[Music] [Applause] [Music] [Applause] [Music] do [Music] do [Music] do [Music] i called to order the workshop for bullet city elementary school board on thursday uh april 8th 2021 at 5 30 p.m um roll call corey burgess here amanda amen here all right um dr stewart okay well we have a bunch of policies for you to look at and um if our if our screen person can keep up with us tonight right i thought we did this last time we did this one last time so sorry about that folks okay uh so this is the policy about having a quorum oh no we did we needed to do this one again because we had to add on there oh you're right uh yeah we put it back on here because uh we had to put the
minutes back in even though uh everything we do is recorded on board docs now we still have to note that there are minutes and uh that they're in the that they are in the minutes kind of thing so sorry that's why we that's why we brought this one back so that's the only change all right thanks kim for remembering that this is just the one about the quorum having to have a quorum uh this one has to do with rules of order and um i don't know if anybody's ever looked at it but it simply gives the guidelines for how you operate the meeting and um and when the meetings are and first and second motions and those kinds of things so it's uh as long as i've remembered board meetings in this district it's
been kind of a modified robert's rules of order um so i'm guessing that that's what this is all right uh i the policy said the current policy says votes on all motions and resolution shall buy shall be by a's nays or abs abstentions and since you all have added the um proceeding with your name for the purposes of the recording i thought we better include that so i'm recommending that when you approve this next month that we include just that phrase all right this is the policy that led us to put in the agenda it's very much just about how the how the minutes can be taken and it does say they can be written uh or recorded or done digitally like like we do with board docs the one change that i'm recommending to
you is the superintendent will provide access to recorded executive sessions to board member you know on request as opposed to that you come in and see a written version or that we distribute any kind of typed version to people that that strikes me as being just a little dangerous not you know leave them lying around or anything but um so i was just recommending that change okay so there will be no tight minutes just the recordings there no there would be typed minutes that kim keeps well we still have to have the minutes in a typed a very short version in the typed version yeah there's a summary version that's available if anybody wants it you know and they can see it or they can listen to the entire meeting but for the executive session
yes there would be uh there would be a uh typed version and uh and then there would also be the recording for for you all to listen to this one has to do uh this is is this not a regulation kim yeah it's a regulation okay so it's simply saying the things that have to be included in the minutes for meetings or advisory committees or those kinds of things you know it's fairly typical standard stuff but it's also recognizing that any committees that you appoint um those kinds of things have to follow the same rules you know they have to follow open meeting rules and they have to have minutes and all of those kinds of things you can go ahead kim this is simply talking about the minutes of a public meeting and it's
similar to how we post but usually what we post out on the out front and on the website is that you know are the actual uh is an actual summary of the minutes as opposed to specifically following this form this is an exhibit so we don't have to do exactly what it says but it needs to cover those things this is the one about the executive session and it's about the minute specifically about of the executive session and gives general information as opposed to specifics public participation in board meetings this simply outlines the process that you all do for call to the public and that kind of thing and this is the form it's always back there for people to fill out good uh simply welcoming media to our meetings uh this simply uh talks
about reviewing board policy there's a policy for a new policy there's a policy for reviewing policies yeah exactly it's on a page about 104 or something and then about adopting the policies and the fact that there's a first reading and a second reading before it's actually voted on and uh talks about keeping records up to date administrative decisions those kinds of things and then that the superintendent develops the procedures that permit the district to utilize the policy consulting service uh in which we do we you know we call asba and ask for advice and uh or for updates and those kinds of things and this is simply the regulation so these are the steps that we go through to do all of this one of the things that i can't remember if it's in this
one or one of the other policies this is talking about producing an item j producing sufficient copies of the new policy as received to each person who has assigned the policy manual somewhere in one of these is talking about policy manuals and we used to have a copy of the policy manuals at every site and you'll see that i'm going to recommend some changes in how we do that it's a huge amount of paper it's a huge amount it's a huge task for people to keep them up to date especially now that they're all available online all the time 24 7 and but we will be keeping one master copy paper copy here um it'll be in kim's i was gonna say i office i'd always see those at the schools and they just collect
dust in a corner especially since you can search them online and find what you're looking for yeah and and you know that's in scheme of things a fairly recent thing that you could get them online but it was a it was a task for somebody at each site to update every time new policies got got approved and make sure that they were correct in all of those manuals not not to mention the expense so good we're good okay so regulations of course are the pro the procedures that we use to make sure that the policies are carried out and that's those are the things that always have the r after them um okay so once again to kind of bring us into the 21st century i'm suggesting that we uh correct that we not necessarily
