she gets here with that if you will if you are able please stand for tonight one nation under God indivisible with liberty and justice for all right thank you item number four is the adoption of tonight's agenda we are going to make a couple of changes Madam president I would like to make that motion with one amendment to item number 4A and that is and that is to defer item number 6A until the arrival of the Yavapai County school superintendent foreign thank you now we have call to the public uh we have lots of public here but I think they're here for celebration I don't have any public comment cards however is there anyone else that would like to speak to anything this evening all righty then moving right along we are not going to

swearing in a board members Yavapai County Education Foundation Grant update going forward thank you madam chair members of the discovering board and the finish all and vice superintendent Cindy I'm Mike ellagood I am the current president of the upper County Education Foundation um I guess I consider myself a friend of Chino Valley I'm up here all the time every time there's a presentation like this I don't think I need to share with you this time what we do because at this point you probably already know I would like to share with you though one one thing and that is um [Music] we were able to pick out three in the upside County three uh exceptional I think innovative teaching opportunities or teachers and one of them was your Josh Steinberg I wrote an article which

I was sharing with this is a Publisher's proof so it's just uh photocopy called Innovative resourceful teachers spark Active Learning and I wrote the article I was heavily edited of course by the folks in Prescott Living magazine but basically it reflects the fact that in many of our curricula we've gotten away from Hands-On Hands-On learnings we we teach people when we lecture them and we this kind of stuff but we we don't they won't do anything and from everything I know about education which is not a whole lot I like Peter I'm a civil engineer of course we we're all PES which stands for perfectly accent we all know that but anyway um [Music] learning learning Hands-On is important and there's only a few schools that do it and Josh Steinberg and your Heritage Middle

School has come up a very Innovative program and uh we're very very pleased that so Josh why don't you come up and explain what you're doing with all this money I'm going to give this with you madam chair also good to see you good to see you good evening uh so I'm Josh Steinberg I'm the CTE teacher at Heritage Middle School and this is my third grant that I've gotten with uh the the foundation and um last spring uh I used the Grant and I bought wood lathes with it and they they're so popular this year that this grant that I'm receiving now I'm going to try to get three more and add them to the to the program but we do a lot more stuff than just uh Wood Lane we use scroll Saws

and and um well Mike's been there and got to see it I mean if if you if you haven't been to the wood shop there you should as Daniels came with with Mike and you would think that that Shop's been there for a long time and so as you know last year we we didn't get electricity until Christmas break and um uh I mean the kids just love it so I also brought some samples of what students are making that I wanted you guys to see like this is just a simple little design that's made on on the scroll saw as as is this and it's fun you know the kids really enjoy uh making this up we make cutting boards that's like super popular so um they make great Chris Christmas gifts and then

this is a wood turning that a student did last week and that's six pieces of Walnut that's all glued together and then they they use that blank and turn that down to what you know whatever shape they want so um hopefully we can get three more lathes and um we're always always needing stuff like wood glue and safety glasses and stuff so whatever's left over I typically will purchase stuff like that so wonderful I think I say this anytime I hear about shop my dad was a shop teacher for 40 years so very dear to my heart thank you for all you do thank you any questions or comments well I I think it's spectacular because I I took shop in Middle School my middle school too which really first of all taught me to

print because I couldn't read my own writing at that time but they also taught you how to sharpen a plane after every single session they don't use planes anymore do they uh we we use them for demonstration I'm sorry I couldn't I couldn't I know you don't I couldn't could not resist that but no those are spectacular really love to look more closely they're beautiful yeah thank you and congratulations on your Grant thank you good [Applause] all right item 6C is our annual Sodexo Food Service update Mr Ben Montgomery so thank you for the opportunity to speak here tonight and I was going to give everybody a 30 000 foot view of what we have done and what we're going to continue to do this year this year and this is the format I'll be

presenting everything in so the first thing we're going to talk about is participation District wide um this is the key measurement or metric that we use on our end and as you can see we traditionally start low in August everybody's kind of getting used to everything and then we go up a little bit and then we just kind of plateau since everything's been free we've pretty much held this consistent participation for a while now and we did have a peak in November but I'm saying it has to do with Thanksgiving because we have everybody here for that time so we'll do the next so this is another snapshot uh snap shop of our financials and this is just to kind of go into what's going to be on my next slide but to discuss kind

of where we have with provision two so on the left hand or the middle column you can see November and this is where we're at and it's just a breakdown of everything on the right side year to date at the bottom you can see the client access or deficit which is the 510 account for the district as you can see for the year to date we are in the positive about fifteen hundred dollars that may nickel down that may go up depending on a couple variables but the main one being Commodities that we're pulling in excuse me which is government money given from the USDA to the school district and then we take that and we credit it back on our invoice so we're anticipating that to to stay consistent like I said it may

go below zero it may go up but we should be in a good position for the remainder of the year um and like I said to tie into that so we've been operating provision two which has been the biggest Focus I think this year what that is in simple terms is all kids eat for free and no cash sales meaning the program is completely sustained on reimbursements from the USDA reimbursements are based off the eligibility which is why we've had such a large push this year for these free and reduced applications they're incredibly imperative and we need them to continue this provision too as from my previous slide you could tell we were in a good spot um according to this one we're at 54.28 free reduced our goal is to hit 64. we need

yes that has been our goal from the beginning um and principals have been super supportive everybody in the district's been super supportive and we want to continue this messaging to the community and try to get in as many as these free and reduce applications as possible um the good news is though is we've worked out an agreement and have an mou with the districts at Exodus that if for whatever reason this program doesn't work out and we go below and if we go into the red and the 510 Sodexo will cover the difference and push us back up to zero so no matter what happens it's not gonna you know the everybody the district won't have to supplement the 510 account so it's a great thing and we get to continue feeding all the the

