[Music] foreign [Music] [Applause] [Music] [Applause] [Music] mr mcnair are we ready i called to order the workshop for the bullhead city elementary school board on thursday uh mar may 13th 1921 at 5 30 p.m 21 man this is a really rough rough week 31 would have been good would have been good right um uh we have roll call corey burgess here genie we'll go to you second each time please okay genie barland here amanda here randy dubois here charlene b is here all right uh we're going to make a slight change in our workshop we're going to turn the time over here to get the pleasure to listen to our orchestra okay thank you first of all honor um students you know they were a year and a half and we know what it's been

like 35 years of teaching and i've never experienced anything like it but i'm telling you these students have been thirsty to make music and music is very powerful with these students well-known um we should have about 25 more students but i i'm talking about the student but i don't know exactly where they went but wait until you see and hear them we're going to do a progressive element so we're going to play a tune called entry of the tumblers it's more homophonic in nature has two voices going on very simple rhythms and we're going to go into a thing called the end over holiday which is more polyphonic has some counter melodies going on with it and then we're going to end with a minor piece and a minor key called they renamed it it

was kings court but we're now renaming it queen's court okay so there we go they these are the smartest kids you'll get and they know all about the queen and her 95th birthday um so that's cool all right okay here we go [Music] [Applause] hey [Applause] [Music] [Applause] [Music] um [Music] [Applause] all right home okay here we go [Music] uh [Music] hey [Music] so [Applause] now comes the queen's quarter you'll hear that medieval kind of flavor into it susan dave it's a wonderful young lady i had the wonderful privilege to teach susan when she was a little kid i know shows how old i am i know guys it's pretty scary it is pretty scary by the way this district is a blessing you know there are only 20 percent of the districts in the

entire united states that even offer filing the old cello base so bravo for you no problem okay let's make queen happy [Music] foreign so [Music] foreign so good [Applause] you have to remember these students um three years ago and um you're just uh what a wonderful [Applause] awesome so how many different classes do we have for this is this like a sixth grade seventh grade eighth grade is so we have three different levels five five six seven eight five five um they have kind of a semi beginning sixth grade then they feed into fox 3 and they have i call them the kb and then the varsity which is but if you've seen the progression from the beginning to this it's just to me phenomenal and you can see the inner mix of the music

and like i said these students have been mine for three years you guys are talented um it sounded great it sounded great well thank you thank you for i couldn't do it without you okay you're the boss of everybody and they make it happen you really do and i really appreciate it we have uh we have 120 instruments in the program um a lot of that is begging and praying for money from target education um uh costco i've asked him for a lot of money and also um what's the other one that i always do river valley park skill it's a wonderful group of people really really what a blessing well this talent show is why arts are so important in our school yeah and yeah you guys are your character all right thank you

thank you all right so that was a nice way to start things uh maybe we can have them back next meeting oh no my face hurts from smiling it makes me so happy well and not only that but they had a they had a youtube audience tonight did you guys know you had a youtube audience tonight and now you do know and then and you can go home and watch yourselves awesome that's right now when i i and here i have a youtube video but god thank you so much all right um moving back up to item 1.3 uh policy bch bka gcca e e a g c c a e c j l b j l d b e a and g l d b e d it's through all over it's through all

of those oh through all those i'm not repeating them through all those yes yes that was too many letters dr stewart mr president board members uh we finished up the b group which uh i'm glad i'm i'm sure you're happy to be done with that group but i will tell you that a and b in the policy book are two of the shortest so as we move forward there will be lots more but then we threw in some others because we like to make some changes tonight and since the changes really only have to do with exhibits or regulations that only have to be read once i felt like if you had a chance to talk about them here in the workshop and then you then have some knowledge before you decided on them in

the actual agenda just for time the ones you're recommending changes can we discuss those yeah just the ones for changes we don't have any others that they specifically want to discuss because we're down to about 10 minutes on our workshop so if we just go to one specifically we want to talk about for change okay with that you all okay with that okay i i don't think i had any changes in the bees i think those are all pretty cut and dried um the g1 this is the professional support we have a policy of course for leaves and in the district for a number of years we've had this practice of allowing employees to donate some of their pto days or time to other employees in other districts they do it a really complicated way

with salaries and all kinds of stuff that opel this has been vetted by the attorney and the idea is that somebody can recall their pto time and they can request from others to give them some pto time we have an example right now of someone who needs to be gone because of a very ill family member and and this person who's the employee is the only income in the household so by allowing people to you know to donate pto time that person can continue to to bring in some income for their family so we know it's for really extreme circumstances for our folks so we just want to make this formal um that there's an application process there's some very strict guidelines and then the two forms so that's really all that one is any

questions okay and then uh for that's still the part of the same one uh kim these are those exhibits could we drop down to jldb thank you okay so we have a policy that has to do with restraint and seclusion in the district we're not asking to change the policy this is the policy but currently we have four four different report documents for those occasions when we need to use restraint or seclusion we have been training our employees in use of cpi which is a recognized program and so we've consolidated the steps in this into one in the exhibits or the documentation into one document so we're asking in the in the regular agenda for you to repeal the existing four exhibits and then replace them with the one exhibit and we sent to you

