001[Music] so [Music] so [Music] so [Music] so [Music] so i called to order the workshop for bullhood city elementary school board on thursday february 10th 2022 at 5 30 p.m roll call corey burgess here amanda amen here charlene diaz here anna boyd here melinda sobreski here all present all right moving on to item 1.3 policies dfa through dica dr short mr president and board members this looks like a big bunch but some of them are pretty darn short so i figured we could get through them and i did not have any recommendations for your consideration for any changes but you might have some so revenues from investments dfa if any of these you guys have any questions on we'll just yeah just stop this as we move on next one dfb and this answers the
002question you had earlier corey revenues collected from rental or lease of school-owned real estate shall be deposited in the civic center fund and monies from sale of school-owned real estate shall be deposited as allowable under state statute so um yeah so what this means is for instance uh uh if we move forward with our housing our neighborhood employee neighborhood housing project the rental rental funds that we get from employees will go into the civic center fund and it is a separate freestanding fund totally separate from mno and so anything that goes into that gets used for the same kinds of things this is also the fund where we put funds uh for where we put money for instance renting our facilities um so for instance the rental to the legacy foundation goes into this and
003then this is the fund from which we would pay for any repairs or uh anything like that when groups rent our facilities for other things and and they pay us a rental fee and they pay us a fee for the custodial service it all goes into this fund and then we pay abm for that custodial service out of this fund so what goes into this fund can come out of this fund but that's about it okay pretty self-explanatory oops did anybody have questions about that one no okay sorry guys don't get too carried away here uh dff um income from boy that got kind of yeah that was wow that's got kind of weird didn't it okay income from school sales and services uh vocational activity income and advertising income we don't have either of
004those but we certainly have a policy in case we were going to do it i i suspect that the advertising income is the piece that was added in 2010 because i recall that about that time was when the legislature said we could actually sell advertising space on our buses okay we've never done that but we could do it so let's do it okay uh banking services in fact this is i think an item on our agenda to that we do formally each year but it's a designation of what banks we use for our various accounts okay and this is authorizing signatures excuse me so i'm one of the signa signators on all of our accounts and then the second signature depending on the account it might be tracy clark for student activity it might be
005[Music] jenny beck for some things it depends on the account and it might be is kristin on there no jenny or yeah so jenny or um tracy or me okay prior to last year we only had credit cards for gasoline or fuel it became very apparent maybe it was a year before but certainly last year became very apparent that a whole lot of a whole lot more businesses and vendors will not take purchase orders and so we needed to have we needed to have credit cards for payment of some of our things so with the board's approval at that time we did away with the fuel credit cards and so we have a general visa credit card account with um jpmorgan chase and so when people travel they come and check out a card that
006they use for fuel or they use for whatever we've authorized them to use it for but we also use them for other purchases as well for companies that will not take purchase orders and these are just the regulations how we handle it we did work very closely with the auditors and with the performance audit auditors two years ago and to really clearly delineate the processes for who handles that and kim is the one who keeps the credit cards we have a safe that we have them in she has a very clear system for checking them out for relating each time they're checked out to a a specific purchase order number and and then checking them back in and and requiring that receipts be brought brought back so the completed purchase order then has the receipt
007and has all the documentation okay uh i have to tell you that i don't know that we've been using this document i think it's new to us oh have you i give it to everyone see she's ahead of us ahead of me at least so good so uh people are signing that they will be responsible excellent thank you i didn't know that piece this one has to do with bonding any of our employees who handle cash and uh so that if there is a loss that we have that covered okay the accounting and reporting we do use the usfr uh which is an arizona accounting system financial records count accounting system and it's coordinated by the state department of ed and the auditor general's office we wear out those little books let me tell you
008because we're looking at them all the time for coding and for making sure that we have things in the right places and we're still learning and we still make some mistakes on new accounts because we kind of have to figure out which one but we correct them as soon as we know the changes so this one's similar it's just describing the um the accounting system that we will use it is prescribed in arizona there's there's not a choice districts cannot pick some other accounting system they must use the one that's that's prepared by the auditor general's office these are a couple of the funds that we have the general purposes revolving fund this is a small a small account maximum of five thousand dollars in that account but it's the equivalent of cash so that
009uh for instance uh we run out of postage or we need special postage for for say we have a ups package we need to send um you know we can write checks to to purchase those kinds of things but it's a a very limited use account it's just kind of like pocket change the auxiliary account is is the main account uh that we use if we had book stores and it's the account we also use for athletic activities this is simply uh holding us accountable to presenting to you the annual financial report uh that is completed usually by the end of september uh for the previous year and um so we've been doing that we present it to you at the october meeting for approval and it gets submitted to the state and it's essentially
010the closure of the previous fiscal year's business and once again it's just direction on the fact that we submit our budget to the state using the forms that are provided for us by the auditor general's office it also gives some direction about how these are visible or available to the public and and i have to say when i was reading through this the other day i'm going to double check that we are in fact doing all of doing all of those things that we're supposed to do i do know that things are available for folks to look at and we may not actually have the budget on our website but we have a link to the budget that's at the ade because that always gets our folks to the most current version as you know
011we've already done two revisions this year and uh so anytime we submit a revision to the board then we take that i mean to the state then we take that link and post it on the on the web page so that folks can see what our budget is okay that's the so i'm guessing that all none of those will appear on the next agenda for any revisions okay okay the other section here is just to give you an opportunity if you had questions or some discussion about the regulations and the changes to regulations and exhibits relevant to the open enrollment policy that you all approve the changes in october and so i just went through and made sure that the documents we use for procedural purposes are in line with the new with the new
012policy and regulations and exhibits don't technically have to be approved by the board i like the fact that our district has historically brought these to the board first of all because it gives you lots of input into how we are making sure that this policy is followed but the other thing is that it really gives me support in terms of carrying out the procedures that that we're doing so rfb ra simply was correcting some of the things that we learned already this year such as the word elementary is not in our title and and then i've recommended on that one a change the student would transition to his or her attendance area school at the end of the current school week if we are revoking open enrollment you're all educators and and so i know
013you understand that if if we have some reason to re uh to revoke an open enrollment the second week of the quarter the last thing we need is for that student to be hanging around for another seven or eight weeks without you know knowing that they're going to be uh leaving anyway and so um our practice has been pretty much at the end of the next school week we needed to make it match yes i didn't give you the corrected one it still has elementary and i'm so sorry you were on a roll though i didn't want to say anything no no no no no kim gotcha uh is it not is it not no you know what i changed it in the agenda but i didn't change it in the workshop it should be
014correct in the agenda okay so i'll tell you the rest of these um would you please jfbra no up yes there we go okay thank you kim um okay so you can see the things that are struck out in red and the changes and and then the addition down at the bottom any questions or comments about those okay let's hope we got jfb rb correct no i didn't change it up there either i'm sorry okay uh the recommendation the recommended changes here are uh in accordance with the changes in the policy there needed to be some very specific kinds of procedures and i believed that that paragraph was kind of vague and kind of vague so i i thought it would make more sense for people to see the specific you know here's what we
015do here's what we do here's what we do um in the first paragraph uh we're changing we're recommending the change to an equitable selection process which conforms with the requirements of the policy rather than a random selection the issue with the random selection if if we actually were using it is when we get all of the applications we sort them first of all to find the open enrollment requests for children of employees we don't want them and we don't want those students in the random selection because it is allowed by policy for us to have those students and and in practice in in the past we have uh we have also then dated as we receive the applications we date and time stamp them so that it's it's pretty much first come you know they
