004efficient manner the board therefore establishes the following procedures to receive input for from citizens of the board any individual Desiring to address the board shall complete a form and give this form to the superintendent prior to the start of the board meeting when you come to the podium oh you're supposed to give that when you come to the podium but also when you come to the the podium please state your name and um if you live within our School boundaries the board president shall be responsible for recognizing the speakers maintaining proper order and adhering to any true set time limit questions requiring investigation shall be referred to the superintendent for later report to the board questions or comments on matters that are currently under legal review will not receive a response if considered necessary the

006family does live within the Chino Valley School District I'm a mom of five kids um we've lived in Chino for 10 years also a registered nurse and I want to address the board today on a decision that has been made locally and throughout gapai County to disallow Esa students from participating in extracurricular activities throughout the school district once I became aware of this decision I began writing to superintendent Daniels and Cindy and asked friends and family and other affected families to do the same asking for the opportunity for ES Esa students to try out for these Sports and programs it wasn't long before it became clear that the position of both superintendent Daniels and Carter was that there was no provision in state law for Esa students to participate in these activities including the sports

007teams so in a response from superintendent Daniels written to my father-in-law on September 3rd she stated unfortunately this is a decision that cannot be made at the district level quite simply state law does not allow it I have copies of that email exchange as well response to both myself and my husband superintendent Carter and Daniel suggested that their legal counsel was on the same page but denied our requests to provide legal counsel citing attorney client privilege I have copies of those emails as well you may be asking yourself why does this lady care so much why won't she just let the decision be in short I do not believe that you have been provided with all the necessary facts to make an informed decision and that is what I would like to present to you

008today before I cite the specific law that clearly allows Esa students to participate in these activities I would like to dispel another misconception regarding Esa students and families specifically how those funds are used we all know that a few bad apples can ruin the whole bunch including Esa parents and even in our Public Schools however that doesn't make the whole system bad when in fact the overwhelming majority are using those funds exactly as they're intended for both my husband and I attended Public Schools growing up and we've always believed in the public school system it is a necessary component in our society we also believe in school choice and understand that not every student is going to thrive in a public school environment a great example is our oldest son Hudson who started his freshman

009year of high school this year a few years ago he was diagnosed here at Chino Valley Unified with dyslexia and multiple processing disorders His official IEP written by the school psychologist states that he needs a quiet learning environment with onetoone instruction it was the recommendation of that school psychologists that we continued to homeschool and we were provided with various contacts for individual tutors most of them being helping School teachers here in our district he has been part of the esa program prior to Universal Esa and we use his Esa funds to pay for those tutoring services our son is also very active in our community in baseball despite his learning disabilities this sport has been an extremely positive activity through for him throughout the years and something he's excelled in we have been involved in

010the Chino Valley Little League since moving here and Hudson has displayed exceptional playing the culmination of his little lady exps was this summer when his team most of whom are students here at Cho Valley High voted him as team captain for his All-Star team where he helped lead them to a district Championship stco I apologize it is it has been three minutes can you summarize pretty quickly oh my husband's going to read the second half there you go good teamwork way to plan and this I'm guessing is Mr joseco that's correct thank you Joseph sap and I live in Unified School District um so we're sharing this story about our son um to help you understand the decisions and actions of this board have an impact on real people and your community as I mentioned

011a few moments ago Arizona law does allow for Esa students to participate in extracurricular activities contrary to what superintendent Daniels and Carter would have you believe after they began to use the term legal counsel we knew this issue was going to be Beyond us and we began reaching out to other officials throughout the state something just didn't seem right especially in light of the fact that it is well documented other school districts such as Mesa Tempe Flagstaff and others have all voted to allow Esa students to participate in these activities if these districts are allowing it how could it be illegal I received a letter from Jenny Clark member Arizona State Board of Education that cites ars1 15242 b4k which allows Esa students to use Esa funds for services provided by a public school including

012individual classes and extracurricular programs she also cites the ad Esa handbook which must comply with state law and is approved by the SBE which clear clearly shows on page 22 that Esa students are allowed to participate in sports the handbook actually provides instructions for schools on how to categorize and charge Esa students should they choose to charge them I have copies of this letter for you as well and including this letter and is an example of how school district and Flag Staff charges for these programs we also received a letter from Bethany Miller uh Bethany Miller legislative Council for for the center of Arizona policy she cites the same laws as Jenny Clark and says that public schools May legally provide inter Scholastic and extracurricular activities to Esa students the law is clear and specific

013lastly we also received an email from Dr Jim Dean associate executive director for AIA in which he States the AIA has provided consistent guidance to schools and school districts regarding statutes since the Inception of the empowerment scholarship account opportunities in Arizona the AIA has allowed schools and school districts to make the determinization as to the participation in athletics there are several school districts Statewide that allow Esa students to try out for athletic teams in compliance with the state statute we also have copies of this email um to summarize um superintendent Carter stated that Esa provides funding for sports clubs cities and recreational leaves travel teams but it does not give you the right to be on a school team and you say we all know that living in a rural community does not afford students

014the same opportunities that may be found in larger cities and while our son is involved with recreational leagues and travel ball teams they all stop during the regular High School season we don't expect participation to be a right all we are asking for is the chance and despite what we've been told and uh what superintendance Carter and Daniels have stated um you as a school board have a right uh to make the decision that you feel is best for the community knowing that you would be in full compliance with state law should you decide to allow Esa student participation thank you for your time in under three minutes good job Mr and Mrs Saco thank you very much for your comments and concerns brought to us I am going to direct our superintendent Miss Daniels

015to continue to do research with our attorney and legal is there any other call to the public I do not have any other forms anyone want to fill one out real quick go on once go on twice thank you very much for your time uh we're going to pause for just a moment while miss Martinson takes her leave thank you good Lu it all right moving on right along to item seven is our information and discussion items first off is a business and business office and it update that is our um presentation 78 it's actually seven remember I had to change it all and we're all messed up tonight okay title is right yes that's our presentation this evening is our business office and our it update I guess I could love to see that