not only the actual exhibit so you could see it blank but i also sent you a highlighted one which we share with in the training so you can kind of see what the employees are expected to fill out we're not asking you to improve approve the sample but we wanted to give you a sample any questions all right so that would be that uh tax credit uh coordinator i sent you a rather lengthy email memo a while back about that this came about because corey rightfully was encouraging us to figure out a better way to be taking advantage of tax credit i did the research and that's why it's ended up resulting in this to add it or make it a piece of existing position rather than a new position and and we can do

that synergy has freed up some time for this person and so we're kind of excited about having somebody designated to be doing this piece for us that could be very advantageous we think so we think so item 1.5 employee retention okay brandi had asked to have this on the agenda and so i'm not quite sure what what she had in mind so i would give it to her but i also want to tell you that amanda asked for this retention information and turnover information that you've got in front of you so we tried to give you some documentation um before whatever your discussion is hey brandi it's uh to you okay thank you um well i just wanted to i know we have a lot of vacancies this year and even in the past non-pandemic

years we've had a lot of turnover that people would say they're moving back to them where they came from or that they just didn't feel like it was the right climate but i think we have a lot to offer and if we maybe show appreciation find ways to um make people feel you know more part of the group just ways to keep good teachers here you know good employees in our district um a lot of times because of the pay they move just it's so easy to move across to this next state and still like live in bullhead or you know so i just wanted to be find ways to be more aware of that and so that we can keep our teachers here you know so um i was thinking are we doing the

exit surveys this year to see why people are leaving oh i haven't thought to ask eileen if we're doing that i think we always do but i haven't actually asked her about it um i'd have to ask her so thanks for bringing that up we will make sure it happens yeah i would like to see that okay interesting thing has happened this year we've had several people who've resigned and you had them on your list last month and then they've asked to come back so we have refilled a number of our positions sometimes they're not back in the same position they were in uh but we have five or six people that uh that we have rehired so that's kind of that's kind of a nice change too well i just want to say on

the retention rates it's so nice to see i mean i you lose one admin out of 12 and it looks really high you lose two oh my goodness you know but your teaching numbers have i mean keeping certified staff has significantly declined over the last two years and that's phenomenal and then i know we've talked about um promoting and hiring from within as much as possible if we have um employees who are taking courses at mcc or online at universities that we can kind of go after them to write them in our district so and one of our right we have one of our preschool teachers for next year has been in a preschool teaching position but as a para and finished her degree this year and so of course is now a certified teacher

for us for this coming year and four of our six new administrative positions are filled by um local people so um you know so yeah we pay attention to that yeah that's fantastic i like to see that moving in the right direction and those that are really close i want to make sure that we're helping them get where they need to be because we have several staff members that are like one certificate or one thing away getting them there so we can we can keep that retention because it is very important to this board that we that we do promote from within that we do move our our staff members that we have to positions and grow our own yes and it's it's it's very important and we um chuck news all you know um

supervises the nau program for the undergraduate uh folks so folks who are like um paraprofessionals right now are other positions and i think he had like 14 in the cohort this year and i think there will even be more next year so we of course try to keep those folks around because we know they've been well trained by you know our local people and um and we get a chance to see how they're doing it's you know as opposed to hiring somebody from out of state where you go on somebody else's recommendation at least we know what they're doing that's fun if somebody's interested in going from parapro to certified teacher do they know how to contact they should and the principals tell them we and chuck is not bashful about going out and no

he's not bashful about going out and selling the program to people so i think probably people if they don't know they've been living under a rock i think that grow your own program is still the the five years of teaching well that's the internship so we we also have interns who are working with us and uh so those are people who have already have a degree but it might not be an education and so we hire them and they then have to be in an approved education program it usually only takes them about two years it depends on depends on the program they're in and how many courses they need to take we have now learned that a couple of those programs are not really very beneficial for those folks so we now try to

steer them into the ones where we know they're going to get good good coursework and good supervision and good advice and all of those kinds of things and we have we have probably half a dozen interns right now but we also have the it's the grow your own where they can those that don't have the degree can pursue that's the choice that's what chuck's done yeah and they can pursue that degree and right it's five years isn't it that they for their education no i don't think it takes that long i don't it doesn't usually district for a certain number oh after to get there for their education to be paid for so it's it's quite an incredible program well right now there are those folks are getting free from uh from the lo from

the state of uh from nau and we don't have anything to do with paying that and there isn't a i mean i they have to i think probably stay in the state but that doesn't mean they have to stay with us but they're it's entirely paid for that's a real incentive for people to become teachers yeah it's it's awesome so those that don't know about it should you know yes maybe that's something for our to to post on our web page that you know for to get that information out because we really do want to encourage those that are here to stay here and especially since we have so many new people moving we have so many new people moving into town um jeannie one i mean nachini uh brandi i think one of the

