001ready e something different tonight Good Start can we do a redo um welcome as I'm looking for Mr Livingston's Bell pieces uh Mr Livingston was kind enough to allow me to use his wife's Bell this is her retirement School Board Bell and I don't know if I just jinxed her Schoolboard retirement we're going to let it sit right there make it just like that welcome welcome to our drama all right with that um if you are able please join me in theed Al to flag of the United States of America and to the repu for it stands one nation under God indivisible liy and justice for all serious like I need to redo all right right again welcome I'm good now all right moving right along to item number four is the adoption of our

002agenda I will entertain a motion to adopt tonight's agenda and a second place Mara and all in favor hi number five is our call to the public M do we have any cards no all right seeing none we're going to move on to item number six which is the CVUSD board president and vice president election at this time um I'll entertain motions for Let's do I second all right all in favor I thank you very much vice president I also would like to renominate um our vice president Annie Morton I feel that the past year we've made a pretty good team and I think thank you all in favor I well that's done thank you I thank you for having the V confidence and keeping me on board for the next year all from item

003number seven information and discussion items item a is our safety update from Matt thank you I actually do have a voice um most of you probably already know me for the few that don't um Matt Matt with one te chronic um I spent a grand total of 25 years at the T Valley Police Department retired after 20 after 21 years did four more years as training officer variety of rols um now I'm the Safety and Security guy at delade um our regular activities for the four of us there's one of if you don't already know I'm just I know most of you know this but if you don't already um we have one of us assigned to each of the campuses full time um we're one of I think the only District in the area

004with that um and so our regular activities one of our biggest things is just building and maintaining relationships with the staff and the students that is being out there in the morning during drop offs we get to know the kids we get to see them coming in we get to know their mood so if they're kind of off on a given day a lot of times Dr Moody and I are out there they'll normally kind of we kind of look at each other and like he'll say I'm G to go have a chat and just you know kind of get a read for where they are so we do that for drop off we do that for pickup in the afternoon um at high school it's a little more fluid because you have coming and

005going all day long but for arrivals and departures and all that um one for just the general safety two you know I go out there we do a fist bump in the first thing in the morning I say good morning to every kid as they come in you've seen it numerous times um so it's just getting you know getting start on their day and and letting them know that this is a safe place and that we're not adversarial um the description that I always use is I'm like the family dog you know the kids can pull on my ears pull on my tail whatever but if somebody bad comes there you know then I'm there to stop that so um again our daily stuff and then patrol around the campuses during recesses lunches um I

006often go out with with baseball glubs during recess and play catch it's a j string recess I know Mike at at Tech has learned the Fine Art of opening milk cartons and tying shoes so he's become an expert at those things so those are just little things we do um once a month every campus we do either an evacuation or lock down drill of some kind um we don't call them fire drills anymore because the the evacuation drill covers so many other possibilities so we run those every month and then every month we also do a rotation so each month we rotate for one day to one of the other campuses so that all the staff at all the schools get to know all of this and we get to know all the kids and

007staff um mostly so that they we know we all know the campuses and so if on that bad day we have to respond to one of the other campuses they already know who these people are that are showing up we during this past year we had threat assessments done on all over campuses that was provided at no cost from the champ Police Department one of their guys trained in doing thread assessments um gives us an idea of where we have physical vulnerabilities on our campuses things we can improve as I fond of saying we're not trying to turn this into a prison or a Cell Block that's not what we want it's a school that's what we want it to be but there are physical vulnerabilities that we need to at least be aware of

008so that we know where our blind spots are and and what we can be doing better job with or what we need to keep an eye on so that again provide us guidance and recommendations on some physical security upgrades that are going to be an ongoing process we have some Active technology projects going on adding more cameras to all the campuses is a years long project because cameras are not cheap um it's all mostly you know common areas Li you know lobbies libraries the uh entrance to the building buildings things like that and we're working on getting more perimeter cameras it's not for us to sit and monitor the cameras I'm not a fan of that because we should be out interacting with kids that's that's where we actually do something of value but they

009are great for after the fact unfortunately we can't be everywhere all the time we have fights we have thefts we have vandalism things like that um and we had quite honestly at my campus we had a candy Thief and there were several different possibilities of who it was and finally one day we saw a little guy go running back into the room spend a minute in there and then come running out and hit for the buses so it's silly things like that but we were able to solve that based on that and then bring him in for a chat with Dr M so we're doing that the campus mapping is a huge one we're remapping all the buildings these buildings have all been modified at one time or another as you well know we're mapping

010every door every window every nook and CR again so on that worst day if we do have to do something we can give that to the First Responders the other First Responders and they can know every little corner every closet every utility cabinet on the campus and not miss anything if they had to respond and deal with something that ties into our share 911 that we're just getting up and rolling that will be a districtwide incident and instant response and management system it's a it's a fantastic app on your phone app on your desktop because everything's app anymore super simple anyone on the on any of the campuses can activate an incident um we've you know definitely they've empowered all the staff it's not a hey can I start something can I in you know

011can I in Institute a lock down or things like that so all the staff has will have the ability to just pull that app up and call a lock down or even a medical issue if they have a kid get hurt and they need to stay with them and they can't get the radio can't get the phone as long as they have their the wired phone as long as they have their cell phone with them they can actually in uh start an emergency response put in that it's medical and get a hold of someone and it'll be integrated with mutual link so that again can call 911 get the other First Responders on their way um assist with evacuations lockdowns reunification is a huge one every night our our student system will update all of

012the uh all the kids in the system so that we know who are current all the current kids at all the campuses are then when we do an evacuation currently we're getting on the radio saying hey do you have this kid well he was in this special he was over here and we're tracking people down they will actually be able to go in and just Mark okay I've got this kid oh and this kid's today and we'll be able to account for all of our our students literally just I can look at the phone or Dr Moody can go hey we know where every kid is without having to try and J YY back and forth we have to do an evacuation for reunifications it'll feed back into that same thing one of the other

013features that I personally as a safety person think is awesome is each campus will have a little QR code so when visitors come in they can scan that what that will do is that will put them into a text notification so if they're on campus and we have even a lockdown because of lightning they will actually get a text notification that we're in a lockdown so it will keep any visitors to the campus aware and then every night at midnight it purges those people app so even if they don't check out on the app they're checked out automatically it will also tie into all of our systems for putting out notifications to parents and families so that we can keep them updated on situations because as we all know with people don't have information they

014start making up information or they get on Facebook or whatever social media and then that starts roll so it'll be able to take care of that where we can ship those notifications out in real time with good information some of our outside the box safety issues you know we all are walking around carrying a gun for the obvious reason but some we have some real outside the box safety issues we have Highway 89 so if we have a Hazmat spill that's lockdown evacuation reunification type St even a car fire out there um if the officers make a high-risk traffic stop out there and there's guns being pointed all over things like that are kind of out of the box of what we normally think of but things that we need to be prepared to deal

015with Road one West where we have Del Rio and Heritage we have a nice gas main that runs down the front of both of those campuses so not if we out there digging but if somebody's out there digging and ruptures that line again we're back to possibly an evacuation or lock down or some kind of situation it can even be losing utilities we don't have heat or we don't have water and we're probably going to have to move everybody out we also have state trust plan that borders us so we get cool Wildlife um I know we've done some lockdowns for you know Havalina things of that nature so and as we've already had this year there are things that are completely out of the tments that have a direct effect on us we had

016a residential fire that shut down roads so we can't get kids home on the buses and we had a highway closure that shut down roads so we can't get kids home on the buses so we had to make some kind quick plans on how we take care of those kids until we can get them home and then of course our weather events and we had two lightning lock Downs this last year like that so I'm G to jinx that we're gonna have sorry a bunch of lightning lock probably we um some of our goals for this year to complete the mapping of all the campuses that's a labor intensive thing because there I've done this building and the nooks and crannies are amazing so it's it's a long project but it'll be I think very

017beneficial that will again tie into the share 911 so those maps are automatically shared to First respond ERS so they can find their way through the campus because obviously they don't know what and then other thing that we're really working on is to conduct at least one mock evacuation um where we will work our way up to having at least one class of students here on probably a Friday where we will actually do an evacuation put them on a bus take them to our site reunification and work through a reunification because until you do those things with real people and a real environment as best you can you don't know all the bits and pieces that that you need to cover those are the things that we're working on right now but again mostly it's

018just getting out and talking to the kids talking to to the parents talking to the staff it's great to me when the staff is comfortable enough to come to me and say hey this kid was talking about this I'm a little bit worried or this to me is a safety issue is it something we can deal with because that means that that they're comfortable with me being on the campus and and were an asset to that is the C Code system up and running now not not yet we're in the process so we're um in the process of getting all of the students into the system linking all the parents so it's like this multistep process I thought it was really cool I know you have two more questions but Matt tell us how you

019do Short Straw why are you the one standing here and not the other three people Matt's in charge the T questions um treny how involved in truy um that one's interesting so again if you know the pieces you don't know the pieces I'm going to cover it real quick two of us are ssos school safety officers two of us are SRO school resource officers the two School resource officers are full-time basically employees of the CH Valley Police Department they're active troll officers so they end up doing all the truy work because they're the ones that can file the reports it's easier for them to get a hold of of juvenile probation um so I don't really do that which is kind of nice because I just get to have fun with kids so we use

