Chris Hansen >> here. >> Cassandra St. Germaine. >> AC Molina >> here. >> Scott Sto >> here. >> Or Marlene Whitney >> here. >> Chris Reinhardt >> here. Stand from the front. Salute. [clears throat] I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> All right, we'll move on to a time of open forum. There's anybody here to adjust the board. Doesn't look like it. So, we will move on to approval of the agenda. There's a couple changes. There's a 13A, which would be approval of the uh renewal of the neighborhood re revitalization plan for Brooks County. I think that's it. That's it. for a motion to approve the agenda. >> As amended, >>

Scott, >> Marlene, thank you. All those in favor say I. >> I. >> Motion carries. We will move on to the consent calendar. Uh the meetings uh the minutes from the regular meeting in November [snorts] were sent out as well as the bills if there's any questions on those. If not, we move on to transfers. >> Yes, I would like to make a request for 20,000 from general to vocational ed. Look for a motion to approve the consent calendar. [snorts] >> I'll make the motion. >> Second. >> Thanks, Scott. All those in favor say I. >> I. >> Opposed? Motion carries. All right, we'll move on to communications. PK and A. No, >> I know there's not another. >> That's fine. >> I missed getting that off. Yeah, take that off. >> All right, we'll

move on to uh reports. Smoky Hill, we have our uh next meeting on [clears throat] Thursday. So, uh nothing to report there. Different uh special ed co-op. >> Not much. It was a very short meeting. Um, very difficult to get SLPs around this area. Fortunately, we have one who's doing her clinical rotations and the hope is to keep her on board once she is done with that. So, hopefully that'll be a good prospect for the [snorts] district and everybody involved in the co-op. That's it. All right. Crazy. Uh, any other board of education member reports? If not, we'll move on to principal reports. We had six of our sixth graders um participate [snorts] in the Northwest Kansas District Elementary Honor Choir on Saturday at Fort Hay State University's Beach Schmidt Auditorium. It was Brody Axelson,

Elliot Dixon, Nora Gan, Tyson Gan, Ky Lair, and Carter Stevens. Our elementary teachers are finishing up um our winter fast bridge screening window. It's always exciting to see the growth our students have made in this semester. Our elementary music program was held last Monday. It was a fantastic show as always with a packed house. Um, this Wednesday we will have David Becker's friend Monty here to play holiday music on his saxophone and a Christmas play performed by our very own junior high drama students. We've invited the Sacred Heart students and the residents from the Red Bud to join us. And then next week we have our Christmas dress up days. Monday we have Christmas socks. Tuesday Christmas sweaters. Wednesday Christmas headwear. Thursday Christmas lights. and Friday Christmas pajamas and Christmas parties. So that is it.

>> Okay. For the uh high school um couple things just to recognize some students or all league football awards came out. Uh we had two individuals make first team Rick Bethl and Ryland Hell. We had four making on second team Patel Owen Brewster Ryland and Trenton Moffin. And then honorable mention with Den Pucket in Stall Stanford and Rem events we have coming up. We have the winter concert um tomorrow. U I was going to update you on how the digital detox day went. It actually I know there was some I guess I would say trepidation about it but they after we did it a lot of the kids were said it was good. A lot of the teachers came up and said, "Hey, that was we were really pretty happy with how that went." Um,

there was more talking in the hallway. That's probably what I noticed most is instead of getting out of class and we just were walking down the hallway with our phone, there's more talking in the hallway and there was actually more kind of discussion in the class. We didn't use computers or phones. It was just kind of I guess a throwback to the 90s and 80s where we were writing things out. So, um the So, overall was good. I We're going to probably plan on some other uh things that we'll do like that. I don't know exactly what it's going to be, but we've talked about some other ways to do that. Um final uh we have our final schedule set. Um it's going to be December 18th. Uh we Last time we did the finals,

we split it up into two days. That got a little confusing. So, you know, later we'll do it on the 18th and then we do have some students or quite a few that will be able to opt out of it based on their attendance. Uh, and that's based on the policy that we had implemented last year. And sports, uh, we' started wrestling. Um just a couple updates on that because it's I mean we barely started wrestling basketball for high school. Uh girls we we had four girls place at Pratt in a tournament there. It was Cadence Carter and Hayden Sto got first place and then Alia Becker and Kaylee Klein got third. Uh the boys did pretty good in Hawky. We had Owen Brewster place first. Fre Becker, Ryan Hmer Rick Bethl, and Zol place

second. And then Aiden placed third. And then our high school basketball boys started off 2 and0. We beat Smith Center um last week and then uh they'll be participating in the Warner Tournament starting tomorrow. Girls started off 0 and2 uh and then they will be participating in the tournament as well. And then uh as far as junior high goes, we're getting close to wrapping up the season. The boys are six and four. You know, coach wanted me to say he feels like they've worked hard and improved. Uh girls are two and eight right now. and are looking at being I think the nine seed is what coach was telling me for the tournament that's going to be coming up this weekend. And uh that's all we got for high school. >> Thanks. >> All right,

we'll move on to superintendence report. >> Okay, I do have um several things I want to share. So I'm going to direct your attention up on my screen again and like we did last month and or maybe maybe there we go. Wake it up. Okay. Uh so just a couple highlights again just as our principal shared Dr. Watson uh he came to Planeville on Friday, November 21st and of course presented us with the uh our third uh commissioners award with highest distinction. And again that was that is I I guess I just point out again that is quite an honor for a school district to get that three times. >> And as Dr. Dr. Watson, he had highlighted it to all of our students and staff and everybody when we were in the gym that

day. You know, he was he was really hoping that that potentially, you know, we could come back for a three repeat. So, he thought that'd be really neat to we'd get we could go 24 25 and 26, but we'll we'll do our best and we'll see if we can hang another hang another banner next year. Um uh let's see. Of course. Then uh Friday, last Friday at the high school basketball game, you know, of course we we brought [snorts] that out and and um I last minute went over to Alyssa Styer and and had her help grab the cheerleaders and have them help me. So again, we just more recognition for that for the the public to see just again the good things that are happening in Plville. So that was that was good. Um

