001[Music] [Applause] [Music] [Applause] [Music] so [Music] so [Music] so [Music] [Applause] [Music] do so [Music] so [Applause] [Music] check with jameson i called to order this workshop for the bullhead city elementary school board on thursday august 12th at 5 30 p.m roll call corey burgess here amanda amen here charlene d is here item 1.3 introduction of district leadership for the school year 2021-22 dr stewart uh mr president and board members for the first time in over a year we've been able to bring the uh leader team for you to meet some of whom you didn't even get to meet last year and so i'll start with oh i'll start with fox creek so if you guys will stand up and introduce yourselves that's not the same for everybody okay um uh and we're so glad

002she's back okay so this is the team i didn't know if you'd have any uh embarrassing or i'm sorry any questions tonight or not this is your opportunity and of course you know lance and james is director of uh technology so um any questions for these folks no welcome it's good good to see you guys and have people here yes nice to meet nice to meet those you haven't met yet okay all right and thanks deanne for being here a former employee of our district so we're glad to have you too okay so okay um moving on to 1.4 policy gcr non-school employee by professional staff members dr stewart if we can get it to show up okay so this is uh paul our current policy that you all asked to review uh it's non-school

003employment by professional staff members i went through a policy bridge and looked to see if other districts had something else in place of this one which was the standard one and almost all of them have exactly the same one but i did provide for you examples from other school districts in case you wanted to look at them this one isn't much different they just made a couple things bullets that were not bullets in hours uh come on i kept reading this and and trying to figure out what was different and i truly couldn't figure out much different although it doesn't have the little um see it by that so i think it's pretty much the same the one that is uh different the most different is this one from pima that have had a definition

004and had some other things spelled out a little bit so i wasn't sure where you wanted to go with this but i thought you might like to see uh some alternatives and back to hours i do like in the pima one where they have the definition of what actually outside employment um intel um i just think it's important because one of the things we talked about the last meeting was um you know we share employees with coaching and with other assigned duties with tutors with you know any any number of things including bus drivers it's just kind of nice that if we we just know that the main reason for looking at that was just the support and make sure that the employees are taking the proper time off because that was one of the

005discussions was the excessive time off if they are leaving at noon but they're taking the whole day versus a half day so good glad it was on here do you want consideration of any changes are you wanting to pretty much leave it the same can we go back to ours sure and if you would like because we don't have a regulation attached to this if you'd like something that spells out a little more uh you know what's acceptable what might not be acceptable i could give you a draft of a regulation uh because regulations you know this is pretty formal stuff and regulations usually are okay here's how we make this happen or whatever so that's up to you okay then we can decide if you want to adopt that regulation at that time or

006make changes that we see fit and i'd send it out to you in advance a couple of times i'll send you a draft and you can make changes and whatever before we ever brought it back to the board sounds good any other questions about uh 1.4 no all right item 1.5 policy jjj extracurricular activity eligibility dr stewart mr president in working with fox creek and the middle school i went back and looked at a couple of these policies and realized that this one needed to be updated relative to the change in our grade banding so it's just a matter of changing that one that one those two words are the word and the parenthesis uh six and to seventh because that's really the only place that we have interscholastic interscholastic sports and i wanted you

007to have a chance to talk about it if there was anything you wanted to say about it it is on the agenda for first reading but i thought it might be worthwhile having it on this agenda as well any question on the eligibility all right hi genie glad you're here at 1.6 housing project okay well this is pretty exciting actually folks i've put some photographs in front of you and they were not in the uh in the published agenda but i'm going to share them with if i find the right thing here uh where are they well we'll do it this way okay so uh the committee which actually is a really nice committee of community people and builders and whatever went out and found several properties and then they went and walked the properties

008and then talked with the people who are selling them or wanting to sell them and the brokers and narrowed it down to two that they thought would fit kind of fit what we were looking at and the interesting thing is that in both cases uh the broker has decided to work without a fee whatever it is we do the broker is not charging us and we'll work both ends of the deal so so it's one more gift to the district donation to the district helping us do this it is very nice the first property is this one uh in arroyo vista and you can see it's eight lots it's just off joanne and roya vista and there's that little cul-de-sac and i don't know what the name of it is but you can see it's

009eight properties the utilities are two are in the street to the front of the properties and uh and the properties have been kind of generally graded you know like any properties are in a development there is actually one other property available which is this one across the street that would make a ninth one but that's kind of a separate then you know it's kind of separate from the others so that's one of the two properties the other one is this is silver creek at the top and uh corona vista here and the other one is this property with this with the rectangle uh box around it it is five acres uh undeveloped the utilities only come to this uh corner of um caya de mercado and i'm sorry i don't remember the name of that

010street that comes off of there the the owner of this property indicated initially he was willing to give us at least two and a half acres but is certainly interested if we want to have the whole five acres and so the price probably would even be negotiable but uh he was asking originally 150 000 for the whole five acres in the on those properties in arroyo vista those range between 60 and 70 thousand dollars per lot that sounds like a very big difference but by the time you put utilities to this piece of property we probably come out to somewhere close to the same it might or might not be depends on how many how many units we would put on this property and so i wanted you to be able to discuss those i

011indicated in my memo to you that i kind of have a favorite simply because i kind of favor this one because i think we could do what we want with it and we can make it what i found out today is called a mini neighborhood and make it a neighborhood kind of thing and then the other uh the other drawing that i had for you and it's just a sample of what could be done in this in this kind of a property this particular neighborhood has it was in a developed area already and so they were really conscious about not having not not adding more driveways and whatever but it strikes me that if we have our own property we can do whatever we want with it but this shows you quite a few houses

012that can be on a reasonably small piece of property i'm guessing based on what i could find out that this is about a five acre five acre spot and so you notice there are uh four townhouses and then a number of it looks like uh eight uh 10 10 single single-family homes and i just i just pulled it off the internet just as an example of what could be done um in this one they have kind of a general space in the middle and i know that one of the things we talked about was considering having something like a clubhouse and and that kind of thing so i it just occurs to me that this gives some flexibility so um we haven't filed our plan our plan with the state yet on uh for our

013sr3 money but i'd like some direction from you so that we can be much more specific when we're submitting that plan so please give me your input and if you'd like me to put anything back up i will i kind of want the open space to end only you can do more with it i think um the aurora best one you're going to be limited by whatever the hoa approves or not approves and i don't know if because like in your scheme here you've got little townhouses i don't know townhouses are allowed in there yeah i don't think so yeah so at least this this one where it's open space you're kind of a blank slate you can do whatever you want so that's kind of where i'm headed i agree i'm leaning towards the

014five acres that we can develop i like big one of the nice things that i didn't say to you is the properties surrounding this five acres currently none of them are for sale but they could be at some point and and it would certainly give us an opportunity to expand um on you know by another five acres or whatever it is um to expand if we wanted to at some point any other thoughts ideas where would we like to head at this point have we determined kind of what general idea we're looking um because we don't even know what this is going to run um so this is kind of way up in the air right now yeah i mean personally my thought is is i mean i definitely would scratch the ones in norway

015vista i mean i live up there we're restricted on everything and it would be a minimal amount of housing available i'm still having a lot of anxiety about spending that kind of money on housing for teachers when we're only going to be able to offer it to a very low percentage of our staff and how do you justify who gets it and who doesn't and spending the salary on somebody to run this project and we're in the business of running a school not a housing complex so that gives me a lot of anxiety and i see a lot of the issues that happened with the field house and i don't want to have those types of issues for our district i mean we need to keep keep the teacher i know we need teachers i

016know we need to find a way to do it but we need to keep the ones we have and if we're not able to offer something to everybody it's a lot of money to put into a project and what happens to the other 90 of our teachers who are ticked off that they're not in this housing program or they're not getting housing i mean the military if you can't get into housing you get a housing subsidy we can't afford to pay housing subsidy so i don't i don't know that's my thought i mean in the grand scheme of things it sounds like a really good idea but i mean how long is this project going to take how long is it going to be before family can actually move in there and the teachers actually

017see results in it our target would be for the beginning of next school year and we know that that's tight um starting with a blank slate we know that that's tight but there seems to be a whole lot of motivation from the people who are on this committee of wanting to get things to move as quickly as possible it is helpful that we've got city officials on the committee who are amenable to fast tracking some of the zoning and those issues for us um and and i'm not talking about fast tracking in the sense of you know sneaking us through and not doing what we're supposed to do but certainly keeping things moving as opposed to sitting on somebody's desk or in their in basket sure like this is what our ideal village would look

018like well i don't know that it's an ideal it was just what i found today yeah i know well it helps to have something to look at right that's what i thought it helped me if i'm gonna get out voted no matter how i feel if i don't see a purpose in single family homes i think everything should be multi multi-family four plexes doubling it up and getting you may get less yard space but you know we're not here to give you a big backyard and a swing set we're here to give you a place to live that's affordable i mean when we i lived in military housing for years i mean we lived with 10 other families and we had a community play area you did have a small fence area but i mean

019it was better than an apartment we had parking one of the other uh one of the other ones of these that i i found actually is a little bit more like jeannie's talking about when i was looking at it it was a little more like the housing along the parkway on at fox creek where there are the houses that are kind of long and skinny with the garage on the front and the and the yards are small where you could get you know a lot of people in a lot of units in um and corey's talked about um casa del sol uh or vista del sol sorry el camino right the only problem with those because we did talk about this at the last meeting those prefab units uh one of the things that uh

020they told us that the realtors told us is that as soon as you place those they start depreciating and that doesn't happen with a stick built and i hadn't even thought about that so that was why in my mind i kind of went back to the others you know if we wanted more units than these those you know the smaller lots and the longer skinnier or whatever and in some cases if you wanted to have a little additional savings is to butt them up against each other and have them be like duplexes or whatever and um so you know that whole discussion is we just wanted to know kind of where to go next which of these two directions to go and then bring some ideas back to the board because if you do do

021more of the town home or the duplex style and you still have that community area where they can go to a park or take their dog or go for a walk with their kids they're giving up the backyard we're able to get more in the community center area of it would be you know an area that could be utilized i want to see us get the most bang for the buck so when i look at the aurora vista just the initial land cost is kind of puts that out of there because you've got a single house you're putting there paying association fees on top of it yeah because your tree [Laughter] well died but by having the bigger place we can do so much more and if it is already zoned multi-family it really does

022open up the windows of what we can do my vision really was originally doing something like genie's talking about where we put a community area in yeah as many housings as we can get in there and knowing we're not going to house our entire staff but you know there's still a lot of other things we have to figure out ultimately this will be good for everybody even those that aren't living there because we are going to create a something that is going to give us a return and that return anytime we can turn a positive return without we're basically taking money that was federal tax money given to us to set aside we're not bonding this out we're not going to the community and saying hey i need i need tax dollars from from your

023property taxes they gave us a structure we have to work in we work in that structure we're going to need a return on that structure that's what i'm looking at and in the long run is going to look you want to talk about return i mean oh my goodness there's an opening in the housing area you're a new teacher coming in you know can you this would help a lot i think in the return of just drawing more to our pool so it's more than just monetary return i i agree with all that but i'm still really leery about the teachers who don't get in there that need it well there's no reason that existing teachers who might need housing could not get in if we had openings it's not just for new people you

024know we lost teachers and paraprofessionals this year uh because the housing they were renting they were kicked out of and so it would be really nice to have you know to have something available to say okay you know we you're in a tough situation we don't want you to leave here you know here's what we have available this is for staff members not just teachers employees no in my head it's employees it's any employee because they're all valuable to us absolutely there's not a single employee who's not valuable to us so at this point i think we really need to say we want to look at the multi-family not not the individual lot um we got to kind of figure out dollar figure so we know where we're headed because where i was talking and

025where you're talking it's still very far apart um but if that's kind of we have to have some guidance though and you all gave me that so i will tell you that what i told the committee was 2.3 million turnkey okay and then and then i felt like we have a little gravy for if we want to sell the uh the laughlin ranch property so that you know if we're getting close because we don't want to be in debt we don't want to we can't be we don't want to go for bond we don't want to do anything we want this paid for up front done done deal okay so i said to them turnkey and for me that means whatever units we have are going to have a stove and a refrigerator and a

026washer and a dryer and be ready for somebody to move in and not furniture you know not that kind of thing but but appliances and those things so that when they walk in the door with their own furniture and their own things that they can that they can start living okay and so i just simply said to them 2.3 we're working with that and if that ends up being fourplexes if that ends up being duplexes apartments whatever that the best bang for our buck where we will not be over budget i mean because if we ended up with one fewer units so we don't go right not be over budget right um and and where we're going to be at from there okay but it is definitely needs to be a multi okay okay we

027have agreement on that yeah all right everybody okay that gives me some real direction thank you so much for that uh i i will tell you that this is really exciting oh i'm sorry jeannie i i know you're not quite against it but no it's well it's it's anxiety it's it it yeah it's exciting but then i also have moments that i gotta go it is i think we need to look at if you have you know i know we've had teachers come in from the philippines do we have options where four can live together so there's like a four bedroom option so we can if there's single teachers out there that want a house together i think that should be looked at too so a mix maybe of one two and three bedroom that's

028a great idea maybe rather than four bedroom but one two and three for sure in these three one two and three make it a mix i think it's a great idea i'm sure that the teachers we're getting from the philippines would appreciate knowing because they have some trouble when they get here anybody coming has trouble but they kind of have an additional and we're not alone in that you know that's true in many many communities okay that gives us some real direction to work from and uh and so here's what i will tell you the next step then with either of these properties but for sure with this one since it is a blank slate so we will need to have a survey and we'll need to have core core drilling to make sure it's