020the the two CER well I'm still certified but we use the two active Patrol officers for that so normally for me it would be officer Torres because he's right next to our so they're the two that really handled most of the issues my last one have you done a threat or a a safety assessment of the boardroom we did this was part of the yeah the threat assessment which is one reason we have Matt here being the family dog our meetings and I knew that I was throwing that out there and and really wanting to say thank you because as you can tell we like you at the back thank you is anyone else well I just wanted to just say that as a parent and a school board member I'm just so grateful for

021you and the other officers that are on the campus that just gives me that little bit of extra peace when I got my kid off of at school and I really love that you and Dr mood out just just that makes me feel like I'm you know dring my kid off to you guys I like that so and then I was just GNA have you add one more thing liit in school is what all right just making sure that everybody knows that it's I appreciate you taking time to play with the children that interaction oh absolutely to me children have had bad experiences with police officers like their parents have been taken away or they even taken have a home because of police office who came to their home and just have that interaction with

022them that you know you're there to protect them and to keep them safe more so than to do anything that you know would be harmful to them their eyes so I appreciate that absolutely and to me that's one of the most valuable if not the most valuable role on a day-to-day basis is that they don't see us as a threat that they see us as a protector i l your analogy about just so great that was a really good one well that's thing I'm not there to be a bad guy and and I did that for a long time so this is this is really an amazing thank you guys too because it really does feel good to know how many of the boys are children that you influ Us by your actions that be

023real important the other question I have that might be a St one is on this share 911 that like teachers like if they're having problems with the disciplinary problem with the student they could notify you it's not going to be for for just regular classroom discipline um if a kid's completely out of control they might use it for that um it's primarily going to be for for safety for major incidents um it can even be we had a huge you know that that HVAC Pro process going on and we had construction workers all over the campus coming and going and they're identifiable but you know if they if they were walking through with a piece of pipe and were carrying it like it was a rifle and one of the teachers saw it they they

024they have the wherewithal to go on their thing on their on that app and click that they need to go into a lock down because better that then they go H it's probably just a construction guy and it turns out it's it's that worst case will have be included in share 911 so you'll get the notifications as well where in the process of setting up the which like tiers of so like tier one will be you know all our contacts with like ycso CH PD administrative team security team and then we have like a parent group we'll have a board group so there are different groups that we're in the process of stying up to um to really help with that and I think one of the things Matt pointed out about that that is

025really phenomenal is even during a fire drill a lot of times kids at the nurse's office or they go to the library or whatever and you don't always know um where they are and that is so quick and easy because what happens on the radios it becomes a you know who's got this one where's that one and then there's cross talk and stepping on each other it becomes that shared an important piece of information I'll add you for our new board members um Matt's position um is Grant funded fromal safety Grant officer noden is at cbhs um while he is a cvpd employee we purchased his Services um during the months of the school year from Gino so he doesn't he's not called out on regular calls or anything like that because we're buying his

026Services during the school months he works for chopd in the off months officer Tores an officer not in his uniform and drives a Chino vehicle so you see that always parked in front of the high school unless out you know in between campuses or something officer Torres who is at Heritage Middle School is on Blown to us from Chino Valley PD he's their employee um we don't pay for his Services they just um place them at Heritage and he does get called out on calls and then at territorial we have cro who's a school safety officer and we it we shifted the fun we for many many years we had a security position at the high school and we just shifted that funding to Territorial and the reason that we don't pay for that position

027with a grant is because in order to use the grant for a school resource officer or a school safety officer um that officer has to be attached to a police department of some kind um Matt's retired he has a retired badge number and um or we have active duty officers who have an active duty badge and um safety officer K Gro is actually retired from court security and um the prison system so so that's a thanks for the fancier word I could think of it from Corrections um so that's how all of them are paid for so in order to help you understand if there's a burden to the district think the officers or not or how that looks I do have a question on that the grants do they only give you so many

028years of the grant the grants available for three years um everybody who is AFF fixed to the grant including administrators Who oversee the officers and the person at someone at the district office in this case it's me we all have to undergo mandatory annual training if we fail to do the training we will lose the grant as long as we continue to keep the Grant in good standing we have to reapply every three years but you're generally renewed and we also have a school safety Grant we have um two types really our other type pays for um counselors one at Territorial and one at Heritage Middle School to really help at the areas where students need need the most guidance learning how to be a good citizen in their in their school community so at

029territorial for kids just coming to school like you know Marsha mentioned kids come to school with trauma and um helping them learn how to be good citizens in the classroom and on their campus is really important at that early age and we find again not surprisingly that the Middle School tends to be where kids need a reminder so we also use Grant funds to pay for those two positions as well those are all part of the um governor's office from Governor juicy um Governor's Initiative for safe schools well thank you very much all right item 70 is our superintendent's report Miss Daniels oh you asked about the treny bit and um Miss Leanne wellard our student data management person she has reported that for the entire period of first semester our average daily attendance I

030want to remind everybody that Statewide is in like the 60% uh 93.48 wow wow that's our school with the lowest average daily attendance was Heritage at 92 which was awesome super awesome you might remember that we were running about 75% average daily attendance the last couple years that have been slowly improving over um the postco era but the last couple years we had sort of stagnated that about a quarter of the kids miss school every day and thanks to admin and staff and our school safety staff we have really made a huge impact on that I truthfully I'm Blown Away by how good it is this year super cool because kids can't learn if they're not in school so I want to share that with you some really good news and I want to welcome

031our new board members this evening we're happy to have you and we had a great um governing board work session on Friday that was super informative that was put on by the Arizona risk retention trust who ensures um the school district and by um the governing board's attorney Mr Jim lead better who um shared with the board ways to stay within the law and uh and then uh Miss uren from the trust shared with us about um like different roles and responsibilities for the board so I've heard a lot of really positive feedback from the day that it was super helpful um so with since we've been together last Cindy Marsha Inger and I were able to attend the Arizona School boards Association conference and we'll see if if I'll pause for a minute anyone

032who attendance you guys have something that sort of stood out to you or was helpful to you well I know that we um attended the same Brandy we did um breakout session sorry bra was dead and um I know that's something we've really been talking about the last six months or so and there were there were some really great ideas nothing extraordinary that you know just kind of oh yeah why aren't we doing that but at the same time just some so thinking one thing I do remember is um how we talk to people makes such an impact place what we say or words and um I've even you know made some changes in my own life as far as that goes so I just want to say you um kind of thinking for talk

033kind of so I did appreciate having that because sometimes you don't realize who we're talking to especially when it comes to children and parents that we can make a good impact by what we have to say we have to say something that's on the negative side but kind of turning around to the positive side so I really enjoyed just uh attending I thought we have a really good kot speaker but um probably breakout that was most informative for me was the one on special ed because it was um I know very little about it really and so they gave us a lot of information about the definitions and a lot of information about maybe some legal aspects to it and that I I learned a lot with that one I think I also wanted to

034point out that number one thank you to the district for allowing us to to go to things like that because there it's not always official I think as far as the content goes but just going and talking with colleagues and realizing that there's nothing that we're experiencing that's unique to us and it makes you feel like oh okay I'm not just being picked on so is everyone else so I I uh value the conference each year thank you I would agree I thought The Branding session was good I felt encouraged because there are quite a few things we're already doing um and they spoke at BL El put the session on and they spoke about things they've done particularly with their business community in terms with the revitalization of downtown Glendale and so that was

035something that I thought was very interesting with some of those business Partnerships that they had worked on um since we've together last we had lots of pre- holiday events at the school we had concerts we had parent nights and then during break our wrestling team hosted the mile high challenge again which was hugely successful I don't even know how cbhs yes ma'am uh Louie a senior he got a buckle which is a very coveted item our act program made the buckles they welded them and Lou stood on that Championship box was so excited I don't even know how I manag to pull it off every year it is so much work um other things winter sports are in full force I know Becky has printed for you um this list of all the upcoming events

036in the district between um tomorrow morning and the next board meeting so in case you think oh hey I'd like to catch this that or the other thing um you'll notice on there that we have Friday school starting up and you'll notice that there's a School holiday coming up one of the things that I thought might be of particular interest to you is on the 21st um it's called we have our it's called choose Chino night that's next Tuesday at the high school right right yeah next Tuesday don't want to get my phone and look up the calendar um and Cindy has the brochure there you could kind of wave that around it is where um especially people who have children in eth grade whether it's at um paon Elementary School whether it's at MinGa

037spring I took the invites out to the MinGa students this afternoon um our heritage students or anybody else who has an interest in having their kid attend Chino Valley High School that that night highlights all the things that are amazing about what our high school offers so if you even want to come and do a walkthr we serve dinner that culinary makes this year we're not because the kitchen's closed so Deo is catering because of the ageback so sedexo is doing it so we have that will we still have all the cupcakes shaped like a cougar head no but we will have we will have cupcakes oh okay we will have cupcakes we they are helping with dessert and they're serving so culinary is is very much a part of it but sedexo is frontloading

