know Jake talked about we had a great robust discussion in a full house for the first one this year which was awesome I went to my first CN my committee meeting ever as a board member finally got invited to attend that um as I wind down my world here which was great so Katie Kelly thanks for having me and then Blue Valley head Foundation also surprise Squad November 9th out driving around a buses giving away money so look forward to doing that be on the bus helping the group MC some of that and um that's all I got all right thanks Tom Patrick thank you Jody just real quick quick um Jake mentioned that uh Finance uh had a presentation by Brian Daly about our it and computer system it's a pretty amazing group of
U men and women that uh um monitor develop um our technology and and how that interacts with the school and so kudos to the hard work they do every day including Kyle uh who's with us um day in and day out at our meetings um and makes all this stuff work well so thank you thank you thanks Patrick Sonia I would like to say that the health and wellness the health and well-being committee I was pleasantly surprised because every there are so many committed members the staff and even the patrons and parents they are so committed and there's passion and the committee as far as things that they can do and try and the and I like the fact that um that the new theme for this year is alcohol prevention and also preventative me
measures and intervention and I I just thought that that was a targeted type of theme and given what's going on in the world today with high school students I think that that is what is needed right now as far as intervention and preent uh intervention and prevention and uh the curriculum and instruction committee you have passionate people also on that particular committee because everyone they Blue Valley is one of the top schools in Kansas and people want it to stay that way so they are really committed as far as contributing finding out what's going on and what they can do to move the initiative forward as far as continuing that Bo Valley School District is number one the preeminent School in Kansas and as also finally the de Dei committee as you can probably well
you know as right now is that that is very passionate and I am so happy that the staff and administrators they are willing to take suggestions and to also think outside of the box as far as recruiting and retention and that was great and so all the Committees that I've been on so far I've been very surprised and very uh happy that I was placed in those committees because I'm learning a lot and I just see the energy on those committees and the commitment that the patrons and the the administration and the parents have thanks for sharing Sonia um next Jan do you have anything yes um let's see since our last board meeting I attended the Blue Valley Education Foundation board and they officially announced they raised $393,000 um and a lot of that
will be distributed November 9th through the surprise Squad going around through the schools and I can't wait for that uh like being able to give money to teachers um attended Blue Valley wreck board meeting nothing really came out of that but um Aspen Grove dead dedication several of us were there for that the elementary and uh it was fun to see that the students just love their school um I spoke to a weebl's den um Cub Scouts about uh citizenship and uh you know the role of uh both the uh government and that includes School boards um lots of good questions came out of that and suggestions uh I think we're growing some pretty good politicians uh and in a Community Connection last week at Lakewood uh we had several people here some are still
here tonight and uh probably one I think it's the largest participation of any that I've uh seen and been to and then uh had a Kansas Association of school boards U meeting Friday uh where we finalized the legislative agenda for the school boards for the 2 for uh Kansas legislative session that's it thanks thanks for sharing Jim um just um one a couple quick points I Echo what um Jan said about the Community Connection meetings um these were I think newly introduced since um Gina and I joined the board and I think first couple of them were just a couple of people but this last one had quite a bit of participation on a lot of different topics it wasn't just one topic it was you know there was including like the mowing of The
Lawns in front of one of the schools so you know some people that care about their local community and then tying into that I I um with Gina participated at the um the kickoff of the uh PTO uh meeting which was you know representative from all um 40 schools or so and and um you know passionate people and it's a good reminder that um what we we're not just like one big you know Behemoth uh District where you know 40 individual uh communities and um it's great to to see uh it's great to see the passion and you know of our parents and and family members so great thanks Jim Gina so Aspen Grove dedication I just want to mention the musical performance they did a mashup of home and I can't remember the other
song but it was this amazing um Home on the Range thank you um it was an amazing mashup and those kids sounded absolutely beautiful and so kudos to that music teacher I mean what a great job he did um so as Tom is winding down I am sort of trying trying to step into his footsteps on the activities in athletics cheering Squad I'll never be able to fill those shoes but um I'm on the casa board and so we had our first meeting um we approved expanding some um the number of games for softball and baseball which is a great thing for our teams here in yeah here here in uh the Johnson County districts and so we're really excited about the opportunities for our baseball and softball kids um and then new football classifications
