I call to order the regular meeting a Bullhead City Elementary School Board on Thursday May 21st 2020 at 5:30 p.m. secretary please call the roll Corey Burgess here brandy Dubois present from July Janie Berlin y'all join me for the Pledge of Allegiance can we get a motion to adopt the agenda dad can do it without a second brandy I second Cory Burgess all right let's hi brandy Dubois hi Adam 1.7 superintendent reports dr. Stewart thank you very much for reports I had some attached to the agenda and then I have some updates if you have questions about the attachment [Music] okay working on the update are the revision for the entire for the e budget for the current year it turns out that the amount of money carried over from the fiscal year nineteen budget
was not enough and so our current budget is increasing by two hundred eighty one thousand four hundred fourteen dollars which is really helpful since there were a number of positions that had been budgeted into some grant funding for which we have no revenue so I had moved those positions over to M&O which made it very tight but this helps us and as of today we have a balance when you take out what's already been spent in what's encumbered we have a balance right now of four hundred twenty eight thousand six hundred eleven dollars so next week I should complete the the budget revision and then I will make sure you only get copies plenty early to look it over before our next board meeting then we can work on the new budget which of course
is going to be you know we can do it but then that doesn't mean it means anything so we'll be doing that the flip side of that is if you recall at the beginning of the year we got notification that we had overspent our budget by about one hundred and thirty five thousand dollars and I thought that was M&O so I thought well that's fairly easy to absorb into a fifteen million dollar budget turns out it was not it was in the capital budget and over the course of the year you know how these dollars float around with the state but over the course of the year and ended up being that we overspent by 125 402 we did Twitter our prop 1-2-3 money in there which was supposed to have been a hundred and
twenty five thousand which would have actually washed up at that overage but ended up being a hundred six thousand five forty five so our capital budget for this year was really down by about eighteen thousand eight hundred dollars a little bit more than that but I was feeling really good about the fact that we've got especially since I had to move positions into mmm I was feeling really good about the fact that we have a little more money and it still gives us some cushion for carry over so I thought that was good news for y'all a sad note today one of our bus drivers I know I'm sorry one of our mechanics was getting off the bus over at the high school bus learned to go home slipped and slipped down the steps and
fell backwards hitting his back and his head he has broken ribs a punctured lung and broken thorax and was being airlifted to Las Vegas about an hour ago in a lot of pain but alert and those kinds of things so the will and Patricia had called the Alliance immediately who gave them directions on what those directions appropriately and they will keep us informed of his status right I did have a question from your budget yes the four hundred thousand dollars roughly - the eighteen hundred and capital with us that still leaves us about a four hundred thousand carryover yeah because we the eighteen thousand in capital what they'll do is take it out of next year's capital they won't pull it out of this this is a no so they'll pull it out of M&O
so yeah that gives us an overage in in capital the the thing that's kind of saving us in capital if you recall we received since the beginning of this fiscal year five hundred fifty thousand dollars in the VW settlement right and we didn't get it all at once we got 440,000 and then we got another hundred and ten thousand the district had ordered five buses we had made the original payment to the bank the lender four hundred and twenty five thousand or whatever last month I went ahead and paid the rust off paid off that lender which left us eighty thousand eight hundred dollars from that five hundred fifty thousand so right now out of that eighty thousand is really nice because it's in the capital budget and we've needed it to cover a couple
of things especially some things that we're getting ready for reopening and we want you know we want our sights safe and some of those kinds of things that have that are capital items so we've used a little of it but my intent is that when we roll over to the new budget we'll make sure that we've got that that money's still earmarked for transportation so that if we needed a vehicle of any sort or any kind of thing we we still have eighty thousand a little over eighty thousand for a you know transportation capital which is really nice any questions for dr. Stewart the electric mentions I don't see an agenda item for that but you mentioned that in your write-up is that correct mr. electric yeah yeah they they came in did a walkthrough
I had reported that a month or so ago they came and walked through our campuses I gave us an energy audit and the one sheet that I'm sharing with you is kind of their quick summary I'm supposed to meet with them next week for a detailed summary so if any of you are interested in being part of that meeting let me know and we'll do that it's a be a virtual meeting but they'll give us a report on how they could save us some money over time you know front us some things to purchase things that we probably need some capital things that we're not getting a real support from SMB on and present you know their case for what they could do to help us out so Doug if you're interested in being part