038a lot of the meal preparation the kitchen's been Clos for TR so Culinary Kitchen so anyway that is really a Showcase Event for people to come and learn about the high school and what we offer so I would encourage you next Tuesday night just to come and walk through Becky will do a soft Post in case three of you happened I'll be there at the same time so as you know we don't violate open meeting love and anyway it's a good opportunity to see all the things that we're doing wonderful opportunities for kids so as you look through there are lots of HS in the packet and those are from each of the Departments and what I wanted you to you can have a chance to ask whatever questions that you want about those um

039Miss Brandy Cox is not here to answer questions about territorial because her daughter had a baby yesterday in Texas so she's in Texas and but you know maybe Jenny she knows everything about territorial she might be able to just pipe right in um Nicole's here in case you have any questions about sped um Billy and Justine from the high school Caitlin from the middle school and Ed from Del Rio so those are all in there so we're in the process we're Communications is one of our big goals we're in the process of rolling out the new website that's more userfriendly more modern and it's mobile friendly which our current website is not very mobile friendly so and we really want that to accurately reflect the values of our brand which is really solidifying the safe

040together and prepared students so we're in the process you heard about share 911 and I want to let you know that cougar Country magazine came to an end I found that out after I submit a 900w article only to learn that they'd already had their last Edition they didn't tell us um but our articles will be on signals a website and of course uh I have a regular rotation I think four times a year for contribution to The Courier but Nancy Hudson W she's reporter for The Courier she watches all of our board meetings and usually calls me I should call me tomorrow to ask for clarification about things that we did so on our financial stability page um you'll see that John used the word deficit but this is what I'm going to tell

041you it doesn't mean we're underwater it means we've had to adjust our budget down by approximately 700,000 due to Lost revenue and our maintenance and operations John will be talking more tonight about what um about the the capital increase that we you'll be approving later in the meeting so I'll let him talk about that I have been around to every campus and met with the district office staff to talk about where we are with the budget um to share with them what we're doing to make sure that the district um stays in a robust and strong financial standing and then I'm moving back to HMS I think tomorrow afternoon or went getar afternoon to meet with the classified staff there specifically to talk about budget so that's coming up you're welcome to join in on

042that if you want 3:15 right Caitlyn tomorrow library in the library so I'll be there in the library talking about budget tomorrow afternoon um from about 3:15 to 3:45 if anybody is interested and here so you can hear the kinds of things that we share with staff um during break um Lieutenant Daniel Morales from ycso came and met me um in my office we talked about enhancing our communication loop with the sheriff's office for one really big reason most of our school district is in the county so districts roughly 400 square miles and the majority of that land mass if you can kind of Tuck this into your mind that far north end of County Springs is actually in our district the kids go to Humble um there is no Road from out there to

043Chino um we run most of the way to Mingus we Drake cement is in our school district boundaries and we go almost all the way to Williamson Valley Road north of otter loops south of otterloop we actually include like the granite Oak subdivision so there are places right on Williamson Valley Road that are actually in the district and the district includes the north Runway of the airport so deep well Ranch is not part of the district except one little part of it so just to kind of put that in your head that's far from one end to the other and one thing we learned and Matt talked about was when there were residential fires in palen because ycso was on site not choped we did not have the accurate information we needed for releasing buses

044so one of the things that ycso is doing they developed a new punch list with dispatch so if an emergency's called in the very first thing that happens is when they type in the address the County GIS pulls up the address and it says what school district that is in so one of their things is if it's something that they believe will impact the school district in any way including Transportation then they'll notify by us we're responding to an incident that we believe will impact operations at your schools and by the same token they'll be one of our first Loops in share 911 so they get immediate notification as well especially in systems where Mutual Aid will be required and then because um Lieutenant Morales is actually lives in based in Congress um he he

045is responsible for this side of the County from wienberg to slman um he has I think four or five sergeants 50 deputies something like that but he's through Chino at least once a day so I invited him whenever he feels like it he has deputies that live in Chino to just come on to campus hook up with our security guys walk the campuses so they get to know what our campuses are like to and have that familiarity if we had a day that Matt would call a very bad day if we had a very bad day then it's Chino PD will be tied up with the response and ycsl will take over a lot of our processes and systems like reunification we've met several times with County EMS um emergency management system their Department to

046go over that as well so that was one of the big things that was a hiccup in our communication Loop was having the right contact with ycso Channel PD is easy ycso is a little trickier so other things that you see um HR has some goals for hiring for the 26 school year in there and Heidi can answer questions about that um and just so you guys know those of you who are new about the normal sequence of events um the administrative and director team has already been reviewing our staffing needs for next year you'll see some staffing recommendations and positioning eliminations on tonight's agenda there will be more of those in February so we will be recommending positions because we are down 100 students we'll be recommending um some positioning Li elimination um those

047typically do not involve um reduction in staff we normally handle that through attrition when somebody leaves the district then we just leave the position empty um so in February all of those will be coming to you the district leadership team is meeting tomorrow to talk more about that we bring um we're in the process of budgeting for next year John is bringing us three budget scenarios in the morning a zero growth budget a 4% student decline which is what about what we've averaged since esas were made available to everybody and then a 10% reduction in in students which um we're hoping that hasn't been the case and we're hoping that won't be the case um but we'll be budgeting for the 4% reduction that's our goal and then at our March meeting we bring um

048to you recommendations or contracts for the next school year um because we need to get um we need to know ahead of time and quickly what teachers are planning on returning and which aren't so I just wanted to also highlight for you because you get a month at a glance but these are some super duper important days that involve the board um you all get to be on stage on um May 21 at Finley Event Center so and then Cindy 20th or 21st 21st the 21st you haven't bought your dress yet yes we have a lot ofo but you do assist in handing out the diploma covers and all that kind of stuff so that's that's an event for you 21st 21st um and we just ask that you arrive through the East service store

049at 6:30 um you can tell there's like a big roll up there like where the semi backs up and stuff and then strategic planning day is May 29th that's we're holding it again this year in the Family Center at Grace Church which is at the horsey roundabout we start at 7:30 and we go to about two and breakfast and lunch are included and we hold it there because believe it or not there is no room in the school district big enough to hold the board and all the leadership team and sit in adult chairs so we don't have a room big enough to put 30 adults in one room at grown-up siiz furniture and then our all staff orientation and kickoff event is Monday July 28th that's also at Grayson the main building because it

050is the only building in Chino Valley large enough to hold 350 staff members at tables so it's like a big open room if you haven't been there and we will be going in Sunday afternoon and getting it all set up for the Monday event we'll have the coffee trucks again the breakfast for the staff and we do all our onboarding training that day so I really um I I want you to know that you're welcome at all the events on the calendar you're not expected to be president all present all them but at least it helps you know um what's what's available for you so do you have any questions about all of the reports that were submitted by the buildings and the Departments um there's something that I would like to touch on just

051because I've had a lot of people ask me about it is the final exam exemption um I was reading about it but could you touch a little bit about it it is a little bit complicated um so what we ended up doing is we we we pitched the idea to some teachers because EHS does this something very similar um their parameters are a bit wider um we decided we wanted to try and reward kids who we wanted to catch the middle we do some pretty good extension activities for our kids to challenge them and we do a decent job of providing some um opportunities for kids to catch up but we don't really have anything for those middle kids and so we thought if we can push some of those bubble kids up that's where

052we start to see numbers shift it's not taking your highest kids and moving them higher so we do a pretty good job of catching the top and our lower-end students for this particular incentive it's geared towards attendance um there is a grade component so students are able in short they can get 10 absences in a school year however if they exceed that then they're out of denial of credit um and we experienced you know through there were several letters this poor man can tell you all the letters we gener generated for every kid who met the 357 and 10day threshold and for at the high school every kid that threshold exists for every course that they're enrolled in so it's not full day abs since it's every period and so we were really trying to

053think of ways to encourage kids to come to school and reward W them for those good habits and so we launched this final exam exemption um if a there's a few things the at a certain deadline for freshmen and for seniors seniors have a different final exam schedule because they have on the last day of school is graduation we have to run through a rehearsal so we kind of modify their exam schedule they have a deadline and then n9th 10th and 11th graders have a deadline and on that day we will PLL attendance kids can apply for the exemption if they have no more than five total absences that's excused and unexcused field trip and medical do not count against the student so it's excused or unexcused a total of five they have five or

054less then they can apply for this exemption so we have two exam days at the end of the school year it's a Tuesday and a Wednesday Tuesday we test in first second and third and on Wednesday we test in periods four five and six so if a student meets the the criteria they can apply for an exemption theoretically some students can apply for an exemption in all six classes this does not apply to any CED which is our CTE off-campus classes or our Yavapai College dual enrollment classes there are different rules for the college and different they're du on rule they're both through the college one is just CTE one is directly through the college um but everything else is up for for grabs if you will so a kid if they meet the the

055requirements for a first period exemption well they don't have to come to school until second period their parent will need to excuse them and they can do that in one email for whatever classes the kid may qualify for um they can come to school for the first period and attend second and third they can come to school for just first and second and maybe they qualify for an exemption for third and they have an early release so it's really oh the students have to have a projected end of the semester so that's the average of their quarter three and quarter four grade they have to have a projected ending grade of an 80% or higher so the attendance requirement plus the grade requirement and then we have that form that I included it's a draft

