002on her way right we're going to talk tonight about the school comprehensive needs assessment update and who's doing that for us we have Tammy Patterson here and she has some moral support from Carissa Carissa gelsinger who is the instructional coach at uh Bullhead City Middle School I think we learned that in junior high yeah never go to the bathroom alone well and I think it's legit too because Carissa always has a lot to do with how these things occur in at their school and um so she ought to get a little of the embarrassment now a little of the nerves and a lot of the credit for helping with the work yeah great so um you guys know we've had instructional empowerment come to our school and um if you want to go to the
003next slide for me so some of the beginning steps where they did reach out to us to do a pre-call me Miss gelsinger and Ms Cochran were on that phone call was just a virtual meeting and there's Kevin up there decided to give you a picture of him yes he's been so beneficial to us and that smile has been helping um he provided us with an agenda we went through it a little bit before we got on that call as a threesome because that's definitely how we work um the pre-call meeting was basically him introducing the process to us letting us know what they were going to be coming and doing walking around the school talking with some of the students staff um just looking around nothing too intrusive not to make us feel that
004they're trying to gotcha or any of that so that was very lightning on us like okay we're good we discuss some getting to know you questions about our school you kind of want to know a little bit about the culture and things like that and then we looked into our next steps so he gave us a few tasks to prepare this was my process which was actually probably one of the best things I've ever done as an administrator was actually breaking down our school and learning a little bit more about our students so at the time we had about 551 students that morning we had about five enrolling in three withdrawing which has been the process of our of our year so that number has changed a little bit but we did notice that we
005have about 15 percent of our students are on an IEP um one and a half percent of our students are gate approved tested and in the gate program about five percent real proficient or working on that limited sorry and then we realized our ethnic makeup of our students we have about 47 of our students are of Hispanic um descent and then breaks down a little bit there so that was kind of interesting for us to see too was how our school really does break down at the end of the day and then our state grades which we have a little bit of improvement we went from an F to a d so that was a little bit of an uplift next one the last one too is our current faculty this is a tough one
006for us as we've all been going through we have 25 full-time staff that are on campus for long-term substitutes that have been their majority of the year um two unfulfilled positions so we do have two fifth grade classes that are currently dispersed amongst the rest of the classes which has put us at about 30 kids per class we have 10 new teachers to our school this year and those are eight of them are our Filipino teachers we looked at the average educational experience some were upwards of 30. so I'm down to two or three years so we averaged it out we have about 14 years of experience with about four years average at bcms so Miss Cochran also had to fill out like a timeline and a checklist set up rooms for the interviews set
007up times with our paraprofessionals they did have us initially set up times with students but then they were like you know what we're just going to meet them at lunch and make it easy for them and kind of walked around and interviewed them at so then after all the pre-work they actually came on our campus and they really engrossed into our culture and who we were so the day the first day started with a leadership meeting at 6 30 in the morning bright and early um which it was okay for us we're used to six thirty six forty five they had just traveled the day before so they they were coming from all over so we had met Kevin and Ted that day that morning and they just wanted to kind of talk with the
008leadership team and get a feel and it was nice because they were they had some great probing questions that helped our leadership feel comfortable enough to really come open about some of the things happening on campus The Good the Bad and the Ugly so it was great to have that time with the leadership with Kevin and Ted then um Tech kind of stayed on campus she did a lot of the informal observations watching the systems watching our passing periods just kind of the laying low behind the scenes things while Kevin and Miss Cochrane went around and did rigger walks so they were going into classrooms random classrooms that Kevin chose and they did what was happening what instruction was happening what was the output that the students were doing um how much was teacher talk
009versus how much was student talk so really going digging in deep there so then um they like I said they both Kevin and Ted did a lot of informal conversations with staff members uh Ted went out to fifth grade recess and she was like find me some kids to chat with and so I was like okay let's get some kiddos over here and it was cute because she had said one of the groups really had a nice Insight of some things processes on campuses and then the other groups she talked to they focused solely on PE and and their their distaste for PE or their why don't we do this in PE so it was kind of interesting to see that um then on that first day Miss Cochran did sit down with Kevin one
010on one and they kind of talked about what they saw in classrooms um what her experiences as an instructional leader um what she knows about instruction and data-driven instruction and all of that first day um yeah I was with Miss Cochran because like I said we do everything together um and it kind of had some Revelations right then and there we kept saying what data do we use uh Galileo what else do we use um Galileo second quarter uh what else uh Galileo third quarter so we really started thinking like gosh our curriculum we're not using our assessment pieces as we should be or is there assessment pieces that are you know helpful for us so that was kind of you know it was really just an informal conversation he would ask questions and you
011didn't realize that he was like asking those questions because it was just part of a conversation so it was it was good it was a good comment and then I was also interviewed one-on-one regarding my job on campus my experience what my role is how often do I get pulled out of my role for different things and so she then was able to watch in action for the next two days what I do too so and even on that first day as I said they they did everything they went out to parent pick parent pick up they went out to buses they watched all of our systems in place day two um Kevin again met with Miss Patterson specifically for the discipline side yep that was just me and Kevin one thing I did Alone
012um but we did we discussed discipline I broke down 10 of our students as of January had been suspended at that point I believe it was 11 or 12 percent had been an in-school suspension for at least a day so those were some eye-opening numbers to to definitely see you know we have the new Progressive discipline plan we've been working on and so that was and then I started digging deeper and I was like okay well these kids are no longer on campus either they've gone to hearing or parents have chosen to take them out of school things of that nature so and and then again we just continued to talk well what do you think is causing these discipline issues what do you think are some solutions and he was like okay I have
013some ideas I'll get them to you okay cool so waiting for this it was a great it was a great opportunity to do a lot of that root cause they were seeing some Trends and we were like okay what do we have to do and they're like just hold on let's keep Gathering some data on us so um so Kevin and Miss Cochran then went around and did conditions walks so instead of looking for instruction rigor in the classroom they were looking at the classroom environment itself so what was the classroom welcoming was it conducive for student learning um where the were the students receiving feedback was it were this teachers using that feedback to then drive that instruction while they were doing that the third person of their party Tracy joined their team and
014She interviewed me regarding curriculum on the campus so asked about the implementation process the support process for returning teachers as well as new teachers the kind of she dug in deep what's what's the district's philosophy regarding the curriculum and Fidelity and all all those key words that that are used so that was interesting to sit down with her and like I said even with Kevin and tet and Tracy they were all just conversations it didn't feel like an interview it just felt like oh okay well tell me about this and how about this and so that was kind of me third day because Tracy joined us late she came back to do actual some observation of the curriculum being used in the classroom I was able to join her for a couple of those observations
015it was kind of interesting to see her take on she she had a lot of experience with our math and our reading curriculum she had great things to say about our reading and our math curriculum and so it was interesting to see her viewpoint and sit down and talk with her about how do we support our teachers our veteran teachers as well as our new teachers in using this curriculum but also finding the needs of our students and then she also observed two of our weekly PLC meetings she sat in on a fifth grade math and science planning meeting and then she also sat in our fifth grade ELA and social studies just happened to be the way this schedule fell so we got three days yes we did get three so after that um
016we waited for the initial report Kevin did send us the report before we sent it out to staff that way we could review it make sure that we understood what it what was in there um the initial read through was very reflective and it was reflective of things we already knew were happening but it's nice sometimes when someone else sees it and they kind of validate what we're seeing and what we're feeling so the report was broken down into several different observed sections so the classroom observations it was broken down as again like was said What was seen in the classrooms culture wise as well as rigor um they gave us their findings what they believe is happening and then a few recommendations were also provided for us to start looking up now um they
017did do a diagnostic diagnostic survey with our leadership team and so they had put the results in there of kind of what they had seen that was a little confusing to read I'm still kind of looking through it but and then they also broke down some of their visuals into graphs of what they saw in the classrooms and things like that next one so then at our January PD we met as an entire district for about 5-10 minutes then they broke us into different groups they did have us each individually in our own classrooms that way we were viewing it without any interruptions or any of that and they kind of just went over the they had a PowerPoint and they went over their observations with the staff and everything that we had already seen
