001Don, roll call, please. >> Lorie Austin >> here. >> Jerry >> here. >> Chris Hansen >> here. >> AC Molina >> here. >> Christine. Cassandra Sanmaine. Marlene Woody here. Chris >> here. >> All right, we stand for the flag seat. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Next, we have a time of open forum. Doesn't look like we have anybody for that. We'll move on to the agenda. We have a few amendments for the agenda. So, uh A, B, C, and D. >> A, B, C, and D. >> Yeah. >> I added [laughter] >> I tried to keep even Don on track and I And then uh uh will be an executive

002session for student privacy. >> 17. >> Uhhuh. And then 18 is discussion approval uh of fiscal duties for year end and then 19 will become the jur. to approve that agenda with those amendments. >> Thanks, Ez. All those in favor say I. >> I. >> Opposed? Motion carries. All right, we'll move on to the consent calendar. Uh there were minutes posted from the the May 11th meeting. Uh, and if there was any questions on the bills. If not, we'll move to transfers. >> No transfers. No transfers. >> That'll be at the end. >> Yeah. >> All right. Uh, if there's no questions, I'd look for a motion to approve. All >> motion, Mr. Chair. Second, >> Marlene. All those in favor say I. >> I. >> Opposed. Motion carries. Uh, we'll move on to number

003seven. Uh, PK NEA communications. >> No. >> Any others? No. All right. We'll move on to reports. I don't have much. Our Smoky Hill is Thursday, so I don't have anything that yet. Uh, special ed co-op. Um, one of the things that in addition to what's already on the uh report there is our we got some good news. Our Blue Cross Blue Shield only went up 1% after going what like 30 for the last >> two three. >> So that's that's going to be a money saver there for for the co-op. >> Um, and then let me look this over real quick. Um, I mean, one of the ways we're going to try to save some money, which is unfortunate, is since we're kind of operating in the red and we have to transfer some

004money, a CD help, um, raises may not be, you know, good this year. So, but other than that, um, yeah, everything else is just regular meeting, work contracts, so forth. I have All right. Any other member reports? [snorts] If not, we'll move on to principal reports. I'll go first. Short and sweet. Um, so we've had 60 students participating in the summer drama camp that started last week. It will conclude this Friday with a performance of Susicle the Musical at 11. Uh Mr. Flax has 30 students registered for the camp that begins next week and that performance will be held on the 26th at 700 p.m. He also gave me little invites for you for the performances. The summer lunch program kicked off last week and so far the ladies serve anywhere from about 118 to

005141 each day. Miranda did tell me today that they've already served almost hundred more than they did at this time last year. So, still getting a great response from that. So, and that's all I have. >> I had some parents ask me who were still going to do that and I told them as far as I knew. Yep. So, that's that's good. >> Yeah. Uh for high school, I'm just going to I'll start off with just some shout outs to our um our state placers and qualifiers that happened kind of after our last meeting. So, uh state for golf, we had two qualifiers. Uh Eastston did her and Owen Brewster and Easton placed 19th. Uh for high school track, we had 12 total um qualifiers. Uh Brian Trump, she was a qualifying replacer. Alia Lair

006was a qualifier. Cadence Carter was a qualifier and placer. JC Bidd was a qualifier and placer. And then our 4x8 team uh qualified and that was Kaylee Klein, Kinley Abson, and Shelby Molina. Um the boys that qualified, Eric Mackey was a qualifier, Riley Rogers was a qualifier, uh Davin Wilford qualified and placed, Tucker Rubman qualified and placed, and Ryland H qualified and placed. Um, so congrats to all them for their hard work and and everything they put in. Um, as far as events, obviously we had graduation went well. I just want to wish, uh, you know, our seniors just congratulations to them and wish them the best of luck in in their future endeavors. So, um, summer school started. Um, we're running from 8 to 11:45 Monday through Friday. It's going to end on June

00726th. So, uh, Mr. Probe or yeah, Miss Probe and and Mr. Brush are running that and we've had several come in trying to catch up and get things going. Uh high school summer activities, obviously we started weights. Um high school boys go from 6:00 a.m. to 7:30, girls from 7:30 to 4 uh 8:45, and then junior high 8:45 to 10. And then I just talked to Rhysa today and we're going to meet on the 11th and just make sure we're uh posting kind of what uh the camps and different things. Now, a lot of the kids have already been communicated with and everything, but we're just going to go ahead and post a few things and just to kind of remind them times and dates. So, I know we don't have any fundraiser requests. So,

008>> all right. Any questions? If not, we'll move on to superintendent report. >> All right. Um, well, if you haven't noticed, it's not that I'm we didn't get our bus and I'm not like hiding it. We just don't have it yet. Unfortunately, I did make some phone calls to to get an update and um you know, it's like the other times I whatever month I was told, yeah, by the end of the month, and then I think I was told, "Yeah, by the end of the month of May." And now now here we're being told end of the month of June. I dug a little deeper and I just said, "What is going on?" it uh it got hung up in production and unfortunately it it hasn't even made it to the facility where they

009do the wrap yet. So now um my contact did say once it gets there it will not take long to do the wrap. That's probably one of the fastest pieces of the process. So he he said that once it gets to that point he can confirm that yes it'll we will have it very soon. But as of right now, I'm, you know, end of the month June is is what what we're being told. So, I will continue to keep my eye out and hopefully we we get that thing here quick. Uh it's not on my report, but uh just I mean, it was probably like at I don't know 3:45 or something this afternoon. Uh I got a text and a picture that says, you know, it was all done. And it was a picture

010from um Mr. Gillum who did the uh the shades on the outside uh outdoor fitness center. >> You know, we've had the framing and that done for quite some time. And uh it was back clear back in the winter that he had asked me about, do we go ahead and get the, you know, the the shade structures put on? And you know, I I told him like, well, we're heading into winter. I wasn't too eager to throw that stuff and get it tore up by snow and ice. So, I just said, "Let's just hold off on that." >> So, once we the weather started turning around and getting better, I reached out to me in again and said, "Okay, let's let's get this project done." Well, finally today, we've got our our shade on there.

