001have books in school libraries and in libraries in general that reflect them and their feelings and their families as well as targeting schools a parallel movement also targeted public libraries across the 2122 school year um according to Deborah Caldwell Stone who is the director of the ala's office for intellectual Freedom this is a dangerous time for readers and the public servants who provide access to reading materials readers particularly students are losing access to critical information and Librarians and teachers are under attack for doing their jobs over the course of the past few months teachers in Texas and Florida classrooms have posted pictures of their book libraries that they have had to remove from their classrooms because of laws that have passed in those states that require that all curricular materials available in a classroom be

002vetted by a group and also require that they are all listed online and it's a process that as everyone who's in this room knows teachers have a lot of work to do listing the Thousand or ten thousand books in their personal libraries that they allow students to use it is just not a feasible thing for them to be able to do also so some numbers from you from July 2021 to June of 2022 there were at least 2 532 instances of individual books being banned affecting 1648 unique book titles these are titles by 1261 different authors 290 illustrators and 18 translators affecting the literary scholarly and creative work of 1553 people all together 75 percent of material that is banned is fiction 24 is non-fiction one percent is poetry it also spans all age groups

003picture groups account for 19 chapter books ten percent middle grade 11 young adult 49 and adult 11 of banned books 41 of the titles um explicitly addressed lgbtq plus themes forty percent of the title specifically have protagonists or prominent or prominent secondary characters of color 21 address issues of racism and race 22 percent contain sexual content usually having to deal with teen pregnancy sexual assault or abortion as well as informational books about puberty sex relationships and growing up ten percent have themes related to rights and activism nine percent are biographies or Memoirs and four percent have to do with reflect religious minorities such as Jewish Muslims or other Faith traditions so you might ask why in the world would I pick this for an inspirational moment and there's an answer because last year there was

004a bill in the Indiana House Bill 1134 and a bill in the Senate 167 that specifically targeted libraries and teachers and books in the state of Indiana and both of those bills were defeated and that's important that people keep an eye out and that make sure that reading and books are accessible for everyone because in the end as a parent you do have the absolute right to control what your child reads and that's something that's important but you don't have the right to control what my child reads which I think is also equally important we need to make sure that books are there so that children can see themselves in the literature that they choose and can feel connected to the world as a whole thank you very much Rachel for that inspiration a moment

005and at this time we're going to have board comments and we will start with Julie foreign this month I attended a isba seminar that was on um and I have not done much more because I have been working with my mother-in-law who has had bad health but I am on the bargaining committee and I have made I've been to several meetings with that and I look forward to working with our teachers and coming up with a great contract for them thank you so much Julie Howard yeah I just want to say uh congratulations Queen absolutely you were lovely and I just want to say congratulations on your homecoming queen uh I'm a member of the Jane Pauley Community Health Center board I had an opportunity to go to Chicago here recently for a National Association

006of School Board Health conference if you will and had a chance to meet Jane Pauley again she was the keynote speaker I had a chance to go to The Green Room and grip and Grand she came out and gave a great a great speech she's supporting Behavior Health in a big way and uh Her speech was was focused on a lot of students or Educators and our education process where mental health is uh is a concern and it's not it's a crisis around around the United States but anyway she spoke very um very well of course and she even had a clip of the Jane Pauley Center and it's 10-year celebration that she aired on her Sunday Morning Show and I thought that was really kind of nice her highlighting a Warren Township as a

007matter of fact and the fact that you know she was on the debate team when she was in school year and that propelled her into doing what she's doing now so it was really nice having a chance to to meet her brush elbows up with celebrities if you will and uh and had a real nice opportunity to to go up there and have some fun um so just wanted to alert you to that I'm also a member of the Indiana uh East Side Rotary Club and it's very thriving and I think you'll um you'll hear a lot more from us in in that regard that's that's all I've got right now thanks thank you so much Howard and we're going to go to the other hand with Lashana good evening everyone I have been um

008since our last board meeting working with a meeting and talking with our students just trying to get a feel of what they need in school for better support I've also attended the isba I'm on the bargaining committee working a lot with the mcrc with our foster Youth and our homeless families to provide them support participated in our young man's mail conference which was a conference to give them some leadership skills and teaching them how to be better peers so we can have a better climate and atmosphere in our schools and that can be overall you know continue to be productive citizens attended um the last few games to help support our Scholars congratulations Miss Sasha as well as going over to the Renaissance School trying to providing some support to those Scholars and staff so

009thank you thank you so much Lashana Rachel so in the last month I have participated in a first of Indiana board meeting I also sit on the Jane Pauley Community Health Center board I serve as their president I did not get to go meet Jane Polly which is still deeply sad it's me um I have met her on numerous occasions but I've heard wonderful things about her speech um I attended two workshops put on by isba the collective bargaining one and a webinar on student discipline I have gone to many many cross-country meets with Asha in fact um and I have continued my work on the our Public Schools work steering committee and that effort should actually be formally launched at the isba conference so keep an eye out in those General Sessions hopefully we

010will have chosen to logo by then because you're going to have to see it that day but that's pretty exciting that that will launch while we are there I was unfortunately unable to attend homefest at the last minute we had a medical crisis but I did get to see Asha on the newscast and the video that came out as well as the next day to congratulate her and we were pulling for you Isabelle was really sad she couldn't see you as well it was just wonderful and I heard amazing things about homefest as well this is the first one I had missed in significantly over a decade and so it was a sad moment but everything went beautifully and I was just happy to hear about it um and then on a personal note those

011of you that have known me have known that that is all that I have on the list because my son flew to Japan last Thursday for the next nine months um which honestly was what we as a family were concentrating on for the past month it was all stuff for Christopher all the time um so I've got my head a little more in the game now because that was a really big event in our lives um he survived his very first typhoon very well of course he flies to Japan and two days later they get hit by a decade's largest typhoon they haven't seen one like it in 50 years of course he was there for it because that's how that works out I do again want to express my things to the high school

012and to Ryan and to everyone else there was a lot of bureaucratic paperwork that is involved with being an exchange student in Japan and every single time I said hey I need a piece of paper that says this really really specific thing everyone came through and so it was through their hard work that he is able to both break my heart and Achieve his dream of spending nine months in Japan so again thank you all so much thank you so much Rachel Terry good evening and welcome everyone I wanted to apologize as behalf of the board in a sense for looking like we were tardy we were just leaving a meeting upstairs and finishing up that's why we were a little late getting all set up um I want to give a shout out to

013our PTSA and everyone who made home Fest an amazing event I really liked it in the location I thought um it was just a prime area for families and for our community to really engage and have fun congratulations again I really enjoyed having my chat with you that evening and everything so I know it was a big deal and congratulations um I wanted to reach out and kind of touch on what Rachel's moment was during summer school this year I was um I had read a book um and it was basically about Marley Diaz if you've ever heard of her in 2015 she was a 16 year old girl who put out hashtag 1000 black girl books um Challenge on Twitter and because she wanted to have more characters that looked like her as main

014characters she wanted to have more authors and it's really inspired a big change um I want to say it's been like a 15 increase and looking at books and authors and the culture and making sure that we're hitting latinx and everything that it's grown 15 but it still needs to grow more so that there's more diversity in our books for our students and that's about all I have um well just thank you for being here looking forward to our children tonight thank you so much Terry um I just want to say again congratulations to Asha oh I'm just so proud of you you know it's it's really nice when we see our young people just doing great things let's give her another hand she's sitting in our presence good job and Trinity is not here

015but I just want us to applaud Trinity Williams I wish he was related to me her last name is Williams but I can't claim credit for that I don't know whether we're related or not but it's great that she was able to participate in Circle City Classic and was able to be a winner so let's just give our hand even in her absence I like to attended the isba webinar you know we're always trying to do professional development so that we can learn more and more so that we can make good decisions for our school district so that's the purpose of us trying to do our professional developments um I did attend the home Fest and the football game and we had a great turnout it was just awesome I didn't know what to go

016to first or second you know I was just running all over the place but it was really really nice and we had a great turnout um I would like to uh say I believe in the power of prayer and you know even though we go through our day-to-day lives it's just so much going on around us and prayer I feel helped get us through all the things that we go through we need to continue to pray for Julius even though she's here she's dealing with taking care of her mother-in-law and you know what that's that's really a lot of work because I had to do that with my husband and he passed away last year and I'm telling you it really is a great task in order to do that so please keep her in

017your prayer Also let's pray for Rachel because my son left after high school and went to Korea and I was worried to death about him so I know that she loved her son and he's in Japan but because of everything that's going on we need to pray for him that he will be protected from whatever and come back home safely you know it's just like when our kids go off to the military he might not be in the military but he is out of the United States so let's please continue to keep him in our prayer and also would you pray for our dentist he's not here tonight his son had open heart surgery had to have three stents put in his heart so he's not here because he had to be at the hospital

018for that so even though we're all sitting here I know that there's so many things going on in our lives and and even um and within our school system you know we need to pray and we need to pray hard and uh so that you know things will get better and we can make it through so I just wanted to say that and you know I don't want to keep going on this prayer so I'm going to cut it off and uh ask do we have any board correspondence not at this time president Williams thank you very much well at this time we're going to hear from Asha our student representative good evening everyone members of the board um I'm going to start my speech off with a different approach tonight I actually had a

019skirt for tonight but kind of feeling someday for right now um I just want to reach out to my peers um I don't see a lot of people know if it's my age in the audience but to encourage yourselves to be available to those resources um like President Williams said we have to have prayer in our community yes and um sorry and um it's very important especially when young ladies my age need that type of Prayer in our system as well as our community it's unfortunate that we can't look to those students who are doing great like in our programs like the Party Stop magazine or our distinguished gentleman our marching band that's been winning for the last 22 years and we have to focus on those unfortunate activities around our community so again I

020encourage everyone to have those resources available um to them and Dr Hanson I know sent out a list for that so if you're watching just make yourself available to those on the brighter side thank you again for the homecoming congratulations um I'm humbled to say I won Queen this year um sitting alongside other students that did an amazing job homecoming was a great success we had in our freshman cafeteria this year I don't know if you remember last year we had on the football field about 240 students Max this year we were able to have 670 students in southern freshman cafeteria and it was a great turnout student council and PTSA actually helped join in decorating at the last moment so we thank PTSA I don't have my script I'm trying to remember what else

