002at the front with me on my far left we have Mr Carl purses representing District Four next to Mr purses is Mrs Jesse Thompson representing District three then our school board attorney Mr Aaron Wolfe on my far right we have Mrs Celeste Gilmore our agency Clerk Mr Reuben clone representing District Five I just saw your shirt okay I like it um and Mrs Anita Burnett our vice chair this year representing District Two and to my immediate right is Dr Carmen balgavin our superintendent I am Miss Jamie Haynes and I am your chairman and I'm here representing District One we're going to move right on in and my understanding is we have Embry Riddle on the um speakerphone for us so we're going to talk about item 2.01 dual enrollment opportunities with Embry Riddle Aeronautical University
003Dr B thank you madam chair board members good evening audience I'm thrilled about this presentation is you know we do have a partnership with Embry Riddle but this is expanding that partnership with Embry Riddle as it pertains to two areas of studies for our students with us here today we have our current High School Division Dr Gabriel Barrio or assistant superintendent for high school his director is here with us Miss Carolyn carbonell we have a one of our very wonderful principal one of yours right there Mr desiromo that has joined the team because he will be carrying one of these programs specifically at his high school online with us we have Miss Catelyn Barnett who is the director of education for Embry Riddle Mr David morfield who is the director of flight operations I think
004I gave it away a little bit there um Dr Colleen Conklin who is the executive director for Embry Riddle Dr Jeffrey bipshin who is the central Florida regional manager for Embry Riddle and Dr Cindy Louisville um who is the Epic Flight Academy Director of Education so they're here with uh this evening this afternoon to share this what this opportunity is going to look like for our students and to answer any questions that you may have Dr Maria uh good afternoon chair Haynes board members and superintendent Dr balgubin uh we're excited to present this um this dual enrollment opportunity for our students this new expansion of the of the program at um with Embry Riddle so as far as the presentation goes okay thank you all right so um we've done the the introductions I will
005tell you I just want to give a a big thank you to all of the um uh uh staff from Embry Riddle and also from epic Flight Academy and and to Mr geromo and his team uh in this work that's happening and also uh Brie castelli couldn't be with us today but uh she's been um critical to to to the work that we were doing with Embry Riddle um as you know we already have the aeronautical science program at Atlantic High School um with that and and it is it has taken off over the years no pun intended I'm here all week but um but uh we want to be able to do the same thing at DeLand High School and and and again the partnership that we've had with Embry Riddle with everything that
006they do we just want to thank you I I know you guys I know that everybody is on teams and we're excited also about expansion expanding the opportunities that are available through every epic Flight of the um Flight Academy as well uh so um to the Embry Riddle team uh we're on slide four so I will let you take over on that part uh good afternoon uh we are very fortunate to have Dr Conklin uh she will be hopping on and off a little bit as up there soon Pauline um they are asking for us to introduce our programs you're mute Colleen I will be um I'll need to excuse myself but you're in good hands with Dave and Kate um and so basically just to share with you we already have a partnership with
007Volusia County Schools at Atlantic high school and we provide dual enrollment opportunities in aviation and Aerospace studies and also in addition to that we're we're expanded our programs to provide Middle School uh courses in aviation as well so I'm going to hand it off to the team who will go into greater detail with you but basically everything that we offer is related to the study of space uh Aerospace Tech design Aviation Aerospace Robotics and technology and so we look forward to expanding the partnership with you all and like I said you're in great hands with the team there and I will pass it over to Kate and Kate thank you so much Dr Conklin we appreciate it thanks Colleen all right I love the beginning of the slide with the word imagine we just hosted
008an event on campus for second graders 150 second graders and our guest speaker had the students say who wants to be an astronaut and nearly every student raise their hand to be an astronaut which was just exhilarating and exciting our mission with the gates Aerospace Institute is to bring stem education as Dr Colleen Conklin mentioned to the students of Florida and beyond our borders we are excited with this partnership and the expansion what has been happening at Pisa at Atlantic high school they are beginning to flourish and grow and we're excited to offer opportunities to the other schools noted in this presentation we offer an enhanced concurrent enrollment program so instead of a student getting in a car leaving campus leaving their home campus leaving their friends leaving their schedule we offer concurrent enrollment where
009we offer on the school campus in the student's schedule without any cost to the student it's very exciting we've aim to bring down barriers to bring that stem education and dual enrollment opportunities to the students of Volusia County next slide imagine Astron Navigators entrepreneurs inventors Pilots maintenance the leaders of tomorrow that's what our dual enrollment and high school and middle school programming offer the students of Volusia County and we're excited with this partnership and the expansion into Middle School at with Volusia County with the with concurrent enrollment on the campus students are from with their familiar guidance counselors instructors and then the support that we provide through our regional manager Dr bispin for Volusia County as well as Dave and I here at headquarters on the Daytona Beach campus we apologize right now we are
010at Sun and Fun in Lakeland so it's a little bit noisy here we're doing some education activities with students so please forgive us actually we don't apologize because this is a lot of fun being here so we we wish you guys were here with us so unfortunately you can't but if you can make it out here it's awesome Jeff Davis flying students right now off the Daytona Beach Airport correct uh Lakeland Lakeland airport so the students are getting and a bird's eye view of the airport here as well as getting sometimes their very first experience of a of an airplane in the air it's been very exciting it's been fun one of the things and and I'll I'll kind of dovetail on what um Kate was talking about one of the things that's really nice
011about our program is I always like to tell the the administration and teachers if you think about our program it's really kind of a Capstone as to what happens with education for your kids and for the students So What by that I mean if you think about what they're taking the math the physical sciences uh meteorology uh physics everything that we teach is really put to practice as we teach them these classes and these courses so they see the practicality of what they're learning and they go wow there is some applicability for what I learned in say physics what I learned in mathematics because that gets actually used I know most of us when we went through school right we didn't have a program like this so we started thinking about well when am I
012ever going to use physics when am I ever going to use that that math that higher math I use well that's what they learn in in our classes is there is applicability to it and the other thing is the fun and wow factor when you're taking these courses they are flying drones they're flying simulators they're learning all this stuff and they're going on field trips and they're going what's the art of the possible it I can actually do this and that's the thing that just explore explodes in their imagination that they actually can do this and they do see the art of the possible and Volusia County is doing well with their Career Technical education to align with Aviation and Aerospace as high wage high demand careers for the State of Florida so we touch
013students across the state and anywhere in the State of Florida you can find aviation Aerospace maintenance related careers that will provide a very well very high wage Force for them and their families all right thank you and as far as we mentioned already the Embry-Riddle opportunities at Atlantic high school so when we look at Atlantic high school with Tessa that's an established program you know they've been there for years so so it's it when we look at Tesla we it's already been Advanced to where the students are already taking dual enrollment courses that doesn't happen right away because we first have to build the students up to be able to take those courses but I did want to show you Atlantic high school so that you can see the type of programs that they're currently
014taking so when a student is dual enrolled with Embry Riddle at Atlantic high school they have the opportunity to take Private Pilot Ground School that's five credits with Embry-Riddle Atlantic Aeronautical University that is five credits that the students don't have to pay for because they're taking it as a dual enrolled student unmanned aircraft systems unmanned aircraft system operations and what I'm hearing I'm not a techie person but that those are drones but you know they get to work with fun stuff and and it's not just to have fun as as Mr Moorefield mentioned they're learning math they're learning science as they do that industry certification opportunities there's multiple the FAA Private Pilot the USI USI safety certification and the uas remote pilot so this is what we're going to be building the program at the
015DeLand to get to in in a couple of years so to show you that that progression um starting this next year students would take year one and and year two and or year to Aerospace Technologies and we have the course codes for them already because they're already in existence and year two for students who are Advanced would be able to already start their dual enrollment courses uh year three uh dual enrollment would be an expectation for the students and they can enroll in the as121 Private Pilot ground school then year four or they have more opportunities for the dual enrollment uh semester one as an example would be as220 unmanned aircraft systems and semester two would be as235 and so additional if you notice one of the things that we have in here in our
016planning is you know the requirement for an additional teaching uh unit for DeLand High School uh one of the challenges that that we're that we're um working out is finding somebody to be able to teach those courses because teachers are always in competition with the private fields and so where we're fortunate is that because as far as starting in the land we already had Mr Ginger almost speak to this later we already have an opportunity for a current teacher at DeLand High School to get in District certification so there's a teacher that's expressed interest and Mr Jerome will speak more to that and and all that's required is for them to get the industry in District certification to be able to teach the Aerospace technologies that person will also receive training uh from Embry Riddle
017to make sure that the curriculum is being followed so that gives us a year to find that dual enrollment teacher which we've already started the search now so so so there is a buffer if you will for DeLand High School in terms of finding the person for dual enrollment because it is more likely than not um the students that will be dual enrolled would start the 24-25 school year um and then they and then they would enroll in the rest of the courses so um and and uh Embry Riddle is is lockstep with us in regard to not only helping us find the teacher potentially fund the teacher for the first year or two but also to provide all the training necessary for that teacher to be duly enrolled so so it's exciting times um
018so um thank you for that um dual enrollment criteria for students and and this is something else that that's exciting to me because um there is pretty much open access for students if we're not looking at offering this program to the top of the top students alone a a student to be able to qualify for for this program 2.5 GPA and it has to be in grades 10 to 12 to participate in the Dual enrolled portion of it and then there is one benefit at Embry Riddle in regard to dual enrollment for criteria that's not available in public colleges and that's that the students don't have to take the perk for a lot of students that is actually a you know could help could stop a kid from getting to that program but in this
019case part is not an option and then the last two bullets talk about that once a student is a program in the program they have to maintain their grades that's the one criteria that one of the criterias that we have for that okay and then going back to the Embry Riddle team if you can speak to what to expect of what students should expect when they enroll in in Embry-Riddle dual enrollment thank you so much Dr Barrios I'll introduce your regional manager Dr Jeffrey bism Jeff if you would like to take this information and expand on it yes absolutely uh good afternoon everyone and I am not at Sun and Fun I'm actually at lake lake Bradley high school right now working on the courses um for next um Academic Year at the school at
020this school and of course we do that with all the schools that are uh participate with us but the first bullet here talks about move from teachers supporters to student directed learning uh basically uh we're giving the students exposure and experience at the college level they need to learn how to study study skills right like I said states there how to effectively study all right and capture the knowledge that they need also apply University the level as I just mentioned study skills active listening uh which is also always seems to be a challenge for some students to get them focused on what they should be um you know taken in writing with a purpose that's a big one effective presentation that's big deal obviously they're going to school and definitely when they get into the
021corporate environment prior to coming to Gates I was a senior level manager at Boeing for 25 years and believe me where folks can effectively present and to speak is extremely important for them as their progress in the corporate environment so we're gonna we're gonna teach them that and definitely time management how to make sure that they stay on schedule with the things that they have to do reading an office understanding synthesizing at the University level as the mentions there the textbook pages the sign increases from what they are accustomed to so again we're getting them acclimated to the college environment right that way event they actually get into college and we're not necessarily saying that they're going to come to Embry Riddle but any college that they go to uh what we're doing here in
022this curriculum is getting them prepared for them right and definitely thinking conceptually engaging in thinking about diverse perspectives what we always do in classes we ask them to and I'm always doing this in the class think outside the box give me something new right and we want them to do that we want them to come up with new ideas on how to make things better in life so so that's basically what I would say relative to this chart thank you so much Dr bisma thank you thank you thank you and and so what's exciting I get excited easily with with uh with with presentations but one of the things that's exciting for me on this slide is they mentioned synthesis and application they mentioned um active reading active listening so when students are signed up
023into this program yes there's a lot of cool gadgets and simulators and and drones that that they can quote unquote play with but they're working and they're in an environment where they're actually doing more work than they think of and and they're solving problems and and these are all things that help students when they take the and when they take the ELC and and so when we look at the tests of students at Atlantic for example these students are excelling regardless of what GPA they come in regardless of what test scores they've had in the past when they take these high rigor courses there's a level of expectation and when you have a high level of expectation for students guess what students meet that demand and and and and that's one of the things I
024love about this program the other thing I love that that you heard indirectly is you can hear in the in the voices of the Embry Riddle team how much they love their job and they're at places right now they're not at Embry Riddle they're at Schools they're they're watching kids fly planes they're they're visiting uh other schools and helping so the support the level of support that DeLand High School is going to be getting it's the same as what Atlantic is going to be getting to make sure that this program is successful so so it's it's really um a powerful team effort between Volusia County Schools and Embry-Riddle um the expansion plan is not limited to DeLand High School um we're we're we're we're expanding it to the middle schools uh feeder schools to both
025um Atlantic or and to and to DeLand or or close proximity so you have to land Middle School Deltona Middle School Campbell Middle School Holly Hill and Southwestern and we've been working with with the middle schools through Patty core um to me uh to to make sure that the that the transition between middle school and high school for these students who are interested is seamless um you see in in the in the Middle School the the the the the courses that are available in eighth grade Aerospace technology um sixth grade introduction to technology in seventh grade for the sixth grade and seventh grade courses those are courses that are already available and and so the expansion is going to increase the level of Embry riddles involvement in in health support so for example people having
