um audio my [Music] my [Music] do [Music] um okay [Music] foreign [Music] we supposed to turn these things up all right please stand for our pledge of allegiance for which it stands one nation under all right welcome everybody to august 10th 2020 blue valley board of education meeting first we're going to start with conduct the annual budget hearing the budget hearing is now open for comment is there anyone in the audience who wishes to speak to the board of education about the 2020 2021 fiscal year budget anyone at all okay republic has had an opportunity to speak dr merrigan have you received any correspondence concerning the budget i have not and none of the staff at the district office have either okay see no interest in public comments the budget hearing is now officially closed
all right moving on to public comments before we start those i know we have four speakers tonight let me read something real quick to help us out here um first of all welcome to those who are here to address the board or listen during open forum open forum curbs at every regularly scheduled monthly board of education meeting and provides a time for individuals to address the board prior to the official start of the meeting whether you plan to speak or just listen we're glad you're here because we care about the opinions and concerns of all our patrons if you'd like to address the board simply complete a request form if you haven't done so out yet out front uh please see a staff member they're at the greeting table just outside the board room this
person will help you and make sure we receive your request prior to starting the open forum here in a few minutes i have a few reminders about open forum that will help our speakers to have a constructive and positive experience when discussing items with the board when making remarks please be civil and use respectful language discussion of matters related to specific student or employee is not allowed and said comments should be submitted in writing to our superintendent we also ask that you limit your comments to three minutes and avoid repeating the concerns of a previous speaker if you have questions that require a response know that someone will follow up with you at a later time and on behalf of the board i welcome you and appreciate your interest in blue valley as we strive
to provide the very best education possible to all our students when your name is called please proceed to the podium and share with us your name address school your children attend and name of any group or organization you are representing so our podium is right over here all right first up uh paul schmidt you got first hey folks my name is paul schmidt i am live in the blue valley southwest district i've got a daughter who is a sophomore at blue valley southwest so folks um just give you a little background i've lived in this district for the last 11 years i'm also the son of a coach and teacher in the shining mission district which at the time he was there was one of the largest high schools in the in the state of
kansas as a result i said i'm a parent of a current athlete and a who plays volleyball and a grad two graduate of blue valley southwest my oldest two daughters played participated in band and as well as my youngest is doing volleyball first of all i thank you for just your consideration all the stuff that's being navigated over the last four or five months i'm sure it wasn't in your job description when you all ran for election or in yours tanya but you guys have done a great job i'm here to voice my support and for the for the district to continue to stay the course on fall sports and activities and i'll explain why as i mentioned i'm the son of a one of the most successful high school coaches in the state of
kansas um mr mitchell can actually attest to that because we're we're neighbors and students at shenandoah south i witnessed my dad my dad's impact um on athletes year over year in and year out when my dad died 20 years ago i received a medal i received a medal from three different athletes two of the two of those medals were from two of his top runners however the the medal that means the most and stands out the most for my dad is one of the least talented runners on his team that medal indicates the thing that my dad strove for every season and he believed that each and every athlete that he coached he wanted to celebrate their individual achievements and accomplishments whether it was a state championship or a personal best so when i look
at sports i look at them and look at fall activities i look at them for four different reasons one is student motivation and whether it's whether it's band or volleyball i see the fact that if our kids do not have the opportunity to participate in activities and this is going to be an echo thing it's about their motivation i saw i saw kids are motivated they're determined their school and all that correlate with that it's also the mindset in june of this june my daughter began preparing for the upcoming volleyball season um at first after being out of the gym for three months she was a little apprehensive about getting going after a few times in the gym i noticed a significant change in her and that was she had steps she had cup and
she was excited about the effort so when i look at it as our stu our students are getting ready for it we don't want to take the idea of them being motivated because when i look at half the school or beck's about one third to one half of the activities this does have an echo this does have a impact on them i don't want them seem lethargic i want to see them motivated and determined to pursue their goals i look at it also as a community you know we look at things like bands and i will i will test it i think they're the hardest working team out of all the all the activities that go on in the fall my daughters found their friends and their community in that experience their confidence grew and
they stepped up their leadership and the students and i also look at it as a student's future is shaped those medals are really reflective of my dad's impact on their lives and coaches and teachers most of them do it in the extracurricular they're impactors and their shapers that is a valuable experience um we could talk about the risk but i think the risk is is is manageable and it's manageable and we all who are in sports know that we've been in the gym we've been on the field we've been doing it for months we know it's safe and we'll we'll help we'll have supporting evidence on i also forget about we were forgetting about the community impact and i think this is important too in the time when we need community impact and i look
back at our school district blue valley five schools one one community was our slogan that was adopted we need the community we need the community to be out there cheering our kids on it unifies us it drops division and it's powerful um we are committed for those folks that are part of the athletic community who are trying to make sure sports continue we're here to help marshall any resources necessary to make sure it's done safely and it continues and i'm going to finish with this quote that was posted on the help them play facebook post it's a very powerful assortment about why this matters um it's not my son i don't have a son i don't know who the person is but it was posted by another member of the by a member of one
of the school boards if we don't allow our kids to play sports my son will not will not play but others will you see he loves playing but we are limited on budget after my after my husband lost his job so our other kids will sign up for a club mine cannot we simply can't afford it playing at the school is his only option is opportunity it is the reason the motivation for his good grades many kids will play sports either i am not looking forward to that heartbreaking conversation knowing he'll be devastated i'm worried about him that is why it matters and i want to make sure we continue and we'll fight for you fight with if i'm with you to keep this thing going on because we believe it's safe and it needs