029not on clay and will not shift and do whatever so it means engineers coming in and doing that kind of work the estimate from the advisors i have on the committee is that that would be probably in the 25 000 range to have all of that done and so that's less than we still have to have quotes so we will follow all the procurement rules but i can go ahead and do that and then once we get the grant we can journal that journal that over because i don't want to wait until september to get started on what we need to do for the you know the baseline stuff on this so if you're okay with that we will just we'll proceed with those first steps that we need to do and of course the

030first step is negotiating with this landowner uh for the purchase of the land right are we are we good on that okay helps me have direction thank you all right okay item 1.7 oops sorry wrong thing and get it up here there we go all right round seven yes and one point seven i need a motion to adjourn the workshop make a motion wait during the workshop that's like of that motion all in favor aye corey burgess hi genie portland amanda ayman aye charlene diaz we are adjourned we have just a few minutes before we can start a regular meeting so [Music] so [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] i called to order the regular meeting bullhead city elementary school board on thursday august 12th at 6 00 p.m roll call corey

031burgess here jeanne borland here amanda amon here charlene d is here okay if you join me for the pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all citizens presence if you please sign in the back item 2.4 call to the public this is the time the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and manner restrictions as the governing board may establish comments will be limited to three minutes per individual unless specifically weighed by the governing board at the conclusion of the call of the public individual members of the governing board may respond to criticism made by those who address the board may ask staff to

032review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters and not been noticed in advance as part of the agenda we have a couple present and a couple that were sent in by email if i could find my emails here uh i'd like to read the emails first and then we'll get to the ones present our first one is a parent said to whom it may concern i have questions regarding the masks i have two girls at sunrise i love the staff and everyone is great my concern is both my girls are of age seven and eight my seven-year-old is considered high risk i wear a mask and do so my girls and so do my girls for the sake of

033my kids and and my parents who are elderly i am fully vaccinated my girls are not of age cove numbers have started to climb again especially in young children many schools like schools in flagstaff and even arizona state to name a few have gone against the state legislators in or requiring masks in the classroom and school buildings when are we going to make it mandatory again how many kids have to be exposed and taken out of school before we do this this is not fair to our kids teachers or everyone involved we want to be back to our old normal but i feel as i'm pretty sure other parents will agree that now is not the time to back down please help keep please help our kids to do your part requiring mass skins no

034more optional our second one i'm very concerned not only about the kova 19 but about the delta virus my kids are 9 and 10 and both are underage to get the virus shot i feel much better if not only my kids wear masks but all kids please take my concern into consideration thank you we have two additional call to the public uh paula hello um my name is paul sir philippe i'm a parent i have three children in the district one graduated in 2020. yesterday august 11th i received a call from ms godwine principal at diamondback elementary school informing me i had to pick up my daughter marley who is a third grade student because she had been exposed to another student who tested positive for covet 19. ms godwin stated it was the district's

035protocol that any student who had been within three feet for 15 minutes or longer um sorry i got this or or any other staff member who had tested positive for covet 19 would have the quarantine for 14 days from the day of exposure which was last thursday and that she may return to school august 23rd ms godwin also stated that if marley was tested for a covet 19 and had a negative result she could return to school this coming monday august 16th as long as she wore a mask for the remaining of the 14 days since exposure any person with common sense would have been just as shocked as i was when i heard that even after having a negative test she still has to wear a mask that's what i asked the response was

036that it could be a false negative negative meaning she could actually be infected so she'd have to wear a mask just in case in order to attend in-person instruction which violates state law how so on july 1st sorry i just had surgery i ran out of breath how so on july 1st of this year arizona governor ducey signed into law bill hb 2898 which reads section 35 prohibits a a county city town school district governing board or charter school governing body from requiring students or staff to use face coverings during school hours on school property a school district be a school district or charter school from requiring a student or teacher to receive a covet 19 vaccination or to wear a face covering for in-person instruction by requiring marley or any other child to wear

037a mask in order to attend in-person instruction which you do not require all students you are violating state law as well as our children's right to equal protection of the law protected by the 14th amendment of the united states constitution section 1 nor denied to any person within its jurisdiction the equal protection of the laws your protocol is absurd and quite ludicrous as it contradicts itself you want to subject our children to an invasive medical test in order to be able to attend in-school instruction a test you clearly do not trust otherwise you wouldn't mandate the mask to return to school after a negative test as the science you claim you follow proves they're not infected if you don't trust this science how are you creating a protocol that restricts our children's education based on

038that science haven't our children suffer enough in the last 18 months i had a lengthy conversation with dr stewart yesterday dr stewart who is a doctor who has a doctorate in education half a century of as an educator under half a century as an educator under her belt has given the privilege of being in a powerful position that allows her to make life altering decisions for her children during our conversation every time i questioned different elements of the protocol her response was continuously that she was following the guidelines of the arizona department of health services and the certain center of disease control all in the name of what is best for our children so after hearing the same answer so many times i asked her yesterday as a government employee for such a long time

039do you blindly and wholeheartedly trust the government do you believe they have our best interests and that of our children at heart she chuckled and said that of course she doesn't so that she is not that naive so i asked her as a highly educated individual have you done your own research she said no that she had not done deep research on this matter which shows she is and has been making decisions that affect our children's lives based on guidelines given to her by a government she does not trust that she knows does not have our children's best interest and without bothering to do research disregarding how it affects our children's lives i ask you board members the same question do you do you blindly and wholeheartedly just the government has their best interest please

040raise your hand if you do do you blindly believe them do you believe them trust them sadly this protocol implemented shows that just like dr stewart you blindly set protocols for a children's education without any regard of the outcome even though her answer was no she's quarantining the healthy she's discriminating our children and depriving them of the education they deserve disregarding the emotional damage it causes them statistically more children have died from suicide depression physical abuse and other related mental illnesses due to clove with 19 school shutdowns than ever before than the actual virus where is your concern for that where is your concern for the children's safety then dr stewart brought up the delta variant are you aware that on average 75 percent of the new coveted cases the delta variant are from people

041who are vaccinated doesn't that tell you something i have two friends who work the covet unit at ymc they both have told me that the majority of the cases are from people who are vaccinated you may say that's hearsay okay well i spent this past weekend at ymc getting my appendix removed the nurses had treated me just for reference i was in the covet unit told me the same thing i refused to take the covet test that they were demanding in order to admit me i asked the doctor if i text if i test if i test positive are you going to kick me out and let my appendix burst he said of course not we will take we will just take extra precautions i said okay then just take extra precautions as if i

042have covet let's do this the doctor pause till that he said and said i guess we can do that i have had four c-sections and have four kids numerous and numerous trips to the r i wouldn't have i wouldn't say i'm an expert but i'm quite familiar with how hospitals staff operate when taking care of patients both in an emerging situation and when admitted do you know what extra precautions the stuff took during the three days that i was there zero they did the same exact thing in the exact same matter as always they came in close proximity to me to take my vitals draw my blood check my incision area sign paperwork just as i have all other times prior to covet the only difference with your story time is up may i ask

043for an extra minute we've actually already gone three minutes over can i finish my statement i'm sorry we're out of time if there's time when everybody's done talking can i come back we'll see what time we have left thank you mr my name is noel regan i teach at fox creek junior high i'm here to speak in regards to the air conditioning situation at our schools our air conditioning units are old and are going out because we know that and because we live in an area where air conditioning is not just a luxury but an essential there needs to be an expedited process for getting those replaced i was informed that my classroom air conditioning was out two weeks before we returned to school that is easily enough time to get the unit fixed or

044replaced in a timely fashion before students begin showing up that is not what has happened another teacher on campus had his air conditioning go out last april though there were two months of school left and an entire summer vacation his air conditioning was still not working when teachers returned to school this year when i have asked about progress on mine i have been told on three separate occasions someone has been here to look at it i'm not sure why that needs to happen three times to figure out the air conditioning does not work i was informed yesterday that initial approval has been granted by the sfb and now the district will be getting paperwork together for a final approval to be submitted that means an ac unit has still not been purchased and we are

045not very close to the work being done to replace the unit again all this should have been able to be done before we resume classes i've also been told the ac unit in the office copy and supply room is higher on the list than a classroom in which students meet and will be replaced first the district solution to the slow and convoluted process of fixing and air conditioning is just to simply move classrooms asking teachers to simply move classrooms is not so simple there's constant movement of supplies and materials issues with technology being different or unavailable in other classrooms and more and no answer can be given as to how long that situation will continue before a successful solution a fixed air conditioning is in place while it seems too late to have any sort

046of expedited process for fixing the ac in my classroom i am asking the district to review their methods for addressing the situation when an air conditioning goes out so that teachers and students in the future do not have to suffer through the heat or the status of not knowing when a fix will come because our air conditioners are going to continue going out i know you know they're old and they are on the list but something needs to be done to expedite that process thank you that was our last call paul if you wouldn't mind forwarding on the rest of your statement to the board and we will review that item 2.5 adoption of the agenda any questions i move that we adopt the agenda as presented all second all in favor nay we can

047pull okay i jeannie borland i amanda ayman i'm charlene item 2.6 superintendent report mr president and board members um you have my report you will also see i would like to um show you oh i'm sorry it didn't turn there we go we had on the first day of school 200 2163 students enrolled and that is up by 41 students from the number at which we closed in the spring and that's good news excuse me as of today we had 2266 enrolled and we didn't have that many bodies and seats today but that those are the numbers that are actually enrolled we have not done the 10-day drop because this was only day six of school so we will keep you informed uh as as we get to the tenth day and and let you

048know where we are the only other thing i would add as an update a miscellaneous update we received word today that the district all three of the elementary schools in the district qualified for early literacy funding and i had my numbers written down but i don't have them with me the amounts range between 50 000 and 65 000 for the three schools two years ago we had only one school that qualified last year too and now all three are qualified for these extra funds and we use them for various things assisting with salaries and other things but the target is early literacy so it's four k through three i'll answer any questions you might have about the rest of the report any other questions for dr stewart all right moving on 2.7 uh no itemized

049donations at this time item 2.8 board member updates any updates from any board members item 3.0 the consent agenda i do have a few things that i'd like to pull from the consent agenda the item 3.3 personnel and 3.6 evaluators so with those i would like to move that we adopt the consent agenda minus those two items all in favor aye corey burgess hi genie borland hi amanda amen hi charlene dies the reason i ask for those to be pulled is there's some discussion that i would like to have on a future meeting uh considering concerning some of these things i'd like to send that over to dr stewart so we can break that down so we do it the proper way um there's certain items that i'd like to like okay on both of

050those table those two items at this time oh table both of these are both of those so we can have those on the next agenda for discussion in a separate way okay all right is everyone okay with that okay we're just gonna table it then you need a motion to table those two items thank you so much table items 3.3 and items 3.6 second all in favor aye corey burgess hi junie borland i'm anna hi charlene diaz so i moved [Music] all right item 4.1 uh bullhead city return to school plan for august 20 21. dr stewart mr president excuse me and board members as with last year um i thought it was probably a good idea that we bring back each time for your consideration each month consideration of our return to school plan

051i did not print out a copy for you i can get it up here for you to look at i made some suggestions for they're highlighted in yellow for some changes but i think there are other things that you all might want to discuss relative to these things that i was not aware of and so by putting it on the agenda this way it pretty much lets you talk about anything that's related to our return to school plan i did also give you some other information presented it to you this evening that relates to the return to school plan for instance the student protocols and and then a sample of how that that protocol is carried out at the site so whatever your pleasure is relative to a the the recommendation chain recommended changes that

052i've put in there or any other changes that you want to make any comments i have a few but i'll let you go first go ahead and get this get us started okay um i did a some some numbers trying to put this all together wrap my head about what's going on um and i've been through several different uh academy of american academy pediatrics the cdc a lot of different reports uh the biggest problem i'm running into is the actual numbers on how kids are affected we're seeing stuff above the age of 14 not seeing very much below the age of 14. the best source that i found was academy pediatrics looking through their numbers they went through the changes in coveted cases and kind of broke it down a little bit more by kids

053what i found very interesting is the testing testing among states reporting for children is up eleven to twenty percent depending on the state so they're doing eleven percent more and twenty percent more testing on the kids uh culminated between all the states and between eight and 17 percent of those ex of the all children tested were tested positive so they're doing many many many more tests than they ever did in the past uh but we're still getting a very low number of kids that are they're actually testing positive hospitalizations was was quite interesting uh 23 states including new york city new york reported uh among the state's reporting uh children range between 1.5 and 3.5 of the total cumulative hospitalizations so when they when they reported these tests it wasn't just covet hospitalizations of all

054of the hospitalizations 1.5 to 3.5 were kids um of that 0.1 percent to 1.9 was a coveted case so of that very small number of the hospitalizations that are children only 0.1 to 1.9 was a covet hospitalization um the last one which we all are probably the most concerned about is the mortality rate 43 states new york city puerto rico and guam all reported on this the reporting of children mortality rate for kovid was between 0.00 percent and 0.26 percent seven states reported zero deaths total uh the state's reporting uh 0.00 to 0.3 of all cova cases resulted in deaths so all of the kids cases total reported the highest possible number was .03 percent now we never want to see that number any number is too high when it comes to a kid but