things you're going to like when we come back to revisit or to visit next month about sr3 funding is we're doing some outside the box thinking about recruiting people and retaining people right now everybody's having real trouble finding any place to live and and any place affordable but not even just affordable there is nothing to buy or rent so we're going to do something we're doing some outside the box thinking on that thanks to corey i just have one more thing regarding this it's when people retire i don't think that we do enough to let their co-workers know or even like give a thanks for their years or dedication and time so i just want to see if we can be more aware of that and um just to show a little more i know

we do appreciate them but i don't think that it gets out to the whole like campus that this person's retiring and this is how long they've been with us except for our end of the year when we recognize everybody for their five years or ten years or whatever but um if we just kind of say hey thanks to this person they're retiring and so you don't come back to school after summer and you work where did that go like i thought you know i didn't know they retired so um just if we can kind of look into that that's a great idea i made a note thank you anything else um this is genie i i did see that we are um on our agenda too that we have a couple teachers that have moved

up to admin positions that's that's very positive to see and were they were they given the option to stay at their own home school or um what we had this year was a committee because we knew we had so many vacancies so each school site had in addition to well each school site had two uh staff members who were on the committee jen kind of set that up gen lot kind of set that up i was i was there at each of the interviews not particularly participating but having you know watching them so once the principles were decided on then those principals also became part of that committee to help pick their own uh pick their own assistant principal if we needed that so to answer your question yes and no the idea was to

try to figure out good teams and so that's how that worked out we had some argument we had some arguments over a couple of people about where they should be so the committees ended up and the principals ended up negotiating their uh their choices like a draft it was kind of like a draft that's exactly what i was thinking when she said that i'm like ah and and jeannie the good thing this year was last year when we had some vacancies we were you know we were out beating bushes to find some applicants this year we had lots of applicants and i think we did a dozen interviews so yeah it was it was really cool it was fun well it was nice to see some of our own moving up so yes that's that's

what we're looking for absolutely i agree anything else okay look if we get a motion to adjourn our workshop i move we adjourn the workshop i'll second it all in favor aye corey burgess aye genie berlin aye amanda ayman aye brandie dubois aye charlene diaz so moved we're gonna roll right into our meeting because we are already a couple minutes past so at this time i'd like to call our regular meeting of the bullet city elementary school board on thursday may 13th 2021 at 6 0 4 p.m uh roll call corey burgess here janie borland here amanda ayman here randy dubois here charlene d is here all present uh citizens president if you please sign in in the back um if you'll join me for a pledge of allegiance that would be incredible thank you

that's what you're saying [Music] um [Music] in [Music] andy [Music] hey [Applause] all right call to the public this is the time that the public may speak to the governing board regarding issues within the jurisdiction of the governing board and is subject to reasonable time space and manner restrictions the governing board may establish comments will be limited to three minutes per individual unless specifically weighed by the governing board at the conclusion that call the public individual members of the governing board may not respond to criticism made by those who've addressed the board they may ask staff to review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of this agenda do we

have any calls to the public today no all right item 2.6 adoption of the agenda can we get a motion to adopt agenda as presented i move that we adopt the agenda as presented all second all in favor aye corey burgess hi genie portland hi amanda ayman aye randy dubois aye charlene diaz so moved item 2.7 superintendent reports dr stewart mr president and board members you have my written reports um and i don't have any updates today all right any questions for dr stewart okay moving on item 2.8 donations uh we'd like to thank all those that donate to our community we could not make this happen without you desert valley school received paper construction pro paper construction paper and coal coin rolls from an anonymous donor died an estimate of 29 four cases of

summerlin valued at 369 coyote canyon school six five dollar gift cards for teachers from alpha delta kappa 60 children's books from the rotary club bullhead city an estimated value of 369 dollars it's great to see all these donations and they come in as such a wonderful time once again thank you community for all that you do for us item 2.9 board member updates do we have any updates from the board no okay item three the consent agenda can we get a motion to adopt the consent agenda as submitted i'll motion to adopt the consent agenda as it is i second brandi dubois all in favor aye corey burgess hi jeannie borland hi amanda amen aye randy dubois aye charlene diaz saw moved uh item four 4.1 renewal of the contract for chartwells food services dr

stewart uh mr president and board members uh last month i brought you a document that i thought was the renewal of the contract and it was actually the summary for the past year so i do have the contract renewal for this coming year we put this out two bids a year ago and when you do that then you set it up for a five-year you know renewal process and so i have that document there are no changes in from the original document relative to what we're contracted to pay for the paid to them this coming year and so i recommend that we approve it do we have any questions about the chartwell contract then i move that we approve uh where did he go did i turn too fast yes i did renewal the contract

with chartwells for food services i'll second that motion all in favor aye corey burgess hi genie borland hi amanda amen aye randy dubois and charlene diaz all right item 5.1 adoption of the fiscal year 2021 budget revision dr stewart mr president board members uh with it is with some embarrassment that that i share with you and i already did but share with you again that there were some errors and i was looking at the wrong report when i first did the revision and i got it straightened out this week so the good news is that there is 1 million 88 000 in this budget that i thought we had lost so i put 88 000 of it in capital put it back in the capital budget we probably won't spend it before the end of