if you'll notice there's we have some yellow um you know barriers just down the hall. Progress has started on the elevator. So that is that is good. >> Uh we are very excited. Of course [clears throat] uh the they came on what Tuesday the 2nd is when they showed up >> and you [snorts] know it was probably somewhere around 9 or 10 o'clock or something I think that morning and by that afternoon I mean banging and drilling and I mean they went [laughter] poor Don and Jamie. I mean we were hearing noises and it's like yeah they were not messing around. So, we have had some days where the noise and things like that have been kind of a a challenge to to work through, but um at the same time, I think everybody's just

happy that we're getting that done. And I will say we've like even today, I guess I didn't notice as much banging and and that today. So, maybe they're at a point now it's not quite so much like sounding like they're tearing half the building down. I don't know. Um the next item, we've actually got that as as item number 15. So, I'm going to skip over that and we'll we'll talk about that later. Um, I got to just an update about a city council meeting. So, let's let's keep moving on moving on. I'll come back to that later. Uh, Mr. Winters and I uh, in fact, there is a you do have some information in your your packet. you should find I went ahead and just printed off some just quick kind of some info

flyers um talking a little bit about the API website platform and then also I do believe did you have a copy of like the the pricing and things like that. So I I definitely wanted to bring this to your attention because um and let me just start off like I said Mr. winners and I um we've had several conversations uh regarding our district website and and again it's not that it's it's not that it's bad. It's just that he and I and and several [snorts] of the teachers and stuff over the years we've had some conversations about how that can be better. Um, you know, there's there's a ton of information on that thing and, you know, every year we keep adding more and more and uh, you know, I think we're just at a

point it's we can look for something that that's better. Um, on top of the website, we also have a program that's called Bright Arrow. And that is the program we use when for example, you know, again, if we have a snow day and we need to put out a mass message to everybody, you know, of course, not just teachers, but families and and everybody letting them know that there's a snow day or a late start or whatever that may be. So, there's that's another current program that we are utilizing right now. Um, and then of course, as you guys know, we we utilize the district Facebook page and we're doing our best to again just highlight things within the district and share our story on Facebook. So, I bring that to your attention between the

website, Facebook, Bright Arrow. Um, I think that's that's I'm looking over at Mr. Winners and seeing if there's anything I'm leaving off. [laughter] You know, we have three separate programs that we're doing that with. So what Apagy does is not only does it provide you with a a new website platform which will upgrade and update and give us a much better looking website, it will also allow us then to um it it and Mr. Winters, please make sure I'm explaining it correctly. It also works with uh Facebook, all the social medias. And so for example, like if we if we posted something on our currently district Facebook page, which we won't get we won't get rid of that. we'll still have that, but if we post something there, it's also going to post as a

live feed on our district website as well. So, we're we're able to to do two things at once. >> Um or vice versa. If we put something on the on the district web page, we can also push it out via our our Facebook page and things like that. And so, you know, we're just able to it just cleans that up to where, you know, right now Tom and I basically were the ones who are doing all the the social media work. Now, our teachers, they have there's several teachers that have their own uh classroom Facebook pages and things like that. You know, they're they're pushing things out that way. But the way I understand it, too, is that teachers can still do that. But it also allows our teachers to also be ones that they

can help share all the positives and things on our our Facebook page as well, where again, it's not just Tom and I always being the one to to do it. Now, it still will go through a approval process, which we currently still have, and that that's not going away. So, we're not just opening the floodgates and letting anybody everything put it on there. We still have that approval process. We'll still watch it and things like that, but it just it it pulls it all into one. And then, like I said, then the third piece of this is that it will give us um access and ability again to um push out those mass messages to our our families and everybody. Again, just like again, if we need to announce a snow day, um if there's

if there's I mean there's a number of different announcements that happen throughout the year that we need to push out and just let our families know. So, we can do that and within you know, instead of going to three different programs and and you know, and Tom's the one when currently right now if if we would have to put out that message, you know, he he gets in a bright arrow and he goes through a whole series of steps to get that email or that text message or phone call sent out there. Um this new program couple clicks and we're we're pushing out the message across the board pretty quickly. So, um, you know, the the conversation, you know, again, that continue with this is that, you know, you when you get up there in

those larger districts, you have those, I don't know, whatever those titles are, those [snorts] social media coordinators or whatever they are. You know, you have people that that's their day. They get to do that and they get to highlight and share our stories. You know, for us, it's it's usually an administrator or it's a tech coordinator and that's what that's the world we've been living in. So, I definitely think this Apogee, I mean, from what I've seen, Tom and I have sit in a number of of uh three or three or four Zooms where we've gotten to see the product. There's other districts in our area that are utilizing it and um you know, I from what I can see, I mean, they they really do look nice and clean and and very user friendly.

I guess the other piece I'm adding to it is it also provides us again we do have the Planeville USD270 app but really all it is is just a link to a current website and so it's you know it's not really I don't know I'm going to say it's not it works right this will give us a new mobile app that again families can get on the app they can access the website they can access they can see the social media posts they can just see it all there in on. So, I really think not only does it clean things up and help us on our end, I really think our families are going to appreciate just the the cleaner, slicker, faster version of maybe what it can apply to us on the other end,

too. So, um kind of the main reason why I wanted to point this out to you tonight is, you know, Mr. WS and I and I I greatly appreciate all the help that he's been along this ride and stuff. Of course, you know, pricing and things has been a number one priority. you know, when I've been talking with them, [clears throat] it does, if you look on page on that second page, you know, we're getting a um kind of a prrated um cost of that 7,000. And then you can see then for 26 27 28 our cost then, you know, would be about 9,000 annually. That's for a year. So when I was having those conversations, you know, I I was comfortable with that knowing that like, okay, you know, 9,000 that's that's I have

the approval to, you know, to do that. But when they sent this to me, of course, the first number I see on the first page is, you know, 31,5 I'm like, whoa, whoa. You know, so I'm like, back up, you know, I was like, I'm not authorized to do that one. So, you know, I had to jump on and and get a hold of our get a hold of our person real quick and just say, "Okay, you know, this, you know, I I just needed to make sure that you guys understood, you know, where where that number was coming from." And they do provide the overall final cost, what it will be, you know, after the three-year period, which I appreciate, you know, for for planning, but we are not we're not spending that upfront

