We will move on to approval of the agenda. >> I don't think I have >> There's no changes. >> No changes this time. >> All right. If there's nothing from board members, I'd look for a motion to approve the agenda. Okay, I'll second then. >> Okay, Jared and Marley. All those in favor say I. >> I. >> Opposed. Motion carries. 002the minutes from the last meeting were in the in the packet as well as the bills. if there any questions on the bills. >> And if anyone is noticing on the minutes where it's changing my numbers to zeros or ones, I don't know if you've noticed. 003Thanks, Christine. All those in favor say I. >> I. >> Opposed. Motion carries. All right. Number seven, communications. >> Nothing there. See, we're smoking. Uh, all right. We'll move on to reports. Smoky Hills uh service center. We had our meeting last Thursday. I'm trying to think there there wasn't a whole lot uh just talked about some grants that they were applying for. Uh and they're getting uh like there's some summer programming wrapped up the planning and starting to to brainstorm on uh program programming they're going to offer this fall. And uh that's about it there. uh special ed co-op. >> Uh business as usual. The biggest thing um our district assessments for next school year will be going up and then the next following years for that too. Um fortunately we do have that money.
004Um but we'll have to plan accordingly. Um >> I I do uh as part of my super report I some information to bring on that too. So just I'm just letting you know feel free to jump in at that time if you add more to that. >> Um and uh yeah just uh we'll be doing some of your hiring. Um there was a few resignations. So yeah, once you reported there's something there I feel I need to add on, I'll do that. >> All right. And then board of education member reports. Uh I I forgot to mention it last month. So I got accepted into the leadership for tomorrow training course through KSB. And uh it's kind of it's so uh 50% of the people in it are schoolboard members and 25% of the participants
005are district leaders. So like curriculum directors and things like that. And then uh the other 25% are superintendent. And uh so we the first meeting it's two days five times throughout the year. Uh and so this time we met at the KSB office in Topeka for the first day and then the second day we went to Shauny Heights School District. And so the rest of the the training sessions uh are all done at different districts. And so the next one at the end of the month is in like Fredomia and the Pittsburgh area down there. And then I think the final one is in uh Walini and Trigo or Walini and uh Graham County. Uh and so you just kind of go around and get to see what other districts are doing of all different
006sizes from large, you know, like Shauny Heights to to smaller districts and uh as well as just being in the room with people with different experience levels in education. Uh so the first one was good. Uh so I'm looking forward to that. >> And what's that called again? leadership for tomorrow. That's all I had. >> If there was nothing else, we'll move on to principal reports. >> Our building will finish up state assessments this week. Um we have tomorrow, Wednesday, and then I have a couple days for makeups, but right now we don't need that. So, um, last month we had 95% participation at our spring parent teacher conferences. In the fall we had 96. So, we're right on. Our spring music program will be held Monday, April 7, April 27th, sorry, at 7 p.m.
007Our Little Cardinal Trek Meet will be held on May 12th from 12 to 3:30. And our the Sacred Heart students will be joining us for that as well. Um, I don't think information's gone home with our students yet, but it will this week. On May 1st, we will have preschool screening. Right now, our early enrollment numbers, and those could change a little bit. It looks like we've got 27 for three-year-olds and 21 for four year olds. At the beginning of the month, we voted for our district theme for next year. It is ready, set, grow with a garden theme. And then the last thing I wanted you to know is we did go ahead and open up that redeem store so the board of education members could order >> all of us that want it.
008So if you need that link, let me know. I have it. Um and it'll be open until April 19th. >> Thank you for doing that. >> You're welcome. >> Uh I've got uh for my report, so I'll start out with some shout outs for uh some of our students. So, um, we have, uh, Ben Mezer. He is competing in state on April 25th. He qualified and learned with the bass clarinet. Um, we have two governor scholars. Um, they'll get their uh, certificate on May 3rd and that's Payton Kro and Avery Grabawick. Um, we had a pretty good showing in our with our ACUPPLACER. So, I wanted this is kind of a shout out to the students and the teachers. So, um we give the ACUPPLACER for students that are getting ready to take um college
009courses. The colleges have a minimum kind of requirement that they've got to get to take those classes. Um this year we had every student that took it passed and the scores were pretty good. So, that tells us we're getting them college ready. Um so, I was pretty happy with that. And again, that's a shout out to kind of everybody um on that. um events. Uh our testing is completed. We do have a few um that we'll have to pick up that, you know, maybe weren't there, but for the most part, all our testing is done. Um we'll have results, you know, through the summer, start of next year. Um April 15th, we've got Fort Hay State Art Day, uh that we'll be taking students over there. April 16th, the band will be going to uh
010state competition in Oakley and then uh parent teacher conferences. I don't have exact numbers with everything, but you know, felt like it was pretty successful. That's our it was our student led one, so um we had several students come in and and had some good conversations. Um as far as sports, high school track, um our boys won the first two track meets at lacrosse and hockey. Our girls finished in the top four. Um, we set the school record for the 4x8 uh with Brian Trump, Shelby Molina, Hayden Stab, and Kinley Achenson. Um, baseball, softball, uh, they're actually playing right now. I'm not I wasn't able to see kind of how that was going, but baseball right now is two and two. Uh, we lost Ellis on Friday, both games, and then we're playing Boyd today.
