001we'll do it again good evening welcome everyone to december's chino valley unified school district's governing board meeting if you would let's stand and have a pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you i could have a motion to adopt tonight's city jim though please second all in favor thank you next we have call of the public i did not see any slips so we're gonna move right along item six is a public hearing let's make sure i have all of this right public hearing for the 2021 the 22 december budget division number one president i think we need to have a motion to go into the hearing and the motion to come out of the hearing you
002know that's what these notes down here online when papers say you are correct i'll make a motion to go to the public hearing thank ladies and gentlemen we do have a an opportunity to align ourselves i believe it's you could do it six times a year if you wanted to but we have to stop this alignment by may 15th that's the last time we get a chance so this is the district's opportunity to look at all the data especially student attendance and membership that has been kept since school open i think august 4th and that goes up and down right now we've got about 2415 students that comes down to or is was weighted down to 2215 students on the 30th of november that was the number that i took since then that's changed from
003day to day because we do virtual student uploads with our adms system i saw one in christopher's office two weeks ago at 2200 not 22.15 but 22.22 so that does go up and down those adm numbers and until the end of today is my understanding uh we are supposed to come as close as we can to ade's numbers so there's no surprises come the 100th day which i believe is in march of 2022. so if i'm keeping you informed when margin 2022 comes hopefully we've really stabilized by then for membership membership and there won't be any surprises we'll be within say ten students and we'll be within three thousand dollars for our budget the good news is our final adopted budget last year we did a revision in march april and may 21 all three
004months and every time we do a revision the department of ed would write one of these little pledge 25 reports and they'd say these are your real numbers so i'd amend it and close the gap may 15th king we did another one in may of 2021 and we ended the year exactly with the same budget that he said 14.4 million the good news is that was based on 2057 students that 2400 equates to 22.15 so we gained about 160 students this year and the budget increased for our operating fund for 14.44 16.38 so about one point one point nine million almost for the operating increase capital budget went from a million twenty last year to a million one twenty eight this year based on again those numbers and they use the prior district enrollment for
005that district additional assistance for capital so that last year's lower numbers are driving this year's capital one more thing i'd like to bring up was the classroom site fund they've added another 308 dollars i gave you a memo on that based on a march jlbc estimate and that took our revenue projected from 1 million 150 000 last year to over 1.7 million issues yeah i saw that and i understand exactly where did that money come from why did we get a month like that well you could say there's a projected bump in sales tax that they knew about back in march that's what they just there is also a correction this is there's a one-time correction for past underpayment so we won't get this same amount next year it's going to be appreciably lower next
006year so a lot of that there is some increase in sales tax but a lot of that is a one as a one-time corruption it was a big bump that's why the numbers were really big yeah okay well shoot i thought there's something worth it because for years certain districts were budgeted according to the budget not according to cash here's what you owed us based on our student account i don't think this just ever did that it's kind of a risky thing because the county will still cut you off if you don't have cash in your accounts so that's like a since 2001 catch-up paid for some of that so those numbers are quite healthy we've been paying out the goal is to pay up 9 000 gross pay per certified staff full-time this year
007and then have enough to equalize that as revenues make are there any other questions anyone have a question on it wonderful then with that we'll have a motion to close our public hearing thank you item 7a is our student council report is let's let's do this this year and then i just wanted to update you guys on a few things that we're doing um some future things that are coming up in may and some things that we've just passed or have done so about we recently started our winter dance that we only budgeted 500 since we haven't done it in four years and we actually profited one thousand dollars from that and from that money we wanted to instead of just buying freshmen incoming freshmen t-shirts that are bought by the school we wanted to
008buy one for every kid so like we would buy the juniors or junior color class t-shirts so that they could wear for like the next year's spirit week for like skittles day or something and that's the money we're gonna use anticipating that um we had culinary participate they had good sales as well and then we only for our concessions that dance we only sold drinks and we still made about three hundred dollars just on drinks and then that was all the winter dance it was a very successful dance and then last tuesday we with we partnered with miss marley and we went to walmart and we had our students choose from like numbers of students and we had a wish list so we went christmas shopping for them and then we budgeted about 100 to
009150 150 per kid and then that was all paid for by the press get radiology wise and then it was about 17 kids that we bought christmas presents for that's all for that and then soon we just started a new fundraiser it's like a year-round fundraiser it's called wreaths across america um alexandra teammate wanted to start that and then um for every 15 so each wreath costs 15 and for every week we sell we get five dollars back and then it's just an ongoing fundraiser and then it's we wanted to do it to recognize our veterans and then for next year we have our senior trip planned we had a vote through google foreign we chose disneyland however there's still so many covet restrictions and we had sabrina lopez call today to see what that
010would look like because we don't know if we want to go on a date where it's all like other other schools go as well it's not just it's not open to the public but we still have not figured that out we want we're expecting to go we hope we go but um yes uh we did disneyland and then we had many kids sign up already so the more kids sign up the less it's going to be to go to the to the trip all right and then prom so we have two dates for prom it's april 22nd or april 29th we don't know yet it really depends on um athletics if anyone has something going on that day but as of right now nothing is scheduled for those two dates so that's what we're thinking
011the chairperson for that is shay daniels and then it's sixty dollars per person we've done that for a while and we're not um looking to change that we have budgeted around six thousand dollars it's one of our biggest fundraisers and when and then we use all that money to bring back to the school and then we look for a senior gift without money we're still looking for venues and then we have scholarships for students that will not be able to afford those students and then as of right now that's everything thank you miss leslie finished up the state cross country meet quite thank you yes thank you the december superintendent report first of all i want to report on the thanksgiving beasts most of you attended at least one of them we served over 2
