okay okay I'm going to call the meeting to order tonight um and so the first thing is reports from advisory committees sorry um I'll I will start us off I have two different reports to share the first one is the diversity equity and inclusion committee the diversity Equity inclusion committee met last Thursday in this room at that meeting the Blue Valley Ed Foundation executive director Susan Tiedeman and the Ed Foundation president Christy lahood we're there to give an update on the Ed Foundation to the diversity equity and inclusion committee they talked about the mission the history of the foundation talked about some current projects that they have including the empowerment of teachers through teacher grants they also described the food pantry that they're working on right now and they re reviewed the foundation's different programs
that they have the second part of the meeting was really to brainstorm with the Ed Foundation how they could be involved in some of the goals that the Dei committee had come up with the previous meeting and they thought of things like using the Ed Foundation to maybe leverage some diversity in some of our events for example Battle of the Bands is there any way to put a cultural perspective with one of the the bands Night of Lights we had that they talked about the Ed Foundation again continuing to help Foster and to help us get parents involved within the school and the community the next meeting of the diversity equity and inclusion committee is on Thursday November 3rd again in this room the other meeting I have is a curriculum and instruction committee the
curriculum instruction committee met last week I believe on Wednesday in this room and Dr punswick and Dr heinower from Human Resources presented to the committee on the teacher's shortage at the national state and District level they shared current statistics and they highlighted things that we are doing within Blue Valley for retention and recruitment such as salary schedule health benefits leave time retention payments in the past University Partnerships and early hiring then the second part of the meeting is Mr Adam Wade director of academic achievement and accountability presented the blue Valley's balanced Assessment program and the results of that and where we're at and then finally Dr Collier revealed reviewed the purpose of District growth measures and the school blueprints which is the work that they are doing this year um the next meeting of this
committee is scheduled for October it must be no oh October 12th so next up I think Kyle Hayden is going to give a couple of reports the finance and operations board advisory committee met on the morning of Thursday October 6th Jake slobodnik executive director of operations presented an update on the summer construction projects and a summary of what's occurred in the bond 2020 initiative Jeremy McFadden Executive Director of Finance reviewed the bond 2020 quarterly progress report Jeremy also reviewed the investment income quarterly report Jason Gillum Director of Business operations and Jake slobodnik presented the bids and contracts that are on the agenda for board approval this evening the next committee meeting is scheduled for November 10th the next report is a Student Activities Committee the Student Activities Committee met on the morning of September 15th
Administration reported that on September 6 the 169 Blue Valley coaches and sponsors received Mental Health First Aid training information regarding the facility updates enabled by Bond 2020 were also shared small groups brainstorm topics for the committee's consideration for this school year administrators provided athletic and activity updates for the high schools and middle schools followed by an update from the Blue Valley Recreation Commission the next meeting is scheduled for October 20th the well-being report to help them well-being the health and well-being report our meeting took place on September 14th we we started the meeting by just doing an overview of the of the committee and introducing each other to each other we talked about how mental health and other health services are a major part of our work that we do we also then talked about
the bond issue the recap of the last bond issue that we had and all of the good work that's been accomplished and finally Tara Asher presented a new tool that we're using in Narcan where we're training all the nurses in order to be ready for any kind of fentanyl overdose that might occur in our buildings our next meeting will take place on November 9th and finally Christy mcmurland will give the communications committee report good evening the meeting began at 7 30 a.m and executive director of facilities Jake slobodnick shared an overview of the bond 2022 projects approved by patrons and completed as promised by the district and if you haven't noticed that's kind of a theme for all of our board advisory committees they've been making the round the committee discussed the various ways that
we're sharing the video that featured completed Bond projects with staff parents and community members the committee then also discussed additional opportunities for patrons to regularly interact with board members the discussion included suggestions for frequency location duration and format for these activities results of the discussion will be shared with the board members to finalize plans soon the meeting concluded at 8 30 a.m and the next Communications board advisory committee meeting is scheduled for November 7th that concludes the reports from board advisory committees let's move on to reports from board members and superintendent on items not on the agenda Tom it's like to start yeah real quick um you know I thought the recognitions tonight again national baseball coach here one of nine students worldwide to get a perfect score on AP History was unbelievable um the
custodian recognition that his parents were truly touched I thought was a great moment and then a hard one elementary teacher that was completely touched as well to be honored so that was a special great first 10 minutes to lead our board meeting tonight with some of those for sure I mentioned a workshop today our committee meetings I think are off to a great start so it's been great to be back in person great patrons on these committees Student Activities one of the best ones we've had in a while a lot of great dialogue attended my first Dei committee meeting seven for you I believe Jody last week was good and I missed our last communications meeting I know you suffer from me but I heard great things about that and I've got some patrons in