021um um tomorrow we will be student council will be having a retreat for grade levels um sophomores and juniors we'll be going to Camp Belzer we went there my freshman year it was a great turnout and they have new activities this year they have rock climbing and indoor facility and the Leadership Retreat is to push those students to you know they may be in their shelves but they're a student council because they are the it was the phrase cream of the Corn cream of the pot at more essential so we want to push those leaders to you know stand out and be able to lead on their own especially when the seniors like myself will graduate we need new leaders to step up and other than that I'm just again my mind is on resources

022right now but we we do have a lot going on in Warren Central and I'm just proud to be a part of it thank you so much Asha we thank you so much for those comments and you know what when we talk about prayer I want to say this let's pray for our young people you know unfortunately everyone know we had an unfortunate situation that happened and you know what we really need to pray we need to pray for our students and you know our family so just keep everybody in prayer all right so let's move on to our say thank you so much Asha to our city announcements with Brandon Edwards is she here oh okay it's Mr Edwards okay I'm sorry Mr Edwards so hi everyone again um I have to get more

023business cards I I would be you know handing them out to more people I have to I just ordered some so um I did want to mention that there is a lot going on for Latin Heritage Month there is a lot going on across the city obviously we have one here on the you know in Warren Township but there's another one at Holiday Park as well so you could go to both this Saturday I'm just going to pull that up for you because I did share it on Nextdoor which is the main way that all of us share our updates and everything but of course I'm able to get more connected to everybody through email then I'll be able to do that too um so we have yeah so that one's that holiday part from

024one to seven so you have a good stretch of time to get to both if you want to um it's called the Latino Heritage celebration so and then on Sunday there is the La carremes uh Mexican Festival which is at the Indianapolis Art Center at four so uh and then there's others as well but um October 1st and then October 8th and 11th and 14th so again you can look more into that I have other things I would like to talk about um the Animal Care Services just become um you know they're becoming more and more aware of their changes and everything so keep an eye out on them check it out check them out on um the you know on the website of course indy.gov but also if you need to you know search

025anything regarding like okay how can I report this animal abuse I might be seeing or neglected animal or something like that make sure to do that through the request Indie app okay it's starting to get colds starting tomorrow and uh we're gonna be able to see a lot more progress on this new update that we have with request mini so make sure to use that as much as you can to report what you can to the city also as a matter of fact oh I didn't switch to the uh we have the um oh I always want to talk about the Division of Community tradition and food policy so make sure to always check out Indie food policy that is on any social media that's indiefoodpolicy.org as well for the website so get updates with

026them they also have a newsletter every month as well and they just had one this past Tuesday so just make sure to keep yourself up to date with all the food uh access opportunities such as the Lyft grocery Access program which is between one to ten dollars you can be able to get to or from a grocery store so that is very very impactful you learn more about it on the website of course other than that I also wanted to mention that the office hours that I have are starting to become confirmed I have been spending every every Tuesday I can be at the poster laundromat and I can be able to give resources answer questions and things like that I'm participating in the laundry and more program of course so I also would like

027to mention that eventually I'll be able to get myself into the Warren branch and secure some hours so it made myself more available to everyone on this side of town and then I'll have other locations as well confirmed such as the Irvington Branch Library the same ones that Allison has went to as well but um you know I'm starting to become more involved with The Rock Center at the Eastern Star Church as well because they have a wonderful facility for K-12 Youth and I'll probably end up popping over there more often so I just want to make sure people are more aware of that resource for after school type activities and care and you know really good safe place to be able to get homework done to meet new friends things like that for students

028and you know as it's just started the 12th of this month so yeah keep your eye on that as well and then I also would like to mention that um with the city and um and all the events happening tomorrow is car free day for the city employee so I'm going to do my best to get where I need to go without a car and I challenge you to do the same you know it's obviously something that you know your knowledge may vary literally but definitely your if you have a bike or you have oh man I never really used the bus before start thinking about like how are some ways I can reduce my emissions that's really what it's about you know sustainability is the main ones who's like really spearheading that kind of

029thing so of course you have that kind of thing going on as well um yeah again always think about the mobile crisis assistance team for any of the mental health issues and Public Safety foundation for mediation and anything that would not require a 9-1-1 call of course um and then of course you have a lot of other announcements that I could go into through next door hosting all the time I hope you guys are being able to follow me on there so I can be able to update you directly you know other than sending you a direct email of course you can always send something to me and ask questions so uh for any questions I'm available right now go ahead I just want to say it is just so nice to see a young

030man standing up some of our youth standing up presenting I was just getting happy just sitting here looking at you are you a Warren graduate I'm actually a North Central graduate but I spent two years at Lawrence North so I'm still you know all right well I tell you I am so proud of you and just continue to keep up the good work you represent our future yeah thank you I have a question last month you shared about the food pantries throughout the city oh yeah where do you find that link is it on the mayor's action line or is it a different website because I tried to find that for someone yes so there isn't actually a catch-all except for the um the community Compass that's the one where you can find the most

031so it's it's an app you can access the the whole the same thing on the website as well that's the Indie hunger Network so that is the primary way to find most of the food pantries of course there's other ones who maybe not have registered through that but that's the one that I would point to thank you because I was needing to give that to someone I appreciate it certainly okay thank you so much and how do you pronounce your your first name again Brennan Brennan Brennan yes okay Brennan I'm sorry I messed up your name at first thank you Brennan thank you for having me bye-bye okay at this time we are ready to recognize some wonderful fantastic talented as of young students that are coming to us tonight to perform let's put our

032hands together for them as they come forward [Applause] [Music] [Applause] all right good evening uh president Williams Dr Hanson members of the board Warren Community uh my name is Jason Brooks proud principal of the Liberty Park Patriots I know it's been a while since we've had some regular showcases on the school board agenda so I'm honored to hopefully set the bar high as we get back into this uh tradition here in Warren and I do want to take this opportunity to thank I know we have a few Liberty Park staff members that's been been able to join us tonight and also some of our family members I know it's tough on a weeknight especially with fall Sports and activities to to carve out an hour or so to come and join us so we do

033appreciate that and so thank you for being here so as we there we go uh so the blinking uh logo that you see at the top left I have to point this out first um this is really the all-in piece is is our theme at Liberty Park this school year we know that coming out of a pandemic right presents itself with with lots of opportunities and we have a lot of goals centered around that and and we know and our staff know that really it's about it's it's about being all in not just this school year but moving forward all in for each other to support each other staff members but also all in for our students because we know that now more than ever as we've we've heard here already this evening that that

034is very important and if you haven't already seen the beautiful uh billboard sized bulletin board that's in this hallway special Liberty Park families please make sure you uh check out you'll see that this logo front and center in there and some more highlights um that uh that we'll get into tonight so make sure you check that out so three Focus areas from our strategic plan that we'll share in this next 45 minute presentation uh just kidding it's a short brief beautiful um but the first really is centered around meeting the needs of our whole child so this is from our our district strategic plan and really that's centered on our attendance initiative that Dr Hanson's already mentioned this evening the second that we'll we'll get into just a little bit is really investing in the

035future of our graduates and what that looks like at the kindergarten level at the K4 level for sure um so we'll talk about a career a college and career opportunity that we've had recently actually last last Tuesday yeah last Tuesday so we'll dive into that and then um our third thing that will shine a spotlight on is really our focus on literacy but tonight really focused on the the relationships with our families right in our community and how we're tying that in with our literacy initiatives at Liberty Park so and all of these things are within today's the 30 ninth day of school I believe that's what my kindergarten teachers have told me today's the 39th day so all of these highlights are in our first 39 days so again as Dr Hanson mentioned earlier

036you know our district Initiative campaigned for that the strive for less than five absences that's something that um all the the Warren schools have really focused hard on in this first month of the school year and this is something that schools across not only Indiana but schools Across the Nation right now are are looking at and how we can improve attendance because we know that attendance is is one of the most important factors in the success of our students specifically at Liberty Park our goal is to to increase you know from our student attendance from a 91.3 percent to to 97 which is our Benchmark and I'm happy to say we're we're getting there we're at 95 percent right now and which is the best attendance we've had in quite a while so yeah [Applause]

037um so you know I've listed a few things from from a pretty large plan um that focus on our attendance efforts um and really you know the first thing is just identifying bit those barriers to healthy student attendance um and then just offering our families support and communication through our family engagement Liaisons our assistant principles and so on um we've even taken a look at previous year's data to identify students that that may need some extra support with attendance and assign them attendance mentors to help encourage them giving them some positive encouragement you know at the K4 level the biggest thing I feel we can do to help increase attendance is making sure kids know that they're missed right so if a kid has to miss school we want to make sure that that the

038adults and the kids welcome them back in and that they know that you know that we miss them when they were gone we welcome them back when they're there and we celebrate when they're there um the the obnoxiously blinking logo here on the left is a picture of our perfect attendance posters that we have every classroom has so you know small things right so when a classroom has a hundred percent attendance that day that's a celebration and our classroom teachers are celebrating that our students are celebrating that they get to hang it outside of the door uh Mrs hinch and I you know we make efforts to get into those classrooms celebrate with those kids and again thank them for being there encouraging them with that um lots of other things you know Town Hall

039meetings we you know to just encourage the the importance of attendance even with our Littles and if you follow Liberty Park you see our data front and center right our family newsletters our staff newsletters we're keeping that attended attendance data in front of us as we go through the year a monthly attendance challenges I think we have a few pictures here to share this is my our monthly perfect attendance Winner's got to spin the wheel this is my best um Drew Carey or Bob Barker impersonation who get to spin the wheel for some great prizes so kids have never been more excited to be at school um and they're they're giving pressure to parents right to make sure that that they're there and we even have you know data dashboards right that that's student friendly

040in our building and you know this is one of our most popular bulletin boards for classrooms to stop and check to see which grade level's in the lead for attendance that month because they know that at the end of the month we're going to sell about celebrate that with our grade levels I think it was August we had popsicle party right and it's really hard to see in the bottom right but they're working right now for September for an ice cream party just for the grade level that has that highest attendance Mark and as you can see well you probably can't see but on the far right is our fourth grade number you see it above that red line so they're actually beating our 97 attendance Mark so again we're getting there um okay so

