here. Would you please join the flag of the United States of America to the republic? Yes. Commissioner Thomas preserved between public schools and education association is required by proposed agreement between the posted on website under resources and is also posted on board for tonight's meeting. The board will not be voting on proposed agreement this evening but will accept public testimony for those interested in offering feedback on the proposed agreement. The board will vote on to the intensive agreement at a ratification meeting scheduled. >> Sure to. It's a pleasure to be follow agreement. >> Feels like I'm shouting from here. Appreciate everybody being here. uh to be able to produce this or this tenative agreement between IA and IPS. Uh welcome to representatives from IA and support and appreciate as always their cooperation uh collegiality um

and general demeanor in getting a deal done. I'm very happy to say my hopes to share uh that we have a really strong relationship with the association that one of the reasons why we do so well with our agreements with council with the hard is because we have that strong relationship and appreciate taking a strong leadership with swan uh as well as the uh the you'll notice this time around that there's not a sea change the way some of the others have done uh in recognition of the communities as a district as a state and also uh we've done and I think this is probably the most important part we've done so much work up to now again as evidence the very relationship we've got with IDA over the last several years we've done we've

made a lot of really big strides uh in our comp models uh in certain very important uh issues with the IDA including hot coverage from other classes. Uh students get coing over when teachers have to substitute. Uh we increase improved time off leave time and so forth to truly have what I think is a great working relationship. Always turn to each other for solutions and experience a pretty good example of that. But as I said, there's modest changes. This is not a a large deal break or deal shaking uh agreement. Um most of them have been less so uh in in the realm of u some of the hot items of the past. We're really focused on on just making a good deal some of the important changes that I know see a couple year.

Um first of all uh in terms of the overall compensation strategy uh we have uh scheduled for a overall base rate base pay increase for year one at 2.5% uh the second year and a 1.5% increase in base pay. Uh the reason for the disparity in those two we could have averaged it out to two but really it was the future is now. We wanted to uh help our employees now on the front end um and let them realize as much of what we had planned and thought that we would we could afford it at the outset rather than drag it on over two years. Uh there are other mechanisms change in the future but for now this a good setup to put our employees first and put money in their pockets now versus later.

Uh the new start minimum starting salary will be 54,800 for the 20 25 days of the school year. 55,600 for the 2026 school year. Uh we also incorporated literacy endorsement as part of our uh our pay which is mandated by statute last session. Um we didn't make any changes to pay for our ancillary duties and teacher leader roles. However, previously and again as evidenced the working relationship we have with a we have set minimums the last time we have negotiated uh with the flexibility for the PS in those roles to uh to increase fall below the increase or change pay u as market conditions or working conditions might require um I won't speak for the IA but I believe what I heard from them anyway is that they We've been um measured about how we

use that uh and have have proven that we are going to continue to try to pay market rates in those areas to not necessarily let them be fixed and taken away from other important areas of compensation. It was um another issue that I had across the table this time was number one codifying what we had previously called pilot program. uh this was uh ad hoc pay basically for those instances in which the teacher was absorbing students from another class when we're having to uh sit in on and help to teach other classes. uh there were some clarifications they wanted to see along those lines including how we were measuring the eligibility criteria. It wasn't just for you know one student comes in your class. I think they got previously u we previously couched that more

in what's the size of your class and how much is it increasing by and we flipped that around say you know what's the size of the class you're getting because it does matter different kind of classes are smaller uh but that doesn't necessarily mean that it's not a um a that the absorbing teacher is not caring nonetheless. We kind of reverse back and look at it more by how many students are coming from the class which uh from the previous class into the new class. Um but as I said we've removed the pilot word from that. Uh it's now RCDA. We're proud to have it there and we think it's been a win to the teachers to the district uh who helps us not as much on substitute cost uh and make sure that none

of our staff members feel like we're abusing them by using their help issues. um also made some modest changes to the region. We've really uh listened hard to I over the years on this number one realizing uh the human aspect. This is a difficult time in people's lives and I think I'll speak for myself here and say I realize those policies can sometimes sound dry and you know somebody dies here's your here's your I think we want better than that. So we have over the years increased uh both the scope of of who might apply it uh who might be eligible as far as a relationship uh and we've also given more flexibility into how that can be uh how it can be used typically as in most policies they tend to be structured and

you get x number of days and you have to use it within an x period of time of the disease definition. Um we've removed that uh number one uh it's been increased to five days total for most of your primary type of relationships and we allow that to be taken over the course of the year. Uh not only is that beneficial for through the from our employees that that's typically the way it works more often than not you might need more time down the road especially the executive state where sometimes people have a celebration of life event rather than necessary funeral and so we've managed to to spread that out and that actually helps the district and staff. Now typically that person may have some fornowledge and whether they're going to need the time uh

so principles won't be scramled as much to fill spots classic example of I think u you know where where interest really tail nicely and relationship um we did shrink a little bit Mexico as I was saying did have a pretty wide scale cousins but We also included a reference to our our exogen board. So we put that in the contract to make sure that teachers realize there are other kinds of lead. So we can't cover every relationship. Uh but we we want to cover as many as possible special circumstances there are still an avenue of employees might find in that circumstance. Um and that's the most of it's really the same comp obviously. Uh the I think the ADOP is a uh as a highlight over the last two bargaining sessions uh and highlighted again

as u an excellent move by both parties to solution that helps us all uh and I think it's I'm particularly proud of working with the we weren't sure how that would work uh when we first launched it and there wasn't a tracking mechanism. It's very hard to track hours. Uh we have leveraged our current systems, our chrono system to be able to record those things as they happen. We have good records now on time and it's we've got a pretty good st And I'm just curious that class was that is that new to this year or is this something? >> I think it was it was stated previously. We had in the last first time was the last contract two years ago. I would say the first year that was a little bit because of

tracking some other things. Uh smooth that out since then allowing us to take it out of temporary status. Okay, this is something you noted that you removed some of the difficult to administer qualifying relationships. So are there like levels to the cousins because it looks like not listed um and their family would have to come to our board, right? So, I just want clarity. >> Uh yeah, there are some other potential, you know, uh where a cousin might qualify if the caregiver of of of a cousin for instance, you know, so there are some other opportunities, but just the first relationship of having, you know, a cousin doesn't qualify for this time. there are that would be through a board circumstances or other depending on the circumstances qualify it's just not part of the reason

part of it is is I think what you just said there are levels and we didn't want to start find dicing up uh you know why is okay first first cousin first cousin we're trying to cut down on the administration and also turn all of our supervisor so much into police trying to figure out is this relationship qualify or not section five number five section There's no question. Thank you. We'll now open the podium for those interested in offering public testimony. proposed agreement. We ask the speakers limited their comments to attentive to the tenative agreement is posted and presented as for no more than three minutes. Tonight's meeting is being recorded so public comments will be preserved and incorporated into the record. If you have a written comment or statement, you may also present that

at this time. While we are happy to receive your feedback, we will not respond or answer any questions at this time. At the time, please approach the podium and state your name. Before your comments, would any commission like to offer comments at this time? None. Our next uh gathering will be our town hall meeting tomorrow. Next meeting will be the ratification meeting in this room on Thursday, November 13th, beginning at 6. Having completed all items on the agenda, we have a motion to return. >> I have a motion and a second. The meeting is now
