[Music] [Applause] [Music] my [Music] [Applause] [Music] [Applause] [Music] james is ready i called to order this meeting uh valencia elementary school district thursday august 26 2021 at six o'clock p.m roll call corey burgess here janie borland here amanda amen here anna boyd here just missing charlene diaz citizens president if you please sign in in the back if you'll join me for a pledge of allegiance the lab of the united states of america and to the republic for which it stands one nation undercover indivisible with liberty and justice for all can we get a motion to adopt the agenda submitted all motion to adopt the agenda is submitted please remember to say your name amanda amen i'm in the mic too good for you thank you thumbs up from james i'll second that corey burgess all
in favor aye corey burgess hi genie borland aye amanda eamon aye anna boyd so moved item to the consent agenda we have a motion to approve the consent agenda as submitted all motion to approve the consent agenda amanda amen i second it anna boyd all in favor aye corey burgess hi jeannie borland i'm amanda amen hi anna boyd so moved item 3.1 increase of meal prices for adults to three dollars for breakfast and five dollars for lunch dr stewart mr president and board members we received some information from the excuse me from the arizona department of education whatever division it is that has to do with the meal program for our students indicating what the reimbursable amounts are for the meals and we were in fact charging less than the cost for our meals this
has not been raised in several years and so i'm recommending that we raise the price for lunch to five dollars and the price for breakfast to three dollars for adults do we have any questions do we have um any options if they you know work during their lunch or yes okay yeah as a district um that was one of the things we learned last year was that um that those meals should not be free and so we have built it into our budget and for for any employees who work give up their duty-free lunch to serve in the cafeteria work in the cafeteria can get a meal if they want and we pay for it awesome thank you any other questions all right and if we can have a motion to approve item 3.1 i
motion to approve 3.1 amanda amen [Laughter] i'll second that cory burgess all in favor aye corey burgess aye genie berlin i'm amanda eamon aye anna boyd so moved item 3.2 new positions higher one at 0.73 full-time employee at six of the sites for health assistance dr stewart mr president and board members one of the uh things that we did last year uh with the covid crisis and was to use some of our grant funds for full-time health assistance at each of our sites we did not include that in our grant proposal initially this year because we were hopeful we wouldn't need that we've had enough cases and enough situations the time that it takes for the health attendants to make the private phone calls and do the paperwork and those things is taking quite a
bit of time just as it did in the past and that means then that kids who just need a cough drop or kids who you know employees or students who need some assistance from the health office we still need somebody for that we don't need full-time positions we're proposing this as part-time they would only be working during the time students are in school and we can pay for this with s or two funds i recommend that we have these positions for the remainder of this year so this would be funded completely out of the ester grant completely out of s or two okay any questions then i move we approve item 3.2 corey burgess oh genie did you have a question yeah yeah i did is this something that maybe we don't need an employee
at every site to do but possibly you know if they're working at the district office and making these phone calls and and i mean are there that many at each site that we have that many calls that have to be made that it deems a full position well that's why we made it part time sure it's a good it's a good question it's part time first of all we have to be cautious about hipaa regulations and so the health attendant and the principal are the ones who are making excuse me any specific and handling any specific information about our covid kids we're at as of yesterday at 35 students on the 14th day of school and so you know we can't quite predict where that's going that's a third of almost a third of as
many as we had last year it's half as many students as we had all year last year someone at district might be able to do the paperwork but then that delays all of that just means that for six site or for five sites six sites that they're having to do the calls and the and those kinds of things with families so we gave this some serious con some serious consideration before we recommended it but we've had cases at all sites and the health attendants could frankly use some assistance did you have any additional questions jeannie or did that answer your question i mean i don't know we've got i mean can these can these attendants also be getting a sub certification so that they can be in classrooms instead of teachers using their prep time
to sub or is it going to be in the health office only i mean it just seems like a lot of time during the day for an assistant in the health office i don't know well i hadn't thought about that piece the um [Music] there's certainly some other things that they can do helpful in the office one of the things that is required every year is the 45-day screening that happens at the beginning of the year during the first teachers on the 35th day or so fill out that screening for all new students there will be quite a few of those at every site this year because students we have students who've come back we have new students and right now everybody's pretty busy so we can probably keep them pretty busy at least the
rest of this quarter doing the contacts and the paperwork with that um you know i'm sure there are other things that they help with vision and hearing they can help with all of those things that have to happen relative to that and certainly can pick up on some of the other duties that need to be done relative to the office in a pinch just like anybody in the office they could be in a classroom for a period if they needed to be they were very flexible last year they were also the ones who kept track of what we needed in terms of uh the sanitizers and the cleaning equipment and all that they were the ones who went around and checked on all of that and made the orders and yeah that's not an everyday
thing necessarily but i think we can probably keep them pretty busy i do like that idea of making you give them a certified sub if they're coming on its staff we could probably help expedite that we're doing that with for instance the one of the positions that you're looking at the job description tonight that you approved at the last meeting for that position up at fox creek we are making sure that person has a sub certificate it's our employee it's not through esi and we are paying for it because we're expecting that to be part of the position we certainly could do that with these folks we have such a sub shortage yes and that's one more person on staff on site we can do that so let's add that in there okay um to
