001good evening everyone welcome to tonight's school board meeting um i'm glad everyone's here now thank you nice smiling faces thank you if you will let's stand please i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right moving forward the adoption of the agenda item number four i'm sorry five is call to the public i don't have any forums however and we will just continue to move on item six a is a public hearing regarding our instructional time model in our four day week i do need a motion to go into the public hearing okay thank you all in favor all right thank you so this is the second required hearing on the

002instructional timeline so there's two before it's adopted later in the agenda you will be adopting or or it's presented you can choose to adopt or not um again this is provides flexibility different ways to get the instructional time necessary and the reason for us doing this is we are because we're on a four day week we cannot cancel a school day because of the snow day and our plan would be to provide a alternative assignment that would make up the day that they missed back then which would actually be and we'll talk about there's a change in the calendar later that day would be next monday the 18th which is a non-instructional day it's a professional development day um students would be given an assignment to make up that would be our instructional day to

003make up they don't attend they do the assignment their presence um in the future this would allow us to do online instruction during snow days rather than just not doing anything on those days and then we wouldn't need to make those up so this allows us that flexibility to do that permanently correct um also this is staying on the four day week so we're not changing there's nothing changing with the four day week all it's doing is allowing the district to utilize the instructional time model in as necessary do you know if any of the other four-day districts i don't know i do know that prescott has adopted the instructional timeoff any other questions or discussion from mr joel all right can we have a motion a is our high school student council report um

004there you are hi okay let me pull up my notes real quick so we have quite a few updates um so first of all we had our blood drive it was really successful a lot of participation um there was about 40 people who showed up to donate blood um there's not much to say about that next up we have our prom coming up on this saturday um it's from eight to five it's at sand hill warehouse in downtown prescott we're very excited about it um we're selling tickets until the end of this week um and the theme is starry night um we have a lot of hope for it next up is our dodgeball tournament um it's this thing that we hold um every year where people can like sign up and make teams and

005all that stuff um and that's gonna be april 20th and we're still getting people signed up for that at the moment we're expecting a good turnout for that um next up is our senior trip to disneyland which is going to be may 11th um everyone is going to be leaving that thursday night around 11 and they will spend the next day at disney and adventure park and we'll drive back afterwards and the last update that we have is regarding our morph dance which is may 4th it's a color powder dance that we hold every year after prom it's in front of the cafeteria outside of the patio color powder is provided everyone wears all light um it's a super fun dance um and that's about all that i have for student council at the moment

006so it sounds like a lot keep in mind yeah absolutely always thank you [Music] item 7b all right i get the pleasure of re offering the golden plate award it was already presented to bernie boris who's our teacher in our culinary arts program so come on up and want to bring your your kids so for those that don't know the county health department every year does the inspections of various food service facilities including our kitchen here and in order to get the gold plate it's a hundred percent and how many inspections three times so on the three inspections that they conducted the health department they received 100 and it's not there's not a whole lot of places that get this and so it's um tells you the quality of the teacher and of the kids

007and the program in general so i want to um present this to bertie and her staff congratulations and uh well done please you want to say something can i talk to fccla now so while i have them up here with me uh we went to state the culinary department had um uh between the mic ted and our chino school we had 22 students go to state to compete and we have a silver winner here for her cake dec decoration and another silver here for the mystery basket and one of our students in our school wants the gold actually one goal for the state um milan milan and then we have two of the students in chino that go to mic ted on the friday class and they're the ones going to nationals so i just

008want to give these guys superintendents report mr schultz all right there's one thing i'd like to talk about that's not on here that just want to mention real quick starting the 24th i believe it is or the 25th we are going to be remodeling the boardroom um we are using some esser funds to uh provide a a better way to communicate with the public to communicate with um other school districts or or even between schools so what's going to happen is there's going to be a basically a screen behind you that'll replace the logo so that when instead of putting stuff up here it'll go up there for the public for the audience to see and there'll be a large screen on that um wall back there so that you guys can see what's up

009here you'll be able to see it it'll be on that screen back there and then in addition there's going to be some easier equipment for our videographer to be able to take you know better cameras and a better setup so that it's better sound and video in our meeting presentations at any time that we do a google meet we meet in here every once in a while to do um group meetings or trainings that kind of thing so all that will be um it'll be a better situation that's happening on the 24th so it'll be set up for our next so yeah we've been waiting on the equipment for quite a while finally came in as everything else is slow uh quick legislative update um there's state bill 1269 which if you read the name

