We'll go ahead and call the meeting of the stands nationy and justice for all. >> Good evening everybody. All right. we get started here. Uh we have our first public comments section at this uh for this meeting. First public comment section for this is for agenda items only. If you wish to provide please wait your name will receive comments and take them underage public. Is there any public comments at this time? Seeing none, we will move on to consent agend signify to say I. Those opposed? Motion carries. Superintendent report. >> Okay. On page 16 of the board packet, you have my red report. You can see a number of redistricting activities that have taken place in the last month, primarily dealing with personnel with teachers to discuss placements and meetings specific to our redistricting. Additionally,

had meetings with our health trust which is very healthy right now which is good that is a selfinsured trust and we have a voice at the table inreases very well our next increase should come July the district superintendent association meeting where we got some updates about legislative activity place starting in the long session here in January. So, it's been a very busy month, very active month. I'd have you look at page 18 of your board packet. Uh that is our bond construction account. That's the big bond currently sits with $659,598 available projects. of that $63,472 is interest earned on our big bond. Page 19, you see the 2024 geo bond has been spent down to $5,21629. I would also again be thinking about our cash flows. We talked about those on a monthly basis. I'll

go back to 16 my report again. So March our end of month cash was 41357 and April our end of month cash is 560 our projected end of year cash is which is definitely an improvement over the minus 166 48639 that we had 25 and the operations fund um our March 26th month was aus 321237 which is not uncommon to see that down our April 2026 month was 559US 559 2935 even with those two months being what they were projected cash still 14354 which is slightly less than calendar year 2025 cash 219. So I think we're making moves that are going to benefit those funds. I would have to also look just on page calendars. We got some some big deals coming up in the next couple of weeks. 21st is the last student staff

day. At 3:30 we will gather here in this cafeteria to celebrate our retirees. So board members are invited to participate in that. On Friday, May at 7 p.m. we have the River Park High School graduation ceremony here in the cafeteria. Again, all board members are invited to participate in that as well. And then you see for June and July that's my report and sweet question. We'll have our audio techn first item is the approval of summer hours and observations. >> On page 44 of your board packet, you have the annual letter. Um, so beginning on Tuesday, May 26 of 2026, corporation hours will be Monday through Thursday, 8:30 a.m. to 3:30 p.m. Friday, 8:30 a.m. until 12:00 p.m. Summer custodian and maintenance personnel will work from 6:00 a.m. to 2:00 p.m. daily. Independence Day falls

on Saturday this year. All personnel will be granted a free leave day on Friday, July 3rd. All personnel will be granted a holiday leave on Monday, July 6th. Summer personnel should return to work on Tuesday, July 7th at the appointed time. Summer hours will continue through Friday, uh, July 31, and all personnel will resume regular working hours on Monday, August 3rd. >> All right. Is there a motion to approve the summer hours and the holiday? We have a motion. Is there a second? Have a motion in a second. Are there any questions on the motion? Hearing none. All those in favor signify by saying I. >> Those opposed. Motion carries. Next item is the elementary school rebranding. And this is just discussion of late evening. So last month we started discussion on whether or not

we should look at potentially rebranding the elementary school. Um so a survey was created as well as some possible mockups of some mascot looking things. Uh you can see in your board packet starting on page 45 results from some of the surveys that were sent out. These were survey responses as of Friday. I Mrs. Wy and Mrs. Porter help prepare and submit that. Um survey for folks if you want any update updated information. Uh certainly you can talk with her. Um but again we had 50 staff responses and u you can see how it broke down there. It's hard for me to see on this particular so the staff responses over 50. The most favorite option was to change the name to River Park Elementary. Use burgundy and navy as colors. student responses at that

time 31% again the option was to change the name river to park elementary use burgundy and navy as colors and then um on the community survey at that time there were 773 responses and preferred option was to keep Rosedale the same uh without any change whatsoever in addition to the survey Mrs. Porter Mr. collected some information from vendors about if we wanted to do any sort of rebranding. So you can see on page 46 some information from a signs um talking about the the cost. It's not excessive by any means. Clover signs also provided a quote on page 47 that's 1618. Let's see. I don't have that added up in front of me but it's close to that as well. So I would open this discussion among the board how they would like to proceed.

