001[Music] i called to order this workshop for bullhead city elementary school board on thursday july 8th 20 21 5 pm roll call corey burgess here amanda amen here charlene diaz here item 3.1 policy cacm dr stewart uh mr president and board members you're going to be excited to know that this is an entire section of the of the policy book um the seas and um so we can look at them individually if you uh want any changes i didn't make any recommendations it struck me that these all were probably just fine but if you want changes i'll make notes and then we'll uh you know we'll work on that prior to rather than pulling each one next meeting um i would oh he's getting the monitor on rather than pulling up pulling each individual one
002most of these i think almost all of them were attorney vetted all of them were yes so these have all been gone over the legal wording is there anything specific that anyone saw any problems with any of these policies because we had the superintendent role the duties and responsibilities um okay i will tell you that as i went through them i'm trying to find the one there's the one where you delegate authority to the superintendent for relative to the law relative to notifying employees certified employees of intention to not renew or those kinds of things i thought it was a kind of interesting that i could not find a policy that had anything to do with delegation of similar authority relative to classified employees so i don't know if that's really an issue or not
003but i thought i'd bring it up so that you all were aware of it that there's there does not seem to be any delegation of authority for dealing with uh non-certified it is very different legal it is rules for employment of them because an annual contract compared to yes at will so that's probably why that's in there that way and i wasn't concerned about the piece for the certified because you know that that's law that i i was familiar with so anyway but i just thought i'd mention that um in case anybody ever asked or you know said something about it so that you would know the only other thing that i i thought i would mention to you i don't know if you're interested in it or not excuse me my understanding is that
004the state either the asa or maybe the arizona department of ed one or the other has been working on a new evaluation system for superintendents and so you know at some point i may bring that to you just not as a policy necessarily but for your consideration for the future if you'd want to consider some different kind of evaluation instrument it's a new tool it's a new tool okay yeah it's a different tool uh it is a it's a in here it's an exhibit or it's an exhibit so you know it's not the kind of thing that you would have to do two meetings or whatever and you don't have to do anything but i thought when it comes about i will share it with you all right any other questions about these policies all
005right these ones are easy well you guys made it easy in two minutes and mr president board members the other item is the employee handbook and it is on the agenda it was on the agenda last month and was tabled which is fine but i thought maybe you might want it on this agenda so you would have some opportunity to talk about any changes you want might want made before it's before you take action in the meeting i don't remember why we tabled i don't remember either i think it was because jeannie had not had an opportunity to go through it and and that's okay and i know you had a couple of things you wanted to discuss and make changes and i i have the word version in front of me so i can
006make the changes as you as you say them and and that won't be the one that appears in the current agenda but it can be the one that would appear in the uh in the minutes if you wanted and then we could get it published because obviously we want this published for our employees you know in the next couple weeks yeah yeah genie was just working late she will be joining us for the meet yes she just was running a little bit late so couldn't make the workshop so we can find out where her issues mine were simple on that it was just the what they could use in the classroom what they couldn't specifics the way we were wording that was my only concern well let's talk about those specifically i know you also
007have in front of me right now it should be up on your screen okay can we go to the table of contents you were concerned about i know you indicated to me you were concerned about the entire district being not free yes and i wanted to talk about that that was one of them then the other one was the in class okay items and we can uh you may want to talk about any of the things that i've highlighted in gray because those are the changes and you know you can talk about them we have so just a little background on the nut free we have students in our district this past year at sunrise and of course they're going to be at some point moving up to the middle school and whatever but we
008have some students who have literally life-threatening nut allergies and so they had made good accommodations at sunrise for those students who have been there most recently when i discussed this with the leadership team a month or so ago before they all went on break they simply said you know can we just be in that free district and so that's why i put it in of course it's your decision how we handle that but we we do have to really consider uh uh procedures and things at a site where any of those students are in you know where they attend school because literally for those students it's life-threatening and we've had we've had those students in the past this isn't a new thing we've had right several i mean for decades we've had this situation and
009each site has done fabulous of taking care of of their site my concern is to just come out with a blanket statement of okay no we're not free um i think it's overkill um sites know parents when they register their kid if their kid has a no doubt allergy they're talking about that they say hey my kid is allergic to this what are we doing and we've always made the accommodations yes and we've always made the accommodations and as long as we continue that policy that's what i would like to do rather than take a stance and say hey we're nut free because it's just extreme in my opinion it's just going a little too far on something that i don't think we need to do i have already and i'm and i agree with
010you corey maybe you know taking that kind of a stand is probably pretty strict i have already talked with chartwells and they have in fact removed any peanut products from their menu for this coming year that was the least we could do to make it safe everywhere and you know and it doesn't really change the menu that much there are alternatives to peanut butter that then will make it safer in our cafeterias so but if we you know if we don't want to say it this way that's fine the concern i have and and corey it's kind of long the lines that you're talking about is if if today it's the nuts and tomorrow it's you know some other whatever berries or something you know i mean to there there's a point where we can't
011say okay this is the district is now nut fish that that's my whole i mean there's lots of allergies and i know the peanut allergy is one of those more severe ones um but you're right and we will accommodate those kids absolutely without a problem done a really nice job of accommodating those children and whatever i would i would um i may be somewhere in in the instead of saying that we're a nut-free district can we can we say some sites are not free or you just want to leave it alone i would just leave it on i just want to leave it on something that we address when it comes up because this isn't going to blindside us well i hope it doesn't a parent that has a child who has a life-threatening allergy
012will usually come and tell us you know our kid has this problem and and we need to address it i know in my classroom i've had students that have had other health issues and i knew it before the school year started and then we knew where we were and what we had to do and that's really rather than taking a a stance saying we're not gonna okay i just think that's extreme yeah yeah i have to agree with this i think we just okay okay i've already taken it out okay the next uh page is the non-discrimination statement this is the wording of the the new wording that was associated with title ix it's not much different than the statement before but i wanted to make sure that it matched all of the things the