026curriculum and specialized curriculum for the teachers training the teachers during the summer to prepare our students for when they get to high school um so we've already had uh meetings with the middle school principals included to to and and and uh so that they are aware and ready for what's coming to middle school as well epic Flight Academy um one of one of the um interesting things I've learned a lot about flight and and rules for flying and everything and one of the things that I've learned in our conversations with both Embry Riddle and epic is that a student a child or or can get their pilot's license at age 13. um and so that's before they get their driver's license um yeah well for most yeah and and so but my point is that
027we you know we uh with Embry Riddle the the progression for students to get their their lives their their pilots license um happens post High School for the most part for students that now we have students who are always interested who you know we always have students that are interested in getting it beforehand 13 14 15 16. so epic Flight Academy has been around uh for quite a while and they have opportunities for our students to to get their pilot's license and and I started work I actually was at Deltona High School for their career fair when I spoke to John I met John luck in person for the first time and when we had the conversation it was pretty exciting the opportunities that we have and so the main roadblock so when a parent
028and a student are able to to want to go to Epic Flight Academy and and and the the cost is is is not a concern the only roadblock that parent that parents had prior to our conversations is time because students are in school all day and so so they it was really hard for them to you know get a schedule where they were allowed to go to Epic Flight Academy so one of the commitments the High School Division has made um and this is under the direction of Dr balgeben is to make sure that if a student wants to become a pilot we take those roadblocks out and if a student wants to become a an air aircraft mechanic we take the roadblock of they have to be on campus for those seven periods and
029they cannot leave and you know go to Epic Flight Academy so there's a lot of opportunities that we have to do that they can go do it through Vol you know for a student who's who that that's an exception they can have a specialized schedule so that they have time to get transported you know by their parents to to Epic Flight Academy or or on their own so um on the on the line we also have Dr Lavelle from the from epic and and I'll let her speak to a little bit about the opportunities for for the students in terms of the aircraft mechanic school and the flight school thank you um happy to be here today we have been uh in New Smyrna Beach our main campus since 1999 training hundreds of Pilots each
030year and aircraft mechanics now our programs are FAA certified we have trained a number of Volusia County students in fact we've given lots of scholarships to Volusia County students you may know the name Ryan Groll who uh trained with us when he was still a high school student now an Embry-Riddle student and really making a mark for himself there I'm involved with the Tessa Academy I'm the chair there at the Atlantic Atlantic high school and so we we have a do we have a good relationship with Embry Riddle we have certainly hired many of their graduates and they have actually hired our graduates so we have a great reciprocal relationship and we have all new aircraft we buy off we are our motto is Safety First all of our aircrafters purchased new from the factory
031our aircraft mechanic school does take 19 months to complete for domestic students our our local students of course pilot training is about a year to get everything they need to go out and become a flight instructor that's going full time obviously um if they're enrolled in school they're not going to do that but we do have um a partnership with Volusia County Schools we're happy to be on this call and working with Embry Riddle and everyone else we have had many field trips that are New Smyrna campus from area schools and we have attended many career fairs at different schools and we're happy to come out to the schools and continue we're at Burnside Tech quite often but we're just happy to be involved and looking forward to how this evolves going forward thank you
032very much and and you know in one of the other things about the why for for expanding this program is in our conversations with the chambers uh and also just with Embry Riddle and and with epic the number of high skill jobs available in Volusia County in this field is extremely high and and they're always looking for for for workers and whether it's a a aircraft mechanic or or a pilot um you know one of the things we want to do is have Volusia trained students fill those high level jobs right here in Volusia County so we're excited about that as well giving this opportunity not only for our students but meeting the demand of the job openings that are right here in Volusia the next some of the next steps include communication with all
033stakeholders so that communication is going to be with the Middle School parents and students with the high school parents and students in terms of the opportunities that are available that's going to be happening uh as we speak as we prepare the students for the schedules and also with the teachers to provide the training between now and August and master schedule season is is pretty much on now so so so we're getting those course requests from students as this is a new program and and there is time for students to that if maybe before they weren't aware of the program that was coming they will be aware and if you remember this is about the time that when we opened up HVAC at Pine Ridge we started advertising it and and the demand for those courses
034filled up quickly um and then orientation in and speaking with Embry Riddle that there are orientations that occur mostly with the with between the teacher and the students but we will be advertising those as well and of course we'll we'll we will make the board aware of when those dates are uh and and you are absolutely invited and welcome to attend because this is going to be exciting times for our for our students and parents to receive that information um this I mentioned this video at one of our meetings I and I and I'll confess to Embry Riddle now I've probably watched this video like four or five times because it's such a good video and and and and and and and and and when I was watching it the first few times I was
035like man if I would have seen this video when I was in high school I would have absolutely done this because it it is um it is um it tells you the essence of the program and um as you know it's going to be a new program but it's going to show you where we want to be with this program in three in in four years I mean really by by the first year but as it as we add dual enrollment opportunities for our students will see it so it's it's um you know if if you have popcorn you want to take it out it's about a five minute video uh but it is well worth every second foreign mentioned the gates Institute and the fact that I could pursue a college credit in Aerospace
036at my high school was something that seemed so unique and so far out of the norm I it felt like I'd be silly not to take that chance from there it was a whirlwind constantly moving through a progression of not only flight lessons but also through all of the classes The Institute offered because behind every pilot there's somebody who might be an engineer a mathematician they might be an artist so it gave you a big wide breadth of experience before you even got to college without the gates Institute my life would be completely different the gates Aerospace Institute is an organization under Amber riddle where college courses are provided for high school students in a dual enrollment environment basically the students while in high school are still able to earn college credit they earn the
037experience of a college program and they're able to use those college credits and that experience then after they graduate high school and move forward in whatever field they want typically if you wanted to go into Aviation you were going to finish high school possibly go into the military get training that way if you didn't do that route you were going to spend a lot of time and a lot of money at flight schools and eventually possibly getting to the airlines if that was your goal our ability now to be able to start our kids early is a huge jump start to their careers to their lives I've had a lot of kids who said I think I want to fly I'm not sure and it turns out maybe flying wasn't what they wanted to do
038but they did want to be involved in aviation whether it was engineering whether it was as a crew member in weather any of these other things that are part of the entire aviation industry it gives our kids the opportunity to make those decisions and see what this looks like well in advance of them finishing high school and then saying now what do I do the one big thing I'm I'm always told by people who find out what we're doing is I wish we had that when I was going to high school because it's an opportunity for kids to experience and learn things that never was available before they're able to Now understand Aviation they can get inside an airplane they can now take their certification test for a job and a career that they can
039start doing almost immediately right out of high school and so our ability at the school level to then incorporate all of this with Ember riddle to give them the college experience has been miraculous [Music] in high school I kind of didn't really think much about college I I knew I wanted to go to college but I didn't really know what exactly I wanted to do until I found the gates airspace classes of the dual enrollment program and that really kind of led me in the right direction for a career choice when I got into the gates airspace classes I had never heard of the term drone before so this was really like an Awakening for me I finally realized this is what I want to do I wanted to go to school at Ember riddle
040and made that transition from high school to college really simple I got involved in the gates Institute when I went to high school so they had an Institute at my high school I started the Institute as a freshman and that's how I really got introduced to the Aerospace community and the aviation community and so I took and brutal courses through the gates Institute from my freshman year all the way to my senior year growing up I've always wanted to be an astronaut and so I already loved Aviation and Aerospace but after entering the gates Institute they kind of gave me a road map as to how to get there so I would say it 100 affected where I am today through the gates Institute I got involved into Aeronautics and light and then I got
041interested in Ember riddle once Embry Riddle got interested in human factors and then continued doing human factors within my area of Interest which was Aerospace and Aviation so I thought the gates Institute I don't think I'd be here I think it's super important to introduce young people to these Concepts and opportunities at a young age because I think um it kind of helps mold that young individual and helps prepare them for what's coming next it's just inspiring and it's encouraging to know that these dreams that you have as a kid you can be fostered and with enough care and with enough diligence that you can actually achieve these dreams that may have seemed so big that it's really it's achievable one step at a time [Music] it's really about exposing students to what the future
042might be and we are in the middle of one of the most exciting times because the future is especially in aviation when you look at commercial space when you look at Aviation when you look at Urban Air Mobility the possibilities are simply endless what we do is we really kind of push in and so we work with high school teachers visiting professors and our program takes place teaching dual enrollment courses in the course of the school calendar the school day students don't have to leave campus so it's an attempt to remove barriers to students accessing programs and opportunities and it's worked very very well we often talk about our program being a solution to a very complex problem you just look in the next 20 years between 2017 and 2036 they talk about needing over
043600 700 000 new pilots we are preparing students for those careers that are in need to be filled but also for careers that don't even exist yet I think the partnership and the relationship between Emory riddle and the gates Aerospace Institute is very unique for one but the reputation that the university has of being a premier learning institution and then marrying that with an opportunity to engage young people to expose them to the multitude of Industry opportunities and careers that are available they're really what this country needs to feed the workforce pipeline that's desperate for future employees [Music] okay so earlier I mentioned the communication strategies that we have one of the communication strategies that we have that's already built into our CTE programs with every program and Academy is our menu of options for
044students so so when we every time we have a new program or Academy this is added into that menu of options so that parents not only parents but community and and stakeholders are aware of what's available so you'll see this embedded into that menu of options and in terms of having the criteria for students and and you know how the application process will work and how to get in we'll have all that information laid out I mean of course that will also be available at DeLand High School through the school counselors and everything else but but we we want to make sure that we are providing to things providing the information to all of our stakeholders and the second thing is marketing like the great Partnerships we have and then the programs that we have
045with with our stakeholders so um contact information um I told Bree since she wasn't here today that it's going to be all her so any emails or questions that you have and so she is well aware and then uh I'll open it up to questions and and the team from memory riddle and and the um epic Flight Academy is staying on uh in case there's a specific question for them but also if you have a school-based specific questions uh Mr digiromo is here as well you to speak is not working he's not on there yet please also note that I'm going to repeat the question for to make sure that they hear the question when you if you have all right it's time for questions they they took care of you so you guys are
046awesome IQ wasn't working so it took a few minutes and then it was who pushed it first so but Mr cologne is going to go ahead and start us off with questions so you know there are people who talk about it and then there are people who get it done and uh kudos to the team Dr B because this is called getting it done um I won't forget many years ago we read a fsba conference and it was uh extremely embarrassing to see a school district from somewhere on the west coast who brought their students flying drones into the Florida School Board Association who had a partnership with Embry Riddle University and again kudos to them but it was kind of embarrassing that we did not have that in our own backyard so I want
047to thank everyone who's worked arduously on this thank you to the Embry Riddle team for your diligence and excitement and making this happen for our students I do have a question which of course everyone anticipated so I have to reach out to the mayor to make sure that we build a an airport in Deltona I understand why New Smyrna Daytona the land because they have airports so we definitely need one uh for Deltona so we'll work on that in the meantime I was wondering if there is an opportunity for students on the west side of town Deltona in particular to be able to participate in these programs without having to leave their home school meaning I am at Deltona High I am in 10th Grade and because right now as it is we and or
048so I I my first request would be that we allow that opportunity but I realize that's a transportation Nightmare and or as we do with IB right now have that bus that picks up at the library so that students can go to DeLand to participate in the program I would much rather them stay at their home school and be able to go over there but if not possible would we consider provide because we do it for IB now providing that Transportation so that those students live in a town with no airport can also participate thank you okay so and so I think I heard three different questions in that one okay so so uh the first part of it in terms of a student having an opportunity for the Embry-Riddle um dual enrollment program and
049I'll I'll let Embry Riddle speak more to this once I give what I think is my answer um is that a student can apply for a variance to go to the land or Atlantic at this time because right now the Embry-Riddle dual enrollment program is only available at Atlantic and and it's going to expand over to the land I believe there are other other other opportunities with Embry-Riddle in terms of summer programs but but I don't want to I don't wanna speak for them so Embry Riddle am I correct on that yes there are summer camps on the Daytona Beach campus so yes there are summer programs and if you would like to offer a summer program uh with us on your campus we do have a new uh Project Lead for outreach activity uh
050currently we're working with Flagler schools to do some Middle School summer summer camps so if that is of Interest we would certainly be happy to come to your campus and offer programming so okay and so and be riddle I'm happy to follow up with you on that so that we can get the information out to our to our schools particularly um Deltona High School Pine Ridge or West Side schools thank you yeah like I said I think if we offer that bus like we do for IB I think that would make it a lot more attainable for our students because right now a variance requires the parent provide the transportation and we're already doing it for IB so imagine if the one bus takes and again I'm thinking in a different world here if one

