002an amazing opening day great speech by our president Williams on that if I could get a copy of that I've been trying to tell that story over but I keep messing up the nobody name and somebody name um great opening day we had a great new teacher luncheon here at the service center and at Lakeside for our k-4 staff board we met to go over our superintendent and board goals I've been able to visit our schools opening to start the school year which has been really great to see our kids and staff back together I was on Wish TV for the Daybreak interview last week so that was fun to do yeah and I apologize that the Far East Indy magazine was placed on all of your chairs there but no that Dennis Jarrett who

003I think may be here later this evening there's Dennis um yeah Dennis is our is our is the lead on that far Indie East magazine and this this month's uh Edition is focused on education and MSD Warren Township so Dennis thank you for your great work with that um and then I just want to Spotlight um for those of you you may remember we used to do these meetings district-wide with all of our leaders called the District Leadership Institute series uh Lis and we had one this Monday they're from 4 15 to 7. so it's a long day for our administrators but we had about 88 administrators in this room led by our HR team Brian Simpkins Pam Griffin Kate Schwartz masimba Steve Jewell and the focus of our leadership institutes this year is on

004employee evaluation and you're going to hear a little bit more this evening from Brian about that process so just want to Spotlight them it was a great evening great Focus for us going into the school year thank you so much Tim and now we will start with our board comments and we 've Julie okay well I didn't do a whole lot this month I did opening day the teachers luncheon as well um and I was there when we were working our board goals but unfortunately on the 28th right after our opening day my mother-in-law's hip dislocated and I've been spending a lot of time with her because it's dislocated three different times and she's had to have surgery on it three different times and then today they did another surgery reconstructive so hopefully this is

005the last time and she will get out of the woods but I look forward to going to some athletic events as we get this year rolled off and the um home Fest that's going to be coming up this month and everything else thank you thank you so much Julie Howard I just want to say welcome glad to see everybody's back in school here you know uh almost a month now and we've been been been a very busy busy period no question about it everyone getting back on to the Grind Great opening days ceremony was uh we haven't done that in a long time it's been a long time coming um I think it's only been like 10 years now it feels that long and covered yeah but it does seem like it was it's been

006for forever and it was great to see all the folks that are or that have come back new teacher luncheon uh outstanding crop of new teachers was I was very impressed other than that uh you know just just waiting to get into the swing of things because we're just getting started and uh oh I have to remind you we still got covet and we got those monkey pox out there be careful be careful thank you so much Howard um Lashana she didn't go in the right order okay I just looked from side to side well it's good to see everyone it's been two weeks of school now I think and I still see some admin and teachers smiling so that's a good a good sign I enjoyed the teachers luncheon it was very nice to

007see all of the new staff and how energetic they were I missed opening day because I was on vacation with my husband for his birthday but I heard it was very very nice I did get to go to back to school and school orientation and the flow of things was very well at the high school so I got to say hi to a lot of different people so I will be attending a workshop with Miss Julie on Friday um to learn more about the bargaining but other than that you guys continue to do what you do and let's make it through August and then look forward for um September hi councilwoman I hear you good so alrighty thank you so much Lashana Rachel oh I'm sorry one more thing mcrc the Dayla is next Saturday

008August the 27th it will be held at the ibe center it starts at 4 00 p.m and then after that is it's a concert it all comes together and we'll be over at the PAC Center so please come out and support our um MCR see our resource center it's a fundraiser for them so we can continue giving back to the community great Joe good evening everyone it is lovely to finally be back in person with you all I miss you terribly um I unfortunately um missed opening day for the first time in eight years this year I tested covert positive for covid the night before so no one really wanted me to be there um but I heard absolutely wonderful things and I'm glad it went well with Lashana in fact we stood in line

009together I went to back to school night at the high school and got to meet all of my kiddos teachers which is always a um High part of the evening it's always good going and being able to talk to and see all these people some of which are now experiencing their third child with me so that's always good um on a non-school note my family attended Gen Con this to get year again and it was an absolute blast it's the largest convention that comes to Indianapolis and you just go and play board games for four days straight which is always a good time um Isabel even ran a 5k at six in the morning at White River State Park it was just an absolute blast there were Orcs running with her so that's always fun

010so just it's a good family event for those who are looking for something next year I met with Neola to review policies with Dr Hansen and Kim attended and ran to Jane Pauley meetings attended the interest Squad cross-country meet for both the men and the women who were running at the high school I have been taking part with um the Indiana Association of school PR officers and a bunch of other ABC groups to begin working on a campaign about public schools and how Public Schools work and are successful in the state of Indiana which should be launching sometime in October so that's been pretty exciting being on the ground floor of that and then I would also like to thank Ryan Reynolds and Bree Brown my son leaves for Japan he told me in 22

011days earlier today I told him he was no longer allowed to give me numbers like that and there turns out there is a lot of paperwork when you are sending your child to a school overseas for nine months and they have both been very helpful and very responsive in making sure when I get the very weird requests that have come my way that they are able to help me with that so thank you so much thank you so much Rachel Terry good evening everyone and welcome school's been in for three weeks is that right so I hope everybody's off and running and having a good start um I just want to give kudos to everyone behind opening day I know it's a lot of hard work I thought it was very successful I love feeling

012the energy in the room also it was nice to attend the new teacher luncheon we were we had some teachers leave and come back and um just it seems like we have the cream of the crop of the new teachers coming in and I hope that our children and our um teachers and everybody who get to experience and have a great experience with them thank you Terry as you can see I say ditto to everything that they said so I won't repeat anything because you can tell that we as board members we stay really involved and really busy and making sure that we know what's going on here in Warren Township I just thank God for Dennis Jarrett that has this magazine that's going to portray all the things we're going to be doing this

013year so I applaud you Dennis Jared thank you so much for that idea and I applaud our superintendent for giving such he's a celebrity now I tell you he did a great job on television and he looked rather nice so seconds of Fame so I just want to say thank you for that and then I want to say thank all of you for just being energetic and happy and ready to start this year off and you know I think we're going to have a great year I'm a positive thinker so uh we're going to have a great year this year so one thing like Howard said please be safe every I feel like the gingerbread man woman or whatever because everywhere I turn everybody I know is catching covet I even was supposed to get

014my hair done and the lady said I'm sorry everybody in my household have covered all this weekend all this week I'm running from the covet so I'm just telling you I feel like the gingerbread man so uh please be safe it's always that thank you I'm sorry I have to say the next thing uh do we have any board correspondence no we do not well thank you well at this time I am so happy to see Asia that Asha I always mispronounce your name Asha Asha she is so fantastic and she's going to come to us right now thank you Asha good evening everyone my name is Sasha Watkins I'm the student representative and student council president for Warren Central I just want to start with the introduction of just being back in the school

015atmosphere and I'm a senior this year and I can tell you it feels like a normal year we have a new principal who I enjoy seeing every day you know reading me every morning at 6 52 653 6 55 and just you know making all the kids feel welcome and I have a quote from another senior who's been there for four years um Lee Alexander who's a senior he says going to Warren Central for four years has been a wild roller coaster from covid to staff changes extracurricular activities and just trying to keep my composure this school year is one of the best startups we've I have ever seen and it's been the most normal since my freshman year so someone else can attest to that I want to also talk about the opportunities if

016you don't have a magazine in front of your seat or near your seat they're somewhere near I don't know Mr Jared was going to be here but Mr Jerry is right there wipe your hand i'm a part of the dove CTV as well as front runner and he is the creator of the Far East Side magazine so I stress this enough with opportunity and it's one of the biggest opportunities that I've seen in high school so far we literally have students who can write the story take the pictures take the time to interview I plan on being a part of the magazine for September but we have you know information about our superintendent president Gloria Williams making history becoming the first African-American president for the school board and just a lot of information not only

017within our Township but within the far east side and I think it's a great thing because again when we hear the Far East Side you don't hear about these great things so the opportunities are just overwhelming and we give kudos to Mr Jared so thank you and I'm going to close off with how excited we are with our events again I am student council president and some of the events we have coming up are homecoming spirit days pink week and we finally got approved for a new movie night on the field which I'm sure if you were a graduate from Warren Central you're used to the bonfires before football games but we have our new edition of the movie night which I can't wait to play in we have the Leadership Retreat down at Camp

018Belzer and we they have a new indoor facility that we are going to be the second school to try so we're really excited about that and back to school night and freshman orientation was definitely a success I saw Miss Triplett there and you know she was running out but uh I was telling my mom we have a new director in TV and I don't know if you can feel my vibe in energy but I'm really excited for the school year I really love being in a normal atmosphere and I can't wait for the year thank you so much [Applause] thank you Asha and make us feel good that you make us feel like we're doing something else successful when we hear our students you know testifying to all of these things so thank you so

019much Asha now we will have our inspirational Moments by Terry all right I'm gonna first start off um with a small little video so if I can have your attention please too late for [Music] late for their leaves I know 25 year olds who are already giving up hope fuls who have started this 6 [Music] to start [Music] discharge when starting with [Music] people don't even screams [Music] and fired from her first reporting jobs trailer [Music] reverse wedding dress es started his first Netflix 51. 1 Morgan Freeman last first major movie role at 52. Colonel Sanders Sanders success [Music] achievement you are the failure if you haven't started your own business at 30 you aren't the failure if you're not married at 35 foreign [Music] all right I'm just gonna stop it there um I

020have a wonderful person that I met a couple of um months ago it seems like it was yesterday but I want to introduce you to a lady who has never given up I met her actually at the adult graduation program her name is Daisy Torres if you'd like to come up she's one of our success stories right here I have a nice picture of her accomplishments followed by another accomplishment that she was able to all obtain through warrants adult educations so I'd like to take a few minutes and let her tell you about her journey I got you girl she was very impressionable um I will tell you that after attending adult graduation I went home to my husband and I just could not stop talking about Daisy and just the impact um you see