have a paper copy everywhere that we have electronic copies and then you see that the manual it shall be considered a public record and shall be open for inspection through a link from the district's web page facebook page and board docs and board docs has two d's by the way it's board docks b-o-a-r-d docks not bore docks is it linked right now through facebook i'm not sure that it is i think that it should be you want that to be i mean you got it at the web page that's just one more thing we have to keep track of okay that's all i'm saying i'm okay with that got it on board docs and we've got it on the district web page we're maintaining those well i have one more okay um there's already two
i think you're good that's just one more thing we have to keep track of okay we're good with that just take it off facebook okay and then you notice the uh the thing at the bottom a copy of all outdated pages is maintained bridge for historical and reference purposes um uh i pulled that from i think i did this a month ago so i think i pulled that from a regulation or an exhibit that we're going to ask you just to get rid of because it's not needed but we wanted to be sure that someplace it says that there are old copies copies of old policies that are recorded somewhere for historical purposes i started to try to make some changes in this and then i just thought let's just leave it alone yeah you
know there's not really any reason to change it yeah because we're only keeping one copy anyways right this used to be the document that when the new new policies went out to the sites that they had to notify back to district and let us know that they actually had changed out those pages so this is going to be one that i'm recommending that you just delete since we're not keeping those paper copies anymore okay and this is the process you go through to repeal a policy i had been using the word delete and when i got to this policy i realized oh i better be using the word repeal simple as that all right okay there won't be many on your list next month well on your agenda okay so uh i wanted to share
with you information about uh where we are with budget and uh the various grants and i decided probably the best way to do so was visually so very short powerpoint here but to give you kind of a the picture from the 40 000 feet so you can look at all of these pieces at the same time so um regarding the m o budget uh on the left side you'll notice um uh the budget that was approved in july was 17 680 000 and change and then we made a revision in december to 15 747 and our current revision or the revision that i will bring to you next month based on current data as of april 1st will be 14 507. 660. that's a 17.9 percent decrease cut to our budget three million 172 000
makes me cringe to think about it but i wanted to give you the data behind that and that is the july budget was based on the numbers from 2019-2020 and so our 100-day count which was just before covet hit the weighted student count so please keep in mind we did not have 3 400 students we had more like 2 400 but when you put in the waiting for k through three and you put in the waiting for el and you put in the waiting for uh the waiting for various special ed uh categories that brought our weighted number to 3489.425 the december revision was then based on 40 day information same same type of information which had dropped us to 3029.708 and our 100-day count brought us down even further to 2995.356 so in weighted
terms that's 494 kids it in an actual student count it's 345 students now last year the governor told us that we would not guaranteed schools we would not see a five more than a five percent drop that's right so his words were i guarantee you i can't quote me on this but he guaranteed schools we won't see more than five percent that's 14.2 well he did he didn't guarantee us that we wouldn't see more than a five percent drop in students but he guaranteed that we would not have to uh lose the money for more three million dollars 17 well the first two percent we would have had to eat okay and if you recall i had reserves i had reserves that covered us for 2.8 percent so we were you know we had the
money to cover the first um 780-790 000. yeah so you can see what happened here and you'll see a little more in these slides kind of where this goes so i i'm giving you the information on the right side kind of reminding you so sr1 funds were 1.1 million esg which was supposed to be the enrollment stabilization funds from the governor his part of the cares act that was supposed to make up that difference ended up being just over a million dollars which is less than half of what it should have been in december okay we were fortunate to get a million 45 but still and the current sr2 funds which were approved at the end of december brought us 4.6 million sr3 jen and i look every single day to see if that money
has dropped into the into the state uh the ade website yet and it hasn't we're told that it will be at least two times what s or two is but i'm not willing to put a number there until we see see the writing so so far our relief funds have totaled six million sixty four thousand five hundred eighty nine dollars which sounds wonderful compared to our three million dollar loss however there are some factors involved that we need to talk about um kim if you'll go to the next slide please so key points sr1 which was the uh cares act last april a year ago uh was to help schools deal with the situation right then in the short term you know what are we gonna what are we gonna do right now and so
