[Music] so [Music] so [Music] this okay i called to order the workshop for bullhead city elementary school board on thursday january 13th at 5 30 p.m roll call corey burgess here amanda ayman here charlene diaz here anna boyd here um one item 1.3 interview board member candidate dr stewart mr president and board members we have with us melinda sabrasky who is the one person who applied for the position and i thought rather than you have to take time in the regular meeting to do your interview that it would be a good workshop item then you're not kind of feeling like a time crunch so melinda's here to answer any questions and ask any questions that you both sides would like come on up to the mic okay what kind of questions do you guys have
for me mr president i'm waiting [Laughter] um now this is until the next election cycle right that's how this works it would be through uh through uh the end of this year so the elections in november so we got a 12 month commitment right yeah because i just don't want to lose you again i'm sorry i probably i probably should explain that absolute story you know the district was splitting at that time and i was kind of in a bad place with it and i really thought that maybe my getting off the board would make things a little easier just because i was in a a dark spot with it yeah and that was the reason why that happened it wasn't that i did didn't approve of what was going on or anything like that
was my own personal problems that i'm sorry to hear that that happened i it was just timing i guess because you just talked to me about coming in and the very next month you were gone i was like oh wait a second well i did the right thing you got me to get on this board and then you just left me so i obviously did the right thing no i was just in a very bad spot and it was just i felt that it would be better for me not to be here well you were you were dearly missed i'll tell you that so i'm so sorry that i did that to you yeah but i was i was i i did my happy dance when i saw your letter so i enjoyed working with
you when we did the past thank you um any other questions so i don't i don't know if mrs boyd knows mrs amanda says i had you as a teacher i had you as a principal and i thought oh my i'm in trouble i'm old i'm getting older anyway i'm sorry [Music] it's a privilege not everything i bet you haven't got your first gray hair yet though actually i have and i was very lucky my dad started going great at 16 and i made it to 28. [Laughter] there you go there you go it's a good life though isn't it yeah well yeah i was just going to say if she wanted to give any background i mean for us we we know her but i charlene do you have any questions or need anything
no i had the pleasure working with uh melinda at fox creek quite a few years ago but i'm happy to have her on the board thank you thank you shirley yeah it was a happy day to see your letter so okay um oh and with one candidate for me i don't have a lot of you know questions to kind of differentiate so i've served with you and it was a pleasure be glad to have you back so i'd like to make a motion too you can't give a workshop workshop oh dang it no let's just get on it uh who's doing this remotely asked if and sort of what amanda mentioned a second ago if melinda could give a brief description of her background oh my goodness i don't even remember when i was first
elected do you remember when i was first elected um i've worked with the district since 1974 i've been here they they hired me on when i was fresh out of uh peace corps actually and i've been here i've taught science and science and spanish and math and computer science and everything else that i was asked to teach i've served as principal at both the junior high and the ann fox creek i worked on the board 2013 yeah okay that makes sense and when the district split i basically uh took myself off the board other than that i've lived in the community for the better part of my life almost 50 years so i'm embedded this is where i live is is that good enough okay awesome okay that's me okay any other questions that i
can answer i'm glad you're here thank you thank you um all right item 1.4 we review a policy d a through d e c this looks like a really long list mr president and board members but most of them are pretty easy and i don't have any recommendations for any changes but i thought it was uh if you wanted to continue with our review of the 700 plus board policies and exhibits and regulations and all that stuff that we should move on so uh we can kind of look at each one if you want and we have we have a few minutes to do that these all happen to have d section d all has to do with uh money management of the district so this has to do with the goals the a has
to do with the goals it looks like there wasn't many changes to anything really and then they're all they're all vetted they're all vetted they are all vetted yeah and these all happen to be uh copyrighted ones so if there had been for instance i think there are a couple that have years uh mentioned beyond date of manual adoption and i'm sure that those years are as a result of changes in the law and that kind of thing so it's not like this sort of thing changes very often yeah so um so uh do you want to go through every one of them or not did anybody have any specific questions on them okay yeah okay no changes to them and i didn't see anything and bit them all vetted through the lawyers i definitely
didn't have any questions charlene did you have any questions no i didn't have any questions they're pretty clear-cut the only one to me that was um that i had to think about was dd-e [Music] uh that had is a very specific resolution that has to do with title one and that kind of thing i don't know if this is one we have to you know if this is a document we do every year obviously we had to do it at some point but i thought it was kind of interesting that it was listed in here as an exhibit it's okay that it is i just thought it was kind of interesting and the only other one that i was there was one about um oh my goodness i thought it was uh maybe not oh
um no so i think that was the one that i you know found kind of interesting because i didn't know that we were doing those things so if you don't want to go through the rest that's fine no questions and so they won't be on the agenda next time we only put on the agenda uh for the next meeting anything that you've requested changes in or consideration for changes right so that's our last workshop item so if nothing else we need a motion to adjourn the workshop i make a motion to adjourn the workshop i'll second that i'll second that [Laughter] all in favor aye corey burgess i'm amanda eamon hi charlene diaz hi anna so i moved all right we are adjourned from the workshop we will pick back up our meeting at six

item 2.5 election of board officers okay here's where the fun begins being that it is a new year it's time we get to uh put in place a board president and clerk so we are the bolt the floor is open for nominations i nominate corey burgess for board president i second that nomination anna boyd okay we have a motion in a second do do we have any other nominations all right all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyce so moved next we need a board clerk so i would like to nominate amanda amen as our uh board clerk i'll uh do we have any other nominations at this time all right with that uh all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna
boyd cell moved right next we have date and time for meetings of 2022. we've uh in the past we've held the meetings on the third the second thursday of every month at workshop 5 30 our regular meeting at 6. at this time does that still seem as a good date for everyone all right then we will do our best to get to that schedule um if things do arise our problems do come up we do understand and we will work best we can to accommodate okay item 2.7 call to the public this is the time the public may speak to the governing board regarding issues in the jurisdiction the governing board and subject to reasonable time space and manner restrictions the governing board may establish comments will be limited to three minutes per individual unless
