001[Music] [Applause] [Music] so [Music] [Applause] [Music] [Applause] [Music] yep i called to order the workshop for the bullhead city elementary school board on tuesday december 15th 2020 at 5 30 p.m roll call corey burgess here charlene diaz here oops where do you walk corey where would you like me second third let's do you second uh brandy third charlene fourth so we'll see okay between us all right one blood second here randy dubois here okay kim you want to put up the um oh we're going to do the board of bell first right self avail yes okay uh first item of business is the board evaluation dr stewart uh mr president this is the board self-avail so um i'm going to turn that back to you all right we all got our evaluations uh sent to

002us by the board or i'm sorry by the district and there was a glitch um just looking through the two we have in front of us uh mine's not here but i did turn it in um i only saw the two so maybe mine was here and i just skipped over it uh let me see there's one [Music] oh two yeah i'm still not here because i remember my comments um okay anyways um i apologize for that uh so looking at these evaluations we had a list of different questions uh this is the same evaluation that we've done in years past i have to say it is a nice improvement over our past few years there are a few spots that we still have listed on several of these for needs improvements one on item

003d board relationship with staff and personnel needing improvement uh the board requires superintendent to recommend personnel for their consideration and constantly adheres to this procedure um then number two the board members make every effort to become acquainted with personnel from the district and then we had number two on item e board relationships with instructional programs uh board attempts to gain information from the community pertaining to instructional needs and let's see if i missed any others no it's really only one person yeah so yeah um as far as the comments go i'll go ahead and read the comments at the back we don't like i said these are these come through anonymously so we don't know which board member gave these but i know mine's not here so i'll just give my comment when we get

004to it list the four prior four major problems the board faces uh this one says covid a lack of sites uh visits due to covid proper funding from the state to ensure all districts needs are met number two list any weaknesses you've observed in the operating system of the school being informed of issues on social media funds being spent unnecessarily without a discussion i.e mesh bags ac split units number three list of significant accomplishes accomplishments made by the school system during the last year it says too many to list outstanding job by all administration and teachers adapting to the culprit changes for whoever said that thank you on behalf of the rest of the administration on this next one the one there was no extra comments four major problems dealing with the pandemic effectively keeping

005highly qualified teachers administrators acquiring acquiring highly qualified teachers administrators providing an excellent education for when all for when the state does not provide funds or resources uh list any weaknesses you've observed uh too many changes and lack of curriculum uh keeping valuable staff members valued staff members counseling for emotionally distraught children lack of parental participation and responsibility in their children's education number three lists the significant accomplishments community community community communications community partnerships and getting through this difficult year um just to just to add a few things a lot of this i do definitely agree with we've seen some crazy things this last year personally you know things that that we never expected to see in our lifetime um the board faced lots of challenges that we we never knew what was coming our way um

006however i have to give props in my report i gave i've served on school boards for for many many many years and honestly this is probably one of the best working ones i've ever been with so it was it was refreshing to see how this board could work together how we cooperated um i'm i'm kind of pig-headed and when i don't get my way i get a little angry but um i've learned to to kind of we are bored you know and we and we go about and do do the things that we do and i can tell you that when it all comes down to it it's nice to serve with a board that cares about education first that is a very very refreshing thing we see too many times nowadays where a personal

007agenda is getting away i've dealt with it too many times in the past but i think we have a very very focused board um and i want to thank all those who who give their time and energy and efforts to doing our best to make this the best district we possibly can any any other comments randy doug anything you want to add i thought i had submitted mine but those aren't my comments but uh this has been kind of a difficult year for me and i know that i just haven't done the job that i'm planning to do visiting the different programs and the different schools but i appreciate the administration and the board that i have worked with they've been outstanding under the circumstances thank you sir any any other comments this is brandi

008i agree i think that this year's been a hardship on all parts and our part not as hard as you know the teachers and the principals staff members all staff at the schools but being with you guys um knowing that we all have children's best interests with heart makes it a lot easier knowing that we're going to come here we may disagree but knowing that we're all having the same outcome the same want to make everything good thank you thank you very much um we with all the praise we still have room for improvement each and every one of us and as long as we understand that and recognize that i think that's all we'll do is get better um so it has been a a difficult year but it has been a has been

009for for all problems it has been a good year so anything else to be added mr president if i may it's not in the self-eval for you all but i particularly would like to thank mr lutz for lots of guidance lots of role modeling over the years and and now serving with him as a board member has been a real pleasure for me and i really appreciate that i appreciate the whole board it's been very nice this year that we have not had some of the controversy that's happened not just locally but around the state i'm hearing about lots of controversy in school boards around the state and it makes it a real pleasure to work with this board thank you any final comments on that all right yes um thank you thank you very

010much it is a great pleasure to work with such a hard dedicated staff that does so much for us and for our children moving on to uh 1.4 policies dr stewart mr president as we continue to review policies this is the first set that has to do specifically with the tasks responsibilities and authority of the governing board all of section b has to do with that and this seemed like a pretty good chunk for everybody to hit the first time so policy ba that you have in front of you is simply your operational goals you're probably going to have to look on there yeah and it's simply it's a simplified reference from the law any uh seen problems or needed changes with uh policy ba uh mr president at this point even though we're not

