001you I worked at my dad shop today and everything we had you on knew it's sorry okay I didn't know if it was me so I was trying to exit out you okay I call to order the workshop for the bullet City Elementary School Board on Tuesday July 14th 2020 at five o'clock p.m. roll call Cory Burgess here Randy Dubois here dad's here Jeanne are you here yeah I know she signed in she just may not be present right now we'll move ahead three points or one point three the covetous horse updates after story thank you thank you thank you and we're happy to hear that we've got quite a few people in attendance virtualmin that's good I wanted to give the board an update of where we've been since the last board meeting and

002so what is really a blueprint and a framework for the work that we've been doing since that times since the adoption of the return to work plan we've done a lot of detail construction and and it continues to take place and we don't imagine that this building will be completed any time soon but it's going to be constantly so one of the things that were required to do over there nbc's executive orders 2020 that's 44 require the following areas to be concurrence of any distance learning plans before they're submitted to the ATP who are the first day of implementation so she's board decide this evening actual Borden excuse me to begin school on July 29th as scheduled on our town there with virtual or distance learning these are the pieces that we have to respond

003to to be approved to do that so the first one is a substance and distance learning plan the second is expectations for teachers and staff while working virtually if there is access for students with special needs and English learners and we have added homeless students that list social-emotional learning and support for students benchmark and ongoing assessments for students availability of technology resources for students and staff delivery of employee support and services we've performed tests for seven minutes for each of us but we also felt that there were some missing so we had some others we have actually a task force of two down in the front office working on attendance because we are required in fact to document students attendance whether they are in seats in brick-and-mortar schools or if they're in attendance online and

004we have to distinguish the difference between the two because the funding will be different for the to the community because we really are ready now to start rolling these things out to the community planning alternative events and so we have a committee and we have a committee houses each of our sites are teachers and a lot of professional development because it occurs to us that if we open in a virtual setting or our you in that setting here yes sir washing machine going in the background James you know what's making that noise back there and then I I've got a couple of quick questions for dr. Stewart if we can figure out what that noise is it sound like a washing machine Jeannie are you still there because it's coming from the one that changed

005the noise on my you're not getting any noise are you muting your microphone by chance between conversation because it's coming from your speaker on yours we have you and Doug on different speakers and that the buzzing noise is coming for yours could you try my muting that between conversations and we'll see if we're still hearing it on our end okay yeah there's no more noise right here okay sounds good there now a couple of questions of dr. Stewart could I finish maybe add two more slides one or two more slides and then answer yeah okay thanks doc I'll come back to you the last subcommittee that we have set up involved special protocols for employees and students who display symptoms of have been exposed to or have been diagnosed with coab in nineteen and those

006are those have been developed I worked with Eileen and Darlene down in the business office our HR and benefits people because we're obligated to follow guidelines that protect people's privacy and yet protect all of the other people who are on the worksite and our children in our schools so we have very specific guidelines that were given to us by the trust and of course we trust them to do that because they're the ones are going back on if we have any problems so just as each trade does its part of the overall construction of a house each committee has submitted an initial or draft plan for each of these required and elective elements task force has reviewed the drafts and we are working to resolve redundancies we don't need any of these plans to overlap

007more than necessary and we've also are working on any conflicts so that the plans all fit together further ideas have been sent back to the committee's for more detail and we're at the point now actually detailing the project so this would be at this point yeah that's a great question given and given the governor's order that we do not have in person school until August 17th the recommendation that I've given the board that will be part of the agenda for the regular meeting is that we open in virtually on the 29th so we can open on time so kids have exposure to learning and I will tell you that the committee's that have been meeting have done some a pretty phenomenal planning because it's my belief that it's better for our kids to have something

008than nothing and they've been able they've been with nothing for over two months now or almost two months now and so it's so for the opening part Doug you know and the task force is recommending and I'm recommending that we open virtually on the 29th just as our calendar says and then make decisions about what happens on the 17th depending on whatever the governor does to that but to make some decisions wait until as late as possible to make any of those decisions so in in that member that I sent you sent the board members relative to that agenda I'm suggesting that the board meet on July 13 I mean I'm sorry August 13 which would be the last of those first 10 days of school to decide what we're going to do next and

009with the understanding that one of the things I'm going to say later this little slide presentation is other than just shutting things down which can be done instantaneously moving from one phase to another in the plan it's not quite so instantaneous but that's not a subject for us necessarily to be dealing what this evening I will try to make everything as quick and smooth the transition as we can but we're going to have to recognize there might be some kind of glitches the first couple of days whatever plan we move to after the day okay anything online right yes okay you also mentioned a little bit earlier well it's it's kind of a convoluted thing but Arizona Arizona regulations are that when you have students in online and of course Arizona has an official Arizona

010online instruction program and some districts have that and there there are all kinds of rules and regulations that that guide that in this case based on how the governor wrote his executive orders he's essentially suspended for my understanding is suspended for the rest remainder are for all of the school year the regulation that we would have to apply for that aoi official aoi program and follow all those and guidelines however the funding for Aoi is at 0.95 pursue the additional funding the additional funding that that he has put forth 200 and over 200 million dollars in Arizona care is funds which is totally different from us cares funds can be then applied for my districts to make up the difference between between the 95% funding for those Aoi kids and the 98% that they're saying

011it would be the maximum that they would you know that 2% that they would be the maximum they would take from our budget so see how it's a little complicated here it's kind of some interesting man but the thing is that you know we would apply for those funds and as needed to fill in that gap between 95 percent for each kid and 98 percent that they wouldn't probably have the special yeah because I was under the understanding that we are getting 98% funding would be our lowest so they actually kicked in that state yes money to bring us from the 95 to the maybe if that's the purpose of that funds we just have to apply for it we have to apply but it's not going to affect whether the kids are in school

012will still get to our 98 complicated but we get there and if you recall when we talked about the proposed budget earlier this month over last month whenever I'd lost track I'd want to strike him about four months now but when we talked about the proposed budget actually at the end of last month if you'll recall I said I told you that I had put in a reserve 2.8 for some of our budget I put in a reserve half a million dollars to help us for that 2% so it's more than the 2% but it gives us some cushion and that's that that 98% is based off last year's hundred they count last year so if we get students that the parents decide to just keep them home and don't show up we still have

013our 98 percent but that will come into Arizona cares where we have to file paperwork tonight sorry so the critical part query though is that we must have the kids enrolled yeah so as you'll see a little bit later I'm going to show you what our biggest challenge is right now okay and part of it we think that part of that challenge is that parents haven't been waiting to see what our plan is now we rolled out the framework of our plan last month but they're waiting to see what are more details on it and that's what I was saying a minute ago I am I will tell you that in eight days time these committees have put together in their foot straps some pretty amazing plans and and we're going to be able to

014as much as possible give kids a really quality education as quality as we can make it as an online presentation part of this planning it's the fact that we already know that we have kids with chronic health conditions we know kids I had a call today about a student who has a brand new diagnosis that's pretty ugly we know we're gonna have parents very nervous about sending their kids back to school you see that in some of the things from call to the public we want to assure parents that we are still going to provide education for their kids if they're enrolled in our school even when we can come back physically if the parents choose not to have them come back or if the kids don't have you know if they have health issues

