Allegian to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> We'll call this meeting to order. If there is anyone present who has completed the registration to address the board paperwork and would like to offer public comment on any item or items on today's agenda, please step forward when your name is called. Seeing more hearing none, I would entertain a motion for the consent agenda. >> Mr. President, I move to approve agenda items 3.1 through 3.5 which include the minutes from September 22nd, 2025 and October 3rd, 2025. meetings, monthly claims, personnel, extracurricular, field trips, facility usage, contributions, gifts, and super tip as presented. >> Second move and seconded. Any discussion? Hearing none. All those in favor

to approve agenda item 3.1 to 3.5 as presented. Signify by saying I. >> I. Those opposed same. >> Motion carries. >> Okay. Tonight we shine a light, a spotlight on Pleasant Hill Elementary. And as usual, we have an honorary board member. And tonight we have Adley Royer, who's a fifth grader at Pleasant Hill. And she's also a member of Pleasant Hills student leadership team, which you will hear more about shortly. She's the daughter of Robert and Brandy, and I think Bry's here today. And she has one younger brother, Bryson, at Pleasant Hill. Her favorite subjects at school are math and writing, and she especially enjoys starting her day with morning work and LL skill plans. [laughter] I'm glad you like those things. They're they're good. When asked what she loves most about fifth grade, Adley

didn't hesitate. She said the amazing teachers. Outside of school, Adley enjoys spending time with her family, especially playing basketball with her dad. You have the hype for it. So, that is awesome to see what's coming. Looking ahead to middle school next year, she's most excited about meeting new people. While she isn't quite sure what she wants to be when she grows up, Adley's curiosity and positive attitude promise a bright future ahead. When asked if there was anything else that she'd like others to know about her, she simply responded, "No, I'm good." Which is a perfect reflection of her humble and easygoing personality. So, please help me welcome Miss Adley. [applause] And now we'll turn over the Pleasant Hill spotlight to Mrs. M. Um we are excited tonight as Pleasant Hill um to share how our

students are leading the way through one example being our student leadership team. Um this is an elected group of fourth graders and fifth graders um who model what it means to lead the way by living the cardinal way each and every day which our motto is being safe, respectful and responsible. So leadership at Pleasant Hill for our kiddos, we teach them it's about service and character and community. And so tonight uh sponsors we have Mrs. Smith and Mrs. turns and then a couple of our students, five of them here tonight with Adley being one of them. Um, who are going to share with you a little bit about what it is that they do. >> Okay. Do you guys want to stand up? I would love for for each of you students to start by

saying your name and what grade you're in. >> I'm Gretchen and I'm in fifth grade. >> I'm Cooper and I'm in fourth grade. >> I'm in fifth grade. I'm >> very good. So, we do have you guys have to sit down or stand up as you go along, however you'd like to do this. Um, they're kind of sharing some of their responsibilities tonight along with our sponsors. >> Sorry. Oh, that's actually right. Sorry. Sorry. >> Um, like Chris said, our student leadership and sponsored by Miss Smith, our school counselor and Mr. One of our fifth grade teachers. Together, they mentor us and guide us as we learn to serve our serve our peers and community with purpose and we work hard to model the cardinal way each day through service and positive contributions to our

school. That leadership is about serving others, building teamwork, and creating a welcoming school environment. leadership. Leaders help teams work together. They solve problems and encourage others. Leaders can create positive change in their school and community. So students have the opportunity to earn a spot on the team uh through a competitive um process and application that includes submitting an application with their interests and their goals, what they want to achieve. um they create a Google slideshow and then they have to deliver a live presentation of that slideshow to their grade level peers and explain how they model uh the carbon wave in what they hope to accomplish as a student leader. Um and their classmates then cast votes to select their own representatives, giving students a voice um and choosing their school leaders. >> And then