012000 of over 2050 students out of the 2200 that we have so over 90 percent of the students were served lunch of turkey mashed potatoes gravy vegetables pie roll everything else the number that i'm happy with is the 900 parents that came onto campus and and ate with their kids i think that number is fantastic in it it was a neat process to see um we did territorial over two days which is something that i think we want to continue just because the higher engraved you get the less parent participation so we just had a ton of participation at territorial and splitting it into two days made it much more manageable so it's something that i've gotten feedback from our food service director that that's something he'd like to continue along with mrs cox so
013real happy with that i want to thank the board members parents staff students and community members that helped serve we had athletes go over and help the kids that i know at del rio and territorial that was neat to see um uh this reader her husband's parishioners came and helped out as they do every year and then of course you guys and everyone else so i want to thank everybody for helping out with that do um just i've always made it a point to go with my kids obviously when they get older they don't really care but this was really juke's first time because of last year not having it and i remember going with my younger kids and watching kids cry because their parents couldn't make it so i was like oh i'm going
014to be that parent that goes my kid could have cared less about it i told him next year i'm going to go with the kid that's crying because he didn't even talk to me i i just think it's so great that we do it and i saw grandparents there with their kid with their grandkids and i just think that's such a cool thing yeah we do so yeah it's one of the neatest things that we do for parent participation in the district and the food is great it is it really is good food so i think they got 60 turkeys and then roasted whole turkeys and carved them up so it was you know it wasn't the processed turkey that you might think it is yeah it was uh actual turkeys that they cooked so
015um they did a real good job and they always have have done a fantastic job so um yeah thank you for mentioning that that was really awesome john there was one disappointment that i had it was let me say i had a long talk with their sodaxo person after uh heritage i guess it was and i said well all this food can you donate this to the food bank and he said no the state law does not allow you to donate food that's already been out to food bank and they said well what do you do with it because you know it was fair enough yes was still there and he said it has to be disposed of and this you know like we kept talking i think other alternatives are the other alternatives it
016was just you know it is john says he was good food and uh but he said there's just nothing else we can do the law is the law that we have to try we have to throw this stuff away right and i i've been thinking about ever since i can't because that's not my field but you know there's got to be something that could be done with the food that that does not get serious and i can tell you that that some you know if he says it it's pretty accurate because they are really you know one of their things that they want to do is reduce food waste that's their that's you know that's money today sure that's so it's not it's not something that they take like me and if they could donate
017it i know that they would so um you know i'll talk to him about it and i mean i don't know i'm sure if that's what he says that that's what we have to do we must have talked 15-20 minutes and i learned a lot about the food industry and you know what you can do and what you can't do and all like that but you know he just said they same thing that you just said john that they have looked and looked and looked and they cannot come up as an alternative but to some place that they can put that food to good use uh calendar um there's a kind of a short calendar that's been included there's not a whole lot going on next month i do want to mention though that our
018district office and all of our school offices are going to be closed starting friday and they will not open again until january 3rd what happens is there's of the eight working days in that time there's four of them are holidays and then there's a lot of people that take the other four days off either vacation or whatever and so and then some of our staff are only 10 left and they don't work during those two weeks anyway so in order to accommodate to make sure that um we're not understaffed we just close the the offices there may be people working but the offices will not be open to the public so all 12-month employees either have to work or take leave and be honest most of them take either vacation or some copy asrs contributions
019we got asrs contribution information in the past last week um exciting news typically things go up this is the first time in a while that asrs contributions are going down by a quarter percent 0.25 when i started and and um i don't know you you were an asrs contributor when i started with seven percent i don't know what it was when you started or no actually i was in the city of phoenix phoenix never got it was it a little less when you started in asrs do you recall i'm thinking yeah but it's now 12 and a half um yeah we have to we the district based twelve and a half and the employee pays 12 and a half uh you're right city of phoenix and the state were always locked in together the same
020okay and you're all right i can remember now it was seven percent yeah and so uh it's exciting it's going down um also there's what's called the alternate contribution rate which is going down that's the rate that we pay for um to the to asrs when we hire retirees so anyone that's been retired we still have to pay into asrs the retiree does not and for a couple there's at least two people in the room that benefit that are going to benefit from the permanent benefit increase if you're currently receiving asrs retirement you'll get a slight bump in your retirement benefit starting july 1. and that is something that has been 10 15 years since the last permanent benefit increase so all of these things are a result of asrs their investments doing well and
021i've always say that asrs is one of the best funded pensions in the country not just arizona in the country and so um and that's why their rates so high they want to make sure that they can actually pay out what they say they're gonna pay out so um but um they're it's it's good to see things starting to go down when they've been going up for a long time so that's asrs um more good news we met last week with our kairos health insurance representative and our loss ratio is actually very good it's like in an 80 range so we're paying out 80 of what i'm sorry kairos is paying out 80 of what they're taking in from premiums for us which is good news um if it was higher or if it was