052graduated in 16 and that program has been there for a while and I know there was some time where it was a little questionable for attendance and an instructor but it's great that this is coming back and it's wonderful that we have been able to work with Emory riddle and the gates flight school but what's what's even better is the fact that Emory riddle has really seen a vision to what is needed and they've reached out and um and they're trying to create that and I know we are doing things in that way too so that's wonderful my question is how were the middle schools selected for which middle schools were feeding into thank you so uh two two different things we looked at the proximity to DeLand High School because that's where the the
053Embry Riddle is going to have it uh but we we wanted to make sure that as much as possible that we gave opportunities to as many students on the west side as possible so we we did you know within reason we selected the those specific middle schools with the idea that this is year one you know you know we're going to look at year one at the end and say hey is there room for more uh so but but we had to start somewhere and so we that made sense for for the first year in terms of that proximity and then also on the east side of school on the east side um Holly Hill and Campbell it's new to them and that made sense because you know they can easily feed into Atlantic those

060thank for helping us with that project out at the schools I'm excited and here's the thing it's not just because it's going to delay and high but it's because we're expanding what Atlantic High has been doing and we're bringing it to the west side of the county because we've been working hard um for a number of years to balance out the programs that are offered on both sides because at one point we all know we were very heavy on one side of the county and we were not heavy on the other side so we're working at balancing them out because ultimately it doesn't matter where a child lives in Volusia County they should have equal opportunities in order to get into a program or an academy you know because that's what we're here for is

063County um I'm very not having these types of programs available when I went through school seeing the excitement across the State of Florida and even out of the state of Florida where we have programs the excitement the dreams that we feed with students we are thrilled to be expanding in Volusia County and we look forward to working with each and every one of you and offering these stem opportunities to all of all of your students thank you thank you well if there's no further questions um thank you everyone for this presentation and it's another step forward for our students thank you thank you team we're moving right along now to item 3.01 social media litigation Dr balguban thank you madam chair board at this time I would like to ask Mr Kevin pendley our general
064counsel to come up and provide to you a very brief presentation on our social media litigation foreign Madam chair board members for consideration at the workshop today is a proposal from the France Law Group to authorize the superintendent to enter into a an engagement agreement with the Franz law firm and co-counsel Doran Sims wolf and Yoon to provide services in a proposed multi-district litigation lawsuit concerning uh social media's effects in our schools as we've discussed before the France group has represented Us in past litigation against the jewel labs and you will have for consideration tonight the settlement of that lawsuit at substantial benefit to the district and we believe based on the causes of action that are proposed in this case that it would be appropriate for the board's consideration I'm happy to address any
065questions again if I could just point out the France Law Group has agreed to handle the case on a 25 contingency basis therefore if there's no recovery the school district will owe no nothing in fees and my firm has agreed to act as co-counsel handling the discovery and so forth in the case and will be paid 25 of the 25 percent or a quarter percent and that's how we'll be compensated that way the district doesn't have to go out of pocket paying hourly attorneys fee a case that you know May result in a recourse um so that was going to be my question and I just want to make sure it's clear so if we were to move forward on this once again there's no out-of-pocket expense to us as a district in the event
066that it is ruled in favor of anyone who's part of this lawsuit that only 25 percent of what is awarded will go to the attorneys and of that 25 then that's when Mr Wolf along with the firm that he represents would receive a part of that 25 percent so the remaining 75 of whatever is awarded will come back to the district except for there are expenses so any costs for depositions or copy costs that sort of thing we the recovery would be less the attorney's fees and any costs associated with the claim so when you're looking at costs do we have any like just an approximate amount of what like a cost piece could be or is there a cap on what where this can't go a certain amount there is not a cap on
067the cost but they've been negligible in the previous litigation it's typically a few hundred dollars if there's a deposition or you might have copy charges for pages that sort of thing it's it's negligible compared to the recoveries all right thank you um Mr cologne so it's 25 percent plus the cost so is there a possibility should an aid not be successful that we would end up with costs no as I read this the costs are only deducted from recoveries support that's all I got on this one thank you all right Miss Thompson and then for any money that's a uh awarded to the district will that then go in the general fund or is there a special place to ask to go allocation of that is up to the board and the CFO and when
068it comes to budgeting and how much time is is there an estimate on how long this case will be years it just kind of whatever happens happens there is no guarantee about how long litigation takes um I will say that in the again going with our past experience in the jewel litigation the settlement time was very short okay thank you Mrs Burnett thank you um I know you said it'll be at the direction of Dr B but I also would like to see us educating having maybe some kind of program for our students about the dangers of what has occurred on social media and why this lawsuit is actually occurring because that is the biggest issue and it's leading to a lot of behavior issues whether it's in school or even Beyond so that's just
069my two cents thanks Mr purses uh thank you madam chair yeah I agree with that everyone also said here and I I was favorably uh impressed really with the uh the work of the law firm in the jewel case and when the gentleman came here and explained everything about what he would do and how they would do it and what the cost would be and so forth that's what it turned out to to be so I have faith that they'll real they will continue in that same vein and wish them the best with this yes thank you well and what I'd like to add is even for the um the jewel lawsuit you know there were expenses that we incurred and additional expenses that will incur you know to try to cut down on The
070Vaping that's happening on schools and so money was spent and money will continue to be spent and for this lawsuit if you know it's found favorable that you know we could recover some funding there's been a lot of money already spent at our schools due to students following The Tick Tock challenges and things like that the damage that's been done we've already had to cover so my thought is if we can recover some of the money that we've already had to put out and or unfortunately we'll probably continue to have to put out due to the tick tock challenges and the Damage I mean some of our restrooms were absolutely destroyed due to the tick tock Challenge on that and you you know you have to look and say where's that money coming from to
071put the restaurants back together but I appreciate you Mr penley and I agree that I think they did a good job on the last set and I'm favorable to this at this time thank you madam chair thank you all right we are moving right along um I'd like to go ahead and make a statement as we move into the next part one of the things that we realized as a board um once Mr penley came on board and we kind of got through the pandemic piece was that we had a lot of policies that were old and they had not been updated and um I don't know why wasn't here when you know I wasn't here 30 years ago or 50 years ago or 60 years ago when some of these policies were written but
072today the reason why we are looking at so many policies is this will bring us under up to we will not have any policies that will be 30 years or older we still have policies that we have to tackle that you know we really need to be down to policies are current but he's he and his team have worked hard to handle all of those that were still above 30 years in age and then there are some new policies here now that we have Dr Kuhn we've got some things that needed to be cleaned up in technology services and as always whenever there's a piece of legislation that may change a policy we have to bring it forward and so as we're moving into this part I just wanted it to be clear because people
073policies because we're chunking it and we're trying to get all policies updated and it's a lot of work and we just see the results of all of the work that he and his team we do appreciate you for that so we're going to start with item 4.01 authorization to advertise amendments to school board policy 202 a establishment of attendance areas Dr balgaman thank you madam chair at this time I would like to ask Mr Dr Earl Johnson our chief operating officer to come come forward he's going to share with us about amendments to policy 202 establishment of attendance zones Madam chair school board members superintendent albumin how are you doing today that's great great doctor excellence larger yeah fantastic Dr Johnson um I am coming to you today to ask for an amendment on with
074the school board policy as it relates to zoning there are approximately 38 students who live in the 32114 area code and attend to mocha Elementary School at this time as you know Tomoka students will move from Tomoka to Osceola campus this summer because they're doing a full Capital project on Tomoka for next school year for those students for the following school year what is the what the desire of the board and the superintendent is that we don't move students twice so we don't want students to have to be moved from one school to another and then do the same thing same thing so while I'm asking the board is that we get those students that are zoned for three two one one four and have them for next school years zoned to tyrity Elementary and