the year but it'll roll over and then i put the almost all of the rest of it back in the transportation budget and the reason for that is that if you recall we we paid for the entire first semester of transportation salaries and benefits with the esg grant which meant that then the budget really was cut in half for transportation so i put most of that back in there so that we are ready for covering all of that for next year so you you have a summary in front of you and then we also had the full document on the agenda posted agenda corey has a copy of the the full document in front because we will need signatures if you approve needless to say i recommend approval of the revised budget so that that

one point one million yeah that was found uh well that was just after the cuts yeah and i had i had continued to make cuts because i was working this document is this document is a digital document and so you start working from the the most recent version so i was working from the revision number one that was approved in december and in that document at the end it has this thing that's called the apoor 55 which is all of the stuff about attendance and enrollment and all of that stuff the one that i was that was attached to it was the one from december where we'd already cut over a million dollars and i didn't realize that it was not that it was that one and not the current one so when i did

the current one and the difference that big difference in money is if you recall originally they cut us a huge amount of money because of our first 33 days where we were entirely virtual and then they they calculated that out as if our kids were virtual the whole first semester which they were not so then we got that back so when i actually looked at the correct document i realized uh there was a big boo-boo there from from that had i boo-booed the other way you'd have my resignation tonight but since this is in our favor if this is a positive boo-boo i'm hopeful that you will forgive me for that one um and uh and i will know better in the pa in the future not to go by the document that's at the

end and look up the actual data but i will tell you that sometimes it's really tricky because arizona does real-time budgeting so this apor 55 this is the one that is current it will change by the end of this month because every time we every month when we report our attendance and our average daily membership they change they change this document so literally even though we approve this budget it could be changing monthly so that's one of the reasons that it's so tricky to be able to say to people you know you can say well what's your budget this month for x line in your budget we have it in our budget but what actually is happening is that if we changed our budget every time we changed this you'd be looking at a new

budget every month it's craziness and that didn't used to be the case it used to be that your budget for the year was established based on your 100th day adm and it stayed that way it didn't change every month those numbers didn't change every month so we don't change our budget every month we just don't do that but we do keep an eye on this try to keep an eye on it accurately to see what might be coming down the road and actually this information is helping me have an estimate of what our new budget will look like the legislature has not finished they have not finished their budget so we don't know where it's going to go but i think this gives us a pretty good picture so i'm thinking that our budget for

fiscal year 22 will be in the neighborhood of what you're seeing of the 15 million 75 000 in that neighborhood so that million dollars for transportation carries over for payroll for next year even though we'll have payroll for transportation in the budget it's going to give us some carry over carry over it's going to be carrier in case yes and then we can always move that as c fit yes yes we can i just wanted to cover it before i wanted to put it back in there so that when we do roll over all of those numbers roll over and i did not want to forget that half of the budget for transportation would you know was gone i wanted to be sure sorry i wanted to be sure that we had it in there

so when it rolls over it's already there and then it may end up being it may end up being in our you know just some carryover that we can use for other things so we can move it around yeah i just want to be sure we had it there to begin with all right any other questions all right so i move that we approve the fiscal year 2021 budget revision is presented a second that motion for andy dubois all in favor aye corey burgess aye jeannie borland aye amanda ayman aye randy dubois aye charlene diaz so moved and i would just ask that you all remember to sign before you leave tonight because we have to file this tomorrow all right the next item is 5.2 it's a first reading on policy bge uh communication

and feedback this is only a first reading so we are not taking action but if there's any questions or changes you might see in this document nothing all right so we will be moving on uh item 5.3 also a first reading of policy bd bedf our voting method once again a first reading any questions okay moving on uh 5.4 once again a first reading b-e-d-g the minutes any questions item 5.5 uh this is a regulation uh gccarc professional support staff paid time off uh the donation program as we just covered in our workshop this is a regulation so we can approve this tonight is there any questions on that regulation then i will move that we approve regulation gcca rc all second amanda ayman all in favor aye corey burgess hi genie borland aye amanda

ayman aye randy dubois aye charlene diaz so moved item 5.6 is to repeal that document that the previous document the one that we just replaced correct um this is the support staff paid off actually this one should not be repealed this should be approved because these are the documents that support that regulation so i'm sorry that it says repeal i missed that is this a different document this isn't the replacement no these are the these three stay on 5.6 please kim would you uh pull up uh gcca dash ea thank you yeah this is the application okay i'm sorry yeah no these are these are not the ones we're repealing these are three exhibits for you to approve these are the these are the actual documents for uh for that donation those donations of pto

time all right so this is also a regulation that needs it's an exhibit it's an exhibit sorry an exhibit for approval item 5.6 and the ea is only because we already had gcca dash e due to covid so we needed to rename it e a so we could have a b and a c so i will move that we approve item 5.6 i'll second that motion all in favor aye corey burgess hi janie borland hi amanda ayman aye randy dubois and i is charlene diaz it's all moved all right now we're into repeals okay so item 5.7 repeal exhibit jldb ea through jldbed restraint and seclusion documentation mr president and board members these are the four current documents that support that policy and that we've now combined into one document so i will move that

