001all right you mean like to call the work call to order this workshop the Bullhead City Elementary School Board on Tuesday June 16 2020 at 5:00 p.m. here all right for our workshop today first item on the agenda is the budget for the 25th year 2020 revision number one dr. Stewart okay after much work and revising things and whatever you have our revised budget for this current year and a couple of things that I would note for you on the cover page is that our budget limit is significantly higher than the budget that we adopted excuse me last July that budget was roughly 15 million three hundred thousand or so and this is about a million dollars more and and then the unrestricted capital is about the same so and that came about when we
002were working on using the a poor which had to do with our student a DM and re a DM from the previous year to this year changed by only four students the official ATM bucks students and there were also some the other significant difference was that mr. Hoekstra had estimated 300 thousand dollars in carryover from the previous year and that ended up being about seven hundred forty eight thousand dollars in carry or so that was another that was part of this significant difference was that four hundred and forty eight thousand dollar difference no and there is no longer a limit there used to be a limit in carryover and there is no longer a limit apparently I don't know when that happened but I do know that I was concerned about what what did that
003really mean and do we really have that money and I spent about an hour and 45 minutes two weeks ago on the phone with Chris at the Auditor General's Office and he's one of the folks in that office who creates these documents these forms that we fill out and I was concerned about those numbers because in the calculation page and the data page where we make sure that the things that we have in there are correct from the a poor 55 and so we literally went through every line in there because I wanted to make sure that I was not misinterpreting that information and so it is accurate Doug and we we did have that carryover it would have been nice to known that because we certainly could have used some of that money but
004then in finishing the whole thing of course it ends up we have two million dollars different and so that meant that I needed to go back into the budget and put dollars into some of the line items so that we could have our budget stomach budget match the budget limit that does not mean we have to spend all of that it just means that we have that we have that available and what we don't use can roll over to next year yes it did so this is really nice to know that we don't have to have that limit and right now right now Doug because you know we're all concerned about what's happening with next year's you know with the next year's funding it'll be really nice to have because we didn't spend this amount
005of money we're going to have a significant roll over to the next budget and that will be nice to have that little nest egg if the legislature whatever they end up deciding relative to our funding it will be really nice to have a little nest egg to cover that and make sure that we can't in fact cover the commitments that we've already made with contracts and and that we may need to make four you know for this coming year so you know that will be that will be very helpful the other the other change on the cover page that in the copies that I sent to you all have to do with the average teacher salary I had been concerned all year about the fact that we had an average salary for the current budget
006year listed at 53,000 and some odd dollars and and going through the budget and looking at all of our salaries and running my own averages and doing all of that I was really concerned because I don't know how that figure was calculated and that's not as not good or bad it's just that I don't understand it but it seemed awfully high to me and considering that our highest paid and teacher certified employee who is not an administrator that person's contract is about fifty five thousand dollars so I couldn't understand how we could have an average of fifty three thousand when our top salary was only 55 so not knowing how those were calculated I felt more comfortable just saying we take the all of the teacher's contract salaries and their classroom site fund performance pay
007otherwise known as prop 301 because everyone gets their contract salary and they get prop 301 the other income that teachers and other employees get from us during the year are from stipends or after school programs and Friday programs or any of those kinds of things and and that's not you know not everybody gets those so on the one hand I can understand that people think of that as income but that's not necessarily salary so in a very dr. Stewart yes I know I know when I questioned mr. Hoekstra about that last year he had stated that it does include the prop money the stipend the Friday pay money that all of that is factored into that and I and I understand that they you know that you can do it that way and that made
008way that he did it and I'm not finding fault with that it's just that I have some trouble considering that side because I think it's misleading when when we publish a salary schedule when we publish you know when we say to folks here's here's what we can pay you come here or just start working here and it's so far different from that figure of 53,000 I agree hundred percent yeah the the Duran the Jeannie the directions that are attached to this document that we use you know we follow to do it are really are the law is also very unclear about definition of who is a teacher and definition of what is salary and then it says whatever it is you use just use it consistently so since I didn't really know all the things
009that had been used in the past I thought okay I'm going to this is what I'm going to use and I'm going to put the description here in this box so that next year I'm sure I do the same thing and if anybody came after if they did something different they could explain what it was that they did different but to me this was much more honest you know you grab a crane you know it's a one-time hit for us to say okay so that's a change on that page on page one of eight which is really the third sheet of paper and one of the things that I made sure of doing is and I will tell you tell you it took three or four passes through the budget to find to correct all
010of these but I wanted to be sure we had the FTEs correct and so I did find some errors and and and we've got those corrected so I just wanted you to notice that that's the reason there's such a significant difference between 120 2.0 last year and 115 point 43 part of that has to do with with how we calculate teacher salaries out of regular budget and and from clustering site fund where most teachers are out of this budget are 90 97 % out of budget and three something 3% out of the base pay part of prop 301 RS classroom site fund so that's why it comes out to a weird number you know we don't have point forty three of a person but that's how it adds up when you put them all together
011so I wanted you to be aware of those changes and then on page two of eight I'll keep going unless you want stop me with questions on page two of eight then correcting those FTEs then meant that we needed to correct the FTEs on this page as well and I'm the truth is that we do have about two more employees than we had a year ago partly because we added at the beginning of this school year and in the Nuba in this budget we added on to special ed teachers so that we had smaller classroom sizes in our sped classrooms than we have in the past the next change that you will notice and I didn't I like them better on is on page four of eight which has to do with the capital budget
012and I'm hopeful that you will approve the other thing the things about some spending that I have on tonight's agenda so in in hopes of that some of these numbers reflect you approving the capital of projects that I've requested this evening doesn't mean that they will happen necessarily so for instance the vehicle that I requested when we talk about that you may or may not approve it but I put the money in the budget and and so you can see that over on the left side down toward the bottom and then I also made sure that we had the funds in capital in the right place for some technology purchases that were requesting from you so we tried to make sure that we were covering all of our bases with those things if you don't
013approve those expenditures then we correct this budget when we do the AFR the annual financial report and those things just get corrected at that point dr. doing yes because I haven't seen the list but if you purchase something now not if we can get it done quickly with folks and for instance one of the three things in that list and new business is technology and mr. mcnutt's been working very closely with our our main vendor but we are also of course we especially on big purchases we we get comparison prices but they have assured us that they can get us things in a timely manner so that we can in fact pay out of this budget the other thing related yeah the other thing related to that Doug is we're trying to find out from
014the state some some direction about about spending out of this budget into the next fiscal year primarily because our title 1 grant is a 15 month grant so it runs through September and the title 1 folks at the ad II keep telling mrs. lot yes you can go ahead and spend out of this year's budget in July whatever if your school district allows you to do those kinds of things so we're trying to get some clarification on that because you know we moved summer school from June to July we knew we wouldn't be able to do summer school now but it means that we have people paid to work in summer school in July who were slated and who are slated to be paid out of this fiscal year and yet the title 1 grant
015fiscal year goes through September so we're trying to get some real legal clarification on how we can do that legally and we have even more reason to do that because we will be receiving 1 million 117 thousand and change for the cares Act I did not put it in this budget on purpose it will be in the new budget but that money carries over until the end of June in 2022 and so that's going to beg the question that you should that you can still spend money in a you know from a budget into it the next fiscal year for the districts so we're trying to get some real clarification on that so that we're sure that we're doing it correctly and that we can in fact do it because our summer school program is
016going to depend on it like I'm glad you're following up on that because of the grants of the cares program situation but typically you need to receive it as you're well aware now to pay for issues while there I do know that and and we might not make that timeline on some of these but you know but we thought at least if we would try and if not the me I'll put it in the next budget okay thank you yeah and the other thing about that Doug is that if you all approve it tonight as if you free those as capital purchasers even if we can't get it out of this budget I'm hopeful that then your approval would be in the new budget go ahead and do it you know because the money would
