004a governing board member of a governing board member for the Chino Valley Unified School District the Valley Unified School District to the best of my ability to the best so help me God so help me God and I'm sure you will congratulations we have cookies if anybody wants a cookie and to congratulate the board members and before Mr Carter steps away we just want to say um a thank you and a congratulations to Tim Carter on his upcoming retirement because there was also an election in which you did not run I did not and so we just want to say thank you to Mr Carter for his 40 million years of service 51 thank you 40 million it's close right um and for those of you who don't know Mr Carter is a graduate of
005Tombstone High School correct yes so he's an arizonan who has long been involved in public schools and we thank you for all of your years of service especially here in Yavapai County [Applause] every no I'm trying to you know when you when you retire you're supposed to slum down that's what I've heard so I'm trying 10 pounds by tomorrow thank you and welcome ladies um item 6 B is the territorial update from Gooding everybody and everybody here that I have it it is my turn to get to share all some of the highlights from territorial so it's super cute because we're really cute we the Cubs the little ones um for all of those that are out here we are a K2 school that are I'm sorry prek to I'm so sorry preschoolers um preschool
006through second grade I don't know how to um thumbs up a thumbs okay um our campus culture is believing in each child's potential as a lifelong learner and we do this by teaching the whole child encouraging excellence and cultivating character creating a safe community community and if you notice it says tecc because we're Super Creative that way the all develop this um and so that's something we truly believe so our snapshot of what tech is on campus we have 77 staff members we have 588 actually that's a correction because we've added five new kiddos in the last so we have preschool is up to 113 we have kindergarten 151 first grade is 152 and second grade is 78 so we've just enroll been enrolling them very fast um in our classrooms are we have curriculum
007pacing guides for everybody we develop those over the summer so we have pacing guides for everybody that Target our um essential skills that are based off of the standards the and lined with the state and we have a standards based report card for science we have science of reading aligned curriculum that is almost everybody at their reading endorsed are working on their science um of reading that is mandated by the state at this point we have daily phological awareness Skills Practice in every classroom every day we have youly which is University of Florida literacy instruction and that is a program that we use in every classroom and it's specific and targeted um instruction every day we have handwriting practice wonders is our curriculum that we use for our reading and we have a mirror which
008is um it's a daily skill that we use it is an AR platform but it is um also what we use for our collecting our data and we can progress monitor on that and do all of our quarterly or sorry middle of the year and end of the year benchmark assessments and we are in the process they started this morning so we will get new data for that um we have a science and social sets curriculum that is new we've used it for a year a little over a year now our math curriculum is our my math we have Kagan active engagement strategies every classroom every teacher's been trained and we use those regularly in the classroom and our specials are character education PE computers and library that students get to go to every day
009some of our professional development we have a lot it's ongoing everybody has been trained in wonders and we had on-site training this year um that came to us we have University of Florida literacy Institute that's an ongoing training that we just started and so it's ongoing this whole year our instructional coach meets with our teachers regularly we have onsite reading intervention strategies for reading by reading Endor teachers that work with the students every day um we have guided support for photological drills in all the classrooms and we have started this year another one is we have our weekly article study so different articles that people think are important we have a little study on those and it's led by our instructional coach um Ela nope you're good perfect Ela um goals for kindergarten our goals
010are 80% of our students will be able to know and apply phonological awareness skills in decoding words by the end of the year so also for first grade 80% of our students and I'll explain that here in a second will be able to know and apply Benchmark phonics and word analysis skills into decoding words reading with accuracy accuracy for us we said is 51 words per minute and that is what the state aligns with um on our Benchmark so and then second grade again now that we're just putting everything together and fluently using all of those by and with support um comprehension by 2025 and it's 128 words so it constantly gets better we build on that the reason we say 80% and not 100% ultimately we want it to be 100% but we have
011to take into account with all of our kids are tested all of our kids have um or not all of them but some of them have some special needs and we want everybody to be in that platform so we don't want to but it that we can't it's something we can actually attain by doing 80% and Mrs H I would also say like the stats you gave at the beginning of the meeting are an important piece too because 30% of our students are new to US during the course of the school year and so they may not be up to speed because they haven't had the priv of being with you guys all year either yes thank you that's absolutely we're constantly enrolling and changing but what the data that I can give you from
012first quarter because we're just starting second quarter data right now first quarter um when we tested on 29 of the 1 students that we tested at that time had met the end of the year goal 31 of the 4 148 first graders had met the end of the year goal and only seven of the 168 had met the end of the year goal but we have to remember that's a lofty goal to have at the end of the year and so this is at the first quarter that we've tested so we'll have second quarter data coming in math um again we do the 80% so that we have that that window and it's that for kindergarten 80% of our students will be able to recognize and represent all numbers 0 to 20 first grade that
013they'll be able to fluently add and subtract 50 50 addition problems in six minutes and seven and seven minute subtraction problems and that's within 10 so it's just up to 10 second grade we up the Annie just a little bit it's 80% of our students will be able to fluently and accurately complete the addition facts in five minutes and subtraction in six minutes and that's within 20 so we up it and those are in alignment to go right on to Del Rio so they can be successful at Del Rio as well um all all of our decisions this is the next one again did I not do the ma I not say oh I didn't tell you this sorry our M we had 20 out of the 150 that had met the goal first quarter
014I didn't want to share because we're doing so much better right now but um first uh first grade has 29 of the 148 students who had met the additional goal already 21 of the 148 had met the subtraction goal second grade six of the 168 had met the the addition goal and two of the 168 had met the end of the year subtraction goal so we're on we're doing we and we dat every month we have data decision based meetings and this is where we really track what we're doing and where the kids are at and what we need to be doing with all the teachers so we have grade level targeted goals we have Ino um enhanced focus on math instruction in fact that's something that is coming up we've identified some areas that