078thank you madam chair as you can see our chief of technology has joined Dr Matt our general general counsel and they will be presenting to you 4.02 4.03 and 4.04 thank you Dr balgo Madam chair board members let me clarify for the record that I'm going to call these three policies the technology suite for today okay all right uh we're going to discuss policy proposed policy 219 which is a new policy and number 427 they essentially 419 and 427 as proposed would make policy current policy 518 Obsolete and would require 518 to be repealed because they were essentially splitting 518 into student technology and employee or employee technology separately so with that understanding let me turn it Dr Kuhn to discuss the proposed student technology use policy which if advertised would become 219. thank you
079council penley members of the board I'm Matt Chief technology officer policy 219 or proposed policy 219 is the same policy that you already approved last fall but last fall we did not have enough time to break out the staff part so we left that part in so essentially last fall there was a new second half to the policy that was the student part that you authorized and then the staff part we continued to work on now we're ready to break both of those into two pieces so the student piece the only difference is its title and now has the title of student technology use policy as its own Standalone piece and it's in a a more logical section of the total policy catalog so there's not much more to say about the student technology piece
080before I move on to the other ones do you have questions about the student technology I have one question yes so we've learned recently that we have policies there's laws people don't follow policies they don't read policies they don't follow laws so my question on this is how are we going to share this policy information because it's very specific with students and their parents or Guardians so that there's not I'm tired of hearing I didn't know or I don't know and so I'm of the mindset any more you know my most recent experience was Federal programs and in federal programs the federal government does not accept that you didn't know what you were supposed to do for monitoring compliance allocation of funds or anything when they hand you down money and they make you sign
081an assurance sheet that you have read the policy and or the procedures and you understand what you are agreeing to so I guess I'm really asking you can we move towards something like that because unless we make people read this and sign something we're just going to hear I didn't know I didn't know that my child couldn't access this on the computer or have this Behavior because part of this is tied into behavior and would help us with the way you've written it and I appreciate the language and how clear it is to try to stop with the cyber bullying that's going on okay and so it's not I don't want to hear any longer well I didn't know or my child shouldn't be punished for that because you know if they used their computer
082in the classroom to cyber bully well you know that's the way it is I'm I'm I'm of the mindset and that's my personal opinion I don't know where everybody else on the board stands at but can we have some kind of an assurancing is what I'm asking for so would you like me to go over the implementation a little bit yes please okay policy adoption and policy implementation are definitely two different things right we can adopt all the policies we want but they need to be implemented to implement this particular policy since it really is already a policy it's just part of 518 right now we've already put it out to all our dltls all of our technology contacts in our schools now it was done mid-semester so that's not a real launch like we'll
083really do for the next school year when we check out actual devices so when we recheck out devices this will be an understanding that has to be signed off on it also is signed off on in the electronic registration system so when you register for school you have to check that you understand not agree to necessarily because you don't get to agree to laws right you know speed limit's the speed limit understand what the speed limit is you understand what this policy is you have to check off on that I do think a missing component is we don't require students to re-register every year so anybody 's already registered wouldn't necessarily know that you know this policy is in effect hopefully they'll figure that out when they check out their device but it's it's a
084loophole in my last district there was a re-registration over the summer time that that District made all the families do and it really was just kind of re-up your contact information and check off all new policies we don't do that yet here but it's something perhaps we could talk about doing in the future if that's what you're you know looking for to make sure everybody has been aware of not just this policy but any new policies that come in for the next school year well and I appreciate that and I appreciate you explaining it because let's think most of the not all but a lot of our students come in at the Pre-K and kindergarten level so parents sign all of this stuff and to them it's not even important they don't see that they're
085Pre-K student or kindergarten student because we're not assigning them laptops to take home or anything they don't even think that this will happen but as we go on into school we hit intermediate grades at the elementary level unfortunately it's already there we hit middle and high that's where this policy really hits home and that's why I was suggesting you know some type but I like that idea some type of an assurance thing or something because you don't get to play I didn't know ignorance of the law is not an excuse to break it all right any other questions about the Student News policy or its implementation thank you Madam chair proceeding on with 4.03 this is the proposed request to advertise what would become policy 427 in our Personnel policies section concerning employee technology use
086and again Dr Kuhn is prepared to address any questions you might have about that revised policy so this is the newest of the policies this is a breakout of the old 518 for staff it is in it it is a major overhaul of that policy because that policy was 23 years old A lot changes in technology in 23 years Myspace didn't exist in 2003 Facebook was 2004. the old policy was written in 2000 so it didn't even address social media didn't know that social media existed yet so the new policy does address social media use by staff as well as everything else you can imagine like don't hack into our systems use the technology appropriately for education and so forth so it's a much more modern policy and it it's already being done to a
087point in certain situations like when HR hires someone they already have a sign off that they'll behave appropriately on technology but it's it wasn't backed up by policy so now there's some real backup in policy and everything's covered in one place rather than certain departments having their own regulations and and procedures are there any questions Mr purses uh thank you madam chair so this policy is uh the rules and procedures for our employees all of our our right not just teachers right all of our employees uh School District hardware and network and software so what they do privately on their social media we don't govern you know what they can do with their own personal computer right but if they sign into their account from their personal computer now it does become something we govern
088if they use their personal computer on our Network it then becomes something that we can govern of course their professional behavior is still governed to a certain point like even though you use your own personal device if you slander the school district with known false information that is that is still something from a Professional Standards point of view that is still governed and Dr how would this apply to substitutes it would still apply to substitutes because they are our employees temporarily but they're still our employee now if they're not currently subbing it would not apply to them but it could apply to their next you know like we would maybe not take them on again as a sub if they were to break some policy in between substitute assignments when you say that uh if
089they're using our Network explain exactly what you mean if they're on our Wi-Fi essentially okay okay if they come into our school they hook up to our Wi-Fi now they're using our resources that puts them under our jurisdiction so if the again if they have their phone connecting to our Wi-Fi if they're on the towers and they're on their own data plan that's different right okay um there's another question okay we had the situation I think it was last year maybe it was two years ago with the teacher um making Tick Tock videos was that two years ago I don't know in our classroom but um uh so is that is that in this policy um I well there's there's two pieces to that one is Tick Tock itself you know so the the platform
090is currently blocked in Volusia County Schools that doesn't mean they couldn't you know do something at home or something like that that that's possible but then the other question would then be what is the content of The Tick Tock video if it's just like a mnemonic to learn your ABCs then it's harmless probably other than the platform remember there's two questions here do you get to use the platform and then what is the content so we'd have to judge it on both those pieces Tick Tock is obviously a very controversial platform right now you know it's being banned in certain government circles so if a teacher were to ask me hey could I make a video I would say don't use tick tock that would good choice or one I would recommend and if a
091teacher just said hey can I make a a video then does that get back into this the parents of those students have to have agreed that the teacher can make a video yes there'd have to be a photo release for the students of course the teacher could make a video of themselves you know all they want lots of teachers do this they make videos they do screen captures so that they can make tutorials for students so video production is encouraged and there's lots of appropriate ways to do it good Mr Google Mr cologne I have a question so this policy obviously affects not only uh our teachers but all the other groups were there any conversations had with stakeholder groups as this policy was being developed no there was none there was there was consultation
092with other school districts and their policies but not Volusia County School District staff thank you Dr I totally appreciate this policy and once again though I'm going to say I think this is something that needs people need to read and understand that if because whether you're using the device issued to you by the school board or you're using your own phone and you've connected it to the Wi-Fi there are rules to follow with how you conduct yourself um I know we've come a long way in technology but at the same time technology has put up some roadblocks and barriers and it's taken away from instructional time because of how it's being used inappropriately in my opinion and you know when I just even read through all of the things that you have listed here you
093know we know that we put Gaggle in place so that it could pick up on you know words that were being typed in and I I don't I think a lot of people are using our Wi-Fi during the day I don't think people realize that most a lot of employees immediately connect to our Wi-Fi and they think they're okay because they're on their own private device well no you're not okay because you're using Wi-Fi that we are paying for you know and it's not there for you to use in an inappropriate way like when you look at number three if you choose to use obscene profane lewd vulgar rude threatening discriminatory or disrespectful language even if you have connected your phone and you choose to do that basically you're not following the policy so Wi-Fi
094is not free it's it's a resource we pay for and we support So if you're using it for inappropriate uh activities then that should not be allowed correct and so I appreciate the time and effort you've put into this and this is another thing where I think employees need to have to read it and sign an assurance page that they understand they're not going to break this because there are consequences there is such a thing already in HR but like I said it's it's not as comprehensive as this so if this policy is enacted it will be aligned with that HR sign off that already exists all right that is going to be an annual expectation moving forward thank you all right we're up to the last one in the suite 4.04 authorization to advertise
095and propose policy 527 software selection adoption and retirement so again Madam chair this would if adopted or authorized for advertisement and then adoption would include a new policy in our Support Services policies it would be number 527 and governs the selection of an adoption retirement of software again Dr has prepared this draft and is prepared to answer any questions about well this is a brand new policy it is a policy that most school districts you'll find do have so it's not something you know too out of the box but it is something we've needed I think for a long time there are a number of purposes for this policy one is simply to use our resources more efficiently because there are redundancies in our software catalog as you know we have recently cataloged all of
096our software there are over 300 titles in the catalog and some of those titles overlap each other some of them are not aligned to curriculum properly you know we we just cataloged what we had they didn't go through this policy obviously because the policy didn't exist yet so going forward new titles into that catalog and as we continue to sort the existing catalog we'll have to abide by this policy to make sure that we are curriculum aligned that we're not buying redundant software that we already have a software purchased for and and serves that function and also of course that it technically works like the first check is a functional check then we have we have security check then we do the curricular alignment then we do the cost benefit analysis then we finally approve