specifically weighed by the governing board at the conclusion of the call the public individual members of the governing board may respond to criticism made by those that have addressed the board may ask a staff to review a matter or mass of the matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed as advance in advance as part of the agenda uh we have one call to the public scotty mcclure [Music] uh scotty from bullhead i'm gonna ask you guys as i did last night at the other board meeting uh that you please do not schedule any of your emergency meetings on tuesday nights that the school that the city hall has a meeting on you guys did it and then the next council meeting
the other board did it and i can't remember which one did whatever but i can't go to both board meetings there's only four or five of you including these guys are required to go that's their job but i think that you can figure out something with only five board members on another night that doesn't go against the city council meetings i'm just requesting that i know there's i've it's just four or five of you um should i go against this uh mail-in ballot now um when we get to that point we'll we'll talk a little more and it might answer a lot of your questions that you have okay i wrote on i wanted to address 5.2 and 5.3 and 5.4 you can address those sure go ahead at that time um well if you
have something you need to address about those items this is the time to do that okay i'll do it because i'm kind of um the this purchase of one new school bus can you go electric or gas i don't know how your grant or however your money is going to do that and i we a few years ago went to a gas bus in my school district where i'm from and 10 years ago they wouldn't go up a hill you know but they have improved them and i think you're going to be required these buses these diesel ones are going to last 20 years depending on how much you run it they're going to be obsolete they may require you to do this so please look into that alternative big time they are good ones
now they will run up to catherine's landing i would suggest you do riviera lazy harry's on it but uh or freeway you know but uh anyway they they run pretty good and they're easier and cheaper they're easier to work on okay enough of that this mailing ballot election you guys have to go to the board of supervisors to get this approved don't you okay i have a feeling guilty is going to slam you why aren't you waiting until a regular election it costs you less the 415 that we took over epcor cost over 80 000 for a special election mail-in you have to mail the heck out of people that hey you know like 20 000 people whatever uh if you'd only wait like another month or two you might make it but you just
shot one down down there in the elementary district again hilda's against this stuff and so am i so i guess that takes care of 5.32 no meetings and you know you can spend this 2 million dollars on the havoc 7.2 and the dress code this will be my last thing this is a grade school i read the paper okay this is a grade school not a junior high or a high school it is different than having this dress code for the high school students well some are just common sense anyway would you do half this stuff go to a first grade class and teach it come on it's it's this is crazy that we have to have these rules to start with uh footwear that is unsafe i think your insurance company will like that
one i've worked in the woods i've worked longer and you know i've done climbing telephone poles i've been caught up with telephone pole flip-flops on and if osha would have walked by guess what a small stud in one nostril i don't like any thing through somebody's nose none should be what they're gonna why give an exception i guess it's a cool thing for the younger generation to do i'm not against tattoos i almost got one i was stationed in norfolk you know downtown and the guy said we don't do drunks come back tomorrow and i'm embarrassed about that because it was 3.2 beer how can i get drunk i don't know if you guys know that that was yeah anyway you hadn't had a beer since you know basic this visible tattoo tattoos which are
visible above the collarbone you need to make an exception that you didn't put on here for tribal where i'm from we had a hoopa high school district and it was a hoopa indian reservation which included weberville for your information that's where bigfoot lives so anyway but she had facial tattoos so you need to accept those so you need to include that in there or you will get your butt suit i guarantee you and i think india if you have somebody that's has a red dot you know there's certain tribal and ethnic things that you need that you did not include in this part here alcoholic beverages okay i can go for that geez ah glad i quit drinking hats inside the buildings i guess that's for staff only because i taken my hat off and
i do have hair thank you all right item 2.8 adoption of the agenda do we have a motion to adopt the agenda i'll second that motion all in favor aye corey burgess i'm amanda ayman aye charlene hi anna boyk so moved item 2.9 donations uh we want to thank all of those in the community that step ups and um uh the second was uh mistias all those in the community that step up and help our schools out it is greatly appreciated sunrise elementary received a 250 in starbucks gift cards and breakfast from desert shores community baptist three tossa gift cards for 15 from adk alpha zeta chapter four spring clips bird seed at an estimated amount of 31 and 55 cents from tri-state uh ace desert valley received 550 of uh massages from depressed massage
uh 358.81 school picture commission from life touch national school studio um you did have a question yeah i just had a question um i mean we've got a quite a few of the donations on there but i was noticing when i was reading the um administrator reports there was donations in the lines of the administrators reports but they weren't all reflected in there and i just want to make sure that we're definitely hitting everybody and thinking everyone who makes those donations and so i just wanted to see and the tax information tax information for them part of the problem is that our new administrators don't understand that they need to send that paperwork through to us to get in this list as well so we we're working on educating some of our new people those
are kinds of things that never get presented in course work you do as a principal and that kind of thing so we're working on that to make sure we get those listed yeah i was just noticing there was like a cup there was like i think three for desert valley for instance and we only have two on there and i just want to make sure yeah there's another 40 donation for something i just want to make sure that we're getting them their tax information and properly thanking them because we do appreciate it and we don't want anybody to feel like we missed them or we left them out on purpose we do appreciate it and if we forget you we're sorry it's not on purpose right absolutely thank you um 2.10 superintendent reports dr stewart
mr president and board members you have a number of reports there nothing to update in that i will add uh additional information uh this has been quite a weak uh really hard hit to our district for covid and other illnesses uh today we had 80 confirmed 84 students out with covid confirmed covid and 27 employees we have about 12 or 13 employees awaiting test results it hit for employees it's hit really hard at desert valley and diamondback both of those schools have been short one-fourth of their employees this week so they've been very active in figuring out how to cover classes and do those kinds of things for students it's hit fox creek very hard 44 students there and 158 students absent today that's 28 percent of the student body so we've been hit hard
this week and various things with transportation you all know that we're short of drivers to begin with and we've had a number of illnesses and and various things going on there so the good news is that our folks are wonderful about stepping up and taking care of what needs to be taken care of but it's it's been an issue this week and that's the only update that i have for you a huge thank you to our staff for doing so in in very tough times so they are much much much appreciated thank you very much 2.11 board member updates do we have any updates from board members this time no item three the consent agenda we get a motion to adopt the consent agenda as submitted i'll move that we can adopt the consent agenda