of that or Brandi you know or you they are really good to work with and really have good information but that one she kind of gave you a summary of what they thought they might be able to do for us if we want my thoughts on that were still paying to capital outlay on the previous electric on it yep wait until we get that paid off and clear the way plus I'm not too sure that NEC won't do one of these honors if you ask them so I would like for you to check that I'm not too excited to jump into another art at these these whole time doing that for nothing no that's true so I'm just throwing my peeling my dogs out there thank you to know about it because whatever we do
with it is going to come back to the board it's not the kind of thing that I'm going to make a unilateral decision on it's you know there's too much money involved to just decide to do it the sad news is that I remember when that other audit was done and all of our lights were changed out that's what we're so painting for and they're still fluorescent and so most sites now are rolling over to LEDs which are huge savers in terms of electricity and those kinds of things but yeah it's a that's a that was a long-term payment thing I don't remember exactly how close we are to paying it off but I don't think we're very close so worth checking into something else - thanks Doug yep dr. Stewart I've got some good
contacts at MDC that I work with on a regular basis who would want me to put them in touch with okay that would be good we need all the information we can get and I will tell you that Johnson Controls had also met with me to do a similar thing and but they're out of Las Vegas and Schneider is out of Arizona and I kind of prefer to try to do business with Arizona businesses when we can and so kind of gave them an option to you know to come in and do this audit for us but if we got real serious about it we would want some other input you know a couple of others anyway because we're talking about a significant capital outlay thank you any other questions Hey item 8.1 donations we'd
like to thank the public for all they've done for us we once again our community stepped up for our schools with some fabulous donations into our district we had CS donated CNS donated painting painting supplies 139 76 s Roy donated library's essentials at an estimate of 650 400 for the coswell Fargo we had a community donated a check for $60 tri-state CareFlight stop the bleed training that was huge in our district and then we had a no surprise donation from t-mobile 2500 gift bags and a check for 3540 $300 towards our food delivery and I would like to correct that amount they did send us a check for 4,300 and they sent it to us because they worked with us first but 40 $1500 of that went to the high school so originally they were
offering us 2800 and when I told them that we were working together to feed all the kids in our community they called back the next day and offered the other 1,500 so that's a generous donation for our two district yes that's fabulous and thanks again to all those that donate to our community at 1.9 board member updates do we have any updates from board members at this time okay moving on to agenda that was [Music] the transition [Music] Oh Jeannie are you there okay it's our feedbacks gone so it might have just been in Brandon okay Jeannie is here welcome okay the next question I don't know if there's anybody from trial out there but the reimbursement for meal for breakfast is 233 and lunch is four dollars and eight cents seventy-five is that correct
dr. Stuart don't have to look that up it sounds about correct but I'll have to look that up to have the details so I will check that and get back to you do those seem high or low load to you little high but then I think that really save some indirect costs back from that don't we yes we do yeah we do receive some some indirect costs and and then sometimes there's a difference between what we pay out for food and some of those kinds of things too so we get a report from them every month on on those things was that for if that's for this month I will check in there okay I'll get back to you on that and I'll report to everybody okay thank you and in light of that I'm
not quite sure at all because I'm sorry I'm ashamed to say that I haven't looked at Alex's report I've looked at a bunch of his other reports from the meals that we've been doing between meals on wheels and when we originally did the grab-and-go and of course we didn't we didn't do as many meals and during closure as we did you're gonna do if kids aren't in school but we did quite a few and and so in terms of the doll or kinds of things compared to a year ago of course it's nowhere near what we are doing in april and anywhere near as low as we thought it might be and and then just as a side note we are intending to do grab-and-go meals through June and July the USDA has authorized the
continuation of the summer quote summer program through through July so we're going to make sure our kids get fed even though we're not in school are you brandy you had some questions yes mostly some comments um there's one I thank all the administrators for their reports and I just noticed that the after-school 21st century virtual learning clubs like for desert Valley Fox Creek and Bullhead City middle school that's like a really fun and educational selection of classes I was reading those and I wanted to sign up for some so I creation of the social-emotional clubs as well as the a lot of steam classes I just think that was really well done so I appreciate that um I also want to comment on mr. noodles report and just thank all the AL teachers and mr.