018they were now showing the staff and letting them know okay these are what we saw these are some of our recommendations and I think that was very eye-opening and good for our staff to see again coming from a different perspective so after that meeting we had picked we were told to pick seven members three of which were Administration me Miss Cochran I consider Miss gelsinger admin um and then we had I know I know but she's part of our group she's part of your team we had Miss Justin 's grade math science teacher and then Renee maleckis who is our PTO president she is a parent on campus and her son is a fifth grader so she came and together we worked with Kevin to really break down some of our CNA and kind of
019go through some of the questions again that was another eye-opening part because we're going through some of the indicators and some of us were like oh yeah we always do that and others are like no we don't what are you talking about I don't think that I don't so that we only got through two of the six principles during that three hour time period so that's for a conversation we also had the instructional empowerment um report there so for when we'd get to an indicator and we wouldn't necessarily agree we would be like well it said in this that we're doing this that this is what they observed was that a one-time thing or is that a trend that we probably do have on campus so it was a great and then Kevin was a
020great asset to the team he was very quiet and let us talk until we would kind of say something and he'd be like or maybe you need to look at this direction so I think did we really see that and I'm like okay what's your data to prove that it was our deal breaker okay so that was helpful to have him there next one um as a cohort gosh I can't talk sorry we completed the CNA I put all the results in there and we chose I picked out all of our lowest scores so anything that was below a one so I think the highest is a three um I pulled all of that and I gave it brought it to our actual leadership meeting the next leadership meeting we had and we talked about
021it as a leadership team out of I believe there was like 10 that were below one out of these ten what are our top three what do we need to work on what do you guys see as something we need to work on and that's when we came up with these three indicators um I won't read them word for word but indicator 1.1 is basically vision statements what what's our expectation what's our vision for our school well we don't have a vision statement so how can we have a vision and a solid expectation for our students in our school when we don't have one so that was something that we had had good discussions about that's probably something we can work on next year is building our vision for what we want our school to
022be and to look like um indicator 2.3 instruction she beats herself up on this one and it's not you know just on her or any of that but we really want our teachers to intentionally be planning okay our students are not hitting these goals what do we need to be doing why are we not hitting them and I think we've started that this year with our Gap analysis and things like that but we definitely want to keep digging next year and make that a bigger part of our plan and the last one is technically one we've already been working on this year but we want to expand it even more creating those positive and collaborative relationships with our families we've been doing a pretty solid job this year but we want to expand that with
023our community and build in and bring in more families and more community members so that's another one that we're going to continue to work on for next year but expand foreign and our next steps um so next week we are going to be meeting or they're going to be coming on campus again and doing more rigger walks so we're going to be walking around with Kevin again so that he can see any changes that might have made maybe something different they didn't see the first time since it was just one day and then the next day we will be meeting at Desert Valley and working on our Fishbones so we're excited for that we already have staff looking at what's going on what do we need to be working they're already looking at the indicators
024we have about 20 staff that actually are coming and we're excited for that we're excited for Fishbones huh wow that's well that's exciting we were telling me and Cochran are like have like because they're like oh we need like five to seven members for each one and we're like you don't have that many staff like oh my gosh but the Elena majority of them volunteer that's awesome so a lot of our new teachers I think this will be eye-opening for them too so should be a good day Tammy would you explain for those who might not know what fish bones are would you explain Fishbones please in a nutshell um our fish bones are we are looking for our root cause what is the main cause to some of these problems that we're seeing on
025campus why are we scoring these things low so for example last year we looked at our families and collaborating with our families and we were doing family nights every once in a while you know trying to contact families you know we hear it a lot no one even answers no one even shows up no one does any of that well how do we change that and we were lucky enough last year with our 21st century money to um to do a cohort and forgetting his name but um it was like a family engagement Constantino yes and we did it for about five six months we read through a book we did a monthly virtual meetings with him and about a thousand other people but and we learned about family engagement yeah so that was a
026huge one for us and this year we do monthly family things and so basically the fish bone started going off topic our Fishbones is finding what's that root cause why are we not meeting where we need to meet and then from there figuring out how we can work with our sped how we can work with our El kids and better help them in our schools and it's shaped like a fish and it is shaped like a fish yeah so yeah okay yeah so that's where you would put in like you know School climate lack of what does that one say lack of connectedness health of student family changes academic issues and then why do these lead to that and then so we're trying to get to the root cause the root cause is chronic absenteeism
027so it's kind of a way to dig a little deeper and find the whys they look so easy but you know worse they're volunteering that's awesome we're automatically like no we're just the problem now we're not going straight to the you know why pretty tough because we're teachers and we automatically want to find Solutions but we have to focus on what are the problems and what's the why yes and that's the piece they'll be doing next Friday all of the teams will be at Desert Valley and uh have a group meeting at the beginning and then separating into their groups to do those Jen's been trying to figure out how to do how many fishbone charts 15 fishbone charts and so they'll work on them and then they'll bring them all back to the cafeteria
028and be able to see what you know whatever team has been working on so it's step two right and we get to do seven total because of our TSI oh yeah so that's kind of been our experience so far any other questions yeah if you communicated with any of the other schools do they have the same experience you did so we didn't talk about it a little bit in our leadership meeting and we kind of came to the same conclusions we all felt very validated in what we've already been seeing and sometimes as admin it's hard to be that person that's like Hey we're not doing this right we're not and it's like I'm just trying to do I don't have time and we're always the ones harping on them but sometimes it's good for
029other people to kind of see you know for our teachers like oh this is what's been noticed in classrooms and so that kind of has helped too but I think all of us principals and APS really felt like this was a good experience for our staff to really kind of start identifying some of those things that we need to work on and instructional empowerment came together for as a district and came and found some common Trends across all the sites and put a report together that Dr Stewart has shared with us as well as a notice it's on the agenda tonight um and so it to find those kind of Trends yes each site has their own areas of improvement but some common Trends amongst all right well thank you ladies thank you very much
030thank you very much thank you nice job thanks very nice job thank you very informative item 1.4 Title One Community input I think Mrs yeah Mr slot's going to do this and tag on a couple of other informational things for it too so yeah thank you a lot all at once okay so we are required by Title One to do an annual Title One meeting and usually that's to gain support from the community as you know on our action plan for the district traditionally unfortunately we don't really have a lot of community members that that come to these meetings even though we advertise them um the first year that I was in this position we had one family come and they I had begged them to come because they were my previous PTA parents um
031so and we did it together with Colorado River High School because geraline was still in the office and then the second year we were shut down so we ended up using our Esser meetings that we had to have Community meetings to decide what to do with us or money so we had that and then last year we advertised then I didn't have anybody come so so at least I have you so so our agenda for this is just kind of the overview of Title 1 and what the purpose is um I'll go over the process of improvement again I know Tammy went over it but um I'll review that a little bit um the family and Community engagement and then just a couple other things that were required to go over as well so for
032the overview and purpose um so being a title one school means that we have at least 40 percent of our students who qualify for free or reduced lunch so in our district all of our schools are at 98 except for Fox Creek and they're at 80 percent so the higher the percentage the more money we get even though we do have free and lunch and breakfast for all of our students we are still required to do the lunch forms it's a much simpler lunch form than than you would have to do otherwise and so we do have to document that and then it's pulled out of synergy to the state and that's how they determine our money every year um let's see we are required by title one I mean the purpose of title one
033is to help our struggling students especially those that are at risk and being a lower income for your reduced lunch is considered at risk um Title One requires us to purchase what we need to support those students whether it's salaries materials professional developments we're required to have family engagement meetings and at least twice a year so usually we have literacy nights and we have math nights sometimes we have science nights but we have to have two academic type nights every year at each School and um and also inform our families about their rights under Essa so that's part of what tonight's about but our schools also do that on back to school night when they do their presentations and at the first sight council meeting every year so our schools also take take care of
