[clears throat] Oh, I got moved. >> Not yours now. [clears throat] >> PJ, you're good. >> All right. >> Is your mic on? >> It is. Please rise. We'll do the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> All right. Good evening everyone. I'd like to call the regular board meeting for Wednesday, November 12th to order. like to make a motion to adopt the agenda as presented. >> Uh, sorry, I have a question. Um, in the building report, it said there was going to be FFA kids talking about nationals, but then in the agenda that was not. Let's >> thank you for that. Um, the agenda has changed

from FFA doing a presentation and they had a 4 event tonight. >> Okay. >> We're going to have a high school musical presentation instead. >> Okay. Just >> Sorry. Thank you. >> Nope. Nope. Just a question. Um like to make a motion to adopt the agenda as presented. Second. Thank you. >> Carson. >> Hi. >> Lyer. >> Hi. >> He stall. >> Hi. >> He hi >> hi >> Clinton. >> Hi. >> Delegation. Um any questions regarding the meetings meeting minutes from last month? What about the uh correspondence? New correspondence treasures report. Any questions on that? >> Everyone have a chance to look it over? >> Yep. >> All right. Any questions on the payment of the bills or any of the bills? No. Okay. Like to make a motion to adopt the minutes from

the regular board meeting from October 8th, 2025. To approve the treasures report of October 31st, 2025 to pay back petty cash for the elementary school in the amount of $182.83 and the high school in the amount of $9.98. and the bills uh to be allowed in the amount of $616,000 and61 cents for November 12, 2025 and the October 2025 payroll in the amount of $569,66524. Second, >> thank you. >> Fagan, >> I >> Ty. >> Hi, >> Carson. Hi, >> Heenstall. >> Hi, >> Clinton. >> Hi, >> Wilmer. >> Hi. >> All right, High School Musical. Yeah. So, like I said, the AD kids are um had an FFA banquet tonight or no 4H banquet, so they couldn't make it. So, I think they're going to plan on coming in December to give a report

about the convention. So, [snorts] um we found an alternate, Mr. Kimmel did to ask Dr. Johnson to come in and promote the play for you guys. Perfect. Thank you. We'll bring him in. We walk into the middle area. >> Yep. >> All right. Where's the camera at? >> It's right there. >> Okay. Who should I address? >> The board. [clears throat] >> Yeah. >> Hello everyone. I'm uh Dr. Clinton Johnson. Uh I'm the head director of the musical. This year we're doing a musical called Be More Chill. Um, this is a good one for me because, uh, this is the first one that I researched and chose. Uh, it's nerdy, which is right up my alley, and a lot of these kids already knew it. Um, I'll have my kiddos introduce themselves. They'll say their

name, year in school, all that stuff, their character, and a little bit about them. Should we start with Ava? >> Okay. Um, hi, I'm Ava Palasio. I'm a senior this year, and I'm playing Jeremy here. He takes a little pill that's like a supercomput and it tells him what to say. That's kind of the whole plot of the musical. >> Thanks. >> Thank you. >> I'm Victoria Dorman. I'm a junior and I'm playing Jeremy's father and I don't wear pants because I'm irresponsible. [laughter] >> Thank you. >> Keep it going. >> I'm Ellie Boner. I'm a senior and I play Christine Kigula and I'm basically Jeremy's love interest and Jake's love interest and they kind of like fight over me a little bit and I'm basically just a really weird girl. >> Um, my name's

Harper Con. I'm a junior and I'm Jake and I'm like the coolest guy in school and I'm kind of a bully and I'm in love with Christine. [laughter] >> I'm Renfro. Uh, I'm a junior. I'm playing real close in the play. She's kind of like famous for being Chloe's best friend and like almost her puppy dog. Um, and she falls in love with Jeremy and eventually gets cheated on by him. >> Lena. >> Hi, my name is Lena Stuki. I'm a freshman and I play the best character in this musical, Mr. Reyes. Hold your applause. Um, I eat Pop Pockets. [laughter] Um, I'm Tinsel Phillips and I'm a sophomore and I play Rich, who's basically the bully, but I was the first one with the drugs and I basically promoted the drugs. >> The the