011you're not voting on this this evening it occurred to me as i was going through these to ask you all as we go through the policy book and for instance later in the business meeting tonight you will be approving some policies and then there will be first reading of others for any of these that you all are reviewing and then they will come up perhaps or you all can kind of give us some direction if if you don't have any changes that you want to make in these then they probably don't even need to come up in new business at the next meeting so that kind of addresses this so for instance if this one none of you want changes we'd leave it alone and we'd probably leave the adopted date as it is date

012of policy of manual adoption if that's okay with you all we've not discussed that little piece but i thought procedurally it would help me and it would help kim yeah i agree as long as we're not making changes then just leave as is leave as is okay the next one is um we need to have is there a because they're not exactly in the right order i don't think okay beaa and this one is about the self evaluation that you just did and it explains the purposes the one thing that slipped by kim and me both is that it should have been done before october 30th and it has been put on the calendar for next year to be done at least in october if not in september any uh requested changes on this okay

013okay the next one should be baa dash e which is the instrument that you just looked at so in fact this is an exhibit and if at any time you all want to make changes in this you know it's the kind of thing that you all do and then we you bring it to your meeting for approval and that kind of thing since this is front of mind did anybody on this evaluation no yeah i think it covered a really broad spectrum and did it did a good job any other okay leave this one too awesome okay uh then we are probably looking at uh bb this is your legal status as a board and once again it's very much a reference to the law and to the arizona administrative code i suspect that most

014of the time board members don't recognize that there is an administrative code that is written at the state level out that comes out of the law and so we follow that as well it's just something that we don't usually discuss hi jeannie glad you're joining us oh that's probably why my phone buzzed no problem we're just in the workshop so we're good yep i now see it sorry uh on policy bb any uh recommended changes on this nope moving on okay let's see uh bba no uh no over right to the right in the second line the right there you go okay this is the board powers and responsibilities and this very much comes right out of the law yeah any of these with that c right that is that is directly from people vetted

015it's been legally vetted if it has the c next to the letters at the top it means it's been legally vetted by the the attorneys with the asba and of course it has all the legal references at the bottom moving on okay and let's see probably b b b a next there you go and these are board member qualifications uh you'll notice that it specifies a five-member board uh i don't know i don't recall kim if you scroll down a little bit no okay so this one's been written specifically because our district is big enough to have a five-member board the law allows some districts some small districts only have a three-member board and the set of descriptors is slightly different for the for those boards once again right out of the law we did

016not print all of them for you there you go any changes okay well we're gone okay uh so then we're looking at uh bbb and this is the oath of office a reference to the it's not the actual oath it's the reference to the oath of office any changes nope okay and then we have bbb dash e which is the actual oath no changes okay and then we have bb bc talks about a resignation how that's handled same no changes i told you this would be easy these are our legal documents yeah bbbd talks about removing a board member i don't know that you want to say that publicly do you the interesting thing to me this is just kind of a footnote from my perspective as a citizen not as a superintendent it says

017that people you know that for these reasons somebody could be removed from the board but it doesn't say who is authorized to do the removal of the office of the person that maybe it would change from a five-member board to a three-member board or maybe so the so the position goes away doesn't show up basically for three months no it just means that the position goes away so like if we were you're a five-member board and let's say let's hope this doesn't happen but let's say our district shrank so much that we didn't need a five-member board somebody might be removed because the size of the board shrank and two positions went away that's how i interpret that that's not a legal opinion but you can remove boards can actually remove someone for non-attendance yes

018it is any changes no and then this is these are the uh steps for filling vacant positions and you all have practiced this a couple of times in the last few years so you have some familiarity with this but it is in policy so you know it's a there's a definite procedure no changes well that was easy did we do oh no yeah we did that one didn't we oh we didn't do that sorry i'm sorry i missed that and this is really a very important one that we have in fact talked about in the past some that the board is aboard only when they're seated as a board and that you have a quorum present no changes okay i guess next month's agenda will not have any first readings for for board for board

019policies yes we did self-evaluation okay all right that was easy so next month at your workshop if you want we'll have the next set from b section b all right item 1.5 motion to adjourn the workshop a move that we agend that we adjourn agend adjourn the um workshop i'll second that corey burgess all in favor aye corey burgess so moved we are adjourned we will resume our regular meeting at six o'clock [Music] so [Music] so [Music] [Applause] [Music] so [Music] so [Music] okay all right at this time we have our revised budget revision our budget revision hearing for the fiscal year this is a time when the public can come and provide comments or ask for input to the board about our 2021 budget and with no comments today we will move this time

020i call to order our regular scheduled meeting of the bullhead city elementary school board on tuesday december 15th 2020 at 6 pm roll call corey burgess here doug grotz here randy dubois here genie borland here charlene d is here citizens present please sign in the back please join me for the pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice call to the public this is the time the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and amount of restrictions the governing board may establish comments will be limited to three minutes per individual unless specifically weighed by the governing board at the conclusion of the call of the public

