um all right well then i guess i'll start the meeting for tab then um welcome everybody my visitors first our business is election board officers motion to nominate for board president i was going to wait for champions this year yes any other nomination okay so we have to vote on tab for present just 5.0 okay so the next of business is a vice president let's scoot here i'll second it other nominations okay so vote on that all in favor be vice president again okay so then that takes us to approval of the agenda i go adrian filled out a form the other day [Music] school board meeting since my daughters hi my name is ever had so much to say you know where to start i try to write stuff down so that i don't
wind up doing another two and a half hour monologue because max has been subjected to repeatedly we have a mental health problem in our community the most part it has been swept underneath mental health and suicide are uncomfortable topic people shy away from it want to avoid it until it happens to someone they care about it then those people become very alone because nobody else wants to talk about it this is preventable but it requires awkward talks since this has happened i talked to everyone who would listen and listen to everyone who would talk it is a very complicated subject instead of focusing on what we don't know and can't do let's do what we can about uh i'm at a point where i feel it is time to approach the subject with you and
other members of our community or rather include you in a conversation that's been going on between me and a lot of your school faculty over the last 16 months and various facets of our community in trying to find some ways to resolve some of the issues in our community the school has been very receptive uh max and the administrative staff and the teachers to listening to us and putting up with us and working with us and i i cannot thank them enough for all of their efforts this last year it's been a trying year in in a lot of ways including this i have asked for some very specific things of the school and these are things that they are working on problem solving conflict resolution through communication degree with movement this is my top
priority and the thing that i've been really hammering on and making requests about lack of communication leaves too much room for the imagination organization will say that their top problem is communication this is no different i'm sure there are a lot of barriers in the way trust between the parents and the school both ways access to information assumptions lack of listening bad information the list goes on [Music] in talking with a lot of people it's not that there is any one entity that is at fault or that any of the rest of that is that we do not effectively come together to resolve there are so many different ways that people come to these products the second request i had at the school was the ability to give feedback all the way around for the
parents and students to be able to reach the teachers and coaches administrators and vice versa communication to go back to give complaints and con and compliments in a productive format criticism may not be agreeable but it is necessary it fulfills the same function as pain in the human body it calls attention to an unhealthy state of things there are some curriculums and other issues that need looked at but these can be resolved through communication through simply getting things out and talking about it my third priority uh both in regards to the school and throughout our community self-help and professional health resources awareness of resources is far more of a hurdle than access to them this is true at the school and throughout professional mental health i'm a firm believer in self-help there's a lot of
great information out there there are great books there are great resources there are great news all throughout our our community and our country and people just don't know about them or how to go about getting to them last community mental health organization coordination this one is going to be complex it involves the school hospital mental health providers in our area parents the community uh it's it's just it gets very very involved getting that many people to try and talk to one another and uh it's been an overwhelming task just trying to get that conversation started in reference to that the hospital is putting on a mental health first aid class again this month on wednesday the 21st at the uh activity center they're still looking for enrollees it's one of many coordinated efforts the school
has put on and other resources in our community and i greatly appreciate all those efforts the main reason that i wanted to come here and discuss this with you is one to formally and publicly thank all the people at the school for all of their hard work and efforts that they put in this year and to make sure that we don't put this off to the side i realize that it's more personal to me than at this most but i'm not the only person that this has happened to our community it has been happening for years and it is still happening there were young adults in our community in suicidal crisis in recent weeks this is an ongoing problem and there's a lot that we can do about if we can just get some things
and i don't want things to go back to normal i don't want this to become a low priority potential i realize that i haven't and that i'm probably not going to to a certain extent but we can do something about this and we're going to have to keep it on the table as we move forward and that is my key to you to help support your administrative staff and their efforts um they have been very wonderfully receptive to us and they're as they continue to do that i would like you to continue to support them in any way you can really that's all i have to say i do have some packets that i've put together that are mostly correspondence that i've had with the administrative staff the resources and those types of things i
understand it's appropriate to give those to the superintendent okay and then they would be dispersed to you i have those here beyond that i really don't have anything other than to thank you for your time and efforts and uh i appreciate the opportunity to address you guys and i think that we can continue to work on this as a school as community as parents i don't know if you guys said anything or not or if they said anything but i i've had some really long talks we've got very powerful very effective and their leaders i mean they're that's gonna i feel like that's gonna expand the community i really appreciate their efforts and i hope that we can continue that with with other horizons has some great classes because they get on that production it's
just gonna think it's gonna take a community effort and it's gonna take us actually talking about i think it's it conversations to have and thank you keep us honest keep us up on this and continue to push i i support you and everybody here supports your efforts and your initiatives well i don't know if at point of etiquette am i supposed to just continue i know and i can read it so that's a little easier either way i don't have no idea what you guys are talking about would you like me to stay with you you're welcome to a lot of times people don't i know okay so this is from becky berkava leslie can you please share this with the school board at the next meeting thank you so much so her patron comments