drug is the squip, which is a super computer. >> It's not a drug. >> There's no [laughter] drug. >> No, >> Hi, my name is Nikki Trio. I'm a junior. I play Michael Mel, who is Jeremy's best friend that tries to convince him that, you know, drugs. Yes, >> the pill. [laughter] >> Yeah, >> with the pill, not drugs. >> Um, hi, I'm Elena Dorsy. Um, I'm a sophomore. I'm playing Chloe Valentine. I'm the most popular girl in school, and basically I make the whole thing a little messy. [laughter] >> Hi, my name is Rachel Copuk. I'm a senior and I am playing the squip aka the supercomputer pill. Uh Jeremy takes me and I teach him how to be cool and I try to take over the entire human race. >> Cool. And we

have some ensemble people. We've got Eggy Johnson, Riley, Kaye, Lincoln, Shinoa Finley, Alex Doy, and Corey Dorsy over there. They're helping us out as well. Cool. [snorts] Give them A QUICK HAND. THE show is uh Saturday night at 7 and Sunday at 2:00. Ticket prices are $5. The show is PG-13. There's nothing too risque in there. Um there might be some things where your kids might go, "What does that mean?" So, just a fair warning. Nothing too out there. Yeah. All right. Any questions before we bounce to rehearsal? >> How many shows are you going to do? >> We're going to do just the one Saturday night. and uh one Sunday afternoon. >> Perfect. >> Yep. Two shows. >> Thanks for your efforts. >> We put in a little bit of work for this. [clears

throat] >> Just a little bit. >> All right. Thank you all. >> Thank you. >> Very nice. >> Good luck. >> Thank you. [laughter] >> All right. Varnian Associates, >> you're up. All right, >> good evening. My name is Kim Link. I'm from Barney and Associates and I'm here to uh give you a report on your June 30th, 2025 audit. Um I always like to um start off with uh letting you guys know that the financial statements that we audited are your financial statements. They're not ours. Um we're just to uh uh form an expressive opinion and do some testing. Um, [clears throat] professional standards require that we communicate to you any uh certain matters related to the audit. Um, for example, well, any there was no unusual transactions. There was no material misstatements. Uh,

there was no disagreements with management. Uh, there was no findings new this year that we were required to report to you on. It's not a new um risk. Uh we've always assessed this risk, but we're required to report required to report to you any significant um other risks. And one of them is management override of controls and it's always been considered a risk. Um it leaves your leaves you guys vulnerable to manipulation of accounting records and the preparation of financial fraudulent statements by overriding controls that otherwise appear to be operating effectively. So it's not to be alarming. It's something we've always done. We just are reporting have to report it to you guys. Um, but we did issue an unmodified opinion of your financial statements, which is a which is good. Makes a it's a

clean report. Um, and if you have it in front of you, if you turn to page three and four, page three, this is statement one. This is a summary of all your funds. shows your beginning uh cash for each fund, your revenues and receipts and expenditures and the ending unencumbered cash balance. Um it also shows your outstanding encumbrances and accounts payable. Um but on June 30th um your ending cash ending unencumbered cash was $4,590,379. Pages through 11 are the notes to the financial statement and there were there is nothing significantly different from last year. Um in the notes on page 13 is schedule two. It's a summary of your budgeted funds. Um and um shows uh the funds that are o under budget, over budget, and there's a couple um a couple over budget. The

gifts and grants is over budget, but it's uh it is all right if that one is over budget. Um bonded interest went over budget by $3,511. And uh we didn't report that specifically in our uh notes because it's a immaterial um balance. um were required to report any material violations of Kansas statutes and that was a very small number. Um, so the next few pages, pages 14 through I think 30 are [clears throat] your schedule twos, which provide um more detail for each fund uh by category. That flows back to uh statement one on page three and uh and the budget totals float um to schedule two. Uh the last two pages are the district activity funds and agency funds. And what is missing this year um is the single audit. So uh your federal

fund your federal expenditures were below the threshold. So a single audit was not required to be uh complete this year. Um the threshold uh last year this year was $750,000 of federal expenditures and the threshold is jumping to a million uh this year starting next year with this auditing this audit year. So does anybody have any questions? Any questions or concerns? as part of the audit, they do meet with like myself and Patty and ask specific questions that just to make sure everything's on the up and up as part of the audit. So, um it's just being thorough and making sure that they get feedback from people who are handling the funds. So, to my knowledge that went well. So, >> that's great. This is helpful information. Thank you for all your work on it.