056it's it's pretty much solidified um I don't know if it's going to change all that much but I provided that to you to kind of explain a little bit more or to see some of those exemptions we've been talking about it I had a kid at 7:30 a.m. on Monday July or sorry January 6 saying hey does field trip and medical account I was like no it's qu there's quite a buzz I've talked about it at lunch with students they're excited to for the opportunity to qualify for and we're hoping that it'll encourage kids to come to school more frequently I think it's a really great you a buzz in my house just well I did just like we do in our school we have plc's well um I was pretty grateful to be able

057to talk to Mr Neely I've got a cell phone and I have the the um brancha principal so sometimes we'll just kind of talk with one another and say hey what do you think about this and and run ideas past one another and was able to talk to Mr Neely their criteria is more on the denial of credit so if you exceed 10 absences and even they will change depending on how they want to incentivize it depending on the need of the school so we thought we really would like to encourage kids to come to school we really need them to come on a consistent basis so we decided to narrow the parameters a little bit more not make it unattainable but make it a little bit difficult anything else okay anything else Daniels on

058your report all right then moving right along let me make sure I am not I believe item 7 C is Mr financial report president members of the board Administration staff ladies and gentlemen I've got a couple frogs in my but I'm going to try to keep them off balance so they don't overtake my local courtship so a couple couple summary statements about the month end of December 31st 2014 um our budgets for the last four years have been strengthened in a in a way by federal relief funds those expired and are now down to zero that we're able to spend uh September 30th of 2024 so it's been CR three and a half months ago that the last Co dollar was spent in our school district uh I know there's a number of districts even

059in this state that still have significant unspent balances weren't able to get approvals those were quite difficult to spend in some cases I remember back in about May of 2022 I had not only a Canyon State bus sales representative Frank ban call me they had business Managers from two other school districts call me and say how did you Chino Valley District qualify with federal funds Co to buy a school bus and our grant writer at the time and federal programs director cind he had found a way to social distancing and I got calls back and these two other districts didn't have the ability to do that so thank you for bringing buses I think overall got two vehicles a bigger bus and a smaller bus so so so those were a ride but the ride

060is over um and as a result we've been able to push money sometimes from our operating fund under our Capital fund and keep it there because we knew at some point there' be people that would be needing these Co funds come back to operating funded would need some money back from Capital so at this point the end of the day December 31st our operating budget 18.7 million expenses year to date in our operating budget that's salary and benefits for most staff and that's things like uh well health insurance follows that we pay about 300,000 every year for our property insurance fuel all of our operating cost utilities that's our operating budget 18.7 million spent 9.5 Capital fund uh budget 1.1 million expenditures 303,000 just to put it in perspective a couple years ago we spent

061over 2 million in capital over 700,000 I think in curriculum we I don't know how many decades behind on curriculum but soon as superintendent Daniels found out became a goal it became a reality on our capital expenditure so we've been able to push some M generated dollars into our capital budget and tonight we're hopefully going to sh someone else back to M for salary support in the meantime if the district can keep its capital expenditures under that million on the budget of fund that'll really help district because then we can transfer and keep some of those dollars open they operating other states don't operate this way they don't allow funds to go between different categories but because our state is so low in funding they say if you can make it work make it work

062so it it kind of gives us an option uh any questions on our on our just our year-to dat activity on those two funds that's our AIG pict couple funds we Ed by half of our funding through half the Year too so follow so if we take a look at uh we've got a page in our financial report and it's all dark all the numbers are vertical and it's called Cash Fund these are these are kind of difficult funds to manage those that are called cash fund balances and it's it's before your big your big legal Pages it's right where my report starts pages and it's uh it's really bold and nice big 14 qu letters numbers those those are they're kind of like a private sector operation almost like a McDonald's where if you're

063going to buy promotional materials or McDonald's or you're going to give your your staff some supplies or you're going to give them uh uniform allowance you need cash to do that these funds are you need cash to do that funds whereas our 18.7 million from the state if for some reason our October property tax bills and our November property tax revenue postings if for some reason there's a huge delinquency and if you pay property tax in Arizona unless it changed like two seconds ago you can PID part of it and Fallen part of it by the end of March I believe it is so if for some reason there's a recession and people just really get late in that October cash payment and so it's not paid in time they're going to load it up

064in March our office at the county doesn't care one bit we can be negative2 million cash in our operating fund because they know what's they know what's going to come eventually but these funds don't have that that bonus these funds cash has to be there or you can't make the payment so just a just a couple to note O2 2 2 and 024 because people go to casinos in Arizona um the state collects those funds and does something pretty pretty similar lots of states do this they take some of those revenues and push them out to school district the difficult thing is we don't know till well we don't know till actually the end of April maybe even the 1 of May what the total award for those two funds are the last couple years

065I look uh so there's there's kind of three things involved you get your first payment per a fund and we got it just yesterday was 44,000 for each of these funds so that 44,000 for each of these funds you could say is kind of an indicator about the strength of the gambling economy so our share of the casino revenues has been this time of year 56,000 per Fund in November December and then another 56,000 in May for a grand total of 112,000 for fund 022 and a grand total of 112,000 for 024 224,000 thank you g this year we got 44,000 for o22 payment one and 44,000 for 024 payment one so if the past is an indicator of the future I'm going to say that it's probably going to be less than 50,000 again

066when we get the second payout in may even if it is 50,000 that's 50 44 is 94,000 per fund times 2 is 188,000 is significantly less than the 224 that we got high tide back in 2019 2020 um so those are funds that we watch so that's not really good news is it half a million dollars well no but it's part of a trend that since Co funds have dried up that we have to really be careful what we do with these is we pay our teachers class size reduction if you've got 100 students and you've got five teachers and then six more students come along so you've got 106 fifth graders you want to lower the class size to 17 we use that six teacher they pick up 17 the other five do we

067use it partly for that want to use the class size and we use it also for Teacher Improvement I think there's three instructional coaches that go around and we can use some of these well we can use all of these funds for those two purposes so so then we just move those expenses from our operating fund over to these funds but I don't dare move anything in there so if you take a look at that page you see that 022 and 024 began the year and I can bring you the last year the year ended June 30th of 2024 I can bring you the cash in those funds and believe me it was Zero because once I moved the expense in there to follow the cash and the fund balance goes to zero we've added

068before I got this posted um I got this report done for you before I posted the revenues Saturday morning County gets the revenues from this Department of Education and I posted them Saturday morning I think I gave this report these documents uh in last Tuesday Becky I think so about three days earlier this report was done but that's good news I mean they still have some money thank you again you know for help is out there but it's down about 20,000 over year over year so that's that fund 022 024 it's split into two parts another one to take a look at is fun 691 this is a good news story all the way around 691 F or six from the bottom down there seven from the bottom just's take a look at the expend

069excuse me excuse me 3.7 million expenditures These funds are almost almost unbelievable support we in the state and U and this kind of makes up for some of the other maybe you could say Grim or not quite so quite so welcome news so I put together a little summary and if you can each one of these I don't think and then maybe one for superintendent one for Becky as well so they have just keep going so so this this brought me to do something I've been doing school business management since 2000 so this is year 24 I've never thought I would ask the superintendent for approval to display their art in a public setting certainly not this one yeah but I did and you have superintendent's art right here if you could just flip the

070page to the back this was a document that I think was revised and you can see end of useful life at the top here you can just flip to the very back and turn it over so you can read it this is superintendent Daniel's art this I think is probably the 28th hour of doing this document then go to the one in front of it and it's got little dots and the little little little index I go to the one in front of it I think you might have had a little help of our mejance director and maybe Justine from the high school put this one together both of these documents I'm going to say combined person Powers Pro or hours probably took over 30 hours these were presented to our school facilities board this

071is all 691 fund related uh and they were trying to reject and modify and deny that they have been submitted these things way back in August when I met with with superintendent Daniel back in about October and they denied even having some of these things this was touch and go for about four months but because our high school principal and because our maintenance director Chris and because superint danels put in the time to do these documentos and to submit them Friday December 13th something happened so go back to the second page please just look at the little memo there December 13 20 24 school facilities board don't go to the front this go back one you're start the back read the agenda item we were on the not just a quiet piece of the agenda

072but us and about nine other schools were on the agenda for some funding based on these pictur does anyone know what these pictures were that you looked at what was being highlighted here high school high school any in particular I saw you know the end of building in the life building yeah end build yeah exactly it end of useful life buildings exactly right all this work went into we've got classrooms 14 through 21 over here plus classroom 13 what we call the art building all those buildings now have been officially retired by the state retired now it may be a year and a half it may be one three months we don't know but at some point just go down the just go down the agenda item there recommended board approval of recommendation to approve

0739 through 12 class space for Chino Valley High School District 9200 feet with a budget of $3.8 million so that's what was on the agenda I was there personally for this meeting December 13th was a Friday nine o'clock meeting and they went through it we presented a little bit more data they had everything they needed and you flip to the next page which is again the back of see what they did motion and voting mir's it in my office for little as there they voted unanimously to give us 3.8 million to replace these bus oh wow that's so great so thank you for your art and you're never ending and it was it was just amazing how many times different people would go through our class rooms and tour them and say the superintendent reported