put them in as a great idea genie okay any other questions no i'm good now thing all right so the vote is to you hi genie borland i'm amanda eamon hi anna boyd great so moved thank you uh we are on to item 3.3 additional addendum position for leadership dyslexia training designee at each elementary site two thousand dollar position mr president and board members if you recall last meeting you talked about uh addendums uh for our team leaders and and those things among other addendums mrs lott has received information more information than we'd had before about the as usual unfunded mandate from the legislature that we have a trained person on each elementary campus at least one on each campus who's trained in recognizing dyslexia number one and number two in coaching other teachers in
how to help students who are identified with dyslexia so we pay for the training that's been set up already we're looking for volunteers from our school sites to uh to take this role but this is on top of their duties as a teacher and and so it struck me that this would be an addendum could be an addendum just like a team leader position uh for for some folks on our campus what is the anticipated time this is gonna take after the training is this something that they're gonna put hours and hours each month is this something that is once a month training what are what are we looking at we don't quite know this is such a new thing i'm not sure we quite know what it involves jen and i have spent some
time talking about trying to figure out how the state or how the legislators know what's required we don't even know fully what's required uh the trump i think we're going to find out probably from the training or they're going to find out you know from from that training what's what's expected we don't even quite understand what the state is using as a definition of dyslexia the term itself means difficulty learning to read okay well that could include kids who are in special ed it could include el kids it could include students who have some kind of developmental delay you know they're just slower developing than other kids most people think of dyslexia as reversals but that's only one piece of dyslexia and so we don't even know what the legislature had in mind for a
definition for this never mind what we're going to expect this person to do so was the plan to for miss lott to get trained first is that what it is or are we getting teachers to volunteer sending them down and getting trained we don't even know what that training is yet we don't know anything about it jen can answer that training is roughly depending on the company 750 to a thousand that they have to dollars um and then they're the person who we train kids or we will test kids um using our devil's assessments which also has a built-in dyslexia indicator and so then we have to send letters out to all the parents of that indicator kind of like a 45-day screener and then we have to monitor them and you i envisioned the
person having you know doing some professional development with the teachers a lot of it i believe is the things our teachers are doing already but they may be learning some things from their training that are specific to kids with that so will they be handling each individual kid at their site too managing their case is this or is this just i'm going to do some pd training the only reason i'm getting at that we do repeating training all the time exactly and teachers step up and do that to get offer a 2 000 stipend if you're not if you're only teaching a pd training is no what kind of worms are we opening training but 36 hours can go towards your also your uh you're licensing so i i understand and we're paying for that
so maybe we might want to look at maybe compensation for the training or to offer a two thousand dollar annual stipend because once they go in they kind of don't wait i'd like to get more if they're doing this all the time and they're constantly working two thousand dollars i was thinking gosh that doesn't seem like a lot well and frankly being perfectly honest here we needed something we needed to carry it we need an incentive here for anybody to even volunteer to take this on when we don't even quite know what it involves so the only reason i put the 2000 was because that's what you all had for the other stipends so you know it's open obviously for your discussion and um and can be adjusted at some point exactly i'm just concerned
that we go out and have somebody do their 36 hours of training whatever that does get to get used towards their licensing so you know there is that in there but two thousand dollars once you're there that's an ongoing 2000 every single year and if all you're doing is pd training once a year for two thousand bucks that's nice [Laughter] so where are we at on this i would just like to know what if they're managing students now we you're talking a huge caseload in 2000 may not be yeah sure the right ballparks sure rather than saying yes let's do a 2000 type and let's get more information say yes okay we are gonna reimburse for your time this isn't we're not asking you to work for free but we need more information anything we
can run through 21st century because they're not working with the students right no this is this is totally separate from that so i'd like to table item uh three point three point three um until we get more information are you all okay with that yeah yes all right it's okay do we need motion to table yes you do yes then imovie table item 3.3 all second amanda amen all in favor aye corey burgess hi jeannie borland hi amanda amen aye anna boyd all right so i moved i'm sorry um but we didn't have a second on 3.2 you guys all voted on it but there was because genie had a discussion you motioned and then you wanted to discuss we've got to go back to three point two yeah i wondered if we did but
i so we're good for three you guys went so fast i'm like yeah all right well you could have waited until we got the three six or so so um okay it's good to have kim back i know right excuse us on our toes so we need to go back to 3.2 um and let's just make a new motion because good idea we stay we stay good so item 3.2 i'd like to make a motion that we approve the hiring of one point seven three four uh full-time employee at each site as a health assistant with a um subcertification yes so if we can i make that motion corey burgess yeah we're getting here do we have a second a second julie borland all right all in favor aye corey burgess hi jeannie borland aye
amanda ayman aye anna boyd all right thank you thank you thanks kim and now we're on 3.4 uh 3.4 job description construction manner manager health assistant paraprofessional para professional preschool paraprofessional behavior resource center paraprofessional instruction dr stewart mr president board members since i knew i was bringing to you job descriptions for the two positions you approved last month it was a good time to bring related related job descriptions to you so the ones the only really new ones there the only two new ones are for the construction manager and for the paraprofessional instruction which is the fox creek position the others are just updates of current positions that we've had i put the health assistant in there uh we had it we took it out at the end of last year and so i'm and