>> All right. Thank you. >> Okay. Thank you. Appreciate it. You >> Thank you. >> All right. John Reed Memorial take action. >> Oh, sorry. [clears throat] Uh like to make a motion to get back to that real quick. >> I'd like to make a motion to accept and approve the Varnian Associates report. >> I'll second. >> Linton. Hi >> Carson. >> Hi >> Keep. >> Hi >> Lyer. >> Hi >> Vagan. >> Hi >> T. >> Hi. >> Thank you for that. Uh John Reed memorial donation. >> You want to talk about this? You got me want to do it. >> I really don't know that much about it. It was the check was just brought to me um by John Reed's wife. In fact, she didn't give it to me. It was brought

over from the elementary school, but he passed away recently. Um and he was what I was told he was a big supporter. um Osage City High School athletics and activities and stuff. So, she gave us um $630 onetime donation to be used towards students and activities or athletics. >> It's very nice of them. >> Yeah. >> You guys know him, John? >> Oh, yeah. Yeah. >> Yeah. >> Very nice of him. Good. >> Will that go into the booster club or where would that go to? >> I thought it's going our activities fund, isn't it? however we need to utilize it. >> Very good. Any other questions? [snorts] Like to make a motion to accept the John Reed memorial donation in the amount of $630. [snorts] >> Second. >> Keep stall. >> I >> Carson.

>> Hi. >> Ty. >> Hi. >> Fan. >> Hi >> Linton. [clears throat] >> Hi >> Ler. >> Hi. >> All right. Egg donation. All right. with the recent uh getting a back into our schedule and getting that going. There's three local farmers that have committed uh Perry Thompson, David Davies, and Don Jones have committed $2,500 a year to the program um each um as local land owners and um farmers. They also went through the program when they were in school here. And we talked about the old a building and they said they shouldn't have probably been in there when they were going to school here. So, compared to the condition it is now. So, but they've donated each for a total of $7,500 um to the A program to be used um as they

as they see fit uh for anything that they would need related to A and the FFA program. So, um they're talking about a yearly annual commitment to doing this. um you know they are associated with the nor northern Harrier solar power facility and um you know where they think possibly if this were to happen that a lot more money could be provided to the school district um over the years depending on where that goes. So but right now they're making an annual donation of $7,500 um to the A program. Any questions on that? [clears throat] >> Do we need to make a action on that? >> Yes. >> Is that Do we have an actual agreement with them to to do that or is this kind of a year-to-year? >> We don't have an agreement.

That's just what they said verbally that they would commit >> like a verbal that that it looks looks like it could be an annual >> Yeah. For them individually, yes, that's what they're saying, but there's no written commitment or anything. >> No. Like locked in. >> No. >> Yeah. No, there's none of So, I was like, >> I mean, it's great. I mean, it'd be awesome if they if they choose to do that, but I was just kind of making sure that we didn't have an actual >> no >> like written agreement >> or or if they presented like a written agreement, >> you know, to you to the staff. >> Just a donation to the program to be used for the a program. >> Cool. >> Or FFA as they see fit. So, but

this was just a verbal that their plan is to do this annually. >> Is it already been presented? [clears throat] We have the check. Yeah, we have it. >> We haven't cashed it yet. We're waiting for you to approve it. >> I personally I would like to have seen that presented to us [clears throat] before the class before the a program. >> Sure. I mean, I just don't think it was handled correctly. >> Did they already go to students? That's kind of how I read that. I didn't know what all was communicating to the >> students. I know, but I didn't know like what was shared. It's just that again that they would like to do this annually and they talked about their time as in agg and things of that nature and that they