021a lot of people from all different age groups walk across that stage but here she was in tears still in tears with a huge support team behind her um gave us hugs and just really embracing because it's a big step and then later at night I'm at dinner my husband and I and I was still talking and Daisy walked in and there's like a table of 20 people and I'm like oh they're having a party and then all of a sudden she walks in with all of her cap and gown on and I was like oh this is meant to be but Daisy has really overcome um some obstacles and has followed her dream and she's my inspiration okay I can show the next picture okay well hello first of all I want to just

022thank everybody for giving me the chance to be here I said I wasn't going to write a speech because I'm saying it from my heart but I knew I was gonna this is my first speech ever and I was gonna come here in Flatline so so I wrote some stuff down in a hurry and I'm just gonna to read it and if I start crying please forgive me it's just an emotional moment and I'm still it's a happy tears Joy yeah um that's my cap and gown or that's my cap these are my both my sons when they were younger and till today and as it says my sons are my inspiration and then I brought my phlebotomy book to show what I did after thanks to Warren so like I said my name is

023Daisy and I was born and raised in Chicago um I got pregnant at 15. and I was I wasn't able to finish high school I'm not saying it's impossible I'm just seeing I wasn't able to do it I tried to go back to school actually I tried to go back to night school but my kids father was so jealous and I was in love in I stopped going um I promise this I'm trying to make it short and sweet and then I got pregnant again at 20 at 21. with my other son and I really thought that my education was over and I became a single mother both my sons graduated because I pushed them and I told them that giving up is not an option my oldest son graduated from Warren at 2013. and

024my youngest one graduated in 2019. um I'm so proud of both of my sons because they never gave up and they took my word for it my oldest one now he's 27 years old and he owns a barber shop in Kokomo and my youngest one is 21 which will be 22 September 6 and he's still working towards his goal as far as being a basketball playing basketball and having his scholarship um like I said I always told my sons do not give up it's not an option I decided to return back to school and I looked into getting my GED and I took my test in September of 2021 at Highland Park I ended up giving up within the within a month because I was having two jobs and I have five grandkids and I

025tried to have help out in every aspect um and then I was thinking to myself I'm not going to pass this test if I tried I had a Mr Hollingsworth at the moment and he tried to push me and push me and stood after class with me and told me you can do it in my heart I felt like I couldn't um after speaking to my youngest son of why I I quit school he looked at me and said Mom you told me giving up was an option I thought about it after a couple days and then I call Highland Park and in November of 2021 I went back um in I had great teachers that pushed me to that limit and said Daisy you can take this test you can take this test you

026are doing it you are smarter than what you think so I went ahead and took the test and I was able to pass every test possible I had to try once on the English test because English was never my strong subject but I'm very grateful for Warren the teachers the program after receiving my GED I wasn't aware that Warren actually helps to further your career in what I wanted to do was phlebotomy and they had a phlebotomy course which I went ahead and took that class for the lab for the next six weeks and that teacher was amazing um and now I'm working at um a plasma center in Grifols and I'm pursuing my career that I thought I would never be able to and like I said I'm 43 years old and I thought

027that I would just never amount to anything but then I look at my my kids and my five grandkids and they're my inspiration in here I am so I wanted to say thank you your program is amazing and I appreciate everything everything that you guys have done [Applause] Daisy Daisy before you go I would like to say that we are very very proud of you and you know what just you getting up here today was an inspiration to many I hope that there were a lot of people watching because that's an inspiration to many people that feel they made a mistake they can't continue on but you are an inspiration to show that if you make up your mind just because you make a mistake and you think that oh I can't keep going no

028it's all in your mind we are not perfect none of us we all have made mistakes but you know what we fall down but we get up and you know what be proud of your accomplishment and I know that your children are proud of you and um and and don't ever look down upon yourself you know because there's no one in this room that's perfect that have not made any mistakes so we don't just keep talking about it we just learn from my mistakes and keep it moving so we're proud of you congratulations [Laughter] laughs I just make you feel so good when people can inspire you and we just thank her for that inspiration thank you Terry for that beautiful inspiration at this time we have City announcements coming from Bremen Edwards I hope

029I pronounced your name correctly Brennan okay sorry about that uh okay hi everyone Brennan Edwards I am the Far East Side mayor's neighborhood Advocate I'm just making sure to you know clarify that um I'm gonna be here most of the time I'd say as much as I can be to make announcements and everything this is generally a a easier time the first time around I think because um there's not really a lot to report on so far you know I'm only a month in or so so um oh is it uh I just really wanted to make sure that everybody was aware first of all um that the mayor's action center has a new version of the request Indie app so just everyone should know that the former version of it is it's still you

030know if you have it on your phone just make sure to update it so you can be able to use the the newer version of it for Android and Apple of course and you can always use the web portal as well so everyone should definitely understand that you can get you know you know you shouldn't just rely on just calling in all the time with the Amer at the action center because you may or may not be frustrated with call times or wait times but definitely you can always report and you can even check on cases and everything it's much more streamlined it's much more accessible now so that's the number one thing I really want to make sure everybody knows about and then I also wanted to mention that uh every time I go

031out and don't go into another meeting and everything if they've never heard about the far side magazine I've been making sure to tell them about it so just letting you know I'm reaching out myself oh thank you so other than that if no one is aware of the mobile crisis assistance team that is very important to have as a resource so this is um specifically for health mental health and different health related issues that you may want to call the police for that you may think oh well I need an ambulance well maybe you may need some treatment maybe you need some some Care on site and this is what this is for many different non-emergency numbers are available but this is one of them that should be available to you so this is very

032important this is the website here um that tells the most about it here and then other than that we also have the Indianapolis Public Safety Foundation here's the website here NDP psf.org and um gun violence um um um we have different types of domestic violence we have uh all the different types of uh again non-emergency you can even have just somebody mediate you and a neighbor you may have some issues with maybe you feel like calling the police on them but you actually should have somebody um de-escalate the situation by just having a conversation between you both if it's more than one person that's another thing too so a lot of things have actually come up with like property lines and people may be getting frustrated and maybe it's not really a city issue maybe

033it's a neighbor issue this is one of those things that you should be looking at and then we also have the um if you're not familiar with the food division um I have definitely made sure to do a lot more uh reaching out with their resources um this is a part of the office of public health and safety they just released their August issue of their newsletter I think yesterday so um definitely make sure to uh to get more involved with them as far as food accessibility resources and then we also have they even have recipes now in the in the newsletters but you can even see all their different resources here the main two I really want to point out is that Community compass app it's also something you can have on the computer

034too that it generally just points out any affordable grocery food pantries around the area and we also have the Lyft grocery access program which is very useful for anybody which it provides between one dollar and ten dollars for a ride to or from the grocery store the best recommendation I would say is to take it back from the grocery store because you have a lot of bags and everything else so take take whatever you need to uh to get to the store but I would say that's probably the best to take it back home and then of course you have other things like this fresh fresh bucks program and everything but those are the main ones I want to talk about and just to remind everybody that if you're um if you would like updates

035about the budget that was announced by the mayor I would say um you know try to tune into that video footage somewhere and whatever media Source you'd would like to be able to understand what exactly that entails I can also be able to you know go over the details here and there but I would say that it's a much more full of the of the information Straight From the Source that's that's what I would prioritize as a primary source so other than that I would say if you have questions immediate questions I'm okay with that if you just want to learn more about me that's fine I do have uh to get more business cards and everything but I wanted to make sure everybody on the board had mine so I'm just gonna walk by

036and make sure everybody has mine so okay any questions thank you I do um when it comes to our trash containers that they sit out um if it's broken because I know my wheels just completely came off what do I do oh um yes well I would say if you have an issue with like if you already have your container still you know make sure you can keep using that as long as you can but you know just make sure to make sure to have it reported to uh you know make sure that have that reported that you need to have a new one okay because I don't really know what the protocol in that is but just make sure that you know the city knows that you need a new one so that may

037be something that can get replaced as soon as possible so I call into that office number is that what you're saying oh go go ahead okay I don't know I don't know Tim was saying that if it's a certain Republican the gray ones was with him so okay oh go ahead okay great we have some resources out here thank you great yes I'm just a little too old to pull that thing without wheels you know especially when I pack it okay thank you good thing thank you okay if that's all then I'll be able to distribute these business cards for you before I head out thank you okay thank you so much do we have LaShawna any green cards not at this time president Williams okay thank you well we're ready for our consent agenda

038and it consists of approval of minutes our financial report uh claim registering electronic payments our year-to-date summary of fund balances Human Resources report field trip requests permission to ex accept grants we don't have any um change orders contracts use of school property policy 2600 School accountability policy 8330 Student Records can I have a motion I'll make a motion I'll second it Terry made a motion and Rachel second do we have any comments yeah yeah okay thank you thank you meeting the other day thank you yeah I do have some questions um one I I want to refer you to the uh the human resource report addendum I I had a question about the very first paragraph uh it's I just need some explanation on what that means effective immediately the hourly rate to pay bus

039driver and trainees thank you Mr Dorsey I appreciate the question I'm up here at the podium because I want to respond in the microphone for the benefit of those who may be listening online um yes this is a great question because it gives me a chance to trumpet it from the uh from the mountaintops here uh what yes what you're referring to is our bus driver trainee pay um for um for a long long time too long in fact that pay was tied to the federal minimum wage which is which is actually still 7.25 an hour believe it or not um and so to be competitive uh we wanted our first thought was to match that to the prevailing kind of 15 an hour which is sort of the prevailing minimum wage these days um

040mercifully um but upon um looking at labor market and similar districts our size and around the area um it was uh we wanted to match what they were doing to be competitive and that is to Peg that pay to step one on the bus driver salary schedule So currently that 7 17 29 an hour is what bus drivers start at and so we were gonna we are from now on going to perpetually tie that to that first step on the schedule which is much more competitive the great majority of our trainees our bus monitors we typically hire bus monitors and so in between their AM and PM routes they they train in the middle of the day for a long time the that that federal minimum wage suffice but it doesn't suffice anymore I don't

041think and so to be much more competitive we've uh We've implemented this policy that you see on the addendum to the HR report does that help yes yes Brian I appreciate that that really tells the story of what we do in Warren and that is we take care of our people and uh I I'm glad you clarified that for me thank you thank you and yes I hope I hope the message gets out there I'll certainly be notifying the transportation department first thing tomorrow so thank you yeah also our the use of school property I know that we decided to increase you know how much they were paid have we seen a decrease in the number of people that use our property or because I know there's only two people on there now I'm not

