Welcome everybody to the meeting. I'll go straight down and see if there are any comments at this time, Mr. Hammond. Yeah. I just want to say the Overbrook straight grade I received an invitation from Dr. Jenner, Secretary of Education. And Montezuma was invited to be at the State House today and receive a recognition for our literacy achievement. Last year's I Read 3 for our third grade. If you scored 95% or higher, we're recognized today and last year Montezuma scored 97% of our students passing I Read 3. So that's a direct reflection of our staff putting in hard work for literacy achievement. I also want to say that Montezuma is having an open house on April 25th from 1:00 until we're finished. And anybody is invited that want to walk through the schools or to look
at some old yearbooks. We will have all those out. Thank you. Thank you, Mr. Hammond. Any other comments at this time? Good. Um I have a So for the teachers that get riffed, if they spot would become available, like say somebody applies to a different district that's not get riffed and spot becomes available, would that then go to one of the teachers who were riffed? And if so, how would it be decided who would get that? Sorry, that's a lot of questions in one. Okay, so Sorry. >> [clears throat] >> Okay. So the way we plan on doing that is obviously if they are teacher that's riffed and we have an opening that comes up after they've gone through the riff, then we will look at their their level, their licensure, their effectiveness, and how
long they've been around to make a determination as to whether or not we can bring them back based on the needs at that time. Okay, thank you. Any other comments at this time? All right, moving on to the next Sorry, not to interrupt you about this. I know there were some parents wondering about summer school at Montezuma. If the school is no longer belonging to the district, how will summer school be handled for Montezuma students? Yeah, we will have summer school right here at Overbrook State Online and we'll provide transportation from the Montezuma site to wherever we end up hosting, kind of like we did during construction, right? people here and there. Same thing, we'll offer summer school for Montezuma students. Thank you. Okay, anybody else? All right, moving on to the next agenda items.
You have a name motion to approve that When the motion is seconded I'll second. When the motion is seconded, any questions on the motion? Hearing none, all those in favor signify by saying aye. Aye. Those opposed? The motion carries. This is my superintendent's report. Okay, in your board packet you have my written report. You have a list of activities that I won't read verbatim, but I understand we've been doing an awful lot of work getting ready for the redistricting. One of the pieces that our people are always interested in is our bond balances. So 2023 big bonds as we like to call them around here currently has $657,911.30. Hopefully you enjoyed and are able to see the display and then people were asking about numbers and such. Our 2024 GEO bond currently has $5,216.29. These
are for building improvements that we can we can look at and and additions. Things that we'll have to do as we redistrict and bring kids down here. The end fund is something that we've constantly watched over the February 2026 end of month cash was $558,900. $558,900.32. The March end of month cash was $413, $210.57. Projected end of year is $67,706.46, which is an improvement over the projected improvement over the 2025 end of year cash of -$166.46. So things are are trending forward and appropriately there. Operations fund February 26th end of month was -$113,906. March 2026 end of month was -$321,183. And still our projected end of year is $147,215, which is a little bit lower than the the calendar year 2025 end of year cash. So that's pretty much the big pieces of of my
report, just the the activities that we've been going through. We've spent a lot of time as an admin team looking at personnel. And tonight we'll be doing some personnel reduction. That's kind of how the hours I've been spent there. We've also received information about the value of the property of Montezuma. We'll be talking about that a little bit later tonight. On that on that much happier note, we have received from the Peggy Sankey fund of the Park County Community Foundation a check this week in the amount of $26,000 to be used for science education. That was one of the things that Dr. Sankey was very interested in. So she split her estate uh with with the historical society and the school. So we are very grateful to the Sankey family. We met Dr. Sankey this
week. He's quite a character. I saw him a a long time ago, but I had to see him on Monday. What a guy. He's 90 plus years old and still practicing. Kind of interesting. That's that's my report. And again, if there are any questions, I'll do my best to entertain. Thank you, Dr. Garrison. Is there any old business? No. Moving on to the new business. First item is the Montezuma land assessment for pricing purposes. >> [clears throat] >> You got to hear about this. Okay, so the Montezuma land uh property values. So we the board approved last month the process that we're using to determine the value of the land, which was to have two independent entities who are familiar with real estate look at our parcels and provide us with an estimated value. So
