001okay we're good all right i'd like to call the meeting to order i'd like to make a motion that we uh got the agenda as male 1 hi do we have any delegation no of course no correspondence all right let's go to the treasurer's report um [Music] treasures report on 2-1 we had some general and supplemental general money come in notice that the first two columns we had some capital outlay money coming from the state 107. we have some food service money that came in on and 217 so you can see those balances there special let's see next page state of kansas on bond interest got just a little bit of money and then a title one we got some money okay petty cash real quick we need 22 10 12 39 for the middle

002school 66 46 for the high school and 25 for the district office i'm gonna slide back to the bills on the first page you notice down towards the bottom we got the wrestling mats those those are now in the weight room in the bleachers so thanks again for getting those yeah all you guys well it was it was nice we had 10 or 11 junior high kids show up on the spot and they were like ants and had them unloaded in 15 minutes so it was awesome tony did a nice job getting it all set up thank you on page two uh not a lot jayhawk sprinkler inspections it's not a lot but it's one of the things we do every year we had some helmet reconditioning at the bottom of the page from rydell

003page three there's that scrubber i got that off of that grant and i can't even remember the name of the grant at this point paterson family yeah patterson family three lakes educational co-op that's our fourth assessment hopefully that's the last assessment never know uh addendums and i know our auditor will be here right here the other auditor we have an auditor here from auditors everywhere yeah the ksd auditor will be here on the 23rd and that probably will have an impact on these numbers we hope not too much um but uh on the general budget we have 52 percent left remaining to spend and 78 on the supplemental general pretty good shape okay any questions gas prices sir pitting hitting us but uh our utility prices are are not bad we some of the efficiency

004that we've made is helping so okay i make motion that we approve the petty cash of elementary 2210 middle school 1239 high school 6646 district office 25 payment of the bills to be allowed in the total amount of two hundred thirty thousand five hundred seventeen dollars and eighty-two cents for march eighth and february payroll in the amount of four hundred fifty three thousand one hundred and one dollars and sixty cents and please adopt the minutes yes and the treasures report it's been a long day second hi all right hi i just cared about the money this one strikes the money thank you okay we don't have any um old business to go through um but we do have a special guest the audit report from barney and associates so welcome thank you uh i didn't

005get your names i'm sorry so my name is jessica linsley um i was the senior manager over the audit this year and then april schwartz was the partner in charge and so she oversaw um and signed a report and so this is our first year with your district and i just want to say that it went very very smoothly especially for first year so you have some really great staff and patty and pam and we really appreciate how smooth it went and and they do a really great job so um i'm just gonna quickly kind of do a general overview of the report but please stop me if you have any specific questions or you want me to go into anything in more detail um but you'll see this this should be pretty similar to

006what you've seen in the past and there wasn't a lot of changes this year and so it should should be pretty quick um first off um i don't know if you have copies but um there is a three-page governance letter um that you should be provided with and this is basically our letter to you as the auditors and to you as the board will receive the audit and it just discusses um our audit procedures and if there was anything um any findings any issues or anything significant that we wanted to make you aware of then it would be in this letter i will say that there were no no issues or no findings or any really we didn't have any recommendations either so your district's doing a really great job and we really enjoyed our

007time with them so um i won't go over everything we do like to always point out under the second paragraph our responsibility in relation to the financial statement audit um our responsibility is just to express an opinion on your financial statements but it is your management's responsibility to provide um those balances and to provide those financial statements and so we basically do our audit procedures and then just provide an opinion on that and let's see page two and we talk about if there were any significant estimates or financial statement disclosures and this would be things that your management would have to provide like a significant judgment um to come up with a certain number we would provide that here but we had no um no such estimates or no disclosures we did not identify any

008significant unusual transactions or any any sort of red flags as we were going through things and no significant difficulties in dealing with management we also discuss any uncorrected or corrected misstatements and so if there is anything that we needed to correct during the audit or propose an adjusting entry we would report those here but we had no um identified misstatements so basically what that means is the numbers that you see in your audit report is exactly what management provided to us at the beginning of the audit um and then the last paragraph on page three under significant other significant matters financial issues that's where we would generally discuss anything any recommendations however we didn't have any four-year district issues so a very clean report um any questions over the letter i'll move on to the

009actual audit report again it should be similar to what you're used to seeing in the past page one is your independent auditor's report again under management's responsibility for the financial statement it is management's responsibility for the preparation and fair preparation of the financial statement and then under auditor's responsibility our responsibility is just to express an opinion on the financial statements based on our audit procedures at the bottom basis for adverse opinion on u.s generally accepted accounting principles and so um you do report on the k-mag model the kansas municipal audit and accounting guide and that is a waiver that you pass each year and so this is explaining how you are under the kmag basis of accounting um and on the second page of the very top we do give an opinion in our opinion

010um the financial statements do not present fairly in accordance with gaap however under that in our opinion um they do present fairly in all material respects in accordance with the kmag model so that's a clean opinion and the highest opinion that you can obtain we just have to give that adverse opinion on the gap basis as you don't report on it following the independent auditors report this is your financial statement on it you'll see all of your funds listed on the left hand side and then the columns going left to right is your beginning amounts any of the total receipts expenditures by funds you're ending unencumbered and then we add back any like accounts payable or income prices that you're in that haven't actually been paid out yet but those expenses are in here um

011to end up with your actual cash by fund and then there's a reconciliation at the bottom right with the actual checking account saving accounts that you can see there um i was kind of looking through your funds and through our audit binder today just to see if there's any major changes and really if you look at your cash from beginning to the end of the year it didn't really fluctuate very much you did have a couple new funds in the sr2 and the sparks but those were pretty well spent and so it didn't really have effect on your ending cash are there any questions over the actual financial statement um following that is the notes to the financial statement um again these are going to be very similar to what you've seen in the past

012um note one just discusses your different accounting policies which have not changed since the prior year um following that is some budgetary information and again hasn't changed let's see here i'm just going to point out a couple notes on page 8 note 7 we noted no violations of kansas statutes during the period under examination so there were no budget violations or cash violations that we discovered during our audit and then on page nine notes fourteen and fifteen those are new notes this year that we were required to add um due to the cova 19 pandemic and so every school district in the state of kansas um had to add these two um no 14 is a very general note it has nothing specific to your district it just talks about how there was a pandemic

013and um it's hard to estimate you know what the result of that is going to be and then um no 15 talk specifically about the coronavirus relief funds and then the cares act funding and it does say that you receive the 240 000 in sparks funding from the county and following that um note 16 and this is uh this is the schedule of your um your bonds your outstanding debt and you can see the ending the ending amount there the interest paid during the year and then you can see the maturities that go out to let's see 2030 so [Music] following that is schedule one this schedule um is your summary of expenditures and this has your budgeted funds on the left-hand side and the amount that you had in your budget by fund and

014the amount of the expenditures this year by fund um and then it would know if any were over budget but you did not have any funds over budget this year which shows there on the right hand side and following that there are schedule twos and these are the specific schedules for each of the funds that were on the first statement one and it goes through the different budgeted line items and so you can see where those total expenditures and receipts were coming from at the very beginning um i'm not going to go through each one but if there's a certain fund that you would like to discuss and we can do that and then following that we do have two schedules in the back um one is schedule three for your agency funds um get

015there at the three different school sites and then you have your district activity funds in the back [Applause] and that's all i have unless you have questions and we are available all year long if you have any questions or you you know it could be anything at the district or anything over the audit report you're more than welcome to contact me or april and we'd be happy to discuss anything so i don't have any questions i just i really appreciated the governance letter i and i don't even remember what we had last year honestly but just reading this one it made me very comfortable right away before i dug into the issue financials so great job to you and to snap she can appreciate it she's in the field excellent so i make a motion

016to approve the 2021 audit as presented second hi hi hi hi all right thank you thank you so much you don't have to run off i'm just kidding no no thank you okay no that's okay um i move we go into executive session to discuss administrative decisions pursuant to the non-elected personal exception of coma and the open meeting will resume in the board room at 18 with the administration present hi hi are we back yeah okay welcome back to open session um i have a letter i'd like to read um from mr hud dated today to the usd board of education usc 420 board of education the past 23 years that i have served as an administrator in usd 420 have been the most rewarding and most fulfilling in my 30-year education career it has

017been a time where we have seen record enrollments in osage city we have built or we have experienced a successful facility project that brought the community together to build some of the finest educational facilities in northeast kansas student assessment scores have increased we have won numerous league and state championships but most importantly students are succeeding in a variety of learning opportunities and have accomplished a great deal in a variety of jobs and professional occupations carrie and i would like to thank you for your support and your friendship as a board you have made my job one of the best in kansas effective june 30th 2022 i will be resigning my position it was a difficult decision but one that we feel will be best for my family it has been a privilege it has been