041I want to introduce someone on my team here Brook Tapper coming up um so Brooke is our amazing school counselor and I really wanted Brooke to just highlight some of the work that she has done with our journey of The Graduate work so I'm going to let Brooke tell us a little bit about our jog into your future career day I apologize in advance I am losing my voice so I may squeak um so in 2019 we actually won a thousand dollar Grant from learn more Indiana to go towards future College and Career Success programming um we won that because uh Laura bookwright tweeted out an activity that we did during college go week in 2019 we had a college or a career photo opportunity where kids could during lunch come up and talk to

042me about what they wanted to be when they grow up if they wanted to go to college and they got to talk to each other too and then we got to do photos with props that were based on the career that they wanted to do they loved it obviously learned more Indiana loved it so they gave us that thousand dollars unfortunately kovid kind of hit us and we were not able to use that money until this year and we put it towards we were trying to think of how best to get College and Career awareness Decay through four kids and I used to be a college admissions counselor for about five years and I thought why don't we do a career fair I can hit multiple careers and do it in a way for little

043kids to gain something from it about each career so we did a dramatic play a career day so there were 12 different stations that were set up for kids to visit and they rotated they got to hit about six of those and it was dramatic play so it was set up based like the pilot simulator there was a YouTube video and they had a built cockpit and everything you'll get to see in just a second and we had Parents volunteer and community members volunteer that were in those careers we also were able to have our fourth grade students about half of our fourth grade students were able to come in and help facilitate play as well as talk about those careers and I had boards made for each career so that way they can they

044knew about the environment that that was in the salary everything that went with that career they had a blast they loved it we actually created a video for you so you could experience a little bit of what happened with us thank you we should have brought some water up I know I'm sorry um yeah and I apologize in advance this was an event just last week and we are super excited about it I tried to cut this video down as much as possible and I was able to get it to I think about a little over four minutes but I hope you enjoyed as much as we did and certainly the kids just check out the books thank you oh my God [Music] thank you foreign [Music] foreign [Music] come down [Music] what one time

045okay and this is our guilt okay so what we're gonna do first of all we're gonna make an announcement can you make all right thank you we do have the flight simulator still up so if you're interested in renting that out for birthday parties you can just talk to Miss stapper here um okay um our final uh item that we're going to shine a spotlight on this evening is really kind of again the connection with our families our community with our literacy initiatives um the slide deck here that I'll play in the background as we go through this is really some highlights from our family literacy night which was two weeks ago um you know so it's been three years since we've been able to have our family literacy night which is one of our

046more popular events that families love to come to you know and just connecting what we're doing in school with our literacy initiatives with opportunities for families to interact engage and and to leave the evening with with more resources and tools to help support their kiddos at home um part of this the picture's on the left side I'm super excited about but we have our very own Liberty Park uh book vending machine at our school now so you can see in the top left we had our ribbon cutting ceremony um and the the picture there is the first uh six seven students or so they were able to get their books from the book vending machine actually I don't know why I'm carrying this coin in my pocket I promise it's not a prop but these

047are the coins kids can actually put in the machine and again in exchange so as they earned this coin then they can get a book from the vending machine so kids are very excited about that as well um and then part of the pictures here that you see now are our fourth graders they had a concert that evening that really all of their songs were centered around literacy and um so we thought why not have them perform one of our songs for us this evening and my music teacher is unable to be here as amazing as she is Mrs Garrett so that falls on our assistant choir director which is one of my hats apparently so what we're going to do is uh we do have some of our fourth graders here with us tonight

048come on up guys we're going to come line up right up here they're going to read or they're going to read yes they are reading but they're going to sing uh the the song and the pages of a book I apologize in advance because it is one that will haunt you tonight right it's going to be rolling through your head um as you're not able to sleep okay [Music] foreign [Music] or find myself [Music] in the pages [Music] foreign [Music] [Applause] thank you so much president Williams Dr Hanson members of the board thank you for inviting us out tonight any questions we'll be happy to answer yes I want to say that really brought tears of joy to my eyes these young people sang I mean they didn't have to have a director in front

049of them and they had the most oh my gosh they had the most beautiful voices professional voices I am so overflowing with joy right now you guys did an awesome job and I want to thank you uh to all the adult supervisors principal you guys and and the counselor I love your creativity the career fair Hands-On the literacy Hands-On and this is what we need more of you guys are just outstanding I'm just really excited and happy from all the things that you have talked about and presented tonight thank you for a job well done and these young people exhibit all your hard work very good let's give them another hand [Applause] principal Brooks used to the bar high for all the rest of the school presentations thank you I am just so choked up

050from that presentation let's see I have to find where I need to go next I'm telling you that was just so awesome um at this time do we have any green cards I was still in the pages of the books I'm sorry I know I'm telling you not at this time of President Williams thank you very much Lashana um well at this time we're going to move on to our consent agenda which consists of approval of minutes our financial report payroll claim financial report electronic payments year-to-date summary of fund balances Human Resources report field trip requests permission to accept gifts and grants change orders contracts skybound education use of school property and um which includes our Game Time Sports Warren girls basketball Talent competition one Central Winter Guard and Warren Central boys basketball so can

051we have a motion to approve this agenda nice a second okay it's been moved by Howard and second by Lashana can we have a vote Michelle I thought it was it's coming my mind today mine is a yes you guys my computer went off oh there it is and it passes okay now we are ready for our reports and we're going to start with Dr Hansen good evening board in front of you you have the monthly updated covid data Marion County seven-day average has been about 78 cases last month that was almost 300 average and we're seeing similar numbers in the district the last two weeks we've had one case reported each week at this time I my recommendation would be we just keep doing what we're doing thank you Dr Hansen Matt Parkinson enrollment

052update to do uh good evening board members I want to provide a brief update to the school board on where we stand on enrollment for the 2022-2023 school year and this also happens to be the most significant driver of Revenue that we have as a school district so I'm going to speak briefly to the impact that enrollment has on our state tuition support enrollment plays into a number of our goals but they include developing and retaining high quality effective employees ensuring Financial wellness and investing in the physical and psychological safety security and well-being of all students and staff in terms of strategic plan this certainly has an impact on investing in people and investing in efficiencies in our environment um so we are in an important two-week period right now in terms of enrollment last

053Friday was one of two count days for the year so those are days in which the state instructs us and all school districts to take count of how many students that we have this is our Trend over the last few years we we have seen a small decline in enrollment although if we stretch this out a little bit further we've really stabilized compared to what we were seeing about four or five years ago our best estimate for where we stand right now for the count that we took on Friday was 11 393 students that's down roughly 100 students from last fall down about 50 students from the spring or the February count the most significant driver is we had a large 12th grade cohort in our kindergarten cohort this year is in in terms of

054numbers relatively average compared to compared to our other grade levels and so that we're seeing a decline of about 100 students overall so um there's a number of processes that go into going to the count the account uh well process from the school corporations to the state as I mentioned there's two count dates right now we have a September account date and then we have a February account date we're in a two-week period right now from September 16th through September 28th where we have to clean up data and primarily what we're doing we'll clean up data is we're resolving conflicts so if we reported a student as enrolled in MSD Warren Township and a neighboring District reported that student has enrolled at that at that school district we go through a process working with that

055school corporation with the state to identify if that's truly a Warren Township student or if that student that belongs to another school district Dr Hansen and I will sign off on the certification of our official account no later than September 28th so as I mentioned this is the number one driver on school corporation Revenue what I've put on the screen is this year's for fiscal year 2023 some dollar figures that we can associate with each student that enrolls at MSD Warren Township and the the figures I want to focus on is basic Grant which is by far the largest component of the state funding formula and I'll show a formula in just a moment for for the full picture every school district across the state receives six thousand two hundred and thirty five dollars as

056the foundation amount that's every school district in the state Urban rural Charter so on on top of that every school district receives complexity dollars for individual students that's going to vary by School District in our case we receive one thousand two hundred eighty eight dollars and 41 cents per student who enrolls so all things considered from a basic Grant perspective every student who's enrolled in our school district as of last Friday for each of those students will receive 7523.41 over the course of the school year we also as you know operate operate an online Academy students who participate in online education are funded through the foundation portion of the basic Grant fund at 85 percent so for us as a school district when you add that Foundation amount plus complexity and complexity is the same

057if you're an online student or if you're an in-person student the the virtual amount per student is 6588.16 out of that 11 393 students right now it looks like we have roughly 630 students who are going to qualify as as online participants the full State funding formula is is here and there's a report known as the 54 report that's five pages long that goes in much more depth through exactly what the formula is but but I've boiled it down here to to the basics the most important part is the basic Grant which we just covered that's roughly 90 of overall funding within the state funding formula and then after that we receive a really small dollar amount for the number of students who graduate with honors or Technical Honors we receive funding for students who

058qualify for special education services and then we receive funding based upon the number of students that participate in various Career and Technical education programs so the bottom line for us as a school district as best we can estimate for this school year is that we're looking at roughly a three million dollar increase in state funding that's primarily driven by the increase in the foundation amount Foundation amount per student is four percent higher this year than it was last year so even though we're seeing a small decline in students we expect to see about three million dollar increase in overall state revenue board members I'd be happy to answer any questions about user enrollment or the impact that it has on on our funding okay thank you thank you so much Matt now we will have

059Allison Woods with our report on attendance hey president Williams Dr Hanson members of the board Mr Brooks teed me up really well tonight with uh showing off the great work they're doing with attendance so I'm going to highlight and reinforce some of that that they are doing and talk about kind of what that looks like as a district so attendance and our focus on attendance really supports especially two of your bore goals that I highlighted um student achievement students can't achieve and Learn and Grow if they're not in school and can't learn from our teachers if they're not sitting in the classrooms so to help with meeting their post-secondary goals we need them to be here also Safety and Security meeting the needs of the whole child making sure that they're in school safe getting

060their social emotional academic needs met getting food and you know at a place where they're being cared for and supervised during the school day when many of our parents are working and busy with with with their their own their own things um okay so the Strategic Plan Focus area is investing in the future of our graduates and meeting the needs of the whole child and investing in people are all supported with our attendance goal so I want to talk a little bit about attendance terms um doe measures us on attendance in a couple different areas and when we're talking about attendance we talk about it in a number of ways but one of the things is you're going to hear me talk about chronically absent students so chronically absent students is really students that have