011So, it actually looks really nice. I I apolog I was going to have some pictures to throw up there, but that just happened such short notice. I mean, but it's out there. You guys are more than have to swim by at some point. They look sharp. So, I was also kind of nervous. I mean, here he sent me this text and said it was done. And then at the same time, I'm getting I'm getting weather alerts. I'm like, "Oh gosh." Like, come on. Please don't happen all in the same day. Um, but anyway, I'm I'm happy that that project's done. We can check that box off. Uh, I wanted to bring you an update. Some things have been changing with our MHIT, the mental health grant. Um, if you can remember several months ago that

012I did not bring such good news. I mean, we were being told that it was it was almost to the point where they almost cut it, you know. So, I mean, we we were kind of on the complete other end of the spectrum there. I did get uh email confirmation. Um I made a note here was actually May 19th that uh the the award amount and you know how much that we will get as a district and then how much again will pass through to the MHIT provider will match where we were this past school year. Um, so that was that's good. You know, granted I wish still I guess I'll be greedy and wish to say I wish there was more, but I'll simply take I'll take what we can get for sure. So,

013uh, it's just good to see how we went from kind of like I don't know, we it just was scary there for a moment, not even sure whether or not we'd get anything at all and we're getting something. So, I wanted to be sure to share that with you. Uh, last week it was Tuesday and Thursday both. Uh, I guess I called it admin camp. Uh, I made arrangements with both Mrs. Dobson and Mr. Han and uh, they met in my office with me and we basically just shut the door and kind of turn the bl or shut the blinds and did our best just to kind of separate and disappear for a couple days and we had the chance just to we went through a pretty lengthy I mean I don't know our agenda

014or number of items that we discussed I think was probably over two pages and we did we got through a lot of it. We haven't got through all of it yet. we're going to come together and discuss more. But it's just all things end of this year, beginning of next year, conversations that we need to have and just really I feel like we've already done we've done a lot of work to really put ourselves in a good place to get things started for next year. So, I appreciate their time and taking the time out from their busy schedules to help me tackle some of the projects on mine and we'll move forward. Um, if you would like if you if you got my report pulled up there, I think I've got the link. And I've

015just noticed if if the link's not opening up for you. I've just noticed if you do a rightclick, open link in new tab, it works. I don't know if Google did a update, but my links I've just noticed some of my links haven't >> worked for me. >> Are you Did you get yours to work? Okay. So, um, let's see. Did I make a note of when I got this? I don't know if I I This was just an email that I got from Clayton Kelly. Um, of course, he's with our our bond council. Uh, he had shared with me um that we as a district or USD270, we received an A uh rating for our bond, which is very good. Um I made a note that this was also the same rating that the

016district received actually back um he had he in his notes he said that we received a rating back in 2014 um and got that same rating. So just the fact that we are, you know, 10 plus years past that point and and we're still obviously, you know, financially all the things that we can show in terms of how we as a district have performed, you know, we're still showing the signs that I guess we're managing things well. Um, I went through, this was a process that I went through with Clayton. And, uh, gosh, I don't know, probably three plus pages of questions dealing with all things, not just financial things, but just anything and everything you can imagine with with the school district. And so, uh, I went through that process and answered answered all

017that I could. And it was it was kind of grueling, but got through it. Um then afterwards, you know, Clayton gave me the reassurance. He told me that, "Yep, it went great." He was happy the way it went. And so it was just a matter of sitting back and waiting for that score to come through. And when it came through, we got an A. I was was good. So anyway, I did link that if you do want to take the time and read more on that. You're more than welcome. But I guess really the the big piece is just we got an A on our assignment. Uh I guess I made a note here too that you know we we have some more bond things that are coming up in our agenda here later on

018in the meeting. So we'll there'll be some more information to come later there. Uh Don and I are scheduled to meet with Jeremy Maguire uh regarding our Blue Cross and Blue Shield uh insurance information. We we actually scheduled that today and we're going to meet with Jeremy on Thursday the 11th at 2 o'clock um in the afternoon. in his email he had mentioned that you know they're still working on you know finalizing you know all the information but kind of as a a preliminary just a heads up it looks like that we're looking at probably about 11 11% increase on our health insurance um Don and I you know I just had an opportunity I was down there in her office today and you know we were talking a little bit about that and she

019did a good job of reminding me that you know there's been other districts and other years where it's been far greater than 11% you know we've had worse We've had Yeah. a lot worse. We've actually lucky the last couple like the last three years. Yeah. >> So going up 11's probably about normal of where we'd be, but there are some districts that's gone up 20 30%. So >> yeah. So So she did a good job of reminding me. I mean cuz when she told me or she read from the email 11% my first was like oh you know but she did a good job of reminding me like well it could be worse and it could be and and yes like she said we've we've had a year or two where we even have seen

020it go down. So anyway we'll we'll meet with him on Thursday and we'll find out more you know just what all that entails but that was a pretty much a brand new item that I added uh this afternoon. Um then I think did you guys I I'd asked Sharon to uh provide you a hard copy. Do you guys have some called expenditure reports? Do you have some of those? >> Yes. >> Okay. So um one of the amendments that we would ask that Chris had said that perform the fiscal duties end of year fiscal duties. So uh we'll have that on the the agenda here later on. But what I wanted to go ahead and share with you now just so you had some understanding kind of where where our major main accounts are right

021now. I just wanted to share with with you that you know tonight. So uh actually if you look up at the top right hand corner we're they're pages page seven, page three and page nine. So if you're in that order uh you're in the right order. We're going to we're going to go seven three and nine. So page seven is the general fund and so I'm I'm in the third column in expenditures to date u well our revised budget was 4.9 our expenditures to date were you know 3.8 8 3,819,000. So we as of today we have spent 77% of our uh general budget which being at this time of year is that's good. We still do have 36,000 in outstanding POS. [clears throat] So our unencumbered balance we still have 1 point roughly just