we repeal item 5.7 all second all in favor aye corey burgess hi janie borland aye amanda ayman aye randy dubois aye charlene diaz and that brings us to 5.8 this is the replacement of 5.7 uh another one of the ones that we saw in our workshop any questions on the new document then i will move that we approve item 5.8 i'll second that motion all in favor aye corey burgess aye genie portland aye amanda ayman aye randy dua uh charlene diaz so moved item 5.9 retire of the bullhead city school district return to school plan for the school year 2020 2021. dr stewart i am really happy to be able to recommend that we reap that we retire this plan and i've suggested the end of the school day and the last day of school

that's simply my recommendation you all can modify that however you want but i'm really glad that we are able to retire it soon i'd like to open this up for discussion um i'd like to maybe ask that following the recommendation of the cdc guidelines that mask to be worn in the classroom on the classroom setting but when they're out or graduation that they're able to have them removed all right questions any other comments so um more specifically like they already can take out their off their masks outdoors correct in some of the in some settings like playground but if they're at pe or those kinds of things they have not been removing them so i what i hear from right if they're going from class to class they've not been removing them um so that's

that's why it would be really important to nail that down what you're talking about here yeah if we could be a little more specific before we so you're asking in the classroom in the classroom setting i'd also say the bus that's a good idea i've maintained the bus and the classroom setting but when they're moving from class to class when they're in you know open areas outside playground i would even venture to say if they're participating in a sport if they're still doing which i don't think they're still doing after school i think we're done by now um we're close tonight yeah we're done we're done yeah so in a classroom sitting in their classroom in a classroom setting and then on the bus i like it any other and i do have a question

you you mentioned promotion so are you saying yes wear them during promotion or not saying no no okay we will be at the field house for promotion so on the bus over but when they get in there if the seats are going to be similar to the high school they're they're staggered and spread out so that would allow them i mean they're i if they maintain the same kind of setup that the high school has okay they're kind of staggered and spaced so there would still be some spacing somewhere to you know rose out here okay let's make that off the the mask is optional absolutely so you'll have some people that still want to and we want to say oh no you can't wear the mask the mask would be optional um yeah so

but but not required so in the classroom setting only um sorry the classroom setting and on the bus other than that it's optional okay so would you like to make a motion uh i motion that we retire the bc sd return to school plan school year 2020 on thursday the 20th may 20th but starting monday they would be able to only wear masks required to wear masks in a classroom setting or on the bus everywhere else would be optional for the remaining four days of the school year i'll second that all in favor aye corey burgess hi jeannie borland aye amanda ayman aye randy dubois aye charlene diaz so moved item 5.10 regulation gbgr staff personal security and safety mr president and board members this is just uh changing this regulation to reflect that we

would move from requiring mass so shall to may and the reason we're continuing to leave this and the next policy in is that we don't want to put anybody in a position of saying that they can't wear a mask or a shield or whatever because as time goes on even though people are vaccinated and whatever there may still be vulnerable people at home and kids may still want to wear and we don't want anybody to be made fun of if they wear masks so it's an optional thing going forward all right i like it okay then i will motion that we approve five point one zero high second friend all in favor aye corey burgess hi genie borland aye amanda ayman aye randy dubois hi charlene diaz so i moved item 5.11 regulation j-i-c-a-r-a student

dress dr stewart mr president board members this is the same thing we've struck all of the requirements and changed shall to may all right any questions then i move we approve item 5.11 all second all in favor aye corey burgess hi jeannie borland hi amanda amen hi randy dubois hi charlene diaz mr president i guess i should stipulate that those two take effect after may 20th as you stipulated in the other uh motion but with our other motion it's optional so the other one we already picked right so we're still covering that but the policy doesn't go into infection until after that yes the policy won't go into effect until after the 20th yeah all right item 5.12 job description dr stewart mr president and board members uh i've only brought two to you this

month i've been a little busy with other stuff so one is attendance clerk and you had approved it already but one of the things that i did in consideration of budget and work hours and days and all of those kinds of things for our current attendance clerks the returning ones we would keep them on the schedules they have but the new ones i've shortened their work here some because we need to we need to be paying attention to the budget so what you see is a change in there is really only in that last section that talks about the length of contract or length of work work agreement the other one is a revision of what was originally just the sace coordinator to reflect that we're putting that tax coordinator tax credit coordinator position that

piece in there and uh and it lists the responsibilities that that person has relative to the tax credit as well so it's uh it's additions additions to that uh job description this is where we combine them yes yeah all right any other questions okay then i will move that we approve item 5.12. i'll second that motion all in favor aye corey burgess aye jamie borland aye amanda moved item 5.13 classification and transportation employees dr mr mr president board members currently we list bus drivers as bus drivers or as substitute drivers but one of the things that i've come to recognize is that with our joint riga for transportation there are drivers that are listed as our employees who do some driving for the high school so they might work point two five for us and