there are two actually two parcels up there across from the athletic building. The corner parcel is the one that's not golf, the one that's right there by the by the White Rock Drive, whatever that is. So the first assessor, he valued it at $18,000. The second assessor valued it at $12,000. So the total value determined was 30,000. If we use the the pricing and average of those, take 30,000 divided by two, you get $15,000 for that corner parcel. The second parcel, which is a standard parcel just to the inside of that corner, again the first assessor valued it at 15,000. The second assessor valued it at 12,000. So the total there is 27,000. If you split it down the middle, that's 13 five. So the grand total pricing, if we put this out for pricing
using the average model, then both of those parcels could be purchased for $28,500. So the process itself is now once the board agrees [clears throat] that this is the pricing model that we're going to follow, then we will put together an RFP and people can submit sealed bids for for that. Any words? Okay, is there a motion to approve as presented? When the motion is seconded I'll second. When the motion is seconded, any questions on the motion? Hearing none, all those in favor signify by saying aye. Aye. Those opposed? The motion carries. Next item is discussion of the elementary rebranding. So this is a topic that's been brought up since we started doing our redistricting. The the idea potentially rebranding the remaining elementary building as something other than Overbrook Elementary. That There's a variety of
thoughts about that, but the the discussion primarily around the idea of an Riverton Park elementary that would then feed into Riverton Park Junior Senior High School. Um There has been no decision made on this. Uh that's what we're bringing in tonight for the board to discuss amongst themselves, and then um at a later meeting, if there's any action to be taken, then that will come forward as an action item. So, this is open for discussion with the board. All right. Is there any thoughts from the board? Recommendations regarding the rebranding of Rosedale. And that's like the feedback from the staff that's involved with the kids and the parents, what your thoughts are, Mr. Graham, or Mr. Blackburn. Kyle, anyone that can talk to parents. I'm sure it's come up. Your thoughts, Mr. Liebers? The counselor.
Well, I think if we're moving to a new beginning, and the thought would be if the plan materializes with the elementary in the next 5 or 10 years being up here, we we can be renaming anyway. Why not make it a clean slate and make it Riverton Park Elementary like this? I will say I've had two parents ask me about it since the uh closing was uh uh voted upon. Uh they didn't have any ideas on what to call it, but they were just wondering. So, that's all I That's all the discussion I've had with the parents. I had people ask if it would be a consideration. Um and I think that this answers their question. Um I think from the the Rosedale standpoint, they understand that Montezuma is having to give up a lot
uh with their community, and a lot of people from the the Rosedale angle have shared, you know, that's something that we could do to create that environment and make it one in that new beginning. But, I do think that there are still people that that feel, you know, Rosedale Elementary and Rosedale High School and Hotshots still has, you know, that um to it, too, and they and they don't want to lose that. So, I think that there are both sides, but I do think that there are several community members and staff members that want to make sure that we encompass everyone as we make this transition. I've not had anybody directly reach out to me, but I have had some dialogue and my thoughts just personally, you know, rebranding does cost money. And it it
does. So, you know, our neighbors that have done that in the past, it does it it's quite a commitment to do that. So, I think that would have to be a consideration. And then the other thing that was brought to me uh to or brought up to me um by a staff member was, you know, being a good steward of our community in terms of trying to create a space within our building that can honor not only Montezuma and Rosedale, but the other schools in prior consolidations. So, you know, the Mecca Mecca, Bridgeton, things like that, if we could pay, you know, pay tribute to all of those schools that have helped contribute and build uh you know, this school corporation. So, I'm I'm a willing participant whatever direction you want to go. You liking
that something like uh like it's South Central as the old school conference stuff or yeah? In the gymnasium, they have the county, and they have essentially all the schools all in the one. It's really neat looking at it. It it's honoring all the different schools that consolidated into one. My my brother way back, I don't know how many years ago this was now, but he actually painted a mural at uh Capital High School with all the other, you know, St. Bernice and and, you know, all the all the smaller schools that were consolidated to make Capital High. I I always thought that was kind of a neat tribute. So, you know, it trophy case room rearrangement rearrangement of things, we could figure that out. If you would you All right. Is there any further comments?
