and i'd like to call tonight's china valley unified school district board meeting to order welcome everyone thanks for joining of the us states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you item number four is the adoption of the agenda i would like to entertain a motion to tonight's agenda [Music] any other comments on it item number six is our public hearing for our adjacent women's levee we'll want to open the i need to open that right here motion to so we have a an opportunity to raise some funds the primary use of these funds is for adjacent ways aprons around buildings fencing around buildings in particular coming up this year is going to be a fire lane to connect to
the property of the district and the truth and taxation hearing simply allows us to inform employees staff community members of the impact if we raise a hundred thousand dollars on a hundred thousand dollar valued home primary assets value of a hundred thousand last year was four dollars and seventy two cents additional levy this year it's four dollars and fifty three cents so we have to publish this we published this july 2nd i had to send this to darlene keller she works in the public public tax oversight commission and as part of the department of revenue this was printed in the local paper the second of july one drinks enough seventeen hundred dollars i think is enough to do that so i always like to do it twice but they didn't give as much a discount
so that was published and noticed this meeting the 12th of july and the three things that we have to do let's get this to her she got this yesterday she got this last week the copy i also made the tour last week she emailed me back today got it life is good and then that allows the district to add that additional amount for every hundred thousand assessed value on private homes to increase that let me buy 100 currently in fund 620 i think we've got 230 000 cash and we can accumulate that there's no penalty to it that's the proposal hopefully you've got a copy i can pass this down to the board like it's fallen in conjunction with the arizona revive statute section 15. it's in compliance with arizona statute section 15-901.01 and it
allows us to do that as long as we use it simply for those levied adjacent way expenses possibly it's an export meeting we're going to bring to you a authority or the request to offer a request for bid for some buildings at the farm we met with the uh kaffma central arizona fire medical authority they are requiring a 2 000 foot fire lane which is going to be probably eat up a lot of that 200 000 the town would like to see it paved but since we as a subdivision of the state of arizona are not required to follow all building codes we are going to make it we are not going to pay the which is not the pavement is not really um in line with the use of the farm we are dragging
implements and tractors across these fire lanes and stuff like that so we're going to do it like a driveway gravel or some kind of compacted um surface that meets the requirements and the load of the fire truck that's cool right um so so that's what that fire lane would be the other thing i want to mention is um the and we have i think spoken about this before we are hoping to do a hundred thousand dollars in the future in anticipation of some work that the town wants to do in front of territorial school and then we could use the adjacent ways money which can only be used for fire lanes or improvements adjacent to district property so the work of doing the work in front of territorial is perfect for this and so we
would like to save up something to to help with that expense to improve the area around school when the time comes any other questions [Music] all right with that i would like them to entertain a motion to close our public hearing so move to close our public hearing second all in favor aye thank you all right we have another public hearing item 6b is our public hearing for our proposed budget again need a motion to go in to the public hearing so second all in favor all right thank you and mr livingston here again okay you're ready for this we've been working on this for three months now the the revisions we did in april and in may of last spring plus the proposed budget we did for the current year in june of all
preparedness for this budget the adopted budget for the 21-22 year and the differences that we ended the year with the department of ed on that budget 25 report i don't know if you got that in your packet but we ended the year with about a 6 000 difference the department of ed computed for our budget last year as compared to what we computed for our budget last year and that's completely due to the reduction in student count we had 2016 that we figured our last budget on 2057 students actually made integrity so they were here enough in their social security identity and their residency and everything else we lost three students the last four weeks of the year last year and we've looked at ways to get that back but it's pretty hard once they
don't make integrity so we've been nicely went up three students so we'll make that up the first chance to get in the 2122 when we revised these we may be able to revise earlier based on the new budget for the 21 22 year the new forms that were actually adopted very recently a couple weeks ago so so what we have for this budget they adopted for the 21 22 year is a couple there's a couple things that are different uh the classroom site funds work in three different divisions they've all collapsed now into one fund called zero one zero and we've got a plan that will be passed by teachers and administrators and that will be the plan going forward we know we have about a three to four maybe even five hundred thousand dollar
increase in those funds in year one to go one time increase and the other difference is our budget when we ended in the 2021 year was 14.4 million we've proposed the budget and i hope you adopted tonight based on about 15.4 million that it seems pretty high carry over over 800 000 carryover in our mmo fund from last year it may or may not quite be that high and of course it's based on our student account rising from the 2057 to what we estimated for the year we're just starting at 21.50 so if our student count goes up about 96 students maybe 100 students and our carry forward stays high our budget will go 14.4 to 15.4 million we ended last year a million eight thousand we went to a million fifty three thousand so
a slight increase in capital and that should be a little more stable than our up and down so i think those are still really positive there's districts out there that are really suffering based on student account fluctuations and i think we're doing quite well from in a comparison to other districts that are not doing so that's that's what i have for a summary of the adopted budget if we adopt that tonight that will be uploaded tonight we'll be on the books going forward and the way it works with them we'll get a letter called the budge 25 letter right after the afr is done i think our october meetings october 6th we may be one of the first districts in the state to get our afr done and adopted by october 6th and then when
that of course october budge 25 reports come out and everything else we can compare but in the meantime ade will be counting our student accounts for august counts on september accounts and they'll give us a report in october saying your student accounts are above or below that 21.50 so we'll know right then where we look and then what are the chances of control of actually increasing after say thanksgiving significant increases for students i would say 2150 i think is reasonable i don't i don't know if it would be much more than that but there have been and john alluded to this since the proposed budget was passed in june there has been at that point we didn't even have a state ledger and so there's been a state budget that was passed but june 30th
the very very last minute you know in the last hours of the fiscal year and there's a few changes on there that will impact the budgets fairly significantly um in group b weights so um you know that any you know we can even not reach that 2150 and with the change in group b weights still come close to um what the proposed budget is yeah which is a very good sign yeah any other questions yes john so are we having to use any error some money in the uh eminent budget erisa is yeah that's a that's a good question so would you like to i mean i can touch on it but someone that's i'll i'll take an update take it off so and we had talked about this with the esser that we are
so s or three um sr one and two are pretty much for the most part so s or three um we did put some teachers in there so that we could do raises and we had talked about our goal or my goal over the next three years is to lean ourselves off of those um off of the esser so that when that when the time comes in three years and esther no longer exists we're back putting those we have put those positions back into mno and so the answer to that question is we are taking some mno expenses and using esser to backfill those um a lot of them though you know summer school is or learning loss has to be 20 of the sr3 expenses and we did an expanded summer school that we'll
talk about later as part of my report we are hiring some positions in this today that are strictly paid for so3 and when sr3 goes away those positions go away um and there's there are supplemental uh positions for del rio and heritage i'm sorry del rio and territorial to help with learning loss and so once esther so3 goes away these additional positions that are temporary for three years and one of them is only for one year will go away so uh we also have uh some a a health aide that's in that same position a day porter um maintenance person that's in that same position so we have some positions that will disappear when esser goes away but we are anticipating that in our job that you know john and mine and cindy is to
make sure that those are done through attrition that we're not laying people off and which we don't foresee and that we are moving positions back into mno once we have that capability so i heard that there are some extra funds being both used this year's budget for staff raises well what happened indirectly yes indirectly because we're we're paying for staff using sr3 and the money that's freed up by paying for staff out of so3 is being used out of m o for increase for staffing pieces right and are there any uh faculty that uh are being supported by yes sir well staff includes most of those are teachers that i'm talking about they're all teachers that i'm talking about there's eight eight out of us same eight positions will continue for two more years and
a certain three yeah so it comes out two million and a half dollars over three years yeah and so you have some time between now and when that ester funds are done 24. is that correct definitely 24. um through attrition to bring back positions but there won't be any more positions supported by yes that's that's the idea and we would only do the positions that go away um through attrition these eight teachers we are going to have after esther's over all right so our job is to take them and put them back into mno as in the next three years so about 1.5 million worth of employees over three years and a couple things will happen you know like uh john expressed that the positions will go away when the grant funding goes away doesn't
mean the teachers will because we have 14 to 24 teachers leave every year that we replace so wouldn't be letting specific individuals go but the other thing is i really looked at last year and said you know enrollment was sort of all over the place and hard to track and it really affected the budget the outlook effective you know that budgeting capacity and you know our instinct is that either we'll rebound and thereby increase our revenue making it seamless to slide those positions back into mno or if enrollment continues to decline then as we have personality in the district we would have positions that we just understand so you know it gives us some flexibility there to say if enrollment stabilizes to where it was we're home free if it doesn't we're okay with attrition
