001is [Music] okay thanks folks we're back from executive session at this point i'd like to entertain a motion police for approval performance paid for miss rico based on the evaluation of achievement discussed earlier so move second motion in a second before the discussion mrs allen yes mrs kais no mr australia aye mr zollery mr alleria sorry no and mr mcgivin yes ocean passes thank you okay we've got uh approval of minutes please i would like to propose that we approve all one two three four five minutes all together eight through eight each one okay motion how about a second high second discussion the only thing i would i would like is that we get the minutes on a more prompt basis it's really difficult to review these minutes and try to recall what happened back

002in march and uh i i just request that we get these on a much more timely basis any further discussion mrs allen yes mrs keith yes mr ostrich mr ellery yes and mr mcdevitt yes thank you folks uh we have some call to the public is there anyone on the line rick there's two folks that call the public please mr brezny you're tab on the district's website states our mission is to provide a community environment in which all individuals are challenged to achieve excellence in academics character and life skills we'll see under agenda item 10b later tonight a presentation on the arizona m2 state assessment results students in grades three through eight take a standardized test in both math and english language arts to my dismay only one grade in one subject area of math

003had over 50 of the students either score as proficient or highly proficient this is far from achieving excellence in academics hopefully the analysis of assessments results that is or will be conducted will find areas in which students in the school could achieve better results but the district may want to expand its list to other areas than the ones will be briefed on it is quite possible the new math curriculum that the board approved last month will help in future proficiency this district may also want to have to look at a changing curriculum for english language arts to see if that will help a common theme in schools in all areas of life seems to be resources or the lack thereof and the job opportunities on the district's website the district is looking for to fulfill

004a full-time certified teaching position for a full-time psychologist i don't see how a psychologist will assist in achieving excellence in academics the u.s bureau of labor statistics identifies the mean average salary for clinical school psychologists in pima county to be 62 350 personally i would would much prefer that money be allocated directly to achieving excellence in academics i hope the board administration will consider this soon and get the money where it is needed most in the classroom thank you thanks sir all right christie so i brought some latham with me um this monica is going to put up our presentation real quick we're just going to give you a quick overlay of what our civics trip was that we had in the very beginning of may for our 8th grader since we couldn't do dc

005we created a whole brand new trip this year um staying here in arizona so i have with me um aubry and luna who are both eighth graders and they went on the trip with us and then miss gloria who is also one of our current chaperones they can give a quick what their thoughts were on the trip real quick too so this morning go ahead and you can we'll kind of skip through it pretty quickly sorry the internet is here okay running slow sorry no you're right that's probably really big so normally for those who don't know our eighth graders normally raise a trip to go to dc for five days and because of covid and the riots the company we hire we hire to go with they actually canceled our trip in february and

006most of our students had were really close or had already raised the money for dc so we wanted to we wanted to still give them something they've already had a ton taken away because it's so big so we worked really hard at trying to come up with a new little trip for them that we just stayed here in arizona um and did stuff in state and actually it was hard because things were just starting to open back up again so it was we were really working with some amazing people and letting us kind of sneak in and be the only groups that have come in to do some of their stuff so while they're working on that we'll go ahead and get started so we can move on so our very first day we went

007to the arizona state capitol um thank you to miss kais for hooking us up with um senator gowan he gave us a special tour of the state capitol and we got to go underneath and see all the secretive areas that they had um our group was introduced um during an open session at the beginning of their open session and then we got a private tour of the state capitol museum which was closed to the public they were they brought in people just for that day to open it up for us um and then we went to the tribal council and gary beauty he was a special assistant for the congress and legislative affairs for the tribal council okay perfect thank you um so i maybe spoke to you soon i'm sorry um and he gave

008a presentation to the students about the way the tribal council so this is the arizona capital so they got to sit up in the chair and bathe the gavel and they thought that was all pretty neat go ahead mr you can go there so this is also on the same day we went and we did the um the tribal council and then they we went to the uss arizona um which a lot of people do not know that there is a small museum here locally in phoenix for the uss arizona the students did a black folding presentation and then we went back at night and saw the uss arizona each light represents somebody who passed away on the boat on that ship it's amazing beautiful and then we did the odyssey which is the aquarium

009just down the road and so that was pretty fun okay this morning and then the next day we went to slime rock which mr kratzer gave a quick um lesson on erosion and she was just talking about it and rock formations and things like that and then they got to play at siderock they did this lighting they did the jump the cliff jumping um and then we went to walnut canyon and they learned about um the indians and the cliff dwellings um and then we did a quick repair at the nab nau in the scavenger hunt um at nau and then they just happened we just found happened to find this on our tour was the first amendment and so mr latham ended up giving a quick lesson about the first amendment to our students

010okay and then the next day we did the grand canyon we took the train ride to the grand canyon spent several hours there and then we took the train right back um the kids got to see a western show and then as you can see we were robbed on our way home from the cowboys then this one was probably by far my absolute favorite day of our whole trip we went to arizona we started our morning in arizona the kids loved it then on our we got back to phoenix and the gentleman in the center picture he is a holocaust survivor so the students got to meet him he gave a presentation he talked about his life he was not in any of the concentration camps but he was passed from balcony to balcony when

011the houses were starting to get searched and so keith ray was raised by another family at the age of two and um his mother is the only survivor of the family from the concentration camps so she ended up finding him later when he was five and for reunite united so it was a very interesting story and he was a wonderful man then he signed autographs for everybody with his picture sweet sweet man and then the least favorite of our trip was our scavenger hunt in downtown phoenix it was really hot and it was really long if we could cut the scavenger hunt then cut it in half it would be great but they had to they use their phone they had to follow clues and we were running around in a two-mile radius in downtown

012which they did see some really neat stuff and it was really fun to watch them but by the end i think they were all just dead and they were done and they didn't want to move so then our very last date go ahead thank you the kids got to do the police museum and you can see they were able to dress up and play and those police cars and things like that that was really fun they learned about the miranda rights which started in phoenix and um it's just a small museum but they were wonderful they opened up specially for us on a saturday they were great and then i don't have pictures of it but then we went to the water park and ended our days and came home so it was a great

