001United States of America yes okay that is approval of the agenda is action agenda yes we second we have a second [Music] yes and with that we will move into the study session the main top topic being okay 48 annual aspa law so thank you for coming and thank you um admin team because sometimes uh like we mentioned we don't have time to really sit and discuss policy and share and especially um you know as times are changing and discipline is arising it's a good time for us um to kind of sit together and delve into some of the sessions that we went to that will be available to help the board and our leadership team build capacity so you have in front of you this the page that I did with the cover page

002so when you look at it just a few um on the notes section okay so on the first page on the notes section we will talk about this at the board meeting but we found out that the Pima County meeting that we go to is asba p County meeting where all the superintendents from P County go and board members is on Tuesday October 15th which is the day of our board meeting so we will talk about at our board meeting whether we want to move the board meeting to Wednesday the 16th or the following Tuesday the 22nd okay so we'll have you kind of check your calendars and we'll see what will work um also for asba so for the law conference for the registration and for the tallet was $2,240 and we paid $864

003a year to be part of asba so if you recall we had looked into the trust and their policy bridge and um when we found out about our contract our contract with Asda ends on June 30th 2026 so I believe it was half the cost pretty much right Greg of what we were paying if even uh less than that for the trust policy bridge but we would have had to continue to pay anyway since we were in contract that's why we put a hold on it so we did notice at the conference there are districts who have um who are no longer with the Asda policy bridge and so those of us that were still with ASP got a little extra price an extra gift I'm still not sure what it is if it's a

004USB key with all the policies on it or if it's I have yours in my office Steve but we got we had to go to a separate table to get an additional gift because there's a lot of people at the conference who no longer use ASD as the policy Bridge Okay so that's just an FYI for everybody um we had our two speakers there just in shaper a little bit information you can look him up amazing speak speaker and he really is into stem education stem Ambassador um he's has a studio in La based on just when you talk about Project based learning and creativity and student centered learning is what he's created so I would encourage you all to look him up and see but very motivational on what he's doing um for students

005and he was that student that just as a little boy loves science GR up and when we talk about kids nowadays and this generation of how they're inventing themselves with a purpose so he truly has he's doing what he loves and he's great at it and he's really building uh a community of stem based Learners did you guys want to add to only 30 he's young yeah he do a teaching degree but he's reaching kids because he's teaching the way they learn best on Discover and PBS miscellaneous otheres yeah so it's pretty neat to hear he talked about how a AI is here to stay and how as Educators we have to embrace the fact that students are going to be using it and how can we take advantage of um because they had a

006panel of students talking about how they use the I and I know a lot of the um high schoolers and the college um students are afraid um to use it um because they don't want to be accused of cheating but he talked about different ways that use AI not necessarily write your papers but to help you can like what's a good source for whatever subject it's notable just that's um sort of like when um the internet started right more information that's in there you can use but it's um it's not reliable so that's something that you know I we've been experting my school district with is just a staff and and it's really like I was telling Rox that I'll I could ask it to um create a l for me and it has but

007it's not the lesson that I'm quite looking for so you have to be very specific um with it the more specific you are the better results you get so they are talking about the fact that we need to start looking at policies and procedures around Ai and expectations for teachers and kids because the kids are like Ruth was saying from the you know one gamut to the next they were all kind of afraid to say that they used it right because they didn't want to get in trouble but they're like well we know our friends are using it or then once they realize they weren going to get in trouble they started to say well yeah I used it for this but they're all high school they were high schoolers um so really talking about

008how to use it responsibly so the kids were saying teachers need to be able to teach kids how to use it responsible I have some not s on the AI first thing he said AI is really not here yet what we're seeing like it's really called it gen generated technology right because it's going off of words and what it's already learned it's not really AI is coming up new ideas you know like Terminator but a couple takeaways like you know obvious can help with lesson plans but maybe you might need that lesson lesson and converted to spee maybe you have a lesson plant or you have handouts and you have a student in your um classroom that needs a more visual right um handout instead of the standard one you're doing regardless of the subject

009and it could easily convert it to that and the stuff's free you know um I likened it to work like in the industrial revolution with they have coming because it's so new but you know like we went the the car I mean it's that GNA be ginormous like we're chat gbt is already on version four when it came out to the public was on version three so it's been in the works of long time from what they what I've seen what they that's the the main one but Facebook has theirs Microsoft go one working oned I use chat GPT almost every day at work and it can't do the thinking for you um you have to know it it does research for um I use it a lot to decode um or debu code a

010lot or write code for me but I have to tell it the very specific thing I needed to do I had to come up with a solution to the problem but it can to model the glasses that will like tell you what they're seeing tell you what interpreting and Reporting you can talk to your glasses you know push a button and it's G to tell you and you can talk to your classes it's crazy it's all been new so you know talking about we're have policies policies and procedures and professional development and all that it's also new for and they're saying we just can't be afraid like we have to you can't ignore it either it's saying just like how the calculators evolved and how now kids aren't using calculators anymore because you have your

011phone and um so started just just very Progressive we could probably talks the one thing he didn't do is he should have done some live demonstrations type in something and it shows it generating Facebook that now in your comment little bit of something in a comment section you say Meta Meta something and it gives you like five different other options from what he put in or Ru showed me how to put in what say like you could put a caption for the photo and then it generates the caption for any random photo in your phone that you want to have a caption for social media and tag tagging yeah tag tagine for see at myenc this summer so when I went last summer it was like don't use AI this summer it was oh look

012here's a program that will basically outline a compar of five different articles and it gives you you know it's hours worth of work done in minutes it's sum put the summar for and pulls out like the main points and create an outline it's almost you got a big tree to cut down you got a handsaw an ax and a chainsaw right so it's like use the tools that are available but use them right or you're and this simulate the simulations that they he's been able to recreate too in terms of being on the moon like what it takes to work out to eat to survive on the moon this is the kind of stuff that he's doing in his Studio that kids are experiencing ahead of time to determine you know do they want to

013go to space if they want to go then they need to have this is there any curriculum out there right now that includes that so there's a lot of websites and Joe's going to cover some of that during his technology presentation that are being referred to for teachers to use to generate methods and activities okay so good the next thing is when you see the breakout sessions um I put which ones we went to and Steve in your packet uh the one that you did some of them were they're so long the presentation so we didn't print them all we put them on but Steve on Thursday's breakout session on your relationship with your superintendent tend and don'ts that is printed in your folder everyone so you'll see that 10 does and don'ts for governing

014board members and superintendant so what did you gather from that okay good job you're prepared um and it's also was this one was are we a private citizen or not so yes and no so one of the biggest takeaway is don't comment anything publicly whether it's your private email I mean sorry your your private Facebook or whatever even the PTC post something and I I've done it I like it or share it because it's family name you think it sounds Innocent but it could be misconstrued possibly by violation of the open meeting law um and that so their biggest advice was you know if there's five of you five of you commenting on one thing isn't make a difference of it and share if you want to tell your friends through your own email goad

015and do that but when you're talking anything in relationship to the school don't do it that because especially on the open Meeting Mall like we're protected if we or something but if you violate the open meeting law I think weat openting just call the lawyer right you think we need to do a lawyer thing with BR one thing they kind of said I thought was cute Lear the alphabet right asba 301 what is all that so maybe we'll all just kind of get together and write all the school acronyms where you guys can create a G I Can't Keep try 501 301 section this yeah see I was the private records law right don't do any District information on your own like your hot account Gil you're going to talk School talk on our school

