and would like to offer public comment on any of the items on today's agenda. Please step forward when your name is called. Seeing none, I would entertain a motion for the consent agenda. Mr. President, I move to approve agenda items 3.1 to 3.4, which includes the minutes from the February 23rd board meeting, monthly claims, personnel, extracurricular, field trips, facilities usage, contributions, gifts, and superintendent items as presented. Second moved in second. Any discussion? Hearing none, all those in favor to approve agenda item 3.1 to 3.4 as presented, signify by saying I. I. Those oppos. Motion carries. Uh, Dr. Mor, >> tonight we have Sugar Creek Elementary as our spotlight school. And for our honorary board member, we have Mr. Graham Emmer. Uh, Ramis proudly serves as a student council president and is an outstanding role model

for his peers. This is written by Mrs. Carpenter. He demonstrates responsibility, integrity, and kindness each day, representing our school with confidence and maturity. Graham is actively involved in basketball, football, soccer, baseball, 4, art club, and show choir. So basically, your mom and dad are your show carers right now. Right. Right. Through these activities, he shows strong leadership, teamwork, and commitment both in and out of the classroom. We are proud to have Graham serve as an honorary board member and celebrate his leadership. Mrs. King writes, "Graham is an exceptional young man. He is involved in several different activities both at Sugar Creek and outside of school. But where he truly shines is in his character. Graham consistently leads by example and takes initiative in the classroom. He often steps up in situations where his peers are

not always making the best choices and helps to remedy the situation. Graham's positive attitude, great sense of humor, and exceptional work ethic are always appreciated in the classroom. He will truly be missed at Sugar Creek next year, but will most definitely be achieving wonderful things at the middle school and beyond. Long live El Presidente. [laughter] Help me welcome Graeme Emmer, PLEASE. [applause] WELL, GRAEME, shall we let the school carry the rest of the load tonight? >> Let turn it over to Mrs. McCoy and see what's happening over there. >> All right, Mrs. McCoy. Yeah, I'm going to hand it over to Miss Chapman and Mr. Aspberry. They're going to do the spotlight for tonight. Perfect. >> All right. So, I'm Alex Gazer. I teach second grade at Sugar Creek. Along with me is a student

from my class this year. This is Xander Salsman. Um, I'm Gracie Chen. I teach second grade at Sugar Creek. And I brought April with me tonight. We're going to share a little bit about our second grade box, which we actually got to do this morning. So, these are recent pictures. >> Fast work. If you were able to take all these from today and put in a presentation. >> All right. So, a little bit about um the wax museum. It's been a long tradition at Sugar Creek. Um it's been going on for many years. Um Miss Chapman and I are lucky that we get to keep the tradition going. Um but it's something that students and families, they enjoy. They look forward to it. Um it's a big event and I really think it's a good

core memory for a lot of the kids that come through second grade. Um, so before the big event, uh, when they present their speeches, there's a lot of background stuff that goes on. So they're researching, um, they're diving in, they're organizing all of their research, they're creating a speech. Um, and then they're practicing good presentation skills like eye contact, being able to stand straight and tall, not reading just straight from the paper. Um, so there's a lot of key elements that we teach and I think it's a a great way to incorporate with black music. >> One cool thing we got to do this year was last year we struggled having enough age appropriate books and research for our students to use. This year we wrote a grant and we received some grant money which

brought us a bunch of new books. So that was an awesome way to use that and our students all had a book to use this year that they could actually read. And then my most favorite part is that our students bring this to life. So we go down to the gym, they dress up as their famous person. As you can see, our two famous people with us here today. Um, they will present their speech to visitors. It helps to build confidence, share their hard work, and practice all their presentation and speaking skills. So, we're going to look forward to our special [snorts] famous people today. And they are going to share their speech with you. First >> take it away. I'm Martin Jun. I was born on January 15th, 1929 in Atlanta, Georgia. When I

was a child, I was a really smart student. I had to attend seventh grade school with black children. After my school day, I love swimming, singing, and playing. When I grew up, I was able to attend to college when I was only 15 years old. When I was 19, I was a Baptist church minister. I also began to help play for equal rights when I was 26 years old. I'm famous today because my civil rights I peacefully protest the unfair laws or people were judged and treated because of their skin color. I most famously my I have a dream speech. I died on April 4th, 1968 at the age of 39. [applause] >> I was born on July 24th, 187. When I was 20 years old, I in World War I. I became I became