015that really get smart for them to stay home and and we'll just deal with those percentages we'll do those percentages but we certainly will apply for the extra money okay well those are great questions you're all asking and they're part of the moving parts because you can hear how complicated that was and it wasn't that complicated a month ago they've thrown in all these other little things and every single day there are new things that come that were you know that we're having to factor in okay so right now our school sites are open under enhanced phase two so technology with the governor's executive orders we should have had is closed but the reality is we need our kids enrolled so it had limited people onto on campuses very limited office personnel its central personnel

016essentially and they're screened temperature screen to know masked cloth face coverings that we've provided for our folks plus they can have their own we check the temperatures we're telling people if you do not feel well stay home we're not pushing anybody for a hundred percent attendance we want people to take care of themselves visitors non-essential visitors do not go beyond the office these are all from our original plan okay I'm just reminding folks and we do check them temperature when they come in we've got the hand sanitizer present and we have been following the Mainers the mayor's order about masks simply because it protects everybody on our site no non club no non classroom events they've all been canceled and we've got the enhanced cleaning so that's allowed us to keep our offices open some

017other information for you our other employees will not be on sites until this Friday we will start issuing keys to teachers and and other employees who need to be on site starting on Friday and we've done that first of all to to reduce their exposure but the main reason is once we start letting people on sites then that means that that green list that you all are looking at relative to the cleaning and all of those things then we have to pick that all up again so right now our custodians are not having to do the deep cleaning and the disinfection every day of every classroom so we wanted to keep that as late as we could but we also wanted to give our teachers an opportunity to get into their rooms get things set

018up start working for our first day of school whenever that is we have on order plexiglass shields for the office counters and for any time when any of our employee employees need to do one on assessments with students and they have to be close to do that Chromebooks with their own Bank panics and hotspots are ordered Enterprise Google or enhanced for enhanced Google classroom which is our main platform and goguardian which is a software program which enhances off-site computer safety for our students so it allows us to abide by all of those laws that protect kids under the age of 13 who are not supposed to have their own email addresses and we're not supposed to be doing certain things so we wanted to be sure that we're protecting kids as much as we can

019when they're using our networks and doing our programs we did end up ordering two Promethean boards her Fox Creek we needed to move the person who's been teaching in the library and those are two of the oldest Promethean boards on the campus to have moved them would probably have resulted in them not working anymore it's difficult to move Prometheans and not totally to image them and I said this is silly why would we move these two and risk them not working when they work let's leave them there and let them work and let's get to you so we've already done that our plans that are in the works heighten communication with parents starting tomorrow and the reason for tomorrow is so we have some water direction from you all tonight before we start putting things

020out there distribution of more detailed plans to our employees we have the protocols to help protocols for them and the information that they need relative to the federal families coronavirus Leave Act for them to know under what circumstances they qualify for emergency leave and how to go about doing that with HR all current planning includes a process for continued distance learning for students with chronic health conditions or other reasons for not in attending in person for the remainder of the school year under consideration cloth face coverings for fifth to eighth graders when we return into phase 2 or phase 3 operations and and frankly I'm you know I would appreciate a little input from the board on that we can talk about that a little bit more I'm sure to have questions about we want

021some input on the idea of child care services for employees children it's to our benefit and our students benefit to have teachers working if they're at work where their children go and where do their children go to continue learning themselves so we have some ideas about that but you know we want some discussion on that and then a thoughtful plan for transition from phase one to either phase two or phase three when the opportunity presents itself and so that's those are still under construction if you would at this point I kind of like to have mrs. LAN give you some information about one of those committees and it has to do with how we're how we're helping our folks prepare for whatever eventualities happens to start this year so Jen if you would share on

022the PD plans I appreciate that so for our new teachers which is a roughly 25 that will be starting on Friday we went through all the things we used to do the teachers that came in myself coaches pre-recorded on trainings that we posted it to Google classroom them so instead of all meeting down here in the district office the teachers will report directly to their school site and their instructional coaches will work with them the reason we decided to pre-record everything was so that we had still another common message going on to all new employees and so that way they can still watch the presentations and stop and discuss and do things like that with the with the teachers when all of the teachers return on the 22nd we most of our training will be

023a webinar especially when they had outside presenters so we have amplify who does the new science program that was adopted as well as our third and fourth Korean teachers have not been happy with the ela curriculum so it will be piloting one classroom on each site for third and fourth grade will be doing the amplify program which is what kindergarten through second grade are doing and hope so we can see if that's a better option for those questions so they have training all of our teachers are going to need training and synergy our NATO student information system as well as some trauma-informed professional development and that was already planned right before any of this happened and the presenter is still willing to do that training for us she will be coming in person and presenting

024to one group but each site will have there's teachers socially distanced but together and we'll be live-streaming and out to the other school sites that we're still able to have that training for the teachers included in some of these are site based things but we have a hygiene hygiene video you're teaching the teachers how to make sure I think is clean and in-between each student and you so hand sanitizer hand washing some of those things which will be common to all all schools we wanted them to hear those things passages normal so in addition with our targeted assistance grant we usually do educator academy and in the past it was always in May which I don't understand why we did it in May because then nothing could really be applied until the following school year

025so it is going we still are going to plan on having that in August August 14th and 15th all our presenters will be presenting webinars but webinars we have five presenters it will be held at desert valley and that'll define two rooms per presenters so we will have them in rooms with Promethean boards so they can have a big extreme to view the presentation so they'll be about twelve or thirteen in each classroom watching the same video and for that training will be working with honor the ELL students and oh there's someone from the Arizona Department of Ed we'll be presenting that we have someone coming she presents on gifted education specifically working with students with autism since we're seeing horizon hundreds of students who have diagnosed with autism Marzano we have the village from

026Arizona coming on how to get an effective online instruction as well as a special Villa director from a different from district Levine will be coming to help our teachers with differentiating instruction in the classroom since that's an area that we we kind of struggle with and once again we're in targeted assistance for special ed so much a compliment um and then the following day on Saturday the 15th they'll have a follow up training with same person who's presenting our trauma-informed other training we have planned the end of August great minds who is a publisher of the D Rika map that we use will be coming in to training across the great bands and that will teach the teachers why it's important to kind of follow the curriculum and how the content bills around kindergarten up

027to eighth grade and then increase school and then in September we will have Alice training which it is an emergency response that is being put on by the same people who did stop the bleed for us we're still kind of try to figure out how to make that happen because we were going to pretty much stuff and every single employee attend that and we're not quite sure what the regulations look eat in September so we're still kind of in the planning mode for that but that's kind of the planning that we have from now until September in addition the Transportation Department because unfortunately you know the transportation drivers won't have any students to transport they are taking advantage of the time so the first 10 days of school the transportation employees will be coming in