018my privilege to work with some of the finest educators my building principles are some of the best in the state i believe our teaching and support staff are truly gifted and have the best interest of our students at heart the board members that have served this district have been very progressive and supportive of our mission to reach to all students again thank you for the opportunity you have given me to be your district leader and thank you for your support throughout the years i wish nothing but the future success for usd 420 sincerely troy hutton all right i'm going to accept the resignation second well we thank you thank you for everything we will now um now with that um our first topic in our return to new business is our superintendent search so i

019invite um britain hart from ksab ksk a little bitter sweet obviously uh you know i have a lot of respect for mr hutton but also uh you know the state has a lot of respect for him and also what he's done here in your district so um kind of a kind of a tough situation but i want to thank you for your service so thanks good to see you tonight if you don't know me i'm britain heart i am from the school board association um i'll bring up lightning that i'm a graduate you have a few of my teachers in this room and so if you ask them how i did in their class they would have to lie respectfully so got a lot of good memories here but also i want to kind of

020talk some serious business tonight and see if we can help you with your search we'll let you have a little bit of debrief as we have conversation tonight if you guys decide that this is something we want to pursue of have a little bit further um so i want to real quickly just kind of outline our service for you um it'll be pretty short and sweet and then answer any questions you might have and so i'm just going to start on this front page a short introduction we do about 80 of the searches in the state there's about 55 57 openings currently um that landscape unfortunately is is kind of a difficult uh landscape not just for superintendents but for principals and teachers and our classified staff as well and so we're in a situation

021right now that we you'll probably need to act fairly quickly and so our search and our process can help you do that um i'm going to kind of skip through just for sake of time but if you'll go back on page nine really what i want to outline is we create a process for you that really to be honest has been proven to be successful for boards many of our board members many of you may have your own businesses may spend your day hiring retaining staff possibly some of you don't and so our process is to help guide the board and support the district in identifying great candidates a couple ways that we do that the first process is really to identify what those key characteristics are and so as a board with input from

022the community teachers principles etc we think it's important to identify what you're looking for when you've been fortunate enough to have a leader for 23 years you know obviously that speaks volumes of your community and your district but also your school board and so candidates are going to look at a position like this to say obviously they have a supportive community and a supportive district that says hey we care and value the people that we have and so that will be a character carrot in the process here but as we do that we need to identify what characteristics we want to look for and as we identify those characteristics that's how we'll screen applicants and when we come back to you toward the end of the process we would bring applicants that would be reflective

023of those characteristics and then we'll design and help guide you through the process of asking the right questions so that those questions really reflect and glean what those characteristics that are desired once you do that you'll go through that interview process help guide you through the contract the process of securing that person if that individual is a current superintendent we'll have to kind of do a little bit of a dance current superintendents can only have one contract at a time and so we need to kind of work through that to ensure that um that individual is someone that you can obtain and secure their services but also keep the board um in a process that you kind of keep in good quality practices as well this service is based on the size of the school

024district it's going to be about four thousand dollars i have a contract here for you and answer any questions that you might have so i know i worked with uh britain on the three lakes superintendent search and just to share with my fellow board i know it did um make the process much more streamlined as far as you know the tactical pieces that none of us quite frankly have the time probably to do or the knowledge and resources of going out and finding the candidates um so i've done we've got some pre things to read materials to read um is if there is any questions um [Music] this would be the time to ask before we make a motion if this is a service we want to use in the process so i reviewed the

025material beforehand and really the question that popped into my mind is knowing that there are so many open positions right now let's say even you know 50 of them are using kasp i'm assuming then that there might be several candidates that are going to be interviewing or that kasp would be looking at for multiple school districts is that something you would let us know ahead of time that hey they're being looked at by you know five districts or is that not information you can provide to us yeah good question and so essentially our role is to give you every piece of information we have so if i'm interviewing at burlingame and linden and osage and they happen to be a week two weeks even done before that you're going to know that our process is

026really to make sure the board makes the best possible decision and that we have we're fortunate enough to secure a candidate that's going to be here for some some time doesn't do us any good to to lead you to somebody that isn't checked out isn't referenced isn't a quality person somebody that doesn't really meet your needs doesn't fit the bill of wanting to be part of your community be part of uh you know what you've built here um you know i'll be honest right now the thing that we have to worry about now is probably time and so if if and when you guys want to make the decision i have a timeline that's based on about four weeks traditionally we like to do about eight weeks traditionally like to start in november and start

027interviewing in january and we know those things don't always happen in that sequence because of life and people in this case we would take you through a pretty short process that four week five you do some interviews if at that point we would come to you it'll be a couple options i'm gonna i'm gonna bring you candidates that we feel like meet your characteristics that are referenced in good high quality people that you would have success with that'd be option one option two is that hey we don't really have any of those viable candidates in this pool and i would suggest that we look at alternatives for an interim candidate at this point so those are your probably your two main options right now to be honest we don't want to put somebody in this

028that can't do the job that's not equipped and it's not a quality person and there's a few that'll be in these pools that just aren't quality people um unfortunately they go from job to job every two years and it's our our effort to try to ensure that you have that information about those people so that your kids get the same as any other district and we feel we feel um that that's a pretty important i have a question to add on to that if um if we do have to go to the interim route just due to timing candidate etc when we are i'm again assuming we'll just be on a continual process of trying to find security and this will all be under the same contract correct so your goal with this contract is

029to land us a full-time superintendent but an interim might be part of it yeah there's two there's there's a lot of words on there and uh yes thank you yeah um my former teachers would tell you that i didn't probably write that okay but i will tell you about that the two more most important things is we guarantee the search so you know whatever whether it's now or in the future so if we get an interim you're not going to be charged for that if we get if we get a successful candidate and they go through their first year and you offer them a second contract that's essentially when that's a guarantee that we we will follow up on and so we feel strongly about working directly with the current superintendent and with the new

030person to make that transition smooth we come in as part of that process to develop goals and expectations of that individual the most important thing you'll do next year because you've been fortunate to have that consistency is now we need to figure out what our relationship's going to be what are those short-term goals that we're going to focus on on year one and start building that into the evaluation and start thinking about where are we going to take the district where we're currently at and where do we want to end up here in the next two to three years i'm talking about covid and actually talking about where we're going to take the district we hope so yes yeah we certainly hope which would be an awesome goal for all of us yeah so whether

031we have a successful candidate or we need to help you identify those interim candidates we'll do either one depending on where we're at ultimately the board is in the driver's seat the whole time and so that there's things that you want more or less of or different that obviously is the autonomy that you have in the process and so we can do that any way you wish okay so you'd be doing the vetting ahead of time for us and let's say someone is interviewed maybe at several locations and their board has decided no thank you you would already be aware of that and potentially know why which then could be fed to us or maybe keep them out of the pool depending on yeah and this time of year we'll know i'll know every single

032candidate that's going to apply for you now the ones we want will be potentially if there's any out of state you guys are a little bit unique because you're not close to any one of the borders really so i've done several up north vermillion valley you know falls that you're going to get some nebraska you're going to get some south dakota being in the middle more central location of the state you might not get quite as many but if you do those do take us a little bit longer but essentially we're going to give if if you two are on my references we're going to for sure have confidential references from them give them a call if you happen to be i know that you're in that district and you know something about corey but

033you're not a reference you know hey cat tell me a little bit about what you know about corey and so that's a lot of our process i always tell people you're going to get the good and the bad and the ugly of every candidate that's in the pool and the good is the things that that you love about your current super ted strong leadership capacity things that he or she can do to really you know support staff grow teachers and and really complement the goals of the board the the bad not necessarily negative connotation what are those growth areas let's say it's a brand new superintendent or there's going to be some things that we're going to have to do from a professional development standpoint mentor support guidance maybe budget support etc that you're going

034to have to think about as a board and then the last part there's going to be a few in there that i would call in the red category that are ugly and just ones that you don't want to entertain ones that as soon as you hit the google button there you're going to go oh interesting those aren't people that we want to welcome into our community and really to be honest have around our kids and our staff and so you're going to get all that information that's all in confidence and so ultimately then you guys have the choice to make a really good or have the materials you need to make a really good choice and then pursue with interviews after that you own the materials i should say since some people want to know

035about that but anything that we have it is yours to own and so we normally tell you to keep it after we hear that discard so yeah just board clerk keep it just this point of reference we've used kasp and i think we used my first and last round but we've used an outside firm the last two times and i don't know before that but i'm assuming we did as well in those those instances so it's not this isn't something new to the district doing this the screening committee is that people within ksb or is that people inside outside ksp yeah great question so we have about six leadership folks within our department uh all retired superintendents for covering principles what have you and then we use two current sitting superintendents and so normally we

036use somebody that is fairly familiar on size someone that is fairly familiar with the area and somebody that's currently doing the same work and so we think that is a really important part of that process to make sure that we stay current and that we have a really good scope of are these people quality and are they capable of doing the job yep okay just because i'm curious so you know you bring us a list of candidates and we can do interviews or you know take them out to dinner whatever it is have any other districts involved say like the the different school principles to be part of interview or you know if there's a leadership team of teachers have other districts you know made it a little bit broader yeah i mean there's lots