017be there we'd roll over okay the next page page five of eight is simply a breakdown of capital and and it doesn't it doesn't deal with all of it it just asks for the things that you're using for those specific purposes so the total on that the totals of lines 13 through 15 do not match the total fund expenditure expenditures at the top they just pull certain codes out for whatever purposes that that they have on I'm not quite sure why page 6 of 8 then shows our on the left side shows our federal and state projects and once again I needed to go through and find make sure that all of our FTEs were accurate for the dollars that we had and so you've seen me see some Corrections there interestingly enough we have
018a grant the preschool program has a grant that pays for one of our teachers and two of our paraprofessionals and that code is not even included in this budget it's was a free-standing grant that mr. Burrowes applied for a couple of years ago and we got and I kept trying to find this myth he's missing F two E's because that would be a teacher which would be one point and then there were two pairs that total about one and a half and I couldn't find those two point whatever FTEs and I finally figured it out it's because that code is not included anywhere in this budget so it's just that's just one of the strange things about this process page 7 of 8 just simply tells you how how we determine capital money and Emin
019all money the district additional assistance is calculated based on our ADM and a4 that's that the state uses and then they it's kind of like they give you the money and then they take part of it back don't quite know how that happens but if you see online to a our district assistance is one point one two million and change and then they may be adjustment they take back three hundred and sixty two thousand so we ended up with seven hundred and sixty one thousand so you add that to our base you know and then you will see down on a see the actual carryover that we had from last year in the adopted budget that said three hundred thousand and I understand that you know you make your best guess in in June what
020your carrier over is going to be so that's how we got the total budget of 16 million four hundred seven thousand then in the right hand column you will see that the unrestricted capital looks like eight hundred ninety three thousand and yet you have seen that our actual capital was seven seventy one and that's explained on page eight where we had to pay back and our expenditure from the previous year and and so that and that brought us down to the seven seventy one page then there's a supplement page and this is another one of those where you go looking for things in the budget this is a small grant for English English learners and it pays point three five of a position so that's twenty three thousand dollars but it's a point three five
021FTE and it did get calculated into our F two e's but it's kind of off by itself this whole little bunch of this kind of off bytes off so and then the other page is just simply a page 1 of 2 is just simply a different way of looking at page 1 of 8 and and then behind that are the the actual pages that show how all of this is calculated the worksheets where we put the information in and gets to this actual on a final budget one commented on the capital outlay additional assistance whatever you want to call it but I thought the legislature was going to even that out this year but that didn't happen I guess and I'm talking about the money they took away right I think that the it depends
022on this was one of the conversations I had with Chris and the AG's office so on page let me get the right page on page seven of eight what happens is when when you calculate from your April report when you calculate your revenue control limit that comes out to be the 15 million 725 952 on line one and then you have a district assistant so in our case that's 761 so you can either put the district assistants over in your capital or you can split it however you want between the two and the same is true of the 15 million 725 so in a way what the state has done and this started with the the way this was all calculated a year ago because this format of calculating the budget this was a whole
023new format a year ago so the thing that's kind of nice about that there I guess the evening as a district you can kind of decide okay out of the 15 million 725 how much of it do we want to be in M&O how much of it do we want to be in capital and you can do the same with the district assistance so you know we we could do that and in making these Corrections I just kind of went with okay we in the the version you have the adopted version had the 761 398 over/under capital and had a 0 up above on line 1 but did not have the full mount here so I just chose to put to take the 786 out of the M&M you know that it would be a
024revenue control limit and move it over there and then keep the ad a or they are DAA here the district assistants level and that will be coming up again next year it will come up in our new budget the Amero come up but but you as a board can decide you know you could decide to keep it all in mo if you wanted to I'm not sure that's I don't think that's in our best interest I think we have a lot of things that we need to do there capital capital projects that we've been waiting on sfv for that maybe we can be moving on some of those on our own but the other thing that I think we can do is set aside some of those dollars in our new budget set them aside
025just in a line in our you know in our budgeting process for whatever it is the legislature ends up deciding to do about what happens with our attendance and all of those kinds of things I think we need to prepare for a cut all the way because they were talking about a huge meal in years past they have sights in dollars all kept dollars back to me I wish I could answer that in a really constructive way but all the answers that we get are the kind that kind of dance around the issue and they say well we increased your per student money by xx dollars and that includes what you you know some of this financial assistance back on the other hand they will tell you well that's what this district assistance is so
026they're kind of saying okay this thing that solicitor vendor number two here that's really what they're saying is giving us our money back so it looks really good that they're doing this a million one hundred twenty four thousand dollars it doesn't look so good that then they withheld 362,000 so politically correct I could kind of say to you well maybe it's not even politically correct but I have I kind of have this feeling that they give it to you with one hand and then they take part of it wrap with the other hand I will tell you that in and where I am in the new budget is that the that line to be where they're reducing the doing that reduction for state budget adjustment is about half of this amount as I recall off
027the top of my head it's in the neighborhood of one hundred and ninety thousand as opposed to three hundred and sixty two thousand so the state would say to us yes they're giving us giving it back to us we'll have to see is that a good non answer it's as honest answers I can give you based on the non answers we don't have any other questions on the budget all right item one point for our school districts plan to return for re upcoming school year 2020 21 Thank You mr. president we attached to the board Doc's the draft that we have her return to school plan we had a lot of people involved in this and I have a little PowerPoint to share with you so that we're not going through this necessarily page by
028page unless you want to but I thought we'd hit the high points primarily for the public you might be participating we'll help we have some public on participating with this meeting and also just to hit the high points rather than all the details so James what do we need to do thank you okay so this is a summary of that 11 pages document and we had some guiding principles that we used to drive this whole thing the first one was to plan and implement safety measures for employees and students we want to make sure that everybody is safe the second one is to establish and teach all the appropriate people the hygiene protocols we want them taught to employees we want them to talk to students and if we're going to expect parents to be
029helping us with this so that kids come to school healthy we want to teach some things to parents primarily we want to maximize our teaching and learning for all of our students and then we want to be sure that we're communicating so those were our guiding principles for this document the planning task force included besides myself the principal's the preschool coordinator the public community relations director his Lance Ross curriculum and professional development director mrs. lot English learners director mr. Musil some folks from the special ed department because at the moment we don't have an active director mr. McKnight is technology director both of the transportation directors the managers from Chartwells and ADM and we didn't proceed very far into this without looking at the surveys that we did with both parents and staff among the
030questions we asked parents was this one as of now and this was three weeks ago three to four weeks ago now it was a month ago there's a month ago so right about the time that school would have been if we'd been in school as of now do you feel school should reopen on July 29th with the expectation that proper hygiene and sanitation practices continue and you can see that the yes percentage is very high the know is low and the comments indicated that they were just kind of uncomfortable with that and would prefer maybe that we wait and then only five people said they were not sure and five did not answer the comments the fill in open responses that followed this we're very much of you know we want our kids back in
031school but we want to know that it's going to be safe and then we asked once school resumes my thing only plans to and on the left return out to our current school or one of the schools in the district and that response was very high stay at home and request distance learning options through through the district and that was about 20 folks withdraw from the school district in home school or register in another school that was only three responses and then 60 responses were unsure at the time in the comments that went with this indicated that once again their they were unsure because they want to know that things are going to be safe for their kids I will tell you that our response that had to do with withdrawing from the school and
032from the district and not having their children in our district our response rate was very much lower than the responses to similar surveys in other districts and I think that speaks well to probably to how people felt about how we operated during closure and I suspect it has to do with folks you know really liking having their kids in our district so I mean I was that we were much lower in that response than many other districts similar questions to the staff our employees and we had about a hundred and 161 responses from our staff so that's over 50% which is on any survey it's considered a really good response rate as of now do you feel schools should reopen for students on July July 29th with the expectation that proper hygiene and sanitation practices
