001this is okay thank you [Music] yes okay we're back from our executive session and we'll continue our meeting next on the agenda is our call to the public so we check so we've got um if i just could go over kind of what the standard is for that and we also appreciate it but in order to ensure that each individual has an opportunity to address the board all speakers are asked to keep their remarks two minutes or less speakers are requested not to repeat what other speakers have said but indicate that they agree or disagree with the previous speech comments concerning specific teachers coaches other personnel are not appropriate and should not be addressed and should be addressed with the supervisor or superintendents so keep it to two minutes please and it is not an
002interactive discussion we're here to listen to what you have to say so with that we will call on um louise howard um first we acknowledge the very beautiful the very normal the very american right for citizens to participate in formulating policy for our general welfare and in this particular opportunity now intended only for the best preparation of ongoing generations so that they can perpetuate the success the usla undeniably the greatest nation in the history of iran in which citizens are actually encouraged to disappear so mayor garland turned the call you can go to the victims now here we are friends advocating as parents mayor citizens concerned about the future of the usa and we must express gratitude for the unregulated services of the continental war for overseeing the practical and justified expenditure of our tax
003dollars but before proceeding with the presentation it's important to acknowledge the work of sensible people in the arizona house and senate to correct the potential problems which may all remain a fat cotton mentioned in this presentation that there are too many bills to list here so we recommend going to the webpage www.azlynch.gov bills in order to view the policies imposed by the arizona legislature in each bill a separate handout will list the pertinent bills we inform that we will provide a handout with great detail about the following especially about uh background introduction the subject you know program material and library or curriculums including any references to what is commonly an erroneously called transgenderism a fully contrived forced artificial word designed to make the aberration appear acceptable and anything remotely related to what is commonly called
004critical race background it is obvious that this great nation is awash in moral and idiotic ideologies which promote liberty sexual homosexual radical aberrancies in most aspects of this society but importantly importantly specifically in what is called education see the handout the purpose of this is to determine how to review the board's involvement in following library catalogs curriculums and other sources how to get into them for any inappropriate material as defined by most americans those who understand anyone those who understand and respect natural law common sense in reality it is to determine if any material used in the curriculums is provided by anyone shown in a circle that is provided in the handout planned parenthood those kinds of people justification provided because we do hope that there is no resentment by the board administration staff and
005also understand that no one likes to be second guessed but also knowing that what is at stake screams for review first and immediately most importantly we are the parents of the educators your subjects second in the immediacy where the taxpayers provide the money which the district uses to be able to operate and so which allows us parents and taxpayers to decide how to allocate that money especially regarding the mission of education third and well not in the most immediacy but still greatly important american citizens who are worried about the moral direction of our beautiful republic sir we're about out of time and next up uh we have um this joanne howard i am continuing the letter that we have here um the method the study needs to be open and available to all parents especially
006to those most worried about education that their children are receiving but also to the taxpayers and all concerned citizens so we request cooperation to the in the following efforts how to access catalogs to usd with the continental esd 39 libraries on how to obtain a complete list of curriculum consultants used by the continental miss howard could you speak to the mike please whether any materials used in the curriculum is provided by planned parenthood the lincoln project black lives matter the 1619 project and which specific consultants by name do presently have arrangements with the continental school history how to obtain or get access to the curriculums the union representation of the teachers aot or nba the terms of each of these board members the conclusion we can imagine that you are already busy work schedule especially
007those unenumerated you do not need any requests for information which complicates that routine but still considering or easy to justify position we asked for your response but the realistic estimated time for providing satisfaction for our inquiries we thank you for your serious study for this presentation as inspired collaterally by the signaling and depressing information and the articles linked to the handout regarding the widespread interpretation and purpose of this education i don't know how much time i have but that's about it that age-appropriateness that this curriculum that is put forth is not of age appropriate children should be children they should be allowed if you could uh pronounce your last name foreign [Music] well actually i trust this is the appropriate forum for me um i think that elementary school is the stepping stone of adolescent
008life um i am collecting signatures to be able to be a considered candidate for the school board i live in green valley for four years i have a background in social work and clinical therapy i worked with the new york city police department i was a health care app the kid at ucla and i'm not sure this is the appropriate forum but i do have um the nonpartisan petition for anyone is that appropriate at this meeting i don't know um but i do have the petition if anybody outside um i have to sign that i need uh signatures i am going for 140 in case that you're disqualified and if anybody would like to speak to me i'd be more than happy to share what my you know thoughts are and what my uh approach
009would be to working with the collective board of school members 32 minutes people will see me and consider me and talk to me and if you're appropriate you want to sign great i'd appreciate it and if you're not interested i can respect that too thank you one under my understanding of the signature thing it has to be off property so i think i just said outside right i didn't know the exact moment of the school year okay thank you sorry and we have mr kuru paparazzi [Music] okay howdy screw bullets keyboard hi parents some of you kids today saw a really cool site what was that the world's largest handwritten thank you letter on the planet and the world's largest stamp we didn't see the envelope because we had to send it to the us
010postal service as some of you might have remembered this is from two years ago as part of our efforts for national thank you letter day celebrated on november 14th as many of you have seen me here before touting this wonderful day and touting this incredible school of the efforts of miss rick and mr latham and the school board and ms cuevas in assisting us in taping hundreds of feet of paper together with hundreds of pizzas and many many kids it's been an incredible experience but the coolest thing about it i hold here something near and dear to our collective hearts a guinness world record certificate for continental school for the world's the paper or largest do not read our newsletter or do not have any gear to the ground [Music] ms kelly clarkson of the