news for all their hard work with our English learners I know they even during a normal school year that's a lot of work and extra lessons it's a plan so with its you know changing the learning program I just really appreciate all of that extra work for those learners also and mr. noozle thanks for wearing all of his many different hats and working closely with future educators and the NAU programs so I just want to say thank you to him for that and on the middle school and junior high report on the school improvement plan and practices I think was very informative and impressive and it's looking pretty good so and I just want to thank all of our employees for working so hard through all these like cope in 1910 emic changes I know
it's been difficult and it seems like everybody still managed to keep a positive attitude during all the changes and I just think our district as a whole is doing a good job getting through this and just like appreciate the teachers riding the buses the custodial staff making Senate changes and administrators adapting the data is also and the food workers keeping our kids fed so I just really praise to get all those reports and all the work that our district is doing thank you very much mr. president yes sir I also have a question sir it's in voucher 28 and it's in our packet that is listed to be approved but I see no board signatures and I don't see the administrators signature I wanted that to be pulled and checked on the amount on that
waters payroll in the 13th hundred dollars and sixty eight cents 28 it's not [Music] well today is 3:13 oh yeah we'll have to look that up Doug because it's not we don't have it here for for a signature so I'll look it up okay and find out what it is you wanted to know what it was for is that it well I don't see is probably improving that one with no signatures not even your signature okay so I'll have to pull that's on the consent agenda 2.4 voucher 28 for $1,300 and 16 cents pulled from the I consent agenda all right any other questions okay so we will need a new motion to approve the consent agenda - item 2.4 voucher 28 I'll make that motion can we have a second packet Cori Burgess Randy
Randy Borland good thank you Thank You Jenni all right I mean 321 the revised calendar dr. Stewart mr. president as we've been working on various plans for reopening school we're trying to make sure that whatever we do in preparation that we're not caught flat-footed what kind of the way we were for closure and so in looking at the calendar if we were if we were to have to be phase two in other words an alternate school setting during any of the weeks that we have holidays on mondays or in the case of Veterans Day on Wednesday we would probably want to have school on that the Friday of that week to make up for a day in during the week so we're proposing that in in the original calendar the Fridays of those holiday weeks
for October for September November and February were flex Fridays and it might seem that it would be okay to just do a makeup day on a flex Friday however all of the regulations that govern 21st century grants require that we have a certain number of flex Fridays so we would we would hurt ourselves in terms of agreement if we had a regular school day taking the place of a flex Friday so the proposed calendar that we're sharing with you tonight is simply flipping a what was a flex Friday on the original calendar with either a red Friday or a PD Friday just flipping those Fridays that was one in September one in November the one in September is Labor Day week so we're we're flipping the 11th on the 18th and the one in November
we're Veterans Day is on a Wednesday we're flipping the 13th and the 20th we're not changing the one in January because the week of Presidents Day of not Presidents Day MLK Day that Friday is set as a PD and it's set for a countywide PD so we don't want to ruin a countywide PD for that so the other one then is February where we're flipping the 12th for the 19th so it does not change the number of days it doesn't change anything other than moving the Flex Fridays if we're on a normal calendar it only buys us an option for if we happen on any of those weeks to be in a partial shutdown or closure you know a modified schedule of some sort so it just helps us and not have to come to
the board on short notice and say oh you know can we do this so all of these were flex and red we flipped yeah we yeah or the one where we flipped up flex with a PD day with a professional development the one that was September was September because we had added an extra PDA this year we have lots and lots of professional development scheduled this year because we have many things we need to be doing and mrs. LAN has been working with the various people that we've been in touch with for all of those to at least start the year with as many virtual as possible and at last I knew they were all being fairly cooperative about that we hope we could have them in person but we just like I said we
do not want to be caught flat-footed we want to pre prepared for any eventuality that we can anticipate any questions on that recommendation do we have a motion I move that we make these challenged changes to the calendar with the PD days and the Flex Fridays I'll second that Corey Burgess by I yeah Jeanne Borland I don't think she's on the call anymore item 3.2 permission for superintendent to make emergency calendar changes for the school year 2021 if needed dr. Stewart and a critical thing that I would say here is that that I would not make any of those changes without contacting the board either email or phone call or whatever to get your individual input into it but the issue is that if we have to shut down have any closures again on short