034that piece for us so our Title One money is we have um 1 million five hundred eighty three thousand five hundred dollars and some change in our Title One we pay for staff salaries and benefits that that's the biggest chunk of title one we have five peras at all of our elementary schools we have a title one reading and math teacher at our blind middle and Fox Creek plus we have our instructional coaches our family liaison and part of my salary is also also paid all the title and so that's a big chunk of change um for all of those salaries our parent homeless liaison um she has two kind of two titles we pay out a title one she is our homeless liaison who helps all of our families find home homes um clothing
035school supplies mental health dental health shot records birth certificates anything that they need to maintain their enrollment in school and she also was just as our parent liaison so like today she went to the schools and helped translate because she does speak Spanish so that's part of her job as well is to help all of our other families um professional development um a big part of our professional development is our instructional coaches because they're at the school's job embedded they can coach in the moment and help support our teachers our after school programs and flex Fridays we do provide some funding for that at every school but more funding for Diamondback and sunrise because they don't have the 21st century Grant so it allows us to have equitability because for what one year or two
036years we did not have Flex Fridays for those two schools that didn't that wasn't really Equitable for the students at that school those schools so we added that into title um supplementally supplementary resources it pays for some of the bells and whistles on some of our programs like aramira which helps students read um let's see BrainPOP IXL some of those programs that we have are paid on the title and then a lot of we do spend a lot of money on Chromebook Chromebooks Promethean boards and those things are the title as well I think we're almost to the point where we have um Promethean boards in every classroom and we're almost one to one um with Chromebooks although the Chromebooks are starting to phase out and we can't update them anymore so um we're probably
037still gonna have to use some of that funding for Chromebooks all right so what is our process all right so every year we have to do a comprehensive needs assessment they have me spoke about that um it's it's huge um there's six different principles and lots of little indicators inside each one you have to use data you have to list which data you use to determine where your highs and your lows are at your school after that you develop or look for what your greatest needs are so that's what all the schools did on January 20th is they figured out what their three greatest needs were at their school where they would make the most impact sometimes it's not your lowest score sometimes it's the area that you could make the most impact to the
038most students then on the 17th we're going to have instructional empowerment back and they are going to just help us find the whys the Y's are hard and it's the part that we really do need the support in because we haven't done real well with that in the past so it's not just saying oh well we're just going to make sure all of our classrooms do small groups that's something we see very often in all of our plans if we look back and it is a good strategy but why do you need that strategy and what are you going to do in those small groups so it can't be just as simple as we're going to do small groups what are you doing how are you doing it who's going to be in those groups
039so it's really breaking down to the little nitty-gritties um on the 17th um instructional empowerment will have all of us in the room there's about 15 to 20 teachers per school plus the administrators and instructional coaches that schools have divided those people into three different committees so each committee is assigned to one of those three areas that the school identified as a need so then after our original our beginning session whether they're going to teach us what the protocol is that we're going to follow for the day each committee will break out into their own classroom and they'll go through looking at all the indicators that for their principal and figuring out what is the root cause why why are we not seeing Improvement in these areas they'll create that fishbone and then a little
040bit before lunch we'll bring them back into the cafeteria they'll walk around and look at everyone's because every school has chosen at least two similar areas to work on so it might be one school decides to do a strategy or you know about a class and if someone else has picked the same thing it might get their wheels turning a little bit too so we'll go to lunch then we'll come back and they'll further discuss is there anything we want to change um or anything we need to do and then um the three committees from each school will get together and share with each other for more feedback and things and then we'll finally come back into the cafeteria at the end of the day where Meg who is one of the leaders from instructional
041Parliament and I will get up and we'll talk to the the all of the teachers who are there about what trends that we're seeing across all of our schools so that's what we will be doing on the 17th and then after that um the the instructional Parliament will be will be having virtual meetings with all the leadership teams at the schools so then they'll take those fish bones and they'll start developing what their strategies and their action steps are for next year so they'll have some time just in their leadership team to develop those with instructional empowerment and then starting the beginning of the school year next year is when we Implement those plans and then we have to monitor them at least once a quarter we have to monitor those all right so then
042so what do we do as a district so as a district we do not have to fill out all that rubric we have to figure out what the trends and the patterns are across our schools feel that like spreadsheet so these are what we have currently um go to view resume nope Zoom well yeah you could do full but Zoom might be go to like 150 and see what that does oops The Sims and this okay it slips there you go okay so I took all of the different indicators in the schools and what their scores were and you can see we have a lot of low scores so the blue highlighted are those that were either below one so the rubric goes up to three so as an average what was below one or
043if they didn't have any that were below one their lowest and then you'll see on the right hand side the average is for the average for the district and I did the same thing I highlighted those that were either below one or those that were just the lowest in that area you can just kind of scroll it's a lot um so I don't expect you to read it all right now but just so you can kind of see what the process is so on the 16th so all the schools are getting together on the 17th on the 16th besides the teams that are going to be on the schools doing additional rigor walks I will have Meg here who will be helping our districts so we'll be looking at that spreadsheet some of the data
044that they saw as they walk through all of our schools in January with Kate as our sped director Dr Stewart Chuck for our el director I will be talking about the trends and what kind of things the districts can District can do to support our schools we also have discussions with our leadership team um like last year we just put up these are our low areas you know and I noticed that you have these action steps put in your school plan what can we do to support you as a district those are the things that will go in the district's plan for at strategies and action steps Community discussion and feedback um that is tonight that is also looking at um looking to see um what kind of input we could get as a district
045we're low in community involvement and we need to figure out what the disconnect is there's something that either the community needs that we're not giving or so or maybe not in the right format there's some there's some disconnect there and we need to figure that out um and then like I said we create our strategies and action steps then the reason why all of this is due on March 17th or March 24th is that not only do the schools after they have their plan done the district has to have our plan done but all of our strategies and action steps have to align to anything that we're paying for out of any of our title grants so that's Title One title two title three title four and Rural and low income so anything we're paying
046for from a grant has to be indicated on on either the school or the district action plan all right so I gave everyone Hobbies um this is the rubric for principle six which is the family and Community engagement piece as I said the district does not have to go through this rubric however um they're good kind of communication stop-offs you know to see if anyone has any input as to what we can do as a district to help you know the community feel more welcome at our schools or be more involved in our schools um so some of the indicators are like are the families welcome when they come in the front door do you um are you greeted do you feel like you can go to your classrooms do you feel like your voice
047is heard um do you have input um maybe I mean one thing we learned from covid was that a lot of our families will attend things if they're virtual so are we providing those opportunities for you so that even if you can't get here in person you can still participate from home so does a school offer um or districts offer opportunities for you to come and learn about our state standards learn about how to support your children at home those kind of things so the first step is feedback so um on what we can do to help bring our community into our schools mm-hmm and to be honest with you because that particular School is so transient the students are very transient and trying to get them when they're living in a car or they're
048living in a hotel or is there uh in a pay by the day and we don't have a number that to me is a huge problem do I know how to solve it um it seems to be a major problem at this point in time because these kids already been choya the parents certainly aren't there they call members to do this they're no longer um they just pick up and move and we don't even know where they don't have the time right I get the problem like you I honestly how do you how do you involve a community that it's only transient I don't know I wish I did you know because everything it was Francine also is a you know that's a growing concern we have had 17 new new identified homeless students since
049we came back from winter break so I mean there's possibilities there's more out there that we just don't haven't identified yet so we do know that that's the thing a big problem you know board have any ideas maybe I know most of you have worked in schools most of us have exhausted the same things that you've tried I mean you know I mean and this is a problem that's been going on for years and years I mean we've always had problems trying to get parents to come out to things and it doesn't seem I mean like you said you've tried so many different things and nothing really ever seems to to click and unfortunately you and I both food that I mean you know our our Fall Festival we would have you know the different