021individual board members may respond to criticism made by those who have addressed the board and may ask staff to remo review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda item 3.6 adoption of the agenda can we have a motion to adopt the agenda as presented second genie borland all in favor aye corey burgess i doug lutz hi brandy dubois hi jeannie borland aye charlene diaz so mote item 3.7 superintendents reports dr stewart mr president members of the board you have the items that were part of the agenda and presented to you if there are questions i would answer them hearing none oh i'm sorry corey i was just

022gonna ask there's any questions so yes go ahead okay uh so some updates for you uh first of all uh we have distributed all available hot spots as of today mr mcnutt and the folks out here at the front desk indicate that every parent who has come to pick up hot spots last week toward the end of the week and this week has been very pleasant and happy to be able to have those hot spots for them for their kids second item i did attend an unemployment appeal hearing today on a former employee i just thought i'd update you on that it was an employee who applied for it's one of our resignations applied for unemployment and [Music] i appealed on behalf of the district and participated in the appeal hearing today we will hear

023in a couple of days the results of that hearing i wanted to share with you i know that you know for a number of years we we did learn not to burn and some things some programs from the fire department we've had other programs presented by community groups we use an mou for those west care is presenting life skills training it's called it's called that it is provided by a company called botvin the local consortium of drug and alcohol agencies who are helping our community got a grant to pay for this program and it's called life skills training it really is aimed at helping students make better life choices and be organized and all of those kinds of things the reason it was the grant was applied for by that group which is called mapped

024was simply to help with drug and alcohol decisions that our kids made because mohave county has the unfortunate first place in the country of the highest drug abuse particularly among adults and so you know if you start with kids you might be able to make some changes in that so it's an mou it does not put any responsibilities on our teachers the program and the grant pays for someone to come in and teach the course to our students at i'm trying to remember which grade oh i'm sorry right now i can't see it i thought it was third grade but it's either third or fourth grade so the idea is to help students make better life choices and be more organized in their lives so we have this available if you'd like to see it

025and we have an mou with them okay sure that's the only copy we have right now we can get more if you want okay so that's the first thing or the next thing um we had the audit last week they were here all week they left and during the morning on friday gave me an exit report we have about 15 items probably four of them were fixed even before they left on friday and the others are being addressed this week there were no serious items at all in the list everything is very minor and and essentially a very good report from them you will get the formal the formal first letter from them as soon as they send it to us and then usually we get the whole report in a couple of months last

026year it was very delayed we did not get the actual report until sometime in april from our auditors but we will get the initial report fairly quickly i placed uh on your binder in front of you on a report that came today late this afternoon from the auditor general's office that has to do with risk analysis and i also send it to you in an email because it's pretty good news the only area that we as a district are any and any risk has to do with the drop in enrollment that's been occurring unfortunately in our district for several years but the effect of that drop in enrollment on our weighted student count so we get waiting not w-a-i-t w-e-i-g-h-t waiting for k-3 students we get waiting for special ed students we get waiting for

027el students and and that helps bring our adm number up that helps determine our budget all of the other factors in that report are improvements over previous years so it was pretty positive report for us you also have in front of you the tax credit booklet legacy foundation here in town helped organize this this product and mr ross worked with them wrote the little article that has to do with our school district and of course it also focuses on any other kind of tax credit many people don't realize that they're about five different kinds of tax credit and that four kinds actually and that you can as a taxpayer contribute to more than one and you know and get the tax credit or the credit on your taxes for that the cost of us participating

028in this would be offset totally by having one married couple give us a tax credit uh donation so we're feeling pretty good about that and you each have a copy of this we have a counter copy out in the lobby and i have three or four other copies they are also on display around town for people to pick up and hopefully to give us some money and then the last thing i wanted to talk with you about is the binder that you have in front of you amanda is a new new board member charlene is a pretty new board member and brandy as uh fairly new too so our board is fairly young if you will as a board and this was an opportunity for us to put together information for our newest board members

029and to have a document for you to use or bring with you to each meeting and as things improve and not improve as things change or update we would give you the things to put in the binder the selection of items for the binder were recommended by asba and we thought they were helpful for you as board members mr president that concludes my update i just had one question um the tax credit and maybe we can figure a time that we can maybe add this to a workshop and discuss a little more detail sure um we're really missing the vote on the tax credit it is a phenomenal phenomenal program um so would that be okay to place that as a workshop item maybe we can add to and especially now is the time exactly

030some discussion in how we can boost those because it's a phenomenal program exactly and that word and especially right now because for last fiscal year and this fiscal year the legislature added a couple of items that can be purchased a couple of types of items that can be purchased that are not ordinarily part of tax credit and they would be worth us really going out for some money because there are things like shade structures and playground equipment that have not been part of that in the past and will only be part of it through this this fiscal year so kind of a nice opportunity okay moving on to item 3.8 donations uh once again our community has really stepped up and helped us out again uh we want to thank all of those who donate

031to our schools they they do relieve a lot of burden that we have and they do a fantastic job fox creek received one pallet of concrete mixed reflects friday campus projects from abm at a value of 1.5736 desert valley received eleven toothbrushes toothpaste dental floss from sony roy uh estimated value 2726 for bikini bento families district wide eight thanksgiving turkey dinners with all the trimmings from feeder family aquarius hotel casino estimated at four hundred dollars eight thanksgiving turkey dinners with all the trimmings from the ilano club estimated at 400 sunrise elementary 150 sunrise zipper zippered sweatshirts from the legacy foundation backpack buddies estimated at 250 a case of kroger water 32 pack from an anonymous donor valued at four dollars and then district wide received a check from eleven thou for eleven thousand one hundred

