I'm just thinking that I when I have personally gone over there it is the parking is just so hard it is hard especially if I'm driving my truck yes you know because yes it's very very limited and very very skinny so you know like I would maybe just think

about it well and I think Melinda I think you've got I think you've got a point there I think maybe right that where we're putting that gate we might not want a parking spot right there we might that want that to just be a loading and unloading but just north of that between there and the flagpole or clear on down we could probably put some we could probably do some things with that so we'll look into that well I like that that's an idea yeah um so we're going to have actually for the the daycare then there are going to be five adults to take care of these 21 kids no if you uh no we're really talking about six adults and a director two adults per room and I know I know you're looking

at the the low numbers so like the the toddler room that right now only has three if you only have one adult in there that person never ever gets a break and the work and the the hours are 6 30 to in a.m to 5 P.M so we've we've got to have some we've got to have a little wiggle room now one of the pieces of wiggle room um is uh that in the three four-year-old room that's 11 kids right now it would be 11 kids there are two adults in there so at the point where the four-year-olds go across the sidewalk and join the join the preschool program the the one adult one of those two adults can float these other two rooms so they can give people a break you know and then

give somebody a break they can cover for lunch they can do some of those kinds of things uh but I don't think we would want to start this and that person also then because they're a floater becomes a really good substitute so if one of the other folks is absent that person already knows the routines and the practices in that room and it's and it can be a good substitute and of course the director can always be a substitute as well um so I don't think we would benefit at all by short staffing this um this process if we were going to do it so my guess my question is at 20 to 25 a day for per kid right um is this going to be self-funding the idea would be to have grants that

would help fund some of this so first things first might have some money uh you know if we're if we apply for some grants there are a number of other grant opportunities out there um I can't give you a lot of details about that Tammy do you know some things about some of the other grants that are available if so come up please so you can help answer so there is a new Grant it's called the birth births of five grand it just came out May 1st and so I Jen and I have looked at it a little bit um it's due in June and so there's part of that if we're we're still trying to understand a lot of it but part of that would be for funding to start a birth a birth

of the infant infant room in a toddler room and so there's that possibility I also have a current Grant um for coyote can't even the stabilization Grant that's ending in September I've been talking back and forth all day long with them and I have a meeting in a few minutes to go to but I might be able to use some of that money that is that we currently have to help with some of the some of the purchasing of the materials for this for the daycare rooms as well I'm still working on that and so but yes so there are there are some things available and I'm guessing on that amount uh Melinda that's why I said estimate the proposal that the high school is doing for tiny T-Birds for next year is that they're

charging their they plan to charge their employees sixty dollars a week for each child so and they're only open Monday through Thursday so that's 15 a day their plan was for anybody else so our employees or Community people they were talking they're talking about 145 dollars a week and so and and for the infants there would be 150 a week for four days so I I kind of picked something in between you know we don't our employees tell us that the amount of money is not of huge concern to them the big concern to them is that they have a stable place for their kids and that they their kids once they're enrolled can't just be oh we now have some other people who take priority so you have have to find someplace else for

your child and that's the way tiny T-Birds is set up for next year so and and there are waiting lists for all the daycares in town so I understand why our our employees are anxious about you know about this situation so I'm I just made a guess because I thought I thought 150 was a little high but maybe not maybe not it might be fine that for five days that would be 25 a day thirty dollars I thought was a little high which is what the high school is doing for four days it would be thirty dollars a day so you know I thought okay um and we're not looking to make money on this we're looking to break even and I'm not sure that we would know how that's going to work until we

run it for a year you know how Break Even is going to look so the trust is going to ensure the program well our insurance premium go up it would it would um they couldn't give us an amount at this point not a huge amount the rooms are the rooms are already insured because all of our properties are already insured and insured for liability thanks Tammy um uh so it's whatever else that they you know might think be would be a liability on this Rel you know other than just the property liability property liabilities already covered okay I'm trying to think if there was anything else that I really wanted to Caroline just get a question refresh my memory because it's been a while um those playground um equipment it's all covered yes these are

covered all of the preschool playground stuff is covered yes yeah there might be a couple of like one toy or one thing that's not but all most all of it is covered okay and the big playground that you see here between these two buildings is bigger equipment and whatever but we're the fence that is keeping keeping our life Academy kids from using that that piece of fence is coming down so it came down today okay um and so so those kids will be there but there is a there's a fence between a six foot fence between and it has not been a big issue it's not been a big issue so no I think Miss Hall keeps those kids yes pretty yes very much so very much a tight ring and the pro that program

has functioned this year exactly like I have always envisioned that it should function so that's been really refreshing um licensure you can see that the current license we have licensed for eight up to 85 uh three and three to five year olds and um we are looking already at started the process already so if I do including all of the daycares total so because we would also we would have to have the birth to three licensure which we do not currently have right okay we have three to five for 85 kids and the preschool is running 75 kids and then preschool all of the highest number for the daycare so yeah yeah and preschool is just is just exploding so especially the preschool handicap has just exploded um so um you know so we we're

going to need all 85 of those and more for just the preschool um and I meant to I meant to also give you a calendar and I forgot to do that but this would need to depending on well we would just we would just have to set it up because we can't decide oh we're not going to operate today in terms of employees who would work in the child care center we couldn't just decide oh okay we're not going to open today because we have no kids um you know we have to presume that we're going to have kids going to have kids from the first day that our principals return so in next year's calendar that's July 5th and through summer school in June of 24. you know we have to just kind of

presume that we're going to have kids there would we have all 21 all the time maybe not um but we've got to be prepared to do that what kind of certification do the caregivers have to have I'm thinking that we haven't looked quite so much into that and Tammy knows way more about that than I do they they don't have this is not a situation that has to be certified by Ade because this is not an Ade program so it requires whatever certifications are required by Arizona Department of Health Services and so I I don't know that it requires a bachelor's degree for anybody the the basic licensing is they have to be 18 years or older and they do have to have their high school diploma or GED um prefer experience but we can

train on our own as well then will we be better to train anyway yes and then I know like a CDA which is a credential in child development would be helpful and you know that's a lot of the employees at Kennedy birds have that as well but I'm still learning the child care world of the daycare world as well because I have more of a preschool background but I'm with just the minimum I believe it would be like the 18 years old and of course the fingerprinted and TB and all of the having a TB test usually all the rules that we have to follow for preschool and I would and I would really want the three lead caregivers to have that um the CDA I really would want them to have that training and

be a little older not be 18 year olds um and it's not that I have anything against 18 year olds but it would you know it would be nice if they were a little older and had maybe some a little more experience if we want some specific training what could we set up something with MCC were they would sure do the training for us I'm sure we could they do the cdas right yeah yeah they do the cdas you know like we could [Music] right and get what we want and and it's and it is possible I don't know for sure that it would happen but it's possible and if and it's possible that we would also uh then do an IGA with the high school to have their CTE students who are part of

who are part of their program oh yeah um uh come and and be able to work in our program as well that would benefit us it would benefit those students um you know we can't make that happen but we certainly can offer it uh if we if we proceed with this and so then that gets some other uh some additional bodies if you will in these rooms with our kids and and um and then it also gives us some future possible employees down the road okay also part of the first things first grant we get training for preschool right now for the first things first grant we would of course but have to get the daycare up and running this first year but we would also I could apply to get first things first set

up for the daycare as well and there would be training provided with that as well it sounds like a big row to hoe here are you sure you want to do this no I'm very happy that you're doing it Tammy yes I'm trying I'm happy I don't know about these guys Tammy Tammy's been a great resource for this but but if you notice in in my notes and uh in our in the agenda coming up um she's already got a load because not only does she have the right now five but the potential seven classrooms at Coyote that she supervises she also helps supervise the one at Sunrise and the preschool at Sunrise and the one at Diamondback so she's already got a load on her own and that's one reason that I was asking

you to consider if if we decide to move forward going ahead and hiring a director and and this person could work on grants because Lord knows Jen doesn't have any more time to work on grants and Tammy doesn't have any more time to work on grants but we're going to need to depend on some grants to make this to make this a really feasible kind of thing and you're looking at 66 to 72.5 yeah and the reason I'm doing that is because the salary schedule that you all approved last month this would be a director so this is a person on the director salary schedule and and the reason I gave you the range is because the the lowest number is the year one and we give credit up to year 11. so that's why