they might work .25 for the high school we pay them separately whatever but if they're on our list then they're listed as subs on the high school side if they're listed on the high school side as an employee they're listed on our side as a sub and i didn't quite understand all of how all of that is was working so it meant some some morale issues relative to who got paid what and what the designations were so i'm simply recommending that any driver who drives for us is just called a bus driver not a substitute not an auxiliary not anything they're not holding two jobs two full-time jobs they're holding two part-time jobs just like if i worked here and then i went and flipped burgers at mcdonald's it's two different jobs and so i'm

just simply asking that we recognize them as bus drivers and as employees of our district any questions then i motion we approve item 5.13 i second that ready dubois all in favor aye corey burgess hi jamie borland hi amanda amen aye randy dubois aye charlene diaz so moved item 5.1 for the wells fargo line of credit now with this we are asking to table at this time uh we're waiting on a report back from the auditor uh our annual audit um and until we know where we're there we really shouldn't be moving forward with this um so i'm asking that we table this to next meeting would be enough time yes any problems with that okay then we will table that to next meeting um item 5.15 e-rate funding acceptance dr stewart i'll do my

best with this i might have to ask james to to give us some some information on this there's a five-year cycle for e-rate applications and so this was the year for us to start our application process james has done the research and the background work on this and that's all i really know how to say so if with your permission i would have james explain a little more about this all right mr mcnutt if you wouldn't mind good evening president burgess members of the board and dr stewart um actually this item and the next item are the same thing essentially um we're asking tonight that we accept and that you approve our category one e-rate funding which was approved by usac which administers the e-rate fund for the fcc uh the category one funds uh

supply funding for our internet connection that is shared with the high school district and also our managed fiber links between the central aggregation point which is a fancy word for the server room and the three remote schools fox creek diamondback and sunrise and the reason we don't have the three schools here near the district office on this list is because we actually own the fiber to those schools so there's no monthly fee there's no management or anything like that associated with that basically e-rate pays us 80 of what we would normally pay for those services so these are the services that the schools rely on for connectivity and to get 80 percent of that basically given to us is really something we should accept in my report i talked also about category 2 e rate

funds which have not yet been approved but we're anticipating approval that's the the five-year funding cycle where we only get a certain amount of money to spend on category two items and that's infrastructure stuff so that's the wires and the walls the routers the switches the wireless access points and those sort of things and so you know that is a little more secondary to internet connectivity and that so it usually takes a little bit longer to get those things approved and we anticipate that it could happen anytime between this coming tuesday and november so it's just whenever it gets there it gets there but in the report you can see that for the internet um our annual price is close to 62 000 if we were to pay that out of budget and it's shared

with the high school district of that 53 000 is paid by e-rate money and that's just money we got for following the rules and doing what we need to do and then again for the three links it's close to thirty thousand dollars for the year and we get back twenty six thousand dollars of that and i say we get that money back but actually sudden link is nice enough that they bill usac directly for our eighty percent so we and essentially we essentially only pay our 20 so we're not coming out of budget for a hundred thousand dollars and then hoping we get the money back if you have any other questions i'd be more than happy to answer them and i will say that um for some of this we initially put the money

out so you might see in some of those vouchers a pretty big whoa the 53 000 for instance but then they do reimburse us so we end up really only paying this piece over here but one one of the reasons we want you to approve this is first of all so we can continue to have the good service we have but secondly so nobody gets all upset about wait a minute you said it was 4 000 and it's this other number we want you to know up front that we put out the money for most of it up front and then we get it reimbursed yeah and they have come through and they have come through every time so i don't think i don't think it's a big risk we've been taking about any rate

for a long time right yeah it's been a long time program started in 99 yeah and it's it's fantastic so yeah we like that that's great thanks thank you thank you all right um any other questions all right then i'll move we approve of item 5.15 all second all in favor aye corey burgess hi jeannie borland hi amanda ayman aye brandi dubois aye charlene diaz so i moved item 5.16 is this really the same thing james sorry we got this twice see that's that's why we have an expert right okay yeah because category one and then funding acceptance okay so we don't even actually need to take action on 5.16 uh 5.17 renewal of the contract for esi for substitutes dr stewart mr president and board members this hasn't been exactly a good year for

us to make a comparison of having this program compared to our own having our own subs however we've had a number of subs we've had four subs who have actually been long term with us the entire year and then we've had probably five or six other subs who've been pretty busy all year they haven't been in long term positions but they've been around the district and subbing but i'd like to have another year to kind of see what a normal year would look like compared to when we were doing our own programming a couple of advantages this year the difference in just salaries for this year is about 174 000 that we paid less that we paid out this year but given all the covid paperwork that our hr department and person has had to

do this year it's been very nice that she's not had to do substitute paperwork and keep all of that stuff but as i say i'd like to have a fairly typical year to compare to us doing our own before we determine whether that's something we want to continue so i recommend that we approve this for another year any questions then i move we approve item 5.17 i'll second that emotion all in favor aye corey burgess me jeannie borland hi amanda amen hi brandi dubois hi charlene diaz so i moved item 5.18 fox creek intercom system dr stewart mr president and board members i put this on because a couple of the quotes that we got were over five thousand dollars the one that uh that i'm recommending is less than five but i also wanted

