[Music] do [Music] okay i called to order this workshop for the bullhead city elementary school board on thursday september 9th 2021 at 5 30 pm uh roll call corey burgess here amanda amen here charlene diaz here anna boyd here okay where you were just missing jeannie borland she will not be with us this evening uh item three one point three s or three updates dr stewart and um members uh if you haven't figured out we're trying some new volume levels on the microphones because we keep getting complaints that uh viewers on youtube can't hear you guys um and they have no trouble hearing me so i'm not quite sure what james is going to signal me up here because he turned mine down and turned yours up oh he's cringing so is mine not loud
enough now no so i'll just move it closer he told me he told me to back off right when do you get away with telling your boss to back off excellent thanks james every chance you can i sent you information about uh esser three a while back and i thought you might want to ask some questions or have some updates uh on where we are with it uh jen has been really really busy with rewrites and and now has started doing some coding things because obviously we're doing some things we've never done before but it took three tries for them to give us provisional approval um for the immediate things um we think that the reason there it's only provisional is that they've already told us they're going to have a bunch of questions about
the housing project to make sure that we're going to follow procurement and that we know what that's about and those kinds of things but you can see we managed to get a pretty extensive list of things accomplished with uh with the funding that you all graciously allowed us to just go try to make this work and jen did a huge amount of research getting some ballpark prices for things the grant proposals depending on the area or the piece of the grant which part it is they want in the grass kind of details and excuse me initially for the housing project they wanted things like how much wood are you buying how many how many you know they wanted like that kind of detail that we don't know um and so she worded it in such
a way that they would wait to come to us with those things when we would have somebody who has more information about that than we do but other things you know very specific about what kind of workshops what kind of professional development what kind of not so much these things that we're carrying over from us or two because they had already they had already vetted all of those with us or two but on down so kim if you would scroll down a little bit please details like the spot screeners you know what what prices are they um how did you pick the ones you picked those kinds of things so we feel like we got a lot accomplished uh with uh with this first list but we wanted to make sure that you knew what
was on the list and if you had any questions or changes and priorities we also recognized as we were working through the part that has to do with housing that we needed to we needed to put some more money in there so we did and um and then and we think we'll be okay with that but if we're not then we always have the fallback plan of uh considering what we do with the laughlin ranch property so you know that's kind of that's kind of like having an ace in the hole you know that that we could fall back on uh some things with that um i looked into the legalities of that again and there are certain circumstances under which we could sell that property without going to a vote of the of the
public but in other circumstances we would have to have the voters approval to sell that property so if you have questions we'll try to answer them any questions on the answer we're looking good okay well and we weren't quite sure what what you all you know what we wanted on here but we wanted to give you an opportunity or the public for that matter an opportunity to ask us about uh about these things looks good okay all right moving on [Music] that's really it for the workshop but i'm really sorry because i thought you all were going to have lots of questions i could make up a few yeah well you certainly are welcome to make up a few well okay let me throw something out there so what kind of floor finishing were you
thinking actually we're looking at uh something sort some something that just covers the cement so we're not replacing carpet we're not talking about tile um uh epoxy or something like that that gets painted on and um but has a a lifetime surface kind of thing we actually had one of the vendors come and do a demonstration of that kind of pro product in the uh custodial room off the off the cafeteria up at fox creek simply because they wanted to show abm how the product you know how that product worked and they were willing to to donate 500 square feet of that product so they did that we know there are lots of other similar products but it gave us an idea of a place to start and most of those products are of the
quality that you can drive vehicles over them lots of people use them in their garages as a you know surface for concrete so you know that it's going to take a lot of wear and tear if it can put up with with that kind of traffic but it doesn't mean that it's necessarily going to be that we we want some experts to talk to us about that kind of thing but getting rid of the carpet everywhere and um we think it will be easier to clean um won't have to be replaced every 10 years yeah the only thing i would be concerned about is that it has some grip to it no sense to e-wing but i hate your floor it's very slippery yeah the one and i can just imagine i know i know
i'm hurting some feelings but like there's certain shoes i cannot wear an e-wing or i'm just going to slip exactly that was one of the things if you're up at fox creek at some point ask them if to take you over to that room um the floor looks very nice but it does have grip okay um it's i guess what i would say is a matte finish so it's not really shiny but it's not really dull either it's kind of in between but it has it has some texture simply because they paint on whatever the base coat is and then they throw these fleck things into it that soak in and that gives it a little bit of texture so it was not a slick floor at all which made a difference to me too