you see that you know we'll put somebody we give 10 years credit so we can potentially put somebody on step 11. so that's why there's such a wide range there thank you thank you um I need a motion to adjourn the workshop please foreign and we're a bit late for the hearing um so Madam President we do need to have that five minutes for the uh budget here so that if there's anybody who has questions we can hit a separate it has to be a separate thing yep okay I'm going it's not on my piece of plastic here but I'm going to call the uh or call to order the public meeting to discuss the budget did anybody have any questions for our superintendent do we need to vote on yeah no you're not voting

at this point this is if somebody has the audience or anybody has questions you might want to do a roll call okay um roll call Melinda sabraska here Charlene Diaz here Fred Rushton here foreign can you give us a real quick summary sure and Cass if you would get up the um the summary page please okay so what you're looking here at here is the two-page summary of the entire budget process thing and what we're doing here actually we have a few more dollars so uh right here in the center that you can see where it says expenditures and budget limit um and I recognize that there's an ear okay so where it says expenditures it really should say 18 million 277 dollars and uh 277 482 dollars I apologize I did not get that

moved over those three numbers that you see under where it says budget limit should all be under the expenditures this is the second revision so this is the final revision for the year uh so uh when we get into the meeting and you are considering voting for this um I would appreciate you making uh saying with the chain that change um that would be a good one so uh uh 818 million two hundred seventy seven thousand dollars is about a hundred and fifty thousand dollars more than the mid-year budget revision and uh that surprised me a bit because we are down about a hundred students from the beginning of the year however the waiting that happens for our various special needs programs the legislature last year increased the weight amounts for those and we have

had a dramatic increase in special education student enrollment so the waiting has brought us back above where we were so it made up for that drop in general enrollment that's a two-edged sword as you all know you know it in terms of money yeah that's kind of nice but it also means that we have an increase in students who have special needs and you're going to see that in in some other decisions tonight in tonight's meeting as well the amount for classroom site fund is right at the right at that number I got a new number after we posted this and it's slightly less because classroom site fund is based solely on sales tax and an amount established by the state and it went down a bit because our enrollment went down but I did

not get that data in time for I you know we posted this 10 days ago so that's down slightly but this is the amount that we're you know that we would have put in here anyway and then that unrestricted capital is 1.575 million and those are accurate numbers below under maintenance and operation expenditures you can again see how all of those broke down by the various categories and then compared to last year and the percentages of increase or decrease over on the right and and then the amount at the bottom which is the 18 million 277 000. wait a minute go back to page one please yes it is um very much because that's payroll and you will notice uh on this line that there is an increase of 25.6 percent in our expenditures or

budgeting for this year for this when I came to you and asked when I came to the board and asked that we end the contract with ABM and that we establish our own I made it very clear that I had there was no way that I could promise it was going to be less we knew it would not be we were going for control of of facilities and Improvement of things and making sure that things are done the way they are supposed to I will tell you that this is up this much because we have had so much work that had to be done you regularly get the updates from me about plumbing and and those kinds of things and that's expensive and we are clearly we are definitely trying to get as many things

fixed repaired replaced whatever this year as we can in this budget before we roll into the new budget so yes those expenses are up it is up higher than I thought it would be but I will tell you that things are getting done and they're getting done right correctly the other thing is I'm very much about let's make sure we have quality so I'm not talking about the most expensive of Replacements or whatever but neither am I talking about and in fact I tell the facilities people don't you dare just go buy the cheapest things we want things that will last I don't want to have to be replacing things in two years or three years so that's part of it as as that expense and and we have quite a bit in fortunately we

had it in the capital budget for the things that that are considered Capital items unfortunately things like toilets kind of fall into this part of the budget and even though they're 500 bucks a piece they kind of fall into this budget so um so that one's up significantly any other questions I'll be happy to answer uh Cass if you'll scroll down just a little bit so we can see the rest of that 200 and right there the 200 and 300. um you will notice that our uh our total for special education is up seven percent and that's uh that's a reflection of um our increased enrollment there okay and then the second page has the capital uh includes the capital so you can see um the line that says unrestricted capital and we're up and

that's partly because because the legislature is slowly trying to return to school districts the capital funds that were were dropped in 2001. um and this has been a very long slow process the courts ordered them I think it was in 2008 the courts ordered them to completely restore those funds and that has not happened yet so slowly we're getting some of it back that we can determine um the other thing I will say it's not part of this but it's related to this is Jenny Beck who is in our business office and works uh with with Jen on some Grant things works with me on business things and works with Mark on our facilities has already gotten materials from the state facilities oversight board over a million dollars this year so many of the projects

that should have been done somewhere along the way that we're not are being paid for from sfob which is very refreshing very refreshing I don't know if any public have questions or not okay that's a little longer than our five minutes but that's okay okay you can close the hearing I need a motion to adjourn the public hearing please I'll make a motion that we determine the public all those in favor I'm Melinda sabraski I think okay let me see where I'm at him I'm going to call the call to order the regular meeting right for Bullhead City Schools board on Thursday May 11 2023 at 6 14 p.m instead of our 6 30. good understanding that we had to have the budget thing roll call present Melinda sabraski Charlene Diaz here Fred Rushton here

I would invite you all to stand and say the Pledge with me oh I pledge allegiance to the flag of the United States of America and to the Republic for those days when do I get my present when you get to 3.5 okay um we're now citizens present um do we have anybody who needed to speak to us not yet you're not there yet since this is President that's the you're just saying please print your name and it's like oh okay it doesn't say that okay those those of you who are here please sign in in the back you really do need to and then you just say call to the public and she turns it off call to the public this is when I get my present this is the time that the public

may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and manner restrictions as the governing board May establish see policy b e d h comments will be limited to three minutes per individual unless specifically waived by the governing board at the conclusion of the call to the public individual members of the governing board May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda she says it's so much better than I did um I would like an emotion to excuse me were there any

did anybody turn anything in to talk to us she didn't get anything okay I guess we're going to move on item 3.6 adoption of the agenda may I have a motion to adopt the agenda as presented America I'll suck at that motion Fred Rushton all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton this is this always gets me we have so many people who are donating thank you to everybody look at the list look at this list this is some fantastic all those cards that that you handed out were those mostly for the biggest part donated no we purchased those we purchased those yeah you purchased those the board purchased those search them all right thank you to the community for you for your donations we really really appreciate it um

items 3.8 superintendent's report Madam president and board members you have the typical reports here we have the enrollment report report the discipline report and a and the cumulative discipline report the budget reports the project tracker and the work tickets and those things and all answering questions you might have about those Madam president I have a question please about the uh notation for the Fox Creek Junior High School um item and on the project tracker it's item number three regarding the Ada entrance the Ada entrance yeah months a couple of months ago that was a CERN and I'm just I'm assault and are we compliant no we're I mean we we can be if somebody comes to the gate and asks for um uh or calls and asks for Access so the access is available the

plan that we had to create a new access is on hold at this time because of various issues and in addressing other things it's not going away that's why it hasn't gone off the chart but right now we don't have a plan to proceed with that very good and I noticed uh that the den project a couple of lines below seems to be finally uh be it being a different color and and I'm hopeful that tomorrow it changes significantly depending on the action that you all take this evening I'm hopeful that that one will start to look very different uh starting tomorrow good I think I've heard some construction Machinery activity in the area it would not be on that property yet no not yet not yet I'm hopeful that you'll start hearing some shovels

in a couple of weeks thank you you're welcome I'm kind of concerned about the fire panels I see that we have according to this at 75 percent finished the issue is is supply chain the they've run they've run wires they've got things ready to hook up and part of the issue is the actual panel that needs to come now my understanding up Tammy left because she had that meeting at six the panel at Coyote was installed I think it was last week and um and so they're about ready to go but that's the issue is the supply chain and you know they can run all the wires and they can hook up all of the the pull stations and all of those things but if you don't have that panel in the office it's not