by any means. So I you know I'm not sure that is clear but I just wanted to be sure I had that conversation with you guys of course there. So >> so we will Mr. Winners and I will continue to work on that. actually have what it's called the kickstart zoom on Thursday >> and so we will meet with them again and um you know it's going to take some time um to get [laughter] as Tom's it's going to take some time to get all of our stuff kind of transferred over there and I'm sure we're going to have to sit through some meetings and talk about you know again we have some flexibility as far as like how we want it to look and color schemes and all that and we got some work

to do but I think we'll we'll be happy with our our end product. So any other questions or anything with that? Um the food service uh procurement um was on actually November 12th and I I do feel they feel like this is worth sharing. Um we had not done this before. This was actually something new. So, of course, with with Miranda and her new role as our food service director, um you know, she was living this for the first time and they they pulled me in as well on that day and we we sat in and and um you know, Miranda had she just had a ton of paperwork that she had to go through and and prove that you know, through basically it was an auditing, you know, process. And so she sat in

um actually s in that teachers lounge for a much portion of the morning on that 12th. Um you know I was kind of in and out and able to to be a part of uh some of it but um it was it was quite the process but then after it was all done I I got a report back and and I wanted to share. So this is from I can't remember the gentleman's name who came to us. Anyway, you and your sponsor are doing an outstanding job and I want to recognize the remarkable level of prepare preparation and professionalism demonstrated throughout the review. Every document was neatly organized, readily available on site and easy to access. Your uh attentiveness to genuine des um and genuine desire to learn were evident in every conversation and your

forward-thinking approach to improving the processes and strengthening the program truly stands out. Your bi-American documentation was exceptionally detailed and among the best I've ever seen. The training uh you completed over the summer clearly paid off as your un as your understanding of the procedures and compliance standards were remarkable. Thank you for going above and beyond and making the copies and sharing your resources. Your materials will serve as an exemplary model for future training and will benefit other sponsors. The level of care, organization, and pride you put into your work shows in every detail. You're setting yourself for a continued success. Thank you for your dedication and commitment to

excellence. You're truly setting the standards for others to follow. So please know that is the work that Miranda's [clears throat] done for us. you know that all the things and [snorts] she did she came in with a I mean it was a throughine binder the things in the I mean she she had her stuff together so I just felt that was after getting that report back um you know she is she's doing a fabulous job for us back there and you know there's there's things her and I are emailing we're touching base on a pretty regular basis as far as just the dos and don'ts and what do we do in the past and things like that and there from time to time there's some things that come up and we we talk about it

but um as far when it comes to the paperwork, she's doing a great job. So, I just wanted to share that with you and highlight the good work that she's doing down there for us. Um, and then this one, the the KSB conference, the 14th, 15th, and the 16th. Of course, AZ and and uh Chris, you guys were hoping to join me, you know, for that, but unfortunately, you just had other things come up. And so, I did. I I went ahead and went down. Of course, I was in Witchaw for um for for some of the Kelly work and things that I needed to do. So, I was down there and and made the trip, but I wanted to I felt like this was um beneficial to share. So, I'm going to hop over

to another PowerPoint here. This is a PowerPoint that they actually um I went to one of the sessions and and um you know this was this was information they shared with soups and board members who who of course were there that day and I don't know um have you guys heard anything about the school funding task force and things like that? Is that anything you've been hearing about? >> Their meetings are all on YouTube. their meetings are all on YouTube. So, I really just wanted to after [cough] sitting [clears throat] in on this session and hearing this, I just felt like it'd be beneficial again just to bring you guys an update and you know, of course, as as we continue to go on um you there will be some more conversation of course with

that. So, I have my notes here. I'm going to do my best to There we go. Okay. So, um, this actually I guess too before I get too far ahead of myself, it was presented by Shannon Kimell who's a KASB and she's with the governmental relations and then of course Dr. Brian Jordan was there. He's actually the director of KASB. Um, they were the ones that presented much of the information and um, so we'll go from there. Okay. So, who created the task force? Um, in 2024, the Kansas legis legislature created the educational funding task force as part of the K12 budget. Its mission by law is to review and recommend changes to our school finance system before the current law sunsets in 2027. Um, this is a critical moment to reflect on how we

found the education in Kansas, you know, and why it matters. So, um, just to let you know that this this was the plan all along. you know, they knew that it was going to sunset in 2027 and then of course they 2024 is when legislature, you know, said we we need to pull our group together and see, you know, where this is all going to take us. I wanted to point out then I think this is kind of interesting and you'll you'll see why here in a little bit. So So who who are these people? The task force includes 11 voting members. You can see that's why some of them have their hand up. That should represent the ones that do get to vote. So there's 11 voting members. Um these are legislators from both

chambers. Uh a state board member from the state board of education, a parent, a teacher, two superintendants uh representing both rural and urban districts. And then there are also four exopicio or non- voting members who provide expertise from um so these are members from KSD um on both the finance and special education and title programs uh the children's cabinet and the state budget office. Um but of course you can see they they're there but they're they're not voting members. Now you'll notice there's there's two members there. there's two seats um that didn't get didn't get filled. And so back in 2024 when legislature um wanted to pull this together, it was uh mentioned that um they were hoping to have either a current teacher um non-legislator parents um and and then also perhaps maybe even

some schoolboard members um from around the state. Uh, unfortunately, none of those voices are there. So, I point that out just you'll see later on. Um, some of you by the looks of some of your your face is kind of like good, there's some questions there, right? But unfortunately, um, those voices aren't represented. So, you'll see why that's I point that out here in a little bit. So, what is their what is their assignment? Of course, to review the current finance system. Um, you know, if you've heard anything about school funding, special education, of course, is is always a big been a big piece of that. So, they're of course they're looking at the details and and having some conversation about special ed. Uh, analyzing funding inputs and and the student achievement outputs. You know,

again, uh, it's been very difficult over the last several years. If you're talking school funding, um you've also somewhere in that conversation usually comes out, you know, how are how are schools been performing on state assessments. Um you know, we we shared our state assessments results here a while back and you know, we recognize USD270 recognizes that yes, we have room for growth as do I'm sure many other districts around. You know, it's but so it's just that conversation as far as you again where um where that funding is going and how we how we can use that funding to help close some of those achievement gaps and then assessing the academic goals like the 75% profic proficiency by 2030. So um those are the four goals and then of course I just point out