016GMA account but no private um records law those could be asked for last we have we have people asking for public records right now no all schools there's people who get on bandwagons and then they're like oh right now the one that's requesting is somebody from Grand Canyon University that's doing research on salaries and contracts and that he's requested records for all all contracts all staff and so we have to provide that you know we can charge by the Yeah and then that's another thing we need to charge and we need to because now everything's online so um it's still someone's hours being spent fulfilling that instead of taking care of the scho it's like a standard fee it's like it's I don't even know it used to be per five cents a page right

017now for the hourly rate I think the last time um when we asked SES about it she said you know it's not even worth it just give get more and more because public schools are becoming more and more politicized it's not we have a lot of retired people in our district on their so this last sentence the superintendent might have to execute that part of job so the board we decide something that she thinks is bad it's still our policy they have they kind of had a little fun with that slide talk and you know which I think we're really good at we don't try to this board doesn't try to M super I know my philosopy is you guys are all adults and you know what your job is better than I do so

018you need any help or anything yeah we're here actually get it and tell you how to do payroll the hard part is are when your parents and you're participating in PTC and you're you have access to the Letta Highlands page or you have um access to what PTC is saying or you hear some of the parental concerns on there so that's where I think they really emphasized that board members have to be very care ful um not to respond or not to reply or not to like or not to dislike because that's where you have to bring it to obviously to our attention as at the school so we can address it but we can't even like a lot of our teachers struggle with they're teachers they're not board members so they can they can

019counteract and say no that's not really how it is or go talk to have you talk to to the principal or have you talked to um you know the office but we do get a lot of heads up from parents so it's not like they're ignoring it or we expect you guys to ignore it but just go through the the proper channels to say hey did you know that this was going on and typically you know 90% of the time we do know because we have people who have alerted us there's been times where as the PTC president or PTC we asked the officers and they'll reply right because it's their page and they can reply so I think that's where it gets tricky because you know Di and Steve are parents too right so

020they have to be very careful because no matter what you're the superintendent you're the board members you're the administrators at the school so you can't ever hide from that role when you're out in public in our community so even if you you know try to say well I'm acting as a parent right now well really you're going to wear that spend director hat the preschool director hat no matter where you are you're safe way I guess ited to Andrew would say get somebody parent approach him about something so that happens don't engage say we need to take that up and I D buses like I I open yet Friday night she didn't read it and then the rumor will be that superintendent doesn't even tell her I must have a sign on something and there's

021Holly going you know she's on the board no one does lockers anymore the high schools want to do lockers colleges don't do lockers are so heavy no oliv day to be a superintendants because I get out with my lunch bag three bags my water bottle my coffee my Walmart has those little we tried that okay so find some cool kids back right there yes so that was um anything else Steve on this other one okay Ruth um so I went to the Title Nine um presentation because I wanted to learn a little bit more about it so um um the new law modifies the Title Nine regulations that were implement to 2020 and there's a lot but what I got out of it um is is well two things right there's a lot of um

022there's a lot of cases that are still challenging the department of education's expansion of the definition of sex to include um gender identity sexual orientation sex stereotypes and sex characteristics so that's hard because you know we talked about the cases and then we talked about pronouns which is the biggest thing right so what I um what I wrote down on that is um that you can get into a lot of trouble if you don't use the correct pronouns on these students if they've asked you you know or they told you their preferred pronouns um and it could be like a form you don't use it um with it could be a of sex discrimination so what they recommended is avoid using pronouns and just call them by their last name you got to call Everybody

023by their last name not just you know the person you don't say yes well because so [Music] um sorry um so that was the the biggest one um because that's I that's the everybody's talking about the pronouns and what you do one of the questions to the attorneys was what do we do with the FES right the kids that identify as a cat or a dog and they didn't answer that I was waiting do well we did it in for a femil and I know that at w they did it for a mail [Music] oh the other one that was important to me right because I have an athlete is that um that um historically title n um um gives opportunity as a female sports right but um this new world addresses the males and

024wanting to play female sports so they're not going to allow males even if they identify as a female to play school sports which is know good because you can compete with with that um and then the last thing is I had this in in the other piece of paper um let's see um that we have to adopt and publish an implement the policy stting that it does not discriminate on the basis of sex and prohibits sex discrimination as required by Title Nine um um and the and the regulations including the admissions and employment and you must adop publish and Implement procedures consistent with so we need to check and see our policy because I know we have something in there but I don't know that it's updated and you have to provide notice of non-discrimination

025to students and employees so a good idea would be just to post those in every classroom that's it any questions post what post these policies title my policy that we're not that we're not Distributing N distrib N distrib I think they are already there I just don't know if the language has changed or been updated because it's usually on our website it's on our documents it's on our it's on our it's on our application it's on our application you know that so okay but we'll have to check it out you the Dual language litigation is a disaster is a mess um there's all kinds of districts that are trying to sue the the Arizona Department EV Ed because they're like backtracking and trying to say that dual language programs are not allowed that students can

026to be in English only so it's a huge are were we it doesn't apply to us because we don't have a large population of monal Spanish speaking students so it's not the elll it's the Dual language program well the state had already approved in order to abide by proposition 203 which passed as the English only module of law in Arizona the state department came up with three ways that it was lawful and one of them was a dual language program but now when Tom Horn came back into session he's trying to say no that that's not lawful and that you're breaking the law so there's all these districts who have lawsuits against Tom Horn and if you watch there Arizona Department of Education board meeting last week or two weeks ago there's a lot of

027people speaking up at those meeting as to why they are not wanting to disant language langu totally different from this like you know teaches mandin and those are okay because they're not modal Spanish speaking children and there's not enough and and we don't have it because what happens in Arizona you have my legal certified teachers who can speak Spanish who can communicate with the students a lot of times you get students from other countries like right now there's a huge influx of um students that are going from Ukraine we have ukra ukan you know we're using Google translate we don't have anybody that can actually teach in that language so it's primarily the Spanish that they're talking about okay so that was one um we we went to R schools and I was telling Steve

028and Ruth that we're like little stepchildren in the rural school because a lot of these presentations are about rural schools and how they don't have the resources because their way in the middle of nowhere and how difficult it is to get kids to school to get support to help and that's not us right we were ruled way back before was here right now middle so a lot of that didn't apply to us Ruth with the student discipline 101 that's in their in the folder yeah um you know important to document any disciplined issues and synergy synergy right so um report any dis that's yourent inter have done students they said proactive saves money in the long run reactive cost a lot of burning um for disability screening that targeted interventions with consisteny and Fidelity is

029important before you caner them to sped um they talked about proactive intervention supports um training of staff for classroom management and positive behavior support and I feel that the especially the classroom management that that you know teachers especially the new teachers have that like know how manage the classroom but you know refresher would be good and then the positive behavior supports um explicit and targeted instruction for students behavior teams for Behavior interventions for all students higher board certified Behavior analysts um and they really stress that you know if you don't have that person on staff to hire the behavior analyst um to do functional Behavior assessments and then multi-tier systems of support um and then they talk about you know adult responses trained students and they gave the um example of like a slot machine