016is Mr Livingston and Mr Fulmer there so you can be in the hot seat this evening that's okay thank you madam president members of the board um here tonight to talk to you a little about uh the technology department and what we're doing uh now what we goals are for this school year and moving on uh one of our main uh goals lately has been cyber security as we know we have student you know school resource officers and school security officers to protect us while we're here but the IT department has to protect us from all the bad guys that are across the globe that are trying to impersonate our leadership as we encountered on the first day of school with the false fishing email trying to get people to click on it and take

017our data we're trying to educate our staff ramp that up um along with that we want to make sure our dat is backed up um and you know again we've got the training uh to to go along with that there are certain requirements that we have to do to be in cyber security insurance anymore so we we're kind of forced into this this um into this world whether we like it or not because if we do get hit with a breach it's very expensive so we want that insurance um with that one of the uh requirements is the multiactor authentication one of the things that we've set up um and then we're actually going to be changing not many people know this yet but the Department of Homeland Security that provides us with these tools

018for Z to us comes from State funding they're forcing us to switch to a different platform so this month we will be transitioning everybody over at Mr F's wife she got to be one of our gu pigs so I don't know if she to do it so but we got her on so we're good so we will be throughout this month we will be transitioning everybody current system to the new system board members will be included so Peter you'll have to give up your little fob and want to get you something else I know but we can't beet the price when when the Homeland Homeland Security Department of Homeland Security gives us these tools and many other tools we get a lot of tools from our insurance companies as well um to to do to

019make this happen so otherwise I don't think we have the budget to to handle that so cyber security is one of our main ongoing things moving forward and who knows what that will bring as technology advances um other technology upgrades we're we're constantly trying to keep uh newer equipment on board uh we're going to be implementing our new web filter that will'll hopefully get rid of some of our technology bugs that we've been having since the second week of school with a lot of usage that's ramped up kids all logging in at the same time it's kind of been bogging down the the internet and bringing it down at times and it's becoming very frustrating for our our teachers our staff because we rely so much on technology now so we're trying to get rid

020of bottlenecks um with that so we'll be we're upgrading the equipment um and we'll continue to do that using federal funds to give us discounts moving forward because technolog is not going anywhere it's just it's growing gr um uh another uh item technology is working with is actually trying to help with the security initiative I know we're we're really ramping up on reunification various things through that there is a technology role we're g to be using technology to make sure the right parents are with the right students um there might be different apps cell phon we may be using so we want to be part of that also with that with with security we have our all of our security cameras throughout the district are all Technology based they're plugged IND door Network and that's

021how we have our eyes on our offices our open grounds and so we work with the security staff to identify those areas that we don't have good visibility so then we can work with vendors and purchase the cameras and get eyes where we don't have them so in the case of an emergency from our phones or from our computers we could see uh our campuses from anywhere so that's that's something we're working with so there's a a bigger partnership between security and cyber security now that we're doing and our last kind of thing that we're just diveing into is this thing called artificial intelligence it's a buzzword it's kind of all over the place and uh we're dabbling a little bit we did buy some limited number of Licensing for Google we've got some staff

022that are going to be playing with it we're trying to through the county through yapay County we're trying to get some training out there because there's a lot of questions and has a lot OFW so that's something that we're working on another one of my hats um the president of the Y Tech Consortium and so we're trying to work with the foresty Management Group to get training throughout the county and get some of these questions answered moving forward so that's kind of technology in a nutshell so can I ask a question are you still dependent upon Sentry Link for the your internet access and communication within the district we use sparkl which is the old Cable ONE for internet access through through the technology Consortium that I just mentioned all schools purchase well all participating

023schools and libraries that can use a federal program called eate purchased their internet as a bundle about six seven years ago they did a big project that brought the internet costs for all those members down by about 80% throughout the county there was federal funds to build out to some of our more rural areas and so we grouped together did a big project um schools could get it already were great other schools they had to do construction projects to get out to there and so that brought that down so sparklight ended up being the the vendor that we use for that um between the schools we have dedicated fiber optic cable and that's that's subas through another company where we get again Federal reimbursements on so we have our own fi optic cable that goes

024west to the north on on one West then crosses the highway Again by Safeway goes over the territorial so we have our own links if those links get cut which we had happen when Sherwin Williams was being put in and they dug up our fiber and poor Brandy was out internet later that day they came out and fixed it so we have contracts to keep that going so that that way we have highspeed data between the schools and we're just focused with SP BD capacity yes from them we're trying to Future Pro so what we experienced this year was foreseen but unexpected this soon so that's why we're trying to to get on board you want to trust technology a little bit of silly question starlake you know musk satellite internet uh and I know

025he has done a lot with education Believe It or Not uh have you had any communication with with see if they have a like a deal because I mean that that's like a th DPI starlink does not provide the speeds that we need as a district I know Starling does provide um some of our smaller schools in y County with internet access because of their locations the Kirklands some of those out there on the western side so they do for smaller districts but the the throughput that they could provide would not be sufficient for school district yeah currently we have a gigabyte where where we could ramp it up to 10 Gig if we if the de was there with what we have in spark so I know it was a real issue 10 years

026ago so it sounds like it's a lot home it's been good keeps my family happy so thank you any other questions all right okay president Thomas members of the board staff uh just a quick update I'd like toite my comments kind of between approach and philosophy and then implementation and practice so I'll read from my little goal statement here there's four goals that we think in our business office if we follow this this uh philosophy of these goals then the practice will be leading to more financial stability and predictability and transparency and the first of them is completely compliant uniform system of financial record Capital Asset Management this is something that we've been working on I've I've done since the year started last July of 2023 I've been in each school three times checking our

027Capital assets and updating them and that led me to replace 740 of these little orange tags they're 12 for a dollar they're Avery labels 12 for about 8 C a piece and we upgraded those with $4,000 worth of blue tags we got a th000 blue tags and that's for Capital assets under 5,000 and we got a th000 red tags for Capital assets over 5,000 I put on about 740 of those and we leave the orange tags because we like as many items to identify that asset as possible and when we had our Auditors here August 5th they took us to heres middle school check nine of these tags and they all aligned with our software so that's a big step for us we always come close to having them align but now they're they're pretty