like [snorts] why now so in 2027 again this is when it it sunsets. So let me make sure I get the right date here. um the task force they they must submit their report by January 11th 2027. So of course we are obviously this year's budget is is set you know we're we're f we're following the same funding formula now we next year will be the same thing um it'll be that next year that we will see see some changes any questions or anything so far okay so this is where I guess this for me this is where it kind of caught my attention or it got it got interesting. um KSB did their version of of the uh the good, the bad, and ugly with the with the Star War characters. And so when

you're looking or when you're talking about all these things with the school funding task force, I mean, there's there's a little bit of all this involved. So, like I said, this is what caught my attention and I thought this would be good for you guys to kind of just have in your mind as you're you're hearing more about it. So, of course, the good um it's encouraging that there's many of the task force members uh seem to have a general commitment to student success. Obviously, that's good. You know, they all want kids to be successful. I I can I can be happy with that. Um almost near unanimous support for keeping weighted per student funding model. And and that's currently, like I said, that's what we are we have right now is a weighted um

when you're looking at, you know, those there's the transportation waiting, there's the at risk waiting, the the high density at risk. I mean, all those are in that formula to to again help um meet specific needs in specific districts. So, that's a good thing. There's broad interest in increasing educator pay. Okay, I'm on board with that obviously, right? That's near unanimous agreement not to reduce funding below current levels. Again, I think that's a great thing. >> Sorry, that makes me laugh that it says near unanimous >> near unanimous near unanimous agreement that it's not going to reduce, >> right, >> any of the funding. And then there's moderate interest in using um growthbased measures of success. So you know that when you're looking at that, you know, uh when you look at our district's report

card, basically all that data is just coming from state assessments. It's that one snapshot in the end of the year of how our kids are doing on state assessments. And yes, I I feel like that's still a very important piece of what we do. But when we also talk about again throughout the year, you know, we we are we're doing the growthbased measures. I we're doing fast bridge. We're taking, you know, fall, winter, and spring benchmark scores. We know how our kids are doing. In fact, you know, we're even doing some progress monitoring where we can watch kids even by week see the growth that they're making. You know, it's unfortunate though that yes, as as that data is important to us and as we're watching our kids, but that's not necessarily um a factor

in, you know, how successful we are. You know, granted, we're watching that data and hopefully that that will it it's putting us on that trend that kids will perform successfully on that state assessment, but really that's when it comes to it, that's it. That's what we have. So, um you know, again, for me, I think that would make some sense. You know, if we're able to show growth throughout the year and show that we are kids are making progress, I think that should be some more meat on the bone, I guess. this sort of thing. Okay. So, the bad um any changes to the base or the waitings affect the entire system. Um and again, the the way the current formula is, it's just simply how it is. You even you make the smallest little

changes to one waiting or the other and it it impacts it um quite a bit. uh without new funding changes create significant winners and losers. And that's the that's the conversation again that um I think if you would ask a lot of the you know schools across the state or it almost sounds like there that there's that idea that perhaps there's going to be more losers than winners unfortunately you know and you know it kind of gets in that conversation of um urban versus rural and you know maybe where you're geographically located and things like that and you know I don't I don't want to get too far ahead of myself, but you know, it kind of just means sometimes the further west you get out, it kind of just seems like sometimes the harder

things get. Um, as I mentioned, there's there's key voices, the the teachers, the board members, the non-legislative parents. I mean, those voices were not necessarily included or they're not a part of those conversations. So, you know, there's there could be some debate on on that. some of the task force members um they are support tying funding to state state assessments and then um other undefined accountability measures. So punishment for struggling student or community. So it, you know, if for instance, if if our students, if we didn't do as well on state assessments, we could potentially, you know, lose funding. And it's which is kind of the backwards direction you would think you would go because, you know, they it's it's proven that it takes more money, it takes more funding to, you know, teach those

struggling students or those at risk students. And so, um, you know, it just kind of goes against everything that we've known and and talked about where we are doing everything we can to try to close those achievement gaps and get those kids where they need to be, but if we are, you know, if we're losing funding because they're not where they need to be, that can make it real difficult. And then some of the task force members um want significant changes to sped funding without providing um full funding. So again, I there's that sped conversation again. >> Of course, I do. >> Yeah. Yeah. Okay. So, you [clears throat] know, of course, you know, we can talk about the good, it's we definitely got to talk about the bad, and of course, and then there's

the ugly. And I again, I don't know how much maybe you guys have seen of this, but there really truly has been some just some really rough negative rhetoric um about public education kind of altogether about teachers and and working parents. And um you know, I I I don't know. I don't know really know much to say other than it's it's it's there. Unfortunately, um, some of these, from what I've heard, some of the task force conversations have not been pleasant. And I don't know if they're on they're on YouTube. I guess I don't Have you been on one? >> I've watched them all. >> You've watched them all. Anything you want to share or No, maybe not. >> No, I mean, I just think uh, you know, they it's just always funny when they

they want to talk bad about public education, but yet but it's not the teachers. Yeah, >> they're not attacking the teachers, but and it's like, well, you can't [clears throat] talk bad about student progress and accuse us of not making progress and not I mean, the teachers have to fall in there somewhere because they're the ones doing the job and they're the ones that are working with the kids and seeing what their progress are throughout the year. >> And so, but yeah, I don't I mean, it's I don't know where they're going to go. >> Yeah. >> To be honest. >> Yeah. Uh but I'm afraid there are going to be some big big losers and big changes too, especially with special ed that are but >> well and that like I said I I

feel like that was the main that was the main reason why I wanted to bring this to the table tonight just just to bring you guys an update because you know there's going to be more um as we close in on that January 11, 2027 date. As that continues to get closer, we're going to hear more. Um I you know again from what I've been learning is is the challenges are real and there's >> and so pretty much this whole this past year I mean you can go on YouTube on the Kansas legislature and there's a special uh it's the education funding task force I believe it's called. Uh and there's some good people on there that are trying to do good work. Uh and what they've basically been doing for the last year is

just collecting information and data from all [clears throat] the different uh you know sources throughout uh state government. And this next year though is when they're going to really start working on what that what that report that's due next January in 27. Uh so this next year will be when they do the real negotiating and work on what that's act what that report's actually going to be. So so yeah that and I think just to real quick kind of wrap that up you know as you're hearing more and and and things that you know of course meetings that I'll continue to to go to you know they kind of close with this you know what are the things that we should advocate for and you know equal opportunity support for students with additional needs, you

