001all right where is this thing all right call this meeting to order roll call of who's here frank waters member carolyn stewart superintendent dawn wilcox interim superintendent from the audience if you want to do loudly or if you want to come to the microphone either way there's mostly this is also for people who can't see because they're online kelly bishop all right and who who's online online we have michelle bemelman darlene rossini charity lawrence terry uh vilda sola terry mohan julie allison ronnie hart reed nelson dan stickel and i'm sorry we have an individual whose name i don't know i don't know and this i know i don't know who it is okay i'm sorry we have one person who doesn't have a name on their on their picture so we have one other person
002all right thank you uh let's join me in the pledge of allegiance please i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you okay uh call the public does anyone wish to make a statement we don't have any calls in public all right thank you all right uh first thing on the presentation is a renewal packet from kairos who's got that oh here's lori if you want to take over i'm happy to move i guess not okay kim has the i think the packet to share yes and i don't know if we have anybody in person from kairos if we do we'd love to hear from that person okay chris from kairos

004six to unmute can you hear me now okay okay there you go all right and we are showing uh your uh your powerpoint from here oh okay well i can't see it on the screen so i'll just go ahead and follow along with the one on my screen i can't see what you're sharing okay thank you we're currently looking at slide one okay so let's go ahead and skip to slide two this is our table of contents and what we're gonna go over and then um we'll move on to slide three we're going to look at renewal rates claims performance network change data warehouse and then my contact info so if you move to slide three that shows the 20 21 22 renewal rates uh first i wanted to say that kairos has separated out
005the two districts of colorado river and bullhead city into two separate divisions two separate groups with two separate experiences for each group so we've gone ahead and look at the renewal rates for those two oh there it there it is oh no but that's the wrong slide slide deck probably go up one more okay are you looking at the same thing i'm looking at though oh we see slide four claims snapshot james has a different thing than i do so he's gonna have to hold on one second okay so all of you know this is the first time we've tried to stream and do google meets simultaneously so it may be just a little ragged as we do it today is there a way i can take over the screen oh that's it that's it
006okay great um so you know let me just start over i apologize uh again my name is chris from kairos i'm the account manager for this group i work with darlene and michelle directly as the day-to-day person and tara usually comes in and will give this presentation but um she's not available today so i'm going to go ahead and do that for her so um we are on that slide three this is your renewal rate so that's where we'll go ahead and start as i was mentioning before we have separated with kairos the two districts into their own separate uh divisions and districts so when we look at the rates we're thinking the colorado river and bullhead city separate and then i know with your trust board that now you guys are in charge of
007the vision and dental and not necessarily the medical but they had asked me to go over that with you so we'll go ahead and do that but these are conversations we will want to have with each district as well so looking at these rates on the left of the current rates and for both schools are the same right now and that is because the overall rate increase for the entire pool was a seven percent and after you're with kairos for more than two years your district would be rated separately so at that point they may end up with different rates uh based on their their performance but right now they're the same so for your current rates on the left for the core in copay and the 1500 they're the same for both schools and
008then on the right you'll see the rates with the seven percent increase for the core and copay and the 1500 plan now this doesn't include the district's contributions this is the the total cost for the rates um any questions on that i have a question uh this is greg eisness i was under the impression that our trust negotiated everything as one price now we're having sorry it's one for it's one through this first two years and then when we decide what we're doing with our insurance for the following year that was when we knew that there was going to be a chance that it could those prices could switch so just as we can at the end of the second year or sometime next year the trust can decide whether it's continuing with kairos or
009it can look at other options that would also be a one of the considerations that you all would have i had forgotten about this element but this this was part of what was agreed to last year no oh okay i i thought that we negotiated one price for the two schools i didn't realize we split them up yes that's what i was just answering it's all it's not split right now and it won't be split for the coming year correct chris it would be correct i'm talking your individual experience is split up we split them up but the rates right now is what i'm showing you they're actually the same and the increase is the same so it's it's the same for now and who does that answer your question but you're making it sound
010like you're splitting it well they are treated individually um as districts on our end so that's correct however your rates are the same right now but we are splitting them separately as far as your experience right as i recall from that conversation from the end conversation last year that because we chose because the trust chose to continue with the dental and the vision the trust is controlling that piece we're choosing you all chose to continue to consider these things as one unit but as i recall now that she mentions it that kairos told us at the time that in year three or even now that they would look in them separately but the rates would be the same for both and then we then you as a trust review that um next year for what
011we do the following year i had kind of forgotten that as well but once she said it i recalled it and we can go back and review the minutes too i don't recall that well it's part of the pool set up with kairos there's no way that we could have put two groups into one in the pool so we had to separate out their experience individually so it's it's probably the way that we had to set them up in the pool and i apologize because i wasn't there during your original conversations but that is how it is set up it was brought up last year that was one of my main concerns was the fact that we would be treated as two separate units and no longer as one combined unit and everyone said that