050events like that and there was always the concession stand open you know and they could get a slice of pizza you know things like that um when that kind of stuff is offered we we would get a lot of turnout the families they don't want to come though and listen to us talk about title one and all of those things right they're experiencing those fun moments with their kids which is almost just as important um in today's society you know so I think maybe if we do and if we do District a district-wide which I know would take a lot of planning I'm not volunteering but like a district-wide event so every school every parent ever came to one centralized location and we had a community school event um where we could have multiple people
051you know giving information at just different boobs and things like that having a game at the booth so the parents come they get to listen we give the kid a prize you know but make it like a whole thing because then we're getting our students that are related to the students at Fox Creek in a bullhead middle and so they can come to one event and not five different ones good idea well I mean that's even similar like with parent-teacher conferences going on right now you know and and you know you split time I mean I I snuck in a few minutes late because I was up at Mojave doing parent teacher conferences and and trying to get around to campus and if you've got students at multiple different campuses and or even if you
052have two at the same location you know that's 14 different teachers you're going to see at the high school between two kids and you know I know that when we did like Mojave palooza with the freshmen coming up you would get a good group of kids that want to come and their parents because they want to see the campus they want to see what's to offer but we I mean ROTC had cornhole out there uh FCCLA had their little something going on to promote their programs but also to entice them to come through and then after they hit all of those locations I'm overcooking food over there and just wrapping them up and giving away food as long as they have their ticket and so it was a way to because that's one of the
053biggest things too is food well it's dinner time yeah and do you want to take away eat later or eat junk or drive through whatever the case is or where you could go do this and then have a meal with your family like you might do at home or maybe you don't but it's guaranteed it's there it's a it's available but you know even tonight you know going to do that from 4 to 5 30 and then come to a board meeting like you know my family's eating without me so at least if we were at an event like that we could eat you know and it's just an opportunity to do something else as a family and you know and have the fun like you said so we did have one event this year
054at Desert Valley um I think I think Elena were you there for that anyway so um they had different Community groups from Bullhead or from the area there that helped them find different resources um you know they had Chartwells they're offering nutrition information things like that and then snacks yeah was it well attended because I think I think I drove by the parking lot and it was slammed yeah and I want to say that even like FCC like the high school came and volunteered in certain years so I think that I remember that and it was because I think I never drop my daughter off it was slammed so that's what I mean by we need to find the need because clearly that was a need like that was something that our families needed and
055they were interested and interested them and it was you th are healthy students then they're going to perform better um I'm just wondering that if we can't get the people to come to us why don't we go to the people let's Identify some neighborhoods and go to that neighborhood you know put a tent up or and serve some food and do some talking you know we could at least go to the people instead of having them come to us it's just another idea instead of you know because obviously having them come to us is not not not very good well and sometimes I know families have bad experiences and so the parents themselves don't always want to come back into the school for those events like something like Rotary Park or you know big Ramada
056and stuff have a night down there and have stuff set up because that's a good area you know for the schools the three schools that we've got right here in this area and stuff and that okay yes okay and is this even something we could put a survey out on our you know social media and say hey parents what would bring you in you know yeah what was that sorry oh I just said is it something that we could put out in our social media and just be like hey parents what would bring you to the school like you know besides the I mean I'm not talking about like you know but like hey what would be interesting for you to come and spend some time at the school with your family you know and
057also learn about it yes and we will do that again we every year in the in the spring we are required to do parent surveys and we stopped doing the old-fashioned surveys that we've done for years and we started having a team put together what do we need to promote what do we need to know about our families um so we kind of got rid of those old ones and did new questions but honestly we had probably 49 to 50 parents at each School answer so when you're considering basically 400 500 kids 10 and you get 50 answers per school it's kind of hard but it's it is it is Data so I mean it's that's the better than 10. it's better than 10 and better than zero so but you know you could just
058start making phone calls 10 phone calls a day you'd have an auto dialysis yeah 300 calls a month you know even if you did make them personally you know sit there and punch the buttons in and say hey I got a couple questions from the school okay yeah yeah great suggestions yep you know sometimes doing things on social media and sometimes doing things by paper is not the way to do it it's it's one-to-one voice to voice that kind of stuff it's more personable thank you so let's see the next part is the parent involvement agreement and we do this every year around this time for next year you don't have I don't think you have that one no um you do have copies of that yeah um the pieces that I highlighted are more
059it lets parents know what their rights are um as a parent in our schools that their right is to help us develop our parent involvement plan and a lot of that is what we what we just discussed too what's going in our Improvement plan and also what are we doing to get parents involved the process of reviewing the plans and Improvement and we do have site console at each school which unfortunately is not very highly attended but that is another place where we share our plans and get feedback from parents um let's see once again help in planning like doing are we are we training parents to use Synergy so they know how to check on their students grades and attendance and um discipline um I know our homeless liaison does do one-on-one with their
060family so hers is one-on-one um to help support them and help them you know get them resources and if their child is struggling kind of nudge them to let their child stay for after school program or Flex Friday to get that additional help preschool that we do provide preschool from various different funding sources let's see parenting classes as we said literacy nights um websites all of our like music concert art stuff science fairs after school programs all of those things that we do are listed in here and so if there's anything that we needed to add to that we would add it to this plan and then we would bring it to you for approval for next school year so I will look through it through this and some of the suggestions that were made
061see where they fit and I'm going to be able to put those in the plan before we bring it to you for approval next month okay let's see well thank you very much yeah thank you Jen thank you almost done no it's okay there's a lot um the next is a school uh parent compact this does say this current year and that's some purpose I I meant it to say that every year the schools hand us out and it's um from the school so it says what our responsibilities are as a school um for the communication report cards conferences all the things that we do to support families it also lists things that we want from our families like monitoring attendance homework um trying to limit some of the game time and some of those
062things uh at home as well as student responsibilities that we would like from our students this is something that is in Synergy and so when parents go to renew their registration it pops up and they read and acknowledge it so and then the final thing that I have is I am required to inform parents um a night you have a copy of the letter that they do have the right um to ask what their teachers qualifications are um and we as a district have the responsibility to let them know within 30 days of the school year if they're in their child is in the class of a student a teacher who is not appropriately certified for the class that they're teaching so that is that's it if you have any questions do uh do we
063ever get uh finger slap for not having parents and more family communication no I thought we would so um we just got done with our cycle for monitoring and that happens every six years every year we have a different monitoring um but we just completed just got our grade so we had a three hour meeting online all the principals participated they each took a piece to present about what our title programs are and how it supports the students in their schools one of the pieces that I did was about these meetings and how we don't get families there um and Ade does realize that that is a problem and it's not only with us with a lot of districts but the important pieces is we are reaching out we are advertising we are asking parents
064to come in so that's the piece that is most important of course they want us to have more family engagement but they realize it is something that everyone's struggling with right now but we came back we almost perfect so the one suggestion they had from our monitoring was to try to figure out a way for Bullhead middle and Fox Creek especially to not have their Title One Services as one of the kids specials or the student specials so that they're not pulled out of something some other class that was their one suggestion that we look at other than that we we were fine we were in compliance with everything they expect and I will tell you we we intentionally moved to that to that plan as a way to help motivate some kids so if
065they're identified as needing the title one assistance then they're assigned to title one and then when they demonstrate a growth or appropriate change then they you know then they're out and they go back into a special so we've found that kids kids work a little harder when they have you know an incentive as opposed to oh gosh I'm going to be in here all semester I'm going to be in here all year or whatever and so we understand why Ade perhaps didn't like it but it seems to work with our kids because there is that carrot you know and they're not feeling like there's the club so it was an intentional thing on our part and we serve more kids that way too you know because you've got kids rotating in and out and so
066you know if you've got 15 kids in your class you don't have the same 15 kids for a semester you have you know you have 15 and then maybe two are gone and you move two more in and and that kind of thing so we're really serving more kids through doing it this way too um the other thing that I will remind you all so you got the report tonight from uh from Bullhead middle school so that's step one in this in this process they did CNA and identified their target areas step two is fish bones and so that's next Friday so in March two of the schools will come and report to you that piece and then and then they've got the follow-up piece that will be done at the end of March and