099redundant with another piece of software that you didn't know we already had so this is in your best benefit for it to go service to you before you get too far into the process of purchasing software thank you Mr cologne so will this also apply to software that's will this process apply to software that's approved and purchased by school sacs that are seemingly independent to the district but because the funding source however they are using our systems will that apply to them as well it is any software used on our systems has to go through this process now there'll be a cultural change time frame that you know we need to get everybody aware of that so I'm sure there's a few that don't know that that's going to be how it goes this next
100school year but over time we'll get them to understand why this is and that it is something they need to also go through so they would have to have a school sponsor that would then put this through the approval process so as a suggestion that maybe we bring this to DAC so that it can go back to all the sex because oftentimes and again I'm huge on stakeholders you know the you if you don't bring the stakeholders to the table everybody's going to get caught off we are doing that and very next DAC meeting I'll be presenting all of these policies and their current status getting specific about this one because there are times that a school May approve to purchase a software and say well we really really need this this is what we've
101used and it's working great and the answer is it has to go through that process and what is that process and so if we can get the stakeholders to know that that yes is not the final yes and that there is a process a time frame Etc then we're not going to be met with well we approved that we're paying for it through Title 1 funds why can't we have it because that's always traditionally worked separate to everybody else so I think that's a big I Agreements are one of the similar situations with that often grants are are received and there's already software in the grant that never went through the process and all of a sudden Here Comes grant money and everybody says we have to buy this so we also have to get
102in front of Grants and say if if you're going to apply for a grant how have software vetted whether you know you're getting the grant or not so that you know that that's going to work out you realize that's huge thank you Dr Kane I have to thank you because years ago we tried this and nobody followed through with it and the truth of the matter is Mr persis and I have seen this teachers go to a conference and somebody puts something shiny with bells and whistles in front of them and says this is the greatest thing and they immediately say I want it and we've got some that have purchased it themselves even not knowing that we already have something vetted that's going to work and and the bells and whistle piece now won't
103work in our system or you know it puts us at risk in our system and I will tell you when I was in Grants with Federal programs you know I sent it up to be checked before we would purchase anything so what's happened is if it's not being checked then it's a choice the people in that department have made to not follow through and do all of the steps because we should not never work as single agents or in isolation we we are a district and your team has a lot of work on their plate to support everything that's already be out there keeping track of it keeping it updated so when does it when it updates now does it still read to the system correctly so the students can access it so I appreciate

107the time to practice the standards why would we okay because look I'm I'm of the old school we had to write sentences you know like I will not do this or I will not do that or whatever what good that didn't teach me anything about what I was supposed to be learning in math class or in reading all right it just made my hand tired and I wrote sentences I I agree with you I'm just yeah here's my thing even about homework I'm going to go a step further I believe if children have been in class and I'm going to talk about elementary for a minute been in class all day in instruction of seven different subject areas all right I would like for them to go home and play outside I think reading is
108the piece that I would like to see children do every night you know because they're learning they're either learning to read or they're learning now about the information that they're reading I am not a huge homework proponent at Elementary in any way shape or form and haven't been because Elementary children need nine times out of ten someone to help them at home so we've got we've still got latchkey kids we've got unaccompanied youth we've got students in homeless situations and we have students who have parents that work in the evenings and there was now a grandparent or an older brother or sister so I'm not even a proponent of homework at the elementary level other than like reading or if they've been out sick and they have to you know have some time to make
109up work now when it comes to middle and high they're getting a little older and I'm not opposed to them having practice work you know in their algebra one class and things such as that but I also think kids need to be kids and if they've worked hard all day why are we shoving hours of homework I don't disagree with it and I I'm fine with it I don't think homework why are we using something that should be beneficial to for them to continue to learn the standards or have practice and turn it into a disciplinary thing but that's how I feel about it I agree with you one thousand percent if but I want to make sure that if we're putting this in policy I don't know I mean again this means a teacher
110should not verbalize the reason I'm giving you this assignment is because you guys are being loud and now you're going to go home and do chapter 6 practice work because you all were loud well that would mean that it is a result of disciplinary consequence at which point that would put that teacher in violation of the policy and of course the parents are going to read it and they're going to send it to Professional Standards who the teacher verbalize the reason you're doing this is because you guys were allowed and now we have a different problem so if you all think we're good then I trust the Educators on this board I just I did a lot of homework for disciplinary consequences in my lifetime here I was pretty bad the bottom line is it's
111a all right if I'm back in the classroom and the students are allowed in my classroom there's more of a problem going on because I I need some assistance in helping figure out how to do behavior management but if we did not get through something you know maybe we didn't get through something because we got interrupted with a fire drill or whatever so there's a difference to say class we did not get through everything that we needed to do today because of an incident happening or whatever and so I would appreciate if you'd take it home and you'd work on this there's a right way to do it and a wrong way to do it but we should not be assigning things for discipline I agree Miss Thompson so I agree with you especially on

113talking the whole time I mean you know my thought is if they're going to make it in a sign in order for them to be caught up in this it's going to have to be more than one kid and they're that you know that says that's what the teacher did do we put that in policy or just assume that that's how it's going to be well no because if something goes to Professional Standards there has to be an entire investigation done they have to they have to talk to more than one student you know if there's 30 students in there at the high school level you're going to have to hear 30 of them pretty much saying that's what happened okay if I might Madam chair yes I think that you're focusing on the second
114sentence of a two sentence policy without giving full consideration to the first part which requires that the homework be assigned to reinforce and enhance student learning so if you had a homework policy that didn't include a Prohibition against disciplinary consequence you're inviting violation of the first part of the policy that requires that be it aligned with the curriculum strategy of enhancing and reinforcing learning that's I think you have to read the whole thing together and stop taking that out of that context it it doesn't make sense and I understand the board's concerns with that I will also say that this is a proposal from student services and was not brought to you by legal [Laughter] because you to be helpful it's to benefit these students so you wouldn't want to at one point say well
115this homework isn't beneficial this is punishment and then you're giving a mix the mixed message if you're doing punishment oh now it's punishment now it's beneficial well you know uh but the but I was going to speak to the first sentence you see the word regular in their Madam chair I'm not sure we need to have that word regular in there because I think it says enough just saying that students will have homework which reinforces and enhances student learning regular might mean to somebody what does that mean every day regular I just think I think I think the essence of the first sentence is if you're going to assign homework if you're going to assign homework then it should be only that kind of work which reinforces and enhances student learning that's what home homework
116is so census came from student services and and I I like it but I I'm okay with the word regular coming out but I'd like your opinion what we were looking at I'm from Old School too because the teacher made me write and if my brothers my brothers got in trouble not me my mom would give them assignments at home but we do know that sometimes students are given homework I will not do this I will not do that and we were looking at not being given to students as a punishment because we know that the more you make a child right the more child will grow up hating to write and so we were trying to avoid that happening and so we just didn't want it to be a result of children act not

118that Workshop it's to amend each School shall have a homework policy which ensures that students will have homework assignments which reinforce enhanced student learning homework will not be assigned as a disciplinary consequence removing from sentence one regular and the remainder out the strike through in addition to remain the same yeah because here's the thing when you say regular it's okay at the elementary level a student is typically with the same teacher all day unless they're departmentalized in the intermediate grades so they that teacher even when they are giving homework they know how to moderate what they're giving each day when we go into middle school and high school if we say regular then we're kind of saying to each subject area teacher to give homework every night so now we've got homework from biology and
119geometry and yeah and it's Overkill and it it you know that's why we lose some of our kids because seriously I go back to you if they spent the whole time in class learning how much time do we need to spend outside of class and that's where we get into some of our unaccompanied youth that don't even have someone to help them so all right Dr balgowman thank you madam chair two I think Mr penley clarify the first part of the homework policy which homework should be a reinforcement of skills but not to introduce new topics it should not be used as a punitary action but uh to your point in terms of communication three things I want to share with the board we are complete we're going to be revamping or onboarding for teachers
120and you're going to hear that presentation it's upcoming with Tiffany Fuller and the HR team so they'll share with you what that's going to look like and all of these policies that are pertinent to our teachers will be embedded in that onboarding now for existing teachers two things they will receive a copy of all of the amendments to policies or new policies that are pertinent to our teachers They will receive a copy of that but in addition to that in our Evolution learn session that will be provided this summer it's going to also be incorporated now those are the three things in addition to that our leadership team at every school on an annual basis at our administrative Institute they will be updates that they will receive legislative updates and policy updates so at every
121level we're going to ensure that our staff members are aware of these updates or new policies or legislation thank you Mr cologne so we're saying that each school will have their own homework policy I would much rather see that homework will not be assigned be that Local Schools decision and not in what I would say or feels like an overreach of the board into that decision of what's going on in the classroom so if each of each school is making their own homework policy which is basically what this says then I could see them including that at which point they will enforce that in their own School versus us including it you know here because arguably again I think that should be a site-based decision not a blanket you know homework will not be assigned
122as it just I just I think that's site based I don't think that that is something that has to come from us and that's my two cents thank you all right I'm going to say this so if we were to take that piece out and you are the principal of school a and you're like I'm good give them homework for disciplinary reasons and I'm a principal of school B and I'm like no homework is to enhance the learning or to give them practice not for discipline we're going to be at odds and we're going to receive lots of phone calls and there's going to be a comparison between will school a is doing this versus School B's doing that and I go back to this homework is not for discipline yes we may have all
123faced that when we were younger but there's a whole lot of things we faced when we were in school that don't happen now and a piece of it's coming up in the next policy yeah yeah really what we're doing is just defining what homework is yes yeah that's it yeah I mean I believe I mean to your point you're exactly right because one school will do one thing and if you and if you didn't have a school policy you'd have one teacher doing one thing in the same grade level another teacher doing another thing I mean it's just chaos so you you you have to set that you have to set that rule the other thing is I thought it was in our policy but maybe it's just in every school no more than what
12410 10 of the final grade should be based from homework I mean most I mean when you stop and think about it why would you base any of the grade I mean when I was principal you couldn't base any of the students grade on homework you could base their effort grade whether they did it or not but as far as averaging a homework assignment in because who knows who did it number one who knows who did the homework assignment and so why would you average that in so I just hope that we're not going too far off I don't know what schools are doing now but I just hope they're not oh um where it's not a standard practice to average in homework assessments homework so I don't know how much is being given or