010of the bill it has nothing to do with schools it's a strike everything amended bill that does it's a significant it's a really very significant change to how schools are funded gets rid of what's called the teacher experience index gets rid of the teacher comp gets rid of what's called the transportation revenue control limit or the trcl replaces some of those funds with other items it's really it started out to try to get rid of the trcl which is in part well the trcl is actually a funded through property taxes and so atra which is a anti-tax group really was pushing this and tacked on other things to try to get it to pass the problem is being a strike everything no opportunity to go through the normal committee process it's not going to the

011education committee even though it's an education funding bill it had one hearing in the appropriations um the house of appropriations committee i went down to try to testify it was not allowed because they limited the number to three four and three against the bill um so that was uh there was um i was like number four and was not able to so they limited the the uh discussion to two i think nine minutes on each side and for and against so um i did while we were down there and sit down with another superintendent we were able to meet with uh senate president fan of course our representative and she was her she and her staff were very receptive felt that was heard and so that was that was good but this would cost ultimately

012cost the district about 580 000 in the once fully implemented about half of the school districts in the state would lose money about uh while no charter schools would lose money in this in this new proposal the there is um there is a part of the proposal is saying that you well what you can do is you can go out to your voters and they can vote to go on to the charter school calculation and for us that would bring in about two and a half million dollars but that would be an additional tax property tax on your uh they would basically be taxing themselves which i think all of us know uh tino valley is not up for which would essentially be an override but or bonded over right so it's not really feasible

013and what's interesting is they're using i've heard chino valley district being banked around as someone that could really benefit from this and i want to get the message out that uh no it's not something that's going to benefit you about it so um i was interviewed from i think i forwarded you all to my interview from kjzz i was interviewed by abc 15 interviewed by somebody out uh it was the um the npr station out of tucson and so um i want to get the message out this is not in my opinion not good for rural schools in general and not good for chino valley specifically and so we'll see that goes um i've heard some there's been some things printed one of the highlights or one of the headlines was fan is not a

014fan of sb 1269 which is at least a good sign and she's saying that it's because it's not good for rural schools 17 of the 24 schools in yuppie county would see a decline in the budget because of this so um just it's not good no i'll just keep getting the information out that it's not good for rural schools not good for church so questions on sb 1269 um the other one is uh that is of concern is sb1211 um i am all for transparency if a parent comes in and wants to say and says what are you teaching your classroom well more than you know i'm more than happy to address that or have the principles address it or have a teacher's address what this does is require a searchable database of every single

015thing that we use in classrooms websites worksheets textbooks everything that we use would have to have a searchable database the administrative burden that this would put on school districts is just enormous and so it's not it even though the i think the intent is good the implementation is not and so that's why we're working with um with other school districts and lobbyists and so forth to try to get this overturned or not not moving further we think that we are at a point um we're hoping that it's stalled but we'll see and this is the time of year in the legislature it seems like things can you think are dead and they just kind of pop up out of nowhere unfortunately last year they there was a supreme court case that said you can't basically

016add non-budget items to budget bills which i think is helpful because i could see something like this being negotiated onto a budget though down the road so that's it's um i don't think that will happen so we'll see what happens we'll see if it has any more legs and bills forward um lastly uh there was something that came out about the state budget um which is really in limbo right now at least on the surface i imagine there's a lot of people talking behind the scenes and negotiating there was a report that came out that says the state is fairly flush with funds both one-time money and recurring money and if prop toy even continues it could be even more money or it fails to continue it could be even more money so um there

017are some legislators that have said we have money we need to get it out to schools and so we'll see how that if that actually comes to fruition or not but um we're hopeful and uh we'll see so that's legislative update any any questions just just an observation this this state has gone from you know budgets deficits and so forth and a big turnaround i think one of the major changes is that arizona like many states is now taxing internet sales so our sales taxes i'm not sure people realize this our sales taxes have what increased 50 something i'm not certain but it's that's a good chunk of what this this revenue is and that's an ongoing resource that this state has never had before because if you look at the numbers internet sales are