030right you're there at the casino you're putting in money you're not getting a reward but then you get that um you hit the three sevens or whatever they're called and you get a little bit and that's pretty much stu um students right that they're they're going to work for that every once in a while reward um so watch your response so that you don't train the students on their negative responses to you um um then it talked about targeted Behavior interventions identify the specific behavior and must Target the function of the behavior must teach appropriate replacement behavior and must be implemented with Fidelity and then um they said there are four functions to behavior Escape um I want to get out of something attention access to tangibles and um automatic I want they want the

031sensory to put so and I think that when I was thinking about a lot of the kids that I deal with is for attention or Escape no they don't know how they're struggling with a certain subject and so to try to escape it or you know they want attention from everybody um and then um they encouraged people to have a re-entry plan when the student has been you know suspended or out of the class whatever reason um and then the behavior contract to write them with things you want them to do not what you don't want them to do I thought that was write I will not do this another one was on Friday on the governing board operations manual on what should be included I was super excited about that presentation because it's exactly

032what we're talking about Steve is a adop a folder for board members on um the acronyms on the word chart on the procedures on policies that are most used and referred to at our school to give that information so naani and I are going to start working on that we did start last year putting stuff together and the year before even when w was here but we never finalized it so now we have a better guide on um tabs and what we can include and one thing that I'd like for you to all think about is what do you what do you wish you would have known before you even got on to the board like we're talking about Robert's Rule of Order and how do you make a motion and who makes the motion

033when you second it you discuss it um how do you get items on the board agenda I mean there's just some things that we can just be more clear on that um to avoid some of the confusion and to help our meetings um run efficiently but I think we have pretty good meetings um but don't ever hesitate to ask about that you wish you would know let us know so we can make sure that as we go along what we' like to do is at our Spring retreat is have a draft of that man for you to all the Open Enrollment and Boundary changes we have just uh updated our policy and worked with ses in order to get all of our open enrollment docs in order and on the website so that was good

034we had that already um chronic absence room um just the The Chronic accents was um tier um tiered interventions so the the tier one is important um you make sure that you're like in your newsletters um talking to the parents students the importance of of coming to school did they talk about today I was at a meeting at the Y and on September 25th there's going to be a a chronic absenteeism resource guide that's been being put out by uh a bunch of people reading first reading and AD that came together and Arizona is the highest used to be Alaska it used to be Alaska now it's us with the highest problem and so nationally we haven't recuperated from Co so a lot of kids they were saying are flexing their time at school on

035when they feel like attending or not and so um today I had a report run with kids that we have this is our fifth week of school and we have there's probably like 16 or 17 kids on the list that have three or more absences already in this five weeks of school so we're working on increasing our communication with parents at three instead of five and standardizing our letters that we send out but they are breaking it down to tier one tier two tier three and they're really talking about again the discussion of Project based learning and student centered learning that if kids don't think that the lesson is exciting if they don't think that the project is important they're not going to want to come to school so we can't continue to do the

036sit and get right they have to be engaged feel it touch it see it participate in it to in here so that was one of the tear that they had a definition there 20% of the school day of the school year and it's whether they're because before it used to be um 20 they said 20% is considered chronic but they had um before would be only unexcused absences now whether it's excused or not it counts as the abente chronic absentees is there a way to so that's what if we have kids who have then we need the doctor's excuse show sign they get really bad seasonal allergies or Asma then it doesn't count to stay count are stud some of our special education students have that I've had one in years past that had some

037very specific things that need to take one day a week every week what what do you do to keep those kids caught up well and they were sayings are hurting they're saying every time a student is it takes two days for them to catch up for the teacher to catch them up and then they're saying that chronic absenteeism affects the rest of the kids in the classroom because the teacher obviously has had to slow down or retach so that's where the concern is nationally that all these The Chronic absentee rate is affecting the fact that our Statewide data is the way it is so they track third grade ELA data and third grade ELA data improved but the absen absenteeism rate of third grade improved so they're making that correlation to attendance and student progress

038so um so it'll be interesting but look at that and then September 25th I'll probably um put in our October board meeting we'll put that resource guide foric aism on our do on our board agenda performance audits that was um informative and I think as you know we've worked really hard with our Auditors to continue to address the needs of the Auditors that they were um typically the message is be as honest as you can give them what they what they need don't try to hide you know if you don't have what they need and I think um that was one of the comments from our past Auditors that they were uh very pleased that whatever they asked for we were able to give them right away so it wasn't like we were scrying to

039to get what we needed so that was that one and then um the First Amendment free speech on that one um there were a few cases that stuck out um one of them one of the main ones that they talk about is um that if students are on social media posting weapons drugs violence in the community the the school has the right to act upon what students are posting okay there's a lot of times um kids will saying well that's free speech on off school campus but when it comes to braging about weapons threatening to shoot specific students or posting images of other school shootings then the student um the school obviously is has a responsibility to act on what they're seeing on social media um so we I also I thought about that next

040one on the eth grade student that recorded a video of herself drinking alcohol and shared it in a private Snapchat and she was on the volleyball team so again we need to make sure that our student handbook states that drugs and alcohol are prohibited when you're part of a team because that student didn't get suspended because of what they posted they were not allowed to play on the volleyball team because of the policy in the student handbook in terms of rules and three environment so that was a good one and if you look if you go back and look at that one um CES stamps who does who did the presee presentation she is our attorney she's our legal counsel that we consult with um whenever we have questions I want to go back to

041the due process the the what you guys have here the student discipline 101 and 102 and they really stress the importance of process you know make sure that that um that you are um following the proces and then remember that 504 students are treated like SP students when it comes to discipline yes you can't and then the new law that went into effect last year about students in K second suspension of students K is it K4 yeah K4 two days um max um um if you can go more than than two days let see um two days suspension for no more than 10 school days in a school years forer than seven um but then there was other what changed is the you know um the new legal requirements you Comm suspender sell only all

042of the following are true that the student is or older the behavor OCC in school possession of a dangerous weapon or involes of Dangerous Drug or requirements immediately endangers the Heth sa other theol circumstances because before this you [Music] couldn't and the the last one that you have here is um this was on the presentation on what board and superintendent need to know about IEPs and special education so this talks about what are the schools what are schools required to do with an i determines a particular educational placement is needed that the school does not have so the last highlight yellow if the school does not have the educational placement needed by a particular child they can pay tuition to send the student to a school that has the appropriate placement which is what we

043have had to do um it can cont Contract Services out to a vendor or if you create an appropriate program so we look at whether we have the resources and the budget to create a program or is it beneficial to all concern for them to be serviced outside of our school um so just look those over but you have a copy of all the presentations so at your leisure if there's something that you're interested in um if you have questions about please don't to come to see us fromer this morning so thank you for all this refer to it any question me okay so thank you and like I said please don't hesitate to ask if you have any questions but there is a lot um to know and I always love the part of

044stump the lawyer because it's interesting to see what what we know or what we think prior to the answer what the attorneys are going the it was I don't know I'll have to remember dur the meeting I'll remember I share it at the time but they weren't sure they all passed it on to each other we're gonna have to see about this it was something that could come up we'll remember we'll say meeting okay so now we'll turn I'll just close e e e all right welcome everybody our recess nice so we'll continue with our meeting we've already just got done with a study session where we really discussed conference went to last weeting it covered everything from AI to Chronic abces to you name it but it was really informative obviously some sessions are