022over 100 they may have hit us with a large increase this is probably just going to be this means it's probably only going to be a um inflation increase that could be scary well yeah inflation's running five to six percent right now but you know we've seen 20 increases in the past and um and john correct me if i'm wrong asrs is our largest single po that we have uh the vendor that we pay them other than salaries it's the the the health insurance capital is our largest key purchase order over a million dollars it goes to kairos every year so a 20 increase is 200 so that is actually a um it's good to hear yes um the january government board meeting is on the 10th i will not be here um cindy's going
023to take over i have a family event in san diego that day so i will not be able to be here but we'll be here prior to the other week prior end of the semester this week marks the end of the semester for district schools starting tomorrow um china by high school is going to be on early release three-hour early release i understand that will allow them to do final exams over the next three days and on thursday which is our last day of the semester all schools k-12 are on an early release three hours and i don't think we have preschool on that day if i if i recall that they just canceled preschool because they can't do the afternoon and so they just cancel preschool together so um it's thursday k-12 we are
024out three hours early so um families need to be prepared for that and then i want um last week we honored our staff of the quarter at territorial we had our teacher was carly pruitt and our staff member was connie olson at del rio our teacher was beverly cassane and our staff member was christina sheriff heritage the teacher was nancy morgan our staff was cody aschenbrenner at the high school we had kathleen ryman as our teacher lucy swope as our staff member and in the room our district representative was nicole burdette [Music] who's been managing our special ed we'll say woes um the best to her of her ability but above and beyond what anyone could ask so anyone could ask so she was our district staff of the staff member of the month and
025then i want to thank again donna webb from jeds who was the sponsor of our staff of the quarter program each person recognized received a jed's gift certificate and some kind of booty so from dad's and the dead's goodies are out of this world so they were very lucky yeah so that's my report i don't know if anyone has any questions comments or concerns questions thank you very informative item 7c one is our financial reports for activity from october 31st yes president is complete and there's a number though property taxes if you look at that second sheet that roughly taxes with about 1.24 million and i did the report on december 2nd weren't added into the month of november so now they're there so you'll see a nice bump in property tax and state equalization
026in the december report that you could save belongs to november i just like to do them at the end of november these reports so it's a little shinier that the overall cash on page three there shows 2.7 million is closer to 4.3 so once you add that property tax just so you know there's a if they if they post it back on december 5th and i've already trained these reports out on december 3rd i could go back and get into your work right before the meetings but as long as you know sometimes those property tax months november and may i'll just say this there's more coming so what's the next report uh overall activity and remember uh look at cash funds uh we've got contracting really closely 616 000 in our cash funds and that's
027you have to remember we've mentioned this before that is budget balance because we included conferences as if it were actual expenses and lose cash flows and it's not always the case like if you look at food service 1.4 million during conference that's very likely that will be spent but there's other ones that we've been covered that haven't necessarily been spent yet we've just got deals in place 2.27 of the operating budget is available on our budget summary here and i'd say that's that's going to increase as our budget goes up from the 14 right now it's 15.5 million it goes up to 16.3 the incumbents the amount available will go up as a percentage that will be closer to three and a half percent so is that budget climbs that may turn down so last
028year's 14.4 million this year's 15.5 this year's revised with all these student accounts 16.3 so that's where we're at for operating and just as i move further back into cash balances all funds that's where i got the 2.7 million and it's closer right now at the end of the number 4.3 once the property and authorization so overall if you look at the percent expended here to date in our operating fund if you look at the days going by operating fund is adding expenses for the month to remember 5.5 million um as a percentage of 69's just under 30 and we're closer to 45 percent of the days gone in november so we liked a little drag there at 45 of the days were gone and 55 percent of the budget was spent we wouldn't like
029that we are at about 39 percent of the budget spent and 45 percent of these and then you know as much as going up so i think you have some sound financial position here hopefully the budget will remain and the legislature will do what they need to do in the spring and keep the 16 point treatment and i don't have anything else for you to addre [Music] um 123 908 you see expenses of 10 500. we see student council at del rio 3800 and less seven more expenses still not a lot of expenses in student activity and i would say that reflects the focus on academics thank you any questions from mr livingston that was just a discussion item so with that we'll move into item eight a through g and this is our consent
030agenda with nothing beautiful we have a motion to accept the next piece of agenda probably promotion to accept tonight's consent second all in favor thank you item nine a is our administrator and director salary schedules mr schultz so many many years ago before any of us i think worked for the district um policy gcbb was implemented which is the the policy that tells us how much administrators get paid and it is a calculation and there's reasons why i think it was put in but in order to provide more transparency and to make it easier to understand uh what i did was took basically the this using these this calculation as a basis and turn it into salary schedules which is what we're used to using and people seen and just as a warning all of
031the salaries scheduled to use whether it be administrative or classified staff which is our hourly staff or certified staff teachers they are entry salary schedules so one that all that does is tell us how much a person is going to make when they get hired and it's never used again because we get percentages or flat increases that always are beyond what the salary schedule says and that's what our goal is otherwise we get leap frogging and some other some other issues going on so i took these and then there's a list of some of the things that i changed the base went from increased 2.8 percent this was last done in 2015 six years ago so a 2.8 percent increase over six years is rather paltry so it's it's reasonable um there was a change
032in the special services director we had to adjust our our current special services director almost a year ago or quite quite a while ago because it's just too low for what the responsibility is and the number of special ed students that we have right now so that was adjusted as well um the middle school assistant principal i actually decreased it because i wanted to make sure that there was a significant difference between principal and assistant principal at least ten thousand dollars based on the responsibility um and then uh there's some other things in there about what how to how to go down on the salary schedule and over on the salary schedule and so there is a all of the salaries here so all eight of them are provided to you for you to take