the audience who reported that committee so again good things happening um especially on our board committees so that's all I got thank you Tom Jody um yeah so just a kind of a quick overview um uh the uh attended the Blue Valley Ed Foundation um boarded board committee um and um they talked about many different things but one of the things is they brainstormed ideas in small groups on ways they can help support the district so that was a lot of fun having a lot of dialogue in there um and and kind of to note you know we talked about you know some special awards that we just had um our Public Schools Blue Valley schools are are the first choice for educating our kids not the last and I think that's something that we
need to continually you know get get out there um you know people move here because of us and in in our neighboring districts so um but anyhow great dialogue and the bvef meeting was able to attend the best meeting which is the first time uh in my during my tenure here that I've been able to attend that so that's with local Business Leaders and we also have the same theme running through how can our local Business Leaders help um promote help support our schools and and again the resounding theme is you know Blue Valley School District is the first choice out there so um that was a lot of that was a good dialogue um attended the PTO PTA board advisory um committee was able to step into Tom's role in Communications I wasn't quite
as funny as he normally is I believe but I think I pulled it off right um and uh let's see here so um also a shout out to our participating High School marching bands at the Olathe Invitational marching band contest this weekend the Blue Valley North received first in their division during prelims and they did an absolutely fantastic job and then Blue Valley Southwest ended up being the overall grand champion of the of the competition so it was a great day absolutely gorgeous for for a lot of great shows that were put on um I've been able to participate with Dr marrigan on some School tours and um you know it's so awesome to see our teachers in the classroom and the kids that are engaged and and excited um you know just just to
reiterate that learning can be exciting this isn't the days you know at least when I went to school or you you sat in a classroom and you didn't do a lot of a lot of movement kids are up and around and and interacting and collaborating and it's just so energizing to see I would like to sit and maybe take some High School classes again or some middle school classes so it was it was a lot of fun uh and then let's see here finally I was able to visit last week Districts The Leavenworth School District as well as the Atchison school district and um it's it's been a lot of fun seeing um what learning is happening across the state and and how each district does things a little bit differently in order to maybe
meet their community's needs I'm going to call out specifically kind of the process that Atchison went through no let's see this Leavenworth went through because they felt a need in their Community for a year-round kindergarten class so it was it was really interesting to to listen to kind of their process and all of the energy that they have so anyhow I've probably taken up too much time need to buzz me off there thank you Judy Katie well before Gina embarrasses me um we went to blue valley Northwest volleyball in Southwest Triad and I arrived first and was sitting in the main gym of Northwest like really enjoying and thinking I was watching varsity and Gina texted me and asked where I am she thought I was lying thought I wasn't there she's like you're watching
JB um which is fine they were amazing but I'm sitting there thinking to me that looked like varsity volleyball so she collected me we went and watched Northwest and Southwest and had a hard time cheering because you don't want to offend anyone but it was amazing we have a lot of talented volleyball players so um and then next up for me is the Blue Valley Women's giving Circle I knew you were going to embarrass me I'm just um on the 18th and I believe Tom is going to be our emcee no he's not um but it's the women's giving Circle yeah yeah no I'm teasing um so that's where we sit and give a pretty cool award to the best idea so I'm very excited to attend it'll be my first time and are you
going Jody yeah Jody will be there are you going alternative okay Dr Mary gonna be there so very excited thank you thank you Katie Jan uh thank you I've I'm still getting to know everything but I've got to tell you that I was I had a great impression of the Blue Valley school system as my kids went through it and said they're living there and it's why we did move here but I've got to tell you that being on a board and being you know seeing the intimate details of the way our system works the way the uh the support team is there just absolutely amazing and that's what helps produce what uh perfect score one of nine in the world and top baseball coach in the country so anyway it's a lot of fun
I'm just bursting with pride to be associated with blue valley in the past month I went to Communications meeting Health meeting legislative planning strategy meeting we had had a zoom meeting with the Kansas Association of State School boards finalizing their legislative agenda also attended Blue Valley Rec meeting and I guess that's about all I've been doing I did not realize it was going to be this busy but I love it thank you Jen Gina there's definitely a lot to keep busy doing for sure so I'll mention that special ed advisory [Music] had a medium also which is a parent advisory group I mean full room full room there was great attendance at the last one so I'm really excited for that committee this year the resource fair is already looking at February 9th so make
sure to put that on your calendar it's um it was kind of brought back last year and so I'm sure this year it's going to be even bigger their events are always great so you have that and then I I want to mention that Dei the students who attend the last two Dei meetings have been just amazing so it just reiterates having their input is and it was a different student each time but they both just blew the whole committee away so just emphasizing that student involvement is just really makes a difference to me on those committees um I did go to volleyball with Katie and once I found her and drag her back to the Northwest gym we had a great time watching volleyball been trying to keep up with Tom on attendance at