did mention the the solar project as well that they were involved with with the kids as well. So, >> and did they talk about that the the investment would increase over time with the solar? >> I don't remember that Cali that they said that in that time when they met with those kids. >> Okay. >> I don't I don't remember that. They could have that could be significant. Yeah. I don't remember that though. >> Okay. >> And there's no other obligation on our end other than saying thank you and accepting the check and cashing it. >> Yeah, that's it. There's nothing. >> That's good. >> No quid proquo on anything from myself or the board. >> Any questions on it? M [clears throat] >> I guess I just find it interesting like if I get

what you're saying no quid proquo but like then why include the language that this will increase over time if the project moves forward like why can't you just make a donation of one time it's just to me it's strange how it was presented but that's not on >> TJ made a comment when we met like we could leave that out it just it's just accepting the donation and leave all that other out in our publications or whatever that we put So from a school, >> I think it's best to be honest about how it was presented to us if it's approved. But >> it puts us between a rock and a hard place, too. I'm sure the kids know about it, school knows about it, everybody knows about it. If we vote no, it's not

nice. As we vote yes, we're great. So I It's just tough. I [snorts] just Yeah. >> Mr. How long is our element day program? Is it earmarked for something already? Do they have ideas? >> Oh, he has ideas. Yeah, there's several things. Welders and different things that they, you know, they could could consider. I mean, yeah, there's some options he would like to pursue. >> Well, yeah, that's that's the best thing about it. I mean, we're just getting this program off the ground and it can darn sure be used. So, it's it's >> Yeah. >> So, [clears throat] >> and it's very nice of them, but don't get me wrong. It's $7,500 is not It's not a drop in the bucket. All right. I'd like to make a motion to accept the uh FFA donation

uh for the A program in the amount of $7,500 >> and the other one. >> We already did the other one. >> Did we? >> We already did the read. >> Sorry. [laughter] I thought we were doing them together. >> I'll second. [snorts] >> Ty. >> Nay. >> Lmire. >> Nay. >> Oh, Linton. >> Hi. >> He stall. >> Hi. >> Farson. >> Hi. >> Feel. Okay. >> Tied vote. [snorts] >> Tide vote. >> So there's not enough for the >> No, not enough to approve >> to accept it. Yeah. >> All right. We'll table [sighs] the acception of the donation till December. [clears throat] >> All right. Three legs report. Uh we had our meeting Monday night and uh some great news on the budget, but not bad news either. It's they're getting it

it's holding steady. Uh [snorts] got a little more carryover than they had than they had this time last year. Revenues up a little bit, she said, because the payments have been scheduled a little bit differently, so they got a little bit more money in the bank right now, but expenditures are down a little bit than last year. But they're they're continuing to work towards improvements. they're working with on a regular basis with Green Bush to for this for the help going over the budget and see what they can do to get it back in up to snuff. But um February 24th, we're going to meet with Britain Hart and discuss ideas on what to look for in a new director. And hopefully the new director will be hired, [snorts] found, and hired by the middle

of February. I mean, that's that's not that far away. So, we'll see what see what we can get done, but we're meeting with Briten Hart uh next week in a couple weeks. >> And they have settled on a contract with the certified staff. >> Um not classified yet. I don't know what's going to happen with that right away, but [snorts] they have settled on a contract with the certified. So, so that's good news. That took a little bit. But dad, I don't know if you got anything else or >> No, that's just that the KSB will do that search and we're going to open it up um to to candidates and go through that process and Dr. Hart will do that. Um so there are some, you know, unexpected funds out there, expenditures with teacher

requests and things. So she's tracking that as well to make sure we're doing but we are building cash and hopefully we don't have to have a fifth assessment. So [snorts] that' be good. Thank you. Uh any questions for three lakes? [clears throat] All right. Building and nurse reports put us out there. I want to thank Miss Paul and elementary for the Veterans Day program. It was good Monday night and then the Veterans Day lunch. I do appreciate that. On Tuesday then Lisa sounds pretty busy. say, is that something we expect to see every month now is a nurses report? >> No, I try just every semester she gives you an update. Um, so >> that's perfect. >> Yeah, just to do that. Just we started that last year, I think. Kind of just getting updates