028for four hours of training a day which is something that in the past they haven't had the time to do so they're going to take advantage of take advantage of having no student physical students to to drive to and from school and use that time for training and they have a very specific schedule for those ten days so that because as you know in this kind of situation like in the spring with closure you can't pay people that they're not working so and we want to look out for all of our employees you know we can't afford to lose bus drivers we can't afford to lose our pears and the pears are involved in our other training and they're going to have very specific things to do when we open in with even with anything

029but that we do virtual in fact they're going to they're going to be doing some smaller of instruction we're making sure that they have the laptops that the teachers are bringing in for the you know their training for the new laptops we're making sure that the other laptops that the teachers have been using are suitable for them and in fact Jamie's asked one permission to get a little $60.00 thing to put in each of those to make them more being more up-to-date I figured for 60 bucks that's pretty dang cheap right and so we want to make sure they have the best possible equipment to help teach small groups and do that kind of thing so lots of lots of people are doing lots of sometimes little things but they add up to a big

030big plan so thank you Jen appreciate that any questions at this point before I go ahead okay well here our current channel just enrollment registration between all of the messed up information in the spring that we learned we had we didn't realize we had such messed up information in PowerSchool and implementation of synergy and then rolling that information over comparison to synergy we kind of had a we kind of found we have a mess and so it's really critical that every parent that parents all come in and register their kids again as if they were a brand-new and bring the appropriate paperwork to do so that way we're sure we start the year however we start the year that we start with the best information that we can possibly have and it's particularly important because

031whatever happens this year it's critical that we're able to contact parents then we can contact them correctly and quickly and that they know that it's not the oh I haven't had that phone number for six months kind of thing so as I said before our other challenge that's related to that then it's spreading the word we want the word out there that our district is doing everything possible to resume the critical work of educating our students and taking every precaution to keep students and employees state but this includes offering educational services never before offered by our school district continuing continuing online instruction in any situation throughout the school year and and we think we're going to be able to do a good job with that and we hope that parents will recognize that they'd rather

032have their child enrolled in our schools local teachers local situations and that as soon as possible they can be face to face but if they can't be face to face the relationships are already there the situations there that they would not get if they enrolled in summer and online school or if they chose to home-school so we're hopeful that that you know that we can now start rolling out the information to them after tonight's meeting of where we'll meet how we're going to get there I do have a couple of other slides but they're mostly reminders of what we had in the basic they don't know that we need to go over those right now but I have them available in case we want to talk I have a question about registration again sure so

033everybody has to come in and then fill out the papers at the office where they are going to or yeah and fortunately it's not a lot of paperwork for them anymore they come in they show the critical documents to the Registrar and I'm going to use the term register because it could be the secretary it could be the attendance clerk it could be the health attendants so in this case they're all registrar's so they show this credit critical paperwork to them first certificate current immunizations proof of residence that they first of all that they live in Arizona and secondly if they live in in our school district an ID of the person who's enrolling we can okay those kinds of things so they show them they've got all of that what happens then is the

034Registrar gives them an ID and sends them off we have in each site six or seven or ten kiosks if you will six feet apart with a laptop and then they put in the information into synergy online when they get all their information and then they go back to the counter by then the Registrar has made copies of everything and they finish the registration by assigning bus routes or transportation to and from school and two or three other questions that have to be asked and then a student is given the schedule or assigned a teacher it's been working very well people Mary Clarissa the principal's told me that and the secretary saying the parents have been very cooperative very nice about the whole thing bringing the stuff that they need it's also given time for

035some folks who maybe I'll give me an example of one of the things that was caught in the mess in the past if you don't actually get a copy of the birth certificate when we first enroll trying to get it later is like pulling teeth because you've already let the kid in school right so it's sort of like letting the genie out of the bottle and then try to get the genie back in and and you know so this is an opportunity for us to get all of that done and since we started doing it on June 29th families have had a long period of time they've had a total a month to get all those things together the thingy now of course some of those regulations don't apply to homeless okay and we've actually

036had a couple of situations where parents have informed us but they're under quarantine we're working with them you know we're not being ready to kill us about this we are being insistent that when people are healthy that they come do what they need to do and they've been very nice it's just the right of them and we really need to then go to our own you can check you can make updates and you can check when school starts to show schedule and now since the high schools are using synergy yes will they be able to pull up your registered of both yes once your kids are registered you'll be able to see their student data for both yes and there are a lot of other little things that synergy does that we were not able

037to do in our school and that whole Parent Portal is so much better for parents and keeping track of what their kids are doing and you know in keeping keeping in touch with teachers and all those kinds of things so we're really excited about that but of course it's only as good as the initial information you put in and unfortunately this bad situation gave us a really good reason for doing all of this extra stuff to get it right the first time I had a couple questions when we're talking about tracking the kids for attendance how do we track if they're what's our plan for tracking them online that we know that they come 2/3 that they're there that we log in the correct me if I'm wrong on this Jen but my understanding is

038that with Google classroom we can we can we know if they're there or not johnny has been naughty you know the teacher can turn off Johnny's camera so everybody else can't see Johnny being naughty or turn off his microphone if he's saying things that are inappropriate but you still know that Johnny's there yeah okay teacher can still see Johnny rest of the class can't see yeah we didn't we didn't have those controls so the online work is going to be basically hangouts where the teacher BGSU my slide and those hangouts to the class okay that's what that's what I was wondering about you talked about Chromebooks and hotspots so students that for the cares act to be able to buy a bunch of Chromebooks that's what we for students that didn't have technology at home

039now these hotspots are they the Box hotspots that they'll take with them they are and we would check one out to the families that need them now are they limited Tomica data that was one of the things I will tell you that the world of technologies kind of stuffed up in this whole situation as well because we were concerned that if we checked out a hot spot and the kids are not doing schoolwork what's the rest of the family doing with our hot spot are we paying for them to know they have blocked and one of the kids can get two hours I wish James ran your car insurance and correctly but they can get our network and get to the things that we want them to get to and not you okay great yeah

040that would be wonderful go ahead sir so the hot spots that we're looking at will have unlimited data so that the district doesn't need to worry about getting slammed with a hundred and fifty overage charges at the end of the month but the devices will be locked down the the cellular provider calls it a virtual network so we'll program the devices so that only our Chromebooks will be able to connect to them so we don't have to contend with recreational devices or you know things like that getting in there and messing things up and then we are also in total control of the of the device the the family wouldn't be able to say reset it or change the wireless security settings or that sort of thing so once a student takes this home or

041a family takes this home they could have four or five students connecting to one hotspot with our Chromebooks but it'll stay secured and filtered and allow them to do what they need to do without the district needing to worry about well they went over by a hundred gigs and it's $50 a gig it's none of that and through the control panel we can suspend a device for up to six months so if a student checks a device in we can suspend the service on that and not have that monthly bill or if you know a student starts ghosting us we can turn that hotspot off and turn that Chromebook off and hopefully recover them that way great and this was all care as we get that through with other grant funding and so because of

042the way that's structured we have developed a hierarchy to determine who gets first shot at Japan from we have enough Chromebooks in the district shut down to anybody who needs them but we wanted to make sure that we start with those are educational e high-risk kids first so we have a hierarchy that we will use but at the point where we need to check out Chromebooks to other kids we will do that so we're going to we're going to content personally contact the people in those first height and first groups of hierarchy to see do you need you know the evening Internet do you need do you need devices for each of your children because we're not going to just send one device if they've got three kids and our schools one device is not