061been identified as missing 10 percent or more of the school year so that does not seem like a lot I'll touch on that a little bit later about the impact of that over time um the state defines a model attendee or a persistent attendee as a student who is attending at least 96 of the days that they're enrolled during the school year so if we have a student who started in Warren Township on the first day of school and stays throughout the whole year we're looking at that whole 180 days and we want them to be here in 96 percent of the time if they enroll in December we're looking at that December through the end of the year or whenever they exit US and capturing that 96 percent of the time so it doesn't

062penalize students who haven't been here for the course of the whole school year and then we have those students that we want to be model attendees but we also want to look for improvements so if they're not model attendees we're really looking for a three percent growth over the previous year for an improved attendance rate so why is attendance critical to Student Success so I talked a little bit earlier about academic you need to be in school to learn but long term what that really looks like is when you're in school and you're able to access the instruction and the resources and supports as well as Remediation in some cases you're not falling further behind so that looks like credit attainment our reading supporting our literacy goal and gaining those skills which long term impacts

063attendance and outcomes and our attendance rate if you're not here to be able to learn those skills and get those credits you're not even going to be able to reach the goal of graduation also social emotional we know that students need instruction and support and social emotional and that also comes with practicing those skills being able to practice those with peers being able to receive support from counselors and school or social emotional lessons and also some of those adaptive skills of being able to manage your time advocate for yourself the important lifelong skills that when students leave our buildings they're going to need for work in life after and they exit our doors and also behavioral there's lots of studies on the long-term impacts of students who have increased absence and are not at school

064have a much higher rate of participating in criminal activity outside of school increase in use of drug and alcohol at earlier ages so again another reason to keep students engaged and in school so in Warren we set our goal at 97 and this really is about five to six absences a year if you're looking at if you're here A whole school year so um not quite an absence a month but kids are going to get sick things happen right um over time if so that 90 Benchmark that I referred to in the last slide for a model attendee or I'm sorry not a bottle attendee an excessive absence ninety percent doesn't feel so bad in a lot of our worlds right if you get 90 on a quiz you get 90 on an assignment that's

065an a that feels good the long-term effect of that over time though is if you're only attending 90 of the school year after 13 years you've missed an entire year of instruction so that adds up and the cumulative effect over time really impacts student outcomes uh one of the areas which Mr Brooks talked about a little bit that we're focusing on this year is identifying the barriers we are still doing responses as far as letters home visits meetings with families calls home but ultimately if we don't know why the student's not coming and what the barrier is to them coming we're not going to be able to figure out what it is that can get them there so is it that there's some housing insecurity food insecurity is it that they are caring for younger

066siblings they have some anxiety about coming to school or separation from parents so we've really worked to identify what some of those barriers are working with our staff to ask those questions not just you're not here but what is it that's preventing you from being here how can we support you and then making sure that people are responding appropriately so for example this guidance document with identified barriers all of our teachers have so because sometimes it's our kids that are identifying those barriers or our parents that are doing that when they're talking to a teacher we want to make sure that everybody is responding to those appropriately so we can get supports and services in place so kids can come to school so to talk about some of the new things we've done this year

067we started a district attendance team and we meet every single week this is a cross-department meeting and it includes folks from the office of teaching and learning technology um office of exceptional Learners and whole child and also student services you know one of the things is we got into this attendance work is that this crosses all of our offices and we really want to be focused on the guidance that we're giving making sure that we're identifying where we run into issues where we see that there's barriers and where we can be proactive in putting out Solutions and supports for buildings so we can be most successful in our attendance plan um so we meet weekly we talk about Trends we talk about issues that have come up things that we need to work through what

068our communication is going to look like and there's no communication that goes out on attendance that doesn't come through this committee first and there's no attend a decision made on attendance that does not come through this committee first so really just trying to be intentional with um with our words and our actions um and then again which I'm going to highlight this later is really streamlining communication to the end user so for our administrators for our registrars and our secretaries if they're getting a different message from different people that's going to be confusing and so we really need to make sure that we're streamlining that communication so structures and systems we know that all great initiatives that last are because they have structures and systems that are supporting the those outcomes that we're wanting so

069we had to look at really three areas our current systems what do we have that we need to change do we have clear expectations around our current systems what's working what's not working so an example of that one of those things was parent Square we started parent Square last year as a great communication tool with our families something consistent that families can experience from school to school and this year we turned on the attendance feature in that so if a student is absent and the parent does not call them in then parents get a notification through parent Square which then allows them to be able to respond right in that message on why their student was absent and so we're seeing really great success with that with parents that are communicating with us and identifying

070some barriers that even our counselors need to follow up on so I get them for one of the buildings and I've seen oh there was a family emergency and we were in the hospital last night well that's a great reason for a counselor than to follow up with that student when they get back to make sure everything's okay um you know college visits and health related things you know just bringing the awareness to families that it's important to notify the school when you're not here and it's also important to be here and so we're going to remind you when kids are not here um we also looked at attendance monitoring you know the expectation to take attendance has always been there how are we monitoring and knowing that that's happening that it's clean that it's

071happening for every single period and how are we responding when it's not happening um so looking at all of those systems creating new systems so from this we've had to create some new systems for reports we've created in some new attendance codes we removed some attendance codes that weren't applicable just to again make sure that everything is working and then old systems what do we have in place that does not work anymore or does not currently meet our needs and our goals of where we're going um we also have had a lot of conversations with principals about what systems do they need to create in their buildings we're asking buildings to do a lot and have a lot of attention to data and responding to and identifying barriers and ultimately school systems support our district

072systems so we've had some great collaborative conversations about what does it look like who who is the person that's monitoring the attendance who is following up with it what are the the barriers look like and who's identifying those and responding to those and I'm really encouraging our buildings to think about how that looks in their building because it doesn't have to look just one way but we need to know what it looks like and they need to know what it looks like so we don't get to the point that we have systems that are not in place just because people don't know what they're supposed to do so communication has been huge um and really I've broken it down into three areas one is communication with administrators and staff and we've really formalized communication around

073attendance this year with memos around expectations um we include in their information about how to um find different reports they need for example recently we had a e-learning day so we really had to make sure we clearly described how you take a tendency learning day what qualifies a present and an absent and when you should do that uh we have our Warren will page that's our internal website we have an attendance section on that and so all of our documents and resource and guidance is on that website as well so everybody can access it in one easy place um you know as we add to that they know where to look for to look for that information our district leadership team meetings both at a district level and a grade span we are having lots

074of conversation about attendance again reinforcing things that are coming up that we need to change new systems or adjustments to systems as well um I've touched on attendance reports and we really and kudos to Kent and his team in technology um we have asked for the moon with uh please can you create it attendance report that does this that spans these days and they have really worked tirelessly to get those to help our administrators monitor attendance and be able to verify that that's being taken um and then we have school teams our tier one and mtss PBIS teams we're really tasked with adding attendance to every single meeting so what does attendance look like at their building what do they need to do building wide for attendance and then also with their tier two teams

075do we have students that need to go in tier two interventions um based on their attendance as well so we're trying to incorporate it with some systems that we have that are already up and going and so it's something that we're talking about in lots of different areas families were keeping attendance in newsletters you'll see attendance data and both staff and family newsletters by grade level information on how to increase attendance how to support your child with attendance for example setting up routines at home you can see that here's an example of a front office sign these are in all of our buildings and every day they they write on their how many students the percent of students they had in attendance and also how many students left early and how many students came late

076so if a parent comes and picks their child up early they're going to see the sign to know that we're paying attention to that because every minute a student misses their missing instruction and it's really important to be in school every day um and students um oh and then I talked about the parent Square um the students um having Student Success plans which I'll touch on a little bit later for five um 12. um having ongoing touch points and conversation about um attendance and as you can see um our acknowledgments and challenges so Mr Brooks did a great job of showing grade level versus grade level challenges classroom versus classroom Pleasant Run the other day next to their attendance board which they have in the vestibule right when you go in there it was them

077versus Lakeside and who could have the higher attendance so even School versus school which is fun to see the schools get creative in that way um so proactive measures uh you know as I talked about we need to identify barriers we also need to be proactive we want to make sure that we're communicating the importance of attendance we're celebrating both um great attendance and an increase in attendance and so we have our strive for less than five campaign we share this out I think that it's been a lot lots of the newsletters home to families that has a link to our school calendar so parents can track the days that their students are absent I know as a parent I get busy I cannot tell you how many days my child missed last school year

078it's you know you have one day here or there because they're sick or something happens but you don't realize that those add up over time and all of a sudden you're at 10 days so really encouraging people to do some self-monitoring so they can keep track of that less for five less than five celebrating progress you know we have students and one of the things that we were really intentional about is identifying our students who had had attendance issues last year so we identified a benchmark and all buildings had to identify who those students were we proactively sent them a letter offerings you know supports before school started every family received a phone call if their child had chronic attendance issues last year and then they were placed into an intervention Mentor group so they

079get checked in Daily to make sure that we noticing that they're here and it's important that they're here and we're responding really quickly when they're not so looking at how we're going to adjust that second semester to capture some of the students who have bubbled to the top of this first semester as well um because one of the biggest things is and I think Mr Brooks uh commented on this is you know we want students to know that we notice when they're not there it doesn't feel good when you are gone and you come back and nobody says anything about that they missed you or they didn't notice you were there you want to know that you're important and you're part of that group and you're part of that class and so it's important to

080welcome students and also notice when they're not there and that you're happy to have them back um talked about the identifying barriers you know we're talking about attendance data all the time we are having great conversations about what that looks like how we need to get better and grow and how how that data is powerful to know that we're making steps in the right direction and celebrating the steps to successes we're all aiming for 97 percent um I talked about the chronically absent plans our 5 through 12 students everybody had Town Hall meetings that was a requirement that everybody did to talk about the importance of attendance and there are 512 students created a Student Success plan that really talked about why it's important to come to school and if I missed the bus or

081if my parent can't take me how else could I get to school who are the other people in my life that I could call and get a ride or help me get to school this just my daughter missed the bus this morning and I was in meetings and that's what we had to do I had to send a message out to neighbors and find out who could get her to school so she wasn't missing that instruction time and so getting us to think about who who do we have in our Circle that we can help rely on and support on those times that we need it um and then the monthly attendance challenges which have been really fun to watch um they celebrate the 97 they celebrate an increase contest staff versus students grade levels