013trip i thank the board for allowing us to go on the trip and helping us make it work it was wonderful so aubrey real quick what was your favorite thing or um my favorite was the holocaust survivor i just like loved learning but they did a really good job they enjoyed it everybody everybody it was really awesome perfect thanks very much six oh sorry folks technical difficulties good evening everyone thank you for being here tonight and i don't have too much to report so we're short so we can get through the rest of our agenda but for starters we have summer school we currently have approximately 103 kindred through 8th grade students enrolled for academic support and enrichment june 8th through june 30th we will have a student expo on june 30th with the students

014showing showcasing their work and their projects that they will have done for the three weeks of summer school twelve students are attending our thrive um curriculum with our counselor mrs duck freedom and mrs scott based on self-esteem bullying how to handle friends and um it's a good curriculum for our middle school students that they are in spec a special shout out to our green valley and saurita food bank for providing breakfast and lunch for us last week we're truly grateful for their continued help and support as our food service staff was on vacation last week so we started summer school and food bank helped and obviously with the help of our staff and getting students served breakfast and lunch on the left you see one of our summer school classes has a summer camp theme

015like a campfire with the tent and they have the fishing pond with vocabulary words so pretty exciting and there's some of the students in class who are happy to be here also aseanas which is the arizona association of latino administrators and superintendents had their annual conference last thursday and friday so mrs cuevas myself and mr malaganis attended the conference it was a great opportunity to network and collaborate with like-minded educators since the pandemic people were very excited to be out and to actually see and collaborate in person i am currently the president of the association for 2021 2022 and with the presidency comes a paid membership for the year and a seat on the arizona school board association board so they will pay my membership dues so i'm a member of asa anyway so that's

016going to save our district money for the year because it will be paid through azialas our first board meeting um for asa will be tomorrow and then the i'll be attending that we had guest speakers at our conference we had ana maria chavez who's the executive director and chief executive officer of the national school board association dr christina kishimoto who's the current state superintendent of the hawaii state department of education also spoke they both shared their insights into the effects of kovit 19 and their continued work and being advocates for public education and equity focused work staffing enrollment at summer professional development so our staffing needs we need one middle school ela teacher maintenance and bus drivers and a school psychologist and if it states on the website that a school psychologist will be hired

017for a teacher or vice versa or a teacher fulfilling the role of a psychologist that is incorrect we currently are outsourcing our psychologists because there are not certified school psychologists we've been looking for two years so we have a psychologist who's working within our budget who only works three days out of the week but we truly are still looking to hire a school psychologist and obviously the outside contracted rate is higher than what we would pay a normal school psychologist to come on board so i will check the website to make sure that it's states accurate information thank you for bringing that to my attention our enrollment for next year we currently have 589 students enrolled we have 14 possible withdrawals and open enrollments that are still pending so i have some open enrollment students

018that are still waiting based on our original neighborhood students that will be enrolling based on the new homes and madera heinen's coming up and as a reminder july 7th through 9th we will be attending avid digital xp with eight classroom teachers plus mrs cuevas myself and mr marianas and july 21st through 24th we have um asphalt summer conference and mr madrenas will be attending and presenting at that conference as well unfinished business and updates governing board goals we need to set a date as to when we will be meeting to finalize our goals now that we have our psy up and our lineup and our strategic school goals for the next three years we need to need to get that done and again the district's strategic plan is in development phase to include the site

019strategic plan along with our the syeth and the layout are the documents that we need to submit with our plans to the state department and all federal dollars are released based on items that are on the school improvement action plan and obviously with our azo2 data we will be looking at that and developing some more specific goals yearly to be included in the district strategic plan that will be on our website by the time school starts so short short report thank you we will keep calm and carry on and i just like everyone to enjoy their summer vacation in and out um i had to just put a picture of my granddaughter there and the sign says best friend coming august 2021 so hopefully the baby will not be born right on the first day

020of school and just a reminder to stop and smell the flowers my granddaughter on the right is smelling the flowers so i'm hoping to get some quality time in in this little bit of downtime that we have for the next month so thank you thank you much appreciate it okay our consent agenda has been amended of a motion to approve the consent agenda as amended i'll move to approve the consent agenda second we have a motion in a second discussion mrs ellen yes mrs heist yes mr australia mr hollery yeah and mr mcgivern yes thank you consented to other passages down to uh report items hey did your finance report sir yes sir thank you within your your package you have the most recent district financial report that was as of last week i will

021entertain any questions that anybody has over anything in the district financial report a couple of questions greg in the instruction functions in the mno budget i just noticed that benefits is significantly over budget salaries are under budget usually those kind of work in tandem with each other why the difference it's just just a matter of moving a little bit of money here here and there just to cover budget you know so we've got the money within salary that's that's covering the over budget of the under budgeting so it's everything there is fine but wouldn't we we are still at 100 000 138 000 to be closer of unencumbered funds for this school year so we are still well within our budget second question on the enrollment stability grant page 15 uh 108 thousand dollars how

022was that distributed the enrollment stability grant that is the grant that we used to pay it was the very first round of the essar funding okay it's got a double it has a double posting from the county on that side and we're still working to correct it so it should actually only be fifty thousand dollars because there's like i said there's a double posting um that's the the money that we use to supplement um mr clinton mr lathan and mrs cueva's salary here over the summer when they were working on our coupe and that's what you guys had approved us to use us for when we got the sr1 plumbing those are my questions okay for the questions i stay in a motion to approve the district finance report any further discussion for questions rick

023mrs allen yes mrs kais yes mr australian thank you the united system financial records legal compliance so recently the board members mr rico myself received an email from the state auditor general's office regarding an fy20 finding on transportation funding which is a follow-up which is a second finding on an fy 19 which was when the original finding so this is that finding that we've discussed in the past where we have gone ahead and we've actually put somebody into that position who is actually overseeing the transportation department and has been on the phone with the auditor general's office for the last three weeks as they're doing their 18-month follow-up on this so i will answer any other questions that you may have about that finding it but it is the exact same finding that we've been

024discussing since january any questions in the board i mean i was the one that raised the issue um if it was in the fiscal year 19 and fiscal year 20 um if it's been corrected and it's not going to show up in 21 i'm fine with it greg okay no i just wanted to make sure that we were you know had it you know there was no ambiguity and there's nothing being hidden or anything there's you know just it's that issue that we've been discussing with transportation and we've had we have that resolved and hopefully during the 18-month follow-up the auditor general's office will also see this result for the question thank you so much if i can just have one more piece of that with the 18-month follow-up all we're waiting on now is