we we put all that money into safety and hygiene things providing instruction the technology lots of chromebooks lots of hot spots lots of things feeding students because that was a requirement that's been pretty easy for us because we qualify for feeding all of our kids anyway but it involved making sure that we had those bus routes and those things going on and planning for this school year the current school year the enrollment stabilization grant cory you were stealing my thunder here the governor's portion of the cares act which was supposed to be set aside and it was to fund school districts for enrollment losses in excess of two percent and as we know that hasn't happened that has not happened and as of today a legislative update that we had at our county soups meeting
from one of the lobbyists for asa the legislature isn't even interested in talking about making up that difference they don't even want to talk about it okay so sr2 the purpose of esser two is to allow schools to plan to address learning and their term is learning loss i prefer to say learning opportunity gaps for the rest of the school year and into next school year and the following school year and to enable safe operation of schools including school facilities repair and improvement and projects to improve indoor air quality those are terms right out of the grant right out of esser kim if you go to the next one please i wanted to give you a little bit of an idea how how this covid relief funding is very different than any other federal funding
in the in the kind of tan sections you see our typical federal funding and so esee or essa and idea and perkins those are the those are the things that we have all the time title one title two title four uh rural on and on and on and you can see that each of those lasts for exactly one year and then if you have a little bit of rollover you get to carry it over to the next year but you see that you budget for it and you spend it in that year on the other hand when you look at the covid related expenses you see that crossing years so technically we could go back and pay expenses out of last year's budget with some of our essers money or we could have with esg
or any of the or the upcoming essers money we chose not to didn't feel it was worth going back into the old budget and doing a revised budget to make that happen so we've been paying it forward or planning it forward but you can see how it rolls out over here so sr2 we have those funds 4.6 million and we don't want to spend them all at once we want to we want to spread them out over the next year or so and then when we get sr3 we have an additional year to do that and we want to make sure that whatever we're doing with these funds are the kind of thing that when we get to the end of 2024 to september of 2024 that we're not suddenly having a cliff that we
have to drop down to our regular budget so we're trying to do things that either we can ultimately sustain or that they are one-time expenses okay thanks so just to give you a brief uh brief reminder the sr-1 funds from a year ago um when we thought we would be held harmless at the two percent and really thought in terms of what did we need right then so we added health assistants and day custodians lots and lots of technology so that we could actually provide instruction for our students last spring and coming on into this year hot spots promethean boards for teachers those kinds of things cleaning and safety supplies masks lots of hand sanitizer all kinds of things to make sure people were safe when they came back summer outreach we did a lot
of summer outreach to parents and families to make sure things were going well with kids and to get ready for this year school supplies so that when we came back each student had his or her own supplies that there was no need to share and additional food service and custodial expenses to handle the hygiene and safety the enrollment stabilization grant which technically ended in december and if you recall we didn't even find out how much that was until thanksgiving weekend and then it had to be spent at least they told us at the time it had to be spent by december 30th this was supposed to cover all but two percent out of those funds we covered all transportation salaries insurance and benefits for first semester lots of technology more technology more chromebooks to replace
ones that didn't work cameras multi-point and this is the fund from which we managed to get our three new servers that have allowed us to really use all of our technology well sped up our service and lots fewer problems safe spaces if you recall we had kids in safe spaces for first semester professional development for all of our folks to be teaching virtually planning and outreach to families more cleaning and safety supplies and half of my salary and benefits sr2 the proposal is on tonight's agenda and so uh what what we're finding is because you notice from that other chart we're still that's still three million dollars and we covered the first million that leaves a couple of million bucks so we're back filling with us or two uh we're asking you all to approve
that we backfill the current budget so that we can balance at that 14 million and cover what we need to cover contract signing incentives risk compensation for our employees salaries and benefits for 18 teachers for next year salaries and benefits for additional after-school programs salaries and benefits for professional development and more items i couldn't even list them all here so i wanted to just give you a big the big picture kim so our s or two proposals uh proposal components that you'll be looking at as an agenda item focuses on two things the first thing is people we really think it takes people to teach kids and so we want to restore some positions that would have to be cut the budget we're looking at that 14 million dollar budget is likely to be the
same amount or really close to the amount of our budget for next year because that's based on 100-day count and next year's budget will be based on 100-day count so to do that and given the numbers we actually have or anticipate in our schools we're looking at 17 teaching positions reduction 17. haven't even figured the reductions uh for classify we don't have that many classified employees we only have uh four paraprofessionals that are paid out of mno and then it's the rest are clerical and transportation so we don't have a lot of places there to cut but esther two will allow us then to restore those positions so on the right hand side of the graph you can see the positions that we're anticipating paying from s or two and it actually ends up with