came out that's done every two years and two of our schools move to 5A so which is uh Blue Valley High and Blue Valley North so that'll make for some interesting competition next year in the state championship so that's exciting um and gosh I think that I think that covers that covers it thanks ginaa so Dr mergan I was going to put up my little presentation there we go um so since our last uh board meeting in September so Kyle it's not going okay uh first one I would say is that Niche came out with their annual um best K through 12 schools and Blue Valley is again in the top one % of schools in America these rankings include metrics like test scores academic performance public ratings uh quantitative data from sources like the
US Department of Education uh extracurricular activity opportunities and more want to go to the next one um also a part of this they gave some specific data u in relation to Kansas and so Blue Valley was the number one District in Kansas um the best uh number one with best teachers in Kansas which I'm absolutely agree with and the best place to teach in Kansas so we are proud of our teachers very much next up um you talked about Aspen Grove the Aspen Grove foxes here's a few pictures from that uh dedication and Dr Anderson knocked out of the park with that dedication the principal there uh Jake spoke um and the kids were so proud as were the staff so congratulations to them they're officially members of um our 22nd Elementary um since the
last board meeting we have able to publicly announce our National Merit semi-finalists we have 56 in the district uh across all five high schools um that's pretty phenomenal that's about 40% of all of them in the state of Kansas and that is based on the score or on your PSAT score that you take in October of your junior year in fact our Juniors this year just took it and so congratulations to those 56 students they now have to do some work in order to be considered as finalist and so all 56 of them are uh completing their applications and and doing the things they need need to do next up uh I somebody mentioned I think Jim mentioned the president's Council PTA PTO um we had our first one and our second one is actually
tomorrow it's usually the the Tuesday after board meetings uh and we appreciate that group so much they give us a valuable feedback and we're able to provide them some resources um congratulations to blue valley Northwest um they were the highest completion rate in 6A of the FAFSA which is the free application for federal student Aid so kudos to their counselors for making sure that um all students have access to that and know how to fill that out and they were honored in a joint meeting with the board of regions and the Kansas State Board of Education so congratulations Northwest um October is National bullying prevention month I think that's an important thing last week was Kansas anti-bullying awareness week and that's always something we want to highlight for our students um is uh that bullying
will not be tolerated you know even the statement jod read at the the beginning next up um October is also National High School Activities month and October 1st through 7th was around coaches officials sponsors and appreciating all of them um this week right now is performing arts activities and and State High School associations week uh the third week is on sportsmanship fan appreciation and then the last week of the month is around uh community service and youth awareness week so such an important aspect 2 200 high school students are in fall activities and another 1,800 are in middle school activities that's a large number uh and something that we are proud of we want our students to be involved and to be able to provide those opportunities October is also National School principles month and
we here's a picture of some of our principles we have great principles who uh really go above and beyond for their buildings love their buildings they all when we're out visiting they all tell us they have the best building which is what you want to hear um but kudos to them we I would put our principles up against anybody custodian appreciation day last Monday and there's a couple of our very own here at district office but and we honored one tonight we could not do what we do without our custodians and we're very appreciative of the service that they give to our schools and the pride that they take in our buildings um and then uh finally a couple of mailings that our community is going to get so one of the things we here
sometimes from uh patrons who don't have kids in our schools they don't always know what's going on within the district so U we have a special mailing going out talking about the learning that's happening in our our district and so um you should be watching for that in your mailbox coming soon and if you want to go to the next slide um our annual Blue Valley today which um goes out periodically throughout the year you also will be receiving that uh which again talks about some different stories that are happening within the district so uh watch your mail uh for to get both of those and thanks to our Communications team um for putting that together to make sure that um our patrons have a little bit of information about what's going on within Blue