043going to get it they're all going to need to be in school at the same time so we would check out three B and then once we get past that 200 then we'll start checking out from the from our on the Chromebook carts at each site and the committee that's working on this a subcommittee and James's on a man when anyone are a couple of our librarians and some other techie people in our district just like it just like a book it's checked out and check back in and those kinds of things we've got them all set up already now you mentioned childcare this is kind of come up it was a request you know from an employee because of course they're going to be concerned about what happens with their own children and and

044if they've got children who are school-aged those kids probably don't go to they care anymore or they might go to Boys and Girls Club afterwards so we just started working on this element this week I'm going to be in touch with Boys and Girls Clubs we'll check some other things we do know that if we were to try to set up on how to connect your system within our school district there are all kinds of hurdles so we'd have to have a daycare license we have to mean all kinds of you know all kinds of regulations and all kinds of things like that plus we would have to hire somebody Sagarika and to be there so we think it'll be a lot easier if we can if we can coordinate that with others in the

045community and so we'll start with Boys and Girls Club because they've are we know that employees kids could be in a safe place and be supervised and they can be there with their devices and be going to school and their parents won't have to be worrying about them while they're trying to teach because the idea of you know the family the coronavirus family act I can never return all the letters but anyway she took another alphabet soup but that says that an employee is entitled if they have children at home who are at home because they cannot go to school because the school is closed that we have to pay that employee while they're staying home on emergency leave so we're paying that salary and we're paying somebody else to be teaching your class well

046it's - it's true all the rest of our students benefit to have that teacher teaching and it's so that teachers benefits have their own kids in school however school is going on especially if it's going on virtually and it's to our benefit as a district not to have to pay double you know pay somebody to come in and serve and pay that employee to be supervising your own matter so ultimately less investment financially for our district to figure out a way to have a place for employees kids to be going to virtual school if that's the way we're operating kind of person just don't have any details about that one yet so right now that's kind of the framework and then you're looking at studs right now you know as opposed to drywall and paint

047when the teachers are doing the online instruction are they doing that from the classrooms or from their homes or in this case they will be working in their classrooms unless they have some other condition that you know some other situation where they can't be at school okay here we have a couple of those employees we have employees whose doctors have said even it even with virtual school it's not safe for this employee to be on site they're still going to be teaching in those cases will have them teaching from home and and we will we will have ways of making sure that they're working hours they're supposed to be working income what they're supposed to be doing but under this situation it's not like in the spring where people could work from home all the

048time we expect them to be on site and doing their job the the plan that I was talking about the really good plan that our committee has worked with based on recommendations from the Ute chances are they will be in direct contact with their entire class or three to four hours a day probably closer to three but three and a half maybe three to three and a half hours and then the rest of their day they're going to be doing phone calls they're gonna be having virtually no office calls they're going to be doing small work either on virtually or one-on-one so that we can be serving those kids the rest of the day so our advice is that it's not a really good idea to have kids on line for more than probably the

049max would be four hours even especially for little guys you know for littles but even for junior high they're saying that four hours is probably about the max you want what you're scheduled to be and then you build in all of the other things that you need to do to kids the rest of that but they will be outside so the middle school or the junior high will definitely be different because they are going to be 120 530 students there - yes a 30 student class so they have them you know 45 minutes they couldn't put a hundred and thirty in it and a group so they're gonna still have to break that up I understand and the thing is the whole idea is to come and already in those groups so that when they

050are physically back on campus it's the same groups so they already know the kids already know their teachers they know their four key teachers even on the four core teachers the teachers know their hundred kids we're trying to keep it at 25 you know but we we have enough numbers if they all show up and I'll enroll and register or mark more like 30 and at the junior high level but ideally in our 25 and group but so yeah it's a lot and and they're gonna need some time they're gonna need some time with four or five kids you know in that other time frame during the day so it's also how the parents are going to be helping us on one pair is special and Parra's any of the parents that we have and

051in fact at the G high level those specialist teachers may also be doing some pulling of small words in the core subjects to be helping so you with a hundred kids you have 4 hours 1 hour per 25 and then the other 4 hours of the day are spent breaking them into small groups all right right there's some this is actually there's some pretty exciting things that can happen with us you know that we can't even do sometimes in our face-to-face school because we go yeah that's all of my questions anyone else have any other questions all right because most of the things I do work on the technology but one of the things that I've done so that if anybody ever wanted to see what any of these things look like this is this

052is kind of this is a Singapore of everything and of course it's growing you know a month ago it had only this one section and now has all these sections and they keep adding the things to them so if anybody ever wanted to come see I've got this one but then I will also make sure that there is a copy at the front counter so if anybody wanted to come in and see the details they're welcome to come see the details great right so Adam one point for the opening of schools well as I said earlier on the 29th we know we can't open face to face but we want to open virtually and we want we want to start school it's time to see kids it's time for teachers to be connecting with kids

053it's time for us to do our jobs I agree we need to get back to a regular schedule as soon as the governor allows as soon as we can and we can that we can you know as soon as we can do that transition you know just as long as as you all kind of understand that if on Thursday the 13th we've been doing virtual and everything frees up and they say you can do total first total face to face on Monday I'm not quite sure we'd be ready to do total place to face on Monday we might be transition to you know to sort of try to bring kids in and and do that so we want we you know we want you to give us a little flexibility in making that transition happen

054but I don't think it would take very long you know we can do that in four days now what about the parents that may still be uncomfortable with their kids coming to school they can stay home so we can do a hybrid where they can come out let's say Mikey is for example well hypothetically cuz I don't have one in our district anymore but is at home during the online xvii rolls around we go face to face my my child still I'm still a little nervous I decided to keep them home for a couple weeks right they're still getting the same education as the kids in the class yes they're still being held that same standards they saw the same work to do they saw the same thing so in two weeks and my daughter

055decides to come to school face to face they are still on the same pace the same rigor the same everything everything we can to make that be exactly so that will still be a parent's choice that if I'm not comfortable my kid be in class right now that that parent can keep their child home because we'll have a device you can so we will be a hybrid model much like high school yeah just about did will they'll be able to get great and the truth is that everybody's going to be anxious parents are gonna be anxious kids are gonna be anxious however we do this everybody's anxious teachers are anxious Victor being anxious about all of this it's not that they don't want they want to be working with their kids but they have they

056have a reason for anxiety so anything that we can do anything that we can do to ease that anxiety or it's a very least not to add to it it's going to make this much more successful and I'll give you an example I was not a very thicker than the idea of having the plexiglass shields on our counters cuz I'm not quite sure I like the message that that gives on the other hand we have those people on the front line I'm not on that front line if it reduces their anxiety about being their meeting pair meeting kids it's worth it's worth having it so that's why we're doing it they've been ordered and they should be here by the end of the week we'll have them you know we'll have them in the at