055that number is drastically so low it's almost non-existent um i have been anti-mask and ant since the beginning and now the new protocols that we're kind of we're thinking of adopting here with uh students being isolated which is once again a recommendation but the number one priority from both the cdc and from the american academy of pediatrics is children in the classroom from both of them the number one number one priority above all number one priority is kids in the classroom because they understand the suicide rates are so high all these other problems that are coming from this so i'm of the feeling that to if we absolutely we get a kid that that test positive for kovid that kid should be out he should be quarantined but the idea of quarantine other kids who

056may have come in contact that may is way too big for me and and i don't agree with with the idea of of isolating um a kid that may have come in contact so i am not in favor um of quarantined kids uh because these numbers are so small um when looking at those that's vaccines and i know staff has been a big concern how are we taking care of the staff are these kids passing it on to staff the actual numbers that come from that every reporting i found is there are i didn't bring that spreadsheet so i apologize for my numbers might be slightly off but i think it's 33 000 people that have had the vaccine have tested positive for covet after receiving that no vaccine is perfect so some people will

057still get that but we're well over a million people vaccinated and only 33 000 that have been vaccinated now are getting covered people that are choosing not to get vaccinated it is their choice and i'm not saying they have to be vaccinated but people that are choosing to not be vaccinated i really struggle with people telling me because i got vaccinated that i should wear a mask because somebody chose not to get it vaccinated and now they might be a potential risk they're also finding that those that have been vaccinated and do catch that of those 33 000 their symptoms are very very minor so although not 100 it is reducing what's going on there so where i'm at is we're getting back to normal we can't keep putting restrictions in we can't be coming

058up with these ideas and telling a kid that you get coveted you're too close to somebody so you're going to be the next seven days in a mask i i'm not in favor of that and that's not and that's not the protocol so if you'd like and and i respect your views on that if you'd like one of the reasons i gave you the calendar was so that you could see what we're doing this year compared to what we were doing last year um and let me find it so that the folks in the room can see it as well so if a student's tested positive we haven't quarantined other kids within that classroom who were not positive we we have we're doing mini quarantining last year when we had a positive case in a

059classroom we quarantine the entire class we're not doing that and this is on advice from county health and so i gave you a calendar i didn't put any dates on it i did that intentionally so you could just see how the 14 days flow and and these are where the recommendations from county health based on cdc so if you'll bear with me a little bit to track through this so that you can see how it works so we have student a who is in school on monday has no symptoms student a comes to school on tuesday and has symptoms and gets sent home that day or maybe doesn't get sent home but has symptoms and so the school learns about that student's positive case on wednesday so that becomes day two for that student it

060now becomes day one for the students who are sitting immediately around that student in their main classroom or a classroom that they're in so instead of 25 or 24 students going home it's two three four and as many as eight if they happen to be sitting in the middle of the class and then you can follow the blue line for what happens with the student who has covid so it is um the science in uh presumes that the student had covid before they showed symptoms that's why the days start when they do and that student may return to school on the tenth day after the first onset of symptoms if they have symptoms um as long as they have no fever because if they have the fever they're still contagious um and no symptoms so

061they can come back on day 10. i've given an example of three students who are sitting next to that student in class so we have students b c and d and that we send them for quarantine under this protocol on day five they may test the reason for that delay is that over the past year the scientists have found that any test given before day 5 is questionable in terms of accuracy so they may test on day five as speedy as testing is these days the results usually are on day six and uh so students can come back on a day eight on day eight uh if they wear masks for the remainder of the 14 days so i've given you an example of the two students who do that and they have missed in

062terms of our school and i'm sorry in my example i had kids in school on day four and they really day four for the blue student and day three for students bc and d it might have been a flex friday it doesn't matter it's still day three so students bc and d have missed wednesday and thursday gets at home wednesday they've missed thursday they miss monday tuesday and they may come back on wednesday so they have missed four days of school three and a half four days of school and may come back if their families want them to come back on that day with masks we're not requiring that they come back that day we're not requiring masks other than the fact that they're coming back on day eight so they're in school starting on

063that wednesday the student who the student see who does not test on the fifth day or does not test it all continues with the quarantine through day 14. i'm sorry may return on day 14. that's in green because that's what we were doing that was our protocol last year that was the standard protocol in the state that students who were quarantined were out for 14 days so what we've done with this is not only a mini group a much smaller group quarantining but also arranging for an opportunity for students to come back much earlier and so instead of missing these days of school one and a half year or two four days here and a day here they're missing three and a half instead of seven so this was uh these are things that have

064been changed over this past year and it's the protocol that was recommended by county health so county health came up with this or did we submit to them and they said this i submitted a protocol to them and they sent it back with many of these additions now they they were much more they were much more specific about these timelines than i was i was a little more i wasn't quite as specific as they were and i wasn't sure about the day eight uh guideline or the day 10 even for students who have covid because in their in the way the guidelines were written by cdc it talks mostly about people going back to work and though and the day eight was a thing for people to go back to work so county health is

065saying we can apply that same that same guideline to our children coming back to school as opposed to making them stay out the 14 days so actually that was a benefit to our kids because it got them back in school sooner and it's a choice you know the parents can choose to you know to have them come back with masks for the remaining days or or keep them out the 14 but it's a very small group and given that we have right now on the sixth day of school 18 students with covid and they are all in different classrooms so a year ago if this had happened we would have 18 classrooms on quarantine we don't we have depending on the classroom depending on where the child was sitting in the classroom you know two

066three four five kids on quarantine as opposed to 25 kids on quarantine from 18 classrooms and in a couple of cases we have teachers because they worked closely in a small group with the infected child i i understand dr stewart is put in a position because she's given direction by us right that first and foremost her direction is to take care of the safety of our kids and then you have to go by the recommendations of the guidelines recommendation by this and make a presentation to us so i totally get the position you're in and i really understand and i really want our kids in school you know to me this gave us some options to get kids back in school quicker and keep kids in school so you know this is a rock and

067a hard place for all of us right it truly is because we all i mean number one we all care about the safety of the kids that's why i wanted the numbers to see where we were because i feel when we when this first thing first came about 18 months ago whatever it was it was knee-jerk reaction what do we have to what's what's the worst possible scenario we ran with that because nobody knew but here we are 18 months later and then they're still saying oh well you may have exposed somebody so you might want to quarantine these kids best case scenario kid who's just sitting next to somebody's out for four days and they're missing four days of school and because they might be exposed the way that the disease is affecting these

068younger children not seeing the numbers now is there a situation where a kid can get really sick and unfortunately get you know you know mortality issues here absolutely but you have that in everyday life we have that everything we face i just feel very very passionately and very strongly that what we're giving up by protecting the maybes or what-ifs is costing us way more than that the numbers to me just don't just don't speak a quarantine to a maybe when i look at student c who you know who just missed seven eight days of school gets on the bus with another student a and then they miss another eight to ten days of school and then plays on the playground with another student a and they're going to miss half their school year and never

069be sick in the high school my kids you know they got exposed i three out of five of mine had covered last year my father-in-law passed away from copa this year and i i would still believe that the student with covid stays home and the rest of them use precautions in the classroom so one of my questions and because i was listening to everyone talking we talked about parents choice and i feel like at this point we've kind of taken away the parents choice to have their their non-sick child um stay in the classroom what if we moved from the three feet to a six feet of notification so we notify that if there's been an exposure within six feet of that child and allow those parents their choices i feel like sometimes we get

070really restrictive when we talk about what we are going to have them do we what did we do we uh closed out at the end in june or may with retiring the previous plan and that plan had masks as a requirement and we went to masks or encouraged or recommended for those especially that may be exposed or have an exposure at home or may need to reduce those those at home and i just feel like our our parents are being restricted once again on their choices um but if they're notified and they have the information in front of them and it's not just because then i just wonder where do we stop because we're with them three feet right here and we've been sitting here for an hour and a half already together um but

071i also work very closely with people at school i'm in your classroom i come through and man if you have to notify 1200 kids that you know mrs could have become contact with mrs amen um it'll be an empty campus so that's my concern is notification is wonderful i think that is a great step i think that's a great way to get that information to the parents but i still think that as a parent i do and should reserve a right to my child's choices and their education and we're not restricting um we're just taking away some of that that opportunity and i'm with i've been with jeannie her example's perfect that kid who was never sick never sick maybe even tested negative every single time has now lost out on their education because of

072this because of a recommendation of a protocol and i'm not opposed to calling the parent in every you know miss miss classroom today had a child with kobit you as a parent have a choice to keep your child home and quarantine for this many days parent choice 100 okay with with that and we do notify the other students in the class of possible exposure and amanda something you said triggered also some of the phone calls that i've had in the last uh three or four days um just for information for the board um i've had a handful of phone calls uh two of them were very much kind of in the same words that amanda just used in terms of choice and i said that i would certainly bring it to your attention because first

073of all there and those parents happen to be in favor of masking but they said if you know since we can't since we don't have that choice they wanted us to consider again the option of virtual school and we pretty much in june when we didn't know so much about delta and we didn't know some of these things in june um you know made decisions and moved forward with some things in june for that for this this whole plan uh but i said i would definitely share that with you and one parent was pretty adamant about the fact that we that folks who choose not to have mask their children she recognized that they have a choice to do that but that that process then she doesn't have the same uh option then of asking

074that her at-risk child have virtual school and um you know she said that's that's a balance you know and she should have an option just like that parent has an option but they do have an option for virtual school i had my child in a virtual school when public school wasn't working for him for a year and i agree with that but she wanted me to be sure options for virtual sure and they are public it's just not our district right and she just wanted and i and i agreed i didn't want to hide from you any of the things that parents have shared with me and uh and i said you know i would absolutely share with you her can you know her her choice and she said i want my child to stay

075in this district and um uh and it's an at-risk child you know a child who's at risk because of health things and family has risks so um uh at least then every voice is heard which i think is important all right do we have any other additions so can we bring back up where we're back to school um yes please yes i will do that thank you what i hear you saying is that um you would like maybe not so much changes on this document but changes in the protocol definitely right is that where we're at yeah i don't know does anybody want to continue with a quarantine of a non-ill child i do not okay so we understand that we don't want okay quarantine a non-ill child okay and i'll ask you to put

076that in motion if you would please in just a minute but the other thing i do want to call to your attention it just occurred to me i am not sure if that if that change will or will not have any any effect on our application for so3 funding i suspect it will not but i don't want us i don't want you to go into this blindly knowing that you know not knowing that there might be an effect on that on that thing because it did require that we have a back to school plan and which we do which we do and uh and protocols so um uh you know i'm and i'm not sure if what our protocol is i'm not sure that the details of our protocol the changing those would be enough

077to risk that but i don't want to i don't want you to go into it without knowing that's a possibility if we do run into a situation that please bring that back to our attention oh absolutely um but i i just can't see that um because we aren't meeting the requirements okay but if that is the situation we definitely will re-address that that at that time definitely um so thank you we will need a motion and so i would make the motion that we accept our back-to-school plan but the protocol will not quarantine healthy children right is that what we're doing did i miss that we that puts us in a position of us being medical people to determine that they're healthy so maybe what you want to say is that consideration of proposed revisions

078if we don't if we don't make the revisions well but the protocol is the protocol is the piece you're be you're able to discuss the protocol because it's part of the other plan does it give us page three i want to withdraw my motion first and then page three is you should have a copy it's in the protocol so the protocol is with the the protocol is not specified in the back to school plan but exactly but the protocol is the methodology that we use to conduct the back-to-school plan uh and it's how we carry it out so um so where is it at on here so i don't know my paperwork online uh it wasn't online but i did put the protocol on your desk i have extras here genie it's good cause i

079obviously don't have it and if i missed it's because i'm not kim under the return to plant school protocol for quarantine students and this looks like third says students who have been quarantined due to exposure to covet 19 may res return if they meet all the following it would be part of that so we just want to take that out we are not going to quarantine due to exposure due to exposure we will be following the quarantine um for those that have tested i just want what i hear you saying is drop the third section that starts with return to school protocol for quarantined students not all of it just the section of students who have been quarantined due to the exposure coven 19 may return the exposure part i think we might need to

080look up this policy gbgcb um what does it have take reasonable and lawful measures to protect the staff members of communicable diseases that's the quote right out of them yeah that's that one talked about being allowed to quarantine a whole classroom without okay give me a second i'll get it no that's okay we'll get it one of the nice things about technology gb gcb this is about staff um i mean this one this particular one is about staff if it's in section g there should be a similar section in right authorized to take a reasonable and lawful measure right and there's a similar policy under students let me see if i can find that one they are and and i was careful to look up all of you know all of those references do we

081do all call like the high school does if there's a no no we don't do all call we protect students privacy we do that and we send a written notice as well the screen is making it difficult for me to find [Music] jl has to do with student wellness and it focuses a lot on nutrition and physical fitness and those kinds of things when she brought up his i know she brought up the one that's g policy gb gcc authorizes superintendent reasonable and often yes yeah and that's the basis on which i've proposed any of these things to you all in the last 18 a full classroom months didn't know if that was the same one that was in that was in last year's uh return to school plan that you gave me permission to

082do that um i'm sorry if i overstepped by trying to withdraw you know draw that back to a handful instead of a class but i thought that was logical especially since that was the recommendation from the county and please understand i'm not interested in us doing things to close the schools you know that was that was horrible last year we're trying to do everything we can to keep our kids and our staff uh in school and particularly our 12 and unders because of the they can't you know they can't vaccinate yeah a lot of a lot of the wording in the new uh in the back to school plan instead of the word shall has the word may and uh in those sections that i highlighted that i was asking you to approve adding you