082um it's you know when we have kids talking about attendance and talking about being at school we know that we are talking about the right things and delivering that message so um that is a big overview of a a lot of work but I'm happy to answer any questions that you have at this time Allison I thank you for your report it seems like that's a big issue across the state in a lot of our schools you talked about having parent Square notification to parents to where they can respond how would you say the percentages on our responses on that for one building I know that our registrars are reporting that they're getting a lot more responses than they ever have before because it is just so easy rather than having to pick up and

083call I can just click that link and type and it sends it to them so I I don't know that it's Perfection I would say we probably still have a big gap but it's better than we were right because I know a lot of our parents work or they're busy and they're doing things and they just forget it yes it's just so much easier just to grab your phone and just respond real quick absolutely yeah yeah and also since it's so simple um you know parents they they would appreciate you know being recognized so you know when we send it out we need to recognize them if they're doing an awesome job getting their child to school yeah that's that's great point but you're right because for a lot of our kids it is the

084parents that um that we rely on to get them to school and get them up and especially with our younger kiddos and you're right that's right and I and I do want to say this uh Mr Brook I just think that you're doing creative things in your building with the attendance I like the spinning wheel um anything that we can get uh children excited and Hands-On is is awesome so I just want to give kudos to you for you know all those creative things that you're doing in your building thank you and Allison thank you for all the hard work you know trying to coordinate and keep all of this together you know so you know I think you're doing a great job so if we can start thinking about more things that we can

085do to encourage our parents also absolutely with me I've got a question uh Mr Woods truancy is a a factor in um in a attendance program and so I just wanted to know uh what what puts a student into a truancy status and and how do we handle that uh that truant student yeah so we so what I didn't talk about we still have a response plan so um and it's really detailed with a lot of intervention level so um you know starting really when the students Miss three days that there is that contact from the teacher there's lots of points where we have parent phone calls where we have letters being sent home family conferences home visits uh attendance contracts and it does get to the point where we may have to do um

086like a referral to DCS and then we do have tier three support So once a student has reached the different levels on that we do have tier three attendance support set up that will give them another layer of support while so um you know holding doing our best to hold some accountability for students that need to be in school so it's it's a pretty it's a multi-page response plan and actually we've customized that customizes that but we have two different plans for students that were not chronically absent last year and students that were if we identified those students the ones that really have that we did that early intervention support they also have a more aggressive plan so we're not waiting until the you know a student who hasn't been chronically absent who gets to

087you know this 18 absences you know we are really doing a tier three referral I think it's at eight absences for our students that were chronically absent last year so be more aggressive with those that we know are already struggling with that okay thank you welcome you know we have the family Liaisons and it seems like they could be instrumental in helping with that because when we have people that are chewing in their chronic okay it has to be some kind of problem whether it's medical or whether it's something different so maybe the family Liaisons could you know contact that family and see where the needs are and then maybe you know whatever the needs are maybe we would be able to do some Innovation intervention strategies in order to help that family yeah so

088on that barriers and guidance document the family engagement liaison is identified there for a number of things really all of our family engagement Liaisons are very invested in this attendance process they were the ones that were making the calls to the families for our kids that were chronically absent before school started it was our family engagement Liaisons that did that and they are really highly in involved in attendance in all of our buildings okay thank you yeah any questions thank you oh I do I do want to just add one other thing I know our resource you know building um many of the families maybe we can refer them to the resource building so that they might be able to supply them with whatever they need yes James is on our team that I talked

089about that meets weekly and um on that barrier sheet there are some things that are directly referred to mcrc and then all of our tier three once it gets to that tier three that referral process goes straight to mcrc we have staffings on Fridays so Laura buckwheight Jessica Daniels James and I that we look at the students that have been referred for tier three and determine what are the best interventions that match their their needs and so yes that all that tier three goes through mcrc okay great great we want to use all of our resources I agree it takes a village right yes yes thank you thanks well there's no other comments or questions we're going to move on to Ryan Russell with our literacy good evening president Williams Dr Hansen members of the

090board and Community tonight I'm here to give an update on K3 literacy and I'm going to attempt to do a transition from attendance to literacy by making the following comment when a student comes to school and they struggle to read what do we do we figure out why they are struggling to read them reading we figure out why they're struggling to talk we figure out why they're struggling to read and we provide them that support our attendance initiative is the same thing if a student's not coming to school what do we do we figure out why they're not coming to school and we provide them that support so tonight I will talk a lot about systems as well that while they may not mimic exactly the attendance systems the bottom line is we find the

091barrier we address the barrier and we provide the support tonight our board goal which happens to also be a central part of our strategic plan strategic plan is invest in the future of our graduates and specifically to literacy at student achievement one thing we start off just kind of an aspirational philosophical statement um and part of this I was thinking tonight when Rachel gave her inspirational moment on this last bullet point but we want all students to create a genuine love for reading and writing we don't want them to just be people who can read and write we want them to see themselves as readers and writers we want them to engage in reading on a daily basis and this is where Rachel triggered my mind I want students to access reading materials that serve

092as a window in a mirror to learn about the world and see themselves represented in that as well so that really tied to that as I was thinking about the presentation that I was getting ready to give later today specifically our goal I know last month Dr Hanson had the opportunity to share some goals um and we've been really focused on K3 literacy but the reality is we teach Pre-K 12 students and obviously we want all students to be able to read on grade level but the specific focal quantitative point that we're looking at specific to a lot of the conversation that I will have tonight is really around meeting that goal of 97 of our students passing that I read three assessment I know I've had the opportunity to talk to you guys in

093the past about the I read 3 assessment and I really look forward to the opportunity to talk to you guys I believe it's October 26th we'll have a working session ahead of time before the next board meeting that I'll be able to go into a lot more detail on some of the foundational system aspects that I'm going to preview to you tonight so there certainly will be more to come within that so the first systems that I want to discuss are really around instructional systems and not to be overly basic about this but really our systems focus with literacy around curriculum instruction and assessment so when I refer to curriculum it's what we teach we obviously have done a lot of work in the teaching and learning office alongside our teachers of creating Curriculum maps

094aligned to Indiana academic standards and our curriculum being McGraw-Hill wonders that is what we teach instruction specifically to how we teach uninterrupted reading blocks and I'm going to chime in more on the reading block concepts of really what a student's day around literacy really looks like in the total quantity of minutes of reading instruction that they're getting throughout this but specifically one thing that we can guarantee is that every student gets a uninterrupted 90-minute block of reading instruction we've aligned those blocks to brain-based literacy we've used that term specifically you've heard to it referred as the science of reading as well but specifically for our terminology we we say brain-based literacy and I provided just a little overview example of what that looks like this just happens to be a snapshot of really how that

09590 minutes is divided when a first grade teacher takes a look at the curriculum that they have and how they're going to instruct within that they have certain time allocations that are recommended really expected for how they divvy up that nine minute 90 minute block according to the brain-based literacy so it certainly addresses phonemic awareness phonics vocabulary fluency and comprehension otherwise known as the big five components of reading and we have these guidelines and expectations structured specifically in our K3 classrooms to meet brain-based literacy expectations and what the science tells us on how humans learn and their brains develop to learn how to read assessment we assess students and we've been very very strategic this year about the timing and the frequency to make sure that we're assessing just enough and not too much as

096long as respecting the assessments that teachers are giving on their our daily checks for understanding that happens I will get in far more detail about these assessments on the 26th but I just wanted to give you a brief overview of really how we're measuring if our students are progressing in their abilities to read we give what's referred to as a NWA reading fluency screener that is not the NWA that you probably have commonly referred to as or commonly we have referred to in the past in the past I'll talk about that here in a second that now actually serves as our state mandated dyslexia screener that we provide to students we give this assessment for all K4 students and we do that three times a year we affectionately refer to those as assessment periods as

097boy beginning of the year Moi middle of the year that will take place in December and Eli end of the year that happens in May so we get a where they are when they start where they are in the middle of the year and then where they are at the end of the year to try to determine based on the elements that are screened through that assessment if they're making progress or not or on the right track accompanying with that is something that we developmental word knowledge inventory I left the inventory out but we we lovingly refer to that assessment as dwiki and I know there's a lot of acronyms in education but that is one that really just picks up on phonemes specifically for our students in K4 as well so again that's a

098component of the reading block that traditionally has not been assessed a lot when we take a look at what we refer to the framework or brain-based literacy students hearing those sounds is the first most essential part of reading in their development as they work through that framework and we want to make sure same assessment frequency within that as well three times a year boy Moi and eoy NWA map growth that is the NWS NWA assessment that all students in grades k-17 take three times a year remember that assessment is really designed to give us an ultimate progress update of how our students are progressing you saw Mr Brooks refer to one of his literacy goals around a conditional growth percentile around NWA when I had the opportunity to share data with you at last was

099it spring we talked a lot about the NWA data that we are our current reality with what that looked like and you'll see that extensively in a lot of our school progress reports and how we're measuring progress in both reading and math but for the sake of this conversation for reading um those are three times a year and those all happen relatively at the same time we also have what we refer to as Warren checkpoint formative assessments those are teacher created that everyone in the district by grade level gives at the same time and those are specifically aligned to grade level content in Indiana standards so those are given in between when we give these reading fluency developable developmental word knowledge and map growth assessments for us to measure for making for making progress in

100between so again shorter assessments we're not talking about when we say sometimes when we refer to assessments I think people think of multiple testing sessions long days or whatever those these are assessments that can be given within one class period that certainly gives us the opportunity to say these were the content standards that our students were working on over the past month or the past unit how are students achieving on these standards and gives us the opportunity to gather around that data and determine what what other steps need to take place throughout that so again that's a short synopsis of the assessment piece but I'll have the opportunity to show you those in more detail when we talk on the 26th the other systems that I want to talk about specifically are in response to

101what we do on top of what we teach or how we teach and how we assess that reading intervention commonly referred to as tier two time within our elementary school this is 30 minutes in addition to the 90-minute reading block for students who have been identified specifically through one of those assessments at the beginning middle or end of the year that assessment specifically we use for that is the reading fluency screener and what we have determined is students who get flagged on that screener or don't meet a certain threshold automatically qualify for 30 additional minutes of reading instruction outside the 90-minute block there's been a lot of conversation about how students get small group support within their reading block which is obviously a good practice but the one thing that impacts achievement more than anything