025we're waiting on the payroll clerk for to show up so i can get our last two payrolls so they can verify what we've said as far as what we're doing within our payroll and then they should be able to issue their 18-month follow-up so you should see an email from the auditor general's office on that as well thank you you're welcome okay 10 a climb a survey okay so um the climate surveys are attached for parent climate staff and student climate surveys is monica can you go to the center page please see the very last one so at a quick glance in reviewing the data and in meeting with our advent team and just looking at things that we um need to take into consideration for future but the climate survey summary so we had

026264 students out of 410 because we surveyed the 3rd to 8th graders so that's 64 of our students staff we only had 44 out of 100 responses which typically we get half and we don't know how to we continue to urge teachers and staff members to please fill out the climate surveys but i really think that towards the end of the year they were just very focused on trying to get you know attended to students that they couldn't fill out parents we only had 52 responses as well with approximately 300 families which is 17 so um 67 of the students were in person attending school since september 17th 21 of the responses were digital students who came on board in january and then 12 of the students were digital from home so when we looked

027at some of the highlights for the students sixty sixty percent of the students agree that school insurance encourages them to achieve their academic goals sixty-five percent of the students agree they're challenged and try hard to improve their work 79 degree learning is a high priority at school 39 agree there is bullying and name calling at school although 66 percent agree that they know how to handle bullies at school so that's you know we definitely don't want to have kids being being bullied but i the 66 percent we've worked hard on teaching our students how to stop the bullies and how to address it 39 agree their parents are involved at this school and we added that question based on our strategic plan and our discussions with our staff because our staff really does feel that

028parents need to be more involved with the students and be more responsive to their data and to their assessments and how they're doing at school so we had added that question because we wanted to see from the students perspective how involved they feel their parents are and when i meet with our student advisory most of them will say that their parents are not as engaged as they wish they were 50 agree that chromebooks are used appropriately 30 responded that they're receiving above average education and 57 responded that they are receiving an average education so that's from the voice of our students who actually had a higher response in the data in our because it's the students and then it's the is that still the students okay sorry monica go ahead and go back okay because

029we put their comments sorry um okay and then another interesting question is we asked them how much did cobit 19 affect them academically 25 extremely 37 agreed somewhat 23 said minimally and 16 said not at all the emotional effects of covet 24 that it affected said that it affected them emotionally emotionally extremely 29 somewhat 19 minimally and 28 said not at all some of the comments that the students made were that there were good teachers and a good education that there's great people here and that were being successful and that the food and school lunch needs to improve so we have to talk about that but we need to try to address to our students how we have to develop the menu based on the criteria of what fda says we have to serve so

030they just don't like it looking at our staff surveys 80 percent feel they're prepared to teach challenge and motivate students to learn feel that they can count on parental support 90 agree learning is a high priority at school 93 agree the principal looks out for their personal welfare of staff and students 77 percent agree that the director of student services looks out for personal welfare of staff and students sixty percent agree that the governing board supports staff in their efforts of meeting the school's vision and mission and eighty percent or more of the staff felt very supported and listened to sharing ideas with the principal director of student services and the administrative team parents felt that 80 percent feel that teachers and staff are prepared to teach challenge and motivate students to learn 71 percent

031agree that there's adequate communication from teachers 60 percent agree they are contacted when their children are having academic difficulties 53 agree they are contacted when their children are having behavior difficulties 80 to 90 percent agree teachers office staff and administration are respectful and welcoming and 67 agree the school's curriculum is preparing their child for future academic requirements 87 percent agree technology is updated and preparing students with necessary skills for college and future careers 89 agree the school is safe and orderly 48 degree school buses provide safe and reliable transportation to and from school and field trips 65 agree school meets social emotional needs of children 79 believe it's important for parents to volunteer when they can support school so when you look at that percentage again we look at the discrepancy between the students perception

032the teachers perception and parents so those are conversations that we will have with our parent advisory and our parent teacher club 50 responded they are receiving an above average education and 37 responded they're receiving an average education academics effective covid so it was interesting because the parents and the kids were pretty aligned with how they felt they were emotionally affected and academically affected they were off by a couple percent within each other some of the parent comments continental has terrific teachers who want their children to succeed you can see it in their faces and in their tone and very appreciative that we were able to safely get our kids back in school thank you i love how it's bilingual my child is learning a lot of spanish and loving it so those were some of

033the comments from our parents so again we really you know our challenge continues to be to get more people to take the surveys so that we can really have some courageous conversations with all of our stakeholders in terms of what needs to improve but we have good information that also is aligned with conversations we've been having on our admin team on what we need to do to improve teaching and learning and parental involvement any questions or comments at this time is there a specific uh plan to analyze this data and develop access from it so we truly do bring this to our parent advisory our student advisory and our teachers will also get a review of it during our pre-service days and then we do discuss and look at how do we improve in these

034efforts and is it already in our site up and in our layout and in our strategic plan in terms of improving and increasing participation thank you thank you moving on to the azm2 third eighth grade assessment okay so again looking at our ac zoo our ac data our acm ii state assessment results definitely we know that we have a lot to work on we know that these percentages are definitely by far not where we want and expect our students to be we will be working at further analyzing the data in terms of the students our special ed students our ell learners our students who are digital all year and for half of the year are included in the overall first assessment results at continental we continue to be above the state in certain areas but

035the state of arizona as we know the percentages also of mastery of students being proficient and highly proficient are definitely not we were where we would like to be as a state so we've analyzed sixth grade data in in sixth grade math which i'm sure some of you have seen where we only had of our students meeting the standards in sixth grade so as we looked at that data we looked at the number of minimally proficient students and how many of those were special ed students how many of those students were on site since january how many of them were digital the entire year and how they're doing so when we look at the data we really need to look at i would say ieps for all our high performing kids need to have plans