013federal law is requiring right now and um so i just wanted you to know that i had made a change in those you know in the in the wording to match the federal wording so we are up to date as far as absolutely okay absolutely any problems there okay uh on page four uh our statement about cloth face coverings um uh it is still accurate the first part the change of shall to may however there is we need to take out the last sentence that's highlighted because i shared with you today we cannot require it that we cannot require it and that and that that that bill was attached to the state budget so okay so i'm removing that one at this point okay there's nothing in that bill that says that we can't allow
014people to wear masks it's just that we can't require them okay uh then on page where am i going here they're all highlighted you think it'd be easy to find them on page 10. we had some situations this year where we had employees who just didn't show up they didn't call in they didn't send emails and so principals asked me to please add this one to the handbook i agree wholeheartedly okay that employee would be shocked that they would be terminated but yeah so um yes that's uh i support that one on page 13 um there's a little history to this as i've been in the district now over 30 years and uh and always teachers who gave up their duty-free lunch to do lunch duty in the cafeteria were allowed to eat a lunch
015and um it never even occurred to me all those years who paid for it you know didn't it i didn't know it just happened right well uh our new food service director uh brought to me uh oh probably february or so she started working for us in december and she brought some information to me in february or march and she said this is in violation of the federal regulations for because the federal food program is for students and she said i recognize that you've been doing it for a long time and you know what probably every other every other district in the country has been doing it but it is in direct violation and so she said what do you want me to do about it and i said well i'm going to make sure
016my employees get to eat if they give up their duty free lunch so we set up a payment system so they bill us and uh and we pay it we pay it out of mno and it strikes me that that's you know that's just a benefit that we're we're providing for our folks who are giving up giving up their duty-free lunch so uh we put it in here so that people so do employees would know so what are walk around um they have to they yeah they have to you know make sure the kids are doing what they're supposed to be doing and no food fights and uh and they're they're you know yeah yeah and cut cut the ketchup and mustard things if they're in packets because especially the little guys the little ones
017i mean sometimes i can't tear those things right even when i work in south central phoenix are the same thing yeah yeah yeah i've worked during lunch but um i do know that some of the complaints or some of the things is like we need to make sure that they're actually working not sitting no in another area no a lot of teachers like to eat lunch with kids oh sure and that's great and we're not going to feed those teachers but we're going to feed the ones who are actually supervising kids and and that's been going on for you classified as well as certified uh yeah anybody who does anybody who does the lunch duty absolutely sometimes it depends on the site and who can get that done but yeah whoever's actually on duty now
018we have some classified people we have some paris who do lunch duty but they also get a 30-minute lunch so if they get a 30-minute break we're not going to pay for their meal okay so it's only for somebody who has actually given up their 30 minutes their duty-free lunch time um and um uh so yeah and to me this is a good investment in you know a good investment for our folks and and i was certainly wasn't going to stop doing it right i wasn't going to stop doing it [Laughter] um okay and then on page 14 uh and corey had asked me about this one we added the electric room fresheners are prohibited they are fire hazards and uh so you know we don't need the ones that plug in the wall we
019don't need the the essential oil ones that you know that play any of those that plug in are fire hazards so my problem is them i know junior high i get it man hang the little treats [Laughter] yeah but i mean it's a fire hazard and we we don't need to be promoting fire right yeah [Laughter] that's right i suspect section six is where you had questions we've added this section um uh for a couple of reasons so if you have questions about it or if you want me just to explain why we've added this this is on page 15 this is the one about instruction that you maybe had questions about and to clarify the last sentence in the first paragraph use of other curricular programs or materials is prohibited that doesn't mean that
020there can't be a cutesy little worksheet or there can't be you know a little one page something or other we're talking about things that really supplement the program or change the direction or present something in a different way than than is in the standards because we've had some folks who've and this started with beyond textbooks when frankly everybody had to find all their own materials and then there became a situation where there was really no control over consistency from classroom to classroom and uh so we're not talking about little things we're talking about you know the kinds of things that yeah and the changes changes you know changes the focus from the standards and that kind of thing this keeps it focused on teaching the standards as provided with the curriculum we provide yes but
021if you have continual stuff that builds on that that wouldn't fall into this no and and and it would be a good idea to share that with the principal and make sure that you know make sure you haven't gone way beyond kind of thing but yeah if you've got you know some of that kind of thing but we had some issues and as i say i understand how it started with beyond textbooks because people had to look for their own things but then we've had some problems and some issues with people not wanting to give up some things that actually conflicted conflict with uh the materials that we're providing so do our site administrators have the the power to say yes that's okay i think they should have that's what i'm getting yeah i think
022they should have we don't really need to look at all of that that's right right yeah we just we really yeah it's perfect okay okay and then the second one the application for outside funding we certainly don't want to discourage our folks from looking for some outside funding but we want them to ask us first do we have some money for this you know can the district pay for it and and not ask for outside funding for things that we can already fund so for instance this past year we had some employees who applied for ipads or or chromebooks from gofundme or one of those other you know funding things which was silly because we had the money to purchase those things so they could have used that opportunity for items that we could you
023know that we maybe couldn't provide the other thing is if it's technology we want to make sure it's can operate within our systems and that we have our techs can support um you know repair and all of those kinds of things so it's just a matter of communication but if we don't tell them up front that we expect them to do that communication it's not going to happen it also helps so you don't have multiple people hitting the same people up yes donations exactly you know the the community loves and they support our schools they're wonderfully yes but if you get six different teachers coming and asking for the same thing that can be a little tasking or it could be done on from the site principle or one situation so yeah yeah running it
024through the site principles uh that's a good one yeah and and we all get it that you know for so long and it will happen again when we don't have a whole lot of funding available you know when we don't have a lot of extra dollars laying around but but that doesn't mean that we don't have dollars it just means that we prioritize how we use them and we don't if we don't know what teachers need we don't know to put that in the priority list so it's just a matter of communication can i go back to the first program sure would it be worth or a while in that first paragraph to put in there somewhere that um any um activity you know page that a teacher wants to use should be approved by
025the principal first i mean better wording but you know what i'm saying right should we put that in there that they should prove it well get it approved by their principal the only reason i would i would say no to that is unless they're using a lot unless it's coming back to the principal and they feel like they have to step in otherwise we're taking more away from the teacher's ability to have a little bit of an extra resource or okay i taught it this way because that's where the way the curriculum tells me to teach it but they didn't quite get it oh i found this awesome worksheet that says another way and i use that like just for that one go or whatnot but it allows them a little bit of freedom to