028much compliant and they don't come off these ones were $140 a piece the blue ones are40 a piece for steel red ones are $140 a piece for steel once you lick and stick and peel and stick they don't come off so when we have things that need to be cleaned or maintained they they last so Capital asset management is the first one lodging compliance I think the board got a letter back in maybe May the district was cited for some lodging irregularities we went over those with our Auditors they're having a hard time documenting what exactly they thought we were deficient on but we really have put a lot of emphasis on making sure if there's a Arizona Department of administration rate of $112 for a certain County in or out of the state for

029this time of year we make sure that the traveler gets that room for that amount or they get the conference hotel either way those are what we want we don't want that going over that $112 if that's the room rate without a hotel for the conference so that's still putting a little more burden on my office but we we don't want any of those findings to come back again third one would be usfr procurement compliance and the I've heard other districts do this I've never really got it in writing that they do but if you look at things like buses and flooring and window replacement and even carpet a lot of that can be bought off a state or another Cooperative contract our goal is to move most of our purchases right now I said

030back when I did these goals back in May uh we had about 60% of our contracts as far as the volume amount we're on state contracts we're trying to get to 80% because you get so much better service if you get a state contract because they've already bid sometimes a profit for the compan is a little bit lower but just case in point uh both of the contracts with peblo we have 23 million contracted to replace hbac and Progressive Roofing about four million to do roof ceilings and penetration ceilings after the HVAC goes in both of those were on mam contracts which are cooperatives they're on state contracts as well so it' be really difficult for a smaller HVAC company to handle some of these projects the state sometimes takes five months to pay and

031smaller local contractors may not be able to hold payroll off for five months whereas weblo is a multi-billion dollar company that I really wanted to have if we could get them so for me it works out really well it's not maybe best for local contractors but but we just went with the the bigger contracts and state approved it and we try to push as much local business back to the local vendors that can handle it but not very many of them are on state contractors so uh the last one is uh fund balance we made a motion or the board made a motion back I think it was at the July meeting to approve our 4% carryover from year to year and our operating Fund in our Capital fund and I think that's pretty self-evident

032we're trying to do that every year so if we've got a $10 million budget we want to spend in this case I believe it' be 900 well if it's if it's 4% of 10 million it it only be 40,000 that we' have to bring forward but anyway that's it' be 400,000 there we there we so that's what we want to do because we don't know what the next year's going to bring so 4% is what we're after from both of those so I appreciate that support uh and so that's our philosophy take care of compliance and then we're able to do things uh one thing that we're able to do recently we were really concerned about some growth the territorial school so we ordered these portable classrooms we found out we had some sight issues

033over there territorial school over $600,000 worth of site issues to remove things like blue Clay and other soil compaction issues 600,000 didn't think we could afford so we are repurposing that to a school bus and a trailer and a Truck a box truck as well as a nice s deck clwn mower if you've ever seen a s deck lawn mower in motion it will be quite the quite the facility uh upgrade for us so if we can do that we would take that funding that's already in place $388,000 and simply repurpose it and once the finance company American Capital Finance knows that that's our intention after tonight's board meeting hopefully the board sees the value of doing that and approves that then we can reassure them that all these P purchases will be secured mostly

034purchase from State contracts and we can just shift the finance from the purchase of two portable classrooms for territorial or the Childhood Center over to these four pieces of equipment which is what they kind of specialize in anyway is equipment but they did help us the same company with the $658,000 track purchase the $930,000 small housing purchase so they do things that they think have collateral have some security we just couldn't afford the rest of it which would have been on us to to replace in in compact soil I I read that about the soil problem but I'm I'm I'm curious are we simply not going buy then the portable classrooms or we find a different location but we don't have that soil problem we just we just didn't think there was another place to

035put them I guess we just we're stuck doing it that's why we're trying to repurpose it I understand the repurpose of the money so in fact what we're saying is that we're not going to get the two new portable classrooms at territory I didn't think I mean our maintenance department did some surveys and I think we had some other soil surveys I don't think there was another location that would work what we come up with I have an issue Peter there too our Transportation Center is there right and we have um so there's limited space to put anything one of the spaces that's open is a retention Basin and there's no alternatives for that I presume either because G you know gravity goes where gravity at wants that's I I appreciate the civil engineering so

036that was really what we were up against is once there there really wasn't other space that didn't include that way we are bursting at the scenes well that's right be talking about the needs for it and you know what kids are going to be in there and all like that and all of a sudden the way I'm reading this it's not going to happen have to come up with another alternative if territorials enrollment is squeezing us to the limits and we have a couple special programs there that are districtwide programs that potentially we could relocate to a campus that has some open classrooms because we do have some campuses with open classrooms it just I I saw that the problem I didn't see the solution amen so thank we're struggling with it thank you so

037it would have been really nice to just have the same soil types that we had at Heritage Middle School where relocated these two buildings and the south end of Del Rio where we relocated the buildings they've been there since I believe July of 23 they've been there there's been no settling there's been no problems but we assumed we get the same soil type Territorial and I guess it's unque yeah I understand unique conditions and yes you can excavate everything and replace it but then that costs more than classrooms do then they're done there so that's that's unfortunate but I think because we we know where this is and we got the approval from the board back in April we wrote a check for 138,000 at the time that means we Finance 250 that means we

038can still pay from their money in escro 388,000 so we'll just repurpose it that and the last one then is a sheet that I gave to you just before the meeting you should be able to see a two-page sheet it's got a big one in the lower right corner and a big two on the back side in lower right corner I wanted to and this is just tremendous news the support that the state's been given us for the last three years I think you all have one like this back and the first page is is a little bit of history and I put a few out there in the audience uh first page starts September 7th of 2021 in the middle for approval date and it's got an award number for the state school facilities

039board uh it's called High School hbac design so we paid an architect back at that time September 7th $146,600 funded completely by the state and that just started the ball rolling you can see every purchase on page one ended December of 2023 those projects that were awarded and paid including the 1, 187,000 for the new gas lines at the Chino Valley High School it's on there 4.2 million and that's history from September of 2021 till December of 2023 two full years then you flip the page two and you see well what's going on now and if you go to about the middle of the page and you see number 36 there you see that uh Gina Valley High School installation 7.3 million anded in the middle of the RO that's what that is is budgeted