067so in April the last two schools will come and share with you that piece so that over the over this month in the next two months you see the whole process as it has taken place just not at the same school yeah in April they should have their you should have two schools with their completed plans to show you well all of them will be completed but this is two to present yeah yeah so we kind of did that intentionally so you didn't get overwhelmed with stuff but also to see that this is a uh you know this isn't the kind of thing that they do in one week this is a process and you get better quality I think when when you do it in a an intentional and time you know so it's
068not so scrunched for time and you're trying to hurry and so this way there's thoughtful thoughtfulness and intent and contributions from lots of people so um and then we'll watch what happens next year okay thank you thank you thank you very much um I need to we need to adjourn the workshop I need a motion please I make a motion with your eye Barbers are they can make a motion we adjourn the workshop I'll second that motion Charlie and Diaz all those in favor I'm Melinda sabrowski aye Charlene Diaz hi Amanda Ayman hi Fred Rushton hi Barbara zarzicki meeting is adjourned four minutes foreign I call this to order the regular session of regular meeting of the Bullhead City School Board on Thursday February 9th at 6 30 p.m roll call Melinda sabrowski here Charlene
069Diaz here Amanda amen here Fred Rushton here here we're all here I would like to invite you to stand and say the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God all citizens present please print your name on the attendance sign-in sheet at the entrance now is our time for call to public this is the time when the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time and space and Manner and restrictions as the governing board May establish see policy bedh comments will be limited to three minutes per individual unless specifically waived by the governing board at the conclusion of the cause of work talk
070call to the public individual members of the school governing board May respond to criticism made by those who have addressed the board may ask the staff to review the matter or may ask that the matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda we have we have one person who'd like to speak to us Francine Collier and I am a pair at Sunrise Elementary I've been there for five and a half years okay I am here because there was a comment made by Dr Stewart I don't know I wasn't in the meeting so I can't honestly uh be it perceived recently I don't know but I just felt maybe it was time that we kind of
071bring forward what pairs actually do and the comment was a parrot is a pair of eyes and a warm body in a classroom and that's what I was told like I said I wasn't there I can't say yay or nay on that but I got to thinking I thought how many really do understand what a pair does because before I became one I really had no clue um so I'm going to go quickly because I know I only have three minutes so first off yes we are a pair of eyes we definitely are because when our students come in we have to be able to assess where are they at mentally physically are they clean dressed are they wearing old clothes that we've seen three days before um does it look like one of them
072is sick are they complaining of being sick what are we going to do about it so yes we are a pair of eyes when those children first walk in every single day we have to be ready to make that assessment if they're going to be educated in that time frame I have seven different classes a day and I think most of us do and we have anywhere from four to six students in each class and they're all the all the grades we have K through four so we do that and that's the first thing that we do next the curriculum that we work with is exactly the teachers curriculum we only do the reading and we only do the English part of it but it is exactly what the teachers are teaching them at their
073grade levels and so we kind of have to step in and be that I don't know pseudo teacher I guess and pick up where the teacher doesn't have the time to take over because of in her class being so large she really doesn't have time to say hey we got to go backwards for this child or this child to adapt what they're learning to what works for them because these children come in they're lost so then when we have to take into consideration with our children in each grade level in each class that we have and this is separate for all of us is their backgrounds where are they coming from what are they living through I have kids that will come in and because I have been lucky enough to establish that trust they
074come in crying and I asked them how was your night it was horrible it was horrible why was it bad mommy and daddy were fighting and Daddy hit mommy and the cops came and took my daddy away to jail where did you go well mommy went off in an ambulance and we had to go next door and stay with the neighbor well wow I'm sorry you had to really see that I am so so sorry that you had to see that I said unfortunately I said sometimes parents do fight sometimes it does get carried away I said but I'm thankful one that you had a neighbor to go to and I said I'm glad you told me and that's where the second part the warm body comes in let me give you a hug because
075they want their hugs the hugs that they're not getting at home and this is for almost all the kids and I've noticed it doesn't matter what their income levels are and I pretty much know what they are amongst them they still want their hugs if I'm walking across campus they want their hugs I'm going to open my arms and be that warm body but I'm also a teacher and I'm a pseudo parent I'm a pseudo-grandmother as they call me um I have to be their counselor because there's no counselor available I have to listen to other stories and when they're embarrassed because the other kids are laughing at them I have to stop that too and say you know what you're okay you're perfectly fine this is not your fault and I have to talk
076to the rest and learn to discipline them we have so many issues going on anymore it's not like school was even five years ago when I first started so I just feel like if that statement was made could it have made differently probably I didn't hear it but I just don't think that sometimes people realize a parrot is not just that eye or just that warm body sitting in a chair in a room running copies for a teacher doing errands for her we're working with these children and we're working hard and it's just so frustrating to us when we give them everything we've got to give they're gone for two weeks on vacation and they come back how was your vacation it was awful I'm so glad I'm back here Mrs Collier I really appreciate
077you explaining to me what a pair does thank you you're welcome um it's important that everyone understand that for the kids it is and I think you work hard so I know time's up thank you for listening thank you thank you um we need to adopt the agenda I need a motion to adopt agenda as presented I'll make a motion that we adopt the agenda as whoa as presented I'll second Amanda Eamonn [Music] question um I'm Melinda sabroski aye Charlene Diaz I am Anna Eamon aye Fred Rushton hi Barb zarzicki place where where we're talking about donations and things that that have been given to the schools and the time and the energy that people have done and and we really really do appreciate this Laughlin Chamber of Commerce volunteers and partnership donate 500 dollars
078to Mr schnep is it Schnabel Schnabel for his title one classroom a variety of music instruments from for the Fox Creek Band from Mark and Lisa Faulkner with an estimated value of 3529 dollars wow McKenzie vento all about blinds donated a check for a hundred bucks these are wonderful thank you Mr Ross did you have a picture or something she didn't put it up she added up oh okay there we go somebody's happy Mr Schnabel is that Mr schnapper all right thank you very much for the picture Mr Ross are you ready for our year report absolutely all right Mr President Madam president sorry yeah sorry madam president and board members um uh you see the number of reports there and I would answer any questions you have about them I would like to point
079out if uh Kim Cass would put up the cumulative disciplinary ideas to get there and unfortunately I've done that a couple of times lately and she's been very patient with me so but I would share with you the discipline comparison chart and call your attention to the differences in the numbers between October for instance and January and the work that's been done at all of our sites to address address discipline issues we still address them but obviously some processes have changed and some building of culture has changed in terms of students recognizing that they're you know part of a school family and not a school community and and not just you know there individually so I wanted to point that out because that was one reason that we started this comparison report was so that
080you all could see what was happening as a result of some of the changes so I was in the district office today learning how to do this and I brought this with me I was so it's incredible just incredible it's a big difference yeah um I would like I would like the school board to provide a cake or some kind of a a food for the you know to give to show the appreciation to each of these schools they have just done phenomenally well I'm just very impressed I think we can make that happen thank you I think we can make that happen um okay the other miscellaneous updates um we have finally after multiple attempts different approaches to getting our den project underway our our district employee neighborhood everything that we've tried so far
081has just kind of been a failure so two weeks ago when I was speaking with the attorney I said we've tried this and this and this and then those things didn't work um where are we now so he gave me a suggestion for a next step and it's called a jock Joc which means job order contract um and uh this this would be looking at hiring a firm to do it all from engineering to architecture to subcontracting or Contracting with people to do all the infrastructure work and building the houses and I thought okay I'm gonna I'm going to I'm going to reach out and see and and I will tell you at this point I was getting a little skeptical about where I was if I was going to get anywhere so I will
082tell you I've been on the phone uh yesterday and today with uh and and a jock is a contract that we consider setting up with a company that is a member of one of the co-ops so Mojave education Co-op or one GPA or save or Arizona I can't ever remember the name the Arizona Consortium those kinds of things and what that means is that the companies who were members of any of those co-ops have contracts with other public entities in the state they already have a contract in place and so you try to find one of those companies that has a similar a contract with a school district or with a city that is similar similar to the work that we want done and ordinarily when you set up a jock you set it up