032forty eight dollars also from a legacy foundation to purchase and install uh aed defibrillators so this is much needed stuff our district is in is in great need of and as always our community has stepped up and helped us out immensely thank you thank you very much item 3.9 board member updates uh do we have any board member updates at this time okay hearing none uh moving on to item 4.1 or item for the consent agenda can we get a motion to adopt the consent agenda as submitted douglas so will the consent agenda be pre adopted as presented second a second motion charlene dies all in favor aye corey burgess douglas eye randy dubois jeanne borland i charlene dsi show recent policy jka corporal punishment this is our second reading doug douglas i uh i

033move that we rescind that policy i will second that uh all in favor aye corey burgess i doug lutz hi randy hi jeannie barland hi charlene diaz item 5.2 motion to we need a motion to reason rescind policy jig married students this is our second reading make a motion we re send policy jig married students i'll second that all in favor aye corey burgess 5.3 uh bullet city school district return to school plan considerations dr stewart mr president members of the board uh i sent to you the plan but i also have put in front of you just the places where there were changes in the plan that i would like for you to consider given the events and the data that has come about two weeks after the thanksgiving break i'd like you to

034consider changing the plan that you approved in october to return to school in january very much as close to pre-covet as possible and allow us to continue phase two through january that would give us the first two weeks that would be excuse me the first week would be two weeks after the first week of break and week week two would be the second week after the second week of break last week was the second week after thanksgiving and that's when we saw the big surge in our district particularly among employees and this would give us some time to see what happens with the metrics after christmas or winter break and then at your just at your january meeting make decisions about february 1st it would also allow us to not move from a quarantine this

035week straight into phase three which is very much uh close very close to pre-coven so the changes are in blue on the pages that you see and they just simply reflect uh keeping what we're doing through january and if i may add one of the things that you will notice for instance on page five is giving some autonomy to the sites relative to the data from site to site because we do see some differences from site to site so giving a little bit of autonomy to uh the principle at each site based on what's you know what is happening on their site are parents being given the option for the second semester yes that um the uh survey went out the 16th of november and so parents had all of a week before break thanksgiving

036break all of that week and then the following week so everything had to be in by december at the end of the day on december 4th currently we have about 27 percent of our students in virtual school and based on parents selections from that survey 37 of our students would be in virtual school beginning in january the decisions they made it was made very clear to them that any decisions they made would be through second semester and of course if there are circumstances that arise we make consideration of individual cases so for example someone has decided to have their student in person school and the middle of february they find out that somebody in their family has a health issue for which it would be good for the student to be on virtual school we

037consider every single case individually and in that case we would certainly accommodate the family what about our staff mrs lott coordinated that with the sites and it looks like our numbers are going to be very good both in person and virtual for uh for whatever so anybody who moved one way or the other the numbers are looking very good i think our largest class is what 24 or 25 much more balanced than it was at the beginning of this process about 10 more students will be on line yes for the first year yes that was the option yes it was all right did we end up having to move any more teachers to online now somehow or other we don't quite know how it happened because our yeah we can't quite figure out how things

038ended up smaller but they did and because we have not lost students we have in fact increased our enrollment i think it's just the way the balance worked out so for example um and and this was in the list of things um that i shared with you in an email about balancing the budget where some current positions we've just we haven't eliminated the positions but we've just closed them for this year but one of the things that even worked out is the kindergarten position for which there was the vacancy made last month with a resignation we don't have to fill that position at this time so we're not quite sure how the why the numbers worked out the way they did it just seemed to work out a lot better this time than it did

039in september exactly yeah i mean it's just it's real we don't know why thoughts comments concerns you know i want these kids in school i want them in school um but the the prudent side of me says you know it's probably a good idea to wait those two weeks and then let them start back their hands in school so you're saying have them start everybody online is that what you're saying no i'm not we want them in person um just because we quarantine this week we don't want kids quarantined after break okay it's not in their best interest it's not in anybody's best interest however the fact that we had additional staff positive yesterday and four more today indicates to us that the problem continues to be making sure we've got our sites manned for

040our kids but we're also concerned because if you've been watching any of the numbers the number of coveted cases among children in the county has increased significantly in uh since thanksgiving so where we were seeing in the 0 to ten age group maybe one zero or one student and in the 11 to 19 we were seeing maybe one or two collectively now we're seeing 15 to 20 a day in those age groups so and we now know that some of our covid cases both student cases and adult cases have been contracted at our sites that was not the case before thanksgiving we had only one case before thanksgiving that could be attributed to contact at school and since thanksgiving probably half a dozen have been contracted at school so we're concerned about that so no

041we want the kids back on campus otherwise we're just delaying that process of getting them back and delaying uh you know delaying dealing with it we're just asking that we stay in the format we're in that we've been in since september for that month to see where the where the metrics on here is to go where we're at to move until february revisit this january meeting see what's going on january 4th on here it says continuation in person school and virtual learning with all adults and students wearing masks enhanced hygiene protocols class moving as cohorts cafeteria clothes for meals so that is a change too that was one of the things that you wanted us to to put back in place and considering that the stipulation is still there that our groups any group setting