040for and we spent to the far right 2.3 million go down to the next one Del Rio in the middle 3.9 million that's quite a bit less hold your breath for but just maybe half a second because the reason Del Rio is 3.9 million and the high school 7.3 million is because a big part of Del Rio the entire South Campus I call it building 101 wasn't done at all right all those classrooms at the Southside so thank goodness for our school facilities board now you drop down to number 44 on that page and you see that there's a change order in place for guess what 3.4 million because now they have all the information apparently there was a a chiller providing the AC the chill has failed they had a double loop system in

041there that's failed and corroded they've got 20 this 3.4 million has 20 the carrier gas Pack Unit some of them are two ton chillers I think the biggest is a four ton Chiller 20 of those completely repiped completely installed and the state is at this point in progress of approving that one 3.4 million so that would that would complete it and then you go down to the two totals here page page one total you see the 4 to pop there you added to the page two total for the awards 31 m819 th000 awarded and paid to date as of today 16.8 million absolutely I never thought I'd see this actually happen this is wonderful Capital money coming into this District million our credit goes to John lumingon and Chris Sheriff who have been absolutely tireless

042and making sure this came to fruition that's amazing thank it's it's been great to get this and then you see the other 4.2 million down below that's in progress and we hope get those fund you that's that's really all I alrighty then well with that good news we'll move on to 7B Miss Daniel superintendent report okay so in your packet you have um two pages of report I last month it was one and I thought oh I'll stick to one and then there was so much good stuff to say I couldn't fit it all on one page so now you have two pages and there are a few things that I wanted to highlight one is that when our Auditors were here last month we had five minor findings that is the fewest we have

043ever had and they told us that literally nobody has zero findings and to have only five is unheard of so that's a huge credit to Mr Livingston's Department he's got a great group of ladies back there who are they're fun and they're great at their job so and I also wanted to say as a result of teamwork between our special ed department and our business office we have our Medicaid reimbursement program underway and our projected um projected income for the district on Medicaid reimbursement could be about a quarter of a million dollars year so kudos to special ed and to Mr Livingston's office for getting all of those pieces and parts it has been an arduous process to say the least but they could not have done it if they weren't working together which as

044you know is part of our brand um safe schools students prepared for the future and teamwork and I would tell you the special ed department and the business office really exemplified teamwork so um I also wanted to point out since Suzanne's here helping us out tonight and she is a marvelous person in facilities that facilities has applied for and we will be awarded $30,000 in rebates for our first little tiny piece that relates to HVAC so they are pursuing every single rebate because we all know we've been running swamp coolers for years and you put air conditioning in what's going to happen to your power bill it's going to go well it's going to go up and so we are changing you know charging after every rebate we can get and I know that Suzanne

045is putting a lot of work into that too so thanks to your thanks to I'm gonna say your department thanks to your department Suzanne um we also have and you'll hear more from Heidi tonight we are deep in the process of examining overtime um cell phone usage reimbursements we are looking at um like how do other districts do it seeking advice from our legal councel and so we are making some important changes in the district to help us be efficient consistent and fair with all our employees another thing HR is doing um you heard about this several months ago for the first time they're slowly working their way through job descriptions job titles and pay structures because we have not Revisited job descriptions or titles in the district for 15 years and what we know

046is we've had employees leave us to go work at the following entities town of Chino Valley Yavapai College Yavapai County humble district and Prescot District so Heidi's working with all five of those entities to align our job descriptions and our pay structures to fall somewhere in the middle of where those are we know we can't be you know up here at the highest right the County's probably always going to be the highest but we're trying to make sure that our e our employees are what they're doing they're being compensated equitably for um because is we have someone leave a job in transportation to literally go work for the town doing something not even as demanding for $4 more an hour that's a lot of money that's a that's a lot of money for folks $8,000

047a year so wanted to share that so HR is working on that Transportation um you'll hear from Mr Livingston a later agenda item about purchase of a new bus um we need to increase the sizes of our buses that are going to palen we have two things we either we need buses that hold more kids we need more bus drivers and probably a few more runs because not surprisingly the most affordable housing in the area is in palen and so we are are finding that we have more students to pick up it's taking longer to load so the buses are getting in late um they're coming back late to load other schools so transportation is working on adding all those things special ed is seen an increase in students this year you'll be hearing from

048um Miss Heidi and maybe Miss Brandy about the need for increased staff our our autism program at territorial is about 60% higher enrollment than we were anticipating so that's a pretty big jump and we have kids that have a lot of very very unique needs so you'll hear be hearing about that during Staffing um we have our newest school safety officer with us back there tonight that's he's getting used he's come he's coming out of the corrections system and he's finding that kindergarten is a little different than Corrections maybe not a lot a little biter stier so um but one thing we did to um as part of our brand and as part of the goals that we have for the board is increasing safety at our campuses so and Peter you'll you'll be like

049smack your head say duh but we have common signage at all our campuses now so common drop off signs common safety signs common video surveillance signs so anywhere anybody goes in our district it's not confusing well it might be but at least the signs are all the same so um and we have been having a lot of fun at the coffee with the superintendent events um Heidi's been joining me and I think we're rope and Julian because we need more entertainment um so it's a little boring right now it's not really boring at all but just saying um that it'll be even less boring the um so our next event is this Thursday morning at cbhs and I get up at 4:30 in the morning and turn my 50 cup coffee pot on and fill

050coffee crafts and put all the fancy creamers in a rubber tub and Heidi meets me at the school at quarter to 7 so we stand outside and pump coffee and talk to people and answer questions and it's it has been wonderful so far and the feedback principal's going to tell you I it's been very positive as far as what we here so um you're always welcome to show up if you want a free cup of coffee at 7 in the morning on a school campus um we've had three teacher resignations at Heritage which is going to make you go what the heck is going on at Heritage but the truth is that two of them they were all for personal or health reasons so we are the good news is the two most crucial positions