026help pick and choose and the principals and they would be sitting there every day looking through a stack of coffees trying to figure out yes yes no no yes they got our principles are going to be slammed back to school so i think we just for at least for the year let's just see how it goes and we just definitely don't want anybody getting something that is not standard approved and is not right that was the only thing i was thinking of and i i would hope that there wouldn't be that much um i was thinking more than just one page i was thinking if there's yeah if they're saying oh i'm going to do a week's worth of this to add on to something and that's i didn't think it covered it well enough
027that's really what that last sentence is about because that that goes over into the realm of supplemental materials as opposed to an item or two that you know or or a newspaper article that fits whatever it is we're talking about this week you know that would be okay you know you put the newspaper maybe along that line since that says use of other curriculum programs or materials is prohibited unless approved by administration so if they do have a packet that they want to take in then if they want to reach out and be like okay this is more than like a couple sheets more than just a little extra depth um hey does this look okay and um they have leads don't they i mean they have you know chairs or or um what do
028you call apartment heads yeah team lead there you go then just run it by the team lead instead of going to the principal or if the team lead had a question maybe then it's approved by the principal does the team leads get a little stipend for those types they do i'm just afraid to inundate the principles with sure but i think if we say it this way where it's we know it's a bigger thing yeah that's not going to inundate them i think that's good so i just added to that sentence i just it reads use use of other curricula programs or materials is prohibited unless approved by the principal yeah that'll work does that work and if they feel they're getting inundated they just say hey right with what you got you can't keep
029bringing me every single worksheet you've given the stuff to teach the stuff you're giving listen i've already approved a worksheet that looks exactly like that you know you know that yes you don't use that once every two weeks i'm just thinking addition of coins yes use it trying to nip something in the bud before it gets out of control yes and i will tell you that part of the reason for this is uh jen and i had multiple requests this past year for approval of or purchase of some supplemental materials or supplemental programs from teachers who had not even tried to use the the supplemental materials that came with our approved textbooks and programs and she and i got pretty good at saying not until we see you using these things and then showing us
030hi genie showing us that those don't do the job you know we at least have to give all of uh our approved materials the opportunity to do what we need them to do so i mean that was part of the reason for this we're just going over the employee handbook so jeannie did you have any items from the handbook that you were concerned about so we can because i'm trying to make the changes as we go in this workshop so that when you all consider it in the uh meeting uh we will have made the changes already you can get your thoughts and then just let us know before we yeah yeah yeah catch your breath catch your breath uh no i i think that's it with like the general dress code and recommendation or
031requirements um like i know that some of them and i know it's kind of a small thing but um the genes except committed by the employee supervisor is there reasoning behind that there is um uh first of all it's in the policy it's stated specifically but the other thing is that when this was developed and there was a pretty good-sized committee developed in this several years ago that doesn't mean that it doesn't need to be reviewed we know we have some employees who would like us to review it okay we need to do that but until there's a change it applies um we had some folks who were abusing and not and even and when they wore genes they weren't appropriate genes and uh part so part of it was just professionalism having people look
032professional and then most principals uh uh attached it kind of became a okay a payday friday when we were five day week right but a little donation or something that went into a kitty that then the school decided how they wanted to do it so that it was you know so it wasn't just uh oh it's whatever day and i don't feel like dressing professionally and i will tell you this past year well not so much this past year because we weren't in classrooms but the first year that i was on board here and there was some pretty sloppy well you know stuff the sloppy few shouldn't dictate the all that's the only thing that you know we constantly look at and right we need to address those that are right not following policy or
033not right because i'll tell you there's people at our school that wear black jeans white jeans sure jeans and they look so good oh this is only blue jeans this is only blue jeans yes this is only blue jeans some dark blue jeans there's some you know like sure there are some ones and they look so nice like they they put on a nice top and they just look i mean they look professional and and and i don't have an issue with that i mean i think i think this whole dress policy dress code policy needs a you know a group of employees to go through it and whatever yes it's been a while but until that happens and the policy changes i think be it is the policy to give a chance to take
034a little bit control over that because there's a few things in there that i'm like okay those that's really old yeah that's an older type of thing and then let's have them put together a committee and say hey what changes do you want to see made and we can take that input and make a decision yeah but i'm good with that that way um they have a voice we can make the changes to the policies and we make the changes to the handbook right and if it's not this year that's fine i mean it's not big we make it through and next year's the deal um but that way they at least they have a chance to make some of those changes or any changes in the handbook for that matter if they they feel
035um later on that hey can we tweak this or what not but get the ground running with the updates especially some of those things that need to be updated right you know and and um and you notice that for almost every one of these items i've referenced the policy so that employees know because other than the employees at each of the school sites our other classified employees had never had as far as i can tell and find out from anybody had never had a handbook so they didn't know what was expected of them they didn't know what you know they didn't know many of these things and it's i find it really unfortunate and unfair to discipline somebody for a behavior that they didn't know was expected you know or for violation of some policy
036that they didn't know about but i also wanted them to know that it's based in policy and so what you know they can't just come say to me hey stuart can we change blah blah blah that there's a process we need to go through and and that kind of thing so um uh yeah and then you know and they can ask us about they can ask about any of the other policies we can run it by you guys but some of them as you know some of these policies we don't have much choice it's the law and um so we can talk about it all we want but we can't make many changes so um but yeah i there are other things in here that i think need to be discussed as well so i've
037made no we'll we will certainly make sure we have that committee all right any other okay we already did change some things genie just so you know from those uh the gray highlighted areas uh for instance in the section on uh cloth face coverings uh i took out the whole last sentence that that is was in there as a recommendation based on the um the law that just passed that schools and cities and counties and any government agency in arizona cannot mandate face masks so we took out that last sentence what else did we take oh we took out the whole we took out the whole statement at the beginning of the table of contents about being a nut-free district and leave it to each site to to you know to manage those situations did