036and goals as our special ed students and our ell students so we upload the acm azm2 data to leakit which is our data warehouse they will be analyzing the data as well and providing us with an extensive report on what the trends are for each of the cohorts that we will be ready to share at the august board meeting so preliminarily this is where we are and in talking to my colleagues in terms of data you know it's very discouraging because there's districts that had even less percentages than 14 across the board in different grade levels so i mean we understand that you know it was the pandemic our students technically lost a semester of school because they were virtual fourth quarter last year and they were virtual first quarter this year so if you

037know we know that it's a it's a problem that we will definitely be addressing and we have our hands full in closing the achievement gap in reading and in math can you go to the last agencies with the summary the other one before so again just looking at continentals above the state average in the following areas so we have um third grades above above the state average in math fourth grade above the state average in math eighth grade or fifth grade is even with the state average and eighth grade math is nine percent above the state average but again like we know state averages are low across the board we are below the state average in third grade um ela by five percent fourth grade we're below by three percent fifth grade we're below by

038one percent sixth grade math we're below by 15 7th grade math we're below by 3 so again we don't want to celebrate but we know that our kids have shown growth and when we looked at growth from our assessment that we gave our nwea math assessment definitely showed more individual growth than what the students demonstrated on acm ii so part of our charge is to now look at the alignment between nwe map and what's being assessed on azm2 and like i mentioned before a continued analysis of the assessment results we'll be looking at our subgroups uploading the data into linkedit to getting the correlation again with nwa map and i really think that that bottom bullet is critical because teachers need to understand the crosswalk of the standards in terms of rigor and how standards

039are taught at each grade level and i'm just very thankful that our board approved early release days for next wednesday because for next year every wednesday teachers will have staff development and part of the plan is if you're a fifth grade teacher you need to see how that third grade standard is taught you need to see what the sixth grade standard looks like so you can make sure that you're teaching that standard appropriately and that you're just not constantly teaching to the low level of students and that you're increasing the bar for the students but doing those crosswalks with the standards takes time because we have standards in all content areas so our primary focus will definitely be math and yelling for starters but we do need to look at our social studies and science

040standards crosswalks as well okay thank you question i just i have a comment um one of the things that i've always followed is if you're not reading in third grade that's the beginning of problems and i'm looking at our english language arts in third grade and we had 70 percent of our students that were minimally proficient or partially proficient so 70 didn't meet the standard is ela what i'm thinking it is is that is that our kids that are having trouble in their english and language art having difficulty reading putting together sentences in third grade it really is focused because our students know how to read this is again their comprehension their vocabulary looking at author's purpose looking at um you know grammar grammar usage punctuation so it's all of that into not just your

041ability to read so it's again being able to learn author's purpose what is comparing you know three different passages and what is the intent of each passage in terms of what the author is trying so it's at a different it's a higher level it's not just being able to read but we do have our parent our volunteers who come in and work with our students on fluency reading and so if any of you want to volunteer we're going to definitely need to double our volunteer tutors because that gives the students the opportunity to read build their fluency and get those comprehension questions asked so that they can also move forward in that area because the more obviously the more words you can read per minute the more content you're going to be able to get

042through in a state assessment to allow you to understand more of what is being asked okay my other comment was when we were talking about the sixth grade math scores we had the sixth grade ela up there the actual sixth grade math score showed 86 of our students that were minimally proficient or partially proficient is that right am i reading that right yes yes it is any questions comments do we do we have any initial information as far as a difference between the virtual students and the in-class students if we have a chance to dig down into that yet well that's what we were looking at in terms of analyzing that sixth grade cohort so 15 students that did not meet proficiency were special ed students or students who were who were remote so if

043those 15 students would have demonstrated proficiency then our average would have been 37 percent meeting or exceeding which would have been 8 above the state average so there were 15 students in that 6th grade cohort who were digital or special education students who did not master okay well i'm principally interested in if we're really able to discern any difference between the progress of students who are trying to do it all virtually versus the ones that were in class and based on everything i'm reading the the kids that are trying to do it virtual are are significantly behind the ones that that are that are in class you know i i think we can look at these numbers and just state that they're nothing but alarming uh when we've got a sixth grade or a fourth

044grade math class that is the only one that is over 50 percent in proficiency that is the only class of continental that that has over 50 percent of its students meeting grade level standards uh according to azmerit data again i think this just takes some majorly self-reflection on the part of everybody that's involved in education in the state of arizona we need to look at the quality of our teachers we need to look at the quality of our curriculum as to why we're generating these kinds of results i know that there's a lot of concern about where arizona stands and the amount of money that we spend per student in in education um but boy oh boy whatever we're spending right now is is just not getting the job done and uh you know we're

045sending kids to to high school that are just not prepared uh to compete uh and and to do well in high school and it's only going to continue on if they're not doing well in third grade uh as mrs kai said uh you know sometimes that tends to follow them through their entire career and we really need to to sit down and figure out what we need to do different than what we're doing now and when you look at high school we were at walden girls high school and mr nathan i don't know if you remember how many of our continental students were honor students who were awarded um at their awards um assembly at walden grove our continental students do really really well as high school seniors and a lot of them are going

046on to prominent colleges and universities so it's just you know i our students do are doing well in college in college graduates and in high school so we just have to get them when i talk to the kids about you know when you go to high school you're going to wish you paid attention in middle school when you're in middle school you say i wish i would have paid more attention in elementary school right so we try to get the kids to understand that they have to do their best on these assessments and show what they know because it is reflective of the student the staff and the parent and the school overall we've made a lot of changes in math just in the last few weeks adopting a new curriculum and hiring a math

047specialist so you know these test scores are are done we can't do anything to improve these but i would like to use this as a metric to see where we're at this time next year and see how successful those changes were and we have moved some teachers around to put the right teachers on the right spots on our big bus so hopefully those changes also will make a difference could we do a longitudinal study and look at our sixth graders and go back to look at where they were in third grade and see if we're seeing a decline and where that decline happens yes and that's what we do we look at cohort data to see how they how they've done as a cohort um how they did as third graders the last ac m2

048scores we have is from 2019 so we will definitely be looking at how the students are doing as a cohort and what students are falling below or regressing i've said this for the last couple years i can't disagree with what anything you guys have said it's a shame when the as a state when 30 40 are proficient so it tells me there's something wrong with everything there's something wrong with the test there's something wrong with the standard there's something wrong all across the board if we're measuring to a 40 for example level and that's okay because we're average with the rest of the state it just doesn't make any sense to me so there's several broken pieces there i don't know where they are um is the test wrong are the standards wrong do the