>> Okay. >> And you know current financial situation it is that that we're in does I think we need to take some more time and look at this, get some more community input and uh and then move on. So, we're going to table that item at this time, but if anybody has any input on that, be happy to hear it. Thank you. Moving on, we have revised denial of permission. We should have guidelines and procedures for generating AI. >> Yes, correct. >> So, uh, last month we looked at the guidelines as proposed, had a first reading, they were available for comment. We received no additional comment. I will bring those to you tonight. Page 48 in your board packet for approval as presented. Okay. Is there a motion to approve as presented? We have motion.

Is there a >> second? Motion second. Are there any questions on the motion? Hearing none. All those in favor signify by saying I. >> Those opposed. Motion carries. Now we have the revised denial of permission. >> On page 50 of your board packet, you have a denial of permission that provides um schools with directions from parents and guardians about what information is to not be released. in terms of directory information. Um, this is only a slight change to this form. It actually includes a signature and a date. At this point, it's not it doesn't change the content. So, the policy doesn't change. It just means that we now collect a signature and have a date signature on the board. >> Is there a motion to approve? Have a motion. Is there a second? >> Motion

second. Are there any questions? Seeing none, all those in favor signify by saying I. >> Those opposed. Motion carries. Next item is the concrete work at River Park High School and this will be paid for from bond funds. >> Okay. In your board packet, you have four quotes to examine. The first quote is from MSI and the quote amount is $199,550. The second quote is from Ref and Munt. Their quote is 159845. Third quote is from Hanic. Their amount is 142,788. And the fourth quote is from Teraho Concrete Company, $95,180. Teraho Concrete does tremendous amount of work, I believe, with town of Rosedale. They come highly recommended as well. I'm entertain whatever whatever direction you wish to go, but I believe concrete would do the work well for us and the price is fantastic. >>

All right. Is there a recommen recommendation from the board to accept which contract? >> Y I'll make a motion to hire. >> Okay. Motion and a second to hire Teraho concrete at the price of 95,180. There any questions on the motion? Seeing none, all those in favor signify by saying I. >> Those opposed. Motion carries. Next item is roofing replacement corporation office. Again, this is an item to be paid for out of the current bond that we have. >> So, I've been here 10 years and the roof office at the corporation office has been on the capital projects um plan. Every year since then, we asked all the folks that were in the know in this area, they can't remember the last time that roof was replaced. Um, so we received quotes from two two

providers, Tim Cotrol. Um, the the quote for 20 years product uh 17,675. Uh, the other quotes for quality roofing comparable quote u comparable materials 17,205. Yeah, the question was could our vocational students do that? We would have to get them in the rotation. I know next year is where they build a house. So, I'm not sure that they could accommodate our roof during that academic year. >> All right. You heard the proposals. Is there recommendation to approve one? All right, we have a motion to accept bid from quality grouping. Is there a second? >> Motion a second. Is there any questions? Hearing none. All those in favor signify by saying I. Those opposed. Motion carries. Next item is the additional fence at Riverton Park High School. Again, another bond funded item. Dr. explain. >> Okay.

So, we have a section of fence that we would like to put in by the practice football field. Since the irrigation irrigation system was put in last year, we need to protect that from automobile dust and heavy equipment traffic. And so, we received a quote from ANK Fence for 4oot fence for in the amount of $10,120. I reached out to them specifically because they did all of our other fencing here and they can match the product so that it looks uniform in its motion to approve motion. Is there a second? >> Have a motion second. Are there any questions on the motion? All those in favor signify by saying I. >> Those opposed. Motion carries. Uh, next item is the dispersement of Monazuma ECA funds. >> You have in your board packet on page 67

a recommendation from our corporation treasurer regarding Monazuma Elementary extracurricular activity funds. Obviously with the closure of Mono Elementary, those funds need to be transferred uh in accordance with um state board of accounts guidance and they have provided us guidance that lets us know where each of those funds go. You have the list of funds um and where they're going to end up where they're end up here at the high school for the fifth and sixth grade students or at the elementary school specific to elementary needs. And there is a resolution specific specific to that on page 69 of your board packet. This was provided by our legal council. Um and it just is the legal wording for that transfer. Is there a motion to approve? >> Have a motion. Is there a second? Motion second.