0221.1 million still left in general. you know, we still have another summer payroll still to >> I have summer payroll, which is two more months of my teachers. Um, and then all of our transfers that we always make. >> Yeah. >> And then it'll get down to what's left could be for needs or wants, I guess. those. We kind of like to get as much uh transfers done so that when we start the year, we don't have to make very many transfers through the year, which we didn't have to do very many this year, >> you know, because we kind of patted our and it's good to do. I mean, to start out a year >> healthy for you. Yeah. You know, where you're already going to be. >> Yeah. Right. Right. So, >> so

023anyway, that's that's our general. Um, so if you want to and turn with me to page now, we're going to go to page three. This is the the lob. Same type of thing. Our revised budget was 1.6. Our expenditures today, we're at 483,728. So, percent of budget, you know, we're we're only up at 29.7% of this budget. We just have a little over 9,000 still left in outstanding POS. So, as far as LOB, you know, we're at we're at we're we're over a million. We're at 1.1 in lob, which again for having this conversation in the month of June and being at 297% of our budget, we're we're good there. So, we you know, again, these are just things Don and I have been we've been talking about. We know that there's transfer still to

024take care of and things like that, but we we're feeling good about where those numbers are. And then the last one, just our capital outlay, it's 1.2 is our our revised budget. Our expenditures today, 179,000. Again, you you'll notice that, you know, our percent of our budget is that we've used is rather small. We do have 49,000 still out there in outstanding POS, but we're we're still over a million dollars in our in our capital outlay, you know, so far, too. So, >> and of course, this one we don't have to spend out. So, >> yeah. Yeah. The general and the general and LO, you know, we will zero those out and make transfers, get those out, but the capital outlay, you know, we'll be able to that'll be able to carry over. So, so

025I point this out because there's there'll be some other items here. Uh, you know, as we go through the agenda, these might be some numbers that will just help you kind of understand where some of those purchases might come from and then maybe what we can what we can talk about later on, too. So, and then I definitely, you know, once Don and I have that opportunity and we can sit down and talk about transfers and where all that goes, almost definitely bring you guys that update and let you know where where all that lands. So, questions, I guess, like I said, it's very at least general LOB and capital just to give you some update on where we are in this time of year. I thought was be important to share with you. any

026questions or anything I can help out with that. Okay. And then the the only thing that I did go ahead and add to my report and I was going to point out if you guys will go to the uh if you'll go back to your uh June just your main drive folder where you we've been putting all the documents where you found our Do you see right above there there's a separate folder that says KASB June policy >> where is that >> are you in the >> if you go back to that June 2026 folder >> the June 2026 folder and it should be if you're in list mode it should be at the very top and I can throw this up on the screen find it. >> There you go. So there's So what

027I've done there's this KSB gene policy folder and what I'm just what where we're at in the process is uh you remember this is the long process we'll go through and we'll talk about all the updates and stuff. So that's not tonight. This is the meeting where I'm just sharing it with you tonight so that you have the opportunity. You know, you have between now and I think July 13th is our next board meeting. So, you can go through and look at all the preferred changes that KSB is is proposing and we can go through those and then it'll be the next board meeting that we will we'll take the time to go through those and approve. And I'll like we've kind of adopted or changed our process on that a little bit where I've

028tried to streamline that a little bit, make it easier. So, I will definitely do my piece on that and make simplify that as best I can. We'll go through those. So, I just just wanted to let you know that those are there. You can open that up, but between the financial reports and KSB policies, I'm doing my part to give you guys enough reading material to make papers. >> Yeah, I didn't sign up for homework. [laughter] >> Right. So anyway, that sound just so you those are there and we'll go through those next month. >> Okay, that's all I have for mine. All right, there's no other questions. So, we were kind of looking for a topic for the leading to a lifetime ex of success and and we keep talking about doing a tour

029of some of the buildings and facilities and stuff. And so, I talked to Chris about it a little bit because it's hard for everybody to get here during the week when the school's in session. We're still going to try to do one of those sessions where we come have lunch and we can tour the building with students and teachers in the building, but just to kind of get the ball rolling uh to start working on uh updating that five-year facility plan outside of what's going to be done with the bond uh and looking at what those projects are. So, uh we thought maybe tonight we'd do a walk of the elementary of this building and an elementary building and the cafeteria and the kitchen and just kind of do some talking and and then uh

030coming up with projects and stuff and then next month we can go over to the high school possibly and and take a look at that building and the Cardinal gym. Uh, and then if you have any projects that you have in mind, uh, you know, email those to Chris or I, and we can get them on the list. And what we did last time, uh, when we prioritized that five-year plan, what we did is we took all the projects that we had come up with, uh, and then we put it into a Google survey and sent it out to all the board members. And so each one of those items, you got to give it a ranking like on your priority list how high it is uh for priority and then what year in the

031next five years you'd like to see it completed. Uh so that we can kind of start laying them out in those and arranging them and it gives everybody a chance to input their priority level and and uh it worked. We just we just did that uh like five or six years ago when we uh kind of started from scratch and it worked really good just to let everybody think about when they'd like to see it done and but a lot of those projects have now been completed so we need to start looking at and now that we know the scope of what that bond project is now [snorts] we can come back and look at some of those other things that that we saw needed addressed uh and what are the things that we can

032tackle uh just out of Capitol Outlet and uh and then what else is out there. So anyway, so I guess going on a little walk. >> Yep. >> And I figured this might be the easiest way to do it because we have a short meeting this month and it's easier than trying to schedule a time where everybody can come >> during the week. So forunately Don has to hang out. [laughter] That's okay. As long as I don't have pass those things along and just start building that list. >> What did you say? >> Handicap milling at the football field. >> Yep. That's what I would be able to get that >> I know. >> We were working for years. >> I know. We were working on that and then with the transition we kind of

