001you hear that able would you please stand and have the remember I pledge Al to the flag of the United States of America the for it stands Nation God indivisible liy and justice for all thank you right item number four is the adoption of the agenda I'll entertain a motion to approve or to adopt tonight agenda I will make a motion to adopt tonight's agenda a second I will second that all in favor all right we are going to momentarily take a little pause and we are going to celebrate and I am going to let Miss Daniels explain or tell us exactly what we're celebrating oky dokie um just so everyone knows the Arizona Department of officially released the the letter grades in between our last meeting and this meeting and the district letter grade
002has improved from a c to a b yay and um territorial of course doesn't get a grade and bry's happy about that they always have an A yeah they always have an A thank you because they don't have any tested grade levels and uh Del Rio went from a b to an a and at Heritage we have maintained a sea Heritage has the highest letter grade of any Middle School in our area W and at Chino Valley High School we went from a c to a b wow so it was tremendous accomplishment not only did we see um some key Improvement at certain grade levels like at ed school we also saw some improving our graduation rate rebounding after um you know the all the covid years we also did a little bit of data
003cleanup but as you've heard in other meetings our English language learner instructors carried the day um 10% of the letter grade is based on how our English language Learners do specifically and at every campus we earn nine out of the 10 points available so they without those points um everybody would have been down a grade so it is super cool um we've had uh Courier was out today wanting to know what heritage is doing differently to um you know be able to be successful and different than our other middle schools in the area um Prescot has a middle school with a d humal has one with a d and one with an F wow so it is um heritage's accomplishment at holding that c it it's not where we want want to be it's not
004where we're going to stay but truthfully it is clearly an achievement compared to other districts in the area so we um we went around last was that last week I don't know when that even was was that lastek it's been a moment um week before went around to the schools and we took a banner to Del Rio we had a celebration at Del Rio then we went on to the high school with their banner and had a celebration with staff at the high school and it just felt really good to be able to celebrate everybody's effort so we wanted to share that with you by providing artificial dye and sugar anyway everybody's welcome to come on up and get a get a treat to get them through the meeting and if any if you guys
005have questions or anything you want to say to our um our staff who are present from the schools go for it I just want to say yeah you principes and administrators way to go yeah keep it up I got to see Dr Moody the other day when I dropped chuk off at school and I said congratulations um on your grade that's so awesome and spoken like a spoken like a true leader he told me I'm not responsible for it it is my teachers and I just thought that was the best thing to so congratulations to [Music] everybody anybody else have anything they want to pipe Ines know that we've come this far you know I remember when wasn't as good as they are now and from their hard work yep the students and staff are
006knocking it out of the park we we're just helping ourselves for it everybody out here too come and get a cupcake we'll be happy to provide D color think Dr boy would like one come on just do it once for us I actually I give it to you J Bryce yes it's cupcake for dinner just you want Blue Lips before your presentation [Laughter] you'll politely take one Deco how about you okay you want okay anything else that anyone would like to um ask with our administrators our administrators anything you guys want to share with the board thank you Eno so sh I've got a question for both administrators who raised the uh letter grade um how's what's your assessment of how that occurred other than you got a fabulous staff uh that that's not enough
007um for me so um of course you've got a great staff um I would say three things contributed heavily uh to it one is an increas increased focus on data analytics regarding reading which I think is the Baseline for all things testing um I think number two um it was the combined effort of not only our eel but our sped teachers and kind of closing that gap between our sped kids and our regular egg kids and our e kids and our regular ed kids um and then kind of a a weird thing we do Friday school or or having the past we're doing it second semester um at Del Rio um Friday School prepping kids for how to take the test and what to expect and kind of um especially those e kids because we
008do a special program for them during that Friday school from January through April I think contributed mly to it so how do you reduce gaps you mentioned you reduce the Gap um we include those special ed kids in regular Ed curriculum um making certain that they're not just like off in their own little world um but are aspiring to be in the regular egg classroom regardless of kind of where they are so that they're doing a lot of the same curriculum so that when they get to the state test they're not so far below they're able to recognize kind of the the questions being asked I I do want to tell you I have a kid that goes to Del Rio and he wasn't even in invited to Friday school but he was going because
009he loved it so much they made it so fun and all the kids loved going to Friday school and they learned why they were doing it but want to go to school an extra day to build on what Ed said Nicole can you tell us what we're doing to work on closing that achievement Gap with our special ed students yes so as Ed shared we're having them exposed to the general Egg curriculum but we're also then hitting the areas of deficiency from the assessments that we do to see what you know they're missing and then we're trying to close that Gap so all of their lessons every day there's instruction in General Ed there's instruction in areas of uh you know the gaps and then we close it and then we're also going to change
010our testing format this year we're going to be testing in groups of only five with an adult monitoring the entire time to make sure that they are taking their time that they um are they're going to do breathing strategies things to calm them because a lot of them get anxiety so we're going to take it the next step with the testing now and and hope that that helps as well but that's the approach that all the teachers have been trained on well I honestly I don't know that I could pinpoint it or or or take any kind of credit I think the ball was rolling before I even took over um I know that with our calculating this is I don't know what it's like for ated the elementary school but with act kids in
011college courses kids in um our CED uh dual enroll programs it it it takes just to collect the data and to get it in um takes a village there were several of us looking at transcripts and making sure that every single kid who is graduating is Meeting those requirements um our counselors do a phenomenal job of making sure that they the kids cross that stage um we've been more intentional lately of same as Ed doing some data analysis that's a huge Focus for us this year in fact we're still collecting our bench one our Benchmark one results and we're incorporating that into our that's one of our Focus areas and strategies really intentional with where are the kids and where do we need to be where do we need to go and having those deeper
012level conversations we started doing that a little bit we have intentional plc's built in and car out last year it's like a sacred day to us Wednesdays Wednesday mornings so that they can actually build collegiality uh work as a team to figure out where are the gaps this year we introduced grade level meetings so that we can start to see okay well in vertical alignment this is what we're seeing in the apartments but at the grade level uh what are some of the trends we're seeing in some of our other areas so I think just the collegiality and and the camaraderie uh we didn't have a high turnover so that's a huge bonus when you've got consistent staff who are committed to the kids so it's it's really a staffi I can't take any credit
013for it I just can't any instructional interventions that were changed from one year to the next or so uh you're applying data yeah I am yeah I heard that so uh in I mean anything in terms of uh delivery of instruction and actually we we do walk to read on our campus which is um we we group students at grade level third graders fourth graders fifth graders based on their reading ability um you know High Next Level Next Level Next Level and then title um is is its own entity and animal and we used to do that for math as well and did not have um at least in my estimation did not have great results therein um this last year we integrated our our math classes um especially at the fifth grade so that
014in every math class they they stayed with their home room teacher and in every math class we had high middle and low kids title is still its own animal um and so the the thought process was that those High kids would kind of raise the bar for everyone else in the class um and score-wise that seems to have been the case so I can't wait to see what that looks like next year you've also added professional development and how to more effectively use their textbooks and resources so we've done some bolstering with that so people know like have a better understanding of how to use the materials that they have as well thanks congratulations all right so our next agenda item is called in public Miss mcy do we have any cards no all right
015so seeing no cards we're going to move right along to our information and discussion items item 7A is our transportation and Facilities update go first she's like I want to get this over with and get out of here so I'm Selena I'm the director of Transportation um goals and updates for us I just kind of want to go through a couple of different things um we had a rough start at Transportation exping a be um we were down drivers we had to combine routes I lost an admin assistant and my dispatch right before school started um we gained a new dispatch and admin I lost my admin assistant again um all due to outside issues I promise nothing was going on internally we had family issues emergency issues job offers things of that nature um
016so uh all due to those uh all office staff are driving including myself we looking for a light at the end of the tunnel just trying to make it through the next week the next two weeks um drivers and AIDS have stepped us have stepped up for us in the office big time helping what can we do to help out what can we do so you're struggling can we help here can we help there um I also want to say that the do didn't help us answer in phone so it's a huge thank you to the de for helping us um looking at our goals over the past few months we've had many celebrations we've hired on a new admin assistant who's one of our former drivers who plans on state so here's fingers cross
