Mhm. >> Item number C, meetings of notes. Item D, approval of the agenda with the following amendments. E1, additional personnel actions for consideration item E3. I second the move. I move we approve the agenda with the amendment. I want to make a motion. Yeah, I'm sorry. Move we approve the agenda as amended with the following addition to that. Move item E4C and E4D to unfinished business. It's moved and seconded. Any discussion? All in favor, raise your hand. We have Nathan and Jacob online. Yes. I. Okay, thank you. I thought we were going to remove it on the consent agenda. I told him not to do it. >> Yeah. Yeah. Okay, now we want to add an E to consent agenda. We did remove item E4C and item E4D to move those to unfinished business. Mr.

President, I move to approve all consent agenda agenda items as amended. Move and second, any discussion? If there's not, all in favor, raise your hand. Online? I. Yes. Okay. Item G, new business. That actually needs to be >> Be unfinished business, right? >> have to unfinished business. >> Yeah, yeah, for for Yeah. Is that backwards? All right. That's I must have the different >> It's there. Yeah. It's kind of trying to get to the bottom of this story. Okay. >> Jeez. Oh, I'm sorry. It's there. I totally I just skipped over it. Beck is right. Unfinished business, yeah. All right, unfinished business, item F1, board refinancing, Jessica. Yep. Um I'm just asking for approval of the resolution regarding the sale, issuance, and delivery of our bonds that we refinanced. So, in the newsletter, I laid

out that we were able to lock rates in on the 22nd at a blended rate of 3.16%. Some that we initially thought we were going to refinance, we did not just because of the volatility of the rates. They ended up being higher than what they were currently at, so we didn't do those. So, it leaves about a little over 13 million that is callable in the future. So, I'll continue to watch market trends and and if at that if there's ever a time that it makes sense to refinance those, I might be back. But right now, we're just going to refinance those and annual the total savings a little bit lower than what we initially anticipated just because of the rates, but we'll still save over a million dollars through the the bond refinancing and

the bulk of that being in fiscal year 34, but we will see some next year of 107,000 and then annually about 56,000. And I just want to know that all of this is maintaining our mill levy at the current level it is today this year at 5.907. And so, from just a little bit of historical trends, fiscal year 23, we were at we were over 7 and 1/2 and we dropped down to in fiscal year 24 to 6.4, fiscal year 25 it jumped a little bit to 6.5 and then this year on the budget, I dropped it to the 5.9 because we had enough reserves in our bonded interest fund. And so, with this refinancing, I made sure that all that we'll be able to maintain that we won't have to increase the mill levy

as we do this refinance. So, just needing action on the resolution. Any questions before you I don't have any. Mr. President, I move to adopt a resolution authorizing and providing for the sale, issuance, and delivery of general obligation refunding bonds series 2026 of the Unified School District No. 457 in Finney County, Kansas, Garden City, for the purpose of providing funds to refund a portion of the issuer's outstanding general obligation bonds, providing for the levy and collection of an annual tax for the purpose of paying the principal of and the interest on said bonds as they become due, making certain covenants and agreements to provide for the payment security thereof, and authorizing certain other documents and actions connected connected therewith. Okay, so there's >> I'll second. All right, it's been moved and seconded. Is there any

further discussion? All in favor, raise your hand. The online? I. Yes. Okay, motion carries. Okay, now we'll move to Carpenters, Jenny Barker, and I'm a carpenter, right? I just want to call this F2, but actually before we approve or consider approval of Jenny Barker and I'm a carpenter, as I discussed at our last board meeting, we were in the process we had to get an assessment done for an asbestos abatement removal and demo and in that process we just got the final quote back this morning. Actually, if you remember, I told you my hope was someone would have a sharp pencil and we'd be able to get maybe these under the $20,000 per school. That did not happen. Apparently they they all have the same pencil and they borrow it and and it all kind

of equals out the same. So, we did get we did send it out to five companies that were recommended to us by GMCN that do this type of business. We got three quotes back. It is, we believe, a can be a service, and the services are allowed to not do the formal bid process. So, we're allowed to move this quote forward and recommend a quote tonight for your acceptance. The only caveat to that is within the contract that we'll work up with them, it'll need those items will need to be addressed, and legal counsel will draw up that contract and bring back to you guys for approval at your next board meeting. So, to that end, and and I assume you have the sheet that has the three quotes that we got. Totals for those

three quotes. ISI Industrial Services quoted 80,530 for the abatement. It ended up being about 19,000 square foot of mold campus. Is there any question? No. Okay. The total for ISI Industrial Services was 80,530. ACM Removal was a total of 81,780. And RCI Incorporated was a total of 77,780. Staff recommendation is to go ahead and do the full remediation and abatement and removal. And recommend that we use the the lowest responsible quote of RCI Incorporated. 77,780. That's just for the removal, that abatement. That's the total >> That's not with the install and all that stuff. Yeah, that's a little That's a little over 20. We talked though at the last meeting you had said that the cost of the the carpet itself was going to go down a little bit because they're doing the removal now

versus Is that right? Possibly. Yeah. I do believe I'll have to On the lowest bid, I do believe that the removal was not in cuz we had those discussions with those companies and I've got the quotes on what their ask for removal was. They're still the lowest bid, though. It's still the recommended practice, especially when we're dealing with with learning environments. I think we do need to go ahead and do the responsible thing and and do the full abatement. What's their timeline? Do you know? Uh we would try to get them in as soon as school gets out. Um and that would probably delay our flooring projects to about mid-June as long as everything goes well. >> Well, you're still getting it done in the summer. >> Yes. Yes, sir. How are we paying this?

