001All right. Uh hello. Um welcome to the meeting. This is the governing board advisory committee to review policies. Today is April 14th and this is a call to the order and welcome by me. So welcome. Um first uh agenda item is the approval agenda. So I motion to approve the agenda. Can I get a second? I second. All those in favor say I. I. I. Motion passes. Moving on to the next agenda item. This is the call to the audience. Uh procedures related to the call the audience portion as well. Do we have any call to the audiences? No, we do not. On the next agenda item is the discussion on policies that are listed there. And at the last meeting uh we went over and renamed uh policy JB which was safe and inclusive

002school environments SIS. We renamed it to national origin protections. And uh we also edited JIC and the intention today is to work on the community council slide deck slash the uh governing board slide deck to modify it and make sure that it's ready to go. And um yeah, that's probably as far as we'll get today. Um just to get through that stuff unless there's anything else pressing that people would like to go and cover. Nope. Okay. Um so the slide deck, uh the one I'm looking at here, I hope it's the one everybody else is looking at is the SY 2425 discipline policy review committee community council. Wow, that's the longest uh policy review committer community council presentation. Gota edit that. So, [Music] um I guess the I mean we kind of did a little

003bit of this at the last meeting where we paired things down a little bit, right, Mr. Man? Okay. Um just take a look at that and well I mean we can modify some basic things like the members of the committee which definitely needs to be updated. Um and then there's other stuff in there too. I'm sorry. Oh, okay. So Hilda can update that. Um, purpose of the committee, timeline, that seems like all introductory things, policy revisions. Oh, this is pretty sparse to begin with. So, uh, Mr. Man is the Oh, okay. So, this isn't the one that's council slide deck, right? I think Adriana was talking about working on the more in-depth for the board and then pairing that down for community council. So, I don't know if we have an example of the one

004that went to the board last year or if we used the same one for the board last year. I thought we used this. Okay. I thought it was the same one. Wasn't it the same one? then that I mean that may be the best model because you know the way that our board meetings run currently will provide the policy but really the slide deck is just intended to give an overview of the committee's work and what the intent behind it was. You know we don't need to read policy to the board. They'll have the opportunity to read the policy. So unless there's something specific the committee wants to call out because you feel like this was particularly important to us based on our work. Oh, I see. I I don't know that we need a

005policy by policy, blowby-blow for the board. So is there I guess my question is would there be a reason to have it be different than community council? probably, you know, given given this conversation, I'd say there may not be because it really is just the overview. I'm trying to remember if what we did last year was any different for each one or if it was the same presentation, but I can't remember now. Hilda seemed to think that they were the same, right, Hilda? Between community council and the board meeting. Copy the one from last year. Yeah, I remember it being very sparse. Oh, I don't think I have the the slideshow talking about the folder policy folder. [Music] Um, yeah, I found it under 242 policy edits. Okay. editing folder. It's all the way at

006the bottom. Well, for me, it's all the way at the bottom. See this discipline policy? Uh, I believe that's it. Is that it? Okay. Yeah. Discipline policy review. Okay. Perfect. Committer community. Um, so I mean it looks like it's just a timeline. Slide six is policy revisions, thematic change policies. This pertains to listed. What What does that mean? I didn't write thematic change so I don't know what that means. Anybody got any Do you have any I think she was talking about you know Can you guys put on your microphones please? Sorry. I think like the things that were similar was my understanding when she typed that like instead of saying each policy it would be like well one of the things we did was we looked for student safety and we edited those or

007we looked for restorative practices I think. Oh okay. Is that kind of going along with uh uh uh what I remember last year we were talking about looking uh for ways to approach this to make it more u the only way I can describe it is less mean-spirited. There were things that were in the policies that were uh very punitive and not restorative in some factor is could be. So that would be like we like the theme of like phrasing things positively. Uh like the one where it said like something about I can't remember the one we did a couple weeks ago about uh drugs and alcohol was like you cannot participate in but we rephrased it to say something about I don't know. I can't remember. I do know what you're talking about. Um

008well I mean I I know in like slide nine here too it was uh recommendations moving forward. Did we did we cover all this stuff? I mean, obviously, we continue the committee's work. Did we align student policy changes to the staff policy? I think that's part of the work, right? And then uh create a policy specifically regarding hate speech. Did we do that? I don't remember doing that. Um that that was last year. We didn't do that this year. Right. Do we should we put something in there to explain why or why not? No, we did create the I thought we did. Did we not? Jay, your mic's not on. I I believe we did it last year, but I would need to double check. Oh, okay. Yeah, I think it was something Alan and

009Adriana worked on. Remember which mommy it was? I now I'm trying to remember if they like wrote a new one or if they added it in. I do remember we had like a lot of conversation about it because there was some concern that like um technology would be an issue or first amendment stuff would be an issue and I just don't remember where we landed because I don't remember I mean this year anyway I don't remember talking about that. Do these are you guys talk remember talking? Oh no, this was all last year. And then the last one says determine guidance on the law enforcement contact involvement outside of the mandatory reporting requirements. I mean we did that mostly last year. I don't know that that's something we definitely did this year except for we