a pilot at 25 years old. I'm a famous student today because I was the first woman to fly the Atlantic Ocean. It took 14 hours and 56 minutes. In 1937, a fire crossed the world, but I didn't make it. I was never seen again. I died in July of 1937 at the age of 39. >> [applause] >> As we walked through this morning and were able to visit with the students, I kept saying, "I can't believe they're second graders." >> Um, you already can [music] speak and remember things much more easily than I think I could at your age. And I I'll tell you, everyone's costumes were very impressive today, too. I don't know about the creativity or where the resources were be these parents and students found their things but it was it was

really it was really well done. Really well done. Thank you so much. >> All right, let's give one MORE [applause] I believe or Dr. Thorp I believe you're >> Yeah. I'm going to ask the board tonight to approve the high school textbook language arts curriculum, SAS. Uh this is reviewed by teachers and parents. Uh this is a curriculum that we're currently using, but we're come to the term of our six-year agreement. So this is renews it for another six years. So we're pretty confident with the resources we have and we actually switched a few things around this time. Instead of having so many digital options, we're actually going to have more consumable options, which are books in hand, and only a small selection of those digital options available. So, changing a little bit of the

course per Mrs. Rogers in the English department. >> Mr. President, I'd like to move to agend approve agenda item 5.1 to approve the high school [clears throat] textbook language arts adoption from SAS in the amount of 97,17352 as presented. Second. >> It's been moved and seconded. Any discussion? Hearing none. All those in favor to approve agenda item 5.1 as presented signify by saying I. I. Those oppos same. Motion carries. Uh, next for board discussion is the North McGomery famous summer swim program that is led by Coach Jagger herself. I'd like to know how many years this is for her in the running. Um, so I'd like to bring that to a board for approval. I will say that we're going to get this, if approved, we're going to get this great summer swim training going.

When it finishes, that's when we will then start with the tile and grout replacement in that pool and then drain it. So, we have got everything kind of scheduled tight so we can get everything accomplished. >> Mr. President, I move to approve agenda item 5.2 two to approve the summer scrum program 2026 that runs from June 4th, 2026 through June 25th, 2026 as presented. >> Second. >> It's been moved and seconded. Any discussion? Hearing none. All those in favor to approve agenda item 5.2 as presented signify by saying I. I. Those oppos same. Motion carries. Mr. Wright. Very first item, I'd like to ask the board to table for a future date. We thought that we had the quote ready. Um, but it looks like there's some more work that needs to be done before

we can finalize this and ask for your approval. So, we're going to ask that we table this until a future date. >> Okay. >> On both. >> Just on the first one. >> Okay. >> Just >> Yep. >> Just the other one. >> Yep. The next item um is asking your approval to replace the middle school dishwasher. Um it is an original piece as is many of the pieces that are in our our kitchens and many of them have gotten to the point that we've replaced and repaired and replaced and repaired and we're now at the replacement phase. So this will be the first of many pieces that we uh to replace. Mr. President, I move to approve agenda items 5.4 to approve the middle school dishwasher replacement purchase from C Design Indianapolis in the

amount of 57,42 as >> second. >> It's been moved and seconded. Any discussion? >> So will this just be scrapped out or is there any value to any other organization? >> Um I don't think that it would. It's on my friends. [laughter] If you're looking for a Christmas gift, I've got one for you. >> Question's been called. All those in favor to approve agenda item 5.4 as presented signify by saying I. >> I oppose saying. Motion carries. >> Next up, we're asking for approval to complete the asphalt work on the campus. This would be the main drive outside of central office here up to the ending point uh from the middle school last year. Also included in this is uh work to repair the asphalt on both sides of the fence along the drive here

on the soccer fields and then also to install a walkway from the concession stand out to the bleachers. Um, currently that's a grassy area at times a little wet and can be hard to traverse for some of our senior patrons. And so we're hoping that this will take care of that need. >> Mr. President, I move to approve agenda item 5.5 to approve the 2026 asphalt drive work in the amount of $16,553.40 as presented. >> Second. >> It's been moved and seconded. Any discussion hearing? None. All those in favor to approve agenda item 5.5 as presented signify by saying I. >> Those opposed same. >> Motion carries. Dr. Moran. >> Per statute. We are to review our policy regarding ADM counts and the verification of residency um uh yearly uh for the department of ed.

