025most importantly for our students ch um Kristen has been essential in helping us during our Earth Day and our plantin and working with our students very active in the preschool in our school General and Brett also help is working with us in the Heritage grant that we received through Arizona game in fish and um he's also at the Sanita experimental range where we've taken our students and we are looking forward to going and continuing to um offer different experiences for our students so we just want to thank you so much for all that you do and for just keeping Continental in your hearts and in your minds con absolutely so long time ago but not forgotten is the day of Co and as many of you know Continental School works really hard to stay in

026person as much as possible um and we put it out there for some parents to participate and we got all stakeholders in the community to form a committee to write a 74 page document that we had to submit to the federal the county and the state for us to continue to operate and the blums were a part of that team and they never missed a meeting at least one of them was always there and that wasn't true of even us administrators teachers because we have Liv but they made sure that um they were their advocating for their students and your students all the way through so that we met the criteria but we were still a fun safe friendly environment and I contribute a lot of that to them and their passion for raising a

027child not only in our school but in the community that's loving and kind and we see that in everything that they do for our school from planting sunflowers and and just beautifying our campus and helping with the nature trail so it's very difficult as an administrator to see everything and do everything it's volunteers like this power couple that makes that possible for our school to be what it is and so thank you so much like thank you as well for all the support that you're constantly giving us all over the community we see you at so many places and you're always such a bright light shining so our next award that we're going to do we call it the Golden Horseshoe award um it's kind of like the employee of the month for most places

028what's very unique about ours is um it's kind of evolved it's gotten to the point where now our the peers decide who this is not management not Mr Rico not ourselves um but everyone on our staff in our campus has the option to put in and select um the individuals um today's going to be a little bit different so what you're going to see is we're going to do one from um last month that wasn't able to be here we're going to recognize them tonight because they are able to be here so we're super excited about this person and so just start off with no further Ado M you could have our preschool director Dr Felicia and Dr Robinson's colleagues WR wrote Dr Robinson has been a delight to work with she stepped into this

029position new to the school and has been amazing with the students parents and especially the preschool staff we appreciate all her hard work and dedication in making this the best pre she's an amazing addition to our contal family [Music] congratulations hey it's me again so um tonight we're going to honor a couple of my bus drivers for their excellent work and things that they've been doing around campus so I wrote a little something that I want to just say yeah um Luke Hardy Jose corales and Robert who's not here tonight because he's on a field trip right now over sports teams so come and again these were nominations that were done by their fellow bus drivers and staff here around campus so it kind of means a lot when they get the opportunity and I

030want to say thank you to Jose because tonight's is today is his wife's birthday and they had a special dinner plan they chose to come here instead so we can look back to miss Esther back there just say happy birthday okay it is often said that the work of a school bus driver can be underappreciated but when drivers make meaningful differences around campus and in the lives of the students they transport each and every day appreciation must be abundant the statement could be further from the truth as tonight we celebrate Jose corales Luke Hardy and Robert millish for the difference they are making around campus and on the bus each and every day over the past couple of months these individuals have stepped up dedicated their time in between bus routes to ensure that projects

031that needed to be completed around campus were not missed or overlooked after the departure of our maintenance technician these three bus drivers stepped up to ensure that our Fields were consistently ready for our athletic teams they worked to retile floors around campus painted a few walls and even participated in a welding project to fix our desk in our science room in the Middle School the dedication of these drivers the dedication these drivers show was not only for students but to make sure our campus look great when visitors came to visit these dedicated individuals are there for our students giving them a greeting when they get on the bus in the morning and bidding them a fond farewell as they get off the bus in the afternoon the bus becomes like a family and the drivers

032get to know their kids and do the best they can to make a little bit of difference for them each and every day the school bus is there in the rain and the Sunshine and their job is to get the kids to school safe safely and happy and these guys do it every day they accomplish this incredible Duty with Amazing Grace and talent that is like no other and our students are better for getting to know our bus drivers bus drivers are hard to find with many drivers becoming bus drivers simply to look for a job in between careers or if because they want to get back to the community I can I can assure you that these drivers we are honoring tonight are here because of our students and the difference they make for

033them school bus drivers are a very unique group of people and I couldn't be prouder of them for the example they set when they come to work I am very lucky to have been able to work alongside these caring talented and professional people for the past five years they are simply the best tonight we say thank you for being our bus drivers and I ask all of you what's your superpower please join me in thanking and congratulating these bus drivers tonight as they represent the very best of what being a cult really means I'd like to say that that um and Robert just like they greet the students in the morning many times they're greeting me in the morning and saying good night to me in the evening and I really love you guys and

034appreciate you because you're always checking in on us in the offices around the campus you're always saying hey is there anything we can do is there anything we can do to help and I just hope you know how appreciated you are thank you these these three specific we we're so lucky here all of our drivers are amazing every one of them and they all help out in their own way at their own time um I'll personally say this last three months has probably been the hardest three months of my 16 years working here atal school um along with getting through third quarter pushing getting ready for all the promotion all the stuff e grade um our a maintenance technician um it was best that time where he felt he need to move on and I