010just kind of reaffirmed what we had already put in some policies in this one or in the ones we worked on this year. But I think that was mostly stuff we did last year. Oh, okay. So that I guess I mean I guess I'm confused. If we did the policy on hate speech last year, why would it be a recommendation from last year in the PowerPoint at the governing board? Because we didn't vote on it as a board until this year. Yeah. Because the board didn't didn't take action on the policies at that time. Oh, okay. Okay. Okay. But I'm trying to dig in and see which policies went forward. So, um I'm also taking a look for that PowerPoint. Um all right. So, all right. Anybody want to throw something out then about suggestions

011on how to approach this? because I got nothing. How to approach what? I'm so sorry. Well, well, we're I I I assume like what we're doing is going and updating the slide slide deck for community council and for the governing board. So, I would just duplicate the thing so we have two separate files so that we have one that we know we used previously and then a new one. And then I would probably use some of the same themes because I don't think we choose the same themes. I think we could just keep those the same. And then I think we would make new highlights based on what we did this year cuz those ones you just listed are all stuff we did last year. So, we would need to go back through and kind

012of highlight the things that we worked on this year. Okay. I found I found the slide deck from last year and it is it's I'm sorry. It's 14 slides long. Does that align with what you're looking at, James? Um, well, this You found the community council one, Jay? No, I found the one from the board meeting. Oh, I feel like Nicole made the community council one, but I don't know if she also made the board one. Okay. Or if Adriana made them both. I also I don't recall now. Yeah. Is someone talking? Oh, there. I just I found the power that went to community council and it has just the policies that went for board approval and that's it. Well, there's several of them. Oh, okay. Um, do you want me to share it with

013you guys? I think I guess the question is, um, Adriana's recommendation was to start from the more complete board one and then pair it down. So, I don't know if you want to work from the community council one or the one from the board meeting on May 7th. Um, I'm fine either way. That was just her suggestions. the one from the board meeting. Is that is that different from the one from the community council? I have to assume so because it's 14 slides long and it sounds like the one from community council's it's 14 it's 14 slides. Oh well maybe they're the same then. They might be the same. Yeah, cuz this one I thought if I remember correctly at the last meeting we I thought it was I thought it was the same thing

014and we just like we just deleted slides. Yeah. Yeah, that would make sense. So, yeah. So, probably what Hilda has is the same. So, she could just share it. And the only place that I see if there was hate speech included, the only place it makes sense in this listing of policies would be in JICK, um, which is harassment, intimidation, and bullying. So I don't know if that if that language is integrated there or if there was an intent to create a separate hate speech gotcha component. Okay. Um, do you guys want to see the one that went last year? I I mean, I guess it could be helpful. I I Yeah, I think if we have the copy of the one for community council and this is the one we're And if we're prepping

015the one for community council, then that's probably the better one to be working off of. I suspect I suspect it's this one. It just has more slides that we deleted, right? I recall the community council presentation possibly being shorter than the board presentation, but maybe that's just me. That's my recollection as well. Katie, I just sent you guys the one that was a community council. Excuse me. Yeah. No, this is the same one. Uh the only thing that looks uh that looks deleted is that it goes through each policy individually. And I just looked the board meeting and it's the same exact PowerPoint. Yep. So I guess we have some options here. Um we can follow the same approach and just have the introductory slides that we have the the timeline and the committee members

016and all that stuff and just essentially go over the policies like we did from last year and give like a couple of little bullet points, highlights and things uh for that. Um, and essentially keep the bulk of it the same. Um, the only thing the only slide I didn't really understand was slide six on the pair on the shortened one with the policies revision thematic change policies this pertains to listed is I I'm assuming that's something that Adriana put in there and um I don't know if her thought process was to just put them all on one slide rather than having them broken down like they were last year, which is fine, too. So, I think that is what we talked about last time was that it was the people weren't focused on hearing about

017each committee or each policy and that we could make some sort of more general list of the policies that we reviewed without going into each one. I think she's calling sematic change. Can we call her just because it looks like she did some editing to it? Yeah, I think she I mean she and you said that you were talking to her. Maybe she can give us some insight here. I mean I'm that that to me seems to be the only major change which is fine. That makes the presentation a lot shorter because essentially you're just giving the history, the timeline, the people, the policies that we reviewed on one slide. Yeah. And then recommendations or next steps and next steps and recommendations and that's it. Yeah. I'll make this I'll make this Hello. Uh, can

018you hear us, Adriana? Yes, I can hear you. Okay. So, we're we were just going over the slide deck presentation for the community council and the governing board and um uh it and we're trying to remind ourselves about like the pro and so last year we had the power we had the PowerPoint and it had a different policy on each slide and sort of gave and gave some bullet points. Um and the one that we are working on now it uh there was a slide that you put in that talked about um uh where is it the slide that says uh policy revisions thematic change policies this this pertains to listed. So the we were thinking that instead of having a separate slide for each uh policy that we would just put them all on

019uh or as many as we can uh because we I mean I felt like I feel like we've gone over a bunch of them just to list the policies on there and then so this this year's slide deck would essentially be you know the introductions the people uh people that were on the committee the timeline and then the one slide with all the policies and then next steps and recommendations and that's it. Yep. I think that I think that was what we discussed in the meeting. My thought um was we were going to need to kind of review like well what were the changes we did and we would need to tell governing board more detail anyways. So, I thought if you if we still made like a slide per um power like per policy