011Softball is 0 and4. We lost both games to Ellis and then we're playing Spearville Junior High Track. Um we opened up at Smith Center and I think we're just good getting the kids out there competing. So we had a we had several kids do really well. Um we have Philipsburg on Thursday and then an update on a schedule. The sixth grade um track meet that was on April 16th is moving to May 4th and is going to be in Logan. So, we put some stuff out on Facebook and then I have a newsletter and I think we're trying to get that all out there to to make sure everybody knows. Um, the last thing I had was fundraiser request. Um, uh, we had a request from Cheer for fundraisers. Uh, these are all fundraisers that
012we did last year and then we were adding one more or they were wanting to add one more. Um they had the pastry um sales, the splat at Paradise Creek, start of school t-shirt fundraiser, summer little cardinal cheer clinic, uh winter little cardinal cheer clinic. So these are all things that we've done in the past. Um the one they were wanting to do is called Fill Your Bow. Um and it's it looks like this. I can pass it around to everybody if you want to take a look at it, but it's a a fundraiser where you can kind of look, they donate different money. They try to fill in the all those uh spaces and and getting money for that. Um and all that money is going for the um expenses for travel for states
013and and some of the other expenses that we incur for cheer. So >> did um I'm not sure if this is official u principal Han but did the eighth grade boys uh 4x400 break that school record too? >> I am not sure. I had heard about the 4x8 but I don't >> I don't know. I think they were looking at it. We knew we were close. >> Okay. >> But I I think we might have cuz I know we were um when they got done we were looking at it. So >> Okay. I don't know if it's official yet. >> I don't know that. We're trying to look through. >> I just heard the parents if you fil me like this might be a record. So, I don't know if it was official. >> I
014think we did, but they're looking at the exact like what exactly it was and trying to match that up. So, they just got to look through >> some of the old >> records and paperwork. So, but I I I think we did, but I didn't want to put that out until we kind of official. Okay, we've got we got the school record. Here's the time. Here's what it is. >> It's not quite official yet. Hopefully next board meeting it will be. >> Sounds good. Any other questions? >> Now we'll move on to superintendent report. Okay. In your folder, uh there is a document there and a follow along, but I'll just kind of real quick uh get down my list. Uh I did get an update or I called to to get an update on
015the new uh ultra freightlininer bus. Uh we um whenever it was gosh back in the fall I think originally they were telling us kind of beginning of April. So here we were I was I was expecting to get a call any time. >> So I did get that it is built. It's it's out of the factory. So I guess you could say phase one is complete. After it comes off the factory they send it they ship it to another location where it goes through all kinds of testing. I'm assuming obviously like brakes and all the things. And so that's where it's headed to right now. uh it'll go through the testing once it checks all the boxes and and does then then then they send it to the third location to get the wrap. So
016I guess you could say we're well let's back up. Phase one is the purchase. Phase two is to build it, right? So we got through phase two, we'll we'll get it through the testing and we'll get the wrap and then it'll be here. So with that being said, I I just simply asked again. I said, "Okay, so what does that mean in terms of timeline?" They told uh they told me end of April, first week of May. So, we did get it's pushed back a little bit later. I mean, I was kind of hoping, fingers crossed, maybe we would have it by this point. We could maybe send some kids to a track meet or something in it, but and we still might. We might be able to squeeze in something there before the end
017of the year, but still waiting. So, you know, hopefully between now and the beginning part of May, we we'll see a see our bus roll in the uh the um if you can remember, you know, we've we've been participating in doing the fun uh summer food service program now really since co and that was just something we as a district just I mean we saw such a good response and we we we've been feeding a lot of kids over the summer. So, I think it's been a very successful program. So, we're we've just continued to do that. Um, we would like to do that again this summer. Uh, so we would serve from June 1st through July 31st. And really looking at our summer dates, the only day that we anticipate that we would be
018closed or not serve meals would be Friday the July 3rd, just because that being the holiday weekend, but other than that, we we would like to continue to do that. We of course with like anything else, there's some paperwork involved and we have some options. We can either be what's called congregate or non- congregate simply meaning are we going to serve kids in the cafeteria or put it into go boxes and and let them take it elsewhere. We've always been the non- congregate. Um however, there's some leniency there where we will have some tables set up there. Um if if kids and families do choose they want to sit in the cafeteria, they'll they'll have that opportunity or if those want to just take it and go and you know wherever go to a park
019or go outside wherever they want to go do they can go do that. So we've always gone with the non- congregate to do it that way. Obviously it's they're pretty specific on just how food's served and how it's prepared and things like that depending on what program you are. So we'll continue to do that this summer. U I do have in here the roof maintenance agreement. Of course, we had roof masters come last uh back in March to talk to us about that. Um I've been keeping my eye out for an email just to get some more information on that and I checked again even you know right before I came in here to kind of prepare for the meeting. I haven't seen anything specifically from the masters yet. However, I made a note. I
020do have some more information to share with you about that later in the meeting. So bear with me. We'll come back to that one. Um Stephanie Bourneststead came uh last week and visited with Theresa Rudman and myself again. Um you know the we had talked if you can remember back in the fall Stephanie had come to us and shared with us about the HOSA um chapter you know here at at Plingville. Um we've you know Mrs. Rubman's been working on it with I think m with of course with Mr. on and there is definitely um potential that we can work it into the schedule and um there's there there's a lot of details I think that yes that Mrs. Broomman and and Stephanie and I will continue to work on. But for the most part
021though, we feel like we've we can do this. We can provide this opportunity for kids. And so what just to give you a quick rundown of what that will look like is we will have kids that if they they want to enroll and do this, there'll be opportunities in their day where they'll get to go out and be out there at the hospital. Um, you know, we we were even talking about, you know, having some type of, you know, pullover jacket or something that just identifies, you know, them as serving in that role. You know, there so they will be out there and they will be active and, you know, participating just in all the roles in the hospital. And the neat thing about it is it's not specifically just, you know, the the health
022care. I mean, it could be somebody who wants to go out there and spend time with their tech department in the business offices, just really all the all the departments, you know, that that make a hospital run. So, it'll give kids an opportunity to get out there and and see. And of course, obviously, there's there's restrictions on what they will be allowed and not allowed to do, but we'll we'll definitely navigate those. But I just really truly think with with what we as the school and the hospital have been doing um especially with our our connection and partnership with the daycarees, I think this just really strengthens that as well and uh you know gives kids the opportunities to to get out there and see those things and you know again go and choose that
023university or you know community college whatever it may be go get that degree of whatever it may be but then come back to Planeville and be here you We're work we're waiting for you. There's a job waiting. That's right. That's right. >> That's great. >> Yep. >> Um, okay. So, Ay, this is Let me share with you what I got and then jump in and at any time. So, I did receive, in fact, the reason I added this was just because I saw the email from Sher today. She provided, and again, I just want to point out these are preliminary numbers for for the 20 2026 2022 school year. And what I provided you with you or excuse me, what I provided for you on my report was just kind of a history of showing