to be done thanks for consideration and you know be welcome to any dialogue you guys have you know and i know people know how to get a hold of me but i'll be welcome to provide additional dialogue supporting to make sure your decisions stay strong thanks guys thank you paul schmidt appreciate that very much uh next up uh maria worthington right here okay good evening president mitchell dr merrigan members of the board my name is maria worthington and my address is on file i'm a parent of three daughters an english teacher at blue valley north high school and the president of blue valley nea i'm here as a positive voice invested in the education of our students i want to begin by thanking you thanking the board for giving the district educators and staff more
time to prepare for the difficult task ahead everything has changed even though i have taught for 20-plus years this fall will feel like i'm a first-year teacher we needed time to make safety and academic adjustments so thank you for granting us that time during this uncertain time of covid19 there are many concerns i want to clarify the worries of educators especially since there's been a recent pushback against educators telling them to get back to work because it's their job please do not confuse fear and worry for a lack of desire to teach and help students educators want to educate our first priority is our students we want to be back in the classroom but we fear an inevitable sickness this jeopardizes our ability to teach our students and to care for our own families these
are real concerns as educators we want to maintain a stable learning environment for our students and their families many concerned parents have contacted me asking me what the classroom will be like it will be different the protocols needed to make students safe will change how we teach patients will be important in this ongoing process families will experience change no matter what learning mode that they choose one parent advocating for in-person learning shared with me the belief that teachers would make things safe that is a tremendous amount of trust and responsibility teachers take that responsibility seriously and because of that we worry we want to keep each student safe we worry this is out of our control this fall i want to invite you to visit the blue valley buildings see the classrooms see the strength
of our educators and challenging times that these educators are dealing with with covid19 classroom management is difficult in normal teaching situations the uncertainty of new safety protocols schedules and pedagogical strategies will make this even more difficult the extreme stress of staff mental health will be inevitable we will have to work together compassionately on behalf of blue valley educators i ask the board of education and the district please continue to work with educators who are vulnerable and who have vulnerable family members they are valued members of our education family they deserve to teach safely please as you make decisions throughout the year include all stakeholders students parents community members paraprofessionals nurses cafeteria workers custodians related service professionals office staff counselors custodians administrators teachers our educator perspectives on the front lines are valuable please talk about the
importance of learning more than the importance of a physical building please continue to talk about equity and learning each school community has different needs please see those needs treating each building and each student the same does not provide equity schools will open in september even if the buildings do not we need to take care of our students educators and staff we could we can do both and we should do both to treat education and safety as our top priorities if we have to quarantine educators and staff there will not be enough people to provide quality learning for students we will have buildings open without the highly qualified staff to teach please look at the stability of learning please look at medical experts and data to drive decisions by taking care of educators and staff we
preserve the quality and sustainability of learning for our students educators want to teach this year and many years to come thank you thank you maria we appreciate that great job next up dr christine white thank you christy mcnerlin hi my name is christine white i'm a pediatrician at johnson county pediatrics near shawnee mission medical center i have been in pediatric practice for 23 years i was asked to come here tonight to share my medical opinion on the value of children being physically in the school setting i am asked 15 to 20 times a day by parents at their appointments whether or not i think that their children should be in school or do online learning whenever i'm asked that my first question to them is who lives in your home are there any high-risk people
grandparents with medical illnesses that would put them at high risk of infection with covid or a parent that has a high risk disease if there is someone with a high-risk condition then i usually counsel them to try to do online learning if it's at all possible if there is no high-risk condition then i strongly suggest that they send their children whether their preschool elementary middle school high school to the physical school setting there are three main reasons that i believe children should be in school in person number one significantly better learning for the majority of children number two improved mental health and number three improved physical health children learn best in the classroom with their teacher present with other kids there to stimulate conversation and learning and with the structure that the school day provides
many children thrive in homeschool settings when that choice was made by their families i can say with certainty that when homeschooling is forced on a family that the majority of children's educations will suffer trying to step into the role of your child's primary teacher possibly work from home yourself care for other siblings keep the house clean feed anyone and everyone and manage your own mental health does not lead to healthy a learning environment for for most parents or for the children these parents that i see in my office are frantic i mean it started in march when this whole thing came down and that was one type of frantic and then there was spring of 2020 with education and they didn't know what the heck to do and i finally just gave him permission to
just do the best they could and if they got 30 minutes done in the morning and 30 minutes the afternoon then that's what you get done but i think we all know that was temporary and going forward they are still frantic and panicked because even if they are sending their kids to school they know they're going to end up at home again and they know that that learning was not the right thing for them or their children um okay so number one was my learning learning is much better in schools number two mental health this has and will continue to suffer if children are forced to learn from home there was already an epidemic of anxiety depression and suicide in the united states prior to cobit since covid there has been an explosion of mental
health illnesses with kids and teens i see it personally you see it in statistics from national health societies just down the street at marillac the ku in patient psych unit they've had an increase of 50 of admissions this summer versus last summer there's been a 30 increase in the calls from teens to the suicide hotline in town and the number of medications to prescribe to teens across the kansas city area has increased dramatically kids really rely on the interactions that they get at school with other kids to develop normally they need to learn to relate to others how to behave in society which for them is their classroom or their friend group and they need to learn how to be a productive member of their community this happens in preschool it happens in kindergarten it