049standards not match up to what the test is are we not teaching the right standards or i got a gut feeling it's all the above i don't know what to do about it but um that's what i it's just seems to look like that i don't think we can say we've got a magic pill and we're going to get all our kids up to 80 that's not gonna happen well azmerit is a fairly new uh standardized test within the last 10 years maybe five years even so i mean yeah obviously there was something wrong with the last one what are the chances something's wrong with this one well they changed daisy merritt to azm2 in 2019 that was and then they went to acm ii thank you we will certainly be talking about this more

050in the future anything else thank you much 301 plan for 21 22. you have a copy of the three one so if it's in the packet here's the link i have a hard copy so the 301 committee submitted their proposal for board approval for um on the performance goal uh under letter b1 it says that all certified teachers i mean this is uh this is basically 40 as i understand it of the total uh csf calculation it indicates that of the performance pay goal types provided by the state of arizona the 301 committee is to select with the following goals all certified teachers will use the assessment data stipulated in the 16-17 teacher evaluation plan adopted by the governing board in july of 2016. i could not find that and i think we need to

051to okay i mean that's great but i i couldn't find it online when i looked uh today um i think we need to look at that and it says individual teacher performance will be determined by the teacher's evaluation performance classification of highly proficient or pro proficient on the teacher evaluation rubric i just want to know where where in in those two things is the student achievement a factor so that comes into under b1 so when you look at b1 it's 50 for duties fulfilled and then it's part of their evaluation performance on how they score so teachers do not receive full percentage points if they do not reach highly proficient or proficient in the areas and what we did is we took the winner benchmark to the spring benchmark and we averaged all of the

052scores together to to get to the highly proficient or proficient range which they ended up in the proficient range therefore teachers received the percentage um required for that part of the 301 transfer performance are we using nwea map standards or azi merit we use nwa map growth assessment because we don't get ac very daisy merit data till after school ends so i don't know any district that uses azm2 to determine their teacher performance pay uh schools and districts use their benchmark assessments since we benchmark at the beginning middle and end of the school year for the questions discussion what were the changes to this from last year if you put them side by side um the cover page with the date that changes because this has been approved since 2016. so what are you talking

053about okay so in 301 plan what we did and greg you might be able to explain it better than i can because they did the 20 to the base salary most districts are putting 80 to the base with the other 20 being placed on school duties as assigned and teacher performance our 301 committee did not want to do that so we had even consulted with our attorney to say can you legally not put it in the base page because what 301 committee teachers did not want to happen were that teachers would say 80 is going to be in the base pace but we're going to opt out of part b because part b is critical to the success of our school in terms of our curriculum committee our admin advisory committee our the functionalities of

054our school for title one in terms of family nights that we have to give supervision for sports so all of that is tied into their their duties fulfilled so when we consulted the attorney greg basically the attorney told us it doesn't really matter how you split it up you still have to have a percentage it goes into performance pay and a percentage goes into facebook not to exceed 100 so he told us that we could do one percent 99 either way we could do 50 50 we could do 20 80. it just didn't really matter how it was split it just had to equal 100 and that all teachers regardless if they do any of their their group b duties they are all still eligible for the for the group a which is the increase

055of the base pay because that's what the legislation said and and so greg just as a reminder what was the what was the amount of this 301 money that every teacher received this year i know we split it up and so what was the total amount it's right around six thousand dollars i i i don't have the total off the top of my head and god caught me off guard with that one it was about seven something like that it was like six sixty five something somewhere in that right remember this year's 301 is going to be a little bit higher um the amount of money that the state has to give it's based off of 744 per weighted student count so we're going to have twice the money in 301 available this year than

056we have you know this previous year some of the money that is within that 744 dollars is just one-time monies so you know we can expect the following airport to come down significantly but this is a huge jump this is the highest amount of 301 money that's been available since the proposition passed so in essence our teachers next year could get somewhere between eleven and thirteen thousand dollars in addition to their base pay is possibly is there any reason that we can't use easy merit in student achievement criteria i understand the timing but we just approved the prop 301 payments a few minutes ago in the consent agenda and we have the azure merit data in front of us now since that's the statewide standard by which and against which we are measured why can't

057we use azmerit well it doesn't mean that we can't we could come and say this year's azmerit data will be factored into next year's teacher performance it will just be again apples to apples and were you know giving performance based on past this year and next year for their work so it would be it would take us to have a study session with our teachers and our 301 committee to help them understand what we'd like to do or how you know we can rectify this to include both data points i i can foresee a problem using the az merit results because you know when you have special ed students that brings all the averages down no matter what kind of improvement those students made over the years it's still going to bring the average down

058and so you're penalizing the teachers for having specialized students in their classes but if they're able to take those students and still show an improvement on the math scores then they should be compensated for that so i think definitely student achievement and growth over where they were would be more important than the standardized test i could just see teachers picking their wanting to have the best students in their class for that reason for the discussion okay can i just throw something yeah good i'm sorry i don't know if this is out of my if i have seven special needs students who take a zero on the assessment because they just don't take it at all i don't have the student population to actually compensate for taking that zero because you know five special needs kids

059with a zero that drops our scores drastically across the board so i mean so are we looking at trying to different or separate out special needs students it's just it seems to me like it's a slippery slope if we start going that route thank you okay [Music] yes motion passes thank you okay are we uh looking for approval to issue a purchase order to robertson recreational services how about some background numbers okay so before you have um two estimates from robertson recreational services what this is going to be for is the playground purposing at the preschool in both of these estimates they are going to cut away the first six to eight inches of the stone playground replace it and then recover the the more expensive of these options is taking that same foam surfacing

060and covering up the sand area that is currently attached to that plate that's the 21-7 that's the 21-7 yes how big is this sandy area like compared to the rest of the playground it is roughly 250 square feet bigger additional additional space and can you clear it this is the money from the from the federal government oh but that was for cobin correct yes it is but it can be used for any m or capital expenditure so speaking with uh miss lixton dr lixon she has had students who have um that are visually impaired and there's about a six to seven inch drop between where the foam is to where the sand is and those students can't see it so they either end up falling into the sand or falling straight over onto the surfaces