yeah so we didn't want to make we didn't want to make decisions on staffing based on last year's kids because it was just too hard to appreciate it yeah yeah yeah right so of those eight faculty um apparently we're in need of them right well to maintain the same number of staff members that we had last fiscal year we need them because we don't know how many kids are coming through the door right right right right so if we maintain our student population roughly i mean give or take a few huh um we have need for those eight faculty now but in three years we won't have need for those eight faculty i can't predict that i don't know you know to be honest it may turn we don't know when they keep what what
number of kids are going to come in we may find out in october that we don't need that staff but we have we have the um the funds available at least get us through the the year and then we make decisions in the spring utilize if we did have the cut positions which we hope we don't have to we would utilize attrition to do that and and and accomplish you know putting those either getting rid of the positions or moving them into him i know ideal hopefully down the road you gotta remember that we lost kindergarten is a good example right statewide kindergarten enroll it was down about 18 which would take us down two or three teachers we don't know if there are a lot of overage kindergartners who are going to emerge they're
just funny little things right and so i think to john's point there are things like that that are unpredictable and our cohort counts have been like 143 to 203 so we could get a really big class coming in little class coming in so and then but you can't say like uh oh well this year we just won't offer us history you know he's like you can't do that so it can it results in smaller class sizes or some of those kinds of things and it just buys us time really is what we're looking at yeah yeah right any other questions thank you wonderful then i would like to entertain a motion to close this one all right item 7a is our food service update it's been a morning shout out to the amazing ben um
there is called the stephanie lynn calums foundation that is based out of texas that does some of their fundraising here in arizona at gun site and each year when they're here they ask us to select a hometown hero that represents someone who's gone above and beyond for people in the community and this year ben was recognized as the hometown hero for everything he did to feed everybody i think so he's going to tell you about them um well my name is ben montgomery i'm the food service director for the district here and i just want to thank you for the opportunity to kind of present some of the stuff that we've been doing the past year as everybody else has been doing it's been crazy uh but we've pulled through and i think we did
a phenomenal job so i just wanted to share some of the key points that we did um on the first floor i'm sorry i distributed some packets to you guys just to kind of follow along only about six or seven pages followed by a bunch of fun marketing stuff but on the first page uh we just wanted to kind of focus on safety when covert hit that was the biggest thing coming from the district from our people from us is just to make sure everyone's kept safe and to do it appropriately we took a lot of precautions just when co-fit hit just to get everything situated in our kitchens we had prepping stations where everyone was socially distance everyone was following the cbc guidelines for ppe once the kids came back we collaborated with all
the principals and came up with really good solutions to ensure that when the kids go through at the lines at launch that everyone's being safe and doing everything the right way so that was the number one thing that we were focusing on when the pandemic hit um and fortunately not too many people people got sick so it was good um for our team mobilization this one was a key one i put some pictures of our staff on there because as always you know if they didn't come to work none of it would happen plain and simple i also kind of want to point out is we have a phenomenal staff here and a lot of them sign up for food service because it fits their schedule it's 144 days a year that's great for for
stay-at-home moms and dads while their kids are in the district perhaps for maybe some people who are in retirement but don't want to stay at home they want to have something active in doing that they gave all that up and they've been working 24 7 to feed the kids in our community so they kind of put their own they put the interest of the community and the kids over their own and i can't express that enough um they impressed me every single day they were coming to me with ideas they never had bad attitudes they're real go getters about everything i really want to highlight that because again if they weren't here nothing would have happened um we went i'm going to go on to the next pages the meal waivers typically we have to
operate in a super small box with regulations from the usda they knocked that box and shattered it and kind of let us do our own thing they didn't let us run a restaurant they gave us a lot of flexibility lawyer was paramount in all of that um she would send them to me i'd look at the time stamps and there's like minutes after she got him from the state and the usda and we were able to collaborate on kind of how to structure the program and how to feed the kids with these new grammars they were super important and i'll get to that in the next page here um so just kind of a summary of the 2021 school year when it comes to counts so since we were allowed to use all those waivers
and really expand what we were doing we were able to increase our breakfast meal counts by eight and a half percent year-over-year so that's with no kids here some kids here hybrid kids here you know we were able to do everything and also feeding the community and fed more kids than we did the previous year for breakfast uh for lunch we had an increase of 31 and for snacks this this is kind of arbitrary so i just want to we did a we significantly increased snack but we had a small snack program in the beginning so i know it says 905 percent yeah we had small numbers yeah and then we were doing um both meals so seven day meals breakfast lunch and snack and that's where those numbers came from so i just kind
of wanted to clarify that but we were able to implement a awesome grab-and-go program over at territorial with all this i think i was talking to john and cindy that weekend and we had it running monday we were able to implement an evening one later which is from coaches from four to six to kind of catch some of the individuals who may be not able to come during the middle of the day uh we had bus routes going we're able to partner with chris wallen over in transportation and we had a phenomenal bus program going it's kind of been cut back since the needs died down but she had it so we were going everywhere in the community to give the opportunity to people who wanted to utilize the program but perhaps didn't have transportation
needed we were able to do the weekend meals uh which was pretty cool that's part of it we were distributing those we actually took those over from the backpack program at one point um and we stopped doing that obviously since school is out and that program is going to be over but we did that the entire year and then also did uh the next day meals for hybrids so if you're on like monday and wednesday so if you're the only student that came monday and wednesday and you left monday you got a breakfast not lunch or tuesday so you didn't have to skip a day and not have a meal available to you um and then we've like i said before we fed all year long and i i don't want to beat the dead
horse but it was the staff and they did that all through the breaks we fed on holidays christmas and that's kind of the highlights of working in the food services you know you get those breaks off and they didn't they're just saying hey ben like what's our schedule no one even questioned it you know which is pretty cool um so we were able to do all that and i'm a visual i like to see graphs so i just kind of put this on here the blue is uh last year orange is this year and again that total meal is also incorporates a snack so i don't want to be sneaky or anything like that so i just wanted to clarify that that's why there's that huge gap because i did account for the snacks in
that graph and then if we move on to the next one this is some stuff that's coming up now we don't have to have all of our focus on code control so we can focus more on the fun stuff um john's allowed us to purchase an awesome air fryer that's something that's been pretty big in our industry we were able to order one for the high school it's a really cool unit and it's going to kind of change the way on how we cook food and how we approach it traditionally it's not in a convection oven and we're trying to get away from that and do something a little different um i facilitated a demo for this and we had the uh the individual going to company come out to one of our other accounting
the center of the state and demo this for everybody and uh i was pretty cool on the way i wanted to real skeptical i didn't think much about it because there's no grease so how can you have a fryer um but it's it's pretty cool and it heats up everything it has a real nice outside crust and it keeps all the moisture inside and i think we're going to see some pretty some pretty good feedback from the students on that moving forward there's a new program coming it's called foodie this is going to be branded for middle schools we're one of four accounts in our our region which is about 35 percent of the united states mostly the central apartment 40 um and where one of four people chosen and so we were going to
start that in august so i'm getting all that going uh this is supposed to launch before copic but like everything else that really put a bridge and everything um so we're starting out in august and i'm really excited i haven't told true so i'll tell her um we're upgrading some protein products we had a great conversation with john and we did a minor increase in our fixed price to get away from the traditional k-12 food that everybody thinks of when they think of twelve food um so instead of having stuff like process shaped i'm sorry processed um shaped foods which is common across the country we're actually going to hold breast for some of our from our chicken products so we're talking about crispy chicken breasts our spicy chicken breast and our chicken nuggets we're
technically chicken tenders now so we're making that transition we also have some fun technology coming out you can see the high school in the bottom right we purchased some tvs and what we're going to do is really start utilizing the technology to communicate with the high school students um i have a marketing piece and i have some cool statistics on just how these kids communicate like i'm pretty young but it's night and day from how i communicate when i was that you know it's just it's changed it's changed fast um so there's some fun stats on there to kind of drive on the point of why we're trying to making this transition but we'll have things available like my dtx which there is a marketing handout available in the packet i send you this is