sports sporting events I don't think I'll beat him but I did go to a couple of soccer games and a freshman game included and just all of our activities the the band uh the district-wide band marching band showcase was fantastic too so I'm just really grateful for all the activities and Athletics that we have for our students to participate in that's it Mega Gina Jim Dr Morgan I do have a couple things but before I start this up here on the diocese is a basket of from our 18 to 21 year old program our 18 to 21 year old students have a Dog Bakery basically so they make dog treats and they sell them they also make dog toys dog mats and they brought these over for the Board of Education the board has been
very supportive of them and I think many of you have dogs so go and make sure that you partake in some of those before you leave if if I could add two I am on the monthly subscription plan so you don't have to like have to remember to go purchase it it will just come to your mailbox so that's that's been a lot of fun yeah and they are edible but I would not recommend you eat them just FYI yeah Artie and Ruby really enjoy it yeah I haven't yeah yeah so um a couple of things Maybe yeah just Advance it for me it's all good um so a couple things one is we have uh 49 National Merit semi-finalists um Blue Valley has the most in the state um those are seniors remember that
is the test that starts in your junior year you take the PSAT which happens to be this Wednesday for our Juniors but 49 is a phenomenal number all of those semi-finalists now are completing work uh to work towards being a finalist um this is a fun story we have a Leewood Middle School student his name is true Squire and he and his dad have relocated very temporarily to New York and he is opening or he has opened in New York City uh in a Broadway play and he performs eight shows per week and so congratulations to Drew we had 115 students from Blue Valley who earned the Kansas seal of biliteracy which means they're literate in two languages again very impressive it represents 11 different languages um this is a Communications has put this together
but it's really a community initiative and that is that we we know that we're better together and so we are hashtagging BB together um as a campaign and you will see that on our social media accounts because it's such an important concept Better Together here is our on October 3rd last Monday night we had our high school band competition one of the best nights of the year because it's just about supporting our five bands there's not a winner or a loser everybody wins and they're just there to support each other uh um here's Emily that we just represented earlier October is National principles month and so there's a picture of our elementary middle and high school principals and assistant and some assistant principals are in there and we could not do what we do without
our great principles and so we want to highlight them this month and thank them for all that they do this was also high school activities month and you see in there that 52 percent of high school students are involved in Acacia athletic or activity and then if you add in those School level activities such as theater Deca clubs it's closer to 75 percent such an important part of any school and in Blue Valley it is top notch October 10th through the 14th is a national school lunch week that's this week and so we want to thank our Charles and our entire school lunch program and then here are some District recognitions that we received from the Kansas State Department of Education these are the 2022 Kansas can star recognition program we just were notified of
this last week and again lots of really positive things going on in Blue Valley and we appreciate all the involvement of our parents at conferences just a couple of weeks ago thank you Dr American um yeah we're off to a really good start for the year as everybody's mentioned um you know we halfway through the semester we've had parent-teacher conferences we've had a lot of sports activity and activities I think many of the the activities are now starting the competition for state and we'll be in the next several weeks and so um everybody's been really working really hard teachers are going above and beyond put everything back in place and you know ultimately everybody's working together and and at the end of the day we're better together and and you're seeing the results as we've
mentioned tonight and we're going to continue on that path anybody have anything else let's go to the regular Board of Education meeting agenda do I have a motion I moved to the Board of Education amend the regular Board of Education meeting agenda for October 10th 2022 as published to add JM agreement as consent agenda item f is a motion by Tom second by Jody is there any uh discussion see none all in favor raise your right hand all oppose same sign motion passes seven zero is there a second motion I believe the Board of Education approved the agenda as amended consent agenda okay so we're good okay is there a second uh motion by Tom second by Jody any discussion seeing none all in favor raise your right hand all opposed same sign motion passes
seven zero uh consent agenda do I have a motion for consent agenda the Board of Education approved the consent agenda for the October 10 2022 regular Board of Education meeting as amended motion by Katie is there a second second by Gina any discussion I just had a couple of or one question one comment um question Dr marrigan or anybody on the staff there's a large expenditure for some um cleaning material uh cleaning machines so I we didn't talk about it this morning so I thought that maybe you could address what those are yeah so um a couple years ago we piloted the use of a robotic cleaning machine to be used on hard surfaces so any of our basketball courts hallways things of that nature especially as we've made our hallways in particular polished concrete
so it's it's a manless machine and essentially now where that was so successful at the one high school we're putting it at all five high schools and it saves us a person really on the staff so it pays for itself within three years is it like a Roomba like um like the like what we have in our homes that's what I'm envisioning it as um except larger Yeah well yeah how long do they last I I think it's along the lines of seven to ten years so yeah so return on investments it's very good but yeah I'm impact I'm picturing like the Zambezi type of thing you know like but you know I haven't actually seen it in action I need to do that just the only other comment is I don't think we have