011kelly clarkson show has invited us to possibly maybe 100 we'll find out during the next couple months to be on her program to bring this big gigantic letter over to her and to also facilitate um in the efforts of to continue the legacy of sending out thank you letters real school we're working together on this to help send letters of courage and bravery and whatnot to kids in refugee kids in ukraine that are in poland and to help with donations there so that's going to be a school-wide effort and i think it's going to be remarkable and we would like to start it here extend it out to our other school districts and hopefully get mrs clarkson on board so that it is a international effort so that's what we're planning to do oh yes
012we'll get us all together the board members will all get to their collective bubble and shoot together thank you thank you appreciate it thank you thank you thank you if i went to the thing this morning it was it's very cool um run item 7 our admin report student services being represented by steve lee yep sorry it's been a busy day we just finished our first track meet in three years so good job to all of our staff who helped out with that [Applause] um first we're gonna start off with second quarter sports the last time i presented we talked about growth so i didn't do second quarter um so we'll talk about that girl soccer had 27 total athletes boys basketball had 36 total athletes cheering your cheerleading had 14 total athletes with a
013total second quarter of athletes of 77. we during second quarter our girls did end up facing third place so we're super excited about that and they were as well third quarter sports for boys soccer we had 18 total athletes for girls basketball by 23. for wrestling we had 18 and cheerleading had five with a total of 64 total athletes participating in third quarter sports we were really really really excited if you've been here at continental for very long at all you'll know that emily gray which is up in tanker brittany normally dominates in basketball and volleyball and we were able to be undefeated with a record of 9-0 on the season and we beat them not just once but twice in the championship game uh our girls we're really excited to look at the score
014it's 40 to 7. every year i've done here it's been reversed and so it was our time so we're really excited to be able to uh compete this year and take home the uh the trophy of first place another thing that i'd like to mention in the third quarter is that our wrestling team although we were small we went in and ended up getting the sportsmanship award which is nominated by the coaches and the other teams nominated us um our coaches and our our boys like i said there weren't our boys and girls there weren't many of them but they were always there to help pick up the mat tape at the end of every tournament um to pick up the water bottles and just their attitudes although we weren't always winning um they never
015kind of gave up and they kept that positive attitude that was noticed by our entire league which is what i like us to stand for even more than a championship is being recognized for our sportsmanship so congratulations to both teams our second quarter disciplinary report the continental staff is using synergy to report infractions and odr refers to office discipline referrals and minor referrals are represented in this report as minors and that means that the teachers handled them inside the classroom but felt that it was worthy to document okay we had 70 total refractions are reported for kindergarten for eighth grade 44 minors and 29 students um own those 45 for my 26 majors which represented was represented from 18 students four students ended up with five and a half total days of in-school suspension and
016five students equal 28 days of out-of-school suspension in third quarter disciplinary report the top two bullets are the exact same that just explains the only r's and minors 75 total infractions are reported for kindergarten through eighth grade with 45 minors and 34 students majors were 30 majors and 26 students 12 students end up with 17 days of in-school suspension and two students i'm end up with two days of out of school suspension in my next slide i'm going to talk a little bit more about that you'll see that the number of other schools was left and that the in school was a little bit more and go ahead to the next slide um one of the conferences that i went to uh right at the end of second quarter going in the third quarter was
017about restorative practices is something that educators have kind of been working on coming up with um because a lot of the kids just haven't been motivated by in-school or out-of-school suspension um because the consequence of staying home um it doesn't bother them anymore because we've dealt with you're going to stay at home for a year during cobit and so at that conference i learned about some different techniques and methods so in unison with in-school suspension we're doing modified school day as well what that means is that the kids will come to school so they're not missing more class time but we do things like they meet with me have a conference with me at the beginning of school day i walk them to their class and then they're only allowed to do the academic part
018of the day so like the music the art the pe they come back and work with me on an assignment that we'll talk about in just a minute during lunch they're also with me but this way they're not missing that precious class time that so many of our students have missed because they've either had cohen or have been quarantined okay and that way their consequences they're going to spend lots of time with me and our staff mr curtis up in the front office and that's working on a presentation assignment um that presentation assignment is then presented to the people that they've offended okay so for example if i end up calling someone in me name then i do a presentation on what hatred can do to a society in our community here at continental school
019and then i present that to a group of administrators and if the parent of the person that was called the name agrees that student will be in there as well if they don't that's fine this the student who called the name will still present that to administration we're seeing that's very effective because kids once they actually have to face their fears in a group of people and do a presentation on it that seems to hold a greater impact and it's a consequence that fits exactly what they did and it also is part of that restorative practices of mending those two relationships at the end of the presentation the students and the staff have an opportunity to ask questions and so an example is one of those students asked why did you do that at the
020end of it and it was that simple and the student responded i'll never do it again i promise and so super super effective we're sort of conferences it's something that we've done here i've ever since i've been this is my fifth year in administration and that takes place when you bring two students that had a disagreement bring them together and make it peaceable again so they can get on with recess lunch classrooms one of the things that i also learned in the classroom that we at the conference that i went to is when a staff member and a student have a disagreement it's still just as important to mend that and so we've been implementing restorative conferences in that as well which has gone on gone really really well the main partner that's been used
021so far is in the middle school we've used that successfully with several of our teachers mr curtis and i had the privilege last month of attending the school safety and security conference which was held at gcu and was put on by the fbi and maricopa county sheriff's department the main takeaways that mr curtis and i ended up getting out of this is they really talked about the social emotional concerns um as when you look at school threats and things of that nature um the one thing that they can tie back to the violence is all of the individuals who have enacted out from violence that demonstrated social and emotional concerns over history and that's the one thing it's not about sex age or race it really comes down to the social emotional well-being of those