a net gain of one position so we're not looking at riffing anybody we're not looking at using attrition for anybody we're covering the losses from the cuts in the budget we're also building in some alternative classroom placement for kids we've talked to you about the transition classes and those things and that's what this is about and some other things as well to maximize the opportunities for our students our kids have learned a lot during this year but a whole lot of what they've learned has nothing to do with school learning and so that's one of the reasons that we don't like talking about learning loss we don't know the kids have lost anything they have lots of gaps because they didn't have the opportunities to learn the things that we ordinarily teach in school but
they've certainly learned a lot of other things and then to increase after school opportunities for students to fill those gaps as well you'll notice at the bottom of the chart if based on our average salary 17 positions represents a almost a million two in salaries benefits and insurance so that gives you a pretty good idea of what part of that 4.6 million in s or will be going to salaries yeah i've only got like one more slide kim the other part is development and um when we've been meeting with teachers and at our site while virtually meeting with teachers they're really saying you know we've appreciated all the training this year on virtual stuff but we really want some in-person people to come in and work with us which was really handy because we'd already
kind of decided we wanted to do that but we need to provide in-person training for our teachers and our coaches and our administrators we want to provide paid training for paraprofessionals and the reason it needs to be paid is they're all part-time so they're only at work during the time that kids are there for us to have training for them we need them to work other hours so that's part of that provide training for technology clerical and other personnel support the training with coaching and feedback for success and then the one little piece of assessing our air quality health the air quality and health of our facilities and the chart simply shows you some research that's based on what happens when you uh when you have good coaching about things that you teach people to
do that you get much more much more much better results in the end kim last one so s are three possibilities and probabilities uh well first of all opportunities continued opportunities for students to accelerate and and probably some of those or many of those teaching positions to be continued and sr 3 requires that at least 20 percent of that funding is used for opportunity for students to accelerate and then i think we could look at some infrastructure repairs and upgrades if you remember i told you about our air conditioners 50 of them being over 20 years old not that that's necessarily the first thing we would do but that's one of the factors and then exploring some solutions to ongoing issues that restrict our ability to hire and retain uh quality employees and question marks
so we're not even there yet we're just we're just thinking of dreaming so all right lots of information okay all right so with that we just have to adjourn so i'll move we adjourn my second major man in favor hi hi we're adjourned okay so we need to call brandy [Music] my [Music] i called to order this regular meeting in bullhead city elementary school board on thursday april 8 2021 at 6 pm um roll call corey burgess here randy will go to you second okay randy dubois here amanda amen here all right citizens present please sign the in the back um and if you'll join me for a pledge of allegiance to the flag of the united states of america and to the republic for which it is one nation under god indivisible with liberty
and justice for all all right call the public we have no requests at this time and moving on to adoption of the agenda we get a motion to adopt the agenda as posse as presented i mean if we adopt the agenda as presented i'll second that amanda amen all in favor aye corey burgess brandie dubois hi amanda amen so moved item 2.7 superintendent reports dr stewart mr president board members i've submitted a building report financial information and the information that you usually get relative to enrollment and that and that thing are those things i don't particularly have any updates tonight been busy preparing for the workshop and giving you all of that information any questions for dr stewart no all right no moving on item 2.8 donations uh we want to once again thank the
public for all that they do for us uh our community steps up immensely for our schools fox creek junior high received a casio keyboard and stand estimated value of 200 from april and david's bar two dinner certificates for 20.99 each teacher appreciation week from d'angelo's italian restaurant and a check in the amount of 200 for the student council fund from dr stewart uh thanks once again for all of the donations that are made to our district they're greatly appreciated item 2.9 board member updates do we have any updates at this time okay no item three the consent agenda i move we accept the consent agenda as submitted can we have a second all in favor aye corey burgess hi brandi dubois hi amanda amen so moved uh item 4.1 policy bdc board clerk dr stewart
uh mr president and board members this is the second reading of the addition of of a policy that authorizes the board to have a clerk any no questions right so being a second reading i move that we approve policy bdc board clerk all second all in favor aye corey burgess hi brandi dubois hi amanda amen so moved item 4.2 approval of shelby newman to be added as coaching added to the coaching addendum as a softball assistant coach mr president board members if you recall last last month we had the list of additional folks for coaches at fox creek and we still had some vacant positions so this is just filling one of those vacant positions any questions then i'd like to move that we approve shelby newman as a coaching addendum for softball assistant coach