students for free and can you discuss a little bit why this percentage is important this year yes that's a good point so this is what we're doing uh we're operating what's called our base year and how this is really set up is our base year is based off of the eligibility that we're getting for these applications and then that number is consistent for the next three years meaning that if we don't get the numbers that we're looking for this year it's it's going to be kind of a rough three years that we may not be able to do everything that we want we wanted so like I said it's just I'll hit it again we really want to get these applications in and get us to around above 60 at least our goal I believe

was 64 is what we originally uh discussed um this is something fun we've been doing I just kind of wanted to share and this is really targeted at the high school students but it's a program called my detex which helps us really focus um on a student-centric menu and we're really trying to leverage technology with these guys because that's the language that they're speaking at this point so what we have is uh it's a number so it's 82257 and all of you are probably familiar with this at one point or another but you text a keyword and we have bought a bunch of different keywords right and if the student texts that keyword to this number which is owned by my D text which we have a contract with it will generate a survey that

we have created on our end and what we're doing is we're using that to get the students feedback and I have an example here um so last week we decided to do a survey and say Hey you know kids we have specialty pizzas right we have your basic uh your basic pizzas but we do a specialty one it's like what do you guys want here's some really fun options give us your feedback I want you to decide what's going to be on the mid and this is the back end and this is what I'm seeing and as you can see I think that's 60 was that 62 ish uh but it was about I think 12 and a half percent of all the students are eating are participating in this program so they have a

say what's actually being on the menu um that's what we're doing with this we have one actually going right now is we have a potential line that has 15 different rotations there and we're letting the students decide I mean we know which ones they kind of typically like the top five the other ones that I really want to touch but the top five are their favorites so we put that on there and be like hey what do you want to do for the next two weeks type adventure and you could do this right now I type adventure to 822-56 or five seven well I have it on the next slide um and then we can actually get the data from these kids and get the feedback there's no direct communication texting it's all automated and

messaging and message messenger um if we go to the next slide so the question then becomes okay and this is another really good tool so we have a way to gather feedback from these students how do we get that information to them right how do we communicate to them one of the great ways we do this is through another program that we have called up show so we actually purchased two TVs for the high school and then one for the middle school and the one for the middle schools we don't have a lot of feedback with those kids they don't have cell phones and they're kind of younger so what we do is we just kind of give it as an opportunity to drive home our branding with our Middle School theme which is foodie

and then so it has an entire slideshow dedicated to foodie that our marketing environment to put together lots lots of colors lots of fun stuff that kind of entertains them while they're in the line and drives home our message but for the high school we're actually able we're actually able to display on here any kind of information we want whether so so we've really been using it for at this point is you can kind of think of as a PowerPoint but it's digital so I can sit at my computer and create a digital slide and advertise to these kids and tell them exactly you know what we're looking for so as you can see on this right side um this is from last week some of the stuff's old it's just text cougars to 82257

and you can go ahead and get your vote in right now it's adventure as I said it's been updated this I had to submit this last week and on the left you can kind of see our display and how everything's set up in the line so it's right in front of the kids and while they're waiting to get something to eat the messaging is popping up in the screens in front foreign up is we do a 500 uh scholarship with Chef Bernie over in culinary this this is really a fun partnership that we we do every single year typically do it come you know later but she incorporates it into her curriculum on any kind of you know whatever she's doing at that point in time um this one was baking and they decorated the

cakes and for those of you who don't see it this is Toy Story themed um but we actually did this there was five girls who did a cook-off and this young lady in the top right one last year but we'll be doing this again uh here in the spring and if you go to the next slide it's it's kind of busy but you can see all of our contestants and some close-ups of them doing you know making this stuff and it's the end product which is fun we'll go to the next one and this is another really fun thing we have coming up here in the spring and it's future chefs it's been kind of weird uh the past two years just because of covet like everything else but now we're finally getting back into

the norm so we'll be hosting this um just like we did for you covered which was a lot of fun so basically we have a theme and then the students will go ahead and submit recipes based on this theme we'll pick the top five and then we'll have judges go ahead and judge a live competition like a cook-off with these kids this is a national competition done throughout the entire country with Sodexo accounts and then it goes up from there so it starts at the district level which is us and then it goes region and then it goes country so that's kind of fun so we'll actually meet judges so and if you want to get out and have some fun that's a great one come with empty stomachs on the next one and I

have some these are again these are kind of busy slides but I wanted to get all this stuff in because I think it's a lot of fun we again we partner um with Chef Bernie who's fantastic and she brings kids over that actually help us and the young students love this um we don't want them sitting there just Dyson away so we actually and we can't watch them all at the same time so we have these students come and assist these young kids and the kids love it you can see the bottom right surprise table so there is something you know we create some competition and there's actually some stuff to win there and then the other slides are just everybody just engaged fun and then the final piece of this is I also just

want to put out a reminder that we do have a head start contract which is like another eight to nine thousand meals roughly depending on what kind of goes on there if there's a closure obviously it's going to be um but it's fun because we're actually feeding all the pre-kid students at Territorial and then all the other ones at hit start and with that thank you for your time quick question yes so applications can still be received even though school has started yeah we want to keep getting them in Non-Stop until the end yeah and we just want to make that point to anyone that's watching online your application in all right and in particular if they haven't submitted an application turn it in whether they think they think they're going to make it or

not you just never know and because we're Chase we do try to chase down those that have it turned in um let us decide it the information doesn't go anywhere except for the school because it's it's uh income information that we need um and so that doesn't go off to the state it doesn't go off to anybody it just stays at the school so I want to make sure that that's that's clear it's not yeah and and so if whether they think they're gonna be eligible or not please do the application and let us decide that do preschoolers count also anybody that's enrolled it's an industry all right thank you so much all right so you have the superintendent report in front of you um let's start with enrollment there is a on the second

page there is a kind of a summary of enrollment um we have 2451 students currently enrolled that includes our preschool which are not included most of our preschool kids are not included in ADM or about half aren't and so um that's that includes those tuition in kits for our preschool along with everyone else K-12 um our projected ADM is at 22.64. um you need to remember that our preschool kids that are on our books that we get ADM for and our kindergartens kids only are a half ADM so that's that it counts from that difference there um when you compare it against last year we are up um looks like about 47 students right now so that's about we've been steady about 50 over last year which is um a great place to be I'll