038we take out anything else or change anything else principles for the curriculum oh for the curriculum on the last page so i just had one other thing um and of course we haven't hit this as a revision or a policy that we've looked over yet that was the gcr and ger the non-school employment by staff members because i know we hit some bumps in the road and being that you know working at the high school district in my position as an athletic director so i mean full disclosure that we've had some coaches that coach for elementary but they've had some um it's hard for them to get away it's where it's hard for them because of our policies which i agree are are this district should take presidents over anything else um but is there
039anything about for those that do coach outside of our area but coach for the high school district i mean do we do we work with them do we um i mean do we ask the high school district to reimburse for their days that they're gone do how do we when they because i i've heard a couple different things i'm not really sure how it works but i do know like i have some coaches that work here and they do they take their pto i'm not sure how it works when i first came back and when i first came into this position uh one of the things i was told was um uh that they that if they had to be gone that was always considered uh business leave and so it didn't count against their
040pto or anything so then i took a look at some of the numbers of days and we had we had one employee this was the most extreme one there were a couple that were pretty close to this extreme we had one employee who missed half of the days in a quarter of the school year being gone to coach for high school high school things and and i thought and it was all charged off to school business and i thought okay that's not really fair to the kids in that teacher's classroom that meant that those kids had a substitute 50 of the time for and it was at testing time it was like it wasn't it didn't exactly match a quarter but it amounted to a quarter of time so it was like you know march
041march april and half of may um 50 of the time that's a little extreme um and so we suggested that okay half of those could be business leave and half of those especially when after i investigated the person frequently took the full day and really was only gone half the day um so is there something we could work out with the high school absolutely um if they are going to be gone for coaching and i know that a lot of them like to go to the high school district because of course it is more pay well it's also a higher level level of competition of course opportunity for states of course um and they also like to kind of follow the kids up if they're you know coaching could we ask about some reimbursement could
042we ask about those things and see if that's something we could work out i i don't i personally as you know superintendent of this district i don't really care about getting sub reimbursement that's not really the issue to me the issue is you know what's in the best interest of our kids you know what's what's in the best interest of that teacher's students for some of them yeah so you know use their ptos for something that they're doing for another you know right they are need to follow the gcr which means they're this comes first so i see where that becomes um that kind of issue right um but i don't want that if they are doing something like that that they aren't allowed to or they feel like they can't or they feel restricted
043or um so i know that was a concern that had been brought to me sure with some because of course like i said disclosure i'm the ad there so of course comments um so my coaches are pretty readily um you know hey this is going on whatever um i just wanted i just wanted them to be thoughtful about requesting pt you know either school business because it's pretty easy to just go oh you know i need to leave at noon anyway maybe i'll just take the whole day when it's when i don't have any accountability whereas if it's coming off if some of it is coming off my pto time i'm going to be a little more thoughtful about that but the other part for me is uh is it's the main part for me
044is the kids so you know if my child happens to be in the afternoon class of course you know in corey's afternoon class not thursday just tuesday well and you know i'm not picking on corey necessarily because you know he's at the high school but you know what i'm saying if my if my child's regular teacher is gone two days a week for six weeks i'm sorry you know i don't care how good the sub is and you and i know it's nice no it doesn't matter if it's the best sub we can find anywhere it's not the same and uh and so you know i i wanted us to find a balance and they're also happening on part two they know that schedule long before i mean i'm already putting together our schedule that
045isn't you know for i got six more months and my schedule's almost complete um so we know a long time before and i i literally plan out my entire lesson plan around how that's going to be done you know so it that might be a work day that that i don't have to be actually giving direct instruction right um so i work that around that and as long as that's being done i i i like to encourage to pull the best coaches we can of course and because it truly makes a difference in these kids lives and working together with the high school i want to continue to do that because it's these these teachers here know the kids when they come to the high school and that connection when it's already built is a
046world of a difference and we don't want to undo that yes the kid the students who are at the high school are still our students you know i don't want that connection to go away and and we all recognize how how significant it is when students have a relationship with some adult and and for some students that's what keeps them in school i understand that and it might be sports it might be music it might be drama it doesn't matter what it is whatever that relationship is if we can carry that over that's benefits everybody in the community i just want some i just wanted some balance and some thoughtfulness about it and so this wasn't you know this is not intended to say okay you can't work you know you can't coach for the
047high school it's just on the other hand if we've got somebody who oh i'll give you an example we have we have at least one employee who is a licensed realtor okay okay that's fine with me but recognize that if you sign a contract with us this is your first job you know this is your day job and and uh yeah so uh you know so it's that kind of thing but in terms of the coaching thing we want to balance there yeah and i'm not in i'm all for that i just i had heard some things from some people that they were you know they had to use their pto when they had to travel or things like that and i didn't want them to feel like coaching was a negative thing no and
048i would hate to see them adversely affected no we want them thoughtful stepping into a role right um that means a lot yes yes and but i do they should definitely not be abusing and if they are i can take a whole day when i actually i know i know i think you can understand where this issue came from right but i'm glad you brought it up because it's it because it's worth the conversation so that the public knows that um we're not intentionally the elementary district is not intentionally trying to you know trying to undo that relationship because that's not what it's about uh it's about having some reasoning to hear it that you know that's what we want we want those we want everyone to work and be supportive right you know yeah

053is paula sirviliko and i have been a bullhead city resident for nearly 20 years i have four children ages 8 12 14 and 19. they all have attended bullhead city schools school district school could you speak into the mic please since kindergarten including my oldest son who graduated from mojave high in 2020 i'm here to share i'm here today to share with you my wishes for our school for our schools regarding critical race theory at your prior meeting the board and unanimously decided not to introduce that ideal to our schools which i am very grateful for individuals who push crt to be part of our curriculum like to disguise it as part of our history to justify their narrative claiming children should know their history crt is now part of our history crt is an