once a month um have our student leadership selected. We meet as a group. So the fifth grade meets during their recess time and fourth grade meets during their recess time. So there is a bit of sacrifice too that we talk about um which can be difficult at times. Um and this is really where we put their goals and their ideas to action. We brainstorm and we plan um and that's where we get to do a couple of the opportunities that um you'll see here in a second. Some of our include animal welfare league drive candy fundraiser kids service walks and park through projects like these we are developing our our leadership collabor collaboration skills and lifelong community service. One of my favorite drives is the drive it. To do this, we set up pictures of

cats and dogs that live at the shelter. We also set up jars with pictures of the same animals. And we ask students to bring money to put in the jar of their favorite animal. And we collect the donations and use them to buy food and supplies that the shelter needs. Last year we were able to get a bunch of a bunch of supplies to the shelter and we not so overall I think this is a good this is a good way to raise money. Um another um service project that we did we did a candy fundraiser. So basically what we did was we took a table and we decorated it to make it colorful and fun and we put it by the cafeteria doors so every student would have a chance to buy a piece

of candy and we had bags so the students were taking the candy to their classrooms and eating it without permission. So we had we put the candy that the student had bought and put it in their teachers bag and at the end of the day we took the bag to the teachers and we just had a lot of fun. I think the students all of us really liked it and I think they $768 was how much money they were able to raise just in selling candy to each other that we were then able to use for um purchasing the meals that they then the whole school had an opportunity to pack for the kiddos. Right a little bit about that. We also did against >> Yeah. So the kids against hunger is where everyone can

like the school has time periods to fill bags with food to give to the homeless or student leadership. We help the younger kids and lower bags and pack them up and try to be good role models. And we packed over 3,500. [cough and clears throat] Student leadership team and families came together this morning with Montgomery County Youth Service Bureau to raise awareness and show support for mental health. >> If we want to end, I'd love to close our spotlight this evening by having the students share with you a little bit about what being on the student leadership team has meant for them. Um some of our older students have been on for two years now till they were elected as fourth graders and then um were elected again as fifth graders. And obviously this is

the first time for our fourth graders. And so um I just would like for them to be able to share a little bit if you guys have anything you want to say about what it's meant to you so far, maybe what you've learned and so forth. >> Um student leadership is important to me because I get to inspire others to follow the car and I I hope I can make a difference by encouraging others to want to be a leader and follow the ways. Student leadership is also very important to me and especially having a school counselor and assistant principal at my house. I [laughter] learn a lot about being a leader and how it works. Um I also enjoy inspiring other students to um follow the partner way and want to be a leader

as I grow and it has just helped me find myself and like what I enjoy doing and what I would like to have my future also means a lot to me that I'm helping others and said I like to inspire others in what I do try to be a good role model and And that's it for our spotlight for tonight. [applause] [applause] >> I think we have some future community leaders and our friends. At least I hope you stick around. We can be leaders here. Thank you very much. You did a great job. Great job. And sponsors, thank you. We appreciate your your leadership as well. Shall we proceed? >> Yes, ma'am. >> Okay. Earlier this year, we received an update on the municipal bond market conditions and the potential of refunding the North McGomery

High School Building Corporation mortgage bonds for 2018. What does all that mean? That was the big almost $35 million bond we did to do renovation projects at each of our five school buildings. And those have kind of come to term now and we have an opportunity um because of the interest rates we are able to refund some money to the corporation um for the purposes that align with the original bond. So to take advantage of this refunding process, we have to implement some steps to move forward. What to in doing so um projects that can be done. We're talking about almost $2 million that would come back to the corporation for use of just our general maintenance and upkeep of replacing chillers, um heating units or roofing things, anything that fit the purpose of the

original bond. And with the impact of SEA1 or state enrolled act or senate enrolled act um one which reduces the amount of um property tax income or revenue for the district that's estimated to be over a million dollars in 2829. We could really use that money to go ahead and start continue the planning of the maintenance of of operations that we have in the district. So that is our recommendation to the board. Excuse [clears throat] me. Got a little tickle here. So, the first action we need is for the board to consider approving a resolution for the refunding of the bond. Um, and the resolution is called approving refunding. So, I would ask that the board approve that resolution. >> Mr. President, I move to approve agenda item 5.1 to adopt the resolution authorizing refunding