074in the high school science lab number two there were 19 from Malahide ble bleachers or beers we only found 13 when we sent our crew in they sent a crew that they paid hundreds of thousands of dollars called called what is the word for trity they got some Consultants called Varity and they double checked and remodified every school district's space to see if we had enough adequate space and then they rejected and fought with us for about four months and finally we got enough support with these documentos here thank you again that it was undeniable that we needed this square footage they couldn't just come in and be a good neighbor and wipe it out and leave it there so that's what it took and then at this meeting board had the data I was

075there to present if I needed to didn't need to say much U but these buildings hopefully in two years will be down and a new one will be there so they're gon to completely take down the building and then rebuild that's the goal so so funny funny thing about this is my daughter who is in high school told me the other day did you hear that they're going to tear down a lot of buildings at the high school get new buildings and I was like no I didn't but I false information I can't give it to you any quicker now if you had two two meetings a month yeah well that's okay I'm good with one obviously the buzz is going on in the high SCH so it's a month to the day December 13th

076January 13th that's about as quick as no I think this is such fabulous news I mean I know that you like were you've been concerned about the a lot of things and this is just so great congratulations you guys your hard work is paid off in your so John will this money be enough to tear the buildings down and rebuild well if you if you do it from one perspective and you take the 9200 square feet that's in play about 8,000 square feet for the buildings to the north and about 12200 squ feet to the buildings to the South and you multiply that 9200 by by what's your number going to be you get your 4 million 9200 time whatever equals 4 million I did it a while ago let just let's just make sure

077here we think that that because they're paying for it I'm just going to do 4 million divided by 9200 you $430 a square foot this wasn't our estimate of the job this was their estimate based on I don't know $30 $40 a square foot to remove and pile theend get it off site and then another 100 to put a slab down and that was their cost I can I can tell you that I feel better with their number because if there is a cost overrun they can make change orders and increase their award if they need to the tricky thing is when they put their hand out to the legislature and the legislature of PE exactly 2.8 million to the valley District goes over we hope they don't have to go back at the next

078legislative session to ask for more but we do know every year they get 300 million programs so at this point it's a really new program I think there's two schools in the state that have been approved before us I heard about this in April they very not the next day the same day I heard about it I applied for this and U do we have a certain time frame and all this have to they're expecting even um in the meeting one of the meetings that we were on they shared with us that technically school facilities board exists to build things not destroy things and so they're expecting that in this legislative session they'll either ask for an additional appropriation for demolition because demolition doesn't fall under their purview and they just approve space to be

079down permanently and taken off our square footage for insurance purposes and all those kinds of things so because we're the first demolition project they weren't completely certain how they were going going to approach it but the funding is there and it was I think some of the things that really mattered is that a unique member of the school facilities board has been to our campus several times and really in as retired civil engineer really took that hard look for himself at the buildings um so he was a good advocate for the district um also the buildings were constructed originally to be sheds so the eight of classrooms was originally constructed to house um animal feed um equipment for our fish hatchery that we had at the time and when we had such explosive growth in

080the 90s and early 2000s they closed it in and turn it into eight classrooms so it wasn't really ever intended you know to have students in it and then our the two rooms that are the art rooms were originally the um maintenance shed and bus facil and so those were not really ever intended to be classrooms either and we've been using them for classrooms for a couple of decades so those two things really help make that decision easier for them and their goal is that the buildings will be demolished and then the new buildings will be erected on that same footprint the other thing that's really really good is that none of those classrooms those 10 classrooms were not eligible for HB because the roof could not support um an HB so one of those

081rooms happens to be the hottest room in the entire district and it wasn't going to get H back well now it's getting a whole new building instead of just H which is a wonderful thing we don't know what all it means we don't know what the time frame is they don't know but we were in um they had done two schools really really early on and then decided don't they needed to roll this program out Statewide there were 11 schools that were being considered in that in that round and I think three or four we were um the number one most needy on the list now are the classro still utilized classrooms are currently being utilized end of life yes even though they're end of life we verified with our insurance provider we verified and

082we had actually had a fire in those CL in a couple those classrooms um and so the classrooms are you know kind of in better shape than they were after the repair um but the situation where we're in now is they're in use especially because the HVAC project is evacuating classrooms around the campus into the other Portables so because over the next eight to 10 months we'll continue to have this big shift of students out of classrooms and portable while that classroom gets the H back that they're still currently in use but we're in the process of developing a plan um this should coincide with the end of the HVAC project and we're in the process of developing a plan to relocate students in classes that are currently in that in those buildings into other

083vacated classrooms but like having culinary out due to HVAC um the kilm is a huge part of ceramic class um and so there are some considerations but as soon as we knew um John and Chris and I Chris who is the head of our Maintenance and Facilities um we got together and started coming up with some sort of rough plans for how we might make it work so we're not exactly sure what that looks like the timeline will drive it um but finishing hbac on all the other classrooms first is crucial I think that's excellent more one more hopefully you keep on a roll with all the good stuff so yeah one more part part five now to this so we've seen the photos or the the artwork now please go to the front page

084with my little red initials up front there and now we'll take a look at everything the school facilities board has done for since I've been here since February 2021 first page you can kind of look at those first four numbers and those were design and assessments to get H back on our 5 ,000 first four Awards September 2021 just follow that first sheet down we got $61,000 to do the Del Rio cafeteria polish concrete jump a little further my number on the on the far left there go to number 13 136,000 for bleachers at Heritage Middle School 240,000 for bleachers here at the high school one here we don't have there's no room for bleachers that 240,000 foot Lees uh gym weatherization this was done gosh a year and a half year and a half

085$400,000 that's just a little piece of the high school face of the South $ 4,755 knock the windows out of the southside of the high school they knocked the windows out of the north side they mored everything in now the water's not coming into the gym 1.87 million oops little problem on that anybody know how much the final cost was to repipe all the gas lines at the high school fall of hold on was that fall of 2023 yeah over 2.9 Million because of the diameter of the pipe they couldn't use the smaller because they had so much more volume for the HVAC un they had to increase the diameter so the state coughed up that other 1.3 million that was the original award to 1.8 but the payout was over 2.9 that's page one

0864.2 million you see that in the lower right corner look to page two are we done no we're not done now go to Project 26 now we've got H that failed a year and a half ago at the high school gym the nice East gym 225 ton units 111,000 took us nine months the time you ordered them so they got here uh who's our local vendor right down the street TDK Comfort Systems they put those in tremendous job fire it follow fire it follow it on down Del Rio fire alarm 131,000 State paid for it uh just got finished over at Del Rio with some concrete masonry unit repair 414,000 please don't be too concerned about the colors at the on the exterior I was GNA ask that don't be too concerned that's coming too

087yeah that's coming too we got an answer for that one but just to keep the water out yeah just to keep the water out and repair those Corner cracks where the masonry had failed 414,000 completely done now go a little further down you see lots of carpet replaced why uh Heritage Middle School has a really nasty status status is about the sixth column to the right say status Heritage Middle School's carpet for $228 was applied for by me just like the other three schools uh and it was escalated thank you very much to the point that people must have forgot about I don't know but once it goes to escalated status ARA on that I work with sometimes four hours a day wasn't able to touch it it's gone up to Upper man the other

088three PID 25,000 for a new carpet at the high school 19,000 for Delo and 21,000 territorial I requested that this be done uh Heritage so that's that's to be determ uh we've got we got written up by the county health inspector last year the last minute May of 2024 for violations in our kitchens that two of our schools stay PA for 22,000 and 35,000 for that uh now you see that first page where I said pay attention that 570th of the design now you see what was awarded again two years ago though for hbac at the high school we've got the 3.4 million there Del Rio we've got the 3.9 million we've got the Heritage Middle School 5.2 million we've got the territorial H 3.3 million and we've got more projects in place also so

089oh and I misspoke I was over at the total paid column look at the amount of the word call you might have heard me make a mistake the high school was originally awarded 7.3 million for each and they're what uh maybe 30 30% done would they be 25% done would you think we're like at uh we just started phase three of four so we about 50% so they've been they've been here since June of 23 Oh you mean at the high school or since the whole project started June 23 started us yeah so they've been here for 18 19 months going on 20 months two two schools are done they'll re Heritage and territorial I think is maybe 15% done but High School's 50% done so that's what the seven million and then 3.4 million

090at Del Rio is and then 5 million at Heritage is and then 5 million at territorial is that's what those awards are for right there over $21 million then we say oh well we're not quite finished because when you make penetrations in these roofs that Bell would make a nice penetration uh you have to seal that penetration and you have to not only seal it sometimes you have to put up a cricket wall or re reinforce a drain so we paid another roofing company to come along and that cost of Del Rio 796 th000 they finally gave us an invoice Progressive Roofing finally gave us an invoice for that last week that's done 89,000 on one project 41 now 89,000 for Heritage they gave us that in voice and I wait I submit it into