i will second that all in favor aye corey burgess hi amanda eamon hi charlene diaz hi anna boyd so moved item 4.1 covid protocols for students and adults dr stewart mr president and board members i'll start with the protocols for students as you know the cdc came out with some changes and updates in the protocols we waited until we had the direct information from arizona department of health services and so on page two of i'm sorry page three excuse me of the protocols you can see in red the things that we have updated to match the current adhs protocols i will point out to you that there is a definite connection with the masks and even though we can't require masks for most people the cdc and the adhs are very clear that if we
allow students to come back after five days that they must be masked for the next five because they are they may still be contagious so that's one of the things that i wanted to point out and then you notice the corresponding change for when when students have been sent home or with with symptoms or there is someone in their household who is contagious and then there is the change for who's not required to quarantine that's a whole new section at the end so if you have any specific questions i'll try to answer them this was a very confusing document and i tried to simplify it in a way that folks would that are health attendants first of all would understand and in a way that we could make it understandable to the public so i
guess like one of my first questions is if we can't require mass to be worn in the schools how can we mandate them to wear them when they come back well considering that the uh the courts have overturned the governor's uh uh the part of the governor's statement that and the and the legislature's law uh forbidding requirement of masks that allows us to do it in this circumstance so it's not like we're saying everybody has to mask it's conditional upon this so it is legal we've talked with the attorneys in fact several of the attorney groups have given us this information also through both the trust and asba okay so nicely okay so the only thing that i see well i mean i'm not gonna get into all the things that's wrong yeah yeah uh
but i will say that in the very first part this is the same one with the employees i noticed that you have this as well um for the first part you have symptomatic or asymptomatic right but asymptomatic people would not have a fever they wouldn't have first symptoms they wouldn't have any symptoms so that whole part there could just be about asymptomatic students basically that who test positive for coveting me code 19 may return to school sites uh when um you know after they've quarantined for five days and they continue to wear masks for five days but having symptomatic in the first part and then have an entire section on if you have symptoms is kind of uh redundant and actually quite unaccurate yes and that's part of what's so confusing about the document that
came to us really the only time that there would be a situation where an asymptomatic student might have been isolated or quarantined in the home is because somebody else in the home had you know has coveted so yes if you'd like me to take out the or asymptomatic in that first line i certainly can do that because that's the symptomatic piece you're correct is what applies to the first three bullets i can't do it on the screen so i'm going to make notes if that's what you all want us to do well that would make more sense because technically i mean asymptomatic people have symptoms so if you have something specifically for asexual people we don't we don't other than there was in that long document that i tried to make more sense of if
if the asymptomatic person is kind student in this case is coming to school and then develop symptoms of course they're supposed to stay home and do whatever i guess i would say that's common sense but common sense doesn't always apply in in certain circumstances but i think it makes i think you're right and it makes sense to take or asymptomatic out of there i don't know i just kind of get confused when i start reading all this and it's it's not for but stuff like students with covid 19 like symptoms have you looked at the list of copied 19 symptoms yes and we expect that we for our yes but we also know because we're staying on top of this and we knew from the from the other list so students must have multiple ones
before we would send them home probably three but if they have a fever they're going home regardless but if they have if they have three of the others that's when we send them home but is there like is there like a place of logic and understanding in those three because i when i first read the list six of those i get uh when mother nature shows up which i wouldn't complain about as a student but i'm just saying well that's where that's where the knowledge of the health attack because it's the health attendant who makes this decision and uh and we've worked hard to have them trained and have them be consistent uh from school to school so that and of course with the older students middle school and junior high um you know the
they've talked about those kinds of things so there has to be some logic attached to that and we can't list all of those kinds of exceptions in this kind of a you know this would be six pages the the document that i used to update this was five pages and i was working very hard to not make it be you know it's too confusing to do that and i and i think you're right but it's it tends to be the more uh specific ones so does the student have a sore throat does the student the fever obviously we're gonna it doesn't matter what illness the student has if they have a fever they're going home you know the flu it has a fever a strep throat has a fever anybody who has a fever is
contagious with something so that has been in our protocols for health for sending students home for many many many years the sore throat the the dry cough for children it tends to be a very runny nose those kinds of things so there have to be at least three okay and then one other concern in regards to when they quarantine due to exposure to code 19 because this is also on the employee one as well um after the five days they have to get tested and if the test is negative they may you know return to being a student or work or whatever like that um but how does this address some of the uh reports from the cdc that are showing that people can test positive and not actually have it like they not have
active if they had it but it's gone it's pretty much gone out of their system but there's just enough in there that it's making tests turn positive because now you you're dealing with students and teachers that are having to stay home in a time when well i mean students one thing and then of course like employees it's like lovely teacher shortage and they have to stay away more and more and they may not actually have it i mean i don't know how many people i know that had one person that had it in their family and nobody else got it right and then and that's fairly common to address the first part of your question uh which is um which was um about them getting tested oh getting in their house tested it and if
it goes if it's positive and stuff and now they have to be out well they would have to if they if they now are positive now if they had been positive so we now know that there are breakthrough cases but we also know that any anybody who has had covid at some point in the past may continue to test positive for so if we know they've already had it and they're testing again that has to be taken into into account if they don't have if they test again and it says positive but they have no symptoms and we know they've already had covet they're coming back that's part of all of that confusion in that mold that multi-page document of if this then that if this then that you have to have evidence there has