sound dampening is a problem that we do yes so like me we get echo yes great for uh you know acoustics if you want to you know start a abandonment i was just going to ask that question um i think we'd have to look at i think we'd have to look at uh in fact we've already thought about it area rugs like we used to put in kindergarten rooms and first grade rooms just not have the carpet underneath and the advantage of that is if they wear out you get rid of them in the meantime you can take them outside to shampoo them or whatever and they're certainly a lot easier to care for than wall-to-wall carpet but yeah there would have to be something to uh mitigate that at the echoes yeah especially when
you think about school school classroom furniture is pretty hard surfaces and pretty angular so you would have a lot of probably have a lot of bouncing around so we've thought about that i do have a question yeah you brought it up um parking lot i noticed you have resurfacing of the d.o and the coyote canyon fox creek but not dying back over full head middle right now diamondback is in pretty good shape i've been up there several times and and it's had whatever it's had to the sealer it that that parking lot did not get in as bad a shape as these did these have been sealed a couple of times but they did nothing to the surface and so it's just sealed over the rocks that are coming up through this parking lot over
here is not too bad right now so we'd spread those dollars as far as we could get them to go but fox creek is in really bad shape and but the one out here and in front of coyote are both in really dangerous shape it's it's really dangerous even to walk across those parking lots um [Music] i forgot jen no parking lot sorry is that going to be they said it was not covid related so but that could be an sfb right or not not sfp but no there's a safety there's some safety that we could because i know the high schools looked into it too there's a safety something that you can go i can't remember what it's called now we'd have to look for that but no it can't be sfb because it's
not inside the building yeah sorry i didn't i forgot that one when i was updating but they definitely need to be done so what happens with that portion of the money you have a plan for that one already we rolled it into what did you roll it into jen maybe that's part of what we rolled into the housing project to increase that one okay yeah because we happen to think about things like oh that little project is going to need streets not just you know it's going to need some streets it's going to need whatever i was at the chamber government and business affairs committee meeting today and that's the folks that are in that committee are also the ones who are helping us as the community group to to make all of this happen
and get lots of community help and so the estimate of the just the infrastructure on the property we purchase is 450 000 so that's to get the electricity there the water there to get the the survey done to get the core work done to get the land leveled and all of that so we were glad we'd put about that much more money back in that project so i'm just curious the parking lot's not acceptable but the shade over the fuel pumps are because it has to do with making sure that we're getting kids to school and having kids safe because the thing is we when when the temperature is like it's been these what 165 days or something i mean it hasn't been that long but it seems like it um the uh when the
pumps are in the sun they get vapor lock and they won't pump and it's because the because the tanks are above ground so it has to do with the way the gas has to flow well it doesn't help us if we can't fill tanks in the afternoons if we need to and those kinds of things so apparently they thought that was a safety issue and we'll take it uh yeah so we have replacing all bus radios in the base station is there anything about cameras because i noticed we have security cameras at all sites but do we have anything with security cameras in the buses it was on it was down the list it was down the list we made sure we moved this one up the list because we're working with darylene at the
high school with their grant because they have put it as a priority in their grant because we want to make sure if we're going to do this with buses we do it with all the buses for both districts and and have them you know have them all so they can communicate and do what they need to do and bring them all up to date so we moved that up the list so that we can make sure that we got it covered any other questions all right so we just need a motion to adjourn the workshop i'll move that we during the workshop yes see she gets a second amendment don't get softer when you get close [Laughter] all in favor aye corey burgess hi amanda amen aye charlene diaz hi anna boyd so i moved
all right we have until five two [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] i call this meeting to order the regular meeting of bullhead city elementary school board on thursday 9 9 21 at 5 55 p.m roll call corey burgess here amanda amen here charlene diaz here anna boyd here just missing jeannie borland she will not be joining us this evening if you will join me for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all at this time we're gonna con be in our public hearing pursuant to ars 15 948 c and d 15 905 15 9 501 15 962 d 151103c for review of the proposed
proposed fish fiscal year 2020 expenditure budget so at this time we are open to the public for any comments or concerns with our current budget okay well we set it for 15 minutes last time and of course it never takes 15 minutes okay with uh no additional discussion we will look for a motion to adjourn our public hearing i'll move to adjourn our public hearing charlene diaz i'll second it anna boyd all in favor aye corey burgess hi amanda amen hi charlene diaz i anna boyd so i moved item 5.0 resume our meeting as scheduled with 5.1 citizens present if you will please sign in the back item 5.2 adoption of the agenda can we have a motion to adopt the agenda as submitted i'll motion to adopt the agenda amanda amen i'll second that