091the software and then I wait sometimes it's a month sometimes it's two month and the state pays so those are done completely ready to be paid territorial you see another 838 th000 just to seal the roofs and the penetrations but there's some really good news too if you come around and and go outside this building and walk to the high school in the daylight and you look up on the roof of this building you see a little buildup Cricket wall over by the east side of the gym there's a layer almost an eighth of an inch thick it's like a each almost like a blanket it's called elastoma it's like 700 layers of of plastic bottles it's got I call it Gorilla Snot and silk oxy and Liquid Nails all in a membrane that you

092kind of heat up and it sticks to the roof and it's like that all over Del Rio and all over Heritage so roof penetration of water is is kind of a thing of the past at one time before it was done quite a few roof penetration but if you had any of these last few rains Dr Moody any any water coming in a littleit fix they fixed it so I think I think the problems with the rain after they put that elas coting on was more for the h fact that wasn't completely sealed I would think I would hope it's not the actual membrane that's leaking I would hope okay because it's pretty thick you can see it right up here pretty much then you come down a little further and you say well now

093wouldn't that be okay 27 million uh awarded on the fifth column over 16.7 million paid and that's just page two then you go back and add page one uh awarded the other 4.2 million so 31 million awarded and that's 60 million paid so you say well are we done well you're not done so now we do have page three here and this has another 17.9 million take a look at that so page three Del Rio when it was done had this big the1 I think there's 14 there maybe 15 maybe 16 they go east and they go west all the way to the old fed office that whole building isn't done no AC this is a proposal number 44 for 3.4 million to come in there replace that huge it's I don't know a quarter

094as big as this building that's the hbac unit outside it's only a chiller replac that old failed one is kind of still working a little bit but the gas lines I guess the fluid lines have have rotted to a degree that's providing cool cool a in the hot summer months to that whole building that's going to be replaced but 20 rooftop units once it's done now it's in progress you see that seventh from the far right there back up to approv it's in progress It's sitting there in escalated status we don't like escalated status especially Caitlyn because their then carpet was escalated Beyond anybody's memory or reach but that's its status uh the high school had another 355,000 allocated to do some roof penetrations and new lighting ballast it's it's actually approved as of a

095couple weeks ago that's 355,000 then you see the 3,877 460 that the state approved for the classroom art number 46 art and the other eight classrooms there's 3.8 million now we have an architect and we have a design team and we have a contractor and they've been here and they met and they walked their places last week and our Lea is on and the school facilities board is well aware now we have people lining up to weather relation studies for us so three more schools Heritage Territorial and high school we've already got a $28,000 design study for weatherization that at the the Rio School way back in 2021 that's done I'm estimating about 60,000 each per study by an architect then if you go 50 to 53 about two and a half million to come

096and and do exactly what was done at the South and North End of the high schools for 400,000 to do the whole buildings everywhere else now that may not be quite as thick as what they put on at the high school we don't have the design studies done yet except for Del Rio but we did have the architect made that design study meet with the a company here last week and the company walked the building they're going to be presenting a proposal and then that will be presented to funding as well we imagine between two and three million per school high school Lookout the budgeting maybe five so these are all estimates but the award estimates another 18 million so if we can do that it would it would just be uh well it's a

097seal they would go every 16 fet take out all the caulking that's failed all the masonry control unit reca it all then put the ceiling adhesive on the outside and then put that pretty well on every vertical surface so single window in schol so how many years would this last but I just want to say John's had 53 projects in the works over the last four years three and a half years really that's unheard of money allocation by the time we're done it will probably be well over that's that's awesome that's that is to John and to Chris Sheriff for their diligence in sticking with it with school facilities board working hard to build that relationship um with our lers on we need it I have one one response to the timeline on all these

098weatherization when we when we put these uh there's not applications yet uh there's information going back and forth once we get our our bid proposal in from our roofing company that would do the first one which would be Del real because the studies are already done there uh that would probably qualify us for June or July of 25 funding they only do weatherization funding twice a year so if it's funded then we'll get the applications in as soon as these guys write the studies and then the proposals come in from the from the construction companies but I would say nothing's going to happen on these probably till at least September 25 and then probably at least a year and a half so spring of 27 a whole 26 year gone but I don't know how

099fast these weatherization can go I know it took them about about three weeks to do the high school I think it's all windows were gone on the North side windows were gone in the Southside they had 15 20 guys there so they might once they get the award they might knock Del Rio out in in a month I don't know but the funding only happens once a year usually at the beginning maybe again mid year we miss the funding all for the 25 year but we're right in line for the funding of 26 year so I would say spring of 27 so um I'm asking how long all these repairs will last for I mean well it's like a roof they'll call it a 20-year roof Dr Moody what's been your experience with 20-y year

100roof a warranty our 20-year roof is already leaking so not a lot gu just what they what they asked is last week uh when we were were talking they were talking with the district because they always want us to to tell them that we've done our due diligence to maintain these and the architect and the engine the construction company came to our defense so to speak the school fail through and said you know they've never had $800,000 in one place to seal this building there are chemicals you can put on sealant and you can seal BL to a degree but they just said this district has never the funds to do that just I hate to stand on my hands and say you're right we've never had $800,000 in one place that we never needed

101to just throw 800,000 on the walls and Del school but we haven't so so we haven't done a thing to repair or replace the more once you start going between masonry block bing up cing and and the blocks collapse now you've got a bigger problem so you better not do it unless you got a general contractor standing by so so I'm not sure I've heard the top code is a 10year warant heard that but I'm not sure the warranty here but the stuff they put on the south and north side of the high school I imagine is pushing a quarter of an inch thick I imagine that stuff is never going to fa that was a very small really localized most fcks in last problem so I don't I don't know exactly but they estimated

102million that's the weatherization is actually and then we like to say there's more to it like maybe some foundations and maybe double P windows but I think I think the double P window one is one I actually forgot the double pain window is one four four other classrooms here the red brick ones and then the bad one at high school and the status of the the replace those is we're waiting for some more information I've applied for it but it hasn't been approved yet so that I can't even put on here and there could be 300,000 there we do have one that I also didn't put on here it's 28,000 to tear out all 20 windows in this building there's six or eight on the west four or five on the North or six on

103the North not these up up high they're up high on this gym here they're up above us here and that's 28,000 that's been applied for but it's not in escalated it's just waiting so so I imagine to these other ones are going to be at Le at least 300 because it's the red Bri buildings and then there's the B head building and the wrestling or the waight room over here we've got an application in for those but we don't we don't have a budget yet for well at first I thought like you know like when you test paint you see if the color work you know so I thought that that's what it was at first weatherization is a fancy word for a paint job okay that's the states word for paint job so so

104so the only thing I can add is that if you do take a look at the southide of the high school the stuff they put on there is probably pushing a quarter of an inch so that's what I call like hair gel Gorilla Snot my voice and silk oxy and Liquid Nails and Loctite all in one and it's never coming on almost like a polymer so I hope they do that everywhere but I don't know if they're able to for a typical blocks I just that's all I well Mr Livingston after all of that great information we still have our Student Activity fund report well Ed on my mind tonight Del Rio is just right there so one thing to say about Del Rio they did a fundraiser and they brought in more10 so now

105you say well did they did they win the prize for the most money brought in for revenue for this month and they did until you turn the page in the high school Mile High wrestling as a group brought in more but per student brought in less how's that because it was just a few wrestlers and that was mostly money from other places anyway P an entry fees to the mile high wrestling so Student Activity is money that's very but 58,000 in there and it's very tightly monitored and and kept out of our books it's separate account $158,000 year and I think if we had any problems with it principles would be after me because my office helps secure that and write checks against it but it's for students and it's raised by students any questions

106thank you so much we really appreciate you so you know all right moving along to item eight our consent agenda our cons tonight includes items a through i i a motion approve tent agenda approve agenda second all in favor moving on to Personnel item 9A is I'm not there so n a is UN a what is it oh it's all these here I lost my page we're looking for for elimination of permanent sub position so um due to our decrease in students um over approximately 100 students um we're looking at way of um trimming our waistline and um looking at positions that at this point um we can go ahead and through attrition um I'm going ahead and eliminate them um we have four permanent substitutes um the high school already took care of their

107um permanent sub um she took a position in the office at the high school and then we have another one at Heritage who has gone into a par position and then we have two other positions that they will have an opportunity to move into I think it's Title One um pair of positions so we're just looking at ways to keep our staff but also um cut our budget down and you know trim our wayist like a little bit with our reduction questions or comments all right seeing none I'll entertain a motion to approve eliminate the three four it's four there's a typo sorry and I'm just reading it more permanent substitute positions in the district I'll make the motion for the appr for in the district and a second no second and all in favor

108um second month in a row we don't have a supplement believe it so on our personal report we have two new classified positions one new classified sub three resignations and three Re retirement notices six classified changes four new coaches one resignation two extra duties and 176s that makes up to the do any questions regarding the Personnel report again this is an action item seeing no questions I will ENT motion a second thank you all in favor item 10 a uh let see I do not see oh I see it's Miss wolf and Mr Richardson will be presenting this I'm presenting for uh Mrs Bry and um so Mrs Bryce isn't here today and so she is bringing a uh proposal for a pilot to Pilot a leadership program at um the high school and this