020um and then we did the like this is what was big in this we could like hide those slides during community council and then have it already made for the governing board and then use those to decide like oh okay all of these slides those like similar thematic change was this this and this because I didn't know if we'd be able to pull those patterns just off of memory and we have to have the detailed slides anyways And I am totally down to do whatever everybody else wants to do, especially when I'm not even there doing it. So that's just my suggestion. Um, but whatever you guys want to do. But yeah, thematic slide overall was what we were going to be presenting for community council. Okay. And remind remind us like what what do

021you mean by thematic change? So, um I do think that it kind of um it got a little testy almost in community council, but a good example was last year it was like carceral language. Like that was a thematically like when we were going through we were taking out carceral language. Um and so I was thinking things like that. So um for instance with the search and seizure ones I think we added more about like students rights to that. So there might be like three policies that's like um a highlighting of students rights within this disciplinary measure and then we could just say like student searches uh I don't can't think of another policy or another one that might be like pretty common was um clarity of like what happens to little kids versus what

022happens to big kids. So like um clarity of like delineation for behaviors. I'm just making these up right now, but that's what I was thinking. If we went through each policy and kind of decided like what were the big things from that, we could see patterns. But that's what I mean by thematic changes. Okay. So, we should have one slide per policy still. I I think we're going to end up needing it anyways when we present to the governing board. Um, and I I think that's how we can like almost like draft out what we want to say at community council. Okay. everybody. And that being said, like I I I wasn't thinking we were going to be like um J L K E A J LK C. Like those wouldn't be separate slides. It

023would just be like I just made those letters up. JLK and then like um we could put like and and exhibits blah blah blah blah to that and that would be what the changes would be. Okay. So we're we're going to need to add some slides into this presentation. Yeah. Um, and I didn't change any of the like all of the slides there and the ones that are presented, those are from last time because I didn't like delete anything or any uh that. So, that could help when you're looking at the like completed um document with like the which ones are light green and whatnot. You can like if if they're in this if they're in the document, they're from last year and you don't have to worry about speaking to them at all this

024time. Does that make sense? Gotcha. Do you remember uh uh we were talking about um the uh some of the recommendations that were um from last year um and we were trying to and I I think Mr. Man was you able to find that about the uh the policy because it one of the recommendations was uh to create a policy specifically regarding hate speech. Um the last that I recall landing on it was that uh it wasn't um when we were like researching at least there wasn't a clear definition of what hate speech was and the like a safe definitions they they didn't like lend themselves to like clearly defining it. So it was going to end up being like a totally district made up thing. And this part, I can only remember from my

025conversations with Allan, it was like it was so sticky that I think we were like, we're just going to keep it under inappropriate language. Um, but I would be down for that to continue to be a recommendation. I just don't know how we remedy those issues considering they're going to be the same issues now as they were before. Probably even harder to be honest with how things are. Gotcha. Okay. Um um but one of the things that you could put for recommendations was it I'm sure it says aligning staff conduct um aligning it like this staff policy. I think that's what we put last year, right? Um but then specifically to like the regulations and um and the exhibits uh like continuing to have the assistant principles and the student support whatever we're calling Amy's

026position um people to align uh do uh documents across the district. Gotcha. That's the aligning student policy changes to staff policy. Yep. And um separate to that um creating common forms uh to include as exhibits and within the regulations which we're already starting to do, but this was like kind of like just happen stance um as the year has been going on, but making it more like this is part of what we're doing I think is a good recommendation. Okay. So that way I don't just show up at AP meetings being like, "All right, everybody, we're working on some forms." Gotcha. Um, okay. So maybe we can um I mean, usually when I work on stuff like this, we kind of take a divide and conquer approach where uh we work off of like one

027slide uh deck together and then different people take different slides to update. Um I mean we basically have the format of the the different sections, right? The beginning up to the timelines and then the meaty part is the policies uh to um to go over and bullet points and then uh the last part is uh next steps and and um and recommendations. That's that that's that's easy. So, um I what we could do is if everybody's okay is to uh pick pick a policy or pick something that's a highlight from what we talked about and then insert it into the slide deck there and add some uh talking points and highlights that you feel are important for community council and governing board to go over. How does the governing board? Yeah. How does everybody feel

028about that? I think that's fine. Um, and if you're not gonna like if if we're not going to finish it within this meeting today, um, which I know is rich coming for me since I'm in a Sonic parking lot right now, but if we aren't going to finish it, then we probably need to just, um, find out who the speakers are and then have them touch base. I'm happy to support speaking. Um, and then it's I I I feel like a couple of people said that they wanted to present. We just get all those people together so that way we can like create the like common the theme slides for community council. Does that make sense? If everybody's going to take a policy, you'll need a time to come together and think about um patterns

029and trends we saw in our work. Okay. Um All right. Uh so let's make sure we're all working off of the same one. Um, do we want to use the one that has more slides or the one that has less slides? I kind of feel like the one that has more slides is a good uh template because that has that already has a little template there of uh policies that were viewed so far. Does anybody have an issue with that? Okay. Um, so let's use that. Um, we we can edit that, right, Hilda? You should be able to because when I like did the copy and stuff, it was there. Will you do me Will you do me a favor though? Will you share Will you email me directly? Whichever one you guys are looking