Valley and that is it and one final thing that we didn't put in there and I don't know why we didn't it just hit me last Monday night was our annual Performing Arts um band competition or not competition band showcase uh and it was phenomenal you know all five high school bands perform and um there's no they're just supportive of each other and they all get to see each other's shows because they don't normally get to do that um and they were all five outstanding and the fact that we have five bands with that high of a level is um pretty phenomenal you know in a large school district that like this sometimes you'll have one or two that have outstanding bands all five I mean blew it out of the park and so Kudos
store bands programs that's it thanks Dr margan um my few little updates um I was able to attend attend as a representative um the Advent living and vitality conference um attended as a a board member and um um really great things going on in the community and really focus on on health and specifically it was Women's Health and and not uh and taking care of yourself so that was a a great event to be at um attended the best committee which is uh where we um connect with our business leaders and um had some really great dialogue um around what the district is doing um some of the awards um and recognitions that we've gotten and um Kyle had spoken about the the first aid Mental Health Training which um our business Community was very
interested in and very supportive of so uh let's see here yeah the opening of Aspen Grove wow how exciting is that to open up a new school the dedication of the staff and parent community over there is amazing um they are incredibly hard workers and Incredibly proud of of of that Community um the students are in so well prepared uh tours that we had uh month or so ago um were absolutely amazing probably the best tour I have ever had in my life um telling me special details uh taking us behind the scenes it was it was pretty fantastic so and they're very very proud of their school as they should be um I also wanted to share that um for well five weeks uh let's see it ended like two weeks ago um I
was a part of the uh DEA Citizens Academy and uh I had wanted to attend because um I think uh more knowledge about what's going on in our community and around the world um regarding you know uh drug use and um um illegal substances is is very important and I think it can help me be a better board member so um it was incredibly informative and um looking at the impact of fenol and we know you know some districts have lost um kiddos um because of use and not intentional maybe but accidental use um so I wanted to call out um that uh their Red Ribbon Week is coming up um October 23rd through 31st and it emphasizes the importance of living a a drug-free life so I wanted to do a shout out for
um our wonderful DEA agents that are working really hard in our community and you don't even know who they are and that's it's amazing so all right so end of that oh and I I am a band Mom sorry I'm gonna have gonna g to share uh uh Tanya is a little Accolade for our amazing marching bands see another band bomb in the audience too um the district showcase was absolutely fantastic I am just so proud um to um be a parent in a district where all these um students have worked so hard and staff have worked so hard in creating these amazing performances that that can be shown through you know boa and and other um um competitions around the the country so it was it was pretty amazing all right so next is
approving the October 9th 2023 regular Board of Education meeting agenda I move to the Board of Education approved October 9th 2023 regular Board of Education meeting agenda as published all right we have a motion by Tom second by Patrick any discussion all those in favor raise your right hand all those opposed same sign motion passes 70 okay so next we're going to approve the October 9th consent agenda as published uh do I have a motion to approve the October 9th 2023 consent agenda as published I move the Board of Education approved the October 9th 2023 consent agenda as published we have a motion by Gina second by Patrick any discussion um I thought that uh I asked uh Jake this morning if he might address there's one expenditure near is kind of large it's a
quarter million dollars or so for nothing sexy but it's on on um roof inspections so I thought that he might it might be good for the public to hear a little bit about that yeah thanks Jim that um contract is with Benchmark they are a firm that has done work for the district for years and for the longer than the 10 years I've been here um what they're going to do is they they inspect our roofs for us and what they're looking for are potential failures potential future failures they help create a master plan that'll guide us for the next 3 to Five Years on how we address our roofs and spend our bond dollars appropriately they'll fly with a drone and do thermal scans and understand is there moisture getting in then they spent
a lot of time walking every section of roof in fact I was going to send you one of the reports today but it was 800 pages and I couldn't figure out how to email it to you so and that was just for high schools so very thorough but it helps us do our job and make sure that we're tackling the the right buildings when we need to great thanks yeah I saw that even in that expenditure there's like an allocation for the Drone pilot who's got to be FAA certified to so anyway it's not sexy but I like to call it those big expenditures so great thanks Jim so um all in favor of the motion raise your right hand any opposed motion passes 70 all right on to new business so it looks like