012they understood that that's what was going to happen and they went forward anyway but it was brought up last year on more than one occasion that we would have to be two separate units from that point forward when we switched to cairo okay chris go ahead please okay so um if there's no other questions if you could move to the next slide please so this is a claimed snapshot now the dates cover july 20th through january 21st so please keep in mind that this data is immature data you may have claims out there that are incurred and have not been received yet and that inc could increase these numbers that are here so uh just please keep that in mind also we have seasonality factors out there you need to really have at least one
013full year of data to consider it more mature but in this point you'd have to see it so we'll just take a look at it so the top school listed for experience is the colorado river school and you'll see that the medical is at the top there and starting in july you can see that it creeps up and up to january 21st you had some claims come in that month for are pretty large at 130 000. sorry 136 uh all those months total up for a total of 517 000 for that seven month period and again this is still immature there may still be claims out there and then for your rx the next line down uh you can see that the claims do increase for this as well which will give you a total
014for those months of seven hundred eighty thousand four hundred seventy dollars your subscribers and members have pretty much stayed the same from month to month and ended at 152 subscribers and 162 members we will look at why those claims are so high in the next slide but for now just keep that in mind we'll move down to bullhead city so in contrast from the colorado river you'll look at the bullhead city and notice that the claims are much lower and they actually have a few more members so again there's a reason why colorado's rivers high will look at that but your claims for the bullhead city ended up at 157 000 for those that period and the rx at 125 000 which gave a total claims paid out of 282 000 for that claims period
015is there questions on that before we move on and dig into that claim into those claims chris what's the difference between subscribers and members um subscribers are your um employees and then your members are your your family members the whole whole party thank you you're welcome so if you want to move on to the next slide the claims snapshot you'll see what is driving those costs now i just want to point out on the colorado river side on the left in blue that last line of 430 000 is actually the total it just didn't get bolded out but the first three are your high claims people cost drivers um somebody had claims paid of three over three hundred thousand and their pharmacy was also over a hundred seven thousand then you had another person at
016122 000 and then finally the third person didn't have a lot of medical claims but they had high pharmacy costs we did dig into these claims and they expect them to also be ongoing claims so you can expect more costs coming in for colorado river in contrast bullhead city uh had no claims high cost claims and just to point out that these high cost claims are any claims over fifty thousand dollars that come through you have questions on that and again this is also still immature data so there could still be more data coming in for that if no questions please go ahead and move on to the next slide as many of you have heard kairos has switched from blue cross to united healthcare and we use umr as our claims manager so you
017might ask why did we change networks well as part of our good stewardship cargurus evaluated the market for year four as cyrus has been around for four years now we were really looking for a partner who would have sorry a vendor who would have a better partnership with us and work with us on some claims in cost containment strategies we were looking for minimal disruption and a vendor that is arizona statewide as well as out of out of state go to the next slide please so what does this mean for your employees well they'll still have that 24 7 access to kairos through umr so they'll be able to call it any time and get a kairos rep sorry a umr rep who is schooled in the kairos benefits so that is an upgrade for
018right now if you're with blue cross that line closes at i believe five o'clock but if you have someone uh an employee who has an emergency after hours they can call that line they'll get umr and they'll have someone that knows kairos umr has a strong national network so they can go anywhere in the country and look for an in-network doctor and still have coverage so i know you've got quite a few people that go up to vegas for claims they can still find an in-network doctor so that's really a great thing um they have improved clinical claims management program and we were really looking for that because we have added to kairos we'll we'll talk about that in a moment but we've added a clinical advocate uh she's a rn who is digging into
019the claim so we really wanted to focus on that claims management piece because overall that's how you keep those big dollars and get those prices down and then we have wanted them to increase their focus on the member health and biometrics and wellness and we wanted to focus on technology and innovation next slide please so what is changing the coverage is still going to be in state not a state so really not much the match we looked at all the doctors that everybody uses and we had a 99.7 match on doctors for what is currently happening so it's really going to be minimal disruption for people most of your doctors will be in network if michelle or darlene or eileen they run into people who go online and look and say hey my doctor's not
020network it's rare but it can happen we want them to reach out to us and we want to reach out to umr to try to work and get those doctors in network if we can just keep in mind some doctors won't network with blue cross either because they choose not to be in a network so that would be the exception but if they're already on blue cross and they find that they're not in network with with united healthcare then we want to work on that we're increasing our focus on our member health and engagement so that's what we're looking for they're going to get new id cards and we're also switching to teledoc so i believe michelle told me that you've used teledoc in the past so that really won't be a huge change for