035picked up a lot of those rules and I tried to do it by myself for a little while and then Mr Curtis helped out a lot and our team came together and at the end of the day these these three specifically they never said anything but they saw me drowning and when we were getting ready to go to um to Disneyland we left I don't remember what day but the day before I was here mowing the Lawns until 9:30 at night the football field because it was about me high and these guys found out about it and I got as far as I could and I knew I had to go home and sleep because I had to take a bunch of kids to Disneyland on jazz concert stuff and when I came back every

036lawn was mow the weeds that were around campus had been weed with and since that day I haven't got on the long Mower and it's because these guys they they're are bus drivers and they see something that needs to be done and they go and they do it and what a great example not only to me but to our students to their families to our community of endless service And when they see something they do it and I love that in employees where we don't have to go ask and tell them and here's another one so now that he's here I'll talk about his part we're we're coming into baseball softball season once again that's normally the grounds maintenance technician's job um he saw the need that the grass had totally overtaken the infs and

037so with pickaxes with hulao um with Robert leaving the helm on that these three went out and they cleaned that up they brought in gravel they smoothed it out they dragged it they borrowed my fourwheeler and made beautiful and I didn't have to lift a finger and it was fantastic and so just what selfless service that you're willing to give to all of our students above and beyond yourselves and all forever be in your debt and and grateful for the time the effort um that you and your families have sacrificed to be a great part of this Continental School award for employee of the month nominated by their colleag is Miss and Miss Knight's colleag right Mrs Knight has come to us as a first time special education teacher and middle school teacher in the

038same year in this short amount of time Mrs Knight has built an amazing relationship with her students where she's able to push them not only academically but also in their personal lives to become contributing members of society Mrs Knight has built relationships not only with students but also with the families that she serves she's a great addition to our Continental family and we're fortunate to have her as part of our team she's done an amazing so these are multiple people she has done an amazing job with our resource middle school students she's worked very hard to build up her skills adequately to write up students IE Miss Knight goes above and beyond to help the students and staff she's been such a great asset to our school she checks in on staff members to see

039how they're feeling and if they need anything Miss Knight is pushing for a healthier living style among the staff and is willing to help anyone or give advice when needed we are so happy she's joined our staff and has become a member of the family [Applause] congratulations so I just want you to help me give one great big round of applause to our rock stars at this time if you would like to scoop closer to get a picture of your child that would be just fine all right tired everybody say pizza [Music] pizza all right thank you everybody we Tak a five minute recess some pizza feel free to stay or not Al spe [Applause] you by [Music] conratulations [Music] [Applause] [Music] aome good job man you want a [Music] picture okay this leads us

040into the consent [Music] agenda I to approve agenda it's a pretty big one any discussion Mrs Le yes Mrs EMAs yes Mr MCG yes Mrs Alan yes Mr Al and I'm yes so the district financial report Mr schuber So within your packet is our the district financial report the same one that I give you every time um I will let you do your thing and open it up for questions could you summarize maybe any um big things change anything over budget under budget five oh sorry I mooved to approve the district report I second sorry now it's discussion done I violated the rules but we always do that Financial so with that shooter is there anything that stands out that you're a little nervous about or you had to move money from here to there

041I mean not every $5 or well we're tracking we're tracking the way that we we thought we would we are getting down the wire after we did that giant budget cut back in December you know things are are getting slim um we still have the funds to meet all of our obligations and and meet payroll and everything else so we are tracking just like we thought we would do you want to address the the federal the UN cut the grants yeah the Federal grant that they so have for and they took way you might explain I so within um the esa Grant we had to cut $47,000 out of our Title One funding um this is a federal thing this wasn't something that we did here or wasn't something that the state did locally um

042that funding decrease was based solely on the level of poverty Within our our School District boundaries um and my biggest fear is within the State of Arizona we're going to continue to see Cuts within title one simply because we just keep raising the minimum wage every January and the federal property level doesn't change so the more we increase the the the minimum wage The Wider that Gap gets between the federal partty level and we just will continue lose funding within one so correct me if I'm wrong I understood that we already had that money allocated that they committed to us so to speak and then basically said oh sorry you're not meet these guidelines so now we want you only get 40,000 less so according to the feds what we're given is just an estimate

043until the final all the final allocation don't cast the check itself true yes yes and final allocations didn't come in until April and we budgeted for the whole thing yes that's where we were keep the okay so that's 40,000 which will then translate into further discussion later on down so typically we use um Title One to pay for summer school and so when we had to increase the budget we typically plan for 46,000 for summer school so now we cut it down to two weeks instead of three weeks and we are using tax credit funds and as an enrichment so we can tap into the club the undesignated tax credit funds that we have to pay for some enrichment it seems to me to be a little bit of a kind of a gamble that

044they're giving you estimates and then by the way don't spend it all it never has been in the past this is the very first time I have ever seen uh federal grants decrease especially is that not 90 days prior to it has to be used prior to the end of the year yes that's to me that seems a little I yes there was plenty of conversation of what if we were running summer school in July and I already spent all that money well okay so there's my next question then what and then we have an IOU that we have to pay back $40,000 no they will require us to move that money into another fund to only pay what we were wanted oh for the record I don't like that at all so now we're