can i get a second all second all in favor aye corey burgess aye randy dubois aye amanda ayman so i moved item 4.3 the abm contract dr stewart mr president and board members if you recall uh last month uh we talked about the um uh the continuing the finishing of this year's contract so from march 1st to june 30th you all went through things we negotiated with them and made some changes the contract now stands and because of that clarification in that one section that just says it's going to be a two percent each year this reflects that two percent and so is a proposal for the contract for the coming year and i recommend that we uh approve it any questions then i move that we approve the abm contract can i get a
second all second all in favor aye corey burgess hi brandy dubois hi amanda amen so moved item 4.4 updated job descriptions dr stewart uh okay so um i've been bringing you job descriptions and uh these are updated simply because uh the number of hours and a number of days and hours worked were different for these two instructional coaches than for the others and they in fact pointed that out and i had kept them the same as in the previous job descriptions turns out that they were perfectly fine with the same hours and days as the others so the chain the only changes in these two job descriptions at this point are the very last item in the job description that have to do with number of days and hours i recommend that you approve do
we have any questions no and i move that we approve the new updated job descriptions as submitted hi second all in favor aye corey burgess hi brandi dubois hi amanda amen so i moved item 5.1 policy be school board meetings this is a first reading um do we have any questions on that policy all right so no no need to take action on that uh we have a group of what is it not deleted now it's uh repealed repealed there we go sorry we have a list of repealed um two items so to be repealed uh rather than going through each one i'm just going to read each policy number and pass it as one if there's no objections to that uh we'll we'll address that as the motions made so i move that we
repeal uh b e c e b b e c e c b e d a e b um b e d a e c b e d a e d uh b e b b e d b e can i get a second high second all in favor aye corey burgess aye brandi dubois aye amanda ayman so moved good job all right item 5.8 approval to adopt amplify ckla program for third and fourth grade mr president board members as you know any official curricular curriculum materials that we use so textbooks even supplemental materials that are going to be officially used need to come to the board this curriculum is for third and fourth grade language arts it's not the curriculum i'm sorry but it's the textbooks and the other materials they have been on display
in the lobby as required by policy and by law for the required time and we'd like to recommend approval for them for use next year in our schools is this a program that the teachers have had an opportunity to kind of look at yes we've had we've yes we've had piloting of these and uh and in fact this is replacing engage new york at that great those grade levels uh and um so they would you know they yeah they've piloted and have talked about it mrs lot had chairs of the curriculum committee and the curriculum committee has really been doing some curriculum work this year any other questions all right then i move that we adopt amplify ckla program for third and fourth grade as presented pause second all in favor aye corey burgess aye
brandi dubois hi amanda amen so moved item 5.9 approval to purchase pbl project mr president board members this is some supplemental materials but they're particularly aimed at gate students gifted and talented students and a pretty robust set of materials and opportunities for our kids to be used in class as well as in after school programs for acceleration and enrichment for our students and a very reasonably priced wonderful robust program i recommend adoption and this is a brand new system that we're going to be putting in yeah and it's um it's it's more of an available kind of thing but it's very robust and our folks who've looked at it are very excited good because we definitely need to step up the gate program i agree with that any other questions all right then i move
we approve the purchase of pbl project all second high second all in favor hi corey burgess hi brandy dubois hi amanda amen so moved um 5.10 job descriptions mr president and board members um several this time not as many as last time and i'm not sure if you want me to go through them individually and talk about them or if you uh how you want to do that but this time we're addressing teachers special ed teacher for cross categorical and emotional disabilities preschool coordinator you approved that one in the spring but we've made some some updates to it preschool teacher preschool special ed teacher librarian media center our librarian media teacher and then three of our technology positions that mr mcnutt supervises network administrator computer technician and infrastructure technician i'd be happy to look at
any of them or discuss any of them if you would like i don't have any questions anybody else have questions on the job descriptions no all right then i move we approve the new position or we approve the new job descriptions as presented second oh second round all in favor aye corey burgess aye brandi dubois hi amanda eamonn so moved item number 5.11 approved the new position at 0.5 fte public information officer mr president and board members this has been we have been privileged to share a position with the high school through an iga for the past several years and the high school has determined that they do not want to continue that position it's been very valuable for us since i've come on board saved me lots of time relative to public relations and