037of different ways and as we get into that i'll give you all those options to kind of think about um you can do as much as just no community input no um you know no involvement with stakeholders we don't recommend that but you know we have boards that just say hey we're going to bring candidates and they're just going to talk to seven up seven of us and we're going to send that individual home we're going to make decision and all the way to we bring candidates in most of the day and they tour the facilities they go through the community lots of times our superintendent that's leaving kind of takes them around the community introduce them to you know those key city people those those stakeholders that really are maybe some of your community

038partners you know so to speak and are supportive of the schools they when they tour the building i would say that they would have you know many times they have special time with board clerks central office folks but also the building level principals maybe the nea possibly the teachers union possibly department chairs however you want to structure it i will tell you the success of a candidate is not necessarily that everybody along the way gets to give input and gets to interview the person but it's so important to be able to say you know hey tell me where you're from nice to meet you what's some of your experiences it means something to people that they had just a little bit of involvement and so we would encourage you to build a schedule that would

039help with that and so that that way the people that possibly are in the focus groups that we would do and help identify the characteristics that's one layer input those same people would have an opportunity to meet the candidates each one of those candidates as they come into the district she's got good questions you guys need to just need to ask about three more to get caught up anything what else is the timeline if we if we say go tonight what's our where are we living our timeline yeah it's going to be about five weeks here um so we'll post tomorrow and we'll close about april 8th and then um well i'll be back to you on april 8th with candidates so about four weeks so between now and april 8th we'll do some focus

040we'll put together our list of characteristics right yeah and i'll outline that if you guys want it and we can do that we can really do that right now it'll kind of help you get a pretty good idea okay it'll help you get a pretty good idea what the process is so uh let's just start from the top so we'll post that tomorrow if that's the desire of the board we'll start marketing that we will post in the midwest we're members of what we call the federation of trainers and also the national superintendent searchers that is really a heavy in the midwest i'll be honest folks the success that we see if you get somebody that wants to apply from california they better grow up here or they better grow up around kansas they're not

041going to stick around they're just flying through so we want to make sure that if those people are interested hey great what is your interest in the midwest rural small community what is it because if they say well i've been in a larger metropolitan that's probably not going to resonate here wonderfully okay and so we want to make sure but we do do a comprehensive search without with outside the borders of kansas um we'll come back on the um or we'll do a survey if you guys want to there's two pieces of data really as we start to engage communities so the first one is just a survey to to every patron in the district so parents uh patrons community members sometimes grandmas take it unfortunately they live outside the community you know we're gonna

042post on the website put on our social media whatever that'll be one layer of data be honest when you don't have to put your name on it you're gonna get real general quick information we're gonna dig down a little bit deeper and then when i come on the 28th that's when we'll set up some focus groups those focus groups to me i'd meet with a group of kids i'd meet with some of your classified staff we would work with your clerk your soup whoever those people are to identify those groups we work with we'd meet with teachers principals um directors central office whoever group parents and possibly business partners as well we'd have six or seven groups we really want to have a little bit more personalized conversation what do they really like to see

043and to be honest i will tell them the things that you really like about mr hutton is ill regardless at this point we want to see if we can get the best candidate what will those characteristics be because there's people that absolutely thinks he walks on water and just like all of us there's a few people that are like you know that's just part of the process and so how do we separate those things and not compare it to one individual and say here's what we're looking for then we take that information bring that back to you as a board that night and you as a board make a final decision based on the input of those key stakeholder groups of what you want the desired characteristics to be once we take that we will

044screen those once the applications close on the fifth we'll screen those on the 6th and i'll be here and i think that's a and i apologize i think that might be a friday evening it is and the only reason i say friday evening is so that we that way the next week you can start interviewing and we can get moving and so this is flexible but also uh fairly aggressive in time frame too i mean this is november we'd spread it out and go to smoke in the spring and have a good time and just you know kind of kind of have some leisure there but we just don't have that we don't have that uh that time right now our calendar whisper hopefully it's the eighth are you serious yeah he wanted to go

045south how did i pick that so well well let's look let's look at our i'm also looking at the school calendar real quick the seventh is or that tuesday's attract me well i was looking i'm going to start with the 8th 28th because that's our first so let's talk look if you don't mind let's pause for a second let's see if the board asks questions if you want to approve the contract if you do great then we can finalize the dates that's great talk about the four phases and i'll walk out this door if you need me to so i'll let you guys talk to you i mean i don't have any i don't have any i think it's the right move yeah unless somebody else has a better idea we don't have time yeah

046[Music] that we obtained services of kasd to assist us in receiving superintendent search so approved so you might have a few parents that that could do this process if you just kind of put that out there for them i'm sure somebody volunteered um you guys probably heard this like my community is a few vocal people that would be willing to help them make sure okay so let's look at that if you want to start with the timeline that's great um so normally i do like to work backwards and so um the earlier in april ish that you can go the better the outcome so i had a board member last night we were an omega we're about halfway through that search and it i look at this we have 50 candidates to start our search

047process in january 50 quality people and there's probably 50 that you don't want to talk to okay and so as you get farther and farther into the spring you still have quality people you just have less of them and so there's still good people out there that potentially can do the job but i think time is in our favor and so we're just in that second or third phase luckily we haven't had a lot of current superintendents that are taking other jobs we've had a lot of building level leaders like these three folks here we have a lot of those folks that are filling those spots and not a lot of superintendents filling those spots which means we don't have as many openings as we get later in the spring which is a good thing

048so we um the material would go out announcing the opening tomorrow no matter what so that we can get this survey out they all submit to you quickly like it's ready to decide how so we would post it we would do our normal send it to everyone in the district britain is that your i would send it to as many people as you can put it on facebook put it on the i mean the public beyond just the parents text messages for the parents the text messages plus if we put it on facebook and uh okay and then the survey creates transparency for the board folks plain simple for sure you may not glean as much information as you wish or desire from it but it's a good way for so when you come to

049us sorry to interrupt right but so when you come to us after having your group meetings with kids teachers et cetera you will come to us with the results of the survey and the results of all of those small groups that we have um how are the small groups identified so a lot of times direction from the board so miss brenner right now all right miss berner and i would take direction from you and i'm sure mr hutton will help but you tell us what those groups are so traditionally i would say that they're students they're classified certified they are parents um they are maybe business partners depending on what those look like those are your main four or five some communities do church groups you know as far as the ministerial alliance kind of

050depends on you you folks this timeline without unbiased coma or doing the budget you're going to tell us tonight the big picture thing so you tell us who those groups are tonight and then we will we will carry the water okay yep so i would okay so we'll get back to that detail real quick let's nail down the dates first and then we can talk about that so then you'll come to the back to the board with the results of the survey the online survey and the conversations with the interested parties your suggestion here is march 28th we do have home baseball which would leave a couple of us out unfortunately i mean it doesn't have to but if there is a date like the 25th there aren't any evening that friday i can do

051the 30th if 31. real quick yeah no problem just so we can try to get this nailed down i'm sorry you're talking march 30. i'm good you're get march 30th house march 30th for everyone okay so we're going to move this date to march 30th so we'll need to schedule a special board meeting seven work britain uh seven you tell me earlier in the night based on when you're gonna meet with everyone or no seven actually works good because if we have uh community groups we have a parent group they're not gonna wanna count three they're gonna we're gonna want teachers at what time we get out of school 20 40 34 okay so school dismisses at 3 40 3 20. so possibly we start at 3 25 3 30 potentially and because teachers normally

052what i hear from teachers is if we can smash that as close to the end of the day and get them in and out quickly they've had a long day they're not wanting to sit around and talk to me and so classified we normally try to we'll work with your principals they're going to tell me when the best time is and i may have to meet with two different groups potentially you know so ms paul says hey you gotta be here at eight for this group and nine o'clock for this group that's what we'll do so we just need from you as the board to tell us what those key stakeholder groups are and we'll see okay so for that so if you want to go through that if students was one that you had

053mentioned teachers principals business partners beyond that is there students teachers classifiers i would go like community organizations chamber industrial committee those our chamber would probably cover business it would cover a bunch of the categories for us what about site council we've got some parents there we got parents oh i forgot would that be a good representation if you took your three site councils it's a lot of overlap teachers and kids so we need a way that we can sometimes boards will invite five parents a piece let's say we don't have a large site council for example so each board member invites five parents that's how we get our parent group don't have to we can i think it's always nice to involve parents because they're obviously part of the pro part of the school um