we um recommendation for a change in graduation requirements beginning with the class of 2028 so uh Kelly is going to come forward and present to you um and she'll tell you kind of why we're here today um with a proposal for some new graduation credits as long as well as how much feedback she has gotten which is a lot good evening I am here tonight to uh provide our proposal for graduation requirements I don't we're not expecting action tonight but um I'll be back in uh November for that piece so um we are here tonight thank you uh we are here tonight because about a year ago the state of Kansas's Board of Education revised their graduation requirements essentially forcing our hand to to do the same these requirements I want to reiterate um go
into effect for the class of 20128 which are current eighth graders it is our hope to get your approval this this fall so that the information is readily available during the enrollment process for our students who um will be freshman next year who and and the first class is affected thank you um here's the process again I I mentioned last fall the um Kansas State Board of Education uh approved new graduation credit credits for the State uh the high school uh cni principal group they led the effort they put in a lot of time into this and and did lots of rounds of feedback uh we got our game plan together last fall over the winter and the spring we went and did tons of rounds of feedback with um lots of different groups uh
at the building level uh building leadership teams have seen and given feedback uh more than once uh we had the high school cni assistant principles LED focus groups of students to get feedback uh Scott Roberts and I Scott Roberts director of school administration and I went to all five high schools uh uh parent site councils to get feedback it's been before uh the Board of Education cni committee PTA PTO presidents and best committee um so lots of rounds of different feedback sometimes multiple passes uh we did make some revisions uh based on that feedback and I'll Point those out um and we're here at the fall um we just concluded a final round of feedback from the staff the building leadership teams um uh gave us this kind of the final bit of information they
wanted to share with us this fall and I'm here tonight with the initial um presentation of our proposal so any questions on process Okay click um here is at the highest level um the proposed what we're proposing for Blue Valley on the left in the blue and the new Kansas on the right in the next series of slides I'll walk through Point by Point um pointing out our changes in in how we are aligning ourselves to the new Kansas probably the largest change overall is the different categories so they rename the categories that's probably the the most significant change um last thing I would point out on that last slide is that the a total number of graduation requirements we're we're proposing we remain at 24 we're currently 24 we'd like to uh we're proposing
to stay at 24 same with Kansas they were 21 they're staying at 21 we have the local ability uh require more but we cannot require less so category by Cate category by category Communications there is a change here the state of Kansas is now requiring 05 Communications um they they gave us the option to embed that into Ela classes and rounds of feedback with teachers uh families um and in particular um the families really did not want to um take away from the 4 point Ela so this would be an ad um Communications uh can be multiple different classes um if you go to the next slide these will be um types of examples of credits that would be eligible for for that 05 credit we're still defining these uh and as classes are added
and subtracted from the course catalog each year we come to you in December this is where this list will be brought to to your um for your approval each year as classes come and go but these are the examples of the types of classes that the state is allowing for that 0.5 communication credit um as you can see from the list it's a little broader than than just speech stem new category but this um the 3.0 math and the 3.0 science are exactly the same as they currently are in our system it adds a 1.0 stem elective uh the state of Kansas has defined that is advanced math Advanced science Advanced CTE computer science or advanced technology um and aen you want to go as with the other with the communications credit we will um
present to you a list of courses we're still working through but here's an example of the types of classes that will be eligible to tick that box for the 1.0 again we will be back in December with the course description guide process with the exact classes we have lots of eyes on this to make sure we get it right next category is society and Humanities this represents no change to our social studies and Fine Arts Credit um just a a category change in a fine arts is um lumped in there with social studies in the category last category uh employability and life skills this is is truly the elective category um probably the the the change that um is most um highly anticipated is the addition of financial literacy um that was that is high