to go into it here um but we we do talk about a number for the public if it's not um videotaped I don't think but in the morning session we go for several hours and we talk about some of the items on the consent agenda and so we had a good conversation around special ed financing Etc this morning and I that'll probably be a recurring theme this school year um and so um I I don't have any specific comments it's just that it's a lot of these things are are either discussed in our finance committee meeting or or here in our early earlier in the day meeting so then we don't hash through them um so I just wanted to point that out thank you Jim any other comments seen on all in favor raise
your right hand all post same sign motion passes seven zero okay let's move on to new business 2022 Community survey summary results so I'm gonna go ahead and introduce this so similar to what Jim just mentioned this was a presentation at this morning's Workshop very detailed presentation tonight we may go a little bit quicker so for those in the audience or those watching um you may get that sense but just kind of give a history of this we all know this but I want to make sure that everybody has an understanding of what the survey is all about so in July the board approved an agreement to enter into a contract with the Morris Leatherman company to conduct a community survey the purpose of the survey was to gauge the community's interest in a potential
future bond issue but also just to gauge just the general Community satisfaction with our schools this has been an historical practice for Blue Valley over the course of time and it especially when we've work towards a bond referendum but there's been other occasions where we just did a general climate survey just to gauge feedback on our performance here this evening is Mr Mr Don lifto he's serving as representative for the Morris Leatherman company Don has worked with us in the past most recently the 2019 survey that was done in preparation for the election that occurred in January of 2020 for the projects that we're currently completing Don served in public education for 33 years 25 of those years was as a superintendent um during that time he had 12 different ballot proposals that were brought
before patrons 10 of those were successful it's a pretty astounding record um quite honestly he's been Consulting with school districts for over 20 years working with different companies in this type of capacity in particular researching about the planning process and development for referendums so at this time I turn it over to Don I think this thing's worth thank you Kyle uh as mentioned we spent quite a bit of time this morning going through this report in some detail and I was told that as long as I was done before kickoff that would be fine is that correct we have plenty time I will move move along a little more quickly since we did spend a lot of time with it this morning and if I talk too fast and you have a question just let
me know so with this particular survey the what we did is did a scientific random sample survey of 600 registered voters living within the boundaries of the school district interviews were in early September there were 42 questions in the survey about 10 minutes or so on the phone and the margin of error for this particular study is plus or minus four percent so if you see 50 percent of the people think the sky is blue if you add four percent to that and subtract four percent there's a 95 percent chance that in that range is the opinion of everybody in Blue Valley the interviews also were set up to have demographic targets so we counted how many men there were and how many women and how many older people and younger people how many people
lived in the wards and the cities and how many were parents and non-parents and the idea of the targets is to make sure that when those 600 interviews are done that the composition of that sample mirrors the demographics of all registered voters in Blue Valley and we ended up very very close within one percent of those targets and when you are able to do that you definitely get better data this list the targets that we established before the calls began and we did interviews with both cell phones and landlines the main part of the survey focused on the planning related to facilities projects identified as high priority by the school district to find out how folks felt about those projects in general how they felt about specific components of that a potential project that would
result in a bond referendum and we started off with what's called an initial Benchmark or an uninformed Benchmark and so the paragraph you're seeing here the school district is currently considering plans to make improvements to existing school facilities build new ones update technology and improve Safety and Security based on what you know now would you favor or oppose and initially with just that very little bit of information we had 58 percent of respondents favorable and 22 percent opposed remember that 22 percent I'll bring that up again on another slide so we started off in a pretty good spot considering the amount of information was very limited once that initial Benchmark was was measured and collected the people being interviewed were presented with 17 different specifics about the potential project and for each of those they
were asked if you knew that this was part of the project would that make you more or less favorable and the 17 that were tested were done in random order to avoid having you know the last thing on the list be treated differently than the first based on order and so these next three slides all look like what you're seeing here and so what you're looking at is the 17 components that were tested and I'm not going to go through all of these I'll start at the top one the 28a so one of the components tested was if you knew that some of the money was going to be used to improve the Safety and Security of buildings within the school district with knowing that make you more or less likely to be supportive and
so what you're seeing in the uh the 84 percent and that top horizontal bar that means that 84 percent of the respondents said if I knew that that was part of the project that would I would be more likely to support it so the first two parts of the bar the blue and and the orange are the favorable responses and then next to that you see the 12 percent in the top bar that's the percentage of people who said knowing that would make me less likely to be supportive so as you can see on this particular screen we're in the 79 to 84 percent uh support levels which is very good uh here's the next six that were tested uh here we're looking at 67 percent up to 79 Support also very strong and then