complete so we're close we're we're very close is that a similar issue with the fencing it's that new configuration that Diamondback for the um for the entrance yes they were waiting and and we couldn't quite understand but my understanding is that that's going to be put in this month and so that's why you don't see it as complete on here because this is the report for April so my understanding is that that that will finally happen this month we just kept waiting for that frame and the glass you know you don't want to take out what's there right until you have the actual frame and the pieces to put right back in So my understanding is that that's there and and also the the one that has to do with the cover for the fuel

tanks the the the materials have been sitting out there for months what we've been waiting for is permit from the city uh for whatever reason and that's finally happened and so that should be going up in the next uh in the next couple of weeks as well we were about ready to all of us go out there and start putting it up ourselves on it that's a joke of course because it's a it's a big metal thing so I have some concerns about the Fox Creek stage taking that accordion wall out does that limit and the stage size no no it doesn't because the whole idea at the time and I recall this conversation when the facility was built and I'm sure you do too the idea was to make plenty of room you know

in depth the thing is that that accordion door does not work it has been frozen for a number of years and and the facility is old enough now because it's over 20 years old that you cannot get replacement parts you cannot get the things to fix it and so um uh as as long as we have good access from the music room out to the stage I was concerned about that so we would put the the firewall there and you know a permanent firewall and a four foot door a bigger door that would allow uh you know pretty good size musical instruments and equipment to come through so they haven't been able to use as it was intended to be used they haven't been able to do for Years anyway what is the fencing it's

between wheat 200 and 300 words Sweet this is Suite 100. 200 is the original boardroom building and 300 is the warehouse we have fencing on this end across that space But we're asking to put the fencing on the other end and a gate on the other end right now our facilities people have to go over to Transportation every day to get their their vehicles and and we want the vehicles in a secure place because we have equipment and you know and supplies in those vehicles but it's you know it's a bit of an inconvenience especially if they have to come early or stay late for emergencies to have to then go through another set of things and get to their equipment and so it would put all of our it would put the facilities equipment

trucks right here right by the right by the facilities office it's gated and protected on both ends and uh and a camera so that we can and keep an eye on keep an eye on those things as well all right all right um sure Chartwells are here but they didn't bring us any food I'm disappointed Stella's here almost every board meeting and Elena Elena joined us tonight because we have the we have the renewal agreement on the agenda so yeah yeah I just wanted to make sure that yes yeah understood that yeah Fred needs lunch [Laughter] um thanks for looking out for me I'm trying I'm trying I didn't I guess my problem with this is um are we going to be able to continue to fund at the rate we're funding all the kids

yes yes continue yes okay for at least one more year maybe two or three years longer than that we are we are approved for cep which is the community oh I remember there we go I never remember what the E stands for Community eligibility program which which means that all of our students eat breakfast and lunch free and actually get after school snacks and and those kinds of things because we have such a high rate of high qualification rate of free and reduced and and when you renew those programs you renew them for five years so I think we're in year two or three of The Five-Year rotations so we're good for at least two more years and probably three counting next year so yeah we are okay and um and uh so Cass if

you'll scroll to the bottom okay so you notice that this year the budget is uh 1.807 and that those numbers are calculated uh by uh in in this case by Chartwells because we have the contract with them and they they do that based on projected number of meals and uh and the reimbursement rates from the Department of Agriculture the Federal Department of Agriculture and then they guarantee us a return you know a a return each year so and you'll see that in the agreement when we get to that in the in the main part of the you know in the new business we've been very fortunate in working with Chartwells this is uh coming up next year will be year five of this five-year contract and so next year earlier than this probably about March

we'll be putting out uh an RFQ a request for quotes from Chartwells and any other company that's interested in having our contract uh for in for the next five years so um uh this has been it's been a really good relationship that we've had with Chartwells over these uh these years so far and they've come through on on on uh um you know and we never we've not had a loss they've come through with the the guarantees each year okay since they're here can you pull up their report no you're going to put Elena on the spot I thought there was some no no no no uh um I don't know which one it is on here because I didn't write that down it's in the consent agenda oh no no no there you go

yeah oh I'm sorry we're in the Bronx oh that's part of the consent you want me to do this later you can do it when we get there okay you can ask when we get they're not going anywhere I know they have they had some interesting numbers and I was going to tease them yeah yeah I can give them a hard time yeah I was um so and I have some miscellaneous things for you okay um if you're ready to move on to those if you had questions about those other reports um I will I will say to you that the the disciplinary thing uh the the cumulative has gone back up we're in the last we're the last two months of school kids are feeling their oats and and so there was no surprise

to me in that I mean that's an annual kind of thing and it doesn't mean that anybody on our side has let down their guard or their or their efforts it just means that kids are a little rambunctious this time of year okay I guess I guess I did have a question do we have any smart goals written for the that program the new program no because that's all academic the the things that well you mean for uh for changing the um they've been working on that remember we're working on uh uh we're working on some diversionary programs we're working on some things have we written actual goals right now no and that might be something for us to work on in that in that Workshop day the um the things they've worked on obviously

have been very much academic focused so yeah I think that's an opportunity to bring that up very well it's just that it would be nice you know yeah to have some goals to have some goals absolutely also so we could celebrate it's easier to celebrate when you have goals and you meet them right right um okay I would like to share with you we received this from River fund uh thank you so much for your support by your recent sponsorship of our great Duck Derby on Saturday April 15 2023 at Bullhead Community Park your commitment and generosity enables us to host events that will help families and individuals in our Tri-State region River fund Incorporated is a Nevada 501c3 non-profit organization Incorporated in June 2010 and accepts contributions and donations which may be deductible pursuant

to provisions of section 170c of the Internal Revenue code of 1986. our federal tax identification number and there's the number in addition River fund Incorporated is also a 501c3 non-profit charity that is a qualifying charitable organization for Arizona charitable tax credit uh program and they give us the code for that we sincerely appreciate your generosity kindness and desire to help those members in our local community that suffer unexpected hardships Your sponsorship donation demonstrates your support for River fund and we take your trust and partnership very seriously included in this year's event was a duck coloring contest available to all local school students grade school students we're sharing a copy of the winning artwork of one of our 10 for your enjoyment and this is uh this is the artwork for one of our students and

I was this not the number one this is this is the grand prize winner from Diamondback school and they had to and they had to have to do with the Ducks of course so okay kind of cool it quacks you up oh that's so good uh and Lance made Lance got a frame uh to frame the original uh to take back uh to take back up to the school so okay and I will tell you that River fund uh River fund has um has done some amazing things this year for some of our employees um so it's you know we support them and they support us so that's the first thing uh second thing that I'd like to share with you if you remember Eli saslow was here and wrote the article in the fall

about our Filipino teachers and about the things at Fox Creek that was part of a series that he had done for the Washington Post uh that had to do with things that were kind of different because of the pandemic it was announced last week that he won a Pulitzer for that series yeah we won a Pulitzer for that for that series of Articles unfortunately for the Post he has moved on to the New York the New York Times but Lance has been in touch with him this week and and congratulating him for uh for his win of the Pulitzer so we feel kind of like we're part of that um secondly uh as you know the legislature in kind of surprise this week approved the new budget so we're looking forward to being able to

get a budget put together before the end of June which is a very nice thing the base is increasing slightly up about 120 dollars sadly it's still below five thousand dollars per student is at 49 14 per student for next year and but the district assistance which is the capital funding I'm told is up about nine percent nine percent so that'll be that'll be very nice to work with um as of today I wanted to bring you up to date on teacher vacancies um as of today we have as of an hour well about an hour and a half ago we have 32 vacancies for next year that's down from earlier in the day because we got some folks hired today but it's it's critical because several of these positions are special ed so three

of the two of the positions that we still have open and have been open all year at the preschool our special ed Physicians and they are still open um well maybe open and I'll explain that a little bit later too at Desert Valley we have three regular Ed and three sped openings and a counselor opening a diamondback we have five teacher openings and a principal opening at Sunrise seven teacher openings and that's the most they've had in a number of years and a counselor opening middle school has seven and Junior High has only two they've been they've been filling their positions so um so we're working hard on that I did send there's there's a new law federal law that says that hiring teachers from outside the country that those teachers can only teach in