042sure I answer that business just sometimes there's two two things okay all right okay thank you yeah yeah I had a couple more Let me let me make sure I'm straight on what I've got here um uh policy 2600. um it talks to school accountability could could we get just some clarity on what that what that means uh well the the the actual change on that let me think of where I've got it here yeah the the technical correction correct yep Howard on on these and this is that's a good question a lot of times we don't see policies under the consent agenda when there's a technical correction and policy 2600 and 8330 have the same technical correction what they did is ISTEP was listed and they replaced ISTEP with State mandated assessments and that

043covers them so the next time it's going to change which it will it's iLearn now that way they're covered because State assessed mandated assessments covers all of it no matter what the name is so so the so the the the the the state man mandated assessment includes like I learned I read I am correct all those are wrapped into that one correct that one statement that one phrase okay and I guess the same thing applies to uh let me see I have one for student report or Student Records same thing it had a technical correction there same same replacement same thing that state mandated testing encompasses a number of different things okay yeah just want a little Clarity on that one thank you thank you so much Brian are there any other comments okay we're

044ready to take a vote it should be on your computers to electronic vote do you have yours Miss Julie okay I saw it earlier but I was waiting until after the discussion but it's gone now so I haven't uploaded your vote came in yes oh that's what I want good Miss Gloria did you get mine okay okay because Santa agenda passes thank you now Brian says you're still standing there we're going to have your presentation perfect uh Dr Hansen president Williams members of the board Warren Community it's my pleasure to introduce a couple uh new people to the team we have a couple introductions tonight and you know one of the great things about being an HR and Warren is you get kind of a bird's eye view of District Operations both on the operation

045side teaching and learning side and it is remarkable how many great people we have in just the right positions across this district and people get promoted and elevated at different positions and it's it's a it's a great thing to see and so my it's my pleasure tonight to introduce two people in particular I'm going to start with Dr Tierney Anderson who's here with her family tonight you can come on up both both of these people that I'm going to introduce have ties to Warren but they have currently they're coming from external in the same week serendipitously they they landed in our laps and so I couldn't be more thrilled but I want to I want to bring uh Dr Anderson up because she is going to be our new Deputy human resource officer for diversity

046equity and belonging and how fitting that you should be right here in front of our statement about our belief in that and I'm just really thrilled that she's going to be joining the HR staff she has a wealth of talent and has great background experience and has done her passion is diversity equity and inclusion work she's done a lot of led a lot of that and her prior role but this position will give her the opportunity to really really focus on that and really just make us better as an organization so without further delay I just like to introduce Dr Tierney Anderson welcome [Applause] thank you all so much I look forward to serving Warren Township as diversity equity and belonging I look forward to using my talents to make the district better and go

047forward so thank you all for the opportunity I really appreciate it [Applause] thank you very much we all wish you the best in your new role and what a great opportunity for you would you could she come back here we have the tradition of shaking the board members hands when you're done Ryan you mentioned yeah so I want everyone to know that uh Tierney was a teacher at Stony Brook at one time um colleagues with Jenny Whitaker right correct so so really yes full circle we welcome her back all right my next introduction is um Doug harder and he's here with his wife Brooke tonight Doug also has a connection to Warren Township but is coming currently from from external um and so I'll let him explain that but he is going to be our

0483E Grant district coordinator and what that is essentially um he is for a two-year commitment at least is going to be heading our efforts along with this Grant and coordinating it he has great experience for with Career College and Career Readiness he's got a great experience with School administration and so he is going to be responsible for coordinating the overall effort so a lot of this has to do with our journey of a graduate work College of career Readiness and um also um kind of laying down the groundwork for uh future advances with respect to our strategic plan as a district so all of that coming together Doug's going to coordinate Doug welcome to Warren and uh let's have you say a few words well thank you Brian Dr Hansen and the members of the

049board thank you for this opportunity I am thrilled to be back here in Warren Township to serve the students and the families of Warren as my wife and I were walking up it was 18 years ago that I was hired in 2004 to be the assistant principal at Creston Middle School which I served for seven years until I left in 2011. um loved my time here in Warren in fact throughout my entire career a lot of my closest colleagues were because of my time here in Warren and so they include people like Cesar sunaguco and Pam Griffin Sherry Patterson we were a team together on the green side at Cresta middle school and so just have really fond memories of my time so again I'm thrilled to have the opportunity to come and serve here

050I'm excited about bringing my over 20 years of experience in school administration to Warren I'm excited about bringing my skills and experiences that I've had since I've left at the high school level and building upon the good work that's already taken place here in Warren and the foundation that's already here to make the Journey of a graduate it come to life and to to make it a reality here in Warren I am just passionate about ensuring that students who graduate from Warren Central High School or as we heard from Daisy from the the adult center that they graduate and they possess the skills they that we provide them with the the experiences that they earn the credentials that they need to be College and Career ready or as the article said in in the the

051magazine the four e's that they are ready for employment they are ready to be an enrolled if that's so what they choose to do or to enlist or that they become an entrepreneur as we know that's the greatest engine job creating engine and so I'm excited about this work I'm also I just look forward to building Partnerships with the business Community here and engaging those stakeholders as well as maybe re-establishing or enhancing our relationships with higher education Warren has so much to offer and we're going to hopefully try to take it to another level so I'm ready to get started welcome Doug congratulations tyranny and Doug one more further introduction and I'm going to invite my colleague Marcus Clayton um foreign congratulations president Williams Dr Hansen members of the board I do have an introduction

052and it's with no surprise if you know this young lady and if you don't know this young lady all you have to do is walk through the hallways of the buildings that she spend time in and last year when we brought her on board over at Porter to support us in the area of operations and as I got the opportunity to know her over the past year and I walked through these buildings and I would always see her portrait up as employee of the year whether I went to Raymond Park or I went to Creston so then I started paying close attention to the skill set that she possessed and as I look at the the men and women that I have the opportunity to work with each and every day in operations it was

053important that we have someone with her skill set in in her background in a leadership role so I would like to introduce to you our new facilities administrator Miss Carrie Taylor [Applause] good afternoon no good evening good everyone I'm sorry I haven't slept in a while thanks Marcus yeah um first and foremost I just want to say thank you board members for your time here thank you community and all of the operations team for inviting me to join um this amazing group of individuals my trajectory in this District um was one because I walked into Raymond Park one day to enroll my babies there and when I decided I no longer wanted to work someone said hey come join us you know and I did that um I have to say my transition over to

054Porter was I had no expectations whatsoever just wanted a challenge for myself um fell in love in love with a different group of individuals that are so often unseen unheard of and not recognized I have spent the past six seven months getting to know them and not only do I respect them for the work that they do in the positions that they hold they have earned my respect for the work they do and the positions that they hold um to be to be presented with an opportunity to share my natural god-given talents that Marcus told me that I had and I needed to exploit those um a little further in the district I feel honored I do I feel honored as I've been very honest with Marcus and my communication this was not a task

055that I wanted um and as he pointed out you're doing it let's go um I look forward to this opportunity to invest in Port into the lovely staff that I have acquired um I see Miss Charlene back there now she was one of the first staff members to come and just gift me for my love language a plant straight to my office and I couldn't even speak to her because I was dealing with a custodial issue um so thank you Charlene thank you thank you for sharing your story with us thank you so much [Laughter] on to the next Journey [Applause] thank you oh boy this evening has been very inspirational from beginning until now I can see it going all the way to the end so that was just awesome well we're ready for

056our reports and we're going to start off with Dr Hansen speaking of inspirational let's talk about covid as Mr Dorsey said it's still a thing um board we will continue to provide monthly updates as we did last year on our covid data reinforce the safety protocols that the board adopted in July so I've provided there our Marion County Cova data for the last week average cases also listed there are the recommended coveted safety protocols we are mask optional students and staff can return on the sixth day if they are symptom free they would be required to wear masks through days six and ten we are welcoming visitors back to our school we are requiring them to self-screen we will be monitoring our data in cases we are still coordinating with the Marion County Health Department

057we we must submit our data to them on a weekly basis and then they give us an analysis and will reach out to us if if they feel we need assistance We are continuing to provide masks and at home tests to both staff and students thanks to a generous donation of James from Jane Pauley we just restocked our schools so uh we are experiencing some cases um there so the first three weeks of data is there and we'll continue to do so but that's my covet update for this month can I ask you a quick question yes new CDC rules are coming out are we going to look at those we can just continue as we are for a while so we we monitor that and we also monitor the guidance that the Marion County

058Health Department sends to us um it's more in alignment together with that right now I would say the protocols that we have in place pretty much mirror those guidelines okay thank you Dr Hansen now we will have our Warren PTA Council by Catherine Basham okay well hi my name is Catherine Basham thank you um president Williams Dr Hansen and board members for inviting me tonight to talk about our wonderful ptas in the district so first up I wanted to introduce or at least highlight our uh all volunteers our board members for uh this year's Council PTA so myself as president Casey Thomas is our first vice president she runs or helps be our lead coordinator for sunny day Veronica Grimes is our second vice president and she put together this year's wonderful discount card and

059then Diane Simon is our Treasurer and Kim Walters is our secretary okay four of our main missions at the council PTA level are one to unify and strengthen our 16 local ptas so that's the parent teacher Association or the parent teacher student Association that comprise our Council PTA we also operate the Sunny Day food toiletry and clothing pantry we host Warren homefest for our community and we also like I said recreate a discount card that our local PTA units provide to their members as an extra benefit for joining their PTA so I just wanted to highlight we have 16 ptas here in the MSD of Warren Township so you have got your elementary schools each one has a PTA the intermediate and middle schools each one has a PTA the high school has a PTA