054no it's only elementary and sixth grade i'm just i'm okay i mean got some booster club yeah it's like if you think of each building it's like what kind of clubs or parents may be running the band boosters the booster club i'm trying to think of the club that involve the parent those are the two in the high school yeah what's what do they get in junior high i don't really have any i mean to sixth grade am i hearing you say just to help facilitate this is it would it be easier for the for you seven to invite five people a piece would that be easier or that more of a burden just because if there are parents that you know are putting in extra time for some of these clubs or doing stuff

055at school bernie wants to give them a let them have the chance if we can identify those folks that would be great they are i mean i know who's in booster club because i'm a booster i wouldn't participate i don't need to participate in it but i mean i would be able to give them the information it just depends i don't know if it you get a pretty good cross section with band boosters we do pta band boosters and booster club that's a cross section that's a good parental parental cross section i would encourage or tell the board not to attend those um those are open to our stakeholders community people you're going to get all that feedback when kelly shows up to a focus group everybody's going to go what do you think and

056so then we want we just want them to be able to vote okay so that would that would be our parents that would cover what we would assume as parents and then kids um i'm assuming just middle and high school i'm not sure the grade school is going to have a great a lot of input or do they now i would i would go to your two secondary principals and say hey you know get a cross-section your kids whether it's to go whether you know your leaders uh people kids are in activities what however you want to do but get a good cross-section of kids i would say maybe 20 total don't want to do 120 it's a little tough to unless one divide the group up but maybe eighth grade up or seventh grade

057um they usually have a pretty good pulse i'll be honest the kids will have the best group the adults are dry and they're thinking about their kid the kids are thinking about the big picture um just my sorry from my experience they have really good input um i hope you have a good food service program because that will come up i guarantee from them and parking i mean those are the two number ones and the rest of it's pretty good feedback so okay so i agree 7th through 12th grade just work with them on if everybody else agrees does that work for you so then i got a good student council i have a good group and then um obviously the principals classified teachers i think we would just leave it to the principles to

058pick or do we do classified teachers together are classified certified together or do you do those in separate groups typically classified certified do you do this as a single focus group or something it'll all depend on when it's easiest to get a hold of them you know like our cooks a lot of times leave about two o'clock bus drivers need to come in a little bit early because they run rounds well just your staff will know what to do and so if they tell us that hey this doesn't work and we need both we'll make we'll do based on our number of staff what percentage i mean i don't want to just pick four i mean but how many how big can the group be your touch bases be without with but still be productive

059i would prefer number 120 okay same with the yeah because part of the process is we get to hear everybody's voice so cat so yeah would you um i guess we just would we have the classified certified volunteer to have the conversation principles what do you think yeah i mean put it out and see who would want to help out in that way i mean or if they have a large being leadership teams selected by the ad well that's what i was going to say whether britain interests you know if they're interested put them in and then they're you know obviously they're interested and then you pull them out that way they're not hand picked by anybody again the transparency and i'm i'm just you know that would be my preference with it how many

060how many high school teachers you have 27 i'd invite all of them because you're not going to get is that fair just invite every single person are you going to have like a high school session a middle school section and a grade school if we can figure out a schedule then you are about at 20 20 20 me 56 teachers across the board all right so maybe we just put it out there if you want to attend you can attend it doesn't sound like any of the sessions will be over that's what's going on yeah it would be a good time for a classifier okay all invited i could bring i mean we have another person we need to do two so we'll just we'll just work with you i think i've heard what groups

061you want we'll work with your staff as brenner and i will make sure that we get a good cross-section if it comes to a point where we have too many we'll just say hey teachers nominate your peers that you want to be that pair if we if we have two minutes i'd rather be done randomly just randomly do that randomly to avoid any type of selection process yep we can do that so we'll do random on those groups uh if they're too big if they're not i mean let everybody yeah it doesn't sound like we have too many people we'll see what we do on schedule i can be here all day long so i mean just whatever works for you and i'll walk out a day we'll make it we'll make it work so

062so then that's the 30th and then um so therefore now my you will want to the board wants to hear your okay so then the next date we need to plan is when you come back with all your recommendations correct yeah and if the eighth doesn't work i don't believe the eighth should probably it's kind of a town busy day night and we have well the yeah the 13th the 13th is our school board meeting is it possible to do it prior to the school board meeting on the 13th as long as it's not too late for mr hart if he's available i'm in western kansas that day what about the sixth the wednesday prior is that too soon we're pushing that who squeezes that 11 12. how far away from humboldt i've got an

063hour now an hour and a half in my hometown baby the 12th we have high school track and middle school track away the 11th we have jv baseball that monday it's at 2 30. did we do yeah now that i see it's 2 30. because they don't have lights so we could do probably an hour can we just do lunch or on that day or it's just with board only well we do if lunch is an option i don't even know if it is if it would be an option for us we could probably many more dates would be so so if we push it back to 11th i think that works but if we did let's say a luncheon you guys could make that work on your schedule as soon as the board meeting's

064over patty's going to reach out these candidates and let's say you're we're fortunate to have four we're going to schedule an interview for tuesday and hopefully wednesday thursday all right if we can that's the next thing we got to figure out well i'm thinking the interviews would probably be during the day they're not all going to be in the evening typically they're in the evening not a court not at the three lakes one because we did it all during the day yeah three lakes a little bit of hybrid okay that's just all i do because that's what i knew that's a different it's for a different day of the co-op but we can do them all during the day we could we could do them all at night once we get there we can certainly

065talk about that i would suggest it as best we can we want to treat every candidate the same and so if corey's coming in and he gets to beat everybody and he gets a nice meal and then gets a visit with the board and cat comes in and she gets cheated out of that well that's just not a uh that's not the best foot forward so we want to try to what about lunchtime on the 11th to i'm going to present candidates to you at that point it's going to take about an hour ish could make that work yeah i mean i'll because his job's usually on the road you can call in um and i can get you some of that material electronically so you can see it if you're i mean are you

066at a computer or you're on the road road i can yeah i can get it okay so i could send you the app list and finalists dave's usually on the road a lot so he might have to as well dave williams so what time do you think you tell me what's the best you want to go 11 to 12 30. you want to go noon to 1 30. it's going to take no more than 90 minutes 11 30 to 1. what day was this on britain 11 411 i'll bet we could have something to eat if you tell mr how many people we have okay i'll come up with something um so be the seven board members and myself correct okay so the 28th turned into the 30th the 8th turned into the 11th at

067lunch the 11 is just a work it's a work session yes he's going to provide all of the career so we'll go into executive session right yep no actually no i am with no action okay and then so let's talk let's talk about candid so let's first narrow down can everybody do 12 through 15 if we have four candidates didn't it at night um well it sounds like since we have board meeting we want to we'll have to shift that you guys start meeting at seven and i'm not saying that we can't but i'm so the hard part about this process right here you're going to find really quick because i'm only married to one person thank goodness it's hard for two of us to find similar dates to do things together right the seven

068of you as best you can it's not a deal-breaker but nobody wants to be hired by six people and then corey wasn't the person and then the person comes in and goes oh hey you're i didn't know you're on the board oh yeah i didn't pick you really because you know why i wasn't here and so however we can the best we can that all seven are here no i'm just throwing out what's happening yeah normally nice i shouldn't miss a game i'm just saying that's what happens out there normally nights are a little bit better just because it's i mean our board members are on the road somewhere but how about four o'clock in the morning i mean yes we can do that that is tyler that is your crazy schedule mister um right

069those those we those next two weeks are packed so we'll just have to you may have we'll make it work we may have two so i mean it just but we need to probably so for example if wednesday is already a weird day we may schedule wednesday but if we only have three candidates we may go tuesday thursday friday that's friday's good friday does that cause an issue do you have school no that's a problem so what's that as of today we do don't what's that following week we never do we never do friday oh it's the monday out there wait why does it say good friday easter is not till the next week am i on the wrong day you're right it's good friday easter is the 17th yeah easter monday is the 25th

070why am i i'm on march we want to try to look at the following week i was going to say could we schedule the interviews the week of the 18th to get away from easter oh orthodox easter i was on the wrong week no wonder i mean could we just meet on the 11th at 11 30. we'll see how many candidates we have if it's four we can maybe do one that week to the next week like just see what it looks like and be flexible between the two weeks if needed yeah you know the the thing you just want to keep track of and this time of year we're kind of we once we have our candidates we're going to have to knock them out why couldn't we do a five o'clock start on

071the night of the board meeting and do an interview i mean it's not like wednesday's out there's no reason why can't walk us through the night with the candidate so we can kind of have an idea [Music] slide over to page 26 i get you a pretty good gauge no i know i just work in a weird time i mean i kind of agree with todd i think we're going to have to allocate some time yeah page numbers right on the inside [Music] now this this is a heavy so 26 27 28 or some samples um you know i'll be honest i i the more i do this 26 is way more appealing if i'm coming in the district i don't want to be here at nine all the way to nine p.m i mean