054ideal not a fact born in the 60s that an individual success or failure in life is strictly tied to the color of their skin rather than a result of their effort dedication work ethic and merit crt advocates advocate for equity not equality which are two different concepts equality means everyone gets the same opportunities equity means everyone gets the same outcome equity isn't realistic to expect that same result the same result as someone who works harder than us is just nonsense and more so it goes it goes against the american values this great country of us was founded on america is a line of opportunity and anyone who works hard can live a fulfilled and successful life while many speak about the matter from information they have acquired from older generations books articles and such i
055know this for personal experience i was born and raised in argentina my parents moved my family to the states in 2001 right before i finished high school and without speaking a word of english i was a legal resident for about 17 years and two years ago on 4th of july 2019 i probably became an american citizen and i can assure you america is not only not systematically racist but the american people as a whole are not racist now to my pride and success story as i said my son andrew is 19 years old some of you board members have had the privilege of paying his educators he did not grow up in a privileged home he does not have wealthy parents that can put his pay his way through college to achieve some higher education
056and has been raised by me as a single mom and completely fatherless since he was 12 years old when the schools closed in march of 2020 he immediately went and got a job at the bohot city home depot he figured if he was not in school he might as well get a head start on his future his goal is to climb the ladder and become a home depot ceo he was recognized multiple times by his peers a man and managers for his hard work dedication and outstanding work ethic this past may just a year after he started with the company he was promoted to the kingman store as a department supervisor may i continue at 19 years old while many of his former classmates have chosen to drink party and do nothing to build their
057future those who push for crt and see me and don't know andrew would say what that that must be because he's white well here's a kicker to my story for those of you who don't know my son he is brown his biological father is native of south america the color of his skin is not stopping my son in any way shape or form from succeeding moving up in the corporate world and working hard towards a very bright and profiting future in america just like my sons there are millions of success stories throughout our country that prove america is not systematically racist that prove that it is the content content of your content of your character that determine where your journey leads you and not the color of your skin crt is nothing more than an
058idea pushed by disgraceful disgrateful disgraceful and radical people who want to destroy everything our country stands for history is history it happened no one is denying it but the injustices that took place at one or another point of our history has been rectified laws have been changed the constitution has been amended to guarantee each and every one of us equal rights and our children should not be told that they are at fault for what happened in the past or that they owe anyone anything for events that took place long before they were born now to morality and values those are taught at home each parent has the inalienable right to raise their children as they please the school's job is to teach academics english math geography introduction to traits economics history as it is and
059not as it's perceived by the school or how the teachers feel about it it is not the school's right to tell my children what to think or how they should feel about any societal matter but rather to think for themselves and that should be done in an unbiased manner whether it be racial religion religious gender identity sexual orientation orientation or body image teaching my children the rules of engagement while in school meaning to follow school rules sure society has rules and we must obey by them so children need to get used to following the rules but teachers trying to instill their personal views and values and my children absolutely not that is my jurisdiction not the schools i have my own views about race religion homosexuality etc just like many other views and values that
060affect our everyday lives and i pass down those i pass down those to my children it is my con constitutionally protected fundamental right as a parent to teach my children morals and values and i teach and i choose to teach them regardless of how the school other students and society feels about it and the schools have no business interfering as long as my children follows my child my children follow the school rules then that's as far as any teacher or school staff should be concerned about my children's values with that being said i urge the school board to draft and enforce strict policy for teachers and school staff that will not only restrict them from teaching crt but that will have severe disciplinary disciplinary action and i mean instant firing without warning for those who
061voice any personal views to students in front of students or even engaged if a student brings up any crt matters if a student brings up any societal matter covered by crt their only response should be that is something you need to discuss with your parents at home with people who are involved in your upbringing and nothing else should be said to that child why do i make such why do i make such an extreme request number one because this is a serious matter matter and should be taken as such and two because if we expect children to adhere to policy and face severe consequences if they don't i expect grown educated adults who are interested with the safety of our children to be held to a much higher standard teach teaching that america is systematically
062racist that white people are evil and oppressors of all the races and that not everyone has the same outcome in life because because of it it's an outreach of any school staff teaching our children that they are inherently evil which is a message crt crt gives that they're inherently destined to fail based on the color of their skin is child abuse and those who abuse children should be fired without warning when my son robbie was in the third grade and had attended diamondback i got a call from ms diaz who was the assistant principal at the time informing me that robbie's friend who was in another third grade class had brought to school a handful of ammunition and had passed them out to other students robbie being one of them ms diaz told me that
063the um the boy had done that what the boy had done was against school policy and was going to be taken very seriously that afternoon i got a call from the boy's mother telling me her son was facing expulsion that there was going to be a hearing for the superintendent to just make a decision and asked me if i would attend the hearing and advocate for her son of course i did the boy had brought ammunition to school not with an intention to hurt anyone which this was known by the school but because he thought they were cool and wanted to share show his friends at the hearing it was very evident that the school principal the assistant principal and the superintendent all knew that there was never an intention to cause harm this was
064simply an eighth eight-year-old boy showing cool stuff to his friends even so they were all very adamant about expelling the boy even after the mothers after the boy's mother approved by reading the district policy that the boy had not violated any policy because ammunition was not listed in the handbook there were guns rifles even granite launchers listed as items that would grant expulsion if brought to school but ammunition was not one of them my point with this little story is that once again if we expect children children who are just learning to exist in school and society to follow policy and face consequences educators should be held at a much much higher standard also i also urge the board to educate school staff school staff what crt is outlining in meticulous detail what subjects they
065are not allowed to discuss with students ignorance of policy is no excuse and those who violate policy should be fired immediately but the damage they could cause by not not knowing what they could or could not discuss cannot be reversed i was rather disappointed at the last meeting when one of our educators stood in front of the board in support of crt but based on her speech she was mistaking critical race theory with with critical thinking of course i want my children to be critical thinkers i'm very adamant about responding with well how do you feel about it when my children ask questions rather than just voicing my my views especially my when my older children ask me about politics i always respond with research the legislation you're asking about use the dictionary or i