and staying in touch with a lot of things and a whole raft of other things if you look at the job description you can see all kinds of things that the public information officer does since it is a position that we have been paying 50 of in the past this is not an increase in our budget it's not an increase of in anything and in fact a bit of a decrease because we wouldn't be paying the benefits so um i will tell you i again this has been a very important role for us and especially in this year of covid where we had lots and lots of things that needed to go out to the public i would like to recommend that we continue this position it would be a 0.5 halftime position for our
district any comments questions uh i think that liz health social media is so prominent in our lives right now and with our district i agree that it's an important role to have and to keep on okay well i was just wondering um because i noticed that like we have some things is this since since it's going to be ours and hopefully with coven things slow down are we going to have where you know touch and base at the schools and the campuses once a month maybe putting out some more positive things like a newsletter and kind of pushing those things absolutely and really utilizing um instead of less reactive to things right proactive and some of our approaches with um we have a lot of awesome things going on on campuses we got overrun with
covid in our in our um and our releases were a lot about just what we're doing right in the classrooms and how we're keeping them safe it'd be awesome even with coped all the things that our teachers are doing to have some normalcy in the classroom with right projects that they're doing and they're doing presentations even though it's all on google docs and it's separated but they're i mean they're doing a lot and it'd be really nice that if we would promote some more of that also so get some more that positive promotion out there for our community and for our schools absolutely yeah i do too i love the idea and and i will tell you before kovid um uh mr ross has seldom been in his office and seldom you know seldom here
at district because he was out in the schools all the time kovid kind of put a stop to all of that and kind of changed the role but yeah we have lots of things like that and i and one thing that probably most people don't know i certainly didn't know it until i came back on board mr ross is a member of state pio kinds of organizations and they meet regularly and talk with each other about what are critical issues or what's going on and sometimes that's given us ahead of the curve information so that we're prepared for something coming up for those kinds of things so that's just an example but i really like the idea of us promoting some things and now that we can actually have some of us go visit campuses
which we had not been doing we can start highlighting some of those i feel like a lot of our things are just on facebook versus just pushing that stuff i mean even working together with some of the organizations and and spotlighting and highlighting what's going on that would be amazing we have a lot of groups that are currently spotlighting our kids and our staff and our teachers it'd be nice if we had some place besides just a facebook picture but sure you know that even if it was an email newsletter to everyone that we were putting that out to everyone good idea thank you all right any other comments okay um with that i would like to move that we approve the new position of a point five fte public information officers presented can i
get a second second oh all in favor aye corey burgess hi brandy debois hi amanda ayman so moved item 5.1 to the sr2 spending plan mr president and board members you have in front of you the detailed version of the sr2 spending plan and once again it's 4.6 million these are the items that we are recommending the use of these funds so the first one is the contract signing incentive and based on corey's motion last month that we try to find these dollars we did and so we have offered a 2500 dollar contract signing incentive for our search certified student certified student support staff so that would be teachers instructional coaches and counselors and any of our other service providers like speech therapists and those folks it would not be paid until may 2010 2022
so that we they are in fact honoring their contract with us we're also recommending a risk compensation benefits for all bullhead city employee bullhead city school district employees and uh roughly two thousand dollars but it would be prorated a bit for uh if somebody had been with us since first quarter of this year they would have this whole 2000 if they'd been with us since second quarter 1500 half of the year a thousand and for just last quarter i'd be 250. so a little bit of um i'm sorry 500 i didn't have that right but you get what i'm saying so the idea is everybody's job changed this year everybody's job changed and everybody has stepped up and i think that's part of what amanda was just saying we know how many wonderful things people
have done for us um if nothing else it's a it's a token of appreciation from the district for all of the effort that people have put forth this year then we're looking at salaries insurance and benefits for 21.5 of our virtual teachers that's to backfill this year's budget salaries benefits salaries insurance and benefits for 16 transition teachers for next year at our various sites same for one full-time el teacher this would be a desert valley they have a large number of el students and given the regulations for what we need to do for el students under the circumstances for next year would be a full-time position and then one additional specialist teacher for desert valley because with their numbers they'll have six sections at several grade levels and five at the others and so to