to us good afternoon i'm writing to voice my thoughts on the next school year i would like to encourage each of you to please not require a mask of the students or teachers and please remove the plexiglas please give our kids a normal year please let our halls classrooms playgrounds gyms fields and lunchrooms be filled with smiling laughing faces if someone likes the mask and wants to continue wearing them that should be their choice but if you mandate the wearing of them then you have taken away the personal choice for those families who don't want to wear them please don't require the copic vaccination for our students or teachers since the fda has not yet approved any of the coded vaccines whether to receive it or not should be a personal decision left up to
each individual family most people who are either at risk or afraid have already been vaccinated that alone removes the necessity for everyone to get the shots those who wanted it are now protected and please don't forget that some people are actually more afraid of the vaccine than the virus their fears shouldn't be discounted i am not against vaccines and my family is fully vaccinated but since the fda has not yet approved any of the coca vaccines i would like to wait until they do get their approval especially in regards to my children getting the shot finally i want to thank each of you for keeping our schools open and in person last year i can't remember i can't imagine the stress that you all went through to make that happen please know that it was
greatly appreciated i pray every day for our schools especially our students we are so blessed to live in cayman where the education and well-being of our students is a priority and where freedom and common sense are still allowed thank you for taking my thoughts into consideration thank you birkenbaugh theresa there's a bishop i'm theresa bishop and carlos and we just have a concern um just wondering if you're familiar with the critical race theory and what steps would be taken so something i i know that it's showing up at different places and one thing that i'm not aware of is how does it get decided that it would be going into a district i mean i think if people knew what steps would be involved with that it might make them feel better i mean to
know whether or not they have a voice so you know what would you guess so what i would say is we haven't had anything specific with critical race theories that we have not had a specific conversation about that that i'm aware of since i've been here a whopping 12 days so but we have had no specific conversation about that i will tell you that we will be doing some curriculum work over the course of this year and we're going to work to make sure that our curriculum is completely transparent and visible to the public so you should be able to have you know it'll take us some time but we'll get it posted on the website so that everything we're going to teach at every grade level everywhere in every school in the district you'll
be able to see that and be able to view that and have that visible to you so that there really are no secrets so again i don't i would i i don't want to speak for it for the teachers and and for the community but critical race theory in and of itself is not terribly appropriate for most students in our schools it because it's more complicated than than what we would include in a curriculum anyway and so um but like as i said you'll have some some ability to view our curriculum we're working on that so there won't be any surprises to the community if it's going to be taught you'll be able to see it there um and certainly have um you know the ability to question and ask questions if there are things
that you are concerned about or find that that um that you're not really sure quite what they mean we'll you'll be able to question that they'll be they'll be visible it'll take us some time but we're working on that [Music] agenda yeah resolution number 11 i didn't really understand and resolution number 12. excuse anyways okay so if you like under approval of resolutions if there was something mentioned about a policy it was i can see them so i think it's just saying that i think this correction resolution policy statement correct that if it something appears in minutes it doesn't supersede the correct the actual policy adoption that it wouldn't vote last year then this cleans all that up this is kind of one of those standards this whole resolution is this mandatory statutorily that we
have every year of the greatest reason in the world [Music] yeah and then uh okay so then under number 12 um be a result of the board of education of kingman norwich kansas does hereby take action to adopt the board policy handbook so is the board policy handbook what is the governing interpretation of the board policy handbook is it binding or are they guidelines so generally speaking because i mean handbooks are guidelines because we adopt them we should be abiding by them i don't know that we would consider them legally binding because they are handbooks but we should abide by them as we've adopted them and then like so if you were to make an exception would we do like it two-thirds both beforehand or would you take action and then later on in the
year ascendance and make the policy look like what it is you did i mean that's what typically i would be more familiar with if we're going to make an exception to the policies you would get more of a well two-thirds majority or however that works for four people so our majority anyway to agree that we're going to do an exception to the guidelines instead of acting and then figure it out later we didn't follow him well now we can like change it so that was it i just wondered if that makes sense um you know if we're gonna continue to develop them do we abide by them are they just kind of guidelines you know so right well i mean that that's a it's that governs the board and so that's the group of you
would determine i would certainly recommend that we abide by them as a recommendation thank you christie for the second next item is get some gifts and grants and there's none on the page here so is that still true that brings us to everybody's favorite policy updates the notes talk about learning spaces and tabs maybe else have any comments or questions okay so we have a motion to approve them by christie next item is administrative reports and there's none of those that brings us to superintendent report all right and that says my first superintendent report i want to start with a general thank you um just to the community in general it's been great my wife and i um have been um have felt really welcome here everywhere we've gone i mean it's just been fantastic