042should still be 50 or fewer that's in one of the one of those executive orders but my concern about the cafeterias in this case is that if we have kids eating lunch in the cafeteria or is that that's the one place kids would not have masks even if we socially distanced them they would not have the masks so we're asking to continue both meals in the classroom through january your board meeting is early enough in january that then we could be ready for february first to roll back roll back out into phase three and i see one of the other changes on here is you want all specials to return to virtual the reason that i'm asking for that is that what we've found in these cases where we've quarantined a class is depending on

043what the lead time is so for instance because when a when a child or a staff member shows symptoms if they show symptoms you have to go back 48 hours to notify and what happens is in that 48 hours so that's today and two previous days the special teachers have been in those classrooms so we don't want to be in the situation we've been in in december where the special teachers all get quarantined because they've been exposed to a class so at least in january if we can have them still separated the most that would happen would be one teacher might have to quarantine not four and and so that's part of what has put such a strain on each of our staffs is that if you have to quarantine all four of the specialist

044teachers that's four more times that somebody else has to cover uh classes for up to 14 days depending on how long so my question is that's when teachers have their prep time how are they going to be having a problem if they're supervising the online classroom is a little bit different for those students but the in-person teachers won't have that well what the sites have had were doing when we were when before when we had the specialist teachers doing uh virtual is that that's when a para or someone else would step in and give that teacher a break when we've had to have people absent those pairs are covering for somebody rather than giving that teacher that relief time there's a domino effect when somebody's absent i don't know my thought is is if the

045parents are choosing for their child to go to school they should be going back to school i've had mine in person they've not been in cohorts they've been in the cafeterias they've been at the high school and i mean i was pretty conservative last week with the numbers and i was on the fence with that decision but i think if the parents are choosing for them to go back to school they go back to school and if they're choosing the virtual then they can choose the virtual i know what risks are involved as a parent making that choice i'm not saying don't put precautions in place at the school by any means but i mean if they're going back to school they should go back to school the parents understand they're making that decision i

046mean we've got it doesn't stop it so i'm just saying i'm not i mean keep these in place but i mean it's just to get around it we've it's i think i don't it's not going away it's something we just have to learn to to handle and figure out and i i mean my thoughts are if these parents have this opportunity to do this they've watched these same numbers we're watching and they know that we're going to put these precautions in the best we can and if they don't want to do that then keep them home on virtual school and we can't keep quarantining a whole class every other week we can't i mean the high school my kids have been exposed with kids positive left and right and i keep telling keep your mouth

047tight make sure your desks are clean sanitize as often as you can wash your hands other comments this is brandy um i don't really like the idea of the online specials i prefer that kids get their specials i think they need that during the day they need the arts and if you're an in-person school i think we should also have the in-person specials did you not hear charlene uh brandi uh if i misrepresent you let me know uh brandi was talking about if we have our kids in school they need to have the specials in in person and not virtual that's correct thank you for making the decision to choose online or in-person school they knew that as a board we had chose to go back in phase three and they made the choice obviously

048there are some that don't like that and they're choosing to keep them home or it didn't work or there were also i mean i heard parents saying that you know i'll just keep my kid home if they're going to keep quarantining them every other week so i mean that's a struggle too like other thoughts i think i'm pretty steady on all of this i uh i'm always have been and still am of the opinion that the parents have made their decision i said that from the beginning i'm still saying that now um we need to be cautious in what we do because it's not fair to the students to make decisions one week and change those decisions next week and we're i mean if we're going to make a decision to go with this and

049this is i i agree by not having the online and and i'm not on okay with the lunches being in the classroom um but i don't want to hear you know in in two weeks that oh we don't have enough staff again we're going to close school for a couple weeks because we get problem again um so the decision was made to do this i'm just of the feeling that we need to we need to get a plan and stick to a plan um that we need to this is what we're doing and not have changes that are controllable um now i understand if we get a major outbreak but if we have changes that are controllable we need it we need to this is what it is i do agree that we said this

050is where we're going parents made their decision because this is where we're going um um and does the cdc say state that we need to quarantine the whole class if there's one person positive in there yes because the high school is not obviously i mean that's we've done that foundation it's a recommendation so i mean i feel like we need to quarantine the positive people and watch for symptoms of anybody else and that's a separate direction that you can give me i mean i've been operating based on the direction you all had given me in the past which was to follow the health department's recommendations which is what we were doing saying we need to get to a plan and stay to that plant there are no right decisions this is unfortunately this is one

051of those things their child do that work at home if they're not comfortable if they know a student tested positive in that class correct yes i mean we notify them first of all we notify if there's a possible contact and to monitor their children we do tell them when there has absolutely been a contact and that's the basis on which we have been quarantining a class we have a little more leeway to have it be two students in a cl in a single classroom uh in my last conversation with sherry lawson the county uh rn who works with us that that that we could work that way and that's partly those have changed partly because of all the things that every month everybody is learning about this disease you know the the information we had