033a look at the uh one that was different that i added um that was separate is the classified director salary schedule that was not on the calculated or on the in the policy originally and so i added that and those would be our id director our district nurse maintenance and facility director our um am i leaving out transportation [Music] so and then also our business manager those are considered classified directors and so that salary schedule was added um we've been using it for a while and i think it's been approved before but it would just add the home to this so again the reason being this is this has gone through and been reviewed by the superintendent's employee advisory committee it's always already as well as being approved by the district leadership team and comments
034and so forth that were collected during those two groups kind of taking put some eyeballs on it so um not a ton of changes there is also in the last page in that packet there is a salary comparison with other districts both locally humboldt and prescott along with some that are similar sized elsewhere that'd be like cottonwood and then also payson and then some that are kind of ways away much bigger than us that'd be flagstaff in deer valley but that kind of gives you an idea of where we're at and we're pretty much in line for the most part yes um questions concerns comments and this was very very interesting good reading but the bottom line is right now we're based on asda formula that we're locked into other than when we've had to
035add stuff what you're suggesting is that our base salary schedule will now be something that the board can adopt on an annual or whatever basis uh tailored to the charts that you've shown here right and it could always have been changed in the past because there have been times where that base amount to 4800 something was adjusted um and with the last adjustment happening in 2015 but knows that what aspa did or what we did that the board did that oh okay so the board can always change its policy it just takes two reasons to do that so and that's been done past um but this is i so you know what would happen is with the new policy that i'm proposing that's the first reading later it would be just like all of our
036other salary schedules right it would come to you to be approved if there was any changes because our whole package and then salaries would be those that we the administration the board has approved and not have to worry about changes that asba made or should make and have to go through that administrative process of changing that to change the policy right yeah i think it'd be interesting to know of all these schools that are listed um which schools are closest in the num and the number of students probably cottonwood and peso as far as districts go every other district is larger than this okay so we don't look as bad actually the number of students than that you know okay thank you any questions on this side you know the comments on this side okay
037so this is an action item so we need a motion to approve the proposed administrative director's salary schedule and president i will so move as i mentioned earlier i think this makes sense to make our salary policies consistent with across the board so the administrators and both both our classes of staff are done through this board action and the administration rather than have to go through the process of amending the asda once on regular or irregular basis so i will move this approval perfect motion on the floor second or second all in favor item 9b is another action item while we're on salary schedules the 2022 classified sellers so this is a classified salary schedule what i was talking about just a few just a moment ago this gives you an idea the minimum wage
038is increasing july 1. either i'm sorry january january 1st so in less than a month and what two and a half weeks and it's going from right now it's 12 15 an hour and we had done raises in july hoping that we could accomp the races that we gave would get us through the fiscal year all the way to next july one but who would imagine the the inflation that we're seeing right now and the minimum wage will end up more than five percent and that's what happened it's going up 65 cents an hour to 12 and 80 cents an hour and so what um we have are proposing is that we change the district's minimum wage to 13 an hour it is now 12.50 an hour so it's always been over the minimum wage
039so to 13 an hour and then with that the salary schedule was adjusted accordingly the only other change other than adding 50 cents to all of the starting classifications starting to pay for the classifications is that we increased the um minimum pay for bus drivers to 15 an hour and that's just because we can't find bus drivers and you've talked to us about that before yeah and so that is one hopefully that will help bring in some bus drivers at 15 bucks an hour don't know but at least it's a start um i may come back to you later about bus drivers proposing maybe a um like a signing bonus or something to that effect but that'll be in the future this is just a start to try to provide you know it's supply and
040demand and our demand is high and the supply is low and we need to pay more will there be anyone that is not left behind but will there be some catching up to do with some leapfrog yes and so um we anticipate on a few we're talking less than a handful of bus drivers being uh making less now than other new but they will also be subject to an increase july 1 that will bring them back in well in line over what the new people would be making so that that will be adjusted july 1. we're going to come back to you probably with a new salary schedule and increases for our classified staff hopefully enough to get us through this fiscal year no guarantees but that's what our plan is to provide additional raises
041july 1 for all of our existing staff and um additional well they get a raise everyone gets raised now 50 cents an hour and we'll talk about that in a second but they would get an additional raise um to accommodate the 2023 minimum wage along with a some kind of increase for just sticking with us yeah retention any other questions or comments okay again an action item we need a motion to approve the 2022 classified salary schedule i'll make a motion to approve the proposed 2022 classified salary second six all in favor aye aye item 9c is a teacher coordinator for the autism programs hello so yes i'd like to propose something um we have had a significant increase in our special education population it's definitely the highest it's been since i've been here and
042um we have also had a significant increase of students with severe autism and so typically what we've done in the past is we've sent them to a private day school called the send and press day and they are now full and they have been pretty much this entire school year we did have a couple of kids on a waiting list that we were able to get in but we still have children that are not able to be serviced there so we have been meeting and talking about how can we solve this and so we made the decision that the best thing that we could do to ensure that these children get the services that they deserve is to start our own program for them some of the kids that are currently innocent that have been
