United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. >> Welcome everybody. We'll go ahead and jump right into things. Uh is there any comments regarding agenda items at this time? >> On consent agenda items entertain a motion to approve as presented. the motion second. >> We have a motion in a second. Are there any questions on the motion? Hearing none. All those in favor signify by saying I. >> I. >> Those opposed. Motion carries. Doc Harrison superintendent report. >> Page 12 of your board packet as a written report. Short and sweet this month. Um, a lot of documents being exchanged between the corporation office school legal council. Just trying to finalize all of the moving pieces for the exchange of the building.
So that's been going on in terms of redistricting. I would applaud all of our custodians, mainten that that place and get it moved. They've been doing a bang up job and I just can't appreciate them enough for everything they've done. met yesterday with school board association, superintendent association in a joint session regarding school laws that are changing as of July. So, I've got a document for you. I don't have it for you tonight. I'll send it out over the next couple days. It just shows you all the changes that legislation is bringing to us as of July. So, we're we have a lot of hoops to jump through bond balances. I I would like to just point those out to you. 2023 bond if you would balance on that 483722 and 23 cents. Uh currently
we've got some things that are already underway out of that bond. We got concrete work high school lockers put in there. We're still waiting on the roof schedule here. Those have all been approved. Tonight we do have some uh discussion available of a concrete change order that would take another 28,000 that there's been some discuss drainage. I do not have an estimate on that yet. They're still talking about how that works. There's a piece of curb runs along the football field. Again, don't have a quote on that. And it's not you will have in your board packet parking lot repair seal paint. Um so that's going to come out of there as well. So just understand that 483722 is going to diminish some depending on what kind of action is taken tonight as well. And
the 2024 GO bond is at zero. On the education fund side, uh the May cash balance was uh end of month cash to which is an improvement over the April end of month cash. Again, our projections for the year 6309256 for the end of the year. And again, people should be very aware that the cash flows that are presented to the board, cash flows now in the public facing document, those are estimates, right? Those are things that are based on a constant flow. So to say at any point in time, well, this is a hard number. No, it's not really a hard number until the end of the calendar year, the end of school year. That's when those numbers firm up. Anything that happens between now and then is to be assumed as a fluid
number. I think the other thing that people need to remember particularly those who may be looking at the public document schools run a lot on reimbursements right so we spend the money up front and then we file for reimbursement on a special ed on a on a Perkins on those kind of things so there are times obviously where our fund our flow cash flow looks like we're in the negative right but some of that will be reimbursed with tax money that's coming due you know that we'll be hopefully get our property taxes in June Last year was a little bit into July. Hopefully they're on they're able to to meet those demands. But that's just a little bit of a description for maybe those who are looking outside of here not really familiar with cash
flows on that. So that's the ED fund side. Ops fund side May end of month was a minus 75547419. Uh again that was a little little further down the road from the April minus 559 29235. Uh we should see that improve once we our property tax distribution in June. Projected end of the year is 173 35316. So that you know again at the end of the year all our accounts have to be in the black. We cannot run count accounts in the red. And so that's what we're constantly watching. We're watching flows and we're looking for hard points in June and December. So I hope that explains some of the cash flow things that people may be looking at. Uh other than that, I just have a calendar of upcoming events. Um coming up next
for me would be the uh school finance seminar in Planefield. That's going to be very interesting this year in June. And we're already looking at July. July 8th will be the board meeting. I would point out July 24. I know I've sent you some messaging on July 24th. That's a Friday. I know that's going to be problematic for some folks, but I really encourage you to take the time we need for that retreat at Bridge 61. We have a great speaker for the board and the administrators. We've got some great team building things that are coming in. I can't I can't encourage you enough on that participation. As we get closer to that date, I'll send out some more details about the time and what the day might look like. But we're going to cater