Are there any questions on the motion? Seeing none. All those in favor signify by saying I. >> Those opposed. Motion carries. The cost for the Tuesday Thursday program is $148 per week. >> Entertain a motion to approve. >> Have a motion. Is there a second? >> Motion to second. Are there any questions on the motion? Yes, sir. >> Mr. You want to explain? >> Correct. 360 is 360 per week. Yes, >> it comes out of $20. >> All right. Are there any further questions?

Motion carries. Next item is food service reduction in force. >> Page 72 of your

board packet. You have a letter from Janelle Clint, our food service director. Due to the closure of Monero Elementary School, I recommend we reduce food service staff by two employees. The Southwest Park Board of School Trustees recognizes that some teachers may be nearing retirement decisions and wishes to further incentivize those who may be nearing retirement. As such the Southwest uh

board of school trustees offers the following one-time retirement incentive. A one-time payment of $10,000 into a post-sepparation 403b for each qualifying retiree. The payment will be deposited into the postsepparation account no later than September 30, 2026 and not before September 1st, 2026. This incentive will be made available to up to four teachers to ret receive this retirement incentive. Teachers must submit their letter of retirement to the office of the superintendent by Wednesday, May 20th, 2026 at 12:00 p.m. Any teacher who has already submitted a letter of intent to retire at inclusion of 2025 2026 may apply for this additional incentive. So what we started in April was the first preliminary approval because statute clearly indicates that the Reduction in force is to be conducted between May one and July one. Mr. May has sent the official resolution for approval tonight. >> Okay. So, it's a it's

a lengthy resolution. I'll slow down and read my best. Whereas Indiana public school corporations are funded through three primary re revenue sources. education fund, income tax distributions by the state to schools as a tuition support payment and related grants on a per student basis, operations fund, property tax revenues to schools for operations and referendum levy, voter approved taxes. Whereas schools also maintain rainy day funds for any education or operation fund revenues in excess of expenses and a debt service levy is used generate property taxes for debt that funds capital expenditures or repairs but not operations. Whereas the Southwest Park Community School Corporation does not receive referendum levy revenues. Whereas in 2025, the Indiana General Assembly passed Senate enrolled act one of law 68-25 that ushered in substantial reductions in property tax revenues for political subdivisions

across the state, including schools. Whereas SEA also eliminated effectively in budget year 2028 local income tax revenues that provided approximately $150,000 per year into the Southwest Park operations fund. Whereas as a result of SEA1 and for budget year 2026 only, Southwest Park is facing a reduction in its operations fund revenue decrease of 280,49 u 58 which is nearly a 10% reduction in the operation fund. Whereas SEA1 is anticipated to further reduce operation fund revenues in budget years 2027 and 2028. Whereas, in addition to property tax reforms that have reduced operations fund revenues, declining enrollments have decreased education fund revenues. Whereas 62 of Indiana's 92 counties have faced population decline in the past 10 years, which are expected to continue into the future and Park County has seen a 15 to 30% reduction in schoolaged children.