045going to be a year behind basically with those funds or you got to estimate we're only going to get half I mean how do you do it next year so they the grants for next year are already open okay and we have the budget to the penny with what's in the grant right so if right now if the grant is what 77,000 with Title One yes so we we have to budget to that 77,000 and then we will get an increase from any Title One funds that were left over from this year roll over so we'll get that increase and then we'll probably find out in April that we get to to cut it by $60,000 and if you remember every year we've been trying to be better at spending our money so that we

046don't have that much carry forward in the last couple of years so I we've charged our directors to spend the money on what we said we needed because if we have too much carry forward then it looks like we don't need it right so this year we did great at spending what we said we needed and yet we were still cut so so before they give us the final amount we are required to earmark every dollar yes we can do that well we done that and that's they don't they have to be in an approved State before we can start to spend yeah and the only way they approve it is if we have it down to the penny on what we're going to spend our money on so well now we know that's what

047we got to do for next year so and we have to have all that done by July 1 how hard is that well it's not hard to do yeah it's not hard then it's hard to to prioritize right we're gonna have to going to be cautious in what we spend so that we're not in this situation in April so next year you're going to designate it for have wiggle room just in case we don't get it on well I mean right now I mean we use title one for summer school that's the biggest expenditure that we use title one for and we've run title school or we've run title School we've Run summer school in June so a giant lump sum of the funding that we say we're getting from title one is just sitting

048there waiting to be spent until it gets to that point so it's a good thing we spend it in June and July so we have that opportunity in June rather than July yes make sure the check even goes through so yes well we contemplated do we do we have jump start in July so that we use next year's Fundy right but we felt that we needed um we had been talking to our parents about offering summer school about at least if we can do two weeks of enrichment versus nothing at all and saara um they charge for summer school so their title probably less than ours in terms of what schools qualify in the district to be Title One schools so they charge but they charge I can't remember we saw the fire was like

049150 dollars a course in the summer for the same three weeks and the same days that we offer orig with our original plan so we talked we discussed that also do we get to the point where we have to start charging a couple years ago we did charge for the enrichment portion because we used title funds for the kids who were academically at risk who needed it so we kind of tossed up be tough too had a conversation about that so we decided worst case scenario will be able to use tax credit funds for the en so reality is you can't count on that money period you just can't they're gonna pull the rad out from underneath you got to pretend you're count and then on the flip side of that so on the flip

050side of that we're getting more money within idea which is a special ed Grant so we're losing money for Title One kids because of the poverty level but we're getting more special needs kids where we need to get more fund so that was $18,000 extra that we had to budget for so we had to put that out to the penny and then I think preschool got $100 extra that we had to budget for so we added it to materials but everywhere else was cut yeah I'll talk to you later when I used to sell the FED govern because at the end of the fiscal year it was use it or lose it and so that's when most of my sales in October that's I'm saying right or wrong that's how it work all right thank

051you um Mrs so Mrs Leber yes Mrs amaras yes Mr MCG yes Mrs Ellen yes Mr a yes and now a discussion item are you're up again yeah I mean there's no way to clear out a crowd than to talk about school Finance right so this is the annual School District budget or School District spending report that's presented by the auditor General's office um you would have had this last meeting but the day that it came out was the actual day of the meeting so it was to get this on there and Mr Ferguson will have this posted on our District's website tomorrow so that it will be there for everybody um are you able to rotate that so this is showing how the district spends its money uh within classroom spending 64.4% of our

052every 64.4% of our budget went to the classroom and 35.6% went to non classro spending um as you go to the next page um it just kind of gives you a historical trend on where we've at as far as um classroom spending goes um last year we were at 56.8 this year we're at 54.4 um in 2009 we as high as 62% and in 2015 as low as 53% on the next page it's a more of a bar graph showing you the increases and decreases in each um area um you can see that instruction which is Teachers themselves went down 0.1% student support went up 2.4 and instructional support down 1.4 and then within the non-classroom spending the only thing that went up with food service and transportation Transportation will most likely continue to go

053up as long as we keep you know buying diesel vehicles diesel is $4 or more a gallon um the next page it's just a Dollar by Dollar breakdown of the spending per pupil area so um nothing really standing out as far as this page the next page is comparing state state and peer averages to the to the district um you can see that on under Administration spending per student is high here at the district um students per administrative position you can see that below the pier and the state average uh plant operations we are very low um square foot per per student so we have 205 Square fet per student um our within Food Service we're comparable with everybody else between the states and our and our peers and about 147 meals per student under

054transportation um we spend about $586 per mile which is comparable to the state and the our peer average and spending per Rider is higher than our state care Greg can you talk about um the administrative piece and why it's high for who they consider because it's it's the director so the administrative pieces would include um all of our directors it would include our our preschool director it includes special need special education director Transportation director uh Mr Miss quis and Mr blon M Rico myself so our entire administrative team is who was considered underneath the administration T does that it's also it's also going to include um folks like May Ali who is an administrative assistant um Mrs Curtis who's an administrative assistant to Mr lean and miss quas and it's also going to include you