017that we've got ourselves some good people coming in um we've hired three new drivers and another Aid so we're we're doing well on that department um our Focus areas have definitely been work in progress we are training our new office staff and we working with the do to get all proper training to ensure that all software is being understood making sure that all procedures that the district uses are understood and being working moving forward um we've ramped some of our white F training for the district and have Implement implemented it in the sense that instead of you know being this huge big thing that we have to have coaches and people come in 20 30 minutes early let's let's combine some stuff let's have our mechanics take a look at things to make sure that
018they're good the the Cod and the teachers are very getting in and out at a reasonable time to get on their trips um we have been monitoring student counts and routes for palen uh we are currently looking at adding an extra palen route for Del R Heritage um to help get our paen drivers to the high school at a reasonable time some of our drivers are showing up at 4:15 420 4:30 to me as a parent that's unacceptable that's something that we definitely need to look into and with hiring on three new drivers we're hopefully able to create another route to get these drivers to the high school on time um we did move one of our bus stops due to the construction at little ranch road which has been absolutely atrocious going from 65
019down to 45 down to 25 um so once that's all completed we will be moving that stop back so it's just they it's going to take us till I think the end of winter whenever winter is February March or April we're not sure just yet and that's my stop by the way if anybody has not been by that construction site go by it's incredible the rocks that you know that Cliff they're cutting back on is huge Boulders and they're breaking them up and they're just a field of these huge Boulders if you like watching construction equipment just go there and sit at the intersection fascinating come so some of the other things we've been focusing on we've still been continuing with is discipline on on bus routes talking with the students we've continued our about
020you being good program that a program that we implemented yeah last year instead of always focusing on the negative of students because typically we know those are the names that you learn first or the kids that have most problems so instead we decided let's not focus on the bad let's look at the good so we went ahead and started to get little cards little business cards that are caught you being good and it's sitting talking to your friends staying out of the Y we want to show that the kids that do listen every day and that are being good that hey we see you guys so let's let's let's let you stand out so they get car they get to go to the um school's office they get their choice of usually snacks of some
021sort or toys or gifts or something like that just as a reward to say thank you um we feel that's been working very well this year we haven't had as many phone calls home we haven't had as many suspensions so we're going to continue with that as well um we also have the extra help with some of the bus monitors on our buses as well as some of our particularly behavioral buses with safety and seating and you know just being making sure that they're sitting properly they're talking to their friends they're not yelling they're not eating on the bus so that's been helping us as well um we've also been conducting safety meetings with our drivers in our AIDS just to go over any discipline behavioral issues maybe if one's working for one driver hey
022let's try it on a different bus kind of deal um anytime there's any new laws that have been in place we'll try and update the drivers as well like I know last year we had a roundabout where you know semis are allowed to take both lanes so now we just tell the drivers stick back so just trying to keep them updated like that um any general concerns as well trip opportunities um we had a trip driver we lost our trip driver um so which is kind of one of those a lot of the drivers have been stepping up hey do you have any extra trips can I can I get some hours in um and especially now with the high school picking up with all of their Sports again so a lot of my drivers
023have been helping out with picking up shifts doing things of that nature um so we've been working on that we are excited we've got a new bus this month so that's already in route so we're super excited um getting the new bus will actually help us being able to add the other pen rout that looking to do so that way it opens up another bus for us um and I'm we I say I but we in transportation are very grateful for a drivers who have stepped up to help us in many many ways like I said with field trips middays activity runs hey what do you need I you know for working all day let me go grab you lunch real quick so I mean it's just been one of those things for us focusing
024on the drivers that we have the retention that we need the appreciation that we have for them is shown by them being able to step up and help us out so we've been working on our goals we're working slowly to them thank you any questions L still hiring bus drivers yes yes always are you interested no gentlemen any questions I like the idea rewarding a kid that's good I I hope that we go in that direction soon that would be awesome that's something that's one thing that I know so I worked at humble for 12 years and I was over there in the transportation department and kind of thinking and looking at the same thing instead of always focusing on the bad why not do the good because you obviously we know focusing on the
025good is definitely going to spread like a wildare just as well as the bad so if we talk to the kids with the bad and focus on the good and show hey your good will get rewarded you will be good you will notice you standing out so we're hoping that will continue to work thank you keep up the good job I just wanted to say really like get caught being good over always being caught being bad I have people that are in the district and I I bounced ideas and things off of them as well and I'm like well what about this and how would that work and you guys are on different buses because sometimes I come with me in the morning and so they like to hop on different buses and see the
026friends so then I ask them how are the buses how are the drivers doing trying of think my my little spies is days and they say that they CAU you being good it seems to be working kids enjoy it they like it and I know we need to put P it more out at the high school level because I know not as many kids come in that's something that we're also working with with the drivers is their high schools they come in they sit down they listen to their iPhones or music whatever give them a card as well they're just as important as the little ones so that's something we be working on the Cheto Valley Education Foundation sponsors all of the rewards so the um transpo gives out the cards and the Education Foundation
027provides all the prizes so thank you thank you all right moving on Mr Sheriff please update on our facilities good evening so one of the things I want to start with when you guys are showing what we've done in back about year year and a half two years um the first slide this was a tech rain collector that was uh actually granted from the aai county water conservative and we did all the work they supplied all the material we got it put in to help prevent the playground from getting flooded as much as it does and then one of the next steps we did the reason I'm showing this is because we're working on trying to get artificial grass put in there right now then on this side here was a stem wall that we
028did this was trying to prevent water that came in off the city streets coming through the parking lot and it actually did tremendous uh we actually thought it was going to complete the process um except for last year we had a little bit a good storm and it actually just from the water com straight out of the sky just started flooding it up so we're working on another Avenue utilizing the rain collector this was uh we installed the bathrooms at the chuno valley stadium and we turned that gazebo into pretty nice bathrooms I don't know if anybody's ever seen them but they've uh they're probably one of the best ones they flush that's we yeah they flush they're not a fored John and they're clean they are clean yeah um and then the next slide
029my next one was uh Tech they needed more room for students and Eric rednick uh had a classroom that they were going to take over so we built it a roomy sh yeah pretty much that's what it is and this was one of our last big projects that we did the wood shop we got money granted to us from this uh we estimated about $30,000 on this one and we actually came in $112,000 under budget on this project um and it turned out really nice this is uh our Sports Fields um I hired a Eric wheeler what about a year now and he's really turned our fields around he's done outstanding he's taken our staff and you know the top left hand you know top left hand corner there you see that that's what the
030fields used to look like and uh Jason uh baseball coach he had a friend fly over took a picture of all the fields yeah that that we look really good right yeah we got potties yeah it's really kind of turned around uh but the guys are really working hard at doing the maintenance on that and next and not to mention all the projects we're doing we still do our day-to-day maintenance you know we' we've got a lot of old equipment that we're still trying to keep up and running we got new equipment we're doing our preven and maintenance on uh also on top of that we're also keeping up on this HVAC project that we're doing with pleo mechanical um this is one that I'm working on very it's the aps HVAC rebates uh we're
031accumulating with all the hvac's projects that we're doing with pleo that's bringing in some money for rebates I've just started looking into lighting we're actually just the right now I'm working on HMS and I'm probably going to get about $10,000 back from just HMS alone and lighting uh and then top that up we're also doing Energy Management with the pleo project we are doing energy man just like the thermostat back there that it's uh conducts to our through our internet we can control Power um it it's tremendous but another thing we do is it's called curtailing and we shut power out between it's June July August and September we shut it off after about four o'clock kills it down till about nine and it actually helps us out with our power and they pay us
032back um but that's a that's project that I working on that go on to the next one are we replacing filament light bowls with LEDs it's actually even these are LEDs that's that's why I was wondering so that's that's grw that's great here is a different scenario but the other ones that we're doing are like a flat panel and for each flat panel a 2 by two is approximately $16 we're getting back and a 2 by 2x4 it's about $22 we replaced all the fluorescent everything on that side of the highway is pretty much on besides Ed building the main bu building we got to work on that one and on this side highway we're in process that's good that's good news yeah and then um if you want to go to the next slide