and The beautiful thing I I won't say it too loud now, but our our speaker and our presenter for that day is comping the entire event as a gift back. This is a regionally Midwest regionally, maybe even nationally recognized speaker who said, "Hey, look, I'm invested in this community and I want to give back." And if you look at what those folks charge for a day of this kind of service, it's a great donation for us and we should be really thrilled for that. It's not going to In fact, he's even got he's got somebody to donate a catered lunch for us. He's that good. So, I'm looking forward to it. Board admin team. I think it's going to be really beneficial for all of us. So, that's my report. Short and sweet. You have
any questions? I'll do my best to address those questions. Moving along. Is there any old business coming? >> No. >> Moving on to new business. bid process for vacuma. >> So I would have you look at page 19 of your board packet. That is the actual notice to vendors. That whole one pager is what we would publish over the next two weeks. Uh then we would give people essentially 30 days to put in a written bid. So that's part of this packet tonight that I'm asking the board to approve. Beyond that would be the uh purchase agreement. So a lot of the on the purchaser at that point in time in terms of meeting all the legal requirements and the next three pages are just pure legal ease about the purchase agreement. I'd have you
look at that if you have any questions we'll certainly get those to Mr. But if you approve that tonight, we at least get the advertisement and that process started so that people can have opportunity to place. Is there a motion to approve the bid process? >> Motion second. Are there any questions on motion? Seeing none, all in favor signify by saying I motion carries. Next item is from concrete work change. >> So you have in your board packet a quote from concrete company, Mark Landlin. Whenever we looked at the original project, we quoted everything essentially from the aole down and did not include this a-hole entrance. It makes total sense to have them quote and do the work while he's here. Uh he asked if the board could could look at this tonight and make
a determination tonight. That way he can get his cutter out here for one day as opposed to have to bring it back. So, uh the additional scope square ft of remaining sidewalk removal replacement 27,850 that would come from the big fun >> hearing none. All those in favor signify by saying I. >> Those opposed. Motion carries. Uh River Park um parking lot quotes. >> Okay, you have three quotes in your board packet tonight starting on page 36. The first is from Central Indiana Asphalt. They have actually two bits to their quote. There's a milling and patching section for 32,000 and seal coat 37600. So the grand total 69600. The next quote that you have is from preferred asphalt services. It talks about cleaning out areas, cleaning major cracks, cleaning surfaces, but notice it doesn't it
doesn't state anything about any milling of damaged areas. Uh so that's 41,900. So those are kind of the extremes. One that includes a fair amount of milling, one that doesn't, and then you have one in the middle from Tucker Asphalt there from Spencer. They they talk about doing some milling refilling as well and their total quote on that whole project is 59242. I did talk yesterday with Superintendent Spencer Owen Community Schools. He said we use Tucker for everything. Said they do great work, they're on time. They deliver great products and he said if they tell you they're going to get this done for that price, they're going to do really good work for you for that price. So there you have the the quotes. the the central Indiana and the Tucker are the most alike
in terms of the scope of work. The uh preferred is a a lesser scope of work. Therefore, it's a lesser >> any discussion regarding the dollar amounts comparing app to a little bit different. They go a little bit deeper in there. I would like a little bit more money for it. There's some break. We have a motion and a second to use Tucker. Are there any questions regarding the motion? All those in favor signify by saying I. >> Those opposed. Motion carries. Policy 5136R personal communication devices. This is the first read. >> This is the Niola policy for cell phones in schools. And essentially it's they're prohibited from using personal communication device while at school. needs to be stored away, not in use. And they could potentially use their devices after school, even on school.