030at right now. Yeah. And that way I'll I'll know that that's the one I should be looking at. Should we make a copy of it first? We probably should. Um, does what's the title on it? Because I think I already did. I think it says discipline policy review committee. actually says commit her community council presentation. Uh maybe make a copy just in case. I could have sworn I did, but I'd hate to be wrong. Yeah, we the we had we we have two. One from last year that Hilda shared with us that is uh about uh 15 slides and then the other one which I'm pretty sure this is the one that we edited at the last meeting uh that has uh 10 slides. Um and um and my guess is that's the that was

031the because I remember at the last meeting we uh we essentially took that that larger uh slide deck and shrunk it down. Oh yeah. Actually all we did was I deleted like old policies that we'd already done. Now I remember. So I deleted four slides and then left a couple so we had like a formatting one to do. Either way, I think what you're on is going to be if you use the 10 slide one, it's going to literally be exactly the same as the 15. It's just not going to have so many repeated policy slides. So, you could copy and paste it. But if if if Hilda can hear me, maybe like whatever you guys are writing on right now, send directly to Hilda and then Hilda can add to your notes and then

032everybody will have it attached to Hilda's notes. Would that work? Okay. Um uh let Hilda we should make a let's if if everybody's okay let's use the one that has the larger amount of slides because then you like J I don't think you're hearing me. I think the one with a larger amount of slides is the original presentation like so you would be writing over the original presentation. So if you want to use the one with the larger amount of slides then you do have to make a copy of it because the 10 slide one is the one we started working on last time. I'm looking to see what these slides back to the other one. Let's do the 10 slide. I'm trying to see what slides are missing. Is that the 10 slide already

033has updated committee members, updated timeline? Yeah. Yeah. Well, let's do that then. Let's just say that that the shorter one is it. And then like what Evan was saying, just copy the ones that from the other one back in. I'm trying to see which ones are missing. I need my two screens. Why don't we uh if you guys don't mind if somebody could just go into the title of the short one and then just put like a new like either edit the title or just put revised today's date and that way everybody knows like revisions that started on 414 is the one to be on so there's no confusion. I was just going to put draft in there in big old letters. Cool. But I can put the date too. I'll put either way draft

034414. Sounds good. as long as I'm just waiting for like two people to be working on a random presentation, then we get there. So, yeah, whatever works for you guys is good with me. All right. Um, so let I mean, Hilda can update all the little logistical things about committee members and purpose and and I assume timeline as well too, right? In fairness to Hilda though, that's not her job. I feel like I'm happy to do it. He'll he'll just there just to but unless he'll dig your if you're flailing your arms right now and I want to help far be it for me to tell you not to. I mean I mean it should only take like 30 seconds to put that stuff in there. No. Yeah. Okay. I mean Well, I'm saying we

035could do it right now in the meeting. Okay. Um so All right. Yeah. I was like Okay. So, for the the policies reviewed so far, that stuff uh uh if if if we could all go and take a couple in there and uh uh add uh what uh some of the things that we have on there and put some bullet points in there about what we have taken from our list. I think that'll be helpful. I don't I can't I can't see what everyone's looking at so I might be off base. Can I make a suggestion um on the like completed policies where we were kind of like updating like going to send to the lawyer going can we make like an extra column and then just put like what slide you're going to make

036for what policy or have you guys already divvied up the policies because I might just be behind the um Well, I was thinking we could like do that now. divvy up the policies and then who whatever slide you have put your name in the comments and say I'm doing this one that way. Okay, cool. That way everybody would know in the comments that who's working on which slide and updating from there. Okay, perfect. Will you uh I'm happy to still do some too. So you can put me on whatever ones you want. Um and then I'll just look at the notes to see where my name is. And it So it now says draft 414. Do you want me to send it to you or do you have No, I'll be good. I'll be good

037if it's labeled like that. Okay. I think Thank you though. So, if you if all of us could just go in there, take a couple or one or two or whatever. And so, all the policies in there now are ones that have already gone to the board. Yes. Yes, sir. Yeah. Are we adding more slides of policies that we've reviewed in the past year? You're you're going to write over what's there and put the policies that we've reviewed this year. Yeah. So, only things we've done this year. So, you're essentially you're essentially going to replace it. We're changing the entire slide, right? Correct. Correct. Um, and then if we're unsure which ones we've done, I would just go to the completed policy document with the table and I've like put descriptions of where we are

038at with things. And so that should be able to like help us delineate pretty quickly which ones we worked on this year. So it's been a long year. Yeah, there's that whole separate uh column. Are we going in order on this list here? Uh if you look at the completed policies checklist, I think that's probably the best thing to to go and use. Um, yeah. And I would just go in order like um like whatever their like alphabetical order is makes sense to me. It that's what you were talking about, Tim. Yeah. So, the first one would be JIC K. Um, yeah. Well, the first one actually would be JICG, right? We didn't I don't I don't have it memorized. We didn't we didn't talk about JICG yet. Uh, unless you did before I joined

039the committee. 2425. Tell me what it's called. Tobacco use by the what? Tobacco use by students. JICG. This says this says complete by the end of the year. So maybe we're not done with it. Yeah, because we only got as far as the alcohol. We were still trying to figure out the differences of the alcohol, but I think the policy is literally like one paragraph. It is. So I would go ahead and skip that one just in case because we don't want to look like we were pretending we did it. But I bet after the community council we'll be able to cover it. So would would we have JIC then? Because that one says nearly ready for the lawyer. Which one does it say? JIC. Is that the alcohol? Sorry, I don't know the codes.