024you uh where where we've been so far. So at the beginning of this year 2526, you know, the the co-op informed us that we were looking at a 2% increase in our assessment. So that came out to be a total of 351,969. I think I had shared with you, you know, we make that payment at two different times. we make a payment in August and then in February. So I'm I'm sharing with you there that you know we we paid them 175,984 you know that that portion went to the co-op at those two different time frames. Um, as you know, then of course we I came to you and shared with you that um there were there were some things that they had noticed with their budget that were bringing on the challenges and so
025they they asked for an additional 34%. So that came out for us that came out to be a total of about 107,000. So we made again we made that partial half payment. We made one here last March. We'll make another one here in in April. Okay. And then for preliminary for next year, uh it'll be we're looking at again increase of another 20%. So our our preliminary assessment for next year rather than being the 2% at 351, we're jumping up to 20% of the 565 958. And then again, that'll be the same payment process. We'll we'll pay a half of that portion in next August. And then the second half portion that will be in February. So um and correct me if I'm wrong my understanding is the even with that 20% there was probably
026still going to be I mean what Sher shared is that they're still looking at like I think you mentioned too they're not looking to maybe uh what am I looking for replace that they have people who are um resigning they're moving on that they're just going to do their best to >> Yeah. So, at this time, um Spar's going to probably most likely hold on um hiring additional um help. Um and also um the big jump I mean I don't know if you have you guys how much you guys want to go into this but the big jump really best way I can explaining may possibly accounting errors we were budgeting 2% increase which actually should have been more every year and so now we're having to try to catch up by increasing by a
027greater percentage. Um, and the other thing we're going to try to uh um save money is is hiring a firm who we won't need to pay like uh full-time benefits. We'll see. Shar's going to be looking into that and see if they can um manage our our budgeting and and and we'll see what number she has with us for us at the next meeting. And like I said, that's also going to help uh quite a bit. um with not having to pull pay like in healthcare and all which is a big big chunk of change regardless anyway also but in short that's that's what we're looking at. >> So I guess have you are the numbers that I'm sharing right or is that have you had a chance to see any of that yet or
028they shared >> No um I just got emails today um and I haven't been able to uh open them up and look look at that. But if Sher sent you that, I was >> probably right on. Probably the same thing I got. >> Y anyway, it it really, like I said, it was kind of a last minute addition, but once I saw it, I thought it would just be good to keep you guys in the loop as far as what's happening there. And I will be um I will be in Philipsburg Friday um for the soup council of soup meeting. And I'm sure this will this will be our our topic of conversation, I'm sure. So I'll know more after Friday as well. Um, and then last thing I have is that uh last Thursday,
029April 9th, Amber Miller from the State Department, she's our uh she's our area uh representative or go-to person for for all things KISSA. And so she was here last Thursday and uh the district, we took part in what's called the uh the six-month check-in. So this is again, this is just one of those big check off boxes on in the KISSA process. uh she was here to uh walk through us and talk us talk with us about all the all the steps we've made for moving forward this year um with our KISSA goals um as a district we took on curriculum alignment as our as our focus and so you know we had inservice days that were scheduled or you know focused around that. I unfortunately um last week I I went down sick and
030so I missed uh Wednesday and Thursday. So I was I was taking part in this via voice or speaker phone. Uh so I was able to do that but unfortunately for I should unfortunately for me I was not here thankfully for Mrs. Dobson and Mr. Han. They were both here along with my team. I also put on here that um Mrs. Hovus, Mrs. Cro, Mrs. uh along with our building principles, they they were here and did a phenomenal job to walk us through that and I put a note on here. Uh after after all that's done, Amber, Dr. Miller puts notes in our in our KISSA application and I just put in or I pulled directly from her notes. The system is compliant in all KSA compliance areas as of April 9th. A final determination
031will be pulled uh for sharing at the state uh state board of education meeting on June 1st. So, we are we're doing good. All right. Any questions or concerns? If not, do we want to >> table that? Let's table that. I think F I think F we're going to push off till the next meeting. Uh Chris and I have to go to Topeka tonight after this meeting for meetings tomorrow. So >> I have it ready for for next month. >> All right. So we'll move on to Oh, I guess we need to make a motion. >> I make a motion to receive those reports. >> Thanks. >> I'll second. AZ. >> All those in favor say I. >> I. >> Opposed? Motion carries. All right. move on to Yeah. >> Yeah. Actually, this is so
032this is um like I said, I in my report there, I did have more information. So, I was able to I got on the phone with with Vince Haynes uh today and and talked with him and just shared with him. Of course, we we started talking about uh projects and and and everything. Um you know, we're with the timeline of all things with with the bonds and everything going on, we're probably in a place that we're going to be able to jump in and start doing any of the work you probably this spring or even this summer. I mean, it's we've got a lot of things still to do and we're looking at next summer to really probably jump in and do a lot of things. So, it was just in that conversation, you know,
033we uh I started talking and and roof came up and I shared with him that, you know, we had roof masters here to talk to us about a maintenance agreement and everything and and you know, this this crossed my mind, but I guess I at the same time I I didn't I hadn't had time to really talk to you or, you know, either or any of you guys, but I just started thinking like what what does that look like if we get ourselves in a maintenance agreement, you know, with one company and then here we here we put out bids and here comes another company, you know, who want who ends up getting the the bid to do the work. And so I just thought, gosh, that could really >> that could get crazy, you
034know, thinking about that. So, um, I just talked to Vince about that, you know, and he said that he very much agrees and loves the idea that we're having these conversations and and talking about roof maintenance. I mean, he he doesn't question that at all, but with where we are with our bond and all the other projects, he encourages to to table that and hold off on that for right now. Um he thinks what what would be the better idea is once we get to that point um and we're we're ready to to do that part of the work with the roofs is that when we are asking for those bids that the roof maintenance agreement is a piece of that and that just becomes just a part of the bigger package deal you know
035and then whoever that is >> you know we're also getting into a maintenance agreement along with the same company who's going to be putting whatever they you know material So that makes sense. >> I I agreed with them, too. I mean, I like I said, I did not want to put us in a situation where we were, >> you know, and which they wouldn't want to either. I mean, I'm sure roof masters, they wouldn't want to do a agreement on a roof. I'm sure that wasn't theirs or materials that, you know, so with that being said, uh, you know, even though I'm I'm definitely going to keep an eye out for what information they may send us, but if you guys are okay with it, I think it's probably we just hold off and pause
036on that. >> Sounds good. >> Okay. Okay. >> Sorry. >> Random response. Yes. >> You're ahead of time. >> Let's see. Uh I I'm just looking at my notes here. Vince made a note that, you know, we have the special board meeting scheduled for May 7th. Um so he said that that will definitely be a piece that he'll bring to the table and talk to us about that more, too. So kind of a better idea there. Um, let me check my notes here real quick again to make sure. Yeah, that was that was it for that one. So, with that being said, I guess I would just ask for no motion or action on that. >> That sounds good. All right, we'll move on to number 10, discussion, approval of schools for fair funding membership.