take that all day long uh we'll go in the right direction are they just close to our 100 day numbers these are projected 108. okay so we don't hit our 100 day until like where it says on there we're at day 60. so this this was done this morning it's projected based on enrollments everything else what our 100th day would be it's probably not going to change much are what tends to happen between now and February is our elementary numbers go up and our high school numbers go down I don't know why that is uh but that's just how it works typically um so it should remain that ADM through the 100th day yep the aggregate expenditure limits um for those that don't know what the AEL is um it is a constitutional provision that

says that I don't even say public education because it's not it doesn't include charter schools that district schools can only be a certain percentage of the state budget even though the legislature allocated money to district schools including Chino Valley Unified School District um we may not have the authority the money is going to be in our banking account have the availability to us we may not be legally able to spend it and so what happens is there was a calculation that said we need to cut we if the aggregate expenditure limit is not waived by the legislature that we would have to cut 17 of our budget with 20 of the school year left um the only there's there's not a whole with most of our budget being in people there's not a whole lot

of ways to accomplish that so um what does that mean well um we're not going to talk about what we're not to the point where we need to talk about what would happen um we need to talk about how to get the waiver they did a waiver last year um the waiver has to be done by March 1st if it's not by done by March 1st the cuts have to start taking place April 1st and so um there has to be a two-thirds majority in each house of the legislature the governor does not need to sign it um in order to waive this provision um um I was down at the state legislature um two Thursdays ago to with a um a press conference to urge the governor to do a special session um the

I also signed on to a letter with the Arizona School administrators with 200 other superintendents requesting a special session um based on what's going on the legislature can call a special session we don't necessarily want the legislature to do it because that opens up to any topic that any of the 90 legislators want to talk about with the governor he can say let's all we're going to do is talk about the AEO so that's why we're asking the governor to do that um also it's the current legislature is the one that allocated the funds that we're asking them to waive so that's why we also I would like to get this done it is not good for kids and not good for employees staff when staff are worried about whether they're going to have a

job when this comes down to February this last year's waiver took place the week before the last week in February the latest it basically Could Happen um anyway uh if it does not if a special session is not called I'll work with um lobbyists and other superintendents to try to get um this waiver you know taken care of any questions from you guys from y'all counting down to the end of the month Yeah well yeah he has to tell what January 6th or 7th or something like that where he the legislature the the new governor takes over and is sworn in so that's when it has to happen um the later we get into December the less likely it's going to happen because of the holiday um it's already um the there's some legislators that

say they have the votes the governor says they don't um you know I don't know I don't I think both are are being sincere and so um it's really up to the governors it's in the governor's court right now uh the other thing is the governor has talked about trying to add some additional items into a special session if they do call it so that it wouldn't just be the aggregate expenditure limit it's politics and he can do that if he wants correct he can he can make a special session based on anything or just one thing where if it's a done by the legislature it has it can be it has to be opened up to any topic so all right um projects update some lots lots of neat things going on in the

district right now um our tea tree RFP um for a teacher housing our request for proposal is due a week from today on the 19th we'll be coming to you in January asking for approval of that project whatever it happens to be last time when we met I talked about us meeting with the town the meeting with the town was fantastic they were very very accommodating and we appreciate the the work that they did and it was just us talking to the town rather than developers that really needed to happen and so that took place in the the town was extremely helpful and accommodating and we got that information off to the potential bidders and hopefully that will help them refine their bids as well and so we hope to have like I said we

will have something for you not hope by um the the meeting in January the update on the grant came out today and that was accepted by the Coconino County Board of Supervisors and they are currently working on a plan to on how to distribute that money and that could be you know our project we anticipate between a million and a million and a half dollars this uh Grant could be for up to five hundred thousand dollars of that so um we are perfect timing for right now we're in good shape and so uh we're just moving forward uh with the with everything and so we're excited about that of the tech playground this morning we had a cool ribbon cutting I actually have a giant pair of scissors in my truck that I need to

get back to Karen um we had a bunch of um of the the outstanding territorial students that cut the ribbon on the brand new playground if you drive past Tech you'll see it the the blue and orange playground that was paid for using Esser funds and um it was fantastic so it they were it was a horrible day to to have it's just because of the weather they really wanted to get on it I think they were they able to get out at all no it just it was too wet we they talked about it trying to get on it the the afternoon recess but it just didn't work out the tech Paw Patrol and so they're they're they're chomping at the bit to get on these brand this brand new playground equipment um I

want to thank our guys our specifically staff did some of the prep work on it so I want to thank them and then we had the Play it Again Play it play it safe that came in and that's we bought it from and they installed the equipment so um that was um there they we really really want to get them going and but uh the weather just kind of prevented a little bit but we have pictures that'll go out with the ribbon cutting and everything so that didn't include the wall That's separate that's actually a different project on here we'll talk about that um we have an Autism playground uh that should be going in in January that is going in um over by the weight room over here for our autism program that's using

um I believe special ed covid funds is that correct um and then we have uh I was super excited they were working on the foundation for the football field bathrooms today yes so they have started construction on the football field bathrooms super excited about that so I I stopped by and and uh wished him luck on that uh the tech wall is something that we'll be doing um coming that will be one or two projects away from the bathrooms and that's to move the playground wall to the east to drive some of that that road water if everyone's seen it where it's rained really hard we get Lake territorial in the playground so we want to remove some of that road water off to the north a little bit by building a wall and and

making the the field a little bit less wet in the when it rains um we have an extension of the bus lane that our guys will do um probably in the summer the DRS parking lot is scheduled for spring break that's where they had some engineering issues that they are have rectified um bleachers at Heritage in Chino Valley High School we got bids and we're just waiting on kind of the bleaches to come in I believe and that's maybe in the summer I think is what our schedule is for that but that's being paid for by the school facilities board are those replacement features or replacement bleachers so instead of having the wood leeches that we have now we'll have brand new plastic ones that are Adas they're Ada accessible along with just we can