022individuals um and so one of the things that we are working on in our school to have a place for next year our emergency committee is the third bullet down is the threat assessment team which just like we do for kids that are struggling or getting behind academically that team is responsible for looking at the kids that are expressing um those social and emotional concerns that we can give them a team so that we can help them get the help that they need so that they don't feel the need to act out because they their needs are being met restorative practices was also at this conference as well which is why mr curtis went because he does help me and assist after the first conference i went to and learned about restorative practices we felt
023since he works and mentors the students afterwards that he would be a good fit to go and learn so we attended two sessions on restorative practices at this conference as well the last bullet is target hardening by training staff this is something that we take very very seriously our school we have an emergency operations plan and eop that our emergency committee continues to work on an event and so that's one thing that we'll be looking at and coming back to the board with some suggestions and recommendations at a later date of making our school for those people that are looking to cause harm or get attention that it makes it a harder objective while still keeping it that happy continental field that we love here is a fair and that is all i have for
024you so once again thank you sorry i was running up here and out of breath but that's what we got for you thank you for all your support next we have our super attendance report okay good evening members of the community students governing board i get to present the fun stuff okay well not that mr lake and stuff isn't fun but a lot of special events and celebrations that you have all participated in that you should be celebrated for um i presented at the realtors meeting uh february 15th and it was a good time to us for tax credit donations so our tax credit funds are still coming in so thank you mr osterby for setting that up also on february 15th we had our ell parent meeting which is a title one requirement we
025get funds from title iii consortium to support the needs for our ell learners and for title one a huge component of title one is parental involvement so one of the things that we have to have is the ell parent meeting which was well attended this year we had our celebration of learning and our family reading night how many of you participated in that night that are here raise your hand okay we have some families and students here so there's some pictures of our family reading night we also had our 8th graders 28 of our students took the psat test attendance update and registration good job boys and girls parents we only had 27 students absent today which is 95.8 attendance we have zero students and staff in isolation zero quarantine so we have zero covet
026cases so everybody is doing a great job with continuing to wash their hands and stay clean and healthy so we appreciate it um here's our normal monthly enrollment update that we show so we are down by one student from the end of the school year last year so our students have come back to continentals increasing enrollment every day rodeo break and jazz festival orchestra we continue to have dedicated staff who still work during their vacation time or during rodeo break in flagstaff our jazz students received an excellent and kelton webb won an award for his solo our orchestra students performed at the brookdale senior living center we are so proud of our cults and thanks to all who made the trip possible mr ferguson mrs belletti mr nathan mrs nathan and mrs cuevas and since
027arizona was closed the kids got a special trip to the grand canyon so i think that was a pretty good trade because a lot of the students had not been to the grand canyon before so we were super excited to afford that to our students rodeo day adventures though i did bring the roping dummies for roping practice our kindergartners really look forward to practicing and so do our teachers it was a super windy day so we did move practice into the pod and then we had some little mutton busters there at the tucson rodeo store the land is my granddaughter kyrie and on the right is mr manganese's daughter gianna so they um they were troopers go girl power kinder roundup so we had 31 students register for kindergarten class of 2035. coming up so
028there's no pictures of our kids at kinder roundup and our staff again thank you um for the evening time and effort that you put in to tour our students and our parents just in the desert always a great time thank you mr ferguson and our dedicated jazz students for a great performance at quail creek sponsored by rotary and they pay us to go so it's pretty exciting because then rotary initiates a check back to jazz for participating in jazz in the desert so thank you volunteer breakfast thank you our amazing committee of teachers for preparing a nice thank you celebration so we had the little cults were made by i believe our first creators or second graders made the cults and it was well attended and uh so we appreciate our volunteers and the volunteers
029that came were super excited to be able to come back this year due to not having them on campus last year and beginning the school year saturday school and summer school there's information we um you can see the number of students that have been referred grades 4 through 8th grade and the students that have attended so we see where we started in november with 18 students and march 5th we were down to four so we really we are going to cancel wednesday's saturday school we are planning a town hall to meet with our parents and discuss what are we going to do how can we get more students involved in trying to close the achievement gap we have summer school scheduled for june 6 through june 24th parent conferences are this week on wednesday so
030teachers will have permission snips for students to attend summer school which will be academic and enrichment support this summer so parents look out for that gifted education progress so um we have 20 students completed in their evaluations or gifted ed six students are in the process of the evaluation early results dictate that six score evaluations two students will likely qualify as gifted learners this week with scores in the 94th percentile our district has decided to serve all students from the 94th percentile in accordance with ade recommendations we ordered second grade screeners that came in today we have 60 paper pencil and 75 online screeners so we are going to screen all of our second graders for gifted ed and hopefully we'll have some early students who will qualify for services um ade requirement for gifted

033on what we can do to help our students reach their academic goals and as you saw the guinness record the largest letter envelope and stamp assembly we had today school spirit at its best um thank you again to mr kuru papariz the cold staff and students and again we launched our project gratitude so we can support the families and children of ukraine and you can see both the cold even signed the letter and all of our preschool students and our kinder students who hadn't had the opportunity to sign also signed along with new staff members upcoming events mrs cuevas ms schaefer and i will be attending the women in leadership conference on march 31st and then i will be presenting at the four corner corners aspiring administrators and superintendents conference um april 1st and 2nd

040respects her teachers and peers she actively participates in class and is eager to learn new things she's also willing to help other students who may be struggling to understand class assignments because she's bilingual she'll often times insist our spanish-speaking students middle school teachers are proud to nominate theresa kratzer as adults of the month congratulations you can take a picture of your children you can come up to it this time and then we're going to ask them to just stay up here after the picture so we can do our staff um hey where you are so we are going to be awarding we do the golden horseshoe award for our staff members and this golden horseshoe award we're going to be presenting to a teacher it's her first year teaching here but before she was a