083know we don't have masking we know we can't but if at some point somebody says okay you you could or should i didn't want us to have to come back and change it i wanted us to be able to just roll with it without having to have special meetings and those kinds of things so you'll notice there's not much of the shoulds and showers there's a lot of maze so that way if we get mandated again we're covered but in the protocol so i'm uh okay so some of the discussion that um trying to just edit to make it flow would be keeping the return to school protocol for quarantine students and if we say students who have been quarantined due to exposure to coven 19 shall will may whichever word you'd like to use

084be notified and recommended to self-isolate and be evaluated by a health care provider if they experience symptoms consistent with covenant 19. so change the the should to me should immediately be notified and recommended too okay i mean the recommendation is still there we're not forcing we're not requiring okay and then um students who test positive for copa19 should follow isolation guidance that's that's fine and then i was thinking that if we did students who choose to quarantine due to exposure to copen 19 may follow the following criteria and then you have your criteria listed that's going to make it really hard to to manage they don't have to quarantine okay but if the parent says if the parent says they're quarantining then we apply that is that what you're saying you're saying what i'm saying

085is if they choose to quarantine right maybe it should just say if you choose to quarantine here are the following recommendations okay and that's fine because it's the same thing because if they choose to quarantine this gives them an idea if i was a parent who is not looking up all this stuff and i get a phone call and i choose to keep my child home i would love this gives me a nice little step-by-step guide for a recommendation but it's not required so if i look at that and my kid after four days has not now they're they're full of energy they're symptom free oh man they need to be in school i choose that that's my choice i don't have to follow all of them it's just a recommended criteria for them okay

086i was just trying to are you done with that we can pass it down because you've got the writings right on it that would be helpful to me thank you excellent all right so then we will need a motion to adopt the protocol the new protocol as submitted i will make that motion and please state that it's part of because we don't want to get in trouble for it not being agendized by itself it is part of the plan the protocol for our return to school plan for the fiscal year 2021-22 thank you okay so can we have a second second all in favor aye corey burgess aye cheney borland i am in amen so moved all right uh item 5.1 annual single audit approval dr stewart okay let me get back to our things

087okay the single audit i'm not going to pull it up because it's all those numbers and things but then recent legislature passed uh passed a bill that says that we have to formally uh present this as a an agendaized item and for your approval we have addressed the recommendations from from the auditors we've addressed all of them there were 11 and we've addressed all we actually got a notice from the auditor general's office they only cited us for one of the items and it had already been addressed i sent them a statement and they responded that that was acceptable so of the 11 recommendations only one was cited by the ag's office and it's already been approved all right and can we have a motion to approve item 5.1 make a motion we approve 5.1

088all second all in favor aye corey burgess hi jenny borland i'm amanda eamon so moved item 5.2 candidates to complete the term for brandy dubois dr stewart mr president and board members i think our folks who are interested are here in case you want to ask them questions or have them come up and introduce themselves you have in front of you we did not publish publicly the their letters but you have their letters and uh it's your pleasure would you like to hear from each did you want but um dr stewart should have received an email from grace she messaged me stating there was a big family emergency so hopefully everything is okay so because she's not here yes okay and it must have been recent because she acknowledged this morning so i'm sorry to

089hear that that's uh the first one on my list uh let's we're gonna go through with the other three of you that are here uh the first one on my list is anna boyd it's a nice way for the public to get to know who you are right too what would you like me to say um first just tell us who you are where you're from and why you'd like to be on the board okay um i'm anna boyd i'm originally from miami florida but i've been here for over 20 years i'm a teacher at mojave high school why i would like to be on the board is well one i would like to to have the experience as well i'm a big like to learn and get the inner workings of things a little

090bit better but also to have a place and a purpose with helping with the elementary district and seeing how i can take my knowledge and expertise in education and the fact that i do have kids in the elementary district and apply them to you guys and of course i have a degree in mathematics which helps with numbers so things like that you're right so that's about the gist of it all right did anyone have any questions nope all right thank you thank you thanks theresa dembek teresque i apologize i am used to it my name is teresa dembeck and um the reason i'm interested in feeling it is as apparent with a child in elementary school i would also like to learn more about the inner workings of how things work i would like to

091help in giving our children the best learning environment and the best learning opportunities by being becoming involved in the process that's used to to do that i am well my family moved here to bullhead in 1991 i graduated from mohave high school i graduated from mohave community college and then i moved away to further my career and then i moved back and i've been back since 2000. any questions thank you thank you and grace is not here patrick young my name is pat young i'm from here since you live here over 30 plus years you say you're from here i have served on previously on a school board i've extensive time spent in education various positions as teacher all the way to leadership i think i have a lot to offer as far as expertise

092and good solid foundation opinions to to the boards and to members of this district that's the reason why i'm offering my services now any questions thank you kim i'd like to start off by thanking all those who did submit a letter of intent to want to serve with us on the board it is greatly appreciated and it is fantastic that we get four highly qualified individuals uh that are willing to take from their time and and help us on this board that is so important um so thank you all very much for your time as we spoke before kind of how this process works we come to a decision as a board on who we'd like to make the recommendation to to our county superintendent uh that information is then passed on to him and

093then he would reach out and make the appointment so uh let's have a little discussion ideas thoughts just taken a couple minutes okay this is awesome um [Laughter] vested individuals is dare we say that whoever is not select or recommended tonight should run the next time since we always have difficulty finding candidates to run [Laughter] empty nesting i know that uh empty nesting was kind of ingest but just so our people who did submit these letters understand uh this position is for the remainder of the term so it'll be till the next election cycle um at which time we have two other board seats that will go up for election also so we will have three positions at that time correct we have three i think that's right i can't ever quite come to the

094end of hers yeah i can't ever quite remember the end of yours timeline you're here for a while right i thought you and brandy i did a two year he did the two-year one that's what happens and nobody applies i could take your road i thought your two years was up and you just ran no i did a two-year so yes good times are you sure no i'm sure yes you're the two four years yeah that was the two year there was two four years and one two year position so i did the two year they took the four that was nice of me okay um who would you like to nominate i really wish grace would have been here i don't i know her through events i could start on paper i uh like

095once again like i said we have some amazingly qualified um looking through them all uh trying to figure out who um would be a great fit for the board and kind of fill some shoes we lost with doug we had mr lutz with us for a while who was very well versed in in budgets and in the ins and outs of how all of that legality works um the one that stands out for me is mr young serving as an assistant superintendent uh transportation director he's been uh food management all these things he's got listed on here for us uh gives him an insight that we lost when we lost doug so that's something that i know that i appreciated was nice to have so i would like to nominate mr young to fill that

096position do we have any other nominations i can't pick i can't pick i'd like to make a recommendation for teresca looking at her information and the things she's done and being a product of the community staying in the community coming back to the community just i wish i could nominate more i really there's a couple of that i mean there's one that's like sitting on top of the other um it's this is very difficult i wish charlene stayed i agree i mean can we phone a friend all in your car i know i i wish grace would have been here to speak because on paper i mean she looks pretty good i've been a few events she's done in the community she's out there she's doing makeup bullhead better she's worked in the school systems

097she's involved in all kinds of family and community events she was humanitarian of the year and i'm looking at anna who's who's got a background in education and has worked her way up from the ground up and nose mat i just i honestly i don't think i can pick between the two of them i mean it would be like picking a number out of a hat honestly for me and trusca has a very good good background mr young has has experience i mean we have four very good candidates it's and then that's where it becomes hard we've done this many times until right before we sit down literally yeah there's no time okay and then i tried you know i try to i kept waiting for them to come in the email last time they

098came as they came in and i did post i mean i tried to post them just in the part that you all could see yeah and i'm sorry about that but i did see that in the draft well i put them in the administrative part so they weren't in the you have to log in to see them because i didn't think it was appropriate for the public necessarily to see all the letters so yeah they should see the letters they're all really good they are and like it would be helpful huh i've been here for too long and um been through many of these appointments and honestly i could say we've never had this where where was okay we don't want you know this is it is very difficult so when i was looking at

099this i had to kind of see where where i believe that we need the most help and to me losing doug we lost a very knowledgeable individual who who knew the budgets knew how that worked who's been in that situation before that's why i made the recommendation i did i would love to have any of these people serve on the board with us and you're right it really is which which number do you draw out of the hat so that's kind of where i was at i step down and nominate too i'm not sure how i'm not sure how mr file would appreciate it but i suspect you can you could submit all four names to him and let him decide but i i think he probably would not like that no he he likes

100to he really likes the board to make the recommendation he will not make a decision yeah very much he's very much and you know wants to do what the board wants so i mean realistically for me it's kind of like an eenie meenie miney moe between i i just it's nice having a tough decision sometimes it's a positive side it is glass half full i know charlene had an opinion i wish she had time you know but she had to go my stack is just keep shuffling such a good resume for you aren't we supposed to make a decision in 30 days that's why we have to revisit oh okay yeah i'd like to nominate grace okay so we have two nominations any more three nominations you have three three sorry we already did somebody

101different man so we just need shirley here for a fourth nomination of four people different because that's what would have happened we can choose not to fill it until the election but that's not good yes you can but that's not a good one that's not a good choice i just like to have more time to discuss because what because with our nominations you know i i didn't have questions and now i'd like to ask questions ask questions then so you've got three of them here you can ask questions yeah absolutely call them up you can ask of the three yeah um okay so mr young um you've served on the high school board and then you've worked in the elementary district for many many years can i ask why you chose to serve on the

102high school board the first time and then why you came was off most people running for the school board they were interested in serving the community serving the students and serving the parents and uh yes like most people who run for school board they're interested in serving in the community serving students parents staff and that was my desire and i resigned from the board after a couple of years because it got pretty toxic and spent most of our time just listening to arguments and it was going nowhere that kind of deflated my reason for wanting to be on the board to begin with um i don't see that happening here and you know i have a lot to offer so yep definitely i'm a good guy anna mr young oh wait hold on you what

103what would you hope to accomplish if you were a new member on the school board well my expertise as far as the district is concerned is involved with leadership as corey mentioned budgeting transportation facilities i was in charge of all those things at one time or another um i know the processes that go on in the accounting department and what it takes to uh to make sure that we adhere to all the rules and regulations i pretty much understand the requirements of board members as far as open meeting laws and the things that that regulate what we can what we cannot do more importantly i think that having been a principal for a lot of years i think i understand staff concerns i think i understand things that support the staff and i think one

104of the things that i'd like to offer is is just not my uh expertise but my suggestions and my huge interest in making sure that we can bring the the uh most qualified people teachers into our area and then keep them here not let them go after they've experienced a summer here and that's really important retention of teachers i just feel like going first you you may not have had an opportunity to kind of express more things yeah because it is really nerve-wracking being the first one to go and keep it short and sweet and then you're like oh man yes i should and i feel like you need an opportunity to kind of give us a little bit more and and tell us tell us a little bit more why you're interested um okay

105so one of the issues or probably one of the biggest issues that we actually have in this area is teacher retention one of the analogies that i've often used is this area is kind of like the mcdonald's of the job world where teachers come out of college they come here to get their few years of experience because any other a lot of the other schools that pay more have a lot more incentive they require teachers that have a few years of experience i've seen charter schools where you have to have taught for at least five years before you can go there or private schools and so i kind of feel like one of the big issues here is that we are mcdonald's they're coming to get their experience and then they go and the biggest

106issue is retaining not just teachers but highly qualified teachers teachers that actually meet all the criteria of being good teachers so that's the first thing that i'm really concerned with and i would like to have the opportunity to look at the data look at the numbers look at things like the budget and stuff like that to see where we can actually apply things to have good teacher retention not just teacher retention but good highly qualified because there's teachers that we hold on to for 10 15 years that we would really like to be the ones that go you know what i mean so it's like how do we incentivize how do we make sure that the teachers that are staying are the teachers that we want to stay and then how do we drag those

107other teachers in or pull them in to where they can survive our summers as well or make it worth surviving our summers the second thing that i have a concern with is regards to feeder schools so the elementary district is a feeder school into the high school and i teach pretty much the honors mathematics i've taught it for a long time and i can actually tell where my kids are coming from based upon the data that they present to me so i know what schools they're actually feeding that are feeding into me and some of that has to do with perhaps the curriculum or the way it's being applied in the lower grades and as someone who's getting these kids and i'm trying to make them not just competitive in arizona but competitive in the

108world and we all know how those math you know math plays into funding and to all the different things because there's so much that's tested on it but it's like getting these kids actually to engage themselves in mathematics and also engage themselves in reading not just reading for reading's sake but to actually be able to analyze and to be able to critically look at every sentence and figure out what's going on so good reading comprehension that's a huge thing to me it's not just reading it's not just getting them to read a book but be able to analyze that book and to look at that book and that comes into math education as well because now you have one of the hardest things to read is is a mat is math and we use a

109lot of different language and it is like a foreign language and when kids are able to analyze and break those things down they are more successful and so i've seen the progression of these kids over time and where they come from what they bring to the table and i would like i feel like if i had the opportunity to address some of those issues here that we could have children going through the school system that are being much more highly successful and much more driven and having that that ability where your situation your home situation is no longer thing as i said in my letter and as of course as you guys know from previously i was high i was homeless through high school i was actually homeless through most of junior high as well

110we had a small place for a very short period of time but that was about it and i experienced multiple occurrences of not having supplies or not having what i needed to meet my education and at that time it wasn't as big a thing the mckinney-vento act didn't come into play until 2001 and i left in 2002 and then of course by then i wasn't telling anybody what was going on and most people didn't know um so to me having that that equitable learning environment obviously not equitable equity and outcome because you can't you can't really do that no matter how much you try but to have that to where everybody has the supplies they need and everybody within the classroom is has the ability to be successful and to create an environment where self-efficacy