060we also have the Early Childhood Center has a PTA Renaissance started at PTA last year and then new this year Warren Online Academy is starting the process of establishing a PTA so that's 16 wonderful units here all in Warren Township all for the purpose of you know benefiting advocating for our students our families our staff in the community so a quick glance at some of the wonderful things our ptas do here so some of the programs and services are the back to school nights we help assist with those Warren home Fest Warren cleanup day course celebrations staff appreciation days teacher school supply reimbursements school clothing closets we help provide clothes deodorant things of that nature to a variety of the different schools fall and spring festivals winter carnivals roller skating parties open gym nights parent

061night outs color fun runs Bingo nights stem nights so there's a variety it's not just all events some of the things we do behind the scenes a lot of families don't even know about so like for example the the clothing closets that our ptas support behind the scenes okay the next thing that I wanted to talk about was sunny day so as you can see we just recently took a picture so everybody can put a face to a name but here are our lead coordinators we have got Carissa dollar she is third from the left she is in charge of our Administration Tanya Turner is to her right she is in charge of our food Sharon Berry she is on the far right she is in charge of our toiletries Casey Thomas who's second from

062the left she's in charge of the clothing department myself I'm in charge of deliveries and then a brand new thing that I'm going to discuss in a minute is our pre-orders and so we have a new coordinator and her name is Karen Kinley and she's uh the first one on the left little history about sunny day so sunny day was established in September of 2013. so we are about to celebrate our 10th year we initially were set up in Heather Hills Elementary Highlander Park and sunny day is named after Sunny Caldwell who was a a remarkable gentleman who worked at Heather Hills he obviously inspired a lot of students families and staff members for sunny day to be named after him so uh gleaner's food bank we partnered with them in 2014 and then we

063partnered with Midwest food bank in 2016. so we started small and we have expanded astronomically um so we have if you haven't toured sunny day you need to come over and check us out so we have um quite a few things going on okay so we're now located at the Moorhead community resource center we're coming up on our two-year anniversary there we are open twice a month so the second Saturday from 9 to 11 A.M the fourth Thursday from 6 to 7 30 p.m and we now offer three food distribution options so thanks to the pandemic we initially started out as a grocery store so our patrons could come in they walked around and they picked out the items they wanted so we've kept that process but with the pandemic we had to switch over

064and do what we call the grab and go so we pre-load wagons full of food and toiletries and if that's what you want the fast food service we have kept it they can check in and then they can go out with their wagon of food and everything's ready to go and then recently this year we just started this preload pre-order system because with coveted precautions we wanted to space people out a little bit more that wanted a grocery shop for themselves so we devised a plan where we take the first 20 to 25 patrons that respond to our social media post and you can pre-order your food so it's just like doing that click list and everything ahead of time and then you go to a specific door and you pick up your order ahead

065of time so that helped reduce the congestion in the hallway of those that wanted to grocery shop for themselves and it has been very successful so with us being in Morehead community resource center we now have emergency supplies already stationed on a rack and so their staff can come into sunny day and they can grab food items that are already ready to go and it's been a wonderful partnership with Moorhead because we're all volunteers so whenever emergencies popped up we were all kind of racing to figure out who could get over there who could help the family in need and morehead's hours are basically eight to four most days and then a few of the nights is eight to eight so they have taken a significant burden off of us not that it's really a

066burden but you know just trying to juggle everything in life so they know how the things that we have to track for like purposes of Gleaners and the paperwork and so they they're able to help patrons during the day which is like I said we're very grateful for that so we have things set ready to go we have shown them where all the items are whether it's food the toiletries are like I said we have a clothing room so they can walk into that and families can get um the items they that that they need so some of our largest supporters from last year were Gleaners they give us a thousand dollars a month that we can order food from them Midwest food bank they uh well I'll skip to one Audrey's Place furniture and

067thrift store they provide us a box truck that we drive down once a month to Midwest food bank and we load up eight pallets of food so and bring it back to sunny day and then obviously our wonderful MSD of Warren Township is a huge supporter of sunny day the Indianapolis East Rotary Club they come out and volunteer twice a year and they also have provided us some grants so they are a very big sponsor supporter of us Inspire small.biz they run our website which is wonderful so they donate their time and their expertise and they keep our website up to date for free Meyer gave us a five thousand dollar Grant last year so we're still utilizing a portion of that very thankful for that as well and then Warren Central High School as

068every most people know they do the huddle up against poverty every year and we get a significant amount of our canned goods from that food drive in addition most of the schools have started to do that as well whether they are gathering food for their own families which a lot of our local schools do that in November but a lot of them if there's overflow or just there's you know solely collecting for sunny days purposes we appreciate all the all the the hard work that the the staff here in Warren Township provide for sunny day and then we have three individual large donors that did not want to be recognized but with their help we're able to make purchases outside of you know Gleaners and Midwest food bank we can get more frozen food we

069can get fresh produce things of that nature through their donations and then I wanted to point out our website it's www.sunnyday.org and if you go to the website you'll see buttons to click to volunteer so we take anybody Middle School agent up can come and volunteer there's we usually like about 15 volunteers to help us at each distribution to help spread the work around and make everything you know flow smoothly and then you can see ways to donate on the website as well so it can be Financial donations or it could be item donation so we have that all listed there okay and here's a chart so you can see what happened when the pandemic started our numbers jumped and then last year or two years ago technically was our highest year and still last

070year in 2021 2022 here we were fairly high so we see about you know over 8 000 people served per school year so that's a lot of families that come through our door and I just wanted to point out if anybody is in need we have business cards that's the top part and because we have uh both English and Hispanic families predominantly our business cards show that as well so we've translated some Spanish onto the business cards and then the bottom part is our yard sign so many of our schools in the district have a yard sign out front of their door one if you notice the school that does not we have extra we can put them out there but it just helps highlight that one we exist because we want everybody to know

071that and if they need help to come but that we're also you know now located at Morehead community resource center okay our next big task that the council PTA tackles is homefest so it's coming up on Friday September 9th it's from 5 to 8 P.M last year we moved it to a new location on the high school campus so we are now in the Northeast portion of the campus we take uh the property that's south of the library north of the tennis courts the JV baseball field in the soccer field so that's we're all in one area now and it's really nice so no matter what you're participating in you can see the other activities going on prior to that we were a little bit or in this part of the campus that part of

072the campus maybe inside the building but now we're all in one location so it's it works out it was it was really good last year so we're excited to see how this year goes too but we have the Fun Run I think it's on the next slide hang on yeah we have a fun run for the kids that are in pre-k through eighth grade so there's some dashes and some runs for that and then the carnival games there's one hosted by each of our local PTA units so we'll have 16 carnival games out there for families to enjoy vendors we have about 27 at this point that have signed up to be a vendor at our event and we have three food trucks at this point as well and then we tried this last year

073so I know what we try to last year so this year is really going to happen we're going to have a kickball game and it's going to be the students at the high school level versus the staff we had a lot of students show up we we didn't have a lot of Staff last year but we fixed that and so now it's going to be a fun game but like I said it's all on the same section of Campus so you'll be able to watch your kids play carnival games and you can go and check out the vendors or you can turn your to the side and you'll be able to see the kickball game so it's all going to be going on in the same area and this is a fundraiser for our ptas

074so a portion of the money the council PTA keeps to pay for some incentives that we're going to be doing this year for our local units but the rest of it we divide by 16 and it all goes back to our local PTA units so it is a fundraiser for all of us okay and then lastly our Council PTA puts together the discount card so I just wanted to highlight who signed up this year we have arts art Skillet Blueberry Hill Pancake House El faripio the Culver's that's located on East Washington Street and the one that's North on Post Road Dairy Queen in Cumberland Glenn's creative Services Guadalajara Grill Jiffy Lube the ransburg YMCA Roller Cave Skyline Chili and the Warren Central High School bookstore are all listed on our discount card so finally so

075you can see this is our Council email address we are also on Facebook but I really just want to sum it up that you know our ptas do a lot of really good things for the community so if you haven't signed up to join a PTA you have got 16 different wonderful units here to join and you get the discount card in addition to the all the other benefits but you help advocate for these kids you help advocate for the things that we do for the staff and for the family and the community so if you can please sign up for at least one of our ptas and join this year and most of it you know it's six dollars seven dollars eight dollars we have a little bit of a range here in the

076township but um that's for the whole year so that goes a long way and it really is just you know you signing up to be part of it um like I said and helping to support what wonderful things the ptas do and that is it so you have any questions I just want to thank you guys for what you do because I know our students the families our teachers administrators they all appreciate everything you guys do and everybody's a volunteer that's what impresses me so you know all the board members everybody that's part of the PTA from top to bottom you know we're all volunteers that are you know working outside the family you know working extra hours to get things done so so you can also volunteer too for those of you that have

077extra extra free time so yeah I just wanted to say thank you um you know the food space is one of my passion areas and so I appreciate the diversity in hitting all three of the areas of need with giving them choice if they decide preload in as far as grab and go for the convenience so I appreciate you listening to the community and being able to adapt and be diverse in those needs so all the families can feel as though their needs are being met so not too many people pay attention to that so thank you yeah we are sunny day is fairly unique when we go to our different Indie hunger meeting Network meetings we're one of the few that that does a variety there's a lot of food pantries that are still

078the the grab-and-go wagons and and things of that nature and we're also unique because we don't ask for an ID so nobody has to show where they live we don't ask for your ZIP code we don't ask any of those questions whatsoever and a lot of the pantries do ask those requirements but we serve all so anybody who needs help they can come in and we'll help and we ask basic questions so Gleaners wants to know how many people are in your family what are the age groups and are you a veteran so we keep it very simple uh I also want to say um my son had his house fire and they were displaced I know people reached out from sunny day and things and I know that's what we do for our families

079and I just sincerely what I appreciate and say thank you for that service it is a wonderful service and we have some Originators here on the actual school board so I've only been part of it for this is my fifth year so a lot of thanks has to go to the the ladies that started this uh Pantry back in 2013 so which would be Rachel Burke and Julie French and Carissa dollar were there more than three of you is it just three of you really I think there were a few more you more yeah yeah so um I want to put a plug out there I don't know if it's the council or the high school I think it might be the count the high school that's selling blankets oh yes yeah so if you