so that we are making sure that each time a new student enrolls and continues to be enrolled at North Montgomery that they are in fact residents of Indiana. And um you will see our policy attached with a couple of of revisions. One is a is a technical error where we say we need one of the three following pieces of documentation. We only need one of a list of documents that proves that a person lives somewhere. One of the things that we've been encouraged to not focus on solely is a driver's license. A driver's license can be confirmed as a residence as long as it was issued within 60 days of enrollment. Um, our fear of leaving driver's license because it seems like an obvious one since we all have a driver's license or an ID.

um other things, utility bill, telephone bill, tax return, bank statement, mortgage statement, rental agreement, medical bill, anything that has a date within 60 days of of issuance, it will work. Um we added this year the current immunization record. A lot of new students we enroll come in the prekk when it's time for students to receive um vaccines anyway. So most of those should hit that 60-day requirement. So that's just it's a minor change. Um we don't generally have many problems getting this from people. We don't have um folks from Illinois infiltrating North McGomery crossing the state line to get in here. But that is where this legislation came out of uh a situation where district on the border of or Indiana and Ohio residents were coming into this school and they don't pay any taxes

in Indiana. Indiana said we're not going to do that anymore. school choice is just within the borders of our our state. So it again I know the license seems like a little strange but there is a reason why um it can't be the only thing unless it's issued within 60 days and you know in this room there may only be a handful of us if that who have recently had their license updated but should be plenty of other things for um parents to be able to bring in for that a bank statement for example something issued monthly should work. So, and we have learned through an audit that they will pull our ADM average daily membership count and pull a couple of of school or student records to see if we have that uh proof

of residency on file and if when we received it, it was within 60 days of enrollment. So, that's why we have to renew, you know, look at this policy annually and ask the board to approve it annually so that we're following the law. So, I ask for your approval of the renewal of the same policy. >> [cough] >> Uh, Mr. President, I'd like to approve agenda item 6.1 for the revisions to policy 6250 required 81 counts for the purpose of state funding and verification of residency for membership as presented. >> It's been moved and seconded. Any discussion? So, um, if you've got a, you know, I looked through the Department of Education information that you sent and it looks like if you've got a parent or guardian, um, that you already have on file for

rrolling the next year, they could just certify that they have the same address. And and we what you don't say on there is we can also help our transportation uh person or if they if they happen to ride a bus, we can also confirm through that action or our school resource officers can confirm that the student lives there as well. If somebody has any we're we're going to find out a way to have proof of residency. But yes, we have multiple ways to look at that. And there are different situations that come under the homeless act and different uh posture placements and things like that that we have to work around differently. Um but so far other than getting somebody to bring us a piece of paper that's the biggest obstacle we've had and usually

we can come to an understanding of what we need. >> So do you think they would accept you know if somebody was coming in or they want you mean your driver's license is going to be the most convenient form right? I mean, everybody's going to have that with them pretty much all the time. >> So, is there a situation where people come to register their kids? >> Well, we never turn anyone away first. Understand that. We take the kiddos. They might be in school a week or so before we get that proof of residency. So, we will get it. But the only thing that we can accept and have on file has to be issued within 60 days of that enrollment date. >> Yeah. I just don't want to turn into the BMD because I

know how my frustration is with the fact that you got to have so many forms of it [clears throat] won't be. Personally, I would not be bringing my tax return. Um, probably wouldn't bring my bank statement or a mortgage statement. And so, I can cross, you know, cross off a lot of these, but I'd certainly be willing to >> we don't have to put the confidential information piece of it. As long as we have a piece of paper that you can tell the source that it came from and we make a copy of it, that that's all we need because we we don't want to hold be the holder of that information. I think about three years ago when the whole um fraudulent um picture ID issue rose up nationally um is when they decided

that taking a photo ID was not their number one choice for verification of anything because someone could you know make a homegrown why you would make a home home ID to come in and enroll your kid I have no idea I think you'd be doing other things with Yeah. And even can they do that with their the real ID now? >> No. >> They have not modified. We even asked about passports with photos on them. They wouldn't even accept those. >> I don't think they think we're trained enough to know what's real and what's not. So >> yeah. Hey, it's the bureaucracy that we signed up for by a >> questions been called. All those in favor to approve agenda item 6.1 as presented signify by saying I. >> I post saying >> I. >>