from her office of all the things that she's got going on. >> Yeah. >> [snorts] >> busy stuff. Any questions for the building admin or anything like that? >> [snorts] [snorts] >> All right. If we don't have anything, we'll move on to the superintendent report. >> Okay. Um update on where we're at with facilities review. Um architects are working on a schedule. Um, we should have that pretty soon. Um, hopefully next month. What that looks like moving forward. Um, in conversations with Bobby, we're looking at a November 2026 possible bond vote, assuming things work towards that. Um, you can only have bond elections in um March, August or April, only three times. March or April, one of the two. Um, August or November. And in talking to Bobby, we felt like November would be the

best option. um that school's in session. You know, there's not a lot of travel going on at that time. Um you know, good things are just typically going on during that time for the school. Um so, we're looking at that vote November uh the bond vote for November of 2026. So, we'll submit submit our application, get approval from KSDE or the board, the state board. Um and then we'll put it to um we'll basically have all summer is what they're thinking to really finite the plan and really make that work to get it to ready to go to the vote. So um but that's what they're kind of working on with that schedule. Um and they're starting to put the puzzle pieces together based on the feedback that they have given. I share those notes

with you guys that she had put together. So you you kind of know what the feedback has been. So um am looking for recommendations for vote yes committee as we kind of work towards that. Um, they've had this in the past where it's really just promoting the bond project and encouraging a vote. Yes. Um, I received your email, Jim. I appreciate that. Um, if you know of [clears throat] someone, um, this is going to be kind of the boots on the ground, the grassroots committee to get out there and promote the the bond project and talk about all those pieces that go with it. So, they'll kind of be driving to the bus for this project. And, um, if you have people you think would be good for that, let me know. >> And much

of a list yet? We have kind of one started [snorts] rough draft and I'm still kind of waiting for people to, you know, compile that list and put it together so we can work through it so we have some recommendations and thoughts. [clears throat] So, but looking for others, too. So, so that's where we're at with the facilities review so far. So, hopefully we should be seeing some pieces together from the architects and um start reviewing those to kind of fine-tune those pieces into whatever comes out in. So, >> perfect. When is it to get it on the ballot? Like when do we have to have that information like to the county clerk or that kind of >> Yeah, I I don't know that detail, but that's the plan. We'll have that worked out as

we go through. We just know that's our shooting date for, you know, having the the vote [snorts] is as we do that, but we have to go again go through the state board of ed and get their blessing. >> Sure. >> And then once we have that, then we can send it to the county clerk to for that vote. But I'm not sure. >> We might want to find that out. That way we don't miss >> Bobby has all that in the timeline. and it's that she shared it with me, but um but that's where we're shooting for is that November 2026. So, >> okay. >> And that'll be built into the schedule that you guys will receive. So, >> okay. >> All right. Star recognition. Um each year, uh KSD, um recognizes school for

their work and and that relates to their outcomes, um that they've designated, um as a focus for them as a state board. >> [snorts] >> uh for our efforts. Last year, uh we received a copper um recognition for social emotional growth. This is the first time we've ever seen rec uh been, you know, rec recognized for social emotional growth cuz it's an application process that you have to submit to KSD. So, Darcy and the counselors kind of put that together um to submit that to talk about those things that we're doing with social emotional. So, we've learned a lot through that um application process. Um but there's um IPS is another one and civic engagement are all applications. Um we don't typically submit for those um but Darcy asked if we could do that and

I said go for it. Um so we received copper recognition for that. And then academically prepared for postsecary that's state our our progress on our state assessments and we've been consistent in receiving the copper um looking to move that up as we go through this. Um um but the other you know outcomes are graduation rates um post-secary success different things of that nature that you could receive recognition for. So but we're making improvements just haven't got that recognition overall for all those areas. So um just wanted to share that information with the board about recognition from KSD. >> Congratulations. So, uh, the next is, uh, US News and World Report has put out, um, recognition as well for our elementary school and our middle school again this year as one of being one of the

top um, elementary and middle school buildings in the state of Kansas. Um, I provided the links for you to, you know, go through that information, but um, it just takes in a variety of factors. Um, your academic success, um, looks at your demographics and things of that nature and basically gives you a rating to to be recognized. Um, so, um, they were re I think they've been recognized the last three years, those two buildings have, if I, if I remember correctly, um, as being one of the top schools, um, either elementary or middle school in the state. So, want to congratulate them for that that recognition as well. Um, and we'll put this updated link. We have it on our web page, our home. We have some links at the bottom. So, we'll we'll get