109initiative was brought forward by Mr Richardson he has worked with this um in the past and has witnessed it is a profound difference it's made in his his previous school um and it the students complete student Community hours it's not um required but if they want to do community service hours um because they're motivated by um teachers Business Leaders and the program itself um to make an impact in our community um and this um approach Fosters in Fosters integrity and a commitment to Services empowering students to grow into men and women of character who actively contribute to making their Community the best it can be there will be a digital link to the program which is displayed on our district website for 60 days for public review and we will have a committee of admin

110teachers local Business Leaders and parents to meet over the day review period there's no cost to the district as this program was purchased by a by businesses in the area and if you have there's an example of a lesson plan next to that uh it's called tapus and if you have any questions we'll have Mr Richardson come forward I think this is a really good idea I do too now I think I probably missed it somewhere was it L I don't know will it be available to all students or is it a select number of students do you have to apply for the program no the plan the overall plan is to have Business Leaders and teachers team up together and once a month teach the program to all kids I can remember when we

111used to require community service hours and I know there were cheaters but I thought it was a great thing I I especially about May first got all sorts of kids coming asking if they could do community service hours I really like it does this happen through school hours or is this something after through school hours yes ma'am anything leadership related and anything for business people to be involved in our students life I think that's that's a I agreed um however during school hours how will that look so if a kid is struggling in math and they need to graduate obviously they're can continue to focus on math but this leadership component is is it going to be in a particular class like the English classes social studies how how is it going to no we'll

112do it all at one time um because bringing people in and out um we're working with the business Community right now to find out what the best time is um um once we get approval it's gonna reach got it because bottom line is if if a kid doesn't have character we can't teach so Mr Richardson is it safe to assume that you would run like an assembly schedule that day yes Ma and instead of having an assembly in the gym students would be learning this lesson instead okay clarification I love it so just as a as a note if you vote to approve it you're authorizing a subcommittee of the board that's subject to open meeting law to review this curriculum for potential adoption so they're piloting it and you're authorizing that subcommittee to to

113do their work according to the law well with that being said this is an action item um unless there's further discussion I do I do have one more question and this it sounds like it's really great is it for all the students are you g do they have to do application how do you select it's going to be for all the students because one of the goals is um from my grad school research if a kid doesn't get involved in high school 90% of them will never get involved in their Community or vote and it's another way to try and get our kids to get involved to be get learn to really be a citizen and have that opportunity to talk because the way we don't want a teacher just to teach it because according

114to a teenager their parents are stupid we're stupid but when a business partner comes in and says the same thing all of a sudden the light bulb goes off plus it's and my experience with doing this for 16 years business people coming into the building number one start asking questions why can't we do this and that they start getting more involved in the school the second one is I know of seven different instances the kid told me they would not have graduated if that business partner didn't step in we didn't see it the counselors didn't see what was happening um it was the but the business partner because they started building relationships and that's what everything is built about they they were able to help that kid get back on their feet and graduate well

115I think I'm sorry I was just gonna say I think this also goes back to our board goals of that Community Partnership and showing how without our community not here so I think that's awesome I have one more question so when you get the kids all kids that want to participate they participate and then you get community businesses that have businesses they can they discuss with the kid what things are about or it hands on the the lessons are um Tim elore is the creator of they use images like my the best lesson I love is the iceberg you so you only see 10% of it 90% is your leadership and character underneath um they you we present the information it is a full out lesson plan it's very thought out there's videos to go

116with it the video for iceberg is really really cool I'll send it to you if you want um see it but they have all the guidelines that we ask teachers to do present it here's the objectives how are you meeting the objectives they have activ ities and then they also give the student challenge a student to have the opportunity to go out and do something to make a difference and the new part that has come in the last few years is when we teach the lesson we send home information to the parent talking points that they can talk to their kid about the lesson that they learned did I see that you had a comment yes um it's more just like a Kudos and I just my brain just escaped me what you you have

117a meeting tomorrow would you have a meeting tomorrow with the chamber with the chamber so we wouldn't have gotten this if if Billy didn't already start forming those relationships with some of the the chamber members they sponsor our student of the week every week too the one that gets on the Marquee and they get like a little $15 gift card and a gift and we recognize them every week so it's we're starting to see a we're looking for a climate and culture change and we're trying to reward the positive things because that's if you do that that kind of reinforces what you want um we do I think we did a pretty good job last year of setting some pretty firm boundaries this year we got to start recognizing some of the other the good

118things so it's like a both and high expectations but also coming around and teaching them some of the ethics and character building stuff and we wouldn't been able to do that without without him stepping into that chamber meeting every month yeah I was I was just thinking does this lead then maybe to some internships for the students afterwards for for work experience or something like that is that kind of one of the goals progam it's a byproduct of that it's building that relationship and getting the kids to really understand and once they get they we can say it all we want and we can teach it and history and everything else but when they actually see it being done by a community leader and working with the school the light bulb goes often than they

119want to be in faor Mr living back to you item number 11 um budget revision number two budget revision well that's great we touched on it briefly the business report about the uh the $8.7 million operating budget and the $1.1 million capital budget and our expenses year to date if you could take a look at this little double-sided sheet I gave you I think you got a copy of it budget report one of these uh this entire document I've got three of them for signatures if you this tonight this is our budget I gave you every page it would be about Factor pages and summary pages so you've got a and your your legal size uh part of your pack we've got about six pages out of about a 24 page you don't need to

120look at that this is all you really need to look at so if you keep in mind that $8.7 million budget and then keep in mind that the state has probably 13 14 maybe 15 different accountants that look at our data every day they look at last year's carry forward amount was it legally carried forward into this year's budget they look at this year's student count they look at last year's student count and they generate this report so everything I do in this 26 page budget and in the 80 page annual financial report everything I do is basically summarized in all these factors right here on this page one page two so I get the latest one of these and it's if you look at the lower left corner page one it was done December

12120 so it's the most recent it's the most current uh it allows me to say well what's going on on page one with our operating well with some of their factors if you look up there with the revenue control limit Revenue control limits number we're going to hear a lot about going forward because I've been so fortunate the last couple years I've been able to kind of set it aside just a little bit because we've been able to revenue control limit is simply about nine factors how many students are in seats how many weights are applied to those based on special conditions maybe they're in a remote school maybe they've got a learning disability if you take 2,000 students and you bring in $5,000 a piece you get $10 million then you wait and you

122wait and you wait when you're done waiting and putting in weight for you end up at about in this case 17.3 million so that's where we would have for our operating budget for the last few years well the last few years we've been able to move money from Capital back and forth to m m back and forth to Capital so that last year the 23 24 year our operating budget is 20 million up from the 21 year of 15 million and we spent less than 14 million in the 21 year so in four years we're able to take that Revenue control limit stay at 18 that's like now 17.7 but the budget last year was or 20 million those days are over because we had some student growth we had some transfer coming in from

123Capital that made big money available to increase our overall budget even though our Revenue control limit based on the number of students in the seats every year and the weights equal about 17 million a year so now we're really we kind of landed and now we're down back to what the revenue is generated by the students in the seats because those carryover funds you might remember some of the things we've done 800,000 worth of capital that we were able to use for textbook adoptions our little mini houses over here another 900,000 the district put in our $658,000 track that we did back in 2022 numerous projects capital and initiatives I got a note yesterday this is interesting well it was actually Friday I was on the phone for an hour and a half of our

124attorney our Auditors and the and the auditor general Tino Valley School District last year increased instructional expenses by12 million 600 salary yeah and some just just to salary we had some some funds and so so that's what I had to explain to our Auditors how did you take a $1.3 million increase for your instruction well we had the funds and we did what we thought was best for for well now this those those opportunities are kind of drying up but this is the last hurah so to speak uh to do something with these funds so here's what they said was available 8,771 for our M budget bottom of page one but if you take all those numbers on the side they equaled about aund gosh what is it not 100 about 80,000 if you add

125the 76 and the 128 take away 3,000 so they're recommending a budget of 18, 844 that's that's what they they call it optimize 8,844 but that's again in play so to speak if you have other monies other places so and that's about where we are right now 18 mil 771 they compare my number with their number they say District amount that's what we have right now for our budget 18 milon 771 flip the page please now see what we can do we've got some funds here in capital they say the capital could go as high as 1 mil 733 see that optimized number there there you go so if I simply take 600,000 away from that page and you see that on the bottom of the page in big letters 600,000 and say that falls

126from 1,733 down to 1 mil 133 hard stop and then if again superintendent and the principes and the directors everybody else says we can do one better than that we'll stop spending when we hit about 750,000 this year that leaves us about another 300,000 if you need it to bring into next year and we've pretty well got all our Capital expenses done for the year even though we only spent 303,000 we''ve got our debt service for the mini houses 138,000 our debt service for the track 93,000 our debt service for the four new pieces of equipment that we bought another 138,000 once you put those three together we've about maxed out what we're going to spend in capital so we're quite confident at this point we can stop our capital budget at 1.1 million stop