018what 25 of total retail says it's an incredible percentage now we were never able to collect sales tax on it if you buy anything from amazon you're going to see sales taxes packed on and i think that's what john is pointing out we have a new ongoing source of revenue in this state that we ought to be wise and how we tap it as an ongoing source and i think what john is doing in phoenix is fantastic because we need to tap into that as a source of funding for schools and if you think about it the maximum that we can get added to our per pupil funding is two percent by statute now they can always do additional bills or if the budget they can add money to that but that's all that the

019legislature has to do it's the rate of inflation or two percent i heard in uh this morning that there's uh reports coming out that say that uh inflation's been eight percent in the past year that means we are losing we have we're losing six percent compared to where we were last year at this time and um you know we we increased uh wages last month you you approved increase the wages that was about four and a half percent of our teachers um it was about seven and a half percent for our classified staff that's you know classified staff were barely staying even certified staff and administration we're not gonna say any so um it would be nice to have some additional funds that we could put into you know most of our budget is salaries

020that's where most of our money goes as it should and so it'd be nice to have some additional funds other questions i would like to make an observation also um with the advent of possibility of the sp 1269 we go from the poorest of the poor to even being poorer which i think is an unfortunate reality that everyone needs to be aware of my other observation is that we have a growing economy in the state of arizona and we are tapping into some of the uh that sales tax as you just pointed out yeah um but what is woefully inadequate is that we as a state devote less of our gdp to education than any other state in the union so what we need is to tap into all of those taxes and all of

021the growth that's taking place increase our gd the portion of our gdp that's devoted to education and then we will be able to begin to consider being more competitive with salaries which will help in recruitment and retention which is difficult in this district reducing classroom sizes to reasonable numbers that will help in achieving the kinds of academic our student achievement goals that we all have so there's no discussion at this point in time of significantly increasing per pupil funding in the uh throughout the state so that we can become can begin to become close or approach the average or the middle for the entire united states um so all of this is um this discouraging news um what you presented here and uh without discussions of really using the tax dollars that we have towards

022education and significantly increasing it i'm not as hopeful as you john moving on to the capital lawsuit um as you all know uh china unified school district is a is a plaintiff in the capital lawsuit oral arguments are being held this wednesday which is a significant milestone what i anticipate happening is the plaintiffs arguing why the case should be uh summarily judgment saying that the state has been underfunding capital unconstitutionally and the judge making that decision based on the evidence that's already been submitted the defense will say well the case should be dismissed [Music] i'd be surprised if either of those were happened and the likelihood is is a um the judge hearing this and then setting a trial date for some place sometime late in the fall or early in the winter next year

023this is in the superior court though isn't it it is a spirit card yeah so we got a ways to go yes well yeah the one whatever decisions happens here it's going to appeals and then supreme court so i just think people need to be very right this is not the end all of that case unfortunately wow and how long has it been i well it's been it was before i was superintendent so it's probably close to 17 years that this has been in play so um yeah it's it's not nearly done but i'm starting to see a pin light a pinhole of light at the end of the tunnel and you know not knowing what that what that uh what's on the other end of that tunnel but um i think that we're getting

024we're moving forward which is a good thing um lastly um you on the consent agenda you all will be considering a contract for sodexo i want to uh ben montgomery's here from sodexo he's our general manager i want to congratulate them on um the potential um approval for the contract we've been partners with exo for 11 years and looking forward to another five years and um they've done uh their rfp uh went to the review process and came up to be um the most adequate for the district and so i want to congratulate sodexo for getting that uh that agreement or of winning that rfp will say that's the best way to play i was i was not part of it on purpose um and but i was glad to hear what the result was

025that's all i've got listed in questions thank you item 7d1 administration staff ladies and gentlemen the month of march 31st 2022 is over the expenses are in and finalize the revenues and finalized uh the reports you have in front of you i'll just summarize real quickly our operating fund of this came along last year mr responder question on this our operating fund shows 1.14 available and that's with a lot of encumbrances that are still you could say at this point overstated so as those enterprises get closed those purchase orders that are open to be closed that amount should rise closer to four to maybe five percent that's that's what we're looking at and and just to kind of john remember as our first get it get together last year was when our conferences were like