041teacher in the classroom she was a monitor a playground monitor for our students she's built so much strong relationships with students and staff last year she called a local news station because we have an angel tree up for our radio station in angel tree and she was noticing that there was a lot of donations that were still needed on the tree and the radio station ended up that she contacted and told them you know her wish was to get help with that and they ended up taking all of the angels off that tree and donating so much to our school and then this school here she not only took on a grade she's never taught before but she did it with such ease she's a natural and again just built great rapport with her students
042with her colleagues with their staff and then when the holiday season came around she made a competition with her family to see who could buy the most gifts for the students here that were on the angel tree she has one of the biggest kindest hearts here on our staff and we're very lucky and grateful to have her so this is for jeanette mills a few things as well here in our continental family we we have a saying that we hold near and dear to our heart and it's once a cold always a cold and we truly do mean that if you go to continental school for one day or for a year or for 25 years um jeannette decided she was actually going to college while she was being a lunch monitor um and for
043something else and she decided she loved it here working with kids so much and that just speaks volumes to her dedication where she after getting the degree changed and went back to school so that she could continue working with our continental kids here and so the highest praise i can ever give anybody is once a cold always a cool and we're really glad to have you this morning we didn't mention that she's also a great baker so she bakes our cakes and cookies and everything that we need so i don't know how you find time jeanette but thank you so so much we really appreciate you [Applause] kids let's have you scoot down and kind of come around cheers which so with that that's always the best part of the meeting so with that everybody's
044welcome to stay and go through the rest of the agenda or you're free to take a slice of pizza and visit us another time we'll take a little break yes oh um is all right with that we'll move on to the consent agenda where there's half a dozen or so items on there and with that we would entertain a motion to approve the consent any discussion on the consent agenda i have one question about your number nine zero three one page three there's a reference to a forty four thousand dollar 287 uh dollar expenditure for the upload learning area this was charged to the yes or two fund account um and i just strictly coming from the discussion on the audit especially in the contingent liability area um and and any potential exposure that we
045might have in that area uh you know i just looked at uh today online as far as the authorized expenditures under ester tube funds and refers to accelerating learning recovery addressing the social and emotional well-being of students and staff re-engaging students and families who are disconnected from the k-12 education system and supporting educator access to real-time data to implement personalized construction these are some of them you have a extremely high confidence level that that this expenditure charge to us or two funds is an eligible expenditure for the outdoor learning area it is it is um it's helping with their social emotional by providing a shaded gathering place it is also providing an area for outdoor learning because it will have the seating so that people will be able to use that outdoor area to provide
046a differentiated instruction so yes it does fall underneath that subject thank you any other discussion take that to a uh welcome okay mrs allen yes mrs heist yeah mr mcgivern yes mr allering yeah all right we will move on to our report items section first up is uh our district finance route yes or so today you have your your monthly district financial report as well as your budget for this actual that you had uh requested a few meetings back so i'll open it up with the board for any questions or just go ahead and approve it i'll move to accept the district financial report second any discussion yes i have a few questions but i'll prefer anybody else who has them okay on the district financial report under mno support services functions dollars of a
047328.000 budget balance in that area could you explain uh we have very little in salaries but in support services functions we've got 328 000 budget balance which to me is unexpected and available to be spent correct um right now it's not attached to anything um it's there to be moved into doing races in different areas so it's just sitting there waiting to be used i'm just saying when we're when we're starting to look at the 2223 budget and we look at actual expenditures versus budget expenditures we're going to say why do we need so much money in this area and we haven't spent 90 percent of what was budgeting i will tell you yes okay so you already proved it it was in the consent agenda the raises so you in within consent gender you
048approved a five percent raise for all of our salaried staff and we've also approved a 65-cent an hour raise for all of our hourly staff who did not get the annual minimum wage increase which was 65 cents those employees that did get a partial of that so if somebody only got a 55 raise to get them to the new minimum wage they are going to get another dime on top of that so that they receive the whole 65 cents and that addresses the uh the compression within ourselves okay so where was that five percent listed on the item i understand it was in the consented agenda yes okay under the rationale okay maybe i'm not seeing it it's kind of cut off on one side it's emf certified classified administrative staff pay increase for fiscal
049year 22 right before the ratification of vouchers so that cuts that surplus down to 180 000 right yes it cuts it down yes okay um second question i have is in the food service uh under the line item property we have a 210 000 budget balance out of a budget of 241 000 which tells me we've only spent 31 000 out of 241 budgeted for what is food service property number one and why such a significant unexpended uh balance because right now we are still debating on whether we need to buy new stoves from the weapons and i don't know if you've looked at commercial ovens they run about 180 to 200 000 so that's why that money is sitting there wouldn't that be a capital expenditure it's different for food service food service spends
050their own money on their own things okay and that you can't get from that state maintenance no absolutely not all right any other discussion but we will discuss them later on in the program okay i guess we'll have a roll call on the financial report mrs allen yes mrs paise yes mr mcgivern yes mr ellery yes and mrs the unfinished business who could get looks like an update on the bond refi so here is the transaction summary for the bond refunding or refinancing um we do have a private bank who purchased our bonds it will be foothills bank who is a subsidiary or a division of glacier bank the closing on this will be april 14th and and then you will see the net present value savings over the course of the payback we will
051be saving our taxpayers one million thirty three thousand four hundred and sixty two dollars by doing this uh three flags can you scroll up the other way a little bit so it looks like you got the rates while the rates were getting good we got rates locked in what is the coupon i mean does it range between these two uh percentages depending on the bond that was refinanced or it's it's gonna range between the 165 and the 2.37 coming down from roughly five six percent right uh i think the highest was four and a half excellent yeah let's still so yes that's there is some good news so we're taxpayers to be able to save a million dollars over the next 10 years nine years after that gets closed i hope we get like a