i had never brought you the job description for that last year so that one it really is new as well any questions and i would add a footnote that um i got some pretty good advice on the one for construction manager because it's out of my wheelhouse awesome all right with that i uh motion we approve item 3.4 corey burgess i second the motion anna boyd all in favor aye corey burgess hi jeannie borland i'm andy ayman hi anna boyd so moved item 3.5 jk student discipline jkd student suspension jke expulsion of students this is a first reading so we don't need a motion but are there any questions or updates for these policies mr president i would just give you some information uh we did get the policy advisory from asba all 122 pages
i pulled these three because of course student discipline is something that is already occurring and so i felt it was important that we get this out for you all to look at for the public to look at get any feedback on these three the changes are due to changes in the law that occurred in the last legislature and there are some significant changes relative to discipline suspension and expulsion of our younger children so they're lengthy and gives you a little time to read through them any of the changes are underlined by asba and i have had them reviewed by our attorney and he's uh he's you know said to bring them to you the way they are so i just wanted to give you a little background in that so they are vetted they have
been vetted this is a first reading so if there are any concerns from the public or from the board members you do have time to review these matters item 3.6 executive summary of health school assessment dr stewart mr president board members if you recall we used some of our esser funds to do a healthy school assessment this is the executive summary so it's very very rough a summary of the work that's been done you'll get a complete a complete report uh next month next month in september this is tom milroy his name is on this he's one of the folks who's been working on this he's here to answer any questions this document is for just for your review but it was also uh the back some of the background information for the next item
on the agenda so if you have questions for tom uh that's one reason that he came tonight yeah all right um anyone i had a few if you're still going through it um looking at this on the air quality ventilation that's immediate attention we are kind of aware you know our hvac systems are in serious need of repair um i i was just wondering going through this uh we have and i can't tell from the picture looking at it the co2 that's co2 monitoring right there that's correct parts per million is that the same as the one on the next page that we can actually read or i could actually read sorry the the six point six eight or sixty eight parts per million yeah mr president members of the board that was um so
actually those are two different devices so the device that you see in the in the top is going to be the temperature humidity and [Laughter] so temperature humidity and co2 reading device and then the one in the indoor air quality or the one in the carbon monoxide section is actually carbon monoxide parts per million number so those are two different devices that we used to conduct the the two different assessments there okay so that helps that's 4 23 423 all right so what is the 423 on the immediate attention what is that so that's that's the parts per million for carbon dioxide okay in the classroom space as opposed as opposed to carbon monoxide monoxide okay that's correct so all right yeah die versus the mo yeah yeah big difference yes certainly and where does
that fall in the category because on the other one you have the breakdown for the monoxide um where does that fall was that 420 423 423 yeah that's a good question um i i need to go back and talk to the engineers to get you a definitive answer there uh when we're looking at this section we kind of looked at a number of criteria across carbon dioxide humidity and then also you know temperature readings and how the if the if and when they match the thermostats we mark that as well as dr stewart mentioned this is going to be the really high level report we'll have all the minutia and the details in the finalized report which we're hoping to present in the next september meeting but let me get that uh information back to
you if that works immediate action i just didn't know where to correlate that to because i didn't have a graph on the other one we had once sure absolutely tell me where that was okay all right feedback yeah so let me know where we're at with that um i was when i was reading through this i did notice that one of our biggest concerns of course was our hvac and for when it came to the air quality that is like the solution not the end-all be-all i understand but in each one of these items that's in there updating the hvac um long-term sustainability update the hvac update the hvac update the hvac so we're going the right way that's that's going to take care of a majority of what we're looking at right so we're
planning on doing that with our esser funds putting new air conditioning units in and so from what we can tell from this information that you did for us in the air quality control we should be in pretty good shape for air quality control with our new hvac systems that's correct yeah so the the new hvac is going to help tremendously almost across the board on all six of the assessments that we looked at in addition to the hvac i mean units that are from 1994 replacing those with anything is going to be better than what they are currently if we're going to be completely honest there in addition to that though the desert valley chiller something that would also be has been prioritized by the district and also a building automation system which really helps
the district in monitoring all of the items that we're looking at co2 co carbon carbon carbon dioxide and humidity levels and temperature zones it also allows for scheduling ventilation circulation providing better outside air conditions in the classroom environment and a number of indoor health quality enhancements in in and of that self so we're looking at those three items as the top priorities that were laid out in all the strategic meetings that you guys had i sat in on those started with a list of 200 items and now you guys boiled it down to four buckets and and then in that in those four buckets you guys got it down to those three items so those are the ones that have been shared by the district leadership team that we'd be focusing on but to answer
your question the hvc is going to be a huge uh weight off your guys shoulder in terms of looking at that from a healthy safe and efficient learning environment for students and and i would add to that corey that the reason for having that automation system move up so high on the list is we know we can't replace all of those older you know we can't replace 192 air conditioners in two years we know we can't do that so we need to be able to maximize the life expectancy of the others that are old the automation system would help us control that across the district and uh and keep an eye on you know keep an eye on what's going on you and i all of us know that there are folks who turn their