055know HR as well since that's also a director level position so when you when people say we are administratively heavy we're not exactly administratively heavy I mean if we were our students per administrative position would be much higher right plus we're a smaller school we still need to we still need to have the same things we still need to have the same people in place as a t us thank you you're very welcome uh average teacher salary um our average teacher salary is $ 56,216 from classroom site fund which is the money um compared to the state average it's below the state average by just over $900 a year 20% and is taking into consideration 301 that is not taking into consideration 301 okay that is straight salary okay well that's not a fair comparison

056well so if you look it so what they are saying is that at our 56021 the the state average is the 626,000 but if you add the 301 money ours looks better that but they get 301 money too it's it all depends depends on how I know it depends on how it's reported and everything else so so if it is a straight shot straight into teacher salary you know how we do 20% to their Bas and then 80% into performance well if they flip that if it's 80% into their base then that teacher salary gets inflated does that make sense gota doesn't help any recruiting brochure sure it makes recruiting a little more makes your elevator pitch a little longer sure right yeah that's what I was looking for yes so here at Continental the

057average years of teaching experience is 12.4 years we have 14% of our teachers that are teaching within their first three years and 86% of our teachers are in their fourth year of teaching of L we are averaging just under 16 students per teacher so there's part of our elevator pitch that is that that does look good that's great um if you go to the next page it gives you the average teacher sub salary compared to the the state average there you go so that brown bar at the bottom is what was paid out in 301 monies all righty and this is from 2017 to 2023 in Greg 301 money is to [Music] continue far as we know it is in perpetuity it's it got passed by the legislature so that's remember the discussions that we've

058had in the past about the aggregate spending limit well because of the way that they approved 301 301 was now included in the aggregate expenditure limit before it wasn't so yes I may if I may add to that it's in perpetuity if the state trust fund to maintain it's based off of the sales tax so it's based off a lot of fees though State trust System state I mean among many others but that that system has to function collecting you know appropriate income to make it happen yes the state land trust that's the reality it's not some pie in the sky there's always give a pot of money I'd love to say that there will but the reality is is that or they'll find something else to do with it's the unfortunate reality um in

059the last couple pieces of this is just um some student achievement and um district and peer group and Statewide passing percentages within Ela science and math and that is the auditor General's District spending report beautiful well I guess that will take us to the next exciting episode of the second reing of the districtwide family engagement the a I'm sorry even more good stuff all right so our district a is has finally concluded um I I just want to remind the board that um when you are making your motion your motion needs to read like it says of in the rationale in the quotes that is a requirement from ARS as a ARS okay so once you do make your motion that is what the motion needs to be um we had a very good audit

060um so good that that you are publicly accepting the audit say I move to publicly accept all audits question so we had a very very good audit we had a total of nine audit findings nine yeah it was nice that you all didn't call me to come sit in on the review well the review didn't take very long couple years ago they called us that that's that's that's a call every year they only ask for one or two members um with that I will let you do your thing with the with your motion and second and open it up to discussion after that I move to accept all Audits and compliance questionnaires by roll call vot second get a second um M Ric M Rico yes um did anything stick out with you that on

061the audit that you think we might need to like pay attention to no just the fact that I really want to commend our team because as you know in our past audits we really worked hard to um keep track of um doing better at cash on hand receipts receiv receiving um giving receipts to kids depositing daily and that was something that they commented on that it's where that the school um doesn't receive the finding on on checks not being deposited with himself right and so we have corrected so that's where we have refined and corrected our on processes and and also separating um Christina you know separation of Duties we're now with Miss Alonso having help from Mrs Curtis has really helped um in separating duties and in um office management Eva in the office

062and Joel with all of our registrations and um uh Christy stole in working with our student data has been amazing so I really think that the team was um has worked really hard and consciously made some um some changes that have helped us so the Auditors were I think they were surprised um that especially for them this was their first audit of us right so so they're going to be a little bit more niic deeper things and to be quite honest I mean I think the biggest issue that we had on this audit was within student attendance where information that we were reporting to the state as far as H partial and half day absences was a simple fix as much as checking a check box within our student information system and you told him

063we had a new IT guy take a yeah you but that that's it's you know something like that that we were able to fix right on you know right away I mean it was still a lot of finding because they found it um we had another issue with the reporting EST State data where we had reported you know within our information system we had reported that these kids had withdrawn but as it uploaded to the state it showed that they were still here so I mean this wasn't in US issue this was a a software issue you but that also is resolved there were zero findings in transportation which is huge Mr yes and there were zero findings zero findings within payroll there were zero findings within service um so sounds like Well Done yes

064yeah everybody did a great job of of going through you know learning from past Audits and and correcting what we can correct and cross training so it's been good because when that time didn't know I so I know I remember that being a big discussion couple years ago cross training and having to separate duties when you only have three people it's like okay who who's going to do this because we only have you know so many people who can count money so yeah so good job team well so we violated the discussion no we just haven't voted yet okay Mrs yes mrsas yes Mr MCG yes Mrs Allen yes Mr Al and just to confirm that the governing board is accepting the fiscal year 2023 Financial audit and I do confirm as a yes publicly