015we need to work on um we have a mirror benchmarking which is taking place this week for the second round we have progress monitoring every two weeks on targeted skills we have esgi assessments which is our kindergarten testing platform and that is a one-on-one software that we test every student um in kindergarten on as well as all of our special needs students also use that testing platform um we have our monthly data meetings with in-depth data analysis quarterly assessment monitor monitoring progress and we have weekly or bi-weekly grade level meetings where we meet with them I don't attend all of them I attend them when I can Mrs Myck attends and um our instructional coach almost always attends so that's there um we have lots of interventions and incentives we like to focus on both
016uh we have our daily Title One pushin and pull out services so sometimes during the day we put extra supports during their Ela Block in the classrooms and other times we actually pull students out into what the students call a monkey room it's just because that's how it's decorated but it is the title one room where we give all more targeted instruction um we have dyslexic intervention we have a a certified person on staff we have daily El Services provided by a certified teacher and a Paran now we're super excited we have daily Cub time intervention um or targeted focus and that is on our targeted skills so it could be enrichment it could be in an intervention depending on where the student what they need to um to help them we have our mirror
017reading we have character education with a certified counselor we have monthly positive action focus focus and assembly so we're recognizing students all the time for getting taught being good and following our character trait after school tutoring we have some teachers are just doing it out of the goodness of their heart right now so it's not technically something but we're getting ready to start our Friday school and that'll start up in January and we already have all the teachers in place and lots of kids ready to go roll so and and I would say we have a friendly competition among each school going right now yes the Bon were blowing up on Friday to get the um Fridays are reserved for kids that need the most intensive interventions and the high school had 66 on Friday
018so and we and that is By Invitation Only so we don't it's it's not just a drop off in here your kiddo so but kids love coming sometimes we have kids that are just our model PE so sometimes that happens too but um we also have on the road to a million word celebrations so that is something through the district and through the Lions Club where we come in and we recognize our kiddos that aren't quite at a million but they're on the road to a million and we have had students who have made million word readers at territorial so that is a lot of words to read for little people um we have grade level paw celebrations we constantly are trying to catch kids being good a whole class they're walking in line nice
019they're working nice in PE they're cooperating with so we're always recognizing that and then now we have CAU um CAU cut being good on the bus rewards incentives and we get inundated with those because most of our kiddos are really good on the bus um we have some parent engagement activities that are our regulars that are Contin year we have one is ABC Bonanza where all the teachers create little centers and we have te parents come in and just fun ways to play games besides paper and pencil that are learning games for parents and then also Games Galore same thing it's a literacy that parents can come in or do math with them it is all just fun but it's educational and gets them out of doing the paper pencil all the time because some
020of us are that's not where we're at yet so we just need extra things so that is um oh I didn't do attendance my bad um attendance is huge this is something we're targeting this year we're celebrating perfect attendance every quarter and we're um recognizing the kiddos first quarter we had 26 preschoolers with perfect attendance 30 kindergarteners 34 first graders 35 second graders and we're monitoring the kiddos that have missed and so this is an ongoing we make phone calls we send letters um and I have meetings with parents and talk about attendance how can we help them what can we do to get them here a lot of our little ones get sick this is their first exposure to school they get sick so we tell them just stick with us I promise they'll
021build up an immunity and then they won't be sick all the time but we can't share a lot of things but germs were really good sharers so um but that's us so I do have 30 that have hit the 10day notice already and I have two that I have made contact with the families and we've met with the um the try officer so they're struggling but we're trying to figure out different out is to help them as well so that is a snapshot into territorial from a distance um but I do have to say I have amazing staff amazing kiddos and I'm very fortunate to get to be there um they make my job easy and what are we adding to your campus during Christmas I have that I didn't know if I was talking
022about it well it's kind of a secret for students staff knows what's happening because there's going to be some work but students don't know what's happening we have been doing a a Turf push trying to raise money because if you've been by territorial there's just a lot of brown I'm not a brown dirt Advocate I wanted some green so we are finally going to move for forward with the turf project we have been raising money the kiddos have been raising money and it's happening over winter break so the secrets out but don't tell kids because they get to come back and just have this nice big Turf playground 10,000 to play to play on when they come back so we're super excited about that so thank you to everybody who's contributed who's in this room
023because there are several so so questions you have for me I was gonna ask what age is three on their third birthday they can start perfect so just to clarify some your end of the year stats for those that are VI and maybe get them clear pictures when you said say I don't know the exact numbers 28 met the year end of the year reading goal or whatever we're talking they've been in school for three months that's a good goal right okay again I'm just clarifying for those that maybe don't hear our we don't let them sit idle we then push those schol get such a bad WRA that we're not teaching them anything and that we're not doing this we're not doing that I want to point out that 28 kiddos are accomplishing the
024end of the year yes things at the beginning of the year that's amazing our teachers were really really hard the four days that they're there they are they are rocking and rolling from the time they hit the doors to the time they go out also for these naysayers that they're not learning anything in our Public School System gosh I'm pretty sure in kindergarten I learned how to tie my shoe oh we I kindergarten reading long time and I remember my Mappy map yeah so I'm thinking I think it's yes yes I'm a bit ma illiterate have to admit and so I'm not sure what you're measuring with math and in those statements the idea or the concept the phrase in the sentence that I don't understand is within 10 within 20 um so up to
02510 so when we're doing addition it only goes up to it's 2 plus eight okay so or 10us so 80% of them will achieve what 80% will be able to have those math facts fluently in five minutes um so if you're talking first grade they have to have let me get they have to be able to do 60 or 50 addition problems in six minutes get them all right 100% they get them right so 80% of our students will will be 100% accurate by the end of the school year that's the goal yes that's our go 80% there's just that variance because some of my kidos can't but we still test them and they they might do tin and that's we look at grows for them as a preschool teacher the years I'm glad that