072it's a long that's 12 hours for a candidate and to me come in at lunchtime meet keep people have some conversation um have a tour get ready for the the small um supper so to speak with the board and then get the process rolling well they may this this might be just a random thought i have but even if it is an activity night hey we've got a baseball game going on we've got a track meet go down there and walk around nobody's going to know who they are they can kind of see everybody in action you know that can be part of how parents interact how people interact you know i know that may not be good for us but i mean when i first got here the most fun i had was that

073first summer because nobody knew who i was you know whether or not i really want to be here or not you must have i mean you're still here so yeah i mean that's just my stupid you know random thought there so if we formal interview three hours that's ridiculous well so if if you guys i mean we did a panel interview and it was an hour and ten minutes each time i'm gonna i'm gonna guide you to the point where you ask about 15 questions and if you can't agree and you get up to 20 you're going to get up over that two hour range so we'll guide you to that point i would certainly take the 30 minutes for some type of informal meal um you know just like before the meeting or during

074the executive session when i stepped out you get to see people's personality a little bit and at the formal interview you don't get to see that and so i like that piece for the board selfishly for the board um because you you guys have to have this relationship this team atmosphere it's tough to get to know somebody just in a formal interview when i say you know hey tell me a little bit about yourself and tell me what your philosophy is on leadership i mean you know so anyway it's nice to have that informalness you tell me as a board all you have to worry about is the back end you have to commit the two three four days in the evening days you tell me what it what it is and miss brenner and

075i will fix it i think i've heard you say that we want to involve staff we want to involve people i would encourage you to use mr hutton if he's willing um i know he's excited about that probably but he knows more about this district inside now than anybody and so taking that individual around the community meeting key people um you know having if we're if we're in a group of people and we're having a conversation and somebody's uh you know asking something they shouldn't or getting involved he sweeps them off or she often and we go down to the next road because it's all about these people want to come here and when they leave we want them to come here and so we got to put our best foot forward yep i would

076just i don't i agree with everything and we should take the time if we decide the 12th the 13th the 14th work i think we can make the 13th work why can't we start our board meeting at 8pm have the dinner at 5 start the interview at 5 30 you know what have you do an interview and then start our board meeting at eight or whenever because it's a clear night with the exception of the board meeting if the board meeting just gets pushed out an hour we could still get a whole candidate yeah because you have to have your board meetings set because it has to have two clear days you know people have to know the time the date well i'm saying we would do that now we make that decision now or

077we can make the decision to move the board meeting to 420 versus 413. either way i'd be supportive of that to go to the 20th for our regular board meeting so then it opens up a day for and then we can get get the action taken care of back to back and keep moving forward on this process which is should be our top priority and make a decision window for four candidates we would do 12 13 14 and then monday i'd have to yeah now we're also well depending on whether this week we may be closed that day as well we may have no school that monday so it might be the 19th would be the next full school day we'll know for sure after tomorrow or well not friday yeah we might know tonight

078and we won't talk about a lot tonight because we've belabored the belabored the schedule and i think what other questions we have about the schedule that's the most important thing so we're going to stick with 411 coming to the board meeting at 11 30. we're going to stick with the 12th 13th and 14th and then an alternate alternative day would either be the 18th or 19th did i hear that correct so to muddy the water if you're done on the 14th we're going to offer somebody yep we're going to call cat cat you're our person you came in the district we think you're our superintendent we're going to give her 24 hours that's it and if she says yes we're going to want to have a special board meeting probably monday to to confirm that

079it's going to take you five minutes okay the contract's already out if she says no we're going to call corey courtney corey borderline loved you don't you didn't know that we called cat in your second you you think you're our superstar yeah so that's going to be pretty quick next time i come back we'll talk about all that the only other thing i want to direct your attention to tonight so just so you're aware you've got a little bit of homework is page four if you have internal candidates you're going to have that conversation soon okay so if you have any viable candidates that are internal you have a couple options if you so choose if you want to interview those people prior and before time i would encourage you to do that okay we

080have a lot of good people that are in districts that that could maybe fill that role so if that is the case you need to have somewhat of an understanding and conversation about that if you do not or if you want to involve the internal candidate if you have those into the interview process and in to the the process that we just talked about here that is typically pretty normal as well and so those are about your those are your two options if you have some internal candidates that you want to have that conversation with just says hey um you know we are going to to look at all our options that's something you can do as well normally the board president would would carry that information for you on page four um we just

081talked about phase one folks you guys can check that off if you're sequential thinkers we've got phase one started and and down the road phase two is all about the preparation interviews so most important thing is tomorrow i'm going to reach out to miss brenner and we're going to talk about this timeline we're going to secure the people we're going to engage your principals and your staff to say what schedule works best for the focus groups and identify those things we're going to get the survey out that will kind of really to be honest take care of phase two the other piece that i'll when i come back i'll bring a salary comparison for you so i will i will take uh what your current salary is compared to the region compared to other 3a

082schools compared to whatever you want me to compare to you'll have that information i don't know how to say this but it's a this is uh you've been very very fortunate uh to have a superintendent as long as you have and you're very fortunate because i believe he was principal here before and so that's a luxury folks um that luxury is not going to serve you as well the next time in the sense that you're going to have to you're going to have to pay to get that individual um when i look at your pay you're probably a little bit on the low side um and so i'm going to give you that information you know the board can make that decision but ultimately you want to put your best foot forward doing that everybody

083knows exactly in the state of kansas what everybody makes there's no big secret there you know 20 years ago before the internet well it's whatever you negotiate that's not the case and so i'll give you all that information you'll process that an executive session you can um ultimately what you want to do is give your point person if that's kelly or todd or whoever you guys choose is bored i want to give that person some autonomy say hey we're going to go from 50 000 to 60. we're not going to start at 60 we're not going to give them the keys to the farm yet but we're going to start here and if that person comes back we'll have some negotiating room what you don't want to do is come back to the board table

084to have to have permission for that leniency okay we'll do that with fringe as well um questions about phase two just quick next time when we come back on the 30th we'll talk more depth about your role in interviews we will kind of grace so to speak the interview schedule we'll have an interview schedule for you to look at and then we'll assign just a small task we need to start to identify some questions that will help us know that the candidates can fulfill your job in the lens of the characteristics so you're going to identify the characteristics we need to ask the right questions to ensure that they can do that four is contract and we'll have if mr hutton will be so obliged we'll have him or mrs brenner send your contract to

085ksb and just look at what you currently have as far as language and things that are in the contract that way when we're ready to offer that person we don't need to have that looked at by our attorney it's already taken care of what questions you have what did i leave out that you wish i would have talked about i think we have a lot of homework i would review this the next couple days and just email me with questions or email kelly with questions and she get those to me if there's something that you feel like you didn't get there just gonna say i've still got the list of questions that we asked at the last every session when we hired okay so i still have that set of questions but i don't know

086whether that would be a starting point for us so he has the starting point but i bring those and just to see if they align with what because he'll will be able to they're part of the questions what can we do interacting with each other email otherwise and not violate coma in this process so if we start all of us send our ideas to kelly are we violating if you do it individually to kelly no tyler does it individually just don't you need a blind copy everybody yeah my understanding was that if you have more than three on the same topic communicating regardless of whether you're doing school business yeah so what i would encourage you is when you leave here tonight the next week weekend what have you decided to review the handbook any

087questions you might have i'd funnel them to kelly kelly can send it to me i can put them in one email so then that way when i send them back to you as the board i'll probably send them back to miss brenner actually i'll answer those she can send those out to everybody yeah so yeah you have no problem if you're just emailing back and forth between you and kelly now you really can't be making decisions you can have conversation but as soon as you start to if we had a como request and somebody said or a core request and somebody said i'd like to see all the correspondence around superintendent search and you two are going hey we got four votes and i know tyler's in that'd be problematic but if you're asking questions

088to one another you're gonna be fine but if you have all seven on the same email that'd be problematic got it that makes sense okay i think we're good it's a lot we'll yeah sorry so we'll have um do do i need to make a motion for these special board meetings or do i just do we just state that we're having them i think we have to have immersion i i would say if we if we actually know that we want to do the april one on april 20th then we announce that or we do that well there's well it starts on the 30th on the 30th on march 30th we will have a board meeting to discuss results of the surveys and to outline our questions at 7pm and then we have one on

089april 11th at 11 30. executive session only and where should we have that the middle of the school day and then we are officially moving april's monthly board meeting to april 20th at 7 pm um on that motion uh can you uh give us approval to pay the bills before april 20th otherwise i get the initial approval to pay the bills for the april boarding before the april 20th meeting thank you sir hi hi hi thank you britain we i'll follow up an email and that way if you i'll start that chain if you have any questions thank you for your time yes thank you um uh do you want this right now i signed it do you want patty to sign it yeah she can just scan it to me that'd be great [Music]