know, funding based on actual cost, constitutional adequacy and equity, respect for local control, and predictable budgeting. I mean, all those things, of course, you know, I can agree with >> with all those. Um, you know, it's just like I said, I you've got a snippet now of of the task force and the educational funding formula, how it potentially has some for some big change. And um, we we'll just see how this where this goes and where it leads us. I mean, I think this is definitely obviously going to be up front and center of many conversations and meetings I'm sure I'm going to be attending, you know, for quite a while and it'll just be information that I'll need to navigate through and bring back to you guys as we continue to go on. So,

anyway, yeah, >> that is too bad that there's not those other voices that aren't legislators. >> Yeah. Yeah. Yeah, I mean I I feel like that was mentioned several times. I mean, I think there's some there's obviously some good people out there with great insight, but unfortunately just not able to come to the table. And so anyway, um then that's real quick. Just my last couple things on here just again on that maybe I think I had on here that um I attended the schools for fair funding um meeting that was in Goddard last Friday. So I was able to attend that. And then also just another heads up that as again as we talk more about our bond and things like that here in a little bit, I have been in communication with Laura

McGomery. Of course she's our county clerk and she's going to provide us with um an estimate of how much that will cost. the district will since it's a special election in March uh that that will be a cost that will be our responsibility. So I'm getting that from her and she said if I could have give her to the end of the week she would she would get that to me. So So that's that. Any questions on reports? If not, I'd look for a motion to approve. >> Thanks, Marlene. I'll second. >> Thanks, Daisy. All those in favor say I. >> Opposed? Motion carries. All right, we'll move on to number nine. Bond committee report and recommendations. >> Hello. Good. Good. fun [snorts] right into this, right? >> Yeah. >> As you you're more than

welcome to go, but as you're going, I'm also going to I think I'm going to have Vince [snorts] join us. So, just want to have Vince start or maybe I'll have Y there. Looks like we have There he is. See if I can >> Hey, Vince. Can you hear me? Okay, >> I can. >> All right. We've got you up on the big screen and we can hear you fine. So, we are we've just made the uh we're on our item there at uh the bond committee report and Justin's here to to share as well. So, is there okay >> is there anything um as far as with this piece? Was there anything that you wanted to start off and share or do you want to just we turn it over to Justin or >>

you know I would just start off by say u been great work with the bond committee. They've done they've done some great work and we've done a lot of work in a short amount of time and appreciate the opportunity to work with you guys and and um I will let the uh let that recommendation come from them and I'll be here for questions. >> Thank you very much, Vince. We appreciate it. >> All righty. Well, since the last time I was here, uh we had a lot of things happen. Um all those graphics behind you, we had a meeting. I can't remember exact date, but we invited the community members out to have a Q&A session, kind of look at everything there, what we want, what we're proposing. Um, I thought we had a decent

turnout. Um, thought we had some great questions, some good feedback. Um, a lot of engagement. I thought it was really, really, really good. We met last week as a bond committee and a lot of back and forth and we decided to settle on um making a recommendation to go with a two question proposal. Um there was a little bit of an adjustment on the numbers. Not too much, but I assume you guys got those packets there. Okay. >> Yeah. So, uh priority one changed just a little bit and then priority two was just a little bit more. Um but nothing crazy but uh we as a community decided that uh it was best to go with a two question instead of one because we didn't want to get shot down one and then that would

be the end of the show. So um we feel like that's the best way to go about it. So on behalf of the board I would like to recommend going with a two question proposal for the community members in March. Any questions for me or the guy behind me who knows a lot? [laughter] >> So part of So with the two questions then when you when you get your ballot, question one would be >> yes or no, >> right? >> And the only way you would even have a chance to vote on question two is if you voted yes on question one. >> So if you vote no on question one, then you wouldn't even see question two. just clarification. >> And then Vince, um I'll go ahead and add in here too. The reason

for the adjustment um was that um it was after we did our uh uh engagement bonding or community engagement night. Um Vince was able to get some much more I guess like true um hard numbers on uh an HVAC um project that was already being completed at another district. And so after he was able to to see the kind of more true numbers of what that cost, he was able to look and see because he he felt like it was a very comparable um system and project the work that would be done here. And so he felt much more confident in those numbers, felt that it gave us a much more clear, better estimate. And so that's that was the reason for that for that change. And so um which you know I I know

it was um unfortunate you know of course that we didn't have that for that community night but but very fortunate though at least we have that in at this point in the process so we can just make that adjustment now and and see just work off a much more clear number now rather than you know later. So if anything it just gave us a better clearer picture of the project. Vince, anything else to add to that or did I describe that correctly? >> No, I think Greg, thank you for that. No, it's absolutely true. We had estimated that based off of some historical numbers and when we had open bids um a week ago for a similar project. Um we were pretty surprised at how they'd moved. Um so we we we bumped a little

bit and then added some inflationary numbers u u just as we look ahead. uh towards uh 2026 or whenever we might be doing this for plan bill. So it it was a good it was a good check and re and uh on on on our budget numbers. So, I do have um of course in your packet you're looking at there's um there are the the survey results that those that came from the community engagement fund night and so we were as people were coming the door we were asking them to uh you know take that survey and you know we I was kind of thinking maybe we'd get a little bit more response and we did unfortunately there was some of them that were pretty that >> yeah we had about 30 some people >>

attend so there was a lot of feedback in conversation but >> not as much not as much through the survey through the survey format right so >> but on on top of that as well and Vince has provided me some other documents too I mean if you guys obviously if you have some questions or anything I'd be happy to try to address those or of course ask Vince utilize his expertise as much as we can. For sure. It's to me like a safety building where the top right might more. >> Yeah. Safety safety and security >> probably more important at the time. I think in reality just what you guys the time and the effort and the work that you put into it. I'm good with what you you're proposing here. I don't you know

uh being on here for the period that I've been on here. I know there's things coming up that we're going to have to address and we're going to have to get taken care of. So, um, like I said, you guys have put the time and the effort and the will to get this put together, and I appreciate that. And I said, I don't have any anything to fight back on as to question or anything like that. I just think we need to move forward and and get a game plan, >> go with it. So, >> yeah, definitely. I I was really impressed with [clears throat] the committee that we put together. every I mean the attendance was strong at every meeting and we had I mean it was every month we had a meeting and