the last slide we're ranging from 60 percent up to 66 percent support so of those 17 items that were tested the support levels range from 60 percent up to in the high 80s which is very very good after going through all of those we came back excuse me there you go we came back and said okay I told you a little bit more about this project tell me again what do you think and this is what we call the informed support and you can see that it moved from 57 percent up to 71 percent which is a very very healthy increase and it tells you that the things that were tested in the survey resonated with people and so that individually they were well regarded and when you put them all together they moved public
opinion in the right direction over 14 percent now just as a comparative Benchmark in the 2019 survey at the same point in the survey support was about 78 percent so you can see it's quite quite comparable and remember with that margin of error that 71 could be 75 or it could be 67. the next slides show you a little bit about how different demographic groups responded after they had information so in this slide you're seeing current parents who have one or more children in the Blue Valley School District on the left almost 90 percent support in the middle it's people who have not had a child in the district so it's a non-parent and over on the right are people who said I used to have kids in the district but not anymore so that's
the alumni parent all very positive and not surprisingly the the strongest support came from your current parents over on the left we're seeing male female more commonly females are five to ten percent more supportive than males so apparently we're doing a good job with men as well as women because both levels of support were very healthy on the right you're seeing support based on age and that's the most common profile where your youngest borders are most supportive and then it moves you know from left to right downwards somewhat based on age and this slide shows you the support based on past voting history and so the less active and new and the blue over on the left these are registered voters who cast ballots somewhere between zero and two times out of the last nine
times they had a chance to vote on whatever that election might have been in the middle are people who voted three to five times out of the last nine and over on the right it's people who voted six to nine out of nine uh just visually as you look at this particular chart there are differences but not significant differences and particularly on the right with the most active voters you'd like to see that in a healthy position because those are the folks most likely to vote in the next election the last Benchmark we tested related to funding for the project so here people were told that it was about 250 million and because some of the mortgages have been paid off some of the debt has been retired from other projects in the past that
these could be done with no increase in property taxes and based on that information we were people were asked what do you think about that and here we moved to 76 percent again looking back to the 2019 survey at the same point in the survey it was about 80 percent so very healthy and also quite close to what it was in the past um we also did some what we would call qualitative questions so we're not talking about bricks and mortar anymore and the first probe we used is a Phi Delta Kappa uh question that has been asked nationally for more than 50 years you're the teacher for the day give your local public school a grade A B C D or F and this is how the grading went the 33 percent in the
blue is the A and as you move around clockwise around that Circle you get the ABC and then down to the lower grades as you can see the most critical grades are almost not even showing on the chart so a very very healthy number and also a really good ratio of outstanding grades to lower grades because Fidelity Kappa has asked this for more than 50 years and all and also because Blue Valley asked the same question in 2019 you can also look at some other comparisons that can be helpful so what you're seeing here over if you look over on the right the blue at the top is your most recent survey so it's 34 percent giving an a the orange color is the survey done in uh the the green is the Fidelity capital
from 2021 identical question and the last color kind of the gold is the final decaple of 2019 Again The Identical question what you're seeing here again is very very high marks and very very high positive ratios of good grades to lower grades the A's and B's not quite as many A's as last time but you have to remember this was done in I think January of 2019 and that was pre-covered and lots of climate things were quite different then than they are now so it's not unusual we do these surveys to see some differences but don't lose sight of the overall very very positive grades participants were also asked to grade other areas of the district these are also the qualitative questions and you can see this the five areas that were tested go through
each of those quickly spending tax dollars wisely 72 percent giving A's or B's planning for the future needs of the school district and students 84 percent A's or B's getting citizens involved in the district and planning with advisory committees Etc 77 percent A's or B's quality of teachers 90 percent A's or B's and keeping students safe in our schools 69 A's and B's so for all five of these a very very positive uh results from your survey in the last couple there were no comparisons to 2019 because we didn't ask those specific questions then having trouble with my clicker there we go um the following questions related to Improvement projects and the number of questions and the perceptions of the school district in place in the community for these we're asking people do you agree
with these statements or or do you disagree with these statements uh I trust the school district to spend tax dollars wisely 80 83 percent said they agreed with that statement keeping quality Public Schools is important to protect the property values agreement with that statement it's important to provide students with the skills they need to be successful in their future 97 percent agreement we also have used this probe hundreds of times all across the country it's a it's a measure of tax climate and so with this particular probe people are read this statement I would never vote for a tax increase no matter what the amount or how much the money how the money raised would be used and what we're looking for is what percentage of registered voters agree with that statement uh the norm