schools that are academically average or higher 99 of our applicants are Filipino and we've been managing to get excellent teachers from the Philippines but it means that that law says that three of our schools cannot hire new Filipino teachers the ones who are here are grandfathered in so we've been talking with the sponsoring agents the sponsoring agencies to say what is it that we can do what can we do to try to uh we don't want to circumvent that law but what what can we do that will allow us to function within the law and still do and still get teachers so the way that law is written if we have a statement from the State Department of Education which says oh I had it right here what did I do with it oh here

it is we need the letter from the State Department of Education to say that the Ade certifies Bullhead City School District as meeting the standards of school quality is set forth by the Ade and we remain recognized and in good standing so if they make the statement that as a district we're in good standing then we could hire teachers for those for the the three schools that have a d and so this week I sent a letter to Michelle Udall who is the associate superintendent for school Improvement giving her all the reasons that uh that we should be that we should get a statement like that not the least of which is we still have 17 open positions this year how can we possibly hope to improve the academic progress of our students when we

are filling positions with substitutes and I'm not trying to put substitutes down so please please understand that but when you have a series of substitutes and positions or you have to combine classes or you have to have your other teachers cover classes all of those things are obstacles to us being able to improve the academic progress of our students in this case we have Filipino teachers who want to come here specifically here because they don't want to be in cities they have colleagues who are already here who have told them this is a good place to be and so we probably could fill most of our positions and and we have to be careful because there is a cap on how many foreign teachers we can have at each site but and as a district

but we have folks who want to come and fill these positions and right now they cannot because of this this new federal law so that's in a nutshell what I've said to Michelle Udall and I've asked her to um uh you know I went right to the top I thought let's go to let's go to the top of this and see if we can get this letter I've not heard back from her I send it on um I send it on uh Tuesday so um so Dr Stuart this new law is from the United States yes so we're sane yes that our districts can't yes okay it's a federal it's part of the federal so it's not part of the Visa no it well it's part of the J-1 Visa it's part of that whole

program yes it is part of that but it's at the federal level it's not at the state level and it's and it's kind of tying the hands of these uh the sponsoring agencies who want to help us and want to help place people yeah and it affects all of them and doesn't just affect one of them um related to that I I thought if you will indulge me I will do a bit of excuse me a school budget 102 we did 101 last year uh Cass if you would put up this chart please I just got this yesterday from I participated in the Arizona School business officials they have bi-monthly meetings and so this is to kind of help you understand why we have as a school district an ongoing battle so what you see

here are two school districts in Arizona a school district a suburban school district that's very much like ours and a suburban school district that is not one of the wealthiest school districts in the state but so when we talk about being property poor and or being property Rich these two school districts that are Illustrated here are examples of that so a property poor School District depends mostly on residential property taxes and uh State Equalization funding to try to equalize uh funding that's available to operate the school so uh on the left side you see year 2007 and you see at the bottom where it has Isa that's the name that's the abbreviation for that school district and you see this very little blue and orange graph okay that's the funding that that District gets from

uh from property taxes and from State balancing funding and next to it you see another school district and you see blue and gray and you can see their blue and gray areas are just about the same size as the district on the left and then you see the huge green part above okay this is a district that has that's property Rich that has businesses and Industry and I think companies that pay property tax much more property tax than we do and that the small districts do so what happens is the district on the left really could use all of that additional money you know to pay higher salaries and and that kind of thing but to go to the taxpayers and say we need to raise the property tax rate by just pick a number

let's let's say five cents just as a number um that means that that five cents hits those Property Owners at the five cent level and still doesn't generate a huge amount of money because there are so few the district next to it could do the same thing and say to the voters we want to raise the property tax one cent and they can still generate a huge amount of money because they have all of these additional resources so it doesn't hit anybody as hard but they can generate all that money so you can see that green so there's 2275 dollars that that district has gotten by getting voters to agree to an override or to a bond and then that generates dollars for them to use in whatever way they've written it into that into

the bond or the override but lots of times it's salaries okay so you look across these um uh 15 years and you can see the green for that one district and you can see the amount for the other District the saddest one is the year 2018. it's the lowest year for the for the small District and it's the biggest year for the other District so regardless of how the system is set up right now for a funding education in Arizona property poor districts function just on just on property taxes in their County and then the equalization that comes from the state budget the other districts who have the buying power or the the voting power if you will generate all these other dollars so when somebody says to you why is it that your District

can't compete for salaries with and they pick some other District part of what I would like for you to think about is to say to them is that a district that is property rich or a district that's property poor okay because I'm guessing that it's a district that's property richer than we are and please understand I'm not trying to disparage our County or our property owners or anybody like that that's not the issue here the issue is to help us understand why it is that some districts can have a base salary for teachers that's fifteen thousand dollars higher than what we have and why it is that it makes it more difficult for us to recruit people to come to our district when there really isn't a whole lot we can do about that um

I would not even I would not even think about going to our voters for a an override or a bond I just would not do it because it puts too heavy a burden on individual homeowners and and we don't have the other tax base to to level that playing field so just a little bit of budget 102 and to give you some talking points if somebody is asking you about you know about salaries to know that we are doing the best we can the most we can with what we have and uh and you can see that we're I don't know that we're right where this this smaller you know this district is but we're closer to that way closer to that than we are to the other District um and somebody pointed out to

me today that um the numbers below the line I'm sorry when I took this screenshot yesterday I didn't I didn't I cut off the the key so I can't tell you what it is but if you look at um 2011 okay the the district on the right has more money below the line which means where they lost money then the other district has above the line wow so you know it's just uh so it has to do with uh with some disparity in in those kinds of things so um I just wanted you I thought maybe this would be helpful for you all to be informed and be able to answer questions that people have out there in the public in the Phoenix right exactly right it's a suburban school okay and the other one

is a suburban and it's not Scottsdale you know it isn't Scottsdale so we're not talking about one of the wealthiest districts here we're talking about a wealthier a wealthier district but certainly you know that when they set this chart up to share with us yesterday the business Managers Association they weren't trying to show us the worst funded School compared to the best funded school they were showing us something in the middle and but it's such a dramatic it's such a dramatic graph that I thought that this was worthwhile for you all to see okay and we're still going to do the best we can to get the best people we can with what we have and I think that's all I have for my miscellaneous stuff thank you very much anybody need to say anything

about word updates here you guys thinking all right Fred I was uh fortunate to be able to attend the um staff Appreciation Day at uh that was at Desert Valley right on the fifth and it was uh very uh encouraging and and as I have opportunity to go to Gatherings of the educators that love on our children here in this District it just is so encouraging and exciting to me to see so many people at these things teachers and staff and what is even one of the best things is the excitement that they have for their students I I went to the Fishbones event a couple of months ago and that was amazing to see all of the teachers and staff taking a day of their own free time they didn't have to show up

for this but they care so deeply about being able to provide the education that the children need here and I'm not an educator and it just blows me away that there's so many Educators and our district that care so deeply about the children more than anything else more than their their uh their paychecks it's obvious and it just is so refreshing to be able to go to these events and see all these wonderful people and and the excitement that they all have to teach our children and I too was uh able to go to the appreciation lunch last Friday and stuff and it was it was very enjoyable it was nice walking around talking to a lot of the old some of my old communities are still Iraq so it seems on my old buddies

and stuff but uh just being able to thank the teachers for all they've done for us and stuff and it was a nice you know they were all having a good time is listening to the conversations and the pulled pork was very good they ran out the pulled pork and that that that vendor ran out of everything except beans and Cass uh Cass I'm glad you mentioned that Cass did all of that organization and she did a great job with that and uh and the vendors were very happy when they were done we had guaranteed them a certain number of you know a certain number of meals and I think all three exceeded or one exceeded we're right on yeah they at least made the you know they at least had enough that of what

what we had guaranteed for them so um uh yeah and the food was good very good and I'm really glad that you all could could protest participate thank you um Barbara and I were having a discussion about because I'm calendar challenged uh is promotion the 23rd yes okay Tuesday in our email that is okay I didn't I didn't get on email but I didn't I said uh the 18th 8th grade promotion but then the next line said dance and I didn't see the word dance I just saw the eighth grade promotion when I was driving by it it's the 23rd it's Tuesday the 23rd yeah okay in the morning and we're all invited to be there yes okay anything else it's nice to see Sheila here doctor Sheila thank you for showing up and being