021your employees so it's really a good thing with bluecare anywhere it's only online with teledoc it's online and on the phone so that's kind of an improvement for that there as well i'll stop for questions for a moment if anybody has questions um okay so we do have one you want to come up closer to a microphone please so yeah which one you can come up closer to the home if you want to yeah thank you so when we talked to kairos last year we asked about the preventative care services and asked about the biometric screenings which we had had previously with our as bait carrier and we were told yes that we have those and that was when they would come take our blood run all of our numbers and all that so this
022year when kairos came to do that all it was was a cholesterol check is that going to change with this new insurance are we going to be able to get that full health screen that we had previously or is it going to continue just to be a cholesterol check so the biometric screenings are not part of blue cross or umr it's a completely different company and the company that we used only did those cholesterol screenings i do know that we are changing to i believe it's called ehealth and they will have a different category of biometric screens i don't know off the top of my head which ones they offer but that's really not related to the uhc or blue cross um at all that's completely different if it's something that you're interested in of
023course reach out to your benefits person and they can reach out to us and let us know what it is exactly you're looking for i saw mr ross rose his head raised his hand okay was there another question yeah we do have one thank you have a very quick question the 99.7 provider match is that um nationwide statewide or in our unique little corner of the world because that's where we ran into a problem before with aetna and having worked having worked in healthcare before i know that united in this market if you're across the river in lofland they're very strong because of their health plan of nevada subsidiary but on this side of the river um i'm fortunate that my providers seem to be in network when i checked but there are providers who
024are not because they're they just don't have the presence here that some of the other carriers do so is that 99.7 percent match system-wide or does that include specifically our area so that's a great question that's kairos book of businesses so it does include your area it includes all of so all of arizona all the accounts that we have in arizona so we have looked at your area okay and i have a question you know maybe for site ambassadors are we getting um complaints about out of network uh like we used to get with aetna i remember mr ross was fielding a lot of those back in the day is that a problem now like it was i'm not sure if i totally i totally understand the question um you got complaints before um well
025back home as long as you back when we had as our back when etna was our servicer the board was slow to find out uh from the actual members of it that that basically like they'd go to the hospital the hospital was in network but all the treating physicians laboratory x-rays were not so i'm asking are we hearing those same kind of problems or is this better well i do know that i just had a procedure done i do know that the anesthesiologist was out of network but the insurance company has already sent me a check to pay the insurance portion of that okay it was the only the answers all this was the only one out of network from the warranty and everything that i have done so okay that's good and let me
026put it let me explain there's two things going on here first let me address the anesthesiologist those typically are out of network for everybody so if you remember i said if they were out of network of blue cross um they'd also probably be out with united healthcare and anesthesiologists typically do not get in network and they don't contract so that's that part the other question is the other thing i want to point out is asrs uses uhc so you'd already know if there was a lot of noise you'd probably hear people complaining so my question back to you is do you hear anyone already complaining about that so it's not really a big change for your area to use united healthcare because it's statewide um does that answer the question chris let me uh because
027the people in the room are saying they haven't heard lots of complaints uh let's check with uh michelle michelle have you heard complaints that's what i was raising my hand for i have not heard those kinds of complaints in fact the only person that's brought up anything who had a mammogram done outside of our clinic you know that we held had no issues with the radiologist or anything else she was pleasantly surprised okay and i see that dan thank you for that um let me ask darlene uh first darlene if we had complaints about not getting service no no okay can i also point out that it doesn't start till july 1st with united healthcare so you're not going to hear anything now anyway but um i think uh michelle didn't did you tell me
028you used united healthcare in the past as well well i did personally i've used united healthcare before without an issue i have not heard i've sent out several times the link so that people can check their providers and i have not had anyone report back that their providers were not on the list i've had the same i've had two people say that they already have checked to see if their provider is in network with unitedhealthcare and they are awesome thank you we have provided a pre-enrollment number to michelle and darlene to give out so that is allowing your employees to proactively go out and check for doctors so if you're already giving that out and you haven't heard anything i think you're going to be good to go so i really think i really have
029a lot of confidence that the match is really good and the coverage is going to be great i don't think it's something you're going to need to worry about dan stickle has his hand up and if i if some of the rest of you have your hand up and i can't get to you i'm only seeing part of you on my screen so be sure you speak up but right now dan did you have a question yes i did i my question is blue cross blue shield on the talking about the anesthesiologist that are on a network send us directly to check and let us negotiate with that out of network person my question now is will united america or united health do the same for us or not i believe they will i think