026you our kids don't have to be potty trained school because I take children needs yes so if they're special needs they don't have to be potty trained for preschool but if they're tuition in they do have to be potty trained so there's so we have we have a couple of weeks to work on it so we'll get it there's your [Laughter] goal thank you we appreciate all the hard work for you all right item 4 C superintendence report I don't slides things like that but so I'd like to start off by congratulating our new swor members tonight Inger Johnson be Gro and Anie Morton we we're excited to have you here but I also would like to recognize our retiring member so Mr Fogle you would like to thank you for your years of service
027on the board why you step on down G whiz here we are Mr Fogle why don't you tell us how many of the 50 million years you've been doing this right like your whole career so my whole career yeah um 50 plus but I've been associated with uh Chino Valley School District um in one way or another um 27 of the last 31 years the 31 years I Liv in fle 27 been associated with the school district in one capacity or another yeah and so it's with some sadness that I'm stepping away stepping away sort of Brandy needs people to teach little kids how to read right yeah or po train them apparently I'd be better at reading teaching anyway no thank you thank you for your dedication to our district thank you [Applause] for
028another one yes now that just said all righty so thank you Mr F Mr atona couldn't join us this evening but we're also thankful for the many years that Mr atona provided leadership on the board and I would say um Mr Livingston was probably the one that worked most closely with Mr atona over the years he paid particular attention to our budget um made it a point to really learn and understand School finance and his knowledge as civil engineer for the City of Phoenix came in invaluable as we've had lots of construction projects over the term of Mr aton's tenure on the board so he'll be missed as well so so we have um just a reminder if you are attending the ASAP asba conference um Becky has information for you about your hotel and
029the registration and all that whatnot and she also needs a little information from you um so if to we'll be in contact with you about that so since we were together last we have honored miles holder as a brand ambassador as you remember this year we're recognizing people who um that their peers think exemplify what we do here and what we stand for so miles was nominated by Carly puit a second grade teacher at Territorial and she says the second graders at Tech just got back from the most amazing field trip to the Chino Valley High School egg Center I had asked if they would be interested in putting something together for our kiddos and they more than exceeded our expectations miles and his crew set up fun interactive stations hosted by Chino Valley FFA
030students the kids went on a hay ride visited the petting zoo searched for prizes in the corn had an obstacle course did barrel racing and learned about tractors our students are so excited to work on the farm when they are in high school it was a very special day I would also like to thank Mo and irit territorial for walking me through the field trip process and helping to translate thank you everyone for a wonderful day so we wanted to recognize miles for promoting agriculture education in our community um creating interests in our littlest kids one of the things that we do here in Chino Valley School District for those of you who haven't been to board meetings before Career and Technical education and this starts in kindergarten and you may ask how do we
031do that well one of the ways that we do it we have a career Corner in our library and we begin in preschool with dressup clothes that are occupation related so kids can begin learning and exploring what different occupations are and so that's the way we start with it as low as preschool so also um we recognize staff of the quarter Ashley bias and K Herrera will recognize at Rio was Dan hofeld and Catherine Barnes at Heritage it was AR Milan and Julie norlington at cbhs we recognized Julie sanon and darilyn rock we have some really outstanding staff and Donna from jeds here in town sponsors our employees of the quarter so I also want to say thank you to those of you who came to help serve Thanksgiving dinner um we served a total
032of 348 Thanksgiving meals this year so that was super impressive and we had really good feedback from the community that they pleased with the food so a couple other things at your table are the calendar of events for between now and our January board meeting it's really short since we're not in session for part of that and I just wanted to remind you to watch the Marquee and um to check this list for any sporting events that are coming up because as we know the mile high challenge at Finley events Center is during Christmas break and is our big wrestling tournament so I just wanted to um wish everyone a blessed holiday season I wish you peace and joy as you spend time with your family and friends and that concludes my report for December
033question question I'm on here december3 January the breaks it's we come back on the 6th but that's the following Monday so we don't include the weekend okay so and then in your package you might note all our normal updates from all our departments and schools about where they are with their goals what they're monitoring what they're celebrating and what they are adjusting I would tell you that um it sounds like they're doing exciting things like the dark Trace network of traffic evaluation that sounds very impressive whatever that is lar we'll take your word for it that you keep it us safe online um our English language learner teachers are at the Ellis conference it starts tomorrow morning they left this afternoon that's put on by the office of English language acquisition services from Department ofed
034um we also have some other notable things I would say Friday school is definitely a big notable um with 66 students who really care about making sure they have credit for the semester at cbhs Mr Richardson I see you back there I think you were roped into teaching at Friday school this past Friday yes ma'am congratulations good job um and we are getting ready in the in the spring semester to start our large scale Friday school to help students prepare for State Testing make sure their skills are on target um Mr Livingston will be sharing some things about our um construction updates shortly and then I wanted to point out um as far as our um special needs um report goes we are working hard to bring services inhouse that we currently contract for our
035contracted services are a lot of money those are services that we need to provide according to the students IEP so it could be things like speech could be occupational therapy Physical Therapy things like that they're very very expensive to Outsource but it's very very hard to find somebody who's willing to commit to a district because they can make so much money as an independent contractor but Nicole has been actively recruiting people and we believe that we have an OT on the hook for next year which will save the district a significant amount of money so congratulations to Nicole for her fiscal responsibility um and then Dr Moody you want to talk to us briefly about treny and how that's coming along since I saw that was an adjusting for you let me actually turn to
036that or you can just off the top of your head tell us what you doing um treny is a big deal for us obviously if you're not if you don't know me on the principal Del Rio my name's Ed Moody um I'm kind of Trapped over here that's fine um TR is a big deal because if kids aren't at school they can't learn and and we can't hold them accountable if they're not at school um and so to that end um I should point out and I I would like to give a shout out that um Brandy has more kids with perfect attendance than than I do um which is awesome but um we still have of our just under 500 kids 94 kids with perfect attendance um and and so our our um student