026three times uh uh what our expenditures were and he did an incredible job getting those paired down i was so happy to see this this year close to the imbalance and as you say we know it's going to disappear as you close stuff out he's going to congratulate you on that thank you we're in the process of doing that as quickly as possible getting with our department heads and principals and directors and just making sure that if they have made their purchases on those purchase orders to get it closed and we're real close even this thursday most of the schools budgets have been analyzed very closely and final purchase orders in place this week to get us through the year and so you look at 24.4 percent in our capital budget and we've still spent

027nothing in our 620 adjacent response just moving a little further if we look at our fund 570 on the cash balances worksheet we spent almost 200 000 this year 198 000 that came in really heavy that's the one that's got all the excel data beginning cash plus revenue minus expenses if you look at fund 570 you can see that 198 000 spent that's again very very helpful that comes in from our grants we skim a little bit off the top for administrative just a reminder that the adjacent ways if it's likely we're not going to spend any money this year we're saving up money for um to partner with the town on the improvements around territorial so that's going to be that's still a few years out and this will just give us build up

028that account um we used a significant amount for the bus lanes behind del rio a couple years ago this we just built in a backup to work around the project around turquoise uh just on that same sheet the 1691 sheet if you look at that sheet that has all your cash balances and it's the ones that this is you see that we've spent 434 000 there and we have made some progress with our contractors and our architect and they've looked at our a lot of that 434 000 has been spent in that 691 fund has been spent on emc ii or an architect team uh i think it's safe to say 380 000 of that 434 000 has gone to them and they've come up with a solution for our hvac and it involves not

029necessarily rebuilding all of our pre-structured prefabricated restructures not rebuilding and taking apart those structures on top and then strengthening them simply mounting their vrs variable refrigeration flow units and they're ductless and they're much lighter and they wouldn't go on the roof and so that company amc ii architect is in the process right now of revising some of their plans because most of what they looked at was how to restructure our prefabs groups and after really looking closely at that we thought that might not be the best way to go they're not designed to hold some heavy weight up there they're designed to basically hold roof coverings like just sheet metal steel if they have so hopefully by the may meeting we'll have that final drawing and design for the hvac units which will probably be

030this variable refrigerated flow mounted off the building and it's ductless and it's i've got photos and there's websites you just look at vrf if you google it and they're all mounted outside so that weight will not go up that's that's where we're at right now we still have to accept their findings and work with them once that final set of drawings is put in but that's the direction the school facilities board would like to get john will we need to then authorize formally the uh preparation of construction drawings and bidding or will that be automatic through the state no we do that we hold that and then we run a contract with a person that's authorized by sfb they're called studypath associates they'll help us put together a good program we'll send it to large

031hvac installers and three weeks ago we actually had hvac installers here on site we've had school facilities board staff here twice actually just been here three times and we had epoxy foam stick and put on all kinds of sealants the plan would be to seal every one of our surfaces take the current evap coolers off seal all the penetrations and then mount the vrfs on the ground nearby so technically we would be managing those contracts yep we'd be involved in preparing the bid publishing the bin receiving the bid responses selecting contractors and then sfb will be going to be with us every step of the way thank you very much and so that's that's where we're where we're going if you look at that 691 fund i'm just going to focus on that you see

032we started with thirteen thousand one hundred sixty one dollars there the plan would be to have our maintenance department spend that on local things that meet the definition of school project district-wide carpeting district-wide flooring things like that and then that's our money then we'll have that zero balance we'll bring in all these monies for projects and we'll pay that up we'll end the year so that's just a couple of years and that's really all i have to end in cash all funds is just about three million two million nine ninety nine thousand and that balance is with both of your cash reports once you page cash reports then there's the one page report that goes through month one and both of those balances so that's what came in the end of march to start d2

033student activities yes very well student activity we see the start of the year 160 000 brought in 12 600 uh spent here today at 9445 and any cash 147 000 things are right on course we've got a big trip coming up to disney to land may 11th and there's a 52 seat 52 students at this point going anywhere i still want to right yeah we just right now we just have one bus because we didn't get enough kids to sign up for a second bus but thank you john i don't know a lot about how they're all spent but i can look at the report tonight i get involved a little bit and seeing some of these big things thank you any questions thank you then we'll move on to item seven a through h