016get considered first if they get their paperwork in first um and and that kind of thing and then the list reflects the changes in the policy uh whereby um we're we're doing those we're doing that process in order so that uh the the description before was a little vague and made it sound like you're doing this random selection and you might first be you might first be drawing a student for a first grade open enrollment at one school and then the next one you would draw would be an open enrollment for first grade in another school and it was kind of confusing it made it so it could have been done that way and we need to be real clear with folks on on how we're doing it and they need to know before we
017do it how we do it um uh and and this will make it very clear to folks and we will publish it that way so that folks know exactly how we're doing this i won't read all of those i want to insult you by reading all of those i will be coming to you next month with a recommendation for capacity class capacity the deadline for open enrollment application is march 1st and we will start this process after that even though we won't know for sure what our numbers are but i want to establish that class capacity before we make any of these decisions so that there's no thought on anybody's part that we're adjusting those capacities because of the number of open enrollment requests we've had or because of who might have made open enrollment
018requests we don't want there to be any question that we're playing any games with this we don't concerns or questions okay okay okay this is the um an updated version of the exhibit the actual enrollment application and other than the way it looks on the page about the only change or the only change is adding the item that says asks if the student has an iep by policy and by law we cannot deny open enrollment to any student just because they have an iep however we do have class capacity limits in our special ed programs and so if someone is asking to have a student open enrolled to one of our sites and that classroom the capacity is already filled in that site then we can deny that that open enrollment request it's it's not
019because the student has an iep it's because the program is already full the other reason is and this has happened before particularly where we've had parents from outside of the district request open enrollment for a special ed student and they might say well you know i'm asking for enrollment for my student to go to diamondback school and yes my student has an iep in which case we can say okay ex you know tell us a little bit about the iep because if that student happens to be a student who is supposed to be in a self-contained iep classroom desert valley is the only school that has that program for lower elementary students so we would not want to grant open enrollment to diamondback when diamondback does not have the program to support that student and
020so we would just advise the parent you know we do have a site and then advise them if we have capacity and if and if they're willing to do that then you know we would grant it so it's it's just to help us make good decisions uh to help parents and their children and then this time this year for the first time we actually have it translated into spanish and thank you thanks to sheree norton who is our homeless coordinator she translated it for us and it will be available in translation on the website as well as the english version awesome okay kim go to the one that's in the agenda please okay the second uh the change in this one is the open enrollment revocation letter that we had before tried to handle both
021attendance issues for revocation and infractions behavioral adherence to school or district rules in the same uh the same document and i think that was i thought that was cumbersome so i'm proposing that we that we edit this one to just refer to attendance reasons and then i presented c jfbc jfb dash ec as the one that deals just with in you know enforcement of infractions and then in this one then um you would have to strike behavior right where it says a letter was sent to you on a date to notify the potential consequences if behavior absolutism yes thank you for catching that okay thanks good catch and i need to change on the other one take off absenteeism thank you good catch so the good news is that we don't very often revoke open
022enrollment doesn't happen very often good all right you're going to want to strike the absolute right yeah i did i did all my paperwork i saw whoops i better do it on both of them so yeah i did thanks shirley those are all the workshop items thank you all right any questions okay with that moment with that being said we need a motion to adjourn our workshop i'll i'll make the motion that we adjourn the workshop i'll second that motion anna boyd all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd i'm melinda sobreski so moved we are adjourned we have about five six minutes before we get ready for our next meeting [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music]
023so [Music] [Applause] [Music] so [Music] [Laughter] so [Music] [Applause] [Music] [Applause] [Music] do [Music] i called to order the regular meeting of bullhead city elementary school board on thursday february 10th 2022 at 6 00 p.m roll call corey burgess here amanda amen here charlene d is here anna boyd here paul present all right if you join me for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all citizens president if you please sign in in the back and call to the public this is the time the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and manner
024restrictions the governing board may establish comments will be limited to three minutes per individual unless specifically waived by the governing board at the conclusion of the call the public individual members of the governing board may respond to criticism made by those who have addressed the board may ask the staff to review a matter or may ask that a matter be placed on future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda we have two calls to the public today first ava smith like intimidating i don't know if that works or if i need it i have a pretty loud voice all right good evening board members and superintendent stewart thank you for the opportunity to speak with you tonight my name is
025ava smith and i am coming to you tonight as a parent of two children in the elementary district a community member and a local educator i understand that you are unable to answer any of my questions issues and concerns as those are the rules of call to public but i'm here to ask and state these as discussions and decisions are taking place and this uh decisions are currently being made now and in the near future regarding the housing project i would like for these questions issues and concerns to be considered as part of the conversations regarding this project as various community members have voiced the same and or similar issues concerns and questions i do also want to add that tonight parent-teacher conferences are being held at the elementary school sites which makes it difficult
026for any teachers and staff to attend the board meeting this evening i know staff and educators of the district who would like to attend board meetings but it is difficult to do that when they are scheduled on nights where they are otherwise obligated to their responsibilities and duties at their home sites there was an article in the newspaper on january 16th of this year that caught my eye i've heard about the housing project idea but specifically this article raised a lot of questions issues and concerns i want to state that i am questioning the long-term value of this proposed project schools and districts nationwide are dealing with an unprecedented amount of staff shortages is this housing project targeted at retaining the valuable dedicated loyal employees you currently have in the district or focused on bringing
027in new teachers in my opinion the loss of teachers in the district last year did not only represent retiring teachers or ones who relocated i believe conversations need to take place that discuss how to retain the educators who are already here as we may be facing a larger amount of teachers leaving after this year i did see from the agenda tonight that tonight that the land is already in process of being purchased in the area of cali de mercado my question to you regarding the already in process purchase of this land is why is it in that process before you know if the community is going to vote for this housing project the article on january 16th titled on the front page bcsd authorizes call for mail-in election with the first part of the article
028stating board authorized a call for a mail-in election may 17th asking district voters for permission may i go on please thank you to move ahead with its district housing project i am confused as to what happens if the vote comes back with no what will you do with the land that is currently being purchased which is actually on the agenda tonight to be discussed and perhaps decided upon this article also stated that the mail-in ballot is costing twelve thousand dollars it stated the district would pay that out of its current budget yes we are looking at an expense of twelve thousand dollars a drop in the bucket compared to the project's potential long-term benefits this brings me to my next concern the state of arizona is looking at a potential loss of funding stated in
029today's newspaper article bcsd could lose 2.642 million dollars in state funding if the cap is not raised according to arizona department of education figures due to this possible loss of funding i am seriously concerned with spending any money on doing a mail-in ballot that at one point in the near future if that cap is not raised would not be considered a drop in the bucket i believe the way the housing project discussion should have been started what's with the community's vote on the project first to see if it would be supported i don't understand or see the point now to do a vote if there is a real possibility of the results being a no and then the district owns land and there's not a plan to do anything with it if the housing vote
030does fail this needs to be considered i understand the fact that as it was said in the article it's really hard to say no to an opportunity to better the educational environment in our community at zero monthly cost to the taxpayer but i think that there is more to it than that housing is an issue for every family right now not just educators and perhaps there is some truth to the fact that some teachers are leaving because of housing but as prices go up and cost of living increases we need to be searching for ways to give educators reasonable means in order to live their salaries and earnings cannot stay the same while everything else rises it is cause and effect across various industries companies have raised what they are paying their employees as it