045better than others but for the most part with that we'll move into approve the minutes from last meeting [Music] discussion M fav yes M [Music] yes with that Mr Ferguson is on for his it report [Music] good evening we've um we've been pretty busy over the last couple years and this is this is the first first official update that I've given you this position so um for those of you you don't know me my name is Joe I'm the director of Technology services at so we'll start with had good news for you the uh today I signed the uh completion documentation for our security camera project as well as our server upgrade project so as of today today uh the projects that we've been working on that are fully operational operational are our Network upgrade

046or security camera upgrade server upgrade fail device upgrade um which a failover device is a backup internet device it's uh it's not nearly as robust as the sunor connection that we have but the event sun corrid goes down the fail is int to at least give us some conne um and uh battery backups have been installed in all of our Network process so all of all of those projects are um partially operational that probably should have said mostly operational is our intercom system you can see our brand new beautiful messaging clock up there um these these devices they they function as two-way two-way communication between the front office and classrooms as well as a clock and they they can have a scrolling message so when um if we need to push out an announcement we

047can say it over the announcement have a pre-recorded announcement pushed out as well as the scrolling text the reason that's that's partially operational is because we still haven't gone through the punch list um the the technician is coming back next month to uh finish up some some final things as well as start a new project for us um but it's just a couple new SS I think it's maybe two or three speakers here and there callon um that is but with regards to that that's that's almost um work in progress uh website redesign our our website is is uh in need of replacement and uh I am um right now I'm in the process of approving the uh the updated site map for our new our new vendor what happened is the vendor that we

048were using was purchased by another company um the the the current company uh Sunset the um the product that we were using and is moving all their their their customers that that moved over with the purchase to to their their platform and that new platform is is parent square and that's the that's the platform that we use for notification Robo calls and text messages and emails that fber to the bus barn we're we're reaching out our Network to the bus barn so that our maintenance department has connectivity and we get rid of the Hotpot that they're currently working on where we are with that is we we have f run um run out to the bus bar it's not terminated yet so that that sched to be terminated with the next future projects planning phase

049um the the sfd project that Greg has been discussing over the last many months um and down the road we're we're looking to replace our wireless access points um the network upgrade that we we completed in at the in the in the spring of this year um replaced all of our interior wireless access points did not replace any of our exterior wireless access points so there's about six or seven um access points that we'd like to update the the devices that are currently um installed are I want to say about eight or nine years old and um they are not connected to the network right so those need to be replaced um repairing conduit that R to the snack bar um when when core was working on campus renovation and and building out all of

050the new buildings and the new pods um there was there's a stretch of conduit that runs um runs from the softball out to the snack bar um that was collapsed and it was it wasn't repaired it was just a so um we'd like to repair that so that we can install a fiber run out from our Network to to the snack that would um that would allow us to to have connectivity out there PE uh wanted to do anything outdoors um we could uh we could give internet access to anybody who's deciding to use the standar for concession um and the network equ in the bus bar we're we're stretching the fiber out there um we don't yet have so those projects are down okay other department updates um over the past two years uh

051we consolidate tech technology storage to network closets which has opened up two office spaces and those office offices are currently being occupied by the the other two members of the IT department right down this hallway um our SA say clerk who half half the time works on student information system maintenance the other half works on sped records and our um technology and differentiation coach Lord who has been a tremendous help over the last two years um we've updated technology handbook for students and staff ref find the process we used to track student device damage and how families are buil that um that is new this year um mto's been working hard to repair theage devices actually just the picture of those broken Chromebooks those were on her desk so she's been um she's been taking

052computers apart replacing screens replacing uh keyboards um getting crumbs out of keyboards it's it's it's very help um we've we've updated our digital citizen curriculum the the curriculum we were using in control um was many of the links that were posted on the platform were breaking and no longer active so we needed to to go to different um and the the program we're using now is called Common Sense education and it's it's recommended by so I believe I'll be touching on that in a little bit um updated student PR book distribution procedures distributed spare prome books to each classroom which which was new starting last year in um in previous years if a student forgot their Chromebook they were out of look the teachers didn't have any spare so at this at this time each

053classroom has one spare Chromebook um in in case a student forgets there at home um and we've set up a charging cart with going testing Chromebooks those those Chromebooks are available only for students when they are taking a benchmark or standardized test uh device uh distribution at the end of last year students checked in their devices and filled out a form letting us know what what damage had been what needed to be repaired on on their devices um misso came back on July 15th and began repairing and reconfiguring devices and I I I don't remember specific number but I think it was around I think it was around close to 200 devices that were either end of life this Miss and Mrs had allent devices this is pretty impressive when you talk about body around

054um had all devices ready and distributed to students by the second day of school that was our our historic go has been within the first three days they got it done within two and Mrs Le weren't you done halfway through the second day of school or did you use the entire I don't remember that was so long ago let say she got it done by morning that sounds great I'm not sure it was that fast but it was close yeah um and this year we were able to uh issue brand new computers and cases to second grade students and that's the second year in a row that we've been able to do that um I don't know if that that's a goal that we can achieve every year that's a you know that's that's kind

055of the dream that's the Hope um but funding funding can be a challenge um devices in circulation okay so student device this doesn't count all of the Ring computers that thiso is working on there um we currently have uh at the time this was created keep in mind that these numbers fluctuate uh 639 in circulation assigned to students 605 assigned to students directly 10 in that spare testing part 24 assigned to teacher classrooms is spare we have one new Chromebook in reserve we have eight old Chromebooks in reserve and 14 end of life Chromebooks in reserve so we're we're pretty pretty tight um that said we have um we're in better shape than we've been in the last two years so this is don't let those numbers scare you this is good new and the

056the the Chromebooks that that you used earlier for the study session those came from um Paro devices we have 22 in circulation two new devices in uh for staff this is our um our teachers our administrative staff and our District staff um we have 68 circulation 2 to be issued five old Reserve TOs and seven old Reserve desktops and what when I say old what I mean is these These are these are devices that have already been replaced so they they should not go back into circulation unless somebody breaks one of their okay artificial intelligence we are um along with the entire educational world we are we are learning as this this technology is developing and um we're we're actively talking about it on a weekly basis how what do we do with this how

057do we how do we approach this um we've we sent out um several memos to staff um we had a a kind of truncated uh training last school year on AI and how we're um how we're going to approach it as a district okay so um this is a prepared statement so I don't mess this up but AI is the 21st uh century version of the calculator um it's a tool that's going to be used in many specs when our students go into the workforce it's better to teach them how to use it respons responsibly and to hold them accountable than it's used IR respons so we want them to know that AI is a resource but it's not a crutch okay they still need to do the thinking behind the work that the AI

058so um this the the next set of bullets this is information that went out to teachers in memo in that training that we had last school year um how teachers can spotted there's a a drastic change in vocabulary and quality work um formatting changes in consistency in format um inconsistencies in style or voice as a teacher you can kind of start to recognize the voice in your students right um lack of personal anecdotes or anecdotes that are just completely off based um irregular repetition um another one in there is um just incorrect facts that's that's something what teachers can do to encourage students to use AI responsi um require students to show their work by submitting multiple drafts using the peer review process um teach the use of citation right um and these are all