really to to get information from the students to us and it's utilizing their telephone um it's a one-way communication but it's like those messages you get you know what do you want to name the cafe you know your choices are or no it starts with like text five five five five five to this number to name your cafe you text that it comes back with choices you respond and then that we collect the date on our end and we just have graphs back there seeing what the kids voted for then we can implement that that's a real broad you know simple example but you can imagine with a little bit of innovation a different approach the data you can get from the kids on how to shape the program to more of what they're looking
for and that's so much what we want to do um the upshot i've always kind is how i pitched it is it's almost the opposite we're not we're not getting information from it we're distributing it to them um i was on some trainings with this and a real cool part i saw is it's just think of like a slideshow but it's all live and you can kind of manipulate it so a fun one that they were doing um i heard on a call was they were taking the football games and then putting the highlights on the tvs at lunch from the night before stuff like that we haven't been like maybe we want to remind them that there's a dance coming up or that you know this packet's due or you know possibilities are endless
um but i'll be collaborating more and we can figure out just how we want to do that and how we're going to utilize that technology um and i have grab one go on there we'll continue doing the grab and go as long as it's seen as long as it's making sense and there's a need um obviously if no one's using it there's not a need for it anymore which would be a good thing in a way but we will continue doing that starting what we are still doing we'll continue doing it throughout the year throughout the new year and i know lori has some some good program updates hi i'm lori i don't know that you all even know who i am so i'm the food service coordinator here for the district so we're quickly
making sure that he's following those waivers but anyhow let me give you some good news so the program going forward into the next school year we're still doing free meals the usda has allowed us to continue with those with that program so we'll be doing free meals for all students and the community as well up to 18 years old so the program won't stop it's going to continue going along with the grab and go and things are still available um and with that um we have new free and reduced lunch applications that have come out now that sounds kind of redundant because we're already doing free meals for everybody but that application allows the students to well the families to still apply and then that information gets transferred into the use of the pedt program
so they've added on to the ebt program it's pandemic funding for families so if this is additional funding and if they would have qualified for free or reduced lunch this fund these monies goes to the family and this program is actually going to probably continue on into 21-22 um they just haven't released all the guidance on that yet so um that's that's why if you see like we are encouraging families to still apply to still put up application it's a little more difficult because lunches are free so they don't have to but there's other things that come from that application and then last but not least the one thing that is coming up for us in about january the food service contract so the food service management contract is required to we're required to go
out for bid every five years and so technically sodexo's contract was up at the end of june but because of the pandemic we had the opportunity to extend that for one more year so we opted into the waiver and and we got approved to extend it until next year so what that means is come january we'll need to be working on getting a new bid out and so that we can be in compliance come july first with our food service management company so that's kind of just some of the things that are coming not a whole lot of changes in far as far as the program goes because we're still looking forward to seeing great on a free meals program uh which is open it says open all kids into town are you funded directly
by usda for that then that's correct and it's the same as we've been doing with the program so they'll come if they're not enrolled in our school district then they have the grab and go option that they can come through and um do they have to register or anything or is it just open doors anybody shows up it's open door um we did put into effect a way to talk to the families when they're coming through the line and if they're coming through the grab-and-go to find out if are they enrolled in school or are you someone in the community in the beginning it was everybody was you know at home already so it didn't matter but we'll have to do a little more a little more tightening of that as we go forward and
you want to can you discuss the change in days changing days from seven to four four oh right you mean time we won't be doing the oh of it did throughout the time so we've got the two separate programs that fund our meal programs usually it's a summer program and then the national school lunch program the new waiver actually doesn't fall under technically doesn't fall into the summer program anymore it falls now under national school lunch program but that also provides us another opportunity that we might be able to provide snacks still and i kind of talked about that um and we might be able to do the weekend meals and holiday meals as well so i'm still waiting on guidance officially yes only four days only during school days um but because we're a
four day week we kind of get a little more flexibility too we had that we saw that with snacks or for the kindergarten years um but we were given the authority to give snack for students that because they were in a longer day so we could provide a snack it was just for the kindergartners but it was something that we had to pay for um anyhow so yeah four days currently but that could change and i most certainly think it will so any other questions anymore i've got one for for ben if i could please uh i was looking at the air fryer flight thingy that they passed out yeah i had my first experience uh having tater tots which are air cooked at the mall a couple weeks ago they were great but they
took like three times as long to cook they admitted as regular deep fried now with the plate i'm not going to give the name of the place the food court i went to if you like aliens it's actually very very good food but i waited a long time and i asked him why did it take so long and they said because the airfry takes much longer than deep-fried is that going to be the problem here or is this was that the particular muscle they had it could have been the particular device that they had this one actually cooked significantly faster so we're looking about three and a half to four minutes for all the tater tots we're in a convection oven we're normally like 15 to 20. okay so i'm just curious my first experience
with air fryer they were great but i waited away and waited for them so you're not we're not going to have that problem as far as our production no machine here that was actually one of the selling points to me personally is the efficiency yeah so we should not have that issue happen one other thing that he mentioned is we don't fry anything so when we when you know everything that we do is cooked in a convection oven so that may be the difference also that you stick something in a fryer it's going to go like that and where you know we were doing 15 to 20 minutes and it takes three to four but it may only take a minute and a half in a fryer but we don't we don't have any fryers
on any of our campuses right now uh quarterly reports sent to the district leadership if any of you are interested i attached my car feel free to drop me an email and i'll put you on the distribution let's bring information you know and cindy talked a little bit about this um the food service department has stepped up in in and been alluded to it um some of you two of you were on that that um on that sunday board meeting that we decided to close the district and then later that day the state closed the district for us but um you know we were on the phone that after that and he had something going and the staff had something going the next day and i think that's indicative of what happened all year long
that we were we were flexible um to the needs of the community we fed kids um that was the number one goal was let's whatever way we can feed kids and and didn't have to be our kids it was any kid from zero to 18 in the district and that was the the mantra and the the department the sodexo and the employees there really stepped up and one thing that i've wanted to do from from day one is um sodexo employees are our employees also and they're part of the district and that that i think has been helpful because it's there's some ownership there that that they may not have had otherwise all right at your desk there is a um the superintendent's report uh staffing and i was working on this section i got
a good call from heidi about some staffing changes that were going on we were looking for a high school counselor we think that that position has been filled um as a through a transfer what that does do that's not mentioned into this in this section is it does we have a pe position so we're looking for a girls pe teacher um and uh that would be a one-year contract that may lead to more we just don't know yet but um we have um a transfer into our counseling position that we think will work out really well for us um the c high school is also looking for a career technical education teacher found out today there may be maybe a possibility there of one of our coaches that they may have um and marty marty
and heidi are working with this coach that we may be able to fill our cte position with this code so we're excited about that as well at territorial we're still looking for a mental health position but we have an interview tomorrow is it and hopefully we can fill that tomorrow which is a tough one if we do that we are filled uh certificated um employee wise uh we do have still you know we're always hiring custodians and drivers and and seems like we always have an eight or two position open i don't know if we have any currently um one so um we are doing really well um for this time of year and considering where we could have been with everything going on um just an update on our international staff coming in we
do have our four filipino special ed teachers coming in where i was excited to learn that we have we have one on an h-1b visa which is a visa that eventually will lead to um residency here in the united states she got her visa last week went to the the consulate in the philippines and got the stamp and i have a copy of that so the trick now is to um convince the filipino government to allow her to come here and so that's just a paperwork uh a nightmare that uh shelley daly our hr coordinator is working on there's we have to send stuff to our secretary of state what's called an apostille which is a verification of a notary signature anyway so shelley's working on that we hope to have that person in before
school starts um our other j-1 visas are the three filipinos are on j-1 visas which is a kind of a cultural exchange um just like a student exchange student except that's an exchange teacher i said we're not exchanging anyone we're getting we're getting them here and so that that process is going well um we are still hiring a psychologist a school psychologist from the netherlands and um he will be getting an h-1b so we're working on that process but we don't expect him until hopefully up by october but that process we're just starting a little bit behind so that's where that is but um the those those five positions the school psychologist is almost impossible to fill you know i think i got some uh dr burdette sent me uh some information about the state