to just say to you that this is considerably less than what we would have spent if we'd actually quoted this out for some firm to come in and do it we did a similar thing at sunrise a couple of months ago where we bought just the equipment and our technology department installed it and it's working just fine so we'd like to proceed with this for fox creek so that they're ready to go when school opens with intercom and bells that work so is it the first one sterling yes it is it's the one that's just under 5000 but you can see the other two quotes are above that and we weren't sure where this was going to come in but it's considerably less than we would pay if we outsourced it it would be probably

in the in the neighborhood of 20 or 22 000 if we outsourced it so it's really nice that we have uh folks in our tech department that can do this definitely all right any questions then i move we approve item 5.18 i'll second that motion all in favor aye corey burgess hi jeannie borland hi amanda ayman i'm randy dubois hi charlene views so moved item 5.19 approval to contract with hinfield mesh and company pc accountants to correct and configure the infinite visions our business software program including the appropriate training prior to rollover for the fiscal year 22 fiscal year not to exceed 15 000. i know that that sounds like a very long a very long title but one of the things they tell us is that the the title for any item on the

agenda should be understandable to everybody what it involves so that's why i made it fairly uh fairly detailed we i contracted with heinfeld meech about a month ago to do a review of our primarily our payroll module in visions because we continue to have issues with with that program or that piece of the program i also ask that they review any related kinds of modules in the visions program and we're not talking about the vision software we're talking about the way it operates and what we might have done incorrectly in there somewhere so they've done that and i overestimated intentionally on this because i did not want to come back to the board and say i need more money but given given the review document and things that we need to fix i figure let's

get it fixed now before we do rollover then we will have a clean a clean slate and they will assist us with rollover but they will also do some training my inten my intent then is to code some of the training to the esser grant sr2 grant that you approved last month where we build in training for every uh you know all of our employees and so a piece of this would end up going into that i just don't know at this point how much that would be uh this way we can get everything cleaned up um i have some questions what did we pay last time for their for their services we've never contracted with them once before to help no we had no we we had uh we got some training from uh

the the visions vendor okay for using it yeah no this is the first time we've done this with the accountants and and if you're curious about why an accountant when we know we also have auditors auditors come in and look at the process of of how we pay bills how we do those kinds of things in this case it's reviewing the process of of how we set up the configuration how we code things how we you know how we pay them um i can't even i can't even think of all the details right now but i spent two hours on the phone uh with uh karen smith who is the person that we're working with at heinfeld meech and we have an action plan ready to go so i'm you know i'm really confident that

it will be significantly less than the amount i've put there but as i've said i don't want to have to come back to the board and i want it fixed before we do rollover some of the issues are configuration they are things that were incorrectly put into the software when they moved when the district moved to the software and the best guess i have on that from people who work in our business office is that that's 12 or 13 years ago so some of these issues have been in place for 12 or 13 years most of them have just carried on with no increase in problems but some of them over time you know bump up a little bit bump up a little bit bump up a little bit so i just like to get

them all cleared up and move forward now it's possible to use this in sr3 money the training part we can use from so3 money well we could do it from so3 money yes but we don't know what that is yet and we could end up coding it over to that when we get there i'm just real nervous on spending fifteen thousand dollars for somebody to come in and train when we we have the possibility of a grant paying that well the grant is going to we will use esther ii to pay the training part of this so you've already approved that we just hadn't designated in esser to what training we were going to do for our business office so this is now saying okay so some of this i'm guessing probably five or six

thousand of it will go into that from that training piece yeah because it says appropriate training so yes so this does include some training it does and we'll just recode it we'll just recode a smaller amount so we kind of know where we're going with this first i get real nervous with an open fifteen thousand dollar po to somebody i understand that completely um so i would be more comfortable if we just revisit it after we get close to that number especially when we don't know when sr3 is coming in and if we can put some of this into surf three sure that doesn't come out of our budget sure we code that and here we are accounting for an open po now we've designated that money for that out of budget i personally i'd

rather not um so if we can make that a smaller money amount are you comfortable with 10. hopefully esther gets here soon but if not we meet every month so we won't spend if we say i'm comfortable saying five thousand and then if we get to that and we can come back next month i'm okay with putting another line item on here and you can tell us how we went through that we're estimating it might be another five to me i'm just a little more comfortable i'm okay with that putting a fifteen thousand dollar po out that kind of makes me nervous are you any objections to changing this too it's okay good with that yeah all right yeah i just was trying to guess i was trying to make a guess on what you

would prefer whether you'd prefer me to bring it in pieces or or to overestimate and then come back and say to you hey it only cost this much so i'm i'm comfortable either knowing that we might spend this but i'd like to see where we're going absolutely so absolutely um any other questions on this item uh then i would like to approve 5.1 with a correction from 15 to 5 thousand dollars okay second brandi all in favor aye corey burgess hi janie borland hi amanda amen hi randy dubois hi charlene diaz so moved uh item 6.1 future topics do we have future topics from board members i do it was really really fantastic to see the the strings come in and play the violins and the um mr schulteis with his uh cello i think