065accepted publicly accepted and now the second reading of the districtwide family community engagement HS so as mentioned at our last meeting we um reviewed with our parent advisory the district white family community engagement policy we um cleaned up the document and um Everybody agreed we had a good discussion at parent advisory and in terms of things that we do and what we can do better and what was stated it was good conversation and that um really trying to see where are we getting our biggest bank bar buck and what can we as parents and as a staff do in order to ensure that students are reading at grade level and are increasing their comprehension we spoke at length about the title one District parent teacher student compact that teachers get every year and um we

066do have Miss Hansen here so she can um answer any questions if you'd like but we discussed that if there were one or two things and we kind of just narrowed it down to one thing if there's one goal that we want parents to do with their kids is read with your students ask comprehension questions if we could challenge our Middle School parents to read the chapter books that kids are reading in middle school so that they can have those meaningful conversations with them in terms of what they're reading so we're going to work at our next meeting on Thursday at looking at the title one parent Compact and either Bolding eliminating but we figure Ness is more and what can we have our parents commit to doing um to help our students um achieve

067academically in that realm and in title one with Federal programs they have if you'll see they all the districtwide family community engagement policy components so these are things that normal Title One schools and all schools in general are supposed to include right to include fames um what we're also looking at is how do we bring in families that aren't participating that usually it's the same parents that show up um all the time so how do we need to be better at tracking what parents are showing up at making those personal invites um for parents who aren't to make sure that they do feel welcome and that they are involved um with what's going on through leader and me we do have to do another survey so that'll also help us in parent advisory and as

068a school look at additional things that we may need to do a little bit differently but I thought it was great conversation um that we had in parent advisory and great feedback so we are presenting this to you for approval which will also be on our website once it's approved motion are we approving it an approval next month no so it should it's appr action discussion yes so we have the first read last month and I wanted to so it's approval please I move to approve the districtwide family community engagement policy second I would like to thank you for your help and your assistance I mean a lot of that stuff it's hard it takes a lot of time and you know I I've been through stuff like that not this one but it's tough

069thank you guys so thank you Mrs Le yes mrsas yes Mr MCG yes Mrs alen yes Mr and I just want to add that in the attachment is the parent teacher student compact that we'll be looking at just for your reference so you'll know next month but the policy is all that's being approved right now and on to the 301 plan for next year this is an thought you was going to be long I so before you you have the 301 plan for next year committee has worked on along with Mrs quas um it stayed pretty similar except for we did add leader and me as a uh committee correct Mrs S yes what were what were the other changes [Music] there was something with politics Mr L I believe I had to do with

070our can you come to the podium please with1 comme to discuss changes yes so for us well the first thing was we discussed which you hadn't mentioned in reference to um in reference to us having leader in me because we have to have many components with that and people that are um it's the actual committee as we started to learn Midway through our year and we had teachers who were helping us this year but we discussed as very that would be important to add that into in addition to our and thentics everything else pretty much stayed the St so for athletics we tried last year or this year rather to reduce some of the teachers workload a little bit and so it used to be that they had to do two sports supervision throughout the

071school year plus two track meets in fourth quarter and so what happened this year is we reduced that to one sports supervision and we um reduced it to one track me um as as more schools are coming in and so what we've done for the sports supervision for next year we've noticed once we've hit fourth quarter now we're short teachers so we're a short supervision and that can be felt and seen if you go to the baseball games as it's kind of myself run around trying to do it some days we do have people getting their one in and so we found that that wasn't enough and especially um good news for you I think I talked about this earlier this school year but we're adding an additional sport next year boys volleyball is coming

072to the Southern Valley league and so it's just more important now we'll have before all the sports are outside now we'll have an inside sport fourth quarter as well because that's what was taking place four sporting teams going active in fourth quarter and so we're going back to the two because we just didn't have um enough manpower to finish out through the fourth quarter with that we are able to keep it at one triack and so we were we're able to keep it there and so that's kind of the the main changes and the reasoning behind it and the committee has vetted it through this the committee worked on it vetted it to the teachers so they've already seen it as well okay thank you Mr discussed Itor I moveed to approve the 301 plan

073for second I I have a quick comment before we vote um given that the 301 committee is comprised of teachers and FedEd by the rest of the teachers this is a lot of work to receive that that bonus if I was a teacher I think I would just count it out um they already do so much so I think that really it really says a lot that they they find contributing to the school that important that they're risking so much of your salary for it so Kudos and I think in rural schools because you are limited and we still have all these functions and you don't have a lot of District Personnel to be at all of these events um it really does help us because we really couldn't do it without teachers um and

074the extra duties that they're doing to help us ensure safety and I mean we can do the family nights that title one requires without the teachers committed to helping us put them together go to ATT track me you'll see it's chaos it's organized chaos but then all right Mrs Le yes mrsas yes Mr mg yes Mrs Alan yes Mr okay I'm yes all right Fire Security Electronics uh motion to approve the money that we got from no it's so this is that sfb project that I was telling you about okay um so this is just looking for the approval to issue a purchase order in the amount of $ 82,83 87 this is that state fund yes this is an SFP project I'll move to approve the purchase of the fire security electronics and Communications