052nice press release inside we've already sent out a press release piper sandler sent out the press release as well well let me rephrase piper salary set down to press we just okay [Music] just three values cool and discussion on the district goals so again um as mentioned in our meeting since we are about to redo our needs assessment and our priorities and action steps will change for the state for the school plan and the district plan we are going to continue to work in its work on this document so that we can have it ready to be approved to start the august school year so rather than continue to work on this year's plan we're going to wait to make the changes in we are going to address it during our june board retreat so
053we can have something for approval in july [Music] okay so this is in response to our most recent audit um i take full responsibility i did not know i needed to have more approval to send things to public auction so this is in response to the findings that we have one of them um so before you use a list of items that are going before the public surplus those are the asset tags that were attached to those items and i'll be more than happy to ask any answer any questions on those items if you have any only then in the future can we have it type so we can almost read what this equipment is i hardly could do it even looking at my screen at home sir you're scrutinizing my handwriting abilities yeah maybe
054you're just trying to buy the salad bar for yourself to type it for you i don't need it type right now but rather dispose of please take it back to send the items listed to public auction triples auction second discussion [Music] mrs allen yes mrs keith yes mr mcgivern yes ms johnson yeah and mr astrology yes okay now time for item b the district spending report so this is a report that's put out annually by the auditor general's office um i'd like to be able to go group with the board in the public forum that way everybody can see what it is that we spend how we spend our money last year in this market you just scroll down just a touch okay right there and you click on where it says district demographic information
055so this is just um the basic information about our district saying that we're in pima county that we're an operational peer group 10 that we're in legislative districts two and four that we are a rural school with one location we don't deal with graduation rates because we are not in high school he gave the number of students attending and their size they gave the five-year change in students attending is a nine percent increase so i'm guessing three four five years ago we had quite the amount of students um our special education population out of the 567 students was 13 our ell population out of the 567 was three percent and our our students at or below the poverty rate of 2020 was at nine percent so if you scroll down a little bit more for
056me let me show that whole little graph okay so what you see here is what we actually spent in the classroom so when the under general's office says your classroom's bending they are looking at just the instructional portions so we spent 54.9 percent of our money within the educational side but if you look at total classrooms planning our student support and our instructional support we spent 65.2 percent of our of our funding within the classroom which left 34.8 dealing with administration plant operations food service and transportation scroll down please yes there's a historical trend as to how we have spent our money in the past um you can compare it to last year we're just 0.6 higher than last year the highest that we've been was in 2009 where we spent 62.8 and in 2015
057was our lowest year where we spent 53.2 scroll down and they break down this report so this is different than you've seen in previous years so the graph on the left is showing you how much the percentages have changed over the course of um versus last year or i'm sorry this is the 2016 spending five-year trend so over the last five years let's go back just a little bit you can see that instruction has gone up 0.2 student support one point one percent an instructional point one point four percent um non-classroom spending has gone down two point seven which was a reduction of one point one percent in administration one point three percent plant food service remained flat and transportation was down 0.3 let's scroll up so this is how we rate against our peers
058our spending per pupil our peer average was 1 365 um we spent 1 240 and the state average was 1041. so we're above the state average but the lower pier average um our plant operations this is how much we spent within our facilities within the first by square footage we spent five dollars and 21 cents per square foot our peers spent seven and the statewide average for our for this report is 684. um this one is the probably the most alarming piece on this report our cost per meal we spend four dollars and 44 cents per meal our peer average is at 360 and the state averages at 354 so we're 90 cents higher than the state average okay it's scrolling down within our transportation um it doesn't relate towards anything else any other we're
059not categorized against a peer for this one our district average was 329 spending per mile per student and the state average was 7.22 oh i'm sorry that was spending per mile spending for for student was 1825 versus the state after 28.62 when we come down and we look at our average salaries for our teachers the dotted line at the top is the state average for our teachers the line just below that is the district average and then on the bottom is our prop 301 monies that we give our teachers so if you look at 2018 we are like right there with the state average if you when you include our our 301 money and the teacher salaries and you can say the same thing for 2017 2019 we're about two grand below 2020 we are
0605000 below and then we've closed that gap in 21. scrolling down so this is our student for teacher as you can see we've run pretty close to that 14 as an average 14 students for class we got a 13 6 in 2017 a 14 1 and 18 a 15 6 in 2019 a 14 5 and 20 and a 13.6 and 21. our average years of experience per teacher is for last year was 11.9 years and we had seven of our teachers were within their first three years of teaching so with that being said are there any questions on the auditor general's report on our on our spending i know it kind of went by kind of quickly a couple um on the on the food service cost per meal um we also average significantly less
061on meals per student yes than either the i mean we're almost half on a peer average that's something that we really need to look at um i'm not sure what happened with that with our record keeping with the students for last year because i know that we were keeping track of every student that came in because we were on the summer food program for the entire school year so our reimbursement rate for per student was much higher so i'm not sure why it's at 89 meals um one of the things i can attest our higher cost to is everything is is pre-made it's not it's not nothing is pre-made everything unless it's me running the kitchen with mr lincoln and we do everything we can to get pre-made so everything everything that our kitchen staff
062does is recipe and put together so it's not nut we're not serving kids reheated food that we're you know buying out and everything else so everything is fixed with on-site okay and um when you were just talking about the average teacher salaries the prop 301 money would not be included in the state energy so the gap is a little bit productive it's it's well it's hard to say what everybody else because not everybody has the same proper real one plan that's non-relevant right continental gives out as close to 100 of 301 money as possible where some districts may give out only 40 50 so to to actually make that compar i mean yes i am embellishing the numbers a little bit by saying that 7 000 plus 42 000 is a 49 dollar salary based