051which are in our science department we have hires for we have certified hires for um and we are in we will be recommending at our October board meeting um a cbhs graduate who wants to come and teach science for us so thought you might like to know that um I've been asked about our English language learner population and we have seen an increase um again this year we have over 50 language Learners at our high school our numbers are up a little bit across the district but we in our community one through the Chino Valley Education Foundation and one through another group in the community will be at the request of our Spanish-speaking parents we will be offering English classes for Spanish-speaking parents and community members so we're rolling those out the foundation received a

052grant to pay for some of those and the other entity in the community U Foundation classes will be on Wednesday evenings the other group in the community they'll be on Saturdays so people could do both if they wanted to um and E in each one of those there will be three levels sort of a beginning intermediate and advanced language learner but I I want to make this point we are offering English classes to Spanish-speaking parents because the parents asked if we could do that and the school district can't pay for it because it'd be a gift of public funds so the foundation isy where are those being held here or in public they are being held at Territorial and we are providing Child Care through our Community Fund um we have a fund that's been

053sitting with a bit of money in it for quite a long time and because we'd like to use School District employees for child care because you know everything's fully vetted right um we're going to be using our Community Fund for that which is specifically for the purpose of teaching adults well the reason I asked is have you considered having it at the Poland Community Center which make get people more interested because it's in their most of them be in their Community rather than having to come in to so um yes two things number one the group that is doing them at the church on Saturday afternoons used to only offer classes in presca Valley and they were finding that Mo once they ran through all the Vietnamese nail techs they found that the most most

054of the people were um coming from Chino and palen so they moved it here but the reason so two reasons why we need to do at school they need more than one room space so to divide the courses up and they need space for child care with things that kids can use to play with like playground equipment and things like that there one single room it's not going to work for that's too bad so anyway that's we've got that going so it's kind of a cool thing and I was like it took me a hot minute to get it off the ground write the grant blah blah blah but Arizona Community Foundation of Yavapai County actually awarded the grant to Chino Valley Education Foundation to to give this a world so um I also want

055to point out that Heritage and cbhs have rolled out positive incentive programs for student behavior and citizenship something we've been doing for a long time at territorial they're not going to be getting cute little paws like brandy gives out they'll be getting things that are middle school and high school you know appropriate and um but they'll be rewarding citizenship attendance academics other kinds of student accomplishments to try to encourage good citizenship among middle school and high school students um and this was in Brian's report and I wanted to highlight it we are adding another CTE program Dental assist that's starting in January so we are so excited about that you have heard more than you ever want to know about HVAC um and just so you know we did have draining drainage proba Peter probably

056wants to know all this stuff but everybody maybe like y k the um or warmer in the winter um we had a drainage issue as you might expect on the east side of the Del Rio multi-purpose room because it's subgrade and so we have cleaned out the French drains there membrane has been installed we're working on um rerouting to maybe a dry well or something like that because otherwise it would put water into a parking lot which would turn into a sheet of ice and then it would P beautiful newk so we're working that one we're coming right along with um regarding attendance and enrollment um an update I have an update for you when we get to our um open enrollment and uh I just want to remind you that the county um asba

057round table so if you wish to participate as board members it will be in Sedona on October 24th and you can just let U me know if you're interested in participating in going over Sedona for dinner and participating in the county meeting um I went to the law conference it was informative it was um they covered topics um super State superintendent horn has enlisted his family members to sue a school district in Arizona um about bilingual education um the lawsuit is stalled out because there were errors of fact in their filing they said they had a student enrolled at Scottdale high school and there isn't a Scottsdale high school so um that one stalled out a bit but just so you know our State superintendent is not above suing local school districts in Arizona um

058and the other thing that I wanted you to know is that on December 9th at 4:30 um we will have a board session that begins 30 minutes prior to the meeting for the purpose of signing paperwork for newly elected board members and doing the official swearing in and then at 5:00 we'll do the ceremony swearing in during the regular board meeting so I would tell you we're off to a robust start it's been fun we haven't had one boring day yet although we're all Holding Out for that so those are the updates all of the individual goals are in there um in their celebrations columns you'll be able to see the things that are being accomplished like our participation in breakfast and lunch is up significantly this year and so that is a super good

059thing too which means kids are getting fed and as a reminder because of the program that we run kids are eating breakfast and lunch for free so there are lots of things sprinkled out um throughout the report there but that's what I wanted to highlight for you so any questions anybody has I was gonna ask the housing about the housing yeah thank you I did put it on the thing so about the housing so the um the duplexes that we were considering partnering with cfma and cvpd for housing as it turned out we were told that the grant would be a 9010 match so we would only have to pay 10% and that we would split our 300,000 between you know cfma and the town okay the grant ended up being 5050 so yeah not

060a good use of our money and we had to have our project completely done like everything built and ready to live in by December 31st okay well I actually heard Justine laugh out loud so that was my response so I emailed um superintendent carterra and and you'll remember that we um had we have an open purchase order for John schul to work you know with all those entities so I didn't have to fiddle with it truthfully and um as it turns out I just said thanks but no thanks good luck hopefully somebody else can use the money because like for example presc get unified put Park models like uh single wide you know kind of mobile homes on the campus at Taylor Hicks they have some Prescot PD living in theirs because those don't require

061building they might be able to do more of those quickly and because they already have intergovernmental agreements with presant PB so they have some pieces and parts in place so I don't know whether Prescot is going to move that direction but because ours aren't because ours would be siteb built um there is absolutely no way we can go from even through a bidding process and build something and then plus it would have cost us about a million and a half dollars well and even the the manufactured housing alternative doesn't work either because you still have to do all the same site work uh water sewer pay ways like that so it's still no matter what you're doing above the ground everything else is the same yes so thanks for bringing that up Mara because that

062was an important piece anything else I do have a curiosity that I want to ask about here from the list or from something else it has to do uh with the reports from all the schools and all the various departments Etc um and I I I was curious that there is one in and I by the way I really like the sheets they're the way they're organized and it seems to me that that um monitoring would be something that is constantly ongoing unless it's resolved unless it's resolved so I noticed there was one school that really didn't have any reports regarding monitoring so everything must be resolved right all the goals are already achieved yet so any rate it's just kind of a curiosity because I think that's for me shall I take it up