031is a nationwide issue with the increase in cost of living but it seems that teacher and staff salaries are not at the core of discussions to address this problem locally and i am not clear on how providing housing is the solution to this with that said there are multiple concerns and questions who is managing the project what are going to be the cost of managing the property and its upkeep and maintenance this is something that was and has been a mainstay concern for the crushed field house if this is to make an economical and financial impact on teachers what is the rent going to be that the teachers and staff will be charged for living there rent in our area right now for a two to three bedroom house ranges anywhere between twelve hundred and
032two thousand dollars per month apartments are expensive as well in order for this to be helpful to educators it has to be considered what the rent will be it would have to be affordable for it to truly impact enough educators livelihoods and incomes are these apartments and or houses a one two or three bedroom who is going to build the rental lease and agreements and is the district going into real estate how are the employee tenants and their families being chosen for this housing will they have to qualify are you looking at both the salaried employees and classified employees is the targeted audience for this project new teachers to the district ones who are moving here from out of state and has it been considered there are educators in the district who may need housing
033i have also heard that this plan is to be temporary until the tenants the presumed employees of the district find more affordable permanent housing i cannot imagine teachers being moved into this housing with the stress of knowing that they only have the ability to live there with their families for a certain period of time is it a three-month six-month or 12-month lease moving in the middle of a school year is one of the largest stresses and if this is only a temporary situation that stress would be placed upon these employees and their families what happens if their lease expires and they still have not been able to find a permanent living situation what happens if employees of the district are living in the housing project and then they are either fired or they decide to
034resign are they allowed to stay in the provided housing until their lease is up this could lead to putting people out on the streets if their contracts are tied to their rental leases how many housing units is this project providing how many employees will this housing project impact help and effect there are six schools in this district with a certain number of employees at each i also want to bring to your attention the fact that there are teachers who have been in your district for a number of years already in permanent living situations who may not need help finding affordable housing i ask you this for those employees who do not need to take advantage of this housing project opportunity shouldn't they be financially compensated in some way perhaps the idea of a monthly housing
035allowance or yearly housing stipend so they too feel a financial impact in their households and incomes this housing project may be viewed as only a financial incentive for new teachers or ones who are in need of this opportunity but then not provide a financial incentive compensation or stipend to those who don't need this opportunity but have dedicated themselves to the district and are valuable members of the district who should be given that same kind of financial consideration i would like to know what other items these esser funds could go towards i ask this because there are many site renovations restorations improvements and additions that could be done at each of the six campuses to improve the sites which would then improve the educational environment for the staff and students i know recently just this week
036at desert valley they are experiencing major sewer issues that have had the classes closed for three out of the four days this week i've heard about air conditioning issues at sites and in classrooms and i would love to see additional bathrooms on playgrounds having been part of the education realm now going on 13 years i know how precious school funds can be when we get them i want to make sure that the board is making the absolute best decision possible for all those involved and that everyone's opinion about this is heard and considered has the board sent out a google form survey to those in the district to gain personal staff insight as to whether or not this housing project is necessary or would make a difference in teachers choosing to stay or leave if
037out of the six schools that survey would come back with a large majority saying they would not be taking advantage of this opportunity then perhaps it should go into reconsideration i think improving the campus sites would make the students learning environments and the teachers teaching environments more effective helpful and enjoyable one minute please i'm so sorry one minute left one minute left okay i'm almost done in the construction of this housing project when sr funds speak to construction are they speaking to a housing project outside of school grounds and campus sites i did look up esser funds and the um the united states department of education and it spoke to construction investments that adhered to the academic social emotional and mental health needs of the students and perhaps new construction when it's it would be
038too expensive to fix the buildings that we already have so to close up i would just like the community to be part of this conversation before the mail-in ballots are sent out i would also be interested in finding out the percentage of current employees who would take advantage of this and to see if it would be intended as neces you know intended or is necessary and i thank you for your time tonight thank you mr president i would like to have an item maybe uh forming a town town meeting or something on on the housing project could we have that put on the next workshop sure when we get to future board topics if you remind me we'll place it on that time right okay our next uh call the public linda sabrowski sometimes it's
039really hard to wear two hats but i'm i'm talking to you now as uh the chairperson i don't know what you want to call me i'm of the leadership group from women's council we have a group of 12 people who were chosen from various companies here in town who have have joined to learn leadership skills yesterday we had uh had our had our meeting here if you guys aren't are probably aware of it but we we were discussing media and public relations and all that stuff and it would the the papers i got back the reviews were so overwhelmingly i really like this i did this this is great i'm going to i learned some things and they actually on the back page listed how they were going to be better leaders because of what
040they heard so i want to thank this the school district for as part of colorado river women's council and lance for his for for his time and for you for allowing his time to do this for these people it was truly magnificent yesterday thank you very much thank you awesome thank you item 2.6 adoption of the agenda we have a motion to adopt the agenda as submitted i move we adopt the agenda as presented amanda amen all in favor aye corey burgess i'm anna amen hi charlene diaz hi anna boyd i'm melinda sabrasky so moved item 2.7 donations we'd like to thank the public and all those who donate to our schools it is very well needed and much appreciated diamondback received a check for 200 for the music department uh a check for 685.97
041for my touch desert valley uh music for the music program at an estimated value of 150 from chris and sonia roy fox creek received lunch for staff at an estimated value of 200 from national life group dj for school dance an estimated value of 75 dollars from james bischoff uh 20 bags of organic soil an estimated value of 320 and seven tomato cages at an estimated value of 23 from tri-state ace bullhead middle school 250 mojave high school concert tickets for students to attend an estimated value of five thousand dollars from julie hassett from the colorado river concerts we still receive many donations to our sites that are greatly appreciated and all that our community does to help us out thank you very much item 2.8 superintendent reports dr stewart mr president and board members
042excuse me you have our reports the updates i would share with you are that i attended the bolts training in flagstaff on friday it's the first time i've been to the bolts which is the oh i can't even tell you what the acronym stands for but it has to do with leadership for board members and it was particularly informative because they did three they're doing three this year one in flagstaff one in phoenix and one in tucson and so the participants in the one in flagstaff were board members and superintendents from northern arizona so many rural districts and with many of the same kinds of issues that we have so it was informative and um and also learned some tips for some things that we could do a little differently in our process of meetings
043and that kind of thing sunday afternoon through actually early afternoon on tuesday i left early i attended the school safety security and trauma informed practices summit in phoenix this is a joint project by asa arizona school administrators association and a business coalition in the phoenix area and the maricopa county sheriff's office part of the emphasis is on how we can prevent school violence the major emphasis is on how to prevent school violence but tying together historical violent school actions and what's been learned from those with how to prevent those actions both with training for personnel so for instance our district has done stop the bleed training for all of our employees we've dr we've done um the equivalent of alice training active shooter training for all of our employees but then tying that into how
044can we prevent those events from happening and so some heavy emphasis on mental health issues with our kids uh early warning signs for students and then aftercare so so it was pulling together all of those pieces and coalitions uh it was uh heavily it was it was heavily attended not just by arizonans it was actually a national program there were presenters from all over the country uh from the fbi the social ser the secret service and and then noted mental health professionals so it was very worth it was very worthwhile um today just today i attended an asa-sponsored meeting of i think there were about 60 arizona superintendents involved and it was a discussion of okay what are our options as school districts if the aggregate spending limit is not suspended for this year and