030it's going to be the same process okay how about once you met your deductible and your co-insurance i have noticed that i have no more co-fees or co-payments to my doctors and or payments for medication will that stay the same so that's a great question your plan designs are not changing so i was going to get to the next slide on that um sorry no that's i'm sorry i'm sorry i should have stopped after i went through those slides but um your plan design is staying the same your deductibles everything none of that is changing um it's still going to be the same plan design so if you had to pay your deductible before you're still going to have to pay it now so that's staying the same so if you want to go to
031the next slide i'll cover that now before the next couple questions and that might answer them so you know what's changing what's not changing so again plan designs and then if you have employees who want to make changes to change their plans they can go in and do that but if they're going to keep the same plan they don't have to touch the system and re-enroll so we've tried to make it as easy on the employees and your hr team as possible where they don't have to go in and touch everything and then we're still there the account managers are still there the dedicated number for kairos and then the 24 7 telehealth um if you want to go to the next slide i'll finish them and then we'll take the rest of questions um
032so one of the things i had talked about before was we wanted a good partner to help with the um the claims um and care management and what we've done is we have implemented what's called a data warehouse deer walk and we import the claims data right now from blue cross and then pretty soon from united healthcare so we can analyze it and we've also hired a clinical care provider and her name is denise and she's an rn and she's very knowledgeable about all these services that need to get done and she's pulling out information from gearwalk analyzing that data and she's looking at things like what are the cost drivers like who are the people in the hospitals more than 10 days who are the people driving these high cost claims that we looked
033at before what about are there any high-risk maternity cases or high-cost medications and what she's able to do is since she has her rn and are in she can say well um maybe this person's getting an infusion at the hospital maybe we can ask this person um to have that same infusion at home we send a care provider out there and do it and we might save the plan a hundred thousand dollars so she's already saved tons of money just by starting to dig into these claims um for different groups and things so we're really excited about that and that's a great way to have us save some money for you guys um sorry now i'll take questions that's basically if you want to flip to the last slide that's just my contact information but
034i'm sorry i'll continue taking questions now no so chris back a couple of slides when you were talking about and not that last slide but the one before that that one um so am i understanding so that ordinarily in the spring uh we do the packets and people have to sign up and do all of that kind of thing are we talking about nobody will have to do that unless they want to change their plan correct awesome i suspect that first of all i suspect that michelle and darlene are both doing a happy dance that they don't have to get all of those things ready to go and i also suspect that employees will appreciate the fact that they won't have to fill out those things again again again so unless there's some concern about
035that yeah kate our deductible year is january to january deductible year january january no our deductibles are a plan year so it'll all start over july 1st and then go through yeah through june okay so the question from kate if if those of you on google meets didn't hear was what is the claim year is it january to december and chris's response was no it is the school year so it's july through june correct okay any more questions comments okay thank you very much thanks chris well thank you i want to thank you guys for the time and again we're uh really excited to be working with you all and i thank you for your time and um please feel free to reach out to me with any other questions that you may have okay
036thank you thank you okay next on the agenda we have a presentation from vision care direct uh do we have someone from vcd uh let's see we had read i think i'm muted am i immuted now oh we can hear you yeah go there you go wonderful i don't need to be dominating your meeting i may be on there three times so i didn't bring a lot of twins with me to this meeting um my main laptop that i used to do these presentations just went down on me about five minutes before the call started the reason why i'm monitoring three times is i've got my desktop up and a backup laptop i'm gonna need some help in showing the presentation numbers um we break it out like colorado city or by colorado river and
037by bullhead city if you would like to see those numbers great we can project have have someone project them on the screen there i apologize for not being able to show my screen i'm on a backup laptop that's about eight years old at this point he even joins me i need to know which district he wants to start um okay which district do you want to start with well we can start with colorado that's the one you have up so if you want to put in presentation mode that's great what we do on this first page is we summarize what's been going on from the first of july 2010 until now and this just kind of gives you a momentary snapshot whoops we lost it again there we go we give you a momentary snapshot
038of where we are in the plan year and then later in subsequent slides we kind of show you how it compares to previous years as you can see the savings is significant at a 68.5 savings savings go to the next slide please um quick question was that meant to be an 11-year time span no it was not that might be a typhoon oh that is that's that is 11 year timestamp it is not um if you'll notice over the last several years we have been down in 2017-18 2018-19 and this year we're tracking back up again we can could explain last year with the covet pandemic this year we're back on track to at least um uh be above the 8 000 level but we're not nearly where we were 11 in 11 000 244
039in 2015-16 or the 11 920. um but you can see we're setting aside based on our um our ghost rates we're setting aside more than enough money to be able to cover vision and is probably creating a little bit of a buffer for you if you go to the next slide i'm going to use this next one is a kind of an introduction piece as you look at who is doing most of the work for your school district i think it's no surprise that a lot of people in the two districts really like dr jones it's almost the dr jones show now having said that we have added two providers in your area but they're only materials dividers uh we added the sam's club and the walmart now there's not a doctor at sam's club