033>> Yeah. >> lost momentum. >> So yeah. >> Yeah. >> It's on the list. >> Yep. >> Cuz that'll be super helpful. >> That's something we just Yeah. move on. Get done in the meantime. I would move to >> make a motion to approve reports. >> Thanks, Marlene. Oh, >> second. >> One second. >> Thanks, Az. All those in favor say I. >> I. >> Opposed? Motion carries unanimously. We'll move on to number nine. Uh, consideration of bond resolution. Uh so just wanted to point out that um well that first note there. So gosh dang I didn't put it I didn't put my date right. Anyway, Clayton Kelly [clears throat] reached out to me um and he had he had made the comment that you know when he was locking in our interest rates his

034comment was if I can I knew if I could get anywhere from five to five and a half I was going to be happy with that. And when he called and said we got it at 4.8 8. He was he couldn't hardly believe it. So he uh he locked those in for us and you know he he had I remember just in our conversation he said that between getting the A rating 4.8 interest timing of where everything has fallen he said you guys are really doing a good job of putting this all together. And I said well a lot of it's just how it's being fortunate. >> Just luck. Yeah. I [laughter] mean, it's just I don't know necessarily. I mean, I'm not going to take credit for that, but he was just very he's

035very happy with just the whole project really. So, it just more positive information to pass along and share with you guys. It seems like it's everything's going well. So, uh but with that, um well, another note I wanted to highlight too, he said because that we got such that we got that 4.8 interest. He said estimating that was going to give us an additional $100,000 that we'd be able to contribute towards something, you know, towards the build or whatever project would have just a little bit more extra money. So, um, you know, I'm sure we'll find something somewhere to spend it very quickly and it'll be it'll be spent quickly, but nonetheless, it's just always good to have that extra money that we can contribute towards there. So, but with that, uh, it's just a

036matter of we have We just need to approve the resolution authorizing and directing the insuent sale. And I think that's what we have here is the language is on there. >> Yeah. Yeah. >> Well, I can make the motion and read all that. >> Okay. Um, I make a motion for a resolution authorizing and directing the issuance, sale, and delivery of general obligation bonds series 2026 of Unified School District 270 Rooks County, Kansas, Plainville, providing for the levy and collection of an annual tax for the purpose of paying the principle of and interest on set bonds as they become due, making certain covenants and agreements to provide for the payment and security thereof, and authorizing ing certain other documents and actions connected there. >> Second, >> Jared. Thank you. All those in favor say I.

037>> I. >> Opposed. Motion carries. >> Is that >> Yeah, I'll need to fill those out and then Chris will have to sign all signs. >> Yeah. >> I need to get me a black. [clears throat] >> I'll work on those executive session. >> Okay. There you go. All right. We'll move on to number 10, discussion and approval of student fees and lunch fees. >> All right, so the first thing uh let's talk a little bit about the the text the textbook fee. Uh currently right now in our in the student handbook, the prek6 is um $60. Seventh and eighth grade is 100 and 9th through 12th Oh wait, sorry. 7th and 8th is 80. 9th through 12th is is 100. That's what's currently in the handbook right now. Um, you know, we're I don't

038know. I I guess the way everything that I'm seeing, my recommendation, I don't know if we necessarily have the need to to raise those. I think I'm I'm comfortable leaving those where those are at. Um, to be honest with you, I don't I can't remember our past history in terms of I don't recall that there's been anything that we've increased anytime recently, but >> no, originally they were all like >> $50 for a lot of time. >> Well, a long time it was a flat fee and then there were additional fees. If you were in certain >> programs and participated in certain things, there was additional fees. We did away with all of there was a whole bunch of fees, like a whole sheet of five different fees. Yeah. >> Yeah. So, we did away

039with all of those fees and just made it a flat rate and kind of came up with a flat rate that generated about the same amount of money that we were doing with all those individual fees. >> Uh just trying to make it simple. >> Yeah. >> So, so I don't like I said I Chris is correct. That's I guess that's been the most recent significant adjustment to all of that. And so, like I said, I'm I'm comfortable. I I think I would just leave everything as is when it comes to those. >> Um now for the lunch and breakfast kind of again um you know we go through our our food audit each year and we really are we kind of get recommendations or we get feedback from that audit and you know to

040show that we are doing our part to you keep up with of course inflation and increase in prices and things like that. We have to we have to show that we're increasing our lunch and breakfast, you know, a little bit each time. So the common practice for us for for a number of years is just basically increase it like 10 cents a year. So you can see what's in black is what was, you know, our cost for this past school year. And then over in the blue, uh the the 26 27, you'll see that I just increased, you know, everything just bumped up to 10 cents again. However, you'll notice that, and this again is coming from the recommendation of our our food service audit, the adult the adult lunches where we were at 435

041this past year, um that 435 is significantly lower than kind of what what's recommended. In fact, we even Jamie did some homework for me and she reached out to a lot of our schools in our area and we were the lowest at 435. There were some schools that were even a whole dollar more than us at, you know, five 30 or 535 higher, you know. So, we took the recommendation from our audit. Uh, they were recommending that we bump the adult breakfast from $3 to and the lunch from 4:35 to 5. And we don't have a lot of adults that that eat our breakfast or lunch here. I mean, there's some, but not not a ton. So, I was really taking the recommendation from the audit that we would we would do that. >> It

042for the longest time I think our adult lunches were just taking on that same 10 cents increase like the kids were. >> Um but unfortunately >> that was just one of the things that the auditor came to us and said, "Well, let's let's try to bump these adult lunches up so that they just >> kind of get get where they need to be." So, and then you'll also notice um milk. If if a kiddo wants to buy extra milk, it was it would it would cost them 50 cents and the recommendation that we were getting is that we would we bump up to just 10 cents and go up to 60 cents for extra milk. So I guess that would be my my recommendation. Sounds good. >> Make that motion to approve those new prices