happens in 5th 7th 12th grade so every level needs to be in school to learn those important skills if we stifle normal interactions at school mental health issues will rise even further the third big area that i feel children benefit from being in school is with their physical health for a lot of kids even in the blue valley district they might receive one or two free meals a day at school and that might be their best meals of the day if children are not being fed they obviously cannot learn and all of their other areas of health will suffer at school there are people that can monitor their health issues especially the school nurse for a lot of kids they may not have a primary care doctor they may not go in to get their
asthma checked or for for checks of their diabetes or checks of their eczema school nurses are an amazing resource and do a lot of primary care if these kids don't have that there's going to be an increase in physical health issues that we are going to see the third thing that schools do for physical health is they monitor for abuse and neglect there's already been an increase in abuse reported at ers across the country and if families are forced to stay home working from home maybe not working from home maybe they lost their job everyone is stressed the kids are there they're screaming nobody's learning i mean it's going to be the rare parent that doesn't want to do something with their kids so you this is this is a very important resource to have
here to identify kids who may have strange bruises who may be very thin who may have dirty clothes and dirty hair and then you say what's going on in this house what's the situation there um and then a fourth issue it's kind of both physical and mental health is about 10 of kids who receive mental health benefits actually receive them in the schools from their school counselors and sometimes from their nurses or from their favorite teacher but they are getting a lot of their mental health in the school setting for free and that has already gone away and if that continues to be gone for them that will be very unfortunate so the question is um do i believe that it's safe for kids to be in school yes resoundingly yes do kids get covered
yes i see them every day in my office i saw two today that probably have coveted they have mild cold symptoms they may have a mild flu um but the vast majority of them do just fine do kids die of covid yes but very few according to the cdc in the u.s since the start of the covet outbreak there have been 76 children ages 0 to 18 years who have died of covid that is a death rate of approximately 0.014 percent in a normal flu season approximately 130 to 150 children die from the flu each year in the united states and so far we've had 76 deaths with this covet season and we don't shut the schools for flu as a pediatrician i don't want one child to die but i am weighing the negative
effects of not going to school such as depression anxiety suicide developmental delays behavioral issues increases in domestic abuse increases in child abuse against the benefits of being in school for these reasons i feel children should be in school i want children who are not afraid of their world or of the people in it and keeping schools open is the best way to do that thank you thank you dr horton appreciate that last uh tom herzog uh good evening uh tom herzog blue valley high school my address is on the file i reside here in overland park um i live and work and i've prepared my remarks uh to try to keep them structured into the format so i live and work here in our overland in our community my wife and i have two kids
one who has graduated from blue valley high school the other who's entering their junior year both of my kids have participated in schools arts activities and sports to support their education as a parent i would tell you my kids to to my kids these experiences have been essential to them as academics my daughter learned responsibility leadership in working as a team during her time in theater as an athlete my son is learning commitment camaraderie and work ethic needed for success on and off the field these are essential for the adult for for the adults that we hope them to be i'm fortunate to be a volunteer uh board member for the you know for the united community services of johnson county forward op steering committee the father's club the overland park chamber of commerce and
vice chair for the overland park mental health task force because i love our community i want what's best for our community a community that is inclusive diverse and welcoming for where every person's feet finds them i want to begin by thanking each of you for the role you are playing in these unprecedented times i cannot imagine it is much appreciated you are receiving many valid inputs these days information that must be heard from all perspectives necessary as we work together in short i'm here to support you and to continue our pursuit for consideration conversation and collaboration as we work to address the needs of many specifically and ask to share an equal path for fall activities arts and sports as we are doing for academics we're all learning unlearning relearning in this process there are
more opinions and thoughts and ideas than time for us to consume i'm not here to debate those instead i would submit to you that there are examples for us to study as to what is working and what is not working i'm basing the remainder of my comments on the assumption that we all agree on the necessity for arts activities in sports and why they exist in the first place with our very limited time i'll focus on just a few that are deemed high risk as i think it's worth noting what has been and is happening right now the aau national wallaby volleyball hosted a 10 000 person national championship without incident local volleyball and basketball clubs have been uh in the gym in our own gyms in blue valley uh since the beginning of june
actively training playing while following the safety protocols and the governance that's out there for them without incident iowa high school athletic association held spring baseball at all their state and all their state tournaments in impacting over 29 000 people in attendance in attendance in the span of the season the kansas shrine bowl happen without incident there's examples out there for us to learn and study from we've had time to do that our own blue valley high school has held conditioning practices for the last three weeks over 400 students with protocols and measures to ensure safety that's working while all the activities above have and continue to take place it's important for us to acknowledge that the sighted organizations have a lot at stake they need it to go right they don't want it to go
wrong they put guidelines in place to ensure that they are done with the intent of minimizing risk knowing it's going to happen but how do we address it when it does it's working and if there is a will we can find a way so what's at stake if we cancel educational impact arts activities and sports shape our kids essential to their development a motivator an incentive for positive behavior an outlet as they grow and learn cancelling activities will set them back disparity gap those who have other options are going to take them we saw that over the last six months has other organizations continued while kids who did not have the means could not the essence of our public education system is one of inclusion and opportunity we have a responsibility to look out for
them too if we are not careful we're going to set back our system for years as we work to recover it and lastly well-being we're seeing a growing demand for mental health services from cobed as the doctor just stated especially in kids the suicide trends continue to climb as well depression anxiety and certainty are the results of what is happening but when we can we must not further compound the challenges when they're avoidable an individual's health never should never be examined through just one lens physical and mental health are equally important and the failure to deal with one or the other can lead to a tragic outcome i just want to be clear on a couple things i trust civil discourse is still good and healthy in these days i am absolutely pro-education an advocate