of the 2018 as preserved. >> Second. >> It has been moved and second. Any discussion hearing? None. All those in favor to approve agenda item 5.1 as presented signify by saying I. >> I. Those opposed same. >> Motion carries. >> The second resolution allows us to move forward with the undertaking of the next steps to work with the building corporation board. The corporation board is independent of this school board and it's comprised of community members that work with our local council stool or to as oversight. So it's it's a governing body of a governing body to make sure that when you're dealing with large numbers and borrowing and bonds that everything there's a check and balance in place. So I would ask the board to please approve the resolution of first amendment to master continuing

disclosure undertaking and first supplement to master continuing disclosure undertaking. >> Mr. President, I move to approve agenda item 5.2 to adopt the resolution approving supplement to master continuing disclosure undertaken as presented. >> Second. >> It's been moved and seconded. Any discussion? Hearing none. All those in favor to approve agenda item 5.2 as presented signify by saying I. I. >> Those opposed saying. >> Motion carries. >> The next list of items is comes in one package. It's the revision of policies as provided under the guidance of Niola, which um monitors schoolboard policies across the country to make sure that all of our policies and rules are up to speed with all the laws. So, there are several of them from September. Most are just revisions that reflect technical errors um and and changes in the law.

There are a few that are that have changed such as the teacher appreciation grant which the statute changed um on how those funds can be distributed to our teachers later in the year. Um there are major things in non-discrimination that [clears throat] consumed 30 pages for some of these policies for you to review because what they are suggesting is that they resend old policies and replace them. So they look lengthy but they won't look as lengthy in your polic. So th that's kind of an overview of of what is there, but I would ask the board to please make those uh approve those revisions as direct or not directed as suggested or recommended by no one. You're up. [laughter] >> I move to approve agenda item 5.4 to approve the revision to the following policies

as presented. 1422 non-discrimination equal employment opportunity anti-harassment 2260 non-discrimination and access to equal education opportunity 2260.01 1 non-discrimination section 504 ADA prohibition against discrimination on disability 3122 non-discrimination equal employment opportunity and anti-harassment 0142 election and eligibility to serve 0144.1 compensation 0167.2 executive sessions 3220 staff evaluation 3220 Number one, teacher appreciation grants. 3231, outside activities of staff. 4162, drug and alcohol testing of CDL holders and other employers or sorry other employees who perform safety sensitive functions. 5350 student suicide awareness and prevention. 6320 purchasing 7440.01 electric electronic monitoring and reporting. 7455 accounting systems for capital assets 7540.02 digital content and accessibility 8121 personal background check contracted services 8405 environmental health and safety issues indoor air quality animals in the classroom and idle and vehicles on school property 8452 automated external defiators 8462 abuse and neglect 8500 food

service program and know and to resend the following policies. 1422.02 non-discrimination based on genetic information of the employee 1622 non-discrimination anti-harassment 2266 non-discrimination of the employee 3362 non-discrimination anti-harassment 4122 non-discrimination and equal employment opportunity 4122.02 0 to non-discrimination based on genetic information of the employee 4362 non-discrimination anti harassment as presented. >> Second moved and seconded. Any discussion? >> Hearing none. All those in favor to approve agenda item 5.4 signify by saying I. >> I. Those oppose saying. >> Motion carries. Thank you, Mr. [applause] >> And I apologize. I skipped the previous item, which is probably one of the most important things we're approving tonight. >> What? >> I had >> Oh, that's right. We aren't >> approving. >> So, I did that on purpose. >> Yeah. Never mind. Please disregard. >> Dr. Thart, are you

up? probably again. >> Oh, the terms. The terms. I'm sorry. Oh my gosh. I'm totally flustered now. All right. The terms of the teachers agree a tenative agreement. This year's contract um really was mostly language that we cleaned up dates and things like that. We clarified some things about personal illness and family illness days. Um one of the things that the board has already approved were the insurance premiums for all employees. that reflected a 6% increase in premiums and the district has offset most of those so that they're neutral but a few plans did actually increase and I think it was double >> um employee spouse employee child >> employee spouse and employee child so those went there there's going to be a little more out of pocket out on those but we worked really