043recommended. >> I'll second. It's been moved and seconded. All those in favor say I. >> I. opposed. Motion carries. We'll [clears throat] move on to preview of proposed USD270 personal electronic communication device policy. All right. [laughter] Like that lengthy title there. Okay. So, let's go to that link with me. This first one, this is again, I'm not asking for um approval of anything tonight. This is just basically kind of a first view first draft. Uh, as you guys know, we are for the next for the this upcoming school year, we need to have a we'll have a no cell phone policy due to House Bill 2299 that passed through the legislature, you know, here recently. So, uh, this is this is something I sat down with the building principles, um, as I mentioned during that

044admin camp time where we were sitting in and got to have some conversation about this. So, we had some opportunity to to go through this and talk about this. Um, you know, like with any policy, you know, there might be some things that we'll just need to adjust or change maybe after we live through it, but we feel like this gives us our first first good attempt. So, if you guys just want to take a little bit and read through that and I'm here to answer any questions or I also Yeah, you guys have the highlights that I was was highlighting. I didn't like on that if they picked choice three powered off and stored in district designated location would that be just in in the elementary office or high school office. Do you see

045us purchasing the little >> Yep. Good question. So >> bags. So, >> I mean, if they just go in the office, I'd like to save money and not have to purchase those bags, >> right? Absolutely. Absolutely. So, what the what the building principles and I our conversation is, we could be wrong, but we what we think is we do not anticipate that we'll have a lot of kids choose this. Um, I guess we'll see. What we what we have found or what we feel we're leaning towards now right now is we can purchase there's a I don't know what I guess you would say maybe about a two and a half foot wide I don't know three foot cabinet you know has a locking door has about I think 40 different storage spaces you know

046for a phone to go into. So, I mean, somewhat similar. I guess we always compare to maybe like a Chromebook cart. >> Um, something similar to that, you know, and even the one there was ones that I think the ones we were looking at even come on wheels. So, it'd be real easy just to push into an office, you know, when during the day and we can secure it and be done with them. >> But it just again has the locking door. So, then at the end of the day, you unlock the door and the kids there would be 40ome compartments where those those phones could be. So that is the we thought we would purchase two for the for that building. One designated for junior high, one that is for high school, and then

047one here for the elementary. Um I think they were were they a little over $100 a piece. >> $20 a piece or something. >> So with the with the price of all three of them, you know, we're looking at, you know, roughly $400. We feel like that would now to me to give us something, you know, like that. I feel like okay that's we can obviously we can afford that those pouches um which you know from what I understand I think even some districts have those I mean just a ballpark just [clears throat] doing some quick math and what I heard that those things were a piece >> I mean that would be it's over a $10,000 you know investment and that that was hard to swallow I just >> I didn't >> Yeah >>

048that's good >> plus they can buy a thing on Amazon that unlocks Yeah, it's just a magnet. I mean, >> yeah. >> Or or you go spend that money and a lot changes in two years or something like that, >> right? Right. Who knows where what the future holds with this? So, we in our discussion, like you said, we we talked about like, well, if it's something like the computer cart case, it's it's on [clears throat] wheels. We can easily roll it out there at the beginning of the day. Um the kids that are choosing to store them, they can put it in there. We'll have a tracking process where, you know, we'll we'll have them numbered. So, I'll in my conversations, I was using Liza. We'll use Liza tonight. Liza chooses to come in

049and and put her phone and her spot will be designated spot number 25. That'll be where she puts it. We'll have that logged and tracked so we know that hers is in number 25. um you know, we'll do all the things we can to to make sure we know kids are getting their devices back, you know, and things like that, but um it's just a matter of we'll we'll we'll have them out there for the kids to put them in. When the school day starts, we lock the door. We put it in the office where they're they're not going to be a distraction or in the way. And then at the end of the day, we'll we'll wheel them back out there and kids can come get their devices. The other, you know, of course,

050it's labeled in here or illustrated in here that you know we'll have kids that will need to leave at say 12:30 to go to a dentist appointment >> and you know some of those kids they come our process right now is they come to the office and they check out with Rhonda they sign out so we figure like this we can still continue that process they can come in they can sign out that is when either Mr. or Wander will unlock the door, you know, if they've got a device in there and then we can check it out to them, then give it to them and then they're dismissed to leave for their appointment or whatever there is, you know, doing. So, >> or when they check back in >> or when they Yeah. Yeah.

051They come back in then they're they'll check the phone back in and you know, you know, I I guess the other thing and you know, again, this is just my my thinking on this and you guys can direct me. The the reason it's called choice is I guess I feel like we're giving the kids we're giving the families the the choice. Choice one is leave it at home. You know, it's it's you can't have it in the classrooms. You can't have it during the school day. So, you know, the choice is just to not bring it. Now, >> I understand completely um as am I, you know, a parent of a a kiddo still in the school and active after school day and you know, things like that. I think that's where a lot of

052our parents are going to be like, "Well, wait a minute. I need to have that communication with my kids to walk home and >> walking home and absolutely at, you know, 3:30, I want my elementary kiddo to walk home. I want them to have that device on them if they need to get a hold of me." So, I I completely understand that, too. Um, so, you know, the devices still may need to come. We just will be checking them in. It's the same for the elementary building. We'll have the same cart in the elementary office. Kids can check them in. We'll have them there. at the end of the day, then they will be um passed back out. Um and then of course the other option is, you know, obviously this is just for a

053select few of our kids that are old enough and have the have disability, but you know, if they have a vehicle that they drive, I mean that would be another recommendation. We just ask the kids like leave it in your vehicle. That way it's it's your property in your property and you know it can be there for when school dismissed and you're you're leaving for practice or whatever it is. then you have access to it. So that was I mean that when you when I'm and I point that out just I guess again I'm given the given the choice. Now obviously that's why it says underneath there it says you know personal electronic communication devices shall be powered oh sorry that wasn't it. Um you know there's a statement in there about these are your