037population is is doing really really well um and we're adjusting as we go um but we're sending out as as we are collectively uh letters at three day 5 day 8 day and 10 days and then at 10 days I'm actually contacting at seven or eight days at 10 days we're contacting parents and families and some days it seems like half my day is on the phone um like what's going on and um about half the time it's it's actual legitimate you know surgeries and actual tragedies and families are I I think a little bit more receptive to oh well I can send my kid you you care about what's going on you'll take care of them and whereas I mean the vast majority of them in fact are well I was going to keep
038my kid home this week but you make a really good point and so they're sending them um and we've actually done um several home visits and several um welfare checks for kids and those have actually been incredibly productive as well um by not only U me I've done a few of them but officer Torres and officer noden have helped us out over the past um semester master and done those as well um and then you know with with that said um the other part of that and and Miss Cox speaks to this as well and I knew know we do this on all of our campuses is um yeah yeah fine reading math whatever but um it's just for you Mr F but um we want to make we want to make it a fun
039place to be um and this is illustrated by last week I had a kid come up to me on Tuesday and and I said um hey man what's going on and he's like oh my parents just told me and I said what what did they tell you and he says I'm gonna have to leave the Wednesday and Thursday of Christmas break we're going out of town I said that's great you're gonna get to hang out with family goes yeah but I don't get to be at school and so I I I think that's our goal and that's kind of one of the biggest things we're working on is celebrations and opportunity for kids to be recognized doing good things um the the best part of my day is I make a phone call every day
040of a kid doing something good um and and you know like you get that phone call and I always have to start out with like hey this is Dr Moody from Del Rio your kids's not hurt and not in trouble and and you know we're just trying to promote positivity over just you know kind of dropping the hammer however um given that treny is is a real thing um sometimes we do have to drop the hammer and yaai County Juvenile Probation is is actually partnering with us really well um in that when we do do referrals they're helping those families out they're providing them services and working with us to get those kids to school not just punishing parents or kids so as you'll remember one of our big goals this year was working on
041improved attendance across the district we are still sitting at 93 % or above daily attendance rates at each campus which is amazing so we are we are really really Statewide average is somewhere in the 60s so we are really doing well with that um HR attended um a conference in Prescot a couple weeks ago and they're working on creating a Time clock and leave program to create efficiencies create um better accuracy and working on ways to save the District money um facilities you're going to hear a little bit from John about facilities at the end of our board meeting tonight and you can drive around and see all the the wonderful things that that Chris and his team have been doing and like I said our um English language learner teachers are at Ellis conference
042this week and at Heritage the leadership team has been meeting monthly they've been working on really tightening up what they're doing they're in the throws right now of planning all of the curriculum activities and invites for their Friday school to really work on boosting academic achievement in addition to that I think Dr bdet had spoken about at the last meeting that we're doing a special program with our special needs students to help them be successful we have lots of Community Partners here this evening who may or may not know that 99% of the kids enrolled in school all take the identical state test so there only 1% of students can be excluded and those kids um generally might be our most severely or profoundly disabled kids but our students with autism are um all of
043our special needs students all of our language Learners the valdi dictorian everybody takes the exact same state test it's particularly stressful for our students who are special needs and in our district that's about 20% of our kids and our language Learners who um that's about 8% of our students and so if you think in terms of 28% of our kids have very profound learning needs and they are held to the exact same standard that the class valorian is so sometimes when we see test scores we don't always understand that that's everybody because in lots of countries around the world not everybody takes the same test that's that's a uniquely American thing so that Mike unless you have some questions for our administrators about their academics I know they're waiting on it because it's your last
044meeting well I decided that it looked pretty good and I would refrain from doing so I know I know now you're gonna come and do it during call [Laughter] yeah I I thank you for making some adjustments that I asked for their Mr Moody and you are so welcome sir that's it ladies anything right thank you great report all right then let's see item D our financial reports Mr very well item D it m president members of the board Administration staff honored guests a quick look at the school district's general fund and and other operating funds we have uh we have down over 70 different separate fund accounts in public sector accounting it's it's it's just3 different ways to spend and receive dollars um and we spend a lot of time updating those budgets all
045funds at all times quick look at five different funds our main operating fund budget of 18.7 million as of November 30th of 2024 spent just under 8 million about 41% of the budget gone about 4% of the days gone so we like it really close like that capital budget budget 1.4 million spent $299 ,000 we're really trying to sit on that budget and do some creative things with it and keep board always always want to bring major contracts to the board discuss on board F 620 we had some discussions last spring 620 is a kind of unique fund it's restricted in its Revenue sources which come from local property taxes and it's restricted in its uses which can be used only for certain things to increase either access or safety in our schools things like
046fire Lanes or fire protection equipment from the local minity to to turn around in to attach to hydrants to put out fires those fire lanes are extremely critical we ose that fund for that purpose started the year with 250,000 we're raising another 350,000 with our Levy this year 600,000 will be available we're going to have projects hopefully ready to go uh with the federal term I think is shovel ready will that work Chris for for our terminology shovel ready by the end of May yeah some projects so we that means we've got some bids in mind we've got some contractors selected and they've put us on their calendar to be here and get this work done we've got about almost 60 days June and July to get this work done we start school again we
047start school in July July 31st that's what I heard heard some really really pointed U clarification one of our princip since what oh jeez I don't even remember now I was horrified started with or something like reprehensible I think what I said so we try to have those done at least three days before school starts so we we're trying to get some of these projects done for fire lane Improvement slur seal coat chip ceiling whatever we need to do we have to excavate and then replace uh subsurface that gets really pricey really quick but we do have that Levy and we may have to increase that as time goes by as our needs go by that's 620 which is it's kind of irrelevant in some ways but it's kind of important in other ways because