061either way that is something that needs to be done the the surfacing needs to be it needs to be resurfaced um but i leave it up to you as to which route that we're going to go with that i don't know a single preschool parent that would oppose getting rid of playground stand yeah the kids in their hair fantastic stuff it's nice and cool this time of year okay i mean and and we're also getting rid of a liability too we don't want preschoolers especially if we're aware of the problem and that's um theoretically if this is approved to be done before once it's approved we will add it into the sr3 grant we haven't even submitted it yet and we're waiting on this we'll submit it into the grant as part of the budget

062items and then we'll report much of that grain is that all of it we haven't we haven't even yes or three we haven't even submitted it yet and what's the total amount just over four hundred thousand dollars i will entertain a motion to approve the purchase order for either so it's a little hard to read 15 six or twenty one thousand seven oh one ninety i'll move that we go for the higher amount twenty one seven oh one for the new service i second [Music] 21 000 701 90. thank you okay reliant wheel drilling background please so we have a well that has all of our non-potable water that does it for landscaping that pump is now out it is no longer working we went out we received three bids um the lowest qualified bidder

063came in at 11 179 42 and that was with reliant well drilling and pump corporation so this is the pump that's supplying all the water to our grass and everything else discussion have a question how are they going to stand behind that is that is there any sort of they guarantee it it's it's got a um i mean i know pumps they have their own guarantees yeah it's got like a five-year warranty on the phone so is that something you can get from that state maintenance meeting no no it is not classroom okay or any occupied spaces for students recycles won't bring all right further discussion okay mrs allen yes mrs price yes mr awesome yes mr yes motion passes we're live well drilling eleven thousand one seventy nine forty two thank you approval to

064create a feel to jim click dodge for two 20 20 dodge caravan vans the amount of 62 000 so both of our bands recently on trips to tucson have spent quite a bit of time on the side of the road as they weren't they were overheating and not running correctly i believe the one the door almost fell off is that correct i haven't heard that story but i i can't say that in one of them that you see doesn't work or we have to repair them they're the old astro hands from do you have a year on those greg i think they're about when i was born um did you go here mr mcgivern you know i wasn't going to bring that up but so yes i'm no spring chicken and i was in one

065of those fans many many moons ago they're just they're they're really really lots of mechanical problems for constantly having to to replace the belts and all sorts of things they're just to the point now where we can't even keep one running at a time so they're both out right now both down and out and those are used for several different applications one is going to conferences and things of that nature but then also we have to go staff members go up to tucson every week to the county which is where we get all of our checks are for payment for our staff and all of that stuff so we have to have a reliable vehicle to be able to do that and right now we do not just to i have a real quick question

066um well i'm not putting them up into the auction until you say the prices of scrap steel is like sneezing yeah i was going to ask um how long the old ones were depreciated for on our books but now i guess yeah they're honestly in my life basically they're on a standard 10-year depreciation schedule well it sounds like they need and i want to say that those are both late 80s early 90s i was staying correct when i was six just tell jim click that you expect these celestia's long if i could also we're looking at in the near future getting new buses and we've talked about that and we have looked at trading value with the bus to trade them into the to do that as well as long as they don't charge you

067to trade them in is that bad the the only caveat on trading them is they have to be able to make it to phoenix without being towed discussion mrs allen yes mrs yes mr ostrows mr hillary yes and mr mcgivern yes enjoy the new vans we certainly need them let's go here 22 proposed budget so every year in june the district finance department proposes a budget for the upcoming school year this budget is based on what we have as a best guest as far as our adm on the 100th day which will take place somewhere in january i haven't looked at the calendar to see exactly what it is usually that second or third week in january um the budget that we're proposing we have based off of an adm of 685 which is 120

068adm apparently higher than what we have now we base that on students coming back from those outside digital forces as well as the new development coming in now as of a few hours ago the state still had not passed a budget so the sheets that you have before you are come from the um come from ade with some of what they are proposing to put into the budget so there are some small changes in it there are some of the category b weights are changed um the um there's just there's just a few small tweaks of what we think the state is going to be putting in so this is by no means a budget form for the upcoming year but because the state hasn't passed the budget does not mean that we are still

069due to upload this by the 15th um here is the budget okay so as you can see we have just over 4.2 million dollars of our budget that is strictly into going towards teachers and so that's going to be salaries benefits professional services part of that purchase services is the money that goes to the school district for high school tuition so that's why that's a 2.2 million dollar number this page here this is showing you what how we have our money allocated for our special ed programs now they are talking about having money for gifted and funding that but currently we don't have anybody identified as gifted and we don't know what that funding is going to look like so when ad put to help them put together these budget forms they didn't even add

070anything in there you can see the cost of our federal of our non-federal audit over there on the right is thirty thousand four hundred dollars within our mno budget there's 3 245 assigned to performance pay our food service budget what we're going to supplement our food service department they're sixteen thousand six hundred ninety five dollars right next page this is classroom site fund as you can see everything is put into teacher salaries and benefits i had a total of seven hundred and sixty six thousand seven hundred and twelve great can i stop you for a minute go ahead this didn't come across the way it was this doesn't look anywhere near what i looked at today i mean prior yeah this isn't coming across like it like i mean prior year was there yeah everything

071was in there it just with the tech i don't know what if we're having some technical difficulties or not but this isn't what was uploaded originally because all the prior year was there to show you the increases and it decreases and i've got some questions with regard to that okay because we want taxes paid for that has it what were your questions sir there's a 27 projected increase in general administrative fees and support services it seems like an awfully high increase for administration and the support services that's going to be the addition of a special advert but no because a special ed director is down in a separate budget excuse me could you please it would be easier it's not even her email see this is this is my drive yeah come here once again

072technical difficulties um did you have questions um specifically you can look up in our comments uh i had about three questions uh number one was the administrative general administrative uh increase in in support services i am floored with the classroom site fund projected increase in the classroom site fund yes money i mean that's based on sales tax is that what the state is telling us yes they're coming across with a weighted student account of 744 weighted student accounts and also on page six and other funds there's significant reductions in community school the tax credit the gifts of donations auxiliary operations and debt service significant reductions right because to be honest we hadn't been using those so why inflate what it is when it's not remotely accurate so on page six that is budgeting based off