063on the forty nine thousand salaries for the state right because i don't know you know okay if they threw in an average 301 payout maybe that would that would adjust that a little bit more do you know what uh schools are in our peer average in our career groups i sent you that last year i don't think the group has changed if i can look into it i think that listed 11 or something there were quite a few there were or not the district page but the um the i think it's just the state page um where it has every single district listed on the back is that there are the appendixes and that will tell you who what peer group 10-2 is or whatever and the final comment is just i mean i was
064floored where i saw this 13.6 students for teaching i mean that's getting down to some of the things we chatted about being a goal i also clicked on students per teacher and that does not include non-certificate so which would tell me that according to this report our numbers would even be less than 13.6 on a first per teacher basis if we included the non-certificated teachers that are on staff so all of our teachers are considered certificated because even if they're in a program working towards their elementary certification they still are state approved to be teachers so they are still considered certificated teachers so they wouldn't be so what would be a what would be a non-certification long term a long term sub okay no we don't have any what's okay to me on this report
065is that they don't report like um peers in this teacher's salary section no you know they they reported everywhere else but in that spot so then we have to do our own homework in terms of looking at teachers selling districts you might have answered this but the teachers per student does that include the support services like title one or anything like that but they look at the number of special education teachers that we have and so with it then they just average all the kids and all regardless of service needed i also noticed that when we looked at our um when you look at students per administrative position they're pretty often the state average is 63 the peer average is 52 and we're at 44. 44 students per administrative position in a very small district
066and then you couple that with the square footage that we have per student and then you take it down and you look at the students per teacher and so it's really begs the question of we must not have full classrooms and we have lots of space one class so if we were looking at expansion it looks like we really don't need to look at that if we just take those three things and put them together we have you know 44 students per administrator so we have what would be deemed as a heavy administrative burden coupled with 207 000 or 207 square feet per student versus our peer average at 182 our state average at 171 and then we're showing students per teacher at 13.6 and yet when we had the conversation about my my statement
067that i think we ought to work toward having 14 students in a class it was like that that's impossible we could never do that and yet we are doing it i think that's that's off because there's fewer kids in the special education classes could that be skewing the average because we're including special education yes because if we took normal grade level classrooms right now then we would have we would need another teacher per grade level to lower the class size to 14. so but this is this is what's being measured across the state the ag didn't make this up just for us so it's students per teacher is the total students attending divided by the total certified teachers so word 13.6 so when i look at other districts and i see 25 and it makes
068it look like taking those three metrics and piecing them together really makes it look like we're in really good shape we have adequate space with a a good teacher-student ratio and where we're heavy is on administration am i not reading this report correctly no i mean the numbers they speak for themselves i mean you could i have no argument against anything that you've said i think we're probably heavy on administration which is probably common with smaller schools because you still need certain roles functions still have to be met whereas if you've got a medium school or small right for example we you know just hired miss schaefer to for our gifted and sped realm which was needed and then adding mr lane for transportation so it's and then i just went down to altar valley
069just to pick a school so that's kind of up in the marana area they've got 19.6 students their uh their payout with the 3-0 money 301 money is at 8 500. um they're their square footage is 216 which is where ours is and again another small school their district is at 49 students you know so if you just play in the comparison of looking at other schools that are similar you know and i think the one i looked at was an elementary school district as well yes altar valley elementary school district so i know we've talked about comparison among among different districts i think this is this is a great sandbox to plan but just just to put this out there we do have teachers that have zero students we have a math coach with
070zero students who's a certified teacher is that teacher getting counted as a certified teacher yes or are they getting counted as an administrator by teachers other schools have it too that's the key but do they have it to the extent that we do we have reading specialists we have a math specialist we have an ell specialist so there's three teachers there that observe the students and that's just three off the top of my head that's great i think it just keeps in mind that we've got capacity in this school for growth without any additional hiring right and without any additional temporary classrooms and things of that nature so um we won't be uh renting any mini mobiles no but we will not let's move on to the 2021 financial statements in usfri so a few
071weeks back we had a special board meeting to go over the the audit tonight's the night where you will do your acceptance of that audit but we do have a couple quotes on the line we have cynthia on the line if there were any questions that had come up since that last meeting a week and a half ago well first of all i moved to approve the audit right you know sir you have to move to accept the other accept yes um i had actually written an email to cynthia a couple weeks ago and i have not received a response um my question is in the material deficiency area because both the 20 audit and the 21 audit showed a material weakness and my question was is this the same transaction that affected the audit
072in both fiscal years in other words the um the improper cash or failure to do cash reconciliations on a monthly basis with the county and the the problem of reconciling differences via transfers in and out rather than actual changes to um or entries for both revenue and expenses is were those the same transactions because they occurred in they weren't discovered until jane the january audit of the 20 of the fiscal year 20 period and and so since they were in that audit and they didn't discover them until this fiscal year is it the same transaction or do we have two different ones good evening um who answer your questions the same process that we're knowing what's failing however it is different transactions that were noted thank you so if i can just add on to
073that the 2020 audit we couldn't prove that reconciliations were happening this on it we could prove that reconciliations are happening but to correct the deficiencies was is that not right cynthia all right fy20 um we missed the result reconciliation process and maybe um not being able to provide documentation that would prove that their reconciliations were happening um and then in fy21 there was a process to complete the reconciliations and strengths if you want to say the numbers however the way in which they were fixed was not the proper way again i guess the only other question i have i i don't mean to be the only one talking here yeah the only other question i have is on the uniform system of financial records compliance questionnaire there were approximately 30 areas that we received in