033right now our projects that we're working on is the emergency trailer uh renovation that we had out here we're starting to get ready to tear that apart and build that up all uh Dugout was horrible it flooded all the time and Jason got some donors to kick in some money so we're actually tearing it down and rebuilding it up we're going to put a sump pump in there to prevent flooding and creating issues down there uh around the fields our equipment just sits out there so we're putting a nice fence up all the way around our fields or our office so you don't see our equipment and it's also secured and that's pretty much all got any questions concerns that's a lot we're pretty busy that's awesome good job I appreciate your hard work and
034your employees it looks like things are going in the right direction yeah thank you thanks for the likes I was gonna ask so didn't even have to you told problem thank you thank you all right moving along I believe the next is superintendence form Maybe kind of hard to top Chris's fancy pictures I don't have anything exciting like green dry ass so um a few things I just want to congratulate um Annie for her reelection and um I this morning I had the around noon today I had the opportunity to meet with our two um incoming board members and they are at training this evening at the county school office so that started at 4 um I also wanted to point out um mostly for Annie's benefit that at at 4:30 before our December meeting
035Mr Carter will be here with all the papers that need to be signed we'll do the official swearing in and then we'll do a ceremonial one right when the meeting starts you just gotta be here half a minut half an hour early um we began our meeting tonight talking about our letter grades and how amazing that is I want to talk about two employees we recognized last week as brand ambassadors that um personify the things things we would like Chino Valley School District to be known for and one of them was nominated by Debbie golden at the high school and that's Lisa patod she is the counseling secretary and she will be featured on our social media account with all these good things that Debbie had to say about her and we also honored Alysa
036seir and she is a District counselor for our special needs students and Nicole nominated Alysa because she does such a fantastic job with the kids and last year she took on and then has trained staff this year in a suicide prevention protocol to help when we have a student who is in crisis the protocol can be used to determine what kind of help the student needs most and that so we can get the right kind of help for the student so Alyssa's taken that on so um she was also nominated as a brand ambassador I wanted to talk about something else that's great too and we can thank um Mike's wife Wendy for this because she's been phenomenal um Chino Valley Education Foundation received a grant to support our Spanish-speaking parents and that really came
037about because at each of our campuses we have parent nights just for our Spanish-speaking parents about 40% of our students come from Spanish speaking households and while many of our parents can speak English or while we provide translators at meetings where it's Prim primarily in English like anybody else you understand things better and feel more comfortable when you hear it in your heart language and so through those meetings a year ago about this time at ed school we asked the parents what can we do for you what how can we better support you and it was so cute because they all kind of huddled and then the spokesperson said we want to learn how to speak English and I was flored I was like that is not what I was expecting to come out of
038that it was so cool and I said well okay well this is going to take me a hot minute to figure out because the district really can't provide that um uh type of instruction and so what we did was the foundation was able to obtain the Grant and um as of right now we have um 54 parents registered to learn how to speak English which is so cool and we do other fun things you like we give tours at the ctech facility in Spanish thanks to Brian who gets those arranged because one of the things we want to impress on our Spanish-speaking parents is that your child needs to learn English to be more than the family translator your child needs to learn English because we have all these amazing opportunities available and when their
039English skills are good they can make full use of these opportunities like our dual enrollment classes like our CTE programs that all have a online coursework component and and so we really want to get parents enthused about getting their kids here learning English and then the parents are learning English along with them so it's pretty exciting the classes we had to add staff so Ed's wife and the parah from her classroom at um Del Rio have joined so we have four instructors for the 54 language Learners now so it's so it is so exciting we um have child care provided as well so parents can bring the kids along with them so that's Wednesday nights at 6:30 I think they're thinking maybe of starting a little earlier now that gets dark so early but it's
040at 6:30 on Wednesday nights at territorial bry's ler campus for that and so if you ever want to see a bunch of enthusiastic people learning how to speak English and enthusiastic teachers that are probably very tired by the time they get home then that's where you need to go so um something else that I wanted to talk about work some athletic achievement ments we had this fall our boys um soccer team um sadly lost in the state semi-final round but it was a huge accomplishment to get that far our boys and girls cross country teams made it to State and you can see that we the girls play seventh in the state which was fantastic we had Zoe Nagel um was fifth in her race and Elana Mets placed 27th so a big huge congratulations
041to coach Mets who has consistently been Fielding athletes that are qualifying for um state playoffs and state championships and races winter sports is gearing up and you have your calendar there at your table that Becky provided and um so we wanted you to know about all the events a big one of course is the Thanksgiving meal service at the schools so if there is any particular campus you might like to um serve turkey dinner at then Becky can get y all signed up for that um and then the last thing is that the asba winter conference is December 19th and 20th and if you'll just confirm with Becky um she's got the registrations and hotel stuff done we had Reserve spots for our um oncoming board members in case they wanted to attend because there's
042new board member training there so that opport was shared with them today um and let's see what else well I have some other good news since we're all about good news tonight I would like to confirm that our buildings who have been working their butts off at getting kids into school I proba should have said that the board be um who are working hard to get kids to attend school as of last as of 116 so last week as of last week I would like to report that the school with the worst attendance still has 93% of the kids present wow and all the other schools have greater than 94% present so we have made it into second quarter with 94% of the kids in the seats so when Mike asked what are we doing
043kids can't learn if they're not in school and so that's a really big deal um as of today we have 2239 students registered um and attending school in Chino Valley which equates to 246 base ADM because not all our pre some of our preschool are tuition preschool and kindergarten are only half funded as you know so our ad M base amount is 2046 which is down from the last time we met about 40 or 50 about 40 or 50 ADM um most of our loss has been at the high school in the last month um but we have 2239 bodies currently at territorial we have 583 little tiny humans that come to school at Del Rio we have 476 so add pretty well holding steady you bounced around between like 473 and 476 HMS has
044471 and the high school as of today had 709 so that is where we're sitting Cindy is the drop I know we've always had a drop at the beginning is this better or worse than we were this time last year um we are down we're down even from in John's sprin some revised numbers to tonight we're reducing our budgeting capacity because of enrollment our um administrators made a voluntary 10% cut to their m&o budgets at the beginning of the fiscal year in anticipation of numbers that bounce around um and we've agreed to some pretty severe Capital expenditures in order to begin to prepare for purchasing of new curriculum so we are actually down about 140 ADM over last year is it across the board in all the four schools or is it hit one school
045worse than the other a little bit more at the high school than anywhere else um we are in at territorial Brandy's ADM increases over the course of the year as children with special needs turn three and enroll in her preschool program um then her numbers go up over the course of the year so she intentionally reserves spaces for those children so so this is what third straight year then that we've lost enrollment third St straight [Music] semester yep and we talked about that last time about what's happening so I won't I won't bring that topic up again so um after we had after um Leanne worked up the numbers for me this afternoon um later this week we're going to take take a little bit deeper dive into where are our high school students departing
046to for successes uh the band I band had their last competition on Saturday I didn't get this in I'm sorry but that's okay they finished 13 out of 26 and their final score for the season was 62.6 and last year they they finished 55.7 which doesn't seem like a lot but in their bracket and with the size of the band uh I was a band director for a little while so this is Quite a feat for and they're growing so she's doing a really phenomenal job of growing her program at the middle school so we're expecting to see numbers jump but they sometimes uh get forgotten and they work really hard starting in July marching outside with jugs of gallons of water um and Blood Sweat and Tears finally paid off they and the kids
047really wanted a 60 they wanted to finish the 60 and they did it with 62 so some points to spare they did a really great job that's super cool great great so I wanted to share from the goals updates from all the buildings there were a couple things I wanted to share with you in regarding safe schools we did have a safety town hall meeting on October 22 we had a whopping to attendees um we have purchased reunification and emergency notification software um so we'll be rolling that out um we'll be phasing that in with um other things that we have already and we had an unplanned practice drill on 10:31 due to the paen fire and um I just want to commend our schools it I cannot imagine other than honestly the last day