057the sites but that's an example anything we can do to reduce those anxieties is going to be K education better for our kids and that's really what we're here for yeah since we're on that topic masks what the people are saying I am a firm believer that masks should not be mandatory now however you made a statement earlier when we were talking about my house my rules that applies to every teacher the biggest threat that we're seeing is adults because children don't pass the children or pass to adults we adults past results so some of our teachers aren't in that high-risk area and if they are uncomfortable that is their classroom so if they want their kids in masks that should be up to them but to mandate then we put masks another kid I

058don't agree with I mean I because I'm looking for the feedback before you know before the test first address is missing and they asked me to bring it forth I said I'm having to bring the sports let's talk about it yeah I agree like if it has health concerns that in the shoe or he wants to have the students wearing the mess in that class then I think that would be advisable I don't really I don't really know how I feel about mandating it for everybody you know yeah I don't think it should be mandated and I mean I would not want to be a K through for teacher trying to keep messes on kids anyways that would be just complete chaos yeah no we're not even talking about k4 we've already had all the

059images of what we do some of them some of our cutting drugs no we're not even talking about that we're talking about fifth on yeah and with with the online technology well the teachers get a training on how to use all of that yes yeah we've got we've got that's part of what Jim's got built-in we we have been working on it we have like Marzano coming and some of the extensions within google question and she's putting things together we're lucky that right now we're doing some summer school virtually so those teachers are working some of the kinks out I'm going up tomorrow to observe one teacher who's rumor has amazing we're also hoping that this may be an expert on every campus there's someone who at least has a little more skilled on every

060campus especially with this summer school experience for the last eight days that maybe they can give us some insights as to what they found work and does not work too so yes they will have training and then we also are looking into people who are currently working working on on their skills to see if they can help their colleagues on each campus as well okay and then my I've got another question too so will the kids have to be logged in during the daytime hours and have to be watching it live or is that something that would be recorded so if you do have working parents during the day they can go on and rewatch it and their time will be locked in the evenings for them to be counted present they will need to

061be there during the daytime however everything will be recorded and and so kids will have the opportunity to watch again or if there are some other specific circumstances those gene we can work on those individually those could be individual considerations that we would you know we would work with families like I said we don't want that to be a don't practice partly because we won't be able to count them as present that we can't work with the families on that weekend right I just know when we had done an online program it was hours logged of actively working and watching versus certain specific time so I didn't know how that work and are the teachers going to be required to wear masks while teaching if they're the only one in their classroom any place other

062than their classroom by myself like you know they can take notes on their teaching during the day with their students the math can be off virtually but if the kids are in the room with them the master will be on okay well they'd be able will they be able to use a face shield so the students can see their face watch their expression I mean only if we have because of the research only if there are if they have health if the teacher has chronic health conditions and their physician says that the mask is not safe for them or if we have teachers who are working with caring compromised children I've been working with Lori Taylor for what six weeks now we've been looking for alternatives for for hearing impaired kids hearing compromised children because

063they depend on reading lips and so you know even they just depend on that so we're working with them on that so we already have a couple of employees who have produced who provided I mean produced but provided the information that they have chronic health issues and they'll be allowed to wear shields they'll have to don't have to wear something big issue with shields for everybody there are a number of issues not the least of which is I don't know about the rest of you but I have allergies so I sneeze quite a bit I might have to stop every few minutes and clean the inside of my shield so kids stone shield is you know you know that's that's part of it but that's that's not the only part of it so masks are

064recommended and that's what was in the plan that was presented to you a lot of month ago okay and I can't have one more comment for you according on your own o on the mask so I want to ask you also two of you said you know you agree that the teacher should be able to is there is their house that they can decide so if we have teachers who decide that I just want to be sure that I'm understanding when you are kind of saying as a board I know this is not an official decision but you're giving me some values here for kids but that if a teacher would like it in their classroom that they can essentially make it mandatory in here and we can provide a sloth masks where they can

065there's a mask here the mask of the kid doesn't have a comment but I also back to masks I'm not in favor of mandating our staff wear a mask in the classroom if we're working with the hat classes and we had in the first four weeks at the time because it was our best guess at the time the first four weeks of if we are full groups of kids yeah so I would stick with that as our original plan we get them off as soon as we can and none of us like wearing them you know I mean I to to our personal decision and that's what it is it's PPE personal protective equipment so if they are comfortable with that their level of comfort because you know we're not preventing the disease were mitigating

066the problem to spread so if their situation is that they're comfortable if they're maintaining a distance because yes they do need to maintain that distance as best they can but I'm not in favor of mandating masks tourist option okay so that would be a change in our original plan and then we would need to bring that back as an agenda item for you on if everybody on the board wants to reconsider that part and everybody every personnel and student is temperature checked when they come in to the facility is also so that's and if like someone's showing signs like sneezing in a car okay hey or even students like at the junior high you'd say here's a mask please wear it well at that point or someone has like allergies like you say you still

067have to take your mask off to blow your nose like temperatures we also recognized with this heat that we need to give kids a few seconds a couple of minutes to cool down and get off the bus or out of their parents car before we do that or if we do it at a time we let them sit for a couple minutes and then we do it again I know we do it again and then but if they continue to have a fever and this has been in our policy all along folks this piece has been in our policy forever if they have a fever of over 100 degrees they're going home yeah okay and I'm not against that at all I'm not against I agree that we don't mandate the masks and if we

068have to mandate something I mean that's why I think the shields are better I think it's important that kids see your face well we've done a lot of research on that genie so the recommendation to you was what's the best if you all want to consider and reconsider that part of the plan we will bring it back on the agenda hopefully you all will be meeting like that their days of August we can bring it back on that agenda as of right now with the numbers going up I think it's safe to stick but as soon as like the numbers start going down and we can you know we would drop it as soon as we can yeah that in the original plan right we said this is this is yeah great situations numbers are

069going up and when things are bad as soon as we can get anything back to normal please understand we want to do that we want to do that but at the same time we want to protect everything we are running out of time we may get going or all right any other questions before we conclude all right so we need a motion to adjourn I Cory burger so second all in favor aye Cory Burgess Randy Dubois jeanny Borland I we are adjourned sorry Doug we are adjourned okay moving on to our meeting we're good okay I call to order the regular meeting the bullets in the elementary school board on Tuesday July 14 2020 at 6:00 p.m. roll call Corey Burgess here brandy Dubois here Jeanne Borland here all here thank you very much see

070ya please join me for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation I am 3.1 this is a public key public hearing pursuant to a rs.15 9:48 and 15 905 5905 115 962 and 15 1103 for review of the proposed fiscal year 2020 expenditure budget we need a motion to convey a public hearing for the purpose of reviewing the fiscal year 2021 expenditure budget Corey Burgess I move that we review and for the purpose of reviewing the fiscal year 2021 expenditure budget we have second thank you sir all right you all have some time now since our last meetings and this has been posted as the law requires on the ad website and on our website for

071public perusal so this is an opportunity under ordinary circumstances this would be an opportunity for the public to ask any questions it's certainly an opportunity for you all asking if you can put in the additional questions that you have about the budget do we have any additional questions about the proposed budget I do want to just point out one thing that public would be interested to know that it's pretty nice that I haven't seen in many years as our primary tax rate we are going down in our primary tax rate from three point zero five eight nine to one point eight 371 and that is a significant cut in taxes to our taxpayer which is fantastic anytime we can save some money for the public it is always a great thing that we are being