to be evidence like that they had previously tested yes because what if they were sick over christmas break and they got themselves tested and now they're going to get tested in february and they get tested positive but what if they keep getting tested positive well if but if they once they've tested positive so maybe they were sick over break and they didn't tell us or and they didn't test or whatever so the first time they test positive and they have symptoms they need to they need to follow the the protocol well first of all first first of all if they're in a in a household with somebody who has covid they have to quarantine i mean they have to that's part of all of the regulations is you know all of these the protocols is
that the family then is quarantined for at least the five days we address every single situation individually we look at whatever evidence we have for each of each of those situations the health attendant you know is the one who's right on the front line and knows what's going on when the families talk with us about it we're not trying to keep kids out of school and as it turns out your your decision at the beginning of the year not to quarantine our students or our employees because of exposure has been a good one um uh in this case though where we have situations where kids are presenting with symptoms this makes sense like symptoms i understand it's just the asymptomatic cases and the and those are yeah and and the thing is with asymptomatic cases
those may be the cases that are that are exposing other people you know whether it's in the classroom or with staff or whatever and we don't have any way of tracking that we have no way of knowing about that so if they're asymptomatic they're not likely to test and they're likely to be in school i don't know that that's i i don't know if that helps answer your question or not it's just become such a strange yes strange situation i mean we have high schools yeah we just have a situation in in the world we live in now that i mean we've always had illness this time of year it's always been a situation always been a problem people are always going out sick yes but i mean of those 84 how many of them
were ill for one day but they tested sick now they're out for a week well the thing is whether you have if or didn't test it because they were exposed so they did the right thing right got tested came up positive it doesn't matter though if they can they can still transmit the disease right you can not have any symptoms and treatments i just want to go back and forth yeah and that's the problem we've got is we never know what we're every time we turn around it's another story every time we got something of it is not going anywhere it's your stay and we gotta either figure out are we gonna move forward with our lives or are we going to deal with what we've got you also notice that the the mortality rate
is significantly dropped um compared to what it was exactly and um so water i mean i just i just don't i just don't know it's almost non-existent i've been thinking about this the other day and in 2019 more children died of the flu then have died of colon combined like it's the entire time so it's it's just not high risk for them i understand that there are some some adults that are high risk you know what i mean and stuff and we want to care for them but there has to be a place where we can allow that care for them while also allowing our kids to keep having a normal a normal life and not be like live in this place of fear all the time because they might get the sniffles and and
let me present it this way the current protocol that is approved that you all have approved is the 10-day protocol and and and this is shortening that and this is you know this is trying to step back um because i agree with corey you know we're going to live with this for a long time and at the same time we don't want to step back to nothing you know we this is this is kind of an in between this is okay we had a very strict 10-day protocol and we've been enforcing that clear through today because we hadn't presented this to the board yet um but i've been telling my you know my leadership folks and anybody who asked that we were presenting this because we wanted to step back a step um and and
move us in the in the right direction um so you know that that's really the intent here is for us to be less restrictive than we had have been first semester uh or in the past you know or last year for that matter no defense no offense no no no and it's okay and i'm not trying to be critical i'm just trying to give some perspective on this so that uh so the public also understands that we're trying to you know we're trying to be less uh um restrictive if you will then we have been get our kids back sooner get our get our staff back sooner but also make sure we're still keeping people safe any other discussion okay do we have a motion for 4.1 whether there are two parts to it i
put them both together well it says 4.1 on mine is students and adults yeah well this then we have the separate protocol for the adults so you have it in front of you also yeah all right it is very similar um uh based on what you've already said i will remove or asymptomatic from the first one it's very much the same covet like symptoms yeah i think as we were talking about under the kobit like symptoms um again um how how will we determine the magic number i'm obviously a fever we all know that a fever is indicative of an infection whether it's pelvic strep flu whatever um but without covet-19 testing the employee must stay out of work for at least five days and may return to work if symptoms have improved and continued
to wear a mask for five days or provide that they had something else right um if they're just feeling under the weather if they have a stomach maybe they ate something bad like i don't nausea diarrhea vomiting those are all now on covet 19 symptoms but they're on there they may be on there we a whole lot in terms of our employees a whole lot of it has to do with the conversation between the health attendant the principal and the employee or the supervisor and the employee and so our in fact this week because we've had a number of adults it depends a whole lot on what the what the employee is reporting and we're not making them go okay unless they have the fever and because the fever could be flu or some other
things so say must stay out of work so if we're telling them to must stay out of work i i just worry about the wording only simply because um i know that when we require our employees to go do something then we're required to cover that in certain cases like if we were to if i have a kid who drug tests and um i tell him hey you need help then the school now has to pay for that because i told him he needed help are we with that must now telling them with no with with covid like symptoms without testing and we're telling them they must stay out of work for five days is that on us or is that on them in all of our covid cases we asked you as a board
last year to extend what had been originally proposed originally covered by the federal government up through december of 2020. we asked the board to approve uh regulations in our policy book that when there are things that seem to be covid related that we would consider those leaves outside of pto and so we continue to pay up to 10 days and those kinds of things so in a sense yes we are paying and you all have you know you all agreed to do that i would like to add then make sure to when it when is the covet like symptoms cleared through site administrator or health attendant with communication yeah because then because then we don't get sure runny nose i mean pepto bismol commercial and and i'm i'm out i'm out for 10 days now
right with pay yeah and we are doing that because what we're doing is saying okay you've got these symptoms and they tell us you know i feel terrible i need i really need to go okay please go test we're not requiring anybody to test please go test and we give them the covid leave until they get the test result if the covid test result comes back negative any leave that they take after that is going to be pto it's not going to be the covid paid days so uh and nobody has argued about that that's just kind of the the way we've we've managed that corey where would you where did you want that statement about return to school protocol i mean you have employees covered like symptoms may not return until one of the