Motion carries. Uh next I just want to give a couple quick updates regarding some projects and many different things. The first one is the high school gym floor. It is completely under renovation now. They are prying up things. So if you get a chance and just want to poke your head in. It's kind of neat to see the subfloor and all those pieces. Um with that we're looking at getting some quotes and received some quotes about getting some painting done in there too so that we can make it look like a brand new gymnasium. bleachers, walls, gloss, that orange gloss block that's up there, too. That looks from the ' 60s or 70s. Um, so we're looking at that. That's hopefully going to stay on track. They're promising us it's going to get done and

then probably get done early. Um, we had a couple things happen in the last spring storm. Our greenhouse roof flew off and that's fairly new. So, we're hopeful once this weather calms down and we don't have 60 mph winds, we got contractors ready to come out and get that fixed through warranty work. We'll also be scheduling the asphalt work. So, thank you for that. We did have a few alternates that Craig discussed and uh we're excited about that. Thought that came in at a very reasonable price. So, we're looking forward to that. And then um the next thing Dr. Moran and I set today and she's going to work and explain this with me a little bit too if I mess up. So, we worked on the refinancing of the 2018 bonds and believe it

or not, we hit it perfect per steeple is what they told us today. So, originally we had 5% interest on about 38 billion through that refinancing process. Now, we got it down to 3.25. So, we're looking at a $3 million savings. Uh, two of that, just some quick easy numbers, $2 million of that is going to go into a construction fund project where we'll have a time limit to use it to put it to work in our district. The other part will be in cost savings. So, if you look on your sheet starting in 2029, you will see that each year we're going to have a 70 to $80,000 savings that we're going to see because of that refinance. So, in short, going from 5% on that loan to $3.25% is going to save the

district $3 million. So, excited about that. Grateful that you guys were on board and I think we really got lucky and had some good legal counsel for Mike Miller and Steeple. So, very grateful for them and their hustle. We ended up with about a million dollars more than we thought. >> They did. They were >> out of the refinance. So, >> guess two and they came back with three. So, >> it was all timing things from the impact of Iran and the situation with oil and and the markets and stuff. They went to go to sale and and it just was the right time. Things are on the upswing. And so, yeah, we we were so surprised. What do you mean we're going to get to lower payments? You know, so we're really excited about

that. That's all that I have as [clears throat] far as updates. >> Thank you, Dr. Star. Yes, sir. >> Uh, seems that we're a little thin in the crowd out there. I'm going to leave Miss Mosley to give us an update for Fort McGomery here. >> Sure. Sure. We're doing well. um counting down a few more days till we get to spring break and um you know trying to figure out this weather. But no, we uh we're finished with Irene and happy with the results that we've had and um yeah, that's pretty much it. We're just trying to get to the end here till get through Friday. >> Mrs. McCoy, anything you'd like to add from here? >> We're also working on iLearn checkpoint. So finishing up shortly after spring break. Uh, our fourth graders

are going to campa on Thursday and Friday. So, uh, get some warm weather for the first time ever going up there. So, we're excited about that. >> Very good. >> Thank you. Uh, Mr. Bolander, anything you'd like to add? >> Um, Graham, it's nice to have you with us this evening. Um, maybe I should be an honorary board member sometimes. Get nice comments like that. Pretty impressive. Um, I don't have a lot other than just um get through the week and enjoy next week. >> Mrs. >> Um, Graham, your grandma gave you any words of advice for being sitting on the board or for being the president of your school? >> Not really. Did she tell you that your grandpa Mike used to be on the school board? >> Yeah, she did. Yeah, >> he

was he was here when I got here and he was a fine boardman >> board member. >> I just hope everybody has a safe and warm and relaxing spring break >> with no snips. >> Mr. Kane, >> Graham, welcome. Thanks for being here with us and everybody else, good luck next. I uh Dr. Moran mentioned I I was blown away by your public speaking skills in the amount of information that you both shared. It was very very impressive and uh you know kudos to Miss Chapman and Mr. Asbury. Excellent. Really nice presentation. Enjoyed it. >> Graham, do you remember what you were for a wax figure? I was a dirt bike rider. >> Anybody famous? >> Who was it? >> I was going to say your name's the big dog, aren't you? >> Yeah. >>

You remember your speech? >> Do you remember your speech? >> You're short. [laughter] >> Very good. Miss Chapman, do you remember when you were a wax figure in second grade? >> Did we maybe not do it then? They came up. >> I did in fourth grade. >> You did in fourth grade. >> Yeah, I was Florence Henderson. >> Mrs. Bri, >> well, I don't know that I have anything else to add of value to this evening's meeting. So, I would entertain a motion to adjourn. >> Thank you all. >> Thanks, [applause]