Have you thought about putting out like a Google poll for parents or students to give their input about that idea? Yeah, we discussed that actually in the last meeting putting something online. Getting their input would be helpful. Yeah, we'll we'll continue to look at this, and you know, when I'm taking action, we'll see uh continue getting input and that's where we're about exactly But, I I second what Kyle said about, you know, the expense, just making sure we really are mindful if if the plan is 5, 7 years down the road to close Rosedale, the expense of putting rebranding, reidentifying that school to turn around and close that school and move everybody here, is it worth it? We've had that discussion. All right. We'll move on to the purchase of culinary arts curriculum. You have
in your board packet on page 66 the purchase order for culinary arts curriculum in the amount of $7,339.25. Page 67 is uh information from Robin Hill specific to that curriculum. If you have any questions about the curriculum, is it more or less present? She did the did the lead up on getting this curriculum. Hope. All right. Is there any questions? Hearing none, motion to approve. I'll make the motion I'll second. Motion made and seconded. Are there any questions on the motion? Hearing none, [clears throat] all those in favor signify by saying aye. Those opposed? Motion carries. Um additional lockers for Riverton Park High School will be paid from bond funds. All right. Page 70 in your board packet, we have four quotes from uh providers of lockers. The Lee Company at the amount of $55,100.
Uh that's on page 72. Page 73 from uh Carroll uh $61,833. Page 75 from Farnum Equipment at $64,300. Page 76, you have from School Specialty, a quote in the amount of $62,487.18. Uh I would make the recommendation that you would approve the quote from Lee Company in the amount of $55,100 for additional lockers to take care of our fifth and sixth grade Excuse me. Yeah, fifth and sixth grade students when they get here to the high school. Um and approve that to be paid as a bond fund expenditure. Got the parents in committee. I know Kyle, I think you worked with them also and they state they had these in in the 4th of August. Correct. But, the timetable is tight. Yes. All right. Any further recommendations? So, motion to approve. I'll make the motion
to approve the Lee Company and I'll second. Motion seconded. Are there any questions on the motion? Hearing none, all those in favor signify by saying aye. Those opposed? Motion carries. Next item is guidelines and procedures for generative AI tools for sixth grade. Page 81 of your board packet, you see the actual guidelines and procedures for generative AI tools to be in relation to students and staff. If you have any questions specific to that, this is why is present tonight. He can answer those questions. Again, this is first reading with approval anticipated in May. All right. Is there any questions regarding first reading? Seeing none, moving on. Uh next item is proposed administrator retirement policy revision. >> [clears throat] >> In your board packet on page 83, you see um the administrator retirement policy that's been
in effect since 2019. Uh there's a proposed change in language in item one on page one. The way it The current policy reads is that an administrator must currently meet the rule of 85 under the rules and regulations for the Teacher Retirement Fund as set out under the Indiana Public Retirement System. The recommendation is to add the language that says or satisfy the rule of 85 under the rules and regulations for the Teacher Retirement Fund as set out under the Indiana Public Retirement System within the final 2 years of administrator service after filing filing the intent to retire. So, our policy has been clear that for administrators, whether superintendent, principal, assistant principal, uh curriculum personnel, uh technology or athletic director, and have 10 years of service in the district as an administrator. Prior to this
proposed revision, they had to have already met the rule of 85, but then once they met the rule of 85, they had to end a 2-year intent letter. In other words, they had 2 more years after they hit the rule of 85. This proposed language would allow the administrator who is knows they're going to hit the rule of 85 within 2 years to go ahead and submit their intent to retire and meet the rule of 85 during their final 2 years of service. So, in other words, it gets them out of first eligibility as opposed to saying first eligibility plus 2 years. Okay. Any questions Dr. Hudson? All right, you heard the explanations. Is there a motion to approve the amended policy? I have a motion. Is there a second? The motion is second. Are