090yes okay on next in the new business we're going to discuss student contact days so we've used four and a half days so far but if you remember the first day of school we had a inclement weather half a day and then we had a work day that didn't happen so um so we're at four and a half we get to five and a half five without having those three days i'm concerned about a couple of things it's what sounded to be a decent idea at the time doesn't sound to be such a good idea now on friday what happened is they they moved the dates or the times for state basketball's first game to two o'clock instead of three o'clock which really screws you up on leave times so two o'clock game leaving here

091at 11 which we kind of said last time that doesn't work really well for people if they want to go to the game so that's just throwing that out there i know most of the people here uh in the county there i've got like four state teams i believe in their i don't know that any of them are having school on friday besides when we're planning so tomorrow we just miss at 12 30. um so that takes us to our five days and then any other day you know would be so i don't know if you want to have discussion on that or if you want to talk about it but it we do have also the big concern that i have is the weather coming in we have obviously our band is on they're

092supposed to leave thursday to go on a trip to okc in dallas for the weekend so they're not going to be i don't think impacted but we will be taking a pet bus and that will be a concern and i'm also concerned that we may not even have school without snow coming in i think you said tyler was supposed to blow along with the snow and three to six inches that's as much as we've had all year so on thursday morning starting thursday morning very early thursday morning let me look i mean so if we look at this without the snow just take the smell out of it and let's talk about what what would happen if we closed friday to go so that we could accommodate people going to the basketball game that would

093put us over the five days but i think we have enough hours and days left that we could wave friday as since and not count it toward that five total so that they would still get those three days off and we'd still be okay based on the hours we haven't done any like essentially specific mental health days for our staff i mean other districts have like done days around thanksgiving around christmas i mean we've we've not done anything like that what i'm what i'm suggesting is we if forget about the weather let's not count friday and we would still be at five or less and we would still get those three days off and we would still be okay on the hours the caveat would be if we had a weather event that came up

094beyond then we're going to have to add back that day at the end of the year or or whatever to be able to we've got to meet the 11 16 we don't have a choice on that can we add hours to the day [Music] and i think troy and i talked about a little bit i think it would be like a day and a half the third wednesday and friday and the last three days we still have close to like a day and a half buffer to get us through that including the three days yes meaning including those three days would still be off days for the right staffing students so so we could in theory do not do thursday leave thursday out of it because that if it's a true weather that's a true

095weather event that's a trigger and it would just be as it as it in my mind would be a normal a normal year but if we're taking a day for to support the kids and the community and and quite honestly to not have our teachers in the back of their mind going and i i really want them to win but i really want three days off i mean that's you know i i don't i don't want them to have to have that conversation meaning in their minds it might be if they win oh how exciting but if they lose oh good i get three days off we take that off the table i don't disagree with that so if we could do if we could agree on that then thursday happens whatever thursday is it

096is and if it triggers the fifth day then it triggers the fifth day they will evolve in weather events at that point okay so if i understand you correctly wednesday already friday if we take that whole day it's not impacting us from a snow days perspective it's because we have extra hours built into the schedule through the end of the year that we can just take the day we can take the day we're absorbing it yeah rather than counting it and saying nope you gotta give those free come back for those three days we just say a mental health day whatever you want to call it we're going to take friday off and go support our kids or take the day and do whatever we do so then okay i think we're all following that

097i'm not going i'm not comfortable saying well troy you either have to call school or not and that's what's going to trigger i think the weather is going to tell us whether we call school on thursday or not it's not yeah it's not good so so let's do both but but i won't be the only school in session i'll tell you that much heck no so we'll be the only one out and i won't be in both ways both ways so the weather is the weather we have to call school do the weather for the safety of our schools if if we do have to take thursday because of weather it will trigger and the we will not get the 8th the 18th that may or april 8th off we will not get april 18th

098off and we will go to school through the 19th of may that's how the contract reads so that's why i'm being very clear on articulating what is going on that's why i want to believe the world okay so it's not that we would take one of those away it's not one for one which was my hope and that got it it's not a one for one that's not the way we do yeah that's not the way it is but if we have the hours yeah that's that's yeah and this goes back to years ago in negotiations when we when we came to this agreement that there was this this was what we ended up with in the contract we wanted the board's position at that time was we wanted more than the minimum hours for

099our kids and so i think that's why we need to continue this conversation with how we want to handle it this time because i we're on the tail end hopefully of the second year third to third spring of this stress beyond so i i understand the contract the reason we did it for sure and i if we do something different on that i'm not no no no i appreciate you under yeah i wanted to get the basketball thing decided first and then let's talk about the other truth no just a minute keeping those other three days off so if we did that as long as we could have an understanding that if something comes up we're gonna have to add a date back for that nine weeks so you you took thursday and friday right

100and then assuming yes if we if you took thursday and friday you'd add the other days back in you would have to to get to the minimum hours [Music] that's what we're asking not not because of the contract but because to get to the minimum hours if you took if we took friday and we had a day and a half left we should be able to take thursday and have a saturday left that's where it was like so even if we potentially started late on thursday that would still be good you don't lose anything on a late start we don't lose anything on a late start ever i think if i this is i think we have about five hours will the seniors have enough hours by doing that i know but will they still

101meet their hours i think by five five they get out their last days on a wednesday i'm okay with that as long as we have an understanding that i have my recommendation if we if that happens can we have a storm come through that takes power out for a day like it did at the beginning of the year that's what i couldn't remember what happened last day of school back on or whatever i'd say one of the other two but we may be passed april 11th by the time we're getting to the point where we don't give ourselves that's our collaboration parent teacher day we're just double checking that could just be a motion then to change that's one of our days at zero and i could sign off on that before you got it

102and then there's the other one [Music] it's like all of them you don't know until it happens okay so everybody so i just double checked the math on the spreadsheet and i believe confirmed with down here taking friday yes let's assume it's going to snowstorm and we have to take that day we still have five hours over the month thursday taking thursday and friday or and wednesday early dismissal we're still five hours over the minimum for the school year including keepings i looked at them all with you i feel good about it smoke in the spring easter monday and the last day of school staying remaining that wednesday at 18. if anything happens we have five hours and if not we'll depending on the date of the event or what we have to do and

103we're meeting 82 times between now and then the school at this point so we'll get it all figured out would you be good with that yeah i just told cat i would sign off on that okay i thought you were talking about something else at that point we could either add a day or potentially look at adding minutes or hours an hour or a half day to the end of the remaining school days yes to get to where we need it to be to have to get all our minimum hours so the inclement weather day will be what it is that call will be made there's no show friday then yeah if we call it thursday in the event the boys win wednesday in their first round basketball all right so i'll make a motion

104in the event that our boys basketball team wins on wednesday it's gonna be as if they went okay in the event that they win wednesday and advance to the semi-final then friday march do i need the 11th we would not have school second hi no pressure boys subtitles should we answer that i'm sorry that we will not count that against the the future the current contract language with the five days or less just you know i mean i think the fact that we went through it in open session i think everybody would know where we kind of where we stand on that i would think we're altering the written agreement go for it we're not altering them written agreement we're waiving the written agreement make a motion i would i would make the motion that

105we waived that day of the day counting against the five-day trigger on the days off in the current contract something along those lines second hi hi all right hi whoo i'm just trying to make sure that we no it's good kelly can i ask a question of course so let's just say then friday we have school if the boys lose we have school yes what if the we have school we're supposed to have school because let's say hopefully not the boys lost so we have school but it's a snow day we're still okay yeah we're so okay all the time we still are above we're still above five hours yep that's kind of close it's cutting closer than we would normally ever like to but at this point i think of all or yeah i

106just wanted to clarify because sometimes when we're on there it's confusing yep i appreciate it no that's awesome thank you mrs paul okay new subject everyone internet e-rate bid doesn't get more exciting than that and he's working on this part and i skipped the administrative route at night uh we're not there yet oh we're not even there yet nevermind uh we have um a bid coming in for e-rate uh internet and we just can't it's not ready yet and it won't be ready until i gotta go back and review march 22nd has to be selected by march 22nd so before april uh meeting we're gonna have to approve this so i just need permission to go with the best bid and it's primarily based on cost but not completely based on cost we spend about

107300 a month after our e-rate discount 1500 a month i would we get 80 discount on that e-rate so i would think it would be andy's expecting it to be equal or less than what we pay now so i just need permission to go ahead and accept a bid that's best for the district is it above i mean how much money are we talking because if it's not huge it's um is it well it's usually like what we pay now is fifteen hundred dollars a month before it's right on the 380 so he just wants us to make the motion okay so i emotion that we um we grant approval rights to accept the bid that meets the criteria of the e rate rubric that was what was written even though those words are funny

108[Music] hi all right we have let's discuss the preschool mrs paul well i been talking to you guys for the last couple of months about possibly and i've always said possibly uh having a new preschool position um as a higher for next school year i know we kind of included that in the sr3 funds all of that really is dependent on numbers and i did get some information so i'm going to pass this out to you on some pros and cons of everything um they just recently did the screenings at the community covenant church and they had 14 three-year-olds that were screened i mean for three classes that's doable for next school year however i say that and i say it lightly because last year we had 11 at the pre-screenings and all of a