045so it was very helpful to to hear other folks ideas and other school districts ideas on how we can address that issue if we have to and then i had lunch today this first time in two and a half years that the superintendents for the four districts that come together as colorado union high school district it's the first time we've been able to have a lunch together and have a working lunch and that was very very helpful as well you know of course we had pleasant pleasant conversation but we also talked also about the aggregate spending limit situation we talked about budgets other otherwise and we talked about salaries and those kinds of things so lots of collaborative stuff going on and it's very refreshing to have that awesome i'll answer any questions you might
046have any questions at this time all right moving forward item 2.9 board member updates do we have any updates to be shared with the board so i do um i just wanted to say that um for those that don't know with mojave going in the lockdown the soft lockdown that they had i got a lot of positive feedback from our staff who has students that they felt like and even just reading it and talking in the public that the district bullhead city school district did a great job of sending out the information auto dialers the text messages the emails posting it out on social media it was well received it was quick response the bullet city pd did a great job of getting them on campus i'll tell you that it's it's so nice to
047hear the uh positive responses coming from teachers towards administration about reactions and communication because oftentimes we hear like oh lack of communication and it was nice and refreshing to hear a lot of positive response on that communication coming from the top down and on to the sites so that was that was great um also i want to give a shout out to abm and their work with with desert valley just knowing what they've had to do and the time they've spent there and their reaction time um i feel like sometimes they don't get enough pats on the back for what they do when they react to things like that for us um it's not anything that was maintenance like you could have foreseen this to happen so um to do what they did was great
048for us and then also transportation buses all passed in inspection with dps so that was great yes that's awesome anything else all right moving on item three consent agenda do we have a motion to approve the consent agenda as submitted i'll move that we approve the consent agenda as presented all second melinda sabrasky all in favor aye corey burgess hi amanda amen i'm charlene diaz hi anna boyd i'm melinda sabroski so moved item 4.1 policy g-b-e-b-a staff dress code do we see any changes in here that need to be made this is a second reading none so at this time i'd like to move that we approve uh policy g b e b a you have a second i'll second that motion attaboy all in favor aye corey burgess hi amanda amen hi charlene diaz
049hi anna boyd i'm melinda sabrasky so moved item 4.2 the proposed calendar dr stewart mr president and board members following last month's meeting i met with mr silk and mrs brown at the high school to to negotiate if you will or uh talk about uh this calendar and uh their calendar uh interestingly enough some of the uh comments that you all had made and then some conversations on our side from our leadership team had already been discussed by the high school leadership team and and and matched so it was a fairly brief meeting the changes from what i submitted to you for consideration last month are that we moved the spring break to match what the high school had proposed on their calendar and and then i moved to the first day of school back
050to the first partly because we still had to make that 150-day count that matched this year and then we coordinated the parent-teacher conferences the high school is doing uh two half days of school and two half days of conferencing our leaders uh suggested that we try doing just one long day each time and so there's so the overlap allows teachers of high school students high school teachers of elementary school students to come when they're not committed and vice versa so those are the those are the key changes it still has our ending date a week or so later than than the high school that has to do with the different requirements for days and hours on the on the two sides there was discussion we all discussed as had been suggested the idea of starting
051winter break three days later and carrying spring break i mean i'm sorry carrying winter break over through the fifth of january the issue with that is that it would have completely upset the balance of the two semesters on the high school side and so it may be an item for discussion on the calendar for the following school year but it it it made disproportionate semester lengths for the high school is that because they start a week earlier than us then they didn't make the adjustments yet so once we get to that adjustment if that were to rise then it would be equal yeah yeah we would get we would be closer and um and and next year it's going to be for the following school year we'd have to look at that anyway because the
052two winter holidays move to the middle of a week uh to the middle of the week and so you know it gets a it gets a little wonky at that point anyway so um uh this is um it was actually as i say a very brief and collaborative meeting and i recommend that you approve our calendar any other questions on the calendar okay i'd like to make could i i'm sorry i'm sorry mr burgess um one of the things that was of concern to some folks was tiny t-birds being open when our elementary teachers need it open when the calendars don't match mr silk promised that tiny t-birds would be open any time our district needs that facility open and you know in the spirit of collaboration between the two districts we have a good
053relationship relative to those things and and that took some anxiety away for our folks i would like to make a motion that we approve this calendar pending the approval of the proposed calendar by this high school district because their meeting is next week and in case anything changes we're not talking about it so that is my my motion i'll second that motion amanda amen all in favor aye corey burgess aye amanda ayman aye charlene diaz hi anna boyd i'm melinda sabrasky so moved item 4.3 completion of the property purchase dr stewart uh mr burgess and uh board members um our original closing date for uh for this property purchase was uh february 15th in the hopes that the legislature would have taken some action on the aggregate spending limit and obviously that has not happened
054so today i signed the paperwork to extend that closing date to march 4th and so just wanted to to have the boards either approval to move forward with that or uh or to back out of that agreement uh either way and and if we are moving forward to allow me to go ahead and sign the paperwork and and make the payments we need uh as of march 4th as opposed to waiting until the next board meeting questions i have one comment um to add there is a possibility that legislation could postpone um we hope not but we never know in politics what's going to happen um i can't postpone well or they might not go so they they could go not in our way they have to make they have to decide they have to
055decide either if they don't do anything then then then that's a decision um yeah and and originally you all said it's pending on that but i think part of that and not the only reason that you made it contingent upon that was because we also thought we might have to use the so3 money that's designated for the housing project to backfill our budget if in fact the aggregate spending limit is not suspended i've been reminded in in the last week that the sr3 funds excuse me cannot be used in that way so we would we would have to find other ways to trim our m o and capital budget by 2.7 million dollars we cannot but um uh so i just you know in the in the spirit of having all the information on the
056table for you all um you know and we cannot use those funds so those funds would still be available for the housing project regardless of what happens with the aggregate spending limit yeah we also talked about at one point with the purchasing the land and if for some reason we decided to back off we'd still own the land it's still a nice piece of property in a nice area where the value would be good so if we did in the future want to sell it and we've all had that converse okay i just want to make sure okay the district especially when it's this amount of money the district can in fact sell without a vote of the public just as in this case we could purchase without a vote of the public because of
057the amount of money involved if it were over 250 thousand dollars we would have we would have had to go to the public so when the money cannot be used to offset than that sr-3 cannot be used to offset uh or backfill our 2.7 million do not raise the dollars then we need to sharpen our pencils yes yes and i will tell you that those two just gave raises and all kinds of stuff so yeah and it's fine i i mean the truth is those those two things i participated in today the the meeting with all of the other superintendents and then the meeting with our our local superintendents and i came back and and looked at the budget and um uh it would be tight but we could do it i would i have
058to be creative so by next month i would be bringing you that creativity and there would be lots of folks involved in that there i would probably be asking you for a workshop meeting before the next board meeting uh so and and uh and our other stakeholders that we have you know this is this is a serious kind of issue and so you know the stakeholders need to be involved in this just as they were involved in the development of the of how we wanted to spend the sr3 money uh back in june so um you know we this is not a one-person decision this is a this is a uh you know having lots of voices involved in this so just to clarify um to make sure that everybody understands that because i know
059that there are concerns that if we purchase this property and everything falls through it's a property that we can sell yes right and it's a good piece of property yes yes so it's something that we could easily sell so if if everybody's like no we don't want the house and no we don't want this and the community just completely shuts it down purchasing this property does not put us in a hole that we can't get out of not at all okay and in fact there uh another another individual has in expressed interest in purchase of the property so i was pleased that they were willing to extend that the owner was the seller was willing to extend the closing date when we know that there are other parties interested in the property so that tells