hard to try to get those as as neutral as possible without breaking the bank on the corporation side or the teacher side. Um, I think I mentioned to somebody before that the Maze Trust in Northern Indiana saw 22% increases in their premiums. So 6% kind of seemed okay, not not as not as bad. Um, so that was one portion of it and details each of the plans contributions. The other piece is the uh the the compensation piece which is uh this year in lie of being able to give a recurring raise which we would love to for our teachers that because of some loss in enrollment revenue, we're giving a cash stipen that in total teachers could earn $4,000 and half of that stipen would be paid in December and the other half would be

paid in June. So [clears throat] with that, even with a a mild increase for that employee, spouse employee that people won't feel less money than they than they would have and they and it will actually be an increase. So um we're we're happy to be able to give the cash increase this year and we'll we'll work as we always do to continue to to get recurring. Now, everybody wants recurring money, right? really want to know what we're going to be making from year to year, but it just it just wasn't feasible this year without deficit spending, and that's illegal. So, so those are the terms. That's been posted on our website since Thursday the 24th. Um, NMTA has it now, and then we will hear public comment on those terms on Friday morning at 7.

And [clears throat] barring any changes, we will approve that contract on Friday morning. Excuse me for missing everything this evening. Uh, but I thank Mrs. Rogers who's on that bargaining team and the other members of the NMTA bargaining team for working with us this year. Um, they are a great group to work with. They ask all the right questions. They have good ideas. They provided some great data for us to consider bargaining for next year and the years beyond. And that hasn't fallen on deaf ears at all. I think there's some good ideas in there. So, And now that's what I have. >> Very well, Mr. Thor. >> Yeah. So, next, um, I'm going to ask the board to approve the fourstar floor care for the high school gym floor replacement in the amount of

$214,735.32. Um, this came about. There's about 20 gym floors in the state of Indiana that around 2019 used a certain product to clear coat the floor. That product was then recalled. Um, and the vendor that we used to apply that product is going to fix that recall. However, during the investigation, in order to fix it, we're going to have to replace the floor under it because that is the original floor from 197172. So, what we thought was going to be a simple fix turned into a much grander fix. So, our goal, if approved, is right after basketball season, we would take off, get this project going. We'd have about 85% of it completed by graduation. We'd have a band-aid clear coat over for graduation and right after graduation they would take that skimmed clear coat

off and completely finish the rest of the 20%. So it's about a three to four month process as far as demo install and then applying all of the product on top of it. >> Mr. President, I move to approve agenda item 5.5 to approve fourstar floor care for the high school gym for replacement in the amount of $214,735.32 as [clears throat] >> second. It's been moved and seconded. Any discussion? >> So on the bid, it looked like the complete sand of the high school gym floor, there was no cost, but >> yeah. So we're getting a credit because of that faulty product that they used. So originally it was going to be cleared until they started investigating the actual depth of the floor and how much currently exists. So 50 years. So the credit end

up being a little over $67,000. If we didn't have that credit, you're looking at $282,000 roughly. >> Yeah. I couldn't tell for sure what the credit was. So Okay. What about the bleacher removed and then graduation? >> Well, then we remove them again. >> So, how does that work? >> We're going to leave the bleachers in because we have to um they will be demoed and then rolled back once the new floor is installed. If we wanted new bleachers, it's a million dollars. I looked at it, told the basketball coach, "We need some state titles and maybe we can have some conversations about it." He laughed. So, yeah, we're going to roll those in. roll those out. We'll be skate those around while we install. It's going to be kind of the process [clears throat]