motion charlene diaz all in favor aye corey burgess aye amanda aymond aye charlaine diaz aye anna boyd so moved item 5.3 superintendent reports dr stewart uh mr president board members i've submitted to you the reports building report financial information capital [Music] budget mno budget and the information on enrollment if you have questions i'll be happy to try to answer them and i don't particularly have any miscellaneous updates tonight any questions yes attachment open yes and this is kind of exciting yeah i was anxious to see it it's kind of exciting to see it going back up we've we have found about 300 of those 350 students that disappeared last year so it's it's really encouraging to see that many kids back and and in our schools so and it needless to say it's going to
look good when we revise the budget again in december any additional questions all right moving on 5.4 donations we'd like to thank the community for stepping up in the donations to our school they are greatly appreciated bullhead middle school received 30 newspapers per day tuesday through thursday from the daily news an estimated value of 67.50 per week coyote canyon variety of school supplies from amanda lehmann estimated value sixty dollars the district our office uh miscellaneous art supplies from anna mcgeer estimated value of eighteen hundred dollars sunrise elementary school five five dollars gift cards from alpha delta kappa and like i was stating earlier we really appreciate all the donations that are made to our district they are we we couldn't do what we do without you thank you 5.5 uh board member updates do we
have any updates from the board none at this time okay moving on item six the consent agenda can we have a motion to approve the consent agenda i'll move that we approve the consent agenda as presented charlene diaz i'll second that motion anna boyd all in favor aye corey burgess aye amanda ayman aye charlene diaz hi anna boyd so moved item 7.1 policy jjj extracurricular activity eligibility dr stewart mr president and board members uh this is the policy that uh we did first reading on last month or at the last meeting and the only change is to recognize that we're only doing extracurricular activities uh not extracurricular activities but interscholastic activities uh in grades seven and eight so that's the only change in correction in this policy say that again we're only doing interscholastic only
the only place we're doing interscholastic activities the only place we're doing is seventh and eighth grade yes like sorry that's fine i was like the only okay that's yeah the only change is just taking off six taking off six because that's it back at bullet pedal yeah any other questions all right this is a second reading so we need a motion to approve a motion to approve policy jj amanda amen a second that motion charlene diaz all in favor aye corey burgess hi amanda amen hi charlene diaz i anna boyd so i moved uh item 7.2 policy jk student discipline this also is a second reading are there any problems changes that we first that we saw on this okay so we need a motion to approve uh policy jk i'll make the motion to
approve policy jk charlene diaz i'll second amanda amen all in favor aye corey burgess aye amanda aymond aye charlene diaz aye anna boyd item 7.3 jkd student suspension this once again is also a second reading any problems issues or concerns if none i will move that we approve policy jkd we have a second all second amanda amen all in favor aye corey burgess hi amanda amen aye charlene diaz hi anna boyd so i moved item 7.4 policy jke expulsion of students uh once again a second reading any questions and i move that we approve policy jke all second amanda ayman all in favor aye corey burgess aye amanda ayman aye charlene diaz hi anna boyd so moved item 7.5 health assistant dr stewart uh mr president and board members last last meeting i had several
job descriptions for you and i inadvertently left this one off from the uh samples it was listed but we did not have the actual attachment so i presented again as in this case is old business so that we are for sure uh have it approved by the board any questions and i move we approve the posting for the health assist the job description the job description sorry thank you to help i have moved that we approved the job description for the health assistant i'll second that motion all in favor aye corey burgess i'm amanda eamon hi charlene diaz hi anna boyd so i moved item 8.1 fiscal year 22 budget revision number one dr stewart mr president and board members as i've reported to you via emails and publicly relative to our posting the changes
that the legislature made in per-pupil funding occurred after we wrote and had to submit our initial budget so this reflects the changes in the amount of money we receive per pupil as well as excuse me as well as some increases in the waiting for students with in special categories so some of the special ed categories and this year they have added weighting for gifted students as well so uh the end result is that we could add about 300 a little over 300 000 to the mno budget and in the original budget i had designated and you had approved some money that was in capital to move over into mno we could move that back so all of the funding that is available for capital is in the capital budget that was about 180 000 difference
unfortunately that 180 000 most of it is is taken up by technology sorts of items that we had been coding incorrectly into the m o budget and that was pointed out to us when we were doing uh the audit with the payroll audit firm who found some of these other things so the good news is that all of those expenses are covered it's just that they're in a different in a different budget at this time but it still left us a few extra dollars over in that budget and 300 over 300 000 in this budget and this is once again still based on adm from the spring from from the 100th day so those students that you saw the increase in students that you saw in that graph a few minutes ago won't translate directly
into adm 300 and about 330 students but it should translate into about 300 students adm and when you calculate that out at 4 400 per student that's going to increase the budget significantly over a million dollars so right now we have a very healthy budget awesome any questions did i move we adopt the fiscal year 22 uh budget revision number one i'll second that motion all in favor aye corey burgess hi amanda amen hi charlene diaz aye anna boyd some out item 8.2 salary salary placement schedule classified dr stewart mr president and members of the board as i just said we have a healthy budget and it's nice to be in a position to be able to recommend to the board in this case for uh classified personnel uh an uh an increased or a