air conditioners down and you know we put the covers on the on the thermostats and they use the paper clips and whatever and you go in at 62 degrees in a room none of you teachers none of you three would do that right so this bas system the building automative system is the one where we can set and maintain and monitor them yes remotely remotely literally from a phone yes that was going to be my next question yes and and i asked them lots of questions about this because i wanted to make sure that as we replace any of the other air conditioners so we install this automation system on every hvac unit that we have in the district okay and as we go along we start replacing more of the hvacs is that something
that we're going to have to what are we going to have to do about it and they've told me that it is attached and when you put in a new hvac unit you move it from this one to you move it to the new one and you're good to go so that seems and i'm i'm right about that time that's correct yeah yeah it's about a plug-and-play solution yeah it's kind of a plug and play so uh to me that's a real big advantage to first of all help maintain the units we have as long as we can and and make sure they're operating efficiently so that if we have something like for instance we had a pd in this room a couple of weeks ago and this thermostat at the beginning of the training
was at the correct temperature and sometime during the morning it was on a timer or something suddenly it's at 85 and that one's still functioning at 72 and we know now that unit which sits right out here is working extra hard to keep this room cool um and and we would have gotten an alert we would have gotten an alert that there's something not not functioning correctly there so that's just an example and then we can kind of override the whole paper clip thing in the or having units run on weekends at 70 degrees when they don't need to be at 70 degrees and then one of the things that i haven't talked with them about but we would want to be able to do is to figure out how when when employees teachers want
to work in their rooms say on a saturday and we have the system automatically set up to keep it at 80 degrees say on a saturday that they can still cool the room down for the length of time that they're they're working so we haven't talked about that but i'm sure there's a way to do that absolutely so and one thing i wanted to add on the building automation system side is we've been on site i think about three times over of course about five days we did an assessment a preliminary assessment back in 2020 and we've been on site and that was actually we were on site a couple days after cl schools were closed down and one thing that we were seeing is is you guys had the abm folks going around each
classroom having to modulate the thermostats and that's something that you'll be able to handle from an iphone from a a laptop computer so that you're not having to worry about teachers that leave their conditioning on at 62 degrees during a weekend or during spring break or those types of things which obviously it's just wasted consumption wasted money to the utility companies that could be really reinvested back into wherever you guys find the priority but thank you dr troy you're on the money with with everything anyone have any other questions i will tell you i was surprised because i had really pretty much thought that we would have more issues with allergens and so you know this is a case where data is saying it wasn't as big an issue as i thought it was although
we know we've lost a teacher already this year because of allergies but the other point is that they did that uh the tests with the carpets and the allergens in the rooms the week right after they cleaned all the carpets and cleaned all those rooms so uh so they have said to us and we've got the data for you but you know we have to remember what the conditions are so i suspect those data are true for when they did it but by january maybe not so much i don't know but i was a little surprised that it wasn't as big an issue as i thought it yeah was if i could add one more thing for that dr stewart yeah so the uh looks like the carpets were being shampooed the day we were
there conducting the assessment the two days that we were there and the two days prior to it to us being there so we still ran the allergen test on the carpets and as you can see we'll have plenty more pictures in the full report but as you can see in some of these pictures obviously the look the design is something the aesthetic of the carpets is something that dr stewart mentioned is a priority to improve and so obviously that would be something to look into for future planning that's why we we framed it up in that fashion but from our science and data we weren't really able to find find too much of allergens due to that and then one other item that i wanted to kind of give you the cliff notes version on
if that if that works for y'all is uh the energy efficiency side of things obviously the hvac pie chart speaks for itself but one thing that was mentioned by you mr president burgess was the idea of not replacing 191 units that are over 14 years old at once um setting you guys up for failure come down 15 20 years down the road and so we put together a phasing plan for the district that could be customized to help the district in accomplishing any amount of units in a year two years three year phase we have a capital asset planning software that we've already embedded the hvac inventory to that can be customized to give the current standing a snapshot of where the district stands and then help the district in budget and plan for the
future uh whether that be through replacing units now uh replacing units in 2023 2025 2027 that really can be uh customized and updated as you guys have more understanding of what you want to replace when so i just wanted to add that color there because we are in total agreement it's not a good sign if if someone's coming in here to say let's replace all 191 units at once because that's really not looking at the longevity of the district and really we agree with that methodology so thank you for that any other questions this time okay awesome thank you thank you thank you very much hang around you may have questions i know yeah don't go too far item item 3.7 uh right yes yes 3.7 uh cooperative design agreement to initiate replacement of the
hv hvac units repair of desert valley's chiller and installation of automatic control system dr stewart mr president and board members i've been doing my homework since the last meeting and have talked with some other outside experts because it is outside of my wheelhouse but the traditional design bid build process i built a timeline for you here had some help with that but to show you that we we know we need to replace some things soon and um so in our discussion last month one of the things i said was i just arbitrarily looked at the number of ac hvac units that we have that were purchased in the last century we have 85. 20 of those at coyote are in rooms that we're not currently using and so i don't see any point in focusing