083for not just for one project you set it up for say we would contract with one of those companies for say a Year's work and and have in mind maybe one project but as other projects come along you don't have to go back out and search you don't have to do you don't have to do the procurement steps you have this this company under contract to take on those jobs for you okay so as I said I reached out to four four companies that are under contract with GP one GPA yesterday yesterday morning I actually spoke with one a person on the phone followed up all of those phone call attempts with emails and by the end of the day I had heard from three of the four so it gives me hope that this
084is going to be a process that works so other than talking with them I can't really proceed with any kind of a contract or anything with them until I have a a resolution from you as a board that we want to go this route so I may ask you in the next week or so to have a really brief quick board meeting to approve that kind of a resolution I didn't get it on tonight frankly I was working on this yesterday and I didn't even think about putting it on the agenda but the other thing was I was a little discouraged in this whole process and at this point it's kind of like well I don't want you to have to have a meeting if we're not going to go anywhere with this and we're
085going to have to look at another step so I think we have some hope I spoke with one company on the phone yesterday I was on the phone this I mean on a video call today with another company for about 45 minutes so I we know and when one company did respond today that they're not interested in the project so and one company I've not heard from so I know that I have two two jock companies who are at least interested in talking with us so I feel confident now that it would be worth your time to have a 20-minute meeting to establish that uh that kind of a resolution for us to move forward um so uh that that was the first happy dance I did yesterday that I felt like we were making
086some movement um the second we've already you've already seen the title one uh the title one feedback that we got I had that on my list of things but it was more appropriate to do it when Jen was doing her presentation and I will tell you that um the the principals who prepared their uh their piece of the presentation that we did virtually with that team before they physically came to our schools our principals did an awesome job of preparing their piece for that whole presentation it was very professional it was very um it was just beautifully well done and we didn't even practice we just did it cold and I don't think anybody would have known that it was cold you know each person did their own but we had not done the whole
087thing together and it was it was it was impressive I was impressed with our team um but the other reason I did the happy dance yesterday afternoon was the fact that the Senate uh waived the AEL the day before the house had waved it I had no idea that the Senate would do it this quickly and so I was doing a happy dance yesterday afternoon about that um I did send email thank yous to our three uh legislators today on behalf of the district and you know thank them for their support acknowledged that we know that they have some issues with this whole process and with school budgets and school funding but they they backed us anyway and I and I really appreciate that and I also invited them to come talk with us anytime
088about budget we don't hide anything about our budget and also that if they had other questions about anything that's up you know any of the bills that are being presented that they if they would like any information about how it impacts our schools give me a call I gave them my direct line again gave them my cell phone number because you know we want them to feel comfortable asking us for our input and you know and and we'd like to be asked so uh so that was part of that email today so we can move forward with now with with budget and some things that we need to get done and I was particularly happy that it happened early enough yesterday afternoon that I could get a couple of things on tonight's agenda relative to
089relative to budget so if you have questions about any of the other things I'll try to answer them any questions doctors should one of the reports that you had and I'm sorry I don't remember which one it was um it had to do with students um active students inactive students does that ring a bell is that the uh probably the st-601 the what no no wait that was no yeah maybe maybe it was it's one of the first one yeah there you go yes just for clarification the inactive are those students who are not enrolled I mean they or they maybe enrolled but never showed up is that I don't think so but I'm not even sure I can answer that Jen can you help me with that please but I know that the active
090kids of those are actually enrolled yeah I don't know what what who the active are but I know the number that we look at as far as enrollment is right and yeah on the other column at the far right says inactive transfer so I'm thinking okay those are kids who never showed up or didn't start whatever the case may be and we they've transferred somewhere else but if you scroll down um Cassie all the way to the bottom this is 271 inactive does that mean 271 kids I'm going to make a guess but then I'll find out for you so that we're sure we have a correct answer for next month um I I am thinking that those may be students who were enrolled at some point during this year maybe were here for 25
091days and then left and they still get counted in the count ultimately they get counted in the ADM um so during the time they were here they were part of the average daily membership they're they're not in maybe not enrolled right now but they're still in this number that ends up being that's a that's a an educated guess on my part that's what I'll find out for you I mean that's similar to what I understand it makes me feel better than I I was reading this going is that 271 children we don't know where they went no I don't no I'm I'm sure we know where that's a lot of kids well some of them we might not know where they went um but because I mean when I used to look at these it
092was a similar response was the inactives were those that maybe you know transferred or withdrew or they might have been 10-day drops they weren't your summer withdrawals because your summer withdrawals wouldn't show up in year in actions because they were never active for your year but then your transfer list would show that you know where those students have gone so it could it could be that we don't know where 211 students 971 less than 63 I don't know but yeah and it could have just you know they moved they you know well and they also I mean I'm speculating here but they also could be kids that we 10 day dropped and then and they get counted now in this number but maybe they've re-enrolled and and now they're back on the other number so
093I don't know but I will find out for you for this month yeah I just saw that number and I thought well that's like a big number Well normally working in like the Synergy system if they're inactive they'll have parentheses around their names and if they re-enroll they'll usually reactivate because they say CID everything it's not changed they you can't duplicate the student in the system right so um but I'm with you like it's what I kind of remember and understand um I haven't done you know attendance in a while but yeah I would be interested to actually get to know why an active is so high because a lot of times I look at inactive and I and you know it's not that we didn't lose uh you know uh 12 male students in
094that you know like we just know that we didn't like so it is it's one of those things so I I would be interested to know as well like the real reason like exactly what that is does this come out of the um this came right out of synergy yeah so this is a report that comes to us from uh Jenny Becker who does the safe Spencer so you know it's pulling them and and so there there will be a good explanation for how it gets counted and the whole that whole thing for figuring out what average daily membership is is is a nightmare kind of formula and we're really glad that computer does it because I don't know how any human could do it and keep up with it um at all so um
095you know because it's that's a that's a moving Target every single day every single day great question thank you you're welcome there's any more questions I had pulled that paper too okay board member input or updates Fred Barb okay uh we attended a bulls conference yesterday up in Flagstaff and uh it was put on by asba it was very interesting we had uh good speakers they talked about open meeting laws they talked about school financing made it clear to it was to the board members and stuff made it much clearer understanding School financing for us and stuff and the buckets and everything and it was just a very good informative meeting that we were able to pick up lots of new little tidbits as especially as newborn myself as a new board member learning some
096things that I can and cannot do when I'm sitting up here in other words I can't sit here and pick my nose they told me but okay other than that I keep knocking the microphone but no it was it was a very good conference I agree I enjoyed the time and thank you very much for sending us giving us the opportunity um it was very um enlightening to to get presented ideas that uh normally you wouldn't think about so it was well worth the time and again thank you very much I liked it because we were actually sitting at a table with other rural schools who had the same basic kind of problems and we got to talk about some other things other than just what was on the agenda it was very interesting that
097the people we were sitting with were from gennado and it was uh you know they're even more rural than we are and it was very interesting it was very much a lot of fun I appreciate the board sending us as moving on to the consent agenda do I have a motion to accept the consent agenda I make them I buy reserves if you make a motion we accept the consent agenda hi Fred Rushton second all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Amanda Aven hi Fred Rushton aye Barbara sarzicki it's moving consented old business 4.1 policy j f a b d a admission of students in foster care we had this reading before right last month this is the second reading yes so we we need a motion to adopt I'll make

100you I need a motion to adopt I make a motion that we accept my adopts policy gdfb support staff qualifications requirements Journal India's hi Fred Rushton will second that all those in favor I'm Melinda sabraski hi Charlene Diaz I am and amen I Fred Rushton hi Barbara zarzicki new business item 5.1 alternative discipline plan for students who use illegal substances at school [Music] um can you give us some help with this one sure absolutely um thanks Cass um one of the things that we've been concerned about this year besides the excessive use of illegal substances particularly marijuana vape pens wax pens those kinds of things has been the fact that using our current policies and procedures and board preference is that those immediately went to a disciplinary hearing and and resulted for most of those