for our schools teachers and administrators who i consider essential and core to our community i'm absolutely an advocate for public safety and responsibility i wear a mask i practice social distancing frequent hand washing we as a community play an important part in each other's safety we must manage acceptable risk knowing will never eliminate and lastly i believe in public health wellness that we as a community have an obligation and must be adaptable that when action must be taken we should do so and you have thank you and the same as we learn forward and we adjust right now i know there's a family and a kid watching this on screen waiting to see if there's a path forward for their future the opportunity before them is depending upon what we do as a community not
just you it's us not only in how it's shaping them but their potential forward if the risk warranted i'd be up here telling you to stop and close we need to shut down and lock down i absolutely think we made the right call in the beginning of the year with what we knew it worked we're not saying that arts activities or sports are more important than public health but we as parents put our kids at risk every day in this world sending them out hoping for their safe return as we consider the best choices for them in us maya angelou said it well incredible poet do the best you can until you know better than when you know better do better we made great decisions at the start of the year necessary they were ideal
but now when we know better we are more prepared more equipped we're ready it's time to find a path for our kids thank you for the conversation consideration and collaboration thank you tom thank you paul thank you maria and dr white for your comments tonight with that we're going to call the meeting to order first up approve the agenda for the regular board of education meeting as modified looking for a motion do you want me to talk about what we're recommending do what we are recommending some changes to the agenda yes um administration is recommending uh approval of the agenda with the following modifications um moving regular agenda item 2d approve the agenda for the regular board of education meeting is modified to regular agenda item 2b regular agenda item 2b receive reports from board

to the administration this has not been in where's kyle this hasn't been an easy year um your first budget year dr morrigan's first budget year as superintendent and with the amount of unknowns and the thanks doesn't only go to you two it goes to the entire staff uh kyle's staff but more importantly to the entire blue valley staff this is really weird and i think you guys have done a great job in positioning us for the future so on behalf of the board and me personally i just want to say thank you i agree i think jenny daniel wasn't here early so thank you to jenny and your full also but thank you mike seitz so we've got a motion in a second looking for all those in favor looking for approval here please raise
your right hand that motion passes 7-0 okay on to our fall 2020 return to learn update with dr american katie collier are you joining as well and kellyanne awesome thank you kyle can you put the presentation up that's the end of it we need to go to the beginning there we go thank you very much um we're here tonight to give you an update we've talked many times about the return to learn plan the fall plan and i have several colleagues who are going to join me here in just a little bit first of all we had a phone bank of administrative assistants who answered the phone as soon as we put this plan out all the way through until last august or last wednesday i believe august 5th and they answered over a thousand
phone calls um we have tried to thank them in various ways but that is something that really went above and beyond their job they they uh gladly did that to assist our patrons in our community to answer phones that now has transitioned to our buildings our building staffs are now back in there full-time office staffs and so questions now would go to the buildings but we just owed that group a debt of gratitude for helping us to to get that off the ground you're going to hear in just a little bit about our virtual education options you're going to hear about what in person is going to look like although there's going to be modifications that's one thing i tell anybody we talk to about the fall is nothing is going to look exactly the
same anymore so you just have to kind of get that out of your mind but there's going to be some modifications uh you'll we'll talk a little bit about what distance learning might look like if that comes into play uh what hybrid learning might look like if that comes into play we're going to talk to you about the reporting of cobit 19 data what that would look like and dr jensen dr chris jensen and tara asher our district coordinating nurse are both here to talk to you a little bit about what that would look like um gating criteria uh so school closure considerations what does that look like and then finally communications and our communications update so we have two models this is very similar to most schools probably across the country but our parents
have already selected for their children either an in-person experience or a virtual experience if it's a virtual experience they know that they will be starting on september 9th in an online format and their students would stay in that format throughout the entire semester if it's an in-person format there are three different options it could be in person um where again with modifications but they come every day it could be a hybrid where we limit the capacity in our building and we'll talk about that a little bit where there's only 50 of the students at a time in a building or it could be that we go into a point where we have to do distance learning um where students are at home for a time period all three of those things could happen within the
semester and everybody needs to be teachers need to be prepared for that which is why we needed more time up front with teachers our families need to be prepared for that administratively we need to be prepared for those three options we've had our registration uh 26.8 percent um of our students selected the all virtual option which of course means that then 73.2 percent would be in person um in our buildings i'm going to let kelly ott talk to you about the virtual ad option for our students good evening we are currently offering over courses k-12 to our um our families and these courses are being designed by blue valley educators over 120 of our teachers stepped up to the plate and spent time this summer making sure we had great courses to offer kids in
the virtual setting this includes 17 ap options at the high school currently we are at around 6 000 about 6059 the last time i checked with you can see the breakdown between the levels and we are looking this week actually at the staffing it's looking as if we'll have about 300 or more teachers teaching some virtual either as a full-time position or a part-time position this slide just breaks down the grade levels you can see it's rather equitable across the different grade levels that we're finding so one thing to note is on the high school numbers that those high school numbers are inclusive of students who have opted for a full virtual experience as well as those who have opted to take both an in-person and virtual kind of combination we do expect them to
fluctuate slightly before september 9th and we get rolling but that's where we're at tonight i'm going to turn it over to dr katie collier to talk a little bit about in person our in-person plans with modifications to the traditional in-person setting take into account the safety of our students and our staff beginning the week of march 17th we will begin delivering masks to our buildings for access by our students and our staff as we've discussed we will be conducting temperature checks at the building at the beginning of the day for all of our students staff will also take their temperature on a daily basis we will begin delivering the contactless infrared thermometers to billings along with the infrared temperature panel that will be available to assist in that process as well we also will be