052and the advice we had in august is somewhat different than the advice we have now because more is known now than was known in august so we've been making some modifications based on that and i will tell you that absolutely every single case is considered separately and based on its circumstances so you know we're not trying to run anybody out of school that's not in anybody's best interest no i know you're not i just feel like if these parents are making this choice to send their child to school and we gave them a second opportunity to make this choice then we go how we say we were going at phase three and i'm i'm comfortable getting in a couple weeks leeway in january and you know i'm not i i don't know about the meals

053thing so dr strip if i'm understanding correctly in january when they come back we will continue the hybrid like we've been doing and then in february is when we would all go back no parents have parents by by the executive order have the option of continuing uh continuing virtual for the entire semester so and for the whole rest of the school year so when we sent out the survey it was made very clear to parents that their decision would be for the entire semester with those exceptions that might come along yeah it's all hybrid it's staying hybrid right it's what exactly they can they can they can have a lunch we can and not schedule seven lunches we can we can we can go as close to normal life as possible um given the circumstances

054my whole thing is i i don't want to keep changing and that's what we're doing we we send out a message to the families saying this is what we're doing and decisions were made and 10 percent said i don't like that decision i'm going to keep my kids home the other the rest of our student body said no i want my kid in school the mental distraught these kids have by not being in classroom heavily outweighs what we're running from and until we see a serious problem in my opinion until we see a serious problem to yank that carpet out from under them and take these services away from these kids that many of them don't get anywhere else but in our schools that is detrimental and i am strongly opposed to it i would

055like to see us stick with the decision we made at the previous meeting because parents are making the choice and that's you know and they may have changed their mind based on that so if that's the case i think we really seriously need to think also about the idea of of sending people home because of a possible exposure um that there wasn't a staffing issue like we had before and yes we did have some positive staff members but um we we gotta go to work and we gotta get our staff to work and then they gotta do what we need to do um we do care about their safety and their well-being i'm not saying that at all um but like i've said in the past like i'll say again we approach i approach every

056single day in my classroom like i've got 150 kids that are coveted positive and i know that every day when i go in there um but me being there is much better and these kids are getting a better education than being at home and the whole education of that child is improved being in the classroom and it's showing in in the reports from the principles i mean our students are going down in their proficiency at every single site by a major percentage we have more than half of our students failing they are not proficient a couple of comments first of all we don't send anybody home for a possible exposure we only send them if you know we only quarantine if they have actually been exposed so i want to clarify that the other part

057is yes we're not looking really good on our midterm uh assessments however as we pointed out when we got the first ones those were pretty speculative the first time but we're still very concerned you know they went down from the first test well that's what i'm talking about a whole lot of the we we had real concerns on the first test that uh that it was on the validity of the first test so we really think this second round is much is a much better baseline uh really gives us much better information for us to look at relative to where kids are at the end of the year but it's but even if that's the case even if we ignore the difference between the first test and the second test the second test information is

058discouraging for us in terms of where kids are and and what they've lost and that's not being critical at all of our teachers they're working their heinies off to make this make this first and i know you're not clear right right and i knew i knew you were not being critical of our teachers but i just wanted to go on the record for that because our teachers are working very very hard and i will tell you that one of the reasons that i brought um this to you the main reason that i brought these proposed changes to you for your consideration is feedback from the sites from the adults who are anxious you know they have anxieties about this we know our kids have anxieties we know our families have anxieties and i and i

059would have felt remiss if i had not shared with you this kind of a possible consideration based on the feedback from our sites where people are nervous we'll do whatever we need to do and i think our staff and our teachers have proven that this first semester that they will step up and do whatever needs to be done so whatever you decide we're going to make it happen the best way we can so what are we asking are we asking to continue with what we had before i'm asking that what we decided on at the previous do you have any comments from uh are there two doug brandi are you in agreement with keeping where we were before yes doug how about keeping that two week visiting keeping where we're at right now in january

060in our meeting we see so they have that two-week return and then we step into phase three or make a decision different from that in january if our numbers are too high is that agreeable okay so you'd like to stay in there you'd let us stay in phase two for two years and then decide that would be wonderful and then because then we can know where we're at um we're not jumping the gun we're continuing we're at and we can see that would be that would be awesome i know but the the truth is that i mean that is that really gives us the i hesitate to say wiggle room but what that really does is it gives us control for two weeks to really know and to avoid having to make major changes of

061any sort we appreciate it weeks it's not virtual that's fine special no no i want to be doing what we're doing right now okay not literally right now what we're doing last week correct what we were doing last week last week what we were doing last week i want to be doing again um we can do that we can absolutely do that everybody okay with that so we can just handle that absolutely making a change no no we're not making a change that's awesome thank you so much all right item 5.4 discussion of sports programs for the second semester dr stewart mr president and board members uh as you know we have not done any uh interscholastic sports and from the junior high in first semester and junior high is i don't know that they're

062chomping at the bit but they're certainly asking questions because mr eastman has been meeting with athletic directors and the folks from other school sites so he sent me a whole list of questions but the most critical question first of all for you to answer before we even discuss any of the others possibly is whether or not you would like us to resume interco interscholastic sports activities uh in january i'll go first absolutely absolutely how many other schools in our area are participating at that level um they had the whole group had decided for first semester not to at all and uh so they're of course you know trying to make plans for second semester and um and so that's the basis on which you know he wanted he wanted us uh to have a decision