101students in long-term suspension or expulsion now the expulsion piece usually if the hearing officer recommended that it came to the board this got a little tricky because uh the CH there are changes in how the law enforcement folks in the state have been treating the use of marijuana and marijuana products differently since the law passed legalizing marijuana in the state for the use of it by adults and so uh basically school districts were the ones enforcing very heavy penalties for those behaviors whereas law enforcement either County attorneys City attorneys or probation were not enforcing anything very stiff until the third third instance so that's one concern it also meant that we were following very stiff roles for those uses and not necessarily doing the same same stiff things if a student say brought an alcoholic
102beverage to school so that's all one piece the flip piece is we're here to teach kids and each of these disciplinary Opera incidents is an opportunity for us to help kids particularly in the age groups that we deal with to learn healthier decisions and those kinds of things and if we just suspend them long term or expel them we don't have an opportunity to help help them learn those healthier habits and better decision making skills and and they're not getting they're not getting their schooling and so Mr Eastman particularly Mr Eastman and Mr Osuna and the counselor up at Fox Creek came to me and said can we work on something that's a diversionary uh more diversionary not that there aren't consequences for breaking these rules but something that benefits students more and maybe we'll
103get better outcomes and so those folks and and I met with Judge Williams and some some folks from probation and some folks from Lake Havasu who had had put in a diversionary program that just started in November so they didn't have any data yet but they had something in place um and uh and and then decided I said okay afterwards um gave them the task of creating what they thought would be a good diversionary program um so they worked on it and then we involved the folks from uh the middle school because middle school and Junior High is where we've had these issues so the idea of this is that there is an option for a diversion and one of the reasons that I like what they came up with is that we've we're we're
104providing an option we're providing an option that allows us an opportunity to help students make better learn to make better decisions and those kinds of things but it also helps it also helps um put some responsibility back on the Family you know are you going to commit to helping us help your child with this with this process and so um so what you see is the plan that resulted from this and we met last week the principals and the counselor from Fox Creek and the principals from next door and um and they all like they all like these steps that were that we're taking so they're still the same consequences but there is the opportunity for the diversion if the parent requests a meeting within two days of of the initial suspension and I think
105the rest of it is pretty self-explanatory but I'll try to answer any questions you might have about it and I certainly have no difficulty recommending that we that we Institute this I have a question so this isn't going to be a policy this isn't going to be treated to save as a policy what would this be considered it's a procedure procedure it's a procedure it's a disciplinary procedure and it and it isn't it is it does comply with the policy it just allows us to put in that other step and um uh you know to give them an opportunity so it's a it's an administrative procedure thank you do I have a question um what if um they withdraw the student um trying to in lieu of discipline you know so they can get them
106into another location and will we enter anything will we follow through with like since they didn't follow this that we put them into the 10 days with the long term and that way they can't return for 180 days like it will be still sure follow our policy with those types of things well I failed to mention that in our group meeting we also had Chuck newsel who's the hearing officer and uh and who is an attorney so we you know we liked his uh his ideas so actually his suggestion uh is part of this which is we do the suspension we do the 10-day suspension and then give the option to the parents to the family to say we'd like to try the diversion what happens at that point is that if the parent decides
107to withdraw the student during that 10-day suspension rather than anything else that stays on that student's record so it hasn't gone to hearing at that point what the record is the student is suspended pending a hearing and that stays in the discipline file so lots of times when parents then take those students to other schools particularly within the State of Arizona to enroll them most most School sites especially for junior highs and high schools are smart enough to say you know oh were there any problems or to call the school and say you know was is there something we need to know about this student and then they decide how they're going to do it since it hasn't gone to hearing yet there's not a long-term suspension or an expulsion that's happened but at least
108they know that there's a there is a disciplinary situation so the child would actually be suspended for 10 days that's the initial action yes and if the parent does not notify the school in two days to request the conversion to request the diversion have that conversation then that 10 days and it goes to hearing okay the same for the same things that we're doing now but what we're doing is offering this other option and and we're hopeful and we think based on conversations with students who are who've been at the Life Academy and whatever we think that there are folk and by by the way Kate was involved in this too because we wanted to make sure we were operating you know that we had anything in place that would help us with our special
109ed kids so um but you know it it gives it gives us that chance but we know from some of the kids who are in Life Academy that they Pro their families probably would have taken this option if they'd had it Kate can you add to that yeah oh I'm sorry um it says will be um placed at Life Academy that needs to be said can be can't have the option of Life Academy should there be room yes right now I'm full and so we don't want to get stuck with like say oh no they have to go there and then I'll tell them um good point but yeah that there I have right now 30 students enrolled at Life Academy I have two slots left that are being held for special education students if
110they need that placement between now and may um and of those 30 students probably 15 of them 20 of them could have represented first um and I probably would have never seen them again data point to talk about that if you're like that I have like somebody put it in a tried to put it in their pocket and took off running and they got busted with it or you know things like that it wasn't something that they brought but they were still in possession with it so with our current policy we had to follow up with the current policy and stuff said so this would give a little bit of leeway for those kids to be able to get some education about what these drugs and chemicals and things do to you hold them accountable
111still and they give them that second chance so that they have the ability to show okay like that's behind me now and I can still come here and be successful Dr Street you said that the parents have to request within two days for this program are we making parents wear oh yes absolutely so that they know to ask for it yeah yeah if if it's approved then you know when the situation happens and besides we would put it out to everybody that you know we this is not a secret we would put this out of this is our new procedure for dealing with these issues and you notice it isn't it doesn't just address marijuana and vape pens it also includes alcohol so we have those all under the same set of procedures so we
112don't have kind of I hesitate to say a double standard but a double set of procedures that are not necessarily you know for something that's similar it's illegally legal that's illegal it's illegal substance relationships with the Community Resources um not my kid is one of them um probation um the court system like there's a lot of community collaboration with a program like this and um and in this case this is a huge this is a huge example of how that can work and be a really positive situation for the schools for our kids particularly for our kids but also for families you know one of the things that uh that you probably heard the three of you yesterday at bolts and you've said this you heard that those those schools have some of the you
113know those districts have some of the same issues we have and uh and Tammy said that earlier you know and um and we know that's the case but it's really nice to know that we can pull together the Community Resources to help families and and and make this a better a better opportunity for kids now I will also point out that um uh on the third offense you know no I mean you've had three three strikes okay the other thing is that this does not apply to any student who has enough of the illegal product to be selling it or Distributing it and and not just selling but handing it out and we've had a couple of those situations this year so we're not talking about diversion for that kind of a situation we're talking
114about students who bring or you know oh I didn't know that that's what he stuck in my pocket well okay you know maybe maybe not but at least it gives us some of those options so it strikes me that this is a very positive opportunity for a lot of our kids well I'm I mean I I served on the drug diversion court with Judge Williams years back when I was at River Valley and I'm so glad you brought him in in this because he is about the diversion side and and he's worked with these kids for many many years now from all levels in all walks of life and to get that input and then have the team that you mentioned put together that was to come up with this this is I definitely like
115this especially at the K8 I think it's very important that these kids learn from their mistakes rather than being booted out from the system it's the same thing like we're here to educate them not just discipline them you know the carrot versus the hammer so and I know Chuck always talks about Damocles sword and hanging over them and that's exactly what this is yes you will follow through on those nine nine weeks you know you will be there and if you're not here's your step hearings that have come through I maybe have like five or six that have not come to Life Academy and that's because parents withdrew them and decided to do homeschooling um and only one expulsion to explosions maybe um so other than that like we've we've worked really hard at trying
116to keep them in school but it's kind of with the society and the culture we have right now it's very overwhelming and we still have four months left of school and I have to stay on hold right so having something like this would help he wants to see them educated in and being productive members of our community and not just being kicked out to the curb and this gives them that option and and that's to learn and try again that's the idea any other comments or questions need a motion to approve okay um I'll make a motion to approve the alternate disciplinary plan for students who use illegal substances schools with the with the amendment to it that they are not forced to Life Academy only available if opportunities are there under that second offense