054choices one two and three. We don't have choices six, seven, eight, nine, and 10, you know, where we're not going to think of all the other places and possibilities and all the other things that we we might think of what we're going to do with cell phones, I guess. Um, >> but sticking them in your backpack, and your locker is not going to be an option. >> Well, >> no, I would I would say that would be >> one of my suggestions that notice that we did not list that as one of your choices. >> Yeah. >> So, yeah. [snorts] >> Yeah. Yeah. So, anyway, I I don't know if you guys had a time to read all of it thoroughly. I was just highlighting different things, but um as I'm scrolling through um that

055we do have some kiddos that it is in their 504 that uh you know they they need their device for whether it might be a blood sugar. You know, we have some kiddos that have, you know, are diabetic and maybe they they have a the technology to be able to to read their blood sugar. And so um you know there there's those cases and we do have some of those kids that that's you know the case. So we'll we have to be mindful of that. You know those kids will still need to they will still need to have some access to it. You know, we'll also just have to communicate with our parents that, you know, in the event that they do need to communicate with their kiddo and we we do we already have

056a phone designated set up for student use in the in both offices and it's it's a different phone than from what the secretaries are using. So, you know, it's we're ready for that. >> I ever thought of how do you do uh watches like as far as I mean obviously no electronic watches pretty much like that at all. It's in there. >> Yeah. >> Okay. I didn't have I have seen it. >> Yeah. Say smart watches. >> Oh, I didn't see that. [snorts] >> Yeah. Yep. So, the it's it's all of it. >> Oh, yeah. >> Yeah. If we see a kiddo with >> with a watch on, it's we're going to have to >> go back to >> gonna have to remove it. Go back to get your Casio. >> Yeah. Yeah. [laughter] >>

057Um I mean, you know, and the thing about this too, it's it's universal. It's for the whole state. So, it's not like, >> well, we're making their son and daughter. >> The um a lot of this uh a lot of this policy, I'm just letting you know, came from the recommendations from KSB. Uh there's a lot of a lot of words and everything in that that that was my resource when I was developing this. It came from the from the recommendations of KSV. >> Now, they don't that's what they provide, of course, is recommendations. I mean, they didn't just have a here's the policy you'll put in place. >> No, but they they've spent a lot of time working on making sure that >> if that it's in compliance with the law so that everybody

058>> is >> it's going to help discussions in our house. [laughter] Kids already begging for a phone. Nope. Don't need one. can't use this school. >> I mean, they they [clears throat] have the watches, >> but we can put him on a school setting, but they don't even we just use it to track them, >> make sure they're headed home when they're supposed to head home. >> So, he doesn't have to be in school with it. It can stay in the office. >> Yeah. Yeah. >> Well, and it's >> But I'm glad I can be like, "School says >> no cell phone." >> Well, the other You know, again, I'm I'm looking at some of the items I highlighted. So, we put the um here. I think I went through the >> Where did I

059go? >> Trying to get the humidity out all the way. >> Gosh dang it. I thought I was in the right spot. Uh Okay. The way the policy is written right now is school day, the definition of school day means the time the beginning a student arrives on at school. Uh so that was that wasn't I don't feel like that was necessarily KSB's recommendation. That was my recommendation is that just when kids come, they're here. Let's just take care of it. Let's get it put away, stored away. Make your choice. Leave, you know, if you're pulling up in your car, leave it in the car. Let's come in the building. Let's get the Because what we I don't want happening is >> the bells ringing for classes to start at 8. That's the time we're

060taking that's the time we're trying to take in devices. And you know, we could we could lose 20 minutes of instructional time in the first hour doing that. So, so it's just when you're here, that's when it that's when we're taking care of it. And then um you know like I said we talked a little bit like in the event you know my thought is if if we have a if if it's volleyball you know junior high volleyball is dismissing at 2 o'clock you know to to load up and go to Smith or whatever you know I mean my thought is their instructional time is over you know for that day. Um, so my thought is the kids need to have their devices. They need to take their devices with them. Um, because again it

061goes back to that. Yes, I know 2 o'clock we're still in that school day, but they're to me their instructional time is over. I think they need to have their devices so that when they're on their way back from Smith Center later that evening, they're communicating with parents and letting them know we're we're on our way back. And so that's >> Well, then you're not having to get a busload of students their phones. >> Yes. Yes. We're not showing up. Yeah. >> Yeah. >> And we made it on the way home. >> Yep. Okay. Everybody line up and we're heading into the school to to get this. >> Yeah. >> Preas if my child leaves their there. It's fine. They'll get it the next day. >> Yeah. [laughter] >> There was >> Yeah. >> So

062with that, I mean, you have this now. Like I said, this was this is what tonight was about is just simply to talk about and let me explain, you know, why some of those items are in there. You guys now have some time to review it and look over it and think on a little bit more. And we'll come back next month and and and just so you're also aware, July is the month that we will approve the student handbooks. And this would just for me, I think this would just be an additional insert into our student handbook is the way I was looking at it. So, okay, perfect. with with sending information out to parents specifically about this >> for me ahead of time after we approve. >> Yeah. >> But >> yeah. >>

063I have a feeling that might be the main problem. >> Yes. >> The communication piece. >> Perhaps that's my thought exactly. >> They'll need to hear it three or four times. Everybody will. >> So everybody's good. Yeah. >> Cool. >> All right. All right, we'll move on to proposed uh USD270 teacher, coach, staff, and student digital communication bills. Okay, so this is just the the the other piece of that that same bill. Uh this it's House Bill 2299. So the same bill that's requiring us to go to the no cell phones. Uh the additional I guess you kind of say the second half of that is that uh teachers, coaches, uh they're they're really cracking down on no longer using group text messaging to to communicate, you know, with with students that way. uh prior