part of us okay consent agenda I have a question on the consent agenda um we have an executive session at 11 or 4.11 is that consent agenda no for 4.12 no it's actually it that's just the lead into it so the the actual executive session is five I was I thought yeah who did that get put on no it's it no it it's just the way board docs sets them up okie dokie and and um uh maybe before you take action I would like to introduce you to Mary pulsinelli who is here visiting tonight and she is the new uh if you all approve this list is the new assistant principal at Desert Valley for next year so foreign thank you um I need is there any is there any part of the consent agenda

that you guys would like to pull for further discussion okay then I need a motion to approve the consent agenda as present presented I'll make a motion that we approve the consent agenda as presented I will show you that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton I verbs are the king hi Sheila Burnett okay item 4.12 convening into executive session because for consideration of student discipline pursuant to ARS 38431 dot or .03 A2 discussion or consideration of Records exempt by law from public inspection including the receipt and discussion of information or testimony that is specifically required to be maintained as confidential by the state or federal law and ARS 15-840 a [Music] 15-841bd and 815 843 a and F through H regarding the suspension or expulsion of pupils

we need uh please give whoever really wrote that and I imagine it was probably you give yourself a pattern of that because it's really really well written I I lifted it from others and put them together so I can't take the credit but you still did the work you did the cut and paste I did the cut and paste 7.2 policy iibr class size for special education this is madam president and board members this is uh this was the item that was tabled last month because I had the wrong attachment so this is a regulation what this is is some teacher student ratios for our special education classes if you kind of scroll down a little bit so we can see okay so this Pol this regulation has been in place for many years and

uh and I think those of you who worked in the district will know will recognize that it was never very realistic in terms of what we could actually afford to do in the district and um and since our part of our decision-making process for open enrollment is based on capacity we needed this to reflect actual capacity at our at our in our special education classes and the realities of what we face um you know with budget and those kinds of things so I met with Kate Hall a couple of months ago and we worked on these numbers as as realistic numbers so we're recommending approval of this regulation at this point so that we're ready before we Grant open enrollment and those things yeah um Dr Burnett f-t-e is full-time equivalent equivalent yeah okay there's

a lot of Education jargon sure and don't be afraid to ask about you know what those mean yes um I need a motion to adopt this as a policy or as a regulation I make a motion that we adopt policy iib Dash R class size special education as written I second it all those in favor I'm Melinda sabraski aye Charlene Diaz aye Fred Rushton hi Barbara zarziki aye Sheila Burnett okay 8.1 school or F year or f y fiscal year fiscal year okay all right you got it fiscal year 23 budget revision number two we discussed this in our Workshop um some time has passed anybody have any questions okay I need a motion to adopt and please remember to make the the your motion to include correcting those three items under budget expenditures on

page one oh yeah oh no that's not this one that's not this one um we have a motion I make a motion that we accept the budget the revised budget with the corrections to Dr Stewart could you the three items under budgeted expenditure yeah three items under budgeted expenditures moving them to the other categories second I'll second that all those in favor I'm Melinda sabrowski aye Charlene Diaz hi Fred Rushton hi Barbara zarzicki I'm Sheila Burnett item 8.2 Wells Fargo line of credit for fiscal year 2324 this is something that we do every year it is something that we do every year Madam president and board members we set up the line of credit with Wells Fargo Bank we have not used it in I think in five years we've not used it however it's

a good idea to have it in place so that in the instance where uh the the funds do not come from the state in time for us to pay vouchers either payroll vouchers or other vouchers that we you know that we're not holding up payroll and we're not holding up payment so I recommend that we approve this any questions do I have a motion to to uh go for a line of credit at Wells Fargo for the school year 23 24. I'll make a motion that we approve the Wells Fargo line of credit for the fiscal year 23 24. Charlene Diaz do we have a second all those in favor I'm Melinda sabroski aye Charlene Diaz aye Fred Rushton hi Barbara zarzicki I Sheila Burnett item 8.3 revised Bullhead City School District classified salary schedule

for school year 23-24. Madam president and board membership probably getting tired of me bringing this back with revisions but it it occurred to me a while back that if you look over on the left side you see that we have one one salary Lane for our paraprofessionals but then we also give some additional salary to those who have an AAA degree and it occurred to me and we do that also with our Tech folks and with their experience and that kind of thing it occurred to me that we have some folks in our business office who have degrees and and that we ought to recognize the fact that they have advanced education so even though all these details are not down here I ask I'm requesting that we move anyone in the business office who

has as an AAA degree in the field of their job description or anybody who has a bachelor's degree in any field that we put them on this higher higher Lane the total cost for this right now with the Personnel that we have would be about six thousand dollars a year any questions I need a motion to to adopt the revised Bullhead City School District classified salary schedule for school year 23-24. I make a motion that we uh adopt thank you your brain here that we adopt the classified salary schedule for the school year 20 uh 23 24. is there a second I'll second that motion Charlene Diaz all those in his favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barbara zarzicki aye Sheila Burnett okay we have a first reading gcd professional

support staff vacations and holidays Madam president and board members there is a new federal holiday that's been recognized in the last year it's Juneteenth and uh so we've added it to this policy as a paid holiday it is first reading so no votes required tonight it is a Federal holiday it is a Federal holiday yes I did have that down as a question yeah the college is closed that day remember we can move on I'm not going to do anything so yeah so we're going to go to 8.5 transfer 30 surveillance cameras to Colorado River Union High School District number two Field House Madam president and board members As We have replaced the old cameras with our new ricotta cameras they've removed these cameras from from use in our district they are not compatible with

the new system and by law we can do this we can transfer equipment and you know Surplus in this case it's Surplus for us to another school district this is a legal move and they can in fact make use of these at the field house because they have a similar system there okay any questions can I have a motion to transfer these cameras to crushed Madam president I make a motion that we transferred these Hardware items to Anderson field house that's stipulated in this document is there a second I second that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton aye beverage zarzicki Sheila Burnett 8.6 intergovernmental agreements with Colorado River Union High School District Madam president and board members this is a continuation of four igas that have been

in place with the high school district for a number of years the only one that has many changes in it is the educational technology Consortium the high school district is moving to to their own things and have been for a year or so and so we made note and in fact I gave you both copies because I gave you the one with all the red lines so you could see the things that are going away and the things that are changing and and anticipate changing next year and then gave you a clean copy so you can see what it really looks like the other three are very similar the only big change in the others for is the administrative Services Consortium um the the current year it has included the hearing officer and the El

coordinator positions that were a part of this IGA in the past um and the high school district indicated when we started talking about this that with Chuck's retirement that they would be they would be handling their own hearings and and their own El program so uh that dropped out so the only shared service administrative service that we would have for next year would be the warehouse facility so that means that many of the the male and any of the deliveries that come to the high school district because they do not have a facility come here and our warehouse manager delivers things and delivers campus mail within our district but also to to River Valley and to the high school so this would be a continued service and they pay a percentage of his salary hmm

okay okay and I'll answer other questions if you have them about any of these I'll make a motion how we approve the intergovernmental agreements with Colorado River Union High School the district is there a second I second it all those in favor I'm Melinda sabraski hi Charlene Diaz aye Fred Rushton hi Barbara zarzicki I'm Sheila Burnett 8.7 school classroom site fund plan for school year 23 24. Madam president and board members as noted in the public statement public notes there this has to be approved each year it gets slight revision each year and you will hear teachers and other Educators call this prop 301 because it was it was established by a proposition a referendum in 2000 and one I think it was and um it has been approved by 98 of the teaching staff

and there's a committee that works on this this year just as a side note the the payout that our teachers will have next month will be in the neighborhood of eight thousand dollars gross so you know taxes and things come out of that but that's the amount for this year for our folks is right around eight thousand dollars and this is this is paid for with sales tax and each year the state tells us how much persu how much money per student we will get into this into this account for the following year so hmm um I had a question on this is there a rubric that the teachers actually because there's proficient and distinguished they get the right up here uh developing an ineffective yes that's all part of the evaluation plan okay and

so when that when they're evaluated then the points are added up and it and there's a certain number of points for each of those I just was making sure that yes yeah it has to be tied to the uh this piece has to be tied to the evaluation system okay thank you [Applause] um any questions all right I need a motion to to adopt the classroom site fun plan for school year 23 24. Madam president I make a motion that we adopt the classroom site fund plan appeal process that's been that's just the appeal problem you want to adopt the whole plan yeah sorry okay not just the appeal process the fun plan there you go is there a second I said go ahead I seconded it all those in favor I'm Melinda sabroski hi