059things that teachers have been doing for years they just need to make sure they continue to do it um use resources to help detect the presence of AI generat and those those have okay for staff use um be a helpful it's it's helpful for staff it's um as long as as long like the students as long as are not using it to think for us and if we're using it as a tool to do the work then it it can be very helpful okay staff can use ai ai to help not taking sometimes whether we want it or not you download an app um account management and improve functionality resources um there's there's a whole Host this list forever we have new new AI resources being published all the time the the resources that our

060staff is using and we do we do have a small handful of teachers who are using it daily um I know in the Middle School um so's been um been working with small groups uh using a tool that's designed specifically for teachers and Educators called brisk and it helps it helps uh create lesson plans create assessments create presentations um it it's it's very useful for teachers um Magic School AI Microsoft pilot we're we're a Google and a Windows District so that's one that kind of comes whether we want it or not and undetectable AI is one of those resources can to okay site and cyber security posture this uh this this isn't something that I'm I'm going to go into detail in open meetings we we will have with like anything regarding site security that's

061something that that we can go over in executive session dat but I will say that it um it's it's something that I spend a significant amount of my day working on and improving we talk that Administration discusses this on a daily basis how do we improve our posture so we've been working with our insurance provider in the Arizona Department of Homeland Security side Readiness program to actively improve our cyber security posture we're also actively working to improve security using the school fac okay air air quality sensors um an air quality sensor is a device that think of it as a really fancy carbon monoxide um we've received two air quality sensors um to test and our trial will run to the end of October um at which time the district will have to decide whether

062or not we're going to purchase and um leave install or send back to the vendor um the devices are currently configured and working in the administrative building um but will be installed in the Middle School restrooms this week these devices will work with uh the system that currently runs our security campas um and they they they'll send alerts to uh to District admin team whenever they detect smoke Vapor or high high noise noise levels we we actually got an alert this this morning um when one Reed a hot so that was interesting uh devices what here's what they don't do they don't record video and they don't record on they do have motion detectors and they have um they have noise level sensors so they detect and that's that's useful in a lot of schools

063will use that to identify when there's a fight in the bathroom or something like okay um we've prepared an automated message to send out to families just to inform them that we are going to use these for a trial basis for that will that will go out okay um as I mentioned earlier here's here's a little more detailing what what they detect um air quality sensors they they measure something called the ba index um temperature humidity carbon dioxide noise level air quality index and tach index which is volatile um the the one of the the big benefits in in schools is that this helps this helps School staff um know when someone's using a vape device or if you don't know what those are um an electronic cigarette e cigarette or a bit P for

064short they're small handheld battery power devices um that create an inhalable liqu um they they they come in all shapes and sizes um they're often very small and easy to hide and they're commonly used to inhale nicotine THC um these cigarettes and big pens do not smell like cigarettes and are very easy to hide um the Vapor that they emit is difficult to detect even though it can contain substances so knowing knowing that you can imagine the the challenge that these devices present to schools it's not like it was when I was growing up where if you smoke a cigarette in the bathroom everybody knows it's it's something that is really easy to hide very um digital czen ship curriculum so this is what I was mentioning earlier we switched from control to Common Sense

065education and um I don't remember who asked it somebody asked if we have a curriculum that touches on AI in our study session this is our curricul okay um Common Sense focuses on six core topics they're media well balanc online privacy digital footprint uh communication cyber bullying and uh news news and media literacy and uh the one of the greatest benefits of this um as as opposed this new this new program this new curriculum as opposed to our that it has um it has lessons that are designed for grade levels Kinder Garden all the way up through high school so in control was really kind of tailored more for middle school and Upper Elementary this one has uh lessons and curriculum dropping all the way down to our younger students okay and teachers teachers were

066told that um they we we asked teachers to discuss each topic each core topic they could go as deep into it as they wanted or touch on it um and just hit the essentials there's a lot of time there's a lot of material there if they wanted to stretch this out through the entire year they could I hope they don't but they could there's a lot of resources um the curriculum is recommended by Abid we are in Abid school this is where I first learned about the curriculum two years ago when I went to um an avid conference with our team and provides like I said earlier lessons lesson plans activities and professional development for teachers and students from kinder Al through high school um teachers were introduced to Common Sense education and preer pre-

067service second and third grade teachers have already finished the lessons fourth grade is almost there and um since I've since I made this presentation middle school is almost there as well um at this at this time teachers have finished um I checked again a couple hours ago teachers are about 70% of the way through delivering all the lessons that all so they've done' done aett good job that's it thank you just for our parents here how many of you actually are using AI in your profession or in your jobs okay good thank you and um just we're just curious you know wanting to know um in at the law conference when they were talking about the presenter was saying that it's part of like the interview question now that they're asking um employees when they

068come in to interview if they're familiar with AI and have they used it and those are the ones that they want working in their um in their jobs and in their occupation so it's interesting how it's just growing and evolving so thank you thank you for your presentation and now it's time for episode two from Miss Rico boys and girls are you hanging in there okay I'm going to go fast okay we're going to get to you as soon as I'm done so thank you parents and thank you students for your patience okay this is as you um know or may or may not know our theme for the year is friends and we are um talking about the one where the Colts not get out of the park this year because you are doing

069an amazing awesome job and when we look at balance curriculum and discipline and motivation and all work in leader and me we know that this is our year to shine and um just so proud of all of our students so this is the year where the fs are going to not get out of the par okay enrollment update um we are at where we left off last year in terms of enrollment with our students who withdraw we always get new students so we are exactly where we are where we were last year at the end of the school year with 644 students on campus um in kindergarten you may recall that we had three classes we didn't have enough students for four teachers from the very beginning and our plan was to use that four

070one of the four Kinder teachers to help us build capacity in other areas in terms of testing um but what we found is that we have a lot of challenging kindergarteners um they seem to be a little bit more immature than the kindergarteners in the past so um we made a decision to go ahead and separate the students and have four classes so you'll see at the bottom that we have 45 total kindergarteners and in the class we have eight in one class 15 in another 14 in another and eight in the fourth class so even though the numbers seem low the needs are extremely high and our teachers are um working really hard but it just seems like socially trying to get students going in kindergarten has been a little bit challenging this year

071for us so um our first grade numbers are a little bit low as well which we know we prefer them to be know but we discuss our Revenue comes from student enrollment and bodies so we need more kids so we are um still looking for new students in KRA first six and seventh grade maybe not even um right now all the new students that we get are in fifth grade for some reason and that's the highest gr we have like we're getting new student what grade F oh no so um but just if you have any Kinder first grade friends that want to come I mean this is a dream number with eight kids and 14 and 15 classes and Kinder classes so this would be the year to have them become C so help

072spread the word Transportation update than you again for all of your patients in terms of having to be patient for your students and the students waiting for our consolidation of our routes so um we are we have Consolidated routes from six to five due to our driver shortage we do have one person in training that will cover the am routes and the occasional PM routes as well um Mr Renzo will be back um next week so we're just very grateful to our current staff and despite the $3 an hour difference from our drivers to sa's drivers we still have people um and drivers committed to sticking with us at Continental two years ago we were um way above sa's pay and we had all their drivers we had people quitting in saita coming to us