080want to Warren Central they're massive super soft blankets I bought one for myself last year and then my kids stole it so I bought three more so that we can all have our own blanket yeah so it's a wonderful yeah if you're interested in it um we can get you the link but yeah it's through the heist the high school PT that's our big big fundraiser going on and still have another week to purchase a blanket if you want yeah and you can have it personalized for an extra five dollars you can you know get your kids name on it get your own name on it um I can just attest to Miss B I've been known her since uh fifth grade year and I don't know if you guys know she has three sons

081that went through Warren Central so I talked to her a little bit I think it was eighth grade year about how I want to get involved with everything she was like well PTSA is on your time on your volunteer time but if you can line up the dates so I thank you for you know having that open opportunity you know I have a busy schedule but allowing us to make room because you know the home Fest goes with the cross country and we she allows us to help out with that so thank you which we appreciate that partnership too so like I said we we need volunteers from everywhere so yeah anybody who has time to help please help no but I appreciate thank you thank you and thank you for volunteering at home Fest

082too and everything else even like when if you volunteered from Raymond Park and everything too so we do have a lot of students that get involved and that reach out and want to help so which is which is wonderful so they get a chance to see everything that goes on behind the scenes and something outside of their own household well thank you so much I am so happy that we have a very successful active PTA and you are benefiting so many families and students so you know I'm just encouraging everybody to volunteer we want to keep it going okay thank you so much myself thank you you know okay yes yes well next we will have Brian simkinscan and he's coming with Team evaluation there it is Dr Hansen president Williams members of the board

083I really appreciate this opportunity to highlight our Warren Township team evaluation handbook and and process this is a perfect time to do it August at the August board meeting because a little bit later on today um tonight you'll be revising our teacher appreciation Grant policy uh you know to refresh that because that gets turned in along with every year our team evaluation evaluation plan to the doe at ADM count date this year being September 16th so it's the beginning of a new school year and so Dr Hansen and I were really Keen into in a report fashion and a board meeting to highlight our evaluation plan for teachers and just share with you a couple uh what it looks like and I wouldn't be surprised if we kind of do this as traditionally for every

084August Hereafter so just some recent history you know when the law changed in um 2011 Warren was actually one of like I think six pilot districts back then in like the 11 12 school year to get a get teacher evaluation overhauled and off the ground um every every District in the state is required to have um an approved model the state uses the rise model which you're probably familiar with and for a number of years until recently Warren had sort of a modified rise kind of um we were kind of doing our own thing but it was kind of essentially a modified rise in in August of 2019 just prior to the 1920 school year we went Full Tilt with adopting the rise model for our teacher evaluation now the 1920 school year was the

085year that covet hit and um with the lockdown uh teachers by and large who had been evaluated the previous year were allowed to sort of hold harmless and keep their previous evaluation score likewise the subsequent school year the 2021 school year teachers most current teachers also opted to take their previous evaluation score and so I only say that because for a couple years there we got a little bit out of practice evaluating teachers is a very important work and it's there's an art and science to it and it's tough to be to be an administrator and be evaluator and to do it right and to feel to feel like you've got it down and so um anyway this is a perfect time again and to share to share this because we are perfectly situated this

086school year to move forward because we feel very passionate about using our evaluation process as an overall vehicle to build capacity to stretch grow and retain our teachers professionally and so we are hyper focused on this not only for retention purposes with human resources which is extremely important but also to embed our evaluation process into a broader system of high quality feedback and professional development sport for teachers we owe it to our teachers to have administrators who can really do a great job of getting in making frequent observations and being able to have great conversations with teachers around some professional goals that are also tied to building goals around teaching and learning and so Dr Hanson mentioned at the outside of this this meeting tonight just the other night we had a Leadership Institute series

087brought that back wherein we had every administrator who was responsible for evaluating teachers in the room and based on some extensive training from last year that myself Simba Taylor Pam Griffin K Schwartz a number of our building leaders did some really in-depth training on our evaluation process and took took what we learned from that in an Lis setting on Monday night worked with our administrators to really kick off this year both in terms of just our overall philosophy and our approach to teacher evaluation and and getting ready for some of the nuts and bolts stuff so we will have another Lis in February and in between that there's going to be a lot of leadership meetings and work with our leadership to support them in developing some coaching strategies so they can provide some real

088high quality feedback for our teachers as well as getting more proficient with SFS which is standards for Success which is our online sort of valuation records keeping program and getting more familiar with the rise model the rise rubric and this is the year where I really hope that we will be able to focus uh very extensively on having our teachers feel like they have a sense of efficacy and agency and that teachers collectively at the building level have a sense of collective agency whereby they have they feel like what they do matters and that they feel like they've got the resources and the support and the wherewithal to actually carry out the tasks no matter how difficult it can be so we are urging leaders to get in the classrooms uh you know frequently often

089as many times as you can to get to build that Rapport and to see some things without being any kind of pressure before we start having some more in-depth conversations so anyway that's a quick snapshot about our our passion and our belief this is this is the year we're in that Lis we we hope to have set the tone so we can support our leaders because as you know our leaders are responsible for setting the tone and the leadership tone and the climate culture in their buildings and this is the year where we hope to see a Common Language professionally amongst our teaching staff whereby we all have a Common Language with respect to you know um some of those core instructional practices important instructional practices that will in turn help student learning because it's

090going to be stuff that's going to be relevant to the work they're actually doing with their students in the classroom and so um again embedding our evaluation process into a broader system of high quality feedback and professional development this evaluation process can help us identify where teachers want to grow professionally and so it's going to line up with a lot of other things we do in this district with student learning and jog in our K3 literacy focus and other things plus professional development and teacher Pathways and other building blocks that we have in the district So eventually hopefully it'll be evident how it all lines up anyway I just want to highlight a couple of things from our handbook that um bear highlighting um there are some key definitions with respect to who are probationary

091teachers if your probationary teacher your that's your first two years in Warren and so there are some extra things so for instance particularly if you're a first year by mid-august certainly by now principals should have a sit down with those teachers and explain this very process to them uh and there's a there's an appendix n that you can see in the back where they need to sign off on that that's very important that's a very important piece of our onboarding certainly with newer teachers um and there are also some other things like a mid-year narrative and some other steps that they have to take but the very beginning kind of identifies what that looks like for those probationary teachers as well as teachers with three or more years of experience so there you see that

092appendix end in first year orientation first year and second year status then we get into the team evaluation process and I'm really happy to report that you see this link to welcome to Warren that's that's a look when you have a chance to look at our onboarding as well as our meant teacher mentoring for our new teachers and then right here with this link is the professional growth planner new professional growth plan embedded right in the plan so that that speaks to me that says a lot about how teacher professional development is very closely linked to aligning with how they are evaluated there's also an overall team evaluation sequence of events so um you can see here this is really important how for provisional probationary teachers in their first two years as well as those

093who have been here three or more years and who are every teacher by law has to be evaluated as either ineffective needs Improvement effective or highly effective and there's definitions for that in here and what this lays out is basically our minimal requirements with respect to short and long observations no matter who you are we highly recommend that all building leaders do usually a minimum of four walk-throughs walkthroughs are non-evaluative and that's what I said earlier I heard the other night a assistant principal talked about how she loves to get in there early and often and do multiple walk-throughs because there's no pressure and it's a chance to get familiar with that teacher before we start getting into some of these short and long observations it's very crucial so you can see how it lays

094out the um the requirements for those and the turnaround time to get feedback back to teachers mid-year narratives are required in your first two years of teaching and those are usually in December before winter break um there's some of the definitions and the categories highly effective effective Improvement necessary and ineffective as you know later tonight when you look at the teacher appreciation Grant teachers teachers who are eligible for that Grant as well as raises and collective bargaining have to be rated effective very highly effective um it talks about the end of the school year evaluation conference with respect to um you know a summative evaluation um we usually give teachers an opportunity to also do a self-assessment there's a lot of back and forth as we get ready for those final meetings um by law

095we have to have a definition of negative impact um but as it mentions right here in Warren Township monitors all final and summative teacher evaluation scores to avoid situations in which a student would be instructed for two consecutive years by teachers rate is ineffective so we have here in our in our document steps that would be taking for probationary teachers again in their first two years and and there is a problem-solving sequence and a further if further work needs to be done in an intensive intervention plan so working with the WEA um it should never be a surprise at the end of the year if his teacher is struggling to be able to either get them on the right path towards Improvement or perhaps perhaps to cancel them out frankly if it's just not just

096something that they're they're struggling with but it should never be a surprise and there should be plenty of support and heads up notice for every teacher so here's the assistant sequences problem solving is first and then intensive intervention if necessary um finally you'll see here links to the rise teacher rubric rise principal rubric there are links to the Salt the problem solving and intensive intervention new teacher orientation you see additional rubrics for everything from school psychologists to school counselors those uh you know on a teacher contract um School Services Personnel that are on a teacher contract and the rubrics that apply to them finally I also want to point out that and this is another great a new twist to this this year's piece is just adding links for resources to our SFS our standards

097for success as well as the website access so that and this this whole document is on our intranet Google site so if you go to HR and go to employment information it's the first thing on there and that's precisely where this link came from so um that's kind of a quick run through and a little bit of recent history I'd be happy to entertain any questions we're really excited about the coming year and refocusing our efforts in this important area I like what you're doing about um doing the walk-throughs and and walk throughs and not letting it be a surprise when it comes down to the evaluation you know it's just a continuous communication and collaboration between both of them so that um they will be able to be successful yeah get in early and

098often is what we're suggesting and get get that familiarity as a teacher and knowing that you get new administrators in your building and things like that I think um the wise ones will come around a lot and before they really evaluate you and see the teaching styles and the creative ideas and the classroom control and everything like that before it comes to an observation so they have a concern or something they can have that one-on-one real quick or get the Kudos if they see something that they really really like I I appreciate that I had you in mind because I know you live this yourself as a teacher and right um so a lot of our work this year with administrators is to support them and having with a lot of cognitive coaching skills um