Charlene Diaz hi Fred Rushton hi everybody sir ziki aye Sheila Burnett item 8.8 additional special education teaching position for the preschool we have this many more kids we do this year we actually uh for quite a bit of time had a waiting list and by law we cannot have a waiting list so it meant to to serve all of our preschool handicapped students we had to go to half days so they are all in half day right now those half day sessions the four we have are full we've already done child find and screening for next year it is very likely that we would open the year with the fifth section almost full and so even though we had not found teachers for those two positions this year we have to have the courses the

other then we have some students who do not require full day or you know the full half day session in uh in a special ed classroom but they require some special ed services so this position would allow us to add that fifth section of pretty much self-contained preschool and then the other half of the day the teacher could provide the the special ed services to the group of students who don't need to be in one of those classrooms and so they are distributed among our our other preschool classrooms on the Coyote Canyon site but they still deserve to get services um so yes it's I think I used the word earlier exploding so what is you have a percent of increase just out of curiosity well the fact that we had to go from two

sessions to four sessions this year it gives you a pretty good idea yeah okay do I have a motion to approve the additional special education teaching position for the preschool I make a motion to approve an additional special education teaching position for the preschool I'll suck at that motion all those in favor I'm Melinda sabraski hi Charlene Diaz hi Fred Rushton hi Barbara zarzicki hi Sheila Burnett item 8.9 direction to the superintendent regarding the Bullhead City School District Child Care Center Madam president and board members this is the topic that we had in our Workshop tonight and uh giving you giving you the research and the feasibility study that that we've made and I need some direction on how you would like to proceed my recommendation at this point is that if you really would

like for us to proceed with the idea of a child care center that that you authorize a director position so that we can have someone on board I'd like by March by May 30th even though it's not the new fiscal year yet but so this person can be looking for Grants and and helping us get this set up so essentially I'm asking you to commit to a Child Care Program or tell us not at this time one or the other my personal opinion if I may is I think we need to move forward I think it's absolutely necessary that we can provide child care for our teachers I think that is a big sell to bringing in new teachers is also a big sell to maintain the teachers that we have they should not have

to worry about where their children are at during the day and I think I think we need to move forward with that Madam president I would make a motion if I may to direct our superintendent to establish and move forward with the bcsc child care center in addition I also would include in this motion that we establish a director position for this project and that authorize our superintendent to proceed with that as well okay all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barbara zarzicki I'm Sheila Barnett item 8.10 purchase an installation of a storage building for damage the surplus furniture and equipment Madam president and board members there are very strict regulations about how we can dispose of materials whether they're broken or not if they're Surplus usable so

one of the ways we can do you just approved relative to the cameras that that we can in fact donate to another school district and in some cases we could sell to another school district as well so that's one way but we're not allowed under most circumstances even with something that is so damaged especially if it's a capital asset that's so damaged that nobody could use it for anything we can't not just send it off to the trash or to the dump there are there are things that we have to do and right now we have equipment sitting in our various School sites which makes it very difficult for us to in an organized way remove those things in you know in in an efficient kind of way um the warehouse is not big enough

to house them I after some thought and some discussion with others felt that this was a reasonably priced way for us to centralize that equipment and and materials and those kinds of things on an ongoing basis because it's going to continue you know we have we have chairs and we have desks and they get broken and whatever and you know to get them away from our sites they're kind of unsightly and they take up space and and that kind of thing and it would also allow us then to have a much more efficient way of selling them one of the things we can do with them legally if we can have an auction that's kind of a big deal to have an auction once a year we can there's some other things but the easiest

way is for us to have these things centralized put a price on them stick a price on them kind of like a garage sale we have to advertise that we have these things available but we could say okay every Thursday from two to four you can come to the district office to our to our facilities or our storage our our you know this this property and uh and purchase things and um so then we can do that as an ongoing thing as opposed to a once in a while thing and it would be a much more organized and efficient way for us to do this so I'm estimating based on some research that Jenny Beck did for us that this would cost no more than uh 25 000. where would we put this building right

back here we have a nice we have a nice flat area behind this building and and this uh the buildings that we're looking at would have their own flooring where we would be looking at a building that's 16 wide by 38 feet long and I would have kind of a double door thing on the end and then a single door on the side that would you know that we can go out beside our employees could go out the side and it would have a floor so we would not need concrete we don't need footings they come in it's too big to be just moved in it would have to be constructed but it comes in pieces and part of this price is having it having it installed if you will right out here on this

flat piece of ground behind this building and we would be looking at something that in appearance would would coordinate with these other buildings so that it wouldn't look like something that we just slammed down there yeah it wouldn't be an eyesore Dr Stewart um what material would this building be made of it depends on well we know we have some local vendors and so Jenny had kind of put together an uh an RFP or an RFQ a request for quotes and I said you know you can't send it out until we get some approval from the board on this but I'm guessing that the sides would either be metal or they would be a sighting a wood siding the roof would be shingles or one of the local companies has a metal roof um and

then the interior and the floor has like a steel frame and then the plywood on it it's not fancy it's just that it gets things up off the ground and then just wood wood framing and very very minimal on the interior okay it's a shed it's a big shed yeah yeah oh here you go something like that it's kind of like a shed you put in your backyard only bigger a lot bigger a lot bigger who would oversee the selling of this somebody in the business office we'd arrange it for somebody in the business office and and you know it's not like it would be somebody could come shop every day we're not gonna We're Not Gonna shop every day so we would just you know we would have we'd advertise and we'd say on

this day at this time or the second Thursday of every month or you know whatever pick a day and say this during these hours you can come and so one of the one of the people would just be tasked with doing that and by the way that law is very specific about how these it either has to be cash or a cashier's check or a money order we don't take we can't take personal checks and um and right now we can't take plastic so uh until they update that law so or the regulation it's a regulation actually so but there are very strict things with that and we we would make sure that we followed them okay do I have a motion to approve the purchase and placement of this shed I make a motion

that we purchase and place the shed for excess equipment okay all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barbara zarzicki Sheila Burnett I remember having to store 20 sewing machines in my home ec room for many years until we were able to get rid of them and stuff and it is an eyesore at the schools it is an eyesore the custodians always try to put them you know where you can't see them but you can still see them well and and in some cases they're in the Conex boxes that we have and we really have some other things that we need to store in the Conex box it's not something that is Surplus and that we want to get rid of but that we don't need right now yeah

and you don't want to take up another classroom for that kind of storage so and and Elena and Estella will be particularly happy because the kitchens all have uh out there back doors they all have some broken and you know damaged equipment and you know that things coming out of the kitchens are not small so it will will look a lot less trashy around our kitchens if we can get some of those things moved item 8.11 annual amendment to contract with Chartwells for Food Service management uh Madam president I don't have the file right in front of me but we've got it to look at here uh each year where as I said earlier we're in the fifth year of the of this contract with Chartwells and so each year we get this renewal amendment

when we get the original quote or the original quote at the beginning of the five years there are columns and they say this is what we anticipate for year one year two year three year four year five and of course each year costs change and things change so that's why we have an amendment each year so Cass if you'll move to um I think it's the next page well okay yeah um so this shows you how they calculate um uh this thing so the federal reimbursement and all of that so the bottom line here is one million 797 417.48 so that's what they're anticipating uh that the reimbursement from the Department of Agriculture would be so that becomes their contract and then if you uh uh and then they they break down their costs and

those kinds of things and on the next page it tells us what they're guaranteeing us as a total revenue that stays then in our budget now this is um uh Dr Sheila so so you know the Food Service budget is a separate budget it's not tied to mno or Capital it is its own budget and so it's a self-sustaining thing but what it does allow us to do is that when you were looking at that report earlier you saw some things in there that had to do with salaries and and you may have wondered why do we have salaries if we're Contracting with a an outside vendor to do the Food Service it's because we have a purchasing agent who spends a percentage of her time doing that part of the food service yeah procurement

thank you and then at each of our sites the secretaries have some responsibilities relative to Food Service so a part of each of those salaries is paid directly from this budget and what that does is it frees up dollars in our m o budget and helps us pay for all-day kindergarten since the state does not fund all-day kindergarten so um you know and and um and and sometimes you do that with you know with we do that with some other things too where we split fund some salaries any questions I need a motion to approve the annual Amendment to the contract with Chartwells for Food Service management I'll make a motion that we approve the annual Amendment to the contract with Chartwells for Food Service management I'll suck at that motion all those in favor