033continue so you notice that we asked exactly the same question we knew we could not compare the responses between employees and parents if we did not ask the exact same question and so you can see the percent seventy-five percent say yes we should open on July 29th and then less than 20% about 20% 21% says no interestingly enough on the question that has to do with which he would prefer if we cannot open near-normal if we can't open a regular school year would you prefer half days every day Monday through Thursday or alternating days and parents prefer the alternating days and staff prefer of the half days so those are interesting responses to to the same question we did take those pieces of information into consideration but we also took into consideration a whole lot
034of other things that had to do a lot with time because if we can't open normal or near-normal what are that what are the time factors that are different between having every student on campus half a day every day and having an on campus all day every other day and a whole lot of it well down to do we have enough people and time to clean things between on half days and what would that do to our transportation rooms so we tried everything we could to think first about what's best for our kids academically and then to face the realities none of us like this conversation about anything other than having full days of school and having every kid there every day but we have to be ready for whatever event reality we do not
035want to be caught flat-footed like we were foreclosure so thinking about those guiding principles I won I'm going to share with you now is reorganized a little bit differently from what's in the document but it's because it's related to the to these guiding principles but here are the things that that we've got in place so for phase 3 which we're calling near normal as normal as we can do under these circumstances we really would want for the first opening of school to have health screenings and use hygiene program protocols for those first four weeks part of this is in response to the comments that parents made on their surveys but they will feel much more comfortable with their kids coming back to school if they know that we are doing everything we can to keep
036their kids safe students at the beginning we would do daily temperature screening we would do social distancing as much as we can with every kid on campus students will these temperatures exceed 100 degrees will be isolated and sent home this temperature varies from the one recommended in CDC and all of the other things simply because this is the temperature that is in our parent District policy that we send kids home if they have a fever of 100 degrees employees daily health and temperature screening for the first four weeks cloth based coverings are required for those first four weeks and employees whose temperatures exceed 100 degrees will be going home we in and we've been meeting almost weekly as the county superintendents and we yesterday with Denise from the County Health and and we've met with
037the folks from the state health department and with folks from the a de but from yesterday wanted to be scientifically verified things most recently is that masks are critical ii to hand-washing for mitigating the spread of covin 19 so that's a factor here school events at the beginning we would not have big events assemblies field trips or athletics and the situation would be evaluated regularly to determine when events may resume and so in that light and we just put the note that back to school events information would be shared when it becomes available I truly think that we have to keep looking at the data clear up until probably the 15th of July when you as a word can say okay we're gonna open normal we're going to open whatever you get as close to
038the beginning as we can to make those decisions our planning is all to open normal but have everything else in place to do the others if we meeting and then finally cleaning in phase 3 which is opening normal near normal would be very specific increased disinfecting and cleaning protocols for all sites until further notice and then you notice the asterisk you know time would be circumstances and data that will roll in all the time they'll be the ones that decide when we change those dates you know when we say okay now it'll be three weeks instead of or or we won't do it at all or we need to extend it to six weeks I think those data are the things that will drive the decisions that you all need to make if we had
039to be in a hybrid or in a Phase two situation we're calling it the hybrid learning plan at that point sites would still be open visitors would be restricted there would not be non-essential people being on the offices students the things would continue very much like in Phase three I've got beyond but for the length of the time that we're in phase two same for employees school events all non classroom events would be canceled we would continue our after-school programs in our in this phase because the students would already be on campus and the number of students involved in any of our after-school programs is already limited by the number by the situation cleaning with the specific be specifically increased very much more intense cleaning protocols if we were in phase two phase one is
040closure again and we would really not want to go back to paper packets we have found that those in you know I mean there were lots of parents and lots of kids who did their best effort with that it's a hugely time-consuming project to do it's not the most effective teaching and learning and we would prefer to move directly or strictly to online learning and I'll talk a little more about what we have in mind for for all three phases for this but school buildings would be closed because we're here talking in this section we're talking about safety employees would be working and and given given all the guidelines that we have this would not this would be a much more strict situation than it was during the previous closure employees would be at work
041unless they have over any health concerns online learning would be provided for all students with some exceptions that you'll notice in the other section Neels would continue to be provided for students and the delivery model would be dependent on what the USDA approved at that time at this time the USDA has approved the continuation of our grab-and-go meals through July and we are be reimbursed for those meals all on-site events and programs would be canceled and the district office will be closed to the public so this would be closure as we have just come out of in the Pantanal past couple weeks guiding guiding principles for the health protocols for all phases we're going to ask parents and visitors and we expect them to follow the signage and the protocols our primary issue is keeping
042our students and our employees safe any particularly any employee who might unfortunately have Kovan 19 X all kinds of things but particularly if it's a teacher because we're talking about a classroom full of kids and a four in Phase three where we're open normal and suddenly we have a sick employee you know we're in a real bind with that we've always been a bind with the number of substitutes we have or don't have and we just don't want to be in that situation so it means that sometimes we kind of have to be the parent for everybody in this case maybe even the parent for the parents for them to come and respect our folks on campus by following our health protocols students are going to report directly to class when they arrive on campus
043after having the health screening and so we're not opening campuses as early in the morning we'll have meals and classrooms the whole idea is to reduce everybody's exposure to keep the exposure among folks as limited as possible and still have a productive learning environment and on buses we would we'd have different seating protocols on buses depending on which phase we're in employees will be taught the protocols and are expected to follow them and the cleaning and hygiene products will be provided for each classroom and on-site in the near-normal we're moving to years of teaching and learning so this is what we're really all about and so we want it to be as normal as we can and yet protect our kids so on set on-site classes would be conducted Momiji thirsty in typical size classes
044research activities would be restricted and/or reorganized so that you don't have hundreds of kids on the playground at the same time we have we'd have some or we would change the kind of activities that we have specialists would be held possibly changes in locations so special those might come to classrooms rather than kids go to specials meals would be in the classroom middle and junior high students would be grouped in two or four teacher teams and that limits those kids exposure and their teachers exposure to about at the junior high if there are fourteen thirteen to a hundred kids as opposed to six hundred kids and in two teacher teams 250 we would not allow backpacks except for technology and devices for a period of time and personal items would be kept at student seats
045so if they have a jacket or something it's hanging on their chair their back not the backpacks but there are other devices oviya in their spot and not floating around the classroom after school 21st century and flex friday events would continue and in this case we would try to have two kids per seat we have time so we have buses very very crowded with three or more to a seat and so we would try to do this we might not be able to we might just not have a space on our buses to do it but we were trying and accommodations would be made for students enrolled in our school district whose parents really are not comfortable with them starting the school year we'll talk about that a little bit more when we talk about
046attendance but we want to make sure that we have learning opportunities for every one of our students whether their own site or not and once again the restrictions restrictive modifications would change based on the situation and the data that's coming coming to all of us particularly to you as a board we're making decisions if we were to go into the hybrid learning situation we would have on-site classes on Monday and Wednesday for half of our students and on Tuesday and Thursday for the other half and we would continue learning it would be continued learning would be required on the off days in other words students might not be sitting in seats in our classrooms but they would still be expected to be doing learning and that would look a little different between the junior high
047and the middle school and the elementary we would try to make very clear to folks that what students are doing when they are not at school it is work done at home it's not homework so it's not necessarily practice it's going to be learning we would try to schedule students in the same families for the same pair of base and and so one of the things that misses a lot and I were talking about today was that setting up that kind of scheduling is going to be a challenge but we're going to start doing that probably next week so that we're prepared for this if you have to do it and start by scheduling the families and then fill in the other half of each of those segments with kids who are seeing what we're