>> uh they kind of hit really quick and there was a lot of work to do and and it was really great attendance and appreciate everybody's uh putting in [snorts] the effort to be there and and participate and uh I think a lot of people got to to voice their uh their concerns and even you know some of them even talked to people outside of there and brought things back from community members that they talked to uh at their you know co-workers or whatnot, family members. Uh so it was a really great committee and and they did uh a lot of good work. It was did a lot of work in a short amount of time. Uh >> well that's going to be positive going forward too because we're going to need that. I mean

going forward I mean public opinion you can put anything up and there's going to be people people against it right away. And that goes straight to some of the comment that I read on the back of the deal, you know. So there it's it's always going to be a no instantly, you know. So the public um the group of you all that have done this and got us to this point are going to be key to getting this thing across the finish line because you're going to be able to answer those questions and provide facts to that. And it's just not, you know, I seen it Facebook shortly when we started talking. No, it never it's always no. You know, what good is that? You know, what we need to look forward to is providing,

you know, you got safety and you got the buildings and you got everything. I mean, this is this is our future. You know, this and this is to continue. I hope to that we've been a good steward in the the last bond that we've been to this point of getting things upgraded and done in here and keeping our facilities and everything up to up to snuff. Is it the best? No. That's why we need to continue to work to get to to the end goal. And it's never end, right? That's that's a figurative word there. But we g we can't let things fall apart. You know, it's like that rock gem thing. [clears throat] >> That's going to be an issue. You know what? We're just going to watch it crumble and possibly take out

two buildings at the same time or are we going to address the the issues and try to stay on top of things? And that's the HVAC, that's the roofs, that's it's it's a neverending deal. you know, most people are homeowners and, you know, from being a homeowner, you never know what tomorrow's going to bring on what you're going to have to fix or leak or whatever, you know. So, again, like I said, I think it's going to be vital for you all to be a part of this all the way through the process gets us across the finish line. And, um, I'm willing to help, you know, like I said, whatever I need to do, even though I'm not going to be in this seat, but it's I know what it takes to be able

to operate and keep things up to date, you know. So, like I said, I appreciate your guys' hard work on getting here, and I'm all about uh what you guys are proposing. So, >> it's been it's been a fun learning experience, too. >> Yeah, it has been. >> Did not know there that many fixes at [laughter] >> never ending, man. >> And that's, you know, and that's one of the hard things is everybody that comes, the majority of people that come visit the district, they go to the Cardinal gym or they go to the football field and maybe the high school gym, maybe. uh and so they don't see, you know, a lot of things that are on these on these poster boards back here, uh that the teachers and students see every day and

have to deal with every day. So, uh, so yeah, there's definitely going to be, uh, education is the next phase for the for the committee, >> uh, is to really, you know, get the facts out there because that's really the job of the committee moving forward is to, [clears throat] uh, bring those facts to the community and and, uh, you know, just be straightforward. These are the facts like and Uh yeah. So that's that's the next phase. >> Absolutely nothing hidden in this. This I mean this is hardcore. This is the this is it, you know, right? You got questions, go take a walk around the school on an evening, you know, and that goes to anyone that's watching. That's that's who I'm talking to. It's not the people in this room. If if you

got questions, walk around and see where we're at. See what the things that you can see with your own eyes. It doesn't take a ladder or anything else. You can just visually see a lot of things that we need to continue to improve, you know. Well said. >> I had just pulled up here real quick. You can kind of see just the timeline where we at here in December. Um, of course, tonight the eth Well, the only thing that really changed was um we did have that uh community night was on the the 2nd. Of course, here we are on the eth of the of the board um the board meeting. um even as early as tomorrow. Obviously, if you know we go that direction, we'll we'll submit the application to the state department of

ed. Um we will we've got the paperwork then that we'll get into our public newspaper as soon as possible as well. So, you still see we have some big items here in the month of December still to to check off, but like I mentioned too, the we're looking for a March vote. So, Vince, I just shared with them, of course, you were probably listening that I just pulled up on the screen that calendar you had shared with us. Of course, we've been as we've been using as our guide. So >> yeah, it outlined some of the milestones coming up in December and then uh we'll get through the Christmas break and and then start meeting again with the committee to to talk through campaign strategy and timelines and and and stuff like that headed towards

the March vote. Well, uh we're here to help you, give you a framework. We're not I mean we're not your campaigners, but we are certainly got some support information. Um and the graphic and and uh flyers and all that kind of stuff will will help [snorts] with all the graphics of that. >> Sounds good. >> Okay. Great. Thanks, Vince. >> Yep. >> Thank you, sir. >> Thank you very much. >> Yep. >> Thank you. Thank you Justin. >> Thanks for volunteering to speak for [laughter] >> on behalf of the committee >> volunte. >> Yeah. >> That's more like it. >> Yeah. >> Everybody just looked in. [laughter] >> All right. So number 10 would be uh consideration of approval of bond uh election resolution. uh and those documents are in your packet. The first one

is the the resolution authorizing and providing for the calling of the bond election in unified school district number 270 Ricks County, Kansas for the purpose of submitting to the qualified electors of the districts separate questions of issuing general bond obl general obligation bonds of the district. Authorizing application to the state board of education for the authority to call the bond election and for the capital improvement state aid and providing for the given notice of the bond election for a motion to approve. >> I'll make that motion >> that resolution second. >> I'll second it. Scott. All those in favor say I. >> I. Opposed. Motion carries unanimously. And then the next one is is this another one or just a longer version? >> It's just the longer version. They just gave the specifics as far

as like what's there. So no, that's this that's >> I think that's really that's all we need to do there. All right. So, the next step is like Ben said, the committee is going to work on on campaign uh shifting into campaign mode. Uh and then uh once we get approval from the state board, uh then we'll know that the election is definitely happening. Uh all right, we'll move on to number 11. uh update on the final invoice on the uh ultra coach line with national bus sales. So with the graphics that was approved uh at the last meeting, >> can we go back just a second? >> Yes. >> On that bottom down there, do you have >> the resolution number >> on the one that you that one there, that first initial one