099we don't want evaluation to be just a compliance check mark or a punitive seen as punitive or we're dinging teachers this is this is a great vehicle for great conversations constructive feedback that will help teachers professionally so we've got to really really work on that great thank you thank you Brian now we have Marcus Clayton on construction update president Williams Dr Hanson members of the board would like to introduce to you our August construction update and as I'm thought we had it up there hey but just want to emphasize that part of the objective this year is not only to educate everyone or update you on the progress that's taking place at each building but specifically we want to show you the impact that it's having on our students our teachers our administrators that have

100the opportunity to occupy this new space so that's what we want to focus on this year [Music] it is a sunny day here on the far east side of Indianapolis and we're here at Pleasant Run Elementary right in the heart of Warren Township welcome back to inside Warren as we take a look at the mini construction projects throughout the district our goal is to maintain Financial stability while investing in efficiencies as well as environment we are so glad to be back for the 2022-23 school year and we're going to catch up with all the cool things that have happened over the summer and we're going to start right here at Pleasant Run Elementary there's a lot going on right now here inside Pleasant Run but we just want to start off today and really highlight

101the the brand new main office as you can see much more space than we had previously here and again it's still in progress in terms of just some of the construction the furniture arriving but as you can see we have our temporary workstation set up here a lot of natural light and if you follow me right off the main office you have Mr coomer's new office space which is a very compatible fits the needs of what elementary principal needs in terms of his own workspace as well as a meeting area here again additional meeting space that still needs to be furnished but again much more space than what they had before and then connect it here is assistant principal Courtney Smith her office again they've been in this space less than two weeks and with

102school starting it's been really challenging for them not only to manage school with all the different projects going on and I have to salute them for that but also it's just been a challenge for them personally getting moved into their actual space because there's so much going on okay we are here at Lowell Elementary School where it all started and I'm proud to say that we are 99 complete through this project just a few days left on it and as you can see here we are standing in front of the official placard that shows the renovation of Lowell Elementary with our board members listed here our superintendent our Mighty leader and principal Kim Griffin as well as our Architects and our construction Managers from Skillman this is important to note because there are two other

103plaques here in the entryway at Lowell the first one being from 1964. that was actually actually the first renovation and then the last one was in 1986. so these are always great historical footnotes to take a look at but as we wrap up this project we are back here with just in case people don't know you can introduce yourself again okay Bill starting off here in the entryway there is a a much needed security feature in other words if you're a visitor to Lowell Elementary you're going to have to take certain steps in order to to have access to the office to have access to the school so if we can kind of start with that yeah so the biggest feature is they have to get bussed in from the outside doors they get fussed

104into the waiting room and then if they're cleared and if they can go in the school they get buzzed out into the school so that is all controlled by the receptionists two of them have two sets of buttons that control all that so let's So when you say that first they come through the main doors here and then they also have to get buzz into a second door which is here right correct Okay so all right let's take a look at this space here and I know two people that are probably the most excited about this change because they have definitely braved the elements from the first time I came here last year I think we had them set up on um a little booth area and they had to Brave the cold weather from

105the winters and then the high temperatures but we have Miss Kathy and Miss Jenny so ladies talk about this new space how has it allowed you to um really maximize what you can do in terms of your job performance they had access to the whole building now we have two different layers here and then before we allow a student to go we have to let them in that way as well so just the security of knowing that people they have to have checkpoints before they go any further absolutely we want to protect them okay we're on the other side now of what used to be the old gym we just saw the art room now we are in the brand new music room we have our teacher here from Lowell Elementary Tracy streetlack got it

106thank you all right so Tracy if you could explain to our viewers just the the impact that this new space has had on your instruction and ability to make connections with kids oh it's it's been great it's a wonderful space we have plenty of areas for instrument playing for movement for anything we're going to do our Rhythm activities it's great to have this nice open space usually I have been in small tight spaces most of my career so to have all this has been wonderful so many activities that we can do and experience in music now and what type of response have you received from your students so far it's been positive they love it they have all all kinds of questions about my signed my sound tiles and the acoustic tiles up there so

107it's been a lot of fun trying to explain that to you know kindergartners and second graders and that's awesome it's been great that's awesome and I I know when I walk in here it makes me feel like like I can perform I could sing because I used to be I know it's kind of funny but no I did I used to be a backup singer in the group Bell Biv DeVoe uh BBD back in the day um come on in and help us out well let's go over to the piano let's listen to tombs sure all right let's go let's go do that well we just just go ahead and play with as if I'm a student what are they learning right now well right now we're working mainly on Rhythm okay well I got

108rhythm You Got Rhythm I got rhythm I got that you got some Rhythm no dude I'm gonna give you a little chord structure okay improvisation yes yes all right [Music] is that Twinkle Twinkle Little Star why not all right you have the words to this yeah I mean improvise okay all right like uh die we gotta get on Rhythm like a diamond in the sky twinkle twinkle little star how I wonder what you are I mean beautiful all right well you're hired yes I appreciate it so if you ever need a sub ah I got it I got it I got it okay we love this new space okay we are here at Hawthorne Elementary School here in Warren Township and soon I'm offline will be under major renovation major construction just like our other

109elementary schools throughout the district and it's going to be transformed and it's educational space will be on The Humble but it's today is a special day because this is our first prior diversity Outreach event so if you look over my shoulder you will see several representatives from different minority groups businesses contractors learning about the process so when it comes to the actual bid day which is coming up here soon they'll understand exactly what to expect make sure they have the proper paperwork filled out and this is very consistent with just our value as a district when it comes to providing opportunities to to everyone this even involves construction so step in and take a look at our supplier diversity so if you introduce yourself sir Abdullah contract we've got Corey crumpkins all right so gentlemen

110if you can kind of explain to everyone out there just how do you programs like this Supplier Diversity Outreach how does that benefit your your business uh well let's choose because it must have been a small company big it's a huge Marvel and we're into Roofing and you know there's a lot of big dogs out here to get all the work so for us to have this type of opportunity a big job and you talk about there are you know select companies out there that have teams to get all the business like this how does this this give you an edge but it gives us possibility of our foot again we want to thank everyone that was involved in our first Supplier Diversity event looking forward to the next one on August 24th cheer for

111the first time we introduced to you Warren Online Academy the home of the Trailblazers and we're going to have an opportunity to meet with their director Michelle Eden so we can see how this space has been resuscitated and renovated and is now ready to bring you an online experience that you've never seen before but now it's time to meet with the director of Warren Online Academy Miss Michelle Eden Michelle how are you good how are you I'm doing well good to see you welcome to inside Warren and we wanted to learn about Warren Online Academy if you could tell us a little bit about the academy and then we'll talk about this brand new space you have hybrid school we have reaction some of our high schoolers come in a couple half days a week

112to get some additional support we have lots of opportunities here in the building for in-person events but most of our students work remotely while our teachers work here okay right this is one of our high school rooms this is one of our math classrooms so as you can see we've tried to create a space that is flexible inviting comfortable so the students come in here and they get some additional support and have a chance to work with their peers as well did you pick this furniture up I did you did shout out to Ruth Nelson this is this is awesome this is definitely a classroom in 2022. absolutely so overall as you look at the last couple years and I mentioned before this is the new building for and the new home for Warren Online

113Academy just talk about what this new space allows you to to do as it relates to the resources the the interaction and then just the delivery of of curriculum to our students well we think that even for an online school it's important to have a physical space and being able to have a place where we can invite our families and our communities and our students in is really helpful and even though our students are online that doesn't mean they're in front of a computer all the time so one of the things that the space has given us is a little bit of extra room we're setting up a flexible learning space that's just open for students all the time so as we bring in students for one-on-one tutoring or for small group instruction or maybe

114for one of our pop-up events that we're going to be starting next month where whole grade levels can come in for an art project or a science lab or some Hands-On activity aligned to the curriculum we have a space that's inviting for them to work as well you heard that if you're thinking online you better choose the Trailblazers that's right Warren Online Academy we want to thank our super director here Michelle Eden and the best days are here for woa that's right [Applause] okay any questions on our August construction update I want to ask a question for our Grassy Creek families when's that playground coming I'm sorry what was that I'm gonna be there so right now just working with our principal over there um as well as our construction manager right now what we've

115shared with parents is probably closer to October they have a lot of work that they still need to accomplish out there so Christy's done a good job of not only communicating with staff and students both parents as well but right now we're thinking probably closer closer to the end of September beginning of October all right that's it thank you we're coming right along okay uh next we have business of citizens present Lashana do we have any yellow cards no we don't president Williams thank you Lashana well at this time we're ready to move on to our action items and Marcus you still standing there to talk about our food service and meal price increase all right so the USDA has called all schools that receive governmental support as you know we are cep program but

116one of the things that they notified us this past August or early July Late July early August was the request to increase the prices for adult meal served in the cafeterias foreign goals provide high quality effective teachers and administrators in our strategic Plan Focus is investing in people so as I mentioned in July on July 25th and there's a link there that is a nice one pager that details the actual calculation of the subtle price increase but specifically this affects breakfast and lunch prices and according to the USDA they must we must increase the prices to cover just as you guys know the challenges with supply chain as well as the increase in food crop food costs non-profit food service accounts cannot pay for the subsidized adult meals adult and child meal prices must differ

117adult and child portion sizes must be the same in larger larger adult portion sizes must be charged as an additional a la carte so again the emphasis tonight is a increase in the adult price meal price there will be no increase in the student price which it's always a good thing as I mentioned we're part of the community eligibility provision program cep our current adult meal price or lunch prices 4.75 cents the price increased last year according to doe guidelines and guidance it was four dollars prior to school year 2021 2022. so the minimum adult lunch price requirement that is required of us now is 4.85 cents our proposed adult launch price increase is five dollars which complies with the doe guidance and also reduces loose change which can become a security measure and potential

118protection against next year's doe price increase so by going from 475 to the recommended 485 and just going to an even five dollars what we're doing is we're trying to plan ahead in the event that they raise it by another 10 or 15 cent next year so we don't have to come back here next year and and raise the prices on lunch in addition to that they've also provided guidance for breakfast the current breakfast price is 2.50 price increased last year again from 225 to 250 the recommended price is 267. our proposed price for breakfast should be breakfast is three dollars and again just a nice even number reduced to change and to potentially protect us from a increase the the following year and that's realistic considering the the current market right now on food