063with that school I will well or just an explanation okay simple I don't know who was it I think it's Del oh baloney I put the report in saying there was nothing in the monitoring wondering the the principal was showing up regularly and he is but he's going uh I mean I may have put something in the wrong column I tell you that we we've um especially our academic goals um that we've tested every student with both STAR testing which is a test of reading and literacy and I SE testing which is a test of uh reading fluency as well as math um therefore we've created benchmarks so that we can subsequently at quarter level and at the semester level um continue to monitor them in conjunction with um what we call daps which is

064our Del Rio you know educational proficiency um Del Rio academic proficiency testing so that we can use that as a benchmark for growth as well and all of those are in a format that is similar to if not exactly like our state um assessment the ASA which we're going to take in April which is actually earlier in April this year not a fan but whatever um and so students are obviously then subsequently being prepared for the state assessment as we go throughout the year and we're able to articulate where they need that growth because especially I but Star as well gives us a breakdown is it a computational issue is it numeracy issue and so we're kind of looking at what they're doing as I may have put that in the wrong column sorry so

065I did want to say this because I was wondering if you're gonna ask about this Mr Fogle um when might we know about school letter grades patient the State Board had a work session regarding um cut scores I think they'll approve cut scores at their next meeting then preliminary um letter grades will be announced to school and there will be opportunity for appeal window I would tell you in looking at the preliminary data that we know that there is an error in the percent of students who tested at cbhs they only use the science data not all of the data but I can tell you that that will not impact the outcome of the letter grade so I'm trying to decide whether it's worth it to like you know fall on the sword for an

066appeal over something that wouldn't change the outcome but I will tell you this when we get to share with you the preliminary grades which I have already computed I think you're going to be pleased nice okay so that was my my curiosity was more idle than anything else so he's just basically throwing down the gauntlet and just but I do want but I do want to comment that um I feel that uh I am uh I am being extremely well informed as to what is going on and the goals that everyone is working on and um I'm impressed with all of those reports um and I feel more so than I have at any other point in time on the board um I'm really really confident about the amount of work that is being expressed

067here it is extremely impressive it's them that's kudos to our administrative staff I agree they're doing a great job very much so all right anything else from Miss Daniels all right seeing none let's go on to agenda item 7 C1 Mr Livingston great final snapshot pres Thomas members of the board Financial snapshot for the day August 31st of 2024 our M budget that we adopted in July 19.3 million expenses two and a half million that's kind of where we're at this time of year that's where we want to be I'll just go through these four pages budget summary some cash funds and then we've got a cash flow and then we've got act cash for both years last year and this year so budget for M right now 19.3 we don't have a lot of

068data on on student counts I've seen some that shows this year student counts are definitely lower than last year but we've also got a revision that we're going to bring to you probably in December it won't be at the October 2nd meeting tell you that a little bit more student data uh and then we'll revise this year's budget it could go above that 19.3 slightly it could go below slightly um do have contingencies that for from the4 year into this year 610 capital budget 1.1 million expenditures year to date at the end of August 230,000 encumberance is 312,000 so we're r at 50% spent encumbered that's kind of in play if you will we've used that the last couple years we've been able to take capacity and budget from the m&o fund and secret it

069away so to speak at 610 and we brought some of that back this year um and so the the state has really taken the restrictions off of doing that it's not the best practice to take money from your operating fund and put it into the capital fund and it's not the best practice to go back either way but because we had people coming back from Co funds we wanted to have a really sure place to put some funds aside so we could bump up operating last year and again this year so it's it's something that we watch really carefully we like to say that a million we get every year for our Capital funds should stay there and stay there only but this year when we're coming back with Co folks if we need to

070transfer some of that back to operating fund we we kind of say we reserve the the right to advise that we do that because we want to get through the year as much as possible and meet all our obligations 620 fund uh our adjacent ways fund we brought in 250,000 last year that's exactly what we ended up with this year 251,000 we're going to add 350,000 to it we took Levy up 100,000 so that'll give us $600,000 and I'll work closely with our facilities Department we'll have some projects scheduled hopefully for that last week of May of 2025 so by the time the end of July rolls around we'll have some either some slurry seal coat or some chip seals done and just start working we've got about 10 areas identified that they're going to

071need this maintenance so that's a quick look at those main funds of operations capital and 620 Capital it's one thing that I put on my goal sheet here in actually in the monitoring column since we mentioned that uh and it's a 5-year Capital plan and I put on there it's underway and and that's the best I can say right now it would be nice to say here's our revenue and it's secure and here's our expenditures that we need and our projects that we need and that secure and maybe we'll get that pushed out by the end of this year so June of 2025 we'll bring that to you for the next two years that would be nice um and that's that I just don't know if we've had one lately the last couple years we've

072just said here's the cash available what's at the top of the list and then we've been able to do certain things in fact we did spend 65,000 to get air conditioning on this building back in June July and it was it was mission critical so we do have some funds for a rainy day as it were so and then just to take a a quick look on the the cash page it's got cash for some funds it's called the cash fund balances which there some funds that the county won't let us worry about a budget and those are called budget funds uh there's other ones that are strictly strictly on a cash basis if we don't have cash in the fund the county won't let us use that if we have negative cash in our

073operating fund the county doesn't care because you know eventually have so two I'd like to highlight on that page it's got a nice big spreadsheet on it there it actually is a vertical spreadsheet called Cash Fund balances as of August 31st it's back one page Mr back one page it's vertical and it's got a few funds I'd like to just call out got that one right there so if you go go down to fund 580 teacher it we've been bringing I think it's 550 a month rental for our teacherage apartments and we've got 10 of them we just finally got 10 fill and we've got 10 fills so if we had a full year $550 a month you know $5,500 a month for all 10 a little over $60,000 all year uh we didn't have

