001Well, thanks everybody for being here. Capacity crowd. Everybody hear me in the bag? >> Yeah. >> Good. All right. Any comments from anybody? Start the meeting here. All right. Consent agenda items. uh majority of them some coaching positions and um field trip request and a couple resignations. Entertain a motion to accept as presented. >> I have a motion accept. >> We have a motion. Is there a second? >> I have a motion and a second. Are there any questions on the motion? Hearing none. All those in favor signify by saying I. >> I. >> Those opposed. Motion carries. Dr. Harrison, superintendent report. Page 13 of your board packet, you have my written report. It's pretty short and sweet. Uh construction invoices. You'll see those in the board packet, pages 14, 15, 16, 17. Um and

002that will zero out our billing with performance services. So, we pretty well walked through the punch list. Everything seems to be going fine. All the equipment is still under uh under warranty. So, if there's any issues, we can continue to check with them on those things. Um, interestingly, I know there's been a lot of movement with the the potential federal reopening, and we did get our notice this week um that if if we don't get a reopening pretty quick, it's going to impact our federal reimbursement for our nutrition program. Uh, could delay or at least slow down the December payment, which is about $80,000. So, um, if we don't get that, it'll be processed later, but it means we'll probably be running in the red until such a time that that comes through. And your

003board packet, um, you do see the bond balances, page 27. This is the old 2022 geo bond down to 56096 there, the 2023 construction bond. You see where we landed with that one. Um, Mr. Diddy, does that number that you got highlighted there, does that include the interest earned or is that separate just for my own? >> Yes, that includes. >> Okay. So, the 648980 is what's left in that particular bond with the total interest earned. So, there we go on that one. So, we're all clear. Uh, 2020 for that geo bond, we're still sitting there with 45948. >> [snorts] >> So that's where the bonds are. Uh page 30 of your award packet. We did receive our notice from the county regarding the uh our our change in lit and what that's going to

004do terms of revenue change from now the next collection period. So the short version of that is we're going to lose lit money and it's it's considerable over the next couple of years. I think right now we're about 150,000 a year on lit. Is that correct? That heads toward our operations. So see that's going to be a considerable change for us. Something that we're going to have to carefully watch and figure out how to make up that revenue. Page 32. Um I don't know if it was training meeting prior there was a question about our current vehicle fleet uh current odometers and miles per year had Chad go out and take care of that even though these are listed as dollar amounts those are actual miles so current odometer on all of our vehicles estimated

005usage on those vehicles kind of gives us a sense of where we are in our fleet we've still got some life I think in some of those older vehicles They're still passing inspection. So, I'm I'm not too concerned at this point, but we're still keeping an eye on our bus replacement process, seeing maybe when we can find a good way to to take care of some of those pieces. There was also a question uh I believe it was last month about RMC billing and a history on that. That is in the treasures report. I'm not sure exactly. Let's tell you the page where you'll see that. Yeah, that history is on page 121 of your board packet and you see the RMC payment history perom and just see kind of where we're where we're we're

006totaling and where we're looking at. Uh looks like we're trending upward a little bit. 2023 we had a pretty good size grand total, but I think we had uh I think the weather did us in on that one. I think we had some cold some cold in the very early fall there. But you can see over the course of the the five years listed there, we've increased our our RMC payments $34,659 over the course of that time. So that's a sizable increase as well. And then the last thing that I have in my report is our staff attendance which you can look at on page 34. Need to solicit some help from board members. The annual youth and government day is Thursday, December 11th, and we will need a board member from this district to

007be part of the lunch panel so can come for uh the pizza lunchon and then spend some time receiving questions from students. So if somebody would like to volunteer for that again Thursday December 11 at noon the Methodist church to jump in right at once but it's a very exciting day actually. It's a great day for our kids. They get to see things and they get to report back on things they've learned. And some of them have some real eye opening experiences. Some of them find that parts of county government maybe aren't as exciting as what they thought they would be. And some are even more so. >> All right. >> Okay. >> So, we got that. Um, yeah. If you have any questions, I'll certainly do my best to entertain them. Congratulations to the

008football program. I know that last Friday night was not exactly how we wanted to finish the season, but you know, I was talking with some folks this week, 11-1. I don't think we've ever had a record of 11-1. Have never won an out outright conference championship. I truly played we played South P into overtime and we were super competitive the whole time. I great season for them. So, congratulations to them. All of our fall athletes have had a pretty good pretty good run over and so I think that's good. Looking forward now to basketball season. It's a little easier to handle some of those games because climate control, right? You have any questions? I'll do my best to answer them. Any questions? Thank you, D. Is there any old business come forth board? >> None.