that has the most support across the board and we're really excited to have that be become part of what we offer in Blue Valley it does eliminate our proposal eliminates The Tech Credit which was feeling outdated and I uh we received very little feedback that we received no feedback that that wasn't the right move move um one one piece of feedback that we did um receive Kansas is allowing you to have 05 PE and 05 Health our community felt very strongly that we stay with the current model of 1.0 so that's an additional half credit of uh physical physical education antel so that's where we s we surpass the the state's requirements and that that is very much based on the feedack back we got in all those different places um and then the last
is postsecondary assets here's a change from the last time you saw this um the last time you saw this there was that FAFSA requirement I've since been able to confirm with the state that we can opt out as a district of requiring the FAA FAA um completion and that's what the the committee would recommend that we opt out of the faster requirement however there are two postsecondary assets that are now going to be required um this is a state requirement and again you want to click um the um guidance is still evolving from ksde but this is where it's at right now these are the types of activities that will be allowable to uh complete and meet that requirement from the state of Kansas finally the last two give you a just a highle comparison
the red is where we differ from Kansas so um we are going to continue to do we're going to we proposed to continue to do 4.0 Ela instead of the 3.5 uh we're going to propose to continue to do 1.0 PE changes the number of electives to get to our 24 and we were going to uh propose to opt out of bath of completion for families and then the last slide I have here is just a comparison between current and proposed um graduation requirements with the green bean the differences there again this would begin with the class of 2028 next year's freshman um we it will wave through for three years um so we will have two two different sets of graduation requirements as uh the new ones wave through and I will be back
in November um but until then it do you have any questions that I can answer now Patrick um thank you for doing that um so so do we have to add any new classes uh we do not have to add any classes no to meet these requirements meet these requirements with our current course offering we yes okay thank you um so um with with the kind of the modifications um do we have enough summer offerings for those to meet some of these requirements do we have to take a look at any summer classes that we have that would right now we we will um it'll kind of be based on demand the counselors will help us do that I would imagine that may potentially financial literacy might be something that that we would consider yeah
regarding the postsecondary assets we know it's a Kansas requirements so they'll work it all out for all of our students who are sort of struggling to get to the graduation requirements already have that extracurricular time to to be an eagle scout or that sort of thing um so I continue to watch for that guidance but how are we tracking this for all of our students that is a fantastic great uh question we have a program called zel which which tracks um your individual plan of study and it is our plan to use that piece of software to track um it's built for this sort of thing that kids have portfolios I don't know the details yet but that's the the plan but you're right the tracking in the administrative burden for that is is something
that are we're still working through because it'll be on our system it'll be on our system okay yeah so what you're saying is the state is requiring us to monitor it but did not provide an Avenue where we could track um so it's up to the individual districts to do that well the state requires us to monitor all of this though yeah require us to monitor that a student has four English right now market value Asset because it's we can monitor classes but it's harder to monitor the market value assets it's definitely it represents a challenge but I I think we're positioned to do it yeah and if when you look at that list there's a large majority of our kids that that get those things like participation in activities but to Gina's point we
we will have um you know we'll have to keep our eye on some kiddos and really support them so on the uh postsecondary assets so we've had a number of kids already in the process of acquiring that right do we sense that that Trend may continue and expand I I would hope so I think those are good things for kids and we're I mean currently with our career ready programming and the opportunities we're exploring at the high school level I think um those numbers will only go up and it you know the goal is to make it easier for kids to do things that align with their postsecondary goal that also tick the box so yes I would hope so uh is that financial literacy is that different than our personal finance class or just
renamed we're going to be taking um a a look at it to make sure it aligns with what the state wants but I don't foresee um substantial diff changes to the current financial literacy or personal finance class okay great thank you very much for sharing so Kelly will be back next month and we'll take formal action at that time all right uh I guess it looks like next we have appointments to board advisory committees and we only have uh one to appoint do I have a motion I move that the Board of Education appoint Lindsay Weiss to the diversity equity and inclusion board advisory committee for a new two-year term I have a motion by Gina second by Jan any discussion seeing no discussion all in favor raise your right hand any oppose same sign