126ball but I didn't think we were using any form of corporal punishment in Volusia County we do not so why do we have it in there where it says it's part of the duties of instructional personnel because the policy has not been updated since April 10th 1984 and no board has brought it before for consideration but it's certainly ripe to be removed I understand I would like to remove that but that's my personal opinion there I'll just remind the board that there is a pending legislation that would strike that from Florida law in general so we could actually be ahead of the game and not have to come back if we actually went ahead and we're in agreement to strike that are we proactive instead of reactive okay strike it Mr persis yes thank you
127so this okay we're we're so focused right now people aren't we need them to read the policies and follow the policies well the last thing I want somebody to do right now number eight says I can do this it's biblical okay it is in the first the sad thing is Believe It or Not the first person I would see doing this is like one of the coaches and I hate to say that but I had the football coach who was my math teacher and he just had no problem pulling up in the drawer and I would just sit there and think I'll never speak in this class or even ask a question because he'd open the drawer and he took out one of those paddles that had the holes in it because you know and

135so if someone came onto campus with a mask on for medical purposes that was otherwise in compliance with the policy address code wouldn't cover that at our dress code policy had a section in it that said Mass could not be worn and yes we know it was referring to like you know costume mask but I mean we the one thing we've always allowed um even before we ever had a policy I mean I had students over the years that were battling cancer and taking cancer treatment and they wore a mask whenever they could come in we've had teachers and staff that have had to do that because of what they're going through here's where we're at we just if you need to wear a mask for whatever health and medical reason whatever you may wear
136a mask and it's your choice to wear it or your parents choice that you will wear it or you know if you're a vendor coming in it's that choice but notice they will not be made mandatory and we will not tell people they have to take them off or they have to put them on or whatever so I mean we're just I I wanted to repeal this but I do understand that in the dress code policy we don't cover teachers because there is no dress code policy for teachers employees other staff members and we don't cover anybody else that comes in so if a parent comes in we're not covering them we're not covering a consultant or anyone else so I have asked you multiple times so where you at with that Mr cologne everybody

138seen request the board's consideration to repeal the existing use of the policy for 709 which allowed fundraising organizations to use non-taxable status of the school board so because most of those organizations as I understand from our CFO are already 50c3 existing entities they don't need tax-exempt status so he felt that in the finance department felt that this policy was Obsolete and no longer necessary request any questions about that Mr cease is available if you'd like questions he's not jumping up all right Mr Mr cologne so do we have a policy that's replacing this that covers that so I know we've had booster clubs before borrow against the school district we've have um situations where folks did crowdfunding to Garner money for say a program at their school do we have a policy that covers that
139kind of stuff that getting rid of this all together makes it repealable I don't know if that's a word but well this is a normal this is in normal practice so normally if like for example a PTA was raising funds for the district and they wanted to buy something like a playground for example they would actually turn the funds over to us we would affect the purchase using our tax ID number so for either PT normally turn over our tax ID for them to use to purchase any something to receive exemption 100 using our sales tax funds for I'm just using that as an example right so ptos that are not formal like ptas if I'm correct I may be wrong maybe using the school's tax ID to make purchases for their PTA and this
140is basically saying yeah you've got to change I don't know I'm looking at people in the room who may know is that a change I don't know the tax laws I get it but if they're doing it now again and I don't think they're doing it I haven't witnessed that but when that policy came across my desk I questioned it because it wouldn't be a typical activity where the school district would turn over their tax exempt ID to an uh a non-profit organization for them to use to make purchases tax exempt the way you said it makes sense however when it's the same PTO at the same school it doesn't feel like a different yeah and how they do that they would turn over the funds to the school internal accounts and then the school
141to internal accounts would go ahead and affect the purchase using our tax ID number so it's you know my my guess is that we probably need to provide some clarity to this to the end users as we're getting rid of it because we're getting rid of it so maybe find somewhere else that we can tuck this into because I could see again nobody in you know they're not doing it to be wrong or bad it just seems right what's wrong I'm the BTO president I'm going to go to Dollar Tree I don't want to pay taxes because I'm buying snacks for whatever and I have the tax ID number for the school that's the wrong use that's what this says you can't do but we're getting rid of it we get what we're saying that
142right now it's allowing them to do that and by removing the policy they will no longer be able to do that this policy removes the action from the school district um turning over their tax ID number for them to use to receive taxes so this actually allows them to do it and we're getting rid of it is there another policy that says they can't do it I don't I don't think we have a Mr penalty doing better yeah okay so George Marks just um raised all that twenty seven thousand dollars to build the barn they turned that money over to the district and then the district you know did every piece of it and built the barn so I mean we don't want to be outside of what the law says of what we're allowed