on those but the 65 other units that were purchased before the year 2000 probably are the ones we need to look at and and this week has been an exception but from the first of july to last week we were having one to two ac or hvac units going down each week and the process with sfb as i've told you all before is a minimum of two months so to work in this process of using our esser money we have options legal options for how we handle procurement of big items like air conditioners or sets of air conditioners so the top one is the traditional kind of procurement methodology where we have several bid steps in there and and the time frame is we wouldn't even start installing probably installing air conditioners out of that
process until uh august of 22. that's a year from now i want to be sure by a year from now when it's hot again that we've got as many of those things in place as possible so i uh sought some advice from chuck esseg at aasbo the business [Music] business association for arizona and he referred me to another person who i haven't talked to yet but he did refer me to the other person and he indicated that this was a good process for us to use i spoke with the business manager for cottonwood oak creek i think it's oak creek school district who they've done some similar projects in the past and he also said that he would advise the co-op process what the co-op process means we are members as a district we are
a member of a number of co-ops one is called save i'm sorry i can't tell you what those letters stand for but it's based uh mesa school mesa city the city of mesa kind of started it in many school districts and county uh offices and city offices in arizona are a member of that co-op we're also a member of the mojave purchasing co-op we use i g p a i think that's a governmental gpa yeah that's a big government one a nationwide government one and so when you do that that that group has already made sure that any of the vendors on their list meet all of the requirements for federal procurement regulations and and in arizona meet all the regulations for arizona procurement things to make sure that we're doing things legally and following
all the rules for spending tax money so having done that and schneider has done this assessment so they already have a lot of information about what we may need to do and what we're trying to do and so i was recommending the agreement with them to proceed so and i know corey has questions and the rest of you may have questions too this is uh this is a this is a process and uh and a big project i'll let you guys go first one that you're talking about um so you you know which group it is that you're looking at i'm looking at schneider electric electric electric and through this co-op they've already done all the work to make sure everything do we have like a verification from that group like is there a way
to confirm that that's like from the group like sure i can get that from them the the yeah absolutely and this happens this one happens to be through save um because they're listed as one of the vendors with save and and we can get that verification um uh and that's good business practice for us to do so yeah because i'm just not familiar with them absolutely um yeah and uh yeah we would want to do that but it would be true for any vendor that's listed with them and so you know we do business with a number of vendors already from mojave cooperative regularly and transportation has a number of things that we purchase you know from the use the co-op for because it saves us a lot of steps and a lot of time
um uh so you know yeah we absolutely could get that okay so it didn't really click with me until you said mojave co-op i'm actually quite familiar with the mojave co-op um and what it actually is is the paperwork's filled out saying i mean there's other details to it but basically that you're not trading with any terrorist organization that you've you've met your agreements that you don't fund this and you don't fund that so it's it's paperwork they have to fill out in order to spend taxpayer money they're also on here to make boards decisions on where they purchase from a little bit easier because they've met an agreed-upon markup value so that's really what the co-op is in essence i i was trying to put that together but you said mojave now i'm like
okay now i know what this is that was familiar but the save i was like it's just another co-op it's just the same thing it's just that's why i wasn't quite putting those together like 10 of them but it's really the same thing now where i kind of have an issue with all this is by going with this co-op we are actually limiting who in our community would be able to bid because if we go co-op design and you're not a company on the co-op you now aren't bidding it because you've restricted that to be a co-op bid right but they subcontract with they subcontract with that's part of their process okay that's what the co-op does yeah so if we bid with a co-op we're actually limiting who gets to bid because we're going
through the co-op when we first talked about this one of my big things was is here is an amazing opportunity for our community we have hundreds of thousands of dollars going into this project to say that we would be a year out before we could replace air conditioners i think is stretched by a long margin um if we put out to bid that we need this done uh contractors knowing this kind of thing is on the table especially when there's so many programs out there that could would jump on this deal would jump on this and i don't want to tie the hands of our community members and saying you can't be part of what we're doing in our school district because we're going with a co-op i do not want to do that so
well i mean august to me 2022 does not help our teachers who have no air in their condition in their classrooms currently and it doesn't get hot in august it gets hot in march oh i totally get that what i'm saying is i don't think the august 22 22 timeline is correct right i think we can absolutely because we could i to go in and get bids by not going co-op it is just a few forms they fill out right this isn't like no it's more than a few forms that they have to fill us out even if it's uh well for procurement we would have to and i have to get bids we have to and we have to we have to put out the we have to put each of these steps what
you guys are saying i'm just not okay with taking a purchase this large and basically telling i'm agreeing with 30 okay i thought you weren't telling you that there's procurement training i had to sit in last year for hours oh we definitely i'm not saying don't fall and you know and it's gonna it's gonna have to be done absolutely absolutely but i agree with keeping uh there are so many places in this community that we could benefit and i agree that's my whole thing come back and i but i think the question to ask tom is is is because they essentially become the project manager for this am i representing that correctly okay and i don't think that that precludes them from working with our local vendors because i've said all along that i really