I did have Mr. Dicky, I believe you look at this one as well. I had several of our folks comment on the policy, make sure that it was where we wanted to be. So, they provided their comment here for your review. We'll post it for 30 days and move for second reading approval of the July meeting. So, there's really no Just the question, how much different is this from state policy? >> This is the state policy. There are a couple options that we could do differently within the state policy. The state does allow us to ban the use of cell phones technically within the school and on school buses, but our police would be impossible. So we've adapted the policy of during the academic day which is what most goes for discussion anytime they're on
corporation bus anytime they're on school grounds that's within policies bounds policing perspective so extracurricular knock, but it does say with coach discretion. So, Kevin, you as a coach, you guys have your discretion. >> First reading on that RPHs handbook changes 26 27. This is also reading item, >> correct? First reading because it relies heavily on the cell phone policy, right? So, we want to get that approved. So it fits seamlessly. But in your board packet page 47, you see the proposed changes. Mr. Dicki here and he can walk you through whatever questions you may have related to those changes. But it is first reading, second reading and approval will be in July. I made them question medical >> for all medical and our policy would adapt to that and Mrs. actually did the policies and
our policies. Is that correct, Miss the exceptions for use? So, diabetes, anything that medical exceptions, English language exceptions, all those things on top of that are protected. >> Specifically for Apple watches, I've not use that. It's mostly their cell phone that alerts them. >> Um they don't have Apple watches. Um the kids that I've witnessed are at the elementary school. So I'm not sure about >> I don't think that Apple Watch has a >> Yeah, I don't I don't think so either. I think it's the glucose monitor to the Apple Watch. I could never Next item is public official bonds for 2026 and 2027. any of our public officials, treasur, deputy treasur, food service, cafeteria managers need to be bonded. So you have in your board recommendation for the bond amounts for each of these
individuals we approve those motion to approve. >> Second motion second. Are there any questions? Hearing none. All those in favor saying I >> those opposed motion carries uncompensation. >> You have in your board packet on page 53 a recommendation to comply with the request of the Park County Sheriff's Department. They have requested that an officer who receives an extra duty assignment. The minimum compensation should cover four hours. So as such officer Vander will be here until 10:30 tonight. Oh, I'm sorry. I'm sorry. Sergeant Vander will be here till 10:30 tonight. >> I I do have a legitimate question. Can we require that if you're going to be here? Can we ask you to stay until for four hours? It's hard to get guys to give up their >> sense. It just makes sense. Yeah. >>
All right. Heard the explanations or mot to approve. >> I'll make a motion. >> Second. >> Have a motion in a second. Are there any questions? Hearing none. All those in favor signify by saying I >> motion carries. Please just remember shut the lights off. Appreciate that. >> Dr. Harris in a review of most paid events at least from the high school's perspective which is where a lot of come from I do a lot of scheding about the only We can change that. >> We do not want that to change. Correct. >> 12. Let's go. >> Uh staff responsible use policy. >> Page 54 of your board packet. You have a staff responsible use policy. You do see some highlighted section regarding AI. There are not significant changes to this because it's not really dependent
on other policies. We can't have questions here. >> Do you see AI or chat being used in classrooms? >> That's why we felt like it was a necessary policy for both our staff and our students. You make sure um I actually was looking at some slides that Dr. Harrison to us about school and the conference that I just went to and there's a lot of uh deep fake AI images being made across the state and country now. So, it's especially important to have a policy because they're using it. Um what we're trying to do is for our staff um teach them the appropriate use. >> Yeah. >> You know, for for our students um very limited access and We were working on a grant. I don't know if we have a grant. >> Still waiting
to get from the state. >> Um if we get the grants, we're purchasing um school AI which will only allow them to use that so that they can't go out on our network and get to any other >> right. We don't want them to have access to that. We want to be able to to teach them how to use it appropriately because it is the technology that they're living with every day. Um So, it's it's kind of that double-edged sword. We we don't really want them to use it because they need to use their brains, but at the same time, we want to teach them how to use it appropriately because they're going to they're going to use it. >> If we can get school AI, it's going to help us train them in that
way because it's not going to just give them answers. It's going to guide them. >> Yeah. >> You know, and teachers have control over it and it's built for school. So, it's protected and safe. And >> and we did have Rachel had a committee of teachers that she met with to find the best one and to really kind of put through the ringer to see what they could and could not do. So, you know, the students will be guided and not just answers, which they're already doing. We catch them on Google even right now. You know, typing in there's a math question and they have to press enter. It just pops up the answer in the search, you know. So, trying to stop those things and teach them. >> I don't lie. I take pictures
of my kids homework and >> you could scan it and give me the answer and how I got it. >> Yep. Yep. So, it's that's why we felt it was important to add it because the other side of that is protecting the school corporation to make sure that we're doing everything that we can to um protect us from liability as well. Whenever the students um do the grant works question, how well trained is >> not yet? That's part of the >> I we're going to have to do to some extent anyway, >> but we're hoping with the grant that we can get the program and then they will provide some additional. >> Is there a motion to adopt polic motion. Is there a second question? All those in favor signify by saying I. Those opposed.