034our consent agenda which is an action item i will make a motion to approve the consent agenda a second second thank you all in favor item 9a is a 0.5 fte dean of students mrs cox baby i'm coming to you tonight to ask for an edition of 0.5 fte dean of students with our current enrollment numbers i have a 0.5 dean of students and myself and we need i need help so i'm asking for an addition to make her full-time dean of students so she can help with evaluations and to discipline we both disciplined that so do you already have somebody in mind the current dean of students we have halftime she's actually full-time but she has she's splitting her job and as half of her day i don't say half her job is dean

035of students and half her job as an instructional coach so you'll be actually doing approving another um position later but that half time position would go full time so she same office same location same person just doing adventist students full time instead of half time okay sounds good any questions for mrs cox again as this is an action item we need a motion to approve the 0.5 ftd student's position there you go all in favor thank you go ahead and stay right there item 9b is to revise the title 1 positions at territorial so we have um currently we have two title 1 teachers and 4 paraprofessionals that run our title one program one of our taiwan teachers has chosen to move to a paraprofessional lots of people do that towards in their career she's

036chosen to do that so with that it offered us a chance to restructure the title one program so what i'm asking for is to restructure it have um one teacher and five pair of pros would work in the classroom but with that other half of the teacher salary to move into uh a 0.5 dyslexic interventionist so that we can she can work with groups and help screen because that's to take some of the stress off of our special ed department screening and doing all of those we have an interventionist who can work with them under the title we could we could meet the needs of our students in a little bit what we feel right now more appropriate and so it would be adding a 0.5 fte title 1 dyslexic interventionist and a 0.9 fte

037para professional to work with students can you explain a little bit as to why there would not be any additional costs to the district because we're taking a teacher salary and we're cutting that in half so half the teacher's salary would be 0.5 and help me out if i messed this up dollars half the teacher salary would be still used for a teacher a certified teacher and that 0.9 would be used for a paraprofessional and so that's how we could make the position anyway just want a clarification for it thank you make that suggestion work that way and i wanted to see if you could do that and just as an add-on this that 0.5 dyslexic teacher is going to pick up the other half of the instructional codes that our dean of students will

038no longer be doing so that's kind of how that fits in with this so it's actually going to be a full-time teacher with half-time dyslexic teacher and half-time instructional knowledge from pictures yes yes okay any questions okay all right and actually i'll make a motion to approve the revised title one position at tech to changing one of the current title one teaching positions at tech to a point five fte title one dyslexic interventionist teacher and adama point [Music] is a thousand dollar return to work statement so um recently we received the budget for next year's classroom site fund and we'll be coming to you later in the um later in the year when we talk about class recycling which is 301 that's what it's now called um we're this year we distributed 9 000 per

039teacher next year we're gonna be proposing ten thousand dollars for teachers that's good that's outside of this money we also have enough funds to do a return to work stipend basically using classroom site fund monies to reward people for coming back basically so their first pay in august after they come back to work they would get a thousand dollars added to their check most of it would come out of classroom site fund um there are some staff members that are not eligible that i'm proposing to get this that are not eligible for classroom cycling um instructional coaches our therapists um counselors um they would get a thousand dollars out of eminem so that's why there's still an mmo portion there but um just again a way to get money into staff members hands and so

040it would just um they come back to work reward them for rewarding them for signing their contracts almost like a retention bonus our retention stipend um they come back to and we don't want to give it now because if they don't give it now if we give it now they'll come back we may not be able to capture that or get it back so it's important that they we actually see the whites of their eyes before they are eligible to receive this but we approve it now august 11th comes they get that added to their paycheck so quick question this is a this year only one time so it's a one-time off we may do it later you know we can do it again next year depending on the funds and things like that available

041but we feel we have the classroom site fund um funds available to do that um for this upcoming works this year yeah and it's in addition i apologize to the 10 000 that they will be getting correct that's it would be 10 000 on top of this thousand dollars so it'd be a total of eleven thousand dollars that in classroom cycling some of these some of these staff members getting this thousand won't get to ten thousand because it's already built from their salary but if they are eligible for classroom site fund it's a thousand plus another ten i'm just curious what portion of the classroom site fund will this make up approximately well you figure that it's one eleventh or so in eleventh yeah so nine percent i think it's a really great idea because