043there for years we would have to talk about each child actually individually they may potentially stay there because it can be very disruptive to them we don't want to do that but it's an individual decision you know for each iep team that being said we would like to propose hiring a teacher coordinator for an autism program to service the students that are not able to adequately be serviced in our current centers programs these are children with much higher needs and um so we have a proposal using federal stimulus money that was earmarked for sped there was 106 000 that was earmarked for it the proposed cost for this person that we'd like to hire is about 51 450 um and so i would like to request that position please to be approved so we can
044move forward in developing this program okay how many students are you talking one sorry right now we have about six that we could put in there thank you yeah yes and are these new students or are they just younger kids famous movie everything you just said okay yes we've had quite a few families move in with students that are high needs autism and we have some that are coming up from the preschool level that are high needs that we are needing to find a place to help service them to give you an example uh cindy daniels and dr brad myself met with a family that just moved from california i believe and they have an autistic child that is non-verbal um and we would in violent and we were going to have to or one
045of the proposals we weren't going to have to but one of the proposals was to transport them to the verde valley on a daily basis where they have another autistic day school it would take three adults in a van to transport them this student there and back and they're back because if we send them out the adults would come back they'd go and pick pick him up and then come back so basically we'd have three full-time adults to um along with a vehicle that we would have to transport this child so um and i think he's on the way he's one of the ones on the waiting list right now for ascend because that's the best place we are servicing him in at home it's not the best placement for him but it's all we
046have we have to offer right now so it's it's students like him that this would benefit now um also nicole just how much does ascent cost on an annual basis for one student so it depends we pay if they need one para we pay a certain amount and then they need two pairs we pay a certain amount three pairs etc and so it can get up to sixty thousand dollars per child just for one child so that gives you an idea of what the the expense is that we pay for a child to go to ascend and we think we can do it much more efficiently and at the same time um they're closer to home um i think there's there's a long list of positive reasons to do this so we're talking about starting
047this next semester and we have a facility well we are talking we're trying to figure out where we could have this housed right now this would start july like uh for next school year for next school year so okay mr vogel the program itself would so hiring this teacher now allows her to also bring students to campus that were only serving at home you know whether it be like after school or to join the center's classroom i think the example that mr schull gave was really heart-wrenching in california the student has because of code hasn't been in school for two years almost and lost all his verbal skills and so has regressed significantly so starting she can start working with the kids we've been servicing home base while at the same time building the program
048hiring the ferrying out which of our kids will be best candidates for it so it gives us some good lead time to make sure it's super solid and ready to roll when we like open the doors so to speak on the facility for august and that kind of lead time is really crucial to the success so we have a candidate already yes they dropped out of the skype this one particular student was just transferred here our new staff person would go to their home to work with them children until next year well what we we call it home base but sometimes that means we don't necessarily go into their home they may be transported to the campus in a special room with other staff that can be there to be a one-on-one show one-on-one type
049of situation or one and so it gets really complicated and it takes time to properly prepare for this i mean there's all kinds of sensory materials we need there's all kinds of safety things we have to have in mind it's not something we can just put together like that so we thought about proposing hiring this particular individual that we feel would be an outstanding person to help us with this lots of experience so that we can start to prepare that this year and then have her start working with some of these children to get the familiarity with them and help them transition thanks you're welcome any other questions or comments i think it's a great idea i know we need a motion i'll make a motion to approve to hire a teacher slash coordinator for
050the autism program a second sure all in favor aye all right thank you thank you item 90 0.7 fte secretary to position to assist this district nurse so with the coveted surge that's happened our nurse is having difficulty keeping up with the contact tracing and so this position would help um her alleviate some of the burden of her so they basically be contacting parents staff um working with uh this uh this our school staff to figure out you know looking at seating charts seeing who was nearby basically helping with the contact tracing to help with the nurse relieve some of her time so she can actually do nurse stuff instead of covet stuff this would be funded through esser this would be a temporary position until it was no longer needed and so uh it's
051at 0.7 the position does not get benefits um but the idea is whoever would come to this position if once the position was gone we try to find another place somewhere in the district for the person so it's not like we laid the person off if we didn't have to so um we tend to have enough openings in the district that we could find someplace it may be difficult to find somebody at the part-time position but we're hoping that we can because this is a secretarial position what would be the job requirements for the person you're looking for because i presume it would not be secretarial skills well good phone skills um attention to detail ability we manage all of our contact tracing on google sheets so they have to have some spreadsheet ability so
052it really is kind of some there's a lot of secretary skills involved but really people a people person somebody that can easily talk on the phone to to somebody that that's is comfortable making those calls it's a fairly unique set of qualifications that you're looking for that it looks like yeah for the you know for the most part you know really these are things that we look for in just about any any of our support staff that we we want to hire yeah thank you so john why not offer uh health benefits uh savings you know that potentially on an annual basis off add seven thousand dollars to the position and it doesn't necessarily also the position isn't necessarily needed full time so it's not the the amount of time that we i asked i