following occurred um it can be in there okay so when cleared through site administration frustration um well where's the part about the employee must stay out of work for at least five days it could even could be there when cleared through site administration or through supervisor through supervisor uh okay are you okay if i figure out where to put that as long as it's in there somewhere okay dr stewart yes can you hear me okay um somebody had and i don't know who it was somebody had said something about um you know all the symptoms can we put a specific number on it so can we say if if a a employee or student have three or more symptoms that way if it's just a runny nose then we know okay it's just the runny
nose but um that way we're not sending everybody home for just one symptom does that make sense yeah we haven't sent anybody home for one symptom other than fever other than fever yeah we haven't sent anybody home for well the fever yeah but we've always done that we've not been yet home for fevers yeah now we haven't seen anybody home we haven't sent anybody home who's had fewer than three symptoms other than fever right so can we put that in there sure and i would say if we do have that though to still have that with the discretion of like the metal medical people because you don't want someone who like like i said like in seventh grade like oh my gosh right and then they have like four or five symptoms i'm just saying
okay i'll take your word for it i can work that in do you want me to work that into both protocols the students and the employees yes okay absolutely can do that i'll figure out where it fits if you're all okay with me figuring out where it fits okay so that's uh employees and students so we need a motion for 4.1 i'll make the motion that we accept 4.1 with the revisions we discussed we have a second second that motion and a boy all in favor aye corey burgess hi amanda amen aye charlene diaz hi anna boyd so moved uh item 4.2 policy g-b-e-b-a staff dress code dr stewart mr president and board members the workshop session on monday with board members and the employee the superintendent's employee advisory committee was lively but it was
pleasant and civil and i think they came up with some some things that should satisfy you relative to particularly the tattoos that you were interested in i will call your attention to paragraph two on the page on the first page because it addresses uh the concern that scotty has and that you all had mentioned reasonable accommodation shall be made for those employees who because of religious belief cultural heritage or medical reason request a waiver of part of this policy for dress or appearance and that's been in the policy for a long time so that would allow then for an employee to approach their supervisor and say i have this tattoo above my collarbones or below my wrist for these reasons so uh and and then it you know it just it allows requests for any
of the items on this list for consideration so the changes the original changes recommended by the superintendent's advisory committee are in red and uh the newer changes are in green uh from the discussions the other day i was at the uh advisory meeting and uh very enlightening uh we got an amazing group that does that um i i think i came a long way [Laughter] it went yes you have yeah it went well um so uh we actually all of these suggestions were theirs um they uh i i listened they had some some excellent ideas um they even came up with things i would have never even thought of so they they did a they did a fantastic job so at the couple of them had even done extensive research yes yes they they were
very very prepared for what was what we were what we were discussing so um i know i was a big hold up last meeting um but i can tell you after that meeting i am okay with what we've got i like how they listed out the tattoos and we're specific um that definitely does help so that looks that looks a lot lot better yep do we have any more discussion for item 4.2 then i will move we approve item 4.2 policy gb eba staff dress code as presented yes and i'm sorry i didn't put that on the agenda that way this is first reading and it will have to be kim 2.0 kim 2.0 i know [Laughter] i just got demoted i just got demoted um all right okay that is our first reading that
will yes i withdraw that motion that is our first reading we will come back to that next month thank you mrs lott um we probably had some people cheering on that one oh yeah all right item 5.1 recommendation of new board member to complete the term vacated by miss jeannie borland in our workshop we all got to meet our applicant mrs sabrowski i think that any and all questions that we may have had at that time were answered so at this time i'd like to make a motion that we forward on a recommendation to mr feil to have melinda zabrowski fill the vacated seat on our school board i'll second that motion and avoid all in favor aye corey burgess i'm amanda eamon hi charlene diaz hi anna boyd so moved congratulations welcome back you're
back uh item 5.2 uh mail-in ballot or in-person election for may 17 2022. dr stewart uh mr president and board members conversations with mike file the county superintendent who shared information with me from the county elections office is that because a an in-person election requires four poll workers at every voting poll and if you recall our district goes far north of lake mojave i'm sort of on the arizona side across from from searchlight so we have a very long district and there are a few voters up there we would have to have four poll workers there and four poll workers at every site here in bullhead city so the cost the estimated cost for an in-person election would be in the neighborhood of thirty thousand dollars uh the mail-in one uh the county says would
be about twelve thousand um they did ask me about this uh two weeks ago and i said i would certainly get it on this agenda so that you could formalize but i told them that i suspected that given that difference in cost that you all would probably be in favor of the mail-in and the only reason they needed it then was so that they could start the process of creating ballots so i hope i did not misspeak and we certainly can change it if you need to and then the purpose of this is the to use our grant money um to construct our neighborhood affordable housing for our teachers um i just want to so so scotty i don't know if you're aware of this this is not going to be a tax burden upon
our community this is not going to be raising taxes this is not what we're looking for we are looking at opportunities to retain excellent teachers bring in new ones and something that is sustainable for a very very long time our district has seen some very very rough times cost of housing in this community has skyrocketed over the last few years and it has become very difficult for teachers to afford housing here so we're looking at opportunities and this is a wonderful wonderful program where we can take an opportunity to not burden the taxpayers and provide something that no one else has so we're able to set ourselves apart from other districts in a way that will that will last for for decades to come this is a fantastic fantastic idea so i just hope you
mentioned that you were against it and that hildy would be against it um i would hope that maybe if you had more questions you can always we can talk about that but this is something that when people understand what we're doing and how we're doing it it is an excellent thing for our community um this is something that is going to to change the way the way things are the way we're doing things um we are we gotta we got a wonderful wonderful opportunity here yes we are looking at it at an expense of twelve thousand dollars right is that what you said yes twelve twelve thousand dollars to do this um but our long-term benefit that twelve thousand dollars is a drop in the bucket for our long-term benefit and that is something that