048before Christmas break or the last day of school this was probably the yuckiest day we could have had to keep Kids on Campus they were all sugared up and wanted to go home and Trigger eat and I felt so bad for the teachers who did a phenomenal job keeping the kids there it was seamless checkout for parents who decided to come pick up their kids um Selena was super flexible with the buses and I think our last um our high school runs left on time and our um territorial Del Rio and HMS runs left HMS about an hour and 25 minutes late so it was unplanned we it exposed a few weaknesses in our communication system was great because it wasn't a uh horrible emergency where we had to learn that so that was good
049one of the things that we're going to be working on and Mr Matt back there who's keeping the the wrestlers out of the boardroom um doing a great job back there Matt um one of the things he's working on is um that we'll be updating the radios that we use for dist talk around so we can do one notification all at one time so that's something there um the report that Brian submitted um one of the things that he is celebrating is that HMS had campus-wide training on their new um CTE software called path full related to Career Readiness and cbhs um finally provided props literature and Hands-On activities to create a career Corner in the territorial Library so find will those props look like um everything so this this quarter was Agriculture and construction
050so that's little Focus that we tried to build over there so I think we have a little coat over there some welding uniforms um tools um and I think that was mainly it and then some little Hands-On activities that were um related to kindergarten first second grade and it could have been little games for the teacher to play with me I think there may have been some little construction sets as well um so just to kind of get some early exposure going on for the Early Childhood Center so some people always ask me at what age do you start career in technical education kindergarten so um in Ed's update I wanted to highlight that it's okay I wanted to um highlight from Ed's update that their star test um it looks like every grade level
051is making gains and so on their quarterly Benchmark there are improvements showing there at Brandy school I wanted to highlight that they handed out perfect attendance for 26 preschoolers which is astounding because little kids get sick all the time um and they had 30 in kindergarten 34 in first grade and 34 in second grade which is super cool and on that same note they are adjusting because 130 kids at Tech have received a three-day absence warning notice 54 received a 5 day 12 received an 8 day and 12 have received a 10day notice the same yeah all the time yeah so um I did want to point out what they're doing on the positive end to celebrate attendance and what they're doing to encourage attendance at cbhs on Friday October 18th special services administered a
052refresher training on the suicide protocol and mandatory reporting procedures and the middle school and high school English language arts um teachers had a training in regard to their new curriculum and they had that together so for good some good vertical alignment they all love feeling more prepared and more confident and Julie reports that she's super excited about the district letter grades yeah and that we are working with jened teachers um who have elel students to help them have better instructional strategies and that we're constantly adjusting Julie's out in the schools all the time pestering people to do a better job and Nicole already talked about that they have worked on they're going to be working on some like uh special ed testing modifications for size of rooms mock testing procedures and things like that so
053students can get a feel for what it's like to be in the testing environment prior to testing and then the last thing nope second the last at HMS um Caitlyn reports that miss moso and miss Pon helped the student council put together a really engaging Red Ribbon Week um regarding um substance abuse and that they had um good sessions during their advisory meetings and that they had some a Halloween dress up kind of at the end of the week to celebrate and Mr Livingston last but not least reports that he is celebrating that 84% budget controlled line items are being maintained so those are I wanted to highlight different things from the reports you could read all of the good things that are going on but those are the things that were really standouts and
054I didn't highlight Transportation or facilities because they got to give you their own do their own bragging rights tonight so do we have do you guys have any questions about any of that I S I just like the format uh you know it takes a little more time to read it but I guess every one of us do read it and I had a couple question marks and you've answered both of them so um format was consistent I noticed too yes because we had a the regular time in between the meetings instead of like that compressed little timeline of between um September and October so right at the end of our meeting this evening um Becky will be asking you if January 10th or 11th is those are FR that's Friday or Saturday if either
055one of those days are better for you the trust um will come to provide training for the board in boardsmy um legal boundaries board practices and things like that be about a half of a day and um if administrative team is available then they'll I know for those of you have been on the board you already kind of know what goes on in the schools but for the benefit of our new members um they'll get an introduction to all our administrative team and director team and stuff so um if January 10th or 11th is better we're trying to do it before the first meeting with our new board members so everybody is kind of up to speed and um I met with them this morning and talked for example about getting the packet the confidentiality
056levels of the packets things you can talk about things you can't and that kind of thing so what day of the week is Friday or Saturday 10 or 11 yep and are those the two days that the trust is available the trust is available those two days and the incoming board members are available those days if those days don't work it'd be awesome to have everybody if those days don't work then we'll have to do something after our first meeting okay of the new year so so anything else that anybody's dying to know or say all right thank you all right moving along to item 7D is our financial report Mr Livingston president members of the board staff the administrators honored guests uh a quick look at our financial position at the end of October
057that's a third of the year if anyone knows of a fraction they like to use uh when you teach at elementary Dr Moody would that be a a oneir fraction of the year you want to say that's what's gone will that work 13 33% we're not quite there we're okay a third of the years gone okay uh four of the 12 months uh just taking a picture of expenses and budgets uh the budget we adopted for our operating budget in July was 19.3 Million we've spent 6.4 that's right on 33.1% just to little tick back we always watch the year to date if we spent 40% of our budget in the first month we've got a problem so couple ticks below that so we're in good shape with that mol budget U capital budget 1.1
058million spent 264 ,000 that's 24% spent and our 691 budget is doing really well that's a cash fund I'm going to highlight some cash funds tonight 691 is our funds that Mr sheriff and I work just I guess kind of day and night trying to bring these funds and these projects and these programs and these facilities and these pieces of equipment here U it's already $2 and5 million doll worth of Revenue to dat seven projects that we're working on um our adjacent ways fund has some Revenue in there we started the year with 250,000 we've levied another 350,000 so hopefully we'll have some slurry seal coat projects scheduled as soon as school that's out in May that's F 620 any any questions on the the two bigger funds capital and M if you could just
059take a quick look at the third page in and it's called just cash fund balances as of October 31st which just a couple of those I'd really like to highlight first one is fund 010 and that's just Absol absolutely been amazing uh since 2001 when that came around the goal was $272 per student from this gaming fund now it's over 400% staying there so that's our beginning cash balance that 1.5 million that we're bringing forward that's why we were able to offset some teacher costs this year salary with that fund it's been very strong we've already brought in half the year's Revenue that we project 740,000 so that fund is really really helping the district John John is that because people expend more Statewide gambling through the state whatever it's called answer that so um
060classroom site fund was originally prop 301 that was passed but that you know by the Arizona voters in 2000 but sunsetted in 2020 Arizona legislature took it on not really as a budget controlled account but to continue to provide the funding for it in perpetuity rather than take it back to the voters so it's outside gaming it's in the most general terms sales tax revenue based okay this is not our our person State game gaming no on the next two lines um 22 022 and 024 John yes so the reason I said you know I think you asked member atona is it was it a gamble or gambling related I every time you buy something I guess make a purchase amount of big difference between the sales tax and the gaming gaming revenues yeah this
061is 410 of 1% of the sales tax collected which is twice as much as it was in 2001 so it's very strong but the actual gaming funds are the next two right there we've been getting around around 990,000 a year per gaming fund there's two different plots one's for class size reduction bring in an extra teacher other one's for instructional Improvement we have two different ways to spend so that has fluctuated and last year it was down about 20% so the 23 year was a contraction we don't have any Revenue at all in the 24 year so I don't know how million people are depart with with their funds this year so I I I don't watch State revenues for for these casinos much it's usually about 990,000 a year per fund 180,000 for both
062funds the sales tax is is good news too because that means the economy is still growing Statewide and of course we get our share Y and that's holding strong and that's in01 Z those Revenue very good 526 tax credit uh we started the year with 281,000 we've had this cycle we we start the year with between 270 and 280 85,000 every year we bring in about 45 or 50,000 we spend about that amount we start the next year with over 250,000 that gives p a tax break and we really have benefited from that fun then we go down to fund 580 uh there's some really good news there last year we collected almost ,000 this is our teacherage fund from our many houses and we were able to use 44,000 last year to make our
063annual Debt Service payment of 138,000 so 990,000 came from District 44,000 came from this fund and already I think this Kudos Mr Wolf kind of handles all this we have a very low delinquency rate with our with our houses we collected 20,27 so far year to date so if you just ballpark that with a third I say that's about a third of about $60,000 can anticipate full occupancy this year ten we have that darn well better be and it comes out of their checks okay I don't have to do much but Kudos working out working out real well uh and 596 fund that's Mr par and the high schools fund Career Tech Ed started with 194,000 and that's just a real good reflection on consistent enrollment in our CTE classes because that's directed from the