that you read there? Do we have to have a number on that thing? Person declared the resolution duly adopted and the resolution has >> number resolution number. >> Sorry to throw >> No, you're fine. I didn't I saw all the recorded votes >> at the top of the If we would have done the number >> there's no number up there. I don't know. >> What do you think, Tom? [laughter] >> Well, I'm wondering if would that be assigned by the state was D number resolution number? That doesn't sound like that would sound like that would be >> so the next one actually is the number of it. Correct. >> Well, the next one doesn't have it either. It's a >> Right. But that's probably the resolution they're talking about because it says um signed by

the president attested by the clerk. >> So I do have um I do have Clayton Kelly's number. He said to call him if we had questions. So do you want to go get your phone and we ask I know our other resolutions we do during the year or the date, >> isn't it? The date and then like one and then the date and then number two. >> I was going to say that's fine. >> That works for you. >> Just want to make sure we're >> Yep. You're fine. >> Locked in. >> You don't want to special board. >> I know. I was just going to say, "Hey, Clayton, this is >> anything did not come back." >> I think we should have had the >> Hey, >> board policy update. [laughter] >> Have a

question. Surprised we did. >> I was just going to put you on speaker phone real quick. Just ask him. >> Okay. So, so um we the board did uh we did vote um it was a 40 vote um to approve the bond election resolution. But down at the bottom it says the president declared the resolution duty adopted and the resolution was then numbered resolution number. Do we need to make sure that that's numbered tonight? Okay. Okay. So yes, he said it's up for us to make that determination and and >> so 1208-1 use the date. >> Yep. He said we can continue 128-1. >> 128 the number. >> Good. >> Yep. >> Okay. That's what we just wanted to make sure we dotted our eyes and crossed our tees and make sure we did that

correctly. >> Yeah. Okay. Thanks, Scott. Yes. Thank you very much. >> Yep. Okay. All right. Now, we'll move on to the the final sales invoice. Uh, which basically is just an information thing. Uh, the numbers are the same as as everything else that we had approved. It just puts it all on one page. So, you can see the see all the totals. Are we still on track in getting that in April or maybe sooner? >> April is what they keep telling me. Yep. >> Yeah, they seem to be pretty set on the on the April. [laughter] >> Yeah. >> Don't seem to be budging. Like it's not going to be here in February, I don't think. [laughter] >> I was approached by a few students, why it's going to be in March. I'm like, that's

news to me. [laughter] I heard April. >> Yep. So, yeah, just just >> we got the spelling right. All right. >> Yes. >> Okay. [laughter] >> I was I sent the email very next day. Uh, please address please. >> The Cardinals had an extra letter in it on the on the graphics last month. >> Really? >> Yeah. >> Showing Jen. She goes, "They spelled Cardinals wrong." [laughter] >> So, so I I called Chris right away make sure we caught that. >> Oh gosh. >> And [clears throat] as he's telling me, I'm pulling up on my computer. I'm like, "Uh, yeah, it does. [laughter] That was good catch. Yeah, >> we could have that could have been a really expensive extra letter. >> Yeah. >> All right, move on to number 12. Foundations of boardsmanship discussion.

So, uh I reached out to the new board members and uh and it looks like for scheduling it's going to work to go January Friday, January 9th in Colby. So, Chris and I were going to go along with the two new board members. Uh, and I guess anybody else is welcome to attend, too, if they'd like, but uh, but they were both excited to go. And, uh, I think it's a good it's a good way to kick it off and kind of help bring them up to speed a little bit of what they're getting into. And uh and it's a good I mean I've found it's a good opportunity to especially with superintendent being there [snorts] and talking about you know as things come up in that session you can talk about how we handle

it internally as a board and that kind of have some of those discussions so they kind of know how we operate uh before we get started. So uh so yeah that'll be the Friday right before that their first uh board meeting. >> I did get you guys registered. So >> perfect. Thanks. And then number 13 is discussion and possible approval of the innovative communities grant writer contract. Uh so in the past we and uh us I think the last couple years it's just been us and the hospital. Uh we have a agreement with the uh Planeville Community Foundation to help pay for uh Mary Tucker's contract for grant writing services uh for the year and it's kind of a I don't know it's a weird thing. So we pay half of her salary and the

hospital pays half of her salary, but we actually make a donation to the Planeville Community Foundation and [clears throat] for her salary and then after the Planeville Community Foundation receives their match funds from uh the Patterson Family Foundation, then uh we actually get a grant back from the Planeville Community Foundation. Uh so in the end it doesn't uh really cost us anything. It's kind of a complicated arrangement, but uh but by us making that donation to the foundation, they're able to then leverage some match funds which then they're able to give us a grant back from the foundation uh in the amount that we paid in for Mary's salary. So, uh, and just so and and [clears throat] Chris's eye, Chris and I's, uh, take on it is even if we had to pay for

our part of Mary's salary, it's still money well spent >> because she does agree with that. >> She's, uh, Chris's uh, grant writing AI [laughter] >> as well as she is our connection for the safe routes to school. So, she's been a part of uh working on that and project and so she's the one that's kind of the go-between for us so that we don't have to uh be the one reaching out to KOT. And so, she handles all of that. And so, we much appreciate all the work that she's done for the district because it's she's done a lot. Yeah. >> And uh it's brought a lot of money to the table that the district wouldn't have had access to without her uh without her help. So, >> absolutely. Uh it definitely it's definitely

money well spent and uh we appreciate all of her hard work. So I would just look forward >> motion. I'll make the motion. >> Thanks Scott. >> I'll second that. >> Marlene. All those in favor say I. I >> oppose. Motion carries unanimously. >> Now we'll move on to 13A which is the I think it's in your packet from the Ricks County Economic Development Department. Uh and it's the renewal of the neighborhood revitalization plan which is for uh it's formally adopted for a three-year period. Uh and kind of reading through there, it looks like uh you know there's been $6 million worth of added assessed value in the county that's you know went through this program. I don't know if you're familiar with the program. Uh but if you everybody is, but it's just an