actually get them in and out which we can't do with our current bleachers a lot of times so and then when they're closed one side at the high school will say cdhs yeah it says Cougars have they decided what to do at the highest at the middle school for the bleachers are they going to say anything I met with them this morning okay and um he's gonna drop some specs for us and then we'll look at it right so there'll be a graphic on them well when they are closed they'll say something on the uh yep exactly exactly that's super um the West gym rehab is this part here this um the wrestling room we're going to rehab the floor and the stage that's done with this facilities board East gym weatherization that's getting rid

of the windows that leaked like a sieve and that's done through the school facilities board we have some Del Rio AC projects the district AC project overall that's in scheduling right now uh likely to start in summer being paid for by other people which is exciting um and so um it's it's looking pretty good I want to thank uh John Livingston for his his tenacity with the scosilius board um I want to thank the school facilities board they have their attitude has changed significantly and I want to thank thank them and Andy Tobin who's the director who actually lives in our district and and so I want to thank him for for the work that he's done and Jack Smith also he's a Prescott Valley resident he's a number two at the sfmb so they've

they've taken care of us I mean I want to acknowledge that so questions about projects I am so impressed I guess it's my night for reminiscing when I was on the first school bun committee some of these were on there that we were not able to get the bond passed and I mean to fruition I this is awesome well the other thing that we're our yellow limos were the other thing that were on there and um we have two on order I believe if not more we have also some white some other white activity buses on order um we basically have to order those a year out but we we have them going and and we're getting new ones and so that's um we're replacing our Fleet I think we have a couple and you'll

on the consent agenda there's a an item to donate some of our yellow buses to kafma for training and so those may be the last of our 80s buses ain't one bite you could be 1990 one 1980 so that might be the end of them so we should have a ribbon cutting them so yeah no you're absolutely right a lot of what we talked about is is was we're able to now do because of cooperation with sfob along with the restoration of our Capital which still is not where we'd like it to be we you know they they don't it's the same that we've always had um since the last 20 years as far as the first per pupil amount which means with inflation it's it's less than the spending power is less but still

it's better than we have been in the past speaking about you did send us a note that the court decided not to allow postponement of the capital lawsuit correct is there any update on what's going on there just January that's all we know okay so that's all I've heard okay yes um we have a Thanksgiving lunches we served over 1100 adults in addition to the students at all schools which was a significant increase I want to thank everyone that participated in that it's uh one of my favorite things that we do all year is bring the families on to onto our campus and serve them Thanksgiving meal and the kids are so excited um that and I think Sodexo for the quality of the food they do a good job with that as well um

asba young annual conference starts on Wednesday we have Cindy Annie Marcia and Mike going and so I just want to remind you about that I do want to say Cindy Daniels is doing a presentation on Friday morning at 8 30. so um it'd be good she's going to talk about kind of how the how the district works with our Education Foundation and other partners in the in the district really to help our kids so um if you would think about attending that we have our staff of the quarter we did that last week on Tuesday at territorial we've we had Heather dueñas and we had the the um the power Duo of Mo Guffey and Irma durame who are in our front office there um Del Rio we have Cheryl we have Cheryl spark and

Trina Hixson um there's a theme there a front office person in each of those schools that schools couldn't run without those people really to be honest um at Heritage we had Amber Calkins and Alice Patton Frazee at the high school we had Helen Hyatt and Riley Davidson and then um I think I scared Steve Stotts um we asked him to come to the office and he I don't know he's he's our facilities guy who's been with us for a long time and and uh does a really good job but he was wondering why he was called in the superintendo a reminder that our January board meeting is on the 11th which is a Wednesday that's because the second Monday is our first day back from break that gives us a little bit of time to

um actually put an agenda out and get get everything going so that's what's going on with that and then there's a calendar of things all the way through spring break questions concerns comments for you a lot going on yes a lot going on Mr Carter has arrived fantastic in we've already made the motion we'll move item 6A now in front of item six e one Mr Carter Madam president members good evening my apologies for uh being late I had this down at six o'clock um but I had an AIA meeting in Phoenix this morning and so I don't know that I would have been able to get here any earlier than I did but we'll credit you for being 20 minutes early then that would be that would be wonderful thank you I would appreciate

that so before we do the series to do this going in I need to get a couple of signatures so it's just going to take a moment and there's three copies and new silver just so that everybody knows what the ladies are filling out these are the state certificate of Elections um it identifies that they have been elected for terms beginning January 1st and going forward for four years and it does include the Constitutional oath which we will do uh and people are welcome to take pictures and do those kind of things if they would like and obviously our office gets a copy um the board member gets a copy and then the district gets a copy as well oh and where would you would you like to do it down here in front Okay

absolutely everybody had to wait on me so sorry about that thank you okay so what if we put you ladies right there absolutely sorry you'll get used to this yeah it happens every four years yes all right ladies if you'd raise your right hand and repeat after me I and state your name you solemnly swear you solemnly swear I will support the Constitution I will support the Constitution of the United States of America of the United States of America and the Constitution and laws the State of Arizona the State of Arizona very true faith and allegiance to the same they're in true faith and allegiance to the same defending them against all enemies defending them against all enemies foreign and domestic foreign Valley Unified School District for the Chino Valley Unified School District for the

best of my ability to the best of my ability so help me God so help me God congratulations ladies foreign thank you Mr Carter thank you and thank you ladies and gentlemen for being here tonight okay I'd um story parts for activity for November 30th 2022 for staff and administration ladies and gentlemen for the month end of November 30th 2022 we're in the middle of the 22-23 year a big part of what we watch in the finance office is the percentage in the number of days that have gone by as of the end of November that's 42 of the days have gone by in the year so if we've already spent 50 or 60 or 70 percent of our operating budget at that point we we wouldn't like that our operating fund is 36 spent

as a vending our Capital fund 22 spent so we've got reserves we've got encumbrances and all these things move along the expense chain if you will as the year goes by but we're in good shape that way the overall picture of our funds I'd like to just ask if there's any any questions then from the board on the first couple summary sheets to show cash expenses and those funds it looks really good I'd like to take just a second and draw your attention to this one page sheet to follow their cash funds it's in bold and it's vertical it's a portrait sheet and it starts with the cash fund balances starts with fund zero one zero and ends in fund 959 uh first one I like to draw your attention to is fun 500 School