048about 40% of our funds the county will not write us a check unless we have cash in that F the other 60% of our bigger funds they know there's a ly behind it or state funds or Grant funds behind it they will write us a check so we really follow these cash funds started the year with 7,1 183,000 end of November we have 7,1 193,000 so we're we're trying to hold things as steady and predictable for the board to make decisions as possible um couple things we've got this fund this school facilities board fund 691 uh we spent 3.6 million this year over eight million last year we've got a series of heating ventilation air conditioning contracts at each School uh and those are State awarded funds it's pretty I hate to say competitive but
049if we're up against Scottdale school district and up against Mesa Unified School District and up against humble school district and we're all trying to spend the same 250 to 300 million a year it it kind of becomes a competitive process so we've been really fortunate to bring some of those comes in and I'll I'll talk about a couple things going on there so .6 million spent this year fund 570 is a an interesting fund if we have a a food service program or a Federal Grant or a state Grant we have operating costs to support that whether it's purchase order Administration salary Administration human resource time and effort to get them placed on the salary schedule electricity cost and meet the deliverables under that Grant we get to keep some of those costs back it
050can be as high as 5% to Food Service it can be higher than 20% because they have a big footprint of turning on those ovens every day lots of utilities involved that fund currently is is right at $350,000 we can use it really carefully for things like travel and conferences and really sparingly like that that's always our goal to to just Reserve those funds and use them for every day that's uh a quick note on construction uh just a couple couple things here real quick so this building we're sitting in I believe it was in July then again in August at a serious rain for some reason this airport hanger that was installed in 1948 uh has lasted this long be like that over 75 years I guess but when the windows and there's 20
051of them if we go to the South and the North and the West there's 20 windows and for whatever reason the water just comes in so we've applied for 208,000 of State funding to completely remove and replace it in masonry in all these windows water Gets behind the windows gets into the masonry and just drenches the building below and uh so that's applied for 28,000 there we've also applied recently for 3.4 million to finish the whole South End of Del Rio with brand new bebac units we have a chiller that's Chris would it be a quarter as big as this room almost fifth as big as this room the CH that does those buildings now in those classroom so that's going to be replaced with h back units on the roof if we can get
052that that's been applied for it's it's that close to being approved 3.4 million there and then something that's just has come along lately uh if any of you know Mr Michael Taylor an architect in presca uh he did some studies for us back for in 19 or say 1980 uh 2019 had these studies done and he looked at all of our weatherization in our buildings and I I'm kind of limited in my knowledge of weatherization I know a lot of it is what happened with the high school we got State funding 414,000 years ago South End of the high school where water was coming through those windows and the North End and that was 414,000 just to come in I call it Gorilla Snot plus silk oxy plus liquid nails they put a really strong
053surface on that it's all painted white now that keeps the water from coming in and hopefully the Heat going up uh we've got applications in the works for weatherization of the walls at every building that could easily exceed 8 to1 million if it's awarded it's not awarded we're in the process of getting not applied for uh and what happens with the school facilities board is they never forget what they started so we had assessments done for weatherization back by Michael Taylor back in 2020 uh and now we haven't acted on that so they want to help us in complete the funding cycle and it does kind of put our stake in the ground when we get the assessments done and we get a little bit of weatherization done that the W the rest of the
054buildings might might follow again it's kind of a competitive process so we keep you updated again that could EAS exceed 8 to 10 million for all and that's again just a quick look at our our financial situation for the month end of November 30th 2024 any questions comments thank you would you like to go right into Student Activity reports sure thank you board we have for Student Activity these are fund fund 850 Financial reports uh and even though it says fund 850 we really keep all these in QuickBooks and so when we have a Student Activity fundraiser on a Tuesday and they bring in revenue on a Wednesday and they have their event on a Thursday we can write check right there so this is done much quicker it's not kept my general ledger but
055at the current time the end of November $149,200 I see the the big one there for the middle school student council is still $5,000 I is that right Camp over there in the spring so you're really on that yeah I keep bringing that yeah Camp app friendly yeah and that's well that's your eth grade grad trip got already date reserved so so that's that's what this that's what these funds do they're for students and raised by students we we got of support from the community so if anyone anyone drove by all summer we had our High School cheer team out here every I think I saw them at least six Saturdays and they were able to buy some tremendous uniforms and upgrade some of their material and that's Student Activity in in action thank you
056all right moving on to item eight is our consent agenda um I would entertain a motion to approve tonight's cons item nine Personnel report um actually not Personnel report I apologize it is just uh new position request yes um so our we've increased our um a program and that is for that's our autistic Autistic Program at Tech and so we are needing an additional professional um that was requested by Dr verett and Mrs Cox um and we have to make sure that the safety of our students are on at the most of what's on our mind so we are requesting that if you have any particular questions you can direct them to Randy or Nicole but um we're in need of another one because we received another student need Brandy what's the enrollment in your
057autism program up to for 14 you think our capacity is mle seven I said we're we're maxing out we're really close we're having to consider other options for next year or if not sooner if we continue to grow like this and is one par G to help us bandaid or gon it should help for now with the numbers that we have yeah can you guys differentiate between the students who are in your a program and autistic students who may be in centers extended resource resource just a brief description of what helps them be eligible for the program compared to other placements well it's an IEP team driven decision but some there's you know a as many of you know autism is there's a spectrum it's a range so we have some students with higher level
058academic social adaptive skills versus those who do not have those skills and so the as program is geared more towards the students who are struggling more with their adaptive social um academic skills and they need more intensive supports and communication and they oh yes in communication self-regulation it's on the more severe level versus those kiddos who are on the higher end of Spectrum any addition [Music] questions to another new position so um we're requesting an additional career professional for our sped preschool program um currently we just don't have enough parent professional support that growing um increase in students and um we want to make sure again the safety and wellbeing of all of our students we need additional um adults in there to help the teacher I'm also requesting that we get flexibility to add