and how short they are in the state and then special ed teachers were always looking for him and um so our filipino contingency will be able to fill those positions so we're excited about that any questions on staffing we keep seeing emails that one of them is looking for housing did they were they able to find housing um three of the four have um i don't know if the fourth one has or not do you know nicole i don't think so um if anyone knows of somebody who could somehow help out with a fifth wheel or something i live on acreage and we have hookups i would be willing to rent a space to her i just don't have the fifth wheel to help her i have the great space though mr volvo i may
be able to comment on that the fourth person will be with the other three for the first month apparently okay and uh because there is has been some arrangement after the first month so in other words into september okay that's the way i understand it okay mr fogle helped us really he made the contact that we're um with the ex teacher high school teacher that uh is gonna be housing three of the four and so uh sounds like the fourth one may have some accommodations at least temporarily that's good great anything else on staff i'm going to pass it off to some of my time off to cindy and she's going to give us a summer school recap so at territorial we had 155 students attend at summer school throughout the four weeks that's pretty
impressive we had 71 percentile students show improvement in english language arts the emphasis was on literacy at territorial and 71 of the kids show growth and you have to think about well how come a hundred percent didn't well every kid grew some but 71 of the kids made quite stunning growth so at del rio we had 96 students attend 81 percent showed improvement in english language arts and 90 showed marked improvement in math which is very impressive at heritage we had 95 students at 10 54 showed improvement in english language arts and some of that at the middle level is contingent on how hard the kid wants to try on the pre and post test you can hear a little over a barrel there and 71 showed improvement in math which was phenomenal at the
high school we had 100 of the students earned we had 106 students attend which is if we have 40 kids at summer school yeah that's a lot so we're like more than double yeah all right and 100 uh completed at least one semester's worth of coursework and another 50 completed another semester's worth so it was they high school kids actually earned um 74 credits which was phenomenal so i would say overall it was we had 452 students attend overall and 69 improved in reading skills and 81 marked improvement math skills so it was a very successful summer program in addition to all the fun stuff they got to do and you know the the art projects and the physical education courses and the science enrichment and all kinds of other things that really excited and
ignited that love of learning again for students who had a little bit of trepidation maybe about school so like the staff i think is toast they're enjoying this break off before they have to come back so it was it was wonderful and the foundation was able to provide about five thousand dollars worth of incentives for students to attend so there were daily drawings for food cards to encourage attendance perked attendance drawings each week bigger prize drawings from among the students who had perfect attendance for the whole month and it was really neat because the students who were drawn um in every case were like if you could have hand-picked who would you really want to have that kind of encouragement it just worked out that those were the kids who were encouraged that way so
it was it was really neat it was a lot of fun and i think the kids had a good time and heidi marty and brian the foundation went shopping a couple of times because they were handing out otter pops our school resource officer brought the snow cone machine and the police department made snow cones for kids one of the days that it was really hot so it was a lot of fun a lot of fun and lots of good learning all right i have a question somebody's so phenomenal report on summer school um can when can we expect a report on uh student achievement overall for the this past where we just received some more test scores in over the weekend so things are coming in and drips and drafts this year so when they're
all here okay yeah so and um summer school ended up uh we ended up spending i haven't added up the final bill but 330 000 on summer school little less than half of the 20 that we're supposed to spend that answer about 750 000 is what we should be spending for learning loss addressed with learning loss and then i guess i want to ask is we're going to continue with programming using esther for learning loss from this year to the next academic year during this school year yes there are some positions that are being asked for later on in the board meeting to support learning loss and then as we roll forward into the end of third quarter we will take a good look at how we would like to operate a summer program next
year whether it should be invitation only instead of a come everybody to summer school or you know based on where the needs are thanks and and something i'm going to add that we got recently that is an indication of our student achievement is we received our latest graduation rate information which was for the class of 2020. they're always a year behind they try to get that information in our grade graduation rate was over 92 for all students this is in comparison to the graduation rate for all arizona students at just over 78 so we were 14 over the state graduation rate and i you know this is an indication of how hard our teachers work k-12 but in particular our staff at the high school and of those staff at the high school the counselors
um bust their tail to make sure kids graduate and everyone does but the the the counseling department puts in extra you know extra work to make sure that um those kids graduate and it's not that that percentage has been phenomenal it really is um and so i just want to give kudos out to the high school for the hard work that they do at their to get their 19 percent graduation uh one other thing that will i want to add is i i believe since we last met which it was the week of the of i think the 27th um we had the school facilities board authorized building renewal grants brgs for the design of hvac at each of our buildings so we are now in the design process for air conditioning at our schools
um they i don't know if it was john pestering them but they they kind of raised their hands and said i give up you guys need ac let's move on to the design process so um i also want to thank the sfb they've they've assigned our old liaison um moved on to another position and they assigned somebody that's been a lot easier to work with and much more responsive um uh and so that that i think is is helpful as well that's in the sfb at the sfe liaison correct their employee we have a new liaison assigned to our district that in the meeting i was in i thought that she was very very responsive and receptive to to our needs she's doing what she needs to do to make sure that we're following the
rules uh which is her job but it's it seems like a night and day um a difference in in her response to us and in her service to what you know our needs so that's that's a good thing i don't know anything you want to add about that john yeah it's just it's very difficult for march and april trying to get through with our our prior liaison but the new attitude with the new liaison is slightly different you explain our needs and the the idea of elevation playing a role in the need for air conditioning our new liaison isn't even mentioning those words at all and our old one is the kind of pet peeve we're right at the mark we're so high so you know we you know we had summer school and there
were days that were 100 degrees and classrooms over 80 degrees easily so there's definitely the need and we'll feel it in august when we come back um that we have strategies to try to help out but it gets hot in classrooms and so um hopefully that's a only a short-term issue we have to deal with yes um we have mentioned a little bit um about the law conference so that is scheduled for september 8th through 12th i'm at the camp back in uh mr tona has signed up already and ms thomas you may sign up just let karen know if you're interested we can select we don't need to but we can select a delegate to attend the delegate assembly of the aspa on the next saturday and that's where the governing board put together
a list of items to discuss or that the aspa should put on their legislative agenda this is where that gets voted on so um cindy or peter if you're interested i have a head shaking no over there so i don't know if you're interested in i'm too new back into it okay so we don't have to have anybody but um if you i know um annie went one year and and um had some input but um we'll just skip it for this year we don't need to have it um our october governing board meeting is originally scheduled for the 11th which is the monday of fall break so what we are proposing and i i really wanted to work with john because he has uh october 15th deadline of the annual financial report um he
assures me he can get it done by the sixth and so we are asked we would like to change the board meeting to the sixth which is a wednesday does it interfere with national night out which is on that on the fifth which is tuesday um and um the other thing and we were talking to peter about this and he's made contact already we'd like to do it in poland and have our meeting we've never had a meeting in poland since i can remember ever and i think it's just a good outreach to you know a third of our populations 15 miles away let's go to them we may have the same participation there that we have here but i think it's it's uh worthwhile to try to maybe maybe have it up there and
see if people come so that would be what we'd like to do as long as there's no no concerns from you guys okay so we'll move the october meeting to the sixth that's the week or earlier correct okay okay because i have the eleventh book so i'll have to see if i can make sure i can get the six correct yeah so let me get over that i'll get that on tomorrow okay so um it'll be the six five o'clock up at the the paulding community center which is the old fire the volunteer fire station right off the highway in big chino road it's not a monday though it's a wednesday yeah okay no no i i was not aware of the fall break when i talked to karen and john so i went ahead
and scheduled it for a normal day and booked it and i just had to get back with with the coordinator by the way i did check and he says part of the improvements was no air conditioning when you talk to them if you did ask about wi-fi because um and we can make arrangements but docking the loans you know in order for us to broadcast it out we need to have some kind of wi-fi so they got air conditioning i'm not sure well i drove up there today and it's parked outside and there's a pcc 45 network so i hope that means call the community center so there may be something if not we i think we can make arrangements we can work through it but well just let me know uh and i'll ask
i'll check and see i'm guessing but there is that cell tower next door on the property so obviously there's good service for broadcast is how you link up into that cell tower so uh but anyhow i'll check on wi-fi access yeah that would be great so we'll still broadcast it to as we normally do as this will be from uh separately and i think i did mention uh would help if we have a pa system well um and that's something that we'll do you know i think they probably have tables we'll bring the ph system that won't be an issue yeah they have tables and everything but their pa system stinks and not trying to be generous i think we can completely make that sure that those make that happen right we're not a problem