048calling singles haven't seen a one kid and a family coming to our schools and physical activities would definitely be planned because we know our kids need to be up and moving and doing things but it would be a planned activity and specials would be limited the other things that you see there are similar we would probably move to one student per seat we don't see any way in the world that we can follow the six-foot rules on our buses and have kids every other seat however we are purchasing some pretty sophisticated equipment to sanitize our buses and have them sanitized after the morning runs and after the afternoon runs with very efficient and speedy ways of doing that and to keep our kids in our Buster iversity and we would have technology devices or check
049out my qualified students our intention is between our own budget and the document you signed earlier Cory that is the money from that grant that mrs. Otto is sharing with you and with our cares fund is to purchase a lot more devices so that when kids are not on site they can continue to be participating in what's going on that's what the difference here would be our preschool and our life skills and our life skills Academy programs this has to do with a lot of things for our preschools part of it has to do with how our preschools are funded and the fact that they are littles very littles who lose things in lose learning quickly if if it's not a daily reinforced thing the same with our life skills students and our life academy
050kids are already only half-day so those programs would run half a day Monday through Thursday students would be scheduled for morning's or afternoon and we would continue to make sure that students got two meals a day from our half-day programs I want to talk a little bit about our student our teaching our online learning in any face so we really expect to do continued learning and it would be required using the programs presented for each level elementary middle school and junior high and once again this has work done at home not homework meals would be provided this is phase one but it applies to the others as well I learned that part does special ed students English learners and other students with specific needs would be required to participate in on line learning to the
051best of their abilities and we would supplement that with what are special accommodations and modifications we need to do in those rare situations where someone where we have a student who really could not do any online learning we would work with the family to design a program specifically for those kids to make sure that they are still getting all of the things that we are teaching to all of our children and employees would be working teachers who the teaching care pros would be helping office personnel would be conducting business etc this is a piece that's not in the pan and in the handout or the draft and it's because these are very good ideas that came from the documents that we got from the trust last Friday afternoon after we had published this for you
052all but it's very clear that we need to be specific about communication so the director of public and community community information would coordinate all messages from the district level to students parents and the community for all three of these phases operation of school sites including distribution of Hygiene footballs on those things the director of curriculum and professional development would be coordinating all training for employees and the public time I'm sorry and the director of transportation directors of transportation will be doing their part and the managers for those other programs okay I really would like to talk with I skip the one about the site level because there are some things that would come out from the site I really want to talk to you a minute about attendance in the draft on page 11 I'm
053asking the board to commit to us being able to say to our kids and our parents in our community that our primary concern is teaching our students them learning the law says that students must be present to be counted they must be in a seat in school to be counted present for that day that is law and it can only be changed by the legislature and it affects our budget because our just based on average daily membership now we know that students can be gone up to ten days before they're dropped and so they're you know there's some little games that you can play with okay so the kid isn't coming to school parent doesn't want them in school if they come and sit in school for one day then you don't drop them and
054they can count them for all ten of those days and that's kind of some game playing but I'm asking you all to consider that for the purposes of our school for the purposes of us running Fay these three near-normal and either of the other two phases that we really consider students for our purposes as a district president if they are in class on site present if they are enrolled in our district and they are in fact participating in whatever program we have going at that time so for instance if we open normal and we have parents who are uncomfortable with their children being on site they are enrolled in our school and we work with the parent for on online learning as part of that so perhaps if it's a junior high student we plan
055to be streaming lessons when kids are off site so that we would be counting kids president if they are enrolled and in fact doing the things participating in instruction and then I have several more several more definitions under Phase two and then under phase one but it was very specific about this because we don't know what the legislature is going to do we don't know if they're going to accept or adopt any of the recommendations that are coming from all of the education groups in the state and I will tell you probably for the first time in history all of the education groups teach a Arizona teachers our Arizona Education Association Arizona's supervisors Arizona School Board Association are all on the same page and working together with recommendations for the legislature but I wanted you
056to be aware that and commit to us doing what's best for our kids doing everything we can to educate them even if they are not seated in a school in one of our sites or in a seat in one of our sites even if that does not meet the state definition if we do that yes we may take we may take an economic hit to our budget because of ABM but we think we would be doing what's best for our kids and and in making everything possible for them to have things I have the education that they need so I just wanted it wanted you to be aware of that and then the last section has to do with grading and we very much are just falling back on our policy and saying we need
057to be with our policy says and I appreciate your time for that thank you do we have any comments I don't see what does the statute say the pointed scene comes about that the State Department of the anthozoa legislature would address these concerns because they definitely are concerns but for the plan to go ahead and say okay we're going to do it this way I do not agree that at all sorry thank you and I appreciate that I appreciate that comment Doug and I truly understand that this is really a tricky issue but you know we're that's why we wanted to put it right out there for all the discussion right up front yeah thanks any other comments yes back policy for favor again for me it was a little unsure of what Novak next
058met sure right at the beginning we would prefer not that we would want not to have any backpacks but if we are going to provide devices for our students laptops or Chromebooks or whatever for them to be able to check out and take home we want them to have those devices in something safe to carry but we don't we don't want them to be bringing all of their typical backpacks with all of the various and sundry things that they bring because we have no way of keeping those you know of sanitizing those we have no way of keeping them from being contact with other kids and those kinds of things so we would prefer not to have those on site at all and I will tell you that one of the meetings that I've been
059part of in the last two weeks is with the backpack Buddies program and they're completely in agreement with that they're still doing their program they're still doing backpacks and and at the point where we could allow them to come back on team because we want our kids to have backpacks so it's not that we don't want them it's that right now it is a huge safety issue hey I just don't see how they're gonna get their supplies like this whole like they can't share supplies with other give it in so just imagine how that would like work we don't we don't want them bringing supplies to school we will supply everything they need I will tell you we have some pretty hefty orders in right now for things that for students to you so that
060we are absolutely sure that they have everything they need and that those things will be excuse me those things will be kept separate so that you know if even if even in normal that you know I'm kid a and my things are my in my workspace and I'm not sharing with anybody everybody has with an e so we have we've already reached up our supplies to be ready for that okay I have another question about eating inside the classroom will there be they're not expecting the teachers to to clean those with disinfectant wipes are they they're gonna be like protocols for having appropriate table cleaning it with there will be table cleaning but the teachers will have to be involved in that there's no way to have enough custodial people to be on each site
061to clean 20 classrooms in the middle of the day so that's part of what we would teach them to do and to do it efficiently and quickly and whatever and then we would also make sure that we arranged for teachers to have a break time for themselves we can't expect our teachers to be in classrooms from the beginning of the day until the end of the day was out without some break time and so we're building that into the schedules okay and then I just had one I have another question um regarding following the procedures I didn't see any protocol for if students don't follow the protocols according to their age and comprehension level like what kind of things will be done to minimize the stress distractions in the classroom because already during a normal
062week distractions take away from the learning and now with a condensed learning if we have phase one or phase two if a student is acting up or not following the protocol that's interrupting with very little precious learning times I just didn't see anything like that outline exactly and returnee brandy that we were getting we were working to the level that we thought we could we didn't want to go too much further than this without without some more input and approval of where we are those become the then the operation or organizational details that we can work on from now on okay but we also were concerned about that so you know those are those are the the next steps okay sound good this is Jeanie I've got a couple of concerns with the with the