064to and I can say in fact I can even remember when I was still coaching you know we did we had a team group text and you know we were using that to say hey practice is now at 5 not 4:30 or by you know we were just those quick updates like that. Um, so that still happens. You know, that practice has been in place. Of course, coaches and everybody does need to communicate with students, you know, that that kind of stuff still those changes still happen. So, we still need to we still need to have that communication. However, um, we just need to have the ability what the what the bill is proposing is that districts have the ability to monitor and have access to that communication at any given time. So, Mr. winners

065and I we and I think I shared maybe some just preliminary information. We we did some work. Aptagy, if you can remember, API is the new platform that we get our new website through. Um so that's that's one of the positives with this is that we can still say in that same company. Uh they provide what's called rooms and rooms will allow us to have all this communication. We can monitor it. we have access to it in the event that anytime something's communicated that's inappropriate or questionable. It's going to give us the heads up alarm so we will we have access to it. So the rooms platform still will allow for coaches and teachers to have group communication but we can do that now because it's monitored and we have access to it. So um

066the policy that we have in place is just saying that um again through the KSB recommendations you know we this is just a policy that for US2270 all that type of communication will be through the plat the brooms platform and that's how that will be handled. We're not we're not allowing uh what's the one popular well group text messaging or group me I think is one of the more popular apps and we just we'll we'll communicate with our coaches and teachers that those apps are just no longer an option. It's >> what what date will this go into place? >> So the law goes into effect July one. >> That sounds wonderful. So, uh, that's the thing is we've we've got to kind of get going in in terms of providing some some training and

067some professional development to our people pretty quickly. >> Um, because yeah, July one is when it all goes into effect to do that. So, we're going to do everything we can to to notify and let them know that we and we'll I don't think at all that we'll have any problems of getting the the platform itself, the technology piece of it up and going by the end. We'll have that going. It's just a matter of informing and of course >> we're already in the middle of summer sports and they've probably already got their text messages going and things like that. >> Yeah. Yeah. We're probably with some of the stuff we have going on right now. >> It's Yeah. We're not necessarily compliant. So July one we're going to have to get there. >> Yeah.

068And this one, this policy necessarily isn't really I don't feel like it's really there's not a lot to discuss other than just letting you know that it'll be an additional piece to the handbook and >> it's there. That's the tool that I we recommend. I think I did I share with you too that we were just looking at doing a one-year >> contract with this rooms. We'll give it a one year trial and see what it's like and then we may be back to the table to talk more about whether or not we like it or not or whether it met our needs or not or anything that all right we'll move on to discussion and approval of uh the 2627 kicks uh renewal proposal. >> Okay. um your that first link there. Well, I'll

069tell you what. I went uh I had the opportunity to go to Witchaw was on May 20th. went to the annual meeting and it was at the annual meeting that they I was given the information that our our kicks premium um was going to be a 1% increase and that was total was going to be 205,858 which again I can throw this if if you guys are I can throw this up here on the screen real quick if you our last year we we paid 203,000 you know so they were predicting that we were going to have a 1% increase to 205 and I actually just today uh was on my email and they sent me the official invoice and what I noticed the first thing I noticed is like oh that's not 205 that's

070a little less though our actual uh increase is 204,876 634. So, I think we saved or it's a difference of like $981. So, [laughter] not a not huge money in the bank to save, but uh anyway, that's the difference between what they predicted at our annual meeting versus what the actual invoice is for next year. So, uh I will say this and this is our first year. We just went through our first year being a part of the this insurance cooperative. Um, from what I can tell from conversations and everything I've I've heard, I think that the the kicks insurance plan is it's very good. You know, I haven't, like I said, I've only got the one year's worth of evidence or one year's worth of experience that to really share much. But, um, like

071I said, I my recommendation is we continue to to move forward move forward with this. We this past year we we just had two claims. Unfortunately, we had two two deer um two deer claims on vehicles. So, we really didn't have a lot in our claims. That was good. We had to live life a little bit, you know, down a vehicle as we were getting repairs made, but that was okay. And we didn't have any any issues at all getting that taken care of. they actually have a really straightforward pretty simple online process to submit any type of claims and everything. So, so I think it was the other thing I've and I maybe I've already shared too is that the when this kicks program started I think it only started with like 10 districts.

072It was very small but it's it's over a hundred now. It's it's grown significantly. There's a lot of districts and it's all different sizes. I mean it's it's a Topeka. Um, Topeka is I think the largest district in it right now and all the way down to smaller one. So, it's it covers us all. Yeah. >> So, it would be my recommendation we move forward with that. >> I'll make that motion to continue for the kids program for 26 27. >> I'll second. See all those in favor say I. I. >> Opposed. >> Motion carries. >> All right. We'll move on to discussion and possible approval of Chromebook purchase. Okay. >> No. >> I got to go pick up my kid. >> You're fine. >> Good. Good to see you. >> Thank you, Lori. See

073you. Okay. The uh so currently right now we are our Chromebook technology policy we have that you know our graduating seniors once they've had their Chromebook for the the life of of their four years through high school then they're taking those devices with them. So we always um we have a group of Chromebooks that are always leaving us that are close to their end of their life and then we we come back and we purchase new to to start a new cycle. This winners right to explain that. Okay. So our you know this has been something you know a larger Chromebook purchase is this isn't anything new. This is something we've done. What is new uh unfortunately is like anything else the price per Chromebook is is rising and rising significantly. Thankfully um we found

074out that there was going to be a there's going to be a much larger increase I think come July 1. So there there's some companies that are holding back and and giving us the opportunity or giving us giving everybody an opportunity maybe to to get some more here before a a larger increase happens. So, so Mr. Wyinners, uh, he did some homework for us and he was able to collect three three bids, three different cost proposals. One from two trees, one from Bike Speed, this DCW. So, that that first page, you can see the we're looking at possibly purchasing a quantity of 80 Chromebooks. Uh, the bike speed comes in at the lowest at the 340. So, I don't know, Mr. Wyers, you want to jump in and is there any other details you feel