060me that yes it is a viable property for for sale any other questions all right then i would move that we authorize the superintendent to complete the purchase of the property if the aggregate spending limit resolution carry aggregate limit resolutions carry in the legislature wait a second i'll second that motion amanda ayman all in favor aye corey burgess i'm amanda amen hi charlene diaz hi anna boyd i'm melinda sobreski so moved uh item 5.1 regulation jfbra open enrollment do we have any additional questions on that item and i move we approve item regulation jfbra open enrollment i'll second that motion charlene all in favor aye corey burgess hi amanda amen i'm charlene diaz hi anna boyd i'm melinda sabrowski so moved item 5.2 regulation jfb rb open enrollment any questions on that then i move
061we approve item jfb rb open enrollment i'll second that motion charlene all in favor aye corey burgess aye amanda ayman aye charlene diaz hi anna boyd i'm melinda sobrowski so i moved item 5.3 exhibit jfbea open enrollment any additional questions and i move we approve i exhibit jfbea give a second i'll second that and avoid all in favor aye corey burgess i'm amanda amen hi charlene diaz hi i'm adam boyd i'm melinda sabrowski so i'm out item 5.4 exhibit jfb eb open enrollment any further questions we're going to withdraw the behavior on there correct okay correct this one no questions no weather okay uh then i move that we approve exhibit jfb eb with the changes requested do we have a second um melinda sabrasky's ii all in favor aye corey burgess i'm amanda aymond
062hi charlene diaz hi anna boyd i'm melinda so moved i exhibit jfbec open enrollment any additional questions just the one change the same uh then i uh move we approve exhibit jfbec with the changes requested we have a second second all in favor hi corey burgess hi amanda amen hi charlene diaz hi anna boyd hi melinda so moved item 5.6 colorado river educational technology consortium internet rfp dr stewart mr president and board members um if you recall not too long ago james mcnutt talked with us about applications for the e-rate funding based on your approval at that time he went out for proposals and for several projects that would be funded by e-rate those proposals were opened and evaluated yesterday and so there are some recommendations here i will tell you that it's out of
063my wheelhouse so i would ask james to be to come up and be available to uh explain or answer any questions but particularly to explain what each of these pieces entail some of them i will tell you some of them entail approval in maybe not in theory but in process but before any actual purchases would be made those specific purchases would come back to the board because they are large so um would you like james to talk about this a little bit first or do you want just to answer have uh answer your questions did anybody have any specific questions yeah i'm just amazed some a couple of those had two million dollar deposits or special construction costs mostly um and that's on the next item and i can speak to that a little bit
064when we get there if you'd like to to know why those costs were so high any specific questions um e-rate is one of those things that is offset our technology costs incredible um so it is quite impressive how much money we save off of this um can i just propose that we just have mr mcnutt just give us a quick synopsis of all of the items that way you don't have to stand here as we do each one and uh kind of just give us a quick rundown of what to expect and in in terms that even i can understand would be great i i will do my best thank you mr president board members dr stewart uh the first item is the shared internet connection between the high school district and the elementary district
065through the technology consortium we've had that with sudden link in the past sudden link has been an excellent partner with the district for many years however with the twn project fiber project that was i believe kind of hosted by mec there's now a little bit of competition in the fiber optic space in bullhead city and twn came back with some very good prices um at five gigabit and i let me back up a second we're currently at three gigabits uh per second for our shared internet connection we're bumping that up to five um the twn price came in at about fifty percent of what sudden links price did and then we also had options for upgrading to seven or 10 gigabits down the road so we always apply to e-rate for the maximum speed that
066we may need throughout the year in this case 10 gigabits or 10 gigabits and then we'll start out at five and then once that circuit is starting to get saturated then we have the option to bump that speed up as the the contract progresses this year all the contracts were asked to be one-year contracts as not to lock us in you know with twn being a new partner in the bullhead city area the last thing i wanted to do was lock us into a five-year contract and then find out that maybe the service isn't quite so great or even worse if there's construction delays then we're stuck without any internet connection so the recommendation from the evaluation committee was for all of the twn services so the internet connection and the links between the district
067office and our three schools that are not right here diamondback fox creek and sunrise is initially start out with both services keep the sudden link service as a month-to-month service and also enter into a 12-month contract with twn and as the services come online and we verified that they're operational and reliable then we can migrate over to that with the internet connection we have about 60 to 70 firewall rules that all have to be updated with new ip addresses our email relays have to be updated there's a lot of work that goes into bringing a new internet service online and to make those changes 100 percent reliably at midnight on june 30 would would probably not happen um kind of the same thing with the connections between the schools while that is a little less
068complex that would mean i'd have to have a person standing at fox creek a person standing at sunrise a person standing at diamondback and a person in the server room here kind of like at midnight ready to swap plugs around and hope everything works so by keeping both services for a time that gives us the ability to migrate over without creating a lot of downtime and a lot of interruption of service once we're on the new connection then we could give sudden link our disconnect notice or if we are utilizing both circuits at the same time and it makes sense financially and in the best interest of the district we could potentially keep both services the nice thing with that is if one goes down there's another one there to pick it up so our
069our outage rate with sudden link has been extremely low i think the last couple of years we've had maybe three hours of internet outage during the day total and the connection between the schools are are very reliable so that may not be necessary on the the wan connections the 2.5 million dollars in construction costs the the reason you'll see those is those companies bid dedicated fiber so they would the the company would literally have to come in and trench and install fiber between the district office and each of those schools which is what twm has been doing for the last year you drive around and you you see the big orange pipe sticking up out of the ground that's where twn is installing their fiber and these companies would basically have to get utility right-of-ways
070and do the exact same construction and it's not cheap so uh 2.5 million dollars is actually about half of what it was costing uh five years ago when we went out to bid for dark fiber and we got the prices back and went uh no we'll we'll stick with you know 900 a month instead of spending 5 million dollars both of those the the twn services if you approve that tonight we would have to enter into an agreement with twn because they still have to incur construction costs to bring the fiber into our buildings and make the connections so if you approve both the internet and the wan agreement items we would sign that contract with twn and that would commit us to the the 12 months of service provided that they can provide the
07112 months of service with diamondback fox creek and sunrise the anticipated go live date for those sites is june which is really close to july 2022 so if there were any construction delays or anything like that we'd want to keep that sudden link service intact and running so that we don't have an interruption of service the other three items um is what we consider priority two on e-rate so we have a set amount of funding we can spend in priority two or category two um one of the items that i asked for was a firewall i was not quite sure where the prices were going to come back on these the the one that i really wanted came back at about 450 000 of which the district would be responsible for close to 160 180
072000 and we knew right away that wasn't going to fly the budget just could not handle that so we stepped it down a little bit and after the evaluations and that we still came out to where the district would be kind of on the hook for close to a hundred and ten thousand dollars what you would be approving tonight is go ahead and seeking approval for e-rate funding you're not approving the purchase of that firewall if we can't move some of those dollars from not e-rate eligible to e-rate eligible i don't think we can afford it um a hundred and twenty thousand dollars for a device that plugs into a rack seems like a lot we do get quite a good benefit out of it but i just don't think that we have it in
073the budget so if we came back after e-rate gets done evaluating it and they say no no you gotta pay a hundred and twenty thousand dollars we would just say no thank you so you're not approving purchasing that tonight you're approving us asking for e-rate to fund their portion of it and the same holds true for the other two the y-bot managed internet broadband services the technical category it goes under it's a wireless monitoring program that would install one sensor in each building and it's kind of like a a wireless watchdog it records what's going on with our wireless all throughout the day it performs tests on a regular basis every couple of hours it does a speed test and monitors what's going on and gives us recommendations on what we can do to improve