059a remove sped positions with your permission so I don't have to keep coming back here up to the numbers so if the numbers would decrease we can look at moving somebody or if they increase we could add another pair I I have questions does do these positions because the preschool program is a p program CR and so with preschool especially um because brand new Reserve spots at the beginning of the year for students who will turn during the year so it's not at capacity the day we open the school right um often we have to add staff during the year to accommodate like the explosion of road that Happ during the school so I'll have my same question are we almost capacity for preschool we're we're we're getting there is this one position going to
060be enough I mean you know I'm always let's do it well we just had three students in Ro that have autism school preschool that's yeah will there be a cap on that I mean are we blanket approving no we would take everything very seriously I would think that if we needed would be just a few more I [Music] yeah driven in safety need another one but it would just be what information that Randy and share [Music] and for thee Tex as well as to Grant the flexibility to have professional position based on ches all in favor item 9C the extension of rent the teach so our teach which is behind Del R um we were able to move was until October 1 and we have a two um a twoyear agreement but what's happened because
061that'll happen next October we want to extend it through May of next year so that we don't have to ask teachers to move out during the middle of a school year which causes extra stress so and it would just be for those individuals most everybody else has moved in during the summer so it's just for those individual teachers who moved in in October that way they can stay till the end of May and then um they'll be looking for another place to live but and but we want give that option to them we have anyone on the waiting no okay any other questions or comments see we don't have any anybody waiting for a home right now everything's full when we did our openings for um teachers we had a few open um um units
062and we went ahead and filled those with a couple care position then I'll moement foring on october23 to May 3 item 9d the 2425 administrator salar sched so as you know that one of the things that I've been asked to do both last year and this year is look at our salaries and make sure that we're competitive also our valuation tools and a variety of other things so I I with um my um coordinator we looked at our human resources um what we had to develop two years ago for um administrative salaries and we went ahead and I did a survey of nine districts both local and across the state of similar size um and similar kind of um culture and then I went ahead and did a comparison of how we paid compared to
063them and we found that we were underpaying our administrative staff and one of the things that we decided to do is to adjust that salary and also incorporate the $6,000 Insurance stien into it to be competitive what happens is that it used to be where I would say this is your salary and then later on and then or I post it and then people would look at it would not apply so what would happen is that then later on they find out they got this 6,000 Insurance s was not attracting enough um individuals for our Administration positions and in the next few years we're probably going to have two or reopenings and we want to make sure that um we are competitive so what I'm asking for um is you know to go ahead and
064approve this salary schedule for new staff new staff that wouldn't be anybody here we made sure that everybody here we just had one um position that we had to increase which is on the Personnel report um but everybody else was fine they were in the competitive Zone because most of us have been here a few years um so we made that adjustment so this would just be for anybody new coming in as an administrator to Chino Valley High School District in the future yes any questions for Miss on at it we were shocked to learn that in some cases we were 20,000 less than our close Neighbors in placement um which is astounding difference and we've been and we've got two we have three relatively new administrators we've hired three administrators in the last you
065know year and a half and we had almost no applicants and in one case we had one applicant for a job and you know we had a feeling that it was because of what our placement schedule looked like and like kidi said with the stien it was invisible in the placement schedule and we really felt like it needed to be we needed to be more transparent about where administrators were really placed on salary scheduled when they were hired but that if we needed to make adjustments for future hires that we would um and it was it really was shocking to tell you the truth the littlest difference was 4,400 the biggest difference was over $20,000 and we've all decided that if you want to make a ton of money as a school administrator you need
066to go work in Florence because that's where they all their positions pay a minimum of 20% more 20% more than the positions here but this keeps us not at the high end no closer to the low end um but competitively with other rural districts so um we don't exceed anybody um with what we're putting out here we're we won't be the the biggest in the in the game by any stretch of the imagination but it puts us middle or low low end of competitive districts and besides the one salary we're adjusting this year it's budget neutral it's not affecting budget yeah and that's yeah it's a very small adjustment [Music] yeah see no other questions I'll make the motion for the approval Administrator salary schedule a second thank you I was waiting for all in
067favor I I item um 9e is an instructional coach I'm gonna take that for Julie she's not she's at the conference is she in Hawaii no she's in she's in Phoenix with yeah so she went ahead and um what's attached is the updated evaluation tool um for the coaching staff our structural coaches not our athletic coaches and this is it's part of the Charlotte danielson's framework and it's aligned with our teacher evaluation tool and she got input from all of our instructional coaches um so she's requesting um uh to approve this so we can instru did everyone have chance to it make the motion to move to approve updated instructional coach evaluation tool all in favor I I item 9 F is our [Music] supplement and as you can see it's not too long so
068um our Personnel report this month we have one new certified position one new classified position two resignations one certified change five classified changes one classified coach um and 64 the certifi change we talking is number yes 000 [Music] is there so sorry item 10 item 10 um item 10 a extend the maximum dollar amount of an individual job order for job order liation services and the use of job order Conta un got it so we are roll members of the board what we have is a is a bit of a memory jog here those of you that were here May May 9th 2022 that's the first time District that I could find entered into these job order contracts and we did it with Progressive Roofing with four roof Rehabilitation contracts one in each school we