064number of enrolled students that equal a full-time class I think it takes about six students taking one class to make one full-time student is that right Mr or CT for CTE uh that's about right something like that there one one student's take taking three bed classes and they're almost half a student so we probably have over 250 students taking bad classes I would say thank you uh 691 is the one I really wanted to talk talk about and you see the revenue 2,551 the second column there that's again our eight big projects for roofing and four h back and then we've had a number of smaller projects as well those are all cash funds so we started the year in those cash funds with two almost 3 million 2.9 Million and the county has this
065policy they won't write checks against those funds unless there's cash in the account so they're really careful of managing the cash questions on our cash funds as of November October 31st okay thank you and that's really all I have all right item number eight Student Activity please is it I'm like where is it see it activity all funds are secured and accounted for and I see one big uh encumbrance there it's at middle school student council I believe that's a purchase order in place for their campy aalines in the spring it's already booked and better place that's e8th grade trip and that's already scheduled and then that's the big one I noticed on these student activ but everything else is again safeguarded lots of plans going on to spend that Oney this year perfect thank
066you you now we'll move on to the consent agenda um item eight is tonight's consent agenda I'll entertain a motion to approve tonight's consent agenda I'll make a motion for the approval of tonight second please thank you all in favor item 9A um K5 literacy endorsement updated support reimbursement costs so a few years ago we went ahead and um we um had you guys approve a reimbursement cost but the costs have gone up as as everything so right now we're looking to reimburse our teachers um who um are taking the classes in order to get their um K5 literacy endorsement and um if they already have a reading Specialist or a Kate reading Kate or Kate 12 endorsement they're exempt from it but we do have um teachers that need to do that um and
067the requirements have changed um also it used to be they just had to take the classes now they have to take a test and the good thing is the test first time through is free so we're asking from you tonight to go ahead and approve um reimbursing uh teachers for tuition and books for their two required literacy endorsement courses and they're taken if they yapi college and then um also the cost of removing the deficiency which is $22 for the teachers so um it'll approximately leave for 40 teachers to add and that'll be about $26,000 out of ML and this is a requirement from the yes Board of Education all right any questions or comments see none I'll entertain a motion to um [Music] appr yes please um Heidi if they fail the test we
068would have to then take then pay for it themselves okay and they know that so that way they um take the time to to prepare and study their homor and do their homework and make sure yeah and to make sure they don't wait too long till after they take their courses so yeah all right I'll make the motion um for the approval reimburse teachers for tuition of books for the two required literacy endorsement courses only if the courses are taken through y by college in the cost of removing the deficiency from the teacher certificate motion a second on second Motion in second all in favor I thank you the human our next request is to add an additional um uh par professional for our program at Tech that has um grown um currently the program
069has grown from by 41% from last year and um so we currently have 31 students enrolled in the program uh last I'm sorry last year and this year we have 44 and in order to meet their needs and program requirements um we're requesting another okay all right any other discuss questions how many prayer professionals have we got in that program this will make two two and one at District y Ser the 44 one yeah we have a teacher we have a teacher and a par professional so we had a pair we've had someone excuse me subbing in there since school began um because we it's primarily kindergarten where we've had this large growth of language learner students and we wanted to see if just having someone in there who's a native Spanish speaker and a
070a good um firm Grandma um if that person if that would have that a positive effect Enough by the end of first quarter that maybe we would only need the person two days a week or not at all you know moving into second quarter but um Brandy says no we really need to make the person permanent through the end of the year to meet the needs of the students because they have no language skills at all and our parro has she been working out they listen she speaks Spanish so Grandma loves it yes I was a bit confused about how my question was answered so I'm going to just try to clarify there are 44 students currently at the tech in the tech e program yes correct and there are two adults in the room
071now yes and we want a official pair Prof not just the sub not just the sub okay so is this lady that's been doing it she going to be offered the job full time okay she's on the Personnel report okay all right sorry no no that's okay I'm just saying she yes yeah go are all 44 kids in the same classroom kindergarten first grade thank you that clarified for me are you good Mike you want some I'm good all right just making sure yeah I was just wondering maybe we need another Fair professional right if it's you volunte well we have such a big capital budget we need to find some money I that's the issue so we have um it just your question about in the El program at Del Rio we have a
072full-time teacher and a part-time e per and we have not had an El per tech for a long long time because the numbers did not bear it out but is the kids in kindergarten are with the teacher most of the day all of the day yes and then they pull out for the E block and then cup time so they're with El two times a day all of the kids first second and kindergart first and second come back and forth so they don't have 44 at one time it became very evident by the second day of school that we needed help yeah okay so this will be enough help my question for right now keep in line she can keep them in line that is for sure doie doie all right I'll entertain a motion
073I'll make the motion for the approval of hiring one professional for the E program at Tech a second second I heard a second that's okay that's okay that's okay all right all in favor I item 9C um e translation staff pain and again as we are an analyzing our staff salary and evaluations all the things that we're working in HR um we looked at our um the increase in our parents who um need translation um and we decided that we wanted to go ahead and take care of the people that are doing the Translating so we are asking for increasing the our hourly rate for our classified employees by Dollar an hour um and um currently we have 10 pair of professionals who do that we have a few at each school and we have
074one at the district office so that way if they are pulled out for an IEP or um any other type of translation they get some they get a benefit from that because we really do rely on that them and appreciate it very much and as far as if we have teaching staff um do that a teacher does it they get paid like they have in the past on a time sheet um for $25 an hour so to make up for them giving up their time before after after school to do that I so too all right no other questions or comments I'll entertain a motion to the motion for the approval of increasing rate for classified staff for providing translation by a dollar an hour a second I'll second M all in favor I item
075nine B El coordinator performance review with the help of Miss Julie we have a el coordinator Performance Tool um we didn't have one in the past that um we wanted to go ahead and um um improve upon and so um with her great help we have one for you to approve um because Mr atona has asked in the past how does AI work in schools well let me tell you this s so I spent about four hours the other day researching what all of the um characteristics and E coordinator should have and how should they be evaluated well then I don't know I stumbled on AI and after I had created one the next day I went back and put the same question in Ai and it came up with one identical to the one
076that I had spent four hours researching is worthless and my AI did it in five minutes humans are better than the little machines in our in our pockets whatever I don't know sorry good anyway so that was my experience with AI last Thursday J did a great jobie that okay um any more Performance Tools to work oh yes don't worry you know don't worry like I have been typing all kinds of things and I go how does it know what I'm thinking lean goes you're having a conversation with it really yeah we're on a roll here let me tell you ask anything I'll ask my friend so now this is the first um actual review we've had for coordinators that corre that's great no it's all right uh any other questions all right then I'll
077entertain a motion I'll make the motion for the approval of the E coordinator Performance Tool a second please second all in favor I let's just move right along with these evaluation and again um our next one is for um um the board had asked about when I did the athletic director what about coaches um so I have um for you the head coach and assistant coach um evaluation tools and I got input from both the middle and high school principles assistant principles and um athletic directors I didn't know about AI so um I I did my research and spent hours and now Julie will help me for further ones um but anyways um and these will start with our winter sports so um we're not going to go back and work on um the fall
078sports but we'll start with our winter sports and do these evaluations and then as every season um happens so anyways um you'll see that they're um behind the uh agenda item cover sheet and will the ad be making these valuations what'll happen is the ad will take care of the head coach Y and then the ad and the ass um head coach will do the assistant coach did we do a a parent one that a parent could value to give their opinion on a coach to survey Sur absolutely absolutely I just think that that a lot of people won't um State their opinions on stuff because they're afraid that their child won't be able to play that's just kind of but I think if you we could do some type of survey or I mean
079I I think that would be really helpful okay yes absolutely H I presume as is the rating factors this would be a mathematical average individual yes yes okay great you got it what if they get a bad evaluation just what what happens if they get a bad evaluation then they won't be asked to come back and Coach I'm excited about this I think that it is very yeah it's very timely very Timely area that doesn't usually get EV evaluated correct because Sports really are important and there's children that that's what keeps them in school completely honest so agree I think this is really good so and one of the questions that came up today was um is it for volunteer coaches as well no it's not for volunteer Co just our paid coach the ones