063eating - is there no way that they can maybe create more more lunch hours in the day smaller kids in there separate them at the tables so that they are eating in the cafeteria you know breakfast in the classroom is a big enough mess we did go we did consider that and then we went back to all of the went back to all of the guidelines that we've had we would want to resume use of the cafeteria absolutely as soon as we could we might expect that given that we've kind of set a four week four week benchmark for easing restrictions on the other things that would be a good target but we're even told then and we will in fact have plans for smaller routes in the cafeterias at the same time Jeanne that's
064exactly one of the things that we've been talking about and you know and the protocols in the cafeteria at that point so this is not intended to be a long-term thing at all we would prefer not to have meals in classrooms any longer than absolutely necessary so you know that would be one of those where you look at your data and you go okay we can relax this you know we can start we can relax this next week right right I'm kind of looking at it like what the elementary kids they they're going to need a break out of that environment they're going to go stir-crazy at that group you know so junior high level they're gonna be switching classes so they're going to have those breaks are gonna have a change in environment they're
065gonna be switching classes very little but the thing is you're right and that's why we've said we would build in designed kinds of breaks for kids so it might not be recess on the recess equipment but it might be going out to the playground and doing some other activities it's a little more instead of five classes at a time once again we didn't go too far with those plans at this point because we wanted to know where the board was with this plan as far as we've gone those are details that we will really work out because we know kids need to move hey there Bernice I'm not gonna work and you know if they don't have some movement in it in the day yeah I mean I'm sure teachers are feeling quite apprehensive about
066teaching in the fall as it is so absolutely any other comments okay we get a motion to adjourn I will secular meeting I called to order three either meeting in the bullets the elementary school this school board on Tuesday June 16 2000 xx 6:00 p.m. roll call Cory Burgess I Brandi du Bois I Jeannie Berlin here please rise for the Pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation to adopt the agenda I will second Cory Burgess I Randy I Feeny Borland i item 2.6 it for tenant reports dr. Stuart thank you I think I've sent you lots and lots of reports and if I if you have questions about the ones that were the one that was attached to the
067agenda particularly the building report and we have to answer otherwise I will share with you just some one thing miscellaneous updates right okay I thought you might be interested in knowing that even though we've been closed lots of things have been going on first of all you've seen lots of documents so you know we've been doing some some normal work but during closure so in the 13 weeks that we've been closed I have participated in 12 county superintendents meetings for statewide superintendents collaborative Network meetings for statewide superintendents convening meetings three adaa de meetings one meeting with our foursome of superintendents that feed but that involve Colorado River schools one radio broadcast one a SBA ASBO a conference one trust conference the backpack Buddies meeting and yesterday I was part of a four superintendent panel that
068was part of the state AAS a conference that was a virtual conference this year and it was a panel of four were of different elements of rural schools myself it's been fun lots meetings do we have any questions for dr. Stewart on the reports Hey item 2.7 donations we had once again we want to thank all those donate to our school CNS Roya 40 $40 donation for a gallon of paint tri-state CareFlight $800 for stop oblique its Kristina Barton 3592 for culinary supplies for flex Friday as always members of our community really step up and help our schools item 2.8 board member updates do we have any updates at this time I appreciate the high school board voting for a in person graduation my friend graduated class of 2020 and also that he did a
069very good job on your mr. Burgess as we could so just grateful for that yeah that was a wonderful experience any other updates an agenda to get a motion to adopt the consent agenda is submitted three point eight so pull atoms three two two three three and three six is that correct yeah all right so your motion is to adopt - three two two three three and three six correct right thank you want to pull those ideas for discussion like what was your question on three - from our mr. noodles brothers have we grown some home people are we tired absolutely yeah we know yes and and some folks who are working on them so a couple of them are interns and they're in the process but then we have some others that yes we
070are growing out and it's very very encouraging to see great how many teachers that we hired back you mean total teachers or just ones that were from that program oh I can't give you an exact number right off the top of my hair I don't have to look it up would you say that again though I'm going to let Jen answer that for you I know what I'm gonna let her into literacy grants so she handles all the registrations for incoming students to get their 100 books free books a year through the grants she does summer school was before everything libraries in like laundering merits doctors offices frequently visited places that our youngsters go to so that there's wheat they have reading options even is donated yes it is paid for with the ground yeah
071it is paid for the rent and it's it's multi districts though our district um we handle most the finances because we're the largest district in the consortium for this grant but there's like Globe Miami there's about five different districts that are involved with the other districts are smaller districts yeah I remember when this grand this particular ground was on page so anyway this person then works in that and helps get the books out and gets the information so I think last year okay as far as I remember know the funding is just absolutely terrible for that program I was wondering if there was any changes in the funding upwards no this year we had roughly two thousand dollars in grant money a gifted grant and that Grant has was an entitlement grand it has not
072been renewed for anyone at this point so we do not anybody coming in forget 'add as far as the document they were required to revise the document because of us removing the lighthouse crunchers but the elementary schools so any changes made to the original documents has to be revised within a year and then other than that it has to be revised every five years I have been anyway okay well there any major was I go ahead there was nothing major like I said the only main things and adding in and 37 also correct all right did that answer all your questions all right can we get a motion to approve the consent agenda I'll second for you birthday of sight legs hi Brandi Du Bois hi Jeanne Borland I am 4.1 fiscal year 2020 revision
073for our budget mr. president I will recommend that you include the fiscal year 20 revision as presented were there any questions for the budget for the revision can we have a motion I will move we approve the budget for the fiscal year 2020 revision number one by Brandi du Bois i huge berlin i 14.2 the return to school plan mr. president I would ask that and the board approved the plan or and give us some direction or any critical revisions that you would like to see in it before approval so that we can proceed with all of those details those detailed plans that we talked about please understand that our intention is to open on July 29th as we're to normal as possible and the things that we've put in this plan and that are
074protocols and restrictions could in fact be withdrawn before we even opens for whatever decision is made relative to anything other than opening schools as normal on the 29th of July is a board decision only the board only the governor and the governing board can decide to open schools in any other way so this plan at this point is to put out the community know where we're going and and what our plan is in case something else happens but other than that we are looking at opening on the 29th as normal absolutely and it's and and this is so that we can keep people really informed and get them informed early because one of the things that we know is that people are very anxious and I understand that I would be anxious as a parent
075and I would be anxious isn't as a teacher an employee we just want them to know that that we're not flying by the seat of our pants you know that as a district we have some plans in place but what those plans are and what the protocols might be and the final decisions not going to be made until we get much closer to the first day of school any questions about or changes you'd like to see made to the school plan I would just like to be informed as changes are made such as the discipline issues that go along with it and I'm also concerned about basically teachers having to do a lot of the cleaning issues that I'll take away from the teaching time also but I just want to see I'm sure it's
076kind of a fluid plan and as things happen that need to be addressed will address those so absolutely you know I was when I sent this out to y'all I was I started to write that this is a draft and that I would like to have a final and I got no no no no this is a living plan there is no way I'm just fine will ever refine you know you know even that's the first day even on the first day of school I think that this is a fluid plan that it needs to be flexible and we just need to be ready to make adjustments that we need to make for kids and I have a quick question are these if we're changing into phases is this something that is going to require
077board approval or is this something that you can automatically change without discussion each change will have to be made by the board okay yeah yeah any other questions then I'll move we approve item 4.2 we have a second brandy du Bois hi Jeanne Borland I okay moving on item 4.3 the approval to adopt amplify for science I'm going to turn this over to mrs. lot here in just a minute but I want to tell you that we have had these the science materials on display a lot of the materials are online things so we've had them if you will with I'm making air quotation marks on display online and they have been available here at the district office the amplify science was piloted this past year and the reason we moved to this was because
078the State Standards for science are changing and the state testing for science will be changing just because you're approving it as a program does not mean that you're approving its purchase we'll come back to to talk with you about that next month once we look at our budget and we really would like to purchase so but this is a pretty well so if mrs. watt has anything to add to that we really would like we will give her a chance to talk about that and and answer any of your questions were there any other questions about the program my kind of have a concern with trying to implement a new science program while implementing everything else going on it's a lot to ask of of the teachers I mean I know it's a good program