040If you could tell me the drug by students. It's still red in the 2324 review completed, but it says nearly ready for the lawyer in the 2325. And it's what? One more time. Sorry, I couldn't hear you. J I But what is that about? Drug and alcohol use by students. I think that one we can go ahead and cover because uh the only part that's it the only part that we hadn't finished was um like the bottom paragraph. So, it looks like uh drug and alcohol use by students, JIC, and then student bullying, harassment, intimidation, that's JIC K. And then uh student interrogation, searches, and arrests, that's JIH. Student concerns, complaints, and grievances, JII, and the and the uh regulation to go with it. Uh student discipline, JK. And then that one we've already done.

041That one we did last year. Uh oh, sorry. Yeah, that says in that one we did last year. Um and then uh the last one is restraint and secl. Well, not the last one. Restraint and seclusion, JLDB. And then uh the last one says nearly ready for the lawyer JB National origin protections. And that's it. What was what was that last one? So sorry. Uh JB, National Origin Protections. Oh yeah, I think that one you can put in there for sure. And that's really as far as the as far as the completed policies checklist got. Okay. Okay. And then um what I as you were talking I was thinking too we might we might want to put um or if it's okay with everybody I think maybe putting in a slide that's talk that talks

042about like the com like the common forms that are being agreed upon for the district um would be a good one to put because there's a lot that's not going to be in the governing board policy necessarily but that came out of this committee and I can add that stuff on there if that's okay with everybody. Repeat that again. What did you say? I was saying well we probably should al I think it would be beneficial to share the forms that are being like common like common and updated that aren't like in the governing board policy like the parent concern form is going to be the same. The student assess the student statement is going to be the same like all of that came out of this committee even though it wasn't like direct work.

043Oh right during so I I was thinking you just like put like an additional slide at the end of like these are the forms that we're working on. Okay. I'll add that. And in that same vein, there was the um alignment with like the DCS forms and whatnot. Yeah, that's what I'm thinking. I'll put that right before the slide about uh policy revisions thematic change because it's kind of it's towards the end and it kind of aligns a little bit with that same process. Okay, that sounds good. Oh, I think my car might be done. Oh, so go go go get it before they close at 6. Um, checklist. I'm assuming you're guys going to go through 6 go to 6:30. Yeah, have some sort of approval. We don't Okay, then I think I don't

044know if if it's sent for Oh, wait. If it's if it's green, I can hear you Adriana, but I'm not there so I can't answer the question. J and J. I think Adriana's asking if it's going till 6:30. Yeah. And I did tell her yes. Oh, I didn't hear. Oh, sorry. I thought it was part of the conversation. Evan, you got J. Yeah. Do what you need to do, Adriana. Don't worry about us. J. Okay. It looks like they are just starting it. Actually, I can do they pulled it in and I thought they were like pulling it up so I could get your name in the comments so we can just keep make so we can make sure that you're working on JI and J. Right. Right. Both of those. Yeah. Okay. And then

045what's that last one that is the national origin projection? That was the one that came from the board that they asked us to work. And did we work on that? Yeah. Yeah. Okay. So, we don't really need to have this thematic change yet. um that go ahead and leave it u because that's what Adriana was uh talking about uh about the Yeah. If we have an overarching theme, right? And we can always delete it later. Yeah. Right. Okay. Okay. Is there one that you're working on right now? I think I might be working on JIC. Is that the one you told me I should work on? I think it would. Whatever. I think you would change the the title of that one. Yeah. Okay, I'll do that. I still have the folder that has all

046the common forms that Adriana went over. That'll make this easier. Hold on. Adriana, are you still there? Yep, I'm here. Um, I'm putting the I I have the folder that you gave us at the AP meeting about the common forms. Um, and I only have two and I feel like there was more but I could be wrong. I have the students the student statement and concern form and the CSD parent concern form. Is there another common form? Uh I think what we are also going to do is um okay let me go through in my mind the um DC so what eventually we'll be done with is uh the DCS reporting form um the like DCS uh request to interview form then the student statement form the parent concern form the office referral but I

047would put an asterk like we just barely started talking about that um the office referrals form and then um isn't the office referral form isn't that already standardized? I thought we No, it wasn't employee. Wait, what's the Oh, that's just for suspensions. The suspension one is standardized. Yes. Yeah. Yeah, the suspension one is. And then an updated suspension form to include community amend not either of those words, restorative practices, right? And then um you this one is technically like an asterk but like an updated uh restraint parent notification of student restraint and staff documentation forms. I think that's it off the top of my head. That's a lot right there. Yeah. What was the last one? Um it's the like the restraint and seclusion forms. Um an updated parent notification and then an updated uh