073of prior year expenditures you sit there yeah that's it right there okay we now have it you have to get a telescope to read it so greg is that carry over money from from like in tax credit which goes primarily to extracurricular activities correct so so any tax credit money that's in there which would be the fund 526 okay the budget that's in there right now is based off of what we had actually spent the previous year so if if i'm going to throw and i'm just going to throw out numbers why would i put 200 000 in there as a budget when we're only going to spend 110. so the budget itself is based it's not based on how much money we have in the account it's based on what we're going to be

074spending so we are going to use carryover money that we did not spend thank you okay how's this there's this page which one which what are you looking at sir on on page one i i see uh uh on line 2300 247 000 prior year 315 000 this year 28 increase that's the only item in support services that shows anywhere close to that kind of an increase yes that's that is where we have our news fed director coded to well but the sped director's down in no she isn't she isn't because she doesn't get coded she doesn't get coded to 200 special education she gets coded to the 100 under general education well it looks to me like in column f 69604 is exactly the salary that we're paying for the special ed director okay

075i do have an explanation for you sir and i apologize for arguing with you okay we're not arguing i'm just trying to get an answer as to why why we have that kind of an increase in general uh because i budgeted her twice so i'm sorry i budgeted her twice oh okay so that is why that's why i was so adamant about her being voted to 100 okay so that so that general administration uh in uh support services is going to go down significantly yes thank you i apologize for arguing with you sir for the question and i'll be more than happy to go through any other pages that anybody has any questions on again this is just proposed budget we'll deal with this again next month is that right yes and hopefully the state

076will have a budget passed by that it's my understanding that the governor has sent them into a special session have to deal with budgets to go concurrently with the regular sessions and ms kaiser might correct on that yes they have to pass the budget by june 30th okay with that in mind i'll entertain a motion to approve the fiscal year proposed but 20 particularly 22's there well i thought this was just like a first round no no budgets are up for it so i have to submit this with your signatures to ade as a proposal as proposed by when june 15. wow well i mean i i can't sign it when we've got errors in it it's a proposed budget sir it's not you have to submit it yeah and so if i sign and

077i'm saying i'm okay with this proposed budget yes okay i can't change the date that has to be submitted by it button administration portion of 68 69 600 604. yes and i'll just take the money and move it into supply the 69 000 yes because supply money is where i can take money moving out in and out all year long then put it to some place that comes up later in the year where where it may be needed what's the advantage of putting it there rather than the unencumbered funds so the budget before you reflects exactly how much money the state gives us so i have to have a budget that reflects that amount so it doesn't matter where i put it if i leave it there and then move it later on that's also

078fine as well what's the repercussions if you turn it in lee i get nasty grime from add and it could be an audit finding for not having it submitted on time but the time it will take to get this this error corrected would be how long does it take to do that i could do it in within 10 minutes okay so that's an option to correct the air and to approve the proposed budget with that air that particular error correct correct any other errors that we saw that need to be corrected budget finally started looking at this this morning so that's all i saw initially okay i'll entertain a motion to approve the fy 22 proposed budget uh corrected the remind me 69 604 yes error but let the minutes of the meeting reflect this

079is not an error no it's not it's an allocation of funds that he put and he double entered for a director and so now the question is where do we move that money right and your suggestion is is i can move it to supply or i can at least leave it right where it's at it's just an allocation of funds and you can be moved on the next adopted budget it is which will be after the state passes the budget because right now this budget is all a bunch of guesswork based off of what asp or what asbo is saying what um what the ade is telling us so it's just so the reality is the numbers are going to change the numbers are going to change all over the place on the next budget

080anyway because they may change our base support level they could change how much we're going to get for transportation based on our move that we approve assuming that the double entry is noted in the minutes any further discussion so the motion on the floor is to approve the proposed fy 22 post budget uh noted in the minutes of the double the double entry double entry dispatch director okay further discussion that will be i would like to see it corrected on this budget because we're the way that the data is shown it's indicating that there's another fte which uh it comes up later yes okay well your motion was to prove it was to show in a minute so we need to vote on the original motion and have an amendment to yours or your motion

081okay so we'll vote on the existing motion yes mrs price yes mr osterling yes mr ellery no and mr mckinnon no it passes so that that pass is based in minutes then as you uh oh okay okay motion passes it will be noted in the minutes of the double entry thank you uh h race day resolution miss guys well i submitted to the board a resolution a proposed resolution on critical race theory and uh shall i read it please whereas educating students in continental elementary school district number 39 on history civil rights racism and the negative impacts racism has had throughout history is a necessary and should be done in a thoughtful historically accurate and appropriate manner whereas some concepts contained in critical race theory degrade important societal values and if introduced in classrooms would

082harm students learning in the public education system whereas the governing board of the continental elementary school district number 39 has the statutory responsibility to establish rules and minimum standards for the district including curriculum and instruction requirements now therefore be it resolved that the governing board of continental elementary school district number 39 strongly recommends that the administration and faculty review standards for curriculum and ensure that the following concepts are not included in the curriculum standards that one race is inherently superior or inferior to another race that an individual should be discriminated against or receive adverse treatment because of the individual's race or that an individual's moral character is determined by the individual's race via further resolve that the governing board of continental elementary school district number 39 strongly recommends that no training or training material that

083the local education agency provides to the faculty staff or students include the concepts described in the preceding paragraph be it further resolved that the administration of the continental elementary school district number 39 report back to the governing board of continental elementary school district number 39 regarding the administration's progress relating to this resolution prior to the start of the 21 22 school year thank you i'll entertain a motion to approve this resolution i shall move motion one second second oh wait a second discussion i i have a quick comment um i just want to make sure that there could not be some time in the future um i'm thinking like this holocaust denial thing has really held on for a lot longer than i expected it to could could it could this resolution ever be used

084to say well we can't teach the holocaust because it's teaching that they they thought that one race was superior to another i mean we still need to teach these in their historical context i just i don't want this to be abused so does it need any clarifying language or the first paragraph i think should cover that it is the clarifying language thoughtful historically accurate and appropriate manner further discussion um yes i really like paragraph four now therefore be resolved but the paragraph above it uh actually i'm sorry number two i would suggest that that be taken out i don't know if we need to because you can interpret this critical race theory a bunch of different ways depending on what you read which website you take um i think that the now therefore it be