102is time I heard a comment the other day is that an education we hold time sacred so we allow achievement to vary but if we hold achievement sacred and we allow time to vary that's the approach that obviously we want to take for that so those students who have been identified as having a specific need in one of the areas components of reading get that 30 additional minutes every day extended day tutoring we have required all extended day tutoring to be primarily literacy focused those primarily take place after school that's 60 Minutes in addition to the 90-minute reading blocks and in some cases 30 and 30 minutes um in addition of what they're doing in tier two so if you look just look at it from a math perspective a student who we know is

103struggling the assessments help us identify why they're struggling the remediation and the tutoring allows us to provide the support specific to that so 60 Minutes in addition to the 90 minutes is 150 minutes and another additional 30 minutes in tier two in many cases could be a student getting 180 minutes of instruction for reading daily which is a lot but again is what's needed in some cases one special group that I wanted to communicate to you guys tonight is what we I would refer to as a target of intensive intervention group refer to 34 we refer to these students as 34 students these are students that have unfortunately failed to pass the ire3 assessment in their third grade year so what we've done with these students specifically is we've assigned them 50 additional 90 minute

104block sessions to remediate or actually I should say to accelerate their progress and the closing of the achievement Gap that happened within what we know about our students who struggle with the ire3 assessment is that we really want to intensify all the intervention efforts that we make but with their ability to read we know literacy is the foundation that we can build a lot of academic success on in the future and without that so this in infusion of 50 additional sessions provides a pathway for those students to get the necessary support that they need to move forward those students perhaps will get additional tier 2 support or other things depending on the data but this is something that we felt very strongly with based on the students that were unable to pass the I read

105three assessment get some of those additional supports the other systems that um again we won't necessarily have time tonight to get in more detail with is really our professional development systems that are structured around helping our teachers become uh to where we've been using a lot lately is have more efficacy in their ability to ensure that our students are meeting their literacy goals and reading on grade level in all areas you'll hear me on the 26th refer to teacher Pathways School Pathways and teacher collaboration very specific elements of how we're developing teachers and to increase their instructional knowledge and ability to be able to execute and and improve student outcomes our school Pathways which are very targeted specific goals our students have all Focus around literacy development um those goals are all specifically linked to

106their school Improvement plans and they're all identifying those areas like Mr Brooks shared with you tonight around either NWA map growth and I read three assessments so those professional development sessions that teachers are getting especially in our k-4 buildings right now are all very specific to those goals that I know that we talk at the school level and at the district level similar to attendance is just what I would refer to as the awareness and support one thing that we know is that the the ability to read starts at Birth um and the awareness that we want all of our parents and caregivers to know is just what we can do to promote literacy development and all um everyone from birth to from birth to kindergarten really from birth all the way through K-12 part

107of that is is just awareness and support around that so our schools have monthly reading challenges we're setting up class and school competitions just about how many books can you read how many pages can you read just to get that exposure to oral and written language for our students guest readers I know I was talking actually Mr Clayton I were just talking about Guest reading in some classrooms um ask Dorsey you know very well about Sunday Heights program and guest Reader Program that is set up just the importance of students seeing adults as readers as well with that social media awareness um there there's a specific emphasis on just what those practices and reading practices are looking like in classrooms you've probably noticed that in newsletter content in Wednesday calls there's been academic information around

108that to bring awareness to the front and acknowledgments just like in attendance systems for acknowledging students but good reading habits reading daily doing those things book giveaways vending machines that spit out books right all these different things that are bringing awareness and again they may not every single one of them is the one thing that supports the ultimate achievement or completion of the goal but the things that add to the awareness and promote the habits that we're trying to do that as well family literacy nights again Mr Brooks wins the award for the most references and standard reports tonight but he highlighted a great practice tonight and one that I look forward to showcasing what all nine elementary schools are doing on the 26th when we have the opportunity to talk about those as well

109um ultimately it is about that genuine love for reading obviously here just highlighting some of our Warren students parents and teachers in terms of how we can Infuse that and then how that infusion and genuine love and solid instructional systems really results in the outcomes that I know we're all looking for happy to answer any questions I just wanted to say for your reading support those extra minutes that you add on is it one-on-one or small group how do you do that yeah tier two all the intervention groups are small group so we Define those as eight students or less not all groups have eight some students I know we have some intervention groups with two students on because we group those students and by need so if I have a specific need that has

110to be the same as Allison's specific need we would be in a group together but um but we we take a look ultimately it's a it's a it's not as complex as a school funding formula that Mr Parkinson talked about but you have a certain amount of adults in your building that go to this grade level for tier two let's say I have six adults that go to tier two and I have 40 kids that we need to support we divide that and try to group them in sizes because we know those smaller groups is really where we can make up a lot of ground as well but they are a small group you know seniors you know when they retire they look for things to do or you guys in need of volunteers to

111come in and give one-on-one we welcome guest readers we welcome reading with students one thing that we're trying to be very intentional about is using that as a support on top of what they're already getting so for example we wouldn't want someone to come in and pull a kid out of their reading instruction to read with them we would want the kid to read get their reading instruction and get that additional support whether it's a senior or someone else to come in and do that but absolutely you can reach out or Community can reach out to any of our building leaders and we would welcome that support the reason I said that is you know some students they can learn in a group with other students but there are students that need that one-on-one in

112order to get a full understanding to make that light bulb go off so that's why I was saying you know we we have those are some excellent learn excellent things that you have in place I mean awesome and I was just trying to think of what else could be done to touch that student that really need that one-on-one some people just have to you have to let me give you an example way back in the day before I knew anything about computers I went to a computer class the teacher was awesome telling us how to start the computer oh she went through a whole lesson at the end of her lesson she was like okay continue working I raised my hand and I said how do I turn this on I mean it's like you

113did all that talking I have no idea what to do with this doggone computer so she had to come over and actually work one-on-one with me and I had to write it down and say you touch this you do this and you do now I can use the computer but at that time it was just you know so complicated so that's the example I'm telling you some people just need that one-on-one and that's what I needed absolutely and also is there are there any incentives for each step that they progress like he had the spinning wheel for the attendance for students that make that progress is there incentives like okay you move from this point to another and yeah one thing that I wasn't able to incorporate in this but I think some of the

114presentations especially around the family literacy nights and the other things and the ways that we're acknowledging we talked about acknowledging good reading habits and acknowledging growth we want all our students to grow right and students incentives right now look more like achievement recognition certificates and things like that for students I know that I was just at Lakeside the other day and they have a big incentive wall as far as how students are climbing up a mountain to hit their goal in different parts about that everyone wants to achieve everyone wants to grow and everyone wants their bucket filled in terms of telling them that you're on the right track keep going keep going keep going in terms of that I don't know if we have a literacy will that's that gets spun around or what

115to that but at the same time acknowledgment is a key part of that which I couldn't agree more yes thank you um quick question kind of a side note we used to get reports from Oasis do we still have Oasis volunteers Oasis says I think as you guys know they're long standing facilitator is no longer with us but Oasis we don't have a Warren anymore Oasis has actually went to a paid model as well they're no longer a free volunteer system they require quite a nice chunk of change for that but yeah mm-hmm yeah I've got a question uh it's just in reference to your extended day tutoring uh who's going to be providing that after school tutoring and um and the intervention that's our reading interventionist that we have assigned to each building uh

116one of the aggressive moves that I would say we made at the end of last year after we recognized our current reality with their reading where our students were with reading were compensating our reading interventions to do so but every Tuesday and Thursday they stay for that 90 additional minutes there in students use warn transportation to be home after that we actually schedule those students those students are actually we take attendance in that intervention class we schedule those students into that intervention class they get a grade in that intervention class we actually see it as like an extension of the school day at the high school we it's not the high school but we refer to it sometimes as period eight so it's just an additional period of instruction our plea to parents for that

117intervention class was we know your student can get there but they need more time and we're able to provide that support and that resource we have a very our most qualified reading teachers happen to be our reading interventionists and they can have 90 additional minutes two days a week with them after school obviously free of charge and obviously parents are looking for that support as well they want their students to be good readers as well but it's our reading interventionists to do that the other tutoring there are certified teachers teachers have the opportunity to do that for additional compensation to tutor thank you guys thank you so much okay we are getting down almost to the end we have Marcus Clayton coming to us with a construction update good evening president Williams Dr Anson members

118of the board uh before I present to you the construction update for September I want to wish our friend and colleague Allison Woods happy birthday ah [Music] thank you it's mid-september here in Warren Township which means fall is upon us football and homecoming welcome to another edition of inside Warren as we take a look at the mini construction projects here in Warren Township our goal is to maintain Financial stability while investing in efficiencies and environment if you haven't noticed already we have the warm Plaza it is finally complete and you see the worn letters right behind me so I'm going to use this as an opportunity to take some pictures [Music] all right what an amazing display we want to thank our friends from Sports graphics and section 127 for installing this display now at

119this time I want to bring to you from Skillman Tanisha Smith and if you recall Tanisha is a warrant Central graduate so Tanisha how are you doing today I'm doing great so Tanisha you've been here pretty much since the beginning of this project and you've had the opportunity just to see the progress take place over the past several months so what's new here at Warren Central High School obviously we already took a look at the display but what's new because I know we have things going on at the high school near door one in the career center all right select career center for interior framing so we have the reception desk and all the all the um offices so that's going we are still about to get directed for for like the clinic and the

120more administrative things for the Warren Central High School welcome back we are currently inside Warren Central High School at the new athletic Hall of Fame now you got the opportunity to see this project from its Embassy [Music] through the construction phase well construction is over with now so now we've turned the keys over to section 127 so they can install the artifacts as well as content that's going to turn this space into what a I would say the best athletic High School Hall of Fame in the country and with us from section 127 is Mr Niles morality Niles how are you doing sir I'm doing great what about this film here over the windows that says Warriors yeah so that's a frosted uh graphic that's applied to the glass directly what we really want to