uh beginning your schedule for y'all uh if you have on your schedule our new teacher breakfast an opportunity for you all to meet our new staff and cindy how many do we have about um well not everyone will be here right because they're coming from you know various parts around the globe but all told 19 okay yeah so that is 7 15 at the culinary arts room on july 22nd our first day of well we'll have staff many days prior to that coming in for tomorrow for various for various reasons but that's our first regular workday for our new staff on the 28th we have our returning teachers coming back there's nothing for you guys to do just that you know that we have staff coming back on the 28th on august 2nd all of
our staff comes back all of our classified staff will be reporting or most of our classified staff or reporting um at that point um if they haven't already that is our all-staff breakfast so it goes from seven to eleven um i would say for you guys if you were there brett we have a speaker coming or a couple guys that are going to do a a um we'll say just motivational speakers but they're i don't know how motivating it's they're more comedians that they're just kind of to kick off the year um they start at 9 30. so if you want to come at 8 30 eat some breakfast um get your your id taken your id picture taken and then be there at 9 30 for the speakers at 10 30. um some of
you most of you've got or a couple of you've got your shirts there's um our staff shirt that we'll have and then we'll take the picture and i talked to matt santos this morning he's gonna be there he will not have to crawl up on the roof like he has in the past he's got his drone so he's going to fly his drone over us and take our staff picture using his drone so that'll all happen on august 2nd and then our first day of school is august 4th believe it or not that's four weeks from three weeks from this wednesday yeah questions on the superintendent report all right thank you so i'd like to just uh call attention to three items in the financial report for the month end of june 30th 2021 first
item is under the heading cash flow analysis and that's the landscape sheet right there and i'd just like to summarize that we started july of last summer july 2020 total total cash flow funds 2.9 million and i anticipate that we will use at least 900 000 of that the difference in 2021 here based on where rep now with expenses we still haven't closed the 2021 year but the state has this little policy of holding back about in our case about 2.2 million and june 30th will come and go and they still have not given us that too much delay in the state equalization funds they call it rollover funds so it hits the next year's budget when there's hopefully more cash in the account so once those funds get hooked and all expenses are done
i still believe we're going to be down really close to about 900 000 before we started last year's total cash all funds and then you flip that page over you can see my conservative projections here on this cash flow to the end and this is based on a little note from chelsea jennison she's the lead financial analyst with ade school finance i'm about three pages in now and you see that little box there balance forward preliminary you're going to get two more reports just like this one at the end of july one at the end of august so you'll see exactly the end of cash in the fiscal year for 2021. and that's 1.8 million i'm quite confident there's going to be a little over 2 million maybe but slightly over 200. and then you
see her memo they should turn down to about four pages down here you go through the financial report and all these numbers out of visions that's the financial software they all are projections until you get to the letter here from chelsea about five pages and it's a email that i like i like to give you actual what i call artifacts and actual emails this is one she sent me on the 24th of june because there's a it's called an a4 64 report you see his reference in the middle of the page she ran a special one for the district uh i was able to get two of those this year a march march 25 before before other districts in some cases in this april report and that's what she said the 24th of june we
would receive and she mentions about 2.28 million right there of which 94 goes into our mno fund 6 goes to our capital and these funds were received yesterday today is monday right yeah they were received today monday july 12th all these projections that she projected on the 24th all came into the district today so they're all booked in in the 2021 year year ended last year and that's really close to where we're going to end up just just over two million dollars overall cash going forward any questions on the funds are in motion and we're still paying last year's bills most of the revenue so that's still a very helpful position john i noticed that you did a great job of getting rid of those unneeded conferences thank you congratulations you look there's still 160
and if you take a look at the here's the one i mentioned earlier this budge 25 report that's on both sides there and it shows that then you go to the what we call fund 850 student activity and that's again a landscape page that's right before the consent agenda very last stage and we ended the year 118 thousand 436 dollars activity accounts and that doesn't go on our vision software that's kept the local bank accounts we could follow up that way so again very positive year and 246 000 in our tax credit fund to end the year 000 in our food service fund to end the year so i think in some ways that is extremely strong great and that's that's all that thank you any questions thank you for the report item eight a
through i our consent agenda might entertain a motion to accept tonight's decent i move that we approve tonight's consent agenda as stated second positions tech indulge we alluded to this earlier when we were talking about esser funds so the idea is to like what we're proposing is that we add two paraprofessionals at territorial and we add one paraprofessional at del rio now of the two at territorial um one is for one year and the and the second one is for three years i'll explain that in just a second at del rio that would be a three-year position in all of these cases their job would be to address 30 months those kiddos that did not do not do very well in this past year and we need to get them caught up now at territorial
what we would use them for at least initially is those kids that should have been kindergarten um but our age appropriate for first grade we're going to have a pre-first is that what we're calling it transitional transitional first those kids were never in kindergarten but these paraprofessionals would help those kids get caught up hopefully their parents were doing things that they should have been doing to to get them that kindergarten experience and so these aides would be used to get them caught up then those kids would move on and hopefully our current kindergarteners were not going to have those issues and so one of those positions would go away after one year the other one would stay still work on those kiddos that may need additional help through pull out or or push in or
other services as needed and then at del rio we would just do the push pull out or the the push and services that the aid would provide in addressing any learning loss amongst those students so again these are we'll say temporary um and only while the funding exists and then again we have turnover in in paraprofessionals that we're not going to ever fire anybody for because the funding goes away we typically have other positions that we can offer them that are equivalent and keep them on staff as long as they're doing the job that we're asking them to do so in three years we're not they need to know that their position is grant funded but we would find someplace else for them it may not be that same position so this is paid for
out of sr3 i have a quick question please yes all right um so i'm just trying to understand the logistic of it so if a para comes in do they actually have to take that child out of the classroom for one-on-one learning and then they miss some of the classroom time they would have had it it kind of depends that's one one model i don't know brandon you want to kind of address how you plan on using that we do push in services as well so they could be in the classroom sometimes we do pull them out but we try to not pull from a core subject or something that they're missing from so it's kind of along the lines of our title but for the transitional first it's a regular classroom it's just lots
of supports going in okay i i guess i didn't understand the terminology of the push in pushul turned off [Music] okay thank you any others i think all right so this is an action item um looking for a motion to approve the addition of three paraprofessionals i make a motion that we approve the addition of two pair two new paris uh one each at tech and drs for three years and one um at tech for one year using esser funding as a three funding fantastic second i thought i heard you say two and it's we want three but two new and one two four yeah two for three years and one for one year yeah okay no all in favor um item 9b school psychologist entry salary schedule we have not had a psychologist on
staff for a few years so this is just an update to the salary schedule to be competitive with other districts and so this is what our new psychologists once they get certified bill this is what they'll be paid john as i understand that a master's degree is required for this position that is correct and our psychologist has my understanding has earned his masters or got the credits for a master's and just needs to do his internship so he'll come here and do his internship we're going to pay him a little bit less than this to start until he gets it and then he'll get what's on here um which would be a thousand dollars more once he gets his um that we we've identified our current contract psychologist to work with him um to get
his internship done and also to kind of guide him on how to do the job here so good idea um so this is an action item again we need a motion to improve the school psychologist's injury salary schedule i'll move the approval of the salary schedule as published second seconded thank you all in favor oh hi thank you all right item 9c cvhs and hms coaching statements for 31.2 so our coaching stipends are a percentage of our base pay the base pay was increased by a thousand dollars from 32 000 33 000 thereby coaching stipends increase by whatever percentage so this is just improving the new amounts based on the percentages of the base pay this is includes all of our high school coaches our middle school coaches and our middle school athletic group all
right again an action item motion to approve updated coaching stipends i moved to uh approve the updated coaching statements for 2021 2022 2022. second second all in favor aye thank you item 9d increase custodian positions from nine fta so our current custodians only work nine hours a day uh four days a week so they're 36 hours when we first decided to transition from sodexo to in self-off we initially budgeted 10 hours a day but our maintenance director decided that we really only needed nine um we're deciding we've decided that with everything going on with covid the increased need for for the classroom hygiene and things like that we really need to go to 10 hours and also it should be easier to get custodians when we do offer 40 hours a week rather than 36.