109sudden at the start of the school year we blossomed to 30 and are turning away students because our preschools are crowded so i honestly i'm just going to take the direction from the board i think i've been very transparent with our my staff on what my expectations are because honestly it's just it's a guessing game if you're going to guess write the numbers or if you're not going to guess write the numbers um the numbers weren't we'll probably need another preschool teacher if they don't want we don't need a preschool teacher and it solves a lot of problems in our building when we started this situation was our thought was it was just going to be adding a four-year-old preschool and we had plenty of room to do that but then the three-year-olds came into

110the mix and it uh cramped us so i want to make sure i understand so right now they're both half day programs yes and we have how many classrooms dedicated to preschool we have three classrooms dedicated to i just want to make sure obviously three divided by ten oh okay just making sure i got it okay so we have right now we have three classrooms um ten um student max on the three-year-old correcting student max on the four-year-old right um um i just want to make sure we all are understanding is that what we have on our four-year-old right now it's up at the top we have 47 students right now in our four-year-old program and we've turned away four students i think i've put on there three three three okay sorry i don't have

111a copy of this in front of me i didn't fall out um and then the three-year-old program you have 30. definitely two yeah it's definitely not as many because we just if you would come and watch a three-year-old preschool program you would understand why the numbers have to be very very low and i think my staff also wants you guys to understand that in the preschool how do i say this professionally the academic knowledge that the students have coming into the program is very low if that makes sense it is vital that we get these four-year-olds into these programs i would have said five years ago don't bring four-year-olds into our building we don't want them we have to have them because that's really what we rely upon to get those kids into our structure

112into the rules of the building a couple of years ago i would have said no i don't want the three-year-olds because i don't think we're going to have room for them but then i knew what was happening in our four-year-old program the only way we're gonna make that better and make kindergarten readiness progress is to get the three-year-olds into the into our building so it's just um if we could have a facility for birth to five that would be wonderful in our community i mean we we have property correct we have close property i mean i could see how this maybe could be a plan for down the road to have a facility specific facility for this for sure the next bond i think at this point we're kind of tapped we're tapped out we

113don't really have any place to put any additional students than what we can handle now and if we want to do more if we want to bring more of those preschool kids in then i think we really need to make a hard look on how we do that and whether that's building a new facility if that's relocating a staff what does that mean you know in freeing up certain classrooms how does that affect our current staff and and the whole dynamic of potentially the elementary or where that new teacher is and how they teach and you know i i think that there needs to be a whole broader discussion about an actual plan than just an idea that hey i'd like to do this and then just kind of figure it out when it happens

114i'd rather i'd rather have a an outline determine of how we actually handle this because i i think it i think we could accommodate more kids if we had a specific facility and that may be something completely brand new to our county that no other community has in the immediate area that we could really benefit from and if that's new if that's new construction if that's a if that's a bond issue if that's a grant if that's whatever if we have to purchase land or take over current facilities hey i'm i'm all for big picture pie in the sky let's if we're gonna do it let's do it right and as opposed to kind of push people out where we think we need to be at this point so i mean that's that's my perspective

115i agree on that like that it is time frame wise it takes a while to get evolved issue through well that's what we say i think currently we we can take the kids that we have and that's it because if we take more then we're affecting other dynamics that we don't even know that could be affected at that point by doing it i i understand we're saying i'm just saying if we're looking at not considering this until we have a facility or something and also two five years down the road with all due respect to essentially a potentially new superintendent that that person may have a whole different perspective on on preschool they may be way way for it and excited about it or they may be hey i think four-year-olds is what what we

116should do and then that's what we focus on so i i think that's kind of part of this discussion also that i don't want to jump to judgment when we don't really have true leadership here for the future and decide on what we do now that somebody that comes in is going to have to deal with and kind of pick up the pieces if it if it falls apart you know that's that's not okay with that my thing is this i just want the community to know that numbers will be cut off just like right now i mean that's that's unfortunate i hate to say it it is what it is i mean just because we are out of room in the elementary school we're out of room is it something that can be gone

117back to the church to have something in that facilities or i mean open the facility even though we're running it can we back that or i mean that's that's their call i mean it's not is that something that we could go to them and say hey we got this many students i mean is it available if we helped out with you know a b and c or it's a satellite location i i would say you have to it couldn't be part of school because of having the pre-school i would say the point of having students in the school is because they learn the structure and rules of our school you have them off on another campus it's they're not really a part of our school so they might as well just have it as a

118private preschool and well we the the bridge on this toddler was they were they kept the three-year-olds we took over the four-year-old program they kept the three-year-old and then it didn't work for him so then they wanted the three-year-olds to come and that cramped up space so what if we just focus on the four-year-old and not the three-year-olds i mean i mean it's ideal that's what we want i mean but at this point maybe we ought to focus on just the four-year-olds and uh i don't know how that plays into that three-year-old well you're gonna have that at any point that you decide to jump into the preschool pool you're gonna have kids that say age two that aren't familiar with our process that hey we want that's why we want the three-year-olds to me

119be careful if you do with if you do with the four-year-olds you could add more kids yes in theory but i i think also it could it could but we don't have 15 kids on the waiting list yeah and we can't we could reduce the classroom sizes too which could benefit them right um i think if we wanted i think my heart would be leaning towards the expansion of the rooms if i knew i had 15 a room full on the waiting list but even then how would how would we facilitate that i'm saying if that would be the next figure out i'm just saying i don't know i find this value larger than we even realize i think these kids you know i've obviously had conversations with some of the young educators the youngest

120of educators of our youngest students and they definitely it's i can definitely feel the passion of what this does to help and i think their struggles now that then they've ever had before i think it's probably i don't know miss paul you could attest to i think the things that they're seeing and having to deal with they're tougher in that kindergarten first grade than they've ever had before now that could have been two years of cohort and disruption and in their little lives that we'll never be able to figure out but so any of my commentary on the space has nothing to do with the fact that my passion for why this program is important i just i just i i don't know if this we're just out of room i don't know what else

121to do like we're just literally out of room unless there are there open rooms near this commons area are there open rooms and near more of the common areas of the great school so you're not traipsing grade schoolers all around well and there could be an added benefit if if we're able to have it you know this is an if if we're able to have a separate preschool facility and we're removing the current students to that facility yes there's going to be a transition from that facility to kindergarten but then by removing those students out does that benefit our elementary by having that extra space available for other things whether it's tier reading whether it's math whether it's you know special education whether you know what a computer lab you know you get to expand

122potentially expand that so by by moving those kids to a separate separate building you now create space that could be used by other things you know maybe the art teacher needs more room than the current room that she has now or or you know it could be anything so i want to make sure i'm understanding we're we're talking right now though about leaving the status quo as it is right now the question but that's not the recommendation from our administration i think the recommendation from our administration is to expand i is my what i'm hearing i honestly at this point i'm gonna do whatever you would want me to do right now i'm telling you that the numbers do not warrant another preschool teacher that's today i can't predict what's going to happen in august

123i can only tell you what happened last august and our numbers blossomed but if that happens we will cut off the numbers for three-year-olds at 30 and for four-year-olds we'll cut it off at 45. and i know we've accepted a couple of others but sometimes it all depends on yeah that makes special education and yeah i was concerned because i thought at one point in my i heard the discussion of getting rid of the three-year-old so that we'd have more four-year-olds and i i wanted to make sure that we're we're sticking with the 33 year olds and the 25 year-olds as that come is play with that too this one make sure i was following and tracking and not totally lost here yeah i think it was really informative yeah i'd say wait see what

124the numbers are but right now we are providing benefits to the max number of students and if we have to cut off in order to hit that max number for what our facility allows comfortable with that right now yeah i would be i i echo that i think i think we're at where we where we're at we're we're tapped you know and i don't want to go above it until there's some further plan put in place to figure that out whether it's new building pulling a teacher from the classroom and then relocating that teacher or whatever it is so to create space new building we need to start looking at what we need to do what is our next step and i think i think yes next year is preschool all on us as far

125as funding and and all of that other than a grant for like at-risk so we have a grant and then we get that through like janine henry from three lakes put together the at-risk is just for the parent that would be the just those students then special ed and at-risk teachers but we don't get any state funding from because we have certain amount of three-year-olds or four-year-olds we don't get anything from the state for them just i mean let's get at risk funding for so that to me that's kind of part of it too is yeah we're not going to get anything we're bringing all these girls in i mean even if all that facility we it's not like we would get money from the state we need a mobilizing literacy grant to help us