074no answer that something something wasn't done properly now some of those are definitely more serious than others there's no question about that but the accounting record portion of this thing received had six or seven sections of it and received no answer to every single one of those um which to me is is of a major concern um and yeah the only other comment that i would have is i remember the question that we had in the study session when when it was brought up is this a good audit what would you give us our grade and the auditors failed to answer that question they did not answer that question they said they would not answer that question yet in all the things we are reading i'm saying it's saying that we had a good audit
075so what's the explanation of that good evening morning members of my career when i'm beach um i guess it's a subjective question that i'm not sure we would answer for for any of our audit clients because it's hard to quantify and place a value in the quantity of finding the section that you're outlining the accounting records i think what you'll see is that there's a lot of overlap in that section and these these questions are drafted by the auditor general with a required response from us and i think what you'll see is a lot of those overlap and in fact some of those are the same findings that are reported in the report on internal control in the back of the financial statement so i think it would be it probably would be proper to
076count those individually when really they're all part of the same internal control issue that we've cited in in the financial statement so i guess that's why i would i would hesitate to say that you've got nodes to that entire section you've got notes of the way that they've written the question but maybe not you know six or seven individual findings like however many questions so maybe the auditor general needs to clean up their questionnaire a little bit thank you i do apologize i just email from um foundation i have on my um trash folder so um i will respond to that email thank you and i will say this you know like they said at the study session there are 430 total questions so take that into consideration when we're trying to figure out if
077this is a good or a bad audit like they said it is subjective so it's really up to you as a board member how you feel that audit actually went if it's a good honor right now greg i would like to commend you for your effort going through the audit and your work all through the year and all of this stuff so my opinion greatly thank you sir agreed okay mrs allen yes mrs paise yes mr mcgivern yes miss jollery yes and mr austin thank you mike thank you cynthia would be intentional thank you thank you you too have a good night thank you for waiting for the for us to get to the item no problem okay good night greg we're trying to wear you out tonight hey this is my knife to shine
078sir hey if you're fighting this 300 grand it's cool i am working on it so just for those new members and those who may not remember um when i first started i brought this magical creature called the school facilities board to your attention they are now no longer the school facilities board they are the sfob they're under um they fall under a different government agency and i can't remember which one was the administration yes so with that being said we are currently in the process we sent some more photos and things like that in today of having all of our buildings looked at to see how much moisture is actually seeping in through the paint into the block and getting into the classrooms so what they will do is um one of the things they
079do is called a rylum tube test and basically i don't know what the substance is it's like silly putty they put silly putty up against the wall then they take like a test tube that comes down and then 90 degrees into that silly putty and then they're just filled up with water and then they sit there and they wait for two minutes three minutes and see how much of that water is actually seeped into the building and that way they and then they do some calculation to figure out if we're steeping too much water if we're not steeping enough water but what we're looking at is called a weatherization project with the physical facilities board if it is found that we are seeping in moisture through our block walls they will repaint our buildings okay
080if you're trying to get an idea of what it's going to cost to paint our buildings you're probably looking between 250 and 300 thousand dollars to paint our buildings also that keeps mr lathan and mr bertrand from having to try and do it over the summer now remember working with the sfb is a process so it's not going to happen over the summer if this project does get approved um what we're waiting on now is approvals for the to actually have the assessment done if the assessment comes back that yes we need this has it's done now we have to go out and get bids from panners once we find a bid we have to submit that to the sfb the assessment the our liaison can approve the assessments but to actually approve the work
081to be done the actual painting of the building has to go before their board for their approvals they meet just like you guys do once a month so best case scenario we're probably looking at the fault if the sfb is going to pick up this project great so i just wanted to and i told you guys back then that as these projects come up i'd keep you free so so there you go that's what i've got for you so if i remember right originally we didn't think we could get them to paint because it was just more of a cosmetic paint crew and now we're seeing this moisture thing well what we're seeing is if it is what we're saying is if you look underneath our downspouts our stuffers you're seeing paint completely gone if
082you look if you walk the campus you'll see paint bubbling and peeling you'll even see some cracks within the buildings so this is the type of stuff that mr burfoon was tiny enough to go out and take pictures of i think i sent the sfv for like 75-80 pictures at least so and these are just examples of the buildings it's not [Music] so you know because this is an sfp project so they have certain they have certain standards that need to be maintained behind it yes absolutely great okay let's gets jump out at you just as we discuss the town hall april 5th i hope that board members will be able to be present to also help us get the sense of urgency out to our parents and our students on what goals we're trying
083to accomplish i do have on my calendar 5 and this one says 5 30. so and your report says in the cafeteria this says that it's in the gym right so is it five o'clock in the gym or by 30 because the school district calendar says live but this is like i have 5 30 to 6 30 in the day 5 30 to 6 30. and the reason why i was thinking originally cafeteria is that it's easier to hear and keep people contained i don't want to lose people that are sitting up in the gym that are not paying attention and have it you know i really think that it needs to be a smaller environment where we can we're just not sure how many people yeah when when you said tonight parents who have
084students with d's and f's so i think we kind of limited our audience which might in fact um diminish even our ability to get good ideas well we are going to send we're going to do personal invites to all parents those students that have also been invited for saturday school and tutorials who have not been coming um but that's why i said it's open to others because other parents might have good ideas and help us reach out to other parents but i don't anticipate that we would have the cafeteria overflowing with families we'll decide where we want it to be once we get to our conferences with parents getting signatures of parents and giving them notices on more of a feel or rsvp who will come we'll determine what we have [Music] and monica the
085executive session on the 11th will start at 4 30. yes that was my existing sorry i had to put down five and i would encourage you guys if you can come to attract me it's in all the schools and that we like four or five schools all together and there's there's a lot of people out there um in six schools yeah mr lathan just like shooting the starting gun i think somebody's got to do it we had a starter bail on me oh really but i think you know i mean that was really well organized especially just coming off spring break and that's but they are you know you have to say the whole time but it's kind of kind of cool even if you don't have a kid out there so with that um