075I'll second it is this the one that got shorted out St it's it's had issues with multiple things Miss Mrs Le yes Mrs amaras yes Mr M yes Mrs M Alan yes M okay now we get to talk about insurance so Greg has a nice story about this which mayor should have a happy ending few years back well hang on let's go to protocol it's discussion it is discuss okay sorry nice trve so a few years back we had within our insurance they were coming back to the 15 %c increase and we were able to talk them back down to a 10% and even at that and you know it's still a big increase but we were running a loss ratio on our insurance at like 170% um the following year we are able to

076reduce that loss ratio down to 142% but they still hit us with a 15% increase and there was no talking about of it so through the hard work of Mrs Rico Mrs Alonzo and myself we had rearranged our plan design we had you know changed some things up within the plan itself and we were currently running at an 82% loss ratio which is a phenomenal turn around so with that we were expecting an insurance increase within that five to 7% range they came back and said no it's the smallest rate that we're get rate increase that we're giving across the board is 88.7% which was an additional $44,000 a year on our healthare insurance so I asked them if they would reconsider and because of all the work we had done and everything else that

077we've had to go through this year they said no you can take it or leave it so I've instru I instructed our gallager who is doing helps us out with our benefits to go out for bid I wasn't accepting 88.7% and that to make sure that as bate and maritane also got a copy of the invitation it so that they knew that we were serious um yesterday I was informed that as bit maritan they did put in a bit for the exact same amount that they gave us for our our renewal this morning I get a phone call and maritain is wanting to know what type of an increase we're looking at to stay and I told them that we were expecting less than a 5% increase so they've asked us if we would stay

078if they gave us a 5% increase and a 5% cap on an increase for the following year so so while we still have a bid out we will most likely be signing this tomorrow yeah that's that's nice yeah so according to the folks over at Gallagher who again the ones that help us out with our insurance ASB and maritane have never come back when a when a when a district says that they're leaving that they're going out for bid but then I asked her did anybody ever send asbit maritan an invitation to it she said no so I wanted to make sure they knew that I wasn't messing around like no I'm serious we're leaving good job so sounds as much as I hate seeing an increase in healthare it's not a $44,000 increase what

079is the 5% so since I just found out today at 4:30 I don't know I I couldn't tell you what they are for the different plans that's got to be in the 20s right yeah but I don't have an exact figure that I can give you okay so yeah that was our good news of the day our good news of the so with that we've got our discussion on the m&o so we're going to follow protocol so this is the the override that we've talked about 14 to 15% so we can motion and vote on the 14 and 15 discuss it so let's just say we motion to approve 15 right and if that then we redo it and go do the same rig morall to follow protocol for the 14 you see I practiced

080this I didn't write it down I think the whole protocol ridiculous but I move to approve a resolution to move forward with the renewal of a with a new 15% and an over that right I'll second so now it's discussion time so Greg do you want to give us a little English about dollar amounts um I can do that but I've also got in the back Mr James Gil from Gus rosenfelt and I probably said your name wrong again for the hund time it doesn't matter I know every time we do this I mispronounce your last name you got Jam yes I wrote it down um so he will be the attorney working with us on our override so he is also here aable answer questions and talk more about the override as well um

081just to give you some background though if we go out for a 15% override that estimated amount of that override is $620,000 for the first year what that does for taxes is it goes from a 12 cents per $100 of net assessed valuation on secondary tax purposes to 133 C so the difference in taxes is a penny per $100 in net assessed valuation on the secondary tax so on an average house of whatever it is what is that I think the average home the secondary net is 220 they said 200,000 Mr said 200,000 200,000 the assess rate is not the same as your value right it's the secondary the secondary valuation um I don't have the secondary num FR so it's it's it's basically all we're doing is we're adding a penny to the tax

082rate 12 point what to what I'm sorry it'll go from 12 cents per 100 to 13 cents and this will go into effect the same year that bogus property tax thing doesn't didn't that come off it goes off so the election would be in November and then we wouldn't see the correction from the property tax until a whole year after yeah this would this this override would take place July 1 with our July 25 budget and I just wanted to add that in um like I mentioned that I would with parent advisory and have them get fill for what they were thinking in terms of speaking to uh neighbors and relatives and people in in our boundary so of the parent advisory members um along with the chair and the co-chairs who have said that

083they would be chairing this committee um they were in agreement of doing the 15% there were um two who said 14% with be what they would recommend uh the staff only um of all the staff that responded to everybody saying 15% two said 14% so that's in terms of pulling the staff and our parent advisory and um so that was information I had so and what have you seen when justs try to um increase right this esecially just 1% one penny um are they having success rates don't know Mr President members of the board Jim R your election counsel good question I we don't keep data like that I mean that's more of the function of the bankers your financial advisor um they typically keep um statistics on that um I can tell you it's

084not very common to increase your override just because most districts are already at the maximum anyway 15% I mean 15% is by far the most common in the old days we used to have a 10% and a 5% but now everyone's pretty much at 15% me the vast majority of districts so I would say every few years one of and I work on you know at least 20 of these override elections a year Statewide plus another 20 Bond elections um and I would say every two to three years we have a district in this situation where they're thinking about increasing and I have seen just sort of anecdotally a difference in the success rate I mean generally you're at you know 2/3 to 3 quarter success anyway um and I don't think it really changes