048team like staff documentation form updated team step what what is that? Uh so like right now there's this like how who is there and like let's talk about it but it doesn't follow the coping model that's part of our CPI training. Um, and so we're going to update it to match the CPI coping model. So like the training people get is going to be the forms that they also then fill out. Okay. And what what is it called? The updated C I'm I'm writing it down. Updated CPI like team documentation. Team documentation form. Okay. Okay. I have a student statement and concern form. CSD parent concern form, DCS reporting form, DCS request to interview form, the office referral form with uh I I think you said an asterisk and uh updated suspension form, updated parent

049notification of student restraint and updated CPI team documentation form. Yep. Okay, got it. And I'm going to put your name on slide 10, which is the policy revisions thematic change. I I feel like we'll all kind of add to that, but I I I'm putting your name on there. Okay. I should do that. Yeah, we get it, Adrian. We know you're not ditching. Like when somebody's like, "I'm [Laughter] sick." I think they're making a perfect shot. Yeah. Sound like what are those called? Impact drivers. I'll I'll do the updated policy still to be reviewed. And I don't know if we're planning to unhide the last slide where we asked for feedback last time, but I changed the date to match this year's next meeting because it had April 30th from last year. I just changed

050it to April 28th. What's the Why were we skipping that? Are we not looking I think we must have hidden it for the governing board presentation. Oh, gotcha. Yeah, we hid it for the governing board. It was pretty minor. I figured I wouldn't be interfering. Appreciate it. Appreciate it. It's hard. It's hard not to I just realized there's a lot of policies that we haven't that are yet to be reviewed. Well, I guess there's not that many. That's my Okay. Do you think if it's just a regulation and not the actual policy? that that should be included in the policies still to be reviewed. Seems like kind of lower level stuff, right? Yeah. I'll leave that out. I think it's kind of embedded. I mean, if you eliminated the policy, the regulation would go away,

051right? So, one's dependent on the other. Yeah. And the policy actually it says pulled. So, I'm guessing that was something that we decided not to pursue. What's RB? JIC A-RB. What's So, um, it's probably means if there was more than one regulation. So, if there's like if there's only one irregulation, it's - R, but you could have a - R A and a - RB if there's multiple regulations. I'm going to delete that, too. She told me Okay. Got chance. Who did JBA? You didn't. And who did J I C H me? Who did that to me? It's looking good. James, if you or maybe Adriana, somebody who deals with CPS coming in for peace officers. I know you guys talked about having a systematic form where there's like a because of the policy there'd

052be like a more uniform way to handle people coming in to interview students, right? Would you put that in that slide? Um well those are more um that's more internal practice. It wouldn't really be policy and that's going to be addressed as on slide 11. Okay. Uh for some of the common forms that we're going to be using. Okay. You know why you're breaking up. You just switched to my car. Can you Well, I assume we can hear you and I assume if we switch to your car it's because you're getting I figured you were here. Someone was like the car took it over. I kept asking it. Yes, I'm now getting in my car. But what was your question before I let it switch over? Was there a question for Adriana? Nope. Or for

053the gentleman who's repairing her tire? No. All right. I'm in my car. Are you guys going to be there by the time I get there or should I just stay on the phone? Well, I I mean I guess the main thing is to figure out may well how long is I don't I don't know. It'll probably take her 10 minutes to get here. So feel bad about making her if we're wrapping up in 15 or 20 minutes. I'd say she can go home. I would say continue with your virtual Yeah. You've done an exceptional job in this format and so why begrudge you then consider considering the additional hazards and challenges placed before you to participate today. Thank you guys. No one's going to accuse you of being a slacker. There you go. Well, and

054I'll look at the presentation and add whatever parts and stuff. Okie do. Um, I think all I think all we really need to do is um uh is decide uh or do we what like next steps, right? Next steps and recommendations to the board if we want to edit those. I feel like we should edit those slides together. Yeah. And then uh beyond that decide who the speaker who the presentate presenters will be. And I'm guessing it's going to be these two, right? you and Adriana. I mean, I'm definitely gonna be there. My mic isn't working, but Oh, I agree. Adriana, he's like, "Now I'm regretting it." Sounds good. Um, but I don't know who the other person was. What did she say? Said she didn't know who the other person was. I think it

055was you, Adriana. Oh, okay. I I think it's you and Jez were the were the two designates, right? Yeah, I can try to reach out by email. I just, you know, I haven't done that before. So, if it would be possible to talk Yeah. oneonone through email or or Zoom. Yeah. if Jay doesn't mind giving you my number um too and you want to just have my number and then we can find a time just to run through like the final one either like that um I don't know that Tuesday or Wednesday of next week. Yeah, I would also just want to review how the tech flow works and just the B more of the hardware element of it. Yeah, I think I think we're in the Builtmore gym and so I suspect we'll be

056on the projection system in there and it usually runs off of a community laptop, but they usually have a clicker that they'll give the presenters to advance in reverse. And Adri Oh, hold in case. Adriana, um I'm assuming when you said to give your number, you meant this number, the cell number, right? Yeah. Yeah. and then we can find a time just to make sure we both are like, "Okay, you'll do this slide, I'll do this slide," and all those good things. That sounds good to me. Thank you. Yeah, of course. Okay, so you guys can work that out uh on your own. Um for us, uh let's look at uh slides 13 and 14 for next steps and recommendations to the board. [Music] Um, I'm assuming the next steps are going to be the