053asked i went to catherine and said hey how can we help and this the 0.7 was actually the maximum that's uh what 28 hours she was thinking it may be you know and it would be a time sheet position so it may not be guaranteed at that it might be only 20 hours a week and then it might be 25 hours a week and it might be 22's that kind of thing depending on the the case load and things like that so according to catherine the district nurse these are the hours that she requested so two reasons the request can along with the uh substantial increase in cost if it becomes difficult to try and fill the part-time position would there be any room for a job sharing position somewhere within the district um to
054make it a full-time decision my question is are there any other employees that don't have health care insurance only if they refuse it right but they refuse it and then and then our casa workers are um only half uh they're 24 hours a week something like that because they they only work in the afternoons so they are not um and then some sometimes they help them you know we were using some of them um to do some of this contact tracing and also i think that um they were helping out in the uh office at heritage for a little while and so we do use some of them to try to get up pump them up a little bit but nothing to the point that would get them the 30 hours a week so 0.7
055is very close to that it is this was the maximum number of hours that our nurse requested and i was pushing i i i guess i um uh of the mind and moved to um offer health insurances as much as possible in any case we can't at this point in time our only employees that are not are casa who are working less than 25 hours uh that's about what they work for 20 to 25 hours give or take right um we do have i think territorial there's one uh dr burdette do we have some aids that are less than half because of at the preschool yes yeah and that's just the need of the so this wouldn't create a precedent that all of a sudden we would have all sorts of if if we were
056to uh have the health benefit for this employee that would create a ripple effect that might impact our budget because to me we could find seven thousand dollars well it's coming out yesterday it would come out of well that's your funds but but i mean in reality there could be this position could not be needed eventually well it is a temporary position that's that's one thing and at the same time i i don't i don't want to bump up people's fpes for the sake of pumping up their needs that's the other the other thing if this is what the need is that's what i want to propose now if i could you know i'm willing to look and see if there's someplace else that we could well depend on the person if there's someplace else
057we can use them but right now there really isn't and obviously if we hire someone at 20 hours a week next month if we find out they're working 32 hours a week we can readdress this absolutely you know and again i hopefully this is you know something that we oh if we could find somebody hopefully it's only for a month or two you know temporary at temporary though well well then we you know we would hopefully find someplace else that they could go into the district that would be a permanent position over 0.7 most of our i think most of our classified or go from anywhere from point eight to two to one fte and also we could find someplace else for this person that would be more of a permanent position with benefits if
058that's what they want and in some cases we do find i think especially like the the perez at uh territorial in the preschool we find parents that is just the perfect schedule form and that's what they want is four hours a day or five hours a day or three hours a day and that works for what they want because of their allows them to be home with kids and you know other things going on so uh if if we can't find somebody for this we may come back to you and say hey can we make it full-time or something to that effect yeah it's too bad there isn't like a work study program we can tap into in college well i know we've talked to nadcog um working with me can be a bit um
059frustrating at times but um that is one opportunity that they may be anyone else [Music] fte secretary to position justice [Music] classified salary minimum wage adjustment all right as i mentioned emily just going up to address this amongst our hourly classified staff um we are proposing giving everyone a 50 cent per hour increase starting july 1. and that's across the board we're not you know we want to make sure we the idea is we want to make all of our salaries um competitive and so if we just give the minimum wage people what you do is you bring that salary band closer together and the top end becomes less competitive so by giving everyone a 50 cent per hour increase it keeps all our positions competitive and then at the same time when we do
060our salary schedule we're not getting we're avoiding a majority of our leapfrogging problems by doing this as well now the cost just for so that the public knows there is a the cost to our mmo is about 94 000 and these are annualized numbers by the way so it's only going to be about 46.47 for the remainder of the school year and then um for our grants and other funds it's about 32 000. and again that's annualized so it's about 16 000 um for the remainder of the school year does anyone have any questions on that being january personnel report there is a supplement so please refer to the supplement as well um there is a long list on the second page um minimum wage adjustments these are we're not on the prior page these
061are our classified substitutes so they are not our regular employees they just fill in for our hourly employees some of them are a lot of them are some are bus drivers some are um most of them are our paraprofessionals and that kind of thing and then we also have i'm trying to think the last classification would be bus drivers and that's pretty much what comparison are pretty much it for the most part far classified substitutes we have um one new certified which is that's the autistic program coordinator that we just were that dr bev just talked about she literally we posted it one day and within 24 hours she applied but looks like fell from heaven we were shocked yes and so um she is quite qualified has has the right experience um the right
062demeanor and we're very excited to work with her she lives in chino valley and she is an animal lover and took a private plane to fly all her animals from hawaii where she lived and flew them to prescott airport to bring all her animals with her so again excited to have her with us um new classified sub we have three resignations uh we have uh two well and some of the classified changes are duplicated because there is a um let's see i'm trying to see where where it would be doesn't look like i thought that some of them were because of the minimum wage increase and i think that's on the on the um supplement there's some going from 1250 to 13 hours 13 is the minimum wage adjustment then um classified change a bus
063driver a casa mentor um some others in there a couple bus drivers actually and then our long list of subs we have our coaches that are for the winter season and our youth basketball coordinator which we're offering again this year our youth basketball there is also a list of time sheets that we made separate just so that you can go through them at your leisure but again we have to approve any any kind of compensation means whether it be contract we need to have you all approved john can i ask you to define a term sure it is the term is applied liquid liquidity so these are two teachers that are asking to get out of their contract and as part of their contract there's a liquidated damages clause that says that they need to