074that quite in the 23 24 year because I think we opened those up about October 5th or something so we were first two or three months short but we did end up with about 54,000 cash in the fund which we then use some of that cash to pay the debt service on the 930,000 that I mentioned earlier that we've got from American Capital Finance so it's not what we call Revenue neutral but perhaps after 21 years right it will be because because we'll be able to take those proceeds and use it for The Debt Service we know there's 930,000 of Finance total cost on the finance is going to be over a million so 50,000 year 20 years from this fund eventually we will make that in the meantime we've got a decent place for

075our staff the bottom fund there 959 we had some problems with the uh the dees Representatives that's a special program we have at the high school we were about a year behind on revenues and they just weren't responsive they weren't taking our reports this is a cost based program and we've got some staff delivering services to some special needs students at the high school but now we're caught up now we ended the year with 130,000 in the account so we even got our payment for the first last quarter April through June we got that booked about a month ago so we're right on track with that so that really helps this is an m&o offset we pay the staff all year long out of M at the end of the year F the expense into

076this mon right about seven funds just like I think we're right where we need to be this time of year but otherwise that stud count because that is going to drive our operating and our Capital budgets up and down and we'll just informed any questions that's all anything for Mr Livingston Mr Livingston just said lost over something that we don't know the full impact of yet but we're working on it and do um very very quietly like a tissue dropping into a pillow we got a little tiny statement from school Finance without any rules accompanying it yet that we will be docked income for chronic absences that would be Statewide yeah but it is so convoluted and lean Weller who is our student data manager um is I asked her to obtain the business rules

077that they were basing this on so she's working on that and then I um she's worked with Kathleen little they were able to prepare reports last weekend um from our old student data management system so we're trying to project like if nothing changed what might the financial impact be so we're in the middle of that study because ADM of course drives it all not quite sure what the other's going to look like and and they we got no heads up about that this is every District in the state's going to get hit yep with no heads up no business rules no can they legally do that without legislative Authority it existed before long time ago yeah I remember that actually the old the old threshold was 94% and if you hit 93% now it's the

07810% The Chronic absence so we we are doing a really super thorough study and I'm hoping that we'll have some numbers for John to present to you next month what that impact would be meanwhile admin are working really hard on um cleaning all that up Del Rio especially made really good strides last year and SOA territorial um and that's part of the positive incentives program for HMS and cbhs is to help address that as well so because we don't know because enrolled kids is one thing enrolled kids who don't show up is another anything else thank you Mr Livingston item 7 C2 Student Activity fund report please yes we have a pretty quiet report for tonight for Student Activity you see the high school has I believe it's just over $1,000 wrapped up there in

079Student Activity and after talking with the coach I believe that's equipment for the team and it was purchased with du and other than that most of the amounts are quite small had a fundraiser that's what decid fastic any other questions or comments all right seeing then we'll move on to our consent agenda so item 8 A3 a through L I would entertain a motion to approve tonight's consent agenda I will motion to approve tonight's consent agenda and a second second thank you Peter all in favor I I item 9A new positions required for our aim program Madam chair U board members I'd like to request um the addition of one additional teacher and two pair Professionals for the aim program we have grown exponentially and those students as um Miss spoke about have have needs

080and um we need the help in that particular program and how many kids do you have now 14 last I knew it was 12 it started was six two or three days to quit running such a successful school yes she does it's not and that's the program we were talking about that has gone up by 60% well that's actually over 100% no it's over that was compared to what it was before okay yeah when I can I share something just real quick so this that this program we started because asend where a private program for students with autism we used to contract and send them there for the high needs autism students they have become so full and they can't fully staff that we needed to create a space for these children so we brainstormed

081this got it started and it's just growing um and so that just shows you kind of what's happening in this whole Tri City area the number of students with significant autism is growing unbelievably and so and are they all children in our district I mean did we accept any outside oh my goodness they're all ours okay I I guess then the question is now that there's not going to be a new portable classrooms there where is this program going to be ANC it's it's on our campus you have you have classroom spaces I do at this moment you're not gonna have toide the gym up or something like like that don't e used as a classroom it's already being used as the classroom right okay any other questions or comments all right this is an

082action item if we could have a motion to approve item 9 through I'm sorry 9A the new positions for the thank you Peter and a second all in favor of course all right item 9B go ahead Miss as part of our ongoing analysis of Staff compensation that Miss Daniel's talked about and compare it to the um PR City area um I went ahead and focused on human resources because that's one I could do by myself and Gathering and um because of the other ones I will be working with like the transportation director the facilities director and that stuff so in looking at what we had in place and um and what the other um organizations are doing around us I came up with a a three levels because that way up to what happens in

083um HR and in the district in the upcoming years we would have three levels of jobs that um we could offer to um people that were interested so we start with um the resource support specialist and that would be somebody more at an entry level that would come in and maybe learn about HR and do more clerical stuff um the next position is the human resource specialist and that would be somebody who goes ahead and does um the reporting because there's a lot of reporting to do within HR and they would go ahead and monitor all of the functions prepare compensation and benefit packets and so on and then if for some reason the district decided um they could also move to a human resource specialist senior somebody with a lot of experience would be

084um expected more of and then um um be compensated different ly and have more experience and then finally I went ahead and just updated the human resource director position so that way there's a we don't have to use all four of them but we have something that we could know where to bring people in in case there was a human resource director at one time and maybe they would have the human resource specialist or um the support specialist and um with this um I've also included the new salary structure um and that um for your approval and then also the only um will'll change just one employees not my um salary uh because of the change in responsibility so you'll also see in there um those three levels so just to clarify I know I

085know the answer but just to clarify we are not asking for all four positions not even intending on having all four positions anytime soon that is correct but building a career ladder so that we could move on up bring the job titles and descriptions yeah thank you any other questions comments suggestions again this is an action item if we could have a motion to approve um I'll motion to approve the 2425 human resource job descriptions and the 2425 human resource classified salary schedule and a second second thank you Peter all in favor I thank you very much of course item 9C it's the Heidi wolf show you're good schedule our cbhs so during our ongoing analysis it's we stumbled um upon the fact that currently um the scheduler position at her middle school and the