I'm Melinda sabraski aye Charlene Diaz aye Fred Rustin aye Bob rosarzicki hi Sheila Burnett I do want to compliment you guys um I heard nothing but good things even the kids yeah are saying that good stuff so thank you thank you item 8.12 contract for instructional empowerment a continuation of professional development Madam president and board members particularly those of you who were there even even for a short period of time when our schools our school folks were working on the fish bones witnessed the folks who were here from instructional empowerment helping with that process kind of holding everybody's feet to the fire if you will in terms of asking those why questions and uh and encouraging them to some uncomfortable conversations um and uh and they were on our sites and and then led us

with that um what we're what we would like to do is com continue the services with them uh for next year and um uh they are working with us they they gave us first a full-blown plan uh and we knew the cost was way out of anything that we could that we could even dream of doing so they've given us a modified plan and Jen is working on in the grants trying to find some dollars and round up some dollars I have I have committed some dollars in the new budget because I think we need to put our money where our mouths are and academic progress and and Improvement of what's going on for our kids improved outcomes uh is serious but combined right now we don't have 1.5 million dollars and that's a huge

figure but I want you to know uh part of what part of what that gets us uh so that you know that it's that there's a reason for that so um for instance uh and I and I'm just going to go through this as quickly as I can so one piece of this process for next year would be school leadership coaching which means that each of our principals has a coach and they did in this process when we did fish bones but they have a coach and the coach could be on site on site actually in the school 48 days during the year nice okay and then there would be 16 days or 16 hours I'm sorry 16 hours of virtual coaching so even when they're not here they're still available in coaching our principals

second piece is a model of instruction and uh and so they would do a serious professional development and so we'd be paying for the materials that they would need for that for that those two days of training and then we would have on-site coaching for our teachers um 46 days at middle school and 34 at the other days at the other sites so once again an additional coach an additional person and it would most likely be the people who were here before which is good because our folks really really linked up with you know uh formed relationships with those folks and we'll listen to them so we're talking about a lot of on-site days of coaching I mean this is two and three days a month and then some virtual hours and then they have

other resources so for instance one of the things they would work with us on is effective formative assessment of student progress and then they have a data management system to help us take those data and and what do those data mean and how do we react to those data so um the research is very clear that when we provide professional development for for our staff it will only ever work if we're following it up if we're going in classrooms and making sure people are doing it but not just looking to see if they're doing it coaching them and helping them do it and help them get better at it and you all those of you who are Educators in the room have been around long enough to know that that research is real is real

research that only about five percent of what we learn when we go someplace and listen to Somebody talk at us actually in actually results in us making changes in our classrooms and in our teaching but that increases significantly when somebody's following up and when we have the coaching component 85 percent of what we learn in that process actually happens in the classroom so we go from five percent to 85 percent when we do that Jen has written uh there's a the governor has a grant that's funding that's from the recovery uh the federal recovery money and uh spent many hours writing as a very complex Grant and I think if I don't misrepresent it would be 250 000 per site 250 000 per site is what we asked for and we could have asked for

a lot more but we didn't so if we were to get that funding and then add that to what what she can dedicate from the from Title One and other grants and what I dedicate from the general budget we can meet the 1.5 million for the first year and um and the I think I sent to you in one of the updates a link for you to check out on the data that they've gotten from other other school districts that they've worked with um so I can't ask you to uh to commit us to 1.5 million that we don't have but we need to we need to if we're going to proceed with this we need to have a contract with this company and so what I'm asking you for is approval for us to

work out with them a plan that matches whatever money whatever dollars we actually can pull together up to 1.5 million I'd like just to make a comment I've been a chiropractor for 25 years and every Tuesday morning at six in the morning I have a mentor or coach call and I do find that my vision and everything is more precise when I have those coach calls and I've got that backing so I think that this is a would be a really good program for these teachers to be involved in so I guess I can make a motion okay I'll make a motion that we should go ahead with Contracting with the instructional empowerment for continuation of professional development and work towards whatever we can with what money we raise all those in favor I'm Melinda

sabrowski hi Charlene Diaz hi Fred Rushton hi Barbara sarsicki aye Sheila Burnett on behalf of our of our teachers and our staff and our principals thank you item 8.13 contracts with g-con for district employee neighborhood project is this ever going to get off the ground you know if if you all approve this tonight I'm I'm gonna find a an emoji that's a green flag waving and would be sending it to g-con and sending it to you all all because this is this is 25 months in this process with 25 months of hurdles and whatever um and uh this contract is the attorney has worked with g-con and so this amendment the actual contract is with one GPA that g-con made with that with another school district in the state and then it and then it

became part of one GPA and so the rest of us benefit from that contract this is the amendment that applies specifically to us uh and and how we can move forward um and then the second part of this is the actual first piece of action which is getting the engineer and the architect uh busy uh developing some plans for us I will tell you that the folks at g-con are exceptionally excited about working with us on this and that's very refreshing because we part of the reason we've had all of these months of delay is that we could not find uh someone to work with who had the had the correct expertise and was excited about doing this and so uh it's it's with relief and pleasure that I recommend to you that you approve

this and so we can move forward and and I will tell you I gave Barb the the wording for the motion because we've got one little thing that that second part that you see at the end which is the pre-construction agreement we need to we we need to make sure that it matches the one GPA contract and I didn't know that that had not happened and so what you're doing is is approving if you will please with that caveat that Mark can look at that he's our project manager can look at those two documents and if they match that you that we don't have to come back for your approval when they you know that they match if they don't match we're going to come back to you could I ask you please for uh

Miss palusso to scroll down to article number six having to do with the time frame for the contract that makes me dizzy you got a ways to go girl you're in five okay there you go now keep in mind that originally when I sought your approval for this we're talking about this is a um a job order contract and so what you were originally approved was a job order contract for uh for uh 4 million I think we did four million dollars this project itself is not 4 million what that authorizes that you authorized a couple months ago is that if we like the work that they do in this project that that we could without having to go out to bid for some other big project that we might have in the works have

them continue with some other project and of course we would still bring that back to you for a dollar amount but it means we would not have to go out and do an RFQ we would not have to go search for another another contract with one of the consortiums it just allows us to you know to cut through those things and continue to to meet timelines Fred I don't think this has a very specific timeline but we we are very restricted on this particular project it must be done to whatever can be done by September 30th of 2024. and that was that was Mike yes concern Dr Stewart is that uh you know when I was in construction part of what I did was Administration and you know one of the keys is tying tying

the the contractors or subcontractors into a time frame yes because uh you don't want to get in a position and you know this I'm sure as well as probably everyone here does that you don't want to be in a position where you approach the the due date and they're not even half done right and we've made that very clear to g-con from the you know from the beginning of our discussions with them about three months ago and they are very confident first of all we we know all that infrastructure needs to be done but then once they've done their pricing and things however many houses they tell us that they can get done in that time they will have done and we already we already know that it's not going to be the number of

houses that we originally wanted primarily because the cost of building things and building materials have has escalated so much um but they will be once they've done this pre-construction part then they will be giving us here is what we'll do for this amount of money and it will be done on that day and I'm sure that we will be informed about all of that absolutely absolutely I'll be ecstatic to inform you and you you feel good about these people I I feel very good about these folks they they are excited and and they have a good reputation so you know that's that's a real uh that's a real plus what is their home base please Phoenix Phoenix area one of the suburbs I think they're going to have on-site project people yes are you good

yes okay can we have a motion please okay I moved to approve the g-con contract as to legal form with final approval of the attachments being determined by the project manager without further presentation to the board I'll suck at that motion all those in favor I'm Melinda sabroski Charlene Diaz aye Fred Rushton aye Barbara zarzicki hi Sheila Burnett item 8.14 top five priorities for asba political agenda for the 2024 legislative session Madam president and board members I'm I'm I'm going to get on soapbox a little bit here historically the board has not uh has not submitted to asba many ideas and in the last couple at least since I've been back none but I really would like for you to consider uh putting some forth this time I gave you some suggestions in the notes