085resolved summarizes everything that needs to be done um without i don't think we really need to call out like it or not i don't think that it's significant to give it a name i i agree that the paragraph two doesn't really add anything except the language of the critical race theory which is so controversial right now um but i think it's also abstract enough that you know we're not calling out anything specific that would harm the students learning i think i have a question about just some clarification on the last paragraph what's what would be um requested of the administration what's the idea behind that what specifically what are you looking for just uh they would certify certified they would certify that all the curriculum has been reviewed and you know in particular this is

086your civics curriculum and your social studies curriculum and that we are not using some of the youtube videos that we see youtube's not an acceptable source also i would just like to add that we teach the arizona college and career ready standards and there is not a standard on critical race theory to be taught to our students at any time and through any content so teachers are not expected to teach critical race theory we are following the arizona college and career ready standards that do not address critical race theory whatsoever you know i i that doesn't surprise me because from what i understand about critical race theory is it really shouldn't even apply to a k-8 school it's it only has a place in very higher level education critical race theory is being introduced in

087school districts across the country right now and it's not just in high school and in secondary education i'm thinking like law school the ball school district in phoenix has incorporated the 16-19 project into their curriculum that is a k-8 or k-8 school and and so i think that what this resolution is intended to accomplish is to make it very clear that from a board standpoint we don't want critical race theory introduced into the curriculum of the continental elementary school district i no i i support that that agenda for sure um because i i don't think it has a place here um i guess my concern is that this resolution can only be used as it's intended to right now i think that that is our job yeah but like i said before if we call

088out critical race theory it's actually limiting the resolution um where someone could type back to that so if we just say that in paragraph four that you know we're not going to talk about when race being inherently superior or inferior to another that cover that's what we're trying to say do we really need to call that out because then if when the next critical xyz theory comes out do we need to have another resolution but if this says well then we're already covered because we don't have a theory specifically oh like like i get what you're saying like this can um apply to more theories like that like you know come up with anything next year so anything that has to do with race by using those three bullet points that one race is inherent

089inherently superior that an individual should be discriminated against or received adverse treatment or that an individual's moral character but the bottom line this is critical race theory it's what they're calling it it's what it's been called for 20 years it's not new they have been teaching it in law schools they've been teaching it in business schools this is getting ahead of something we're not going to be the school district that has people lined up outside the door because we haven't had the foresight to identify issues that are affecting our school our children our administration and their ability to manage i agree yes mrs keith yes mr australia yes mr hollery yes and mr mcgivern absolutely thank you and this one this is a resolution so each member of the board will sign it if you

090voted yes thank you much motion passes we have uh item i voucher 8039 can you please enlighten us on that question yeah just just a a question on this there's a twenty thousand dollar payment uh for a total liability i thought this had been made last fall but but can you can you advise uh where we stand on this greg as far as a credit from the trust uh we paid twenty thousand dollars the the governor signed an executive order absolving schools from liability all the way back to the inception of the school year or back to july first of last year where is the trust in refunding this money or giving us a credit they have not the last information that i gave you on that is the most current information that i have

091they are still waiting for the end of the year with all their premiums and everything else before they can issue a credit they currently do not know how much that credit is um in our renewal i did have them pull out the cobia the copping coverage for lack of a better term so that would reduce our insurance by 20 000 in the upcoming year well it blows me away that the trust cannot provide us specific details on claim payments or reserves that have been established for any claim payments for covet related claims i don't understand it and i think we are due a major credit uh for this twenty thousand dollar payment that we made when essentially there's not any liability right are um other schools pushing back as well yes yes yes they are

092getting a lot of information about they're getting pounded that's how she heard it about where's their credit when can we see something so i think it's appropriate we're not the only one but this payment was definitely for the yes fiscal year yes okay they had never invoiced us for it so we never sent them any money for it okay good entertainment please to approve uh voucher 8039 second question in a second any further discussion group this is alan yes mrs price yeah mr allison yes mr ellery yes yes thank you motion passes uh some important school events what's going on here okay so summer school is going on like i mentioned before on the 30th will be the last day of summer school student showcase from 10 to 10 45 so if anybody wants to

093come look at the student projects it'd be nice to have some guests we will have eg's for the students it's a little final celebration also our next governing board meeting july 12th and we have our governing board sponsored staff breakfast hopefully we will be ready to go in person since we couldn't do it last year on july 27th so please mark your calendars board members okay governing board information miss guys you're up well i'm quite excited that once again continental elementary school district is going to be leading the way in pima county and hopefully we will set the way for other schools to recognize the importance of setting policy getting our kids in school getting back to school and getting some real academic education taking place and i wish everybody who gets to take some

094time off a great summer i attended the summer leadership conference on friday i missed some of it because i had to pick my daughter up from summer school but um i i think it was very very appropriate um especially considering the year we have considering so many previously unpoliticized issues have become politicized that was their their main focus on how to be productive how to have productive conversations and not just you know drill your own line of thinking and i think arizona schools are going to be better for it like i said my daughter is taking summer school classes and she absolutely loves it she got into school today she said her day was just amazing it's so easy for summer school to become an afterthought and just kind of a habit i guess but

095our teachers didn't take it that way they put a lot of effort and work into being creative and engaging the kids in a different way than they're used to and um i it's definitely not a punishment like i always thought summer school was growing up and these kids are just absolutely loving it thank you so much i'm looking forward to a regular school year and i pray that we can put covert behind us i had a grand time at the kindergarten and the eighth grade promotion ceremonies it's wonderful to see our young people and especially the awards that our wonderfully performing students are are receiving and for the eighth graders god bless you i wish you a wonderful high school career and uh it was fun being there thank you thank you thank you for

096being here with us just thank you and the staff for all that you guys do thank you i'd like to thank you folks for being here it means a lot to me personally i'm glad you're here we value your input um please come again we appreciate your heart i've been um on this board for almost what nine years now and unfortunately for seven or eight of those years there were vast majority of the board meetings there wasn't a soul in the room and as you heard probably an hour ago 17 participation um we really need to improve that all of us the parents community everybody so thank you for being here and please come back and