080we really y right great and this also is an action item so I'd entertain a motion I would gladly make the motion for the approval of the head coach and assistant coach evaluation forms for cbhs and P and a second please second thank you all in favor I item nine am I in order here f um I don't know what this quality First Quality first oh here comes quality first oh and there there it is so quality first is our assessment that we use for our preschool rating if the state comes up they do assessments we got a fourar we were less than a 10 of a point of be in a five star five stars as high as you can go so pretty excited we that point just round up that's what I said
081um I agree um so with that because we're a fourstar we get an incentive let me see did I say this right we get a staff recognition incentive funds that we can only pay out for staff bonuses so I'm just requesting that we can spend the $7500 that we received for our incentive pay to recognized staff between the 14 staff members that were employed that's awesome that's awesome I think that's great yes that's a good incentive I think that's good yes always work oh and then on the next page it says as who or what okay perfect I think that's very well worth it so okay that I'll make that thank you I'm celebrating so I have to give cupcakes toly said and I have to listen to Julie you need another cupcake I still
082have half I'm good their four stars okay Billy didn't get one the first time because he was like want Blue Lips or orange lips 49 they will not Round Up wonder what the extra compensation is to be a five no it's the same they have to find something they are they it's like the St comes in it's seriously the same amount or five star now well guess what y'all are five star now yes I just declared it I'm the president the little form that they send us from them but that's okay but thank you be careful I'm gladly make the approval did I already do this I don't know no no okay all right I got so confused to the prove the equally to equally divide the 00 received from quality first recognition funds to
083be paid as onetime bonus pay to the 14 staff that are listed on the quality first extern participate and I will second that one being a preschool teacher as many years all right a motion in a second all in favor I I item n9g is our Personnel report board members you should have received the um personel report and a supplement two items on it interesting so we have um two new classified um positions two new new classified substitutes six resignations 18 classified changes 12 Coach stiens two extra duties and 145 time sheets we have people for the vacancies all [Music] good I will make a motion for the approval of the Personnel Report with supplement motion I second that thank you motion and second all in favor hi item 10 a um our district calendar
084for okay that's probably me it is okay so what we did was um carefully went through the calendar one of the things that emerged last year about this time when we were having the superintendent candidate forums one thing that came um from our staff and from some parents was will will we be continuing our atome learning days as an um as an option instead of calling a snow day so that was the question they brought forth because we don't have a large at home learning day fan club so one of the things that we went through was about what will it take to add a second snow day makeup day to the calendar because if we're going to build in the potential of calling to then we have to build in the potential of making
085up to so because of the way the school year Falls the way the calendar Falls just all the kind of random stuff like it's a 2090 work year for 12- month employees and just all the little goofy things we worked and reworked several versions then we took um a version to the superintendent education advisory Council for their input and their review plus we sought their input prior to creating the calendar about the snow day makeup one of the things that we were able to help people understand was about because the question always is why can't we just make it up on a Friday not allowable and the reason it's not allowable when you're a 4day school week like our calendar has to be approved by Arizona school department of like their school finance division like
086you have to say what days will you be in school if you are a four day school week you can only attend Monday through Thursday or Tuesday through Friday and you cannot deviate so that means no Fridays can ever be used to make up a snow day so that means that we have to add time at the end of the calendar or the beginning of the calendar so one thing that we found and Ed says that it is whatever your term was something about reprehensible yeah it's reprehensible sure that um presc unified is starting school on July 31st it feels painful um it's actually only one calendar day early for when we would typically start so what we did was we um put forth the option of starting on July joining our neighbors and starting
087on July 31st um we also looked at because it's a shortened week for staff on campus without kids that we would bring normally our um 10-month classified employees like our classroom Paris only work two days that week before school starts this year we looked at having them work three it's very little additional U dollar amount we used to do it years ago so even though we shortened that time teachers would have in their classrooms by one day administrators said it helps us to not have to repeat information to classified employees one day and certified a different day so we added a day to our um 10-month classified employees calendars we um decided to start school on on July 31st even though it's apparently morally reprehensible to do so and our second snow day makeup day
088is actually the day of high school graduation which we have not we have not been using for School attendance so if we need to use the second day we will actually attend on high school graduation day for half a day like we used to and Mike probably remembers that that students got out at noon on high school graduation day if we don't need to make up the second snow day then staff will work half a day because administrators have said it is like impossible to check out teachers when the kids have attended that very day is so chaotic we used to have a day where teachers came back after kids to do all their checkout so this puts that possibility back in the calendar um what it resulted in was um something we did a
089few years ago our certified staff will need to keep track of four hours that they put in outside their normal workday which is also part of their evaluation anyway on professional development and things like that so all of that to say and my favorite question was does this mean you will never call an at home learning day I'm a late start fan as it is I'm a come to school person um you know if we had a snow mageddon is it possible that we would have to have some at home learning days it could be because otherwise we would have to go back to school Finance have our calendar changed all that kind of stuff and so we have those at home learning days even though it's very very poor attendance online um because then
090we don't have to change our school like we would have to come back to you with a new school calendar go to school Finance with a new school calendar so we're trying to avoid it when we had snowmageddon one the state gave everybody a dispensation and just said okay fine don't attend extra days it's too much for the whole state to come to terms with the second time around was like no you need to figure this out so it's sort of a this is the best we came up with this is what um every um building was able to vote on we had overwhelming affirmative votes for this calendar and so that's the one we're bringing to you I just really hate that we start school in July I was gonna say I I'm not
091a fan not a fan I mean that just sounds like so wrong so the other thing is so and Annie because of that so the question was can we move High School graduation to Thursday because it's on Wednesday and and not start July 31st but have high school graduation on the Thursday before Memorial Day and the answer is no because Finley's already booked years out for all the other schools and all the other graduations and Wednesday is Gino's day okay I will I I will approve this but we are not going any further into July ever again and I'm I guess I'm not so opposed to being in July I'm a post not post I'm not a fan that you're going to school for one day yeah like nobody's gonna show up that actually they
092will speak speaking as as a principal yes I would rather them go a day or two before that because at the higher levels they go through the syllabus they go through the rules here's where your classroom is here's the schedule here's how we do lunch they get the logistics out of the way and we can start academics on Monday okay and it helps the younger ones to have that first day um and have days off because it's harder transition exhausted especially if they've never been in school before and they're coming from home and that way they have a little bit of taste instead of going the whole week and then coming in the whole week crying and that one day will help them to get oh this is what school's going to be like why
093we've hired you [Laughter] people would after going to and someone asked that can we start after Labor I said if you want to be going to school till the third week of June you bet and they were like n no yeah it used to be years ago that we started after Labor Day I remember that but it was it's been many many year so well Mike probably remembers when Chino was on a modified year round and started much earlier in July you sure yeah okay happy or not here we are this is also an action item I really you're free drunk I can do it if you don't want to I'll make a motion to approve the 2025 20 26 District calendar all right who wants to Second this baby I'll second it or we
094there you go and and also say that I I the moral objection isn't strong enough to vote well the more I hear the logic of coming in Thursday then you got the weekend off before you start get on mind that all of a sudden made a lot of sense okay then all right a motion in a second all in favor I I all right 10 B uh moving right along our fical year 2025 District expenditure budget revision number one Mr yes thank you uh we have the option to revise this budget our current year budget up until May 15 we have four revisions possible I like to do at least two sometimes three three one before Christmas one in February or March and then one in may just because there's there's documents to follow that
095we try to align with really really well and I think you've all got one of these I put it under one of the revised budgets if you could take a look at one of these you I just handed these out tonight these little uh budget reports your whole expenditure budget report for the year 25 if you look at page one of two um I've actually given you one of these as well you don't have to look at this right now you've also got one in your packet a picture of this let's just take a look at this little sheet this is what we try to align with with the state so if you look at page page one it's our operating fund and you see at the very top in the middle you've got ad