073and then saita increased their R so we had not too many went back to sa but um um bus driving is a hard job and that's probably one job that I would never be able to do Mr Nathan drives the bus and the other day I said Mr Nathan I'm GNA take something off your plate let me drive your route and he started to get out of the bus I was like I'm kidding I'm kidding so um you know it takes a village to transport our children and we just really appreciate our staff members Miss as the Food Service um director and Miss Roxy Who works also in Food Service they are also drivers so if you know anybody that wants to drive a bus or if you want to work very flexible and we

074can mate people doesn't matter if they want to work one or two days a week Am Pm we're flexible and we have positions and we train them too for inhouse training um our override prop 10 update and St Continental presentations so we are seeking donations for signs maters and door hangers for our override the signs are up and around Valley so hopefully you've seen them we just found out that on the ballot the Continental override is going to be the very last item on the ball so we're probably gonna have to campaign to start with the end in mind and encourage everybody to start backwards at the end of the ballot and it's four pages long so please remember to talk to your friends and spread the word go all the way to the end

075or start at the end um I will be doing presentations um on our district and current challenges in education and they're listed there with VI the rotary with the American Association of University women with Green Valley rotary and have been attending several meetings um in Green Valley to kind of spread the word and let everybody know that we do have our over override on the November thank you let play progress and support again our students are engaged and our community support and donors are as generous as always we're submitting gra proposals to the Continental foundation and to the white El Grant to help us with our Outdoor Equipment but our kids are just loving it and boys and girls how many of you have been playing outside with different activities that we didn't have last

076year okay good we have air hockey so just we really want our kids we wanted to give them productive things to do outside um so I think it's been a really good thing for our students and coming this year we're having a continental musical Mrs hatch is seeking students to audition for our musical Disney's Alis in wonder Junior so we have 18 students so far and we need more so um she is going to be sending out information and be sending out info on parent view to please audition we need more students the cost is going to be $2,000 for licensing and $1,500 for props sets and costumes so um please boys and girls be brave and come out in audition because it's going to be a great a great play yeah and contact information

077just contact Mrs hatch in our school but like I said she's going to be sending out information on parent view on um more audition dates to be coming our grant submissions we are submitting four grants to Freeport that are $500 each so we have some stem math grants literacy preschool and um for our English language Learners and we're looking at some different FPS experiences for students and then the rotary Grant also has a $500 option that we will be submitting for and through the white elephant Grant we will be submitting for 15 to $20,000 so hopefully um as you may or may not know we were cut $77,000 in our title grants so we really have to make up the funds somewhere so our efforts to write grants is what we're really going to push

078this year professional development as we mentioned we attended the law conference last week we had uh Mrs Dr Robson and attend conference for for special education um we Mrs um slis is also attending the star comprehensive Workshop in terms of star curriculum for students with autism and development delays developmental delays so we're always learning and always trying to keep up with best practices to stay up with the latest and greatest SB update we have projects that we've been working hard on thank you Mr sh we have an update on Middle School fund that's going to be taken care of um the orders have been placed for our stage replacement we're excited about that and um weatherization gring and drainage is also been our they were open today so we'll have a PR conference on the

07918th so we're very grateful to facilities Bo for being able to keep our school up to spec and Prov expensive needs that we have there's some upcoming professional development the Arizona assessment conference and Mr Ferguson will be attending September 17th through the 19 we had lead training today with our admin and our leadership Lighthouse team mrsas and I will be presenting at the a National Conference during break um and we have generation schools Network coming to do learning walks and data with us on October 23rd and we are going to be adding parents from our parent advisory to be part of the learning walks this time because we do include students so that we're going to have parents um come and have the to visit some so let's go forth and do and we're making

092boys and girls ready for Extraordinary board two St all right thank you job that we'll take a minute recess free I e e e on e e e Mrs yes yes this yes yes and with that M we're fortunate enough to have Mr acly from County um come to talk to us about the tax situation it'll probably cover everything so thank you board members um yeah so hopefully this is is the last time that we have to address the Saga and we can um we can put it to bed um but uh as as you know um there was a change in the law um in the way that Elementary only districts handle payment for high school students um and so to start off with with those in case anybody isn't aware and anybody who

093might be watching at home um Arizona has a from my standpoint over complicated school funding system but the basics of this is is they establish a minimum and a maximum qualifying tax and so um um right the slide it's it's in um slide sorry that's okay well in any event a minimum and maximum tax rate so basically what occurs if you a normal District um big district with a mix of commercial and residential property some high some low um basically a mix um you go calculate the school's budget um assess it tax rate back on that and it falls somewhere in the middle there and so you're just fine um if you are a relatively poor district and I mean that by that you have a a student large student population compared to the assess

094value in the district rural agricultural land not much bu business activity with that within the actual um uh District limits um it is very possible that when you calculate the budget that you need to operate your school that you would bust the cap and exceed the maximum tax rate in which case the state would backfill an additional um basic state aid for the district if you are a district like Contin which has a very high assessment to student population ratio you fall under the minimum qualifying tax rate so for decades the Continental Elementary School District and please do remember this is does not include voter approved initiatives like bonds and overrides it's just the basic um primary tax rate you go ahead and calculate your budget and for decades your actual calculation of your basic

095budget again excluding bonds and overwrites had very little impact on what taxpayers pay because taxpayers were going to pay the minimum qualifying tax rate so in years past you would calculate the school's Revenue control limit you would add on what you were going to pay in tuition to seren the seren district and then there would be a little bit more that you would have to kick into the pot to pay the State of Arizona that would go into the equalization okay if we could go back um one slide or right okay go forward two more slides okay um however they said no longer were you going to pay tuition to um a neighboring School District the state was going to take the money directly however when they passed the legislation three four years ago now

096what they failed to do was put that underneath the minimum qualifying tax rate so in essence what happened you will notice that this graph shows the difference between 2022 and 2023 which was last Tex so in 2022 your District budget was about 5 a. half million there was $2 million that you needed to pay um to Serita you collected that $75 million total subtract the state a and the total tax levy for the Continental Elementary School District um residents was5 and half million in 2023 however still that same $5.2 million for the Continental Elementary School District budget but then because they didn't include the high school students under that cap you had to pay 2.1 million to the state to reach the minimum and then they taed the $2 million for um high school students

097on top of that so your total tax Ling came out to almost $8 million for 2023 compared to the 5.4 million in 22 and that's why your taxpayers saw an increase in their primary property taxes due to the Continental School um School District increased by almost 45% now it was important and I made this comment over and over again and time it was important to note that one it didn't have anything to do with a decision this board made a decision that the treasurer's office made or a decision that the County Board it was a legislative enactment and it required their fix second of all the Continental Elementary School District did not get the money the money went into a pot that will now be remitted to the state and because ele um Continental Elementary

098um school district is in unique position you were one of only six districts across the state that were affected this way so that's why there wasn't a Statewide out there were only six districts that were affected in this way and the Continental School District was by far the one with the largest magnitude the only other comparable one is the Oracle School District in in inal County um your neighbor to the west the alter Valley District which is also an elementary only District was not impacted by this um nearly nearly as much because they weren't a minimum State a district right they were basically just a one for one swap what they were paying to Mirana and Flowing Wells to send their student students to was replaced by the new left they didn't in a sense