It'll just come out of the unallocated funds in the capital outlay. One benefit that we've had is a lot of revenues and other projects have come in. Budget, so it helps that this one came in a little over, so Well, I raised the question just because I know I'm going to get asked about it, but other projects that I've been a part of we where we had asbestos flooring, we were able just to go over the top of that and not disturb it. Um but I don't know if that's the right move in my opinion. This is me talking that you know, if it's is the best thing for our kids to just bite the bullet and remove it, it's probably in my opinion the right answer, but I know I'm going to be asked

about it, why don't you just go over it, you know, so >> Yeah. save a ton of money. Some of it's tile and some of it's glue. There are some uneven surfaces. It'll It'll optically and and you know, to the eye it'll look better, but from a safety standpoint, it's what needs to be done. Well, and then I'm worried that I have some experience in floor covering and I'm worried they go in there tear the old carpet up and then they the tile comes with it and now we're we're you're up here in front of us again saying we have to stop the project now to do the abatement. So Yeah. I think it's it has to be done in my opinion. I am asking for approval of the quote tonight before we go to

the next item. And then again, that contract will come before you all at the next board. Quick question, too. What do you think? I'll second. It's been moved and seconded. Is there any further discussion? All in favor, raise your hand. Online? Aye. Yes. Thank you. Motion carries. All right, next item. Next one is flooring at Jenny Barker as presented at the last board meeting, recommendation to accept the lowest responsible bid of 64,982.24 from Star Commercial Flooring. I don't like whatever it is. 982 Yeah. Sorry, I just hit the button and it flew off of my screen, so There's been a motion. Is there a second? I'll second. It's been moved and seconded. Is Is any further discussion? Favor, raise your hand. I was Oh, sorry. Online? I. Yes. All right. Motion carries. Thank you, sir.

Is that it for you? One more. Okay, go ahead. Uh on and as presented the last board meeting, the lowest responsible bid for the project of vinyl, uh 65,113 and 23 cents. Say that number again. $65,113 and 23 cents. Is there a motion? Mr. President, I move to approve that. Flooring at uh vinyl from Stark Commercial Flooring, 65,113.23. Second. I'll second. So, moved and second. Is there any further discussion? All in favor, raise your hand. Online? I. Yes. Okay. Motion carries. Thank you. I got it. Thank you, Randy. Hey, Adam G, new business, student funds bank RFP's. It's a first read. Uh CFO Jessica Knott. Mr. President, real quick I might add to on that contract that he that he talked about. I'll have Jessica or Jennifer Cunningham will draft the contract and then I

will send it out to you all in this letter for you to look it over and then we'll just put it on the consent agenda unless anybody has any objections to it. Okay. All right. Okay. So, again, just uh we sent out quick bid request for our student funds bank account after some concerns that we were have currently having. So, I sent it out to 12 banks. We received eight uh quotes back from um those those 12 banks and after receiving those back, I had personal conversations with four of them. Um my office staff and I looked at everything from current relationships, um the conversations that we had with the representatives, uh fees were a big one, interest on idle funds was a big one, um and then the services that are offered. This account

has a tremendous amount of purchasing card transactions and so that weighed a lot on our decision as well. Um then after we visited with my department, we took I took it to leadership and kind of laid out what what we looked at and what we came to as a conclusion. Um it would be my recommendation and I would ask for action tonight just because there are seven other people that are going to like this is public now and there's seven other people I would like to contact tomorrow if possible, but it is our recommendation that we move forward and move our student funds from Equity Bank to Dream First Bank. Any questions? Is that something? How often does this happen that we move these funds or is it This is the first time since I've

been here and not just in this role but in the district as a whole. So I've been here 11 years. Um and so like I said, we only started looking after we lost our direct representative at the bank and we started to have some deposit issues and different concerns and so that's the only reason we took it out. Did we sign a contract for this? Or is it just I don't know. I don't think there's a contract. Um it'll just be changing in our software system and then every July your re-organizational meeting, we you guys approve our depositories and so currently it's Commerce and Equity. It will become Commerce and Grain First if this is approved. So, you I guess you do approve it annually, but we this is the first bid process since I've

been here. I mean currently like I said Commerce has our district funds. We do like to keep those separate from our student funds just you know, because we don't want them intermingled. Any other questions? Mr. Sprague, I move to approve Grain First as the student funds bank account beginning in FY 27. I got it. It's been moved and seconded. Is there any further discussion? There is none. All in favor raise your hand. Opposed or sorry, online. I. Yes. The motion carries. Item G2, point authorized representative for school food service programs. Jessica here. Okay. This one This one is just because Tracy This is again something that you guys do every July 1st, but because Tracy's retirement is effective the end of May, we need a motion for Jill Regal to become our authorized rep as

of June 1st to get us through the rest of this fiscal year. So, it's just state statute we have to have an authorized rep, and Tracy's retiring. I would make a motion to approve approve and or yeah, appoint the new authorized representative. Shall we go? Any I'm sorry. I'm sorry. Seconded. There's been a second. Any discussion? All in favor raise your hand. Online. I. Yes. All right, motion carries. Hey Adam H, next board meeting, the next regular meeting of the Board of Education will take place on Monday, May 11th at 6:00 p.m. here in the board meeting room at the Educational Support Center. Mr. President, move we adjourn the meeting. Moved and seconded. All in favor, raise your hand. All nine? I. Yes. Mr. Chairman. Want to go? To the dinner? Yep. What about the

extreme?