075like maybe are significant or they need to share? >> Well, just so you're aware, we [clears throat] or um we do order for fourth grade and nth grade. We've done that for several years. A year ago, we ordered Chromebooks through Bite Speed. I think it was June 4th is what I saw on the thing they sent me. and they were $233 a piece plus 32 bucks for licensing. So 260 whatever that is uh piece. They're significantly higher this year for the first time since we really started ordering Chromebooks. They've held steady in the low 200s to mid 200s uh all this time and I finally just like what's going on? Is it the conflict in Iran? Is it is it something with the ship's not getting through. And actually, they're saying it's the data centers

076being built worldwide is consuming about 70% of all the um memory chips that are already manufactured. And the companies that manufacture them can't just flip a switch and make more memory chips that fast. It's kind of like during COVID when the trucks and things that have the computer chips and they were behind and it took a long time. So, they say it's going to take a year or two or maybe more to get caught up. Um, they did say that Lenovo, and we did price Dell and and HP, and Lenovo is going to be the best pricing. They're all they've all gone up. Um, Lenovo is kind of the brand we've kind of stuck with the last several years, and we kind of like them. So, um, the pricing was supposed to go up a

077little bit more, um, at the beginning of June and and Lenovo held off. So, at the end of this month, beginning of next month, it'll go up again. It could be 10 to 16% more or, you know, it's it's one of those things where it's kind of a volatile, we don't know. Um, supply of course is diminishing. Um, and I'm not saying that to rush any decisions or whatever, but they did tell us that if we can get this approved and get these ordered that we should be able to get these and that will get us, you know, started with the fourth grade and the ninth grade getting these new devices. Um, but it it hurts. I mean, that's, you know, 8 to $9,000 more than what we had to spend last year. I think

078it was I think the bid last year total was just under 20. and now we're looking to closer to 30. So it hurts. It's and it's it's like that every vendor was the same. Um the reason Bites Speed I think is able to get them lower is they're kind of our primary provider. They get their name in there first with Lenovo and then they get the best pricing. Um, we've done business with all three of those companies and and I'm good with with any of them, but we have to go with from what I understand the lowest overall bid. So, >> that would be the right. >> Something else maybe just to add to the conversation, you know, Mr. Winners and I, you know, we talked about that maybe perhaps we've come to a point

079we need to look at our policy in terms of uh well what I'm saying is when they when we created that policy however many years ago at that time the Chromebooks had about a four-year lifespan and so it just made sense that okay well we've as a district and for the kids here we've we pretty much used the device for about what they're they're good for. Now, we sent the devices home with them and some kids may have been lucky enough and they got a >> some more life out of them. You know, I don't know, you know, not to say that we knew that they were just going to crash instantly. >> Since then though, the conversations that Mr. Wyers and I had like we realized like, well, you we can get more life

080out of a Chromebook now. And so, we really might need to start thinking about like rather than sending these devices home, we might need to keep them >> so that we can just maximize and get as much use out of them. >> Maximum as needed. Yeah. Right. Yeah. >> Update update wise they're good for about 10 years. Physically when kids have them all day every day >> we get we hope to get eight years out of them if we're lucky. >> Um but if if we can keep them in good shape they're good for 10 years before we have to you know get rid of them. >> And that just wasn't the case for we started. >> Yeah. first was five and the devices didn't last >> physically or you know >> I think if

081they definitely keep going up in price look into that >> and maybe we just need to review that policy as far as uh I mean we could make the ones that are at their that we determine are at the end of their useful life we could make those available if there aren't any people that needed them or even wanted them uh as opposed to their own, you know, right now they get their device, the one they've been using. >> Yeah. If it's if it's still functioning, they get the one they started with as a freshman, >> right? >> If it's not functioning and they got a brand new one at some point, like their senior year, we go back and find one that's comparable. We try to keep >> to what they had. Yeah. >>

082But [clears throat] maybe that's what we do is we just make the ones that are at the end of their >> useful life to us available or something so we can visit come back on that. So, knowing that this was going to be part of our conversation later on, I mean, again, I just point out that, you know, our LOB account, you know, we're sitting at that 1.1. There's I'm just letting you know there's we have now we've got transfers, we got some things we got to take care of, but, you know, I'm just letting you know that I do have an idea of where this money can come from on that. Right. >> Yeah. I would say if we can get it for that price, not knowing what the future may be, that's the

083best price available. We just make a motion to get it down. >> Is that your motion? >> Yes. I had a motion. [laughter] I make a motion that we uh purchase uh new Chromebooks from Bike Speed at the uh at the bid that was they presented to us. >> All right. I'll second. >> Thanks, Marlene. All those in favor say I. >> I. >> Opposed. Motion carries. >> Thanks for all the work on that, Tom. >> Thank you, sir. >> All right, we'll move on to executive session for personnel. You want to do 15? >> Yeah. I move we go into executive session with superintendent Chris Rainor to discuss certified and classified personnel pursuant to non-elected personnel exemption under coma. The open meeting will resume in the boardroom at 9:16 p.m. >> I'll second. >>

084Arlene, all those in favor say I. >> I got the time. Can I take that sheet that I A and B. I have uh approval of certified staff resignation and supplemental resignation from Haley Brown. Uh dear Mr. Reinhardt and members of the board, accept, please accept this as my formal resignation from social studies teaching position as well as my supplemental positions of junior high girls track coach, high school student council assistant, and junior class sponsor. Thank you for the opportunity to serve the students of USD270 over the last 14 years. Sincerely, Haley Brown. for a motion to approve the resignation. >> Motion >> chair >> a second. >> AZ and thank her for her service to the district. >> All those in favor say I. >> I. >> Opposed. Motion carries. Next I have for

08515 C we have uh a supplemental resignation.