072fiscally responsible with dollars that are entrusted to us so that's good news this is posted so anybody who'd like to get a copy of it is more than welcome to have it um no other questions or comments okay at this time I'd motion that we adjourn our public hearing Cori Burgess we get a second okay all in favor aye Cori Burgess hi brandy Duvall hi Jeanne Borland I like hearing is adjourned moving on to 5.1 call to the public we have several cause of the public that I would like to read our first one Gary Kaplan has sent us in a letter it said I saw a while ago a note from the superintendent about too many students are ought to show up or not doing all their assignments on the long distance learning programs

073on the website what if individual teachers could put together a list of no more than six students in perhaps for one-hour sessions on a small group and have real classes that they're given school by a specific sub that will only be assigned by one teacher for example sandy Stover sixth grade social studies class the teacher can have her signe sub help tutor teach students to send to the school of course this would need parents permission and would probably means somebody would have to take the student to and from the school if just one sets the two partnered with one teacher for social studies language arts science and math doing only four classes a day at least six students that mean 24 struggling students for each teacher could be helped multiply that by four substitute teachers

074and you could save 96 students from failure if only 44 participate in a teacher sub co-teaching program just an idea that I hope you'll pass along I wish you'd mention this idea to Tuesday at the board meeting I will probably send a copy of this text letter to the school Facebook page in Mohave Daily News let's hope by utilizing your substitute teachers you're evil and wanting to work we can raise the results of our students who need more individual help Gary Kaplan substitute teacher just as a reminder for a call to the public this is an information that we can take action on discuss this is only for call the public purposes the second one we have from Antonio de mari hello I've been a resident Bullhead City for 35 years I have four children

075have gone through and are still going through the school system here I have two major questions there regards in the personal school schooling will happen and knowing that the CDC and hospital age hospitalization rate is only four point four people per hundred thousand in the age group of five to 17 since February and knowing that since the Cova 19 lockdown started the rate of anxiety and depression has gone up and the rate of substance abuse has gone up crime rates have gone up rate of violence has gone up and the suicide rate has gone up across the board and knowing that many children's only escaped bad situations at home was going to school how can you say it's safer to keep kids at home than it is to send them in school and still prolonging

076the in-person opening of schools we step up and take charge and say there's on his children from depression and anxiety and possibly suicide from not being able to go to school in person spend time with their friends will you step up and take charge and save many at-risk children from being stuck at home all day in a worsening situation now I have some possible solutions 50% of the parents and children may not want to go to school and that's fine let them do a stay at home learning 57 50 percent me you want to go to school let them go back to school consigning your leafs are protecting the school boards and government the same with the teachers fifty percent may want to stay home let them stay home fine let's let them be the

077ones to do the online teaching fifty percent want to go back to school and give them a bonus for working in the front lines and also have them sign a release form thank you for your time and consideration about protecting our children and more dangerous situations from keeping the schools closed than opening them and telling you tomorrow our next one is Jacqueline Chapman a few questions regarding school opening if the school goes back to full session will it occur what will occur if one or more teachers or kids get kovat test the whole school well kids still get food programming's what if masks are broken soiled kids required to carry an extra how many kids in each class what does towns koba daily news cases have to be at to warrant schools starting in class

078in classes what about a spike in the daily numbers distance learning is an option for parents who do not want their children back in the classroom and their last one from James Byrd good morning I wish to pose a statement to the board during tonight's open or tonight's workshop meeting this is my first time and I'm not entirely sure how it works I will post a statement below please consider mandating the requirements of students wearing masks the middle school level according to the current planning when you transition to Phase two teachers will be required to wear face masks but not the students this will put teachers and students at a higher chance of catching kovat by having only the teachers wear masks you are limiting contain from only one source to the other 14 in

079the classroom in the room this leads me to believe that you are protecting the students from the teachers but not the teachers from the students what are the numbers of teachers who fall into the high-risk category and everyone wearing a mask is one more additional way to help protect your staff your teachers have received training in the best ways to keep the room and equipment clean and how wearing a mask reduces a train the risk of transmitting disease we are being trained in the way on the best way to protect students well no one seems to care about our protection is there a plan in place for when the students in our school contract Ovid we'll all the teachers who were in that room since the room will be rotating five to six teachers a

080day and all the students have to quarantine during that time but our but these are but a few of the many scenarios that should be explained for as an eventualities not as a possibility I have had difficulties of mandating masks for all students explain to me I understand the state of difficulties this is a requirement of this requirement at the k2 level but these difficulties are not found in the middle school level at the middle school at the middle grades represented Fox Creek and bullhead middle students KITT can and should be expected to be responsible for their own safety and the safety of others to be blunt whatever the board decides will be what happens the resources and grants are there these difficulties will be overcome if you decide your staff safety is important to

081you as one of your employees that in a high-risk category due to medical conditions please consider mandating masks for all students at Fox Creek in addition to your requirement requirements for teachers my health should not be at risk because it's inconvenient to make the students wear masks respectfully James burger Fox Creek junior high eighth grade science item 5.2 adoption of the agenda can I get a motion to adopt the agenda as presented Jeanne Borland aye 5.3 superintendent reports dr. Stewart into the public a building report first of all gathering information relative to those requests for proposals from capital projects that I have already indicated sounds like you also considering and then the other one is just general general understanding of what's going on on our campuses I would like to recognize ABM for their collaboration

082with us on the hygiene product products protocols particularly the disinfectant sprays and those things for classrooms products run out because they're purchasing a whole lot more of those products and really in terms of us using them we will pick up the next wing one that purchases for those things and then for the board because because it's secret necessarily because it was a I shared with you I'm not sure what to say to you updates because we're busy all the time and they're virtual but they're very helpful and because there's a whole lot of probably 64 tenants who are in very rural and very small districts have been able to participate and advance but we continue to that evening and some of the rest of plenty of other things going on so for right now missing

083right I just want to make a comment on this report from ABM it's a fantastic list and it's good to see so many things have been done and then you know with the status on the others where we're making excellent headway on a lot of stuff that is needed for a very very long time so that's great news any other questions about the reports or comments okay I'm 5.4 board member updates do we have any board member updates none at this time okay moving on to 6.1 the consent agenda can I get a motion to adopt the consent agenda as presented motion to presented with the exception of six point eight calling six point eight sole source rendering aye Corey Burgess I will second Doug's motion let's move on to our discussion of item six

084point eight what was your question the information I received into account in selecting these the auditors comments and recommendations from a year ago this was one that we missed and that's why we gathered it and yes we have been very careful this year in making sure that we are absolutely following the auditors recommendation that we hear the price we are the ones who are investigating that these are because I think that's what's happened in the past for some vendors is that those vendors have said oh yeah we're the only place you can get these products or these services absolutely sure that we are does that answer your question [Music] is my question we we went to it sounds like we followed the common directives of the honors that's what I would think that one vendor