040so people will not be able to seek their their professional services at sam's club there is a doctor however at walmart but dr clarkson who's the doctor there is already disk out to the end of may and he says this year i don't want to come on to see providers i can't handle the people that i have right now but if people want to use the materials benefit at either locations sam's or walmart they can we have trained the offices knowing how to access your eligibility as plan members uh they seem to be up we've seen this happen in other markets where walmart and sam's club seem to be an option for people who are looking for contact lenses in particular now if you could switch screens to bullhead city we can go through this
041slide quite quickly as you can see the savings is about the same going to the second slide our utilization there is um not where it was a year ago in in the case of bullhead city it had been trending up since its inception um this year we're off and i don't know what to attribute to it because in most of our other clients across the state we're seeing that as offices have opened up our plan members are our providers are pretty busy so i don't know why your trend is lower you may have some insight for the people who are at the meeting may have some insights and let's go to the last slide again and you can see dr jones is once again far by far and away the preference um amongst your providers
042he's a great provider he's got a stable awesome staff now one of the things i would i would like to ask is as your folks in the billing office know we also have a plan that we added as a benefit to your employees where they can purchase an additional materials benefit um i haven't been reporting on that because it isn't a responsibility of the school district but if you would like i could give you a quick overview on what's been happening with those plans would that be helpful or interesting uh seems that it would we're seeing some indications okay thank you um the first year uh we had um roughly 1290 which is not a lot of money that ran through that program but we did save people about 50 on their extra income 2019
043which was the the next year we saved people about 1600 um would you like i can go ahead and send a subsequent report with the numbers in it out to everyone who's on the call great dr stewart i'll go ahead and get that done i can see you not in your head um what a tilty like for example in 2019 where you save sixteen hundred dollars on materials that people would have had to extend out of their own pocket beyond what we've covered so they're they're leading the benefit it's been becoming a more popular benefit this year in 2020 we're trending slightly above what we were even in 2019 which doubled 2018. um so it looks like it's going to be a a very favorable benefit going on so i'll get that out to you
044after the call dr stewart thank you any other question uh charity has her hand up now that i can see all of the all of the little screens charity was your question about uh vision actually my question was about cairo's before oh okay i couldn't see or i couldn't see your hand so if you'd send that to a send it to kim in writing and we'll get it answered for you and we'll make sure everybody here gets a copy of your question and the response okay okay okay any other questions for the vision the question uh reid is do you anticipate the rates changing no um i don't especially because of the way we're funding this you're actually building a surplus over the last couple of years based on our our ghost rates so we
045write actually because they're not using the benefit as much as they could it's having a favorable effect on your budget we would however encourage people to have their eyes checked and get the materials they need to be able to see clearly and especially when they're having to spend so much time at computers these days that can be a okay so kate mentioned kate mentioned reid that there might be an increase in in usage in the next couple of months because it has been difficult to get into any of the eye doctors you know in the last few months be probably because of covid and they're they're just they're scheduled very very full not just the doctor at walmart i think the doctors at any of our vision places have been packed i saw board members
046saying something so i don't know they may have questions for you too lori did you have a question i didn't i i just thought with half the usage you know was there a reduction in the rate that's my question we may want to wait until the end of the year you know the end of the cycle to see if in fact people can are getting in and and i mean i'm just suggesting this message i would sure maybe we would see a reduction in the rate okay did you hear me get a report at any moment did you send a request my way and i can update it monthly for you if you'd like just so you can kind of see how it's trending okay that would be helpful i'll make a note and make
047sure that at this time next month and months i'm sending an updated report that probably would be helpful for the board so that they would have ongoing information okay i will i will include a fourth slide and as we as you'd request dr stewart to make sure i include what's happening with the um the uh the additional benefits the second material benefit i'll get that out to you too and i know that there might be limited use on that but i know that the people who are using it are very appreciative of having that service well it's a pleasure to work with you folks thank you okay okay any other questions all right thank you for your time i have one for read real quick please go ahead um as far as our open enrollment
048will we be able to get the sign up sheets from you do we need to give you the open enrollment dates um we can go ahead and get the forms out to you absolutely we're trying to move as much as we can online have you moved to any kind of a online format yet um yes and no we do have a number of employees that are not comfortable doing that so i'd like to have the paper forms for them um even if it's them filling it out for me so that i can do it for them online um that's helpful i'll get to i'll make that as the third note thank you okay any other questions all right thank you for your time thank you okay do we have someone from emeritus um uh mr