we pay out of our district um out of our budget so we're all aware of that that is something that would come out of our budget uh to cover that we're not that isn't something that the county pays for that isn't something that that is something we have to make funds for out of our budget to make this happen if the voters don't go for this then back to the drawing board we go and figure something else out but i think that once everybody understands what our plan is it's really hard to say no to to an opportunity to better the education environment in our community at zero cost pair zero monthly cost to the taxpayer it's really hard to say no to that so can we start getting some i mean as well as
we vote on this to to when to send it to election and how to do it then we start putting some flyers out there and we start sharing so then there is more opportunity for those conversations yes i mean i'll be honest with you i know that good and bad we put it on facebook and you get the whoo-hoo this is no money to us and we're going to see some teachers coming in or out place for them and then we'll have the ones that go on there and make you know uh you know comments or questions about why we're doing this or how it's going to happen or really is this what but we leased conversation would start absolutely and and i would remind you that we are still exploring ways that we can
proceed because the timeline of s or 3 is so tight although i will tell you that i completed a survey this past week from the um the national level uh association of school administrators uh and one of the questions was for your major capital projects that districts are looking for with us or three is that timeline too tight and of course i answered yes it is but but right now you know that is such a tight timeline that we need to start this as soon as we possibly can and so we are still exploring ways that we might be able to put buildings or build on our property that we are in escrow right now for that piece of property uh without having to have this vote and not do it illegally or anything but
still put out the word of why we're doing it how we intend to do it that that it's not a a new expense for the community and all of those things so we kind of want to do this as a kind of like a railroad you know two tracks so we're trying to do it this way so we can move quickly because we need to uh but if that doesn't work we have this other opportunity to to make it happen so yes you're absolutely correct that that we we want to start putting the word out there and let people know and and to let people know how how difficult housing is to find in this community we all know our situation with kim and um and and housing was an issue the last place that
we knew was available um a three-bedroom duplex and she called and uh it's eighteen hundred and fifty dollars a month for a small duplex uh that's ridiculous we lost a teacher a couple months before break due to housing yes we're losing teachers in the middle of school yes not just other employees right classified employees in the middle of school years because of not being able to find affordable housing we just are it's just the sad truth right now okay only people i think that really might not be aware are the people maybe if they already own their house you know they might not be paying attention to what's going on but i think like i hear about it all the time online like in social media facebook whatever where people are talking about like the
cost of stuff and then someone will put a rental out and it's like that would have been 600 bucks a few years ago because it was so it's like one bedroom one bath and the person is trying to get 1500 1600 a month exactly and this and this conversation the same conversation took place today at the chamber of commerce uh government and business affairs committee of which i'm a member and and not just about educators i mean it's true for our firefighters our traveling nurses it extends even more into you know all the folks who come in and are buying properties and using them as our uh airbnb airbnb things and so the the issue is bigger than just ours we've had the issue for a while um well okay to its credit your this
board has said we're not going to just complain about this anymore um we have the opportunity with funding that we probably will never ever have an opportunity again um to do something about it as opposed to just complain and um so yeah it behooves us to get the word out there uh about why we're doing it and how we're trying to do it so i appreciate you bringing that back up thank you so any other questions about the mail in black melon ballot so we need a motion i'll move that we use mail in ballot format for [Music] the 5.2 election on may 17th i'll think of that all in favor aye corey burgess hi amanda amen hi charlie and diaz so moved uh item 5.3 ballot wording for special election may 17 2022. dr
stewart mr president and board members i've presented to you the wording for the proposed wording for the ballot in english and spanish and for your approval and because it's fairly small up there the proposed wording is shall the governing board of bullhead city school district number 15 of mohave county arizona be authorized to expand school district monies to construct one or more buildings and or purchase and acquire real property to be used for a valid school purpose on its existing property using lease purchased proceeds available unrestricted capital funds grant funds and or other available funds with no increase to the tax rate all right i like it any questions concerns and this was vetted by the attorneys all right all right then i will move that we approve item 5.3 i'll second that motion charlene
diaz all in favor aye corey burgess hi amanda amen hi charlene b hi anna boyd so moved item 5.4 purchase of one new bus dr stewart um mr president and board members one of the things that happens with any grant funding is that they're shifting a shifting around of funds as as the year goes along in use of the funds so some things cost less than we put you know than we estimated in the grant in other cases as with sr2 this year we had put into the grant some positions that we have not filled and and so the monies that we would have spent for first semester are now available so mrs lott looks at all of these things and she was pretty excited about a week and a half ago to be able
to say that between our sr1 and sr2 sr1 rollover funds and sr2 funds that we actually have enough money to purchase a bus we had asked i had asked our transportation people to get a quote for a bus from one of the contract vendors and and it happened that what she came up with as money that we have available in those grants would be enough to purchase one bus and we're talking about about 184 thousand dollars it is i looked at it after scotty had his comments this one does happen to be a diesel bus this particular quote expires february 5th but if you would like us to consider other quotes we certainly can do that but we would like approval to purchase a bus with available grant funding how many quotes did we receive
we only uh in this case because it's with a contracted one we only sought one we can look for we can search for other quotes and if you want us to look at gas and whatever we can do that as well uh well we definitely i wouldn't like to see a gasoline engine uh bus only because of torque and horsepower um we're better off with the diesel along with the running life uh natural gas might have been what you're thinking of right natural gas filling stations kind of run into a problem here in bullhead um the city tried that for a little while i don't even know what we have available anymore so we can look into that also um the high school is getting electric bus right um yeah yeah through yeah so the
high school is getting an electric bus four hundred and fifty thousand million dollars 450 000. but which we would have to do too if we got an electric bus so so i love the idea and the technology for electric vehicles is incredible but we don't have enough we don't right now but we're going after agreement we're going after some other grants yes some other groups yes but with timelines we won't be able to wait for that grant to do this and we can always use more buses but i do want to see us go out to more vendors for bids um i know that they're an approved vendor but that just means that they're meeting the criteria to bid um and so i would like us to receive some more bids from from companies because