085was listed on the agenda Derek Allen is the only vendor on this list for this meeting a lot of the other ones were from a previous meeting I'm sorry it was missing from your agenda any other questions all right all in favor of approving the consent agenda is submitted Corey Burgess I Danny Borland I thank you very much okay item 7.1 an old business consideration of adoption of fiscal year 21 expenditure budget last month as the proposed and and will go to the state if it is in fact adopted right do we have any questions they I'd like to move that we approve the fiscal year 2021 expenditure budget Corey Burgess make the motion need a second second all in favor Corey Burgess aye all right thank you very much item 7.2 superintendent goals and

086contracts you have for your consideration the updated contract as presented to you by mrs. Burleson on your behalf and and then the goals that you on worked on and the document that was created to evaluate the process of those goals okay so only the only change in the actual contract to changes in the contract one of which might or might not be reflected in the printed version you have today is a salary of being ninety five thousand seven hundred fifty dollars as opposed to just nine ninety five thousand and the other being adding a sentence saying that ten percent of that will be withheld pending completion of those performance calls okay so just a quick summary we're offering dr. Stewart a one-year contract with the performance goals we discussed and outlined in our last meeting

08710% of her pay will be based on achieving those goals which will be settled upon at the end of school year do we have any questions on the contract or performance goals none at this time then I'd like to move that we approve the superintendent's contract and goals motion Corey Burgess brandy Dubois second all in favor Corey Burgess aye so moves 7.3 the opening of schools doctors do it well y'all kind of jumped in on me in the in the workshop but I will reiterate that I'm recommending based on all the work that's been done by leadership team and subsequently by the task force and the recommendations from those groups that we open school as planned on our calendar on the 29th of July with virtual and phase one district learning for our programs and

088and then I'm also recommending that the board delay any further decisions relative to what we do after the governor raises his or after his executive order expires until until the 13th of August so that we have current data and current information for y'all to make really important decisions relative to that okay on this point I would like to to first discuss the opening of the school is being July 29th virtually but I would like to go ahead with a plan to open up on the 17th that contingent upon our meeting if things do change with the state is the 13th a time is this a good time to discuss if we can meet on the 13th to make sure that we are still good to go live lives that we're ready to go in in

089class on the 17th there's a 13th work for everyone [Music] yes it would not be your it would not be your rhiness it's a special meeting this will be a special meeting to just make sure that we're on target for opening now that's why I would like to say that we're opening ready to go on the 17th because if nothing has changed and we don't have to make any changes we just come in and say hey we're good to go meeting over and we in your home so it doesn't have to be something that has to be a long discussion unless the governor comes out and says no you're not opening on the 17th or something drastic happens I'm good on the 13th brandy are you good for the 13th yes [Music] that's okay we

090can celebrate later do we have to do it on a Monday care what day is that is on Friday Thursday what about going to a Wednesday it's fine whatever I don't know you know this is a pretty important thing so I'm going to the 12th there's something that's one extra day I don't think that's really gonna be I'm good with the twelve work ready dog is the 12th work for you all right hey Jeanne 12th would that work for you be good all right yeah there's be a special meeting the only thing we'll have on it is are we moving forward are we making changes that's the only thing we'll have on there time what time 5:00 o'clock work for everybody Jeanne are you good at five o'clock or do we need to go later

091but if I can go virtual five is fine I just get off work at 5:00 so that's no problem all right yeah Doug five o'clock work for you yep all right five o'clock yes okay we're good so where we're talking about opening on the 29th virtually the 17th is where we're opening to be in class we will be meeting on the 12th just to make sure that nothing has changed with the governor I also want to say at this time I would like to make part of my motion or part of our discussion be the masks we need to know now if we have to change this on the 3rd on the 12th we can change it that's that's what I would bring you we could put that because we already said you'd like that

092back on the agenda to discuss not having them yeah so maybe have that be part of our discussion are we going with or not so it'll be not just opening are we going forward but also the mask situation because at this point I think we kind of well if we were opening the truth is that if we were opening phase 3 even based on our plan that was something that was an option in the plan anyway if we were opening phase 3 yeah there were quite we had them in plan for phase 2 that they would be required because we would be in an alley and you know tricky situation so you know I believe that I don't want to mandate okay so since we are talking about schools I would like to know how

093the rest of the board is feeling at this point mandating masks taking what we have in front of us today where we are at today not where we might be because we're gonna be back on the 12th to discuss that where we're at today mandating masks any other input mandating man at that age level it might be more hassle for the staff but it's it's worth you know I understand totally the sanctity of the staff and so on and hard while this could spread and they would become sick and so on but I really think they have to take another real good look at this see if there's some other alternative yeah and Debbie are you talking about for students or for adults yeah I'm actually discussing both mandating for our staff in their classrooms

094and for our students because originally we were talking about masks just for the middle school and junior high and I'm not wanting to mandate that I'm basically saying leave that up to the teachers discretion we can provide cloth masks for those that need them in their classrooms but the staff wearing on that is a their choice to protect themselves to the level they see fit so if if they need their PPE to be a mask so be it if they feel that their distancing is good and they can they don't need to do that so be that but not to mandate that because from what we know now that the problems that we're seeing is adult to adult contact is the big problem the children passing that on because of viral loads is so much

095less but if they're concerned with their own safety they can take PPE they can wear a mask and take that into their own consideration for themselves not for us to tell them yes you will wear a mask mr. president if I could interject just one thing as a reminder to you on the it is the recommendation of the trust who are our liability insurance covers that under phase one and phase two that our employees wear masks just want to share that information with you because that is their legal advice and and the advice from their lawyers I've seven two of the workshops with the attorneys so just for you all to keep that in mind that this is legal advice I'm thinking to the adults probably should be wearing masks unless there's some medical reason

096why they can't you know and that they would have something from a physician they're saying hey this this is going to be harmful to them but otherwise they say I almost think they would need to give an impression to the students freezing them wearing masks and your everybody safety okay miss Portland what are your thoughts okay I kind of feel it's a personal choice honestly but if the trust is recommending it I don't know if we should go against what the trust is recommending either so kind of a I don't know if they can sign something that would take away any liability from the trust if something were to happen I don't know dr. Stuart did you say this trust was recommending or it was absolutely well the trust never does anything except recommend but

097you know but it is in all of their documents and I was in a roundtable a leader roundtable last week with four over there you know any of us but a legal roundtable with the attorneys that are hired by the trust and and they were saying you know if nothing else this is one of the things that we should be it's in my notes it's this is the one thing we could do the best to protect people but of course they have the other things that were in the recommendations I mean I would fully be on board of supplying the PPE for our staff which we have yes and I totally agree with that you know that the temperature settings all that but I am I'm sorry maybe anyone I just really torn also I

098honestly hate wearing a mask and I feel bad for food servers but you have to wear it all day I was a food server for two and they have to wear them um but if the trust recommends it I think it might be for our best interest to do that also for those parents weary of sending their children to school I know that they're gonna be around other children found mass so it kind of makes it null and void if the teacher has masked that the other kids don't so that's also there I'm just really torn so I don't know I just kind of torn on the whole thing so you we have two of you they're torn one that doesn't want that one that does do you want to wait and see it puts