121emphasize was the big dimensional piece outside that says Warren and then behind that piece uh a nice big element that says Warriors so whenever anybody's walking into this school we can see Warren Warriors in full effect that's that's unbelievable and then this is this may be the highlight of the Hall of Fame I mean we'll see once everything gets installed but this is what we call the Ring of Honor you see a lot of schools particularly on the college level that has something similar to this but tell me a little bit about this this ring yeah so it's an illuminated ring hanging from the ceiling and what this will allow us to do is easily change out historical people in the program coaches athletes really anything that is you know historic overall we can change

122out these Graphics very quickly and easily and then also behind you you'll see all these trophy cases because is this one of the state championships will go all the state championships will live in these trophy cases they are modular so this is the uh first assortment but what we can do is very easily move them around and really showcase at different events how we want to display and really fill up the space I know we've been doing some workout and Performing Arts so let's go take a quick peek at Performing Arts yeah [Music] yeah I mean it really started with uh you know getting the flooring replaced uh doing a full repaint of the hallway and gray and then we came in with our paint plan and really wanted to emphasize you know the Angles

123and the movements of a marching band or Performing Arts type of program and really get that brand color on point with the gray that's already here so everything that we added is the gold and the black to really capture that brand color and presence 2022 is the year of change we had one major change here at the high school we have a new principal in charge and her name is masimba Taylor how are you doing I am whale thank you well I'm excited to not only have this opportunity to interview you but I remember when we first started here as teachers at the high school really good old day 20 something 20 years ago at least years ago yeah and and look at you now look at yeah so you have walked into a let's

124just say a construction mess your main or what used to be your main entrance at door one is not accessible right now obviously we have work going on at the career center we have been able to finish um some work in the Hall of Fame but still working there had to just all the the newness of becoming the principal here at one of the largest high schools in the state how challenging has your first few months been so it's been good it's been challenging but a good challenging and I think the biggest thing is just ensuring that there's been processes in place and that everyone who should be involved is involved and everyone who should be aware is aware and so the challenges is just making sure that all of the working parts are in

125fact working and working together I would have to say that you've been officially sworn in okay so your black hat okay will be in the mail okay can I get pink no no okay no we don't we don't see we we're branded here hello we'll do the best we can Miss Taylor I know you're a busy lady appreciate your time thank you good luck with this process all right I appreciate you okay we're here at Grassy Creek Elementary the home of the Prospectors and here with us today and this isn't a new face but Mr Bob Spencer who's been our construction manager here at Grassy Creek pretty much from day one Bob how are you doing I'm right how are you I'm doing okay man it's it's September the project the construction is progressing the

126way you want it to so what are some of the updates that we need to know about uh well we're progressing pretty well in the cafeteria we expect to have that turned over in the next two to three weeks so that'll be that'll be that's a I think a pleasant news for you guys finally get them out of the classroom back in the cafeteria all right Bob so this is the world premiere of what will fear soon become the new Grassy Creek Elementary cafeteria ta-da there's a lot still here to go it was a long way through to go so where are you guys at right now we I know it doesn't look it but we have about two to three weeks yet we're finishing hanging drywall we'll be done with that tomorrow they're going

127to be working on the finishing and then by the end of next week we'll have all the painting done uh Thursday of this week we're going to start on our wall tile so that will move over the next two weeks as well and then really the first week of fall break the plan is to do to vitrify the terrazzo to polish the terrazzo the existing part of the terrazzo and then I believe it's October 14th is a Friday the expectation is then we should be able to get furniture brought in here so we've we've got two to three weeks for us to finish our construction and then we'll have final inspections and punch list and then the vitrification and turn it over to them over fall break Bob this is the multiple purpose space here

128back to my left and then we are currently standing in the store what we're defining as the stem area correct okay so last time we were here [Music] I think last time you're here we had just started hanging some drywall but it wasn't anywhere near like it is now so obviously the drywall's been hung and finished they're working on painting painting it now obviously a lot of square footage to to finish and paint but they're working on that all of the duct work has been tied in at this point and like I said the air handlers are have started up all but one of them and that should start up here today or tomorrow so the last question I have for you is I don't know if you noticed our new branding Warren construction gear

129no which will be available soon on the Warren website and this is specifically for construct so really you have to you have to be recommended in order to have the privilege to purchase something like this so I mean I don't know if what you guys are doing at Skillman I don't know if they take care of you but with this would you be interested in something like that absolutely where'd you be yeah I love it all right man well you heard it here this branded Warren construction gear will be coming to the Warren website before you know it welcome back to Lowell Elementary and we are here today to announce a big event that's coming up in the month of October on October 24th from 6 to 8 P.M we will have the grand reopening

130of Lowell Elementary to celebrate the completion of the construction project it will be highlighted by a special ribbon cutting ceremony involving our superintendent as well as our school board members and we will give our community the opportunity to come in and take a look at this brand new facility so how's our favorite music teacher history like how are you doing doing great doing great it's going pretty well this year so far I love the space we love the space love the space well I really enjoy that class foreign [Music] there's a snake in that video oh my goodness what a two hands and a foot oh let me see I see one two three four five oh I think I see more threes I'm gonna put a three up there [Music] I think I hear

131you saying that what you think it was oh and it raised our hands raise our hands what do we think all right let's put four four there we're gonna find out how do you bring that much energy is it the glasses like what is it so if I'm feeling low I just put on the glasses and it helps so the reason why we're really here today is because um you know your rendition of Twinkle Twinkle Little Star went viral I'm not sure [Music] twinkle twinkle little star how I wonder what you are and um really what people are asking for us for round two around two yeah so we perfected a classic it could make a little star what do you have for us today oh my goodness on the spot again that's that's how

132we roll that's how you roll yeah I mean the piano's right over there I mean how about a little row row row your boat let's do it all right okay well our xylophones or piano you just need to know because uh again I'm not the one to brag but you know I used to travel with Prince in the revolution yeah you know I took over for Sheila when she left the group and then it was just prince and the revolution then he turned into like this song anyway right so okay okay and we're gonna start on the C okay ready I'm ready CCC okay [Music] from the top sure all right all right you play and I'll see perfect one two here we go [Music] gently down the street that's all I know what are

133the other words we merrily merrily merrily life is but a dream okay so I'll do the first part and then you do the second part because you said okay you ready I'm ready here we go gently down [Music] this has to be the most dynamic duo in the history of Warren Township right here [Applause] can I answer any questions at this time where'd you get your singing lessons from well as you heard I used to travel with Prince in the revolution oh okay you know but that's that's a that's a story for another day yes I know so we'll just we'll leave it there all right thank you so much Mr Clayton and at this time uh lashanna do we have any yellow cards yes president Williams we do okay great um I would like

134to say this uh before our Representatives come up uh this is the procedure um you will be allowed three minutes each and um after that three minutes we will let you know your time is up we do not respond to your comments we have someone to get back with you at a later date so you will have three minutes to talk and then the next person to have three minutes to talk and the next person to have three minutes to talk and then someone will get back with you um in in a response but not tonight okay all right Lashana first yellow card I have is for Michael Patrick okay you may step up to the podium please the where is what is what is status where where is it and we have a burden

135about it in a newspaper I wondered why someone would definitely get back to you and give you um your response you have filled out the yellow cards so someone want you with your contact information and someone can get back with you Dr Hanson yes thank you so much for coming I hope I'm pronouncing this correctly the last I'm not you I'm not going to get it right Miss I'll just say Rhodes is that the can you conquer Miss champagne I'm so sorry we can't we have people virtual so they can't hear yep so if you please step to the podium so they can hear thank you thank you um so basically basically my concern is like his my daughter went through a number of violent uh bullying last year and I came here and um

136I talked to a couple people and all of that although something was done for my daughter um I now have a freshman there and I think that um one I feel like there's like there's not too much that the administrators can do um it is up to the parents and I feel like and I went on Facebook and I've asked parents to like you know come here and all of that you know because it again it takes a village and I feel like that like they they're talking about attendance and literacy and all of that well it's kind of hard for kids to focus on that when they're going through so much because what's happening is kids are going through unintentional trauma and like the situation with the young lady to happen it what happens

137is as they grow up this this bothers them as they become adults and all of that my daughter will be 17 I have a 14 year old but they went to school with this I didn't know anything about it until we walk into Walmart and they talking to me about it I'm like what and then the next day we get a recording saying this is what's going on now I understand the privacy of the parents but also we have kids that we have to get up the next day and send these kids to your school knowing that our kids are protected and so it's like I I do my best to make sure my kids are not in anything and I don't cause any trauma that can cause them as they get older but then

138to go to school and they're getting this like how do I protect them from this when I'm doing my best as a parent but then we have these other parents this just I don't know I don't want to speak on nobody's situation so for me it's like it's some way can we make these parents accountable for their children's actions because the kids are only going to be able what you allow them to do so if you if we sit back with our hands tied behind our back I mean there's they're going to continue on they're going to continue to put other kids into situations where they're scared and they can't come to school like sometimes we think our kids is at school and they somewhere hiding out in the bathroom hiding out somewhere because they

139don't want to come to school because what may happen to them or what may happen to someone else so it's like how do we encourage our kids to want to go to school to want to do better in all it is when they're going to school with all this mess and all this drama like what what about us parents that want this for our kids so what like how do we make these parents accountable and me for one I'm like I'm standing here telling y'all you can call me I'll go to Every meeting every walk I'll talk to other parents I'll be the voice I'll be the voice for everybody I have no problem with doing that if it's going to protect minds and all the other ones that want to be there and that

140need to be there and that and that's and that's and I came with her like we've been communicating a lot about this and it's just like I've reached out to parents or whatever and it's only so and I know people work and I know people have so much going on but at the end of the day it's like I would rather work with y'all to make things better for my kids than work where I'm working to make them look better physically when I know that they're mental is not there and it messes up my mental knowing that my children's mental is not there because how can I be there for them not knowing what I'm sending them into every day and I'm a preschool teacher myself and run to daycare so it's just like I

141know what I do with these small kids and I know when my mentor's not right before I unlock the door to walk into that daycare I sit and I pray and I'm just like hey it's not about you right now champagne it's about these babies and although in my hair I might be going through a million things I never let my kids at my at my job see that I never let my babies do see that and even with my kids at home I never let them know the emotions that I'm going through I'll go in the room and I'll shut that door and I'll cry but when they go to knock for Mommy I'm smiling and I want them to that same thing to be when they come to school and I know that