>> because you brought up bleachers. I want to add just really quickly. We just had a bleacher inspection and the gentleman who was here, I don't know if Nick told you that today, said you're so lucky to have those wooden bleachers. And I'm like, really? Because they feel a little loose to me, but they do get inspected all the time. He goes, "Yeah, the new plastic ones are just awful. They break and then you can't replace one section and whatever. So, I feel good that we have quality product and I won't be here when you replace the next one, but the recommendation is to go with wood again. And I would strongly consider it based on what we're hearing from other places with broken bleachers. >> That's my app. Question been called. All those in

favor to approve agenda item 5.5 as presented signify by saying I. >> I. Those opposed same. New floor coming at you. Thank you. Uh next on the docket I'm going to ask the board to approve the K Cabota utility vehicle [snorts] from Booth Machinery in the amount of $28,57 as presented. Um we're going to maintain our two gators especially for the athletics. Um, but we need a separate utility vehicle to maintain all the maintenance and all the things that we're doing. Our oldest model, I believe, is a 2015. It's got over a,000 hours. It served its life, but I think we can keep bandating it along. This new machine will also be able to help us with snow removal at a pretty fast rate and safe rate along campuses and sidewalks and then also be

able to use at the elementary setting, too. So, pretty excited to bring this to the board for approval. Mr. President, I move to approve agenda item 6.1 for the purchase of the Kabota utility vehicle from machinery in the amount of $28,57 as presented. >> Second. Been moved and second. Any discussion? >> So, the blade or any other attachments are included in this bid. >> Correct. So, we got a snow plow and a salt spreader for the >> and this machine will only be dedicated to bench miles our grounds. All other vehicles can be used by other staff, but we really want to keep this long term. >> Question been called. All those in favor to approve agenda item 6.1 as presented, signify by saying I. >> I. those same. Anything else? >> Just want to

thank our students again and also for being >> Thank you. Uh Mrs. Mosley, start over with you. >> It was a great day being back after fall. Seems like it's hard to believe we're already at the end of October. We're getting ready to celebrate our annual uh trick-or- treat night with our families on Thursday night. So, they're gathering candy and all kinds of things. This year, um the Lynon Library is participating. Um they're doing a bookw walk that will be in the building as well as um the church in Lynon is going to be doing some games for us and so forth. We have the after prom uh committee is going to be selling uh hot dogs and so forth in the cafeteria. So um a safe fun warm night for families to come and

participate with that and just continuing with checkpoint things like that and so forth. But just challen >> well we are all the all of us are celebrating Red Ribbon Week this week. Um we also for um us at Palmer on Friday we have a special um convocation brought to us by our PTO and some sponsors, local sponsors. We have our BMX air show coming. So I'm going to pop back behind the school. You can see what's happening. Um currently we have pumpkin decorating contest. If you want to keep that Halloween costume just one more week, not this Friday, but next Friday, we will have our trunk or treat fall festival. Lots of things going on at Sombre Elementary on November 7th. So, come on out. Um, we have our Veterans Day program. I know we're

all probably working on that. And then we end our month um with Kids Against Hunger right before Thanksgiving. So, got a lot of things going on. Mrs. McCory. >> Yeah, same. Um, we also have trick-or- treat night at Sugar Creek on Thursday from 6:00 to 7. Uh, we're getting ready for our Veterans Day program. We're doing ours a day earlier. We're doing ours on Monday at 9:00. So, if people want to get around to other programs, there won't be a whole lot of competition to do that. Um, [clears throat] and we're getting ready for a food drive in November hosted by our student council. Uh similar things, our student council uh will be hosting a food drive here coming up towards Thanksgiving. Miss Webster always does a nice job for Veterans Day and and uh

instead of large program, we invite a lot of veterans just come talk to classes. Um kind of use a smaller group and we're going to continue with that. Had a great first fall dance. Um it's always fun to see sixth graders at their first school dance pack meeting tomorrow afternoon. um appreciate Allison Delp's efforts to get that up and going and successful at at the middle school. Um November 6th will be our fall merit awards. November 11th, our eighth graders are heading down to the reality store, which is always a great experience for them. And then uh the 21st through the 23rd will be the middle school musical. So, a lot of time energy into that. And round one of our winter sports kicked off this week. So, basketball practices are officially starting. Um, first