make the special sketch schedule work we need that and the specialist teachers are actually the ones who recommended a health and nutrition position but that it be a certified grade level teacher so that if things change that person would still have a position in a regular classroom salaries and benefits for 29 after school program folks for programs this is part of that requirement and of course we support the idea but a doing things that are going to help kids close those gaps and enrich other kids we need to work on our pacing guides they're going to be very different next year if you think about it since you're both teachers and you know this that most of the time in in typical years you have students kind of clustered on the continuum of learning and
so you know they're kind of clustered and then there are outliers but this year has provide has provided situations that have gaps and so that that continuum those kids are spread out over that continuum much more and so we want to make sure that uh that our pacing guides reflect what needs to happen for kids to close those gaps we need some training for a lot of people so special ed paraprofessionals office staff technology administrators we will have six new administrators this year and two administrators who have been principals for less than three years so we have some real need to make sure that everybody's on the same page and that we're all moving forward together the amplify reading and dibbles and dyslexia training dyslexia is something that has dyslexia training has been mandated by
the state uh in a legal action last year in a law action last year and but of course not funded typical of the legislature you know give us a directive and no money to do it and so we want to make sure we've got those folks trained additional professional development for classified and certified employees related to increasing student performance and again that's part of that 20 percent that we have to make sure we're doing and then so you see others and then you see the air quality study my intent here is for us to have good data for us to decide on what we might do with s or three funds for things that might have to do with infrastructure and other things related to the district and not wait until we get us or
three money to start that process so this is the one item that really does not have to do with people and helping kids directly but it's aimed at us figuring out how uh how to better have healthy environments supplemental resources and study guides and those kinds of things and then we have some indirect cost recovery down there you always build some indirect costs into grants this helps pay for the people who have to put all this stuff together and make it work so that's our proposal i would say to you that one of the things we know about any of these proposals is that we give you the best numbers we can give you but as we roll along some things end up costing a little less than we thought they would cost and other
things a little more so uh the the actual dollar amounts for each one of these fluctuates uh for the life of the grant and this is something that this is a grant then that runs through next school year into the into the beginning of the following school year all of those dollars have already been approved yes so this isn't something that we're going to get changed no um just a couple things that stuck out to me um you did mention you know the training yes with all the new people coming in um i was very apprehensive at first when we talked about this um but it it does make sense we've used west ed in the past getting everybody back on that same board on that same page and really just starting starting anew with
what we've got this is a good time to do it um could you go up one page please another thing that i did want to point out we did ask you to find money yes excellent job um that's that's awesome um just so there is clarity on this this is not in replace of current benefits salary anything this is additional this is yeah not 301 yes yes this is not does not mess with nope no in addition to yes they're currently already three or one months yes this is this is straight out of this grant and it's um you know it we don't often have money to do these kinds of things even when we want to i mean we frequently want to do these things you know and we don't have the funds to
do that so it is it's it's a real pleasure to be able to take money right off the top of this grant to do this kind of thing both the signing incentive and the the appreciation you know the risk the risk appreciation money yes yes yes so the two thousand dollars is this year yes the 2025 are the people that have signed their contract and stay the entire school year next year get that paid at the end of the year yes so that's awesome that's awesome so we're yeah and and i also want to say that um you know that mrs lott writes our grants and and does all of this work and and i frequently am the one saying to her okay i want to make sure we can do da da da da
da and she puts it in there and then i was working on budget all week and having nightmares about this 14 million dollar budget and i'm going to and i'm saying we've got to find some money in esser to backfill this other piece and of course she gives me dirty looks and then she goes and does it so huge huge kudos to mrs lott for handling all of the details of this you know i want you to know that she's the one who does the hard work great job and this is this is really going to come in handy thank you uh any other questions on the uh spending plan no no i think it's great awesome then i move we approve the sr2 spending plan as presented i second all in favor aye corey
burgess hi brandy dubois hi amanda amen so moved item 5.13 approve the bs bcsd contribution to health employee health premiums health pharmacy dental vision and life dr stewart mr president board members it's that time of year when we uh when we consider the plan and what the district is going to contribute to the insurance i'm not afraid to say that as long as i'm on board and as long as we have the money to do it i'm going to always recommend to the board that we pay 100 percent of some plan for our employees i recognize that sometime in the future that might not be possible and i know that there are other places that can't and don't do that but as long as we can and can financially afford it i will recommend it