117well second that motion Charlene Diaz all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Amanda Ayman aye Fred Rushton hi Barbara zarzicki on behalf of the two schools thank you and we do intend to put this place we do intend to put this in place at the beginning of third quarter I mean fourth quarter from the beginning of fourth quarter because it gives us an opportunity to get the word out to parents and kids and and whatever so excellent done every month item 5.2 board policy regulation j f a b d a dash R admission of students in foster care um this is just the regular this is the regulations yes I need a motion to adapt I'll make a motion that we adopt regulation j f a b d a dash R
118admission of students in foster care Charlene Diaz hi Barbara zarzicki second all those in favor I'm Melinda sobroski aye Charlene Diaz I am and amen I Fred Rushton hi Barbara zarziki and Madam president I would remind for the for the information of the public that a regulation the policy is policy or regulation is usually the procedures that we set up to uh to operate you know to to make that policy work usually with a regulation though don't we have a form that needs to be filled exhibits are usually the forms and so you're going to see a couple of exhibits here tonight too all right we're looking for we're just really looking forward to that 5.3 other Professional Services payments to City of Bullhead City I got a feeling we need some conversation on this
119one we do um uh our SRO at Fox Creek is funded through the safety Grant State safety Grant and that's written every three years every three years so we're in year three and what the state does when so when Jen writes the grant initially she gets documentation from the city of what the salary for that person uh is right then okay so she's writing the getting ready to write the grant right now relative to this person's uh whoever it is whoever it happens to be their salary right now for 10 months of the of the year because that's the service we get um okay so she writes the Grant and they approve it and they put that dollar amount in there and it's the same dollar amount for all three years um okay so we're
120in year three of the current Grant and I hope needless to say the SRO has gotten some raises and uh deservedly so and uh so This Is Us using from our m o budget uh part of our uh budgeting process for other Professional Services so we always build in money for other Professional Services when we need experts to help us with things and that's all this is is it but it's an amount of money that I felt that I needed to bring to the board you know this is a significant Professional Service usually I try to bring those to the board if they're over ten thousand dollars so this is to help pay the rest of this year's salary for our current SRO now now Dr Stewart does that include basically the salary increases for
121the last three years or is this just this year this is just this year so and it's not just salary it's salary and benefits so right we don't want anyone buddy to go out there and think necessarily that our SRO is making whatever because we all know that benefits usually run whatever insurance is and another 22 percent so you know this thirty thousand dollars is not all salary it's partly benefits in fact I'm I suspect that this is probably covering the benefits alone for this year or so good question so my question is is when we write when you write this grant you know and they give you the estimate of what it is I mean do we have to submit the written estimate is there a way to ask them when they do this
122estimate to estimate the three years and the increases so that the estimate would be more accurate for the next three years knowing that okay [Music] that's tough to swallow we're going to give you a grant to cover this but we're really not going to cover all this yeah like thank you but anything else and just so you know the same is true you know the we have uh four counselors who are paid out of the the safety Grant and uh the same thing is true for them so you know when Jen wrote it we we gave our best in that case we had to give our best guess for salary and benefits because we had not had counselors and uh and so uh for each of those you know for last year and this year
123we've supplemented you know this year because next year would be year three yeah oh this is year three okay so last year and this year we supplemented out of mno uh you know to to allow them to have races like the rest of our people have had and those kinds of things um uh so it was closer the amount of money for salary and benefits for the counselors of course was closer to accurate because we can estimate that we can estimate more realistically time yeah or estimate so uh so we you know and those amounts that I'm doing out of mno are are you know pretty low and and they're actually coming out of the salary lines not coming out of other other Professional Services so okay further comments or questions I need a motion
124to approve I make emotion I buy brazarziki make a motion we approve the reimbursement to the city Bullhead City for our SRO and the amount of thirty thousand seven hundred thirty dollars and seventy seven cents hi Fred Rushton second all those in favor I'm Melinda sobrowski aye Charlene Diaz I am and amen I Fred Rushton hi Barbara zarzicki item 5.4 board policy exhibit ijl-e-a Library materials selection and adoption revision Madam president if I may this one is the only change is to add the a to the uh the number at the top because we've had this exhibit before but because I'm recommending a second exhibit we needed to just add the a to that because the second one will be i j l Dash EB so this is a policy that's currently this is this
125is a current exhibit that we yes that we do they added just with the a added nothing nothing else is different any questions I need a motion to approve I'll make a motion that we approve um board policy exhibit i j l Dash e a library materials selection and adoption revision all those in favor oops I'll second Amanda I got you hmm all this in favor I'm Melinda sabrowski hi Charlene Diaz hi I'm Anna Eamon aye Fred Rushton hi Barbara zarziki okay 5.5 board policy exhibit ijl-e-b Library material selection and adoption request for consideration Madam president and board members this is simply an exhibit this gives parents and community members an opportunity a form to fill out if they would like the district to take a look at any Library materials that they have issues
126with and so you know it's it's just a process for them and this way we have a consistent process for for folks to request reconsideration of approval of those items so for instance we have we purchased uh over 200 new books for the library at Diamondback I think she did that with a grant maybe I'm not sure but she purchased 200 new books and um and they came after January 1st so the law that went into place uh at the beginning of the year that tooken took effect January 1st is that we needed to to post the list of of those books and the title uh titles in the authors on our website for parents to be able to look at so if if any parent had any objection to any of those books we
127wanted them to have a method for uh for requesting reconsideration of those being in the library and this is a it's essentially this it's essentially the same uh document as we have for learning materials it just refers to the library materials okay Cassie go up to the top I had one thing up at the top too okay the requested initiated like requested initiated by would it be request initiated by well third request yeah good catch in the top oh it is missing the beak it's missing the B yeah fire the superintendent well not over a missing bee and an ed or an ad good catch Castle fix it okay then I moved to accept ijl-e-b Library material selection and adoption request for consideration with suggested amendments I second it all those in favor I'm Melinda
128sabrowski I'm Charlene Diaz I'm in Eamon aye Fred Rushton hi Barbara zarzicki item 5.6 board policy exhibit this is an exhibit H or IJ Dash e instructional resources and materials parental objection to learning materials and activities this is essentially the same only this is the document for parents to uh to you know to file an objection with materials that are used in direct instruction in the classroom gotcha I need a motion to approve I'll make a motion and we approve board policy exhibit ij-e instructional resources and materials parental objection to learning materials and activities hi prepperserzuki second all those in favor I'm Melinda sabrowski aye Charlene Diaz hi Amanda Eamon I Fred Rushton I have ever zarzicki item 5.7 job descriptions for general maintenance workers one and two Madam president last month I asked you
129for approval to uh or I reported I can't remember which way but uh that we did not need an electrician as part of our district level facilities that we really needed to general maintenance workers and uh and in the process of discussing that Mark Scott who is the the person who supervises these folks said we really need one with some pretty good skills and then we need one that maybe doesn't have quite as many skills but can be the assistant oops sorry can be the assistant for the electrician or for the plumbing the plumber or whatever and our experience this past week and a half with plumbing next door indicates that there are plenty of times when you know we can send the plumber who has the expertise but you've got things going on that
130you need four sets of hands or you need six sets of hands and um uh and so so um that's why we designated them this way and then that's why you have two job descriptions any questions comments I need a motion to approve I Barb reserves they can make a motion to approve the job description for general maintenance worker one hi Fred Rushton second Mrs arzicki did you mean worker one and two oh okay worker one and two yes okay wait wait you've only seen the ex example for worker one but yes for worker one and two okay can we have another second okay yeah yes because it's amended an unmended second yes okay chairman all this in favor I'm Melinda sabraski hi Charlene Diaz hi Amanda Aven I Fred rushner hi Barbara zarzicki item
1315.8 revised 2022 2023 BS or bcsd certified salary schedule base 38 5. we need the most information yeah Dr Stewart yeah Dr Stewart um uh this is a 500 raise on base and uh I had been holding it waiting for the decisions on AEL our folks did get their step raises this year but we certainly have the funding to increase the base to 38 38.5 and so when does that so that would go in effect at this meeting but that will do nothing for them oh it'll be right it'll be retroactive that's what I wanted to make sure between now and the end of the year they will get the additional 500 just wanted to make sure absolutely and as usual this is sustainable this is something we can make perfect it is I make
132a motion to approve the revised 22-23 bcsd certified salary schedule increase in that base to 38.5 I'll second that motion Charlene Diaz all those in favor I'm Melinda sobrasky aye Charlene Diaz aye Amanda Ayman aye Fred rushner aye Barbara zarzicki item 5.9 revised vcsd certified administrative salary schedule for 22 2022-23 750 increase to the base this is Dr Stewarts is the same situation it is exactly the same situation folks got their step and these steps are 750 and and that's primarily because the contracts are longer you can see the the length of the contracts there so um yes hi Barbara zarziki make a motion we accept the revised 2022-23 uh pay schedule for the Bullhead City District certified Administration salary schedule be increased the base by 750 dollars I Fred Rushton second all those in