064pay the district 750 to get out of their contract so that's what that is it sounds more legal than that i was afraid that the attorney put that in that was not something i put in that's that's an attorney verbiage that she um applied at the time bless the attorneys right yes i feel much better now because i read that credits oh my gosh and i didn't know whether we have to go to executive session or no no okay yes so when it comes and you know they're they're actually taking other positions outside of the state they're choosing to move in the miller contract that's this it's really a as a deterrent and in most cases we ask that this employee pay the center you do not have to accept the resignation because of the
065contract but you know we recommend that you do for um because they're going whether you like it or not to be honest the turn just scared me and now i'm much more okay before any other questions about liquidating people well i hadn't found that mike that sounds more interesting okay with that um if we could get a motion to approve tonight's personnel report i guess i probably yeah and the supplement i i do move to apply uh approve uh item nine f the first now report and the uh submitted supplement second thank you all in favor item 10 a the 2021 district expenditure budget revision number one approval thank you thank you president of the board so we discussed this briefly in the public hearing i'd just like to review four or four different accounts
066and projects and uh the changes in this budget i looked into carrying more at last year's ending budget compared to this year's first division now i'll just compare the adopted budget we did in july for slight increases and changes if there are any for a few funds and the operating budget if we jump from 15.5 million current to 16.3 million 800 000 increase capital fund adopted in july 16. if we stick with the current numbers and that jumps to 1 million 130 there's a 70 000 increase classroom site fund we know last year was well we say the budget is basically the same as the annual revenue per year and then there's some other factors based on your prior year expenses that might increase your budget if you didn't spend everything in the prior year
067so that's 1.8 million basically the same as we add in in july and then what i've talked with mr tona on a few phone calls with is that if you look on the page 13 of the budget it's got all these other funds in one of 691 we've got really big plans for fund 691 that's our building renewal fund and we've had tremendous support in the last six months from building renewal program we just had a visit from darren boyer from emc to our architect they're about 70 done the design for these hvac units to go on they're still not sure if they want to recommend if they're designed to replace ceiling tiles and all the ducting and then reinforce the ceilings and the roofs or just put them on pads outside and then use
068air ducting to take care of that so we've got one 6.125 million budgeted for that you can budget 3 million more than you spend there but you better not budget less the auditors like it when you budget at least what you spend for more so whether we get all that done by the end of june of 2022 you're in i don't know but i feel comfortable budgeting that high because we've got a i guess it's a contractor price quote for 600 000 just to strengthen some roofs we've also in addition to the hvac updates we've got roof assessments to see if there's some things to strengthen our roofs and reinforce them and weatherization proposals well the roofing one came back in from three corp uh western roofing 600 000 to strengthen the roofs so that
069should be separate really if it goes that way and they want to put the hvac on the ground on cement pads and duct it up that would still mean six hundred thousand is proposed to like 150 000 per building basically every time you penetrate a roof it creates a potential water issue so we've got classrooms that have experienced that so that's part of the six million as well john i am concerned when you say that there's have not made that decision as to roof mounted versus pad mounted units we've talked about that three months ago uh and you know this is the for all the board you this is the design phase not the construction phase we're talking about we're not going to see this on the ground it sounds like beginning of next school
070year even or end of next school year what is this thinking unusually long this design phase that's a great question uh mr jonah i did bring that up with darren today and he's a he's an engineer and a marketing person so he does contacts and client services he's not a structural engineer so they've hired a team of electrical and structural engineers to design this he's not part of that team they've sub some of that out okay so that should have been from the beginning you have that team yeah sure that's that was his answer but he's he's not personally on tribute to those documents oh so he just doesn't know the answer that question is what you're saying it may have been determined but not yet shared i guess okay right you know in all
071seriousness this is an incredibly important project we've got the money uh but as all seriousness we had the same conversation three months ago about that basic design difference whether you put the units on the roof or on the ground that's kind of basic because your whole structural growth design depends on that even even getting rid of flaws and all the in the roof systems and so i when i hear this and i'm just getting frustrated that something is not moving somewhere so i just had to express my frustration and end of discussion this is a liquidating issue well hopefully i'm not the liquidated person but we talked about that earlier so on average the school facilities board has approved one school for the hvac study for the design study 128 000 the one school the
072highest is about 160. so an average of about 140 000 right there's of the 6.1 million right there's 600 000 almost just for the design sure for the buildings and then you've got construction phase and that'll take a while with bidding that's my whole point i i wish we could speed things up a little bit because these have been awarded since since uh july last summer is when we first started talking about it i do i do want to say though that we have done more in the past nine months and that's when when mr levinson came on board more in the past nine months than we have in the past nine years towards getting hvac in our building so i do want to say i you know understanding your your frustration i am extremely
073happy with the progress because it's more than i've seen like i said since i've been uh in the district office for 12 years now and it's been it's been refreshing to see um the bulldog working to get this done with the sfb so um i do want to give some kudos to mr livingston for all the work that he's done no and i can't agree with you my comments are directed south to another city but you're right i mean we you know since i was first on the board we've known about this this issue and this problem and we've heard stories about what it's like in the classrooms in august uh for example uh and you know we got our expectations up and then all of a sudden you get it's hard not to get