099more thought to this for me all right before we make a final decision we'll wait for the meeting so at this point basically what we decided is the twenty-ninth we're virtually xvii we are going to be getting in the classroom we will be on a hybrid model for her parents that need to keep their kids home we have technology available for those that don't have hot spots available for those that don't have they can come see the district they will be held accountable to be maintained the same rigor at home as they are in the classroom if you choose to to stay home for the first couple weeks to school but you will be required to to maintain those we have a plan in place for the education of kids if it is pushed back

100by the governor and we do have to wait longer and we are on board with that but we won't know that and that's what our 12th meeting is for so do we have any other questions comments if I miss anything kori but just for just for the record what you're talking about is at this point the plan for the 17th would be to over to skip phase 2 and open in phase 3 yes okay and then in regards to teachers that in the junior high levels that want the students to wear the masks for their own health reasons that was still like yes will not be mandated for the kids I get a second my second favor Corey Burgess aye Randy did why mr. Lutz miss Morland Feeny Borland I thank you Sano's I'm sorry

101you're [Music] unaware and in a way parallels the arizona's pretend association doesn't have all the same members and my understanding is that essentially it's a pretty powerful lobbying two things that I've learned during closure is being able to collaborate with other superintendents in the state has been very helpful and it's been very powerful and their voices have been heard that ad hoc temporary a group the it was called the superintendent's convening committee was very much an ad hoc group that folks just kind of put together they had a pretty powerful voice with the governor's office with the ATP that very kind of sunsetting no long races many of those same people are part of this organization and I'd like to continue that kind of a relationship the second part you know for many many years

102even I have been complaining about the fact that the state of Maricopa makes decisions for the whole state we can continue to complain about that or we can do something about it and the fact that these superintendent's convening committee involved superintendents from the rural areas as well as the city areas and it can included superintendents from Unified School District's and from high school districts from elementary school districts mister flora and I kind of a server ourselves to represent Western Arizona because the only Western Arizona district that was represented was a human there was nobody wants to there were other rural districts represented from the northeast part of the state and the southeast part of the state so we kind of asserted and inserted ourselves into be committing and it was that resulted in this invitation

103because one of the members of that group [Music] Howard Carlson who is the executive administrator for this group apparently of things that I said and the way I represented our district and Western Arizona in there so I would like to be part of this I'd like our district to be part of this and so I'm recommending that your approval for us to sign this intergovernmental agreement okay comments concerns I didn't see any I didn't see the cost is going to be to our district but across the state a number of other organizations dr. Stewart mentioned for instance the superintendent's organization the Arizona School Boards Association principals you can name it but what they need to do is get their act together and they do it's like the Arizona School Business officials chuckles down there in

104lobbies all the time and you're not going to find a better person than him to do your lobbying but you talk to the legislators down there and they'll talk hey Maricopa I agree with dr. Stewart they dare lis get the gravy but that's because they've got all the votes down there and you're not going to change that folks you know the big districts Phoenix Union Mesa least Glendale and Turin they're the ones with the power I didn't see those named they're very tense first regarded so legislature votes i down in Maricopa and I don't care how many groups you put together you're not going to change that yeah just to let you know we did get the cost it was 3,100 a year for the cost for this Association and that was one of my

105concerns also it is a very expensive Association to be part of and I am concerned if you are Phoenix so much so tries to control everything they tried to pass on us last year a mandate that they only need a majority vote in the ASB a deal instead of a supermajority vote which thank goodness was voted down because they do try to circumvent the smaller districts every chance they can my concern is also I mean if this was a you know 500 $600 that's a big difference than 3,100 now I didn't think to ask one of these meetings and when are they held and how often because that could be a big thing too because that's another day that we've got to go down to Phoenix and and do whatever we need to do to

106to be part of that my thing is thing for the buck sure are we gonna be getting sure that value and I totally understand that has three sub three come in at three groups and so superintendents represent the board so boards are not expected to go and I do and they are so the meanings and we could choose to participate in any of the three groups so there's a superintendents group there's a curriculum council and then there's the greater Phoenix area business officials maybe not so much especially since our local business group our County business group is becoming much more active and as Doug said the ASBO is very good and we are joining that group this year and we have been member of that group for several years amazing this person so we know

107we've got you know we know we've got some good things there the meetings this year are area on the month for these three committees one two two three four six meetings during this year from the actual meetings I will tell you I've been together emails and information from the group literally every other day since I received this information are we part of the state superintendents are you a si district is part of a SBA and ESA has been amazing where instead who's the director for that is an amazing representative for us and keeps us all informed in lots of things and both a SA and SB a good lobbying representation so those thoughts did cross my mind when this came across as well and those are several couple hundred dollars actually a sba is four

108thousand or something like that for the district 1482 my job and but I will tell you relative to that and some other information that I had sent to you but Kim has done a lot of work to reestablish positive relationships and with certain folks at the NSBA especially related to our more policies when she first started talking to them they were not very friendly and I might actually say rude and whatever but she's reestablished relationships with that we we kind of along the way on what was going on there so we really we really reestablished some really good relationships with all of those organizations already so I would perfectly understand whatever decision made relative to this one I just felt on behalf of the district we have to mean on behalf of the district but

109this was kind of Cheetos for our district to be recognized and now in a very positive way in this at the state level and let's let's face it we can always use some positive things any other questions [Music] no no motion moving on executive session 9.1 we need a motion to enter into an executive session when we enter into a executive session Cori verges I second okay all in favor Cori burgers I thank you we are an executive session you we're recording alright okay we'd like to reconvene our meeting at this time moving on to item 10 points to I'm sorry there's no action there ten point three future topics do we have any future topics to discuss other than our meeting on the twelve well and I'm meeting on the 12th will there be

110the behavior plan also the Guardian will be coming back to schools and all that okay virtual because that's the thing it'll be different than the handbooks this is what the committee is coming up with for how they're going to deal discipline when kids are online okay otherwise okay right so just the meeting on the 12th no other future topics okay moving on to when you actually just discussed that 10.4 time and date for a future meeting we're gonna have our special meeting on the 12th at five o'clock so nothing else there do we want to schedule our other meeting or wait till the 12th it's it's on here for August 20th then we used to always do it that third Thursday yes go back to that what day would that be is it the term

111yeah yeah that's what she has recommended for us here's the 20th okay okay so our next regular meeting August 20th at 5:00 p.m. is that a good time for everyone Doug you did for August 20th yeah Jeannie you did for August 20th at this point I don't think we need one I'm anybody need training for board dogs no we're good yeah we could skip a so just to us so we can do a five o'clock meeting then no workshop all right sounds good we'll set that time now all we need is a motion to adjourn meeting five o'clock meeting is that good for you or do you need to have at 6:00 5:30 5:30 I'm good for 5:30 yeah yeah we can do 5:30 Doug you good for 5:30 hell yeah okay 5:30 right okay

112then Corey Burgess I move we adjourn make it brandy all in favor Corey Burgess I be Borland I we are adjourned thank you very much you