037So, this is a uh this is an annual thing in your let's see in your folder. Is it number? I guess I just need to go to my agenda because I think I got it linked, don't I? Yeah. So, we have been as a district, we have been a part of the uh schools for fair funding for quite some time. Um, as you can see, it's it's very cheap to be a part of that. I mean, 500 bucks is to me that's well worth it. And I will say too, if you remember here, gosh, was that a few months ago, I had the opportunity to go to Topeka with, you know, 30 plus other superintendent and and be a part of that and and just >> gave me the opportunity to participate at the state
038level and have conversations with legislators. uh you know again we we do what we can do you know I mean that's at the very least I mean you know we we try to reach out via email and calls all the time but I think it's also just an extra step when you can actually step foot and be there in person which I and I appreciated that opportunity and we can communicate all we can and sometimes it helps and sometimes it doesn't but I think for something like this though it's very well worth the >> yeah the cost to do that so I I was just going to say I agree with you. I'd make that motion that we continue our membership in schools for funding. >> I'll second. >> It's been moved and seconded. Uh
039all those in favor say I. >> I. >> Opposed. Motion carries. All right. We will move on to uh establishment of enrollment capacity for 2627 school year. This is to keep us in compliance with the new >> Okay. So, actually um there on the screen I I also just wanted to provide you with kind of a little bit of a history background so you kind of know where we've been and where I where we're heading. This was um new legislation that started in 2425 and the again just as a refresher to remind everybody you know it's just with the the open enrollment policy now or that's across the state. You know families can choose to enroll you know wherever they wherever they want to enroll. Um with that being said, you know, each district then
040of course needed had the opportunity or needed to set their their cap what is their full capacity. So in in that first year we as a district we made that decision to set our capa capacity at 55 uh per grade level. Okay. So what I was just sharing here with you on the graph is our projections those years. of course were in the blue and then what what was actually reported on the the superintendent so SO66 report so we had a couple years you know 24 25 and in this year 2526 we we actually did exceed our projections um the way I was thinking of is you could stack the red on top of the blue because the red is the available capacity you know that's saying we could take based throughout the whole district
041you know we we could, you know, take on an additional 337 more students, you know, but I don't that's where would we put them? Yeah. I don't know, you know, and the thing to remember is that the it's the idea that we don't ever I remember Mrs. Garing talking about this, you know, we would never tell a kiddo no. I mean, if they want to come to Planeville, I mean, we're Yeah. we're going to let them come. Now, the the rules behind it is, and I guess I even think back to the years prior to the open enrollment, you know, we still had several out of district kids that were still coming to us. We just had the option to we were able to look at grades, behavior, and attendance to make that determin determination
042if they were in good standing. And if they were, then yes. And so we we had, you know, years where we had almost three pages a list of kids that we would approve as a board, right? And and those were in good standing and and they were fine. So now we don't necessarily we don't have that process or necessarily to you know look at that. Now every student can come here for a year and within that year if they if they are out of district and then they fall out of that good uh good standing status then we can then we can say yes okay you're you're going to have to enroll back in your home district I guess. So we >> and as of right now um we have not our our history or
043is showing us we have not met our capacity and we have not run into a situation where we've had to decline a student. We haven't run into the situation where we've had to do the um if if you do if you get into the your capacity then you step into the next process which is the >> a lottery and you know we haven't had to do that. So, it's the idea I feel like the 55 is it's setting our capacity high enough to where we don't have to tell kids no, but yet it's high enough where we we're not getting ourselves into that lottery situation or, you know, doing that. So, with that being said, I would just make the recommendation that we remain at the 55 and, you know, we we still have room.
044We have the one class. I I guess that was the other thing I was if you want to look at in your documents there, we've got uh next year's freshman class has got 45. So, we've got the one class who's within 10, you know, but everybody else were at the, you know, upper 30s or excuse me, upper 20s to mid-30s is kind of where we're at. So, So questions or anything I think that this is Gary and I know I was a part of that conversation and several years ago you we kind of we were back and forth and we I remember us getting to the 55 and evidently we we found a good happy place there for a while. >> Right. I think I mean the big thing is is we've always had open
045enrollment so it just added these cumbersome steps to >> that also kind of lock you in to you did set your goal or you did set your max. Uh but yeah, I think the idea behind it was is 55 is is I mean that would be pushing the limits for any one grade, but the idea is is it wouldn't be more than realistically probably more than one grade that could ever at one time get to that point. Uh but anyway, >> so far I think it's good. Um the last piece I was just going to add it would be your this item number 11. Yes. So this document here what I'm showing you here this this is the document that we will show we we will we're required to post this on our on our
046uh district web page. So this is just something that we we created those a couple years ago and then you know I go through and look at where current enrollments are and projected enrollments for next year you know and of course then the bottom graph is just showing that that open capacity you know remaining remaining seats open. So this is the information that is out there for parents and families to look at to see you know if the availability is there and obviously it is. We'll get that on All right. So, look for a motion to approve the capacity. >> Motion. >> Thanks, Christine. >> Second, >> Marlene. All those in favor say I. >> I. >> Opposed. Motion carries. All right, we'll move on to number 12. Discussion and update of uh bomb. >>
047Okay, stats. >> So, let me this uh item number 12 in your folder. So I was I've also been in communication against with Clayton Kelly through Piper Sandler and through that conversation, you know, this is something he he definitely wanted me to bring to the table tonight and just share with you so you guys understood. Uh again, and this also Vince, my conversation with Vince this afternoon, Vince also has this information and this has pretty much been his driving force, too. So, just wanted to to make sure, you know, like I said, um May 7th is that special board meeting. Vince and Clayton will both join us for that. There May 18th, the the conference call with the rating agency. I mean, these are all things that that May 18th, the May 26th, the May
04829th. These are all things that we are going to be walking through in that special board meeting on that 7th. So, just know that that's going to be a I don't know in terms of length. I just know it's going to be, you know, in depth and you'll probably have a lot a lot of your questions and things will be answered for sure through them. Um, the other thing I was when I was looking at this is that that June 8th is a regular board meeting. Um, it was I'm not seeing it on here. Let me look at my notes. Yes, the June 25th Clayton told me that really we probably will not have access to our funds until June 25th. So obviously you know that just that that's another reason why then our timeline