there any questions on the motion? Hearing none, all those in favor signify by saying I. Those opposed? [groaning and clears throat] Motion carries. On my list of new businesses is the reduction in force for academic year 2026 through 2027. So, the administrators have been working diligently at staffing staffing for next year and this has never really been a fun time. We understand it's going to be difficult for a lot of folks as we walk through this process. So, what I'm asking the board tonight to approve is a personnel plan. You're not going to see people's names up here. You're going to see categories and the number of positions that will be our recommended for reduction. So, from the education department certified teachers, nine. We can save $594,877. And the education department non-certified or the non-instructional,
I'm paying for that. Uh 11 positions. Um saving $366,610. And then out of the operations non-certified, six positions saving $276,468. Um so, the total number of positions to be reduced would be 26 with a grand grand total savings of $1,237,955. All right, is there any questions from the board? Seeing none, any motion to approve as presented? I have a motion. Is there a second? The motion is second to adopt the reduction in force for the 2026-2027 year. Are there any questions? Seeing none, all those in favor signify by saying I. Those opposed? Motion carries. So, we've been asked on a number of occasions, what are the real numbers of total internal total reduction? What's it going to look like next year in terms of the cost savings? So, now that we have identified the personnel
pieces and I've laid them out down to to the the minute level, we can share the following information. So, with our personnel reduction of $1,237,955, then you start to also take money out of the facility. Um that's general operations expenditures. That's your electricity, water, sewer. Um typical year is $312,340. Take away the insurance premium to put on that property, which is about $45,000. Take away mowing, which is $5,850. So, the total just by taking money out of Zuma forward, and this is a a quick total of $363,190. The reason I say it's a quick total is because obviously we know that during the year things break, we have to replace, we have to repair. Things happen like that. So, this is the quickest, easiest total on that $363,190. So, when you add that to the
personnel savings, our grand total reduction is $1,601,145. And we do know we're going to pick up a little additional extra transportation cost. And that transportation cost at this point, this is estimating This is we planned the transportation having to transport every child that's currently in on the Zoom. But, so we we got that to $158,400. That was before we had $5 diesel, right? So, that always fluctuates. We have to adjust the cost there. Um but you take that out of the grand total. So, the grand total reductions less the additional transportation, $1,442,745 for academic [clears throat] year 2026-2027. We should start to see the benefit of the reductions somewhere in the late August, early September time whenever we start the new payroll cycles. That's when we start to see the biggest benefit from that. So,
that is the financial picture for what happens when we close down the Wanda Zuma facility, we reallocate personnel resources. And I I I don't believe the gentleman is here tonight who asked for this specifically. Hopefully he's watching. But but that is the number. That is our our number. And if you recall when we started talking about all of this back in January, we said we had a target of between $1 million and $1.5 million. That was our goal to maintain fiscal viability. As hard as this has been and as hard as this will continue to be, this plan does present us with the opportunity to have the fiscal viability viability that we were looking at needing. So, that's that's the final numbers as of today. We also understand that the the charter school is continuing
to grow and it's continuing to do what it's doing. And I know I've had some emails exchanged with their executive director about where the numbers are right now. We understand that there could still be fluctuation. But this puts us in a very good position for August with our number of students that we're going to be bringing in. All right, thank you Dr. Hudson. Um moving on to personnel items, we have four on the list this evening. First item is to employ Deborah Wallace as a year round mail clerk for the 2026-2027 academic year. [clears throat] Any motion to approve? I have a motion. Is there a second? The motion is second. Are there any questions on the motion? Hearing none, all those in favor signify by saying I. Those opposed? Motion carries. Next item is