that we see 90 plus percent of the time is 15 to 25 percent of folks agree with that statement uh in your case you were at 22 percent so you're right in the range of what we would consider to be normal and you don't have a fundamentally adverse tax climate the last section of the survey focused on Communications first asking people how they got information about the school district and specifically we asked them to tell us if it was primarily through print materials primarily through word of mouth or from electronic sources so here's how that broke down the blue is print the Orange is the word of mouth and the green is electronic now once people had responded to that question those who said I get my information from print got a follow-up question saying
what print and so here are the sources of the print from people who said that was the most important uh type of communication for me for those who said Word of Mouth they got a follow-up question essentially saying whose word whose mouth and so you're saying 16 percent teachers and staff and then the big chunk of that 63 percent friends and Neighbors and similarly for those people who said I get my stuff from the electronic sources the follow-up question was what electronic source so you got the social media the district website and district emails were the the top three the last question on communication had to do with asking people not about where they've gotten it in the past but where do they want to get their communication from in the future and with that
particular question still having trouble there we go here's the here's what they're saying about in the future where I'd like to get my information from starting with the text message at the top emails and then around the wheel clockwise from top to bottom so in terms of the the summary slides now we're back talking about the potential facilities bond proposal initially after people had just that short paragraph with a little bit of information support was at 57 percent after we went through the 17 items and tested it a second time it jumped up to 71.5 that 14 percent is a healthy increase and a very positive result uh once folks knew that because of retiring debt there would not be a property tax increase support came in at about 76.3 percent greatest positive impacts we're
back looking at now those 17 items uh security systems new Elementary classrooms heating air conditioning Career and Technical programs the relatively smaller positive impacts remembering that all of them were at least 60 percent or higher uh where the multi-purpose rooms the physical education spaces and audio visual systems highest support for the bond proposal came from parents and people under 45 lower comparative support from people 65 and older grades for the district are much much better than the national average and certainly within the top 20 percent of the school districts that I have done survey work for in the communication area 74 percent of participants rely on print and electronic media for their communication 24 Word of Mouth and the future most people identified email and the district-wide website for where they'd like to get their
information and that is it overall I think you're in a very very good position in terms of community support for moving forward with a positive project so on behalf of Morris Letterman thank you and I'd also compliment both Kyle and Christy who are very very good to work with are there any questions thank you good thank you the next agenda item is a resolution calling for a January 31st 2023 bond election of emotion like oh did you have more you want to I just want to give just a little bit of background so those here those maybe watching get us to that point so um what you just saw on the screen a number of different projects that were surveyed or at least phrases about types of different things just high level some of the
other things on the list just more specific a new middle school 11 to serve the levia Southwest feeder for growth down in that portion of our district building additions to accommodate enrollment growth or growth in programs educational programs asset preservation for aging facilities for HVAC HVAC improvements roofs asphalt things of that nature Safety and Security improvements in particular around intercom systems that are aging and end of life and then in Information Technology replacement of devices replacement of Av that is Aging in Native turnovers so that's kind of the summary of what makes up a 251 million 250 000 dollar uh referendum and um this process has been ongoing and as far as collecting information um developing budgets and such since January of last year and um we are at a point now the next step
basically is for the board to approve a resolution in general the Administration has been working with Bond Council Gilmore and Bell in particular Kevin Wimpy's here this evening if in case you have any questions about the resolution specifically but the resolution calls for a election by mail ballot to occur on January 31st 2023 so several months from now um that's about all I got unless there's any questions for myself about the plan about the resolution anything specific for myself or Kevin so Kyle again we've been looking at this for nine months the projects reports from you guys studies conversations and now and then we cut loose the survey a few months ago or for them to do it and obviously they went through the project per the survey they've you know educated they've asked questions
about the projects and they educate them what they really were or not really were but they educated a little bit more in the response at the end of the day was 76 were positive correct for these projects and to run a bond referendum this size and I know I asked the question earlier 2019 we did a similar survey with the same folks I believe and it was 80 was the answer so 70 80 19 76 percent uh were positive about the bond referendum to upgrade our schools new facilities just keep up the quality of life in in our in our schools here in in Blue Valley if you will so tonight we're at that moment where we're we're looking for approval to officially place it on the ballot in January to run the mod referendum
per mail-in ballot correct correct and then we obviously get the bonding Council here with our friends have been doing this forever for any clarifications or questions we may have with the market right now and what's going on in regards to that right correct correct and then Kyle a few mined address post Bond uh assuming that there would be a successful Bond vote um and and maybe you could just in way out kind of what that means for the district it's not like that money is all earmarked or it's maybe earmark but it's not spent so how do we go through the process of actually spending money on the individual projects yeah so uh if and when the the bond is successful several things happen right after that so first of all we'd enter into we'd