uh that you can see in the in the board docs agenda um simply because these are some important things for for us as a district you all know we're funding all-day kindergarten and uh you know as my and and we need to do that but the legislature needs to commit to all-day kindergarten one of the things that the legislature did this past year is now require a kindergarten test for a program that is not a required program in Arizona kindergarten is not a required program in Arizona it is not so parents can choose not to put their children in kindergarten they can choose to enroll them in first grade at the age of you know after they've turned six you know if there's before the cutoff date so here's a program that is not even

required and is only half funded and now there's this required test and it takes it's a one-on-one test with kids and it takes about 45 minutes so maybe the maybe the flip side of that is not only saying to asba please fight for all-day kindergarten funding but also get rid of the dang test because it's it you know it's not going to give us really useful data either so that's one um Jen would know better than I so they're going to have they're either an app on their on their phone or their child cage showing conferences and skills but it's anything from like language acquisition skills skills not necessarily just like can you write your name and actual observations as a student form a complete sense and this is 45 minutes per child right so

just want to do it again if you wanted to see this require us to do to do the first 40 days of a child's enrollment what would be the point of it yeah and for every minute that you were doing this assessment you you're doing one-on-one so the rest of your class what does the rest of your class doing number one number two this is 45 minutes for each kid that is taking away 45 minutes of instruction yeah that's ridiculous yeah so I mean it's the other one of the other things I listed for you I know because I didn't make my own list but uh is we all know that there is the esa the oh I never remember what those stand for but essentially it's the voucher system and that the uh the

legislature expanded that last year or for the current year they budgeted 30 million dollars the cost is already over 300 million dollars this year because they did not put a cap and there is no accountability so anyone who gets the voucher the esa award and they start at seven thousand dollars the average now is over 10 because if you have a student with special needs or some other things then then it goes up incrementally um uh and but there's no accountability so there's nothing in the law that requires either the parents who get the vouchers or the school to which those children are with where those children are enrolled does not have to show how they've spent the money those students do not have to take the state testing wait what do not have to

take the state state testing and so there's no way of knowing whether that is a better education system or not and so what I'm saying what I suggest to you is the idea that there probably should be a cap on how much money they're estimating that it will be 500 million next year okay and the state budget is the state budget so it's like our buckets you know it has a bucket so every one of those dollars that that goes you know out to that is a dollar less for public school education we already are very transparent in in how we uh how we spend our money the budget is Public public record and uh and it's audited every year by uh by Auditors and it's available and it's reviewed every year by the auditor

General's office um and so uh the the playing field ought to be level the rules you know the same rules should apply and uh and the and the folks uh who are you know who who uh who support the esa uh say that um you know well the education is better they have no evidence they have no data so you know and so don't tell me it's better maybe it is but how are you going to know so you need to assess the the the uh outcomes of those students the same way you assess the outcomes of our students so I'm I'm proposing that you uh request asva to work towards some kind of accountability system uh for that voucher system and uh and perhaps even a cap on it um uh side note on

that um there are there are approximately 57 000 students currently uh having uh who have esa's this year 57 000. 54 roughly 54 000 of those students were already in private schools have never attended public schools in Arizona so uh they're now getting this additional seven thousand or ten thousand dollars and they are in families that can already afford to pay for private education so the intent was to open up choice for handicapped children low-income children second language children native children and yet the of the 57 000 only about 3 000 students are those uh so uh you know that that's really frustrating I mean to us in public education that's really frustrating but even if we could level the playing field pardon me New York you go to a pipe private school you pay

for it absolute vouchers you don't get Transportation you get nothing you pay for it well and and most of us in public education say that's the way it should be right and uh you know as opposed to tax dollars you know uh okay and that's kind of a moot point because it's been approved by the legislature so at least if it's been approved let's figure out a way to to make the the spending transparent and let's make make sure there's a way for some accountability for student outcomes um so I'm encouraging you on that and then I know I had a third winner right now I can't remember what it was uh aggregate oh the aggregate expenditure limit since this came out and my understanding is that the legislature both houses when they approved the

budget one of the one of the one of the things that they agreed to was that they would pass the resolution before they end this session to uh to override the AEL for next budget year that would be amazing if they would do it it is not really a budget item but is one of the things that they have agreed to it will only require them to have resolutions in both houses so I'm hopeful that that won't even be an issue that when we when we approve our budget in July that it will be the real budget and I'm sure you all have some others but those were some recommendations that I had so Dr Stewart if I may so asba on our behalf takes this stuff to the legislators and beats them up until

Bobby's them and sometimes and sometimes sometimes it works and sometimes it doesn't but some what it does Fred is sometimes it just shifts things enough you know it's enough to say okay you know maybe a legislator proposes this bill an asba lobbies for okay but can we change this piece of it you know change the the most noxious part of it or they support it and so they're they're the asba this is a piece of their responsibility to you is to be your lobbying you know on behalf of all the boards in Arizona and so how how do we go about this um what do we just say you vote on some things that you collectively I mean you vote tonight on here here are here are two things we want or here are five

things we want and then Cass reports it to asbi asba on your behalf okay well I'm I think the three I kind of like I was just gonna say I think those three that you just talked about her I I do pretty important so the esa thing is is healing to bite the legislature it already has and so I think they're going to have to do something with that and as they take care of aggregate expenditure hey oh yeah but then that's still that will still have to be followed up though with a with a constitutional amendment um but at least it will help us for next year I mean we could we could actually start with a for real budget that I don't have to par oh I'm sorry that I don't have to

park you know three million dollars over here that I can't touch um uh you know and then and then hopefully and maybe one of the things you could put relative to AEL is that asba um uh do whatever it takes to help get that referendum on the 2024. um ballot and with the esa it's also my understanding that parents can apply for this and do homeschool homeschooling yes and still get the seven thousand dollars in that okay yes and no accountability yeah no accountability well there's no accountability for homeschooling no there isn't no but now they could get seven thousand dollars and still not be accountable and we've been trying to fund all the kindergarten for forever it was funded for two years when Janet Napolitano was the governor and then we hit that you

know the recession the bubble broke and and the legislature took it out so yeah we we had a couple of years of the full funding but yeah but you're right from for years and years and years on both sides of those two years um I think we should direct Cassie to submit these to asba do we need to vote on this okay let me make a motion yeah I ask Cass a question if if someone rattles off a whole list of things you can pick it all up from a recording from this session okay not a precedent if I'm me I'd like to make a motion that uh our school district requests asba as our legislative representative or Ally if you will to do five things number one would be if we truly value our

children's education to make kindergarten mandatory I don't understand why they would want to eliminate an opportunity or not provide an opportunity to educate the future of this country number two I would instruct or like asba to lobby for all day kindergarten and the funding for that number three I would like to ask asba to eliminate the uh pointless kindergarten testing number four I would like to ask aspa to um do something to wear on the 2024 ballot we can address the esa situation to include language that there must be accountability if someone is getting State Monies for the purposes of educating their children they should have to document it it's um an example I can think of is is I can't just tell IRS I've got five hundred thousand dollars in expenses for my mortgage

this year I have to prove it they're not going to take my word for it and we we shouldn't have to take uh the word of parents who are receiving our money that they're spending it appropriately so I would I would encourage that number five I would like to and I'm not sure I may need some help on the language here I would like to ask asba to encourage our our legislators to override the AAL for next year is that the proper way I think that's already happening but what you might say is that they put it on that they get the referendum on the on the 2024 ballot to change the Constitution and I would have been my my request to to include that that's all I got it Fred thank you yes that

was good I'll second that motion uh well we really don't know yeah what about can we add something to the motion because there is one thing that I think that um we talked about that we don't get any outcomes from these what was it es a to include that we would like some type of assessment to see the outcomes just like we have with our other students and the public school system there we go okay do we have a second last second then okay all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Barbara zarzicki hi Sheila Barnett item 9.1 future topics is there anything that you guys actually on the agenda we had a long agenda too we did I'm sorry yeah I'm a little tired we're usually done by