085much um if you're if you're increasing especially 1% the difference really just I I didn't hear it mentioned tonight so I'll mention it um on your ballot um the ballot language is different for the 15% versus the 14% on the ballot for the 15% we've got to say budget increase so that's sort of the penalty for for increasing it even though it's just a penny it's still an increase and so we can't say this is not a property tax increase ever because in fact it is um if if you go with the 14% then you can use the more favorable continuation language which is what most districts get to use because they are just continuing their their 15% right exactly but you know you might wonder if not now then when you know so but

086once you get to the 15% then in four or five years when you do it again you can say continuation so you know at some point you you may need to do that and so maybe this is the right time for that but in general overrides are successful uh we probably I I think last year we were at about a probably 75 to 80% success rate Statewide for overrides and Bonds were similar which was unusually high I think voters generally understand the need for funding uh local school districts uh for both open Capital and for um maintenance and operation thank you but I don't know if you know when we did that last time we lost by one 2016 was 2016 yeah two yeah and yeah certainly I mean districts districts lose every cycle we

087see it um and it always hurts I mean a lot of districts have taken the approach of going out a year early so that's what okay so go out in year four so if you fail um you've got another year um before it really hits that's a pretty common strategy if I could just mention on the resolution it may be a little confusing we do have we do have some wording in there that indicates it could possibly be an all male ballot election we don't think it will be um we think it will be a pulling Place election working with the county but we have to include we feel we have to include the all mail ballot language give ourselves flexibility if anything changes at the county at the legislature we don't have to race

088back to you to get the authority to do it as an all mail ballot but we fully expect in a general election year it's going to be a PO Place election like it is every general election year thank you thank you no I'm just saying we'll get more people voting yeah that's the thought so the thought is is when we The Campaign Committee is I mean Steve talked about diesel cost I mean everything is more expensive go to Safeway right we all know Walmart whatever and the talk of the funds that we're losing we couldn't give the teachers raises this year because we were were short handful of students you know in a small school like this how much the difference between a 14 and a 15 is $37,000 I mean that's a lot of

089coin for us I mean the thing is the Green Valley population has a higher turnout for voting and they don't care about us some of them do but most of them don't but if we're giving ourselves a year wiggle room I do 15 we're really going to have to um make sure they understand that that tax hike they had this year is I know so we got some press don't understand but nobody's whining about how many calls do we get about the they're whing artificial tax to us but they're I had five six calls right after it happen right after the paper helped us we got out in front of it and this actually I think that is probably a good thing that happened because we say more we fix that because you're gonna your

090taxes are going down yeah so give us a penny kind of no and I think when people look at education on the ballot yeah education Fire Department police you know when they look at something they don't understand like giving legislators a raise you know they don't like that um but when it's lot of people because when we do our education and you know thank you for anybody that's helping with the campaign you only get to five to 10% of people are going to pay attention right dream about well to to our campaign and we are going to have multiple issues on the ballot we would have the override issue and we've got the reelection of three board members so then we're going to have multiple issues on the ballot anyway and also in speaking with

091our admin team it was um we have a lot of our admin team members our parents here and have their kids at our school so that also opens up the opportunity for them to speak as parents whenever we meet to have these conversations or these meetings at the large Park I know um last time um Mr Dayan organized at the large Park him and Mr Ferguson were there and their parents so um I think that having the commitment of our teachers that also live in monetta Hinman are going to be essential which is the conversation um we had at our staff meeting with them and I think people are really feeling that like Mr a was stating with the loss of funds and not being able to give teachers a raise that the feeling is

092we have to at least try got to do something I no I think especially with that that year buffer we gave ourselves and what are you going to use that extra 1% for well who knows I it could be for raises you know ask so what are we um $37,000 if they keep cutting our federal funding it's going to have to go towards materials and supplies and summer school and you know wherever they cut our budget I think it's so we can keep the math specialist the art teacher we don't have an art teacher but the The Specialist and then all of a sudden you want to have one science teacher and instead of two Etc you know do you want us to start cutting teachers it keeps the staff that we have in place

093and it doesn't sound like $37,000 is a lot of money for TD isn't a big deal right that's they sneeze that but for us you know missing 10 15 kids we couldn't give raises that was $150,000 and we did discuss um prior to like the need for a gifted teacher but again you know it when we're having these types of budget cuts all around it's very hard to talk about additional staff when we weren't able to give our teachers raises um and insurance rates are going up and federal funds are being cut and we're using taxit that would be the one verbage that we need to really um tag that the federal funding is being cut because I mean if we say that that's just going to keep keep us even then yeah I mean

094it's going to just keep us even the 1% increase so we can sit on the committee but we can't really actively participate in the the override committee well Ty and typically what happens is a PowerPoint is put together with the basic facts of exactly what with along with the committee on what we're going to present to different parents like when I presented at different compies that homeowners um my patient wherever we go to educate the community so that'll be our outre but Outreach but everybody will have the same power so that we Del correct me if wrong I think you're about to say the same thing once you guys say yes all we can give the public are facts right and that's it we can't give opinion we can't try to sway them we can't