ensuring that all students have devices if they do not have a device we'll be communicating with parents very soon the process by which we will deliver a device to them as you approved earlier um just this past summer we will com complete our one two learner process at the elementary by ensuring that we are one to learner at the early elementary grades and that process will be finalized this fall but in lieu of waiting for those devices we have a an alternate plan to ensure everyone has a device we continue to have plans in place to safely allow in the event that they occur activities athletics and clubs and so we are planning for that as well we're ensuring that we are able to fully deliver services to our students that might have an iep
or a 504 and so we are working through that and all families of students that receive special services can plan to be contacted by a member of staff prior to the first day of school so that their iep is up to date and ready for implementation here at the beginning of the year our staff is beginning to work creatively with our building principles ensuring that we can ensure social distancing in the in-person setting as well irregardless of whether that is a classroom a commons area and also thinking about children at play whether that occurs uh during recess or in in the classroom as well so again comprehensively planning for each aspect of the student's day from the time they get into either a car or a bus and then at the time that they go
home our building principals are beginning to make community connections they are doing that by either zoom sessions with parents letters emails to their school community and many are beginning to produce videos that they are sending home to families to connect with their school community to help them understand what exactly will school look like when students arrive at their particular school setting it's one thing to read these details online it's another to fully conceptualize what that is going to mean for the student that is in your family therefore we believe that the creation of these videos will assist students and parents we have plans you just heard from kellyat regarding virtual ed we have plans to ensure that these students that are participating in virtual ed remain well connected to their home schools building principals again
are going to continue to work creatively with staff to ensure that our students that are learning full-time from home are connected to their home school and are very well aware of activities and other measures that are taking place as i've mentioned previously to you we understand that the re-introduction to school whether that's in a virtual setting whether that's in person will include an adjustment phase for both our students and our staff and so the focus at the beginning of the year irregardless of the setting will be about connections and relationships and taking into consideration the social emotional needs of our students before i can begin to learn i have to feel safe socially and emotionally and we know safety takes on a whole different meaning this year and so that is why we are planning
in this aspect as well oops excuse me distance learning will take place when it has been determined that full learning must occur at home that could be cut be because of a school closure so in that experience i would point out and want to highlight the fact that distance learning really will look different than the continuous learning spring plan again in the spring we're very reactive to the situation we have learned from that based on surveys that we conducted in the spring early summer with staff and parents we gained valuable feedback that has allowed us to plan for these distance learning sessions distance learning two questions that were very um prominent quite frankly was the issue of grading and attendance so during distance learning their grading will look similar to as it does in person
and there will be requirements for attendance every day there will also be an increase in synchronous lessons that students partake in with their teachers there's an example schedule on the screen teachers will be working all day long and activities will be posted on canvas also for students as well the family responsibility if you will is decreased over the spring experience we know the parents of students with our younger age that are younger grades i'm sorry will require additional support based on their developmental age however we do feel very good that we have some great improvements over next year parents will receive more information as will staff about distance learning and then again this is available as well two different examples of what a schedule would look like at the middle school and high school when
i talk about that social emotional connection the rotation of days for middle school and high school will rotate either even in odd courses that students are taking so that they're not experiencing every course every day to assist in lessening the student stress load the hybrid model as dr merrigan referenced the hybrid model will be in place when it is necessary to reduce the overall capacity within our buildings this is the schedule that we released last week again in response to the parent feedback that we receive to assist with the predictability of the days in which students would be learning in person you can see what that looks like students are either assigned to group a or group b based on the last name of the oldest child in the family wednesday will be a full
distance learning day we will communicate to parents and we'll be working with staff to understand the full expectations of the distance learning day that will involve synchronous learning and it will also involve additional supports and interventions for students on that particular day some more to come in that particular topic we understand that child care is an area of concern on the hybrid model so as i said that was rationale for the recommendation of the adjustment to the schedule furthermore we're looking at additional ways that we can assist our own staff relative to concerns around child care again activities athletics and clubs that decision is pending and we have again measures in place to ensure that those occur safely in the hybrid model should those occur and if students happen to not be in attendance on
a particular day they would still be able to participate we are conducting a session this week with teachers on both the distance learning model and the hybrid model to receive feedback before our guidelines go out to staff for for study and then professional learning as well i'm going to go ahead and turn it over to dr merrigan so we have two um we're lucky in blue valley to have two medical professionals assisting us so tara asher is our district coordinating nurse who has been uh working with us for several years i think um and then dr chris jensen uh dr jensen has been a anatomy teacher at blue valley southwest but in addition to that was at one time an emergency room position i know and has worked for the cdc and done a lot
of consulting work and so he has worked with us this summer so i'm going to let dr jensen and tara come up and talk to you about data collection and reporting this is a question that we are getting from our community from both our teaching community as well as from our parent community about when would we know if somebody um within our building within our classroom um had tested positive will we know that so i'm gonna let them go okay good evening one of the goals while we're working hard to keep everyone safe is also to remain transparent for our community so that staff children parents and everyone involved in the blue valley community can be aware of how the virus is progressing and so it is our intent to create a data collection and