009>> Moving on to new business. Uh first item is the approval of the 2526 and 2627 non-certified personnel compensation plan. >> Okay. So you're going to see one letter that explains all of these pieces. So on page 50 of your board packet, the letter explains how we handle those folks that are not covered under the collectively bargained agreement. So that's our non-certified non-certified personnel. So those are non-teers who are working in maintenance uh office positions, those kinds of things. Food service personnel, teaching assistants, and then the administrators themselves. Um, so the recommendation I'm bringing to you tonight is for each of these classifications 2% increase in salary for 2526 and then a a 2% increase of 2627 as long as the ADM tenants noted in the collectively bargained agreement are met. So in other words,

010um if we have an ADM of 945 or more, then the 2% automatically kicks in. If we have an ADM of 945 or lower, then we have to go back to the table with [snorts] the association, which means we would need to then make an adjustment on the non-certified side. So that covers everything for the non-certified food service teaching assistants and administrators. Oh, the other piece of the puzzle, just so that everybody's aware, the intent is the board passes. If the board so approves tonight for these uh these increases, the increases would then be calculated and in a back pay, all of that would be paid out in January. The reason we're looking at January to do a catch up on all of the compensation is by that point in time we should have our

011property taxes in. We should have our federal reimbursements in place. It's just a little more comfortable in the bank account. >> Okay. Is there a motion to approve the non-certified personnel? >> Make a motion to approve. Motion a second. Are there any questions on the motion? Hearing none. All those in favor signify by saying I. >> I. Those opposed? Motion carries. Uh, next is the 2526 2627 food service personnel compensation. I'll >> make a motion. >> Motion. Is there a second? >> Second. >> Motion a second. There. Any questions on the motion? Hearing none. All those in favor signify by saying I. >> I. >> Those opposed. Motion carries. Approval of the 2526 2627 TA compensation plan. Make that a motion. >> Got a motion and a second. Are there any questions on the motion?

012>> Hearing none. All those in favor signify by saying I. >> I. >> Those opposed. Motion carries. Uh the approval of the 2025 through 26 and 26 through 27 administrator compensation plan. >> Motion approve. >> Second. >> Motion a second. Are there any questions? Hearing none. All those in favor signify by saying I. >> I. >> Those opposed. Motion carries. Uh acknowledgement of the teacher compensation funding floor notice for fiscal year 2025. >> Okay. On page 55 of your board packet, you have the the funding floor notice. Um, we have an obligation, a mandate to have 62% of our education fund, our state tuition support going into teacher salaries and benefits. Uh, when we ran our calculations, we were, we saw we were going to be a little bit short. We looked at ours and

013we said we're going to be about 59%. Whenever the state came back after reviewing, uh, they came back at 52.28%. We did challenge them on some of the line items that were included and were not and ultimately they said they win. So our notice is that we expend 52.28% of our state tuition on for fiscal year 25. So we fell a little bit short of that 62%. What does that mean? Well, that means we acknowledge it here tonight. We post this notice on our website and then as we move forward we look to make sure that we move closer to that 62% meet the mandate. What are the challenges of of meeting that mandate? The challenges are anytime that you pay a noncertified personnel out of an ed fund. That's money that can't go to

014the teachers and those salaries don't count. So, for example, teaching assistants who work in classrooms with kids don't count for that funding floor. Um, preschool is part of that mix. It doesn't count for that funding floor for us. Um, for several years, counselors didn't count in that funding floor. They may have changed some of that. Now, uh, for years, social workers didn't count for that funding floor. They're starting to make those moves. Administrators do not count on the funding floor even though they're paid out of the ed fund. For some reason, the state says that administrators do not make an impact on children learning. So that's why they don't come out of that. So, you know, those are some things we have to just bear in mind as we move forward. How can we make

015adjustments? We're going to have to think creatively about how we look at at those pieces. Uh maybe make some changes in where people are paid. make sure we hit those line items so we can get to our 62% which is actually moving to 65 very soon. So that's our goal and that's our our issue and that's that's how we're going to try to figure this thing out. Okay. >> Okay. Acknowledgement has been made of that um elementary tardy policy. >> Okay. In your in your board packet I'm going to refer you down to the Rosedale report and we're going to go to page right there page 84 you have the updated proposed tar tardy policy um which would take effect in January 2025 Mrs. Clayorn and Mr. Emers oh excuse me January 26 it says