057same, right? Except the dates are going to change. We'll have our final our final meetings. The attorney has to go over it and then at some governing board meeting question mark that would be um approved, right, Mr. Rand? Yeah. Typically what'll happen is um and I'm I'm kind of leaning towards going with the second meeting in May because May 6 is pretty jam-packed right now, but we can kind of see how it goes. That's the right date. Whoever's doing that. Oh, sorry. Yeah, May 6 is correct. I already I was sneaking in and correcting things. My bad. So, those are correct. So, we could either go on the six. I just know there's also a budget hearing that night and a few other things. Um or we could go on the what is that? The

05820th I think is the other meeting. Um which would give a little bit more time for attorney review of recommended changes because I believe Monday, April 28th is exactly a week and a day before the May 6th meeting. So the second meeting in May might be the safer bet. Um and then it still gives the board the opportunity to um what basically the presentation on Tuesday would be part of I would assume a first read and then we could bring it back at the first June meeting as consent for second read if there's no requests for changes. Okay. Well, we can just leave that alone and then if something changes, we can change the dates. Yeah. Yeah. Can we um I actually don't know if there are dates, but one of the things we might

059want to add is like uh important round or first year dates because I know that the lawyer saw them, but I still don't think that we've actually like officially replaced the policy. So, if we know like second read or like when they're approved by the board, we probably want to add those things, too. Doesn't the board determine that? Yeah. So I'm I'm just conf You mean for these new ones, Adriana, or the original ones? The original ones, like what's the update on those in terms of next steps? Yeah, those were adopted and we're just working on getting them integrated into the policy manual. So we'll we'll do the same with these once if the board adopts them and the state they're adopted, then we'll work on getting them integrated. We're we're having some challenges because

060of the multiple migrations between policy systems, if that makes sense. And so, um, it's on my to-do list to get that to sorted out. Got it. Okay. Uh, then the next slide, slide 14, uh, committee recommendations to the board. Looks like somebody's already kind of edited this. Well, I kind of Oh, you had I was cheating and hoping. No, I appreciate it. I fixed I assumed you'd want to continue next year since we didn't get through everything. So, I fixed the dates. Um, Evan's like, "Not me." But the rest of it was already there. So, all I did was fix the dates. Okay. And I didn't know if that last bullet still pertains or not because I thought we might have done that this year. determine guidance on the law enforcement contact and involvement outside

061of the mandatory reporting requirements. I thought we I thought we might have accomplished that this year with all of our um process and form alignment determine guidance on the law enforcement contact involvement use outside of mandatory report requirements. Yeah, I mean we could delete that. Is everybody okay with that? Yeah. What policy letters is that? Because I think that was done before I was here, but I I'm curious. I think it spills over between them because a lot of the policies actually had inconsistent guidance on when to involve law enforcement. So I think what this team has done is pair down the when to contact to only what's statutoily required now whereas it seemed in the past some of the things didn't seem to align with statute and there were um places where there was

062indications to do it outside of those requirements but you might remember better Adriana that's my recollection. No. Yeah, that's what I recall as well that we've kind of already like done that one. That'll probably be one of the thematic things that we can add uh for the presentation. And that also ties into that extra one the board sent our way. And that was the reason I think the board sent it was to make sure that whatever we were doing in relation to the immigration components that we it's almost sort of the opposite in a way because the board's thinking was well this one maybe shouldn't be as aligned as the other ones because we have the ability um in those cases to have more rights to say no based on the Fourth Amendment etc etc.

063Yeah. Okay. Uh, so are we are is anybody having any heartburn about deleting that last bullet? I'm okay with it. [Music] Delete. Evan has spoken. Wonderful. Um, any other recommendations or any other edits to the uh recommendations that we've had before? I'm looking specifically at that third one. I mean, that's the this would be the second year in a row. And if we're I mean, I I like the idea of it. I know it's come up a lot. Um, I don't know if it's come up at your site with with hate speech and stuff and um and I would always appreciate guidance on how to approach that. I've always considered hate speech uh much uh in a different category in a different lane than calling somebody a poopy head or something like that. Um, but

064that's just me and the guidance would be would be helpful in having those conversations with parents um and with stakeholders and with students. Uh but the flip side of that is if we're at a place uh with the policies and the language now that something like that may not be in our may not be feasible, then I I guess I would question whether or not that should be a recommendation that we continue. I mean, if it's something that we're not at a point where we can do, then I I I don't know if it's a good idea to keep it in there. I don't Oh, go ahead, HR. Um, I was going to I think that it says you when you said it earlier, it was like it said something about like research like hate

065speech. I think we've done that and there is nothing. So if the governing board was to take that on, I I think it has to actually kind of come top down like, okay, then what do they what do they want to classify as hate speech and then give us that charge to like incorporate it into the policy? Um because that's where we got stuck. There isn't um and I think Katie might have even mentioned this that there isn't um like laws directly pertaining to speech in that way um if I remember correctly. So there's there's just like there's nothing to there's no precedent. That's what I'm trying to get at. That's right. I Yeah, I was trying to remember earlier before you were on the phone, Audriana, and I could not for the life of