reporting system that should be useful for that exact purpose and how this will work operationally is that the building nurse who will be working with both the staff and administration of the building and the johnson county department of health as positive cases inevitably do occur we'll be reporting them to the health department but at the same time we would like that nurse to fill out a very simplistic form where information that's anonymous could be sent up to tara and myself regarding any positive cases at that building this will be done on a weekly basis as this information comes in each week tara and i will review the information uh should this be a staff or student it will not be identified rather it's just a quantitative number of positive cases this quantitative number would then
be shared both at the building level and then all the buildings aggregated for a complete district level so just to make up an example it's possible that in week 3 blue valley southwest could have two new cases we would report that as two new cases and then blue valley southwest numbers would be added to every other school in the district so there would both be a district report and an individual building report we obviously want to do this in a well thought out manner so that appropriate privacy can take place but we also want to be transparent with how the virus is progressing through the community and part of our community is schools and so that is one of the plans that we have been working on very hard excuse me as a result and
this is fabricated data simply for the purpose of an example but you could see how using some of those examples um the google product will import the data as you can see there blue valley high you can the numbers would come in we could then advertise the district um how many use cases we had for building as well as how we had for the entire district um when we share this information um we obviously just want to inform our community of what's happening but we see no reason to divide the data into staff or school member excuse me individual student it's very important to us to maintain privacy however we also feel obligated to be honest so that parents can be aware of what's going on in the entire district or within their child's building
and make decisions accordingly with all activities that are related to sports all activities related to class all activities related to extracurricular and it's our goal to take care of kids while they're with us but also to try and make people informed so their families can take care of them too so this information the school nurses will will gather this during when cases come into their buildings and they will be able to follow the correct protocol through working with the health department and contact tracing those cases but this information will be something that they do when those cases come in on a daily basis they'll put that information in and they'll take you at most a minute to two every day when they do this so we know that their positions will be very important this
year as they do this and this will be something easy that they can put in the information as they also work with the health department we know that johnson county health department has released some gating criteria um this is something that they released as a recommendation i don't know ten days ago maybe two weeks ago now this is the first public meeting we've had but we you certainly have received this information johnson county put it into green which is go you know kind of everything's all good yellow which is caution red which is kind of stop wait a minute and then black um which is things are not good at all things are you can see that's remote only so they did this they looked at the previous 14 days that show percent positive cases
and so the green you would have to be less than or equal to 5 positive cases and steady or decreasing new cases if you're in yellow again you're still the previous 14 days less than or equal to 10 positive cases steady um or in decreasing new cases red the same thing except the percentage goes up to 15 positive and then if you're more than 15 that's when you go into that black category for each of these what they have done is they have said they have given a recommendation um for elementary you can see in all cases though they they were very clear when we met with them that there are safe opening principles regardless of which one of these you're in things like social distancing things like enhanced cleaning things like temperature checks masks
that we've talked to you about previously so you can see there the recommendation for elementary you can see then they have an extra and co-curricular activities both the activities as well as the spectators at those activities and high school you'll notice that their recommendations for being in school are different than the elementary recommendations according to johnson county health department and then the same thing happens for middle and high school as far as extra co-curricular they give recommendations so this is something i know we're going to talk about in a little bit but these have come out since our last board meeting and it is something that the johnson county health department meets with the superintendents on a regular basis i know that they meet with chris and and tara have met with them on different
things as well and we asked them for some sort of a metrics and and this is what they came up and then finally we just want to give a highlight for our communications update so first of all thank you to christy and casey and our entire communications team we have done several things with communications so weekly e-news with district-wide updates they've done social media we have a website we've done a podcast school level communication so videos are coming out from principles you heard dr collier talk about that the week of um august 17th we've done a thought exchange with both our families and our staff and you can see lots of thoughts were shared and those thoughts have informed the weekly e-news the frequently asked questions that are updated so those are utilized and help
us to figure out what it is that our community or our teaching staff are looking for you can see the top thoughts there lots of questions around gating criteria um from our families as well as class size they want more details i think that would be true of everybody everybody wants more details they want to know about covet exposure communication some of what dr jensen and tara just talk to you about when will they know that they want to know is there they wanted to know was there a difference between virtual ed and in person as far as the number of students that would be in a class so again a lot of that isn't shared through our frequently asked questions our staffs have concerns around subs um again the details on in-person modifications they
they want more um coveted exposure communication they want to know the same thing our families did is am i gonna know uh what are you gonna what what am i going to know um class sizes they they want to know that for social distancing and what that looks like and then concerns for their own personal health um we're really loud and clear from our staff and i would say our staff does not just include our teaching staff but all staff certified and classified staff who had that opportunity so we will continue to ask for feedback from both of those groups and you know if there's anything about this pandemic that i have learned is that things change almost sometimes hourly and so we are going to have to continue to go back and ask for
feedback it isn't enough to say we did it in june to think about how different things are today than they were in june so we are going to have to continually go back going to have to continually use focus groups you know katie just talked about uh folks group to talk about distance education or hybrid we need that input from the people who are on those front lines uh we have a return to learn website that is updated and they've even now put on the front page like these are the new things that have been updated so people don't have to scroll through the whole thing trying to figure out what's different but that will continue to be our source of information and then finally um and certainly we all could answer any questions but