066will explain the words that you don't understand the meaning and then you decide whether you think it's right or wrong good or bad bad or if you would vote for it and then we discuss our views but to hear an educator does not know the difference between crt and critical thinking is extremely concerning and it's something that should be addressed so there is no misunderstandings and irreparable damage done to my children our children it is also evidently important to address educators staff even bus drivers regarding crt content in light of the letter the superintendent wrote which we all were thrown off by yes at the last meeting she retracted herself she claimed that she did not mean what everyone understood that that was not what she meant that she was not in support of crt
067but that makes it makes it obvious that clarification of what crt is is needed and that the board must assure that everyone involved in our children's education is on the same page page regarding this matter we as parents trust you board members and school staff to protect our children from any harm whether it be physical mental or emotional i hope the board takes this matter seriously and takes the necessary precautions no matter how extreme they may seem to protect our children from any harm thank you thank you no other calls to the public no all right item 5.3 adoption of the agenda can we get a motion to adopt the agenda i know that we adopt the agenda second all in favor aye corey burgess aye jeannie borland hi amanda amen aye charlene diaz so
068moved item 5.4 superintendent reports dr stewart members of the board i have submitted the reports a building report financial information i don't have any particular updates other than relative to the budget that you were looking to approve tonight information came from the state this week regarding the legislature's adoption of a budget for this coming year the base rate per student per student count has gone up about eighty dollars a little over eighty dollars and uh the waiting for uh two categories of special education were raised so i did some calculations based on this budget and it's likely that we will well i will be bringing you a revised budget because there are other things that need to change but it is uh likely that the budget will increase by uh uh somewhat over 200 thousand
069dollars based on those increases so um i'm excited about us approving the current budget that's pretty solid for this year and uh and the opportunity perhaps to increase otherwise i don't have any updates and i'll answer any questions you might have any questions on the report i i had one on the i think it might have been the financial information when you sent over that on the pandemic liability yes what does that cover it covers if any parent or community member but particularly parents if they were to sue us as a district for their student contracting covid as a result of exposure at school this past year it was an add-on and you all had to vote separately you know as a separate thing it was 20 000 and we will get some of that
070back but they are continuing for another year especially since even with all the other changes the governor has not rescinded his declaration that we are still in an emergency situation and so we are still open for some liability um so but they caught they cut that cost back to ten thousand and even with that ten thousand in the budge or in the in the uh policy both the liability policy and the separate workers compensation policy each one of those increased by less than one percent for this coming year any other questions all right moving on 5.5 donations we would like to publicly thank all of those who stepped up and supported our schools again sunrise elementary received a 50 check from leanne cardenas the district office 250 gift certificates gift certificates for employee appreciation from
071coit uh two fifty dollar gift certificates to starbucks two fifty dollar gift certificates for amazon for employee appreciation from charlene diaz five hundred dollars in gift cards for target for employee appreciation from tri-state ac hero a china cabinet from mckinsey or from jackie mazzo in memory of her brother steve wallin uh food and prep for from avm for the employee appreciation little red school house from jim uh foreign uh glass dry erase board convention oven espresso machine mobile pa and karaoke machine and several handmade pieces of jewelry from rod burgess for employee appreciation uh diamondback received four 25 gift certificates from amy's dog grooming for employee appreciation 42 two-night stays from aquarius hotel and casino also for employee appreciation one two night state of the avi one gift basket from buffalo wild wings one gift
072basket from from cost cutters 50 gift certificate from game stop two two night stays at the golden nugget casino uh lunch and two gift certificates from happy subs two fifty dollar gift certificates from la ti das two pizza gift certificates from little caesars two 30-minute massages from longer chiropractic three 25 gift certificates from mojave steak house three care cut certificates from new era barbershop three gift certificates from uh palacio mexican restaurants uh four 25 gift certificates from papa john's one gift basket from pioneer title one two night stay at the riverside casino uh four 25 gift certificates from sam's club seven necklaces from superior tire two gift certificates from the hut one two night stay at the tropicana a 25 gift certificate uh from valentina of love five ten dollar gift certificates from walmart thirty
073chili dog and ice cream cone cards from wiener schnitzel and 50 gift certificate from wizards upon dog grooming all for employee appreciation like you said this list just shows how much our community truly cares about our educators and our staff thank you very much for stepping up like you do 5.6 board member updates do we have any updates from the board members at this time okay item 6.1 the consent agenda do we have any questions on the consent agenda any items we need to discuss individually then can we have a motion to approve the consent agenda as submitted i'll motion that we approve the consent agenda i'll second that all in favor aye corey burgess aye jenny borland aye amanda eamon aye charlene diaz so moved item 7.1 the employee handbook we got to discuss
074quite a bit in detail of the handbook we did make a few change recommendations for the changes in our workshop were there any additional thoughts or ideas we did want to have that committee for staff to bring some more recommendations for next year's handbook any other things to bring forward at this time then i'd like to move that we approve the employee handbook um after the corrections from the workshop second i'll second the motion all in favor aye corey burgess hi genie portland hi amanda amen hi charlene diaz so moved item 8.1 uh the budget approval dr stewart mr president and board members this is the budget that um that you that you approved for as a proposed budget a couple of weeks ago and uh nothing has changed in it this is just the
075process of formally approving adopting this budget to begin the school year i will point out to you that the tax rate for our district has dropped for this year about a cent and a half i'm sorry a little bit more than that about eight cents sorry um and um and that's a good thing you know and uh for our public in terms of expenses any questions on the budget all right and i'd like to make a motion that we approve the budget has submitted a second motion okay we have a second from charlene all in favor aye corey burgess hi jeannie borland i'm amanda amon hi charlene so moved item 8.2 policy k-l-r-b uh proposed revision this is a first reading this is a regulation so you can approve it it's only a policy that
076has to be read twice i'm sorry to interrupt um that's okay when we were changing the other regulations and policies and dress code things items that had to do with masks we missed this one and so what you can see is that we're essentially taking out all of the regulatory pieces of it and just leaving it as a voluntary thing that they may wear that they may wear yes any questions then at this time i'd like to move that we approve uh the regulation so this is regulation uh k that's k i that's k l isn't it kl that's an it's like oh it's an i yeah so this is k-i-r-b so i will move that we approve regulation k-i-r-b as submitted all second all in favor aye corey burgess can we do that if