066me remember where we landed, but I do recall now that you said all that because I do remember finding some of those maybe I had like Googled and found some policies from some other districts, but then they got challenged and there was some court cases pending. It seems like it's just hard to author. I don't know. It's hard to author a policy specifically on that. So, could the recommendation be if the governing board has a desire for a hate speech policy, uh, this committee would need specific guidance and direction on how to approach that? I mean, I'm I'm just spitballing the wording, but that's essentially the meaning. Uh yeah, it it would need to be something like that. Like they basically would need to like give like a recommendation of like like we're recommending to

067them to give us permission to make something up, but I also don't think the committee wants to be the ones who our hate speech law. Yeah, I think No, I think that's a good way to put it. And um obviously whenever the board presentation happens I can there's going to be a discussion point and I can explain things too and I can be better prepared for that discussion as well than I am right now. Okay. I'm just I I just literally just made that up now. It it is not my hill to die on. So if somebody has a better way to word it um please do so. What do you think? I think the the board already had a desire for it, right? We just can't act on it without specific guidance. I don't

068know if that first sentence is needed or we ask if they I think that sounds right or yeah because this this kind of makes us seem like we don't know whether there's a desire from the board I don't I don't mean to be crass but is there a desire from the board? I I've never heard that explicitly said. Yeah, I I think the original conversation came out of the committee itself, but I I could Yeah, I think the original conversation did come out from the committee. So, I think maybe we would you would be going back to ask the board if this is something they want to explore further. But if it is something they want to explore further and they do give direction on it, then they would also need to give more clear

069and detailed directions regarding that policy. Yeah. Okay. Okay. So then, yeah, we do want to ask if they want us to look at it. Oh, so wait. I I think that because it came up in conversation though, they were like, "Yes, that's a great idea. You guys should get that." But then we just like couldn't find anything. Like we went to the ACLU and we went to other school districts. So I almost feel like what we're asking then is like for the board to define for us what they want to regard hate speech as so that way we can align policies to that definition. But it's like we're kind of asking the board to write their own or sorry I get what you're saying because at the last presentation to the board we just we

070brought this up as or you all brought I keep saying we y'all brought this up at the last presentation to the board. my rent and everybody was like, "This sounds great. Yeah, go ahead." is what you're saying. Um, but it basically like when Allan and I were looking at it on top of that, it was like um and I I I should know my history better than I do, but it was like everybody was basically like, "Well, I know it when I see it." Like that pornography Supreme Court case and and that like didn't leave us with enough tools to like feel comfortable for this committee to create those things. Okay. Well, I'm just going to leave it and uh feel free to massage it. Maybe uh you and uh you and Jess can get

071together and like come up with some amazing word choices that would make that more um more less wordy and more specific to what we're trying to get to. Um any other recommendations to the board? I feel like a speech. I feel like a fraud. Can we make sure the microphone's on? I I feel like part of the problem might be hate speech is a broad term and I'm going to try to speak loosely to something specific worth avoiding like maybe with the removal of some of the title n things. It's a broad definition for some of the specific policies we're going to be doing and it's very awkward right now and maybe that's why we're having trouble figuring it out. Everybody has their own ideas of like those levels of stuff and there's not any

072clarity in something else. Yeah. And some folks are even twisting it to mean the opposite of what it means. Yeah, it's Yeah. um one recommendation to to all or I don't know what's the recommendation but one thought is is what we landed on last year but didn't actually have an opportunity to like follow through with was um just ensuring that the principal the APS on the discipline matrix that they for inappropriate language they included clarity on like severity. So instead of having like a separate hate speech policy or like this is what hate speech is, we would have they would do like this is inappropriate language, this these examples of inappropriate language would get uh a a three-day suspension or you know what I mean on the on that. That was kind of the way

073that we were like, okay, we can at least address that hate speech is happening and that there should be like consequences and um without getting kind of trapped in trying to create a policy with with not too much guidance. Yeah, that could be a way to sort of sidestep the whole the whole conversation about it and still get the same uh the same results. Yeah, I think that's kind of an elegant solution for the time being because there's already processes that exist and it would just be expounding upon those processes and refining it. And that also aligns with one of the other efforts that both this team and the AP team have been trying to accomplish, which is to create a more common set of understandings around what the consequences for various things are. So

074that way we have consistency throughout the district rather than, you know, if if I'm at this school, I get this consequence, but I'm at I'm at this other school, I get a different consequence. Yeah. Okay. Um I I I feel like we're at a good place with this for Adriana and Jez to kind of take it to the next level of awesomeness for the presentation. Um unless anybody has something else to add, we can move on. Okay. All right. Um it is 6:35 right now and um we essentially just worked on this which is fine and great. Um uh I guess we'll figure out what we can do on later. Um, so unless somebody has something else for the good of the order, I'm fine going and entertaining an ending to the meeting. Going once,

075going twice, three times a lady. Okay. Um, so, uh, I motion to adjourn the meeting. Can I get a second? All those in favor say I. I. meeting adjourned. Thank you very much.