Plant and we've got the fortunate I guess you could say reality of having some cell phone towers that produce Revenue in the district and we use those revenues that they generate for a number of items so we went through this fund with our Auditors and we moved some funds in from 515 Civic Center so at 5 5 15 Civic Center has some expense there that expense and the revenue that we might have booked this year will all go to 500 School plan School plan is a fund that you would if you had old buildings your old equipment and you sold them those proceeds would go into school fund for 500 funded the way the Auditors are seeing it now and the auditor general is if we have these long-term leases they're actually leasing plant and

equipment so the revenue should go on the 500 School platform so it's just a collapsing of 515 Civic as if we rented to uh PTA or a PTO or a booster club one night for a meeting those fees could go into 5 15 or 520 communities so we're just collapsing those into 500 that's the first fund the other one I'd like to take a little note at here is fun 665 Energy savings uh I think it was eight years ago we borrowed 775 000 and did two energy projects Honeywell and climatech and things like motion sensor lighting and automated services and the the idea was to get a rebate then from the federal government to put in one of these energy the last payment of those two there were two revenue and debt streams uh

One is paid off in the 21 year one will be paid off in the 23 year and that those will go to zero we transfer money from our operating fund that's in our budget in there The Debt Service issue will be around ninety three thousand so you see that encumbered we will move those funds in and make that payment and 665 fund will not have no more activity until we do something else like that 691 fund and superintendent show mentioned some of the projects uh if the only the only column I think that's really relevant at this point is the fourth column over the encumbrance column 27.1 million and that's the poor HVAC projects the four Roofing rehab projects that are completely approved and on top of that we've got another five and a half

million if you meet your projects and you look at the 400 000 now it's going to be approved hopefully this week for the rehabilitation of the whole gym and another hundred thousand rehabilitate the what I call the aplex the classrooms over here that had the fire and the flood so those projects are now not just 27 million 160 they're 27 million 261. so so pushing 28 million for the for the year they won't all be done this year by June 30th some of them the HVAC installation I imagine will go into the 23-24 year and 959 fund we've got a we've got a transition program there a high school we've had some turnover at DES but those numbers will come right we haven't been able to put many expenses in there we've reimbursed from the

Department of Economic Security so there's not much going on there we're waiting for several payments so you will see 959 show more expense when we've had expense in there and more revenue and you'll see more any questions on the cash flow balances these we watch really closely because if we try to do an expense here we don't have to cash the county says no so there's not a budget like our operating fund has a budget a capital fund has a budget once they approve the budget you can overstep the cash but not in these funds you have to be very sensitive to the cash to keep us from from harm or danger of overexpense and that's all I have for the month it's good my questions are coming up okay okay Student Activity fund Freeport

then Mr Livingston yes Student Activity we see the student council in encumbered 3 300 I've talked to their advisor several times they've got spring dances they've got fundraisers going on left and right any questions on that I can I can get back to you but they're the busiest one by far on the Student Activity accounts okay now there's my question John all of a sudden I notice we have several lines here with no entries in them uh cash balance Revenue expenses and so forth what's happened since last time these were not empty last time so so I think what we're seeing then is the encumbrances would go down and the expenses would go up and then that's what you're seeing I can get back to this program I think that's not what you know look

at the National Honor Society for example because I question that uh a little about a while back and it simply shows no cash balance form in addition to no expenses and so forth what happened to that money in a second so we're talking about 10 from the bottom cvhs NHS yeah yeah the uh the one right before that yeah cbhs National Honor Society I believe those are inactive clubs right now so when you look at um the national Arts Honor Society is this kicking back up with the new instructor it's gonna they're moving forward but it hasn't been active in the past um the Honors Academy Club the FCA which is um Christian athletes yeah Fellowship of Christian athletes these are Club these are activities that aren't active even though they may have an account

they are either inactive or are becoming active and just um don't have any activity in the Kirkland was surprised like the yearbook Club but I'm not sure what a yearbook Club is other than the group that produces yearbook uh real the first one there yeah I think what we're also seeing there is a typical program let's take uh one of them on here like high school football they've already got a donations fund they've already got a tax credit fund they've already got an auxiliary fund and then we look at what they have here they've got forty five hundred dollars to start and there's no activity they started the year 2500 right now they have 4 500. so These funds only come in when they have Student Activity and those are understandable it's just the the

groups with with nothing on them no funds in addition to no activity exactly I know there's I guess my question is are these inactive groups and should they be you know should we take these off the books in effect are they just new groups that have not yet done anything I can get back to you on that we can contact the sites and make sure what's going on okay it's a more curiosity than concern and something like the yearbook Club a lot of their anytime they would sell and correct if I'm wrong uh Mr Levinson and they sell something goes into not this account it would go into an auxiliary account Ballard and Mark Metz started that so it's just new they just had their first meeting and the art Honor Society had been active

for several years and just started yes they're all new okay yeah well John knows me well enough that when I see a table with blank lines uh I got to ask the question I it was not worth a phone call but I appreciate the uh that actually brought up a couple of questions for me I didn't realize there was all these other funds that go with everything so when we give money to the FCCLA how do we know which fund it's going to unless it's a tax credit question so these usually and is Miss Wilson tonight [Music] operative so if it's going on this sheet in Student Activity how do donors know as compared to going into the donations fund how do they know where it's going or the auxiliary or any of the others