049waters we don't have a person apparently our the representative we've had for a while has changed positions and there is a new person kim has been in touch with the representatives from emeritus and the brand new person uh it doesn't feel real comfortable making the presentation however they did send the information for us so uh kim can put that up and we can just we can look at their information and i think you have a copy of it in front of you as well all right thank you why don't we take a minute or two to look at it and then see if we have any discussion or questions kim is this their uh is this their plan for next year or is uh did they tell you they didn't tell me okay carolyn are
050you able to share that so we can see it at home uh yeah james is getting it for you thank you he was reading it himself and got carried away and is this planned for both districts yes yes it is for both districts yeah it looks the same to me thanks and and while you're looking that perhaps uh michelle could uh let you know first of all if we've had concerns about this plan with uh with any of the high school folks and then darlene could let us know if we have any have had any concerns with this plan from bullhead folks on the crush side i've not had anybody bring anything to me regarding dental it seems to be going well my only question would be do we have a rate increase or are
051we the same for next year darlene what kind of have you had any questions or concerns from the bullhead side none nope everything's smooth failing with this okay it does not look like they've given us any rate information here so we would have to provide that for you get that information from that new rep and provide that for you okay does anyone have anything to add on this all right if no one has anything to add let's move on to discussion from administration and trustees i i think this is a very good time for you all as as uh trustees and for our other representatives to uh indicate any issues that you have and uh to kind of give us a little direction for uh what you need us to do i do have something
052that i'll bring up afterwards but if you've got things let's go with those first well i think it's probably a good thing that we and knowing unknowingly that we were going to have covet it's probably an excellent thing that we were locked into the seven percent increase because healthcare has gone up way more than seven percent so i hate to see what's going to go up after this year so it's kind of a blessing i think that we have the two-year thing even though um uh united healthcare is actually very very well very established here just because of of casino plans most physicians are united healthcare providers i doubt people are going to have a problem having united healthcare um most hospitals and most people in those hospitals are united healthcare providers except for the
053ones that are never anybody's provider like the anesthesiologist you know radiologies united healthcare all of those people are um i just don't appreciate that they switched to united healthcare without you know i mean half the reason we picked them was because they were blue cross blue shields and right so and i know one of the questions that was real critical last year had to do with uh if there's coverage at mayo and nobody brought that up would you like me to bring that up with them and find out if that's still an inclusive carolyn yes carolyn i did ask that and mayo is covered oh excellent thank you thanks michelle for doing that i just want to make one comment about united healthcare i'm the only one in the room that's retired but i am
054and have been on united healthcare through the arizona state retirement teacher system and have had zero problems i had a stint put in two years ago was in the hospital overnight cost me a hundred dollars so i have had no problems with united healthcare i think you actually be very pleased that's good to know and i suspect that you know our school representatives will be happy to be able to share that with their with the people that they represent too when would we expect new rate uh information for next year when would they let us know that well we saw the new rate information for kairos that was there the following year rather if it would have changed dramatically uh probably about this time next year okay we usually we usually see it february usually
055february so is the next year on their side go ahead michelle sorry this is chris from cairo i'm still here i just joined my camera yeah we actually need two full years so next year would be a full year and then the third year is when we would rate you individually so yes so we're not we're we're talking then if i'm understanding you chris is that we're really looking at because this is a full year and then we'll have next year which is a full year for you all to get enough data to even talk about what happens with the rates after that point but uh that but that you would probably have some idea what march next year february next year yeah that's correct right about this time next year and and just so
056you know um some people got rate decreases and some got rate increases but the average and overall increase was the seven percent so um most people's rate increases were right around that area oh charity had a question and we didn't know you were still on chris so charity you want to ask your question yes um i noticed one of the things with kairos that was was very disappointing to a lot of the members was the fact for families the cost was really really high and i noticed on the family for next year it's going to be almost three thousand dollars do we have something in place because you know when we were talking about the vision part of it i have a feeling that's why we've dropped on some of these other things because our
057families are not signing up they cannot afford to do a family insurance with this is there something that you know is kairos is there something kairos can do or is there something that we need to do for our families sure that's a great question so you are rated based on each individual tier and unfortunately spouses and families tend to be the most expensive which is why they are rated that way if the districts would like to contribute more to families and less to maybe employee in children they could do that so you know it it could work out whatever way they want to fund that plan we still need to get x total x amount of dollars but your um your districts could decide how they want to fund those plans but your rates for