127expenses at right around 720 730 maybe 750 carry forward a couple hundred, in capital and stand Capital next year and move that whole 600,000 right on top of the 18.7 million in M where we use it for salaries and benefits travel and insurance and everything else and take it up to 19.4 million then if you take a look how that trans on to your little sheets here on the legal side you go to PID seven of eight and you'll see those in a vertical column you'll say oops that capital budget doesn't look too healthy or the m&o budget doesn't look too healthy but you can see those numbers and it's page seven of eight it's this one right here where you've got the calculation it's about the six six page in of the 2025 budget

128limit and it's got the two addons and it translates this page that I gave you here so as you go through here let's see you've got so it's about the fourth page in on your your handout at the top calculation of 2025 General budget limit and you see the M column on the left and you see the capital column on the right that 17 million see that to the far left 17 mil 327 even that we can split we can split some of that we're leaving 160,000 Capital we're leaving 17 million in M we go down to the next one this is new money from Capital to one 296 o we don't need it in capital now we already built a capital budget up we're transferring it back to M we're taking 950,000 back to

129get us through this year that leaves 346 that's New Year money from Capital did we have some savings from last year yeah we did Turn the Page over to let's see you have that page I hope you have that page yeah you have that 5 168,000 on line 8 of page8 568 we add that to the New Year money of 5 we get the wind then go back to page seven what's happened to the end of M hold your breath for one more second you see the 950 that came in for Capital you add the 1.1 million we brought forward from unspent ml from the4 thank you very much we were able to do that you had the 1.1 to the 950 to the 17 that we had from the revenue control limit we end

130up with another 150,000 prop1 funds in 2016 19,44 what last year 18 million we spend a little bit less than this year better be able to better stop it at 18.4 18.5 something like that wouldn't it be nice to bring s or 800,000 forward to get into next year when our student counts are going down but I can't talk to that right now other than we've got a completely dedicated team here to try to do what we can to reduce expenses so we'll have a nice carry forward next year but as you can see the chances of it spring 950,000 again from the capital into M are drying up the chance of us bringing in another 1.1 million indefinitely from un m is is drying up so the hard is probably going to keep us

131pretty close to that 17 million that we generate from New Year funds for Revenue control foro but we're we're still we're still going we just do what we can to be conservative increase those big years of well we ever hit 20 million to get an M for a budget I don't know but got to have some help from so question we be concerned I mean I have full faith that you guys are you know putting money where it needs to be and keeping a good eye on it by no means am I going to be coming should we be concerned well here's the here's the situation then uh if if you were a motorist and got in an accident somewhere and we were the trauma team the administrators in here and superintendent were the trauma

132team and you came into us you know for for treatment life-saving treatment we would welcome you and we would say we're paid professionals to to solve problems like your issue whatever it is we wouldn't turn you around and say go through the motorist are rent into right that's that's that's a bit of an emotional thing I've got a son-in-law right now that's a nurse he is a PR team nurse and he's had people in the operating theater say that you know this person could have they could have worked this out with the that we don't operate that way so we've got a good year to figure this out uh and we know that we had 2258 students in the 23 year we know now we've got almost 200 students left decline last year decline this

133year we know we've got some savings so there's a there's a phrase that I've been going over for probably 15 years never doubt the ability of a small group of dedicated informed committed people to change in the world indeed it's the only force that ever has so will we be bringing you updates I think you've heard tonight you're going to get another cost reduction update at the February meeting so it's not going anywhere except you know to the top of our list everyone that has a chance to live within these reduced budgets there's nowhere else it's going it's going to the top apartment have I lost a few hour sleep when we gave away that or or spent that 1.3 million extra in in instructional cost last year yeah because I knew where this was

134going I like having lots of money to do things when I need it I don't like to say well you know uh principal you've had 21 students per class for the last four years now you're going to 28 because I can't count I don't like saying that but they understand if the student count went from 2258 down to 2060 that that's almost 2 200 kids and for every you could say it this way for about every hundred student students there's about $862,000 attached so they know the consequences our directors our principles they know that I think I think superintendent Daniels has worked with five maybe six districts over the years that have been in a a bind or they've already overspent their budget so now it's catchup time hope you get all the overe expenses

135pushed away and the in continuing obligations pushed away before the auditor general catches up to you uh I've done that with three other districts so that they showed up and they've already overspent like in this case it's it's June July and our budget's 18.7 and we spent 21 I've been in districts like that as a consultant and turned it around it's not easy and right we've both been called in Consulting capacities to work with districts who are fin because of our experience doing that me on the programmatic side John on the fiscal side um I would say that we're both very fiscally conservative not at the expense of what happens in the classroom our goal is to always maximize quality instruction in the classroom for the least expenditure that we can to be fair to

136our employees to cover our costs but to make sure that we're keeping the districts in Good Financial standing the last couple years we spent a lot of money um we had Co relief funds that enabled that to happen as John pointed out those funds don't exist anymore with that coupled with um the accessibility of the empowerment scholarship account to the general student population not just special needs students we've consistently lost about a hundred students a year to esas and so over the last two years we're down those couple hundred kids you know the state was down $900 million in Revenue behind budget last year the legislature the governor are going to have to take on the issue until they do um this is what we're sharing with staff until they do we have to keep

137preparing for loss of students because truthfully the legislature and the governor are not doing their due diligence toward the state's budget but a $900 million deficit is inexcusable and it's inexcusable when it's carried on the back of local districts um districts all over the state are closing schools because of it C Creek School District board will vote to close two schools this roselt post 5 in December it's all over the state same reason um here that's that's not something we ever want to have to do so we're working very hard to manage that budget accordingly I cannot say enough good things about our administrative staff and director staff um they're spending we as soon as we saw enrollment on the first day of school we started talking about this is belt tightening year this is

138our belt tightening Year we're not you know belly but belly button the backbone tightening but we are definitely tightening our belts and you have to say no to everything you can say no to and so leaving positions fallow that have been vacated when somebody leaves the district ways for us to save money um but we literally no stone unturned tomorrow morning the leadership team will meet um John's presenting three budget scenarios for next year based on you know whe if enrollment stays flat if we're down 4% which is about what we've been each year the last couple years or for down 10% administrators and directors are bringing their list of this is exactly how much money I need to run my school for the basics for next year excluding Personnel so John can take that

139money plug it into his budget scenarios and see where we're falling our goal is to plan our budget for a 4% decline we think that's the responsible thing to do heading into next year and not to say oh we don't think we're going to lose any more kids but to be conservative and so that's the approach we're taking and truthfully I know from the kind of email text messages and phone calls I got over Christmas break that our administrators and directors are taking it seriously um as we've made the rounds to the buildings as we've made rounds individually with administrators and directors people are coming up with some very very valid cost-saving measures could it potentially change things like the number of custodians we staff in a building absolutely what could that mean we've talked

140about this in every building it could mean like it meant 34 years ago in Heidi and I started in this business um classrooms were clean once a week students took the garbage to the dumpster at the end of the day clapped the erasers clean the desks those kinds of things we rather do that and be able to preserve positions to make sure we don't damage the entirety of instruction in the classroom so we are literally looking looking at every single thing we can do with the four positions you eliminated this evening we're anticipating um through attrition leaving positions making again next year nine or 10 positions total is what our goal is so that's where we are so is iteso or more retired um 60% of the population in our area is going be can

141attest to this since she serve seniors um excuse me about 60% of our community is 55 and old so while they're our families moving in the families that we seem to have our students in special education as Miss F who's sitting behind Dr B kin Ates she's a special ed teacher at Heritage um we have a large special needs population so we're growing in Special Needs students but we tend to be um not enrolling as many general education students need gamblers to gamble we need gamblers to we need them to gamble on something other than sports book yeah absolutely so those are those are some of the basic reasons um that we look at so the area definitely is changing demographically the 2030 census will be pretty interesting any other discussion this is an action

142item to approve tonight's uh budget revision number two I'll make the motion for the approval of the [Music] second4 item number 12 is to the dates of all the board meetings 2025 into January of 26 I think Becky put a calendar at your spot to enable that or I pass and this calendar is only determining when we as a board meet has nothing to do with school time but if there's like a change with all we subject yes so one thing that was pretty interesting and unique typically you know we have to rearrange a couple meetings on the um because it falls during fall break or Falls during spring break or something like that this year as the calendar fell we could meet on your regular second Monday of every month with no deviation so

143that that was unique um and then the only thing that was a little um odd I'll say that is um the Veterans Day holiday is the 11th this year but the 10th is a school day because state law says we take Veterans Day on Veterans Day no matter when it falls unless it falls on the weekend then it you know will take the Thursday before the Monday after but Veterans Day is an enumerated state holiday and Senor policy manuals but the 10th is a normal day of attendance and I actually went through the calendar today to find out when we had the last one Del Rio had their huge Veterans Day assembly the day before veterans St that year on the Monday so okay this is also an action item I'll make the motion to

144approve the yeah it's also let me let me retract for just a moment please not only are we approving the calendar but we are also approving that we will be here in this boardr in the posting of yes please all right I'll make motion to move to approve the public determination a second please I'll second thank you all in favor I all right well I'm not using the Bell because I broke it good night all we'll see you next month so take these with you this