notice and maybe they are a short closure so maybe it's a one-week closure a four-day closure without extending our contract or anything we could then say okay we're closed for four days next week we're going to we're going to make up those days on and then pick some Fridays to do that that are not flex Fridays you know that we could do that so we'd only be in extreme circumstances and it would be one of those where we could do it as quickly as possible and not necessarily have to wait from the next board meeting but I wouldn't want to do it without being in contact with with the board members about that okay me personally I want I would want to be part of any decision for changes and that's especially something to the
level of a school closure or a calendar change I was doing a little more checking into this and under emergency situations much like the school closure they did their little more lenient on how we go about that how are the other members feel about on this situation I sorry on this that's a pretty important decision that going to be made and I think the board members that's me remain well aware of what's going on in the reason why because of the phone call they all receive and saw in your crack you know emergency board meeting needs to be held this can be done with the posting later so there's a bit of an issue there so I would like to ask if we do run into a situation like this would I would I be
correct in assuming we would all be okay with with making that emergency meeting and making this happen if need to I am okay with that I'm fine with emergency meetings also that's good so with that we actually don't even need a motion now we can move on I'm three-point-three line of credit with Wells Fargo doctors mr. president board members for the last several years the district has had an agreement with Wells Fargo for a line of credit so that if in fact there were not enough cash in the account to pay voucher as pay payroll whatever that we would not have to in fact stop doing that or delay payments the good news is that the district has not used the line of credit the last two years and I would be hopeful that we
would not need to use it however given the uncertainties of the upcoming budget year and and the fact that the state can decide at any time not to pay on time in fact we already have notice that they're not paying our June stances that we could end up for cash so I'm asking for your approval to extend that line of credit for another year so that we could use it if we have to second that lets en génie Borland yes Cory Burgess hi Brandi big water I thank you item three point for open enrollment dr. Stewart okay in November of 2017 the board approved a revision or a new version of policy jfb and that gives that gives direction for dealing with open enrollment students both students students and looking at one regulation that was
there and the one exhibit that was there it became obvious that some of the previous information that had been in the old policy somehow was not there and in particular in particular that any direction for revocation on open enrollment and the law does allow that and most school districts have some information on how it can be revoked and that kind of things so this item jfb - e a is simply the open enrollment document that you approved last month or two months ago fairly soon fairly recently me tell you exactly I'm sorry it's been longer than that with September of 2019 it's just a document on all this as a request to change the name to make it jfv - eating exhibit a so that we could have other exhibits B C D and F
if we needed to so that's the only change - this is changing the name I'll move we approve oh this is just for reading isn't it no this is regulation sure this is an exhibit and you go through them and one you don't have to do two readings right then I will move that we approve item three point four Cory Burgess hi Brandi Du Bois I loves all right Janie Borland I item three point five exhibit J FBE B and this was the reason for having the other one changed to a is to have a consistent letter that from all the schools that would go out to anybody for whom we were revoking open enrollment it's a perfect time to have this kind of thing we have a consistent way of doing this for parents
so it's just a four minute I move we approve item 3.5 item three point six regulation J FBR a as I mentioned some of the things that had been in the old policy somehow we're deleted or omitted but there has been in the past in addition to the structure relative to capacity and how you choose folks to students for open enrollment there there were also elements that were tied to that so that if a student who is on open enrollment had chronic core behavior or chronic absenteeism or tardies that they that the school that they were going to under open enrollment could in fact revoke the open enrollment and whether those were deleted whatever in the process so I'm requesting that this regulation be approved that delineates those things so delineates that the thing that's
obviously in the policy there has to be classroom space but the board's expectation that if a student is attending any school on open enrollment whether it's with students within the district or students from outside the district that if their behavior is unacceptable chronically unacceptable or their attendance is poor which kills us on a DM and a DA that we can in fact revoke their open enrollment they you'll notice that it is allowed them the next year they could apply again so it's not a permanent kind of thing but it's a pretty strong message that if you're in this school on open enrollment you're expected to behave like everybody else no not special just because you want to be there so that's my request for jfb sorry I'll move we approve item three point six five