069did it with public mechanical uh H installation with this gas package units at each school and all instructional areas at that time I've got the minutes in front of me of that may meeting the board allowed the district to use the job order Contracting provision that state statute provides the best example I could come up with job order contractors to put it in contrast most people are familiar with the design build opportunity that's for new construction there's another one called construction manager at risk these are all in state statutes construction manager at risk if we had a new construction project we could do under one of those and we could say that the engineer the architect and then the general contractor would agree on a term of $15 million to build this new building and
070if the contractor spends 18 to get it done oops the district's only on the hook for 50 because the contractor has a guaranteed maximum price to be so and then the state also uses job order contracts best example is for small projects like maybe cabinet installation if each one of our schools were to get 36 wide by 36 high and 18 18 from the wall cabinets and each one was to get maybe 150 of them that would be perfect for job order contract very routine very similar uh installations everywhere and then it would be up to the contractor again to keep those specifications prior payment so they've extended that for situations like our Progressive Roofing doing the rehabilitation at all our schools and pl mechanical doing the the contracts at each of the schools to
071actually go in and penetrate the roof and put in h back with gas lines and electrical and all the new grids seing grids anding grids and everything else however it's designed for small projects so when we want as a district to go beyond that million dollar ceiling we have to have a motion authorizing that and when we started with the high school hbac installation for buo that was 7 million even for the buo contractor and 385,000 285,000 for AR 7.3 billion now we've got a change order on the table because there were some un conditions for another 355,000 so when the project is over we'll come back to you and say not to exceed probably 10 million something like that but for now if you approve this motion allows the district then to enter job
072order contracts to exceed the the maximum that you that you would have without your approval with your approval you can exceed and that's probably all we're going to ask today so the first one just to exceed the million doll liit that if a district doesn't know this in the statutes and they exceed it uh with a job order contract they can be written up of course by the Auditors they be found in non compliance we don't like audit want comp so the rest will follow I'll explain the three more types of contractors we want enter contracts with however the first is just to cont any questions please [Music] ition for the approval to EXT for use of job order Contra for amounts greater than a million [Music] item number B 10 for the design contacts
073the design contract so we have a situation with Michael Taylor again our architect U Back In 2019 and he finished it in 2020 when I got here in 2021 we appreciated me drawing so he's still our architect of record um he's already the design of Del Rio ele so because the assessments were done earlier and then I did the assessments again when I got here and September of 21 all four buildings have the assessing done the design that puts them out in the lead Del Rio Elementary um has already been done in P school facilities board did it they like generational projects school facilities board knows that each of the assessments have been done for each of the school for the weatherization projects they know that design has been done at Delio we need need
074to do design at the other three schools that precedes construction or if you want to call weatherization Rehabilitation either it precedes that stage they call it construction like when you're placing adhesives again it's a combination of hair gel gorilla smot Liquid Nails silk oxy put it on the wall paint yeah paint there you go uh but it seals the the building against temperature changes and against moisture vation and whatever else if you have to do door thresholds and and lighting and other things like that had failed systems it's just completely weather the definition can get pretty big we we know most of it is going to be exterior wall painting or seats uh so with number two then we approved the design contact now we're hoping that that he can keep each one of those
075under 100,000 we think he can because Del Rio was 28,000 so individually we can do that we don't have to have any other commission we want to enter contracts with an architect we hope it's Michael Taylor because we know do good work and if you approve B then we can go ahead and do that without waiting for the January meeting to do that we can enter a contract right now and then we could get that going and he would help us U with the other three contracts so they're ready for for contractors to bid on the contracts of all four buildings but he's already got the design phase done so we can get a head start with an award hopefully for a contract Del Rio maybe just a little bit ahead of the other the
076designs I'm not sure 8 weeks six weeks to do a design maybe four weeks we plan on having all those for you at the January meeting the design contracts those always precede the construction contracts and then of course we have to wait for funding and approval from the school facilities board to get these actually awarded so hope you approve this and then we can have the design phase done for all four schools and they gladly admit that we have some deficiencies in our weatherization [Music] AC chinal School District number 51 shall enter into an agreement with Michael Taylor AR for chin valy High School Territorial and heral each design will be under [Music] item C issuance of for quality assurance quality control contract selected Cooperative contractors for weatherization at cbhs Del rot techs campuses in
077conjunction with Arizona school facilities the keywords there are these these construction terms quality assurance quality control we can't have our architect supervise the the contractors when these contractors are following the design that the architect Mak there has to be an independent third party there's several of them on Cooperative contracts would be redtree Consulting for the project over here at the high school Mr Michael Crow is a certified engineer architect that do that work we hope to be able to contact him there's not a thousand registered qual quality Administration quality control folks in alai County he can come up here in a matter of days do some stuff we'd like to get some we're shop this the best we can U we Al can purchase off of a property contract do but this allows us to
078do that we need three three different Services here we need the architect to design the the system we need a quality control to show up periodically and make sure that if the silk oxy is supposed to be put on at 316 of an inch it's making that 316 it's supposed to be put on at at 716 of an inch in some cases we have to have that done with this quality Administration quality so basically the project manager yeah to know every part of the the job where is the architect is more in the back designing it help design the documents so that the contractor can perform the work but this q8c maybe a lot of you are familiar with Western technology they inspect welds and that's more like quality Administration quality you need someone there
079hold up that welding and is it going to support 4,000 pounds square inch or is it going to support 40,000 pounds a square inch big difference so that's what they would be I do have a question um the building over here in the high school that is that sh or any of these to help that that's a that's a great question uh I think the rooms we're talking about are rooms 14 through 21 over here I call it the aplex because they're adjacent to each other and there's a walkway or a freezeway down the middle uh that build is an interesting set of set of construction I guess you could say very uh that building has been retired by the school facilities board we have great expectations that they'll replace the square footage in that