something that that i think is so important is that this takes teamwork and collaboration and this quote says it all when there is teamwork and collaboration wonderful things can be achieved that teamwork and collaboration has to come from all areas has to come from our administrative team has come from our teachers has come from our students and has to come from our parents we all have to work together if we are going to get through this if we if we're separate that's never going to work so anything we can do to really come together and work as a team will benefit our students which is all of our ultimate goal so with that i am any of us are absolutely available for questions i'll let everybody get re-situated real quick any questions for dr merrigan
and the full team and again board i know we've been knee deep in this with administration tons of meetings we've answered hundreds of emails and phone calls and and been on the front lines a lot of this with them but any any questions or comments on the information presented tonight mike sites now i there you go now i am i think you said it best time we got hundreds literally hundreds of emails i think um i stopped counting when when you started answering them all and on behalf of the board just let me say thank you for um answering on our behalf um i think the board needs to remember its obligation and its obligation as education to educate every child in the best way possible um we went through this plan this morning we
went through the grading criteria we went through your plan and my hat is off to the staff because i i i think you pivoted and and moved in a direction that provides us and allows battery issues and you've been asked by our patrons and an infinite number of answers to each of those questions when you do the math the combinations of permutations we're not going to please every single patient in every question that they but i firmly believe that the plan that you set out gets as many as possible with as many options as we're able to provide no i think we i think we tend to agree with a couple pivots along the way and we have listened to our patrons and our teachers and you guys have and we've made changes a long
way including some significant ones last week so yeah i couldn't agree more but i think our board does as well i couldn't be more proud of the blending i came up with in attempting to reach every child the best way and my hat's off to you comments other questions from the board so dr american if we if we started school today and we're roughly and then i'll apply this to dr jensen and my new favorite nurse of all time now uh yes if we start out now we're borderline yellow red correct per the johnson county document so if we start let's say things got a little better we started out in johnson with in yellow we'd start out with the hybrid model correct so a through l monday tuesday everybody's off on wednesday for full
virtual and then m through z on thursday friday correct but just just seeing that up there is is how that would work according to the johnson county criteria that is what we would do yes according to the johnson county criteria we would start in hybrid for secondary and elementary would be in session okay and you are correct we are right on the line between yellow and red we're 10.3 according to tara here which means we're technically in red but we are right there okay so just right north of where we need for yellowstar okay any other comments from board members at all okay we appreciated all the hard work i know it's been thousands of hours in phone calls and over time and 16 hour days and so it's you've done a yeoman's job and
we really really appreciate it and i know our patrons will as well and most importantly our students okay with that uh with no other comments or questions from dr merrigan and again i know we've covered it quite a bit uh we're on to johnson county cobia 19 recommended learning modes yes i'm waiting for a motion i move that the board of education adopted johnson county gating criteria for schools with the following exception elementary school students will use the same mode of learning as secondary students motioned by mike sites we have a second by amy tiesling any further comments or questions by the board so on the gating exception that we've proposed in the motion what's the the purpose for the deviation that's right here's the question so the motion was to use the johnson county
gating criteria with the exception for elementary students with the exception of elementary students right and so what's the purpose of the exception why the exception be happy to to give you money yeah so what he's asking about our exception is we we're having it manage our secondary education right and i think there's probably at least three answers that i can give off the top of my head the first is um an abundance of caution for our elementary kids and our elementary kids potentially bringing whatever they grab at that school home i think that's the most important thing to remember um probably peripheral to that but certainly not as important is from an administrative perspective and from a parent perspective to have a number of kids on well from a parent perspective to have a number
of kids in the family i have four kids for instance and at one point i had kids in elementary middle high school and college and they were all on four different schedules going to school different days i think it makes it almost impossible for parents to to manage uh and the third and and i hate to say probably least important because you're in the business of education is the stress that um having one group of kids go to school while the others don't puts on the administration and the staff so for those three reasons i think it only makes sense in my opinion and that's why i made the motion to have a singular um gating criteria um we can figure out any gating criteria and you know we could have it different for middle
school than high school than elementary school but i think standardization in this case um is that is the least risky of of all any other comments dr american anything with that else um i think that if that's the motion that the board passes that that would be well received by our teaching community i think that it gives us the flexibility to socially distance to do some of those things if we truly are in that red or yellow uh category for all three levels other commons stacy i would actually just say i agree with everything that mike stated earlier i think there are many reasons why we should keep this schedule the same for all different levels of education for the safety of the kids and the staff in the buildings i believe that that's important
i understand that for the younger kids it's sometimes hard with child care and helping them with learning i appreciate that pain believe me i remember when the kids were little but i feel at this point it's probably just better to go with a consistent mode and make sure that all of the kids no matter what their age are either in the building or at home at the same time are the comments i do want to say real quick i know we had a couple of parents speak tonight about athletics and activities and i want to address that real quick um you know on a personal basis and just as much as my board i'm a huge goal to guy in blue valley i believe in our well-rounded kids being involved in tons of activities whether
it's athletics or band or or dance and all those type of things and i understand the value it adds to our kids is much more than anybody and and so obviously some of that comes with the gating criteria we're looking at right now but i can tell you this we're gonna take a little more time as a board of the next few days and look at our athletics and activities as well i know we have a league meeting tomorrow with the ekl but david stubblefield is going to be there i know we're talking to some bordering leagues in our area about what best to do this fall if you will and so it's high on the radar and hopefully we'll have some closure the next few days exactly the direction we're going to head in