086register position at Chino Valley High School um are not administrative assistance like the other people that perform register our for our Tech and Del Rio so we want to make sure that we're fair and consistent so we went ahead and we're requesting that um both those positions um are compens at it on the administrative assistant um salary schedule and that also the scheduler title goes to registar because that's really what they're doing they will do some scheduling but it's really during the school year um it's registering new students so the regist is moving to the admin assistance instead of secretary de instead of secretary so they were on the okay yeah broad their build right responsibilities yeah makes sense and we don't have just a regist we have it all the all it's SEC it's

087um it was secretary to but we found that those responsi were done by admin assistance so we went them to be all in the same classification as admin makes sense okay thank you anyone else have any questions for this seeing none then I'll entertain a motion a motion to approve the approval of a schedule and register position for both HMS and CV HS to be classified at administrative assistant assistant and the schedu or title at HMS be charged to be register second second thank you all in favor all I item 9d is our Personnel report so we have a supplement that you should have received and overall we have um One new certified staff member or four new classified one new classified sub four resignations one retirement two certified changes 10 classified changes five coaches

088seven extra Duty and six time sheets not much happening over there in the HR department waiting for the partition all [Music] right all right does anyone have any questions on any of the information provided do we have um people to fill the vacancies right now or that's good yes yeah we're um the principles and myself and Shelly are working very hard to make sure we build positions well I guess in a way the one we always hear about so hard are the bus drivers uh so are we doing we got a wait list of people want to drive our buses no no but we're pretty transportation is pretty we we um leave no rock and turn that's what I say I hadn't heard anything about vacing position so I was we always need bus drivers

089so anybody out there we need bus drivers and classroom AIDS yes you need all right then I will proceed with accepting a motion along with the supplement this evening I will approve um the personel Report with a supplement and I'll second thank you all in favor thank you very much course item uh oh where are we on nine okay so we're still no we're on 10 10 a Capital Equipment Finance repurpose from April Mr okay well this is this is one of those things uh president Thomas members of the board one of those things that was pretty clearly identified at the time time we applied for so we've got a 29 page document that has I believe schol signature on it my signature on it American Capital Finance US Bank all to give the district

090$388,000 to buy two portable plastic document may not have to be amended at all you're getting information back from American Capital Finance that want it approved as long as they sign off on the items hopefully the four items that we've got in line instead of the two portable classroom will just pass through and be funded you need more signatures and documents we may call upon uh this this to be done at the October 2nd meeting but first indications are we've given them bids for a bus for $217,000 a s deck lawnmower for $98,000 little box truck for $57,000 and trailer for 23,000 and American Capital Finance uh representative the loans director and finance director has indicated he believes that US Bank will approve those so we'll be able to order those as soon as possible

091the long long wait I think is on the seven deck mower it be up to six months so we'll start this with a purchase order had a meeting today with our Auditors and Flag Staff and this is quite unusual however they've run into it before so as long as we make our debt service payments of 72,000 a year in the screen of 25 26 27 and 28 they should be they're not so critical on how we use the money just that we pay them on what it comes through each month yep and if you if you really back up and really take a long look they like collateral so what they help purchas they want to have some collateral in case there's a situation that comes along and then really what collateral does the track

092provide $68,400 it's not really something you can turn around and sell and salv but but yet we were funded so on the face of it we have to go forward with anticipation of what they're saying they can provide and we don't have to refinance because we asked first of all back in May when we realized we couldn't spot these two portable classrooms of territory can we just cancel the award they said no we don't do that have money whether you want it or [Music] not so I believe there's there's value in doing this I can quickly read this paragraph if you want information and supporting data I think we're okay it makes sense fantastic this is checked as discussion but I believe this is an action item yes thank you all right then seeing this

093is an action item and seeing no other questions I will once again entertain a motion for this item well I'll move that we approve repurposing of the American Capital Finance approved the classrooms two equipment purchased for the attachment with the agenda thank you second I'll second thank you m all in favor I thank you thank you of course item 11a determination of exess capacity for open enrollment for the 2425 school year Miss so each year we come to you and we say these are how many students we have enrolled by grade level when we come to the 9 8 5% capacity um we ask the board to close that grade level or program to open enrollment what it means is that any student who may reside outside the district would not be able to come

094and join something that's at capacity and the reason is we're reserving space for students who move into the geographical boundaries of the district um typically we do this either at the August or September meeting depending when school has started and when the meeting Falls and all that business um our August meeting was only one week after school started so we had not even accomplished our 10day drops yet or no shows things like that so all that's been taken care of we're solid with our enrollment numbers so what you see before you is this using our current enrollment numbers grades 4 67 9 through 12 would be open well grades Kinder 1 2 third and fifth would be closed to open enrollment and I think I left e8th grade off there which is open eth is

095open as well and special education programs that are remaining open would be EDP at Tech Del R and HMS so just to kind it's on the back of the agenda item it's in a little tiny print I don't know why it's so small um sorry I just have a question sure hit it or you can finish your thought I'm done thinking so since we're already more than at capacity with as I mean theoretically we are leaving the EDP program Open do we have the space it's a separate program right but just seeing the space at at Tech do we have the yes so on the back of your agenda item are the enrollment numbers for the different programs and you will see at territorial right now we have four students enrolled in EDP so we

096definitely have capacity in that room okay um at um Del Rio we have five so we have capacity there HMS is eight that's the one that's a little closer to capacity but we don't gener we aren't generally feeling the we usually don't have a lot of influx of EDP at that level so okay you're good so anyway that's where we are the chart shows all the open and closed grade levels um runs again Kinder through grade three closed four is open five is closed all the remaining above that are open and then you can see for our special programs where we are you can see that as is definitely closed um because we are like holy smokes um we're super duper full so EDP remains open at all the campuses all the others would be

097closed and this is only for open enrollment not for students who move to the district just gonna say ask that yep okay so it's because we can't we don't have the capacity to accommodate students from outside the district we are yes ma'am so I would ask that you approve the um capacities as presented in your agenda any other questions or comments all right once again seeing none this is an action item I will entertain a motion for item 118 um I will motion to approve the U determination of the excess capacity 242 school year and determine that children of employees current open enrollment students enrolled in 23 24 and the siblings of current open enrollment students students enroll 2324 are subject to the open policy not subject are not subject to I'm sorry good a