release an RFP request for proposals for hiring architectural firms or can and or construction management firms so that would begin actually in February we'd also begin working with our bond financial advisors on the sale of our initial bonds that usually takes several months to come into play if you guys remember when we sold these last round of bonds that was kind of a several month process starts with a resolution so on and so forth gets your you know Moody's ratings all those different things so the time by the time the first sale of bonds which it would not be all 250 million it would we'd probably have at least two sales um and it just kind of depend on the draw schedule as far as how we approach which projects happen first and how much
money we're going to spend is how the sales the amount of the sales but that initial sale probably wouldn't occur until May of 2023. and then every expenditure still comes through this board so the the board would approve um the contract for Middle School 11. the board would approve [Music] the addition occur technical editions that we were doing whatever it was the money would have to be approved through the board right so yeah throughout the 2020 Bond projects on bids and contracts memo you would see what we call GMP guaranteed maximum price for a particular project or group of projects and that would continue um and quite honestly you probably would not see a project GMP until maybe December of 2023 so we or B would be a full year away before you'd actually see
the first EMP so as it relates to changes in Market basically in inflationary costs or deflationary costs Etc the RFP process for each individual vendor or construction management firm takes that into account yeah our construction management teams in cooperation with our engineers and our Architects they've had to you know make quite a few pivots over the course of the last couple years when it comes to you know managing the market timelines just procurement of things and and so it's been pretty volatile and they've done a really nice job and we've maintained staying within the scope of the projects that we intended to do and under budget so you know we fully expect that when we go through that process and hire those firms again that we would hire teams that can continue to do that
regardless of what the market looks like and I'm sorry to believer this I just just I think it's helpful information um how do we how do we pay for the bond how do we pay it back through what mechanism and if you could just describe that I mean we've talked about this recently but it's I think it's helpful to reiterate the mechanism for paying for them turning in terms of our bond and interest funds and and um paying Debt Service on the on the bonds yeah you maybe you'll help me on this but um so we have a bonded interest Levy that is just one of several of our levies that is separate from our general funds separate from our local option budget separate from our Capital outlay that bonded interest Levy for this current
year is 12.6 Mills um which is down several Mills historically from where it has been in the past and that's the product of being able to pay for debt in a timely manner and having a good credit rating along with being in a community where assessed valuation growth is occurring so we're positioned with a 12.6 mil Levy for this Bond referendum and have that plan in place for the future not only the next three years but even beyond that that is the intent of where we're at so so I it's hard to predict the future but the import of that is that we anticipate although I guess you can't predict what interest rates are going to do but that we anticipate that um one's tax bill you can't anticipate what valuations you're going to do
but based on that Mill Levy that we don't anticipate currently Market impact on one's tax bill as it relates to the Blue Valley portion of their property tax bill yeah looking at this year's budget in whole and the big portion of that reduction in Mill Levy was in the bonded interest but looking at it in whole and looking at it on the Inc on the average taxpayers home um which I believe is in the close to five hundred thousand dollars in the Blue Valley School Community um the budget we built uh if they're assessed assessed valuation was at the average which is around nine percent increase which is pretty dramatic for everybody this year we build a plan that would hold them harmless essentially at a flat tax rate if all those other things variables
were true so so a couple Kyle so the uh so so the no tax increase is is basically as a result of how we put this package together based on what we need in the district over the next three or four years three to four years three to four years yeah and so we've gone this is a more frequent um initiative than what we had last time because the the last Bond was what 187 million dollars yes it was yeah just just just slightly less than that yeah and that was about three years ago right it was so January 2020 186 million and 835 000 Bond um we will finish that almost completely by August of 23. so there's just a slight overlap you know we passed this Bond hopefully in January 23 projects would
start in the summer of of 24. we'd be done with those projects by summer of 26. and and the big item here is a new middle school and we need a new middle school because the southern part of the district is continues to grow at a slight rate and our current Middle School library band is already at capacity it's at or over and rejected to be over of as it goes as we you know go through the projections for the next five years but yeah it's 850-ish students are in that middle school which um is significantly more than any other Middle School to be honest like 250 students more than any other middle school so it's a similar concept as wolf Springs Elementary it's over capacity we built Elementary 24 we're opening that in August
to relieve wolf Springs and then that growth will continue and balance out for both those schools and and so that would account for the increase between 186 million dollars last time and the 251 for the most part I mean there's still a number of initiatives HVAC um additional spacing for for the for the capacity that we're seeing in in the district as it grows right yeah correct I mean if you looked at elementary 24 that's a 27 28 million dollar project where middle school 11 will be closer to 70 million um and largely that's just it's twice as big it's going to have more multi-purpose spaces and things of that nature too so anybody have any other questions I just I wanted to throw out there I can't remember which board advisory meeting I was