so we are requesting to go from 0.9 fte 36 hours a week to 1.0 fte which is 40 hours a week it's going to cost just under 39 000 to do that that's would impact eleven staff members um a little bit more than three thousand dollars for some of our uh annually for some of our lowest paid employees to be and i'm honest to guess all 11 staff members are on board with this uh yeah okay all right another action item um a motion place for approving the increasing custodian positions i move to approve increasing custodian positions to 1.0 for ft second okay all in favor aye aye thank you item 9e 25 hour rate for work beyond contracted hours for certified staff this is something that we just have to do manually there are
certified employees mostly our teachers that may work outside of contracted hours for training or other reasons that we ask them to and so the rate for them is 25 an hour when they work on it's time sheet work when they work outside of normal hours the exception to this was you approved more for our summer school program during normal summer summer school they get 25 but you approve more because of for the special program to try to induce our staff to work for us over the summer but this is under normal circumstances they would receive 25 now all right uh motion please to approve the 25 dollar rate how some move they'll be approved the 25 dollar rate for certified staff beyond contract hours again a normal um annual uh agenda item for you to
approve this is a list of qualified evaluators so these are the staff that we have mostly principals and assistant principals um we have our special ed director and assistant specialist director on there so these are the staff members that can evaluate our certified employees any questions um absolutely that we approve the list of qualified evaluators excuse me anyone want a second thought sure all in favor now for the big one we've been waiting for all night personnel report we have and you know i met with cindy thomas earlier and we decided this was the largest the longest personnel report we've ever seen 187 without the supplement and i'll make i'll explain that in in addition there is a supplement of five additional employees so make sure you review that as well we have the it's
kind of normal fair as far as our normal we have new certified of three we have new classified of three some new substitutes of three four resignations um one of those number 12 is leading uh due to family issues that are out of her control and we're asking to waive the liquidated damages um she'd love i think she'd love to stay if she could and just it does it's not because of family issues again out of control it's not happening a couple certified changes which is a transfer along with a education increase we have some classified changes including our custodians moving from 0.9 to 1.0 there's 11 of those we have all of our high school coaches we uh our fall sports uh approving all of our 12 sports coaches in addition to our head
coaches we do um for all year so those so our golf and basketball and and uh all our spring and fall uh spring and winter sports we approve the head coaches since they really work with those kids all year round so we proved we approved them as well and then something that we we you know you'll see more regularly is we need to approve anyone that does timesheet work for us and so that is from number 65 all the way to i'm sorry number 93 all the way to 187 as those employees that worked timesheets most of those are summer school some of those are just extra duty we had a cte spanish night that we had some interpreters for we have some other translation services we have an employee covering for we lost our
counselor so she's doing some extra time helping our counseling department get caught up and then we um our lead mechanic resigns so we have a an assistant assistant mechanic that's coming on normally he's off during the summer and we're bringing him in to do some oil changes and things like that but all these are just beyond normal work agreement or contracts and so those get approved by all y'all so with that sir certainly um i move that we approve the personnel report and supplement supplements um we had the public hearing down without approval item today mr livingston regarding the adjacent ways okay so the adjacent boys levy board members ladies and gentlemen we have the notice of tax increase that was published and filed with the department of revenue the property tax oversight commission what
we have is an assessed value of 100 in the district for every 100 000 assessed value the rate will be 4.53 that will raise an additional 100 000 in the 2122 a year and then cash right now in the funds 196 400 gives us another thousand to process that we could take that out if we really needed to but i think the plan here is to make a small adjustment a small increase over time and keep it there i think that's the bottom kind of build up the the pot over time and when the time comes that we need to spend a good chunk yeah and we did that that worked really well with the the um bustlings over behind del rio we did that with the intersection um expansion at 2 north and 1
west so some of those projects have been working really well just kind of 100 000 a year we have more than 100 000 a year in projects to do but um we figure that's a reasonable amount to collect and it stays the same it's the same amount every year that we've done for many years and i'm still annoyed the fact that the state requires us to publish the notice as if there is not a levy this year and it was said if you've noticed it says your taxes will be increased by well they don't they stay basically the same because we approve it every year but every year that darn notice looks like all of a sudden we're increasing people's property taxes i think this we don't have a lot of people down here reading
it that way and actually the taxes are going well the tax a hundred thousand dollar home is going down if it your assessed valuation may be going up but the if your assessed valuation is staying the same the amount that you collect is going down and with a hundred thousand as we add houses to the community into the district the overall assessed valuation goes up and so it's that hundred thousand is being spread out amongst more people so the actual dollar amount is going down whether no matter what happens to your assessment just there's a note the assessed valuation from february of 2020 as compared to february of 2021 we get a really positive sign increased by 12 million dollars in the district that's not a lot of new houses not a lot of new
construction but just houses overall all right now that i have the right agenda item uh get a motion to approve the adjacent wings levy i will soon move second second all in thank you now tim b thank you so to recoup and to recap the prior discussion on the adoption of the 2021 or 2122 budget uh we're proposing to increase the operating budget from 14 million for sixty two thousand twenty three dollars to fifteen million five hundred thousand dollars a million thirty five thousand dollar increase a lot of those numbers that go into that will be determined after the august and september student account is done and to a smaller extent last year's expenses final expenses are in and that will be done by the month of august capital budget uh increased from a million
eight thousand to a million million sixty thousand to a fifty two thousand dollar increase there again not as much variation if those numbers are locked in a little bit more we should end the year with around 2 million cash all funds down a little bit from last year 2.9 but again if we have steady growth and students come back that million dollar increase in budget will reduce result in an increase in any cash in the upcoming year as well everything we've already discussed um would you like to make a motion yeah i would ask that on this item if you don't race through it and then before the vote if you would ask absolutely this is another comment and so i will move for the adoption of the 2021-22 budget second yes it's with some
trepidation that i'm going to support the budget for 2122. main reason for that is that i'm distraught with how inadequate the state of arizona chooses to fund education and that in a district like ours that is the poorest among the poor we are constantly and have been for decades now pinched in all sorts of ways to try to adequately educate our youth and and in this way we are not doing as well as we could to be supporting our families there are several reasons why i say that that have come up in discussion already number one in my view those eight faculty that we are supporting through outside funds should be funded by the state of arizona it's their responsibility that's their main responsibility that's one example of how inadequate a job the budget is
in the state of arizona towards education and this has been going on for decades and i have a lot of history in this district and have experienced how we are pinched over and over and over again another example we were just several of us up here at this table received some emails for personnel who felt that they had to leave the district because they couldn't afford to work here anymore we had a recently a a position for a faculty and a candidate number one offered a job turned it down because that candidate felt could not live in this community because of cost of living [Music] i have heard this over and over again for three decades in chino valley arizona we're the poorest of the poor and there's no reason in my mind that we
have to that our students and their families can't be served adequately by the state of arizona we heard cindy mentioned i think the number you will correct me 10 to 14 faculty moving out of the district on a yearly basis because that was the i think that was the number you said yeah okay um that need to be replaced and there's great cost at hiring training people to the district and then have them leave and so often the reason is of course um i can find a better paying job somewhere else i can't afford to live here uh on the what we're currently being paid over and over and over again year in and year out it's the same story in the last election cycle the voters of the state of arizona overwhelmingly voted because
our government will not fund us adequately and we are well aware of the funding problems that school districts throughout the state experience ask the voters of arizona to approve prop 208 which were funds directed at increasing salaries and increasing the number of or and or increasing the number of teachers now it just so happens speaking of teachers arizona has the highest student classroom numbers in the state of in the entire nation i applaud oh now another comment before i go to the next point and in some of those comments that got that we as board members got from employees who felt the pinch and had to do something else good employees we wanted to keep them well trained we lose them the comment was and has been that one of the comments is that somehow