079I know it's something we need I know we need the curriculum in there but it's still a little bit overwhelming I do have teachers who are emailing me asking me I mean I definitely see a benefit with with five through eight grades five through eight with this program I'm just a little concerned with how school is even going to be in the fall for like K through four with this I'm going in too so I just hope our expectations of the teachers at that lower grade level are a little more lenient with a new program going in on this I hate to say it but more on the reading and reading in math side I'm not just gonna sign those things are not important as they are but for the little ones I think some
080of our focus is going to have to switch it for elders oh and luckily the amplifi weeding program in kindergarten through second grade already integrates a lot of the science and social studies for not everything but it does integrated already yeah I think it's very good to have a curriculum because we've been making in the past we've had our teachers make or find or purchase their own curriculum which is not always a good thing and doesn't always work out well for us and the students in particular so I think it's good that we have a curriculum for this for the teachers to rely upon and not have to spend that extra time trying to come up with their own and purchase like on Teachers Pay Teachers and things like that so I'm all for having
081a science curriculum especially in the in the junior high and middle school any other questions okay could we get a motion second i brandied it was I item 4.4 proposed administrative salary placement scheduled for the 2020 2021 school year you have attachments to and I think where you have both my copy in your copy their side the one copy see has handwritten at the top 20 18 19 that was not my handwriting it was in my a little display thing in my office when I came and so this is a placement schedule it's not a salary schedule but it is a placement schedule and I also sent to you as board members a version of my proposed one show you our current and current industry there's all relative to the salary schedule so the only
082difference here is just raising every cell by $750 does see when we will change and then adding the other change is adding the certified school psychologist and to Grady that person that that position in our district is not on any salary schedule so just a minute any questions about the salary placement schedule I have a quick question and are we going to be moving them to where they would fit on the salary schedule this year if we vote on this no we we're not doing that Jeanie we're just using it as a placement to determine where to place new people because a number of our nature to already above this salaries above this schedule for a variety of reasons years of experience I don't even know always but you know so the current the current
083administrators I had made the recommendation to you all that we offer contracts to our teachers and our administrators for the new year with the salary the same salaries that they had for fiscal year 20 so at any point where we decide to raise us to all time employees then that would be a separate discussion this is for us to hire to place people that were hiring you okay thank you that's what I just want to clarify I just want to make sure that some were getting raises and somewhere if we did something like this all right thank you sure and then I also want to tell you that and this it will not come as a surprise to you that we can't compete with some other places even with this change so you know that's
084I mean that's just stating the fact that you know we can't compete with Nevada salaries either for teachers or administrators we can't compete with most of California and there are other places as well and we have interviewed some and offered positions to some really good candidates who wanted to negotiate with me about the placements and I simply said no you know we we have a placement schedule and that's what we're using so thank you questions or comments by the way I move we approve item four point four PT Borland I item four point five class of classified placement scheduled for the 2020 and 2021 school year well this one got a little tricky because as you know the one the current line from the beginning of last year in Collin step one was $11 and
085of course we knew and at January first that everybody had to be 12 dollars or more I did report to you at that time that all of our employees were being paid twelve dollars or more per hour they were in fact and and since this is a joint salary schedule mr. flora and I were going to talk about it and and propose something to give to our boards somehow there along the way I missed that this proposed salary schedule for 2021 the current well we're even for this current year went to the crest board in January and was approved so fortunately we've not hired many people since the January 1st that would have been affected by this but I wanted to be sure that we have it in place for our new fiscal year because
086we do not in my opinion we do not want to get back into any kind of competition with the high school district our salaries and losing people you know the @one district they're together is making 27 or 30 or 30 cents more an hour for a similar position so essentially we did not have this in place for the second semester the high school district did and so I'm simply asking that we approve that you approved the same one to start this coming year any questions couple o'clock yes sir I did add those Doug because we because we would do that we would calculate that anyway usually for people who have that many that many years of experience and and once again to help us attract the people you know say that if we can give
087them credit for years of experience that we do so much driver sir meaning the same bus drivers in the plan that was presented to the crushed board yes stayed the same whatever you want to call it - yes yes if you approve this it would we can't afford it correct we can't afford it Doug one of the things that I did was because I wanted to know how this was affecting our current employees and so I went I printed out the information on all of our current employees we have 21 I think it's 21 employees that and they're at the bottom end of this so they're you know they're down here in Ling's 1 & 2 who's whose current salaries are below these placements and I feel and that's why there's the next item on
088the agenda that we that you allow me to bring those people up to the spot on this placement schedule where they would be so that if we hire a new person we're not paying the new person more than somebody who's already been with us and and so that's why I put that as a separate item on this agenda because I knew that this you know I wasn't going to even give you this if I felt that it was going to cost us a huge amount of money so between the raised and the salary rates for those 21 individuals and the benefits we're talking about $20,000 I knew yes to bring them up to the spot you know where they would be to the corresponding spot on this placement schedule of where they are currently and
089to pay than the amount that's in this spot so like I said that affects 21 out of about 170 employees are hundred and sixteen forties and and it's not that meeting I'm sorry well close 115 employees it's about 21 and it would cost us $20,000 well it would be what we're paying them right now plus the 20 to bring those 21 people up to the same level everybody yeah you probably don't have that I don't have that right in front of me okay I understand thank you sir I might be able to give it in the next minute or so though any any other questions okay I will move we approve item 4.5 thank you item 4.6 the adjustment of salaries benefit 422 classified employees in relation to the classified placement schedule for 2112 2020
0902021 so this is the 22 people for the $20,000 difference it places those 22 BER in steps 1 & 2 where it doesn't even necessarily move them a whole step on the schedule it just brings what they are making up to one of these numbers so so if I have somebody making $12 right now and they should be in another num oh that's not a good example so here I have somebody whose grade - so that's column - and and should be isn't currently making $12 in the five cents now on this schedule they should be making 1305 so that person is getting a fairly hefty wienies but it keeps them in that same cell it's something that seems moving cells where they're supposed to and that's where the 20,000 comes from right because I
091would hate to hire I mean in this case it's a title one I hate to hire a new title one aide Brandon first year at 1305 and I have this person who was with us all this past year still only making 12:05 that's just not right you know I just think that's wrong to do the people any questions on that and this we did not do this last year which would the classified employees right we only did this with the certified yes and this is not this is just a placement schedule Jeanie and right right kind of it kind of balances because we did this last year with all the teachers and the sugar we know it is certified yeah yeah I think having a scale like this makes it equitable and then more fair
092especially like to say if you hire someone new at a higher pay rate than someone that's been with us a long time you know that affects their loyalty to stay with us so I think this is good thank you and it does do that but I also just think that it's the right thing to do you know I did yeah sometimes I mean I think always we should do the right thing when we can so I agree any more questions okay I will move we approve item 4.6 we have a second okay Corey Burgess hi brandy du Bois I see D Borland all right item 4.7 resolution in support of specific additional federal funding related to kovat 19 crisis dr. Stewart this was a this is a resolution that was sent out by only sorry
093right at this moment I can't remember which group sent it to me but the effort is to really have a brass roots push to the federal government to make sure that the funding for however this whole thing affects school districts in the United States is beefed up son and an example that came in that I heard this week in one of my superintendents meetings is there after 9/11 the federal government issued assistance to school districts in the United States for a hundred billion dollars and so far what the feds have done for this situation which really far more affects people at the grassroots level has been 13 million make significant difference so this is simply saying to our legislators please consider in your legislative action this fall the cost to districts the recent research at
094the federal level says that the average cost per district for this whole crisis is 1.7 million dollars we're kind of fortunate that our Paris dollars that are coming in our 1.1 million so we're doing pretty well relative to that but that's because we're a title one district the districts that are not entitled and do not have title 1 funding are getting none of that money so this is just simply a resolution and a little recent closure with it what I thought I would share it with you and see if you wanted to support this any questions or comments um do we have a motion though do we have a second I'll second Corey Burton hi brandy du Bois Oh Jamie Berlin I the item four point eight capital alley capital outlay expenditure request mr. president