111is the driving force behind everything that they do and they're not held back by their home situations because they can right and to really limit and provide the type of place that gets rid of that mindset of what i would call mediocrity okay and so that's i feel like if i could be a part of that that i have something that i could offer because of my experience and those things because i know what it's like to be the kid that had without and what the kids who don't have need and the support systems they also need because i feel like the education system also also a lot of times we put a lot of money and effort and to prevent like preventing kids from doing drugs but we don't put a lot of effort

112into supporting the kids who are already saying no right it's like we're trying to stop you from doing jugs and then you have the kids in the background who are like well i'm already saying no but i need a support system but we kind of ignore them because they're already saying no so yay good on you you know what i mean so i i definitely love the idea of being able to offer those kinds of things and think of those things and possibly get that kind of support within our school system thank you thank you anything else what do you see as a school board member's role in responsibility um i believe that the school okay so school board's responsibility i think is definitely to the community first and foremost and the parents within those

113community the community um i am definitely a parent right so i'm looking into the community and to what those parents you know obviously want there's things that i want there's things that i look at and stuff but then after that then it's going like to the students and the reason i say parents to students is because you have a lot of parents who are very supportive of their kids um right they will give everything into their children and then you have parents who aren't we all know this it's a reality everyone wants to talk about how like parents choice and parents this and i'm a parent and i understand but there are kids who just don't have that and so that responsibility for from the parents then goes to the kids if the parents can't

114if the parents aren't if the parents are not willing then my responsibilities to the kid and the kid first right so i that's kind of how i'm looking at it because i don't want to just bypass that parent does that make sense when the parent is a good parent and the parent is doing their job as a parent but then the rest is to the kids and then of course when it comes to the kids like how are they seeing the world and how is their their world view being affected by the situations going on in their lives because one of the things about growing up homeless and having parents that did drugs is there was a lot of kids i was surrounded with that were making the wrong decisions and a lot of them

115felt i guess you would call like that um not a complacency but almost like they an acceptance of their immediate reality as their future right and there was no one really offering them that alternative and stuff and so when you have that situation where it's no longer the parents and they're not actually doing their job then to provide those kids with that almost like that family that they need to remind them that their immediate situation is just that it's just now but they have full power and control over what happens next thank you nope thank you okay thank you well we might as well say come on everybody else got a chance to speak again let's all right is there anything you'd like to add um actually i would like to say a few things

116um my main purpose for coming was i wanted to help that's i like to help as you can probably see i'm a helper but i saw a need and i wanted to help fulfill that need in case there wasn't anyone else qualified for it i would step up to help obviously you guys have some very good candidates and they're they're great my concern was i didn't want um i guess i i just i wanted to make sure that there was a good person on the board that's what i wanted to make sure to help ensure that they're learning that our students are learning um the cores of education the reading the writing um the arithmetic um to help also to prevent any of the things that are trying to infiltrate into our system that shouldn't

117be there where the school the learning environment the subject matter the things that don't belong in the school learning environment and i just wanted to ensure that all students had opportunities to encour to encourage learning the kids that are struggling the students who are falling behind but also the students that are excelling giving them the opportunity to develop and achieve according to their abilities and potential for the teachers to help ensure that they have the resources that they need the compensation that they deserve and any other things that they may need to be able to give their best to the students and to help them be successful in teaching and then for the community to come alongside the community and to do what's necessary um for a desirable outcome and what's best for our children

118and for our community um i'm still learning everything about you know this but i just mainly i was just concerned i wanted to make sure we had good board members and if there was no one else here i would be willing to come and help and come alongside you guys and be a support be a voice whatever you needed me to be so that's where i come from so any other questions nope thank you thank we probably you yeah well i don't know what the emergency was i don't either are you wanting to try to get a hold of grace i mean i would like to hear from all four if it's okay um okay i would james i need a little help uh the board would like to call grace see if she's available

119would you help us with that please since kim is not here to do it okay yeah that's probably a good idea um just in case it is would you mind doing that for us first yes and make sure because if it was an emergency we don't want to interrupt something we shouldn't good call overstepping a couple minute break absolutely let's uh let's do that while we're waiting for dr stewart why don't we take a a five minute break and we will come back to this and just in just a couple minutes when dr stewart rejoins us so um can we get a motion to take a a five minute break i make a motion we take a five-minute break hi second all in favor aye corey burgess hi junie borland i'm amanda eamon [Music] do

120[Music] [Applause] [Music] [Applause] [Music] hey we'd like to reconvene our meeting at this time uh mr mcnutt if you wouldn't mind helping us with our technology you are not permitted text an email text hi grace hi there we go okay all right we've got you on the speakerphone um welcome i'm cory burgess board president our two two of our other board members are here uh we wanted to hear from you tonight so i'm glad you're able to join us uh dr stewart told us that you had something prepared if you'd go ahead and please share that with us we'd appreciate it okay um thank you very much for this opportunity and i'm sorry that i wasn't able to be there in person so my name is grace hecht and i started my journey in the

121bullhead city school district in 1986 with mrs richardson as my kindergarten teacher at desert valley elementary she had a big piano in her room and would have us all sit down after recess and play the piano for us she'd give us one jelly belly bean if um if we counted to a hundred all by ourselves and tommy smith the founder of young scholars academy was my fourth grade teacher and my older sister's best friend she taped my paper to the desk at mountain view elementary to help me with my penmanship and i could literally go through every single teacher and tell you how impactful each one of these teachers were to me a child who was being raised by a single mom after my parents divorced because my father had such a bad gambling addiction

122that he tried to sell her house from under us so as i grew up i worked as a teenager in the mountain view after school program that the city put on and then as a young adult teaching just came naturally and i was able to be a substitute teacher for every school in the bullhead city elementary district and when i subbed at desert valley my art teacher mrs sellers was still there after all those years i was offered a position when i was 29 so 10 years ago to help run the 21st century program at malc the after school program for youth as well as other positions and while doing that 10 years ago milk was in a little bit of a different situation but dr christiansen the founder of milk took me under her

123wing and she showed me what servant leadership was and what family meant and that malk family that school was built on on dropouts of local schools and now has a waiting list years long so i understand that there are major differences between charter schools and districts but i think there are things that we could definitely learn from from what they're doing right and how we could implement that in our school especially from looking at the different ratings unfortunately some of our schools a lot of our schools are having d and f ratings and are losing teachers and malk has 60 teachers and they only lose one to two while the district this last year i've been told it has lost close to 30 which is it's really sad so um i this whole last year

124as you guys see in my thing through make bullhead better i've teamed up with the band together stick together club which is a facebook group which has hundreds of teachers in our area and every month for this last year we've been giving out these appreciation baskets for an educator of the year it doesn't have to just be a teacher but you know the bus driver or an aide just letting them know that we appreciate them and tons of well not tons but several uh um or businesses in our town have put gift certificates in there and we just are doing what we can to make them feel appreciated so i think that's more of what we could do um i know that there there's a lot you know that that could be done to make

125the school work better make bullhead better and i'm so i'm so sorry you guys have to make this decision because i've been watching and it's a hard decision mr young was my teacher in high school and it's a great man and all the other people that have spoken so i'm happy to answer any questions i would love to serve on the board alongside of you guys but i know that you have a tough decision to make so thanks for giving me this opportunity to talk thank you do we have any questions yeah grace what do you see as a school board's member role in responsibility so um setting direction getting involvement and input from staff and the community we need a vision for the future of public education bullhead establishing structure providing support ensuring accountability

126and advocating for the students awesome thank you um what do you see the major issues facing our district the bullhead district i would say just like several of the other people i was listening um keeping teachers here and making sure that they feel appreciated not micromanaging letting the principals do the job that they're good at letting the teachers do the jobs that they're good at definitely looking at their exit surveys why are they leaving what can we do to make sure that we help them not because like i was going through my little you know thing of how how i felt growing up here those kids we need my kids are getting ready to go into this system right like they need to see that stability that they might not have at home and with

127their teachers that they can go back they can see them like i could still go and talk to my kindergarten teacher she's still in this community so bringing that where people want to stay and we can raise up teachers here in our community that want to stay any other questions all right well thank you very much for your time um we're going to end the phone call and we appreciate you joining with us thank you thank you so much bye i'm sure it'll tell you if you push the wrong one no that said no no thank you my lights are out i'm disconnected too so i don't know how that works all right so to make your decisions more difficult yeah no doubt mike we asked him to talk because i thought it would be

128good information so currently we have three correct nominations three nominations and no second and our three nominations are i got it wrong last time so i'm asking for guidance here so grace is that where we're still at no okay is your mic on yeah okay that's green sorry the lights on my lights on um i don't know like just listening to the information and and taking in everything that everyone has said um i mean i really appreciate all of them and you know i'm not going to help any matters here at all because i'd like to withdraw my nomination and i'd like to nominate anna boyd i've stuck between you know all four but i feel like i had a couple that were coming through and i really just appreciate uh you know everyone's information

129and you know as much as i'd like to stay where i was in the beginning i just feel like some of the information helped you know kind of steer me a little bit you're welcome i know i didn't help there okay i i have to admit there were some really good points brought up um i will second your nomination so we have a nomination and we have a second all in favor of submitting anna boyd's name to the county superintendent for our board replacement cory burgess aye i'm like the deciding vote here you guys talk about pressure actually mean i mean i am because if i if i no no it could be two to one it doesn't make me feel better to say no but it doesn't make me feel better to say yes

130because then we say no to others okay can we just go to the only nomination so i mean we can go to the okay that works too amanda amen all right so moved it wasn't the same yes saying no to the other ones i agree all i so if we could pass that on to our county superintendent that would be appreciated i will do so tomorrow correct three to oh three to zero all right moving on to item [Laughter] yes item 5.3 which before we move to that make that very clear we do have an election coming up soon and there will be three positions up for re-election at that time so those of you that did submit these letters please don't disappear uh please don't disappear um item 5.3 termination of darlene rossini mr

131president and board members i recommend termination of darlene rossini from the position of payroll coordinator any questions at this time then i'd like to move that we terminate darlene rossini do we have a second i'll second all in favor aye corey burgess nate jeannie borland hi amanda amen hey 2-1 motion carries item 5.4 school board association proposed political agenda dr stewart mr president and board members this was sent out to board members from the asba for consideration by boards and recommendation from boards to their delegate to the delegate assembly and you know there's another item on the agenda for you to determine if you will have a delegate for that assembly so this was an opportunity for you uh to discuss your stance on the items that were submitted by asba so what we're looking

132for is a discussion on the items they presented yes um if we had any things that we personally saw that we might want to see changed i think you could submit those with your with your delegate i think so yeah with a delegate but we don't really have to take action because this is their political agenda well except that you're telling your uh your delegate how you feel about these items because i suspect not having been part of the delegate assembly in the past but i suspect that they uh address each one of these things and get you know feedback from the delegates so if there are any items on here that you are opposed to you need to let your delegate know that did you find anything in the the changes that have been

133made to the political agenda that you'd like to object to none okay no objections to their agenda um you don't have to make i don't think you have to take action if you're okay with it yeah so we can move on to item 5.5 asba delegate we are allowed to appoint a member to represent us at the delegate assembly on september 11 2021 not required but we can't yes um discussion would anybody like to be our representative oh i stepped up for insurance so i've done this before i'm not doing this again i think i am actually adding another conference okay so we are not going to appoint a delegate at this time okay i have one in the audience well let's [Laughter] um okay so we don't need to appoint one at this time

134no action to a point okay item 5.6 student fees fines and charges dr stewart mr president members of the board uh policy jq allows the district to charge for participation in extracurricular activities and in sports considering that we have a 21st century program going on at fox creek and and we want as many students as possible to participate both in those programs and in athletic programs i'm recommending that we not charge fees for participation in the athletic programs and that the the principals and the athletic directors make a very huge effort to for tax credit and other donations and then they're also going to be setting up a a plan for replacement of equipment for the actual teams or replacement of uniforms reconditioning of football helmets and pads and those things that have to happen

135but then instead of charging our families for that that we figure out ways to uh to assist with that and particularly with tax credit where folks can use their you know pay their money in but then they get they get that back so it benefits the students and benefits of the families as well and it's not a huge hit to our budget or any of those kinds of things i i personally i was always in favor of the student fee um being on a coach it was nice to know that you had some money coming into your program because there was a lot of that uh there are a lot of unforeseen costs that come on with this and if we can offset those somehow from those that are participating we've always been in the

136past where the tax credit waives the fee we even worked with a high school where if they have kids going to the high school and it's paid to the high school we waive the fee and we also families that struggle with this can meet with the site principles and and we've waived the fee um so we've personally um i like the buy-in that we get out of out of it what i think it's 100 is think it's about i think it's a hundred dollars per sport so the only thing i would say is i'm in favor of reducing the fee if not removing the fee the only reason is is we charge 100 at the high school rate and there's transportation lots of transportation there's minimal transportation at the junior high there's a lot of

137transportation at the high school there's more uniform costs there's more reconditioning i think where we're sitting right now i think it would be a good time to maybe look at that of a reduction instead of a complete if you're not in favor of getting away from it completely and then if we have to bring it back then it's another shock but i hate the fact that you know we we put a fee on a schedule and then we never look back at it and that fee stays only to be increased so if this is a time where we can decrease a fee let's decrease a fee or remove a fee i would be in favor of at least decreasing i could see that you make a good point um less cost the i've just always