042i think considering what our teachers get paid anyways i think it's a really good idea unlike some other school districts uh a hundred percent of our classroom site fun money goes into the teacher and other pockets of teachers we we have the ability to use it for other expenses whether it be health insurance or additional staff or whatever we have for many years not not every not since the beginning but for many many years probably 20 or so 100 of that money has been going into teachers pockets and i think that's i have no intent of reversing that that's a significant force on the portion of their salary and um they they deserve it so the implication here for me is that if you're incentivizing retention through this that we've got some problems with retention

043um well you know we uh average about 25 turnover annually and this year it's going to be probably closer to 30. so you know absolutely and part of it is salary part of it is has nothing to do with chino valley part of it is just the the education in general whether it be low pay or you know the kind of stuff that we're talking about going on the legislature or you know whatever i think it's just you know we have people leaving the the industry to the profession for reasons that have nothing to do with chino valley just reasons in general and so we want to try to incentivize them to sign their contracts which by the way are you today so important take action today yeah well yeah this you know i've kind

044of sent this out people know it's coming so um you know they knew that it was going to be aborted at some point some people knew it was going to be today so yeah and they've got a a a deadline to get their contracts in well hopefully they've already been in today oh today is the deal today's a bit like yes okay yeah right so will you have a report on retention at the next board meeting yes anything else no thank you um can i get a motion please to approve this i will gladly approve the return to works work stipend for all returning certified staff secretary all in favor aye thank you moving on to tonight's personnel report again again as always there is a supplement so i want to make sure you refer

045to the supplement as well we have seven new certified boarding classified two new classified subs ten resignations three retiring uh five certified changes 12 classified changes one extra duty one coach and a slew of timesheets that's what i'm gonna call it there's 108 if you want to know the actual slew um i do want to recognize somebody on our um let's see where is this person oh that is a supplement number three um he's in the room ed moody is our new principal at no real school so i want to welcome him and his wife is here as well so i want to welcome her as well we're excited that uh for him to start at del rio i know that uh the date i believe middle of june is our target date to have

046it again he is spending time uh wednesday uh at the del rio campus he is spending time monday at the del rio campus also i believe so he's getting his feet wet and and getting to know the staff and i think he has all kinds of plans to for for some barbecuing as well i heard a nice nice uh mobile barbecue so um again uh we were um we it was a tough decision and uh ultimately was my decision and i thought i thought that uh um ed had the um leadership that i was looking for so i i was excited to to select him even more excited to accept it so uh that was um so i wanted to kind of um introduce him and answer any questions you may have and i don't

047know if you want to say anything real quick or you don't need to but i'm just excited to be here i'm looking forward to next year yeah um he also happened to be in the room or in the building when we had our district leadership team meeting two weeks ago so he was able to participate in that as well so he got he got uh initiated into the got the i'd like to know more about that hey you were one come on now what it will any questions on tonight's personnel report i'm kind of surprised there's a couple that i'm surprised about um and 18 i'm really excited about 18. as are we so uh you know it's people are you know um transferring to different schools in one case some someone's leaving the profession

048in another so it kind of depends on on there's a variety of personal reasons why these things are happening and and so yeah fortunately i can say that our principals have been busting their tails to to get staff to replace them so um we are we're gonna have another assessment on that will go to uh mr vogel's request for kind of our turnover uh retention but um we you know we aren't getting the number of uh candidates that we'd like but we are slowly fulfilling positions anything else again this is an action item i have a motion to approve tonight's personnel report i'll make an ocean two questions and supplements second all in favor all right thank you and welcome aboard thank you item 9e is grow your own and alternative pathway to certification incentive

049programs so this is kind of in response to what we've been talking about staffing and everything else i think that it's actually a good time to talk about this um really there's two parts of the program one is the grow your own where we want to promote our existing typically classified staff who don't have bachelor's degrees we want to help them obtain their bachelor's degrees in education so that ultimately we can put them in the classroom it would be for just those staff existing staff members that we have identified and having those skills that we think would be good in the classroom ultimately they would get free tuition through what's called arizona teachers academy and those are that's at asu u of a or nau my understanding is that there's discussion about the upper college