when we're talking 180 000 bucks a 10 savings a 5 savings is huge could we make a motion that's said to go with a recommendation for the lowest bid receive more bids if it's already they meet the requirements because they're in in the contract sure and that way she doesn't have to wait till february to go get it sure absolutely can we go for it absolutely um but yeah that was just my my feeling on that the only the only sideline and you know natural gas is a great idea but i just don't know if there's feeling stations so maybe we want to look into that so let's see if that is available because the the running on that is a great thing it's just with our money electric right now just probably isn't going
to be feasible um once we get that station in though that's a whole nother ball game uh once we get the the recharging station because that is so expensive so um what would it be i mean obviously we're not as shared services as we once were but we are in transportation yes we do that's what i was going with so oh what would be the cost of the bus if we didn't now i understand you know if you got hooked one up overnight you're hooking one up overnight right but maybe you can get an extra wand to charge and get an extra adjustment and we have enough time to look into that to see right sure so that's what i would so let's let's so i would like to make a motion then that we
approve the purchase of a new bus based off of the grant funds um with the research done as far as electric natural gas and more quotes so we get the best price and we can leave that up to dr stewart to take care of at this point because we're approving 180 184 000 just under hundred eighty 184 thousand dollars a hundred oh it says sorry well i was i didn't have that this in hand when i put it in the let's do a hundred eighty five thousand dollars um that way we know we're good there uh that will be my motion um and then when we come in under that we'll all have big smiles on our faces um that will be my motion cory can you state that so that it says uh not
to exceed 185 yes let me let me modify my motion then i would like to make a motion that we approve the purchase of a new bus based on our sr1 sr2 uh money after the research is done onto which would be the most cost effective for our district natural gas electric or diesel or diesel uh and additional quotes are received not to exceed 185 thousand dollars i'll second that motion amanda amen uh before i call for vote cory they will come so that's something we can look into yeah part of the research okay thank you all right uh all in favor aye corey burgess aye amanda ayman aye charlene diaz so i moved um item 5.5 science olympiad team overnight travel request dr stewart mr president and board members our fox creek junior high
science olympiad team has participated in a huge number of events already and have placed in the top five in everything that they have part i think maybe the top ten in whatever they've participated in so their sponsor asked if we could kind of reward them by allowing them to go to the state olympia science olympics and and then this request is because they're also requesting an overnight so that they can also go to the arizona science museum while they're in phoenix i think this is a great opportunity for our junior high students both of those things to go to the museum and to participate in the state olympics so i recommend that you approve this travel yeah it's incredible that we got such awesome kids and i think they're only about i think they're only
about six or seven of them so they do awesome yeah and sponsors that are taking this smaller teams then because um i know that fox creek science olympiad has been actively year after year placing in top ten top five individuals and team for the past you know as longer than my children were in it and that was you know because they're just amazing they are they're just amazing so congratulations to our students i i think that's us i think that's francis martin and uh kate burt hall or a couple of them that are involved in this yeah they've been with that program for a very long time too just shows that commitment consistency you know work any other questions on that i would like to move that we approve item 5.5 my second i'll second
that motion all in favor aye corey burgess i'm amanda eamon aye charlene diaz hi anna boyd so moved item 5.6 new employee positions dr stewart uh mr president and board members um just like with any of our other grants during the school year grant sources fund grant fund sources spring some extra money for us mrs lot let each of our school sites know what they had for funding and bullhead city middle school would like to add two title one paris this is a title one money excuse me um for the remainder of this year with that extra funding and then um our life academy uh is very successful it's successful enough that it's full at the moment and we have a waiting list of students who for various reasons would benefit by being in that
program however because it's full it would be very helpful to have an additional body in that program and so i'm requesting a permanent position but right now for the remainder of this year it could be paid for with our idea grant which is a special ed grant and then at the very least pay for it out of mno next year but we would also be looking for grant funding for next year if we could do it does adding that that full-time position permanent full-time position allow us to add more yes or does it well it will take the strain off but we probably could put three to four more students in at this time um and just as a just as a side note ms sparrow adabi is working on a very strong you know
program for that and we have other students who really would benefit by this alternate placement the idea is not to have students there for forever or for even a full year most of the time it is to put them in an alternative setting where they can learn some coping skills and some other skills that they need and then return to life skills to return to their classroom in their regular school but it also has provided us a really good alternative for some of our students who for disciplinary reasons and through hearings are on long-term suspension and so we probably will be looking at a recommendation or a proposal for next year to actually add another teacher and at least one more pera so that we can accommodate the students who really need it for a
variety of reasons but that's that's in the future this is for right now any questions all right then we need a motion to approve 5.6 new employee positions for the temporary professionals i'll second that i'll second that motion holland favorite aye corey burgess hi amanda amen aye charlene diaz aye so moved all right item 5.7 calendar for the school year 2022 23 dr stewart mr president and board members last year we approved the school year calendar for this current year and so it seemed appropriate to present to you a possible calendar for school year 2223 i had this prepared and actually was in the draft agenda and then saw that the high school district had it on their agenda last night i don't know if it was approved i did not see in the newspaper
whether it was approved or not they did not did they even did they discuss it yes okay so i've put in front of you also the copy of what they had on their agenda and and i gave you the copy that i'd circled a couple of things that were uh that i recognized as the differences so uh their proposal has them starting a few days earlier than we uh ending of course then a few days earlier and the only other difference is the week for spring break they have spring break a week later i included in notes to you in the agenda that board members see our reasons for maintaining the second or the first full week in march for spring break and it has to do with us being ready for testing and the