074it they sent us a demo unit and i'm i'm one of the biggest skeptics out there i you know i feel that i'm better than any piece of technology we ran it for a couple of weeks at bullhead middle school and their engineers said hey you know if you did this and this you might see a little bit of performance we made some tweaks to our wireless and complaints about our wireless went away overnight so it did it did do us some really good benefits even just during the demo so this would expand that and allow us to put one sensor in each classroom and then finally was the network equipment that will hopefully finish our switch upgrade we lasted a network upgrade seven years ago the last three years we've been slowly implementing new
075switches throughout the the schools and i think that would finish it um and again on on those three or my bigger part the the wireless sensors and the network equipment those are completely e-rate eligible we would pay 85 or we would pay 15 of the total cost e-rate would pay the remaining balance and we would also bring that back to you once the e-rate is funds are approved and set aside then we would come back and say okay we're ready to move forward with these projects these are the amounts the pos will be so those three items you're not committing any funds to you're just authorizing us to go ahead and apply for the e-rate funds okay any questions so you were mentioning that we so we can cancel sudden link if we do stick
076with twn and it's working great and what not then there's an option for that is there going to be a cost for terminating that contract early since it's a yearly contract uh our contracts are and you are the my i'm sorry the contract for sudden link was a five-year contract that expires june 30. it's my understanding that if we do nothing it reverts to a month-to-month contract where we would still pay the same rate that we've been paying and our cancellation would be a 30-day notice and then it would it would terminate at the end of the next billing cycle so if we said on august 15th we don't need the sudden link uh internet connection anymore 30 days later the service would be canceled that would be the middle of september we would have
077to pay september's bill but that would be it and that would be my recommendations to do something along those lines to make sure that we get the new services up and running before we cancel those and amanda i would say conversations that happened today in the chamber of commerce government and business affairs committee meeting a discussion because mec presents updates every month um that that is kind of the standard pro process that local businesses are using where they're having the overlap time but as soon as as soon as the um the twm is functioning the way it should then they're ending there yeah and that's perfect i just want to make sure that we didn't lock ourselves into anything and and we now we have to pay a cancellation fee and and you know something
078like that yeah services yeah right and we would also ask for e-rate funding on that sudden link service while we're doing the transition so uh in the past um i've not done it here but the four years i spent in new mexico we had several client the k-12 clients that did the same thing and we basically apply for both services the the team that handles the e-rate program usac would come back and say come on why do you need two internet connections and that's when we would explain that you know this one is going to month to month this is new service there's new construction there could be delays as soon as it's active we'll take steps to cancel the other one and it's usually approved without any other issues do we have to wait
079for the crush board because if this is a shared service in the consortium is that something that we have to you know approve pending or i mean i i'm not sure maybe dr stewart can provide a little bit of clarification but sorry the elementary school district is the fiscal agent for the consortium so even if the high school board did not approve going to twn we still need a new we still need an internet connection twn was ranked the highest in our evaluation matrix the rules on e-rate are pretty clear we have to go with tw and unless there's an overwhelming overriding reason to not choose them okay so the high school would have to go to twins or they would have to seek out their own internet connection yes then it would force them
080to withdraw if they didn't want to do this it would force them to withdraw from that element of the consortium and but um their technology person was part of this committee was on the evaluation team i'm sure the recommendation will be the same yeah i'm sure it will be too um but i think the other part is we have to we have to look after what we need and um uh and in this case it's out you know it's our district's decision on this on this piece so we don't have to wait for them we can make a decision on this award the contract based on this and how it's set up yes and if they choose to go with it great if they don't then that's okay too exactly i just wanted to make
081sure that it wasn't tied to the consortium and we're now and it's a that's a great question it's a great question i also want you to know that because he won't say it himself james has done really good due diligence on uh on the twn thing uh because you know he's he's reasonably a skeptic on some of these things you know he doesn't want to be sold a bill of goods uh so he checked with um what state was it florida oh marana here in arizona tucson down by tucson who they already have twn and so he checked with them on what kind of service and do they do they provide what they say they provide and and he said that when he conducts a speed test he usually gets more than what they're sold
082so that they're not as big of a client as we are but you know he had a 200 megabit internet connection he said he would often see 250 300 megabits when he was doing the speed tests and responded just like sudden link does you know what one of the things i really valued with sudden link and still value a sudden link is when there is an issue they are very upfront and say this is what the issue was this is what caused it and this is what we're going to do to make sure it doesn't happen again and even when i'm the cause of issues their engineers are more than happy to sit on the phone with me and talk through ideas about what's going on and he said he gets the same thing from
083twn that when there is an outage they respond very quickly you know he he's out on the outskirts of tucson and their their wireless relay was on a mountain he said yeah sometimes it would take an hour or two for somebody to get up to the mountaintop and start climbing a tower like an hour or two that's that's great you know for for somebody responding like that those are pretty good response types twn also included kind of like a service map and they've set up a very good highly resilient network which i'm sure suddenlink has as well so that a a single a single issue anywhere along the network would not cause analogies it's it's it's a big ring so if there's a problem on this half of the ring the data can flow one
084direction if there's a problem on the other side it can flow the other way so i think i think it'll be a good uh solution for us any other questions thank you hold on i just had one on why bot you had mentioned that um i thought originally you said one per school but then you had said one per classroom is it one part classroom one per school my apologies it's one per building per building correct so uh like perhaps at the middle school we might need one or two in the main building but uh the majority of the other schools whether it's like an eight or a 12 classroom building one sensor would be sufficient but my apologies it's one per building no worries thanks any other questions all right then i'd like to
085move that we approve item 5.7 oh sorry 5.6 do we have a second i'll second emotion all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna floyd i'm melinda sobrowski so moved now i'd like to move that we approve item 5.7 we have a second i'll second melinda all in favor aye corey burgess aye amanda amen aye charlene hi anna boyd i'm melinda all right i would like to combine items for my motion 5.8 5.9 and 510 because those are all based on approvals um through the e-rate approval so at this time i'd like to motion on five eight five nine and five ten uh pending approval through e rates all in favor aye corey burgess i'm amanda amen hi anna boyd i'm melinda so moved item 511 hope mr president
086and board members we've been working first for a couple of years now on making sure that we have really good partnerships with other agencies in the in the community and in the county and excuse me as a result of some of those things the county health department mojave department of public health has offered us some supplemental programs that address students mental and mental health particularly in life choice kinds of training and they would provide the instructors for these we're currently doing uh some things similar things with some programs from west care at both the middle school and the junior high as elective courses and and those are working out very well so this gives us another source of some supplemental things these deal a little more in depth with some of the topics and so
087these would be opt in for our elementaries at the junior high and the middle school of course parents approve those course you know signing up for students to sign up for those courses anyway so those are already really opt-in courses there are four of these and when kim put them in um she didn't realize there were four so one is hope and there are three others and i've asked jen to kind of brief you on these but this would be supplemental this would not replace or would not replace any of our current academic programs it's just a supplement and it's a really good it gives us some offerings for students who have some real issues that we've not been able to address beyond that i would have jen answer your questions and the best she
088can after she's met with since she's met with the county person i did have a couple real quick first off this is this is a program provided by the county we're basically providing the classroom to give these services to our students and it is an option so if you want your student to be part of this it's available it's not required so you opt into this program right okay oh okay all right so um the four programs the first one is project hope and that's kindergarten through eighth grade it's actually kindergarten twelfth but first it would be kindergarten through eighth grade um it's more developing like drug private prevention attitudes or just the skills neces the skills to say no to drugs basically um their focus is opium and opioid addictions but the hope curriculum