119prices as we discover every time we go to the grocery store so uh for Action tonight we propose a increase in our adult lunch rate from 475 to five dollars in our breakfast price from 250 to three dollars is there any discussion I'll make a motion Mr Martin oh he has some questions how many of our um that participate to actually purchase meals so uh quill do you have a off the top of your head uh the the question was the uh number of adults that participate in our meal program just on average does that include our high school does that price include anything that they want to order from from the lunch menu or yeah this isn't the a la carte this is just for the the meal because I I noticed that you

120had a la carte up there if they wanted a larger portion why don't you charge an additional a la carte price and how much would that be but a basic lunches five dollars basic breakfast is three and usually that's what they normally get is there any other discussion promotion I'll make motion Julie make the motion on a second so it has been moved by Julian seconded by myself do we have any other discussion on it if not we'll take a vote thank you the motion has passed unanimously thank you thank you okay now we're ready for Brian Simpkins uh teacher appreciation grants thank you board Dr Hansen before you as an action item uh like we have been doing uh last past couple of August as I mentioned earlier it's my responsibility to turn into

121the doe uh the teach appreciation your hand board policy so that we can get those funds and so this is policy 32 20.01 and we usually get those funds uh shortly before Thanksgiving and our policy points out that we have 20 business days from the receipt of funds to get those as teachers just a couple highlights as usual a teacher to be eligible must have been evaluated the previous school year is effective or highly effective you have to be an actively employed by December 1st and then we have to like I said get those funds out within 20 business days of receipts that's usually in December before we break for winter break and we have to differentiate between effective and a Highly Effective Teacher so there's a 25 differential with regard to those stipends other

122than that I appreciate putting a putting a fresh date on the on the policy for me as I get ready to turn it in soon I'll make the motion second okay it has been moved in second is there any discussion Julie was the second I had a quick question um especially now that we're hiring well we and everyone else are hiring a lot of people in emergency licenses for the next school year does that count as a license yes if they are if they are if they renew if they don't get a license and they're in a situation where they have to demonstrate that they are still on making progress towards uh getting licensed we can renew their emergency permit the next year and keep them on a teacher contract so in that case if

123they're still with us then and they were evaluated as a teacher that they would be eligible for those thank you appreciate it great question any other discussion if not we're ready for a vote motion passes unanimously thank you Brian will also talk to us about dressing grooming new and dress and staff dressing grooming revised yes uh these were brought up for discussion last month uh 12 16 and 3216 are essentially a tandem 1216 applies a dress and grooming policy for our administrators and so uh one would hope that our administrators set our models for our students with regard to dress and grooming and so that's the purpose of that policy so we have one in place for administrators and then 3216 is Staff dress and grooming in 4216 is support staff dress and grooming and

124so there's additional language that was added to those policies to just clearly identify that the school board will enforce the dress Crow dress code in a uniform or in non-discriminatory manner um and so it just spells out um that one should be appropriately dressed uh commensurate with one's job duties and responsibilities among other things well we have one two three we can group them all together and vote in um so uh could I have a motion to approve 12 16 32 16 and 42 16. I'll make a motion foreign Terry made the motion and Lashana second is there any discussion if not we're ready for a vote foreign thank you Brian now we're ready for Matt Parkinson with our resolution number 602 22. good evening members of the board Dr Hansen uh this evening we

125have our next procedural step in the uh sequence of events that leads up to the sale of bonds to finance the renovation of Hawthorne Elementary School and then the security modifications we're going to make at Sunny Heights Elementary School in the Early Childhood Center as the board will recall we held a discussion in May and in the month of June the board issued a preliminary determination expressing the need for the projects we have our bond council with us Mr Jeff quakenbush I'm going to invite Jeff to to join us and explain the purpose of of the document of the resolution we're asking the board to adopt this evening the most significant portion of it being the amendment to a lease between us and the building Corporation Jeff thank you Matt good evening Mr President Madam

126president uh Dr Hanson members of the board it's a pleasure to be with you this evening in tonight's step you are preliminarily determining to approve the amendment to lease under the old statute we preliminarily determined to approve it under the newer statutes that were enacted in 2008 now that we've gone through that process and we've requested to go through the referendum process on this financing we now need to complete the older steps which were established back in the 1960s and 70s so tonight you're going to preliminarily approve the fourth amendment to Master Lease that will then provide for the financing vehicle for the Hawthorne Elementary School renovation project we will set a date for a public hearing on that which will occur on September 21st at 6 PM in this building and in this room

127and we will advertise for that accordingly and then after that public hearing you would then confirm the amendment to lease and that would then allow us to do the financing which we plan to do early next year so all the terms and parameters that are in the documents before you you are consistent and identical to the ones that you approved back in June and that were not requested to go through any sort of referendum by the community earlier this evening the building Corporation did meet to approve the amendment to lease as well and then they will come back on September 21st at 5 30 pm to approve the issuance of the bonds assuming you all approve the the lease Amendment as presented to you this evening thank you can we have a motion I'll make

128the motion Julie make the motion can we have a second I'll second it Rachel's second is there any discussion if no discussion we're ready for a vote the motion passes unanimously thank you now we're going to have board goals and Dr Hansen has been so gracious to say that he will assist me so we're going to begin with some statements from me it is important for us as a board to review our board goals it allows us to set and maintain a focus on student achievement School Board governance reflects the vision been beliefs and the goals of the school district that impacts multiple factors that contribute to Student Learning the board works with the superintendent and administrators as a governance management team to ensure continuous Improvement we reviewed our goals and made only a few

129minor Corrections at our board retreat so tonight we present you with our board goals so Lord we will ask that you take action on these this evening the boards are in front of you and the board goals are in front of you moved inside there any discussion I just want to say as a team with our administrators team and with everyone we worked really hard to revamp these for our children our community and our staff and everyone so I'm really happy with our collaboration and I thank you for all of your time and input thank you Terry so if there's no other discussion we're ready for a vote the board goes past this unanimously thank you thank you Tim I'm going to stay up here for a few minutes um board I was hoping you

130would approve your goals because I have based my superintendent goals on those due to the extensive work that we've put in both from the board in our district cabinet I couldn't be more excited as a superintendent my first year of superintendency coherence was the word that I wanted to instill in our district and I feel we have never experienced that more than we have right now and so I'm not going to go over every slide because you you've seen a lot of this our mission statement is to connect tradition with innovation in a safe and caring environment that provides exceptional learning experiences and fosters meaningful relationships for all Warren students families and employees and I feel like what we've heard tonight what we see in our goals we're bringing this to to life our vision

131is to graduate students who exhibit the skills and disposition of jog our core values our respect for diversity academic Excellence commitment to Community Personal Learning experiences Equitable access to Opportunities and strong and supportive relationships our strategic plans still exists so I'm not going to go over those this evening because we know what those are these are the board goals that you just approved and I briefly want to highlight the two super into two superintendent goals that I've chosen for this year I shared with Mr Dorsey earlier this evening and I've used this analogy with our team several times when one fish dies we check out the fish and we find out what's wrong with the fish when a thousand fish die we have to check out the water and over the last two years and

132I put a lot of this on on the pandemic impact our students have struggled they've been impacted attendance and obviously that impacts their student outcomes to improve our student outcomes including I learn I read three nwea District assessments and overall student learning we have made improving K-12 attendance a priority goal this year Although our attendance has improved over the last two years we are falling well short of the 97 attendance for our students board I have shared with you during our work sessions some of the strategies that we are going to implement for this goal um you've heard of our strive for less than five we want our students missing five or less days we're going to increase our frequency of our communication we're going to recognize those students who are Meeting those goals and

133we're going to continue our focus on data we're going to approach this the same way we approach academics we're going to have a tier one tier two and tier 3 approach we've already implemented some early interventions and we're going to remove barriers for our families so that student attendance is not an issue our second goal is K3 literacy with a goal of 97 on our I read three or a 10 growth year over year again to improve our student outcomes including all the State Testing our district assessments and overall student learning we have made improving our K3 literacy outcomes our priority goal number two again as Brian mentioned tonight through different professional developments and giving teachers feedback we want to empower our teachers so they have capacity and efficacy and agency on what they're doing

134and they feel confident in the classroom in front of their students we want to engage and Empower our parents and caregivers and our students in this process we know that in order for us to be successful it's going to take a team effort and we're going to focus on data and feedback again we're going to support this through our tiered systems of support we've already have early interventions in place we are partnering with the doe UND cell Grant to help us with this work and our schools our students in our teachers are going to receive consistent report support board as I shared with you during our last work session you will receive monthly and quarterly board report updates on these two goals I've shared with many of you and I will be sharing with the

135rest of you are 2022-23 progress reports that really highlight not only these two goals but all of our student data outcomes that you will see we will provide a mid-year update at my superintendent check-in and then I will provide you with an end-of-year summary Lord I appreciate your feedback I appreciate your leadership in providing this coherence for us as a district as our team can attest we've already been working very hard on these two goals we've chosen the right goals they are they are a lot of work and trying to get those systems in place but tonight I would ask for your formal approval of these two goals and I'm happy to answer any questions I would like um to make the motion and also say that these are two what I would call Big

136Rocks that are very important so thank you for picking those two second motion I just want to say thank you working with you on this in your team shows how much everybody in this District really care about these children and it's it's wonderful to see it it's it's I just it's amazing so thank you very much it's our pleasure energy and excitement is there and I am so happy uh you Dr Hansen and your team have become those somebody's that will make a difference so thank you so much I'm really excited about this is there any other discussion yeah I'd like to make one as well um very powerful goals I think they're going to be good goals for us to for you to move forward on I am particularly interested in the first goal

137we've talked about this many times and I believe that attendance is is Paramount if kids don't come to school if kids are late getting into classes and I learn it they got to be in classes on time they've got to be in school truancy should never be a spoken thing for us kids should not be out in the streets somewhere running around not being in school if they're doing that I won't even say it I'm going to use a dumber and dumber reference but I'm going to tell you if they're not in school they're not learning if they're out running around they're not learning they've got to be in school that's got to be our priority everybody's got to be pushing these kids to stay in school learn learn learn because it goes by fast