01625 here I'm sorry >> that's all right I didn't I didn't catch it early so um >> Mrs. Claymore and Mr. Emir have worked through this. Would you like to just explain kind of what brought the changes on and what you're seeing? >> Yes. Um the updates to the policy just reflect honestly what has been practiced for a little while. Um we were under the same umbrella as a junior high and high school when it came to tardies. So there were consequences given directly to students um for five tardies. I think starting at five. um it's in there as well, but we didn't feel that that was necessarily fair to the students. So, we try to be proactive in that. And now there is a plan where the counselors will work with the families to

017see if there's anything that the school can do um to help make sure that those kiddos get to school on time. So, it's less consequence driven and more trying to be proactive and just making sure that we can help help families get their kiddos to school on time. >> Yeah. They also felt like it was not fair to to punish the kids when >> little control on getting to school on time. >> All right. Is there any questions? [clears throat] Entertain motion to adopt new policy. >> Motion second. >> We have a motion and a second. Are there any questions? Hearing none. All those in favor signify by saying I. >> Those opposed. >> Motion carries. We have anou with Hamilton Center for Time Man services. For many years, Hamilton Center and South Park have

018collaborated to provide additional time services for our students who need behavioral health services. Uh we've got some grant money to kind of help with that. We do need to have anou in place so that we can take care of the the official documentation side between both entities and then we can start into nuts and bolts of spending the grant money. Is there a motion to approve? >> I'll make a motion to approve. >> We have a motion. Is there a second? >> I'll second. >> Motion a second. Are there any questions? >> Hearing none. All those in favor signify by saying I. >> I. >> Those opposed? Motion carries. We have our first reading of the 2026 through 2027 academic calendar. >> You have the calendar uh page 61. This is the first draft of

019the calendar. It's corresponding days to this year, which is typically what we would do. Uh the one change that would be different as we pushed spring break back a week after looking at calendars with other districts and uh also looking at the Easter schedule. This would help us to be out through Good Friday um and give families the opportunity to celebrate Easter things without having to basically go on spring break and then come back and then maybe make plans again for family and Easter. So this is first reading. Um no action tonight. We'll bring it back in December for action. This is consistent with our partners in Park and Verma counties since we share so many kids with vocational special education. Okay. Any questions, concerns on the proposed calendar? >> Moving on. Cell phone booster

020system uh which will be paid for from the school safety grant. >> You have the invoice in your board packet on page 62. Again, this safety grant that was written by Mr. Kery, our school safety specialist. Uh funds were secured and we just seeing the the total on this at 44 47147 felt like it was important to have board approval on such a large purchase even though the safety grant's going to cover it. >> Have they tested it or anything? >> Yes, they've been out and they've done all kinds of tests to make sure. >> I'm just curious if [cough] anything's not help. >> Yeah, it uh so I do have some knowledge of this. Um so it it gives us like around 5G football field area. Last test that they ran some 5G like

021bars, which is a lot better than you got out there right now. Um, does give service within the building, which is a double-edged sword, of course. Um, right now you've got, you know, Wi-Fi shut off except for it's on until about 8:04. Our bell rings and we turn it back on about 2:30 to allow students if they need to like text the parent about pickup or whatever. Will they be able to use their phones in the building now? Yes. At the same time, can they in most other schools also? Yes. Will it change our cell phone policy? Absolutely not. But does it give a teacher the ability to dial out if something were to happen? If the internet's out, if any of those things also yes. Where that's not always the case. Wi-Fi calling even

022on my phone with admin privileges doesn't always work. So internet goes down, the cell boosters don't run off. run off their own thing. So, it'll be a positive to have around in my opinion. >> Is there a motion to approve? >> I'll make a motion to approve. >> I'll second. We have a motion in second. Are there any questions? Hearing none, all those in favor signify by saying I. >> Those opposed? Motion carries. Final item under new business is a board member resignation. Uh you have in your board packet on page 65, you have a letter from Mark Maiden who will be resigning his position as a board member as of December 31, 2025. Mr. Maiden, we understand that your your world's changing with some of your work experience and you're not going to be