077it's typed wrong you can make the change in the in in that in the meeting as long as you're identifying that it was a typo in the in the agenda yes it's fine especially since it's a regulation and not a policy legally we do not have to this is a side note but it will help you to understand legally we do not have to bring regulations and exhibits to the board for approval historically in the district we have done that and i think that's a good a good practice to consent to continue uh but i think in this case because it's a regulation you can make the change verbally so we have a motion in a second uh all in favor aye corey burgess hi jeannie borland i'm anna charlene diaz so i moved item
0788.3 administration iga dr stewart mr president and board members we have for several years as a district engaged in intergovernmental agreements with colorado river union high school district and this year we have four that we are proposing and in fact have been approved by the high school board already this first one is administration and at this point the we have two positions that we share between the two districts one is the director of el nau programs hearing officer and the part of that that we share with the high school is the hearing officer duties that mr newzal does the other one is the warehouse manager position that we are the ones with the bullhead district is the one with the warehouse and so uh shipments for both districts come to the warehouse and and um
079our warehouse manager distributes uh those things and in fact also distributes mail twice a day to all sites and these percentages are based off of usage they are based off usage they match both the number of employees in the two districts and the number of students relative to each other any questions all right then i move that we approve the administration iga second all in favor aye corey burgess hi genie borland hi amanda amen hi charlene diaz so i moved item 8.4 purchasing iga dr stewart the purchasing iga allows both districts to uh to utilize economy of scale when we are requesting bids and quotes for items we get better prices the more items that we are quoting getting quotes or bids for and so this allows if both districts need to purchase certain items
080so let's say chromebooks i'll give that as an example so if both districts need chromebooks we determine how much how many each district needs add those numbers together and go out for a quote or a bid for that number and so we get a better price per unit when we do that once we've gotten that price each district then submits its own purchase order for their share of those items but in any of these situations both districts benefit from this economy of scale we've been doing this for a number of years and it's a good one to continue i recommend approval any questions then i move we approve the item 8.4 purchasing agreement i second that motion all in favor aye corey burgess aye genie borland hi amanda amen hi charlene diaz so moved item
0818.5 technology iga dr stewart once again this is one of those situations where both districts benefit first of all by not having duplication of some services or having to pay for desire pay a hundred percent for uh some of the services that are tied to technology so licenses um in some cases hardware and those kinds of things you will notice in this one in this iga it's very clearly spelled out which items apply and that came at the request of the auditor general's office that we spell that out so you can see and and you can see that in some cases the percentages are slightly different simply because of the way we use those items neither district could afford i'll use the example of internet service neither district could afford the level of internet service
082that we that we use if both districts had to pay the hundred percent for that gyms as well i recommend approval any questions then i move we approve the technology second all in favor aye corey burgess hi genie portland i'm anna aymond hi charlene diaz so moved 8.6 transportation iga mr president and board members um this is a very valuable intergovernmental agreement for us it really demonstrates the the fact that we don't have duplication of services we have one one garage for working on all of our equipment as opposed to two we have a director and an assistant director as opposed to two directors or and two assistant directors and those kinds of things and these percentages are based on the service provided so one of the changes that you will notice is that for
083the head mechanic and the three mechanics uh instead of those being 50 50 we have data this year that twice the amount of time was spent working on bullhead city transportation vehicle vehicles and that's been very carefully logged this year last year we did it 50 50. we didn't have the data this year we have the data so you'll notice that that percentage has changed and then you will also notice something that i had asked you to approve a while back and now the high school has also approved it with this iga that when bus drivers are hired by either district they are technically the employee of whichever district gives them the most working hours but we but each district will also have them on their employee list the others on their employee list so
084that we can make sure that any any benefits or any uh any anything that comes to those drivers will benefit everybody who is eligible to drive in both districts well the raises the high school district has to work on their raises you know for their for their direct employees but for instance um i think they have about 15 drivers who do some driving for our district like for after-school programs and those kinds of things so when they clock in to drive for us they will be paid at our rates for that for those for those hours and that hasn't happened in the past so this is a good thing for you know for them and for us and uh and encourages them all to feel like they're one you know one big department as opposed
085to two departments do you know how far off we are compared to the other district i mean we we gave we're a a race yeah 30 we're 30 cents higher an hour because our district approved those raises a year ago in the high school district didn't have the funding to do that mr silk and i have discussed that i've told him you know i made sure he knew that there was that difference um and and how that happened but then i also indicated to him um that it is likely that i will be recommending to our board another uh another race for our our all of our employees um we're not ready to do that yet it will come probably next month but um after i work through the numbers and make sure we have
086the money to do it but i wanted him to be aware up front because that does create some friction creating this nice cohesive environment where we're working exactly and then all of a sudden we're driving the money wedge in between exactly we're going to lose drivers they're going to lose drivers and we're not going to be able to we won't have enough room for them but we'd happy to take them because we like to have full numbers exactly exactly and we're and we're very conscious of that so we've you know we're trying to work with it a year ago when i recommended that raise for all of our employees so you know the bus drivers their par their salaries are part of a whole salary uh uh placement schedule for all of our classified employees
087and and at the time it was mr flora's intent to take you know to take a proposal to the high school board for uh for increases in salaries it just didn't happen and so circumstances kind of drove that i know that both districts have a very very difficult time yes keeping bus drivers leave we might get a few trip drivers are very difficult to find yes high school district uses elementary elementary uses high school districts the buses are shared and i would hate to see a wedge drive between absolutely or even further between um but i would like to see everyone come up yeah exactly and esser is a great example of that also we gave that to all of our staff members and there were bus drivers because they were they technically weren't our
088drivers they didn't get that but that was a big problem and had had we had them like we've described here where they are at least partly our employee you know that we have them listed they would have gotten some of that money so uh um you know and it was too late to undo that you know the first of june it was not the time to do that but that also brought home the idea that we that's why it's important that we have those even if the high school driver has listed it for us as a .1 fte which means they might only drive one hour a week for us at least they're still listed as one of our employees and then we you know then we make sure we treat them the same way