want to keep as much money of this money in the community as possible and i've not asked tom this question before so we'll put him on the spot so tom in this process would we be looking at local vendors to be doing this job so yeah absolutely so i wanted to shake my head to i agree with that keeping it local so we as act as a general contractor so we are the point of contact between the district and all the subcontractors that we'd be working with this process allows us to pick local contractors and whether that be through the building automation system or the mechanical or the design those types of things are all subcontracted out so for instance in parker unified school district we reached out we managed that entirety of the process
so we conduct the energy audit which is the design phase we manage the engineering then we con we manage the subcontractors the contract management construction management these are huge economic boosts for communities that we work in and so this is absolutely something that we vet subcontractors in local territories and work with the district maintenance team and abm we'd be working with to figure out okay which contractors you typically work with which ones do you like working with which ones are you stuck working with and we can help you know bid the work out to the certain subcontractors that the district is hoping to work with that's really the approach where the general contractor and we keep things local that's the whole idea of our approach because to me it has to be kept local absolutely
we have enough yes we do that we can pull from and keep that i mean their children went to school here they went to school in these schools like yeah we got to keep it yeah yeah so that would be my big thing is that this would have to be and i understand and i believe i understand i could be tolerant i'm definitely not in con in construction but i believe i understand you would be supervising what's going on you would then reach out to these vendors in in town and say hey we got 25 units we need replaced are you capable of doing this and they say sure we're capable of doing it they would work that with you you would then move that on so why best bang for our buck why do
we have you as a general contractor then so when you're looking at the number of things that i've heard you value throughout all the conversations i've had we've had maybe 30 plus meetings over the last year and a half and things that i've heard you all value sounds like time is something you value getting hvc as quick as possible streamlined approach a sustainable outcome these are the things i val that you said you value and a price is something that you value with guaranteed performance and outcome of the design so when i hear those are the types of things that that you value we're the best fit for you if you can if you were to look at the the graphic above or in front of your computers the arrow below is our target this
would be us moving quite quickly actually so for instance in parker unified school district that just approved the final project this week we've moved pretty quickly to get to this phase in the construction world like everything covid has impacted it and so construction is booming so you'll have subcontractors that are really nitpicky on what they want to bid for if there's a lot of competition sometimes they're not going to bid it but utilizing schneider electric's presence we're the largest company that no one knows about we have 138 000 employees globally we have nationwide presence regional presence we have a lot of pull in the construction industry so if you needed contractors to bid the work we are we are the the folks for that um in park unified school district we had challenges with that
we called i think about 10 contractors both locally based in phoenix and nationally to bid the work and we ended up moving forward with about five and got and we're moving forward now with with someone that we're really comfortable with um that gave us the best price and the best quality um and so that's something that's that's exciting and and we we choose to work with with districts that have you know they i know going around and we see that you guys have a lot of mechanics i mean you could just drive around here and see the the trucks at the end of the day we want to make sure that you have a quality subcontractor that's qualified to install this work that lasts over 20 years and it's in a timely fashion so you
need a construction manager like schneider electric to manage the entirety of that process and and i will tell you that it's not just that they're hungry they like working with us tom attends all of your meetings virtually i didn't know that for a while but he's been so he knows what you value because he's been listening to your conversations for several months and and they have modified they have modified as i have asked them to modify so for instance this document i asked them last thursday if i could have this by monday okay and i had it monday morning they have changed the timeline to meet because we know we want to move with this so they're they're very good working with us and that's on top of any of those other things that we
know from co-ops we know sometimes from co-ops from folks we've worked with them that we don't get good product and we don't get good service we don't work with them anymore regardless of the fact that they're in the co-op so i'm hopeful that especially since we want to keep the money here that that um that this is a a doable thing for us okay i do have another if anybody i don't want to all right um on the agreement the last sec well before the signature page section b um the customer agrees to then you have a list of followings then under that it says if the above condition is not met customer agrees to pay uh 38 578 for design agreement um these things are can you can you put this in layman terms
what you're asking me for here absolutely so i'll i'll put in a story i think i like still i like hearing stories and i think most people like hearing stories so say we were to get approved to move forward into the design phase we conduct the design over the next four ish four to five months we hire subcontractors to walk the sites we conduct all the drawings and design engineering we mobilize our our troops and our engineers to get on site and really understand what's the top needs what's the best design when we're replacing units from 1994 there's going to be a lot of modulations to air duct systems condensate lines gas lines those types of things for an example at parker unified school district there was a lot of complexities that weren't thought through
initially and so the design took a month longer than we actually expected because we had to move gas line up it didn't meet code it was getting corroded things like you don't think about in initial stages but when you actually get mechanical drawings and design implemented you see that so say we put those all together we have a final price a final savings and a final guarantee for the district of of these these improvements will generate this much in savings this much in revenue for the district we guarantee that if we don't meet that guarantee we'll write a check to the district so all of that is is included in the design phase if at the end of the day we put this report together at parker it was 293 pages it's going to cost