089is a little more broad so it's not specific to just opioid um they have project alert which is only for seventh and eighth grade and that is more um peer pressure like what are you going to what could you experience how would you feel when your friends are around you maybe dealing having drugs doing drugs and you know what kind of things might you come up with and decisions you have to make based on peer pressure and things um operation prevention is to through eighth grade that actually takes some science and ela standards um and they actually list the standards in their lessons they're more hands-on experimental it kind of goes more with the science new science standards and new science curriculum [Music] and the last one is a scholastic program and that deals with
090over-the-counter medications and that's fifth through eighth grade they gave a lot of information so i know i we gave overviews of the various lessons that and um grade levels for each of the programs the only one that i didn't have a whole lot of information on was the scholastic she just gave me a link and even i couldn't get through too much when i went to the link but all this is available for parents that may be interested in this absolutely okay so i have one concern and and that is is that meaning for the elementary piece because if they're doing the elective at the middle school junior high then that's something different but when you're talking at the elementary section the there are like 11 sessions and they are 45 minutes long i don't
091know that we have 45 minutes in a school day that you can eat that out um you know yes you're talking maybe once a month but that's still 45 minutes or even apply it to a flex friday yeah it's gonna say after school because because if it's in opt-in that's kind of my whole point is that okay we need to come up with an alternative because not from classes during a regular school schedule is not going to work um i did think that while you could probably run it through pe um you know if it's once a month and it's a 45 minute option um i mean 45 minute program they could probably do it that way but to put it in a regular classroom i i just don't see that well yeah the hope
092curriculum was a lot longer and more i mean it's really thorough it is a really good program but it just that's a lot of time that would be taken away from other things that we need to do well but as you as you were stating i mean pe and health are both in the curriculum and in the standards at least you know at the high school level for sure um k-12 certified physical education and health teacher this is important like it they're not just talking specifically about opioid which is a huge issue but the over the counter prescription medications that are readily available in homes um you know yeah my kids are older now so like the cabinets you know they're no longer hidden unlocked or whatever but you still have to talk to them
093about you know ibuprofen and tylenol and you know anything else i mean you know just even the things of like how to make the healthy choices and what to focus on and the difference between safe and unsafe and and how to have some of those conversations i don't know i i actually i'm really excited because seeing what we've been going through for the f past few weeks at the high school um you know there's things in here that focus on vapes and marijuana and those are the i mean we've been busy we've been very busy in the administration at mojave with with those types of things and i feel like there's this uh this uh i don't know how to describe it but like this feeling out there that it's legal it's fine um and
094but they're not realizing what's happening and what our students are affected because you know the whole frontal lobe i just think that if they had more education when they were younger and then they had an opportunity to make those informed choices versus the peer pressure and then just feeling like oh it's legal it's okay you know make an informed decision and whether or not i choose to do that and i i love starting at the lower levels why do you choose it's just okay too and trying to find that time is the concern that i have i see that i can see it being a little bit easier at the junior high middle school high school level because you can make an elective course out of it yeah i do like the idea of flex
095friday especially since it's an opt-in thing that you know we couldn't do that and even if we did it with pe being an opt-in they're providing the instructor so yeah on that day if you got 20 kids coming out of pe that day that pe teacher might be a little excited but it would definitely be a be a situation where we're not providing additional staff for it so it's it it could definitely work with that health program because it'd be different grade levels so um but i do like that idea but yeah just during the regular yeah definitely not take it out i think i think i think pe is is a smart way to do it and you speak with the pe teachers and ask them you know hey is this something that you'd
096be interested in an opportunity for a guest speaker to come in it's the community it's a nice thing to do as well um i know we do it at the high school with guest speakers that come in for presentations and we usually but the freshmen will cycle through you know because the lower grade level will cycle through that freshman class so if we're doing it through pe or something um after school is great as well um i would say we leave it to site discretion yeah absolutely instead of seeing it it's an option or it has to do oh no i wouldn't discretion let him say this works best for our schedule because what works at one school may not work in another one um but it's opt-in and we're not providing staff we're providing
097a room which i think works out great we are and just so that we're totally upfront about this since these presenters are not certified teachers are not listed as subs we would need a school district employee present as we have for instance at fox creek that one paraprofessional position that you all approved that involves that person having a sub-certificate and being in that room so that's not an insurmountable issue um and it would and it wouldn't affect the after-school or the flex friday but it would affect during the school day so um uh you know and we would make sure that we've got we have the liability things covered so just wanted you to be aware of that yes um okay so my my only concern with okay so i love things like this and
098stuff but as someone who did come from a very rough um household and things like that my only concern is what is that there's a plan in place to support students through these things important as as they're going through these things and it's not just we're teaching a class and here's your class because i'm going to guarantee yes you're going to reach a couple of kids but a lot of them it's they go home and the people that because i was reading through some of the curriculum earlier today and some of the lessons about trusted adults and it's like well what if that trusted adult is the very person that you're supposed to be not listening to yeah you know what i mean and i know that it's it's frustrating for people a lot of
099times because parents they you know i'm a parent i have two kids in this district and one in the high school district and you know we want to be like you know all parents are these amazing people that just never hurt their kids and never do anything wrong but that's not true i mean that's important the difference between an adult and a trusted adult was the lesson i think and and that's important and it's like providing a place where and more than just these lessons so that when kids realize that that trusted adult is possibly not mom or dad you know how do how do we handle that and having the support systems in place for that and that's the nice thing about having a counselor on each site when we have you know we
100have one that doesn't because of who couldn't find someone but um that's one of the nice things about the counselors because that's the kind of relationship that they have established with many students is that they are a trusted adult um there would need to be more than that and and we want our students to it's not related directly to this but any of the thoughts and and you know trauma-informed practices and all of those kinds of things is that we expand the availability to our students of trusted adults for things that are not necessarily about academics but about other issues that they have and and we know that our kids unfortunately these topics are our issues with our kids and uh and unfortunately other topics of uh you know that um that put our students
101at risk outside of school um exist and and we can't just ignore them so we're already looking at building support systems for our students this would just help with with the the informational side of it and we will continue to build the support side awesome any other questions all right thank you uh that i move we approve item 5.11 the hope project and other curriculum as presented i'll second that amanda amen all in favor aye corey burgess i'm amanda eamon hi charlene hi anna boyd i'm melinda so moved item 5.12 professional staff contracts and compensation dr stewart mr president and board members it's time to start building the budget for fiscal year 24. um and um so it's also the time to be looking at what openings we might have what you know those kinds
102of things so we did uh jen bless her heart and kim worked on the mostly gen but worked on the letters that go out to our employees that that are kind of the letter of intent so are you planning on coming back next year are you planning on retiring are you planning on leaving so that we kind of already have a handle on that but we need to go the next step we need to start issuing contracts to let people know yes we plan on having a regular school year next year and yes we plan on having folks back and so i'm just asking you for authorization to issue contracts i will say to you that i'm going to be much more strict this year about folks having the appropriate certification and i will hold
103those contracts for folks who don't currently have the certification so some people are in the process like our interns are in the process and should finish at the end of the year but i want to hold that until some of those and and some others to make sure they have them what i would do in that case is the 15 days that they have to return the contract would start the day i actually give them the contract and we're only talking about a handful of people but i wanted that up front as well and work agreements for our classified people so it's not just contracts sorry questions hey do we have a motion i'll make a motion that we um authorize the superintendent to issue contracts and work agreements for school year 22-23 second second