um and so that was just awesome to see after your pandemic that they were able to still come back and um get right to it again our other music programs however are struggling our band and um choir so but i think we need to kind of gather the forces to build up our music programs again [Music] because it's just so important you know they promote leadership responsibility just provides a safe haven a community for students and we have an award-winning band at the high school for them to move into so i just want to see um i think we are short on instruments so i just want to kind of brainstorm some ways to get our music programs back back going and flowing properly and i have some good news for you relative to that

we have in fact purchased some some instruments with 21st century funding and then but we need to braid that with some funding either from other grants or from from our capital outlay so that we can use those instruments during the daytime and not just after school but we've done we've gotten you know some nice instruments ready to go with that we also have just approved repairs to a number of instruments in the district so that we're sure that they're in good shape you know for kids to play so we're going to be moving toward that so i think you're absolutely right that's really good news thank you yeah can we reach out by chance to mojave junior high and river valley high school who hadn't had music programs in the last year or two and

find out if they have any instruments that are in shape and see whether or not we can bring those to the high school the middle school over middle school and junior high school but if we could reach out to them because i know that when they shut down their strings instrument a couple of years back river valley was fortunate enough to purchase some of them and bring them to the high school so now river valley has them but they no longer have the music against music on their site and oh and it's and and it's cost effective if they're you know if they're decent instruments it's cost effective to have them refurbished um you know for us so we will reach out thank you for that information kind of throwing this out there you know

after seeing what we've got here with a million dollar roll over maybe we can do something with arts next year's budget just saying um if you look if you look at that if you look at that front page where it shows us of over a million dollars in capital and since we really this year only have spent about eight hundred thousand um there's a few bucks there that we might be able to push it i'd like to look into that music for next year right what do you think it's pretty awesome what they do so yeah let's keep that going so i do like that um any other future topics i do i i have i over the last several weeks i received probably [Music] oh several dozen letters from students from bullhead middle school

in concerns with outerwear some of them very well written they want us to consider possibilities of of changing our outerwear and i love it when students get involved in the process so it was very nice to see um what we got i appreciate receiving them uh it was it was nice so i received a lot of letters so we're talking about dress code is that what you're talking about they were asking about outerwear um and personally i'm all in favor of outerwear getting a little changed so it's something i would like to discuss in a workshop and maybe that's something that we can move forward see what our administrators have to say about this um what their recommendations are because i definitely don't want to make a change they're not comfortable with sure i want

our administrators to be part of that discussion where we're at what they what they recommend i know dress code is always a hot topic with students it's it's always fun to discuss it definitely has pros and cons but if they want us to talk about it i'm willing to talk about it so if you guys are okay with that let's add that to a to a workshop and have a discussion there so i i would like to add that anything else i sent to you in my memo first of all we will know our essers we're supposed to know our sr3 funding about the 24th of this month and then we have some things we have to do relative to that but then we must have a plan filed by july 2nd so i think

we probably better we better have a longer workshop next month because we need to have some talk about that and i will be sending you some information as well you know as as we get it but i think we need to have that conversation and right this second i can't remember what the other one was that i listed in my memo to you but it was something that we for sure need to talk about next month and i can't remember what it was so if you refer to the memo you'll see something that we may want on that agenda so if we need more time for workshop are you guys better earlier or starting our normal meeting later i can do early i'm good either way too and by next month so i'll be golden

um janie how are you would you rather do an earlier workshop or a regular meeting later earlier time i'm good with either whatever you guys need okay i would say earlier then if we're okay with that so we'll do that when we set our upcoming board events so any other future topics all right so then that moving on to 6.2 upcoming board events we want to change our workshop to a five o'clock workshop does that give us enough time with an hour workshop well it probably never does but we can make it work all right and then our regular meeting is still being at six for those that want to tune in for a regular meeting we don't change that on them um any other upcoming events we have several trainings on as always they

have the uh all board members are encouraged and able to attend any of those trainings that they see fit uh just get a hold of kim if you want to make any of those meetings we have promotion on tuesday morning at 10 30 at the field house for 8th graders and then your awesome event next friday the staff appreciation and uh we're all pretty excited about that actually i would like to reach out to the newspaper and make sure they're there that needs to be front page that really does so that's breaking news i'm hopeful that a photograph of this strings group is on is in the paper tomorrow absolutely i'm hopeful that that's happening yeah we got some talented talented youth uh yeah i'd love to have the newspaper there at our video for

our teachers um anything else all right so we've set the date and time that was 6.3 oh no that's wait what am i doing now yep you got it yeah so we're changing from june 10th to a 5 o'clock instead of a june 10th still work for everybody all right um so we'll keep that date uh at a five o'clock workshop and a six o'clock regular meeting all right with that we just need a motion to adjourn i move that we adjourn the meeting i all in favor aye corey burgess hi junie borland hi amanda amen hi brandi dubois uh charlene diaz so moved we are adjourned we got four signatures is that good [Music] so [Music] you