at but we had a discussion um about why we do these Bond initiatives and and why it doesn't come out of the capital um bucket right and and you had a really great response about you know keeping up with what we have can you remember what you said um well I I think the the thing that the bond and interest um Levy and and having these different bonds is significant is because without those funds you're draining from your other resources so you know you have which already pretty much tapped out so you know our Capital outlay we're we're using that basically just kind of to maintain what we have and not really huge large projects where um without a bond Initiative for significant dollars you're not going to be able to to put additions on
your schools when you are over capacity or when you have a program that is all of a sudden growing exponentially and you want to accommodate them for more space like a Performing Arts Edition or a gymnasium or other multi-purpose space or Early Childhood Program and building those different classrooms so without a bond election that you would not be able to accomplish those things but I'm sure I must have said it much more eloquently for you to remember it but I don't know okay I didn't write it down security upgrades as well we would we would not be able to enter into some of the security work that we we know we want and need to do for our schools in particular I'd mentioned the intercom systems that are end of life and there are many
school districts out there that find themselves in a position where they just can't do anything with those you know fortunate to live in a community where people are supported middle schools and so the expectation is that you maintain those and that you upgrade when you need to another major expenditure within the the I.T budget is going to be replacement of devices and enhancements to the AV you know systems that are there with and that's you know close to I think 30 million dollars that we set aside for that without a bond you know those devices age out these systems age out and you wouldn't have the resources to replace them and we have what 40 plus buildings to take care of at various stages in their life expectancy and certainly there's regular maintenance but there's
significant amount of repair and upgrade and that this Bond takes care of correct absolutely I mean I I think that sometimes it's a misnomer for people and they drive by our facilities or in our facilities they're so well maintained sometimes that you kind of lose sight of the fact that it was built 30 years ago and that the average age of our facilities is 29 years old um and you know the lifespan of a lot of your HVAC equipment your your roofs is around 20 years 25 years Max and those are significant costs millions of dollars your pavement repair and replacement if you want to hear from patrons you know don't fix potholes that that's not good so it's just little things like that physical comfort of a building impacts the teaching and learning environment
and and uh just things like that are critical it's not always shiny but remember critical it allows us to perform the education of our kids in our community in the best way possible and in the safest way possible there was a question answered in the survey that Don just talked about that received 99 and that question was do you believe the quality of Education affects your property value so with that quality education comes great facilities or our patrons expect nice facilities and so I think that's just another key component just the whole Economic Development engine of this community being the schools and people wanting to be here and being a part of it Bond reference like this are extremely important so I you know after nine months of due diligence and um and having this
moment here and then obviously the next three or four months we're communicating and informing the public and and and then obviously the the big moments are in January so we can proceed forward with some of this so yeah very compelling question in there yeah yeah for those of out there who are wondering what what's more specific about the plan we have an extensive communication plan that's ready to be rolled out beginning immediately and tons of presentations that will probably you know be 75 plus presentations that will be done at our schools in front of our staff in front of our ptos ptas other groups advisory committees so that we're poised and ready to make all that happen yeah I think it's important to note that we will come to every school we won't have you
know one in each feeder but every single school will have a presentation for their faculty and staff and a presentation for their parents between now and the end of this year by by December 1st yeah the bulk and organizations throughout the community right Chambers rotary clubs homes Association and information will be available on exactly how every dollar would be spent on that Bond yeah similar to 2020 we have a web page that is full of information and we continue to update that so we'll create a new page for 2023 Bond and I think you're probably just ready to make it live as soon as you pass a resolution this evening so any other questions Katie for me I want to mention on a much smaller scale and not as a bond issue when you look
at Blue Valley Rec and what they put in their budget to keep their facilities up and going it's a lot and they aren't just servicing Sports it's Arts it's um all of the things and um I think as a parent in this district for 13 years I've watched my kids go through Blue Valley Rec and everything is well maintained it's the same with schools you you want things to function well before you put your child in it so um to me it seemed a little bit like that but also putting that on a broad scale of what so many parents in our district use is Blue Valley Rec as another reference point for why you need to maintain your facilities so any other comments thank you Kyle I moved to the Board of Education approve
a resolution authorizing and providing for the calling of a bond election in Unified School District number 229 Johnson County Kansas Blue Valley for the purpose of submitting to the qualified electors of the district the question of issuing General obligation bonds of the district in the amount of 251 million two hundred and fifty thousand dollars and providing for the giving of notice of the bond election to be held by mail ballot on January 31st 2023. motion by Tom is there a second second by Jan any discussion seeing none all in favor raise your right hand all the post same sign motion passes seven zero do I have a motion to adjourn that the October 10th 2022 regular Board of Education meeting be adjourned is there a second motion by Jody second by Tom any discussion I