to employ Laura Wallace, special education one-on-one aide for academic year 2026 through 2027. Motion to approve? I have a motion. Is there a second? The motion is second. Are there any questions on the motion? Hearing none, all those in favor signify by If you could answer that, we've been cut off. Does that certified or the non-certified include the administration in the layoff there or is that Yes. Now, wait. The only The only category that was non- >> hear you without the mic. We'll address this in the next comment section. Let's get through personnel first. We have another comment section. Okay. Thanks. Okay, it was uh Laura Wallace. We have a first and second. Are there any questions? Hearing none, all those in favor signify by saying I. Those opposed? Motion carries. Next item is to
employ Mount Pisgah part-time evening custodian for River Bluff High School effective March 16th, 2026. Motion to approve? I have a motion. Is there a second? Hearing [clears throat] none, all those in favor signify by saying I. Those opposed? Motion carries. Final item under personnel is to employ Renee Bryce, part-time evening custodian for River Bluff High School effective March 16th, 2026. Any motion to approve? I have a motion. Is there a second? The motion is second. Are there any questions? Hearing none, all those in favor signify by saying I. Those opposed? Motion carries. All right. So, if I heard Mr. Lifers correctly, the question was on the personnel reduction, does that handle all of the employee classes? Correct, right? So, administrative counselor, all of this including teachers, non-teachers. Yes, the only people that did not appear
on that were food service. We're still working through some food service things. And of course transportation, our bus drivers are all through independent contractors. So, what you saw in terms of the personnel reduction impacts every employee class. Correct. Why are we paying when this all started? I asked Mr. Cutlip, if an administrator was in the riff process, if they were to your contract, would they have to be paid? He said, yes. So, is that the case that if you going to riff a teacher or an administrator you're being paid, well, you keep them on in some capacity if you're going to pay them. So, in that situation, no, because the fact that this is a riff reduction, the the general rules and powers related to that are thrown out the window. That's why Mr. Mayes
is very seamless because he keeps us in line with all of that. So, no, that we we are not paying somebody to go away in that regard. And we're not just Yeah, but I have a Yeah, we're not buying a contract out. We're not We're following the Indiana code regarding reduction of administrator and what that does. That's just information I got. All right. Blame Mr. Burgess, is what I'm saying. I was wrong. All right. Yeah, it's been a learning curve for all of us, so. Any other comments at this time? All right. Moving on to any other business on the floor tonight. Correspondence. Claims. Yes. >> [clears throat] >> I would have you look at page 261 of your board packet to see the claims docket. This was also emailed out to you earlier this
week. Just a another run at it. Mr. Dickey's here if you have any questions about claims. All right, everybody had an opportunity to review the updated sheet. I'll entertain a motion to approve as presented. I'll make a May I have a [clears throat] motion and a second? I'll second. May I have a motion and a second? Are there any questions on the motion? Hearing none, all those in favor signify by saying aye. Aye. Those opposed? Motion carries. Mr. Davis, by way of protocol, as I came to the last meeting, does that mean there will not be a middle school counselor in RP next year? >> [clears throat] >> We are still working through the counseling assignments for next year. When when will you know, like effective the building is closed, is no longer yours, everybody
everything is out? Do you have a date for that? It could be earlier, depending on whatever happens church school. These are purchased today. The first thing school year. We'll have some time to take this down. First thing I want What is that? First thing. Uh as far as how quickly if this happens in church for sale, if that happens. There's certain timelines that are 90 days out. What is happening? It could be longer if there's another one that's interested or it's a educational institution. So, we don't have a hard date, but we will in the next probably 60 days. I know that hurts to hear that. All right, at this time I'll entertain a motion to adjourn. May I have a motion and a second? I'll second. May I have a motion and a second?