so i've given you three options there based on the additional information from the kairos plan the good news for us is that the kairos numbers when we signed the contract with them a year ago was for two years with a guarantee of no more than a seven percent increase and this is exactly a seven percent increase based on some information from other insurance folks that we know and who are on the uh our area trust seven percent is a really good number for this year because it tends to have gone up another 14 or 15 percent so but i also wanted to give you the options two other options to think about which is that the district would pay for the fifteen hundred dollar uh high deductible plan uh plus the vision and uh dental
and life insurance and then just so you could consider the dollars that we pay the co-pay the same plan but not pay for the vision and dental just to give you some numbers to compare had these numbers looked much different than this i might have made a different recommendation but given that we're really only talking about a 75 000 increase in the cost of the district for next year and that's partly because of the reduction in positions to be perfectly honest that i recommend plan a which will cover all of the employees all employees who are full-time employees right and that is vision dental life and accidental so that's a yes and medical pharmacy yes and it's the copay plan that's on the the kairos document any employee can buy up to the the core
plan or they can buy up to the high high deductible if they want to but this is the one that we would pay for every full-time employee any questions have we talked about no families the the trust our local trust had a long discussion about that last year before they recommended this kind of a plan because they're concerned about you know everybody's concerned about the high cost for families at the time both of the both of the vendors who are willing to insure us because nobody else is right now just simply said okay you could reduce the amount that it costs for families to have family coverage but that will increase the cost for individual employees and that and the trust board said our first obligation is to our employees and so you know they
recommended that we continue to keep the lower price for the individual employees even even when it resulted in higher rates for families i'm not quite sure why this always keeps coming up at the time they were answering that and corey asked me about it this evening as well the districts both districts pay for those two individuals just as two individuals how that other piece works i'm not quite sure i know it went up for families in those situations but they all went up i mean the family situation the family amount went up regardless whether it's the amount that whether the difference between what was being paid before and being paid now i don't have those details and so i'm not going to pretend to be able to answer that i think that that's a question
for for those families who for whom that's an issue to talk either with the insurance the benefits person at the at the district so here it would be uh with darlene um to find out what what that's all about and we could track it down that way that was a big issue that we were having last year at both districts when we were looking at insurance information was having dual spouse with families and how that number doubled and they weren't really able to cover so that was the the concern and so as long as we're focused and we're in including kind of everybody we just want to make sure that right we work with options or give them thoughts and suggestions of where they can go outside to help with that offsetting cost when it's
dual spouse and children because it it almost doubled it was more than like a paycheck and every month and and i'm not i don't dispute that necessarily because i don't know but i will tell you that when the trust board was here and and was considering both plans the asbate plan and the kairos plan the same thing was true for both plans the the family rates went up significantly in both plans so you know i don't know what i don't know how much of it is just the increase that would normally be there and how much of it is i don't know i don't pretend to be that much of an expert but i think that it's worthwhile for those folks to go ask the questions and find out what's going to bring some on
those dual spouse on board too to talk about the insurance and you know thoughts and options as well maybe they do have some feedback i think that because because the current trust has the trust board has ambassadors from each uh site you know so whoever at each site is selected but maybe one of those folks could be selected to represent their site as an ambassador to that group all right i like that okay well i would like to move that we approve the b c s d contributions employee insurance premium which is a um as presented can i get a second all second i second sorry brandy dubois i thought you were going to all in favor aye corey burgess hi brandi dubois amanda ayman still moved item 5.14 approval of new principles mr president
and board members uh i'm very pleased to to recommend to you uh two uh homegrown and uh one other individual for principal ships lester eastman for fox creek junior high kenny churchwell ford desert valley those are our homegrown i guess kenny considers himself homegrown at this point because he's been here a year and brianna randall who is currently a principal at canai central high in alaska but currently is on fmla and living in arizona and is very interested so these are the three people that were recommended by the committee for these positions any questions then i move we approve the new principles as presented high second all in favor aye corey burgess hi brandi dubois i'm amanda amen so moved item 6.1 future topics do we have any future topics the board would like to