050offering education bachelor's degrees as well and i don't know what the cost of that that would be if it would be free for teachers or that they could be part of the teachers academy as well but that would be exciting if that happened what we would do the district's uh contribution of the district's commitment to that would be while they're getting their bachelor's degrees any fees assessment costs or books that weren't covered as part of the program that this could pick up okay in addition to that this is the big deal a lot of times these staff members have to quit being working for us in order to do their student teaching we work with them on paying them doing their job their their current job and working with them to allow them to student

051teach so that that income didn't go away i also had a conversation with a staff member from nau that says there's actually a way that we can get give them a certificate even before a regular teaching certificate even before they get their bachelor's degree and they can be in the classroom can start keep paying them as a teacher while they're doing their student teaching so that's one thing that we also look into when they once they get their regular teaching certificate that they would get an additional stipend from the district their commitment to the district would be in that program four years they owe the district four years if they leave early they owe the district two thousand dollars for every year they leave early okay bachelor's degree takes four years we'd support them for

052four years the expectation from the district is they support the district for four years okay the other program is the uh the alternative pathway to certification incentive program so this is for those staff it could be a staff member or a new employee coming into the district that currently has a bachelor's degree we can actually put them in the classroom and with a rate with a alternative pathways certificate so there are certificated then they take training through nau u of a asu there's some others but nau told me that this would be a free program for them as well this this year and that they would work on getting their full certificate their regular teaching certificate in the process we would pay any fees assessment costs books that were required as part of their education

053training once they let's see once they have received their regular teaching certificate they get a um let's see what's this their stipend amount would be four thousand four thousand dollars i believe and then they go to that it's a two-year program and then they would owe two thousand dollars for every year okay so um really it's we're trying to bring in employees potential employees into the district that we recognize everyone that applies would not be accepted we need to focus this on those that we will have a high likelihood of success we anticipate it'll cost about ten thousand dollars a year per employee not a year per employee that we bring into this program ultimately the total cost either over two years or um four years but it could bring you know the focus would

054be on those already living in the community and hopefully once they go through the program they stay in the community and want to continue to work for you well that would be the hope yes so that's what this pro these two programs are all about so john uh presented this to me on thursday and this being my second term i have seen a lot of programs come through that we have approved i don't know that i've ever been as excited over a program as this this is just like you said it keeps keeps it in the community it helps them grow professionally and we just might get some good teachers out there i'm excited i would echo that i would applaud i applaud the concept and the leadership that's bringing it to fruition i'm going

055to vote the a for it no doubt about it i i think i've read this twice to make sure i understand everything this spectacular uh you know this approach the only question is john is there a it's going to be very time consuming even for our staff to you know mentor these people and so forth do we have an idea of how many people we could the practical matter handle in the program i don't um you know i'm thinking about starting small we're talking less than a handful at least to kind of get our feet our feet wet and see what kind of commitment there is to that to them but right now you know we have we have people that are on the alternative pathways program and so we already have people that are

056supporting these teachers already we also have instructional coaches that that's their job now their job is to help new teachers in the profession and so we already have people in place that would be doing this anyway but i don't see us going with 20 to start and like i said less than a handful to see what kind of commitment there is and what kind of success um a motion then please to pass this fantastic program i'll make a motion for the approval the crew approved to grow your own and alternative pathway to certification incentive program the second place all in favor all right item 10 a instructional time model and four day week any more questions or pretty clear okay again an action item well since i'm on a roll let's just keep going thank

057you for the approval to use april 18 2022 that was designated as a makeup snow day to now make it a remote learning day [Music] approval to use april 18 2022 has designated the makeup snow day to now make it a remote learning day okay okay now a second thank you all in favor aye aye thank you item 10b is the revision of our 2021 and 2022 school calendar so because we had to we have a school calendar that has monday today as a non-instructional day this is just a revision of the calendar to basically use the snow day as a non-instructional day we're stopping 2021-22 school district school calendar [Music] thank you all in favor hi [Music] now on to probably the next most exciting thing for me to get involved in um construction

058of a chino valley high school track and associated financing so we have um and i we talked about this in my evaluation in december one of my goals prior to retiring was to get a tracking place um at the time we had a quote i think it was 580 000 give or take for the track uh maybe a little bit less um we we think we've identified uh that we have the funding to do this i've got a re-quote uh 680 thousand if we don't do this now before long it's going to be a million dollars to do put a tracking and so uh we have um we we are proposing to do a eight year finance on this and so this would be um if they're talking starting the guy i think hopefully he