096calculated 2024 July 9th 709 and then that you just follow that budget column down that ad calculated it says that when we adopted our budget we came in at7 m74 7 that's the second column their column is 17,1 161 you just follow those columns down well and then you follow that first number over to the far right you see the difference that 586 th000 so that's where we are right now uh this is based on what they call the 40th Day Count I I put in our budget exactly what we ended up with last year 2,170 students we're down around 100 105 from there not 2,170 more like 2000 2,000 even and maybe 60 maybe 70 maybe 80 students so we're down at least 95 students so once you plug those into the funding formula
097it shows on this little sheet so then I go back and redo the budget and when you look at the budget you look at the revenue control limit for our operating fund right now it is that 17,1 161 that they call so we we have to True up our records with their actual proven uh the average daily membership is a is a really tightly I guess the word is monitored and verified number so when they say our actual student counts in seats are 270 down from 2,170 we don't really have any recourse because they've been validated basically 40 different days every night at midnight they crank our numbers they look at our space IDs for our students and they say yes Chino now has maybe 2200 students but that ratches down to 2007 so we
098can't really do much about it I've labeled it ad student determined here that's their column and I was high with the operating budget 5 86,000 and that's that's the best information we had at the time and we have to make a guess and we won't know our budget until gosh about March 2nd of 25 and we just have to do the best we can in the meantime so then we follow it down a little bit more thank goodness coming from last year the 24 year that just ended uh you can see halfway down added budget unspent 2324 1.1 million thank you last year we were able to uh keep those funds and that budget safe we didn't use it so on that $20 million budget last year we spent $18 Milli 800,000 so we brought
099that 1.1 million forward that's a big help to this year's budget or it would be worse other districts I've talked to a couple other business managers that ended with zero carry forward from last year so then they have a decline then they' already got to start cutting back yeah yeah so so then at the bottom they give you this nice little number here and they say optimal budget capacity your budget should be for m at the very bottom I didn't Circle it 18 m771 368 and that's the number that I put on the front page of our operating budget here luckily for us we've got page two if you flip it over page two uh and superintendent Daniels mentioned this just a second ago we do still have some capacity in our operating in our
100Capital fund so our Capital fund you see here from the adjusted additional Capital they gave us $946,000 I only budgeted $944,000 so we get to add $1,435 to our bud so is that you should have Circle that red yeah Circle that in red okay so the good news is our capital budget when we adopted it in July the 9th of July was 1.1 million it's still 1.1 million and if we need some reserves to transfer back to our operating budget just to make it through the year we can cut some of those costs in capital on that 1.1 million budget in capital we spent 264,000 we've got some other incumbrances but not too many so if we can roll some more that will increase our M budget to try to hold it at that 19.3
101million down to 18.7 stop us from going any that's our plan and there's more pages what I really need is just if you if you want to flip the one that I gave you on the back you're going to see what we did in July the 19 million4 budget just last back to July but that's the best MERS we had St come along we don't get credit for the 40th Day other than we get to know the numbers we have to wait for the 100th dat and then after that new students moving in are nice to have because they'll probably stay but ended on that March 1st any any questions this is the first revision we'll have a few more uh for sure by May 15th at May board meeting want to get the best
102numbers possible probably also Mar bring this back for another update hope mhip is held or climbed or we're not sure do you anticipate any B uh any cuts that we're going to have to make any cuts that we're going to appeal well I think I think superintendent Daniels mentioned that we've done some belt tightening and we will continue to really really monitor for this Revenue if there's if there's additional student uh withdrawals or reductions we're going to have to really really monitor that because well don't I remember correctly didn't we have to cut one staff person at each of our four campuses we cut two at each campus two and one at the do so um my former position um remains unfilled um Julie assumes some of the work I took a third of it
103Heidi took a third and Julie took a third to also have that cut at the district level so we had eight positions that we eliminated in the buildings due to attrition we had one we eliminated here due to attrition and um Everybody did a voluntary 10% reduction in their M budget and then we're all holding fast with our Capital it is um the thing that we would look at next if we needed to look at something next would be freezing vacant positions and so that would really be you know it's it's always going to be our goal to not do any reduction in force unless something dramatic you know like something really dramatic happened but truthfully um right now everybody the buildings are doing a great job you know you had Mr Sheriff last year
104he underr his budget significantly um we had a grant to do the wood shop at HMS that was initially budgeted at 30,000 um he brought it in at 18 about 18,000 and so we are working really really hard to and that credit goes to everybody in this District in every nook and cranny to save the money and really hedge against where we don't know um enrollment will go and and I just I don't think we say this often enough John has a very thankless job if you've ever been to his office it looks like 10 filing cabinets exploded and the guy usually has like three computers going at the he's got a laptop behind him on this table and thing with two monitors over here and this phone and this here and this phone ringing
105and people on speaker and the truth of the matter is between the number of school facilities board projects that we have open that require constant communication and financial reconciliation and trying to keep a really close eye on a budget that when it's and I I use this example today if you did not know if your income was going to fluctuate every single month in your household how would you plan for that and that's exactly the position that schools are in and so I'm thankful to have um a business manager who's conservative I'm thankful to have one who is willing to um support educational programs with the budget and that is a a phenomenal team player and is communicative with the buildings like everybody knows where they stand which is I think very valuable so I
106just wanted I wanted to say thank you to JN in a tight budget era I mean if his hair wasn't already [Music] gray it would be so we are very lucky to we're does a really great job of explaining things too which I appreciate I feel like I don't have to ask very many questions because you explain it so I appreciate that too thank you I feel the same way okay when I first got on the board I was so confused and you made it so simple all right we do need to approve our um revised budget if I will um make a motion for the approval of the 2024 2025 expenditure budget no it's the 234 no it's 24 2425 my bad I apologize all right a second second that um all in favor
107I I was on the agenda item so that would be why there was issues item C is our Capital plan rision Mr Livingston I'll just leave these Madam president I'll just leave these up here these are the three I'd like signed I apologize not having everybody's name printed there if you can just sign on the right what the heck after we just told you how great you are I'll make sure your name is printed on the copies that we keep sign on the right thank you so this is something we don't usually run into it's on this little sheet right here school facilities oversight board and if you can look at the second sheet the capital plan we have the the distinction I guess you could say of having three classrooms at the high school
108that have serious need for renovation and perhaps rebuilding building is just just buildings there more than classrooms there's actually 10 classrooms involved three buildings my goodness and they're in pretty serious shape the school facilities board has already dumped $270,000 into the re-roofing and weather rising and cealing of two of the big buildings but there other issues that remain so if you take a look it's really small writing I apologize but if you look at that second page additional space at an existing school and it's on this over right here and it mentions 132 yes the back side of that unless okay okay okay I got one for you here just it just says we can pass it down 132 students are involved and that's what we estimate if we lose these buildings due to we're
109in kind of an enviable position public schols we don't have to get building permits when we build we can do it inhouse we can meet our own standards we can we can kind of avoid construction without building we like them we like to have them but if repairs need to be done we can kind of do it ourselves uh the situation here is these buildings are in such disrepair we want them replaced not just removed and we think that between the the 10 classrooms there's at least 132 students involved there and so this is a request once the board approves this and I sure hope they do to allow funding to commit to replace these buildings not just not just maybe put in some structure to do some trusses and reinforce the walls but to
110replace them the roofs on these These are so bad that when we did the uh silk oxy repair on the roof surface outside the building on the very top level they were not able to withstand 04 of a pound weight per square foot my gosh came in at 31 of a pound per square foot which I think is around half of one of these I think you know waterways x amount per gallon not even one of these per square foot so they put silk oxy up there to try to keep the water out did that work Chris a bit really we had we still have leaks So So the plan is then once we're in this status if you approve the capital plan then the entire Board of the school facilities board looks at this
111and they say oh Chino Valley has buildings that are in such bad shape we might have to replace them and that would be a cost to us are these modules or are these part of which buildings are we talking about well it's it's what I call the aplex over here that has the what do you call it the roof in the middle that goes down metal buildings to the ones that we're at went on fire the art room and the the metal buildings and so to that end Mike and and I'll share JN if it's all right with you in at the October meeting of the school facilities board those the Arizona um school facilities board deep oversite board determined that those three buildings had reached their end of useful life because of style of