023able to sit with us on a regular basis. >> We do appreciate all that you've done over the past seven years, right? Because you came in and you started in 2019. You held the seat when Bonnie Cobb had moved out of district and you've been faithful to serving since that point in time. We appreciate that. You had the joy I think your second year dealing with CO. >> Yeah. Yeah. So, >> don't wish that on anybody else. >> No. No, we would not. So, much as we hate to accept your resignation, it is for the board to act upon just as a formality and then we'll celebrate you with a big party in December. >> That's okay. >> No, you don't. >> Bottle of water. All right. Got it. There you have that. And then

024we'll talk just a little bit about after the board makes an action here, then then we'll talk a little bit about the process that we go through to take care of that vacancy. All right. Is there a motion to accept Mark's resignation? >> Don't approve it. Just see what happens. [laughter] >> I'll make a motion. >> I'll second it. >> We have a motion and a second. Are there any questions on the motion? >> One more year, right? >> Hearing none. All those In favor signify by saying I. >> I. >> Those opposed. >> Motion carries. Mission mark. >> Thank you all. >> Pleasure. >> So, we will have a vacancy to fill. U in your board packet on page 66, you see policy uh 142.3 and then scroll down to page 67, you'll see

025the process for filling a board vacancy. So uh we'll have 30 days within the vacancy itself. This is this is where I want to have a little dialogue. So technically Mr. Maiden will be with us through 12:31 of 25 which means the vacancy really doesn't open until January 1 and then you got 30 days to fill it. But the question becomes then as as the remaining board members, would you prefer to do an advertisement and receive applications, do interviews in December so that in January at the organization meeting, we seat the new board member and we have a full stable at that particular time. >> That makes the most sense. >> That makes correct. That would be my preference to start the new year with a complete board instead of, you know, spending a month

026and a half, two months starting in January to get them acclimated to work. >> Correct. I I agree with that. I agree with that. I I just wanted to make sure that that was your position. So then I would point you to page 68 of your board packet. This is the notice of the board vacancy that we used to fill this seat before. Uh I've added two more questions to it. What I would like to ask you all is what is your timeline? When would you like to receive the applications and when would you realistically like to conduct interviews? I mean, I'm thinking this could be posted tomorrow. Um, looking at the calendar, I' I've wondered if we want to keep it open until the next board meeting. Then we review applications and then maybe

027the week after that we do interviews or if that's too far out maybe we maybe we re review the applications on about the 5th conduct interviews somewhere you tell me what what's your pleasure and I'll plug in the dates and we'll make it work I think review applications that [clears throat] are next meeting >> and then the following the week the 15th either 16, 17th, or 18th, conduct interviews. >> So, let's take a look at calendars while we're all sitting here. >> So, December >> 10th, >> the 10th, we would review apps. December 10th, have them finally submit all in to the office by the 5th. That way, we get them in the board packet, right? Got it. And then as far as conducting interviews, pretty much any day of the 15th anyway. Yeah. Friday

02816th, 17th or 18th would be the best. Do you all have a preferred date? Work with any of them. >> Yeah. So maybe we interview on December the 17th. >> That work? Okay. So that's how I will advertise it. And then the appointment will be in January and our meeting date will be January for 14. So, we're going the 14th then >> our January meeting would be the 14th. >> Well, I mean, okay. In December, what are we doing? >> So, December >> I found my call I found the call sheet. So, I'm on call December the 12th. So, >> okay. Yeah. >> So, Friday, Friday, December 5th, the applications are due to me. I'll push those out in the board packet. >> December 10th is our board meeting. >> Okay. >> We'll review applications.

029And then December the 17th, we'll conduct interviews. Do you want those at 6 PM or 7 PM? >> Six. Okay. So then I would point you back to your board packet just so actually I point you back to the policy just so we're all clear. Uh the the last paragraph says the board may interview no fewer than three prospective appointees unless there are fewer than three interested persons. Okay? And it'll have to be in a published meeting. So we'll get those notices sent out so that we have fully published meetings. Um I look back the last time that we had an opening um we had I believe five applicants. Okay. And the policy at that time was that we would interview all applicants. The policy has since been rewritten so that we are consistent with

030state law and says we will interview three at minimum unless we have fewer than three applicants. [clears throat] So I would point you back one more time to page 68. This is the board vacancy. If there are any questions, any other questions that you would like me to add to the letter process just to give us a better idea of the applicants, please let me know. Otherwise, I will I will run with this one and we'll get it advertised. I'll I'll add the pieces about here's your submission. Here's the timeline. All right, we're good. >> Thank you. Moving on to personnel. We have a recommendation to employee Megan Brooks teacher park effective November 7th, 2025. Motion to approve. [snorts] >> Motion second. Motion second. Are there any questions? Hearing none. All those in favor signify