thank you all for approval from new Jim. I appreciate it. Um, I wait with baited breath to see how we fit that timeline in. Um, also I noticed there were no policy revisions regarding aing of school board members to other school board members. Mr. Rebecca had to do this previously. So bringing that up. Um this Wednesday we got the hiking spike going on at the high school at 6:30. On Friday our pack is doing a student popcorn day which is awesome. Then we will do our fall formal on November 1st at 700 p.m. On the 6th we have a Midsummer Nights Dream fall play preview night at 5:00 p.m. for our corporation staff and then general admission begins on the 7th through the 9th. CT recruitment come to the high school on the 14th and

later that evening on a different part of the spectrum we had a jazz man cafe at 5:00 pm. Um I'd like to end with um some thank yous. Matt Eric did a great job hosting our volleyball sectional as well as our uh sectional home game um this past Friday. Uh our fax department, this is his room, Mrs. Aby put together a phenomenal hospitality room of which I had no issues being at the school to help since that was there. And then last but not least, if you have not had a Teresa Hackey breakfast sandwich, you are sleeping on greatness. She nursed me back to hell that Saturday morning from the volleyball section. It's good stuff. [laughter] >> She has become the concession queen. >> Thank you, M. Mrs. Roberts, anything from NPA? >> Uh, no.

We're going to be voting on contract this week. So hopefully we will have everybody on Wednesday. >> Perfect. Thank you very much. Mr. Star, anything standpoint? >> Uh just a quick shout out. We've had a lot of great uh all athletes, coaches, and parents that made the kickoff to the year very great. So thank you for all our time putting in. I want big shout out for our literacy football night. It was something new this year we did before a football game which was a lot of fun. had a lot of great turnouts. Gave away a lot of free books. Mr. Guthrie, Mr. Moore were flipping burgers and dogs. So, I'm probably going to lose weight now since that doesn't exist. So, thank you gentlemen for going above and beyond for our staff. And yeah,

it's been a fun fall. Very proud of what we accomplished. >> Thank you. Um, Mrs. Ot, we're going to start with you this evening. >> I just wanted I know you're shook. I wasn't prepared. But Pleasant Hill, you did a great job. You were very well spoken. You spoke loudly. You spoke spoke clearly. And we really appreciate you coming and sharing your leadership with us. And um yeah, gold stars. >> Thank you, Mr. >> Yeah. Welcome, Mer. Keep up the good work. Um thank you, Pleasant Hill. You guys were fantastic speakers. All of you. Good job. Um congratulations to all of our like said, fall sports teams. Good job. Um, and kudos to the high school and the staff. I only hear good things whenever we host events. So, thank you to everybody involved. Everybody

just talks about how great our campus is, how friendly people are. So, keep up the good work with that. Thank you, Mr. >> Kane. Pleasant Hill. Thank you. Great to hear all you guys stories. Appreciate it. That's all I got. >> Mrs. Hadkkey, >> Mr. Royer, welcome. I look that you will probably be back within the next um middle school or high school careers as an honorary board member. Um great presentation and thanks to the high school for helping the concession people um loaning us equipment that we didn't have. So I appreciate that and u I will make you a sandwich only privately next time. your catering business. >> Okay. Uh none of those eggs are too long time to do. But and the chili supper. Great things. I um suggested to him that the

fourth graders u bring that. Remember we we discussed that. And I think they do. You said some class food class cooking unit. I think the fourth grade should step up and challenge these these chili supper people because I think they might have some good competition. So that's all welcome. Enjoy having you this evening. Um kudos to Pleasant Hill. Um I did have one question. We got one year members and two year members. So how long has this program been going on? Is this a second year board or >> No, but they they're eligible when they're when they're in fourth grade or fifth grade. So, a couple of our kiddos were uh elected in fourth grade and then they were reelected for a second term as fifth graders. >> So, is this the second year for

the program? >> No. >> Okay. So, you probably >> Yeah. >> Um Yeah. And welcome back from fall break. And before fall break, I think we had some bad band concerts that I heard great things about. So kudos to the kids in all I have. I've only got one thing. Mrs. Mos, I don't know what you did to getting your kids to stay for the whole thing, but I think you might be the first in my shortterm memory at that time. So congratulations for that. And with nothing else, I would entertain a motion to adjourn. >> Thank you all.