049for work this just gets pushed further back. Clayton also will be also be here on that June 8th date as well to talk with us more. And then also too I just also made a note that on May 18th, I think leading up to the make let's see I I guess I just made a note that I will be having a conference call with with all of them prior to that June 8 June 8th board meeting as well just to make sure we're we're on the same page. I guess really just wanted Clayton with the main thing just wanted you guys to have the opportunity to see see the timeline and to see where how things are falling in place and it was very reassuring for me when I talked with Vince he's got this
050same document and he's I mean he's already three or four steps ahead of the game it feels like he's he's prepared for May 7th I think even tonight >> so he's he's got us in a good place for sure. So, >> will we uh start on anything before I mean before we get the money as far as getting the ball rolling on on the project at all or do we wait till we get that and then kind of >> Well, so I haven't had a chance to yet, but where where my next the next piece I want to look at is, you know, we did not usually in September we go through and do the board uh campus walkthrough >> and when we were back in September knowing where we were in this bond project,
051we we put that on pause. We just didn't do that this year. So, that has been something that knowing where we are with the bond, I would like to do that here in the spring if we can um go through a walkthrough because our fiveyear um fiveear facility plan, we're we basically we're on year five of that. It's time to start thinking about the next five. So, I would like to do that with you guys and we walk through and and have that conversation. Again, there's items on that five-year facility plan that need to get moved and adjusted, but we we clearly will probably find some other priorities that maybe we can adjust. So, so yes, maybe not necessarily specific bond projects, but there's definitely other capital outlay projects or facility projects that we know
052we can we can get working on. Yeah, I just had people ask me about how the bond was going or if we started any design stuff and I was like, we haven't necessarily sat down since I figured we were waiting until we had the >> the bond projects, all those things that were outlined in that proposition one. I mean, as excited, as much as I would love to, that's just that's all kind of just on pause right now. We we'll get to those things. But but with that with all that being said though, too, you're right, there's some other capital outlay or I call them capital. There's some other campus projects that we can we need to talk about. We need to go ahead and start working on I think too. But I just I
053really have appreciated the process of that facility plan that project, you know, just being able to prioritize and organize >> where our focus and stuff is going. So, >> yeah. And that's I mean this is about the right I mean about the right schedule because I know like Shauny Heights where I was last week uh they passed their bond in in the November election and they have done some planning and stuff but they haven't started on anything yet. >> Yeah, that's what I had people ask. Oh, we haven't heard nothing. And I was like >> really got that far ahead yet. >> Yeah. We I guess we were going what 300 miles an hour >> to get there and then Yeah. to get there and then everything slows down to a snail's pace then after.
054>> Yeah. Yep. Yep. That's >> from what I hear that's that's the typical pacing of a bond, >> right? You work work work and then you find yourself in a >> in a holding pattern. >> Y okay. I other than that guys, that's really probably all I have on that one, too. We just, you know, maybe just encourage you to reference that from time to time and just kind of keep an eye on on as we move forward and I'll keep keep you updated on different things, I guess. Yeah, that's I also put a link in there if you were curious to just know kind of how exactly the the voting statistics turned out. I didn't know if you guys had a chance to see any of that either. So, it was interesting. All right,
055we'll move on to item 13. Uh discuss discussion of House Bill 2299. Okay. So, as you may or may not know, we are going to be coming up with a new policy for next year. Uh, it was signed into a law, of course, that there all schools will have to have a bell-to-bell, no cell phone uh policy you have implemented in in their districts. Um, you know, it's from all the the guidance and direction that I've been given so far, and I may just have to look here. My It's probably Mr. Han and I, you know, we we've been talking about, you know, things that we currently are doing and this is what all schools are doing. You know, what we're currently doing, you know, is what we're doing meeting the expectation of the of
056the law, the or you know, what how it's specifically written and things like that. uh you know there's there's districts all over that we're all on the same page where some of us already had some type of a policy in place other schools had nothing you know so I mean the direction that we're been given is that KSD is going to come out and KSV is going to come out with guidance as far as what these policies probably should look like and of course you know we will add edit and change to make it fit us you know so I mean it's definitely something that we'll be able to do that um I just the more I talk to other superintendent. I just feel like that's that's exactly what everybody else is doing is kind
057of just sitting back and waiting and seeing what the what the guidance is from KSV. Um, you know, I've I every time I get on the phone or talk with somebody, I'm I'm taking notes and getting ideas and seeing what others are thinking. um you know it's it's going to be interesting because like you know different things that I've notes or details that I've gathered is that there will be some exemptions if you know students if for whatever reason if they have details in their IEP or in their 504 plans that requires a phone which an example of that would be like if you know we have students or I don't know if we do have one we might have one that they you know are their phones have the ability to read their the
058diabetic, right? Or if they they have something to there's something health related, you know, that they got to monitor blood pressure, whatever it may be. So, I mean, obviously, we don't want to put a student in a health risk not having that. Um, so, you know, that'll be something we'll have to definitely pay close close attention to. Um, we will have to establish clear discipline procedures, you know, in the event that obviously students are trying to get around it. Um, we will have to establish our our communication options, you know, and Mr. Mayers and I, we've were already talking about, you know, we'll we we going back to the days of we'll have a phone in the office, you know, specifically for student use, you know, in the event that a student needs to come
059and make that phone call to a parent or something like that, you know, we'll have that availability. It's just again, it's going to require that communication with parents to let them know that from 8 to 3:30, they're not going to be able to to send those texts and make those calls and do all those things. I mean, it's it's going to just to be on hold. And if it's a message that needs to get to a kid during that time frame, it's just it'll go through the office and we'll get the message to them. you know, there's, you know, there's pieces in here where it suggests that, you know, phones can stay in vehicles, but, you know, that's only a certain percentage of your high school population. Not everybody's got that vehicle sitting in the
