reaction. >> It wasn't me. You picked him up on the way. Luckily, I was the one member of the party that had a suitcase of clothing. >> My grandid start getting too >> like Brownie chili or I mean >> I'm trying to get an idea. >> We will now call this meeting to order. >> Miss down. >> What's the protein? >> It's all yours. >> Oh, pledge. I'm sorry. Please stand for the pledge. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> At this time, do we have any public comment? >> All right. And so we'll go proceed. >> Thank you, Madame President, members of the board, Dr. Hansen. The um first item
on your agenda is resolution number 650.26. This is the ordinance or for resolution for appropriations and tax rates for the fiscal year 27 budget. Um for the operating referendum, adopted budget is 14.5 million. Adopted tax levy is 14,276225. Adopted tax rate is 3000. Debt service 28 million for adopted budget and adopted tax levy expecting those to be lower because it includes anticipated debt. Um and a adopted tax rate of 6267 that we anticipate will be lower uh once our budget's approved. Um the education fund budget is adopted at 97,230,000. There is no tax levy or tax rate within the education fund operations fund is an adopted budget of 37 um.1 million. An adopted tax levy of 29,300,000 and adopted tax rate of 6558. So total adopted budgets 176,830,000. um tax levy 71,576,225 and a $158.25
adopted tax rate that again we expect will be lower when the budget gets approved because we've advertised high um I can answer any um questions um but we would ask for your consideration and approval. >> Do I have a motion? >> So moved. >> Thank you Julie. Do I have a second? >> I'll second. >> Thank you, Rachel. Any discussion? >> The vote is in a verbal because Yes. >> We going to call those two. >> Oh, okay. >> I'll just call it instead of having some electronic and some not. We should definitely >> We're going to do a voice vote. Um, Gloria, >> Howard, >> yes. >> Julie, >> Rachel, >> yes. >> Terry, >> yes. >> Kevin, >> yes. >> And Leana is a yes. That passes um unanimously. >> Thank you. All
right, we'll move on to resolution number 651.26. >> Thank you. Um, this is the resolution to adopt the corporation bus replacement plan. Um, we conducted your the hearing on this plan on March 9th. Um, this is the adoption as you might remember. Um, this is the overall plan. So, we have about a dozen buses that we're replacing on the plan, but we will not have any buses that are older than 12 years. That was an initiative that started several years ago under Dr. Hansen and Matt Parkinson to get us up to date. Um, so we would ask for your approval for bus replacement plan budget is 1.865 million going into fiscal year um 27. >> Do I have a motion? >> So move. >> Thank you, Mr. Howard. Second by Kevin. Any discussion? All right,
we'll proceed to an oral vote. >> Gloria, >> yes. >> Howard, >> hi. >> Julie, >> yes. >> Rachel, >> yes. >> Terry, >> yes. >> Kevin, >> yes. >> Is a yes. >> All right. Now, we will move on with that. Passing to resolution 652.26 for the capital projects fund. >> Thank you. This is the resolution to adopt the capital projects fund plan. This is for any project um anticipated to be more than $10,000 over the next three-year period as well as any equipment acquired expected to be more than $10,000. Um this is a plan I would stress. Um, this gives us the ability if we can pay for it out of operations, we can, but it doesn't necessarily mean we will because that'll be dependent on approved budget, tax cap losses, all of
those things. Um, so we would ask for your approval of this resolution for the plan uh, capital project plan for the next three years. Thank you. Please, may I have a motion? >> So moved. >> Thank you, Miss Julie. A second. >> Second. >> Thank you, Mr. Howard, any discussion? >> I like to ask one question. Thank you. Just so >> it's Say it again. It's for proposed possibly. Well, I was just >> It's proposed projects. The capital projects plan by the that the state prescribes is mandated to be a three-year plan. And so based on feedback from operations from buildings, we build that plan over three years. This is essentially to allow us to use operation fund dollars if they're available. It isn't a guarantee that it will be done. It's just in our
overall plan. Funding sources could vary as could revenue. So when you think about the geo bonds and how that factors in that's another component, but we have to advertise it in order to be able to be eligible to use operations fund dollars. >> Okay, that's what that's my question really was around. So these are like calendar date update kind of deals. Yeah. >> CJ >> and it's fluid >> so it could shift based on things that shift for us. >> All right. Gotcha. Thank you. >> Miss Lanna, will you call the vote, please? >> Gloria, >> yes. >> Howard, >> yes. >> Julie, >> yes. >> Rachel, >> yes. >> Terry, >> yes. >> Kevin, >> yes. Lanna, I say yes. >> All right. With that passing, we will go on to resolution um 653.26