150320 has been in existence and has been in compliance with Florida law the requested additions that the board has discussed in previous meetings simply add to it a specific reference on section 2 that materials selected must be in compliance with Section 1006 28282 of the Florida Statutes and cites a number of footnotes following taken directly from existing Florida statute 847.012 obscenity it incorporates the statutory definitions for obscenity to clearly Define what the board's policy references when it uh complies with Florida existing Florida statute in matters that are considered harmful to minors child pornography obscene child sexual or sexually oriented materials are all referenced there by footnotes so that a reader does not have to go to separate sections of the Florida Statutes to determine what those what that statutory language is um there are at
151board suggestion additions to section 3 that makes clear that upon review a principle may direct the removal of materials he or she deems in violation of Florida law which has always been in the policy but this simply clarifies that requirement and that Authority it adds that all school media staff and other individuals responsible for election for selection purchasing of media materials shall be trained on compliance with this policy of Florida laws relevant to implementation of this policy it adds a sentence that upon completion of such training all school media staff know that other individuals responsible for selection and purchasing of media materials shall acknowledgment of his or her responsibilities under this policy in Florida law there have also been directives sent out by Doe for media Specialists to review training AIDS and all it's my
152understanding in Deputy superintendent will address that all of our media Specialists have received that training and have documented their receipt of the doe required training so with that um I will direct any questions concerning the specifics of the policy revisions to fortunate Hazel good afternoon you I do have available any for any questions both are our procedures and our training materials that have been presented to our media specialists in case there are any questions okay then we'll we have anyone that would like to ask a question of this time or make a statement if I might Madam chair through the chair I'll just remind the board that we have had significant input on this policy in previous meetings and so I believe I captured all of the board's requests made at those times for clarification
153and of course we're happy to address any concerns or add any subsequent language okay Miss Thompson so this is tree Miss Hazel so I know there's been these review processes going on I know we've heard in detail about them um do we have a list of books not that have gone necessarily through the processes but that don't align with our current curriculum or state statutes because technically I know some books may have been included in our libraries that perhaps follow policy the current policy we have in place and so then should those books then be removed or reviewed based on that specifically so what we are do we have an exhaustive list we do not have an exhaustive list of these are books that you know as books are brought to our attention of course
154they're addressed through the policy however we have and have had in place a weeding process that our media Specialists do each year where they go through and that is actually included in the training where you look at circulation of materials you look at the Aging materials you look at appropriateness of materials and of course that given new legislation and our new focus on the policy would also we would put a little bit of a magnifying glass on that and um Dr rabinski and I are working through a process where we are gathering input from different stakeholders as far as how we can assist our media Specialists with their weeding process that would happen but that happens annually and has happened annually and then after how many years of a book not being checked out can
155it be removed from a media center if there's been no interest in a book there's no specific year it's up to the professional Judgment of the suggested to review three to five years worth of circuito and then say a book is removed from the library but maybe there's an IB class and the teacher believes that this book is detrimental to whatever lesson or test or whatever they do this book necessary can it then be brought in the IB class or if it's Advia Library cannot be brought on campus so that's actually addressed in a different policy that would be an instructional materials versus Media self-selection materials and dependent upon like you mentioned IB so we have like Ace Cambridge and IB and they have specific curriculum that those programs provide for us that have requirements
156now if there is an issue with any of those there is an alternative assignment but that that's in a different policy okay okay thank you so much so I'd like to piggyback off of what Miss Thompson just said and what you just said um because this came up even last year I received you know any couple emails from parents at Deland Thai that had kids in some of those programs I think Dr value part of where we're at right now with everything and I've said it before is are we writing policies just to print them on paper to say that we have them or are we writing policies with the expectation that whoever is responsible for some piece of the policy or whatever actually knows the policy and knows what the law is you know
157Mr penley and I had a long conversation because as as everyone even sitting here anyone watching at home has seen on no other policy have we actually lifted the language of the state statute out and placed it there but we felt a need to do this here because we are in a situation where there are people that are part of the procedure and process for this that have made the statement well I didn't know what the policy said or I didn't know what the law said and I really have reached the point of that's not acceptable because if you if you're a teacher a coach an assistant principal a principal a District staff individual and you you know you've earned the degrees and earned the title that you have you don't get to say I
158don't know I mean because that's just I mean we wouldn't accept that from a student you know if we said well you're breaking this rule in my classroom and the student says well I didn't know you had that rule we don't accept that from them and I'm not accepting it from adults at this point in time my thought on all of this and and I do appreciate the peace shame that we have to say here's the Assurance page I need you to read this and I need you to follow this but to speak to the other programs like IB Ace in Cambridge I think we may I think some of the teachers out there are doing a phenomenal job when they distribute that list because the child is you know this is in IB they
159say here's the predetermined list of what it is that your child's going to read but we need to clearly make sure the next statement is and a lot of them are doing a great job however once you review the list if there is there do not want your child there is an alternative selection because I I got into those email you know I received those emails last year I don't want my child to read this this great IB program and I referred them back to the principal who I knew was going to say okay we have an alternative selection for you and and that's happened for years and so I just I think part of it is education and Mr purses help me you know yes ma'am yes ma'am you and I were both teachers
160you went on to be a principal yes and even though it's you know you're 10 years in 15 years in 20 years in as a teacher pre-planning you're at is agonizing you know what I'm saying when the principal or assistant principals are standing up there and they're reviewing you need to know this remember this is how we handle this or this is the latest piece of legislation and this is a new law or whatever you I mean when you've heard it you've sat there for 15 years and heard it except for whatever's new it's agonizing but the bottom line is the new people need to hear it or the people that didn't hear it last year because they renew Ed and they were overwhelmed and they need to hear it and that's where I'm at
161I mean and you gotta sign off that yes you've read this and you you know because like that even in the duties for instructional Personnel I talked about you know for summertime you'll sign your key back in you'll sign you know all this stuff back in and you know invariably principals sometimes have to hunt people down over the summer because they didn't turn in what they didn't turn in but it's right there that says you will do it so I appreciate Mr Finley you know what you have because I think our principles were confused on where they stood on some of this and that it does fall but the bottom line is Media committees have existed forever I mean I said on the media committee years ago when I was at the elementary level and
162I took it seriously that we would go through and read the books and look at you know what was being purchased to go in and I'll be honest with you the weeding process probably like breaks my heart the most I know it has to happen and you have to pull books out and off I break my heart if the book was tattered do you know what I'm saying and like well it's loved can we buy a new one but I hate to see books books like disappear because I was always like well can we like donate them somewhere instead of just throwing them in those big you know how many books have you and I seen with duct tape on the binder just just because it was a well-loved book and you may not be
163able to buy it anymore a most loved book yes so I'm okay with what's here Mrs Burnett thank you so you can donate those books they're you know they they have like those books that like um like a mailbox they have those little books so so you can still get those books out there I've seen them in some places you know they they're on social media you know anyway I have many questions if you don't if you're okay with that right thank you um so we'll start um and and by all means I want everybody to know that no one is unvalued in this job everybody values our media Specialists our teachers but we collectively have a job to do and it's follow the law and it's make sure that our kids are taken care
164of and so in an inappropriate so I just want to say that because I don't want anybody to feel that that they're not valued that is not the case whatsoever um for the book challenge um does does our guideline in the policy meet all the state standards um one of the things that I see and have read is that they would like the the community would like more community members more parents on there and and I'm going to agree with that because when we have DAC or Sac or PTA we have more parent or community members so I would like our policy to reflect more in the guidelines of the numbers where we see that so currently in policy when you convene a committee for a challenged book the committee is made up of I
165thought I was on the right page I'm sorry page five a chairperson of a school advisory Council or their designee which may or may not be an employee at some of our schools a Sac chair is a parent or a Sac member is a parent and in some Schools they're an employee a media specialist a principal a curriculum supervisor two instructional staff members and three parents or citizens and that does actually I just did the refresher course myself this morning for the media materials from the doe and that does uh fall in line because one of the um caveats of this statute is that any and I've heard this as well um any parent or citizen of the county can make an objection to the book and so what are our what is our ratio
166for Sac PTA DAC what is our ratio for those uh 50 I believe it's 51 percent so Mr penley um would we be able to amend the policy to meet in those guidelines if it's up to I mean it's up to the board as well are you are you saying for the number for the number of of citizens amend this says that non will be made up of at least 51 non-employee yes Miss um Miss chair what do you think um I'm not I'm not opposed to that I mean I do think that you know when you read out how many there are that our employees you're looking at one because most the time everywhere I'm at the school advisory chair is typically an employee it's rare that it's just a parent because of the
167work that it takes to do and the access you have to have to be able to build that agenda and things such as that so we're looking at one two three four five six six members are employees of Volusia County Schools possibly yes five or six I mean five of them definitely are yeah yeah and one we could question but I think if we pulled who are Sac people are we're going to find out they're an employee here here's where I have the question on this so when it says three parents are citizens I've heard the statement made which is true okay because I was an instructional teacher at one time but I was also a parent so that's where I'm really concerned is that what if we walk out of here and we have
168nine all nine individuals are employees so I I can't speak to that um to how this particular policy is worded but I can tell you from my experience being a Sac chair in the past which is what we seem to be having this discussion around it is very specific in the bylaws of Sac that they are non-employees now the and the only discussion that I'm aware of that has ever been had around that was whether The Substitute part because sometimes parents substitute but um I would that would just need to be specified in the language I'm actually surprised in this language that for item f it did not say similar to SAC out beside it non-employees I mean because if you're a teacher and you feel that strongly about being on the committee you've got
169a spot to be or you know where the media Specialists there the principles there the curriculum I mean we these are stacked heavily well and I I can't speak to when that was put in um the original policy gets back to 1974 but committee makeup was and here's the thing I mean I'm not against who's on here serving in the employee capacity but you know children don't belong to us they belong to their parents they send them to school for the purpose of us to educate them academically and I've said it before there are topics that are home topics because we can all have different opinions on religions or non-religion thoughts and I've said all along I don't need my child going into a classroom and and the teacher proceeding to discuss their religious views
170or beliefs with them when they're supposed to be teaching the science lesson all right so Mrs Burnett you can continue with your questions did you want to say something Mr penley well I'm just concerned about are we able to get if we increase the number of parent citizens are we able to get people to do it simply thinking through the chair what modifications we can make to the committee makeup it would seem to me that a curriculum supervisor is going to be an implement e and you could reduce the number of instructional staff members if you kept the it's as the curriculum supervisor so just say that reduces the number of employee necessary employees by one and then you could increase the number of parent citizens as non-employees can add caveat to that requirement and
171make that four or five whatever the board's pleasure is but that would then solve your problem of numerosity it ideally needs to be an odd number whatever it takes to get to an odd number we can do so um Mr purses what do you think yeah I think so uh Madam Cherry if you you could if you're concerned about the parents about the parents being teachers as well that that's why Sac that's why the sac bylaws went to that because that's what we were doing we were taking a teacher on campus who had kids and saying okay they're now counting as a parent not as a teacher you could stipulate that three parent citizens who are not three parents were not employees yeah who are not employed by Volusia County Schools change the two instructional
172staff members to one and you have four immediately I mean you have you have four parents and then the chair you know when I was a principal uh the the chair of the sack always was apparent I always had a mirror I mean that was like I think that's great but I haven't always helped them to get started but I always had a chair and a vice chair and it was understood the vice chair would be the chair after you know just kept that rolling um so that would probably vary from school to school Madam chair I mean you have so many schools Elementary Middle High School could could we put f as four to five parents 4-5 or you need a hard number the objective is to reach an odd number so that you
173don't have ties to make that's why we're an odd numbers right so you would have nine if we made that four as long as the chairperson of Sac was not an employee foreign employees and maybe at another school you may have it the other way depending on it depend on the chair if it's an employee or a parent Okay so let me let me make sure I heard what you just said so you said we're looking for the chairperson of the school advisory Council or the or a Sac designee to be a parent right not an employee okay then we have a media specialist who's an employee a principal who's an employee a curriculum supervisor who's an employee Mr persis has suggested we go down to one instructional staff member who's an employee and then
174we would increase the three parents or citizens to a four therefore if the first person on here is not an employee and the last four are not employee we are now um similar to a percentage of what our sac and Dak and those committees have to be so Miss Thompson what are your thoughts on that specifically I mean I think that sounds good that it should be the same as our Sac as far as all right Mr cologne I disagree with going down on the instructional staff members I think that a lot of what we're going to see upcoming is going to be classroom material that's going to be objected and brought forth and so for them not to have a I won't use the term Equitable but I'd rather just increase the number of
175the members of the committee if that be the case not necessarily remove anyone um so ultimately what we're saying is there's one two three four five six so depending on whether the chairperson is a designee or not it would require either four or five parents depending on that to make up the equal board thus not exceeding 50 percent is what I'm out hearing you ask for in other words if they are then you can do it with one less parent if if the chairperson counts as a parent and if they don't then we add a parent if it's an employee because I know most of my sacks the chairs our employees and so at that point it would require them to add members of the parent group in order to exceed or meet that like
17650 percentage rather than worry about the exact number try to stay within the percentage what would change so really what would change is going to be the number of parent citizens on the committee so it becomes one two three four five so there's five there so depending if that chair is it would require what four or five parents slash citizens to make up whatever the amount I would like I said rational materials coming up as far as classroom libraries that are going to be objected against and so I would hate to lose that number at the table that's fair we with all due respect usually it's not that it's not instructional materials if the library well it's changing in instructional materials are are vetted they've been used for years and years and years so and
177classroom libraries that's changing that's changing faster than we can keep up with and yeah but but in but you said it would be from the instructional materials in other words teachers I'm saying no I'm saying it would be in the broad Media Center that's where we're finding all the um challenges now not what a teacher is using to instruct his or her students I think you only need to have one instructional member there and if in fact there was a challenge about someone's in instructional materials then that would be the teacher that you would want to have on that committee I mean I mean that's the way to handle that so that would so that that that person could defend the spectacular challenge the other caveat is well if you can you know keep your
178committee a a committee of sevens prop 2 million nine beauty of nines but Committee of 11 trying to get people there at the same time demands on their time it's it's just harder the LA you know the bigger you make that make that group and I just think with with the committee of nine you you could achieve what you wanted you wanted to to parents than staff I think five to four would would suffice and I think it's good having the sack person whether it's an employee or a or a parent on the committee because that that's usually a person that is involved with the school and knows a lot about what is going on well and as it's as it's written it says the chairperson of the of the Sac or designee so if

182that's not even represented or has any you know that is on here but I'm afraid that you know even as a teacher maybe you you're the AP at the school you're the sac chairperson and now you're going to be confronting one of your colleagues regarding a book this is book challenges are going they're they're 10 times what they ever were so to sit here and think that you know traditionally what the role was that's it's moving forward it's we're having folks who are saying I was part of this committee and now my name is being drug through the mud because I voted a certain way we've never seen that before and so this is going to get really real really fast and so I kind of fear dragging the whole sack thing into this that
183folks would not be willing to serve on their sacks because they're gonna be called into these book challenges and they're just throwing that out there so then would you recommend we strike um a and not have that and then just have the media specialist the principal of curriculum supervisor to instructional staff members and increase the parent piece to four for me now we're not at 51 guys but we're closer than where we were four and four then that's a that's another problem because you have an even number so as it's currently formulated Madam chair through the chair you have five School Employees required on this committee we have the media specialist principal curriculum supervisor and inspectional staff ing right if you don't have six parents in line F you're never going to get the 51