126with other that's good i understand that makes sense so we're we're footing the bill essentially for for preschool i mean not that that's a bad thing but i i just want to make sure we stand behind it it's the right thing to do but just so everybody's aware yeah it definitely does benefit our kindergarten readiness i can't imagine if we didn't have pride right right so mobilizing receive funds as our recommendation we're going to hold the status quo at this point i'm okay with that okay all right we will stand behind you and we'll stand behind you when those parents you know on the wait list well just absolutely like that write it down okay we have a three legs report todd uh so we had a few things we discussed it was pretty quick

127meeting that three legs meetings um a lot of things you gotta find right here we hired three people uh we had eight resign uh that's i think a kind of typical for three lakes it's unfortunate that there's just a revolving door there it feels like at times one of the things that we discussed and and proceeding forward with to hopefully help with that is the providing health insurance to the paris so the paris would be responsible for paying a portion of the premium and three lakes would pick up the rest and they did surveys uh with the paris to see how many would would take the insurance we had i think they said 72 they sent out 107 surveys got 72 responses and i think 33 of them said they would take the insurance knowing

128they would have to pay for it cost to our district on this if we had 35 of them think it will be right around forty six thousand dollars which would then so that'd be about ten thousand on each of our four assessments that would be a little over ten to twelve that we'd be banned but it's they are those pairs are the only ones around that don't have insurance available um so it's a it's a move so the goal keeping helping with retention primarily it was just kind of the financials and the normal um wreck report corey uh we finished uh third through sixth grade youth basketball february uh 26th uh season went really well uh lebo chase county were added and they really enjoyed it and they want to return next year which will

129which will be nice transitioning now into spring and summer youth baseball softball forums went out this week to post it online and then forums in the classrooms and then smoking this spring i've got currently 96 teams registered and then 18 teams to cook on friday night which is a really good number right now i have the banned books i've got confirmation with garrett's about the fireworks display i've got contract with ultimate bounce about inflatables so if weather's great it's going to be fantastic we're going to have tens of thousands of people there so it'll be wonderful yeah just letting everybody know um and then all the all of our major champion sponsors uh local sponsors etc have confirmed again for 2022 q39 that's barbecue restaurant in kansas city their owner ron mcgee passed away in

130december and smoking this spring was his first 50-plus contest that he was a grand champion at well over the years he's returned and judged and hung out with teams and whatnot well the last few years he's pledged financial support to the contest and we're the only contest that q39 sponsors essentially well he i spoke with his wife and and their team and they're we're going to leave rob's spot open and vacant for the contest this year in honor of rob and then she uh is going to and then uh q39 staff are gonna come down on friday they're gonna bring the pit that he used to cook on and display it the team that rob or the gentleman that cooked with rob who now cooks my contest he's he'll be there the new chef that

131q39 has hired is going to cook with this barbecue or to kind of learn competition and uh so it'll be kind of just a neat neat experience you know kind of a neat thing of honoring rob and then uh uh q39 is doing a colon cancer awareness in march because that's what rob uh passed away from so they're kind of tying that in with on that friday too as a celebration so um we've got judges all set up ready to go kids queue is good creekstone farms is going to handle their proteins for them donating that we're going to do a steak championship on friday for the team so that's a new event will be actually the second contest uh ever to put one of those on so that'll be an experience and then hopefully

132the weather holds out and it's a wonderful weekend sunny all that fun stuff so that's really it thank you all right admin reports whoever wants to go first i'll go quick um activities update um i can tell you that between now and graduation it is a dead sprint i mean from spring break on there's as you looked at the calendar there's something virtually every night so i'm going to give you a quick update of our winter sports and then go into um this spring so state wrestling we had three qualifiers that qualified for state one girl and two boys and they represented our school well obviously basketball the girls have completed their seasons but the boys advanced to state playing on wednesday first forensics we've had several state qualifiers already with several more opportunities to

133qualify they're doing fantastic job forensics got quite a group of kids out so mr stuki is doing a great job our league forensics is march 29th linden bands leaving on our trip on their trip thursday morning at 5 30 a.m and then they return on sunday at 7 00 a.m we host the flint hills instrumental and vocal festival on march 23rd and that's the day we don't have school so we have great facilities to do that with our band and choir room and the auditorium other rooms for warm-ups so they'll the band will be in the morning so all league schools will be here that are participating band in the morning and then vocal in the afternoon we roll into our collaboration in the afternoon and then conferences that night winter sports awards assembly will

134be march 24th at 2 o'clock in auditorium we will live stream that for parents to be able to see wherever they may be at fbla is doing a great job she had 22 kids qualify for state uh so 23 or 20 yeah 22 students that's march 31st and april 1st that's up in topeka golf we have 21 girls out for golf or boys sorry girls boys golf has 21 out so we've added several jv meets uh which has cost us you know obviously have our assistant a second assistant coach for that our first varsity meet is march 31st at emporia hosted by opie and then our home meet we have two april 14th is a varsity meet and then may 5th is the jv meet flint hills art is on march 4th mission at mission

135valley so our art classes take art all up to uh mission valley and they get judged on that and we've done traditionally really well in our league art softball we have 25 girls out i've added four jv games for uh jay for softball baseball's got 26 players out our first games for baseball and softball is here chase with uh central heights we we do have a jv game that monday come on off of spring break on the 21st at london we have seven jv baseball games so i've added quite a few games for them so track we have 48 kids out 22 girls 26 boys our first meets april 1st at linden and then our home meets our varsity meet is on april 5th and jv's on the 26th so come out and see some

136nice meets and i think we've done a great job running those meets and the coaches do a great job uh cheer tryouts are happening now this week um and actually i think you trusted when i walked in did that finish up today and then dance tryouts are the week after so there's a lot going on i mean if you count up the number of students and all those things um we have a great participation number with our students at the high school what was the softball count i missed that uh softball was 25. wow okay thanks um see building report that the things are going on other than those activities uh enrollment have gotten underway uh mrs camarin and i met with the eighth graders tonight previous to this meeting so the 8th graders have

137gotten their introduction of what high school classes they may start choosing from and then on march 23rd when we have the student-led conferences one of the major things they do with our freshman sophomores and uh juniors finalize enrollment for next year so that's well underway seniors uh well they do we we're supposed to review our ips two times a year so part of that student-led conference at the high school is that we finalize enrollment we look at our ips and look at pre-act scores and so that's our three main things and that's why we want to meet with all of our students our goal is to meet kisa goal is 90 90 of our parents um and then our seniors they work on some good interview skills uh hopefully we're going to be able to

138do some outside interviews this year and bring those business people in and do some mock interviews with our students a ct testing is finished uh finished with our juniors sophomores are now working on act prep classes so we do second semester sophomores look at act prep and then they continue that same course the first semester of their junior year take their test like right now and be ready for that accuplacers are being administered right now with our sophomores and some of our juniors accuplacers are done for their ability to take tech classes flint hills washburn tech and allen county it's the same test but they all have different scoring so if some students may take that test three times depending on what they want to do but that's taking on right now state assessments for

139the high school will be the last part of march first two weeks of april and with the math science and ela and then our history government science social studies that is a ongoing project type assessment and those teachers will have those completed and scored by the end of the school year and last but not least april 23rd is prom so you'll all be getting an invitation to prom so be sure when you get that invitation to rsvp and that means to tell them whether you're going or not so please respond to that so they can count on you or know that you're not attending that's all i have unless you have any questions thank you thank you uh middle school quiz bowl finished up their season last night at the league meet at central heights

140our jv team finished second and our varsity team finished first so they're the league champs they had a great season uh looked at the plaques this morning i think this is the first time we've won league in that since the 2004-2005 school year so they're pretty pumped about that uh track practice began yesterday we have 30 girls and 38 boys pretty solid numbers for that uh first track meets at council grove on april 7th and our home meets on april 22nd at 10 a.m a league this year is at central heights on may 10th at 10 30 am we're supposed to have our community service kindness project this friday uh i went ahead and moved that to may 2nd due to it's going to be pretty cold out and i don't think we'd get a

141lot done besides shivering so with that our seminars get together and they decide on a project to do and you know just try to get back to the community so we'll move that to may 2nd and hope for better weather uh in the third quarter's friday spring break is coming up class come back on march 21st uh spring parent teacher conferences for middle school are also on the 23rd from 3 30 to 7 30 for the middle school and at this the one in the spring for the middle school we just focus on the kids that have some of those poor grades behaviors or other issues not everyone needs to come to those just if the teacher reaches out to them and schedules an appointment with them uh 6 through 12 choir concert coming up

144we thought was maybe going to be a problem out there with the new equipment he doesn't think that's probably going to be a factor in the new equipment hopefully next week dean davidson is going to be meeting with mr fager to figure out kind of what needs to be done with the old equipment and then brad meek has agreed to remove the old wood chips in order for the new equipment to be placed in the area when that time comes so i have shown the design to a lot of our students and they are so excited about it so again thank you guys so so much mr tice has been working he's our pe teacher he's been working with the fifth graders on the kids heart challenge which is working to donate money to the