those updated and have that on there just with the new update on that. So, um, ka updates. Um, still working on our our our second action plan. Um, we'll meet in December at during our early release time, um, collaboration time with the district leadership team to review that. I'll have it all written out as a draft and then get their feedback before we submit it to KSD. It's really just updating the first action plan we submitted. Nothing's changing. We're still focusing on um structured literacy with our letters training and moving forward with that. And then just quality instruction with our PLC um efforts that we're doing as we focus in there. Standards alignment is part of that. You know, as we go through this PLC, standard alignments, essential essential standards assessments are part of those

structures, too. But we're kind of taking those all under quality instruction as it relates to our um areas of focus for our KISSA update. So we'll just be kind of updating what our targets are for 6 months and 12 months of time um related to those two areas of focus um and the fundamentals part of that. So so we'll [snorts] meet in December and review that and then we'll get it submitted for approval to KSD. So again we're only accredited on two things is having an approved action plan and we're in compliance in 14 or 16 areas or something to that nature. So next year um uh our academics will be part of the accreditation. What that looks like I don't know. Um but we have to identify some um what are they called? What

are they >> essential? >> No the assessment targets. What do they call the pillars? >> No they threw it on as a surprise at our school improvement day you know. But basically assessments what are the assessments that we're going to focus on as a district to report on to try to progress monitor basically along with the state assessments. So so that'll be in year three or next year. >> Sorry we get to pick that assessment. >> Yeah we do but I mean state standards or or state assessments is automatic but what we're using for screening and progress monitoring is really local decision and reporting on that. So, um, so just finally, as you can see, the plays Saturday and Sunday. Um, looking forward to that presentation. Um, want to wish the football team good luck

this Friday at at Ky Valley and, um, and then we just congrats to our fall teams, our state volleyball team, uh, really represented well. Didn't come out with the outcome that we wanted, but, um, really competed, I thought, and opened their eyes up to the future of of competing at state. our cross country team um doing really well and representing as well. Um Emmery uh meddling again um golf as always you know just a good strong program. So just want to thank all the coaches and our kids for their efforts so far this fall and really appreciate all they do to represent Oage City. So >> it's been a really good season all the way around. >> Yeah. >> See Maroy is on top of the building today. Are they getting close? >> Yeah, they're

I don't know. I haven't got a status update but yeah. So they're working on that. They were here yesterday and today, so I haven't got a status update on that. So, >> roof's all done. >> Yeah, roof's done. So, um I think Fred did a walk with the guy to make sure and then we start replacing tiles and things that were down because of the leaks that we had. So, um they're working on that as well. [snorts] That's all I have. All right. Any other questions? No. I move that we go in executive session to discuss confidential personal matters uh pursuant to the non-elected personnel exception under coma. Open meeting will resume here in the library at say 6:50. Uh the board invites Mr. Asan to attend. >> second. [snorts] >> Hi >> Linton. >>

Hi >> Ty. >> Hi >> Ban. Hi >> Epenstall. All right, >> arson. All right. Good. All right, [clears throat] we're back in open session. I'd like to make a motion to approve the resignation of Dennis Ford as middle school girls volleyball coach. Approve the retirement of Miss Dina Paul as elementary principal. Thank you for your 30 plus years of service to the district. We do appreciate that. approve the recommendations. Uh Mark Brewer as the middle school assistant boys basketball coach, Shangja Dunar as the high school honor society um sponsor. Sorry. >> Second [snorts] stall. >> Hi >> Fen. >> Hi >> Linton. >> Hi >> Carson. >> Hi >> Ler. >> Hi >> Ty. >> Hi. >> All right. Um, if we would have done Dena separately, could we have like not seconded that

motion? [laughter] We could have and could have all denied it another year. What would she do? Um, I like to make a motion to go into executive session to discuss student matter pursuant to the exception relating to actions adversely or favorably affecting student matters in her coma.