motion passes 70 next we have an enrollment and transfer policy he's putting it up there uh so Dr punswick is going to share with you some work uh that we have done around a new canis statute that's out there and I'm going to turn it over to him you the uh conversation that we've been engaged in and again we are here how okay we'll just do it right there we're here um the passage of House Bill 2567 excuse me in last year's legislative session uh provided the district dists with the um new opportunity to bring non-resident students into the district and we're here because we have to have a policy around that to meet the needs of House Bill 2567 taking back a little bit talk about the timeline and the process to where we
are today back in uh June and July we had committee meetings we reviewed what we currently had on on paper what we've had in history for our board policy then in uh both August and September we looked at the draft policies here and in workshop and then in September we had the Student Activities Committee review and discuss policy 3130 and then we're here today to discuss uh additional updates to those drafts and guidelines and then let's take a look at what we're going to be doing uh moving forward so moving forward tomorrow uh Dr mergan uh mentioned the PTO PTA president uh meeting that will be tomorrow they're going to have an opportunity to look at these drafts then on November 13th our next board meeting that's a public hearing um for our policies around
this and then on December 11th um we'll have the opportunity to approve the new policies and then starting in January we're going to be that first semester of beginning this process for um out of District uh enrollment so a little bit um a review of the existing policies that we have in place around uh enrollment and transfers you'll see it from 3111 to 3130 these um are indep individual policies that we had to look at When developing new policies to meet the legislative action you'll notice in the blue uh it will say resend if we pass this in December um those policies will be um removed and embedded in the policies that we're going to be discussing today and that you had a chance to look at previously policies for consideration then are 3111 3122
and 3130 and we're going to unpack those a little bit as we go along and talk about those main points and each one of those um policies that are in draft form for you today policy 3111 for enrollment main topics around here defining what is a resident also looking at how do we enroll those individuals what are part-time students transferring credits and then transfers from non accredited schools so it's going to outline those pieces in enrollment in 3111 3122 non-resident students this is going to identify the main policy pieces that will be in here are identifying uh capacity it also puts this great timeline together so we know by the 1st of May we have to publish on our website the number of open seats that are available in the district then when we get
to the June time frame we're going to be accepting those applications in those first two weeks of July we're going to be approving applicants and talking to those individuals to let them know if they've been accepted into these open seats this also policy identifies priority in filling those open seats talking about Transportation only providing that if it's required by law talking also about Casa eligibility currently Casa has a one-year hold out if you transfer without a Bonafide move and then also the requirements to continue to stay as a u out of District enrollment so talking about non-resident students uh we have to talk about what it is to determine the capacity that was part of the statute that we're working under we currently have classroom ratios we're continue that and we also look at our
projected enrollments and we also look at the anticipated demands of our programs within our buildings and what are the maximum capacities for both the buildings and the classrooms and our programs prior to getting into um saying what we have for open seats so also when we talk about what those have been sitting at within the district we have the board approved um PTR guidelines in terms of PTR that's the the pupil to teer ratio knowing how many student students that we can have in each one of our classes when do we have additional sections or additional teachers that we have to add those are already in place but another thing we look at is the capacity of the building we do this when we're looking at the future plans of our district and if we
have to um go out and build a new building we have that at 75% capacity at our 912 building to give you an understanding of where we sit right now Blue Valley West currently six sits at a 96% capacity rating if you look at Blue Valley Southwest that sits at a 60% % capacity raining so in terms of our schools we do have some capacity space at Blue Valley Southwest we don't have capacity space at Blue Valley West in the K8 buildings we do the 75% as well as both at capacity building wise and at the grade level currently right now we have one building that sits under 75% capacity it's a brand new building uh Aspen Grove now when we look at it in terms of priority and for those seats that we're filling