138been in the mind frame that a buy into a program helps it does um especially when you get the kids that aren't sure if they're gonna make it to the next practice but if they bought in you're there you you paid something you're you're you're committed um and and that's a good lesson to learn especially at a young age so i think that there should be a buy-in um i'm okay with lowering the fee so yeah if the cost is less but i would also like to keep the same standards that we had before so because we have a lot of families that their kids attend to high school and one tax credit i'm fine with us yeah and i know if i paid 400 when i had kids between the high school i never

139paid a sport fee like they told me if you pay your 400 dollar tax credit it doesn't matter if you have five kids play four sports you're never going over the focus right i would definitely like to keep that because that's that's so the maximum they would ever pay would be the 400 which is a full write-off which you get back yes so i appreciate you bringing this up for the removal because that that's important to show that we're re-evaluating those so thank you for bringing that up so what would you guys like to do at this time say reduce it to 50. it's from 100 to 50 with the same make a motion to reduce the heat sports fees from hundred dollars to fifty dollars for interscholastic sports and activities i'll second that all

140in favor aye corey burgess hi janie borland hi amanda ayman so moved um and just for clarification you're talking 50 dollars per sport per sport okay just want to be sure i'm on yeah i just want to be sure i'm on the same page and ours is the same right if they pay the 400 tax credit they don't ever have even if they pay at the high school so or even 200 if it's a single parent so keep all that in place keep on yeah we're not we're not talking about changing any of that that's that is too good of an offer for everybody that cannot pay the fee come and ask do not let that fee be a deterrent for not participating there are plenty of other ways we can help support absolutely and

141the other piece is that the parents don't necessarily even have to if it's a single parent doesn't necessarily have to pay the whole two hundred dollars you know if they can pay a hundred or if they even can pay the 50 tax credit as a tax credit and any of that applies it doesn't necessarily write everything off but at least we can make the accommodation so it gives them real flexibility to our families especially during these times when money's pretty tight for lots of families absolutely it is that's why we love those tax credits and yeah that's a great point it doesn't have to be a 100 tax credit or a 200 your tax credit has no minimum it just has a maximum right there's a maximum amount you're allowed to to do so yes

142correct and we'll never say no to just plain donations either yeah so the community members that are watching that haven't done their tax credits please scholarships especially yes absolutely thank you for direction on that all right so item 5.7 policy jj extracurricular eligibility this was the policy that we talked about in the workshop and it is a first reading so no action on it gives the community and parents an opportunity to give feedback to the board if they have objections to it all right okay moving on 5.8 proposed addendums i've given you the proposed addendums for three things one is for clubs one is for leadership positions in our schools and one is for coaching the club addendums are identical to the past and you'll notice as in the past for the school sites that

143have 21st century after-school programs uh that these are addendums that cannot we can't we don't let anybody double dip so they can't be doing the say the art club as part of 21st century and then also get getting paid for the art club as uh as a you know a separate thing we can't double dip so um that's the only stipulation on this okay any questions about the clubs so for like the bullhead middle school the chess the drama and the media club are a year round um they would be year round and as long as they're you know and they can be a freestanding club and they can't happen obviously after school it's just that the person sponsoring cannot get paid from both programs and i suppose it's actually possible i think that i

144think the middle school uh is doing uh some of their after school programs that maybe only run for one quarter and so the person sponsoring it might pick up you know might get paid for that 21st century piece for that one quarter and then the other three quarters would be for this for this piece so they're not double dipping in that case i just want to verify that they're working the full year to get this yes yeah those would be year long and then you notice for sunrise and diamondback and for desert valley there are some options for additional clubs and that is because in the past they've had some clubs that that don't exist anymore and so when students express some interest you know they'd like to be able to step up and offer

145a club particularly for sunrise and diamondback which neither of which has the 21st century program and it gives them an opportunity to you know create something new each year if they want and then the middle school has a higher amount for student council versus the elementaries are they doing that much more work at the middle school level for student council i mean it's it's quite a bit fifth and sixth grade i haven't really thought about it i hadn't really thought about that i just pretty much copied it from the past so if you'd like to change those amounts we certainly can i don't know that there's that much difference i could see at fox creek doing more because the kids are older and they're doing service projects and involved in more things and i just

146don't see fifth and sixth grade any much a big difference between the elementaries uh maybe move that back to the same amount that we have for uh the elementaries for student council or maybe input or increase yeah our middle school people have gone all right okay then we maybe move it back all right what's your pleasure because you're making a valid point it's a good point because it is a lot more i just don't want you know mr roy to be like why does my student council person get paid less for doing the same work as mrs so you get some of the mix of what the middle of what the junior high is doing in the fifth grade they are going out and doing those things that the the middle and which and which

147sixth graders yeah so that makes sense yes and that's and that's a really good point i i do know that um we have such active music program for instance at the middle school um and i know that they marched in one of the bands recently and not last year i mean in a parade not last year obviously but the first year they were doing some uh some of those kinds of things that are more like junior high so i'm glad for that reminder thank you thank you yes any other questions then about that one is it all of them the sports the leadership everything's in one package deal well you can split them if you want i just was going to talk to you about all three and then and then you can decide how

148you want to approve them the leadership addendums these are for team leaders we have some pretty high expectations for the team leaders grade level or subject matter as the case may be for running meetings and for organizing the things that they do in their teams and these are the same amounts as we have paid in the past several years and there the principals also have the option of for instance i'll just pick desert valley fourth grade the teachers may say oh we kind of we two of us would split the responsibilities and so then they split the amount of money we don't double the amount of maybe mr osuna can answer my fox creek technology isn't there just i mean who are they leading i'm just i could definitely see that last year yeah good

149job the other thing is that the other sites the handle librarians lot of the technology and those kinds of things and there is no librarian at fox creek so that's one of the reasons that that individual you know the individual who's working in technology is taking on a lot of the role that at the other sites is handled by the librarian not just technology but that's a big piece of it like checking in all the teacher equipment yes yes okay yeah and checking out all the chromebooks and and uh any of those kinds of things and it was huge last year yes and cleaning all of that equipment and doing all that stuff when it comes back chicken no that's big stuff okay my question with um because we have you know different sites have

150different amounts so i was just wondering why we have different sites with different amounts they do there's no different amounts on this one well you're thinking it has to do with the number of positions and the number of teachers at those sites um yeah and they do not um a sped lead that is true that's kind of what i was looking at is i was noticing there was a little missing that is true in coyote canyon we've got a sped leader yes we do in the preschool there are a lot of things that need to be coordinated in that program and and usually the sped leader is also the one who makes sure that all of the paperwork for the other sped teacher or teachers is done appropriately it's really the only leadership position at

151that campus i mean there's only 33 students over there why would we pay somebody an extra but she's not the one she has another role in that process of checking to make sure all the paperwork is done correctly this is you know the person who's running them setting up the meetings and and doing all of those kinds of things and the director doesn't ordinarily do that for any of the sites it is but at each site there's one person who makes sure that everybody is doing all the pieces that they need to do but you know this is this is an opportunity to change any of these things that you want to change is there a specific sped teacher at the pre-k right now we have two right now and if the numbers grow we

152will have to add a third one and how many do we have at the other at the other side uh desert valley has five special ed teachers the other sites have two and fox creek has three three fox creek has three and middle school has three no two middle school has two i'm thinking about people i'm seeing faces but desert valley does have five because i went back and counted that again to make sure that that was the case and part of that is because of the numbers we have there and also because it has the one self-contained uh program for all three elementary schools so while she's kind of thinking i have a question when it comes to i look what does what is the enrollment between bullhead city middle and fox creek is

153that why we have a difference because that was the reason why we had a different number of teachers number enrollment why diamondback has less so my question is is that the same between little head middle and fox creek there's about a hundred more students at fox creek right now than there is at the middle school about 100 more students and they don't have technology do they have a librarian yes they do and then they do not have a great lead for fourth grade or or a fifth grade and a great lead for sixth grade no that's three leads right and and uh fox creek had to fight for that for me last year for those grade leads um uh middle school partly because fifth grade is very much self-contained sixth grade begins to be departmentalized

154and uh so they they really felt like they would do better to talk by uh subject content area then by grade level fox creek made a really good case that when they have their team meetings for the subject of the content area they're talking content they made a really good case to me last year that when they meet do their grade level meeting is when they are really having conversations among the teachers of okay this is working with these three or four students but it's not working for me and what are you doing differently and so it's much more student focused in the grade level meeting and much more content focused in the in the content meetings so then my question would be wouldn't that be the same for bullet city it might be for

155sixth grade you know if that's the conversation that happening in seventh and eighth i feel like that might actually help it mind we're helping to identify in fifth and sixth yes that could be addressed to help those students um they're going fifth and sixth grade is a fourth to fifth sixth to seventh are those rough transitional times um so it would be really nice if i mean if they're having those discussions we do at the high school we have advisory right get all your ninth grade teachers together right so i mean it would be um if there's no opposing having that for bullhead city middle and it's uh and if it's something they would like if it's something they don't want we'll keep the the you know so let's ask them i guess i i

156would i would like to open that up sure option just so then they can have those same similar discussions and and look at those and those are valuable discussions for them um and i'll make a little bit of a cynical comment here is that adding any positions to this list has been difficult in the past so it's very refreshing to have you all consider adding some that really would benefit our kids because they would so i guess my my only final question is when's the last time did we look at the proposed leadership addendum's stipends and when's the last time have they been raised or lowered oh i can't tell you when they were raised or lowered i mean they haven't been lowered they've never been lowered i can't tell you when they were raised

157last this is truthfully truthfully in in a 16 million dollar budget 55 000 is dare i say spit you know so it's nice that you're at least considering it absolutely how do you choose the team leads it depends on the site i know that i know that this year mr churchwell had applications from the teachers at the grade level and essentially interviewed them and and based it on that it's not a sometimes it's based on the fact that at one site unfortunately maybe three of the teachers at that grade level are brand new this year and we only have one returning teacher who knows the ins and outs of what we do and why we do them other times there are different reasons for different did you get more circumstances one applicant mr roy no

158it was not mr well i don't know mr roy may do about mr churchwell does it did i did not i was just you know i was hopeful for a different answer so i was just curious mr osuna did you get more than one good i do like the idea of looking at the stipend it seems the last time we've adjusted the pay for that i mean even if it's 50 bucks i mean something we gotta i think it's been this way for a long time a very long time still 50 bucks is what we're looking at so i mean even 50 so i mean if you go a hundred dollars for them you're looking at thirty eight hundred dollars you know i don't want to set to an amount to thank them for because

159it's some of these leads we know these teachers they are they're great especially if they don't want it but they're the only one qualified to do the job yep i mean because that happens a lot and that's been this for five or more years there's can we do a step increase on team lead like hey you've been doing this maybe look at it that way well i'd like to first see where we're at when was the last time we did anything so i don't want to commit to a 50 or 100 because it might justify more yeah so i'd like to see when was the last time we looked at this okay we'll have to do some digging i will tell you it's been this is i'm starting my third year and this is the

160same amount starting the third year it's been at least three years it's been at least three years okay so then let's just talk about it and figure it out then if it's already been three plus years let's just all right then uh i i agree with you that it should be more um but we also have to take into consideration the extra positions that we want for fifth and sixth grade um because you have a very valid point there it would definitely make a difference um so what are we you're saying 50 to 100 i would say more than that what is the high school site can we can we do it two thousand dollars for a department head but how many teachers fall under that department depends on the department absolutely correct on that

161you know seriously um we we have a department how many are in math we have eight ten ten i mean these guys aren't looking at ten teachers no they're not we also have a department of one we also have a department of two oh sorry two it doesn't get two thousand let's see they get five hundred for our department of two yeah but that's not by their fault that's by something else that had happened so but we do have i mean and we probably okay i can't say because i don't sit in i've been in a department head meeting as as an administrator in you know three plus years but um i don't know what the expectations are for the department heads or the team leads sorry um for the elementary but i would venture

162to say they're probably a little bit you were one busy so you could give insight meetings before work okay so as an administrator for the high school district have you set it on department chair meetings yes do you how how would you say that the elementary team leads would earn their two thousand dollars that's all i wanted to add the other part is that they serve as the council for the whole school so just as you met what i consider my leader team for these principles these are their leader team and and so they have not just the meetings with their own teams but they they're the advisors for the principals so how many positions what are we talking 38 what positions that's uh 17 100. i think maybe i did my mouth right 17

163000 if it was what what if the grade level positions didn't increase because they're already have team leads over them so maybe the middle school and the junior high theirs doesn't increase for a grade level position okay i'm with you on that i hear you i mean maybe the coyote canyon sped leader doesn't sorry are you in can i actually change that last year okay so if it's just pre-k we have five so does it lead all the preschools and the other campuses too okay so then we're talking about seven then there's seven that's a totally different story then so it would be changing it from from spud to just pre-k okay that's a completely different scenario because it's all these little campuses of little people thank you tammy appreciate that a pre-k statement that

164makes sense i'm now i'm not following the other things that you were saying jeannie about uh sunrise has technology but not and specials and sunrise technology is only 1500 not fifteen fifty oh that's the one that's why you have to do we have why do we have um technology the special person does specials in our special ed department and technology was different because of all the new technology boards we had it was a teacher who stayed after and did more assistance with teachers on utilizing their technology isn't that what your what's your teacher yeah we have yeah so do we still have a person for that role or has that changed we have the instructional coach we have the technology we have two instructional coaches and we can't really have a technology person at sunrise