i was sharing with max i had to put tags on my vehicle i've never had a more pleasant experience in the courthouse in my life and so um it was wonderful and so it's just it's been great and so i just do appreciate the the the communities for for being so welcoming and and accommodating and of course the uh folks in this office have been fantastic um you know trying to get me up to speed they're still working on it i mean i'm a lot of work but they're they're patient and i do appreciate that um right now um we have an update on some facilities and maintenance projects that are going on the ones that we've been most closely monitoring here recently are the basketball courts have been redone so they're sanded and i
think they're sealed and are taped for painting um that's been a pretty long and um it's a pretty involved process up there and so they should be painting and um and getting those things done we have some paint projects going on uh in in various buildings um some potential carpeting projects that that we're looking at right now and of course some locker removal at the high school and i'm looking to include that's not a picture of the seating but some more flexible seating there at the high school so that's pretty exciting to um see that space opening up a little bit um i was fortunate to see the before and afters and again i saw the lockers when they were there as they're gone and then max was very generously took me on a tour
of the underbelly of the high school as well which that was that was also quite exciting um just want to make sure that you all know that you can spread the word to our patrons anybody who's watching at home right now the opportunity for families in kansas that um there's this uh the the ksd has provided this app where families can go on and get tickets like 80 different attractions throughout the state for free so that includes a ticket for the parent and ticket for your children um and you get to do all sorts of things zoos and wildlife parks and all sorts of things free of charge for kansas families and so um they can download an app it's ios or um or android friendly there is a website as well that lists all
those things and so i think it's important for families to know there is this opportunity great to be able to get your kids out and do something at no cost to your family so i want to make sure that that folks are aware of that um on a much more business-oriented note we do have the budget software from the state and so uh max and i are right now sort of working on and working through the budget and all those things um we're gonna take that to topeka for review uh fairly soon i would guess here towards the end of the month um that's pretty standard practice especially for a new guy needing some help i put there we would need a special board meeting it looks like we won't based on the new guidance
from the state i think we can meet our statutory guidelines and our regular board meeting schedule and max and i talked about that i think we agree we can get that without scheduling a special board meeting which um save yourself a little bit of time some evening as part of i used some of our past minutes so the special education assessment we did get that um it is right about what we expected it to be and so no surprises there i'll go to my first um meeting of the of the cooperative here i think tomorrow isn't that pretty man this week is flying by for me so tomorrow i'll be at the my first meeting there so if i'm really rising myself more with that process but we do have that um and we're feeling
pretty good about that and then i set a goal as you saw in my um in my transition plan to meet personally with every staff member in usd 331 and so i started today with some 15-minute meetings and so it's been nice having people in you don't get a lot of time to talk but you do get enough time to to share what's important about um you know get to know what really matters to folks and share a little bit about myself instagram and get familiar with faces so it's been really great i'm looking forward to those i have a pretty full schedule for the next three and a half weeks so um i look forward to meeting uh as many district folks who are willing to give a piece of their summer to come
see me so that's been great so far and that concludes my work okay any questions fact and so um this is a resolution uh that um it's uh it so it is it is new to the agenda and it is uh regarding the revenue neutral rate and so this is a new statute and and if we're if we're going to exceed the revenue rate we need to to notify um to make notification of the board and so max can explain it much more eloquently but the way that the statute the way that it lays out we will almost always exceed the revenue to rate because we are required to level levy 20 mills and i think revenue neutral is somewhere around 19 something so we are going to exceed that and so we're required to
notify and that's what this resolution is um and uh max can probably if i miss anything max would certainly feel free to a goal that we've had over the years the past boards has been to try to keep our military flat for one year to the next well and we've been very successful with that but that military being flat if valuations property valuations increase then that mill is going to raise a little bit more money and that's going to come out of everybody's pocket so they're going to their taxes even with a flat male ready rate are going to go up a smidge uh or more and and that's what kevin just referred to statutory mandatory general fund mill levy of 20 mills statewide in kingman u.s norwich usd 331 that money to raise what
it raised last year we would only need to levy 19.7 mills and we can't levy 19.7 because the law says we're going to levy 20. so we're in instantly we're in violation now it's not violation we we have to report to the public that we're not going to be revenue neutral we're going to raise a little bit more money and it'll carry through the supplemental general capital outlay as well just a little bit phenomenal but this is a new law that's really got a lot of bureaucracy behind it and labor on the part of the county clerks so we were advised that we need to pass this resolution and then we got a little bit of this change but passing this resolution tonight uh keeps us in compliance with the law for sure thanks for
the opportunity speak try to kind of talk about it okay all right so then there will be an executive session then is that right next time mr vice president will be going to executive session to discuss the following individual boys performance and recommendations exceptions under homeland proposals for upcoming negotiations under the employees association's exception i propose we invite the superintendent and we'll return at [Music] that's usually tabs so when we make it seven take a short break to make it seven seven pm after five minutes okay we have a motion give a second one second america yeah yes darling i was like with the two [Music] um [Music] resolving the 2021-2022 budget will levy property taxes exceeding the revenue neutral rates calculated for 21.22 a second second angie one favor was everything else other actions
yep i don't believe that so the next meeting is a regular meeting august 9th at 7 00 p.m right here in the district office right yes um we'll keep that in mind you've been heard nothing else you