here are the areas that we're going to have in this policy the 3122 for your consideration any of these um uh pieces will be utilized when we're determining priority for those open seats that are available given the um studies that we do in the spring to identify what buildings have capacity moving on non-resident continued enrollment so to be able to stay within that uh continued enrollment we have to be able to make sure that the student is in good standing these are the five areas that we look at to make sure that once we have accepted student from outside the district that we continue on with a student in good standing and we'll measure um all these um bullets another thing that we looked at is policy 3130 we looked at policy 3130 because it
really speaks to IND District transfers now these aren't students that are coming from outside the district it's students that are currently in our district that are requesting to move to another building back in 2018 we're going to unpack this in the next slide but in 2018 we looked at what is it that is uh a reason to be able to transfer from within the district and both exceptional circumstances and justifiable reasons were identified if we go to the next slide um we can also say that this was in 2018 we had nearly 2200 um in District transfer requests at that time we've seen that uh Reduce by about a third since 2018 and when we brought this to the Student Activities Committee and when we took it to our building administrators the work that was
done in 2018 to really um solidify and the board approval of the IND District transfer policy those individuals wanted to see this continue even as we look to have out of District transfers and enrollment from outside the district little pieces of discussion uh is available for for the board itself or we'll be able to answer any questions that you have on um one of your slides you talked about um a military student mhm is that a student who is of a military family correct correct uh it would be a military dependent okay and that's that's defined St correct okay I just I didn't know what a military student was so yes we could probably Define that as um a dependent of a of a military perfect thank you hey Eric how do we Define or
how do we determine the capacity of a school so great question so when we first look at it we look at the overall uh footprint of the school how many students that we have that are in there and then we also look at the number of class spaces that are are in that building and so um this is something that we've looked at for the last 30 years as we um project when buildings are needing to be built and so we do that within our planning department and we also use the help from our architectures Architects when they are building those plans to say this is the capacity of that the other pieces that um are also included in that are programs so as we've add programs to a different building that are specified for
the needs of a student those impact the overall capacity of that building we're currently reviewing right now what those look like um Elementary we made some uh program changes this summer and so those numbers are are are being um uh identified right now for next year uh so if the if the board made a decision hypothetically to say reduce class size at the middle school level by five students per class so capped it at 25 per class that would change the capacity in those middle schools ABS absolutely um we would see that the the capacity at that point would um that that percentage would increase due to the fact that we most likely would be needing additional classroom spaces for those smaller classrooms I just want to reiterate the transportation piece um one more time
um so we would say we have 50 say kids at Southwest hypothetically that that we can accept and then we it's a random draw of who gets to come in um we get special ad students that come in we you know of course can't ask beforehand and then we serve them up to and do everything we can for them correct um part of special ed is providing transportation to those students and so these non-resident students would we also be on the hook for providing transportation for the non-resident kids if that was a part of their IP um as we would follow uh federal law in that case that if that student was um a non-resident student that we enrolled um then we would um definitely follow federal law in providing Transportation if it was required
okay so that could be a significant expense depending on depending on uh mode of transportation uh depending on distance covered absolutely yeah yes so do this policy comply and follow the law we believe so we've had this reviewed um general counsel is right behind me she may nod and say that but we have looked at it and of course it hasn't uh necessarily been challenged at this point but but we believe that this follows um the bill that was passed last year thank you and if I could just add too I mean this is something that has been worked on by Administration other staff we as a board have known about this for a long long time it's not um something we just heard about today or whatever so um I appreciate all the work
that's been put into this because h ly when I first saw the passage of the bill I don't I didn't know how to to make this work for us um and and you know we'll see what happens um there may be some there's uncharted waters here I just uh one additional question so the timeline would be anybody who had who is a resident of Blue Valley and wanted to switch from one building to another building that uh that would occur months before this timeline can you kind of go over that timeline yeah so industri transfers we would like to know of those prior to um identifying that may date of what seats are open so we take care of our IND District students first to be able to provide for those in the event that