080building we're we're interested in going down to a meeting this Friday in Phoenix and hopefully being there to present our case again the situation with that is it was awarded a contract to an a half years ago and completed about a year and a half ago $268 35 was put on top of that roof with my old tery nails they put was it almost 316 of an inch thick did you say chis like like a quarter of an inch over the top of the whole building so now water doesn't come in from the roof it still comes in from the walls and from the floor and so that's been done but it's not it's not stable enough when the when the design engineer worked on that project he said those panels up top couldn't even
081hold two soda cans less than three of a pound per square foot that's how thin those panels are so per square foot they couldn't hold two 12 O S so we couldn't completely weatherize that whole building without taking off panels and replacing it so the state is considering doing whatever is best for that we would like them to replace the buildings entirely but that hasn't it's a new program called end of useful life and we're we're hopeful that we'll have a positive outcome when we get down there some of us are going to attend Maybe remote have we're on the agenda for this Friday at 10 o' school facility cour particularly for the art room over here with both the classroom and the children and what I call the aplex classrooms 14 it's a new
082program they're not in this very often to to replace old buildings the ones that are kind of substandard like this but defin up so none of these but then they've already put 2 8,35 they won't put any money into the builds they've already and okay so it'll like it's everything but the art room and those eight classrooms so it's 10 classrooms all together the art rooms for two classrooms so it's in the art room building like 22 or something but um so they won't allow us to spend any of their money on any more projects so those buildings are included from building renewal grants any improvements or things like that so we had a meeting with them last week um Chris and John and I were on the meeting with lots of their folks um
083John's attending in person this Friday Chris will be on virtually this Friday um I sent them more stuff today um have' had lots of lots of long phone conversations with folks so we don't know where those buildings are in the process we just need to be patient I sent them all new square footage calculations with those buildings down talked about all the special uses you know like special needs classrooms art the Kil the extra electricity blah blah blah but as of their October meeting they will not put one more Penny into that building or the AR building well that's that takes us up to the end I think of item C then about the quality assurance quality control we we have to have that place so I'll this back you think that was in place
084in 1984 when these bu kind of where we're at substandard then and subst that's what this is for to protect us and they they were built as a shed to store animal feed and all the stuff for the greenhouse and the Fish Hatchery eight classrooms no that's okay I just being a little smart it's just difficult just difficult to see the conditions that some of our students have yes that's what I'm concerned about we're working at first we not drivable buses now we're we're working our way okay um I'll make the motion tal unified school district 51 shall enter into an agreement with selected Cooperative contractor J Valley High School Del Rio territorial in Heritage Middle School each project will be under $100,000 second thanks all in favor all right item D I'm not gonna
085read this I'll read it issuance of for job order Contracting contracts for weatherization at all campuses in conjunction with Arizona school facilities board secured funding for asrs 41-280 the assessment base has been completed and the design will proceed construction the statute States the maximum dollar amount of an individual job order shall be $1 million or such higher or lower amount prescribed by the purchasing agen in an action notice pres to title 38 3 article 3.1 or rule adopted by the agency as the maximum amount of an individual job order requirement shall not be artificially divided or fragmented to constitute a job order that satisfies this requ thank you you're work well you're right so but I really appreciate it because it it then Keeps Us in compliance with the statute and then we call out
086each one by name and then when we do exceed that million dollar four that they called Ste uh then we've got permission hopefully tonight includ that when the contractors show up I'm not I'm not really able to project some things but I know if I know if we've got high school principal here miss C you say that the the south end and the North End are more than 10% Like of the Avenue building are more than 10% of the high school total square footage where they put that weatherization on the south end would that be more than 10% of the whole High School you think as far as exposed wall space probably less I would think Max 10 yeah so even if that was 10% of of the high school total exposed wall square footage
087and that cost over 400,000 if they're going to do every wall of every classroom with that same type of treatment uh it's probably going to be over three or four million dollar you just expanded out so that that's kind of what we're going by here so we want the board to know if we're going to use job order contract it's the same thing get on a scaffold get your materials put put them on when it's not too cold so they don't snap and fall off put them on when the temperature says they're safe but I would think if we're going to cover all those walls and that's what the school facilities reports here for I don't I don't know the outcome but it's sure nice to have the approval effort so that would exceed the
088million for each school thank you sorry to put you on the spot there it's just I don't think I'm directionally challenged I had to think about that for a second thank you that's what we would do we would approve the actual contractors whether there're there's this one right here that they use our person with the state is really excited about these guys Caliente construction some backgrounding on them down in the valley so they one we will contact we also got Progressive Roofing that we like we use so we'll buy one of these probably off a state contract they can come in and they can we or Progressive finished our work at at Del Rio five months ago when they did the gym over there that was 410,000 they still have so but it's so much
089easier for us to deal with a large company it's got 200 projects going on our Progressive does like seven different states they got offices in otherwise if if we couldn't pay them tomorrow like when we had Millennium gas here September of 2023 and they were doing projects they needed to be paid the next day and we had to do that we had to take money from One Fund way before the state paid us for their funds sometimes it was big week Fe waiting to the States but it's nicer if we have a bigger company than that like Progressive or Cali and we could make a for the state [Music] questions Val high school elementary Territorial and Heritage Middle School each School shall have a separate contract with stated greater than1 million that was the motion
090all right a second see a second thank you Mar all in favor all right before I adjourn I want to personally wish you Mike the best I know we'll see you elsewhere but thank you for your years of service and PR that you've can for our school district and then for everyone else have a blessed holiday season January 13th 5:00 January 13th 5:00 next me me and do we have a board special meeting January 9th 9 don't forget new board members January 9 train January 10th training Becky will remind us all good evening everyone thank you