that you mentioned well everything on this on this chart is student generated funds so fundraisers okay so anytime that it's the hot chocolate sales that you'll see next it's it's the you know the the cards at the football team series usually like booster club snack bars or nothing like that or gate receipts in some cases one of those auxiliary and you know how to get into tax credit and then donations are supposedly a check written to the donations of 530 donations account so I think the the confusion might be between you make a donation does it go into 5 30 donations or does it go into Student Activity and that's my background it doesn't ever hit Student Activity unless it's with the fundraiser yes it's actually kid money and the kids actually have to vote

as part of the club in order to spend the money so we are just you as a board in the district are just the character the caretakers of this funds it is not theoretically District funds it's student funds did it mean to open the case no you're fine that's we're educating clarification so these these have their own bank account okay and we don't track them in our financials office they're just they're are purchasing or tracks them with QuickBooks and with Excel but they've got their own bank account the Auditors don't necessarily want them well I hate to say it this way but there's the there's been other districts in the country that sometimes merge These funds for different purposes with operating funds which we certainly don't want and then they become much harder to travel

because your own bank account is much easier great question any other questions thank you moving along to tonight's consent agenda agenda item seven a through J we'll need a motion to approve the consent agenda points improve the consent agenda as presented thank you all in favor aye item 8A um Mr Shaw edition of four permanent substitute teachers as of November 30th we have had a 66 percent fill rate when it comes to our substitute assignments which is miserable that's horrible and so what happens in those other third so is that we have classes that get combined we have um that happens a lot at the elementary schools where they'll take that class and spend spread them out into three or four other classrooms um at the the elementary or at the the secondary school they

can do that but we've had I know Mr Breda how many classes have you been subbing in the last a month or so I'll tell you last week I spent every class period in the teacher's classroom I just have through the entire week right and before that uh Wednesday and Thursday the entirety as well so right so we're using people that aren't that should be doing their own job or using them as as substitutes and so um we have been working with this at on Solutions and this will be this one and the next agenda item that we'll talk about in just a second on how ways that we can help alleviate this so one of the one of the ways and I know Prescott Unified School District has had some success with this is

to identify one person in each School that would be the permanent substitute and so they don't get assigned any job until they come into work because it's to filled jobs that haven't been filled by the normal subsystem and so it's not going to solve all the problems we've had but last week 10 unfilled positions one day eight and it's horrible now because of the illnesses but we've had you know way too many that four is not going to help or it's not going to cover it but it's definitely going to help and so this position would be paid on the teacher salary schedule would not be eligible for classroom site fund money because that's they're not in the classroom as the regular teacher they're not having to talk to parents they're not having to um

plan things like that but they are that's a way to bring somebody in to cover and they'd have to have a substitute certificate in order to be eligible for that um we have identified I think somebody at the high school and the middle school already I know Brandy's had some interest in hers I don't know um Dr Moody if you've had interest in yours but we think we can fill this fairly quickly actually one of the positions for the middle schools on the Personnel report today that you may be approve so um we we've had some interest we're hoping that this at least helps alleviate part of the problem it's not going to solve all the problem and this is not a Chino Valley issue um it's not we get our subs to the county

school's office it's not their issue um it's just a lack of people wanting to be substitutes and county-wide so press kits have the same problem humbles have the same problem thank goodness we're in this at least close to where there's lots of people I can't imagine what what like Seligman or ashfork or mayor are going through they're probably a lot rougher than we are so um one possible solution we think it's going to cost between 200 and 260 000 but we'd be spending not as it's going to be a little bit more expensive than a normal sub assignment but we need to do something to get somebody in those classrooms because it's causing disruptions campus-wide these are full-time positions these are full-time positions on the same calendar as the teacher calendar they would participate in

the professional development they um these new ones to the district would go through the new teacher training that we normally have in the summer um so this coming up Summer they would participate in that and and we want to embed them in the the school so they become familiar with the kids the kids become familiar with them higher chance of success for those substitutes in the classroom I think it makes sense and if it comes down to a day where we just don't need them we'll find another position for them but I don't see that happening anytime soon Mike do you have any questions or comments on that I do not that you feel all right they know they entertain a motion to approve the addition of four permit substitute teachers who to approve the

addition of four permanent substitute teacher positions all in favor all right item 8D to designate pair of professional starting as substitute teacher teachers so in our self-contained classrooms we have a teacher that supervises one or more paraprofessionals when we get a substitute teacher for those classes typically what happens is the paraprofessionals continue to run the class and the teacher is not really doing a whole lot being helpful not you know they have to be there we need a certified person in the classroom but they aren't really doing a whole lot not that they could they're not familiar with the Specialty Care that goes on and the instruction that goes on in that classroom so um what we are proposing is that we identify a person in each self-contained classroom and we're talking about our centers

classroom which is our profound kids our profoundly disabled kids our EDP classrooms are extended resource classrooms and I think those are the three that we're talking about um that we identify uh what we're calling a designated paraprofessional that person would have to get a substitute certificate so they would become they would be able to be the substitute in the class formal formal substitute in the class and then we don't have to bring in somebody else that would come in and just be there there in the corner on their phone or whatever um that person since they are acting as a substitute rather than the paraprofessional we would give them a 75 stipend on top of their normal pay um we normally pay 130 dollars to a substitute that comes in so that's a savings of

the district but they're going to make more than with their pay and their stipend they're going to make more than 130 dollars so it's good for the employee it's a savings for the district we get a certified person in there and we're not putting substitutes in that classroom that could be going somewhere else in a regular Aid classroom so we're hoping that we we increase the number of of fills in our regular Ed classrooms because of that so um again it's not going to solve the problem but it's going to be between these two um recommendations we hope to at least help alleviate the problem someone what a clever maneuver I think it'll work efficiency okay [Music] a few dollars here a few dollars there right anything else okay again I'll entertain a motion to