187maybe they could reach out to those parents um because they're already on the list right so maybe if I'm at Mainland and there's a challenge at Atlantic if we don't have six parents that the principal can reach out to the list of parents on the Atlantic group and say hey we're short staffed a parent can you join our group for this particular challenge you don't like that actually you don't like that Mr klong I didn't say a thing I'm just thinking because they're already on the book challenge committee right well it it's a new committee every it's every committee each time so like you don't go on the committee and stay there for 10 years so it's not like a Sac committee where you have a set group yeah no because if you read the
188line right above where we start with this it says the committee's recommendations they'll be well no that's once the committee has to be formed and ultimately no the principal's the leader of the school I think we have we're at a point where we either take the instructional down to one and um put five at the citizens or we'd keep it at two and go to six if the goal is to reach 51 that's that's where we need to go Mr purses it's back to you 51 I mean I think would be fine you want to make the committee smaller just seven people and have four parents and three instructional if the media Specialists no no no no I said I said questions yeah I think and the principle has to be there because in my
189opinion it's the principal's job as the leader of the school to oversee the committee I mean I'm correct yes a point on that Madam chair no the the actual the committee is overseen by the media specialist by your current policy the principle is responsible in collaboration with the media specialist for or the books that go into the media center or materials like the media center so the principal and the media specialist by policy currently are the two principal people okay all right but I all right hold on a minute we have the media Specialists and we have a media committee that selects the books that are going to be purchased for the upcoming school year you sure that happens and the media committee you know they meet they preview the books look them up do
190whatever and then that is submitted to the principal and then the principal's the one that actually has to sign off on it being ordered okay I thought what we're talking about here is when a complaint is made because this is below section e that says you know if there's a complaint made and it has to go further this is what the committee that will review the book based on the complaint is is this the same committee that's because I got news for you I don't think that I don't think the current media book committee this is not the media committee have these people this is the for the challenge process okay so we're talking about two separate things right but if you read section e it says the superintendent shall designate the media supervisor as
191B As baseball for the organization of this Review Committee pursuant to school board policies so the media so I'm I'm thinking that the media supervisor is responsible for calling the people up getting the dates at having you know parameters of the book put out to facilitate the meeting so that that person is required but when it says media supervisor is it meaning the media specialist at the school or the media supervisor at the district level that because I read it as the media supervisor at the district level because we don't call the media specialist at the school-based levels media supervisors because who are they supervising we interpreted this domain at the district level and this is part of section disagrees with the principal this is the district this is the district okay so maybe what
192we need to do right there where it says media supervisor and that statement that says the superintendent shall designate the media supervisor we probably need to put the superintendent will designate the district media improviser specialist coordinator or whatever as being responsible for the organization of the Review Committee so then the Review Committee should have on because this is now worth coming to this level the that's where we're at we're not at anything that happens at the school base level correct and keep in mind this may be that this book is in multiple media centers so it's ideally you would pick a media specialist where the book is housed but okay so we're back to um Mr clone how many who do you want on this committee that's a question looking at this section who do
193you think should be on the committee and who do you think should not be on the committee to get us to because you said you wanted 51 percent the only one I would not want to get rid of as I said earlier are the instructional staff members I don't know that taking them out of the equation is a good thing I could go with either way on the chairperson I'd rather it not be that and I think again as long as we state that 51 percent that should let them know if they need to stack more parents or stack more employees to meet that 51 percent in other words the majority should be stakeholders that's the term I'll use okay so you're okay with removing a bringing staff down to five people which means we

202in mind that the local that the statute and policy both um specifically designate media Specialists and principals for working together but if there is I would imagine if there's any disagreement regarding that then we may have some that go through the challenge process but they will be responsible for reviewing those materials we are available as a district to assist and advise at any time but the policy and statute clearly state that the media Specialists and principals are responsible for the selection and including what's currently in their housed in their Library to comply with statute and with policy and they have been made aware of that they receive the training So and I've personally presented to the principals and will continue to do and a follow-up question in that same little family since we are still

204Committee now that school's instructional Review Committee is the committee that we just changed right no no the school's instructional Review Committee and their media committee um is a different committee that's formed every year at the school okay so how can we distinguish the committee we just changed it calls it a Review Committee and then calls it a Review Committee well we call it the school media advisory committee is what we have presented in the past the principal school with materials challenge shall convene the schools what is it called the media advisory committee so maybe those words should be there Review Committee I'm just asking Madam chair because further down we call it I thought it was the same no it's not so we should give it a difference like the school I'm sorry go ahead
205the school media advisory committee is made up of school staff at least one parent and one appropriate a student should represent the diversity of the school and represent a cross-section of the school the parent cannot be a staff member how many members are on this committee we haven't we don't specify within um these guidelines that were given out how many members are on it we just require four meetings per year is the requirement that committee makes recommendations for purchases purchases as well that's mainly their so getting back to this one so on D are we going to be able to change that title on the first sentence because it sounds like material is challenged I'll convince the principle shall convene the school's media advisory committee so Madam chair if I understand correctly section five unchallenged

212then would she think the principal from the school where the book was challenged or just it doesn't it doesn't necessarily have to be she can um she could she could just have a list of these well they know who the principals are so like my thought is if it's a book that's being challenged at the high school level I really think it should be a high school principal Prince okay if it's a challenge at the elementary level I think it should be an elementary principle because let's be honest there's when you're dealing with you know 14 to 18 year olds all day your mindsets in one place and versus if you're dealing with three-year-olds to ten-year-olds your mind's in a different place but that would I mean yeah that makes sense yeah and does it
213say anywhere in the policy about a a person makes a complaint let's get back to the school makes a complaint I object to this book tells the principal the and the book stays on the Shelf until it goes through this process or it is the book taken off the shelf based on the shell good just wanted to make sure staying on the Shelf until it went through the vetting process otherwise we could have come you could have a hundred com complaints come in books taken off shelves and I and I guess I could say that depends as well because ultimately it stays on the Shelf like that's the ruling or the way the policy is written is that it stays until it goes through the process however in reality as we found out through this
214process rarely are there multiple copies and and part of this is the book has to be read so the committee members get the copies of the books so it's off the shelf yeah to read the book Mr cologne so that's just complicated because we have one copy of one book at school a now I've got to get that one copy of school A to 11 committee members but there's only one copy of it so obviously we need to buy 10 more if we want to do this within the next reasonable amount of time other than that we're going to give it to you one weekend to read and then I mean we're St our policy and the state statute still says it's got to be read right uh and so online online you read it
215on well and so that would be another thing we probably need to consider is you know do we go on it I don't know use term Amazon I'm sure there's a less where folks couldn't get these books digitally and we can move the process because arguably if you only have one copy of the book you're going to go pull it from 10 different schools hopefully not 10 of them have them so you're talking about a six-month process God forbid somebody hold on to the book for more than a week I can speak from what we just finished and that was that we contacted local libraries and were able to check out the books as well um if for those that we didn't have enough copies of I would think that just for the sake of
216resources because if there's only one book how do I mean we just took it to 11. so how do 11 people go through one book it just doesn't seem very practical so now we're going to spend money to arguably get them signed up at the library I mean you're talking about a process now the how again we're not the how we're the you know we're the if but I wonder if taking it to that many people just made that all the more difficult it's hard Mr persis and I were trying to keep it at a lower level they make it committee three if you want you two parents one staff member and actually based on what you did which is the how um or where we're at right now you collected all of the books
217that were available for the number that you needed for the Committees from schools if they had them if I'm understanding correctly if you still did not have enough you reached out to see if any of the local life of the public library had them and you collected from there and then whatever else you did for step three to have enough that's right we had um for most of the books that worked we were able to get them from our Collections and then from our local library Collections and I will say I think I believe there were a few committee members who either purchased the book on their own or got them from London let us know that when I eat the books we didn't require that and we can't require that there were a few
218titles that we did have to purchase additional copies of okay then really what I think then that the statement of it stays on the Shelf is contradictory to what you had to do in order to have enough for the Committees so I think to be compliant because you pulled them all right so that went against what the state what the statements I would rather see the statement say that if it reaches that level to be challenged and it has to be read in its entirety which it does that you will whole books from within Volusia County Schools First for the committee public library next and then if needed make a purchase or do some type of a sharing thing which then does contradict your statement that it stays you know so I think and I
219can see I I can see this for these books that we just reviewed because they're at high schools we have 11 high schools if there's one copy for high school that's 11 copies but we also have if if we get to this point at elementary schools where we have 45 elementary schools there's a possibility there's 45 copies of the book right so um I can see both playing out so I don't know if I would make the decision based on our availability of the book I would probably make the decision based on how you feel is best should it stay or should it be be removed currently it's there but when we get to and for these particular books we had limited copies because they weren't widely in circulation to start with but I can

222because he put a in then when you go to page three it was vague like some principals said I didn't realize that was supposed to be me is what we heard so even though everybody that read it said well that means means the principal we basically wrote that sentence so that it said the principle and then we have the next section right there where it says all school media which this is what we directed him on everything else in Roman numeral four stayed the same in Roman numeral five it stayed the same and on down what we've done so far today here is under Section e Roman numeral five we have added to number one the word District we have removed a therefore reordering a through it'll be a through e now and we increased
223what is now F which will be e to six parents all right then we came up to Roman numeral or part D where it follows the schools instructional and ask that that committee there mirror the one below that we've agreed on because we have more than we have we've met the 51 percent appearance I mean yes there was one additional on section 5e where we added that the superintendental designate the district media supervisors so I mean we've put the word District in twice we've removed one statement and we've added the number of parents that are serving on the committee that's where we're at right now that's the only changes that we've made because the the stuff in red that are the footnotes was made prior to the last board meeting when we then asked him
224to go back and make these two here's where I'm at are we going to stay okay right now if we continue this on we're just still holding on to the old policy so the changes he's already putting the old policy does not have the footnotes it does not have the clarification so that principals understand it's them it doesn't have the committee to be at a 51 percent or higher I mean my thought is on this is my personal thought is we need to have something in place so because right now when we're in flux then people can go well I didn't know what I was supposed to follow and so I think we need influx bottom line is I unfortunately I think we'll be back here in the new fiscal year depending on what chain