Whereas Southwest Park has also been facing reduction in student enrollment, losing over 14% of students since the 2016 2017 school year. That is p primarily caused by population decline. Whereas the decline in student enrollment has caused Southwest Park to lose education fund revenues for budget year 26. Whereas while Southwest Park revenues have been decreasing, Southwest Park expenditures have been increasing as property casualty insurance premiums, health insurance premiums, and fuel expenses has steadily increased. Whereas the Indiana General Assembly also eliminated curriculum reimbursement funding, which translates into an estimated annual loss of $165,000 to Southwest Park. Whereas as a result of these revenue decreases and expenditure in increases, Southwest Park has projected a need to cut $1,500,000 in annual expenses. Whereas to that end, Southwest Park announced a school consolidation plan that includes a closure of Monazoom

Elementary School at the end of the 2025 2026 school year. Whereas more certified and classified staffing reductions are necessary to remove redundant positions generated by school consolidation and to reduce operating expenditures to meet the new lower revenues. Whereas Indiana code 20287.51 provides two ways a teacher's regular contract may be cancelled. One, for any reason listed in subsection 20-28-7.51b pursuant to the process in sections 2028 7.52 through 4 2 for probationary teachers for any reason listed in subsection 20-28-7.5-1 B and C pursuant to the process of subsections 20-28 7.52 through 4 and three due to a justifiable decrease in the number of teaching positions based upon performance rather than seniority Whereas Indiana code 20-287.52A states before a teacher's contract is canled, a teacher has the following rights. One, the principal or superintendent shall notify the teacher

of the principal or superintendent's preliminary preliminary decision. The notification must be a in writing and b delivered in person or mailed by registered or certified mail to the teacher at the teacher's last known address. Two, the notice in subdivision one must include a written statement subject to Indiana code 5-14-3-4 giving the reasons for the preliminary decision and three notification due to a reduction in force must be delivered between May 1 and July 1. Whereas Indiana code 20-287.52B provides a right to a conference of the superintendent board for a cancellation contract for a reason other than reduction in force. Whereas Southwest Park has issued preliminary notices to teachers in positions affected by the reduction in force has provided an Indiana code and whereas Southwest Park has further notified classified personnel uh affected ineffective positions of the

pending reduction enforce. Now therefore be it resolved by the school board the board of school trustees of Southwest Park Community School Corporation as follows. effective immediately upon passes pursuant to Indiana code chapter 20-28-7.5 and Indiana code 20-26-3-3 20 2634 and 20 2654 the fourgoing recital are incorporated herein by this reference due to the budgetary conditions as explained within this resolution effective at the conclusion of the current contract year 2526 the following certified positions will be eliminated due to the economic reasons causing Southwest Park to close Monizuma Elementary School to further reduce expenditures upon notice by the superintendent to the affected employees. The number of each position denoted in parentheticals. Elementary principal one. Elementary school counselor one. Elementary school librarian one. Elementary RTI one. First grade teacher two. Second grade teacher one. Fifth grade teacher one.

Fifth sixth grade teacher two. Seventh eighth grade teacher one. Due to the budgetary conditions created as explained within this resolution. Effective at the conclusion of the current academic year 2025206. The following classified positions will be eliminated due to the economic reasons causing Southwest Park. Close Monzuma Elementary School. Also further reduce expenditures upon notice by the superintendent to the affected employees with the number of each position denoted in parentheticals. Elementary custodian 3, elementary health aid one, maintenance one, elementary secretary 1, elementary teacher assistance nine positions. The board of school trustees authorizes, empowers, and directs the superintendent or his design to take action, all actions necessary to effectuate the terms of this resolution within appropriate reasonable timing as determined by the super adopted this 13th day of May, 2026. >> All right, you've heard the resolution. Is

there a motion to adopt? We have a motion. Is there a second? Have a motion second. Are there any questions on the resolution? Seeing none, all those in favor signify by saying I. >> Those opposed. All right. Is there any further public comment at this time? I have a question. I don't mean this. still using the same legal. I will add to that explanation of the original numbers in there. I think that probably did not adarent this year in January. However, that's wrong. That change took place in S1. So my point is what I very bad pieces. >> Thanks, Mark. Any other comments? Yeah, go ahead. Sitting on this side of the table for you make that last meeting. >> Yeah, we'll continue to work that. All right, everybody's had time to review the claim. Motion pay the bills motion. Is there a second? Have a motion second. Are there any questions? Hearing none. All those in favor signify by saying I. Those opposed? I'm curious. So you said four >> because we have a very clear line of demaration in our seniority. We have three people that are Everybody else that's the Motion to motion.