around we believe we budget around 80 thousand dollars for the district for for bullhead city school district and we asked that that if you guys if we bring that back to you all and you vote it down or don't want to move forward with any for for any reason we ask that you cover about half of that so we're not really in the business of doing just design faces we're in the business of doing the entirety of the installation and so that's really the cost of doing business for us is getting into this and in the hopes that we can work collaboratively and and find a design and a fit for the district moving forward does that make sense it makes sense [Laughter] what are your thoughts on that i don't like it but it
makes sense i just don't like saying that yes you're going to give me a bid to put in x number of units that we are planning on doing and it's like if i go to build a house and somebody designs a house and says this is what i'm doing same story and i say oh i don't like your bid because you're 30 higher than i think it should be now i'm paying you 40 000 bucks so that's what i don't like um we we have no idea what this is going to come back with we have no idea what your your percentage markups are we have no idea what we're spending and what we're hiring you to do but you want me to guarantee a 40 000 check to you i don't like that so
there's there's just too many questions here for me to say okay i'll give you 40 grand um tell me what it's going to take to fix my air conditioning units because that's in essence what you're doing you're saying this is what it's going to take to fix what you've got we're going to spend a lot of time to do that which yes that's a cost of business we understand there is a cost and sometimes there's a risk in those costs but you want me to take on half of that risk when we have a project we're going to be doing so that's how i see it we're going to be doing a project i don't know if you're going to be the guy doing that project at this point but you want me to guarantee
you for 40 000 that you will be that's why i don't like it mr president if i can respond absolutely so the the thirty eight thousand five hundred seventy eight dollars is nothing that you have to pay us at this point it's it's not out of the other district's pocket at this point but what it's going to be included is that design fee or contingency fee would be rolled into the final project price and so if you decide not to move forward with the final project that's the only time that you would be paying for it so what the 38 578 is we're purchasing your design report so if we for some reason decided net we're not going with you we pay the 38 578 but because we're paying you for your time and the
report that's correct so we would have the 219 page report like parker depends on different yeah whatever it is yeah we would have that report that they created and completed for 38 578 that's correct and in reality it's it's going to be a lot more than that if i'm being well that's what you said yeah you're just charging or something so well he said he estimated it's 80 000. 80 000 to do this and correct me if i'm wrong tom so if let's say that happened okay now we have the report okay so if you all decide not to go with their company to continue with it you still have the report and you go with another company but then that company doesn't have to do any of the engineering doesn't have to do any
of that other stuff um and and they benefit from the work that they've done i just don't know if it's and i know you're telling me it's an eighty thousand dollar value but i mean i could tell you this is a three hundred thousand dollar cup i don't know it's an eighty thousand dollar value and you're wanting me to basically say here's 40 grand for a study we're gonna do if you decide not to have us do your work you're still paying me 40 grand so i mean i i'm not trying to call you out on anything or say i just don't it doesn't i don't know this section so to to say that we're guaranteeing you 40 000 to do a project we know we're going to be doing because we have yes or
grant to do it i just don't i don't i'm just not comfortable okay we're paying 40 000 unless we pull out on that i understand that but what i'm getting at is let's say his bid comes back and it should be or we find out air conditioners are five thousand bucks and he comes back at ten thousand dollars i'm like you're out of your mind i'm not paying double what the job is but but that's that but that's the guarantee that's the guarantee we have of going with a contract because save has vetted them that they don't do that to people they have a history they have a business history guaranteed markup is save yes what the markup is over cost because yes when we buy auto parts for example yes we go through o'reilly
on the mojave program and it's a guaranteed flat rate yes are you in the same program we provide open book pricing that's okay absolutely there we go that makes me feel a lot better okay that's where i was hung up i don't want to sure we're paying for that design when the job's done no matter who does it i just wasn't comfortable saying right oh we don't know what this is going to cost you you're doing you're guaranteeing me 40 grand no that's where i wasn't comfortable i don't like saying oh okay and corey when you look at the upper arrow on this okay we would be paying a fee at every okay at every step where we do a bid so we run the risk of getting getting the design step and paying the
full 80 000 out of our extra money if we did that process it's like saying that that was my whole point i know that there's a cost in doing that i get that part that's not what i'm arguing what i was worried about is that we're going to say oh let's move forward having no idea where this pricing is going to come in and oh sorry we're double what it should be but you still owe me 40 grand that's where my hang up was because yes i understand you've got people to pay to figure out i get all that that's not at all if that's how i was coming across that's not what i meant what i meant was i don't want to pay double what something should be with open pricing we know where
we're at absolutely like with like i know the riley thing because i looked into that that it's a guaranteed set markup on what that part exactly so that makes me feel better okay a whole lot better because i was not grasping that was that your only concern was the price part was that it not knowing what i'm paying for okay i don't like being locked into something and not knowing if i'm actually getting the deal i should be getting yeah because we don't know what those costs are but if it's in that open market we know where we're at that's a set pricing that's already been vetted i get that now okay so i was just missing that page in my books and i'm sorry i didn't clarify that early so one thing one thing