165not at the middle school you're exempt you don't have a librarian or specials makes sense okay it would not i i will tell you instructional coaches are worked oh yeah absolutely i'm not saying they're not no if they wanted to take that stipend and stay after that would be completely up to them but that i would not drop that technology stipend in with those instructional coaches but they should know their technology if it's been a year since they've had those i don't know was this because of all of our new prometheans last year okay and and this was new last year yes yeah the teacher was the one expert and i feel bad taking something away but if the other ones don't have it true they don't have it because they have a librarian so

166well so does sunrise it's just a different person i mean it had to do with people really horrible i don't know your name this is mr churchwell okay mr churchwell um able to put um into correctly learning how to represent themselves through technology so i know a lot of people complain about the way young people use technology so we're trying to give them an outlet through literacy where they're able to push proper ways to use technology if that makes sense and they'd get that's part of 21st century um and i and i don't mean to put down what you're saying but i really we do that we do that i really think we can make you better use more use of our uh technology one of our technology coaches than we're doing right now okay

167i think she's she's very much available for some of those and um chris do you think i mean i was there were really important things last year is there as much of a need this year thing is yes learning have that one technology person but there's three elementaries two middle schools lots of classrooms right the other and and the other thought i have to add what to what to add to what he says uh diamondback and sunrise do not have 21st century so they don't have uh as many opportunities for folks to be helping kids and adults after school in these kind of programs that the 21st century people do so this is more than just how the programs work they're doing they're also helping with any issues with think how things are working on

168campus did you have much assistance in that era area from how did that help you thank you for coming out i'm guessing i would say he's going to say because it's instructional but we'll let him say thank you mr president and members of the board um especially at uh fox creek in the middle school the original theory behind the technology stipend was to have somebody who could respond on site immediately for a very quick technical issue in full disclosure that was when the technology department was much much smaller but even at our current staffing level we could not possibly have someone at each campus all day so it was very nice at the schools who did have the technology stipend years ago for you know just to have somebody come in and help plug in

169a projector or what have you if there was a quick problem uh we've gotten much better in the technology department for a lot of those break fix items and that sort of thing if if there's a a significant issue that's causing a disruption to multiple classes especially or a class of the school we can respond the same day many times instead of where it used to be you submitted a ticket and prayed that somebody would come look at it in a month so our response times have gotten much much better at the schools the the currently the technology stipend like checking in and out laptops and hot spots last year was a a savior for the technology department there is no way that i could have or my department could have kept track of the

170hundreds and hundreds of chromebooks coming and going and the hot spots coming and going as well as our folks at the sites did so for fox creek i can certainly see where that is very beneficial on the day-to-day basis for the elementary schools having somebody willing to stick around after school to help out with technology in the classroom would be invaluable and i do know we have our technology coaches um diana is here every day to help out and do things like that and can stay after school and sue is a godsend with the boards she knows them frontwards backwards left right upside down and sideways unfortunately she is retired and has come back to work for us and is only part time and in between all of that manages all of the data for

171the district so when we get our test results in and we get our first wave of assessments done she is busy crunching numbers and generating reports for everyone in the district so if there were folks at the elementary schools willing to help out in that capacity i can't i can't imagine fifteen hundred dollars being enough i mean we if we broke down the amount of time that many of these folks spend working they they're going to wind up making 25 cents an hour if i had to guess um a lot of your teacher stuff and whatever it is i like that it was not the instructional code it's no it's the technology coaches yeah we have yeah um and i and and um james makes a really good case for you and i will also

172say that i was switching and routing but there's a reason i'm not a teacher and so having me go out and and try to imagine what it's like for a teacher in the classroom to use their technology i'm not the right person if it's broken i'll come fix it 20 kids or 30 kids in the classroom i i have no idea someday he'll have to tell you the story about when he did cover a fourth grade class what are your thoughts i think that i think we need to have it either at every school or not at every school we can't just pick and choose mr roy sorry so add that to your numbers so we can discuss it thank you you're talking about the tech i'm not opposed to adding it i just didn't

173think it was fair sunrise had it thank you and i and i truly think that that 1500 for uh for sunrise is a typo i think it was supposed to be 1550 just i didn't type the other five the fingers didn't do the right thing copy and paste i don't think mr roy would be upset if he didn't lose it and everyone else gained it i think there you go yes you're welcome so add that in so we can see where we're at if we decide to uh because you're you're our we don't have our math teacher up here yet so you gotta keep me away from numbers [Laughter] so tech would be added to desert valley right and diamondback and the middle school and the middle school so three more adding three tech people

174it's another six thousand right and that's if we went to the two things i just want to get the total number yeah that's what i was kind of going on so any other issues before we you you slapped me with that number um any other issues we see um on there that you may question wonder why where we're going i brought up about the fifth grade sixth grade seventh grade and eighth grade level leads you thought that if there was already a department you started to say something about that oh that maybe they needed to go down but not take them away but just don't increase them so if they're already doing department leads i think we could leave the grade level leads where they're at are the departments the same person are they the

175same people no they're not usually the same people it's usually a different person it would be a lot of responsibility for one person to have both of those roles do we need a fifth grade one if they're already pretty much self-contained giving them those identified situations um they're saying they're not switching to sixth grade though so what's there to identify if you pretty much have the same kid all day oh yes you're not talking about that kid yeah i see they're pretty much self-contained in fifth grade yeah so i think sixth grade okay and then you can do two thousand because we're not doing fifth grade any other issues all right so where are we at i think it's 40 positions so though that's an easy one you can do that math yeah i think

176i mean we're basically right around 40 positions because adding in the sixth and the three technologies that's adding in four and we had had 36 i believe on there so we're right around 80 000. up from 55. 55 56 55 8. well we had a little adjustment with the five here and then we had forgotten something so yeah but it's up the number we have here is basically yeah and you're talking 80. and do we have the same protocol if you want to be a team lead at every site like there's the same there are the same expectations yes sop that says if you want to be team lead here's your steps yeah there are the same expectations are they reviewed these team leads are they reviewed um annually every other year what's the that's

177not usually there's not a formal formal evaluation but the principles work very very closely with these folks and because it's their leader team they're very aware of what they do and don't do mostly what they do all right i think it needs to be adjusted um i'm in favor of moving him up so i'd like to make a motion that we make those changes do you want to make a motion on that even though we haven't hit well you can do all three of them separately if you want okay let's just do the next one and do it all okay let's do it all at once then there you go all right okay it's getting late it's past my bedtime okay i had conversations with the principals from both fox creek and the middle school

178i know we'd had conversations last year when we presented this relative to the continuing the coaching positions at the middle school and and jeanne had brought that up and it was totally a legitimate concern so but i didn't want to propose something to you without having discussed it with our new principles and our new leadership but they're completely in agreement at the middle school that the sports programs are really part of the 21st century and that we want as many students as possible participating in intramurals so that they get experience and uh and kids who might not otherwise try those sports will try them and then you know and then decide in junior high if they want to be a little more dedicated to it and that kind of thing however we did recognize also

179that just had needing a person just to arrange all of that intramural schedule was important because the coordinator for 21st century is already coordinating a whole lot of other things and just being able to make sure that facilities are ready and all of those kinds of things so we kept in there that position the inter intramural coordinator it's considerably less than i think in the past it was 1700 or something and so it's a thousand and then having a pool of money to pay some they don't have to be qualified they don't have to be certified officials but have some people uh who will be officials for those intramural games um sorry is the intramural coordinator going to be coordinating every intramural sport for the entire year yes for for the middle school for whatever

180sports they decide to have and they're pro they may not have football but they're unless they do flag football which they've done in the past uh but probably basketball and volleyball and i don't know what all they'll do is they're just going to run so the intramurals itself will be run through 21st century right and because the intermural coordinator is not directly working with the students themselves doing all that extra work outside they can't use twenty percent we can't use yeah because they're not working directly with the students i think kind of take it back out on her is this so the one time fee for the whole year yes or is this a per season no it's for the year i feel like if it's for the year and it's all the sports it

181should be more okay [Laughter] i'm liking it i'm sure our teachers are liking it too is it like every sport for the whole year when coordinating a tournament just a tournament oh that's a ton of work it takes to coordinate a tournament for an intramural tournament to coordinate and i love intramurals i'm so excited to have them back and do all these things because with us with the great banding and the way it worked we actually reduced our number of athletes that are participating at the junior high level in half and i was so excited this year at the high school level there was like 50 plus girls that came out for girls volleyball just girls volleyball and we have not seen those numbers in quite a while and so we need to keep them

182active and keep them going exactly and we want to continue those intramurals at fox creek which is what excuse me why you still see the officials uh the that pool of money for officials that's not for the uh uh that's not for the inter scholastic because they'll pay for that with uh gate receipts and those kinds of things this is to have good officials not that they wouldn't be good at the middle school don't get me wrong but people who are more certified or you know recognized registered whatever the term is for the intramurals for those same reasons so that we have as many kids involved in as many sports as possible both intramural and interscholastic all right so i'm going to ask the similar question when have we looked at reassessing the stipends for

183head coach and assistant coach well i'll tell you it did not raise in this recommendation i did not raise the head coach position mostly because those folks are also working 21st century with the intramural programs but i did bump up the assistance by from 800 to a thousand so that is a way to offset that yeah i'm okay with that because that was just my one concern is i will tell you that if i was the head coach of a sport and i was in charge of all the paperwork the travel the transportation the injuries the illnesses the tracking um you know it's a full time just a few things that's a lot of stuff and then my assistant coach got to hey what are we doing today and i'm doing practice plans and i'm

184going home and in what they're being able week use 21st century to also be a part of that okay yeah and we and we just make sure we just make sure that we that we keep track of which times are which because once again we can't double dip and we're also concerned that we might not that we might not be able to fill some of these positions because the intramural positions or the any of the 21st century positions are 35 an hour but they're you know that's what's built into that grant so yeah um it's quite enticing enough well it does make you wonder because like how do you um you know we cancel plant can't double dip we're looking all these things but at the same time aren't we kind of double dipping a

185little bit if monday wednesday thursday they are paid on the stipend but tuesdays they're paid on no because they're not getting paid for the same time frame so you know if they're if they're if they're doing intramurals say on tuesday and wednesday they're getting paid out of 21st century if they're doing and it's i know this is not how it works but i'm just giving you an example but on wednesday and thursday they're actually having if you know uh the the official games or official whatever um then they're getting paid out of this money and it may not be enough and and and the meet and confer people have told me for you know for two years that it's not enough this is frankly the first time we've been able to have a conversation that

186i didn't get cut off about talking about increasing them so you know whatever your pleasure is to help us keep these programs going for our kids the only the only problem that i would maybe foresee is their seasons aren't that long um so you you how long's an average season yeah maybe max 12 weeks that is a lot longer than i thought it was [Laughter] thank you for being here jesus how many average games do they play uh it's pretty close is there is there an opportunity to increase the number of soccer events okay we started the soccer program with 21st century but they only agreed to fund it for one year that if we wanted to continue we had to we had to take it on and of course we were willing to do

187that that kind of season that kind of work you're right the head coach job is a lot more than an assistant coach job of all the stuff that they have to do the paperwork all that what if we don't increase the assistant by 200 and increase them both by 100. see and i i was actually looking harry 7 kids come on cut corners well you know if we haven't raised any of these in a while that's what it's a good time to look at all of them and make the adjustment i'm not saying i'm against the 100 and the 100. um but we're looking at eight head coaches at this point and even if you gave them a 200 and you moved them to 1400 it's 1600 and what happens if next year we don't

188have the money to continue then we cut it then we look back and if we don't have the back and also we need to make sure that we're getting the kids involved in this because i'd hate to to put out for a and i'm not saying this would happen soccer because i definitely don't think that would happen but put out a new new program for soccer and we get eight 15 kids show up this year we get nine show up next year we can't even field a team so obviously we wouldn't have a head coaches type or an assistant coach's stipend so that's i mean we've got kind of like rules you know the 13 kid break right maybe something like that we're looking into i just know that a thousand dollars if they're going

18912 weeks you're much liking less than a hundred dollars a week like for all that time an hour to two hours minimally after school every day not including your transportation that's a lot of time away from your family for a hundred dollars oh you know my husband coached baseball i know he did volunteer thank you very much yes he did not take money for that he did so yeah so that's my only thing i look at is when you when you when you start calculating all that and you know and i hate to say it but hey if we're already going to make some adjustments let's let's make some adjustments i i just don't think we should make an adjustment to the assistant coaches position because we're already supplementing with 21st century so if you're

190going to make those adjustments it probably should be just to the head coach but i have assistance are you taking them back to eight or leaving them no because this i love it thank is yeah i already bumped the assistance by 200. okay just my thoughts feel free i like that thought i'm okay with it because you know the middle school went to where i like okay i like that thought too and it wasn't that i didn't want i didn't feel they deserved it but i felt they shouldn't get the same doing intramurals no you're exactly and your and your point last year was well taken and and um and i remembered and uh you know that that those were legitimate points that you made last year okay so i have some direction here from

191all of you for increases on uh on increases in the leadership addendums and the coaching addendums i took pretty good notes but i will want to make sure that i run the back by you um and so then obviously they will look different than what you're looking at here so you know if you'll make your motion in terms of the increases that you've talked about that will be really helpful all right then i move we uh pass the proposed addendums with the changes spoken about uh tonight can i get a second can you reiterate those changes oh man i don't remember what they well can i see your notes the coachings were to bring each at fox creek each of them up 200 for the head coach for a head coach for head coach the