058families are generally higher on every plan but do i do agree they're they're exceptional for you guys and then i would add to that uh from the discussion a year ago that that this uh this board really considered all of that for both both companies that presented to the board and to the stakeholders that to keep the rates lower for our employees we could do a trade-off and i don't know if board members remember this or not but the trade-off was we either keep our rates that the district pays for the districts pay for employees to keep those costs down the trade-off is that the family part is higher and at the time i remember i don't remember the percentage or the numbers but i remember that [Music] the board was presented with the number
059of employees who insured their families and and compared those numbers so uh charity perhaps you don't remember that conversation but that was a long discussion with this board about you know are we going to are we going to raise the rates that the districts pay and and bring down those family rates or or keep the rates for the districts low um greg's nodding his head so i i think i'm not the only one recalling that this time i do remember that yeah that was i do remember that i just was looking at the numbers and you know it is going to go up you know 60 dollars for us but it just seemed like that family amount went way up and i'm i'm worried we may lose some more members because of just because of
060the insurance yeah i understand i mean like i said we can work with the districts on funding if that's something that they want to do to help them try to help even those costs out but um you know unfortunately again families just cost more but there are strategies we can work with them on to help with that chris i know last year um miss brown and i had reached out we got this gentleman jason's phone number and he put together some family plans on their you know he's the insurance person put together some family friends that quite a few of the employees like desert valley and a few of the other elementary schools and i gave the information to the teachers at the high schools that had asked for it as well to put them
061on a family plan that was much less than the 2200 or what not that it is that through kairos to put a family on united it's not the same type of plan that we have as employees of the district but at least it was something that was giving them some coverage for their children in their spouses are you talking maybe like a critical illness type of plan and not an insurance plan you know i don't know i um i didn't sit on their personal meetings as to what they chose i know he gave them different options based upon what their different family needs were at the time or whatnot so i'm not too sure what those were but it was you know they were able some of them were able to take advantage of it
062and have insurance for their their spouses and children through them okay anyone happy no please i was gonna say we don't really have any other options in the medical plans we do offer critical illness style plans but that's not something that your group uses with us and i'm not if you're talking like maybe some type of um individual marketplace thing there's always those options but that's not something that would go through the group and i think that's what kate was talking about was those uh independent you know those uh mark open market accounts gotcha it was something that everybody thought about and you know took into consideration and you know went with what was we went with what was best for the majority you know that was a very long discussion i mean you all
063really really gave serious consideration to those options because that was a tough one and it was a tough one from both both potential vendors it wasn't just tough one side or the other right okay anything else on that topic um the only thing that comes to my mind is just a question of um do we have a president who who should be sitting in this seat no i don't think there's anything we have to do but i thought i'd ask if anyone had any thoughts on that you're doing a fine job i'm sure you don't want to okay mr president the one ques the one thing that i didn't want to bring up was that i'd like for us to proceed with what we intended to work on last year but then covid hit and
064that is finding a template and to redo this the declaration of the trust to make sure it has all the elements that it's supposed to have because we we learned last year in this process that it is missing some critical pieces uh and to get a template and and start working on that so i would i would work on that if it's your pleasure to continue to do that as i say it was the intention at the time and then the step that goes with that is when that when that document is created that says what you want it to say that that would include the way of choosing a broker to represent this board because lord knows i don't want to continue to do it and the intent at the time was that that
065only be about a two-month process and then it got stalled out so that would be a piece then that would follow follow in that process well i know this initial document originally came with mr stewart to the district um who do we have who can make sure that the uh basically that everything's legal that we try to put in i think we could reach out to our contacts at the arizona risk retention trust because we get legal advice from them anyway we have both districts have you know ongoing legal advice from the trust and since that's another insurance concern i i feel confident that we would get really good advice from them okay good anyone have any objections that do do we feel we need to vote on it or okay just give us some
066direction dorne and i will you know yeah we went through it i think we had actually voted on that before about getting that done and then hope it happened so i i think definitely that needs to happen so i would get back on that and definitely move back towards you know getting a broker thanks i just didn't want to proceed or even to recommend to dorne that we proceed with that without touching base with you again all right so how about for the purposes a minute should we consider that a motion i make a motion that we revamp the the trust to have the contents that are necessary and uh to be seeking out a broker all right is there a second on that all right it's been moved and seconded all in favor say
067aye aye aye any opposed okay thank you it's best okay anything else on that no no that that was something that i knew we needed to proceed with but i didn't want to go ahead without your you know without your direction thank you the other thing is is um even though the dental person wasn't comfortable making the presentation we didn't see the claims so we need to see the claims and we need to see the projected um you know what the what it's going to look like for uh what our premiums are going to be so we need to see that from that all right so we expect that i'll probably be ready by the next meeting yes all right so can i ask are we going to be able to push out our open