approve that okay Mike smile with me so I will move to approve paying a 75 stipend to designated paraprofessionals for serving as a substitute teacher second all in favor all right tonight's Personnel reports we do have a supplement so please refer to the supplement as well um we have two new certified two new classified four new classified Subs two resignations uh three certified changes nine classified changes two coaches and of course 141 timesheets for your approval um I want to note a couple on here I had mentioned that we have number one is the new permanent substitute teacher that we just talked about for Heritage Middle School uh number eight you might recognize as me this is just my notice to you all about my um going on to the rehire a retire rehire program

through ESI this is the formal notification that was required as part of my contract last time you approved the contract and this is the the notification that I have to give you um and I'm trying to think was there somebody else and that's about it on on this Pro that I just wanted to point out is number nine on the supplement coming back as a teacher coach but I was just wondering no this coach all right any other questions like to make a motion but tonight's Personnel repo Report with supplement as presented and all in favor aye item nine a safe dates curriculum [Music] um you'll remember that last summer sorry got a potential product in my throat you'll remember that early last summer we talked about the Family Life curriculum for Heritage and the

high school and that you approved um about three months later or so after the materials had been on preview for the public the health department who teaches the courses forgot to include um one piece that goes with it and we wanted to bring that back and put it on display again prior to the potential of that folding into what they're doing it's just another like a unit of study with the program but because it hadn't been on display I didn't want to say oh yeah let's just do that because it's not supplemental it's really part of what they're doing so there's additional materials yes that they didn't provide for us at the time and then later they're like oh yeah we forgot to give you that so um anyway oh yeah I have it um

so what I just want to let you know um and Miss Bryce has a piece back there too the three these three pieces will be on display it's part of the family life curriculum that you already approved this unit of study is called safe dates and it's about safe healthy respectful relationships among peers so that's what that part's about but we did want to put it out on display play for so everybody can see and go through it if they have an interest in doing so it'll be on review and for public comment for 60 days yes ma'am and when does our family life curriculum start so not until quite a bit later this year than normal because um yeah we got lots and lots of time okay Okay the reason is I asked that

too the reason is that um you know we have when we approved it they'd already started booking and we were sticklers about wanting to get it approved but they hadn't gotten it to us soon enough to do it earlier in the school year so it's just going to be closer to the end than the middle okay it'll work out so I just that was information just wanted to let you know we're putting that out so just a quick question that the materials that we've previously approved the physical materials yes are they here now or will they all come with this additional material so those kind of explain I understand that but the the order quantity has not yet been shipped if it is we don't buy anything and they don't ship it here um they

bring it okay but it will include this this additional material when it after it has gone on display and it has been approved and the county brings it all the health department so we don't have to buy anything like they do it for us for free okay sure thank you so we're okay so anyway um this is really geared toward um Team to team preventing team to teen abuse of various kinds building healthy relationships so that's this component of it so that'll be out on display the one thing I did want to note when we had the other pieces available for public review there was the option of posting a link so people could access it from the website this is actually not available that way so they have to come in they have to

come in there is no link there is no website that exists that people can preview the materials that way and we keep track of the numbers that we have a sign-in sheet yep that we put with the materials so we know how many people have come into view and I think we had the other materials they were on display for over 60 days gone well over and I think we had three okay so I just wanted to let you know that so that's information and we'll bring it back after this 60 days have gone by thank you okay no action I'm sorry it says all right item 9B social studies materials pilot and materials recommendation okay so um over 60 days ago actually um starting at after September 12th the morning after that board meeting

we had the materials on display they've been out in the hallway here um and with some links on the website ever since and we have had an opportunity to use them at Del Rio and at Territorial and the teachers are recommending the purchase they've found the materials to be thorough and easy to use and engaging for students at we are recommending the purchase of print materials which also come with full digital access not just digital materials because like one of the things we found at Brandy school during the pilot um it's you know little kids have a hard time with just digital materials they have to have stuff in their hands and um at Ed's campus they've actually done pretty well one thing that teachers have commented on they like that it's the same platform

as their math and language arts materials so they're very comfortable with the platform the students are comfortable with it and as a reminder one of the things that the materials are consumables the digital students can work in the digital platform offline which is pretty amazing so McGraw-Hill is the only Textbook Company that was very opportunistic during covid and push their product line to on and offline use so what that means is a teacher could make an assignment and say to a kid we have a lot of kids with cell phones that aren't cellular enabled but they're Wi-Fi enabled so when they come onto our campuses they get their phone out it has Wi-Fi access they can actually log into the system download assignment X Y and Z and they might start it in school on

paper or they might start it in a Chromebook when they're at school because we're doing a lot of that so kids are comfortable with technology you know so what about the State Testing business right so let's say they want to keep working on how to read something it's downloaded to their device they don't need internet if they use their device a parent's phone a phone a tablet whatever come back to campus with it log in again it syncs the work they did offline Tom to their online work so that was a phenomenal build out that makes it so even our kids who don't have internet if they have some kind of a device there is that potential now those would not be required things because if kids don't have devices although we have a lot

we can hand out it's an additional opportunity so Cindy let's see if I understand so what you're saying in the classroom they can download to their phone the material use their phone to take it home to then re-download it to their Chromebook and work on it don't even have to they could work from a phone it once it's whatever device they want it on offline it has to be downloaded to that device sometimes a bigger screen keyboard and everything easier but if they would need some kind of internet or Wi-Fi to get it from one to the other okay so either internet or Wi-Fi at home Wi-Fi at home or cellular okay but she's saying she doesn't we don't they don't need that in order to do the work if they if they download it

at school yeah right or a tablet right the other thing that I think she she pointed out was that we have devices that we can only give the kids to take home they can't and and we have a and you know with this with the sleeve delay day today uh there's some information that went out that we're going to have the at-home learning days if we do have a more serious storm we want to push these devices out we have devices that we can't give away because no one's asking for them but if someone doesn't have internet at home and or does not have a device we have both available to parents okay we started to deploy them um our we some of our homeless students have a hot spot and a Chromebook and some