regards to that um and while looking at the gating criteria that's provided with the county here so i just want to make sure that was acknowledged as well any other comments we've got a motion for mike sites we have a second from amy ty's lane all those in favor please raise your right hand this motion passes 7-0 receive an update on summer construction how hayden there is a presentation here before i get into that i mean credit for the presentation just creating a presentation goes to jake slobodnick director of facilities and operations everything that happened over the summer credit to jake his two assistant directors chad leichert and dan drake the rest of the crew jody gill a coordinator for grounds along with christian nguyen who helps with a lot of mechanical replacements and monitoring
those things lawrence saxton on the maintenance crew and matt brooks our custodial coordinator too so a lot of folks made a lot of stuff happen so i'm going to kind of skate through this pretty quickly but 33 million dollars of construction was completed over the course this summer and a lot of that started a little bit earlier than expected simply because we had some extraordinary circumstances obviously we were out of school um so that allowed us some time but our construction teams had a lot of other restrictions too when it came to social distancing things like that that required a little bit more time and so um i'm not going to read through all these different things but you can kind of get a sense of of the heavy lifting that was done to get
us to this point um with all these projects and wide variety some of the really big ones the fles the flexible learning environments at four of our elementary schools along with just a work of blue valley high to get going on the removal of those mobiles and the classroom edition on the east side of that building so just a a ton of stuff's been done a credit to want to make sure i i do give credit to a jeden construction for their work a lot of these projects um and then hollis miller architects who's helped a lot in henderson engineers these are the four fles we're talking about um renovate a lot of classrooms that create flexibility between the classrooms with operable walls allows for a lot more collaboration upgraded technology infrastructure and upgrade door
hardware and glazing for security here's the blue valley high mobile removal in addition you can see that a lot of space has been added there with the removal of those mobiles 20 years in the making and so it's going to be nice to see that new addition take shape over the course this year with anticipated completion of that coming this spring there's also some theater modifications and improvements made along with some interior classroom modifications a lot of major mechanical improvements 50 hvac units and that's a that's an incredible amount of of work that's done uh to create in environments that provide us with um the best fresh air um and and and clean um experiences that obviously in this time and age why we're thankful to have that a lot of roofing repairs and replacements
this is an ongoing thing for us you know we'll have some roofing repairs and replacements that carry on through different breaks and things of that nature throughout the course of the year some other items some sped improvements at blue valley north of blue valley west it's a new elevator at leawood elementary school flooring replacements this has been an ongoing effort we've talked about to the board before we remove a vct tile and put in polished concrete it's easier to maintain so that's been something that's been going on blue valley west in particular this year received a lot of that work backwards furniture replacements jason gilliam and his team teresa varner nicole hogan did a fantastic job of coordinating coordinating this especially in regards to the fle improvements as we come back with completely new furniture
setups for our teachers and our kids door hardware and glazing this is one of our safety pieces from the bond coming in and standardizing our locking system and making it very simple for people to see just by a thumb turn to secure each classroom and each pod maintenance painting cleaning this is a part of matt brooks's crew and their efforts are exceptional and give me tons of confidence heading into this school year with making sure that our buildings will be clean every day okay it's not warning today jody gill um coordinator for grounds we know our feet what our fields look like and landscaping around the schools we were it was a difficult spring obviously for them um they actually didn't get to take care of the fields the way they would have wanted to
and get them ready for competition but um did a lot of extra work over the summer to prepare the fields and get ready for the school year along with um repairing some tennis courts and some tracks once again thanks to all those folks out there maybe who are tuning in tonight i don't know but they it goes without saying we just have an outstanding facilities and operations department along with the business operations team that that made a lot of things happen so thanks to them questions awesome any questions for dr hayden amy anything about door hardware are you good i'm good okay good thank you uh so 33 million is a big number and we kyle have we ever done as much as 33 million in the summer i know we had a little extra
time i would doubt that we have and i think that's probably credit to moving to the construction manager at risk model um we're able to coordinate a lot of work and and those folks are able to manage a lot of work um we're getting ready to start elementary account gordon constructions managing that one that's our other cm at risk agent so it'll be good to see that get underway that's an exciting project 21 million dollar 22 million dollar new elementary school um that gould evans designed so yeah i you know it's a it's a pretty significant uh start to getting 187 million dollars worth of work done over the course of the next probably two and a half three years so awesome looking forward to it you mentioned your team before but kudos to them
from behalf of the board as well for a job well done any other questions for kyle all right thank you buddy um next up approve updated curriculum documents so kellyat is making her way up to the presentation stand there and these are some updated curriculum from work that her teachers have done all summer good evening again and tonight i bring a curriculum documents for 26 courses for your consideration these course curricular were designed by teams of teachers over the last school year during that year each authorship group conducted feedback loops that involve all teachers of that course and in their writing process those curriculum that uh those curriculum that are approved tonight will be implemented this fall these course curriculum documents are usually brought to you in may but due to the circumstances of the
spring some teacher teams were given additional time to complete the process and gather the necessary feedback in the end of the writing process in july these documents were sent to the board of education curriculum instruction advisory committee for review and that feedback was shared with the authorship committees at the elementary level you'll you will see 14 courses in your board packet art for kindergarten through fifth grade elementary spanish for fourth and fifth music for kindergarten through fifth grade at the secondary level you'll see 12 courses level three of french spanish and chinese chinese four four levels of middle school band and four levels of middle school strings thank you kellyanne sir any initial questions for kelly any questions i would like to say a huge thank you to the folks who who spent some of