for a revenue spending plan. >> Thank you, Madam President. This is um the spending plan you saw at your public hearing. There have been no changes made to it. um that highlight um essentially this is what we use as the baseline to report back to the board twice a year about where our actual spending has ended up as compared to what we proposed. Um so the total amount here estimated spending plan is 13,688,461. Uh and we would ask uh for your consideration and approval of this resolution for the referendum spending plan. >> Thank you. Do I have a motion? So moved. >> Thank you, Miss Rachel. Thank you, Julie, for the second. Any discussion? >> Seeing none, we'll ask Miss Leanna for the vote. >> Gloria, >> yes. >> Howard, >> yes. >> Julie, >>
yes. >> Rachel, >> yes. >> Terry, >> yes. >> Kevin, >> yes. >> Lana is a yes. >> Right. With that passing, we'll move on to the resolution 654.26, the education fund. >> Thank you. Um, this is not a new uh resolution for you all. This happens during the annual budget process. I would say what's just a little bit different is we have lowered the percent that we're transferring. So essentially, we've given an estimate that we believe it'll be between 11 and 12% because that's what we've built in, but we're allowed legally to go up to 15. So that would allow us say student population shifted up, which is my hope. We're going to see 400 new students in the district. You know, we might need some funding additional in operations to offset. So 11
to 12% is where we anticipate that transfer being, but legally we can go up to 15% and we would ask for your consideration and approval um of this transfer resolution for education to operations. >> Thank you. >> Please. >> Um may I have a motion? >> So moved >> Kevin, thank you. >> I'll second. >> Julie will second. Any discussion? >> Yes. >> Oh, go ahead. Go ahead, Gloria. >> Okay. You were saying there we can transfer money from the education fund to the operation fund. Yes, ma'am. >> Um if if we do that, you know, if you know, we're talking about a lot of things that we want for the students educational wise, is that going to limit us on what we can do in that area if we transfer money to the operation?
we're transferring less than we've transferred in prior years um to account for leaving more revenue in the education fund for those students and programs. So this is uh customary every district in the state transfers. So I would say no because we're doing less but also we need all functions of the school corporation to work and that would include operations fund needs that revenue. This goes back to even before there was an education. It used to just be general fund and that transfer is representative of what we used to spend out of the the general fund for those operational activities. >> Do we have enough in our education fund to do all the things that we need to do >> need or want? Um, I I don't know that I think there's ever enough because of
the state, but we had to balance the additional about $1.5 million in revenue loss to the operations fund because of tax caps and the new credits against we lowered the revenue transfer. So, that's keeping more money in your education fund to make sure that we can provide those needs. Um, I don't know that, like I said, there's ever enough money for everything, but we've accomp we've left more money for students by lowering the amount of that transfer. >> On the other side of it, if we're estimating 11 to 12% and we need 14.85, not 15.1, but 14.85, 85. Um, do we have to resubmit this resolution or is the resolution just an estimate based on how does that work? >> It's an estimate based on the budget. How we have bridged some of that gap
is with new revenue sources like indirect costs from the food service fund to the operations fund um which is estimated to be about a half a million dollars. Uh, as well as efficiencies that we're gaining in terms of utility efficiencies, things like that that are reducing cost. So essentially, we could still go up if we needed to, but we estimate we'll be between 11 and 12. >> Okay. I was just making sure we still have the flexibility. >> Yes, we do. Yes, ma'am. >> Any other questions? >> All right, Miss Lana, would you please call the vote? >> I'm sorry. For flexibility, do we have to come back to redo a resolution or would this one satisfy? Because I didn't get >> this one would satisfy. If we were going to make a change, I
would have that conversation with Dr. Hansen. He would update the board before anything was to change from the plan, which is 11 to 12%. >> Gloria, okay, make sure you guessing to me. Uh, Howard, >> yes. >> Julie, >> yes. >> Rachel, >> yes. >> Terry, >> yes. >> Kevin, >> yes. >> And Leanna, it's a yes. Thank you. I really appreciate Dr. Hansen and your grace during my new period here and jumping into the budget. So, I know next year will be even better. >> Well, we're just glad you're well now. >> And there won't be any throwing up. I promise. >> Right. Do we have any other business or anything to take to care? >> Meeting adjourned. I just wanted to say >> we are putting we are trusting you to lead us
through you know to make these wise decisions because um you know when I asked that question we want to make sure that we have what we need for our students even though like you said we have to operate also but and also it's important for us to look ahead and plan because I know in u with uh prior uh representatives in your area they would always prepare for the future future and say, "Well, we're going to do this because in the future we may need." So, I appreciate if you would always look for our future so that we won't find ourselves struggling. So,