031by saying I. >> Those opposed. Motion carries. Uh approval of substitute teachers Aya Brower, Ashlin Daniels, and Ashley Hutchkins. >> Have a motion. Is our second. >> We have a motion and second. Are there any questions? Hearing none. All those in favor signify by saying I. >> Those opposed. Motion carries. Uh any comments at this time? >> Um I want to share a couple celebrations that I also had in my board report. Um the DOE granted Southwest Park the Roboc grant again. Um so you guys have heard about him. Milo, we have a robot in each of our buildings. Um, so that has been renewed and we did ask for the the phonics piece to be added to our programming. Um, and we received the grant for that. It's just under $40,000. So that was

032that was big. Um, we also at Rosedale just got a grant from Park County Community Foundation, $250 to just replenish some of our supplies in our sensory room. Um, several of the members were in our building when they gave us the the grant for preschool to just see it in action and get pictures. Um, so I was like, "Hey, come check out the sensory room. I'm going to write a grant and ask for some things." So, um, it was just nice for them to see what that space looks like and how we utilize it. Um, so very thankful to them. And then just putting a plug out there, our Christmas program is December 19th at Rosedale. Um 9:00 a.m. will be prek to grade two and then 10 a.m. will be grades three through six.

033So mark it on your calendar. >> Christmas this year. >> Yep. And parties in the afternoon. So if you want to stick around >> spring program this year. >> Going to be a a fun day. But just want to share those. >> Thank you, Abby. Um got a couple comments as well. Uh we once again won the parking food drive um between us and Park Heritage. FFA always does a fantastic job. Um, we always say we can the wolves. Um, we'll take that trophy every year. Um, MFA does a fantastic job. Fantastic fundraiser. We are absolutely blessed to have uh, Sunrise and Mrs. Woods run that and just do great work. RMC popped up, took a picture today and yesterday. My days ago this week with Mr. Cruz being out. Always do a great job.

034Our Veterans Day program is well ran, well attended as well. Seemed pretty well attended over the past years. Chris Kmar spoke did a fantastic job geared it towards the kids really well towards our student body. We've had a really productive few weeks. I'd also like to acknowledge the football program and their season. They do great community work as well and coaching staff has really really brought the community together this season. Looking forward to basketball and wrestling seasons. Uh girls wrestling started this past weekend. Had an individual champion um in the Park area tournament and our other girls showed well as well with some new faces on that team and still looking to grow that program as we continue forward with coach FZ and girls coach coach B. >> Since both of you I want to

035plug a group of ladies that probably were at our all of our Veterans Day program and they're the Old Glory Quilters of Park County. 93 year old ladies standing up in front of our kids uh last Tuesday. Um what a great uh great group of ladies and uh I want to just acknowledge that they were at I think all three of our Veterans Day programs and had quilts or opportunities for people to get a quilt for a veteran. And so it was a really the kids really enjoyed that. >> Outstanding. >> Be able to look at for the picture of longtime [clears throat] RP principal Dennis Moody with his uh >> with our staff members. >> I saw that top was here and former students that are now staff members. >> Good good little chunk

036there. >> Yeah. >> I'll throw out there I came to the program at Riverton. It was really good program and has taken that band leaps and bounds the last couple of years. They did really well at the program. >> Yes, they did. >> Anybody else? >> Just clarify one thing. Interviews for board members, are those public? >> Uh yes, I believe they are. >> Okay. >> Yeah, >> I see. >> Yeah, notification be made. >> Anybody else? Any other items come before the board? >> None. >> Correspondence? >> None. >> Bills? Many. Page 336 of your board packet. >> Those same ones that were sent out to you by email earlier this week. Take another scroll. If you have any questions, we'll do our best to answer them. >> Yeah. Take a minute over the

037updated version and we will approve as presented. Wow. All right. Is there a motion to approve the claims? >> I'll second motion. Second. Any questions? None. All those in favor signify by saying I. >> Those opposed. Motion carries. This is just your signature for the Hamilton Center. Is there a motion to adjourn? >> Motion is our second motion. Second hearing. No objections. The meeting is adjourned. Thank you.