and the testing window that we have so testing for science will start on the 21st probably it starts on the 21st this year and we're presuming that the testing window for next school year would be similar which means that we would only have four or five school days back from break to get kids back in the swing of things and ready for testing uh and if we had spring break a week later there wouldn't be any of that uh getting kids back in the swing of things so and there's some other reasons that have to do mostly with that testing one of the key factors is at this time even though the state is not using the grading system for schools and districts it's likely that that will return next year and a key factor
in that grading system is that we test 90 at least 95 percent of our students so the tighter we make that testing schedule the less likely that we can meet that that criteria so a lot of reasons for you to consider that week on the other hand we recognize that there is definitely value in matching our calendar with the high school district so this is for your consideration you can either approve it tonight or you can table it and and have other ideas but i wanted at least to get it in front of you at this time i i had a few things if i might um that i would like to go over [Music] i would definitely like to align our calendars back with the high school like we did before we have so
many families that have them on both sides um so maybe we could start that conversation with mr silk and see where we can go there when they understand our reasoning for our spring break maybe there's something we can work out we also have the differences in start and end dates i know we had to roll our calendar back this last year but we're not in that situation again this year well no but at the same point we would still have to do that so there's give and take so if we move this to move that to make it go i i i think we'd be willing to to see to look at these things but our parent teacher conferences didn't we talk about going to just one day for parent-teacher conferences i thought we did
now this is the way we had it we do uh we have a day of school on so for instance in october on this calendar we have a day of school on the 20th and then we do evening conferences and then we do morning conferences on the 21st so that that way we've got a wide range of times for uh for parents with you know with different time schedules i believe that the comparison in this is the high school calendar has the high school conferences a week earlier that's really nice because then it lets parents be able to do both high school and elementary district unfortunately they overlap a bit on uh in february however we have that other half day that the high school district does not and i will tell you we cannot
cut any days out of this calendar we must have 150 days of school so at the high school level though with the conferences that was brought up was that they normally have two half days at the high school level and they do conferences on wednesday night and then a half day on thursday so then those that have students in the elementary district can go and meet those conferences right and if you notice they cut off the 12th in october and they cut off the 15th of february otherwise we wouldn't once again there wouldn't be a problem with the overlapping because the 15th right the high school district would have theirs the 16th they would be off after the half day to go and meet with the teachers i'm not sure the reasoning for not having
the two half days in parent teacher conference schedule like we had in the past one of the things that you need to consider too is that the high school because of the way high school time frame frames are are based on credit credit hours were based on days and clock hours so we had we have some more constraints than the high school has relative to those so um yeah and i think i think even if even if the high school has changed from the two half days um it still allows for the you know accommodation for parents who have kids at both schools and just one other thing is that the february one is a friday before the holiday weekend right but but our teachers would be released like at half day because you know
so then it gives them a nice a nice uh you know a nice nice weekend after that so and that's what we did this year it was the same thing this year and they appreciated that it wouldn't be a red friday then that could be a discussion sure it could figure out why maybe sure yes sir yes ma'am question did uh meet and confer get to look over these count this calendar meeting first starts this month and has not uh has not met yet um and that was one reason that when i put it on this agenda for you all uh that i put it mostly as possible in discussion and you know and whatever to get your input before we go to that um so no they have not uh it actually is not
it has it charlene it really is not a uh it is not an item that meet and confer can discuss because it's not salary or benefits it is an item that the superintendent's advi employee advisory committee can discuss okay okay so they will be then eventually looking at the calendars absolutely is that what you're saying yeah but we would have to table it to do that and that and that's fine and at this point that's really what i would like to do is table this item because i would like to realign the high school to get those in we have a lot of parents or at least try to see what we can do and we want input from our teachers on what what they would like to see also because we got to take
into consideration all those things sure and i will tell you that i'm sure that the reason that crushed has the first day of school or has the teachers returning on the 20th of july is is their way for this year to address that not having a missing payday you know that we faced this year and that we took care of um but probably next year unless they want to just keep getting earlier and earlier and i will tell you that our folks really did like it that we didn't start until august this year um whether they still feel about that that way about it when i meet with that committee or not i don't know but the feedback this year was it was very nice that we didn't have students until you know august so
um yeah we can we certainly can have all the discussions it's fine i just didn't want to go into this uh blind with from what your thoughts were all right i did want to point out one more thing though i know that you had talked about like because we do want to align the spring break and that's my biggest concern and i know that your concern was the testing but uh to be fair at the with the high school having that spring break the next week after it you're probably gonna we either at the high school are going to experience losing a bunch of kids that are going on vacation during when the elementary is on break or we're gonna exactly because the families are gonna go going to go because exactly when i usually
take my kids somewhere absolutely and that was the one that concerned me the most the beginning and ending of school wasn't that big of a deal i didn't think it went and it worked out okay this year it seemed to work out fine you know we had concerns about it this year but it didn't seem to be that big of a deal and we're only talking about um three days difference as opposed to this year was five days difference um so that didn't concern me as much but i agree with you the spring break one is of concern yeah all right so i'd like to make a motion that we table item 5.7 i'll second that motion amanda amen all right all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna
boyd so i moved um item six point our item six executive session uh we need a motion to go into executive session pursuant to ars 38 43103 a 3 ars 38 4 3103 a 4. i'll move that we go into an executive session charlie i'll second that motion all in favor aye corey burgess hi amanda ayman hi charlene diaz hi anna boyd we are in executive session [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Laughter] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] so [Music] so [Music] this [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] so [Music] [Laughter] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] so [Music] so [Music] so [Music] so [Music] so [Music] [Applause] [Music] [Applause] [Music] [Applause]