104that motion attaboy all in favor aye corey burgess i'm amanda ayman i'm charlene diaz hi anna boyd i'm melinda supresso so moved item 5.13 tyler technologies dr stewart mr president and board members we for a number of years have used infinite visions as our business software and we continue to do that they have been working tyler technologies is the parent company they have been upgrading their programs and in the upgrading are moving them to the cloud there are a number of benefits for us to do that security cyber security being the major one because instead of us keeping all of our payroll and hr and insurance and budget and purchasing and all of those data instead of keeping those housed on our local server they would they would be housed on the cloud and they
105would be the responsibility the security of them would be the responsibility of tyler tech and so that that's the major uh that's the major benefit there are some other benefits for us having some more accessibility to their own information by employees so i will tell you that our hr person and our payroll person spend an amazing amount of time it's not huge but it's it's information that employees need to have but you know you get 10 calls in a day about hey how much how much of my check is going to retirement and that kind of thing so lots of questions like that all the time this would allow our employees to look up their own information they would have access to all of their own salary information their you know their how much they've
106been paid on any given payday their insurance information it will allow them to put in their own uh their own demographic information and if they moved or changed phone numbers or whatever they can do it themselves instead of having to contact hr or in this in that case hr to do it for them because a whole lot of things especially all of our time cards are done manually the employee uses the computer it goes into that software system but then it pumps out paper and a payroll person has to sit there and manually put that information in all the time so this would allow us then to have a program that would tie in divisions directly and save a whole lot of time with that so there are a lot of benefits the cost is
107a little higher but there are times during the year when our two people our hr and our payroll person are not quite enough people to do things that need to be done in that time frame but it's not enough work to have another employee it's not enough work to have another half of an employee but man to pull back some of that from them so that their workload is pretty even through the year would be a real benefit for us and and i think a real benefit for employees to be able to to look up their own things so i i really would like your approval for us to move from our on-site in-district housing of all of these data to the cloud and the related services any additional questions we get a motion i'll
108make a motion that we a switch to um instead of home district based district based um safe a motion to approve 5.13 tyler i got technologies all in favor aye corey burgess hi amanda evan hi charlene diaz hi i'm boyd i'm melina thank you item 5.14 hathan and buckner is a proposal for audit mr president and board members we concluded a five-year contract with haven buckner last year we as as required by uh law we did put out our fuse to how many can six or seven oh five sorry five uh five uh auditing uh services in the state uh either got no response or uh sorry we can't do this and so then we re-issued the rfp to hafen buckner and they have agreed to to do that for us have another five-year contract
109so we need your approval to for that contract with haven buckner and they will do our audit in a timely fashion even though it's getting a little late any questions i move we approve item 5.14 i second that motion you're gonna take your chance on me nope all in favor aye corey burgess i'm amanda eamon i'm charlene hi anna boyd i'm melinda so moved item 5.15 convene to executive session i move we convene into executive session ars 3843103 a3 discussion or consultation for legal advice with attorney or attorneys a public body and ars 38 43103 a4 discussion or consultation with the attorneys or public body in order to consider its position and instruct its attorney regarding the public bodies position regarding contracts that are subject of negotiation in pending or contemplating litigation or in a
110settlement discussion conducted in order to avoid or resolve litigation we have a second i'll second that [Laughter] i'm in favor aye corey burgess aye amanda ayman aye charlene diaz hi anna boyd we are in executive session [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] so [Music] [Applause] [Music] [Applause] [Music] [Laughter] [Music] [Applause] [Music] [Applause] [Music] so [Music] so [Music] so [Music] so [Music] do [Music] at this time i'd like to move that we reconvene in open session can we have a second i'll second that amanda amen all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd so moved item 7.2 consideration of possible action regarding district hvac air quality system issues related to matters and open for resolution of said issues i move to direct
111superintendent and legal counsel to proceed as instructed and to engage in further due diligence and move forward regarding modifications to the hvac and other mechanical systems to ensure clean air and healthy environment of our students staff and community second i'll second that motion all in favor aye corey burgess i'm amanda amen aye charlene diaz hi anna boyd so moved uh item eight point one future topics um mr browski you wanted to add i think i think it's time to do a like a town hall or something like that to get the information out i've been collecting petition signatures and we had a lot of questions about about the purchase and the housing thing and because i didn't know anything about it i asked for you know a talking paper talking points and it came back
112but there's a lot of people out there who do not have any even that much information so you know i think it's time to do a town hall all right so can we direct to dr stewart to put a town hall together and let us know what dates are available can i can i put myself forward to help her absolutely wonderful so i love it find out what dates are available let us know if we have multiple board members that like to attend we will have to post so please just keep advised of who wants to be there on those dates i would like to go depending on what date we pick once you know i'll let you know where i'm at i think others might be in the same situation let's just get back
113to us on that any other future topics um i noticed when reading the reports and fox creek's report had a little deer governing board on the back of it from mr osuna about uh nose rings at the junior high and the covering them up and the wind and all these other things so is that something that eventually comes through that they have a meeting confer to talk about students um student handbook i mean how does that's not a meet and confer but it is it is one of the topics that can be discussed in the superintendent's employee advisory committee okay and um and we have been enforcing that they're not doing that right um you know because it is in violation of the current dress code yep i just know that it was in there
114i wanted to bring it up just so then that it is recognized that we we we did see it in there if there's anything to discuss on it or or what not right any other items in the fox creek [Music] board report and i'm sorry i missed i missed that piece are they it was later you had to go to a further page there was another page down there so is it that they're wanting to allow them so so the discussion is wanting so well the the report came from mr osuna and it had mentioned um it showed uh you know a face um trying to show that um not many they discussed that um students that have the nose rings they to cover them up with a band-aid or they're to wear the clear
115pieces in their nose um some don't have the clear pieces they lose clear pieces they can't afford the clear pieces band-aids go on but band-aids fall off especially in our lovely bullhead city wind that we have then they have to go back get another band-aid they're losing class time going back and forth so it's just something that was in there i want to recognize that it was in there and you know she can hear the wind out there right now so i'm sorry i missed that don't have the discussion and they can bring their if the administration has changes they can want to acknowledge it sure at that time but not necessarily on the agenda at this time maybe not necessarily but if you wanted to reach out and kind of communicate with them and
116and find out what what you know what their recommendations are what their issues are and and how might they be able to change it i mean i don't know okay i just want to acknowledge it was there any other future i will take it to administration and to the employee advisory committee perfect thank you no other future topics okay upcoming board events um there's a long list of possible activities you can attend um if you are interested in attending any of those please let kim know and she'll get you registered for those um oh there we go it was hidden for me uh march yeah just it says meeting's gonna be all month okay um march 10th first we're only around one day right [Laughter] now it's during spring i'm here i've got the toc
117so i mean is that what you want to be doing here in tennessee because i think i'm going to be busy here in that house busy with the tournament um yeah that's not going to be that i won't be available on that day i i'll be up at the toc so i'd be here [Laughter] that's right we could you guys could carry on without us so um okay would the following week be good when is the high school's meeting it would be that probably that monday the 14th okay i can't do the one week the 17th would be the thursday yeah saint patty's day i'm good any thursday what about the first my life thursday march the first thursday the third we good calendar-wise on that day unless you're planning on going to the chamber
118mixer that would be there not at this point it wouldn't all right are we good with that day march 3rd yep march 3rd i could see my calendar let's set that as a tentative date now if there's a problem or conflict please let us know and we can we can adjust accordingly um so at this point set it for march 3rd at workshop at 5 30 meeting at 6. uh with that we're done i move we adjourn amanda amen i'll second that motion dias all in favor aye corey burgess hi amanda amen hi so moved we are done thank you for coming [Music] you