those that are responsible for our budget here on creating our budget here are not doing their job because it is inequitable unfair et cetera et cetera now i've heard that argument for three decades in this district also and i want to make it clear okay that our administrators have the highest level of integrity and character and in no way shape or form are they creating budgets that are unfair and equitable to the workers they are caught in the pinch and then our problem is at the state capital it is not here now approximately a billion dollars it was it is estimated would be collected from the 208 taxes surcharged to certain individuals taxpayers in the state of arizona a billion dollars that can be immediately moved into general fund and this will help with education
help to fund education help to increase their salaries help to help us to increase the number of of workers teachers in our classroom we can reduce classroom size we can become more effective et cetera that happened last november voters of the state of arizona said we need to do this for our kids for our families the current budget that just came out has some laws in it and some bills in it that went directly towards that a billion dollars to reduce it in an act of revenge because there are certain people in the state who didn't like the fact that the voters overwhelmingly 1.6 million of them said we need to do this for our schools for the sake of our kids and our and our families intentionally created laws that will erode those dollars
there's another way in which we are feeling a pinch second time in my association with chino valley school district we have been involved in a lawsuit related to how inadequately the state funds essentially buildings school buildings capital twice this district that's because we're the poorest of the poor and we know what that means we're pinched we feel the pinch and there's no reason why we have to no reason can't give me the argument isn't any money the check the state just budget just threw away billions of dollars of surplus tax monies it's there i used to teach economics at the school and we would talk about the economy macroeconomic issues et cetera et cetera and we'd we'd have typically would have a discussion about how great our economy is doing at times various times it
is and it isn't and invariably i have students raising their hands it is i don't know what i don't experience it we have a very strong arizona economy now surpluses billions of dollars in surplus taxes are being collected this budget and the pitches we're feeling we wouldn't know it here it's like those students saying it's like john saying or cindy or john this john saying wait a minute but it's such a good economy yet why doesn't it feel that way for us and then lastly i'm afraid that those teachers that aren't being supported currently by mno as john said we're going to rain and cindy explain we're going to kick the can down the road buy ourselves time my experience in the state of arizona is when that kick that can gets kicked far enough
there's finally a cliff no one's coming to the rescue john cindy and john i know you had you you're you have no choice but to do that and to do this and at the moment you are doing what's best for this district and cindy expressed some optimism about you know will will piecemeal it and year by year we'll go through it and we'll make some adjustments here and there okay and she's confident that it'll get done i'm less confident and that's not our disrespect for you okay that's just 30 years of being in the state of arizona as an educator who has been advocating for public education the entire 30 year 30 years and i'm tired of this district having to say we're the poorest of the poor no we don't say it and i
think that we don't say it enough that's part of the problem and i'm here to say we're among the poorest of the poor and there's no reason for it now of course i'm going to vote for the budget okay yeah i mean it's like i said you guys are doing your work lastly comment not only them but through all all these years the sacrifices that our teachers have made our staff have made you're in and you're out you're in and you're out you're in you're out and that leads to suffering our kids and their families so um i will of course i am going to vote for this uh budget um we don't have any other choice thank you anyone else all right we have a motion on the floor uh all in favor all
right thank you item 11 a copy 19 in person instruction guidelines for the 21-22 school year so the supporting document should be in a format that you're familiar with this is you've had this for hybrid we've had this for at home learning and lately it's been the in-person instruction so this is updated on what we think construction will look like come august and so just i want to go through some of the more uh significant changes to what we were doing for building procedures no restrictions on volunteers school activities and assemblies face coverings are optional and will be required only if there's a mandate and i want to mention that there was a few items that a few policy items that were inserted into the budget um one of them being masks and vaccinations and
so the district is forbidden is prohibited from requiring masks of students and staff and of requiring uh vaccinations of students and staff by the state of arizona so if we are going to wear masks at school it will only be under a state local or federal mandate that allows us to do that we where you as a board cannot cannot uh require that so i want to make that clear that that that's out of the district's hands at this point um one thing that that took place that we did installed a bunch of hand sanitizing stations and everything else we want to keep that going that's that's good practice for everything not just coping when we get hit by the flu it seems like we get hit hard and that will help us with that
as well and related to that is under facility moving away from a focus on preventing coca 19 to preventing germs in general including flu and other things that might other illnesses that might impact our kids right now we were asking our teachers to sanitize their their high touch areas and desks between periods we'll still have that spray available and our teachers will be able to do that if we'd be what that was doing was taking our teachers out of the between periods especially at the high school middle school taking them out from being outside of their classroom and monitoring kids and we had an uptick in incidences between periods that was just a lack of supervision because our teachers were busy cleaning their rooms and so the spray will still be available for staff to
use as as they can um but the expectation is they're going to be outside of their classroom monitoring kits for kids safety and supervision instruction no restrictions on field trips uh and there'll be site specific expectations for the use of google classroom google classroom at territorial looks a lot different than google classroom in high school and so we want to provide that that flexibility to the staff and and principals to create site-specific expectations for google classrooms but it's something that we are still committed in providing we are a google district and we want to use all the tools that we have available to um follow through on that athletics as we always have done we've followed aia guidelines food service one of the things that i provided is kind of backed up with some guidance
from the pima county health department and under food there basically are no restrictions required this is pima county guidance for tucson unified it's been there has been no evidence that copenhagen spreads through food it's aerosolized um virus that comes out of people's mouth when it lands on food it doesn't it can't be transmitted that way so there are no restrictions on food that we're requiring right now um and so we can go back to our our pump stations for our condiments rather than the ketchup packets that get stepped on in the in the cafeteria um things like that so we are still going to be careful uh the sodexo will do all their normal ppe gloves and things like that when they do their preparation and things like that but coming back to normal for
our food prep and serving and then the big one i wanna i wanna mention um and this is really important for those watching online to understand is our quarantine in isolation so we follow the arizona department of health services guidelines which is based on cdc guidance and so if you go to the department of health services website there's an excellent document and i think we have it on our website also under covenant team resources it talks about when you should isolate and how long and under what circumstances and when you should quarantine just so you know isolate you isolate when you have copenhagen and you quarantine when you've been exposed to somebody that has covet 19 and a close contact or an exposure is being with somebody within six feet or 15 minutes or longer
in a 24 hour period so you can be in somebody's office i could be next to peter for five minutes leave come back for another five minutes leave come back for another five minutes i've hit my 15 minutes so it's not continuous it's 15 minutes within a 24 hour period for close contact cumulative yes so if somebody has coca-19 a student or staff member they need to isolate be home for 10 days from the onset of symptoms or the onset of a positive test because you may you may not be symptomatic so if you have a positive test then maybe a small cough or no cough it's the onset of symptoms or the onset of um a positive test that's when you isolate for 10 days from the district that's our rules that we're following
which are department of health services guidelines the key is quarantine what we have here and i want to explain why is the quarantine for a closed contact is 14 days period now if you look at cdc guidance and department health services guidance there are shorter periods of quarantine but those shorter periods of quarantine involve getting a test which is fine that's not a big deal wearing a mask while at school and providing six feet adult social distance at school we can't force you to wear a mask and there's no way we can maintain six via social media so those shorter quarantine periods are not possible in our way and how we have our campuses set up so our only option is a 14-day quarantine however there are two ways to get out of hormones one
is if you're vaccinated and have been vaccinated for two weeks um we'll provide we need proof of that um if it was done in the state or done under normal circumstances our nurse has access to the vaccination records and just can look it up um but um or if you have your card those are the two ways that you can prove your vaccination the other is if a person has had cobin within the past 90 days and that requires a positive covet test paper not just telling us that you are head covered um you may thought have vacuated covered or been exposed as a family and just not had it or or whatever we need a piece of paper from a lab saying that within the past 90 days okay so those are the two