142the teachers like they try their best to hide because the parents can be scary too so it's just again if I have to be the voice I have no problem I'm scared or nobody as little as I am if I have to be the voice I'll be the voice if it's for these kids because somebody has to do it and I know y'all it's only so much that you guys can do but I feel like me and reaching out to other parents I can do more than what you can do so and I'm willing to thank you so much I do want to say uh to you that we as a board and superintendent we care about our students and families and safety is one of our top priorities someone will be getting back with

143you and the other gentleman and we just want to let you know that thank you so much for coming forward Gibson is that right Elisa Alicia good evening board I wasn't sure of the process so I had sent an email um to miss Triplett um so if you see it just disregard it and I'm just going to read it out loud excuse me this is not my thing talking in front of people um hello my name is Alicia and my daughter is currently a freshman at Warren Central first and foremost I would like to say my thoughts and prayers are always with you all from the bus drivers janitors lunchroom staff teachers principals and the board members um I who have an immigrant part in the daily functioning of this school system I am a

144registered nurse who also like yourselves thanks to covet pandemic we had to continue functioning in our capacities while living day to day in the unknown but somehow as First Responders we stepped up and persevered so again my thoughts and prayers are with all of you but moving forward um how does Morton Township plan to ensure the physical mental and emotional health and safety of our children who are under your direct care and supervision five days a week for eight hours sometimes more secondly in the event that there is a medical emergency who determines when the ambulance is dispatched um and it saddens me like um champagne that no other parents are here to talk about our kids and our safety not only physically but mentally and emotionally so again like she said I'm available when

145I'm not at work to come be a volunteer just reach out to me I'm available thank you so much for coming forward we appreciate that and as I said before you know we are concerned and someone will be getting back with you thank you so much foreign get their information from them so that we can have their contact information we're going to move on to um our action items um which includes uh Dr Hansen vacancies for the first item of fraction um is in regard to board vacancies um I do want to bring one addition to one additional change to your notice and Kim I don't know did we get that in the one that's loaded okay on the second page there's a section for interested persons um a recommendation was made that we add

146and qualified so that will now read interested in qualified persons are to submit their interest in writing to the president at this time I would ask for your approval for this policy I will second it has been moved by Howard and second by Terry we're ready to take a vote discussion oh discussion I'm sorry I like coaching the microphone on the background it's correct in what's before you but it it's actually the last bullet point that's changed slightly as to the number of people who are interviewed so it's three unless we don't have enough interested in qualified people just for transparencies I want to make sure everyone knows what they're voting on is there any other discussion if not we're ready for a vote Howard oh my God when it takes wanna take a girl

147can we take an oral boat from here okay Howard how do you yeah okay and it passes okay now we have Brian Simkins uh we'll be talking about commencement bargaining president Williams Dr Hansen members of the board I have before you as an action item policy 3120.11 and this ensures that we have a district policy that simply makes sure that we follow Indiana Law with respect to having a public hearing prior to the commencement of formal collective bargaining which starts September 15th and goes to November 15th but then also make sure that we follow the requirement of having a public meeting no later than 72 hours prior to board ratification of a tentative collective bargaining agreement and then a further requirement that no later than within 14 business days once the board ratifies a collective

148bargaining agreement that it's posted online for Public Access is there can we have a motion I'll be commotion I'll second it Terry made a motion and Rachel's second is there any discussion if no discussion we're ready to take a vote all right and it passes thank you so much now we will have Ryan Russell with mandatory curriculum good evening I have two back to back here and I want to make note of some updates that were made since the discussion uh after conversation with some of you first up is mandatory curriculum I think I'm on the right one yes and I'll Point your attention to section I um added to the very beginning of that sentence was medically accurate instruction on human sexuality or sexual transmitted diseases no other changes in that but we did

149add that after Rachel's recommendation for seeking approval at this time can I have a motion second it has been moved by Rachel and second by Lashana is there any discussion if not we're ready to vote it passes okay Mr Russell you're still up for schools and governmental agency yes for policy 5540 I want to point your attention to One Small Change since discussion last month it is the third paragraph and this is a reference to lashana's question we struck the shell the principal does need shell be present through the proceedings and we change that word with may be present throughout the proceedings at the review of that there's no statute or any kind of code that requires participation in the DC event or DCS events or interviews sorry however we still want to in the

150event where they request our Assistance or whatever give permission to our staff to be president of those but not require it so seeking that approval at this time I sell move for approval it was second Lashana moved motion and Terry second is there any discussion if not we're ready for a vote and it passes thank you now we're ready for Matt Parkinson cost principles spending funds again board members I have two policies related to federal spending for your consideration this evening both presented in the same format as last month for the first policy 6114 we're recommending the addition of uh two two portions of language one which specifies that we will not use federal funding to make expenditures for prohibited telecommunications equipment and the second indicating that any federal expenditures that are subject or that

151that are for construction of at least two thousand dollars will be subject to Davis bacon wage Provisions I'd ask for your approval for this policy update so moved Julie motion and Howard II is there any discussion if not we're ready for a vote Howard aye yeah and it passes and Matt you're still up for federal [Music] grants yes thank you policy 6325 is substantially similar to the policy that we just covered this one focuses specifically on procurement using federal dollars and we recommend adding a similar language indicating that if the spending is going to be on a construction project where the procurement is on a federal construction project that we will be bound by Davis bacon wage provisions and I'd ask for your approval for that updated language second in Julie moved and Terry second

152is there any discussion if not we're ready for a vote thank you and it passes thank you Mr Parkinson okay um Ryan Russell is up for our discussion items graduation requirements yeah first up tonight is policy 5460. this is updated language specific the graduation requirements uh really um all this does is update US based on current uh Indiana code aligns at the 2034-2 specific as you may be aware we talk specifically about the three main components of a student's graduation credit requirements employability skills and post-secondary Readiness I did attach with the revision summary a checklist that comes out of our courses study at the high school which kind of signifies what those three components look like I don't know if that's printed off for you if it's just in reference as a PDF Credit Credit

153requirements students are required to earn certain number of credits to be eligible for graduation employability skills referred to as box two they have to either complete project-based learning service based learning or work based learning and then box three post-secondary competencies that's really where we one of the primary ways that's accomplished is through the SAT testing now that being said when you hear us talk to pathway options for students and other components that's another way to check box three we've been doing this this is the first year required for the class of what are we 2023 is required to use this graduation that there's no longer a test only provision as it was from the class of 2022 and previously the other thing that's in addition to this it aligns with Indiana's igps plan which is

154which is graduates prepared to succeed but requires seniors to receive notifications re around the FAFSA process and the benefits of completing the FAFSA so all in all it's a language update that being said I would be happy to answer any questions do they get any help with completing the FAFSA yeah we'll have FAFSA completion nights or not completion FAFSA information nights for that uh one thing that we're starting to track is the percentage of students the percentage of seniors who complete the FAFSA that's actually part of Indiana's graduate prepared to succeed plan two as we start talking about College and Career Readiness providing additional opportunities and support for that process which is not it's not a simple process and it's one that if you get your federal student ID number or whatever it is it's

155complicated I know we just did that last year for my daughter but those information and support nights will be advertised and we'll be providing families and students at support thank you is there any other discussion okay thank you now we move on Ryan to sponsored Publications yeah school-sponsored publication or Publications and Productions so this is policy 5722. um this is a pretty substantial replacement policy within there uh the highlights [Music] updated language and as I put in my revision this will require a review and update a policy 7544 after the completion of this that's use of social media in today's day and age where obviously we have traditional forms of student Publications like the owl that you're used to and there's language specific on that but we now have radio TV broadcasting we have a

156digital applications class that all use social media in terms to be able to use that in both a extracurricular in curricular sense as well it certainly provides and within the specific language it establishes that these Publications and Productions are subject to Prior review as long as it's for one of four reasons which are listed poor Grammar and Writing is evident legitimate question of age appropriateness where matters Beyond The Limited um it's supposed to say source of form are included in the content involves unprotected speech so obviously there's protected speech and there's unprotected speech with that it gives our staff members an Administration the authority to review in those areas if it's going to violate any speech protections um it is quite lengthy I'm happy to answer any questions or follow up between now and October

157if you have any questions any discussion thank you so much now we're ready for Matt Parkinson to come to us with Grant funds oh no it's it's uh Matt Parkinson oh online says not okay so Matt is not coming so I tell you we'll go to Marcus Clayton with food service and I'm sorry I'm not nearly as smart or good looking as Matt is so it's got to settle for me to close this out okay for discussion we propose a revision of board policy 8 500. this minor revision proposed for this policy offers corporations the option to expand the current policy and include a Prohibition against discrimination on any other legally protected category additionally as required by federal law the board will have the opportunity to establish a complaint procedure for filing complaints of discrimination

158specific to our food service program through Borough policy 2260 non-discrimination and access to equal educational opportunities provides detailed reporting procedures for students and staff members however the recommendation will add the USDA program discrimination Complaint Form therefore all verbal or written civil rights complaints regarding the Warren Township Child Nutrition program filed with the corporation must be forwarded to the Civil Rights division of USDA food and nutrition service within three days for discussion anyone have any comments or any discussion if not we can get back to you if we think of anything thank you so much at this time we will have our closing comments and we'll start with Lashana thank you everyone for staying with us so long it's a late night I just wanted to um let our teachers know and our admin and staff

159that we are here to support let our students know we are here for them and our parents that their voices do matter and we are listening so um as a board member for the students staff and our parents please reach out to us that's our job to listen to your voice and represent you so um thank you again for being here I know you've been probably working all day so um go home and love on your families and we'll be back at it tomorrow thank you so much Lashana Rachel um I wanted to touch on a few things some of which I missed earlier and I apologize I did want to thank Mr Patrick Miss Rhodes and Miss Gibson for coming tonight and for sharing their concerns um I know LaShawn and I both have

160kids at the high school so we share them um I wanted to welcome everyone to celebrate Hispanic Heritage Month which I think has been mentioned a couple of times but I don't necessarily know like from this side of the table so um that started six days ago and then I did want to share that um the Indiana educational Equity Group um with a lot of help from is TA has been holding luncheon learns on their three main points the one this week was on recruiting and retaining bypoc Educators next week's on cultural competency in education in Indiana and in two weeks it is on enhancing pre-K in Indiana so if anyone is interested in attending and once a link it's via Zoom please let me know to everyone else have a great evening thank you