112construction um because they are um would cost far more to bring to standard than they have value and so um I was on that you were on that meeting John was on that meeting sfobb met in Flagstaff and that could have been as early maybe as late September even they had a meeting that there were 11 schools in Arizona that campus buildings were identif if I as end of useful life and we were number one on the list and with that we guaranteed that they'll pay for it not without this if we approve this are we still G fers crusted so what is there any liability there that if we go out and say these buildings are no longer usable they've already made that determination and that was that's been my question all along um
113will our will the trust continue to Ure us right can we still put students in them that's a good question you know so I had a big list of questions at um sfob has never undertaken the process of determining end of useful life before um Mike Ood who is a civil engineer on the sfob who lives in Prescot who's um been very active in knowing about our campuses has been a real advocate for um replacing inadequate facilities at schools so what we were told is this is a whole new thing they're trying to figure out they determine and on that list of 11 districts not all of them were approved as end of life so just the most excuse me like egregious um buildings and so their first phase was to have that determination made
114then the second phase was what John's bringing to you this evening and then the Third phase will be sfb um preparing uh the costs for the legislature hopefully for the when session opens in January that be for replacement for replacement um if we can so the other thing that is uh changing with the sfob are the minimum adequacy guidelines for schools so they're in the process of rewriting all the mags and why does that matter when the mags were written a couple decades ago we didn't use schools the same way we use them now so for example um with the they asked us to write a response after the end of useful life so I went through and used enrollment data from cbhs by classroom by period figured out average occupancy and then every room
115that was like an anomaly I wrote a long explanation for so the theater for example is actually two full classrooms but we never have like more than 15 or 20 kids in there at once and we don't have kids in theater classes all day long um for example our culinary facility is three full classrooms of square footage according to their old minimum adequacy guidelines we have computer labs we have specialty use facilities for welding and CTE so schools are very very different now it's not just classrooms full of kids like we think so they're in the process of rewriting the mags and those mags will also help determine um replacement for example and one of the things I argued was one of the classrooms two of the classrooms are our Center classrooms at cbhs so
116our severely and profoundly disabled children it has a bathroom it has a changing space it has a full kitchen a dining room for life skills activities I can't put them it has a washer and dryer I can't just put them like in an English class now like the things don't exist there um one of our other buildings used to be the um facilities shed which is where the art room is off the parking lot adjacent to the district office parking lot and that building has a Kil in it it has water it has heavyduty electrical I can't put a Kil and a sink in a room that's meant for math like it it they're not changeable so we went through and identified all the special use rooms and if they down those rooms then we
117can't just repurpose other square footage because then that would be an astronomical expense in retrofit so between John and Chris and myself we've been trying to sort of you know tag team this and come up with adequate explanations for sfb and then we've been sitting in on all of the meetings so I ask which classrooms it are is it the red buildings no believe it or not it's it's actually the new high school which for me is still new so yes what you would consider new but we have eight classrooms we had a fire in them a couple years ago and so those eight classrooms which are basically a Tin Shed with eight classrooms and then the art classroom the two art classrooms is in one building like we can't even put HVAC in those
118um because as you just heard it's like a 747 you can't put an extra layer of paint on it because it can't get off the ground we can't put extra sealant on that roof because it can't even hold the weight of basically an elaser coating how many what uh 10 basically the whole school the part that's like where the office is and that part that's all the the gray brick that's all okay it's the ones that are um past the library okay there you see the that's the art building and then to its um North is the the building we're talking about okay yeah okay I'm I'm I'm sorry I'm just trying to figure out where they were because no problem uh I remember when the high school was built so to me it's still
119a new building yeah that's it's not those new buildings so just my my last comment it's it's frustrating those of you I suppose everyone in the room has either rented or been a landlord one or the other yes and if you found yourself in a in a unsafe rental as a rentee you want the landlord to fix it and if you get your friend in and they're a building inspector and they condemn the building the landlord has to make the changes or provide better accommodations and I just mentioned that in in public education we don't necessarily have to get a building permit or an occupancy permit we don't need that we can do our own electrical our own Plumbing we can do that and and take care of it ourselves the downside is when we
120want an inspector to come and condemn it they're not going to because there's buildings in wi Rock School District and for fiance and I can name a couple other school districts that are 102 years old drafty rodm living inside but they're not going to condemn them because they think the schools can make it work so that's kind of sadly the position we're in we've got the status they're called revised end of useful life but they they don't typically do this they don't typically act like a building inspector and condemn places and come in and replace them because of the cost they want the school district to work it out with their capital budget but in this case if they're approved I imagine it's going to be at least $4 million it's it's over 10,000 square
121feet so you look at construction cost they know they're on the hook to do that if they follow through with all these plans that we've discussed they might Kirkland is the only real good example we have in the state everything was underwater everything was deficient if you've been down there you know they're putting up some modulars I was there three weeks go they are getting a functional school that's above those minimum adequacy guidelines and that's what we're looking for Valentine school yeah I was went by perk not too long ago and Sol not a boring job is uh Mr Tobin still an administrator with that sfb no no he's not um it fell under Department of administration and um like they moved sfd around Chang the name changed a lot of the ways they do
122business and so this has been interesting because we we have like literally Chris and I sat one day and cranked out all kinds of crazy reports for four hours and got them all turned in like they asked us for them and we turned them right around that very day and then they asked us all for them again like two months later and we were like we already sent these to you but we can just resend them so okay I think we need approve this all right then um I hear if someone wants to approve it let's have a motion really I'll make the motion for the approval of 2024 2025 revise Capital plan to allow for repair replace of three classrooms at cbhs a second that's sort of three buildings question yeah we need should
123say buildings not classrooms buildings it's buildings okay I'll approval of 2024 2025 revised Capital plan to allow for repair replace of three buildings at cbhs second thank you all in favor I I item 10d approve revised annual financial report yes president the annual financial report had a really unusual error uh when the department of Ed sent some grant money back in May of 2024 it went into the wrong fund so they put it in the wrong fund so the annual financial report for $642 and 11 cents should be revised to reflect the direct B so I've made the entry if you approve approve the report I'll upload it to the department website and it's the same situation uh I do hope I didn't give this all maybe all the attention we needed but we do
124have a a signature page as well to approve this AFR then I can upload it the totals remain the same though yes the total the same no new Revenue just between funds it I move we approve the 2024 red annual financial report good job I second it sorry all right all in favor I okay we have the second reading of policies um that were introduced last month I'm so sorry good it's a little longer than normal all right so this is our second reading I think everyone's probably already gone over them we discussed them I'll entertain a motion to approve them all right I'll make a motion for the approval of aspa the advis 801 807 a second thank you all in favor I I 11b um the proposed asba bylaw changes we've been over
125which we've also been over oh is this one new that's the other one oh it is these are new bylaws okay they're just clarifying language oh okay so they just cleaned up like Maricopa had been treated like it was its own State now it's being treated like everybody else as far as asba memberships and things like that that's progress here we go all right I will to approve the asba recommend bylaw changes a second I'll second all right all in favor okay um to exective now yeah all right if we could have a motion to go into executive session I'll make a motion for us to go into executive session second second may I suggest we take a 10-minute before going into executive absolutely and Mrs Massie has prepared and put out and we'll go
126into the new conference room so my old office and Mrs Massie has put out some light Refreshments for everybody e e e you been working on leave oh any minutes from last time thank you um all right so I call our meeting back to order back in Open Session I don't think we have to go back into Open Session do we I don't think so so we have one more one final agenda item and that is item number 14 um just to authorize my me Cindy Thomas to work with the school district attorney um regarding Su superintendent Daniel's contract okay so I need to make a motion or no and to authorize uh performance a and so I just need to second that correct or you need to make the motion ready to for the
127approval of Cindy Thomas to speak with the district attorney in regards to contract attendance contract right and B and performance pay and to authorize to authoriz Performance and to authorize performance pay no full full amount and to authorize the full amount of performance pay there we go second is favor okay good night I think this is the longest meeting we've ever had for