099work double tax all right if we move forward a slide so it did require a legislative fix and that legislative fix came in two parts the first was a bill passed with an emergency cause during the regular session um uh it was the bill that eventually passed was sponsored by representative and the house education chair Senator G had also introduced the bill in the Senate his bill basically said let's just never minding go back to the way it was um Senator Pell's Bill attempts to fix many of the problems that were created with the the initial enactment the legislature in the end decided to go with representative P's Bill and so they fixed some of the problems one being okay now that I've collected that money where do I send it I will be sending

100it to this to to the state the second was um putting the money that is collected due to that new Levy underneath the minimum make it part of the calculations for the minimum qualifying tax rate and then it also made some changes in that way the students count it and um the the overall average while we are a large County and the initial legislation had it based upon this countywide average some of the very small counties had skewed countywide averages because they had dists in unique positions they now moved it so that the the they'll take the high school student number and multiply it by the Statewide average so your lever going forward will be the number of high school students that are enrolled in other districts times the Statewide average for our high school

101high school student you going Advance the slide okay um this appears to be an old not the correct presentation if I could have you exit out of that one the one that says Continental ESD board presentation yeah okay um the the slide there no wonder the slide was off if you go up to the slide uh next one up next one up there we go okay those are those are the actual bill numbers as as they got passed the second part of that fix that I was talking about was okay what do we do about the overpayment of taxes in 2023 and that happened as part of the budget reconciliation bills um and basically what it said is okay if you were a minimum um qualifying tax rate district and you um paid the the

102new type three Levy in 2023 you will take that 2023 Levy and subtract it from your tax levy in 2024 so if you go to the next slide so this is what's going to happen this year you'll notice I've transferred the the values from 2023 so this year your Revenue control limit your budget comes out to $5.1 million I have yes please ask questions um 2025 look like is it going to look like an increase it is well we'll get there we'll get there in just a second okay so 2020 2024 your um the Continental Elementary School District um portion of that is 5.1 right about where it is historically historically been the levy for the um high school students comes out to $1.9 million a little bit less because now we're using the Statewide

103average and not just them thema County average um and then you would need to throw an additional $800,000 into the pot to me for minimum qualifying tax rate so it brings your total Ley to$ 7.8 million we'll subtract the $1.5 million in basic state a um and then instead of adding more money um to that we will subtract the $2 million uh for high school students that you essentially already paid last year which will bring the entire tax levy for the Continental Elementary School District resents down to $4.2 million total for 2024 yes um last time you were here you said the county the the fund that the county had um that $2 million in we did legislation in order to move it apparently that's been done and it went to the state um that

104fix uh was this budget set up included in that legislation is that why it's going to be done this way well the like it's just be all applied to okay so what they did and the legislature did not make this simple okay um so what the legislature actually did was told in the legislation that was passed to during session before the budget they instead of just saying just send us the money now we're not going to try to monkey with County Equalization just send us the money they actually wrote the language to say the Board of Supervisors shall direct the treasurer to so when the um Board of Supervisors adopted the tax levy um last month they also adopted a resolution that we put in front of them to say this $3 million that we've

105collected in um uh type free money will remit to the state um and then um the interest to the general fund and then the um and then going forward and that happened in the third in August so our next state remit is actually uh the 15th of of this month so we will send that $3 million to the state and then going forward every month on our monthly remit to the state we will send them any type three money that we've collected on the regular schedule just like we do the parking um in any event so the total um the total value uh the total Levy for the conal elementary school district for 2024 will only be $4.2 million which means it's is a total decrease to the primary property tax levy of 3.5 million

106which is 45.6% it will go now again this doesn't mean that and as just like you didn't get the money last year this doesn't mean you're going to lose money this year your guys's budget right your operating funds are all the same and again this doesn't have any impact on um um voter approved initiatives and bonds U bonds and overruns those are still an important part part of the process but totally not affected by this so property tax Lev will will go down now most people want to know is okay how does this affect me so if we'll go to the next slide I kind of like to view things visually so this is a graphic resentation of basically what happened 2022 you PID Continental Elementary budget high school student tuition little bit to kick

107up to get you up the minimum qtr 2023 only Continental Elementary School District budget you had to kick in a big chunk of money to get to minimum qtr and then they added high school students on top so essentially you paid it twice so since you paid it twice last year you don't have to pay this year and so Elementary Continental School District budget um we're going to subtract the amount that you paid last here and a little bit to get you back to minimum qtr and then to your question going forward in 2025 it will return to normal right so uh property tax levy for continent Elementary District will go back to between uh five and a half to6 million um just just like it has always been so in 2025 Elementary Continental District

108School District budget um High School type f money and then a little bit more to kick you maybe depending upon how the numbers go up to kick you up to minimum minimum qtr so it will go back to historical Norms next year so the 2022 to 2025 change that would be similar to alra Valley's um because you said they're SW so yeah so alter Valley um alter Valley's I imagine that's what the original IDE was they're because they have again because they're different they have within their District boundaries this is mostly agricultural land right um their their School District budget alone takes them above minimum qtr right so they never have to worry about um kicking in money to to to hit minimum and then what people will see on their tax deals because this

109one of the things because as we were discussing over the course of the year the fact the legislature was trying to give you your money back some people got the impression that they were going to get a refund check um that is not the case it is going to come back as a tax levy deduction right however because of the way that the U that the statements are not just for the Continental Elementary School District they include all the jurisdictions there was there's no way if you could Advance the slide one there is no way to identify it specifically on the tax statement bill so there is no line on the 2024 tax statement that says this is the reduction this is the amount that we're subtracting from your from your web it just simply

110shows up in that second line so this is the same property this is a this is a a a town home in Green Valley that was in 2022 had um an assessed value of $200,000 the average assessed value and so in 20 um in 2023 they saw their taxes jump from $178 for Continental Elementary primary to 304 so they saw an increase of $126 on just that line this year they will see a corresponding decrease so the Continental primary district line this year the con Elementary primary taxes for this same property which by the way is now valued at $210,000 because we're a year later The Limited property value raised by 5% um we'll see a property um property tax of $144 actually less than it was in 2022 despite the increase in uh in

111valuation right for for a decrease of 158 um um and change so that's where they will see the decrease now unfortunately because of the way the tax notices are compared year to year next year when the taxpayers see it they're going to see a big jump again because they're not going to be comparing it to 2022 where it should have been right they're going to be comparing it to 2024 and so it's going to go up from there so unfortunately it is going to show an increase but there's no way we tried um there was no way to get it to list separately on everybody's tax statement now two of the questions that I most commonly I should say and I'm anticipating a third two of the common questions that I get are going to

112be one why didn't we do it as a refund check well um it wasn't the legislator's will first of all it wasn't our decision to make and second of all you put that into context our office cumula throughout the course of the entire year issues between eight from our office not including all the warrants that schools produce and all the warrants that counties produce but our office directly um issues between 8,000 and 10,000 checks annually there are over 34,000 properties in the Continental Elementary School District and we would have had to cut 34,000 plus checks by the time you add in the additional staff that it would have taken to do that the cost of check printing printers which is which are expensive right and the cost of mailing in order to do that we