change in the the placement schedule for our classified people um in the past this this whole schedule was coordinated with high school as part of the colorado river schools iga and we've not been doing that so that part of the iga went away i looked at how many employees we had in what used to be column one with the pay range that started with minimum state minimum wage of and fifteen cents and we have only seven employees who fell into that column uh after you know when we're not when it's just our district so i'm proposing that we move those those uh those two job descriptions which is bus monitor and crossing guard all of which are part-time uh roles into what used to be column two eliminate column the old column one and so
reduce this from an eight column schedule to a seven column schedule and then move the base in each of those columns up 30 cents so essentially what you're looking at is the same schedule as last year minus the first column and with a 30 cent increase in row one across the board answer any questions you might have any questions and just a reminder that this is a placement schedule so this is what we use when we interview and and uh recommend to you for hire of a new employee in one of these positions so whichever column their job falls in and then based on whatever years of experience they have this is what we use to place them in a salary any questions all right then we'd like a motion to approve item 8.2 i'll
move to approve the salary placement schedule for classified i'll second that all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd so moved item 8.3 salary increase for classified employees dr stewart mr president board members excuse me um i would like to recommend a 30 cent an hour raise for increase in salaries for our classified employees all of our current employees with the exception of the folks that we just moved from column one to from the old column one to the new column one uh because those the raises are already built into that move do we have any questions and i move that we approve item 8.3 i'll second amanda amen all in favor aye corey burgess aye amanda ayman aye charlene diaz aye anna boyd so moved item 8.4
salary schedules 2122 for administrators mr president and board members in the same vein this proposal raises the base for each of these columns by 750 which is the uh the same amount that each step in or each place in this and once again last year you approved this as a salary schedule not just a placement schedule so i'm recommending that you approve this new schedule which means that our newest principals or administrators will be uh would move up once one move up the from where they are placed initially and our uh returning administrators would move that plus have the raise of 750 i'm just i will remind you that we froze everybody this year so the in the spring when they got their contracts no one no one had a step raise at that time
so i'm recommending that we change the base we raise the base and we also give people the raises we did not give them in the spring that's what i was looking at all right any questions all right then i move we approve item 8.4 i'll second that motion all in favor aye corey burgess aye amanda eamon aye charlie diaz aye anna boyd so moved item 8.5 salary schedule 2122 for our teachers mr president and board members in the same vein i'm recommending that we increase the base by 500 on our salary schedule for teachers this means that first year teachers would probably would have 500 more than their their initial contract they were offered but our returning teachers would have that 500 change in base plus their step once again this is because we did
not we were not in a position in the spring to know that we would have the funding uh to do these raises and we do in fact have that funding any questions and this is sustainable through all of these we've been yeah one of the things that i looked at was to make sure that we would be able to sustain it and and part of that was knowing where our student count is right now and knowing that we are going to have additional money so the raises that you are approving tonight are in fact covered by that three hundred thousand dollar additions in the budget that you just approved so that three hundred thousand dollars covers the raises and the change in base that i'm requesting for all of these knowing that our numbers are
going to go up and be sustainable in the next year we're always in a position in any year unfortunately to freeze you know to free salaries but i don't anticipate based on all the information we have that we would ever have to do anything more than freeze in other words not have to go backwards this would be sustainable so the first 300 000 covers what we've already done we have the new student account coming in yes okay um all right i i would like to see us figure where we could spend that in this last few items again um so that's something i would like to see is that additional student count go back to our staff also yeah i do have one question so you're saying they're going to go up a step and
get the 500s or are they just getting 500 now or would it be a thousand dollars no it would be a thousand okay and um and somebody asked me the other day if it's retroactive and that i'm not quite sure how that applies but i mean it's for this contract year so since people have already been paid either one or two or three paydays then it means that that increase will be spread out over the remaining paydays so you know that it's going to look a little funny for them for next year because their first paycheck may if if we give raises it may not you know it may not look like much of a raise because this is spread out over fewer paydays but yes it's retroactive for the length of the work agreements
or the contracts it's for the current school year yes so it will look larger because there's fewer paid it will look larger because it's fewer pace yeah all right and that was item i motioned to approve 8.5 amanda eamon i couldn't second that motion all in favor aye corey burgess hi amanda eamon hi charlie diaz hi anna boyd hey 8.6 increase one day substitute rate to mr president and board members um even though we don't have some of those igas anymore with the high school we do like to be on the same page as much as we can and we all know that it's really difficult right now to find substitutes and that's not an issue that's just in mohave county or bullhead city or even in the state of arizona it's everywhere so we