incentive to try and get people to uh make improvements to their property. Uh and they they get a little bit of tax break uh for I think 10 I think it's 10 years over a 10 year period that it phases in. So I look for a motion to approve that. >> I'll make a motion. >> A second. >> I'll second. >> Scott. All those in favor say I. >> I. >> Opposed. Motion carries. >> All right. We number 14 is approval of gifts and grants. Uh, and it's just the approval of the PTO gift to the district. >> I'll make that motion. >> Thanks, Scott. >> I'll second that. >> Marlene, and we definitely like to thank PTO for all their support of the >> students and the teachers or of the district as a

whole. >> All those in favor say I. >> I. >> Opposed? Motion carries. All right. Number 15. back to Chris's slide on the prek kindergarten drop off pickup area. So again, just another quick update. I did attend the city council uh meeting on Tuesday, December 2nd. And um the area that I addressed or I talked to him about, if you know, of course you go out here south of the elementary building, it's back there. We call it the south exit where our uh preschool and kindergarten um students are are dismissed um or dropped off in the mornings or dismissed in the day. And of course you guys know how how parents come down Planeville Street, you know, to the it'd be to the north and then they turn west there to make that loop and

going around. So, even as as last week, um, of course, we had that a little bit of snow, you know, that we we have, but even right now, there's there's still just some water that's that just cannot go anywhere. It won't drain. And and it's it's just a low spot right there. And and we have we have we have vehicles that go through there um through several inches of water to go through and pick up their kids. So, we did we've done a few things throughout the last several years to try to do some band-aid approaches. You know, we've added some rock and and the rock just gets pushed and shoved off to the side when they come to do snow removal and things like that. So, um it's just been a it's just been

a headache for for quite some time. This was the image I took to the city council and I explained to them that that blue oval there is kind of illustrating too that's kind of a low spot that we see when we do get some significant rains. There is some water that will puddle there on the playground as well. So, you know, I shared with them like I don't necessarily know if that is to our advantage or not. you know, if we know that maybe we can get some water to to run there too, it'd be to the east. Um, again, we're that would be just pushing more water into our playground area, and that doesn't necessarily sound like the answer either. Um the the conversations that they we had there at the city council meeting

was, you know, obviously they're taking the water to the south to Fifth Street or east where it would run through our, you know, down the down maybe the the property line of the the playground down through that that parking lot area down to to commercial. Um, I didn't I don't know if I ever would have thought of this in a hundred years, but Joe McHune was the one that that came up. And I get there's another location here in town that it's a very similar uh just a low spot. And um from what I understand, they they actually put in basically like a sunk pump in a like almost like a well type system and then the water just runs in that. And then the pump, they would actually you could a number of way

you could actually go underground and and shoot PVC pipe to the south to fifth or east all the way east of commercial and literally pump the water out to where it could just naturally drain into the the city's drainage system. >> Like if we could get it to the like to the parking lot. >> Yep. >> And then it could drain to Commercial Street possibly. But right, >> basically Chris just went to them to see if they >> what they were willing to do if anything and also if they just had any solutions >> or you know ideas because if we keep putting band-aids on it, it doesn't really fix it. And if we fix it, we're going to have to send the water somewhere. And so, right, >> anyway, just having a conversation with

them and they were definitely open to to helping >> uh >> help find a solution >> that works for everybody and uh and Joe said he was going to >> Yep. >> look into some resources. >> Yeah. He was I just after I was done visiting with them, I was I stepped there in the back and just asked him like who do I reach out to? and he said, "Let me take it from here." And he's going to reach out and help. So, yeah, it's just truly just getting the conversation going. Hopefully, we can get this thing solved and get in a better place. Unfortunately, I I think our our families and they're going to have to deal with it for a little bit longer, but well, or maybe I'll say a little bit. I

Thank you for your time. Thanks to the principles, the previous principles, the previous superintendents. Um, and the and the staff and the students. Um, it's been trying at times. It hasn't been always the smoothest. I know I've pissed

people off over the years and made made some people happy over the years. Maybe not likely, but um >> I bet you have. >> I uh I appreciate my time of being on here and like I said last meeting, I appreciate the the group that ran. I'm glad we had a group that ran, >> you know, and >> it's it it's it's an experience on here that I had zero clue when I I'm like go to a meeting and prove some things and go there's a lot more in depth to this thing and that goes back to my comments on the bond thing and I'm going to close with that because it is important that we have our school. We have a a sound school, a sturdy school, a safe school and the never know

thing out the gate without getting the facts and and understanding what's going on. This is everyday thing for me. You know that when I took this role on, it was for the students. It was for the kids. And I I told myself I wasn't going to be the the person just set on a board cuz that's not who I am. My kids's going to graduate this year. I'm not going to have anyone in there. It's time for me to be done. It's time for someone else to step in. But going back to the bond thing, I will be a advocate for that to anyone that asks questions because I know what it takes to operate this. I know what it have a leaking roof for however many years that we fought that thing, you know.

And again, I'm going to stop [clears throat] there because it's just kind of where I'm at. But I appreciate everyone of all the support and I know we haven't always agreed but at the end of the day we got results and I felt we're set a good path to where we are and I feel good leaving where I'm at right now. I think we're we're stable and the new people coming on I think it'll pick up keep the ball and and running on down the field. So thank you. >> Thank you Scott. >> I want to thank you if you have a lot of insight. uh your suggestions and opinions will be missed and I've only served here for a few years. >> You can just call him, he'll give them to you [laughter] about

free working with you for a few years. I'm glad I've been able to get the opportunity to work with you. >> Well, thank you. >> I agree. Thank you. >> You always had good >> good insight and a lot of times it was like, "Oh, I didn't think about that." >> Exactly. [laughter] Different areas that that I didn't think in that realm, but it was But it made sense. >> Yeah. >> Well, thank you. Thank you. And one other thing I won't let go from the sidelines is I want to see that track and that that [laughter] thing get get fulfilled and done, too. So, yeah. So, >> there's work to be done there, for sure. >> Absolutely. Thank you, guys. >> Yep. Thank you, Scott. All right. And thank Harrison for his time on

board. Uh, I look for a motion to adjurnn. >> No. >> Oh, wait. >> It's so moved. I was going to do it really quick. >> I know. I want to make sure nobody else got a chance. Do it. >> So moved. >> I'll second. >> Marlene, all those in favor say I. I. >> Thanks everybody. Thanks again, Scott.