i think i i need to mention up front here is we're we're not the cheapest solution in the world we're the number one energy service company because you have a quality design a quality approach a quality construction management and a quality generated savings with guarantee and measurement verification we also have client services team that's dedicated for post installation so i want to be very upfront we are not the low-cost low-bid solution we are the highest quality energy service company in the industry for the district sometimes you pay more for longevity and savings in the long run it's getting the biggest bang for your buck the biggest bang for your buck i agree with that and before we even got to this whole thing um uh two years ago when i first came on board and
went to you know some of the state meetings because i needed to i needed to dive deep into some of these things the company which shall remain unnamed that we are still paying the we still owe 1.6 million dollars on replacement of all the lights and all of that stuff approached me uh to uh you know to talk about some future projects now we didn't know any of this stuff was in the works at the time right and and and um i didn't know that that was the company with whom we had that deal when they were approaching me until they said oh yeah we've already done x y and z for your district and i thought well you may have done x but then you disappeared we haven't seen y and z okay so
uh and they happen to be on they happen to be on mojave's contract so you know it meant that i wanted to do homework in this process now that it becomes real to me a real deal as opposed to a conversation to make sure we were not getting into the same kind of situation so because i have your best interests at heart and ours as a district so i try to really do my homework i'm glad your question got answered so i feel better now and i can yeah and one more thing because i it sounds like you'd like to be updated throughout the process and one thing that we wanted to do here is as you guys are prioritizing that's why we provided this executive summary throughout the design phase it's a collaborative approach
we we find this to be a partnership for parker unified school this year we just finished this week it's a client for life so when we may be a client for life we're there now and in the next 20 years the next 40 years we want to be the cl the district's go to and so through the design phase it's going to be a collaborative effort so if board members would like to join meetings if you'd like me to provide updates on a 25 50 75 cadence we're up for doing that as well we just want this to be a collaborative effort so when we get to the end of the end result it's nothing surprising and and everything's streamlined by that point if that makes sense perfect awesome any other questions okay does judy
have any jeannie do you have any questions um i was just wondering was this the same company that came and presented to us like a year and a half ago they can't they did an energy study for us at the time which was uh an energy savings study um there was a little more involved in that but this was much more specific we were wanting in this one a much more uh and ins in fact a broader study in this that wasn't just energy energy same as the previous one that was more than a year and a half ago well no but they did the energy study for us about a year and a half ago the the unnamed company was launched i just happened to be in signing papers and i sat in on
a presentation right you did it yes you did genie yeah you did and so i was just curious if we weren't i mean we weren't interested at that time in pursuing i just was curious as to what's changed since then that we're pursuing this option um i think what's changed is that that was an overall energy savings plan that was similar to the one that was done with the unnamed company that was you know a very different kind of approach to things this is a very specific one really related to what we're wanting to do with our esser money and our and our strategic plan um so that one was kind of a shot in the dark from from them and this was a very specific request and in this case jeanne the difference then
was that they offered to do that study it cost us nothing this was this was put out the healthy school assessment was put out to bid to quote i'm sorry to quote and a number of other even folks on the on the contract services were offered the opportunity to do the healthy schools assessment and schneider is the only company that responded so this was a very specific one where we asked for them to do something as opposed to the other one where they volunteered to do it okay thank you sure any other questions okay then i'll move we approve item 3.7 i'll second the motion all in favor aye corey burgess thank you hi jeannie borland hi amanda eamon hi anna boyd so i moved seconded it thank you item 4.1 future topics do we
have any future topics they'd like for future meetings not at this time we have some from the previous meeting and we will make sure we follow up with those and uh there will be some other new things that i weight tossing your way as well i am hopeful to have the revised budget ready to post publicly on monday because that's the 10th day before the next meeting if you are planning on meeting on your regular thursday meeting date because there has to be a 10-day lead time so i'm working very hard to get that ready to post on monday all submitted well we don't know jen got it posted on monday a day early with lots of changes and it's very long and it's very i sent you a summary kind of list of things
and i left off one which was some revamping of this room uh i forgot about that but we think that they are already overwhelmed at ade with the s or three applications because they have since monday posted that they are looking to hire some people to to review and approve the sr-3 grant proposals to the tune of 50 or 60 000 salaries if you live in the phoenix area so uh i i think they're i think they're gonna are very surprised already 50 to 60 000. for 55 to 65 000 for these positions to review the sr3 application or grant applications so [Laughter] not worth moving but but i will tell you jen checked not to move she checked to see if you could do it remotely because she was interested upcoming board events uh
same same ones for yeah if you guys want to attend any of the asba training just let kim know and we'll get you signed up uh 4.3 time date and location for our future meeting is everybody still okay with september 9th [Laughter] well that's our regular meeting night are you okay with september 9th yeah it should be fine right a family in town but it won't matter please please bring your binders with you kim wants to update them for you and uh you know put some new things in them and and get corey's email address correct and things like that i know you can leave the other one i don't mind um so we have the workshop at 5 30 meeting at 6. and with that we just need a motion to adjourn motion to
adjourn amanda eamonn hi second junie borland all in favor aye corey burgess hi jeannie borland i'm amanda ehman aye anna boyd we are adjourned thank you [Music] you