060parking lot. And, you know, that's I don't, like I said, we're we will have to have our policy submitted to the state by September one, which I anticipate that we'll will have it by then. You know, I don't want to I don't want to start school on August 15th and >> you know, we're still trying to figure that out by September one. We'll have it in place for sure. But >> it's uh we're just it's it'll be an interesting challenge or interesting homework assignment that we'll have in front of us. But and like like any policy, I mean, we will we'll sit down, we'll we'll get something put on paper, we'll bring it to you guys, and we'll go through it and review it and talk about it and make approve it or tell me
061to go back to work, figure it out again, try again or whatever you want that to look like. So, any questions I can maybe help address or answer with that one. >> More to come. More to come. >> Yeah. >> The only, you know, I do think about Mr. Han, you know, he he did his digital detox day back in the fall and >> we did one day of it and you know that's the thing is it actually turned out to be a positive day. >> I got comments from the students that they were >> it was a good day but we went no cell phones, no computers, no nothing >> complete technology just >> I mean there was some good feedback from it for sure and most of the kids well I only think
062I had one kid that I didn't comply based on I mean I'm sure a few others >> one one day though is is different than the whole year a law that says that it's not happening from 8 to 3:30 but >> and then we we me and Mandy were talking to they're uh we're going to go to Osbury tomorrow and talk to their um principal and and look at their how they kind of do theirs because they they had already implemented that this year. So, we're just going to kind of see how they ran it through just to get some ideas. That's it. >> That's it. All right. All right. There's no other discussion. We'll move on to number 14 at risk uh pupil assistance program. >> Yeah. Just another item I guess I just
063feel Gil again I feel like I want to keep you guys in the loop on changes that are happening for next year. Uh I was in Manhattan where I was able to to get kind of the latest update on this. So starting next year all districts what we'll need to do is we'll need to establish um two cohorts of students. uh at one time that it was set up around you know they wanted each cohort to be around 25 I believe 25 to 28 students and and of course it didn't take long to realize that there are districts out there that there's some you know for instance one of them would need to be in for coming from the third grade well there's districts out there that don't have 25 third graders you know so
064thankfully they they step back and then they they realize like okay so the cohorts need to be at least 11 so we'll have to establish uh two groups of at least 11. One of them from what what I originally was told is that one of them would come from the third grade. Um I don't know if it's changed yet, but I think this was something that they were trying to get changed was that third grade is the first year that those students even experienced state assessments. Um, so being that this process is so closely related to state assessments, you know, they didn't feel like that made a lot of sense or that was kind of unfair to, you know, for a kiddo who's experiencing state assessments for the very first time. That's kind of putting
065a lot of pressure not only on the kids but teachers and and everyone else. So they were hoping to get that bumped up to fourth grade. I don't know if that happened or not, but I'll I'll keep my eyes open. So with that being said, you know, a cohort within about your middle elementary range and then um another one can be we can establish that anywhere from K through 8th grade. The thing of it is is once you've established those, you know, once we have that 11, you know, we can't as we go through each year, we can't we can't grab another kid and put them in once once they're established. Once they're in, they're in. We can't we can't play that game of like, oh, this kid's they're scoring high on state assessments. Let's
066put this one in. Oh, they're, you know, we're not doing that pick and trade thing. But the idea is these cohorts of students are the ones that we will watch and we will have to set an atrisisk goal for and if we meet our goal then we will be given funding for that. If we don't we will have funding pulled for not meeting that goal. So um you know as soon as that was shared you know as you can imagine a room full of superintendents I mean it was kind of like there were some grumbles of course you know because that's the thing is I mean it's it's proven that students that meet those at risk criteria you know it's proven that it takes a little bit extra money to help those kiddos you know
067they they whatever whether it's they struggle at math or reading I mean it takes those extra resources and things to get those kids where they need to be right and here they're saying if if we don't meet that certain goal then they're gonna funding will be you know reduced and so it's it's unfortunate I you know I I have nothing against obviously holding our keep holding us accountable and and working towards good things and achieving goals there's nothing about that I don't like it's just the idea that if we you know if if we don't meet these goals or whatever then we're we're kind taking a slap on the wrist. Some take it could be more than that just because it's, you know, it's it's funding. So, >> I'm just going to say publicly I
068think this is a bad idea for our legislature to do that. And maybe maybe there's other big picture things that I'm not grasping that they're trying to get out of it. But there's already a plan to see who is supposed to be an atrisisk student. Mhm. >> There's already a plan to >> Well, the real problem is is that the funding doesn't the >> it's just a poor system in general because >> yeah, >> the funding is based on free lunches >> and but it's not based on the students that you're serving. But it's and part of that is it's really hard to base the funding on the students that you're serving because you know at the beginning of the year it may be these five students that are really needing the services and needing
069help to get them where they need to be. And in the second semester it could be a different four or five kids that are really needing the services. and people and you know as they move through grade levels and content changes they kids move in and out of needing those services but yet the funding isn't tied to what services you're providing and so it just it's just a poor system all around >> especially now if it's cohort that you can't switch out the kids or whatever that's in this cohort of the certain ones that they're going to use to base your achievement on. So you're kind of picking 11 random kids to and then >> well that >> that you feel like could be at risk. >> Who gets to pick? Does the state pick
07011 randoms or >> we will choose? >> Yeah. >> Um and of course you know it'll they've got to meet that at risk you know criteria. you know, I haven't I could have or you know, I I just don't I don't have necessarily our third grade at risk numbers here in front of us to look at, you know, right now. But >> yeah, I mean it's I don't know I don't know how many are actually in the third I miss comfortable tossing out passing >> that they're going to have to >> not that they have to do all of them. Okay. I was just asking about the the early bill that they had out there that was going to make districts verify 100% of free lunch. >> I was just making sure because I hadn't