059was joking with me was saying he wants to start tomorrow but um you know we need to get the financing in place and a po cut but their goal is to construct this and have it done prior to basically the beginning of july when the monsoon starts i want to allow some time for marty camp to kelly athletic director and mark metz our our track coach they actually went down to central high school which is where this picture is from and saw the track that this company that support services has put in so if you guys want to come on up and talk a little bit about what you saw down there that would be great so yeah uh last wednesday mark and i got to go down in a tour central high school uh

060their track um it's pretty much going to be the same uh the same style that we were looking at and they got theirs installed how long ago was it six a few months ago right i can't remember yeah yeah just recently i think it was just real yeah they had a couple delays because of the weather and they had to go back in there a few different times this is part of the reason why they want to get started now in april uh so we avoid those issues but it's a beautiful track um we're looking at um it's a i think it's the color's red and we're looking at probably adding the the long jumps and the high jumps as well talked to their aed they had a really good experience with this company and

061i'm forgetting her name right now but uh it sounds like she is um very much about keeping everyone on the same page making sure we're meeting with our maintenance our administration and the athletic department as well to make sure that uh it's going as smoothly as possible as far as the actual track i'm gonna let mark talk a little bit more about it because he's the expert here and no one here in the district knows more about truck than this guy i mean so i started coaching here in 2003 with john and um were you here in the first year i was one of the first track coaches here yes and um last time we had a meet was 2009. we have at least four cracks this white that go all the way across it

062and i've had some middle schoolers and high schoolers trip over and so i remember like i'm when you just made the motion up here about it like i'm getting goosebumps right now and um but i never thought my youngest daughter's in 7th grade i never thought how how were we going to afford something like this and the benefit it would be for not just my track team and i'm selfishly it is me but the community the middle school i mean today at practice we had over 100 middle school and high schooler kids out there plus i mean people that walk on it and do all this stuff so this is really exciting this is a great track um you know just maintaining it would be a thing because that last track we had was lasted

06310 years it was 2000 2009. so how could we maintain i think you know drainage i'm thinking of the youth football our our football team and tend to go on to have little runways so that this cleats don't get um messing it up but i think like i said i'm i'm beaming at this and i yes i'm very excited and this is a better constructed track than what we had also i think the problem is it was a really cheap track in 99 and it was black so it was getting all that heat expanding contracting and i think that's part of it um so i think this um everybody that i at most trucks we want to run on now are red prescott is blue but most most of them are going to be red

064that we run on and correct if i'm wrong phoenix union which is central high school is part of all of their tracks are basically the same thing they're all the same thing yes is that correct so can i quick question but just a comment i was glad to see if they're going to reuse the existing surface of the sub base material which is smart but i have no no idea what they're talking about in the surface itself what is that so this polyurethane um basically just called a rubber track synthetic so um they used to make out of ground up tires um and then it just codes so obviously for rain snows that um we can run on it but it's gonna be a permeable surface then no it's not going to know so it

065will kind of they'll do it but it will go off to either side okay they'll probably go away go toward the bleachers go to the outside either or yes yeah so i and again you're educating me because i just totally unfamiliar with within the description of that service material and you're right you know the old way of doing the track is i ran on the dirt track when i was in high school yeah yeah than this than the one we have now but yeah with the weather obviously it's kind of hard they're actually they basically build an asphalt road around that's the track base and then put this thin rubber coating on top of the asphalt well that's what i was curious about because i'd never heard about it but then i'm not interested other

066than the fact it should be red yeah now how long is the process of memory doing how long did they sing six weeks um they said to just do i don't know how long the subsurface will be the actual the the red or the track will be four six weeks so no means this year no no no and that's obviously intention is is to have middle school and high school meets i think that's this is really great we need this yeah now next we need bathrooms that they don't have to go out there purchasing cooperative so they they have trained with their margin of profit so to speak to be very competitive for government entities like themselves awesome this is exciting well i think yeah i will make a motion to approve the construction of

067the cvhs track and associated finance second any other questions or comments before we vote we have college [Music] all right with that good night [Music]