138I'm particularly great to see that first goal thanks I also just want to ditto and say thank you again piggybacking off what everybody else has said and attendance is very important because in all of my crime probation coalitions one of the things that we see when our [Music] young people are not in school or in a structured environment they have idle minds and that's where a lot of the what we call Petty thefts and you know crimes begin that criminalize Behavior so thank you as we are combating attendance we are also helping to reduce our youth in their current rate so thank you for that and I just want to say one last thing your second goal oh my gosh this is something that I have been dreaming about ever since you know I've been

139on the board you know recognizing where our students need Improvement coming up with creative things in order to help them you know improve and get to where they need to be that is so crucial and I am so happy that you have identified these areas that our students are low in and everybody's putting their heads together to come up with a solution that's awesome so thank you so much that is a very important goal so okay I'm done talking is there any other discussion if not let me vote died on me Julie okay there we go okay emotion passes unanimously thank you board I I want to publicly thank um the cabinet for their leadership and their action uh you can probably see it on their faces but these are these are challenging um goals

140and processes um we keep digging and finding other systems that need to be looked at and improved so I want to thank cabinet and Kate obviously has a big hand in the K3 literacy piece thank God so much I'm going to take the opportunity to do the vacancy discussion from the podium if that's okay yes bored sometimes practice precedes policy and this is one of those cases where we did have an opportunity to replace a board member so I bring to you tonight for discussion some language that we followed practice wise but Neola is recommending that we put into policy essentially changing some verbiage from candidate to interest interested in individuals identifying how we would promote or advertise a board vacancy we did that through our applicant portal or applicant um website and then some

141language around not interviewing less than three candidates are interested in individuals again all things that we did back in the fall this just puts it into policy be happy to answer any questions and we'll ask for your approval next month and you said um not interviewing less than three so that means we must at least have three people if there are okay at least three candidates yes okay interested all right good any other discussion any other questions on that okay if there's no other discussion on that we're ready to go to Brian Simpkins again with collective bargaining Dr Hanson members of the board I bring before you for discussion policy 31 20.11 this is regard this is actually a revision of a fairly new policy given that the general assembly's passage on the law of

142a requirement to have a public hearing before commencement of collective bargaining which is what we just did this evening at 6 30 pm as well as a public meeting before ratification of a tentative agreement so this policy essentially outlines those uh stipulations so before formal bargaining begins we do a public hearing like we did this evening and then also in addition um is a hearing um 72 hours before the board ratifies the tenant of a collective bargaining agreement and even before before that there has to be an advertisement um um about that meeting there has to be proper notice to the public of that meeting and then there has to be enough time for com public comment and Board review of the tentative agreement so that's what this policy lays out um specifically can I

143have a question no this is discussion that's right I was thinking the same thing okay is there any discussion okay okay thank you now we are ready uh for um our next Ryan Russell and it looks like you have two areas so we're mandatory curriculum and schools and governmental agencies good evening president Williams Dr Hansen members of the board two policies tonight I'm going to start with mandatory curriculum policy 2221 this adds language for all the general assembly mandatory curriculums that they have applied or passed into law since the last Revision in 2015 so those include Indiana studies ethnic studies computer science and proactively puts in Civics which will start in a 23-24 school year so happy to answer any questions anyone has about that if you're counting there's 27 mandatory curriculums the general assembly

144has put into place and it'll probably get larger next is policy 5540 at schools and governmental agencies there's two prongs to this this adds language about documentation required for a DCS worker to interview a student alone at school we know at times DCS comes comes out to do interviews of a student on school property it is already in policy that that student should be interviewed with the principal or designee this adds language that there is an exception to that if there is written parent consent the DCS worker comes in with written parent consent to be interviewed alone or if it's court ordered then that student must be interviewed alone the other prong to this is a law enforcement agency so this would be an outside law enforcement agency we discourage outside law enforcement agencies and

145policy and in practice for interviewing students or investigating on school property in the event that it's deemed necessary by the law enforcement agency this adds to policy that no admin should be present so it's an outside agency it's not a school matter but no admin should be present and it requires the school principal to immediately notify the parents in the event that that happens happen to answer any questions about either of those policies I I'm sort of confused about the DCS if we have reason to believe that a child is being abused you're saying that a DCS worker cannot come in once they are called in order to interview that child without notifying the parents no it's saying that if adcs worker comes to school to interview a child the principal must be present in

146that interview in the rare event where a parent has provided DCS written consent that no one should be there or that the school should not act as a representative for the child within that meeting the school is not should not be present in that interview and if there's a court order that suggests that the student must be interviewed alone the principal would not be there we partner with DCS on a variety of things not just investigations but they typically call us tell us they're coming out and so we can make ourselves available to support the child during that interview process so what what if uh is the child does not feel comfortable with a school Personnel person there uh it says or designee um so in the event um that this has this has been

147in policy and stays in policy that it is our policy three times his charm to ensure that we do have school representation present we act in in lieu of parents in those situations so we represent the child um for that for his or her protection as well Mr Russell I so the question in that in just for um further discussion because typically in an investigation when you know there is a 310 foul the parent is typically not go ahead so it's two different parts of the policy it's if law enforcement is interviewing the child that the parent is notified not if DCS is interviewing their child I know for administration because typically if a child is taken like to the DCS office or somewhere and they come into a facility it's a private interview just

148because reasons of you know the kids don't want to disclose stuff with other adults so I just that's just kind of a a gray line um because Normal DCS practices that interview is conducted without another adult in the room so I was just curious of why we enforce that we need a trust another adult in there in lieu of a parent because Normal DCS practices the parent is not in the room the child is taken to be interviewed by themselves yeah so uh two points that I would give to that one is I believe specifically on the exclusion for well let me start with this um the the school investigation typically is the first time the DCS worker has the opportunity to talk to the school in the case where a some School employee makes

149a report to the department that is not necessarily we're saying whom should be in there or whatever the case is in my experience typically if there's ongoing investigation they would then do a private interview either in the student's home or they would take them to an office or something like that yeah and just if we safeguarding you have a great relationship with DCs so a lot of things it may be but what do we do in the instance when that DCS worker has the right to interview that child privately how do we respond to that that's what I'm saying what Pro policy and Neola recommendation is we are not to allow them to interview that child privately we are required in policy to have the principal or designee to be a part of that interview

150is what our policy has said for years and that's not what's in question here to be changed what's in question the application that I see in the event that DCS is doing an Institutional investigation so maybe I'm one of us DCS would have parent consent or potentially a court order suggesting that we should not be president so that we don't influence that interview or investigation in any way um certainly happy to look in more detail around policy and in practice with DCS but but that currently has been in practice since at least well I don't have it here in my notes but I believe it's 2017 was the last time it's in the revision summary the last date of the last revision I saw that I was just curious of what what was the um

151Baseline for that what were you modeling at around um with that practice sure thank you um since you said it's been in practice since 2017 because I'm from Old School where they were nobody was allowed to go in with the DCS worker so since it's been in practice since 2017 have you had any problems with DCS with that new rule uh very rarely I would say we have any issues again we're a partner with DCS typically DCS in many cases welcomes the additional party to be an observer through that interview process um you know we we have very specific procedures that are not in policy in terms of DCs has to come in with their ID we take a copy of their ID they sign in we stay in contact with the caseworker depending on

152what the investigation is about but we have very very very few issues with any DCS related investigation I'm going to go back to mandatory's curriculum please yes sir I happen to notice down here you have the summary of revisions and it has added Indiana studies ethnic studies computer science Civics I guess Civics will become effective until 23 24. but my concern is is this all part of regular history courses that are taught in the school or is there something no specifically within the Indiana studies and the ethnic studies those are required to be elective courses at the high school level that students have the ability to take it's not necessarily embedded the doe is charged when there's a mandatory curriculum to create standards not curriculum but create standards around that the school district is charged

153with providing the curriculum and the resources around that so for our high school students we do have an ethnic studies course we have an Indiana studies specific course that students can take as a social studies elective it's not one of the core components that they need for their core 40 diploma but it would count as one of the elective courses that they're able to take each and every year so there's a different book if you will for the Indian studies or ethnic studies versus what you would find in a regular history class correct and what grades did he start for ethnic studies that's available for high school students that's typically for 11th and 12th grade depending on their their sequence of sequence of work that they're doing as they earn their diploma Indiana studies is

154the same thing it's a social studies elective students obviously the core in social studies they have to take geography history of the world U.S history and then government and econ so that typically keeps it fairly busy but for those people who have a passion for those subjects or in social studies in general it's an additional course offering that we offer middle school kids would never see anything like this until they got into high school and got into 11th grade correct it's not an elective option under middle school or middle school elective options are all around related arts in Spanish ete music band Choir in Spanish okay okay good thank you thank you thank you if there's no other discussion with that we're going to move with Matt Patterson Parkinson I'm sorry uh we have we

155have two policies which are are closely related to one another and so if it works for the board I'll speak to both of them at the same time we're proposing a revision the policy 6114 which is cost principles related to spending on federal funds specifically there would be two modifications to the policy the first is some additional language indicating that we as a school corporation are not authorized to spend federal funds on prohibited telecommunications and surveillance equipment the second additional provision codifies Davis bacon wage Provisions within our federal spending statute and what a federal spending policy and essentially what that says is for any construction or renovation projects that we're paying for out of federal dollars that are worth at least two thousand dollars any contractor who partners with us is not permitted to pay

156below prevailing Market wages for the contractors on that work and then the second policy is 63.25 procurement federal grants and funds a lot of overlap in that policy with the the cost principles we're recommending in addition to that policy that contains the second provision from the previous one adding in Davis bacon prevailing wage provisions I'd be happy to answer any questions thank you so much Matt there's no discussion okay finally we are ready for closing so LaShonda we're going to start at your end yes okay this was a very inspirational uplifting meeting um and I just want to say for all of admin and staff one thing I did forget to mention um and thanks to Mr um Ryan and Dr Henson thank you for your Innovation with our youth and thinking outside the box