095thank you we talked about this a little bit when we were talking about the budget and time is becoming a factor in this and I understand that there are three items that I would like for your consideration the first one is looking at the agenda and I don't have all the details the first one is technology we have our computer our laptops our teachers laptops are three years old I'm looking at chains for some verification review three and we're starting a year for with them at the time the funding that was available the district chose to replace all of them and as a result did not get the and did not get really good quality laptops I totally understand that decision because it would be really difficult to get nice laptops for some folks and
096leave others with poor equipment and we're going into a situation where we are really expecting our teachers to be stepping it up relative to you online instruction and all of those kinds of things and we do have the funding so I'm asking for your approval to spend not more than one hundred ninety thousand dollars for laptops and for webcams so that we can actually do live streaming classes in our junior high James has done his due diligence on this and I used the one hundred and ninety thousand thousand dollar figure because I thought the laptops of laptops laptops alone we're going to cost us in the neighborhood of 185,000 he went back out to the vendors and then actually has come down to 149 for 175 laptops and again we could have we could get
09720 webcams for less than 6000 dollars total so considerably less than 190 that I was asking your approval for but I knew these were big-ticket items and I wanted board approval before I spent that money any questions about the laptops we we do not technically need bids because we're using a Content one of our state contractors however okay however we are doing our due diligence to make sure that we at least get clothes from others so that we can document that we have not just automatically taken a state contract amount I'm do let James answer that Thank You dr. Stewart and mr. president mr. Lutz we're sticking with the Dell laptops this is a more business bring end of laptop then we purchased the last time the laptops we purchased you know over three years
098ago now were more of a consumer type laptop like you'd find out while more than that and they are just quite literally falling apart so the laptops that we're choosing now are more business laptop there's more metal in them as opposed to plastic cases they have the integrated webcam and and all that other stuff one of the key things that we're doing now is we're putting solid-state drives in our new computers and that sounds fancy now but what it means is instead of waiting two and a half three minutes for your computer to start up it starts up in 20 or 30 seconds when you launch Microsoft Word or Internet Explorer instead of wing be 20 30 seconds for the program to launch it launches in just a few seconds we felt that the few
099extra dollars at that cost us pays off big time when are realistically expecting our computers to last five years four years in the hands of a teacher and then get repurposed back into the classroom for another three to five years you know we really expect a lot from our technology I kind of joked with some of our vendors that you know if we don't get 15 years out of it we just feel like we got ripped off so we're really trying to stick with the device that's gonna be here for the long haul but it is a Dell computer it's got a good modern processor in it a solid-state drive we put eight gigabytes of RAM and that we kind of felt that was a little light but it does have expansion so down the
100road if we determine we need more RAM we could just add that in with a single chip add-on it's not going to eat go out and buy a whole new laptop and we're expecting them to be a lot more durable than the last round of purchases that we have and then mr. president the other plan is that instead of going four or five years and then requesting all of them again is that we would start a replacement program we probably would wait until at the end of the second year to replace a third of them for the next year and then the third after that and as we replace them then they the ones that we are replacing come back into our inventory to be used by students and used in other situations but we
101don't want to be faced with this situation again in three or four years where we have to have the huge capital outlay to replace all the time I like that plan any other comments or questions and so these are brand-new computers that we're purchasing yes yes thank you for that question we're not doing renewed computers these are brand-new never been used okay thank you well the teachers be able to keep their current laptops in the classroom as an extra one for students or will they be turned back in we haven't even discussed that we kind of talked about that they could become part of our pool to check out to students you know if we're needing to check them out for our use and online learning but that certainly could be in the next gene
102okay the issue will be how many of them are suitable to still use well they're probably more suitable than the Chromebooks that are missing half their keys the hinges are broke and they don't work also some of yours later would be able to during these days and their professional use well I'm sorry that you broke up brandy so I didn't get that I think she was asking it was maybe the pair of professionals get the teacher laptops to be able to use BT the older ones the brand-new ones they're ones that are still in good shape I don't I can't have him think of a reason that they need them but that certainly could be in the mix though the title teachers do okay Jim's filling me in a little bit on that so any
103any of those things that will be useful use of them we would certainly consider doing any other questions about the technology dr. Stewart item to our preschool program is [Music] one of our important programs in our district and Coyote Canyon we have a designated focus on this James for me please and I did sand I sent a team out to the board members so for those of you looking good there we go that's true okay I'm sorry I didn't have this prepared before today it was just one of those things that I didn't think about so we have a program at higher bohemian it's down here the 700 building which is at the back of campus and it's a it's a good playground there's not a problem one thing next to it is right at
104one point was a kindergarten playground and also has a fence a little bit the and the gate for this one is right here and the gates are this one is right here now that we only have preschool on that campus and we wanted them have to be able to play the free premium would be nice to have the use of both of those both of those programs the other thing is that there was a piece of equipment for a preschool swing set that had been purchased for sunrise school that was never installed because there was no place to put it no agreeing to put it but he had a safety safe ground cover so he only did the piece of equipment he was never installed it's just then alright and the very one we've moved
105it to coyote and would like to put it in there's no space over here in the hip and current preschool playground there is space in the kindergarten playground to put it there is also a piece of equipment in that playground that is not suitable and now safe for preschoolers so what we would like to do and this and both of these playgrounds are surrounded by a chain ring by chain link lenses we would like to put just a short piece of fence defense on this inappropriate piece of the Whitman installed the new equipment and then put these here so the students are the teachers people back and forth directly between the two programs as opposed to going around and so we think that we can get this accomplished before the end of this month if
106we get right on it so that would be the next the next capital item and I made a guess at about $15,000 for the fencing and the installation of the equipment is that something you're gonna send out for bid or is it something to get quotes can we have good resources and local sources for this so we think we could do that fairly quickly and and you know I made a guess of 15,000 it's just a guess it might be a little more than that we've kind of saved someone our laptop so maybe I would be ok with it going a little over there but we could keep we would keep it as low as possible and any portion of this that could not be done by the end of this month we would we
107would then do on the new budget any other questions about the playground and fencing I have a question the equipment that we're partitioning off that's better just to leave it there then with a more costly trimmer I don't think it would be more costly to remove but at some point we might want to use it you know this Toyota might not always be just a preschool and once you remove the equipment you essentially ruin it for future use because it's it's this is like a it's not exactly a jungle gym but it's kind of like that and it's too high for the preschoolers you know goes too high or not come clean if we in the lakes are set in concrete so essentially we would have to saw it along and then if you reinstalled
108it then it's gonna be low and not usable again that is an option if you prefer to do that the sense but it just struck me that that would be kind of a waste of that equipment okay thank you I guess I'm I'm thinking like if if we're going into these phases and kids aren't going to be playing on equipment we're gonna have to be washing it down anyways is this necessarily a priority for us to be working on right now for us to keep our licensure as a preschool we have to have playgrounds and part of the reason for expanding is so that we don't have as many kids in the same place at the same time as we would just with the one small playground okay so in this case we would have
109to figure out how to do the sanitizing and the disinfecting we do not want to lose our licenses as a preschool okay thank you for clarifying there's no particular funding for capital things for preschool quite a bit in fact almost all of our preschool program is paid with grants they pay for transportation and no capital is all that good they don't pay transfer you know they paid they paid salaries by very long thing well yes they are dug and but the other part we have to say in relationship to that is is that we would be required to have the program for the preschool handicapped children and and we yes and we do those students are in fact challenging in our our ADM for ever no budget yeah any other questions hey dr. Stewart transportation
110they're all part one okay sorry okay the transportation as I reported to you last month we had because we paid off the loans for the VW settlement that we and then we actually had some money left in there in that account and so I was going to request that we consider a box truck for the warehouse however in investigating pasa the availability of used vehicles right now and usually with our usual vendors there's nothing anywhere close to the amount of money that that I had put in the budget for that they're all much higher or they're unsuitable trucks so at this point I would wouldn't draw that request for the time being the truck that was ours from that ABM hand we have no idea where that is that's long gone I have no idea