071heard for certain. I didn't think that it passed, but I wanted Yeah, >> because that's just another >> massive hoop. Okay, good. >> I mean, it's It's really the punitive part that doesn't make sense because if you're struggling to and you need to offer more services, you can't do that with less money. So it's kind of the two don't go hand in hand to to re you know I mean I understand you know the you know reviewing it and setting the goals and holding people accountable and but what would make more sense is that you have to come up with a better plan then and >> prove that you're really working on this not to take away funding because taking away funding is only going to hurt the It's >> it doesn't >> doesn't necessarily
072hurt the district, you know, uh administration like they're targeting saying they're not doing their job. It hurts the kids to take the money away because you're not going to be able to offer the same level of services with less money. So, it's kind of counterproductive, I think, is my thought. >> On a positive note, I will let's end on this one. Just like the cell phone policy, they have the state's coming out and saying that they've got people that are working on in fact they've got a um they've got their atrisisk team there at KSD. They're going to be working on providing districts with again guidance and direction as far as you know what those goals can look like, what what are some good strategies for, you know, choosing those cool cohorts and things like
073that. So I I again I greatly appreciate that they're not just saying here 270 figure it out >> right and that's that's definitely like I don't know if you have experience with different areas of the department of or the state of Kansas definitely the department of education there's other departments in Topeka that should take lessons from the department of education because they do just say here's the new rules and figure it out on your own and so they do a really good job of of helping >> uh give guidance to help us understand what we need to do to be compliant and so >> they do issue a lot of uh help and assistance in figuring that out where uh more so than some other agencies. >> Yeah. So so we will we'll get that
074we'll take their guidance direction and we'll go from there. All right, we'll move on to possible appro possible or discussion and possible approvement approval gez of health occupation student association uh for the future health care professionals. Well, I I shared in my obviously in my superintendent report, you know, again that we've we've talked with Stephanie Bourneststead again and and Mrs. improvement is, you know, she's got a good grasp on on the schedule and things for next year. We feel like we're we're doing good things by moving forward this. So, I'm just asking for, you know, approval from you guys that we take those steps forward and if you had any other questions that we can >> So, it's going to be a class. Is it also kind of a extra career like extracurricular club or
075is it Yes. >> Be part of like the work study deal that >> my understanding is that it will be a it'll be a class. Um but you know as of right now like having that sponsor who's in charge of that you know again I'm to relate it to like we have Mrs. Littlechild as the FFA sponsor you know we don't we don't have that person as the person you know yet. >> Okay. um you know we'll we'll still work on the way um the way Mrs. Ben was talking about it is that you know really it could that that person could be her you know she would and she even you know watches that and keeps keeps eye on on our students who do like the egeneuity and things like that. I mean we
076don't have that teacher who's just doing all of those things. She's monitoring it on power school and working through the schedule. So I mean it would be something like along those lines too where she's she's our contact person with Stephanie through the hospital. those two ladies would be working on, you know, what kids are going out there at certain times and, you know, then it would be a matter of, you know, that's the piece we were talking about too is what's that communication tool, what's that rubric look like that the hospital people then are that personnel is communicating back with us on how well the students are performing and things like that and and then it would be Mrs. Rubman who's putting that information into the power school and that you know I I think
077it's one of those things that can develop, you know, time or evolved over time and we might depending on enrollment depending on how many kids take advantage of the opportunity and we might see that we need to who is that one person and maybe it maybe it goes beyond what Mrs. Rudman can can do you know we've Philisburg has it but their situation is is that they have one of their science teachers and I think right now they've only got this is going back to a conversation I had with Mr. back in the fall. Um, you know, they offer it and I think they only had three students that were actively participating in it. So, the one of their science teachers was the HOSA sponsor and they were basically just monitoring that, doing things during
078their that lesson plan time. you know, of course, they're they weren't teaching a host of class that those students were active in the at the Philisburg County Hospital, you know, doing those, but that teacher was just monitoring and taking on that lead role with those kids during what was their lesson plan time. So, that's just another model, you know, that that district's doing it with. So, I don't think there's necessarily a set this is how it has to be done and what it needs to look like. Sorry. Sorry. >> No. Yeah. Well, I was just thinking like if it would like if somebody wanted to be involved in the group, but it didn't work to actually be in their schedule during the daily thing. Is that still like would they be able to kind of
079participate and get information from the group or is it more structured that you're going in there at a certain time? >> I think it's more that where you're you're going to be pretty active in this. >> Yeah. Any other questions? If If not, I look for a motion to approve the >> I'll make that motion. >> A second. >> Christine. All those in favor say I. >> I. >> Opposed. Motion carries. kind of tied to that would be just approval of setting up the uh HOSA activity account just so there's a separate account for uh because I think Stephanie has some funding as well to help get the program started through the host >> there's some grant opportunities >> and there's grant opportunities so then that money would be in a separate account to be
080used for that program so >> I'll make a motion to approve uh the creation of the host activity account. >> Second. Thanks, Jared. >> All those in favor say I. >> I. >> Opposed. Motion carries. All right, we'll move on to number 17. Discussion and possible approval of donations. >> Chris, take it. Um we we got a um donation from Stratacan for $2,121 64. >> How much was that again? Sorry. >> $2,121. So yeah, 2121. And then I was being told that there was a possibility that we might have a donation for high school resting, but I was informed this afternoon that is not. So we can scratch that one. That might I guess maybe tabled for another time, I guess. But okay, nothing on that one. All right. So look for a motion to
081approve the donation from Stratacan for the high school golf account. Motion. Thanks, Jerry. I'll second. >> Second, easy. And we'd like to thank them for their support of that program. All those in favor say I. >> Opposed. Motion carries. All right. Looks like we have executive session. How much time do you think? >> I forgot what we 40. 40. I It's a lot. I'll I'll do my to be passed. >> All right. We probably would use that. >> Yeah, I think so. >> I move we go into executive session with Superintendent Chris Reinhardt. >> Sorry, >> I actually was going to add um I know I didn't I would like to bring Mrs. Dobson into as well. >> Okay. >> Sorry, before you make that motion. >> Yeah. uh Superintendent Chris Reinhardt, high school principal