086i believe we have some vouchers weeks wow if you're gonna lose that's good yeah cool and then we have a future agenda item just kind of a new agenda item if you will is there anything that anybody might like to have considered to be a future agenda that will move to i do have a question what was the resolution with the parent that was here last month about the um i think his name was mister thank you or something yes so mrs met with them and met with the counselor as well with with them as well and um i spoke with mrs agu and they are going to be coming in to work with the counselor to kind of start to work with her on documenting the books and stuff that she uses no she's
087going to be doing that she's going to do it she's already any guns that we have on her arms they were willing to come and help do that so after the conversation so the resolution that occurred as we had a meeting with the family with the parents and um it does need to be very transparent as to what our curriculum is to our students as every parent family member taxpayer as many spoke tonight does have a right in that in knowing what we're teaching to our students and the curriculum and the books and the literature so for our school counselor she's going to be working on creating a page that's going to go on the website that will state what books in literature is utilized when she teaches and then which ones are just on
088an as needed basis with parental consent permission if she's meeting with the parents and the children because i know we had discussed that too in the summer so that will be made public on our school website and then um the parents were you know very responsive to that as well and very open to helping with because there's a lot of books and a lot of things that we need to put and make it very transparent to our families that they know but it might take some time to just get it all cataloged in and then um also we're going to be instituting our our weekly news bulletins not weekly news but like our monthly but in there it'll also have what our school counselor is going to be teaching as well and then just for
089the record it's not a zen den and there's nothing zen that's being taught religiously in that class that room was initially utilized then meaning like the peace quiet room because students were allowed to go there two years ago was when it was opened if they didn't want to go outside to recess but they wanted to go play games or draw or do things um quietly and her office used to be in a different building but then when we had our stacy schaefer bertram join in our counselor moved into that room so it was already referred to as that so we clarified that as well so just are there any other questions so it was the counselor that was doing the teaching and not the teaching so the counselor does she has a curriculum online and
090we also went over the curriculum and the standards she has to teach per ade in the state so there's curriculum one of the questions that was asked that we discussed in the meeting is we don't have a board approved per se curriculum for our school counselor and that's something that i think we could really talk about and discuss so right now she has to plan lessons just like our teachers do and based off of the standards from our counseling state standards in the state and through the arizona department of education so we went over that too with the parents so the children in kindergarten are being pulled out of the kindergarten class twice twice a month for 30 minutes to go with a counselor yes it's like a special that's what it is and she
091has to do that it's part of it's part of a counseling so some schools might have them or they just push into the classroom but they still have to teach lessons so it's social emotional learning done with our kindergarten classroom twice a month for 30 minutes and this is required by the state that she has to teach certain types of standards so it's not all just social emotional it's also study habits um so is she a teacher well she's a school counselor so she's a board approved school counselor certified school counselor certified school yes and she has to do those lessons as a school counselor there are lessons that she has to teach now what the curriculum is she doesn't have a curriculum so if that's something that we need to discuss purchasing for her
092but there are standards that need to be taught by all school counselors in the state of arizona and she has to create lessons just like teachers have to create lessons so in in k through 8 she has to go in and teach his classes and that's mandated by the arizona department and then there's the council yes we can send you the links you can also see all of the guidelines and everything she has to follow so the teachers um will usually sign up and request so not all teachers will take their students theirs but that's also a discrepancy because it's due to scheduling and what so let's say it's self-esteem or um if it's the friendship unit during um you know love of reading so then it depending on what the theme is or what
093the topic is or what if the teacher's noticing kids are struggling making friends in the classroom then she'll seek out the counselor and schedule the time to take the kids there so then the children are not it is not mandated by the arizona department of education that the children receive one hour of education from a counselor no so it usually is the standards and every school is different based on time available and i know a lot of schools counselors struggle with getting the time to go in and meet with the students because the master schedules are difficult and you know we're trying to balance all content all subjects so some of them do a rotation so maybe they'll start the first quarter or first nine weeks doing kinder first because that's usually where the kids
094are having trouble acclimating and then maybe third through fourth might do small growth small group pull out based on teachers but this isn't an educational requirement so this is something that a school counselor has to do yes yes but it's not an educational requirement because not all children are getting it because it's at the teacher's discretion to schedule the counselor to come in and some teachers don't schedule the counselors to come in right right so that it's not a requirement it's a requirement if you have a school counselor that they're teaching these standards she has to stick to the standards they're not stuff that she's just coming up with right but not all kids are getting it right right so how can it be a standard no it does not change what she's teaching so
095i understand that what she teaches but what i'm saying is it's not required for all children so it's not a standard in ade to require this learning from a school counselor it's not mandated by bud state but we have to show to the state we have to report the number of classrooms the number of one-on-ones the number of small groups that the counselor has done because if we have the school counselor they're expecting that these are the standards and this is how you're gonna meet the needs of the kids so it's just different at every school based on what the counselor decides and what the administration decides to schedule and allow in the school so it's not everybody equal at the same time so there's probably some kindergartners who have received less service from the
096counselor based on lack of need or attention to that specific and can parents opt out of this because it's not a requirement of the state sure that was discussed and that's what we talked about in the news that are putting like the curriculum corner on the counselor will be focused on this bullying for the month so that if a parent says they don't want their child to to receive any information based on anti-bullying then we would exempt the student from that 30-minute lesson okay with that we will move to item 16 um discussion ms will just start with you and move this way i think i just got mine i think so okay i'm fine i'm good with that we'll take a short recess it's not a couple hundred of these things [Music] if i
097may we just got in the board's results we tied 285 31 points