111I mean it was we don't have we don't have a box truck that was they had their box truck that they purchased and then they tried to sell it to us or offered I'm sorry trying to you is not a nice way to say that they did offer it to us when we took the warehouse position back and you as a board decided that that was not a good option right now we have only two box trucks that we use for our food delivery and I think we've had three at one time kind of a mess yeah I'm sure that the I'm sure I see the the truck that ABM was using I see it sitting up at like the high school district by the bus yard and they gave us a price that's in
112our price range but unless we had it inspected and made sure that it had in fact been getting its it's scheduled maintenance and those kinds of things I would not want to recommend that right at this time what's the mechanic think he hasn't had the opportunity to go over it and because it was an ABM truck we had nothing to do with the maintenance the regular maintenance or anything taking German out the top of my head I think it was around 15 to 16 thousand I don't think it was exorbitant certainly less than the ones that were looking at from from our usual vendors right now and I could certainly see if ABM would let them take a look and evaluate it and look at the maintenance record I would like to see its proceed
113that way if the truck is in good shape you know it might be a decent purchase orders okay I can certainly do that do you want me just to check on price or do you want to proceed with giving me a dollar a maximum dollar amount how do you want to do that I say well yeah I think okay okay I just wanted to be sure that I understood completely your door did we have any other questions on transportation okay then I would make a motion that we approve items four point nine one four point nine two there should be four point eight sorry yeah four point eight one four point eight two the technology and playground equipment for Coyote Canyon with the technology not to exceed one hundred ninety thousand and the fencing not
114to exceed 15,000 I second that and just to be clear that's the fencing and the installation of the swingset yes just a fencing yes a fencing and insulation women 15,000 Cory heard this I Brandi do why I stood Ybor limb I know I'm four point nine consideration of a future presentation by H Schneider Electric as I've reported to all in the in the past Schrader Electric offered and came and did an audit Doug I did follow-up I've spoken with the person at any C and sent him a copy of this and he was going to get back to me with any information any C does not do energy audits however they will look over these kinds of documents and tell us what they think about what they're offering to us at this time I'm not
115asking for any decision relative to it but I'm asking if you would like to if you would consider having the full presentation from the folks from Schneider Electric I motion to discuss I'll make a motion say aye dr. Stuart water relief budgeting right now for our current energy program oh my goodness in life on my desk and I thought when there's a fire efficient under electric could you bring me necklace here I chose a million dollars I know that our electricity is just short of 400 thousand dollars a year and of course that's our most expensive one I know we're paying 100 twenty thousand dollars a year to pay it off and I know that it goes on for a period of time another eight or nine years and I totally understand how the district
116and the board feels that they got burned on that deal so I understand your skepticism and and all of that and I wasn't aware of some of that when I started the conversations with Schneider so yeah that's very irritating to me as I'm sure it is to you that we continue to be paying on something and are not necessarily seeing any of the other benefits and I don't even know what the other benefits were or the other things that were offered at that time from that company so you know I just don't know you know and other than I know what we're paying like this somebody's gonna have to make some money nobody does this for nothing the I would like to see that get cleared away and I would also like to see us
117consider some of these funds for upgrading some of our parking lots not all of them at one time because I realize that expensive but if we take one or two parking lots and address them each year for a period of time because they're terrible I hate to drive out of myself but the other thing I didn't notice in looking through Schneider's proposal and I would be interested maybe see looking at it - what do bird required three three proposals they didn't go on one okay and we certainly can do that there's there's a difference between those approaches we can either take the procurement approach in which case we would need three or the contract approach which is the basis on which I had been talking with Schneider all along but at this point however we
118proceed is is at your pleasure as a board I personally am NOT interested in even talking to Schneider about it we have not seen a benefit from the last time we got into this we don't need to get into it again we can spend that money on as duck said we have a lot of other things we could spend that money on rather than laying out this kind of money for something that we did not benefit from enough last time so I would I would not even I would like to not even consider listening to him I don't think we need to waste the time I agree any other comments okay well we don't need a motion for four point nine then unless somebody wants to make one I'm sorry for discussion yes do we
119any other motions all right with that being said we move on to 5.1 and turn to executive session we have mr. president items correct we have we have two so we need two separate executive sessions and the first one has to do with the possible retention I'm a student all right so item 5.2 is a turn executive session for retention can we get a motion to enter into executive session okay we we need to do that one more time I apologize can we get a motion to move into executive session for the retention of a student do we have a second video ah hi Jeannie Borland I we are an executive session you all right so we are gonna reconvene our meeting at this point we now need a motion because we're going back into
120we need a motion to go back into executive session for item 7.2 superintendent performance goals second Cori virgin hi Douglas all right brandy Dubois hi you a frame 8.2 superintendence performance goals for the school year 2021 we will have those prepared to be ready to record for our next meeting we do need a motion to reconvene house thank you Cory Burgess hi Franny Dubois I yeah yeah I know mate point three future topics do we have any future topics that we like to discuss score so we'll just forget about the one you didn't highlight future so we can still go over all the changes that are being made for the plan to open and and then going and what do we do open all of the aspects that go with that you know yeah so
121updates for where we're sitting on opening school okay and and this month and we do need oh okay I'm sorry okay so we talked about that but then I will tell you that our July meeting is going to be pretty jam-packed too we delay bringing to you the handbooks for this meeting because they're very typical handbooks and so we know we either need to make some adjustments to them or we need to have addendum as that say okay this is the handbook but in case this happens these things kick in and we didn't want to proceed with that until until after all of this discussion so we will have those and there be some other things so it's going to be with those handbooks Brandi didn't mention the discipline for situations I do think it
122means to be heightened with the shortened so make sure if that's in the handbooks that we will have you know we have to be a little more stringent on our discipline because we will be getting jamming so much information in a limited time and and I will tell you that not only do I appreciate that but I know principals and teachers will appreciate that too it's going to be it they will they will meet the challenge I know they will but you're right it's going to be worse they'll be challenged yeah all right no other future topics it doesn't have to be for the next meeting but I'd kind of like to see how the teachers felt see the new curriculum went this year before the closure and how they expect to implement it next
123year with like the changes I'm sure they're gonna have to focus more on some standards you know unless on others so I just kind of maybe want like some feedback on that that's a good one and and they had actually part of their task before they left you know before they checked out for me here what I was starting to map you know map for this year and and how they were gonna fill gaps and and still do new stuff and do that kind thing so they have started that but it will that will be a good report for you to have okay thank you alright future 88.4 future time date and time for future meetings we need a special meeting on June 26 at 5 o'clock what is that meeting for that is for
124the proposed budget okay you can see the proposed budget and and go over and have any questions and then at our meeting in July which will actually have to be earlier than its usual schedule because we have to have the budget to the state by the 15th so I'm really sorry that I didn't have that ready for you but there were lots of complications so this should be on the 26 should be a really short meeting it's just you all going to the new budget proposed budget asking any questions finding mistakes I might have made and and improving it as the proposed and then we have to have the real approval reading with the 26th or the 20s I will be gone the 21st to the 28th at wrestling trip okay so we need to
125make sure that all three others are available so you both be available for the 26th meeting so you 26 on the Friday on the Friday do you want it a little later then the other option would be on the 29th high school okay the high screen is having their special meeting on that night but they don't meet here so you know I put that in the mix for you that it could be on Monday the 29th is what you want how are we going to be doing technology-wise though it's my understanding that the high school is holding them in person do we need to do ours by string or do you want to do this one live so it's just the one item do you want to stay strict if we go to the 29th
126if we move the meeting to the 29th the high school has their meeting on the 20 minutes for the exact same thing doing their budget they're going to be doing theirs alive do we want to stream ours on the 29th does that work you guys yeah yeah that's fine all right let's do that we'll do a stream streaming meeting on the 2935 yeah we'll set the date you time alright so at this point we just need a motion to adjourn you can be at one you can be at the other one and streaming up second we are adjourned [Music] you