082John Han, athletic director Rhysa Rudman, elementary principal uh Mandy Doppson to discuss classified staff pursuant to non-elected personnel exemptions under KOMA. The open meeting will resume in the boardroom at 8:48. >> We give it to Marley this time. All those in favor say I. I >> opposed. All right. back in open session and we'll move on to number 19, approval of certified teacher. Uh I'll make a motion that we approve uh is Kaylin. Kevin >> Pimlot for the pre uh preschool >> teacher. I'll second >> second. AZ. Thanks. All those in favor say I. >> I. >> Opposed. >> Kayyn. C A E L Y N T. Okay. All right. Number 20 is approval of junior high science teacher. I'll make a motion that we approve Nicole Goslin. >> Second. All those in favor say
083I. >> I. >> Opposed. Motion carries. All right. Number 21. Uh approval of the elementary summer school teachers uh Adam Flax, Alyssa Styer, Marissa Bruner, Amber McKenna, Jesse Plant, Rachel Alvarez, Daniel Wilcott. And then for high school, we have Steve Brush and Curry for a motion to approve those. >> I'll make that motion. >> Marlene second, >> a second. Jared. All those in favor say I. >> I. >> Opposed. Motion carries. Number 22 is approval of supplemental resignation. Uh I make a motion that we approve the resignation of assistant high school play director from Megan Grawick. >> I'll second. >> We making a motion. >> Yep. Okay, I'll second. >> Marlene seconds. All those in favor say I. >> I. >> Opposed. >> All right. Number 23, approval or yeah, approval of supplemental resignation from
084high school assistant play director uh from Liz Stamper. >> I'll make that motion. >> Thank both of them for working on that for the years. >> And all those in favor say I. I. opposed. Motion carries. We'll move on to 24. Approval of resignation of Rhysa Rudman from junior high girls basketball. >> I'll make that motion. >> A second. >> Christine. All those in favor say I. >> Opposed. Motion carries. uh and approval of supplemental contracts uh as presented. >> I'll make that motion. >> Marlene, >> I'll second a favor say I. I >> opposed. Motion carries. Number 26, approval of leave request as presented. >> I'll make that motion also. >> Second, >> Christine. Thanks. All those in favor say I. >> Opposed. Motion carries. And then uh approval of summer help. >> I'll
085make that motion. >> I'll second. >> Jared. All those in favor say I. >> I. I. >> Opposed. Motion carries. All right. has a lot of >> a lot of stuff. >> You guys did a good job. >> All right, we'll move on to an executive session for negotiations. Uh I move that we go into executive session with Superintendent Chris Reinhardt to discuss negotiated negotiating negotiation items under the exemption for employer employee negotiations under coma. The open meeting will resume in the board room at uh 9:02 p.m. >> All second. >> All those in favor say I. >> I. >> Opposed. We are in executive session. on to number 29. Uh discussion of year end staff appreciation. Uh just remind you that the last day of school is that Friday the May 15th and the
086it's 11:30 dismissal day. So just you know typically what what we do is we provide hamburgers you know for the teachers and staff that day and serve a lunch. We'll have an opportunity to you know thank those individuals who are you know not going to be with the district you know next year. I think we've we got three I think that three individ three three teachers that are moving on or leaving us. So we just take that opportunity to to recognize them >> years of service for their yos. >> So with that I guess I just kind of wondered maybe if we could I mean I know we'll have another board meeting before then but not too much or will for what is the May 13th December? >> So we do >> we do but
087it will be on Monday. So, uh, I just thought maybe if we wanted to pencil in just some of the details of that, who who would be available to join us. Of course, you're all you're all invited. Come join us for for hamburger and and lunch and be be a part of that if you if you can or if you want to. And normally what we do is we grill uh burgers or >> something along those lines. Uh, and then we we get sides and and things like that. we have lunch. So like last year, last couple years, I think AZ's helped me helped me grill. >> I'll do this. See if you plan on doing it again. >> Yeah, sounds good. >> And usually the kitchen will provide some sort of like dessert or
088something like that. >> I think we've already confirmed the PTO, right? >> PTO is going to dessert. >> Yep. Bring dessert. So, yep. But we were also discussing like we were thinking we had some type of pasta salad or potato salad or something. Maybe that maybe that's something the kitchen can do for us. >> I can do that. >> Okay. >> Yeah, I'll I'll do a side. >> Thank you, Mar. All right. And then item 30, uh, board member responsibilities at promotion and graduation. I would like to take home the eighth grade. That' be the morning one, right? Y. So basically we just divvy up uh well for one if you're going to be there if you're going to be in town but then for uh handing out diplomas. >> Gotcha. >> Uh is the
089other responsibility. So >> you would like to hand out diplomas, right? >> Yes. >> Utilizing that class. I like to do that. >> Same for high school. I know Jared and I. >> Yeah. >> What's that? >> Said I know Jared and I would like to do high school for high school. >> All right. Can I can I have just a teeny request? I don't have to be up there for the rest of them, but can if I can have our foreign have if I can hand our foreign exchange student his then I'll just sit back down and you guys you two can take the rest of them. >> Well, and we can see how it all >> I mean >> we can see how it all lays out. >> And you can you can
090even divide it up. >> I'm going to sip in for one myself. >> Yeah. Tell Mr. I'll take A through D and then you guys can I don't know. No, it doesn't matter. >> Yeah, I'm >> and I don't have I honestly don't have to, but I'll >> I'll make my way right up to the front and give them a hug anyway. >> As at this point, everybody thinks yes. So, you planning on being there or >> graduation? Graduation or >> I am not sure about that weekend yet. I don't know. Never mind. So, yeah. Um, >> so we need another eighth grade. >> Need another eighth grade >> cuz it graduated already or moved on, right? >> Mhm. >> Okay. >> Yeah, I can help it. I can help eighth grade. I mean, if
091Lori Lor does have an eighth grader. >> No. Okay. >> Or I'll be there as well. However, Mr. Han, right? Am I the 11th >> or the last day or what are you talking about for the senior >> practice? Were we thinking about doing practice on the 11th? >> Um, I think we go next. I have the list of I just know that we we're doing our walk through. That's our last day and then senior presentation there in the auditorium and then maybe practice in the afternoon. I was I was thinking I had a notice we were doing some type of practice on the I mean I know we've got it all written down >> and it's pretty simple. just show up 15 minutes, 20 minutes before and they'll have an order to walk in
092and uh it's pretty simple. >> Just procession in >> see if we'll be if we are then I'll come >> but just procession in take our seats on the stage and then when it comes time for diplomas whoever's handing them out stays up on the stage with the diplomas and uh and the other board members step off the stage and shake the kids hands as they go back to their seats. So, it's a pretty pretty simple >> process, but >> and I usually have corages for the board members that are there. So, if you are going to be there, just let Chris know >> and then or Mrs. Stamper >> then you can let Mrs. Stamper know. >> All right. And then last, the items for the good of the district. Uh the special meeting
093on May 7th at 7 uh for the special uh board meeting for the bond uh for the bond work. And I think that's it. Look for a motion to adjurnn. So move. >> I'll second. >> It's been moved and seconded. All those in favor say I. opposed. We are adjourned. >> Thank you.