want to become you know we want to at least be competitive with our nearest neighbor of the high school district and they recently increased the by day rate to 110 dollars just as additional information that i included for you they use 125 dollars a day for teachers who are initially long-term so i'll use the example of a teacher out on maternity leave for instance so that person's only going to be out five five weeks or six weeks they increase that pay to 125 dollars for any employee any teacher that they anticipate having for a semester or longer then they go to the 150. in our district it's 150 starting at that 11th day even if the person is working only for six weeks or whatever so as long as they're in the same teaching position
for a length of time it's 150 today thus i didn't feel any particular need to change that one but i really felt that our per day rate needed to match the high schools any questions did i move we approve item 8.6 whole second amanda aven all in favor aye corey burgess hi amanda amen hi charlene diaz hi anna boyd so i moved item 8.7 policy b-g-e policy communication and feedback this is a first reading did we see any issues being a first reading there is no action needed any questions mr president i would say to you just as a reminder this was a policy that we did some revisions to back when we were working on the policies and asba kicked it back suggesting that we consult with our attorney about the changes that we
had made i did in fact talk with mr hufford send it to him and showed him what we'd done and then we talked on the phone and he's recommended that we put some of those things that we had struck back in they don't change the sub to sub substantially what it is we're doing but he felt that it was important that that we talk about or that we have in there that board minutes are the property of the district and you know and and those kinds of things so i just wanted to let you know that he he did not recommend that we drop any of the things we added he only recommended that we put back in some of the things that we had struck so even if you're not taking action tonight at
least you kind of know the background on why you got this one back any other questions all right policy bdf item 8.8 policy bdf advisory committee revisions also a first reading mr president i will tell you that you have a whole list of policies here for first reading these have all come from the policy advisory from asba all of them involve changes that are a result of legislative action by the most recent legislature and you can choose to act on you're not acting on any of them tonight so but i felt it was important there were so many and there are so many significant changes that when you actually discuss next month you may want to talk about some of the things that are in there and if you want to reword any of those
things or if having looked at them for tonight you want me to submit any of them to the attorney for some specific feedback i'd be happy to do that i did not do that with the whole set because i didn't think that was necessary unless you all had some questions so it's quite a list there were was lots of legislative action this year that impacts our schools and and these all take effect the laws all take effect september 29th so i thought it was fairly important that we get these at least in front of you before the october meeting all right our next reading policy 8.9 or i'm sorry 8.9 policy b-d-b-e-d-d rules of order revisions any questions first reading once again item 8.10 policy bedh public participation of board meetings revision any questions first
reading for item 8.11 policy bib board member development opportunity revisions any questions 8.12 regulation b-i-b-r board member development opportunity revision still first reading any questions 8.13 policy d i e audits financial monitoring revisions first reading questions 814 policy dj purchasing revision first reading about the food that was exactly the change and the one that you were just looking at is the one that resulted in us having on last time last meeting's agenda your approval of the audit report so you know we already knew that was coming so i made sure that we were complying in advance any other questions 815 policy eea bus driver requirements trainings responsibility revisions first reading questions i would make a comment about this one for you a year and a half ago when senate when mr fillmore was here representative
fillmore was here and we had superintendents here meeting this is the one where the superintendent from littlefield appealed to to him to bring to the legislature the attention of how difficult it is for us to get bus drivers especially when there are people right across the river who might have cdls and who might be willing to drive for us so he in fact took that and it's obviously now in law right now we are waiting for the department of transportation to come up with regulations for making sure that procedures more than regulations but procedures on how how those paper how that paperwork transfers across state lines so our transportation department's kind of chomping at the bit to be able to hire some folks from across the river when this finally happens so just that's kind
of background for you and and to me it kind of indicates that uh the voices out in the community really are heard by our legislators so they have to do more research rather than just where it says that if they possess a commercial driver's license issued by another state yeah apparently the my understanding is that the requirements for a cdl in different states are slightly dif the requirements are slightly different so whatever it is that they want to do to make sure that it's at least equivalent to what arizona requires makes some sense we want our kids to be safe any other questions all right first reading item 8.16 policy gcb professional staff contracts and compensation revision any questions item 8.17 policy gcf professional staff hiring revisions first reading any questions item 8.18 policy gch