of our language Learners um where they're sort of they were our first kids that checked out a hot spot and a tablet because they were so enthusiastic about learning English they didn't want to stop when they got home at night so we've push devices out already about a month ago with those kids and you are making hot spots available for any family that does not have either Wi-Fi or cell service yes wonderful we do have those as well so and like Mr Schultz said information about how to obtain those has gone out we've been talking with the staff at different schools as we've been making our rounds and promoting it through the staff and I filled an email from staff who said hey I have this kid they need a thing so then I hook

them up with the right person who has the things and in addition we have the same materials to give to teachers that may not have yes internet or device at home themselves they can get a Chromebook I mean and or they can get a Wi-Fi device that they can take home use and keep it home so in this instance for this agenda item what we're asking for approval for is to spend money to purchase social studies curriculum for grades K yeah I was a former that's right you betcha the purchase of social studies curriculum materials for Tech and yeah TRS but I will enthusiastically and I will ask enthusiastically all in favor all right so now we get to talk about some other fun stuff science so I'm making the rounds Brandon and I had

a chit chat today um Mr Moody and the teacher and myself will be having a little chit chat tomorrow or whatever day Wednesday and tomorrow you got that one and um yeah before the band acquire concerts so the science materials how it works is this science materials are all to the module these materials have also been on display since September 13th they're still on display out in the hallway out there we're all excited that we can take them down because it's a lot um and the teachers have been using them I've had a lot of really positive feedback I want to talk a little bit about it so for example you'll remember that just not too long ago a few years back Arizona rolled to the Next Generation science standards so those became and those

are national standards those became Arizona's official standards with a little bit of massaging for things that are important to Arizona or aren't important to Arizona okay so that was all fixed up and they the State Board of Education adopted the standards because the standards for the most part are next gen at the middle level for example there are 12 modules of study over the course of the three years of Middle School some states do module a and eighth grade some do it in seventh some do it in sixth so no module of learning is grade specific it's uh yeah topical content type could be like a life sciences you know or something like that so they're all made so they could be rearranged to the grade levels that are applicable like to your own scope

and sequence so it's like that for the middle school and it's also module based in um K5 because you may not have time to do for example every experiment or every module and so you're identifying the most important standards you know you've heard Miss Bryce talk about things like the power standards or things like that standards that are assessed more heavily or or are a larger component of the standards than some other things some things take out more space on the standards at certain grade levels than others of course so they're all arranged that way now in addition to consumable materials digital materials so for example a kid could take all their lab notes in their textbook because it's a consumable textbook those lab manuals are also online so a kid can practice their writing

skills online they can practice answering assessment or classroom questions and they're in the same format as a standardized test so like you drag the answer you highlight the thing like all that okay the other part is that they come with well you have to buy it right because and wait there's more um they come with a science kit for each module that contains all the little things that you need to do the experiment so those kits have an inventory sheet and what I'm going around figuring out is because we can buy kids like for eight years right but it's a lot of stuff and it's a lot of stuff and in the kits are some things that are reusable like I'll make it like a scale you know or something like that you only like

you don't need a new one every single year you can get by with the old one and a lot of the stuff in the kit for little kids cotton balls Q-tips a seed packet you know whatever like little things that you could get cheaper at Walmart so what we're what I'm figuring out is will buy the kids the very first time and then we'll do so it was one of the things we're deciding is will we have somebody who inventories the kits and then we order all the stuff from Walmart and we pay that person to come in in the summer and rebuild all the kits to save some money because then we're spending money to help somebody like have a little summer job for a week or two and then we don't have the

storage issue right of like gazillions of kits everywhere um or like last year we needed six first grade kits on this year we only need five first grade kids or whatever so now we got kids coming out our ears so anyway we're in the process of figuring that little piece out because the science kits you can see like the Social Studies books were about 150k science it could be half a million it was like a big difference right so we want to be very wise with our money we want to only purchase the things that we're going to use but we want to make sure that every single teacher has every single thing they need to do their job and so that's why me with the principles before we finalize the order what's the best

and smartest way to spend our money and the other thing is if we have a bunch of kids laying around we're just going to say this could theoretically happen one of the kits has cotton balls in it and a teacher goes oh I forgot to go to the dollar store to get the cotton balls for my other thing I'll raid the science kit and then I'll replace it but then they forget to replace it right so then Brandi has to centrally store the science kits and then she's like I need a shipping container and I need shelves and I need the things and I'm like we should have just you know whatever so that's what we talked about today because we all know the things happen right so we're trying to come up with a

way to not make it a huge job and not run out of space and not overspend when we should be being smart with that one so the number you see on here is a Whopper but that's really if we bought every single thing every single time we can spend money that's what it would look like it's going to come in less than that we're proving up to well we're approving purchasing it this gives us a ballpark how's that I like that because we're not really approving the money we're approving the materials sure so yeah all right again more clever efficiencies trying you want to be the cotton ball please Mike that's exactly okay all right I was thinking retirement jobs googly eyes maybe I'm all for it yep all right okay emotion please okay all

right Mike oh no Peter Peter's a science guy you're just a scientist oh okay no he's excited about his cotton balls okay agenda item nine c I moved and we proved the purchase of the science curriculum materials for the three schools as noted well thanks we're all happy about that we're gonna try to get them here pretty quick cool great item 10A Board calendar for 23 and 24. this is the recommended Board calendar the typical date is the second Monday of the month um can't really go any later because we have some some mid-month uh deadlines that we have to meet so for for typically Financial stuff AFR and budget um any earlier sometimes it interferes with Mr Livingston trying to get that work done um and so we want to try to be typically

later rather than earlier um there are some some notable changes we talked about January is a Wednesday in March it's the first Monday because the second Monday is Spring Break um in June we have June 7th and that's because I am gone the 12th to the 23rd um my daughter's getting married in Hawaii so I'm I'm gonna be off yeah that would be I apparently have a role so I have to I can't opt out um October like we did this year is uh the fourth because the next week is fall break and that gets us through and then January 10th I think we're doing that's a Wednesday also it's kind of at the bottom in yellow um that's of 2024 believe it or not we're talking about board meetings in 2024. that's the same