074frustrated when you're hearing a basic design issue has not been made this far into the design process sorry i couldn't stop that when i share this information with staff i say we're probably a couple years out right and so i you know i tried not to get any hopes up because we are a um for the word the government working with another government entity so things are just going to be slow we're bureaucrats at uh and we're working at the bureaucratic we're dealing with bureaucrats and we're working with with uh at their time frame okay so enough sir that's all i had if there's any questions i'll be drilling into the individual anymore any other questions on the expenditure expenditure budget revision all right this is an action item with that we do need a
075motion well i guess i owe it to the board to make the motion for approval item 10a district expenditure budget revision number one the approval of the language of cusd cv usb 51 budget factors with the arizona department of education school finance unit second thank you all in favor aye aye aye thank you item tim b s our safe return to school plan okie dokie so esser 3 which was the american recovery plan money requires that we revisit our safe return to school plan every six months so we're at the six month mark so we're revisiting it and i'd like to point out a couple of things number one nothing changed except the date because it's still a good plan the template that you see in front of you the multi-color thing that is arizona
076department of education's template so around to that under the column heading that reads cdc safety recommendations every one of the items that you see under that column heading spread out over all the pages are pre-populated and then in the has the lea adopted a policy you know policies go through the whole second reading all that business so we put yrn in that column yes or no and then we say um what we're doing for either what's already in policy that was adopted last year or a practice because i found a lot of times that arizona part of education or usdoe calls things policies that they really mean procedures or practices not like a governing board adopted policy they really mean like a bunch of practice or what's your procedure so everything on here in the
077column that reads describe the lad policy are the practices that you all adopted 18 months ago maybe more so they all are consistent with what goes on in our schools every day and this is we have a chance for input through site council meetings staff meetings parent-teacher association meetings the superintendent's employees advisory council and through public input at regular governing board meetings so and we've had lots of public input over the last several months regarding things that we do in school we're covered related health practices we feel confident that and people call us all the time and ask questions or offer suggestions and so bring those to dlt and filter them against what's in this so i'm just asking for your approval after any questions that i might be able to answer and what happens
078to it from here is i upload it to the arizona department of education website and you can see like uh any school district in the whole state anybody that took us are three money you can see their thing and i wanted to let you know that they extended the first deadline because there are only five districts that had submitted on time and so i can already tell you we'll be one of the five that is in the third like the second six month mark so it's my intention if you approve it this evening to upload it on wednesday i'll give it a little live time to see if their system's ready yet for round two so that's good that's the gist of it sounds like a plan it is a safe return this is a
079safe return to school even though we have been in school right for a long long time all right this is an action item um all in favor aye aye oh thank you thank you very happy you can choose yes this is exciting well del rio is very excited and very appreciative of the funds that we're getting through results-based funding it's based on a combination of our demographics and results and it's going to be spent on staff staff professional development capital needs and curriculum needs that's listed here we're just in the beginning stage of collaborating with the teachers to know specifically how every penny is going to be spent but um we we do have currently two teachers on um on results-based funding that's being paid on the results based on you to reduce class sizes
080all right questions comments from this reader as we watch it for the sake of those watching on youtube i want you to let everyone know how much you got we got 164 000. gosh that's wonderful [Music] that's great all right any other questions sir anything wonderful again this is another action item and we will need a motion to approve the this friendly topic motion to approve the del rio school results based funding plan oh second so all in favor aye thank you thank you item 11a is a first reading to policy gcvb so this is the policy that i was referring to earlier when you approve the salary schedules this is administrative staff contracts and compensation salary schedules i provided a redline version so you can see what was added is in the underlined red
081which is standard language taken from other districts and just about every district in the state has that language we were kind of an oddball when it came to um to the our policy and then i just took out all of the other stuff that was part of the old policy and again this is a first reading we can make corrections we can add we can take off um before it's approved in hopefully january but i wanted to give any questions or answer any questions give me comments or concerns that you may have i didn't want to ask any questions on the first reading it's discussion only we do not have to take action on this this evening we will not take action all right then we're going to move on to item 12a the board
082calendar for 2022 and january 2020. so this is the basically deciding what days we or you all are going to be uh it's the second monday of the month with the exception of march which is the second wednesday because of on the second monday is during spring break and october which is the first wednesday because the second monday is during fall break and i think it was taken off and i need to look at a calendar it came off we also want to schedule the january meeting for january of 2023 and the reason it is not going to be the second monday is i believe that is during fall break or winter break um or it's like the monday that we get back from winter break actually is what i think it is um yeah
083because the second monday is the ninth which is our first day back from break um we're requesting like the 11th which would be the um this would be 1 11 20 23 which would be our january board meeting for that first year that would um be after the election so we'd have to um you all would choose your new president or aid for existing presidents there be a president and vice president election of the board at that time everyone okay with those dates yeah i'll make the approval of dates and time except for 2022 and january 2023 for the cbusd board meeting second all in favor next is item 12b and this will be an executive session so we do need a motion to go on your executive session i'll make a motion to go
084ahead and and just for those in the audience we'll go into executive session it'll probably be like an hour or so we do have to come back out you're welcome to stay we're going to go into my office to meet for executive session and they're going to come out there's one item one agenda item which is to approve um the superintendent's uh performance-based compensation so you're welcome to stay for that or you're welcome