063relative to that so he knows what to say to those other school sites uh relative to planning mr president yes uh i would suggest this one because of what's happening and the you know the uncertainty and so on that um we table this item until a meeting in january where we can get the uh a lot of the really the information that's needed and find out what the other schools are doing too well i think some of them for my motion i think some of them are waiting to hear from us so we can get this scheduling going and if we put off for another month being they put a different hat on being a coach myself the biggest frustration i've had right now is every time i turn around someone else is changing what's

064going on so getting stuff scheduled and finding out what's going there's a lot of puzzle pieces to put together to get seasons going and if we put off and say no let's talk about it next month they're going to put off because they have no one to play but if we're willing to say yes we want to play then we can talk let's get scheduling going but if we don't even move that make that first step we're going to be looking late february before any games are going to be played and technically the season's almost over so we're going to be into spring sports so i think that we need to get rolling winter sports has already begun at the high school level i'm not sure what the schedule is for junior high level but

065we've seen the biggest comp problem i've had scheduling meets is their school boards haven't decided to allow them to play so we can't schedule where my wrestling team would normally see 12 meets in a season we have three because schools have not their boards have not made a decision to start participating and if we put this off i mean my kids are looking at a six week season now and and that's detrimental i mean that is destroying these kids aspirations and yes i know i'm talking high school to to elementary and junior high but that's where these programs begin and we cultivated at the junior high level to move to the high school i would like to see us saying yes let's move forward with sports so we can start looking at what can be

066scheduled we're not saying right now let's schedule the season because that's not really what we do but we could definitely discuss where our numbers are in that january meeting say whoa we might need to slow down but if they don't know where they're going we're going to be february before games are even scheduled and your winter sports schedule basketball is basically over by then just for information so i do know that this group of folks mr eastman and then the athletic directors or assistant principals from the other schools have already talked about months ago when they decided not to do fall a possible schedule for second semester which modified and allowed for basketball i think volleyball and then excuse me they were talking about actually starting with football in january so they had adjusted all

067of the seasons to try to fit pieces in for the semester now whether that would continue to be the discussion or not i don't know because they haven't met again to to talk about these things are there objections to telling them let's start scheduling no objections to that um it sounded like doug had an objection does brandy have any uh feedback i'm sorry yeah i don't want to cut you out did you have more to add no i did not are you okay with us to tell them to start scheduling then well i i object to it for the reasons i stated but uh i'm one vote out of four okay randy your opinion i say let them play okay well let's do a motion then so we make sure we're okay um i will

068make a motion that we uh begin with our winter sports scheduling can we get a second second second brandy dubois all in favor aye corey burgess oh i'm sorry yes yes fox creek only douglas may randy dubois i juni borland aye charlene dsi thank you that the second part of that then is we have all kinds of uh associated things to think about relative to that like do we follow aia rules do we do we allow fans do we require masks do we we have a whole bunch of logistical kinds of things that are associated with this um and so um then the second part of advice i wanted from you or or emotion as the case may be would be to let us work administratively with a team to come up with here's our

069here are our logistical plans for how to make this happen and and proceed with that uh given the timelines we could we could have that group meet come up with guidelines and then bring them to you at the january meeting because it's unlikely that there would actually be an event happen any of those sports events are not likely to happen before the january meeting so with your permission we would put all of those logistical things together and bring you a recommendation i i personally would be okay with the recommendation rather than following a guidelines because you uh aia changes their mind as fast as the wind blows and their rules are insane in many parts so uh i would say let's look at the have them get a committee that fits to our community what

070we are dealing with and my recommendation would be yes let's have them say this is what we'd like to do this is where we'd be at and then we can review that sounds good it does thank you and that's very helpful for us anything else on 6-2 no i think we have our work cut out for us with that you definitely do all right so item 6.3 regulation yeah oh well what did i do heck we're skipping no i'm just kidding um we're on five five thank you thank you for keeping me straight uh 5.5 revision to the bullhead city elementary school district employee handbook dr stewart last month you approved this handbook and as i suspected there's the one i gave you in front of you the the one page and it's just an

071addition that has to do with time cards must be submitted on time in order to be processed for the next pay date if time cards are not submitted in a timely manner payment will be delayed until the following payday folks who just don't get the time cards in and technically it's illegal for us to pay them if they haven't put in their time cards after i put this on the agenda and send it out to you all of course the auditors were here and one of the slight citations is that one particular individual last year twice did not sign a time card so the time card got turned in but it was not signed and technically we can't pay that person then either so this could eventually change as well and then i attended a

072title uh title ix another title ix training today and i already know some other changes so unfortunately you may be seeing this one fairly frequently since this is the first time we've actually had an employee handbook district-wide in many years but this evening i'd like you to approve that one change so that we can distribute this handbook in january any questions or comments that they missed once that's true okay then i will move that we or do we have to have a since you approved the uh since you approved the handbook to begin with you probably should approve any amendments okay then i will move that we approve the revision to the handbook as submitted i'll second the motion second all in favor aye corey burgess aye doug lutz hi brandy hi jeannie borland aye