second for discussion okay go ahead okay dr. Stewart and a couple of these I noticed in the right of providing false information on this form may result in the application being denied or admission being revoked wouldn't it be better if we replaced may was will I would say oh I you know that says providing false information as far may result if it's gonna be made you said we're knowingly because what if they do it accidentally so make it knowingly providing false information okay so false information submitted knowingly or knowingly submitted on the open enrollment attendance application will be considered a breach of the agreement and cause for enrollment revocation so four dozen children yeah okay and then the next sentence says the principal shall determine whether or not revocation occurs that gives the principal the
authority to determine whether it was knowingly or not yes is that work done yeah thank you good good catch we just have the motion for item three point YES on the top it's just like funny to me that it has the bullet points but on the second bullet there is an and so I don't know if that tonight's probably just nothing really that matters but since it has a bullets it kind of looks funny with the and just hang in there and then another bullet oh you mean at the end yeah you're right we can do that too we could strike that animals okay no sorry so I will change my emotion to approve item 3.6 with the aforementioned changes Cory Burgess hey Jeannie borlon hi item 3.7 regulation jfb are be the first change
to this one because this was a regulation has been a regulation in the policy for a while I assume that it was approved probably at the same time that the the policy was changed because it matches that so changing the title to RB is because we just approved RA and we needed to change the name of this the other request that I have for you is to remove the very last sentence which says parents are encouraged to be present at the drawing that's at the procedure you know putting numbers or whatever with open enrollment since there is the likelihood that there would be discussion of students behaviors and or absenteeism in the tour attendance that would be kind of privileged information so we would not want parents present when we were discussing the behaviors or
absenteeism of other students so I would ask that that sentence be struck any questions then I will move we approve item 3.7 Corey Burgess Jamie Berlin I item 3.8 classroom site fund plan mr. president it's usually the plan for the following year as presented in June this committee has been really good to work with all year some of the descriptions of how the monic money is distributed from the classroom site phone was and so we cleaned it up made sure it matches what's in the wall make sure that everything fits the way it's supposed to fit so it's mostly changes in the first two pages which are the description of the plan itself and in the very last page which is the reporting page and in fact ties all of the performance components from the
law into where they're supposed to be which is payment out of oh one two as opposed to out of any of the other either of the other two funds so the committee has done virtual votes with their staffs this week and well over 70% approved which is the approval rate that's expected and I recommend that and adopted for school year 2021 any questions on the site fund plan I have one for dr. Stewart though do we include the increased insurance premiums like in the first section or the salaries that goes basically have the salaries for south do we include that in there because we are allowed to do so we are allowed to do so done but the amount of money is is essentially not sufficient to include also insurance this year the teachers actually
that last year and this year fourteen hundred and fifty dollars of each teachers each qualifying teacher's salary was paid out of 11 and that's not anywhere near what we pay for insurance so that when that goes into their salary okay this is I'm talking about it is the percentage anytime I was curious what was happening there and then on the third one the last one forty percent to reduce class sizes is that what we're using that for we use that yes what we have is we have several teachers paid out of that fund I think it right now it's at six this was in fact one of the one of the areas where I needed to move the teaching positions to salaries and benefits from a thirteen because we had more salaries and benefits out
of a thirteen than the funds that we would have gotten into it this year I the the difference in funding this year from last year we were down about two hundred thousand dollars from what the state paid last year and so we had you know we had to make some adjustments and we had to make some adjustments in that so that we were sure that we were covering could cover the positions but then we had people in positions already and we needed to pay their salaries and their benefits so the combination of the money going down and salaries going up a bit and benefits going up caused that change okay as an FYI doesn't have to do with you approving this plan but Senator Allen who is the chair of the Senate Education Committee had