113would have spent hundreds of thousands of dollars just to accomplish that task whereas this did not add any addition cost to our processing it was merely subtracting it when when the board adopted adopted the now personally I would have loved to have handed out $ 3,400,000 $34,000 refund checks but again it wasn't my decision it was the it was the will of the legislation the second question um that we that people get asked is especially when comparing notes to notes you will notice that this property is a primary residential property and that means that that less state aid to education that I said comes into play that only affects primary residen so this person's Neighbor Next Door who might not be an Arizona resident might be a snowbird from Michigan who only spends you know

114three months of the year here they might have the same assessed value but they won't qualify for that state aid to education right and so their their statement will look different they will get a corresponding decrease right in the taxes but they will notice when they're comparing their Continental primary property taxes in instead of saying for the same exact um a townhouse side by side if it's not classified as primary residence their overall tax bill will be 145 plus 113 so almost double what the the Primary Residential um tax bill for the continent School District now the other thing is is well why did my taxes go but down by that much that's the third question we're going to get and that is remember this the tax bill is cumulative across all the jurisdictions well

115the um the taxes for the El Continental Elementary District went down by $160 the taxes for Puma County went up by $60 and then there are some other jurisdictions that had increases so their overall decrease for the um for the year only came out to 77 to $77 but they did get the money that they prepaid essentially for the Continental Elementary District High School students um um subtracted from from their bill this this year um and I don't know exactly how many properties it's going to affect but um the um the folks that were newly annexed Into the sanarita Fire District um will now have that added to um their their tax bill as well so they're adding properties that are both in the Continental Elementary School District and newly annexed into the San Marita

116fire district they obviously will see an overall tax increase into because of the addition of the Santa Ric fire district and with that I would be happy to answer any further questions that anybody might have Chris will we see you are you on the ballot this fall I am good luck to you thank you Chris you've been doing presentations also did you do them already at the oh thank you thank you for they thank you for reminding me um yes if any if anybody in the public would like to ask many more questions about this whole process or how it how it all came about or other questions about other taxing issues from other jurisdictions and other issues with the taxes um this Thursday the 12th I will be doing an ask the treasurer session

117at the Joiner library at 11 o'clock and then on Saturday and forgive me because I don't have the time right off my my head on Saturday in the afternoon I will be doing a presentation at the Quincy Douglas Library um and then for those people who are involved I will also be um um going over some of these issues at the Green Valley Council um um board meeting Bo of Representative meetings next thank any further questions well thank you guys so much and again I is the last time I hope I have to come here and discuss this this issue thank you for being available to oh absolutely app okay with that we move to the authorization of hearing I to off officer [Music] second yes I hope that that you utilize the hear from

118other districts more often that's does does that provide a um I don't know sense of Detachment that is but our our board policy says um the superintendent or an appointed officer so I would agree dire emergency no's Avail [Music] to Mrs Le yes somebody yes yes Mrs alen yes yes and now for the exciting read of the 55 pages of the new board policy advisory these were a lot of the ones that we had discussed with title n with open enrollment with uh board qualifications and hiring in terms of before that check box that said if you um if you're a felon or not now the questions are more have you ever are you attending a trial or a hearing have you ever been um so there's more detail in terms of what we can

119ask for and it's also saying that you cannot be a board member if you're a sex offender and you also cannot have multiple people in your household and you both be board members so it's just basic stuff that we heard at the law conference and things that you've been hearing about so it's first read for discussion so look them over and again if you have any questions um we had discussed before if there are specific questions we can do a study session thenor to the board meeting with that it is time to have a resolution which we I don't know how many years in a row but um for legendary teacher day september6 motion to approve our resolution for leg a second can you tell me a little bit more like so um what what

120it is is um Dr Nick Clement legendary teacher day he established it so what we can do is we can recommend and recognize teachers so what we'll do is get together like how we do student of the month and um we can recognize our teachers that we want to highlight and so it's just a so it's just um working on building relationship engaging um with students creating high expectations so it really is just a way to get our school and our teachers highlighted on the legendary teacher [Music] website yes yes yes yes and next one is request to increase the cooking club to approve the increase anding [Music] I just say they could bring some samples to our I make that happen but you have to waiver releases I'm sure yeah from what to what

121it was a month ago that we put that together um it was like a dollar and so I think we moved it to like 10 or 15 something like that maybe maybe 20 it was it was mainly for they came and said where's a budget and there is no budget for that club and so it was for materials for making different products and she submitted what she was going to be making and so that's what that was still in comparison for what they're doing very low but with the the the previous I was a dollar or5 dollar and that wasn't enough to get anything and just for clarity um if there is a hardship we still have a bu for that ju just like any of this stuff Craig and I work through that where

122I present a piece of paper to him um and the parents have that option it's not something that we like send home with every k but if they come to us then we absolutely we look at free and reduced lunch if they qualify for that it's a Shue Mrs yes yes Mr sh you're up all right so let's open this up and go through it line by line because it's not 8:00 good job been so you know as I said at the last meeting we still have over our fiscal year we're still waiting to get uh Grant completion reports completed and everything else um good news is is they are all done except for idea they kick that back today so we got I gota make some corrections some questions on that one so the

123numbers that you see are not reflective because we don't have Z opening balances and things like that so everything you know the cash balance from last year are still there they haven't rolled into the new year yet um right now we are still sitting at about five and or just over a half a million dollars on incumber funds so we're still looking okay to approve the district finan report discuss I have questions though they're just technical questions um why is the cash balance not showing yet I'm sure it's a system because we haven't rolled a new year over until this current year so once we roll that over the cash balances and everything else and you don't want to roll it over until the grants are until the grants are all complete so will that

124be by next I hoping to be able to do it tomorrow because all of our other all of our grants are done um we started working on just what was it yesterday school safety Grant we got our our carry forward so we were able to add that as well as our character education grant um we started looking at title because those funds have rolled over from the previous year so we you know all we have left is idea [Music] Mrs yes [Music] yes and next you'll see uh every week's pretty busy here we've got the grandparents Mingo coming up in a couple days we get pretty good partip Theo time change so it'll be from 5 to [Music] 6 and with that we'll roll over oh so our next board meeting is for the 15th

125the county um asba or superintendent County state county state meeting is that day so what do you guys think about moving it to the 16th which is Wednesday or push it to the next week so the the P is and we really would like to attend those are worth well I've been do a couple of so that would it would be October 15th if we if you all can make the pting don't know where it's at yet last year was hosted it's usually at a school right yeah it's usually at a school that's right so we don't they didn't tell us where it was yet so it would be um we know what time it's in the evening so it's usually 5:00 dinner with the school presentation and discussion prices trivia Rich posted last year

126yes so it would mean two nights for board members if we do the 15th for the county meeting and haveth or would you rather do the 22nd Tuesday I prefer the [Music] 22 to make it earlier spring break I have a quick question is fourth grade going to Madera Canyon in two groups no one group um they're going on the 17th and the 24th yeah so they do go together cles go and the other you okay for the 22 the 22 inform and the 22nd the 22nd you have anything [Music] for all out of well good I have so I would like to take this to present a check for the yes for Continental fund which is the override fund y thank you thank [Music] youting your colleagues to perhaps if it's in your heart