073charlene diaz item 6.1 policy ac nondiscrimination equal opportunity mr president this was um one of the policies that you reviewed in the workshop last week or last month and uh so this is a first reading no action all right item 6.2 uh policy a district missing and belief statement sorry missing is misspelled it should be mission okay it's a mission and this was one that you reviewed in the workshop last month so this is a first reading and we will get it correct in the agenda next time all right so the mission and belief statement uh first reading yes item 6.3 regulation j k a r corporal punishment this is a regulation we could not put it in last month's agenda because last month was the first reading for jk a so now that you

074have rescinded jka we're recommending that you rescind jk r and this only takes one reading then i will move that we resend regulation j k a r second that g second um i corey burgess aye aye doug lodge aye randy dubois hi jeannie borland and i'm charlene diaz item 6.4 exhibit jka-e corporal punishment and this is the same uh thing this is the exhibit this was the record that had to be made when there was corporal corporal punishment administered one reading again so you can rescind it tonight right i will move that we rescind exhibit jka e i'll second the motion all in favor aye corey burgess aye doug lutz aye randy dubois aye genie borland aye charlene diaz that's great so moved item 6.5 resignation of christina merrill mr president this was an intern

075in our preschool program and uh she submitted a resignation on december 2nd i will move that we accept the resignation of christina merrill i'll second the motion charlene diaz all in favor aye corey burgess aye doug lutz aye brandi dubois aye jeannie borland aye charlene diaz saw moved item 6.6 liquidation of damages clause for the contractor christina merrill mr president and board members this we've discussed with other resignations and it is a clause in the contract that when a contract is broken in the middle of the year the liquidation clause can be invoked i am recommending that the board invoke the liquid liquidation of damages clause in christina merrill's contract a move that we invoke the liquidation damages clause of the contract for christina i'll second that all in favor aye corey burgess hi doug

076lutz hi brandy dubois nate jeannie borland aye charlene diaz item 6.7 adoption of the fiscal year 2021 revised budget dr stewart mr president board members because of the changes that were required us in a notification from the financial department of the arizona department of education we needed to change our budget based on the 40th day adm we had anticipated more funds from the more revenue from the enrollment stabilization grant than we actually received and so it meant that i needed to move some money from the capital budget to the m o budget to make up the difference the good news is that we had set aside already about 750 000 dollars from rollover money from last year and so we were able to make this budget work the memo that that you have that you

077had in the agenda i made part of the public understand why we were making some of the changes we made and then you have in front of you page the cover page from the revised budget and page one of eight and i'm sorry i don't remember the number but i think it's page four or five of eight uh that that shows the changes in the capital budget on page one of eight you will notice that the budget limit is sixteen million seventy seven thousand three hundred fifty three dollars the calculation page does figures that out based on where i put the numbers for district additional district assistance which usually goes into capital and at the beginning of the year was in capital because the state had said that our limit would be 15 million 747

078000 so moving some funds over allowed us to cover our m o budget and then you notice in the second line that the budget limit for capital is a million thirty three thousand nine hundred one dollars i don't know why that did not adjust in the calculation page when i adjusted the funds from capital over to mno however that's our limit and we are well under that with our actual budget of eight hundred forty two thousand eight hundred forty five dollars our budget balances uh with the funding that we are receiving i will also mention that we are likely to have another revision of this budget after the hundredth day because our enrollment has increased since the 40th day and so there is a possibility that we would get some additional funding the other thing

079is that of course the legislature has not met yet and there is hope even though hope is not a plan there is hope that there will be some additional funding from the state and we know that the federal government is looking at additional funding as well so our budget could look very different by may by may 15th when we have to file our final revision for this budget i'm asking that the board approved the budget as submitted do we have any questions at this time i have a question this is doug lutz for dr stewart and capital outlay we really went large under facilities is this because of the covet and the sprayers and all the other that's going on um doug we went we went large originally because we had the funding we had

080that money that uh rolled over that we had not anticipated um from the previous budget and so we had put into the capital budget funds that had not been in that budget for a number of years the good news is that we had it at the time and we had some good plans for how we were going to use that the bad news is that because the esg the equalization or the enrollment stabilization grant as with most districts in the state did not come anywhere close to what the calculations indicated we should have had so it just meant that to make sure that our m o budget balanced i needed to move about 350 000 from the capital budget over into m o to make that all work thank you you're welcome that was not

081a happy day by the way any other questions on the revised budget then i move that we approve that we adopt the fiscal year 2021 revised budget i'll second the motion charlene diaz all in favor aye corey burgess hi douglas aye brandi dubois hi jeanne borland aye charlene diaz um you item seven point one do you need to executive session can we get a motion to go into executive session emotion we go into executive session i second that motion all in favor aye corey burgess hi doug lutz hi brandi dubois i jeanne borland hi charlene diaz we are in executive session [Music] do [Music] [Applause] [Music] [Applause] [Music] so [Music] [Applause] [Music] [Applause] [Music] so [Music] so [Music] so [Music] so [Music] [Applause] [Music] so [Music] [Applause] [Music] so [Music] so [Music] [Applause] [Music] so