put a bill in in action this year to among other things not make a lot of changes in it other than to take away these percentages and to give the decisions back to school board's local school boards on how they would use that entire fund it was my understanding as it was passed in the house I'm in the Senate and didn't make it to the floor in the house and I got stuck in the Appropriations Committee we had some notice this week to contact our legislators and ask them to try to move that long and while they indicated they would vote for it they were not in favor of bringing a new bill that involved funding up for discussion at this point when nobody knows quite what funding is going to do and they and
they really didn't want to see changes right now so it will probably come up again in the fall and most superintendents are in favor of that because it would be really nice if school districts could decide how to spend those dollars as opposed to being told 20% that's way 40% this way 40% this way any other questions on the site fund plan I just don't feel like I fully understand what we're approving on it again so good question Brady did take what was set up before in the old description was that teacher we're getting some money out of 1112 and out of 13 and it's been a number of years before any money since any money has been available in a 13-foot performance pay so the performance pay has been saying oh you're getting 12
and you're getting some out of 13 so didn't take any of the elements out it's just we're clarifying that they're all kind of that one fund and then redistributed the percentages to reflect that the individual future performance by law to 33 percent of this pay the others can be whatever is decided within the district but that's the one that is dictated and and as appropriate is appropriate and then the expectation is student improvement student academic improvement be a large proportion too so you can see that it is it's 20% and then everything else is less so it was combining brandy from when you saw it in the past where we've kind of separated as two things it's just putting it all together in one so everybody knows that it's being paid for out of one
account okay and then who makes the guidelines of the teacher performing this is that from the state that's making these qualifications or you mean the percentage or the the performance is nice solidly on the teacher evaluation okay so it's not on a student's performance there's evaluation now the first one individual teacher performance is the teacher evaluation and the law is specific it says that one must be one third of the list okay all of the other things listed here are in the law the law requires all of these pieces but the district can determine the percentages with the expectation that the student achievement growth peace be the next largest okay just with this before you know before reading this so I'm just kind of trying to wrap my mind around it a little bit still
so all right any other questions then can we get a motion for item 3.8 I move that we 3.8 L second Cori Burgess all right hi Brandi du Bois hi Jeanne Borland I write item four point one could be into executive session can I get a motion to go into executive session a second Cori Burgess all right Jeanne Borland I brandy Du Bois I and I've already said yes yes we are an executive session you okay at this time can we get a motion to close executive session I will second Cory Burgess hi Nene Borland hi all right um there's no action taken so we don't have that 5.3 future topics it takes me a little good news too but you talked about on board Doc's Doug seems like it gets kind of like doing
stuff but dr. story why did we change AmeriCorps Matt well the format that you're getting is the one that gets produced when we actually do it in board Docs and I'm kind of like you I'm not I'm not thrilled with the way it looks on paper but using board Docs and having the minutes recorded as opposed to just a recording and then that Kim then has to go and do the written for a minute it's hugely more efficient and we've had some really positive comments from folks in the public who like it and even employees who like it that they can actually go listen to the listen to the minutes of that thing sort of it was a number of things to help us make sure that we're you know doing all the stuff we're
supposed to do I agree with you I'd like it if board Doc's would kind of clean up the way that the version looks because it can either be very long and difficult to follow or it's the short version and you don't really get much in the way of notes that can give you the shorter version but paper form doesn't look the same on the on the computer it's different any concerns hints attaching certain things and I would say leave it alone that's not a future topic I struggle with it too dog don't worry it's a learning curve yeah any other items for future topics could I add something to it thanks in certainly okay one of the things that I will tell you that I like about it is that as soon as either kori
gives Kim something or I give Kim something you know we think of it whenever it like tomorrow there may be things were thinking about from the next agenda and she immediately puts it in there in the draft so the nice thing is that as the month goes along as things get added you can look at them at the same you know at the time that they get added I think that's a valuable kind of tool in addition to the maybe having everything ready for four days in advance but as you go through the month he could be looking checking occasionally and seeing anything that gets added during the month and that's one of the things that would never happen if we were just doing paper and pencils and no other future topics okay item 5.4