they met those reasons that are in there and then we would have a good um understanding of what our next year's enrollment looks like because we've already gone through course selection and kids have been uh identifying and telling us if they're coming back for the next year but at that may date that's when we're going to start to um identify and then open those up in that June time frame sorry one other question um so fin the financial impact here let's say 10 students came from out of District then that just goes into our calculation of total FTE which is then used uh for General operating budget uh correct but it's my understanding that those would not flow until the next year so our current funding would not be based on any new students that
we are taking I think that's my understanding of that that's correct currently it's the um larger of the two previous years so that's something we could look at legislatively to to kind of push um to have it be the current year or one of the previous two years yeah so to reiterate that if we said we have 50 spaces at Southwest and we took those 50 kids we would not receive funding for those 50 kids until the next year corre we would be on the hook for educating and special ad in transportation all that stuff as well correct abut and they might pay us the next year right what' you say Tom and they might pay us the next year right why do you say that past history things changing I mean I mean honestly
I mean you you get paid a year later for for doing some of these I mean I mean how much sense does it make right now makes about as much sense as this over overall law right well the special ed stuff is funded at 64% is that what they said this 62 63 so we'd only 6% of that so okay so I mean it this could impact next year's budget significantly it could yeah good the Tom just true your your point is that it when you might get you said you might get funded meaning it could be get contingent on something else well I'm just talking about history and certain funding the legislative group and will we get paid most likely but I just think it's yeah I'm being a little I I don't love
it of course can you talk a little bit about history over the like the last 10 years where sometimes the payments to the district were not yeah we've had we've had history in the past when we've had some you know budget issues with the state or the way they funded us where we're that's why we had have to have a huge cash balance at times to make sure we can make payroll I mean those days are gone thank goodness but yeah we we've lived through some of before I don't think it's a great law of course I've been heavily engaged in the transfer and butting up the policies here as everybody knows it's going on in my opinion and most extremely well and this just adds another layer but we've done a Yan's job of
of doing what we need to do with everything Eric's explaining and the full team and everybody I'm looking at over there to to have a policy that takes care of what we need to do on this but yeah this there's a lot to do here and manage um Eric can you talk a little bit more or slow it down for me just a little bit so everyone understand like how qu show Works into the transfers and um kind of how that would play out or we think we would play out absolutely the way that it's it's currently written um we can enroll students from outside of the district if we have seats that are available um however um if a student is a varsity athlete in another District within the state of Kansas and they're
coming to us Casa says within their their um their their rulings that that that student has to sit out for an entire year prior to participating um so it's a deterrent for an individual to um transfer if they're a varsity athlete now there are um caveats there could be hardship there could be a Bonafide move um that then would take those off the table those are still in place and have been in place since we look back to you know just after 2018 um but that that would be um a situation um that we'd want people to know about if they think that they're just going to apply to enroll because there's an open spot at Southwest and then come to find out at the end oh wait I can't play the sport that I
wanted to play um we want to be sure to make they they know that prior to applying yeah I mean it's a casa rule to get around that they have to go in front of the casa board of appeals and get that overturned for a Bonafide move or a hardship or those type of things as well unless Casa rules change one day where the legislative jumps in and makes a law to offset Casa's rules yeah but the Casal rule is very important for this okay we'll be back to you next month for um the hearing Tom does those do those Casia rules kick in if you're trans going from 8th to 9th grade or is it just once you're in high school you get the go ahead you get a pass ninth grade you everybody
starts refresh y okay all right I think that's it so we're going to go ahead and adjourn uh do I have a motion to adjourn I move that October 9th 20123 regular Board of Education meeting be adjourned motion by Tom second by Patrick um all in favor raise your right hand any opposed I don't think so motion passes 70 thanks a bunch thanks for coming guys