192proposal was already increasing at 200 right and then we are going to add technology i want the intramural coordinator at the middle school if it's a full year position though do you want that one to go up do i head coach typhon i would think at least okay to a head coach stipend so 1400 okay and then we have the so that takes care of our coaches right and then we have a technology at desert valley a technology at diamondback um a technology at bullhead middle school added a sixth grade lead a sixth grade lead at bullhead middle school added and all of those raised to two thousand dollars and the title in coyote canyon changed pre-k yes and is that one two thousand also yes okay thank you did i get that right thank

193you for the notes all right hi second all in favor aye corey burgess hi jeannie borland aye amanda ayman so moved uh new topic or future topics i know we have creation of new positions please sorry i know this is the longest meeting we've had in what three years and i'm blaming mrs no it was a very long agenda uh 5.9 creation of new positions dr stewart um okay so right now we have um we have a vacant we have a position on hold at fox creek it was a position for specials so it actually was the position that mr osuna came out of and we just put that position on hold for this year pending our enrollment the other thing that we did was uh because we wanted to make sure that we had

194a gate class uh miss reagan ms reagan teaches the gate class she also teaches eighth grade social studies but that meant then that we were one session one section short of matching numbers of sections for eighth grade social studies and those classes now are running uh our numbers actually our enrollment up there matched exactly what our predictions were and we of course had set our capacity limits but with only seven sections of eighth grade social studies those classes are running 33 to 35 and that's a little big so uh we have that vacant position but we don't we can't really justify a whole position we also have westcare doing a wonderful job teaching three sections a day of bop and life skills that program that you all read about and talked about last year and

195but it means that we need to have an employee in the room when they are teaching because that's not a certified teacher so currently they've been pulling us a para from another position that we can't afford to keep pulling them from their regular job to be covering that class so it looked to us like a really good solution right now to hire a paraprofessional a part-time to to be there for four periods a day to supervise to be the dis and the school's if you will discipline supervisor in the classrooms for the uh west care classes and and then to teach a social studies class so we would make sure that this person was certified had a substitute certificate at least a substitute certificate uh to be in the rooms uh and do this so

196it seemed like a good solution for a current situation we're watching those numbers very closely and to increase teaching staff at the junior high we would need to do that in teams of four so the numbers need to be big enough to hire for teachers for the four quart the four co the four core classes uh and uh and probably the numbers would need to be big enough at both seventh and eighth grade so these two those teachers if we did that would be would teach both seventh and eighth grade that's a little more information than you want but and we're not looking at that right now because we don't have the numbers so this is a a rather innovative way of solving some problems that we have and and with a vacant position that

197is budgeted for we more than cover the cost the other position uh as we move now into this housing project plus all of the other construction not so much construction but renovation things that we had on that wish list and that we have prioritized we really need somebody who has way more expertise in that area than i have um and the time i'm enjoying working with that committee and and doing this first part of the work but the reality is as we move into those projects we need somebody who can handle the procurement who can be on the sites whether it's the building site in the housing site or our other sites to be supervising and coordinating and to make sure we're getting the quality of work that we expect from this project i did

198some homework to figure out what we might have to pay somebody with that kind of expertise and i shared with you in the memo that i sent to you the ranges in the you know in the state for these positions recognizing our community but also recognizing that we want somebody with some experience we don't want somebody who says oh yeah i just want to be this person we want somebody who's done it before so that's why i gave you a range of 60 to 70 and this would be covered out of esser money and i also set a time limit on it that we want that this position would only last until december 31st of 2023 which is well before the end of the use of the grant that's two and a half years we

199ought to be able to do all of these things that we want to do right now in that time any questions on those a comment with saying yes we need a construction project manager and we're going to figure out 150 000 for two and a half years when we didn't give any of our employees a step increase this year and i'm looking to make that recommendation next month as we revise our budget we will have the funds to do that i i do see what you're saying on that board and i agree i think we need somebody that can do this project i agree i'm not saying i disagree but it's and it's temporary for me to spend 150 000 and our teachers who are sitting out there didn't the only only thing i have

200with the step raises and esser is like i said from the beginning it has to be sustainable so this is ends when the when the funding is gone um so i i do understand your point but uh it has to be sustainable i've i've done the i've done the preliminary work on the on the revised budget uh partly because because of the increase that the legislature did give in the base funding for uh you know this year it went up uh it went up some the other thing is i'm very encouraged by the fact that our enrollment is already higher than uh than the number upon which that budget was our origin you know our original budget that you've already approved is higher than that number by 75 already excuse me 75 times for roughly

2014 thousand dollars is more than enough to number one give step raises but it might also allow us to raise the base which would in turn then raise everybody another 500 dollars so i i can't promise that right now but it's looking very much like we would be able to increase the base and give the state the step raises and i would be ecstatic if we can do that so that's the 75 is still pre-10 it is pretend a drop and that's another reason that i was not willing to bring all of those recommendations to you tonight because i wanted to be sure to see what numbers we have but it's encouraging because in the past one of the things that's happened is you know you saw that graph that that jenny gave us for

202you know the first day of the school years for the last few years and but it's also been that the first day of school is fewer students than the number we ended the previous year with so to start this year with a number that's higher than we ended was encouraging we're getting some of those kids back that we lost my one recommendation with this hiring of this individual i'd like to see that committee yes oh yeah check with them because i wouldn't know right what to ask i i'm assuming you would not know all those answers either i don't um but having that commit that committee at our disposal to be part of this interview process would be key okay for me i i completely agree corey this is this is a critical position because

203we have a lot of work to do it has to be right and and it has to be the right person now i will bring to you most likely um this person is going to have the majority of that stuff i will probably bring to you next month the proposal that the hvac piece and the automated control system be a separate project and i've gone through the remember we have 400 hvac units and they are going down mrs reagan is absolutely right we've had issues and we had a fire in one day before yesterday and that's not even one of the oldest um so i kind of broke it out by the last century and this century so we have 65 units in the district that are all that are older than that have been

204with us since before 2000. we have 65 of those and so when we bring you that with that proposal um i'm going to be proposing 65 planned the ones that are older than 2 000 i don't care if they're working perfectly today we don't know what they're going to do tomorrow that we flat out replace those and then that we have money for 10 so that we don't have to wait the two months for sfb we don't have to wait the 12 weeks or whatever it is schneider has done that all that study for us and they're going to make a proposal to us of of how to do that you know of of that piece and um uh and i'll come back to you with some of that in the presentation but to me

205that would be that that is an electrical company and so you know they've got the expertise in those two areas um they don't have the expertise in a lot of these other things that we need done where we need this kind of person so uh it you know so those things are going to come kind of in two pieces and uh we've you know we've got a heck of a lot of stuff to do so um but we're going we are going to address we have the plan to address the issue that mrs reagan is absolutely correct about that you know and those some of the papers you've signed tonight are for those sfb things and you know we just wait forever for them um and that's one reason that i want that extra 10

206you know money for 10 so that when one goes down we can go fix it right away and not have to wait on sfb and then we'll have a plan for how to start replacing all of the others and i will tell you that most of those 65 units are at fox creek yeah yeah and i mean it's not really part of this discussion but there you go yes there you go all right so so we need a motion for 5.9 um i would like to move that we approve the two posting of the two positions um listed i'll second that all in favor aye corey burgess hi junie borland i'm amanda eamon so moved 6.1 future topics um uh you know i it's just it is a little disconcerting when you sit up here

207we do have the ability we are getting there we have the esser funds but there's just those hoops we got to go through and to get to and i just i just want to make sure that we and i know that abm has been busting their tails all over our campus so i've seen them there i'm sure they're doing the exact same thing at all the elementaries but it is hard when you do have fox creek as the hvac units are the oldest there and we have our students and our teachers working in in those conditions so i don't know how soon we can get those how soon can we get those replaced or something up and running or a a alternate solution for their rooms i know that there are some portable ac units

208do we have those that we could put in there in the meantime is there a way to to do something similar that running saddle but you know it's just something if we could come up with some for i went without ac in my front office from april until literally the day school school started and i know it's not like a oh ab i'm just not doing their job it's not there's not the parts there's not right to get the things where they're coming there are really these issues going on right i mean we had friends that have lost ac units all over and they're waiting a couple days because to purchase an ac unit there just aren't any and that's part of the issue is you know even that's why that's why when i went

209back and looked at our numbers because we have 190 192 units that are over 20 years old but we don't want to find ourselves 20 years from now or 15 years from now in the same position where we have a half of the units aged out so you know part of it is figuring out a plan and and i guarantee you you know that that something's going to go out that that maybe is only 10 years old that's why i want to make sure in this first set that we have 10 that we can do and then the other part we can do amanda is we can continue what we're doing with sfb for the other units we can just start saying to them we you know we we want we want these units replaced

210we want these units to replace but i will tell you that that dealing with them molly has become a pro at dealing with them but our contact person they literally ask 20 questions and they want you to you they want abm and abm's excellent at going and working on things but they literally want you to have tried absolutely everything and to have replaced everything that can be replaced on that unit before they will authorize a new one it is very frustrating it's very frustrating it doesn't make us cooler in the classroom no of course it doesn't absolutely if you have kids that are sweating or they're not we need a plan for the next meeting of where we're at yeah yes we need to see some steps yes i don't think we should wait a

211full month either though i mean how long i can get information uh and because they've really done some background work on this schneider's really done some background work uh i think we could have a pretty good uh pretty good proposal from them in two weeks okay let's we can set a future date for meeting in two weeks then and get to that point let's do it okay any other future topics we have the table items that need to come back on the next meeting yeah and i will need some address some direction from you on those the i mean the format is pretty much what we've always done but whatever it is that you want you can get with me and let me know okay so return the tabled items okay and i'm sure there

212will be new items similar for next time so we'll get it all fixed at the same time step increases so you have that ready for us then absolutely and i will have a revised budget ordinarily we would not consider a revised budget until december but i'm not really excited about spending money that has not been approved yet and so i just assume have a revised budget for you for september and we submit it um to you know submit it to the finance department right away not wait till december okay i'd like to see quarterly evaluations for you oh okay um nothing it's it's not that it's negative but we can't talk and discuss anything whether it be good or anything okay without it being on an executive session so i would like to have that

213opportunity for us to be able to discuss it quarterly and have an executive session quarterly okay yeah excellent um and substitutes i don't know if that can be i'm already hearing complaints and more weekend so i don't know if that can be on our workshop sure and right now we're using every available substitute in a in positions but i will be meeting with the principals uh some of maybe some of them tomorrow and certainly the beginning of next week to reevaluate our class sizes and our positions and see if we can see if there's anything we can adjust so that because right now we don't have any subs for when somebody is sick or out and and we're using a lot of subs so it's not that we don't have subs available it's just that

214they're already being used so um and that's a good topic to bring up and perhaps at that time we'll also have some additional information for you excellent we have teachers that are uh taking on a lot more loading absolutely absolutely what's happening in their classroom and those teachers should not be held liability liable for those specific issues absolutely overloaded those classrooms absolutely and and and part of the reason we're in this situation is because you all did graciously approve the capacity for our classrooms to allow us to do a modicum of social distancing but also really importantly to give our kids the opportunity to get lots of attention from their teachers but we're in the next week we're going to be at 10th day and we'll know better what our numbers are and we can

215make some adjustments because we definitely need some substitutes available to sub what is our sub pay rate it's a hundred dollars a day for single days and then it's a hundred and fifty dollars if they're long term so if uh if somebody's out on maternity leave or somebody's out for surgery and we know it's going to be long term then it's it starts at 150. if it starts as as a single and then uh turns into a long term then it goes it uh becomes 150 even retroactively in the july meeting the crash board did increase theirs to 110. maybe they're snagging a couple of our substitutes because maybe maybe i will that's something we can discuss as well absolutely and i can share with you some feedback sandra brown who retired as one of

216our principals is is on the sub list and she gave us some very good and very positive insights into esi the company that we're working with and how careful they are about vetting uh you know vetting the folks and um and that kind of thing so um uh i i she sent me an email about that and i meant to share that with you but i'll share it with you next time any other topics all right upcoming board events you see that we have the uh lunch and learn webinar um september 27th members choice and ask the experts and then of course the law conference right around the corner um and i have decided not to go so but if if any of you want to go let me know um kim's still out so

217let me know and we'll make sure that that happens if you want to go as with any training just pass it on and we'll get you signed up uh 6.3 date time and location for future so we're wanting to do two weeks to address the air conditioning um that would be the 26th or even just an update i mean is is there are we going to need to meet if we make if we take action we will so she comes with a plan we're gonna do something we have to and they would come tom and brandon would come with a plan does the 26th work it doesn't work for me i've got my granddaughter that whole week we've got new baby brother coming now how long does it take for a new board member to

218be whenever you're uh i mean whenever mr file says okay he's usually pretty speedy because we would um because we're looking at two weeks yeah oh okay all right so we can still make a corn all right yeah yeah that might be fun right yeah oh yeah charlie sorry sorry well we might be committing her to something we don't know if she can or not that's why it was my worry so count her out all right so let's tentatively set it down to the 26 to make sure that we will have a quorum um 6 pm meeting that works all right and no workshop no okay all right for our next meeting okay um and then we'll keep the regularities well let's just set a date at that meeting yeah that's easiest okay all right

219with that we need a motion to adjourn my motion to a journey a second all in favor aye corey burgess hi junie borland hi amanda amen we are adjourned thank you [Music] you