ways to get out of quarantine um uh you know cases are going up in it in in yampa county um i think there were seven cases the day before yesterday in just in chino valley we're going to have kids that are quarantined we're going to have kids and staff we're going to have kids and staff that are isolation for being positive okay hopefully that doesn't lead to anything hopefully people get over it they're fine but it's something that we're going to have to deal with and that our our community and our parents and our kids need to understand what these rules are and they'll be they'll be shared with with the staff and shared with with the kids and families but they need to understand these are the guidelines this is what we're working with
this is what happens when when there's a close contact or a positive case so um those are the the primary the significant changes going on and really the quarantine isolation is not really a change but i wanted to point that out because it's probably going to be you know we had issues with this we had parents that um didn't want their kids to quarantine um but they're they're really or wanted their kids to quarantine for a short period of time this is what we're stuck with now if the quarantine guidelines and isolation guidelines change we'll follow those but this is what we're kind of working with from the guidance that we have um there you know i know it's another district has a board member asked well why don't we just make up our own
guidelines i'm not a physician none of you guys are physicians i don't want to be responsible for that i'm relying on the information the best information that i have at this time is from the department of health services and cdc i'm not i i don't want to propose we make things up just because it's it brings it's better um and so that's that's kind of where we're at so questions comments concerns to be honest other than the quarantine in isolation we are back pretty much to normal with just increased hiking that's really the only difference from 2020 but beginning of 2019 school year didn't end that way but um you know where it was two years ago there's not any significant difference this is an action item um i'd appreciate a motion to approve our
kobe 19 in-person instructions so really what this is is just in addition to my handbook or the athletic cam book it's uh it's really just two paragraphs but what it is is um we wanted to highlight uh in its errors aia transfer rule and it's 15.10.7 it's disciplinary removal when students transfer here from other schools if they have any disciplinary um any kind of i want to read through it really quick uh suspension um expulsion otherwise remove for display reasons anything along those lines um we want to make sure that they understand that in order to play in order to participate in athletics that we reserve the right to uh to on a case-by-case scenario make a decision whether or not we want to allow this student to participate in our athletics additionally we want
to make sure that if there are any athlete or any uh disciplinary actions or issues that they came with that we want to uphold those while when they transfer so that is the addition we've always we always adhere to this rule 15.10.7 we've always done that we wanted to highlight the part where um if they're if they do come in with interdisciplinary issues that we uh we was just right to uh hold those now there is a um they can appeal this they can appeal to the superintendent and really it's going to be on a case by case scenario i'm not saying it's going to happen every single time but we want to make sure there's something right in case there is something and we also want to make sure we show that our other
schools that we take this seriously we're not going to just open the doors to any student all right anyone have any questions for dirty bullies to stand in there did everyone find it yeah it's actually two pages this week several pages i have a question um i i just rediscovered something else that i didn't see earlier of the day on the handbook i didn't have questions so i'm quickly reviewing it okay i'll just go ahead what we say with regarding athletic eligibility um it appears okay yeah okay never mind answered his own question it split up the eligibility question and so it appeared to me as if all they had to do was be enrolled in high school and they were eligible excuse me no worries excuse me all right action night um um a
motion please approved the athletic handbook thank you thank you thank you all in item favor the determination of excess capacity for open enrollment for the 21-22 school year this is something that we do annually as well we we did it late last year um but i'm actually on time this year so before school starts i'm actually going to pick on brandy a little bit i um i she was not here last week for me to to finalize this how many kinder teachers do you have six how many first grade teachers do you have six and how many second grade teachers do you are third grade second second grade six but i do have um one that i have seven first grade teachers because one's a transitional okay that's fine so there's it's six seven and
six which is the numbers i have in here perfect thank you um so this is something that some of you have seen basically we roll up the numbers from the prior year's class so we had 132 kinders that are now going to be first graders now some of those we're actually going to have we think we're having some come in that would have been our kinder kinder kids that are coming in but these are the numbers that we're working with right now and we can close sections as we are close grade levels as we move forward down the road but we think we're gonna have 132 so over those seven teachers there's only 19 per class our staffing model is 25 and 6 95 capacity our capacity is 175 out of 25. so 95 of
that is when we close it that leaves five percent for those kids coming in that we're just if we have new kids coming into the district this only applies to open enrollment kids kids living outside of our district any kid that moves into our district we're accepting them no matter what grade no matter what program nothing you know there's no restrictions this only applies to our kid or kids that live outside the district okay so right now with that being said um of all our grade levels we only have one which is second grade that would be closed based on our numbers because that um our 95 capacity is less than what our staffing model um or our number of kids exceed 95 of our student capacity okay then we look at our special ed
programs and we do something similar um and all of these staffing models are board approved from i think it even says what year it was in the discussion so all of these staffing the staffing model is board approved um i got those numbers from dr burdette um late early last week those are the numbers that we're looking at now and so all of our special ed programs would be closed with the exception of our edp programs at territorial del rio and heritage and if we had one at the high school probably be open but we don't have an edp program at the high school so it's only that we have an edp program at all three schools it is available for open enrollment students all other programs are closed because we have actually where we
exceed the capacity i think in every single one so we have no capacity to accept out-of-district kids now there is a couple of exceptions those exceptions being staff kits so we're going to accept staff kids and then also that children let's see it's children of employees current open enrollment students so we're not if they were open enrollment last year they can come in no matter what the grade level is or the program and the siblings of current open enrollment students so if they're if you have a sibling we're going to accept that student just because we want to keep families together okay so that would mostly take if you had a kindergartner coming in for um in a special program and they already had a kid here we would accept them even if they were
out of the district um and we actually had this this does not apply to preschool there is no open enrollment for preschool we only take our in-district kids for preschool and then once they are kinder then these rules apply to them okay questions concerns comments believe it or not it was logical it's all numbers that's why you and i have i think think on the same wavelength it's very much number driven so all right can we get emotional please to approve the determination of excess capacity i would be happy to make that motion for approval of this year's determination for the open enrollment for the upcoming school year second well thank all right item 12 8 online none cbhs students to participate in cphs athletics mr campbell yes okay so there's another there's always like
up here so this is another thing we add every year uh just to make sure that um incoming students understand that uh um if they are um hold up let me just read through this make sure i'm doing the right one okay so if they are online so typically we allow um home school students to participate athletics here at chihuahua this is just uh saying that those students that want to participate we need to make sure that they are home to an actual um county approved home school or they can't be in any kind of online program so that's just kind of erasing that part of it especially you know these the last couple years we want to make sure that our students that are online are at home um doing their uh doing their
um at home curriculum that it is proved by the state of or the um the county i should say so pretty much just want to make sure that no online students can't participate in athletics any questions or comments i know i'm gonna say my yearly thing i am in full agreement i think teams are made up of the kids that are together and to be together you need to be at school home school's a little different a little different and we don't get a lot the leadership that teams instill in in kids needs to be a parent while they're on campus and i am in total support of this and if i may i'm not a president you know i have a discussion what about if a kid doesn't want to come to school and
wants to be you know online because there's a concern about well if there's a concern about kobe all of our athletics are you know there's no you know close contact and and not just close contact physical contact and things like that i should ask that question and to that point you know they made an exception last year you know if we could allow students that were online but obviously this any other comments or questions great with that um we need a motion to approve the to approve not to allow online non-cvhs students to participate in cvhs athletics second thank you thank you thank you with that everyone have a beautiful night evening week and month we are injured thank you [Applause]