089that we treat everybody else the other thing that's going to help us we think we're hopeful of this um a year ago uh when uh representative fillmore was here one of the and a number of the superintendent more than a year because it was pre-coveted so whenever that was and the superintendents were here from the county the other county superintendents to meet with him and talk about legislation darlene cauley who is the superintendent at littlefield and they're even in a more isolated position than we are relative to getting bus drivers because the law said that we can only hire bus drivers who are certified in arizona so if you think about where littlefield beaver dam is and you know up in the colorado strip but just in that little corner they don't have that many
090people so she had asked representative fillmore to sponsor a bill that would allow us to hire across from across the river to hire people who are certified cdl certified from nevada and from california to you know help us increase our our pool of drivers and that bill did pass so we know we have we've already had some applicants from folks across the river so that'll help us a little bit if we can get them and keep them great any other questions all right i move we approve the transportation iga second all in favor aye corey burgess hi jeanne borland i'm anna aymond aye charlene diaz so moved item 8.7 board member resignation and replacement dr stewart mr president and board members we have received a resignation from brandy dubois from the board effective july 6th
091which was earlier this week and so you will need to take action on that but you will also want to consider how you want to handle a replacement situation and i sent to you today a copy of that policy to help you determine how you want to do that and what direction you want to give me relative to that so one of the things we'll need to do is accept her resignation but as far as looking for new board members i'd like to publish it with a newspaper ask them if they will put that in there that we're seeking a candidate to fill that spot open it up to the public maybe put it on our facebook have some people that are interested submit some letters then at that point we review those and decide
092as a board what recommendation we'd like to set on to mike philip in kingman any problems with that um if i could get a little clarification i suspected that that was the way that was going when you get the letters from these uh from the applicants do you want to consider the letters in the in the workshop at the next regular meeting do you want to you know how do you want to do that before you make your uh do you want them to have an opportunity to speak to the board how would you like that part of this do it on an agenda so that way we can make action and take care of it so do you think that this is something we could take care of by next month is that what
093has to be done within 30 days it does say within 30 days and and you're probably okay with the next board meaning i'd have to look at the calendar to be sure but i think the next board meeting is it might be 31 days let me look at the calendar that doesn't help us does it that's more than 31 years it's more than 31 days we don't accept brandy's resignation until next meeting but you can't publish if you if you don't exactly until the 13th and then we have our 30 days we have another meeting on the 13th you could do that you we could put this on tuesday's agenda then you would be except you could just table this for now you can um and accept it on the 13th publish it on the
09413th that gives us the time um because then we're still in our 30 days to get it done by next by our following meeting because try to do it by 13th is impossible it's just there's no way we can do that um and i don't want to have a special meeting to send a recommendation unless you guys really want to have a third meeting in july so can we just table this until the 13th yes okay let's table it till the 13th do you guys have to vote on that you do have to vote on that then i move that we table item 8.7 uh until the third the our next meeting all in favor aye corey burgess hi junie borland hi amanda ayman hi charlene diaz it's all moved okay item 8.8 replacement for
095the health benefit trust board dr stewart uh mr president um i think you could probably do this even without and that's tricky i think that i think 8.7 and 8.8 probably both need to be tabled and maybe just 8.9 as well i'm sorry eight point yeah 8.8 and 8.9 should probably both be tabled item 8.8 8.9 until our next meeting i'll second that motion all in favor aye corey burgess hi genie borland hi amanda amen hi charlene diaz sorry so moved okay uh future topics do we have any other than those items that we're tabling any other future topics for our next meeting nothing to add okay if you do have something does come up please send that over to kim so she can get it forwarded onto me and we'll get that on our
096next agenda um upcoming board events aspa is holding the 2021-22 luncheon and learning webinars you have the dates in front of you these are open to all board members if you can attend or would like to attend please let kim know and she can get you signed up for those and once again throw a little pitch in there for the law conference if you can go it's really good and it will be in person this year so it's going to be in person yes and it's that's probably the bet it's a very it's a very it no it is a very good conference just so you guys know they've already opened up rooms and people are already signing up so if you want to go i need to know probably quickly just throwing it out
097there so just take a look at your calendars if you can let us know but of all those that would be the one i would say is it's it's very worthwhile all right um 9.3 date time and location for a future meeting we have the 13th a workshop is later than five better i get off at five so so 5 30 better yeah okay definitely better so let's do that uh everybody okay with moving that to workshop at 5 30. all right yeah that way we're not running into problems there we're going to that's going to be our big one though this is a big this is this is the first yeah it's the first step in the strategic plan and us talking about so3 and and i don't think you're going to want to
098rush through it you know do i think it will take an hour and a half maybe not but i think if you're really going through it thoughtfully it's going to take some time do you think an hour's enough or should we move our meeting to seven it's hard for me to guess i've had the meetings with all kinds of other stakeholders you're the last stakeholder group plus it's an open workshop and other folks who maybe couldn't attend those other meetings might come and have some ideas so i i kind of thought maybe an hour and a half would be a good a good time so nobody has to hurry you don't have to rush through anything everybody okay with seven yeah all right let's do that then so 5 30 and 7. yes uh the
09921st is the joint board meeting uh that's the date the high school is able yes they are and i invited them to meet here and um and james is already james and uh jared from the high school district are already planning how to do joint streaming and uh and to have all the uh the board members up here so um uh there will be only uh the chairman from the uh health trust who is not a board member of one of the other two boards so so there would be potentially 11 people up here and so it might mean a little sharing of microphones but i don't see that as a big issue well but we we won't have microphones out there because we don't have can we be loud because to put 11 people
100up here is going to be no i think we can put 11 people up here you can you can put 11. and and and uh monty and i will monty and i will sit out there so yeah james okay that's true and that answers that when you watch online it's very difficult to hear somebody without without talking into a microphone i know we can be loud do we have enough microphones i just not sure i want to share with amanda [Laughter] actually there would probably only be 10 depending on because you won't have appointed a new replacement for brandy yet so it won't be quite as cozy corey all right we'll make it work everybody good with that all right we will be here that's at 6 pm they they all requested 6 p.m okay
101all right and is the august 12th that's that's a regular movie um it's a and you can change that that's your normal meaning we just leave that there for now um and then let's readdress that at our 13th meeting okay make sure everybody's okay okay excellent all right we good with that yep okay all right motion to adjourn i move that we had you're on the meeting we get a second how second all in favor aye corey burgess hi jeannie berlin i'm anna amen hi charlene diaz we are adjourned thank you thank you board members [Music] you