068enrollment or do we need to wait until the next meeting so that you've had a chance to look over the dental before we can get this done i guess you're all kind of looking at me so i guess my recommendation would be they haven't raised the rates either either emeritus or um they haven't raised the rates in a couple of years yeah they haven't raised the rates in a couple of years i can't imagine it would change very much um so if you're you know if we can send you the information i don't know that you would need to have a meeting unless you emailed us back and said what we need a meeting to discuss this and let them go ahead and roll out they're not raising the reins right yeah as long as
069they're raising the rates okay so michelle and darlene what we'll do is i'll have kim check on those rates and if it's the same then um you know then we can then we can proceed with that thank you okay good all right do we have anything from site ambassadors we need to discuss yeah see mr ross here mr president actually i want to put mrs business on the spot for a second because of the questions that charity raised and kate had on the family plans are the rates that you've seen on the family plans within the norms for a pool that's about 350 to 400 people or are they they hide them any suggestions on how to mitigate it other than the districts kicking in more money that they don't have i'll point out i
070did a great deal of insurance shopping for uh husband and wife outside of a plan and i was able to look at what the arizona state bar can do with roughly 30 000 members and the husband life amount was within 50 dollars of what ours is and that's the blue cross blue shield i don't i that may be that may be slim you know slim uh good feelings for other people but at least we know we're in the same ballpark as everybody else and of course i also just helped my uh daughter-in-law who's not a district employee signed up for obamacare last week and again husband they didn't she only put herself on because of the family cost i've been in the district for 15 and that's been for 15 years it's not anything different
071um it's always been around this 1200 to 2000 mark depending on what we had for insurance that year it's unfortunate anything else we need to discuss okay we've already discussed some future items are there any others it looks like all we need to do is set a time for a future meeting date do we need to have this is pretty much cut and dried this is the way it is and whether we like the rates or not this is what they're going to be do we need another meeting before fall um i i don't know that you do unless you want to you know consider a template and a change before fall but if if not fall would be fine to to present all of that at the same time so you know you might
072want to think about september maybe sometime in september see i'm not dying to have meetings but if we were suddenly told we have a catastrophic increase or if one district was triple the other district we may need time to recover from of course absolutely but since we kind of know that that's not happening we're not going to know that right another year we won't know that for another year um stakeholders in the fall because we need to get that trust document short yes yes and have a broker well i think you want to get the document that tells you how that says how you're going to select a broker because right now there's nothing in there that says how you select a broker right so it probably is going to be a two-step process but
073it doesn't have to go months and months and months between those two decisions but i think we should do that like sooner rather than later surrounding everything once you get that back from the attorney as to what needs to be done yeah and then you know i think there must be a meeting and a broker probably needs to be hired before september especially i think we're only locked into cairo's for the second this next school year then we'll and if we're not happy with it then somebody's gonna need to be representing us to look and see where other insurance can take us or what not so i think the earlier on that the better so my district is wanting to have that audit done yeah well which is something cairo said that they were going
074to do for us yeah where is that on yeah and i don't know like the world stopped journey but kairos had told us that they would go ahead because the lady that was here from that spoke to us from the city or that insurance said that they do that on the side right yeah we were gonna have to pay him and cairo said no no no we can do that ourselves and they were and we gave we told cairo's or you guys all told cairo yes please do that okay yes right now my district wanted to make a motion the other night to just pay that that one from the city the eca people to do an audit and you can't just pick somebody like that so that got stopped thankfully and i'm you know
075and one of our board members said oh you know they offered to do that for you for free and i was like no it wasn't for free it was like eight thousand yeah eight thousand they said they would do it that they were gonna do it but cairo said they would do it for us so that would be helpful for me and my discussion with my board about where we are in that audit so because they did say they would do that as part of the thing so so um you and carolyn can get that from okay no yeah i'll talk with tara and um tara promised us that yes she did and that's yes she did we need that really so if i can get a template and and get some of this fed
076in you know the current is put in a template so then we can see where the gaps are and send you a draft of that it's middle of march [Music] early may is that okay to send you a draft by early may and then and then refine it and then maybe actually have a meeting are you all willing to have a meeting in early june sure sure early june just for that purpose okay is that is that okay mr waters sounds good to me okay i can let tara know that you're interested in that thanks chris um uh and and covet happened and it i'm sure it slipped just like all kinds of other things did so but we'll get you know we can follow up on that okay okay i have my marching orders
077thank you okay oh if there's nothing further do we have a motion to adjourn a second all right moved and seconded all in favor hi anyone who wants to stay here and thank you all for putting up with our first attempt at this with both streaming and google meets and i'm hopeful that we can be more people in person the next time so thank you and thank you board members you