095use any District resources you know you as board members us as staff it's facts and that's it yeah well um the only thing I would add on to that is that the the board does have the opportunity in fact you're required to submit Pro statement as a board and I don't think they're being asked to approve that tonight right no they're okay so that'll be on a on a subsequent board agenda you'll have an up to 200 board Pro statement that you as a board will agree on you know in a public meeting and you'll get the first pro statement in the voter information uh ahead of anyone else um unlike on a bond election where you may not submit a pro statement as a Bo on an override you have to so it's a

096little strange thing and a new thing now is it has to be notorized correct well you yours doesn't but individuals who submit Pro or con statements have to get a notorized okay so the board statement does not does not have to be notorized right um but we'll do it with a regular we'll give you like a onepage resolution you'll put the the board's Pro as exhibit a and then that'll satisfy the county that it was an action of board but uh but you as board members don't lose your ability to act on your own behalf not on the district's behalf to advocate for the election if you choose to um but the typical typical warning is um you have to be aware of Statute 15511 and you're not using District resources to persuade or promote

097the election so and a district resources are as broad as you can imagine it's it's your it's your computers laptop cell phones District staff time letterhead postage anything that's all off limits to you just as it is to any staff member Administration or anyone with access to those resources those resources may not be used promote the outcome persuaded on the election so just be cogntive into that if that if the district does do something outside like kind of talking points or frequently ask questions out side of the voter information pamphlet that that all draft if you do something extra I would like the opportunity to review it just so I can you know I'm pretty neutral with these things so I I usually find something that can be um where I see some minor overstepping

098if you will um we try to stay away from you know this is necessary this is critical you know we just try to tell the story but without trying to you know persuade folks to to support us we feel like you have the facts on your side so if we stick to the ta that's usually persuasive in and of itself okay so I could be so for example if I'm in a meeting with say 15 people I could just say on a personal note you're going to see this coming up and just give kind of the clip notes view that's okay sure so in a meeting just with the public yeah not yeah yeah I mean a general disclaimer I think is always helpful that you're speaking on your own behalf and not on behalf

099of the district not in your position as board president but as just a member of the public here's what I think um so that's that's perfectly fine you don't lose your your ability to talk to people about the election just because of your positions you know but it is important that if you are going to be talking and giving your opinion that you say something like my own personal opinion not the opinion of the board is this right makes perfect sense and then what do we do when it doesn't pass or if it doesn't pass means next year next year we go back we try to 15 we have the same discussion okay and again it seems like a lot of work for $37,000 for us it's a lot of money Mrs Le yes M

100maras yes Mr MCG yes Mrs alen yes Mr now luckily this is just discussion the short version of the policy yes so as you see the policies they're just for first read and you um you have them already and you'll notice that a lot of the verbiage I think with the whole asba controversy of policies and them being uploaded and school districts submitting their policies you'll see a lot of the language is changed to the district Sha of May versus shell giving giving the districts more autonomy to making decisions in terms of policy and having it so they're pretty straightforward there weren't any that um I was alarmed with but if you review them and decide that you want to have a study session a short stud study study session to review any other policies

101prior to the next board meeting let me know and we can do that okay but they're all pretty straightforward there wasn't anything aing well okay now we have the events we got another meeting before 8th grade kindergarten graduation all that fun stuff yes and I will um make sure that you receive calendar invites from Nai on those promotions for preschool Kinder 8th grade if you haven't already done so can I well I actually sent the calendar inite so you guys have access to all the school events you just have to ass I don't know you saw you saw it right so you click add to my calendar and then you have access to all of the school events I can I can help you see I know but I don't use that I'm going to

102send you another email address if you can do that it's easier so we don't have to manually put it other calendar is April 16th we have school that day noing ail it's just the 19th right it says the 16th here but it's the it's it's here twice tce the good thing there's no kids here I think since it's on the agenda we should have I would think so I right roll call inor it is it is April 19th spring call Ang school why did that change from Good Friday to to we typically follow um sa FAL calendar but we've always had Good Friday so did you ask know so what happens is we've tracked attendance and they have also and noticing the attendance is the same whether we give Good Friday or not and because

103we were just coming off of spring break we didn't want to have another day right after spring break and really um that break in April because of testing comes at a good time so that's yeah the reasoning for not having Good Friday but next year we have is it on next year no next year is the same thing it's in it's in April as well following the Ser calendar if anything there's um attendance is worse on Monday after [Music] Easter and there's our Earth Day project April 22nd you saw I don't know if you saw in the newspaper the Green Valley News the Birch family um Susan Birch that's spearheading the Green Team and they have come to us to ask us about having a Green Team and we had started our recycling efforts years

104ago so it's a good way to kind of rejuvenate and continue our recy by Officer Marcel yes and and there we go Marcel Fox his ranger outfit Ranger duties thank you and he's also working hard in our science department and with our nature trail and with thir so thank you so with that with any discussion we'll start at the end Miss yes no discuss just I I have a couple things um because I wasn't here last month um I just wanted to give some kudos for the third grade musical my daughter who has graduated was there and even she was like this is way better than anything we ever did um very well very appropriate songs picked out ni short was war um next Mr Lane I am very sorry to see you go that
